By Chris Frost Oxnard-- It was a classic Mother’s Day memory in the making at The Collection, Sunday, May 9, as Live Music on Parkview Court featured music, food, and lots of families gathering and enjoying the day.

HE event was socially distant, and attendees feasted on food from the Annex, shopped for last-minute prizes for mom, and even got the chance for a Mother’s Day photo in a decorated enclave to make the memory special.

Musician Ben Garcia entertained the crowd at The Collection and said he was happy to play for all the “beautiful mothers” in the crowd.

Conejo Recreation and Parks District updates the Thousand Oaks City Council

By Chris Frost Thousand Oaks-- The Conejo Recreation and Parks District stopped by the Thousand Oaks City Council meeting, Tuesday, May 11, and updated the group about its adult, teen, and volunteer programs.

Patty Hamm, the Goebel Adult Community Center supervisor, said the City of Thousand Oaks and the Conejo Recreation

and Parks District have a longstanding history of partnership and collaboration.

“It has allowed us to enrich the quality of life of the teens, adults, and seniors in our community,” she said. “The Goebel Adult Community Center has always been, and continues to be, a gem in our community for our seniors.

Oxnard-- As I sit writing on Mother’s Day, I can’t help but think about my mother, Dolores Teresa Frost, who passed away back in 2004.

I

have to respect what she did over the years, as many people across the country tell me that being around me is an extremely challenging proposition.

I guess I was challenging right from the opening bell. I was a breach-born baby in the 1950s, which I am told was a big deal back then, and she spent 27 hours in labor with me. The doctor told Ma that I might have brain damage with the amount of time I spent in labor. I came out okay, although members of my family dispute that.

Growing up, one of the first things Ma taught me was to hang up my clothes. Of course, rather than hanging my clothes on a hangar, I unraveled the hangars and thought they made great swords. I also learned that hiding clothes under the bed, which I thought was a viable alternative to hanging up my clothes, is an excellent way to get punished.

It’s ironic, you know. I was cleaning up the kitchen this morning, which was a mess, and I pointed out to

NEWS Finance and Governance approves Internal Control Integrated Framework policy

By Chris Frost Oxnard-- The Finance and Governance Committee, May 11, reviewed the proposed City Council Policy for Internal Control Integrated Framework - Information and Communication and provided feedback to the staff.

HE system of internal control a d d re ss e s operations, reporting, and compliance. The city council exercises its oversight duties and will work with the City Manager, Attorney, and other officials, to gather and use relevant, quality information that supports the internal control functions.

On September 1, 2020, the full city council adopted the policies, including the control environment, risk assessment, coastal activities, information monitoring, and communication of the monitoring system.

Chief Financial Officer (CFO) Kevin Riper presented the item to the committee said the city wants feedback about the ICIF and to adopt a policy for information and communication of internal controls.

The policy mandates that City Manager Alex Nguyen is responsible for carrying out policies, managing the organization, and ensuring accountability for the performance of all employees under his direction.

“The recommended policy defines the full council’s internal control activities as they relate to the information and communication of the internal controls to the outside world,” he said. “Especially the public interested parties, like rating agencies, financial analysts, and anyone else looking at the city’s finances and internal controls. The key element of the policy is that the council reaffirms its commitment to hold management accountable to provide full and transparent

This spring, Riper said the city will engage a consulting firm to perform a comprehensive risk assessment in the city.

“That relates to a previous policy that summarized the city council’s risk assessment policy which the full council adopted at the beginning of January,” he said. “That policy called for conducting a city-wide risk assessment so management activities can be broadened to encompass internal control risk and other kinds of risk, in addition to what the human resources department already oversees.”

Riper said this fall; the city will bring the final internal control integrated policy to the Finance and Governance Committee and the city council about monitoring activities.

“How does the council monitor and track,” he said.

“Does management know, how does management track, and how can the public be confident the ICIF is being followed on an ongoing basis?”

Following Riper’s presentation, Lawrence Stein said there have been weaknesses in the city’s internal controls during public comment.

“As an example, with written checks, over $1 million, the approval for those checks have only been by directors,” he said. “There has been no approval by the city council, the CFO, or the city manager. The only approval has been by the director. This is one example of internal weaknesses.”

“Since my time sitting here as a council member, I have personally witnessed all the work that the finance department has done to get us to today,” she said. “I hope to continue to see the progress that the finance department team is making. With that being said, Mr. Stein did bring up some of his concerns and having worked in government, and I’m still working in government, I know there are internal controls as far as paying invoices. Purchase orders get signed by top management, and when the invoices come in, that’s authorization to go ahead and pay those invoices.

I’m positive there are internal controls there in order to make sure these kinds of things don’t happen. I also understand that we’re human. I want to make sure we give credit where credit is due. I know Mr. Riper’s team has been doing everything possible to get us where we are today.”

Committee Member Gabe Tehran also commended Riper and his staff for the work put into the controls.

“We are almost through all these internal controls,” he said. “I have a question about transparency and communication, and I wonder if Mr. Riper can give an example tangibly of what this policy will look like if this is put in place?”

Riper said a good example of the city council fulfilling this goal in the recommended policy would be the council routinely asking management for updates on internal control policies, remedies, and any remaining weaknesses.

Grilled Steak

Okay, okay, you are probably saying, “what the heck Connor, I know how to cook a steak”. Of course, you do. But does it turn out amazing everytime? Do you think to yourself that its better than a steakhouse?

Well rest assured cooking a steak is as easy as it gets, with some practice.

I

like my grilled steak simple. Beef already has a ton of flavor, so you really don’t need to do much to much to the meat.

I season with primarily salt, maybe a pinch of pepper if I’m feeling frisky. I’m serious here about the simplicity.

Sure, the cooking shows with do rosemary and thyme and all sorts of spices and a crazy marinade. But none of that matters. Grilled Steak is a keep it simple, stupid, kind of dish.

My favorite cut of steak is a T-Bone. The reason is thrice.

One side of the bone is a New York strip, The other side of the bone is a Filet Mignon, and the bone in the middle makes it all juicier. Plus, the leftover bone is great for making a beef

stock. Other perk, T-Bones are usually around $10-$12/lb so it won’t totally destroy your wallet. Just a little.

Let’s dive right in.

Ingredient • 1 T-Bone steak (will feed 2)

• ½ tablespoon salt • Pinch pepper To Cook Pull your steak out of the refrigerator an hour before you are going to grill it. Season it with the salt and pepper

evenly on both sides. Leave on the counter until you grill.

Preheat your grill to high for 20 minutes. Place T-Bone on hottest part of the grill for 4-5 minutes, flip and leave for 4-5 minutes. Move T-Bone to indirect heat. Cook lid down

another 5-10 minutes. Rest in foil for 15 minutes before eating or slicing. EAT! I hope you liked this recipe.

With the pandemic, she said the district had to explore new ways to provide programs for the seniors.

“At the beginning of the pandemic, when everything shut down, we canceled all programs except for our Senior Nutrition Lunch Program,” she said. “As Covid-19 numbers improved, and we were given guidelines on what could be offered, we had to think outside the box and provide programs for seniors and still keep them safe.”

In addition to all the Zoom programs the district provided, she said programs like CRPD@Home, launched in May 2020, Brats & Bingo, launched in October 2020, the Halloween Breakfast, later in October, the Veteran’s Day Tour in November 2020, the Luck of the Irish & Bingo in March 2021, the Spring Fling & Bingo in April 2021, Grilled Cheese Madness & Bingo later in April, the Cinco de Mayo & Bingo event on May 5, and Mother’s Day Tea, May 8, were some of the ways the district reached out to seniors.

“Since the end of January, we’ve also been able to partner with the county to provide a vaccine center to be able to give out the Pfizer Vaccine,” Recreation Coordinator Mike McAdam said. “As of the

end of April, we’ve given out over 34,275 shots to date. We’ve been able to partner with a lot of our existing patrons with their social media and get some of their glee and happiness on how happy they were that we provided this service.”

He said this could not have happened with the partnership between the park district, the City of Thousand Oaks, and the site so they could come in and work with the seniors. They have also added 14 nurses and staff members to the Goebel Center family.

“We’ll miss them when they are gone; we’re looking forward to adding the seniors back into our programs,” McAdam said. “We’re excited to get our seniors back into our programming. We’ve recently been able to open our pool room back up to seniors by appointment.

As we are able to start downgrading the vaccine clinic, we will be able to open more programming. There is no place like the Goebel Center.”

Director Julie Spivack told the council that the Conejo Senior Volunteer Program was created to provide an opportunity for adults age 55 and older to use their life experiences and skills to meet local community needs.

“We all had to adapt to the new reality facing us this past year and the impact it’s had on our lives,” she said. “During Covid-19, many of our volunteers have not been able

to volunteer at the places near and dear to their hearts.”

Regardless of the situation, she said some seniors gave more of their time to make sure other seniors were cared for. The senior volunteers delivered and served meals, created Zoom classes and seminars, prepared income taxes, kept the gardens beautiful, tutored remotely, shopped for seniors, and created handmade items needed at local agencies.

“We’re fortunate to have these volunteers in our community,” she said. “On January 13, CSVP carried on our annual Wellness Fest Drive-Thru style. CSVP Staff, Advisory Council Volunteers, and Goebel staff handed out 400 goody bags filled with current wellness information from 30 local partner agencies, and 400 free lunches sponsored by The Reserve at Thousand Oaks were also distributed. The City of Hope and Silverado also sponsored the event.”

The CSVP Free Tax Program had 32 volunteers who served 5,700 hours and prepared 1,500 free income tax returns to date in 2021, bringing back over $1 million to the community. The program will continue until May 14.

Teen Center Director Alex Fiore said it was an exciting time, and they were nearing the end of the middle and high school league

play, and 30 teams were competing in basketball and volleyball.

Within a couple of days, that all ended because of Covid-19, and the teen center closed. Over a year later, the building remains closed to the general public for drop-in recreation.

The teen center’s regularly scheduled programs had to be modified or canceled, and the summer and fall program sessions were slow due to strict guidelines and public apprehension.

“As time went on and things did not open, we had to put our thinking caps on and figure out what we could offer to our patrons, given the circumstances and strict guidelines,” Fiore said. “Popular classes were, and continue to be, mountain biking, Girls on the Run, art media, Driver’s Ed Media, and Zoom classes that are science and technology-based. We were even able to offer the ever so popular Surf Camp.”

The guidelines eased a little bit, and she said that proved the public was ready to come back with good class sizes, and the staff at the teen center were excited to welcome them back.

“We’re currently working with the school district to offer our sixth grade team tech day in June via Zoom, and we have a golf tournament scheduled for middle and high school students at the end of this month,” she said.

The district also focused on the game room, the most popular spot at the teen center, and one issue during normal operations was too many teens and too few video game systems. They expanded gaming on the west side of the room and added four 4k smart TVs, each with an Xbox system.

“We removed cabinet doors and added lights and diamond plating,” she said. “The gaming trust TVs were upgraded in the middle of the room and still to come are the next generation consoles.”

The renovation and expansion and expansion at the teen center are in the permitting process, and they look forward to opening and celebrating the expansion in the summer. When completed, the outdoor basketball court, skate plaza, built-in barbeque, and stage area will allow them to add “topnotch” programming.

One of the highlighted projects includes a new skylight at the teen center, and Fiore said people would be able to see the stars from inside the building. The basketball court has also been resurfaced after some water damage and is ready to go.

Mayor Claudia Bill-de la Peña called the presentation incredible.

“We all can’t wait to see the improvements to the teen center, outdoors especially,” she said.

“We’re proud of our strong ongoing partnership with CVPD.”

Applicants for the program are screened on a first-come, firstserved basis and can apply anytime during the program year.

“Prior to the Covid-19 pandemic, applications were submitted in person, and that has been suspended and remains unavailable until further notice,” he said. “The program outreach has relied on a multifaceted social media approach, including utility bill inserts, city website posting, press releases, and word-of-mouth.”

The demographics are diverse, he said, and range from ages 18 to 101.

“Customers must apply each program year, and it ensures that participants remain eligible,” he said. “The increase in applicants after three utility bill inserts was found in August 2020, and in February and November of 2021. It appears the Covid-19 pandemic has further affected the local economy and has likely contributed to an increase in applicants.”

From July 2020 through April 2021, the city has accepted 750 applicants, a 29 percent growth over the prior year. New applicants are 42 percent of the total.

“Fiscal year 2019-2020 encompassed 3.5 months of the Covid-19 pandemic,” he said. “The department of billing and licensing collected a total of $1.02 million in delinquent fees and charges on behalf of the three utility enterprise

the penalty fees,” Duncan said.

“The money is there to cover the expenses in this fiscal year if the committee decides to forward this to the city council for a possible year five. There is funding from the last fiscal year to cover that. That’s approximately a little over $1.1 million.”

Zaragoza asked if the committee could recommend to the city council to bump the aid from $15 to $20 for the year because of the pandemic.

“I think that’s a very natural inclination,” City Manager Alex Nguyen said. “What I’d like to do is when this goes to the council to wrap in for everyone what else is available from the various CARES Act funding through the state and the county. I know some of our clients have already applied to those programs, and I think the governor may have announced a new bucket of money for this.”

HE resolution enables eligible Oxnard residents to get aid from the city and get a monthly $15 maximum credit per utility bill if the customer meets the requirement.

Staff will direct up to $145,000 in late payment fees from customers who pay their bills late to fund Project Assist.

Jay Duncan, call center manager in the public works department, said the program is for eligible solid waste and wastewater utility customers. The council approved the project in May 2017, and it gets approved annually.

“Eligibility is determined by the applicants’ acceptance into the Southern California Edison or Gas Company’s California Alternate Rates for Energy (Care) Programs,” he said.

Project Assist had 392 participants in the fiscal year 20172018; the utility rate assistance paid out was $29,450, and the utility penalty fees were $1.14 million.

“In fiscal year 2018-2019, there were 548 participants,” he said. “The utility rate assistance was $50,580, and the utility penalty fees were at $1.34 million. In fiscal year 20192020, the number of participants was 531, the utility rate assistance paid out was $77,490, and the $1.1 million in utility penalty fees were

funds. Penalty fees can be used for Project Assist in fiscal years they are not accrued. No budget adjustment is necessary.”

After the presentation, Committee Member Gabe Tehran said Project Assist landed on his radar at the same time the wastewater rate issue was big in the city.

“I commend the city for finding a way to provide assistance to those who need it for utilities that are provided by the city itself,” he said.

“If they find themselves at any time in the year they don’t need this program, but later, for whatever reason, their circumstances and financial situation changes, can they apply for the program at any time during the year?” There were zero dollars collected in late penalties for much of the current fiscal year because we’re not assessing penalties. Will we still be able to use the program because we can utilize funding from other fiscal years. Is that correct?”

Duncan said Council Member Tehran is correct.

“Penalty fees can be used in fiscal years that they’re not incurred,” he said. “That’s how we’re able to cover expenses for the program if the city council approves it. People can apply (for Project Assist) at any point during the fiscal year and get on the train and become Project Assist participants. We do ask the returning participants and the new enrollees to apply once per fiscal year. That way, we ensure the due diligence they meet the eligibility requirements.” Chairman John Zaragoza asked if the city still has $145,000 in collected benefits in the Project Assist account?

Camarillo CIP includes wastewater upgrades

By Chris Frost Camarillo-- The conversation about the City of Camarillo’s Five-Year Capital Improvement Plan (CIP) draft continues with the wastewater system generator replacement.

ITY staff sought input on the draft before adoption and will continue to work on existing projects and start on year-one projects in the coming year.

Principle Engineer Ken Matsuoka said existing generators at pump stations would be evaluated for replacement, and city staff will pursue grant funding.

The project has a $4.1 million budget, and the design phase will be from the fiscal year 2021-2022 and fiscal year 2023-2024. Construction is slated to begin in the fiscal year 2024-2025 and the fiscal year 2025-2026.

“The microgrid solar and battery project; that does not include the scope of replacing these existing generators at the wastewater treatment plant,” he said. “The generators are doing well for their age, but, as the treatment plant is an important facility, it’s time to consider replacing this equipment. We don’t anticipate having to replace generators at all the pump stations throughout the city as some generators are newer.”

Councilman Kevin Kildee asked if there is a market for a used generator if it still has life.

“We will have to see,” Matsuoka said. “We might want to keep one. We’ll have to look and see what we’ll do with it.”

Vice Mayor Shawn Mulchay noted that when they discussed and approved the Tesla battery backup system at the wastewater treatment plant, someone said the generator will only have two more years of useful life remaining.

“Is there any concern among staff that delaying construction until sometime in 2024 and 2026 puts us into a worrisome zone,” he asked. “I know the battery backup will only last us about 11 hours.”

Matsuoka said someone looked at this issue, and the treatment plant staff also looked at the issue.

“All indications are that the generator is doing okay,” he said. “However, just because of its age, it is going to be time to replace it, so we’re not concerned at this point. It’s just because of the age.”

Councilman Tony Trembley asked what the useful life of the generator is at the wastewater treatment plant.

“We’ve heard a number of estimates, but the generators are approximately 30 years old,” Matsuoka said. “We’ve heard that 40 is a number from some people. They can last longer, but since this such an important facility for the city, we don’t want to wait for that long to replace these.”

He said the generators were installed around 1990.

“The wastewater treatment plant upgrade, phase one, is a project to perform essential

upgrades that need to be done in the near term to sustain the plant and remain in compliance while we perform studies and concept design on the more substantial work required in phase two,” he said. “The wastewater master plan, which will be presented to CSD (Camarillo Sanitary District) later this year, we’ll have more details about this project.”

He noted that things aren’t falling apart in the plant, and that’s from anticipating the needed work, then planning and budgeting to address the needs based on master plan efforts and inserting them into the CIP. That will be included in upcoming rate studies.

“The final design is shown to begin the fiscal year 20222023, after completion of the master plan,” he said. “At that point, we’ll have sufficient information to begin the final design. The total cost of the project is shown as $15.2 million. Construction

is estimated to start in the fiscal year 2025-2026, and it will continue into future years of the CIP in the fiscal year 2026-2027. This is reflected in the project budget in the $7 million of construction costs are shown in the future years of the CIP.” He said the schedule and budget would be updated when the final design is completed.

“The project is unfunded in the amount of $3.8 million in the fiscal year 2025-2026,” Matsuoka said. “This project hasn’t been included in any recent rate study updates.”

Trembley asked what upgrades are required not because of age but existing or future NPDS requirements from the regional board.

“I’m trying to get a handle on what’s old and needs to be replaced, versus what do we need to do differently to upgrade, anticipating the anticipation of permit requirements,” he said.

As I became a parent, she was always the steadying voice when Travis and Colin started acting like kids. When Colin decided that he needed to take off his diaper to go to the bathroom on the carpet, and Travis decided to put out pretend fires with his personal hose, good ole Ma would tell me that these would become great memories.

She’s right, although Travis and Colin probably will disagree when they read this.

Good ole Ma had a fatal flaw; however, she smoked,

and it ended her life. I’ve written before that I’m a slow driver, so it freaked out the J-Train and the kids when I did 90 miles per hour driving from Denver International Airport to the hospice she was staying at when she died.

I got there in time, and she saw me, reached out, and held my hand. I thanked her for everything she did for me through the years, and I told her to rest. She closed her eyes, fell asleep, and she died a day later.

If you didn’t call your mother on Mother’s Day, call her, and thank her for all the things she did for you. She did them, whether you know it or not.

I truly enjoyed creative writing class. Ma would stand behind me and tell me to keep working through boring subjects like history and science, and if I didn’t like it, she would have my father help me. Needless to say, having my father turn off the Yankees game to help me with homework sounded like something dangerous to my rear-end’s health.

Of course, there were other lessons that I learned.

One time, while my sister and Ma were arguing in the car on our way to school, Ma was angry because my sister wore lipstick to school, which she was forced to

The city anticipates there will be regulatory requirements for nitrogen it won’t be able to meet, and the parts replaced will have “innovative technologies” to meet more stringent regulatory requirements.

Matsuoka said on March 10, the council awarded a preliminary design for the Metrolink Undercrossing Project, and at that time, there was a discussion about using city funds in addition to the $6.9 million LOSSAN Grant funds.

“Traffic Mitigation Fees, or TMF, is the primary funding source for the majority of the city-funded portion, as currently, shown on the CIP,” he said. “We’re in the process of upgrading the Traffic Mitigation Fees (TMF) program, and staff will be coming to the city council in May to present the revised list of projects for the TMF funds, which will include this Metrolink Undercrossing project. “The Department of Juvenile Justice realignment efforts and I know Supervisor (Kelly) Long is working with Chief Varela on that,” Powers said. “The impact of court fee waivers, it is important to waive those fees, but there is a significant fiscal impact. We’re trying to make sure that all counties are backfilled for the lost revenues and election costs as well. There have been recommendations made to the state about how the county can use the funds coming from the American Rescue Plan on areas that have been exacerbated by the pandemic, including childcare, homelessness, and housing affordability.

“And on broadband access,” he said.

The supervisors heard the report on how to implement those funds, and he said there is a lot of exciting work going on.

“We heard the governor talk about the significant positive impact of our taxpayers on the state,” Powers said. “There is a $75 billion surplus, plus another $26 billion in federal funds, all of which he is packaging into a $100 billion response

plan. There are $12 billion in tax rebates, $600 payments to those making $75,000 or less, and an additional $500 for those people with children.” Powers told the supervisors about the governor’s $12 billion plan to address homelessness, including additional funds for Project Homekey ending family homelessness, addressing encampments, and creating more affordable housing inventory.

The rising star is Jennifer Casillas on the Ventura County Sherriff’s Office; the mentoring award is for Doctor Todd Flosi, the medical director of the Ventura County Medical Center. Mother’s Day continued from page 1

I play a wide variety of music. Everything from country, blues, jazz reggae, Hawaiian, pretty much, if you can name it, I can do it.

Ben’s mom lives in Los Angeles, and he couldn’t visit.

“It’s kind of hard, but I sent her a little card,” he said.

“I’ll give her a call and wish her a happy Mother’s Day.” Meagan enjoyed her special day and the music with her husband. Mike and two girls and the family bought her a special Mother’s Day donut.

“I got a chocolate donut

with chocolate-covered strawberries,” Meagan said.

Mike said he let Meagan go to Las Vegas as a special Mother’s Day treat with her friends.

“I let her have the weekend off,” Mike said. “We’re having lunch at the mall today and enjoying the music.”

Daughter Mila loved playing hide and seek on Mother’s Day with Meagan and Mike.

“I hid,” Mila said. “I counted for a long time.”

She enthusiastically planned to be a good girl for her mom on Mother’s Day. Tammy Yates and her husband Frank said her official Mother’s Day celebration was May 8 with her son.

“Today, we’re hanging out as husband and wife,” she said. “We’re having a special day today, and we love the

atmosphere, and the music is really nice. I had a sandwich with lemongrass, beef, jalapenos, and cilantro on a baguette. It’s really yummy.

We will definitely walk around and check things out.

I love to shop, and he comes along for the ride. My son took us out to breakfast (on Saturday), and we live in the Ojai area, and we wandered around at a little shop up there. We bought a couple of things; then I went home.”

Frank loves being with Tammy.

“Every day at our house is Mother’s Day,” he said.

“This is just a day we spend together over here. She works from home, and I’m retired, so we’re together all the time. I give her coffee and make her breakfast, so she’s living the life of Riley.”

Frank savored his spicy soup.

“I love this stuff,” he said. “I don’t always eat the same stuff. I come over here during the week with Tammy. Once a month, I’ll come here, walk around and get a little exercise. Today, since she’s not working, we came together.”

Donya Bautista was joined by daughter Maya and son Wyatt and was having a big day.

“It’s my Mom’s Day gift because I work so hard,” Donya said. “We’re checking out The Collection and enjoying Mother’s Day, so I don’t have to cook and work. I’m a nurse. We’re going to go hiking later today because I want to get out in nature.”

“She gives us everything we want, and she is amazing,” Maya said.

“My mom gives me almost anything I want,” Wyatt said.
