A

lthough North Shore Towers has a long-standing strict no pet policy for residents and visitors, the legal loophole that allows service pets and emotional support animals on the property has been significantly abused by its residents, according to the co-op’s management. As a result, the Bd. of Directors has decided that residents violating the pet policy will now be fined $100 for infractions. “It’s about what we want to have in line with the rules and regulations that North Shore Towers has had in existence for a while,” Bd. President Ed Phelan said in his in-house cable television broadcast. “We’re going to put a little bark to the bite.” General Manager Glen Kotowski sent a pet policy letter to residents on Thursday, October 14th, reminding the community of the co-op’s rules. “While some persons have a legitimate reason to have a Service or Emotional Support Animal, we have been inundated by persons who do not possess a legitimate reason or credible documentation to bring such a pet on the property,” he stated. “In addition, many of our residents and visitors who have provided legitimate documentation to have a Service or Emotional Support Animal have not been compliant with our rules such as where to walk the animal, cleaning up after the animal, carrying it where possible, or keeping it

Dog walking in the North Shore Towers animal run area. improve their physical, social, emotional, and/or cognitive functioning.” In the context of housing, particularly under the Fair Housing Act, the ADA Network states, “A landlord or homeowner’s association must provide reasonable accommodation to people with disabilities so that they have an equal opportunity to enjoy and use a dwelling...an individual with a disability who requests a reasonable accommodation may be asked to provide documentation so that the landlord or homeowner’s association can properly review the accommodation request.” Shareholders will often bring an animal into a pet-free building or exceed the pet limit, and then when caught retroactively claim that the animal is for emotional support, Continued on Page 4

on a leash, etc.” Resident Larry Leichman praised the board and management for reinforcing the pet policy. “I commend the board for finally taking action with this new directive on the enforcement of pet policy,” he said. “All of us had to sign a waiver.” The rules regarding Emotional Support Animals at the Towers and other area co-ops have been the subject of controversy for many years. According to the Americans with Disabilities Act (ADA) Network, “support animals provide companionship, relieve loneliness, and sometimes help with depression, anxiety, and certain phobias, but do not have special training to perform tasks that assist people with disabilities...Therapy animals provide people with therapeutic contact, usually in a clinical setting, to

Schneider said in the Cooperator magazine. “The law doesn’t penalize someone for lying regarding the necessity of an animal for emotional reasons, so they’re willing to risk it,” said Schneider, a partner with the law firm Schneider Buchel LLP in Manhattan. Shareholders or potential future shareholders at the Towers seeking such a disability accommodation must complete an application that includes a photo of the animal and can only have one animal at a time that is under 30 pounds, except for specific service animals. Known aggressive animals are not allowed, and proof of the animal’s health, weight, breed, and vaccinations are required. The owner is financially liable for any damage to the common areas by the animal and must maintain liability insurance of at least $500,000 covering acts of the animal against individuals or property naming Charles H. Greenthal Management and North Shore Towers Apartments Incorporated. Opinions of NST residents concerning the pet policy varied. “When I moved here, I was assured that Building Three was pet-free,” Steve Auerbach said. “Some people like myself are allergic to pets or have asthma that is triggered by pet allergens. For these individuals breathing animal allergens, especially from cats, can make respiratory symptoms worse and lead to a decline in the ability of the lungs to function. There should be at least one of the three buildings that is pet-free for those of us that have allergies to pets.”

The General Manager reaffirmed in his letter that all animals at the Towers must be leashed and carried in all public and common areas except for specific service animals. Bd. President Phelan added, “This is not occurring right now. We need to make sure that we do get your cooperation on this.” In addition, pets can only relieve themselves in the fenced in animal-run area near Building One and their owner must clean up after them. Also, pet litter can only be disposed of in the compactor chute. Resident Stu Blanck said, “We gave up our pet to move to NST five years ago. That was a big heartbreak for us. Then we find out, ‘wink wink,’ many folks have claimed a support animal, and ‘poof’ were approved. Well frankly, that stinks. I think that we should allow pets. Keep the same rules, leashed, carried, restricted to dog runs, subject to penalty for excessive noise and barking, etc. Dogs, cats are good for people and share prices.” Ronda Kaysen explained in an article in The New York Times, no formal training is required for an emotional support animal, unlike a trained service dog. She also said that the city’s Commission on Human Rights resolves tenant complaints about application denials. If there is discrimination evidence, a co-op can be subject up to $250,000 in fines that could be awarded damages to the resident. “There seems to be an explosion in demand for emotional-support animals, which has led to some questionable doctor certifications,” said Sherwin Belkin, a real estate lawyer, and partner at the Manhattan firm Belkin Burden Wenig & Goldman, in the same article. This includes websites that offer doctor’s notes for a fee after filling out a short questionnaire without physically

examining a patient. Some of the emotional disabilities that qualify include anxiety, depression, panic attacks, or post-traumatic stress disorder. One controversial aspect of the NST policy with some residents is that guests of a shareholder or resident who want to bring a service or therapy animal onto the property must submit a “Visiting Service or Therapy Pet” application with the appropriate backup documentation with the Towers Security Office at least 72 hours in advance of bringing the animal on to the premises. Kotowski said that this is necessary so that the request can be appropriately reviewed and pre-approved. “Documents available for purchase on internet sites that represent that the pet is a Service or Emotional Support Animal without the proper medical backup documentation will not be accepted,” he added. Resident Dianne Stromfeld objected to the 72-hour policy, stating, “My son comes to visit, and I don’t want or need an appointment three days hence...Ask for documentation when the visitor arrives with a pet, but 72-hour notice is outrageous.” According to Kotowski, any breach of these pet provisions will be considered a violation of the shareholder’s proprietary lease. “In closing, we ask that everyone in our cooperative works together to respect the rights of residents who are either afraid or allergic to pets with the legal rights of persons who require a Service or Emotional Support Animal,” he said. “We also ask for your cooperation with our staff that has been charged with the responsibility to enforce our rules.”


Fall Country Club Update Planning for the Future: Budget, Membership Fees, VIP Room By Teri Oropallo Country Club Committee Chairperson

T

he Country Club has been busy even though the VIP Room is not open and we aren’t having our normal activities. What we are doing is planning for the future. Our New Resident Welcome Committee has been working on compiling lists of all our new residents since our last cocktail party almost three years ago. The past month has been devoted to our budget process. As a novice on the board, I have learned a great deal about how the budget is devised. As a matter of fact, I have learned so much about everything. Recently, I met several times with the Finance Committee. One of the first things we worked on was the country club membership fees. There’s good news and bad news, but nothing devastating. The General Country Club membership will stay the same. The resident golf membership will remain the same, except for the 2 percent discount for paying in cash is no longer offered. The sponsored outside Golf Membership fee will increase from $5,000 to $5,500, an increase of $500. The first year promo for new sponsored members will be increased from $4,500 to $5,000, also a $500 increase. Junior membership age will be lowered from 21 to 18, but will still be $1,000. We currently have nine junior members The tennis membership fee, which was removed a few years ago to try to increase tennis players, will be restored

to the $800 they had been paying. I realize not everyone is happy, but we all recognize that we have to cover some, if not all, expenses incurred. Both golfers and residents are taking advantage of the Octoberfest special which we offer every year, which gives those who sign up in October three months free, from October to December. On a more uplifting note, it should be noted that we have 300 golfers as of September–149 residents,142 sponsored, and nine juniors. With 300 members and more residents than sponsored maybe the tide is turning again. The Department of Health did their yearly inspection of our indoor pool, steam room, and sauna, and there were no violations cited. We passed the inspection with flying colors. Also, on Sunday, Oct. 17th, we began our monthly gym orientation as we did prior to Covid. Cari, our trainer who conducts the orientation, was thrilled that 25 people took advantage of that opportunity. This will now continue every month. We also installed the TV that had been at the VIP Room bar into the Men’s Card Room, giving that space a larger TV for sports viewing, while the VIP room gets an even larger one. We know how everyone loves large TVs. Speaking of the VIP Room, have you taken a sneak peek? It certainly looks refreshed and almost ready to go. We are waiting for a few more appliances, tables, chairs, and some more electrical work. The Country Club is working on a surprise grand opening once the restaurant is operational. Stay tuned as with all Country Club activities. It should

be fun! Now for a short unpaid commercial break. The last Babes Against Cancer event, a walk on our golf course, was held on Sunday, Oct 24th at 2:00 pm with light refreshments after in the Men’s Card Room. Our walk brought in an additioanal $1,200. Everyone seemed to enjoy the walk and the hot chocolate and cookies after. A huge thank to our community for their support for this worthy cause. The North Shore Towers Community has already donated $30,707 to the American Cancer Society, and hopefully, with this walk to honor those we lost or those who have survived our donation increased. Our community is wonderful. So thank you for that, and thank you for listening to my latest update. I hope I didn’t bore you too much with numbers etc.

Women’s Club: What’s Up? Plenty By Vicki Mazel

P

re-hanksgiving and holiday kickoff for the Lunch Bunch gives that group a new direction and growing in stature. The last Lunch Bunch event drew out a packed tent of about 40 people. The enthusiastic response spotlighted support for future programs in a redefined way. Co-chairs Eva Kessner and Marilyn Goldberg are busy working on the next get-together on Thursday, November 18th at noon. This holiday kick-off will be a luncheon held at Towers On The Green with Dr. Nurit Israeli providing her professional wisdom on the subject of “Friendship.” Included in future Lunch Bunch events will be speakers in varied areas of interest of our members. The luncheon is open to all dues-paying members of the Women’s Club, old and new members. There will be a set menu of dining choices, and reservations are necessary. The cost of the luncheon for members is $15, with the club subsiding anything additional. How to sign up? Make a $15 check out to NST Women’s Club and give the envelope to your building concierge with the building representative’s name. Open seating. Understanding the challenges of today’s world in relation to laws and their limitations will provide members with great enrichment. BINGO Lingo On Thursday, October 17th, the Women’s Club, a highly successful Bingo Bash, was held at Towers on The Green. Over 75 members attended the enjoyable evening of fun and camaraderie. Event Chairman Dawn Steinberg was the caller and creatively modified the direction of each game for enhanced interest. Cash prizes were awarded to the lucky winners: Faith Wolitzer, Norna Halperin, Edith Pollack, Pat Brownridge, Lorraine Panasci, and Beverly Gittelman. A cold buffet was offered, and desserts were served to cap off the evening. Due to the pandemic, seating was limited, and a waiting list had to be formed. We look forward to holding this event again in the near future. Smile for the Camera Talented photographer and Women’s Club member Dawn Steinberg will have a one-woman photography show at the Manhasset Library this upcoming December through the end of January. Up to 30 of her photographs will be displayed on the staircase walls and the second floor of the building. Photos will be both color and black and white. All 11 x 14 prints in 16 x 20 frames are for sale. There is a reception pending Covid updates. The Manhasset Library is at 30 Onderdonk Avenue on the corner of Northern Boulevard, and there is an adjacent parking lot. This comedy-drama from 2017 was written and directed by Oscar-nominated Noah Baumbach, famed controversial New York/Hollywood artistic persona. Baumbach was born in Brooklyn and is described as witty, insightful, and unapologetically New York. He has been compared to Woody Allen. Vicki Mazel and Dr. Nurit Israeli will review it on Monday, November 29th at 4:00 pm on channel 995. The all-star cast includes Dustin Hoffman, Adam Sandler, Ben Stiller, Emma Thompson, Candice Bergen, Elizabeth Marvel, and Grace Van Patten. The film addresses the dysfunctional dynamics of a conflicted family struggling to come to terms with their opinionated and difficult father, who is at the end of his life. Men’s Club Helping Fellow Members By Howard Arkin

L

ast week at one of the Men’s Club breakfasts, Bob Mark informed us of a personal crisis occurring in his life. It seems that he could not find any Hebrew National salami in any of the local stores where he did his shopping. I told him that he had to be mistaken. How could the Shoprite on Marcus Avenue not have Hebrew National salami? Being the benevolent good soul that I am, I promised him that I would scour Queens and Nassau Counties and possibly even Brooklyn and deliver to him half of a pound of sliced salami at our next breakfast, gratis. I thought of getting him a whole pound, but my benevolence does have its limitations. My first stop was the Shoprite on Marcus Avenue, followed by stops at Stop And Shop, North Shore Farms, Costco, and Walmart–all with no success. Out of curiosity, I went to my iPad and looked up Hebrew National Salami, and lo and behold; there is a Hebrew National salami shortage. The shortage is so severe that Con

Agra, the parent company that owns Hebrew National and many other well-known brands, is currently building additional plants to handle the increase in demand for their products. It was getting late, and I began to think how I would break the news to Bob that I had failed him when a thought came to me. I called Ben’s Delicatessen in Bay Terrace. Yes, they had salami, and yes, it was Hebrew National! By 10 o’clock the next morning I was on the Clearview Expressway, bound for Ben’s. I wasn’t taking any chances. After telling Bob of the tremendous effort I had made, I proudly presented him with his half-pound salami. He thanked me and said to me that one of his sons had already brought over enough salami to last for a year. Do you think that he would have been offended if I had kept the salami? A Typical Men’s Club Breakfast For those of you wondering, this is a synopsis of a typical Men’s Club breakfast get-together and what you might expect to hear at the gathering. The evening before the club breakfast on Friday, October 1st, the Yankees had defeated the Toronto Blue

ways trying to bring some humor to the table, I told the men that I had been in a Manhattan restaurant a few years ago and met General Tso, the creator of the Hunan dish named after him. No one thought that it was funny (General Tso died in 1885). Harold Hershman told us that he had once met Herb Kelleher. For those of you who might not know, Kelleher is the president of Southwest Airlines. I asked Harold If I could change the names to Howard Hughes and Hughes Aviation. He nixed the idea. Al Sprung told us of a telephone conversation with George McGovern regarding his company doing polling for him in his 1972 presidential campaign. As it turned out, neither one of them got the job. Yale Kessler spoke to Harold Stassen, a perennial presidential candidate from 1940 to 1980. Stassen is not too well known today. Yales meeting with Henny Youngman on a Pennsylvania Railroad car while going to classes at the University of Pennsylvania might be of more interest to us. Jays, just about assuring them a spot in the upcoming playoffs. Surprisingly, Jack Sevita, considered by many to be North Shore Towers number one Yankee fan, told us that the Yankees would lose their final three games and not even make the playoffs. As it turned out, they won two of their last three games, then lost a match to the Boston Red Sox and were eliminated after all. We then got to the serious topics of the day. As you might suspect, the two expenditure bills up before Congress, getting the Covid-19 booster shots and mask-wearing, also were explored. Some of the other discussions that you might have heard discussed were the prices of our apartments, who knew how to be picked up by Uber, and was dental powder still available? Last week on a radio show I was listening to, the host asked people to call in and name the most famous person they had ever spoken to. I thought it made for interesting listening, so I decided that I would pose the same question to the men in the club. I was certain that some of the names might be Queen Elizabeth, Donald Trump, Vladimir Putin, or possibly the Pope. Al-

President Robert Ricken certainly does. “When I tell people that the Saxons Social Athletic Club continues to meet regularly since we created it as 6th graders in 1942, they are both surprised and dubious,” he said. “When they learn that we kept in contact all through elementary school, high school, and college, they become interested and a little envious. He called Gitter a “shareholder advocate” at the Thursday, October 13th meeting at the Towers on the Green and introduced Dr. Stanley J. Goldsmith, who was appointed to fill the remainder of Gitter’s term. Goldsmith was the first runner-up in the last election, and since Gitter was not a committee chairman, he had no assignment either. However, he has attended meetings of various committees. “I’m happy to tell you that as an outsider to the board, I’m very impressed with the dedication of the board,” he said. he other night, after the Yankee Boston wildcard game, I took my walk at 11:30 pm. I walked all around my floor in the hallway, and it felt good walking on the carpet. I noticed a key in one of my neighbor’s door locks. Being the caring person I am, I wanted to let them know that the key was in the doorknob, however, it was late. I did not hear any noise in the apartment and presumed that they were sleeping. When they woke up in the morning, I thought they would be upset because they couldn’t find a key. I decided to go downstairs to security, and I asked them to call and let the person living there know that the key was in the door. Anyone walking by could easily walk into their apartment. The next morning, I passed by the door, and the key was gone. Thank you, security. I do not know who lives in the apartment, and they don’t know me unless they read this article. The other day I had lunch with my

daughter and granddaughter at Buffy’s. We were all asked to show our vaccine cards. I thought it was great. And lunch was wonderful as usual too. Thank you, Buffy, for helping us be safe. Our outdoor pools have been closed for the season, but our indoor pool is open year-round. Winter is coming, so let’s all keep warm. The other day I went to the maintenance office and asked if they could send someone to put new weatherstripping in my windows. The gentleman in the front said they could come the following day. The maintenance person arrived exactly on time and did a fantastic job putting in the weatherstripping. I want to thank the maintenance department for such efficient and great work. Yesterday I was in the elevator with three other people. I didn’t know any of them. We all had masks on. I asked each one who their favorite article writer was. They all said the same thing: “Some guy named Bud Bank.” No one knew who I was (I think). That about sums it up, folks! See you all next month.
