Greetings to all my TWUA colleagues and thank you to all who supported me in becoming the 96th Pres ident of our great organi zation. We just finished the 104th Annual School in Corpus Christi. We had good attendance, excellent training programs, pro ductive association meetings, and the best weather in several years. If you get a chance, be sure to thank Russell Hamilton, his staff, and the volunteers for all the work they put in to make a successful school
Our executive director, Russell Hamilton, told the board at our final meeting in Corpus that while membership numbers are holding steady and slight ly increasing, attendance at events such as district meetings and regional schools is declining. We must address this problem to sustain our associa tion. However, in trying to determine the cause for the decline and rectify any issues, we found that our organization is not the only one suffering from the phenomenon. Churches, business associations, and many social organizations are also going through the same decline.
During our board meetings, we discussed our past achievements and areas we need to improve. The management committee has identified: The format of and dates of the annual school, association meeting dates, attendance at TWUA in-person events, virtual training, availability of training manuals and TCEQ computer-based training that we want address this year. If you watch the news, you might have seen the predictions of a coming recession. If experience is any indication, one of the first areas cut from bud gets during a downturn is memberships and dues. Administrators must cut whatever they think costs too much for its perceived value. It is incumbent on us to demonstrate that the value of our membership offers is worth more than the price charged.
One of the first steps to establish this is to explain the benefits of participating in our events. Yes, a significant benefit of our association is the availability and quality of our training programs. TWUA provides both in-person and online TCEQ-approved training and member-only materials.
TWUA provides license renewal training hosted by local districts. From recent changes in the TCEQ rules to new technological tools that will make your job easier, these meetings provide continuing education to help you stay updated on virtually everything happening in the utility world. At most meetings, attendees receive two hours of renewal credit toward both Water and Wastewater licens ing maintenance and licensing renewal. Many districts even provide a free meal. With the average annual dues for TWUA and district membership at around $85, a manager would be hard-pressed to find a more cost-ef fective way to obtain 48 hours of training and 12 meals.
One of the most valuable personal benefits of joining TWUA is the opportunity it likely provides to connect with a mentor or serve as one. Mentorship offers the ability to learn the industry from someone who has been working in it for years. Or you can perpetuate excellence in the water utility industry by sharing your expertise with someone new to the field. These authentic mento ring relationships beat paying money to some unknown and unproven expert any day.
TWUA offers numerous events throughout the year that allow operators to network with their peers, including district events, regional schools, and our annual confer ence. Many of these conferences are intended as a way for members to connect with local and state leaders within the industry to expand their professional relationships.
Obtaining employment in the utility industry can be chal lenging, particularly for first timers. Everyone is familiar with the frequent plight of many new workers: “I can’t find a job because I don’t have any experience, but how
can I get experience if I can’t find a job?” Being a member of TWUA can help you get your foot in the door.
Another benefit to membership in TWUA is access to the Texas Water Utilities Journal and other publications that can offer helpful information about the utility industry. Such resources may also provide news about upcoming events, conferences, meetings, and even career opportuni ties not publicized elsewhere.
Utility operators are often extremely busy and can get stuck in their own little bubbles. Being around other oper ators with different viewpoints, methods, and experiences exposes you to new ideas, outlooks, and techniques. This can have a very positive effect not only on your personal growth and development but also on your utility’s overall success.
Your career doesn’t have to depend on what is available to you within your utility. Development opportunities from TWUA are intended for personal and professional improvement, even if it doesn’t benefit your immediate employer right away.
Another benefit of membership for operators working on licensing is the availability of review materials that will help prepare them for and, ultimately, pass a licensing exam. Such review materials are offered in partnership with senior operators, so you’re more likely to become ad equately prepared.
While training from your desk or home can be flexible and convenient, the value of this method often suffers in quality when compared to in-person meetings. Recent research shows that students learn more and more ef fectively at in-person training events. Students receiving in-person instruction have fewer distractions, increased concentration, and can receive more direct, personalized learning experiences that keep them from falling behind
Many of our district programs are presented by utility experts who provide products and services to our industry. They give this training at no charge. They do this to make contacts and develop relation ships with potential customers. We could lose their expertise by transitioning exclusively to online meetings/training.
Since the main reasons members join associations are networking with others in the field (63%), con tinuing education or certification (37%), and access to specialized or current information (32%), your attendance and participation in TWUA will fulfill all these needs. Membership just makes sense.
In closing, I hope to meet with all of you during the coming year, and please let me know if you have concerns or recommendations to improve TWUA.

In West Texas, Lake Spence is sitting at 19.0 % (- 0.7 %). White River is sitting at 14.8 % (-0.6 %). Panhandle - Lake Meredith is sitting at 31.4 % (- 0.4 %), and Greenbelt is at 12.4 % (- 0.2 %). Annual School – the 105th Annual School will remain in Corpus Christi. The dates are September 17th – 20th 2023. After the 100th anniversary, it was suggested that the as sociation make each upcoming 5th year a special event to acknowledge and commemorate the association and those who have served in management positions. Not sure at this point the specifics on how the 105th will be celebrated, but please, make plans now to come and be a part of this historic accomplishment.
Mark your calendar for the 2023 Regional opportunities – Amarillo will kick off the regional events beginning April 4th – 6th 2023. Beaumont will be April 24th – 27th 2023. Abilene will be May 9th – 11th. The entire regional calendar and links to all the fliers will be activated as soon as possible so that you can register for any region now, making use of budgets more efficiently.
We remain positive that the TWUA in-person training events will remain successful and attendance will return to historical numbers, but your participation is needed. In-person, Live training events are struggling to attract students. Training manuals are requiring longer shipping times, so please reg ister early, and we are hoping that last-minute registrations do not become problematic (relating to training manuals).

TWUA Central Office will begin our database change or conversion over the New Year Holiday break, beginning January 2, 2023. This update will make our data more secure and provide more options and functionality for how data is used while bringing ownership of the processes, such as membership information and renewals, course advertising, registrations, and association information, all in-house. During this conversion, please call the central office for assistance if you need anything.
Have you heard about the staff member (we will call him Jim) who worked as a general laborer whose primary job was all the daily tasks that no one else wanted to do?
Jim began his day by ensuring the bar screens were all cleaned, the debris was placed in the trash bin, and the area was hosed down. He then “checked” and maintained the eight “lift stations” in the collections system. Somedays, this meant mowing and weed-eating around the structures. On other days, this meant he repacked a pump or changed out a bearing that was failing. Some days he had to unclog the pumps.
This staff member rarely asked for assistance, but when he did, it was for someone to assist with pulling a pump or motor out of the lift station for extensive maintenance or replacement.
When asked, none of the other public works staff could ever remember Jim calling in sick or missing work when he was scheduled. Jim’s was a thankless “dirty job” and probably not a whole lot of fun. Can you imagine being excited to go to work and deal with others’ waste each day? But yet, Jim always seemed to be in a good mood, and if asked, “how are you” Jim would typically come back with something like, “I am blessed.”
It happened that there was a new Director of Public Works that was named for the entity in which Jim worked. In the first two weeks of taking office, the new director wrote a personal thank you card to every employee for whom he
was responsible. Then he had his assistant take him to introduce himself personally and hand out the card and shake the staff member’s hand.
When Jim received his handshake and opened his card, he was overcome with emotions. Jim asked if he could take the remainder of the day off. Thinking he was experiencing a sudden illness, he was allowed to leave with the agreement that the next day or when he returned, Jim would stop by the new director’s office just for a visit and get to know each other.
When Jim returned to work, he went to the director’s office. Jim was welcomed and given a cup of coffee. The director began by asking how long he had worked for the city. Jim stammered a bit but was able to get out 22 years, sir.
Jim, can you elaborate on what caused you to become emo tional when we first met?
Jim took a deep breath and said, in my 22 years, your card was the first time anyone told me “Thank you” for the job you do. You make the fourth director that I have worked for or under, and before meeting you and receiving the thank
you card, I thought I must be doing something wrong or unable to meet expectations. I thought this was probably a good time to quit.
Well Jim, I appreciate your honesty and sincerely hope you reconsider. Give me time to make a few changes. My team will always have a place for you. Just so you know, the thing that impressed me when I toured the facilities before I was named director was the care and pride shown by whoever was responsible for your primary job duties. On my tour, I asked the City Manager to allow me to look inside a couple of the lift stations, and I was impressed with your work ethic. Your pride in job performance will be recognized if you can give me a little time.

The Lead and Copper Rule Revisions (LCRR) amend the Lead and Copper Rule. All community and non-transient non-community public water systems are required to comply with the LCRR starting October 16, 2024. On this page, find information related to the rule, including provisions for service line inventories and testing in schools and childcare facilities.
The Environmental Protection Agency (EPA) announced final revisions to the National Primary Drinking Water Regulations for lead and copper under the authority of the Safe Drinking Water Act on December 16, 2021.
EPA has also announced an additional update to lead and copper rules called Lead and Copper Rule Improvements, to strengthen key elements of LCRR. According to EPA, this additional rulemaking is expected prior to October 16, 2024.
The LCRR is in effect with a compliance date of October 16, 2024. The rule revisions will apply to all community water systems (CWS) and non-transient noncommunity water systems (NTNC). These PWSs should continue to implement the current LCR sampling, compliance, and reporting requirements as in Title 30, Texas Administrative Code, Section 290.117 and on TCEQ’s Lead and Copper webpage.
Implementation is being discussed during Drinking Water Advisory Work Group (DWAWG) meetings.

TCEQ will continue to use the work group to engage regularly with the public drinking water community on this topic.
CWSs and NTNCs must submit service line inventories to TCEQ no later than October 16, 2024.
TCEQ is developing guidance documents and resources including Service Line Inventories for Public Water Systems (RG-593) (COMING SOON) a guide for preparing and reporting LCRR service line inventories.
Inventories must include the following:
• All service lines (public and private) connected to the public water distribution system.
• Categorization of each service line, or portion of the service line where ownership is split.
The four categories for service lines in the Inventory are:
• “Lead” where the service line is made of lead.
• “Galvanized Requiring Replacement” where a galvanized service line is or was at any time downstream of a lead service line or is currently downstream of a “Lead Status Unknown” service line. If the water system is unable to demonstrate that the galvanized service line was never downstream of a lead service line, it must presume there was an upstream lead service line.
• “Non-lead” where the service line is determined through an evidence-based record, method, or
technique not to be lead or galvanized requiring replacement. The water system may classify the actual material of the service line (i.e., plastic or copper) as an alternative to classifying it as “Non-lead.”
• “Lead Status Unknown” where the service line material is not known to be lead, galvanized requiring replacement, or a non-lead service line, such as where there is no documented evidence supporting material classification.
CWSs and NTNCs with service lines (public or private) connected to the public water distribution system must complete a comprehensive spreadsheet inventory using form TCEQ-20943 COMING SOON.
EPA has released their Guidance for Developing and Maintaining a Service Line Inventory and it is available at the EPA LCRR webpage .
Community water systems that supply drinking water to schools or child care facilities will be required to comply with new LCRR requirements starting October 16, 2024.
School administrators or child care providers are not required to take action under the rule revisions at this time but can participate in voluntary lead sampling. See TCEQ’s Lead Testing in School and Child Care Program.
The Texas Commission on Environmental Quality’s Occupational Licensing section has been diligently working on revising and converting all licensing exams from paper to computer-based testing (CBT).
We are pleased to announce that beginning September 1, 2022, all TCEQ administered exams will be available at approved CBT centers. TCEQ will no longer conduct paper exam sessions, with exceptions for Americans with Disabilities Act requests.
The only two exams not offered via CBT are the OSSF Site Evaluator and the Landscape Irrigator exams, which are currently being administered by the Texas Engineering Extension Service (TEEX).

Because of the dangers posed to drivers and road workers, every temporary traffic control plan template needs certain elements to ensure everyone stays safe. These elements are carefully documented, with their locations annotated on a road map of the area where the work is to take place.
• Advance warning: motorists must be warned sufficiently in advance that they are about to approach a work area that will alter their driving patterns. This is primarily accomplished through the use of either static or electronic road signs. These signs should specify how far ahead the new traffic pattern begins at a minimum of 300 to 500 feet for residential roads and even farther for highways.
• Vehicle separation: Entrances and exits to the worksite for vehicles must be kept separate from those for pedestrians. This includes not just workers but visitors as well. Systems must be put in place to keep vehicles safely away from pedestrians through the use of physical barriers and safety zones. This is accomplished by using temporary barriers to taper driving lanes to direct traffic away from active work areas.
• Pedestrian routing: Any and all pedestrian routes created must be separated from vehicles at all times. This includes safe routes for visits to the site office and other related facilities. All walkways must be marked and maintained clearly and consistently.
• Vehicle routing: Loading zones must be clearly marked, and there must be sufficient parking for necessary work vehicles. Traffic directions must be clearly marked and visible, road conditions must be sufficient for the traffic passing over them, and vehicle routes must be kept clear of all obstructions.
• Worker PPE: All workers must be equipped with proper personal protective equipment (PPE). This most often includes high-visibility gear to ensure they are easily spotted by drivers in all road conditions. Other types of PPE, such as hard hats, eye, and ear protection, work gloves, etc., are required on a situational basis.
• Worker training: All workers must also be trained properly in proper safety procedures. This section covers not just the workers tasked with doing the repair or construction work but also those who are responsible for traffic control measures – i.e. directing the flow of traffic and ar resting it temporarily when necessary.
