BUILDING THE REGION’S MOST COMPLEX PROJECTS

MAHER MEREHBI ON LEADERSHIP, ETHICS AND ACC’S ROLE IN SHAPING THE MIDDLE EAST.

Arabian Construction Company (ACC)

Founded in 1967, is one of the Middle East’s leading construction contractors, renowned for delivering some of the region’s most technically complex and architecturally significant projects. With operations spanning Saudi Arabia, the UAE and key international markets, ACC has built a legacy defined by engineering excellence, disciplined project delivery and strong governance.

Over nearly six decades, ACC has delivered landmark developments across high-rise, hospitality, religious, cultural and mixed-use sectors. Its portfolio includes globally recognised projects such as the Sheikh Zayed Grand Mosque in Abu Dhabi, Jabal Omar Development in Makkah, Etihad Towers, World Trade Centre Abu Dhabi and Sky View in Dubai. Today, under the leadership of CEO Maher Merehbi, ACC continues to play a critical role in supporting national development agendas, including Saudi Vision 2030, through selective growth and long-term partnerships.

SAUDI PROJECTS: How does ACC balance traditional family values with modern management practices in its construction projects?

MAHER MEREHBI: Our traditional family values centre on relationships, shared purpose and alignment of family members and, by extension, our team members and wider company personnel. These relationships promote a sense of responsibility at every level across ACC and form the foundation of our owner-managed philosophy.

This environment enables ACC to embed and maintain its core values of ethics, commitment, discipline and robust controls, while encouraging a continuous pursuit of excellence and improvement across the organisation. Together, these principles allow

Nearly six decades of regional construction leadership

our teams to develop, perform and achieve their best, successfully balancing tradition with modern management practices.

SAUDI PROJECTS: What drives your emphasis on leadership through ethics, and how does it impact project outcomes?

MAHER MEREHBI: Ethics form the foundation of sustainable leadership and long-term

success at ACC. In construction, decisions have far-reaching implications for safety, quality, financial performance and reputation. Transparency, responsibility and accountability are therefore central to how we lead.

When ethics guide leadership, teams operate with clarity and confidence, risks are managed more effectively and trust is strengthened across stakeholders. This approach reduces

disputes, improves collaboration and ensures consistent performance under pressure, all of which directly enhance project outcomes.

SAUDI PROJECTS: Can you share a challenging project where adaptability was key to success?

MAHER MEREHBI: Many of our landmark projects have required a high degree of adaptability due to their scale and

complexity. High-rise towers and large mixed-use developments in dense urban environments demand constant adjustment in planning, logistics and sequencing.

Across several projects in Saudi Arabia, evolving designs, accelerated timelines and supply chain challenges required rapid re-planning and close coordination with clients and consultants. ACC’s strength lies in

adapting without compromising quality or safety, supported by experienced teams, strong controls and disciplined decision-making.

SAUDI PROJECTS: How does ACC prioritise resource efficiency on highrise and complex projects?

MAHER MEREHBI: Resource efficiency begins with rigorous early-stage planning. Constructability reviews, digital engineering and BIM allow us to optimise sequencing, logistics and material use while reducing waste and rework.

Equally important is our focus on people. We deploy cohesive teams with proven experience working together, strengthening coordination and productivity. Combined with disciplined logistics planning, selective prefabrication and close supply-chain collaboration, this approach delivers measurable efficiency and sustainable outcomes.

SAUDI PROJECTS: What are some of the most iconic projects ACC has delivered?

MAHER MEREHBI: Projects such as the Jabal Omar Development in Makkah, Sheikh Zayed Grand Mosque, Etihad Towers, World Trade Centre Abu Dhabi and Sky View in Dubai stand out for their architectural significance, engineering complexity and cultural importance.

What makes them iconic is not just their scale, but the precision, technical excellence and ingenuity required to deliver them under demanding conditions.

SAUDI PROJECTS: Can you discuss ACC’s role on the Trump Tower Jeddah project?

MAHER MEREHBI: Trump Tower Jeddah is a landmark, high-profile development that reflects the scale and complexity ACC is known for. Following completion of the enabling and foundation works, ACC was awarded the main works contract by DarGlobal.

Projects of this nature demand meticulous planning, advanced methodologies and close collaboration with all stakeholders. Our experience in premium high-rise developments positions us well to deliver to the highest standards of quality and reliability.

Active contributor to Vision 2030 developments

SAUDI PROJECTS: How do you see the Middle East construction market evolving over the next five years?

MAHER MEREHBI: The market will remain active, but more disciplined. We are moving away from scale for scale’s sake toward prioritised delivery, portfolio optimisation and long-term value. Governments and developers are placing greater emphasis on governance, risk management and performance certainty.

ACC’s role is to remain a trusted partner for complex, high-value projects, particularly in Saudi Arabia and the UAE, aligned with national development priorities and sustainability objectives.

SAUDI PROJECTS: What is the biggest misconception about familyowned construction businesses?

MAHER MEREHBI: One common misconception is that success is defined by

JABAL

succession alone. In reality, it is continuity of purpose, values and leadership standards that sustains a family business.

At ACC, nearly six decades of success have been built on disciplined growth, strong governance and a long-term mindset, not scale at any cost.

SAUDI PROJECTS: How does ACC attract and retain top talent?

MAHER MEREHBI: We offer exposure to some of the region’s most complex and prestigious projects, supported by clear career pathways, leadership development and a culture of recognition and accountability.

Many of our senior managers have been

with ACC for more than 20 years, reflecting a culture built on trust, professionalism and long-term commitment.

Ethics, governance and engineering excellence at the core

SAUDI PROJECTS: Looking ahead, what is your vision for ACC’s future?

MAHER MEREHBI: My vision is for ACC to remain one of the region’s most trusted and technically capable contractors, recognised for integrity, engineering excellence and strong governance.

By 2030, our legacy will be defined not only by the projects we deliver, but by the strength of our organisation, our people and the standards we set for responsible and sustainable construction across the region.

MAHER MEREHBI, CHIEF EXECUTIVE OFFICER
ADDRESS SKY VIEW

s Saudi Arabia approaches the midpoint to its Vision 2030 goals, 2026 has emerged as a pivotal year for translating strategy into measurable outcomes. Vision 2030, the Kingdom’s blueprint for economic diversification, societal transformation, and global competitiveness is built around three pillars: a vibrant society, a thriving economy, and an ambitious nation. These themes inform a wide array of initiatives that continue to reshape Saudi Arabia’s growth trajectory.

At its core, Vision 2030 aims to reduce reliance on oil revenues while building a resilient, diversified and globally competitive economy. By 2026, the focus is firmly on scale, speed and integration, ensuring that giga projects, infrastructure networks and emerging sectors move forward in a coordinated and commercially sustainable way.

GIGA PROJECTS DRIVING GLOBAL ATTENTION

Saudi Arabia’s giga projects remain central to the 2026 agenda. Developments such as NEOM, The Red Sea, AMAALA, Qiddiya, Diriyah Company and King Salman Park are progressing from concept to advanced construction and early operations. These projects are not only redefining urban living, tourism and entertainment, but also setting new benchmarks for sustainability, digital integration and design excellence.

International and regional partners continue to play a critical role. Companies including Bechtel, AECOM, Jacobs, Foster + Partners, DAR, Arup, Buro Happold, and leading Saudi contractors such as Nesma & Partners, El Seif Engineering, Saudi Binladin Group and Al Mabani are collaborating across design, engineering and delivery. Hospitality operators, cultural institutions and mobility providers are also increasingly embedded into master planning at earlier stages.

INFRASTRUCTURE AS AN ECONOMIC ENABLER

By 2026, infrastructure development is expected to accelerate further, supporting population growth, tourism inflows and

logistics ambitions. Expansion of airports, ports, highways and rail networks, including metro systems and intercity rail continues to underpin economic diversification.

Projects led by entities such as Saudi Arabian Railways (SAR), Matarat Holding, General Authority of Civil Aviation (GACA) and Saudi Ports Authority (Mawani) are strengthening connectivity across the Kingdom. These investments position Saudi Arabia as a logistics hub linking Asia, Africa and Europe, aligned with the National Transport and Logistics Strategy.

SUSTAINABILITY MOVES FROM VISION TO STANDARD

Sustainability is no longer a differentiator, it is becoming the default. In 2026, the emphasis

is on embedding green technologies and low-carbon practices across construction, utilities and operations. Renewable energy, water efficiency, district cooling and smart waste systems are increasingly integrated at master-planning level.

Developers are working closely with energy and utilities partners such as ACWA Power, EDF, ENGIE, Aramco, SABIC and SWCC to deliver cleaner, more efficient solutions. Sustainable financing mechanisms, including green bonds and sukuk, are also gaining traction, supporting projects that meet environmental and governance criteria.

DIGITAL TRANSFORMATION AND NEW DELIVERY MODELS

A key shift toward 2026 is how projects are

being delivered. Digital transformation through BIM, digital twins, AI-enabled project management and smart city platforms is improving coordination, reducing risk and enhancing lifecycle performance.

At the same time, public-private partnerships (PPPs) are expanding, allowing global investors, operators and technology providers to participate more deeply in Saudi Arabia’s growth story. This approach not only diversifies funding sources but also transfers knowledge and operational expertise into the local market.

TALENT, COLLABORATION AND GLOBAL OPPORTUNITY

Behind the physical assets lies a strong focus on people. Talent acquisition, skills development and Saudization remain critical challenges and

opportunities. By 2026, closer collaboration between government entities, developers, universities and the private sector is expected to further strengthen local capabilities while attracting international expertise.

For global firms, Saudi Arabia presents significant opportunities, not only as a market but also as a hub for innovation and growth. The country's strategic location, large population, and government initiatives make it an attractive destination for businesses looking to expand and thrive.

LOOKING AHEAD

As Vision 2030 enters its final phase, 2026 is shaping up to be a defining year where ambition is matched by delivery, and progress is measured by impact. For the

MOHAMED MAGDY, CEO DAC GROUP

THE MIDDLE EAST

s the Middle East accelerates its infrastructure and urban transformation under ambitious national visions, the role of sustainable, highperformance construction machinery has never been more crucial. In this dynamic environment, JCB one of the world’s leading construction equipment manufacturers is setting benchmarks in sustainability, technology, and durability, delivering solutions that meet the region’s most demanding project needs.

With a legacy of innovation spanning more than seven decades, JCB’s presence in the Middle East supported by an active dealer network and regional office touches major infrastructure, urban development, logistics, and industrial sites across the Gulf.

BIG 5 CONSTRUCT SAUDI WRAPS UP JANUARY EDITION

EVENT CONCLUDED WITH DEAL-MAKING AND SUSTAINABILITY FOCUS, BOOSTING KINGDOM’S CONSTRUCTION SECTOR OUTLOOK.

g 5 Construct Saudi entered the final day of its January edition on Wednesday, concluding a hugely successful week of sector-shaping dialogue, dealmaking and cross-industry collaboration. The strong momentum of the past three days signaled confidence ahead of the May edition and reinforced a positive outlook for the Kingdom’s built environment.

Taking place at Riyadh Front Exhibition and Conference Center, the January edition has brought industry professionals together around the finishing stages of construction, supported by practical discussions addressing project execution, materials performance and delivery efficiency.

The Architects Leaders Forum Saudi, Big 5 Talks and features such as the Architects Club and EcoTrail convened senior industry leaders, practitioners and innovators to address industry challenges and opportunities in Saudi Arabia’s-built environment. Several agreements and MoUs signed during the week further aligned Big 5 Construct Saudi’s role as a meeting place for collaboration and long-term partnerships.

 Commenting on the January edition, Muhammed Kazi, Senior Vice President, dmg events said: “This week demonstrated the strength of the Kingdom’s construction ecosystem, with focused dialogue, tangible deal-making and strategic collaborations. Suppliers, buyers and decision-makers have been engaging in line with Vision 2030 priorities and active project cycles. Building on this momentum, we look forward to returning in May with a focus on the foundational stages of construction.”

 The value proposition of Big 5 Construct Saudi was echoed on the exhibition floor. “It has been a great opportunity to exchange insights, explore new collaborations and strengthen existing partnerships. Productive meetings, engaging discussions with our valued clients and a strong interest in our solutions have defined our participation,” said

PROCUREMENT THAT ENDURES ACROSS ASSET LIFECYCLES

HOW AIDIATION REDUCES PROCUREMENT RISK THROUGH DELIVERY-LED, WHOLE-OF-LIFE SOURCING STRATEGIES.

n Construction and Facilities Management (FM), procurement risk rarely stems from a single decision. More often, it emerges gradually as projects progress from design to delivery, from mobilisation to operation, and from early performance into steady state. Decisions made at the sourcing stage either strengthen resilience across the asset lifecycle or introduce risk that only becomes visible once contracts are live.

At Aidiation, we help clients mitigate procurement risk by focusing on sourcing delivery across the whole-of-life, rather than simply achieving contract award.

PROCUREMENT RISK IS A LIFECYCLE CHALLENGE

In complex Construction and FM environments, sourcing exercises are frequently driven by programme urgency, capital budgets, or fragmented scopes. While these pressures are familiar, risk increases when procurement strategies are not sufficiently aligned with

how assets will actually be delivered, operated, and maintained over time.

The consequences are well known: misalignment between capital delivery and operational requirements, contractors selected on short-term metrics, and contracts that prove difficult to administer once live. Over time, disconnects of this nature can adversely impact delivery performance and erode long-term value.

Aidiation addresses these challenges by embedding whole-of-life thinking into sourcing delivery from the outset.

A DELIVERY-LED, LIFECYCLEAWARE SOURCING MODEL

Aidiation’s work spans the full sourcing lifecycle, from strategy development and market engagement through to mobilisation and operational support, with a deliberate emphasis on delivery and whole-of-life outcomes.

WITHIN CONSTRUCTION AND FM, THIS TYPICALLY INCLUDES:

 Structuring sourcing strategies that reflect both capital delivery objectives and long-term operational needs

 Evaluating suppliers based on their ability to perform across multiple lifecycle stages

 Aligning scopes, milestones, and incentives with real delivery and maintenance workflows

 Stress-testing sourcing decisions against lifecycle scenarios before contracts are awarded

This delivery-led approach helps clients avoid early-phase decisions that may undermine long-term resilience, performance, and value.

Whole-of-life sourcing strengthens long-term resilience

USING INTELLIGENCE TO IMPROVE JUDGEMENT

Aidiation also applies AI-enabled insights to support better sourcing decisions, not as a standalone technology solution, but as a practical tool to enhance judgement, transparency, and visibility.

Data and analytics are used to identify change, recognise patterns in contractor performance, support scenario development, improve consistency in supplier evaluation, and highlight early indicators that may affect long-term delivery outcomes. The objective is simple: informed decisions that stand up over time.

AI-enabled insight improves judgement, not replaces it

STRENGTHENING DELIVERY THROUGH AIDIATION’S ECOSYSTEM

Recognising that lifecycle risk cannot be managed in isolation, Aidiation is preparing to announce a cohort of specialist subject matter experts (SMEs) aligned across Construction, Facilities Management and Asset Management, AI and Digitisation, and Procurement Advisory disciplines.

These consultant SMEs bring deep domain expertise and operational credibility, strengthening Aidiation’s ability to support clients through both sourcing and delivery phases.

PROCUREMENT THAT ENDURES

Procurement success should not be measured at contract execution. It should be judged by how effectively assets and services

Delivery-focused procurement protects asset value

perform years later, safely, sustainably, and in a commercially viable manner.

At Aidiation, we help clients deliver sourcing strategies grounded in operational reality, informed by AI-driven insight, and supported by experienced, intelligent decision-making. The result is reduced procurement risk, not just at the outset, but across the full life of the asset.

AIDIATION LEVERAGES EXPERT NETWORK FOR GCC CLIENTS

Aidiation’s advisory capability is underpinned by a carefully curated network of subject matter experts and strategic partners spanning procurement, commercial, construction, facilities and asset management and the digital enablement and AI sectors. INSIDE AMAALA’S LUXURY DELIVERY STRATEGY

RED SEA GLOBAL ADVANCES ITS FLAGSHIP REGENERATIVE DESTINATION INTO THE DELIVERY PHASE.

As Saudi Arabia accelerates its Vision 2030 ambitions, Red Sea Global (RSG) is transitioning its ultra-luxury destination AMAALA from years of meticulous planning into full-scale delivery. With nine hotels scheduled for completion by the end of Q3 2026, the project represents a pivotal milestone for one of the Kingdom’s most ambitious regenerative tourism developments.

Located along the pristine northwestern Red Sea coast, AMAALA’s Triple Bay development spans more than 12 kilometers of coastline, blending world-class hospitality with wellness, culture, and environmental stewardship. The first phase will deliver just under 800 hotel rooms alongside approximately 350 branded residential assets, setting a new

benchmark for low-density, high-impact luxury development in the region.

According to Stephen Cheeseborough, Head of Development at Red Sea Global, AMAALA’s luxury strategy is rooted in intentional design and long-term value creation rather than scale. Every asset has been curated to support the destination’s positioning as a global wellness and lifestyle hub, appealing to discerning travelers seeking immersive, transformative experiences.

The development approach prioritizes regenerative tourism, ensuring that AMAALA enhances the surrounding environment rather than depleting it. From responsible construction methods to renewable

energy solutions and marine conservation initiatives, sustainability is embedded into every phase of delivery. This philosophy aligns with RSG’s broader mandate to demonstrate that luxury tourism and environmental responsibility can coexist.

AMAALA’s hospitality portfolio will feature a collection of internationally renowned luxury brands, each selected to complement the destination’s wellness-led ethos. These hotels are designed to integrate seamlessly with the natural landscape, offering uninterrupted sea views, private beaches, and architecture inspired by the region’s heritage.

As construction activity intensifies, the shift into delivery also signals growing

confidence in Saudi Arabia’s high-end tourism market. AMAALA is expected to attract a global audience while creating long-term economic value through job creation, skills development, and private-sector partnerships.

With delivery momentum now firmly underway, AMAALA is emerging not only

as a cornerstone of Red Sea Global’s portfolio but also as a defining symbol of Saudi Arabia’s next chapter in luxury, sustainability, and destination development.

AEDAS SHAPES DIRIYAH’S HOSPITALITY LANDMARKS

DESIGNING LUXURY HOTELS ROOTED IN NAJDI HERITAGE FOR DIRIYAH’S GLOBAL CULTURAL DESTINATION.

A

s Diriyah evolves into one of the world’s most culturally significant destinations, architecture is playing a defining role in translating heritage into contemporary experience. At the forefront of this transformation is Aedas, the global architecture and design practice delivering a portfolio of landmark hospitality projects in collaboration with Diriyah Company. Through four distinctive hotel assets, The Oberoi Wadi Safar, Four Seasons Hotel Diriyah, Capella Diriyah, and Orient Express Diriyah, Aedas is helping shape a destination that blends luxury, lifestyle, and deep cultural authenticity.

AEDAS MIDDLE EAST BLENDS GLOBAL EXPERTISE WITH LOCAL REGIONAL INSIGHT

Aedas operates as the world’s only architecture and design practice driven by a model that combines global research sharing with strong local knowledge and international expertise. With more than 1,200 creative professionals and studios across the Middle East, Asia, Europe, and the Americas, the practice is recognized for delivering contextually grounded, world-class design solutions.

In the Middle East, Aedas has built a strong reputation for culturally responsive architecture across hospitality, mixed-use, commercial, and urban developments. In Saudi Arabia, the firm has contributed to major projects aligned with Vision 2030, bringing together global design excellence and a nuanced understanding of place, climate, and culture.

DIRIYAH: THE CITY OF EARTH

Known as “The City of Earth,” Diriyah occupies a unique position in the Kingdom’s cultural narrative. Home to the UNESCO World Heritage Site of At-Turaif, the birthplace of the Saudi state, Diriyah is being developed as a worldclass destination that celebrates Najdi identity while offering contemporary urban vibrancy.

Aedas’ architectural approach for Diriyah is rooted in this duality. Rather than replicating historic forms, the practice draws inspiration from the intelligence of Najdi architecture its massing, materiality,

spatial hierarchy, and climate-responsive strategies. Across all hospitality projects, Aedas integrates key elements such as the falaj, courtyard, wall, and sikkas, shaping circulation, planning, and experiential layers that feel timeless yet modern.

A PORTFOLIO OF EXPERIENCES ROOTED IN PLACE

THE OBEROI WADI SAFAR

Conceived as an ultra-luxury sanctuary, The Oberoi Wadi Safar is embedded within the natural terrain of Wadi Safar. Inspired by the agricultural heritage of Najdi date farms, the design weaves palm groves, falaj systems, and private courtyards into a tranquil landscape. Low-lying villas and structures are carefully integrated into the topography, creating a sense of seclusion and continuous connection to the land. The result is a retreat-like environment that prioritizes serenity, privacy, and immersion in nature.

FOUR SEASONS HOTEL DIRIYAH

Positioned along the dramatic Wadi Hanifah escarpment, the Four Seasons Hotel Diriyah delivers a refined urban resort experience. The 150-key hotel is organized as a series of traditional houses, or Al Bayt, clustered to evoke the feeling of a village. Stepped massing maximizes views across the Wadi, while courtyards, shaded terraces, and interconnected pathways blur the boundaries between interior and exterior spaces. A contemporary reinterpretation of the sikka informs movement throughout the development, and grand colonnades mark the arrival sequence, recalling the spatial majesty of historic Najdi palaces.

CAPELLA DIRIYAH

Capella Diriyah is a 100-key luxury hotel inspired by the defensive fortress typology, Al Hisan. Anchored in Diriyah’s historic urban fabric, the project reimagines traditional forms through courtyards, sunken wells, and stepped voids expressed with modern clarity. The spatial hierarchy of At-Turaif informs the transition from public to private

zones, creating an immersive hospitality experience that balances cultural authenticity with contemporary refinement.

ORIENT EXPRESS DIRIYAH

Marking the first Orient Express hotel in the region, Orient Express Diriyah occupies a prominent location along Diriyah’s luxury retail street. The 86-key hotel is organized around three landscaped courtyards and connected by a souq-inspired circulation spine, echoing the rhythm and intimacy of traditional Najdi settlements. Pedestrian-focused entrances and activated food-and-beverage frontages integrate the hotel into the surrounding urban fabric, reinforcing its role as both a hospitality destination and a social hub.

IGNACIO GOMEZ LEADING DESIGN

WITH GLOBAL VISION

Guiding Aedas’ design philosophy in Diriyah is Ignacio Gomez, Global Design Principal. With extensive international experience and a strong focus on cultural intelligence, Gomez emphasizes that true contextual design goes beyond visual references.

“Understanding the beauty and ingenuity of Najdi architecture is not about replicating its motifs or aesthetics, but about respecting the intelligence behind its typological solutions, its massing, materiality, and sense of place shaped by time and culture. This understanding guides how we place human scale at the heart of our developments. Najd is, above all, about people,” says Ignacio.

His leadership underscores Aedas’ commitment to human-centered design, where scale, movement, and experience are carefully

choreographed to create meaningful connections between people and place.

SHAPING A GLOBAL DESTINATION

While these four hospitality assets represent flagship projects, Aedas continues to collaborate with Diriyah Company on additional architectural components within the wider masterplan. Together, they are contributing to the evolution of Diriyah as a global destination that celebrates heritage, fosters cultural exchange, and sets new benchmarks for luxury and urban development in the Kingdom.
