Building Three Jeff Canarick is a businessman and entrepreneur with 40 years of experience as a real estate and finance professional. His background includes being a commercial and residential real estate owner-operator and investor. He has also served on multiple profit and nonprofit boards. A full-time resident since 2017, Canarick has served on numerous committees, including Finance, Long-Term Planning, General Counsel Search, Mortgage, and Marketing. “I’ve noticed things around the property where there was room for improvement,” he said. “There was deferred maintenance, and now I have concerns about the direction that North Shore Towers is going.” Some areas Canarick said he would foContinued on Page 4

Building One Fred Chernow has served on the NST Bd. of Directors since 2013, including five months as President when the incumbent stepped down. During his tenure as Chairman of the Screening Committee, several procedural modifications attracted more diverse and active prospective shareholders. In 2014 as Chairman of Cultural Affairs, he brought the successful 92 Street Y Programs to NST. The program was so popular that he volunteered to do it twice, once at 4:30 pm and again at 7:30 pm. When the pandemic shut down gatherings at the co-op, he developed, with John Virga, a series of programs featuring popular entertainers that were broadcast on Channel 995 for residents to watch in their Continued on Page 4

Building One Stanley J. Goldsmith has been a Shareholder for 14 years, a Board Director for six, and served as Bd. President 2018-2019. As President, he negotiated a solution to the decades-old dispute between NST and the Sponsor concerning the recovery of hundreds of thousands of dollars of maintenance charges for parking spaces. As Chairman of the Country Club Committee, he resurrected the tennis program by making access to the tennis courts available to all residents, modified the basketball court to provide a Pickleball facility, and completed renovations of the outdoor pools. Dr. Goldsmith recently retired as Director of Nuclear Medicine at NY Presbyterian Hospital/Weill Cornell Medical Center. He earned a BA from Columbia College and Continued on Page 4

His objectives include keeping shareholders well informed, updating the co-op facility, and enhancing community services. Greenberg promises to place shareholders’ interests first and ensure the co-op funds and resources are appropriately allocated. He also pledges to improve community engagement and expand transparency. Greenberg has extensive experience in labor negotiations, business law, personnel litigation, and contracts as an accomplished labor attorney. Building Three Steven Kirschner said he would bring his legal and administrative experience to the North Shore Towers Bd. of Directors. He has served as President of the Russell Gardens (Great Neck) Homeowners Association and was responsible for managing and creating the budget for the association’s facilities, including the pool, tennis courts, and park. He was also elected as trustee and served for 12 years as Mayor of The Village of Russell Gardens, Great Neck. As Mayor, he was responsible for creating and implementing the village budget, negotiating union contracts, and administering the day-to-day operation of the village. Building One Dan Nachmanoff is currently serving as interim NST Board President. He has prioritized building consensus and approval from Board members and signed contracts for engineering garage repair, studying various building systems, Local 11 contract to repair building facades, and new vendor leases that had lain dormant. He also managed employee problems and shareholder complaints. Elected to the board in September 2020, Nachmanoff served as the Chairman of the House and Grounds Committee. He also served three terms as Mayor in Great Neck, and six years as Commissioner of Great Necks Parks District, where he oversaw 400 employees and a budget of $20 million. He has served as Board President and vice-president and is currently the Chairman of the Country Club and the former Chairman of the Capital Improvements Committee. Sinai Medical Center, he managed capital and operating budgets and recruited and supervised physicians, scientists, nurses, and support personnel. For 12 years at Mt. Sinai, he managed the center’s Capital Equipment and Construction Budgets. Goldsmith was President of a 15,000-member national and international medical and scientific organization, testified at Senate and House Investigation Committees, and has served as a consultant to Federal and State Commissions. He was a Director of the Specialty Board in Nuclear Medicine and editor-in-chief of a monthly medical-scientific journal. He said he is seeking re-election to sta-

Holocaust Tribute at Towers The tale of survival was published in his mother’s book, “The Girl in the Green Sweater–A Life in Holocaust’s Shadow.” In it, Krystyna Chiger shared her account of the 14 months she spent with her family in the underground sewers of Lviv, Poland. The book also describes the family’s unlikely savior, Leopold Socha, a Pol-

ish Catholic, and former thief. The green sweater she wore in the sewers was displayed at the U.S. Holocaust Museum in Washington, D.C., and the NST event. “It was a very well-received program and a very moving and unusual story,” said Eva Kessler, who moderated the program. “I felt like it was a privilege to meet them

since there are so few of those survivors left today.” The invocation was given by Rabbi Gordon Yaffe of the Oakdale-Little Neck Jewish Center. The candle lighting ceremony was led by Gloria Beck, who also lit a candle for the victims of the war in Ukraine.

Phelan belongs to the American Institute of Architecture, Engineering Institute of Connecticut and is a Certified Personnel Consultant, CPC. “My experience is a lifetime of service and sacrifice both to my country and community,” Phelan said. “My experience in negotiations, overseeing engineering, and

$61 Million NST Mortgage Refinancing By Richard Levine Capital Improvements Chairman

I

n considering the refinancing of the underlying mortgage of a residential cooperative project such as North Shore Towers, board members must consider a number of elements. For purposes of this article, I concentrated on the elements that are unique to NST, although some could apply to other luxury properties located within the New York Metropolitan Area. You might recall that the NST board retained the Engineering firms of Kipcon and Cool Sys to prepare a Reserve Study to help identify the Capital Improvements that must be remediated or replaced over the next few years. The cost and timing of the work area will be addressed in the study. The funds necessary to accomplish the Capital Improvements can be provided from several sources: •A recast of the underlying fee mortgage, currently held by John Hancock Life

and maturing at the end of November 2022, in the approximate sum of $61 million. •Existing Reserve funds. •Excess funds, if any, from current and future cash flow. •A possible special assessment. •Some combination of the above four items. An important early step is the identification of several suitable lenders who can refinance the maturing loan balance and provide additional money under the best available terms and conditions to help cover the required cost of remediation and replacements. These include John Hancock Life and several other similar institutions with a history of lending to large, luxury, cooperative, residential buildings located within the New York Metropolitan Area. NST is a complex and unique property that requires a large staff and constant attention to the many physical components of the structures and its systems. We must never lose sight of our obligation to maintain this property to a standard befitting a luxury residence. Its physical condition can and will influence the marketability of its apartments and will affect unit prices.

Clearly, our objective is to keep NST competitive with current and future luxury cooperatives in our market. The most appropriate lender for NST is a large insurance company, whether it is John Hancock or one of its competitors. Those institutions have the appropriately structured balance sheets to issue large, long-term, fixed-rate loans to support and maintain the insurance policies, annuities, and pension funds that comprise a large part of their products. Over the years, they have developed the expertise and the contacts to originate, service, and maintain a substantial book of these loans. Typically they perform periodic inspections after they close the loan and communicate with the board and the property management during the life of the loan. After all, their book of loans supports their own financial health and their ability to effectively compete against other financial institutions. Supervisory governmental institutions closely regulate the insurance companies, and their book of loans is subject to review by those institutions. Their mission is to maximize the benefits to their policyhold-

ers and stockholders. In considering the amount of loan principal to borrow, the terms of the borrowing, and the necessary conditions that our shareholders can comfortably meet, we should consider the estimates revealed in the Reserve Study, which should be available within the next few weeks. In addition, Cool Sys is preparing a separate study of a problem dealing with negative air pressure inside the three residential towers. That condition must be abated to consider a large-scale program to replace apartment windows and sliding glass doors to the terraces and balconies. This study should be available shortly after receiving the Reserve Study. To date, a seven-person Mortgage Committee designated by NST’s Bd. of Directors has been meeting with several lenders, discussing potential loan terms offered by those institutions. Good Golly Miss Molly, We’re Back at the Jolly By Vicki Mazel

T

he Women’s Club had a banner day on Wednesday, May 17th. It marked the return of our Spring Luncheon at the Jolly Fisherman Restaurant of Roslyn after a Covid hiatus for the last two years. The restaurant’s main room was filled with members, and even TV producer John Virga was there with his video camera to record the event. He was awarded an honorary membership in the Woman’s Club and is the first male to have this honor. A lovely luncheon was served, ending with Boston cream pie, and the diners heard remarks from Co-Presidents Gloria Beck and Chickie Kaufman. Vicki Mazel introduced the steering committee members by doing rap, and all had a good time. Cinema Club Update The next movie to be reviewed is “Tick, Tick, Boom” on Monday, June 27th at 4:00 p.m.on Channel 995. The Netflix film is a musical about Jonathan Larson, creator of the show “Rent,” and stars Andrew Garfield singing and playing the piano, a surprising

addition to his performing diversity. Taking place in the 1990s, Larson is an aspiring composer living in New York City. “Rent” has changed the face of Broadway musicals forever, and the film is semi-autobiographical. Living in Soho, Larson is approaching his 30th birthday and has been working on his show for several years. Having doubts about its acceptance by Broadway backers and professionals, Larson goes through these difficult times, sharing his doubts with his friends; young Village residents share his desire to do something different. As Larson, Garfield does an outstanding job portraying different elements of Larson’s personality, mainly on the piano and in song. The Netflix film has been described as a “breath of fresh air,” with a top-notch cast for the musical genre. Garfield, an award-winning actor, was nominated for an Oscar for the role. He has previously won Golden Globes and Critics Choice awards for his acting efforts; however, this is the first time he has shown his musical talents. The film also marks the Lin Mazel Miranda’s directorial debut. Netflix asked him to adapt the musical for the screen, and Miranda jumped at

the chance. Miranda and Larson’s careers run in many parallels, and the rock opera is also visually stunning. Garfield shows great versatility from “Spiderman” to “Hacksaw Ridge” and completely immerses himself in the Larson character. Women’s Club reviewers will do a complete analysis of the film. Founded by Bobby Gould and Claire Levitan, with an assist from many other enthusiastic women, the club has been nurtured and supported to become its success today. Julie Weissman was the first Vice President, Gloria Beck became the program chairperson early on, and the events were off and running. He agreed with me and told me that The Times’ hard copy local circulation is down to 800,000, but their digital operation, which is both national and worldwide, is the direction that the paper is going. Hershman closed the session with a sports topic. He wanted to know if anyone stayed up late enough to see the Mets come from seven runs behind to defeat the Phillies and if the Mets new manager Buck Showalter might be the reason behind their

success so far this year? A voice from the back of the room shouted out, “Let’s not forget the Yankees,” and the Men’s Club Open Mic meeting ended. Sau Fahti noted author and lecturer returns to the large card room on Thursday, June 9th at 7:30 pm. His topic will be Current International Affairs. he Men’s Club had its usual great turnout on Monday, May 9th. As is usually the case, the men arrive about 20 minutes before the 10:30 starting time to get a good seat. Gary Darche and Harold Hershman’s topic was the leaked Supreme Court paper, which might lead to the overturning of Roe vs. Wade. Everyone seemed entrenched in their opinions. But most felt that the leaker must have done it thinking that it would aid the Democrats in the fall elections. Even though leaking is not necessarily illegal, I thought the feeling in the room was that it was immoral. The second topic asked is whether President Biden is not doing enough to counter the effects of the Supreme Court decision regarding Roe vs. Wade. The women’s rights group “We Testify” feels that he is doing nothing and should be more vocal. One person, that being me, disagreed strongly. This is a perfect example of why the Democrats are trailing badly in

the polls regarding the 2022 and 2024 elections. Everyone knows President Biden’s views on abortion, and with his low poll numbers, it might be best to let others do the speaking here–which they are. Alas, the next topic was one which is currently affecting all of us, that of course being inflation. Prices are up 6.6 percent so far this year. That is three times the 2 percent rate that the Federal Reserve aims for. Some of us felt that the lack of parts for products, the lockdown in China, and the war in Ukraine were major factors. At this point, none of us, including the pundits on cable TV, have not been able to come up with a solution. Ron Gold might have helped, but I think that he is still in Florida. Many of us are affected by the tremendous rise in the price of gasoline. I can still afford the $4.49 price at the pump, assuming I get there every six weeks, as I do. A late addition to the agenda was the five-page article in The New York Times in which former mayor Ed Koch’s sex life is gone into in great detail. Most of us felt that his homosexuality was pretty much assumed and who cares anyway. Others wondered why 10 years after his death, close friends would find it

Elder Abuse Awareness June 15th World Elder Abuse Awareness Day By Susan Bartelstone

I

hn March of 2011, a 90-year-old man testified before the US Senate Special Committee on Aging at the hearings on elder abuse. He told how his step-son had withheld food and medicine from him and his wife, interfered with their finances, yelled, threatened, and bullied them to the point they were trapped, scared, frustrated prisoners in their own home. And at the end of his testimony, he said, “If it happened to me, it could happen to anyone.” What is so shocking is that the man testifying was veteran actor Mickey Rooney, one of Hollywood’s top stars and still well respected at the time of the hearings. And he was right. The National Center on Elder Abuse Research estimates that as many as two million older Americans are victims of abuse and/or neglect. And many of them are too frail or mentally impaired to speak up for themselves like Mickey Rooney did. Abuse may be perpetrated by relatives, so-called friends, or professional caregivers (particularly if family members aren’t around to oversee the situation). Many victims suffer for years because they’re scared to speak out, don’t want family members to be arrested, or are afraid they’ll be “sent to an institution.” Many are too frail to speak out or mentally impaired. Here are five tips for keeping our older

adults safe: •Vigilance-Prevention. Keep in frequent contact with your older relatives (or older friends and neighbors). Ask questions, listen and take notes. •Be alert for the signs of abuse or neglect. Watch particularly for repeated, unexplained bruises or sores, slovenly, unkempt appearance, bills not getting paid, noticeable weight loss, depression, not taking medication or anything else that strikes you as suspicious. •Take action. Alert (uninvolved) family members who may not be aware of the situation; or report suspected mistreatment to your local adult protective services agency or law enforcement. Most reporting can be done anonymously. •Keep monitoring. Continue to speak out if you continue to see signs of abuse. Even if the situation has been investigated, keep monitoring it because cases often slip through the cracks. •Call 911! If you believe someone is in a life-threatening situation, contact 911 or the local police immediately and have them provide a wellness check. Types of abuse to look for: •Physical abuse: Use of force to threaten or physically injure a vulnerable person. •Emotional abuse: Verbal attacks, threats, rejection, isolation, or belittling acts that cause or could cause mental anguish, pain, or distress. •Sexual abuse: Sexual contact that is forced physically or obtained through trickery or threats, or otherwise coerced

upon a vulnerable person, particularly anyone unable to grant consent. •Financial Exploitation: Theft, fraud, misuse or neglect of authority, and use of undue influence as a lever to gain control over an older person’s money or property. •Neglect: Failure, or refusal, by a caretaker to provide for a vulnerable person’s safety, physical or emotional needs (e.g., denying food or medication, not keeping the person and/or the home clean, etc.). •Abandonment: Outright desertion of a

frail or vulnerable person by a relative or caretaker. •Self-neglect (perhaps due to diminished mental capacity) can lead to selfharm or endangerment. Some have expressed concern that we are in the midst of a rising interest rate cycle. While that certainly has been true for the last year, some historically significant indicators such as the forward interest curve show an inversion tendency that often suggests a recession, usually forcing down interest rates. Presently, the difference between the 10-year Treasury and the 15-year is not significant, suggesting that rates may be firming. Of course, with so many unpredictable events currently on the world stage, interest rate predictions are even more uncertain than during a period

of relative tranquility. With respect to locking in an interest rate on the mortgage loan replacement, the earliest that this would be possible to avoid a prepayment penalty would be September 2022. During the next several weeks, we should understand our financial needs for Capital Improvements. The board can then select the sources and uses of funds for the Capital Improvement program. Be assured that your board is ever mindful of the need to be prudent on both the expenditure side and the raising of the necessary funds. All Capital Improvement expenditures will be undertaken on a priority basis, emphasizing mandated requirements, concern for the safety, quality of life, and safety of our residents. At the

same time, we want to protect your investment in our property by quality property maintenance while keeping in mind that higher monthly maintenance bills could have an adverse effect on property values. It is the board’s intention to keep you apprised of the progress we make in planning and accomplishing Capital Improvements and the refinancing. Remember the ancient Chinese proverb, “Every great journey begins with the first step.” During the last 11 months, your board has undertaken a number of steps on the journey toward making a number of needed Capital Improvements.
