Bd. Election Wrap-Up By Michael Kohn

O

ne incumbent and three former directors won last month’s North Shore Towers Bd.of Directors election, with former Bd. President Robert Ricken and Steve Redlich leading the pack. Returning after resigning near the conclusion of his last term in 2013, Ricken came in first place with 3,456,044 shares. “I was very pleased and honored to finish at the top,” he said. “I have a feeling most people remembered my work in previous years.” The former Bd. President said he was ambivalent about not being elected President because of the amount of work the position entails. “It becomes an every day job,” he said. Ricken reported that nominations for the presidency were made with a secret ballot for the first time in his experience, electing Mort Gitter to continue as leader. “I guess the board felt he did a fine job and they continued with him,” he said. Although he said he was still unclear as to what his new committee assignment as Special Projects and Shareholder Relations Chairperson would entail, Ricken said his priorities would continue to be keeping the budget low, with no maintenance or country club increases. “To me that’s a very important thing, given that we have an adequate reserve fund.” he continued. “I think a lot of people don’t realize if there’s even a small increase it’s with you forever.” After a hiatus from the board, Steve Redlich returned in second place with 3,219,873 shares. The new Treasurer and Chairperson of the Budget Committee said, “I was overwhelmed with the results. I was up there with Bob Ricken and we sort of set ourselves apart, and that was a real vote of confidence from the community.” The chairman of last year’s budget subcommittee said his plans for the coming term include seeking to upgrade accounting systems, such as the way numbers are presented to the community, making them more user friendly and

Incumbent Felice Hannah returns as Chairperson of the Political Action Committee, with 2,692,472 shares. “I’m very grateful that so many expressed that they have appreciated the work I’ve done the last two years and would like me to continue.” She added that she is looking forward to the board

By Michael Kohn A North Shore Towers post-election controversy was resolved this past week when Bd. of Directors candidate Al Fuchs agreed to withdraw his grievance over the publicity candidate Phyllis Goldstein received immediately prior to the election as part of the co-op’s 40th anniversary celebration. This included her being featured in a major role in the documentary video shown in the movie theater and articles in both community newspapers. Fuchs contended that the extra publicity might have made a difference in the final tally between Goldstein’s fourth place victory of 1,599,106 shares and incumbent Pat Tulchin’s 1,483,989. Winner Steve Redlich called the fourth-place position “pretty close to a dead heat,” and said of the documentary, “Obviously I think the timing wasn’t the best. I think

Her priorities include protecting the economic interests of the residents, while at the same time voting for expenditures to keep the buildings structurally sound, enhancing the quality of life through building upgrades, and maintaining a fiscally responsible reserve fund. Chairperson of the Gym, Aerobics and Pool Committee Phyllis Goldstein came in fourth place with 1,599,106 shares, and said she will begin her term by studying the gym’s equipment needs and figuring out what requires replacement. “It really is fabulous in the gym,” she said. Goldstein will continue active monitoring of aerobics classes as well. “I take a lot of the classes and I must say they are really very good,” she said. “The instructors are excellent and there’s a great deal of participation.” Upcoming projects include cosmetically upgrading the indoor pool and doing work on the outdoor pool deck, as well as prioritizing the repair of a leak in the deep pool. “I’m very excited to be working on this committee,” she said. The vote tallies for the unelected candidates were incumbent Pat Tulchin’s with 1,483,989 shares, incumbent Maria Termini-Miller with 961,378 shares, and Al Fuchs with 893,544. Bd. It was, but they were all about to be married and wanted to cook for their husbands. I finished the course and have enjoyed cooking for myself and friends ever since. I particularly like Italian cuisine and am known for my lasagna. Do you still cook? I sure do. And I am not lazy about preparing food for myself. Some mornings I prepare Eggs Benedict. Even though it’s just for me I make my own Hollandaise sauce. My favorite store for good ingredients is Fairway in nearby Douglaston. How do you spend your free time? I married and lived with my wife at NST for a few years before getting a divorce. We enjoyed the many activities here. Now, I eat out three or four nights a week with friends. Louis in Port Washington is a favorite spot for dinner and I like Panera Bread for lunch. I enjoy watching spy films and joined the Mens’ Club. Their fishing outing was a lot of fun. I caught the second largest fluke. I served it to three other guys using my favorite recipe. The Gym is another amenity that I appreciate. For 18 years I shared ownership in a 32-foot sailboat that we kept in a Port Washington marina. It was great and we sailed to Atlantic City, Connecticut and Montauk. North Shore Towers has been a great source of pleasure for me and I treasure the many people I spend time with.

THE BIRTH OF NORTH SHORE TOWERS: PART III

Architect’s NST Site Plan By Fred Hadley

T

he Site Plan drafted by Associate Architect Carl Heimberger, of the A. H. Salkowitz firm responsible for designing North Shore Towers, addressed the issue of zoning very specifically. The property, formerly the Glen Oaks Golf Course, was zoned R-3-2, a designation that would allow the builder, Sigmund Sommer, to build “out or up.” That is to say, he could have covered the golf course with low rise garden apartments, which the surrounding community preferred, or he could have opted for high rise construction which would have preserved most of the open land for future generations. Architect Salkowitz convinced Sommer to go the latter route. This approach was recognized by the Queens Chamber of Commerce in 1975 when it awarded NST a Bronze Plaque for design excellence. The Site Plan, from December, 1970, sought a 15 percent Floor Area Bonus for “good site planning” and “common open space.” Details of Plan Note: The following numbers refer to “Zoning Computations” reproduced from the 1970 site plan on the next page. 1. Area of Site: Architect Salkowitz convinced Builder Sommer to locate the project on the 106 acres of the golf course in Queens. Although the Lake Success Shopping Center that Salkowitz designed is actually in New Hyde Park, he knew that it would be virtually impossible to get the Village of Lake Success to rezone the portion of the golf course in Nassau County for high rise. Instead, it was given “R-O” (Research-Office) designation. This permitted a three-story office complex whose lowest floor is below grade. 2. Location: Originally listed as three separate blocks, Sommer was allowed to treat the golf course as one large

Zoning - R-3-2: This was the designation called for in New York City’s Master Plan of 1969. Although East Queens was mostly low rise, the R-3-2 zoning permits high-rise structures. There would be multiple water and sewer connections, instead of our single sewer outlet and single water inlet for the city to maintain and repair. “With 3000 individual owners or tenants, the city would have to police and clean streets and collect individual garbage. We will have only three lobby entrances, virtually no interior streets and at most, four streets leading into Marcus Avenue (the Grand Central Parkway service road). Science Institute Addresses Men’s Club By Paul Nettler On July 9th about 80 members and guests of the Men’s Club had the opportunity to learn about The Weizmann Institute of Science from Stuart Chizzik, the Director of Development for the American Committee for the Weizmann Institute. Stuart has spent the last five years leading the effort to raise both funds and public awareness within the New York Tri-State area for the Institute’s important work. Stuart (an excellent and compelling speaker) spent about forty minutes speaking without notes, describing the Institute and its programs. The Weizmann Institute is populated by 2700 scientists located on 280 acres with 90 buildings in Rehovot, Israel. It’s involved only in basic scientific research, leaving it to others to develop the fruits of that research for the benefit of all. Research is performed in many diverse fields such as Alzheimer’s, robotics, archeology, and astronomy, to name only a few. Expertise in the various areas often leads to a cross pollination of ideas. For instance, a professor in Computer Science and a professor in Immunology are working together to develop personalized diets to counteract hyperglycemia. The faculty also works with leading research institutions all over the world. The Institute accepts only graduate level students. There are about 1000 enrolled and about half of them live on the campus. Those who are admitted to the faculty are expected to spend their whole lives devoted to research at Weizmann. Incidentally,

I understand that even though Stuart’s presentation was not a fund raiser, several in the audience were quite generous. The speaker at our next meeting on Thursday August 13th will be Sally Frishberg, a Holocaust survivor. Frishberg has a gripping story to tell of her experiences evading capture during the war. Her family lived in Poland and she was only seven when the Germans invaded. She came to this country in 1947 and continued her elementary school education at the age of 15. She attended high school in Brooklyn and City College and eventually became a teacher. Currently, she volunteers as a gallery educator at The Jewish Heritage Museum and speaks about the Holocaust, convinced that when young people know the truth, they will make the necessary effort to build a better world. August activities include our Men’s Club version of The Dating Game on Thursday August 6th at 7 PM in the large card room by the theatre, an Old Men Telling Jokes Night on Thursday August 20th at 7:00 pm in the same place and a Texas Hold ‘Em Tournament on Tuesday August 25th at 6:30 pm in the downstairs card room. Creighton said his Eastern Queens council has had “very favorable reactions” from federal departments, concluding, “The practical chances are good.” What traffic problems would the proposed project introduce, and could they be solved adequately? PRO Lindenbaum: The main thoroughfare into which all our cars will feed is Marcus Avenue.” (the Grand Central service road). “It is paved only in the middle with one car lane, with dirt shoulders on each side. “In our declaration of intentions which puts us on record before the City Planning Commission, we guarantee that the developers will install at least a three-lane paved road on Marcus Avenue, or perhaps even four if necessary.” Lindenbaum said that a survey commissioned by Sommer, done by Wilbur Smith & Associates of New Haven, indicated that by 1980, about 3,000 vehicles would leave and enter the project each day, but they would be spread over the day. During morning rush hours, the survey found, 400 would leave, and 550 would return in the evening rush hours. “A good potion of the people living in these buildings will be retired.” Lindenbaum said.” Many will be people who will sell their homes in Nassau and move here.” CON Creighton: “We have been advised by engineers that each car of the 3,000 parked in the proposed project would make three to four family trips a day. The only outlet is Marcus Avenue, an undeveloped, winding road which will be totally insufficient for 9,000 to 12,000 daily car trips. “The intersection of Lakeville Road and Marcus Avenue (in Nassau) is already jammed. It is surrounded by the Sperry plant, the Long Island Jewish Medical Center and Hillside Hospital and an industrial park. “A rustic part of Lakeville Road from Continued on Page 12

Since the 106 acres in Queens equals some 4.6 million square feet, the law would allow a floor area of 2.3 million square feet. However, the builder would apply for and be granted a 15 percent floor area bonus for “good site planning” and “ common open space,” bringing the total floor area to 2.7 million square feet. Instead of adding floors and apartments, Sommer chose to build 8.5 feet ceilings when 8 feet was the norm, and to make the room sizes larger. 5. Sommer made use of the Floor Area Bonus: All but 51 square feet of the allow-

For instance, Toronto had a law limiting most of its home construction to one and two-family houses. Now it’s been strangled by them, They’ve changed the law so they can go up. And if you can find such land, the more of it you leave vacant, as we’re doing, the better it is for the area.” CON “As for the project in question, the builder proposes to build on only 2 percent of the land. The rest would be open land for exclusive use of the tenants. In effect, that would be a land bank for the builder to build more high-rise buildings. In time, it could become another Lefrak City. “We do not trust the builder’s assurance that this would not happen. He has never offered to put a restrictive covenant on the rest of the land. He says lenders would not approve a mortgage with such a covenant. This does not seem likely.” Mrs. Sue Noreika: “This would be only the first, with more to come. Instead of a Glen Oaks with trees, we’ll have a Glen Oaks of stone.” What are the practical chances of the city’s acquiring the land for a park or golf course? PRO Lindenbaum: “All I can say is that every time there is going to be a major development, people are going to decide they want it for a park. “We all know the need for housing of all kinds in New York, and the cost of operating the city is going higher and higher. We can’t turn all our lands into tax-exempt green areas. Isn’t it much more practical to maintain fully-taxable green areas? CON Queens Councilman-at-Large Eugene Mastropieri of Glendale had introduced a City Council resolution calling on Mayor Lindsay to purchase the Glen Oaks tract as a public Park. The people of Nassau County should consider this very carefully.” Councilman and Queens Democratic Leader Matthew Troy of Queens Village, one of a number of Queens officials backing the opposition, said: “Marcus Avenue is now overtaxed. There is always a long line of cars going east waiting for the traffic light at Lakeville Road. I’ve waited for at least 25 minutes to move 150 yards along this road.” One of the reasons Community board 13 disapproved the project was the traffic jam it would create on Marcus Ave. problems with police protection? PRO Lindenbaum: “Absolutely not. We will have our own security force—armed men on duty all the time. We will have the usual closed-circuit TV protection, and perhaps trained police dogs. “Add the fact that there is only one major entrance for each building containing 580 families. These buildings will provide less of a burden on police than there would be in 3,000 unguarded one-family houses, that I can guarantee.” CON Creighton: There is no question about it, if you have more people to protect with the same number of policeman. This will be a mini city of 5,000 to 7,000 people.

There must be an additional strain on police protection, which is already sparse in this area.” Troy: “To throw 1,740 families into the area, with wide-open spaces around, they’ll have to have many more policemen. I imagine the 111th Precinct will at least be forced to double its number of men.” Are there problems with fire protection? Lindenbaum: “These three buildings will be of the most modern, fireproof construction. There are fewer fire calls for this type of development than for one-family houses. Our declaration of intentions on the record shows that our plans for installing water mains will provide an adequate supply of residents’ consumption and fire protection.” CON Creighton (a retired Fire Department lieutenant): “Two serious problems will crop up—the amount of water and water pressure for fighting fires. City water is inadequate for Eastern Queens as is. “High buildings in an area where pressure is adequate only for low structures cannot get the amount of water they need. Also, in the central city, fire stations are clustered. Here, they are scattered. “If many high-rises are allowed in East Queens, the area’s entire water main system will have to be re-piped, at tremendous cost, and the fire company system will have to be expanded.” Sewer problems? PRO Lindenbaum: “Our public declaration commits us to

pull in additional sewers as needed to meet the Sanitary Code, the Health Code and the Building Code, to handle the maximum outflow. More than that, Sommer just paid a $300,000 assessment for a sewer that actually serves houses to the south and won’t serve this land at all—a trunk that he isn’t going to use, but must help pay for.” CON Oscar Berenberg, Floral Park, engineer and Vice Chairman of the Eastern Queens Council, said: “Sewer service would have to be brought to these skyscrapers from some distance away, probably from the trunk line at 255th Street and 74th Avenue, at least 12 blocks from the boundary of the development plot. “That means the streets will have to be dug up, and we face the same problem that has occurred in Forest Hills, where houses are in danger of collapse and owners must shore up at their own expense. “Sewer facilities in our area right now are barely adequate to take this additional load.” SUMMATION: PRO Lindenbaum: To maintain the balance of the area, to keep real estate values up, this is a better kind of development than any other. To maintain the natural green area, it is the best kind of housing development. “You must provide housing for business executives, to help to keep upper-income people and business in New York City. When I ran for the NST board one year ago, I promised that I would be transparent in all my actions while serving on the board. I repeated this promise this past election. In keeping with my promise, I feel I must inform you as to what has transpired. My only goal is to make everyone aware of what happened and to insure that our rules for election periods be adjusted. An excellent movie was shown in our movie theater about the history of North Shore Towers. When our counsel reviewed it two nights before its first public showing, counsel for NST ascertained that it was not appropriate for this movie to be shown during the election period. His view was overruled. As the vote count later showed, some residents revised their ballots and the ranking order of the candidates significantly changed. Many residents have expressed dismay that the movie was shown during

an election time. Why was the independent advice of counsel not heeded nor discussed by the board? At a quick board meeting after the election, it was decided that the election results would not be made known to anyone until after the weekend, as a grievance had been registered. It was my hope that the board would have been transparent in this matter, admit the impropriety and adopt changes for future elections. It pains me to write this letter but I must, in fairness to all residents, report on what happened. I hope this clarifies the mystery of this election and moves the board to address the other occurrences that compromised the impartiality of this election. This would replace the previous $1 per share fixed fee, and would generate money to be used for the Capital Improvements fund. “I believe that this fee increase is very important to North Shore Towers and I think it should be passed,” Board President Ira Rubin said. “It’s a way for a co-op to share in the increasing prices.” Bd. Pres: Election Count ‘Baffling’ The reason for a switch of winners for fifth place in last month’s election recount remained a question at the new Bd. of Director’s first open meeting, Wednesday, July 26th. “Why the count was different I really don’t know. I can’t tell you,” Bd. President Ira Rubin said. “...I’m as frustrated by it as you are...It’s a baffling question for me, frankly.” UJA Dinner-Dance The UJA held its annual NST Dinner-Dance and Golf Tournament Sunday, August 13th at the Towers on the Green, honoring Ira Rubin and his wife, Madeline. In addition to raising hundreds of thousands of dollars for a worthy cause, the event is one of the community’s social highlights of the year. Co-op Finance Report at Bd. Meeting The co-op’s Treasurer reported a “strong financial posi-

tion” for North Shore Towers at the new Bd. of Director’s first open meeting, Wednesday, July 26th at the Towers on the Green. Although the projected surplus for the first six months of the year was $512,000, Bd. Director Mort Gitter said revenue exceeded disbursements by $1.25 million, for an additional surplus of $743,000. This is attributed to reduced fuel, repair, and maintenance expenses, as well as a reduction in service contract costs. AUGUST 2011 Community Website Launched NST officially launched their mybuilding.org community website at their Tuesday, June 28th special meeting. Following the introduction residents were encouraged to sign up for the program at their building’s concierge desk. “We live in an age where new and innovative machines and ideas are constantly replacing what we have held dear in our culture,” Claire Levitan said. Annual Shareholder’s Meeting The NST Annual Shareholders meeting was held Thursday, June 16th at the co-op’s movie theater, and Bd. President Ricken reviewed the year’s accomplishments, including a positive financial report during difficult financial times. He said that the co-op was the only one he knew of that had not had a maintenance increase in the last two years and has also quadrupled reserve funds in recent years. Also, despite Country Club improvements and refurbishments there has been no club membership increase in the last two years. This was accomplished in part due to

the new sponsored golf membership program. Rothstein Honored The Hollis Hills Jewish Center honored Lillian Rothstein for her five decades of membership and service to the organization, including founding and singing in their choir beginning 30 years ago. It was also where she worked with the world famous Cantor Matthew Lazer three decades ago.

“deliberate haste” in rushing through the high-rise. “The commission is currently planning open land needs and policies for the year 2000,” he said. “One of its members has told us it has not investigated policy regarding this magnificent and unique 106 acres which is the best piece of land of its size and type in Queens. Nor has it studied the possibility of funding its acquisition for public use by federal and state agencies.” Mrs. Noreika: “The community should be listened to. We held a public hearing and no one came forth and said they liked the

proposal. We’ve lived here for years and paid taxes here. “Why should we not have what we strongly believe the community needs?”

Women’s Club Activities By Vicki Mazel The newly formed North Shore Towers Women’s Club announces their upcoming activities. A “Getting To Know You” luncheon is planned for Tuesday, August 11th at Towers On The Green at 12:00 pm, with an open menu and pay as you go basis. Members are invited to meet and greet old and new friends. The September event is a trip to the Nassau County Museum slated for Wed. September 9th. The docent led tour, admission $12, will accommodate the first

50 women who sign up. “The Moderns” includes the works of Chagall, Degas, Leger, Miro, Picasso, and more. Car pools will be forming, and museum arrival time is 10:30. Sign up sheets will be available at the August 11th meeting. Luncheon following the museum trip will be held at Towers On The Green with an open menu and pay as you go basis.
