Bronstien

What is the legislative status?

Perry

There are still multiple bills in legislation It seems the bill to use tourist development taxes for purposes other than tourism will die in the Senate, but we are ready to make any adjustments and have the finance committee reconvene and look to move forward. That bill was proposed by Miami-Dade County, the county split the allocation based on what city brought in those respective tourist development tax dollars. And those individual cities would be able to utilize those dollars.

And there is a bill that was proposed by Monroe County, to do more as it relates to affordable housing.

Segarra

Those two projects are the most important to pay attention to. If they are approved, they will not have an impact on us. The first one is to redirect the uses of TDT funds in Miami-Dade County, to earmark 50% of the TDT to the cities and allow them to hire and contract DMOs, culture, etc.

The other one is to earmark the surplus of the TDT For Monroe County to use that money for affordable housing development. There are no metrics for how to do that, which is a little bit complicated. This is the fourth or fifth year those projects have been exposed to the legislature and at some point, those projects will be considered.

For example, in Orange County, Orlando they receive 30% of the total room taxes, which is like a $100M in budget. And the county was looking to reduce that amount by 25%. It was agreed that $15M of those $100M will be earmarked to specifically attract sports events like NCAA, and Mayor League Baseball and promote cultural events.

We have had a phenomenal run in the last 4 years. There is cash and also like us, they have seen a high number of reserves across the state, which is prompting this type of conversation and as a group, we will have to come up with some innovative ideas.

Perry

Orlando's structure is different from ours. They do not have a TDC agency. They are comprised of a committee. There is no special allocation that is designated per agency, which is why you won’t see each agency as related to culture, and sports.

The DMO and the CVB have to do a whole presentation as to why they need special funds. Our predecessors had a great idea with the allocation of distribution of our pennies.

Segarra

In some other jurisdictions, like Broward County, the top room tax dollars are distributed as well. Both culture and sports and some other, but the structure that we have is unique in the state of Florida.

4

Mostad

I cannot quote what Monroe and Orange County do, but I think that is a compelling scenario where we are already structured that way, where it is not 100% of this is going to agencies. And that is probably the brilliant component of this entire structure that our forefathers put together for us.

Segarra

There are some projects too. One of them is to change the current structure, to manage the funding of the TDT. That will require a supermajority of votes.

And that is the other one about how much could we earmark for an infrastructure project of the total amount, a percentage base. Things that we have done, maybe some others are looking at us and using the current model that we have as an example.

B. PBI UPDATE – Nichole Hughes

6. NEW BUSINESS – DISCUSSION ITEMS

A. RECOMMENDATION FOR APPROVAL OF A CONSULTING AGREEMENT WITH CONVENTIONS, SPORTS, & LEISURE INTERNATIONAL LLC FOR $550,536 TO THE BOARD OF COUNTY COMMISSIONERS* - Emanuel Perry/CSL VP Richard Cutting-Miller

Perry

On April 12th, 2018, this board decided to set ourselves apart from our Tri-County area counterparts, Miami and Fort Lauderdale. The board earmarked $225,000 that would go into the consultant work for a tourism master plan.

As we know COVID delayed that process. I am now bringing forward to the board a recommendation to approve a contract with Convention, Sports, and Leisure, LLC and take it before the Board of County Commissioners I would like to introduce, the Vice President of CSL, Mr. Richard Cutting-Miller.

Mr. Richard Cutting-Miller continues with the CSL presentation.

Dufresne

I think we talked about how it is going to operate as far as the quote-unquote steering committee, or do we have one?

Perry

Yes.

Dufresne

We are the organization that is going to implement, right? What equestrian facilities have you worked with?

Cutting-Miller

We have been busy in Kentucky. Kentucky Horse Park.

Bronstien

You said in here, 33 weeks of work, but then you usually make that into the year. But you said you need 18 to 24 months. I am trying to understand the difference in budget comments.

Perry

16 to 18 months just to make sure we have everyone covered. Because we do have a large makeup within our county. We do not want to leave any stone unturned. We want to hit the equestrian industry, the golfing community, the local municipalities, the marine industry, etc. That timetable is highly sensitive.

6

Cutting-Miller

I encourage you to put as much time into this process as you can. The research takes time, pretty standard. Socializing, having conversations during committee, getting feedback, you know engaging with the residents and surveys with previous visitors The more time you can contribute to that process, the better. At the end of the day, it is not about next week is about 20 years from now.

Thompson

And with the FAM Tours, you mentioned North to South at least three times. We want to make sure that we include the West.

Perry

And that is touching as far West as South Bay and Canal Point, Wellington-Royal, Palm District as well.

Cutting-Miller

This is going to be one of the larger stakeholder engagement projects that I have done in my career, LA or Hawaii, and Vancouver were big jobs, but not because of the geography, and the number of municipalities that are involved. That is why I brought in S A Nelson to make sure that we are covered. Her team's job will be to make sure we cover the stakeholders that should be engaged in this process.

Bronstien

Do you come with physical facility suggestions that may be out of the box? Or things we maybe would not normally consider as kind of an outside-looking-in?

Cutting-Miller

If the research leads us in any particular direction, we will flesh it out. A lot of times there have been recommendations or an opportunity for building a new stadium, a new baseball stadium for spring training. We will give you some ideas of what that means in terms of the capital associated with the organization, and the market potential.

We are doing a project right now in Olympia, Washington, the State Capital. They do not have a convention center, and zero meeting space available in the state capital. We provided them with that next level of detail, for the master plan that gives them the market potential and what square footage, what all of that would look like. The next step, if that becomes part of their final recommendation, would be then a feasibility study, of how to make that happen.

Cutting-Miller

We will be doing a review of your marketing efforts. We will not be writing a new tourism marketing strategy. We will identify those gaps, and your tourism marketing organization can use that to sort of identify them well. If there are destinations that offer opportunities that you are not going after, or if you do not have the budget to sort of incentivize them, that kind of recommendation.

7

Bronstien

There was a little discussion earlier, just the mechanics on our side about the interaction with you and the primary points of contact.

Cutting-Miller

My preference is to have one point of contact knowledgeable person who knows tourism in Palm Beach County and the stakeholders, the network, and the players. The contract is with TDC.

Bronstien

Did we ask for too much?

Cutting-Miller

I think it is important now to sort of take a comprehensive perspective. Not all destinations ask for a review of their marketing organization and what they do. That is typically a side project. I think it is always good to know where your money is going and what you are doing and what the ROI is. This is the right time to do this project.

Dufresne

I want to see what the financial changes are between now and the final product.

Perry No. There will not be any changes.

Baker

We have an RFP process and once the responses are received a firm is selected We cannot, and you will not see any changes to what is there.

Bronstien

Would this board have some updates every couple of months?

Perry

I would form a committee. It would include all the agency heads and volunteers as it relates to one of the representatives from the board, the TDC board as well, and then we would provide updates as to the current phases and the processes that we are currently in with the outcomes.

Motion recommendation for approval of the agreement with Conventions, Sports & Leisure International, LLC. To the Board of County Commissioners was made by Don Dufresne and seconded by Jim Mostad. Motion carried 5-0 with Mayor Maria Sachs, Joseph Fisher, Daniel Hostettler, and Commissioner Christina Lambert absent.

1. Update – Deb Drum

Drum

ERM has almost completed the emergency dune restoration work in the Singer Island area. We have had a lot of erosion occurring. These weather systems and a lot of the wind limit our ability to do some of that work. However, the project is scheduled to be completed within the next two weeks, and then we will move forward with emergency dune restoration at Coral Cove.

A quick reminder, our 2024 Natural Areas Festival is coming up on Saturday, February 17th at Winding Waters Natural Area, event is from 2:00 to 7:00 P.M. It includes wildlife presentations, prescribed burn demonstrations, guided hikes, kayak tours, and other unique events for residents and visitors to celebrate and learn more about our county's natural areas.

We had the seventh annual Sandspur Ultra Trail Run. That was December 29th through the 31st at Jupiter Ridge Natural Area. It is a three-day running event; it is a great example of adventure tourism. It featured four different races. We had registrants from six different states and Ontario, Canada. The weather was perfect, which facilitated records being met this year. The next event is at Hungryland Slough natural area on March 23rd and 24th, it will feature three different adventure races.

C. CULTURAL COUNCIL

1. Kravis Center Update – Dave Lawrence/Diane Quinn

Lawrence

I would like to turn it over to Diane Quinn, who's the CEO of the Kravis Center, with an exciting program that is coming up this summer.

Quinn

For 15 weeks this summer at the Kravis Center, we are going to transform the ballroom into an interactive, immersive VR experience. It takes about 7,000 square feet to do this. Each participant will come into the ballroom and put on the sanitized Oculus lens, VR glasses, and headphones. They will see their avatar in space in this immersive experience and for the next 45 to 50 minutes, they will interact as if you are walking on the International Space Station.

This will be for people from age eight years old and older. The prices start at $25 We will open on June 4th . We are one of only three locations in the United States that has been chosen to do this. We outbid Orlando. I think that doing it over the summer is great for tourism. I hope that you will all spread the word and bring lots of guests.

Mostad

I think it is outstanding and I need to make sure we get all the hotels involved that are looking for air-conditioned attractions, from June through September. That is an innovation. Great work.

We are joining Discover for a New York media event on March 6th. We are taking a leadership role in the pitch for Palm Beach County to be considered as the location for the Florida Black History Museum.

Our shades of culture are going to be the giant sunglasses at the ArtiGras Art Festival, and our new art guide for sports fans is at the printer and will be distributed during the Ultimate Week of Sports.

D. DISCOVER THE PALM BEACHES

1. Update – Milton Segarra

Segarra

We prepared a presentation to share with the board exactly where we are and what we should expect from now until September in terms of activity and impact in our community.

Weibull

We expect little growth. From a competitive standpoint, we have been facing an outbound international Europe that has been on fire this past summer. The exchange rate is very favorable for an American to go to Europe instead of to Florida in the summer, which we have seen since post-pandemic, the number of cruising ships in the ports in Miami, Fort Lauderdale, and Cape Canaveral, are bigger out there than the 2019.

Florida was one of the only markets where you could have a group event, and that has changed since the world opened.

In the last six months, everyone in Florida has been lowering their rates, and giving discounts.

On these bars, we have every week the ranges of the model compared to the actual occupancy from last year. In January, we predicted it to be down. We ended down, we have weekly performance for the whole month. And you can see how tight the modeling is for February. Same for March. We are very optimistic to have a good high season in terms of demand.

10

Mr. Weibull continued with his presentation.

Segarra

We take this information and adjust it in real-time. For any specific marketing initiative in particular, we immediately activate, change, or redirect any funding to try to stimulate interest and demand for the destination.

It was good to see December ended up. Yesterday morning had the Flagler Business Advisory board, in which we had 20 different representatives from the industry, from attractions to venues, to hotels, luxury, and limited services. We have good support and validation of these trends from the perspective of the stakeholders. We feel comfortable about his path for the rest of the year.

Mostad

I will be interested to see what you just presented and how that actualizes. You are narrowing the gap on a lot of it over the year. Gives us a sense of where we stand.

Bronstien

There is a lot of demand that everyone pushes pricing. The whole county pricing is through the roof for President's Day. It is one of the best weeks of the year down here. I think you will be surprised if things level off there

Segarra

We have seen for the last couple of years, demand rising within 30 days of arrival and in some instances within two weeks and a week of arrival. It is a pattern that we have seen.

The other side is Miami and Fort Lauderdale, based on the same information, they are looking for a more aggressive price point strategy to compete and try to get in our market and steal some of our visitors and market shares. Those variants are something that we need to keep an eye on and see what the final impact on our monthly and yearly numbers is.

E. SPORTS COMMISSION

1. Update – George Linley

2. Miracle League All-Star Weekend* - Video Presentation

Linley

A quick synopsis of our first quarter for sports tourism from October 1st , through December. We hosted 60 events. That generated just a hair under 90,000 hotel room nights. About a 2% increase on what we tracked over the same time last year and a lot of new events.

We are happy about the diversity of sports that are taking place here, a USTA track and field cross-country Masters National Championship, an international beach tennis event, also had the largest soccer championships in the country.

11

An amateur baseball, an NCAA D-I women's basketball Tournament at Kaiser. We worked with Kaiser a few years ago to bid on and bring that here.

Over the year we have done 40 different sports. Last year we were just under 200 different types of events.

There was a football event during COVID Last year we hosted it in its full form for the first time, and this was the second straight year. It is called the Battle Youth National Championship. They have been around for about seven years. Tackle football was never a tourism-driving event. This event was at Village Park in Wellington. They had over a hundred youth tackle football teams. A football team does not have the roster size of a basketball team, a lacrosse team, or soccer, which is 12 to 18, and they are thirty-five to almost a hundred kids per team. We tracked over 13,000 room nights from this event. It is a seven-day event that helps drive room nights and they are guaranteed three games

A couple of events we call the Ultimate Week of Sports. Cognizant Classic in The Palm Beaches is around the corner. In addition to the PGA tour, the Delray Beach Open is starting. It is a two-week event of professional tennis. MLB spring training is around the corner. Also, around the corner is the Winter Equestrian Festival.

Our PGA Tour Champions event is changing to the James Hardy Pro Football Hall of Fame Invitational. It is bringing the NFL and the Pro Football Hall of Fame, a partner and an investor into a PGA tour event. And again, we are home to the PGA tour event and the PGA tour Champions, and that is a five or six-year deal.

I am going to show a video about an event that is one of the most inspirational sports organizations in America. It is an event that has touched me like I have not seen.

It was the Miracle League. It is an adaptive sport that allows our youth and adults to enjoy America's National Pastime when they are dealing with severe physical and mental disabilities. This was the fifth year of a national event. We had participants travel from 300 Miracle Leagues across the country. It generated under 1,500 room nights. It is a great story to be told. It promotes our county as an inclusive destination, particularly when you are looking at adaptive sports. We have two Miracle League fields and County Parks and Rec is going to build a third one at John Prince Park.

They had a chance to play on a big-league field at Roger Dean Stadium and The Wellington International. It was not equestrian season yet, but they created an exhibit so that the families that traveled and the participants got to experience a sport they had never seen before.

1. Update – Michelle Hillery

Hillery

We conducted our year-end report that shows us the health, size, and scope of what the industry looks like here in Palm Beach County. We conduct it every January to get the

12

health of our production community in addition to what we have been doing as far as permitting throughout the year. We are going into a second year of back-to-back recordbreaking numbers.

While the increase was not as large as it was last year We are seeing a softening in production. This was a 3% increase over last year, a bit of softening in film and television production.

We have a Peacock Limited series filming that is coming out starring Annette Bening called Apples Never Fall. It was shot here in Palm Beach County. They made a big plea over in the town of Palm Beach, but the town denied the request for them to film within the town. Nevertheless, the opening scene of the trailer is all Palm Beach County.

We have some drone shots. We are represented in the series. The next thing, which was kind of a surprise for us, is a new Apple TV series. It is 10 episodes called Palm Royale, with Laura Dern, Kristen Wiig, Carol Burnett, Ricky Martin, etc. It is completely set in Palm Beach. We are going to get a lot of attention, even though we are still trying to determine whether or not this was filmed here at Mar-a-Lago.

I have a video that shows a huge activation of the South Florida Fair. Vicki from South Florida Fair came to us and said, we would like to partner with the Film and Television Commission and create a theater within the Expo Center. We want to do this underwater immersive experience. We had a booth, and we utilized the Palm Beaches TV and our celebrity hosts.

I have put together a two-minute video that shows the experience

Bronstien

The Palm Royale, theoretically something that could be filmed, would not necessarily need to get a state permit?

Hillery

If they filmed at Mar-a-Lago, they would not need a film permit with us, even in the town of Palm Beach, we do not permit within the town. We have a one-stop permitting process with thirty-four of the thirty-nine municipalities in Palm Beach County.

a. Update - Dave Anderson

Anderson

We finished our first art show, which was the 20th year of the show. We have a huge IT conference right now and it is running concurrently with our second art show, which is moving in at the same time as we have this huge IT event.

13

Our local community business is stronger than ever. They are just flexible to adjust their events and do their breakfast, lunches, and dinner meetings around all of these conferences. They are staying there, which just keeps things rolling.

In the first 180 days of this year, we only have 17 dark days. A huge thank you to Isami's team because we are talking daily about capital projects and the vendors have been accommodating as it relates to working at odd hours. It is a tribute to everybody within the organization.

I wanted to say thanks to Verdenia because I have been here for 21 years, and she is one of the big reasons why I am still here.

b. Update - Kathy Griffin

Griffin

We had Art Palm Beach last month. We rolled out a new restaurant concept and a new menu that was very successful. We saw a nice increase in sales year over year. We are expanding it and we will be deploying that during the Palm Beach Antique Show next week. I am in the process of planning our next spring SBE Expo next month. If anybody would like to attend. This is an expo we do three times a year, bring in certified SBEs in the hospitality field. It can be rental companies, it can be caterers, it can be bakers. It is across the board to pitch us their business and their products.

Aly from Discover has joined us before and has used some of the partners in some of her events. Everybody's free to join

The meeting adjourned at 11:00 A.M.

 Transient demand was up selling 2.7% more hotel room nights (334,000)

 Group demand was down 23%, selling 74,000 room nights. ADR was up 9.5% to $321.

HIGHLIGHTS

ADVERTISING

The Council’s cultural tourism campaign during the month of February included placements across digital, print, broadcast radio, and social media platforms, targeting Gen Z, Millennials, Boomers, and families in our fly markets as well as drive markets, as noted in the Council’s FY24 Marketing Plan. Notable print placements included Cultured magazine and the Major League Baseball spring training programs at both Roger Dean Chevrolet Stadium and CACTI Park of The Palm Beaches. Radio spots aired on Legends Radio and WLRN, and signage was on display to greet visitors at Palm Beach International Airport (co-op placements featuring cultural organization and the Council’s cultural tourism campaign). Digital ads featuring the Council’s “So Much Culture, So Little Time” messaging were also submitted to Brightline through our new advertising partnership with Discover and will be on view on trains and in stations across the state for the rest of the calendar year.

Also in February, the Council continued planning for MOSAIC (Month of Shows, Arts, Ideas and Culture) and Palm Beach County Open Studios with its agency of record, Push. To kick off MOSAIC with our cultural partners, the Council hosted a virtual Marketing Roundtable meeting on February 22 to discuss the details of this year’s month-long celebration and all of the ways that partners can participate. An early deadline for MOSAIC partner offers was set for March 1, with a final deadline for all offers to be accepted set for March 15. (Fifteen organizations submitted offers by the March 1 deadline and are guaranteed inclusion in all aspects of the marketing and PR campaign, most notably the national press release.) The Council’s Artist Services team closed its call to artists for Open Studios at the end of February and began securing MOUs from over 90 artists who signed up to participate. Push and the Council also worked together to identify, estimate, design, and produce campaign-themed giveaways and other marketing collateral to support both events.

OTHER PARTNER COLLABORATIONS

The Council in partnership with Palm Beach International Airport launched an inflight WiFi advertising campaign aboard JetBlue aircraft in February. The co-op ads featured the Council’s cultural tourism commercial and still photos with a call-toaction to “Fly PBI.” The campaign launched in mid-February and is expected to run through mid-March.

The giant Shades of Culture were on display at the Cornell Museum in downtown Delray Beach through February 12. During its stay at the highly visible location in the Old School Square district on Atlantic Avenue, the Council and Delray’s DDA hosted a live painting event with artist Arielle Yebba (photo, next page) on February 9. The Shades moved to the ArtiGras festival in Palm Beach Gardens on

February 14, where they were featured in the festival’s Emerging Artists section through February 18. The Shades then took up residence at Wellington International (WI) on February 20 as part of the Council’s efforts to support the Ultimate Week of Sports campaign. The Shades will remain on display at WI through the end of March to coincide with the final month of competition during the Winter Equestrian Festival.

Additional support for the Ultimate Week of Sports (UWOS) campaign included the distribution of the Council’s new brochure called “An Arts Guide for Sports Fans” and the inclusion of a digital version of the brochure on the UWOS website. Notable distribution locations before and during UWOS included the Delray Beach Tennis Center, the National Polo Center, Roger Dean Chevrolet Stadium and FAU’s Fogelman Sports Museum. Discover also included a QR code in its booth at the Cognizant Classic in The Palm Beaches which visitors could scan to download the digital version of the guide. The printed evergreen brochure will remain available while supplies last at select Visitor Information Centers and in the lobby at the TDC offices.

Also in February: The Council and Discover kicked off its search for a local creative professional to create artwork for an upcoming Brightline train wrap collaboration branded to The Palm Beaches and inspired by the Council’s annual MOSAIC campaign. The Film & Television Commission introduced the Council to the production team at South Florida Daily and helped secure a date in early March to film b-roll and conduct on-camera interviews at the Council’s headquarters to promote art exhibitions and other initiatives.

National Media Outreach

The Council worked with its PR agency, Sharp, to draft and distribute a “spring break” press release and media kit in February. The kit featured imagery and information about arts and cultural activities in The Palm Beaches timed to spring break with a focus on family travel.

Item 4B - Page 3

HIGHLIGHTS

In conjunction with and in support of the planned press release distribution, the Council’s contracted Arts & Culture Insider, Nick Mele (@a.social.life), has been capturing spring break content at various organizations in The Palm Beaches, most recently with a visit to Sandoway Discovery Center in February. The resulting content will be posted on his Instagram channel to promote family-friendly spring break activities.

On February 9-12, the Council hosted a FAM tour for freelancer Trudy Saunders (Garden & Gun, Travel + Leisure, Southern Living). Her family-focused itinerary, facilitated by Sharp, included visits to the Norton Museum of Art, Palm Beach Zoo, Cox Science Center and Aquarium, Loggerhead Marinelife Center, and the Flagler Museum. Sharp will be following up with the freelancer about inclusion in an upcoming travel story about museums.

Also in February: Sharp sent tailored pitches to Town & Country for its “Art and Design” May issue and to LUXE Interiors + Design for its “Destination Design” May/June issue. To support Discover the Palm Beaches’ New York City media reception in early March, the agency secured attendance from freelancer Nancy Trejos (USA Today). The Council team with Sharp began planning for the annual MOSAIC campaign. And social media expert Olivia Benson, a member of Sharp’s team, traveled to The Palm Beaches to lead the Council’s February 6th professional development session titled “Social Media Marketing: Gearing up for MOSAIC and Open Studios.” This session was a free program in the Council’s Institute for Cultural Advancement (ICA) series.

Local Media Outreach

In February, the Council’s local PR consultant, Linnea Bailey, secured coverage for art exhibitions in its main and community galleries at its Lake Worth Beach headquarters, including a notable review of the She.Her.Hers. exhibition in Florida Weekly. As part of the ArtiGras festival’s PR promotions, the Council’s giant Shades of Culture were featured on a live television segment on WPTV News Channel 5.

SECTOR SUPPORT

In support of the sector, members of the Council team attended exhibitions, performances, and special events in February at Kravis Center for the Performing Arts, Cornell Museum, Norton Museum of Art, Morikami Museum & Japanese Gardens, Spady Cultural Heritage Museum, FAU’s Theatre Lab, and Palm Beach Zoo, to name a few. As previously mentioned in this report, the Council’s February 6th ICA professional development program hosted approximately 40 guests including staff members from Palm Beach County cultural organizations.

Below is a recap of sports development efforts that have taken place during FY24.

Event Site Visits

When trying to bring events to Palm Beach County, engaging event rights holders to conduct a site visit or familiarization tour is one of the most beneficial event development strategies. Site visits allow for an event owner to explore potential sports venues while experiencing Palm Beach County’s tourism assets, such as hotels, restaurants, and attractions. Attached is a comprehensive list of the site visits that have been conducted in FY 24, and below is a breakdown of site visits conducted over the past month:

Uruguay National Team Representatives, Uruguay National Team Summer Training Camp, The Gardens North County District Park

Major League Baseball Spring Training Created $79.5 Million in Economic Impact for Palm Beach County

West Palm Beach, FL – Major League Baseball (MLB) Spring Training has returned to The Palm Beaches for another season. This week, the first players from the Houston Astros, Washington Nationals, Miami Marlins, and St. Louis Cardinals will report to CACTI Park of the Palm Beaches and Roger Dean Chevrolet Stadium, respectively, to begin their season. This week's arrival of pitchers and catchers marks the annual beginning of one of Palm Beach County's strongest economic drivers, MLB Spring Training.

Major League Baseball Spring Training generated $79.5 million in economic impact across Palm Beach County in 2023, according to a study contracted by the Palm Beach County Sports Commission.

The four teams that call Palm Beach County their Spring Training home – Houston Astros, Washington Nationals, Miami Marlins, and St. Louis Cardinals – play a pivotal role in fueling economic impact each year. The study found that MLB Spring Training in Palm Beach County at CACTI Park of the Palm Beaches and Roger Dean Chevrolet Stadium has boosted Palm Beach County’s economy, tourism, and hospitality industry for nearly a century and generated the following in 2023:

$79.5 million in economic impact, a 47.1% increase since 2020.

$50.4 million in direct visitor expenditures

802 jobs, providing $31.7 million in wages

55,200 room nights in Palm Beach County hotels, vacation rentals, and accommodations

"Spring Training is much more than an economic boost; it's a tradition we cherish," said George Linley, Executive Director of the Palm Beach County Sports Commission. "From amateur leagues to hosting four MLB teams, baseball brings yearround excitement to The Palm Beaches. We've seen tremendous growth for baseball in our county under our Commission's guidance, and we're excited about the ongoing benefits to our local businesses and hospitality industry. As Palm Beach County prepares to welcome fans back for another Spring Training season, the findings of this study underscore the significance and benefit of America’s pastime to our community.”

Tickets for both Spring Training venues – CACTI Park of the Palm Beaches and Roger Dean Chevrolet Stadium – in Palm Beach County are on sale now.

BACK-TO-BACK RECORD-BREAKING PRODUCTION NUMBERS IN THIS ISSUE

The entertainment production industry in The Palm Beaches remains robust as production revenues exceeded a record-breaking $247M in 2023, up 3% from the previous year. To that end, the number of total productions remained virtually unchanged year-over-year. This is a testament to the industry’s resiliency and prosperity, marking an era of steadfast production activity that’s thriving thanks to increased budgets and a vibrant film-friendly community.

Crews from all around the world – as well as 160+ local production companies – continue to choose The Palm Beaches for our beautiful backdrops and scenic spaces. This filmmaker’s paradise offers 47-miles of pristine coastline to the east and sprawling everglades to the west, making Palm Beach County the largest - and possibly most diverse - county in the state of Florida.

Shows like Lost Gold (BBC Studios / National Geographic), Hot Yachts Miami (iTV and Paramount+) and the Netflix docuseries Break Point are just some of the international productions that took place in The Palm Beaches last year. While those productions are all out of the United Kingdom, Palm Beach County also welcomed production crews from Canada, Spain and Brazil. In addition, production attracted visiting crews from more than a dozen (18) states including California, Texas, New York, Georgia, and even Wisconsin. One of last year’s most notable productions included a Remy Martin commercial for Super Bowl LVII (2023), featuring Jupiter resident, Serena Williams. Meanwhile, brands and companies like Nautica, Lacoste, New Balance, Old Spice, Hertz Car Rental, and Volkswagen all shot in The Palm Beaches in 2023.

APPLES NEVER FALL SET TO PREMIERE

Apple TV+ takes viewers back in time with its highly anticipated mini-series Palm Royale, premiering March 20. The show is set entirely in Palm Beach during 1969 and features a star-studded cast that includes Kristen Wiig, Laura Dern, Ricky Martin, and Allison Janney. In addition, Carol Burnett and Bruce Dern have guest appearances in the lavish dramady that’s loosely based on the 2018 novel, Mr. and Mrs. American Pie. The 10-episode series chronicles the adventures of Maxine Simmons (Wiig) as she claws her way to the top of the island’s social scene. In addition to putting a spotlight on Palm Beach, the show is creating buzz surrounding fashion in The Palm Beaches. Cosmopolitan magazine predicts Palm Royale will be “one of the best TV shows of 2024,” noting that it’s “the fashionforward TV fix we need - no, ‘deserve.”

Peacock is set to premiere the first season of its Palm Beach based show, Apples Never Fall, on March 14. The gripping storyline of this new drama, produced by Heyday Television, takes place locally. The two trailers released so far to promote the show feature numerous shots of West Palm Beach, including the Royal Park Bridge and Flagler Memorial Bridge. The Palm Beach County Film and Television Commission was happy to collaborate with one of the film’s production companies, Universal Content Productions LLC, in 2023 to connect their art department with the Palm Beach Sheriff’s Office and permit the featured locations that show off the area’s majestic views to the rest of the world. Palm Beach County has been the prime shooting location for many TV series in the past, and the anticipated premiere of Apples Never Fall, with a star-studded cast featuring Annette Bening, Sam Neill, Alison Brie, and Jake Lacy, will be sure to garner the local community’s interest once again.

Like with his full-length documentaries, Davis will employ a 10 to 15 person crew to create each life story from old family albums, heirlooms, hand-me-down treasures, symbolic music tracks and archival footage. “Each film is a heartfelt journey into personal life stories or captivating business narratives,” Davis said. “Our storytelling is brought to life with photos, home movies, historical media, vibrant graphics, evocative voiceovers and carefully crafted reenactments. The result is a lasting family or corporate legacy film designed to be treasured by generations.” Davis is also set to release I am We, the story of a woman living with dissociative identity disorder. The film follows her healing journey and will be available on demand on several streaming platforms in the coming months.

PROTECTING SEA TURTLES

The Palm Beaches are a critical nesting ground for female sea turtles from March to October. To safeguard these majestic creatures, County regulations mandate the absence of beachside lights after sunset and before sunrise to allow loggerheads, greens, and leatherbacks to nest undisturbed. The use of heavy equipment and street vehicles to transport equipment on the beach are also prohibited. While the local beaches are film-friendly, both PBC and the FTC remain committed to sea turtle conservation and steadfast in maintaining these yearly protections. By adhering to guidelines and staying in-the-know with turtle monitoring programs, both residents and visitors play a pivotal role in preserving these iconic species, ensuring the continuation of this timeless nesting tradition for generations to come. Learn more about beach filming protocols during Sea Turtle Nesting Season here.

FILM FLASHBACK: CADDYSHACK

A young caddie struggles to get his life together in this fish-out-of-water comedy starring Bill Murray, Chevy Chase and Rodney Dangerfield. The film shot a variety of venues in South Florida including The Boca Raton Resort and Spa, as it was known at the time (now named The Boca Raton). First time director, Harold Ramis came to the project as a hotshot comedy writer and quickly learned that on-location filming is different than shooting on a set. His initial choice for camera position caused a stir since the entire basecamp would have been in the shot! Despite the director’s inexperience, Caddyshack grossed just under $40 million with its unforgettable script lines delivered by the hilariously expressive cast of characters. It’s no wonder the film is considered a classic!

LOCATION SPOTLIGHT UNDERWATER CINEMATOGRAPHY

An underwater parade of marine life that draw biologists, divers, and production companies to capture it is ready for its close up! These are a few of the hot spots!

Juno Ledge, off the coast of Juno Beach, provides a variety of species, like sea turtles, sharks and eels against a backdrop of colorful corals and sponges in shades of burgundy, lavender and orange. Usually a school of goliath grouper hover along the caves, next to overhangs that house morays, eagle rays, lobsters, turtles, and sharks.

Boynton Beach Reef, where the water of Lake Worth Lagoon meets the Atlantic Ocean, offers an underwater feast for the eyes. The mix of salt and freshwater makes it an optimal breeding ground for colorful sponges and healthy corals. This area is home to angelfish, trumpet fish, sea fans, barrel sponges, nurse sharks, turtles, rays, and more!

The Blue Heron Bridge in Riviera Beach is certainly one of the premiere shore diving destinations featuring sunken boats and statues. The County created the Snorkel Trail, an artificial reef that runs along the north side of the bridge and is a favorite spot of some of the best underwater photographers - including Sandra Edwards, one of the most prolific local underwater photographers who calls PBC home There are many more exciting locations to explore in the Palm Beach County Film and Television Commission’s database here

Production Activity Report

For January 2024

Variance Explanations

Percentage change variances of ± 10% in performance statistics are explained in this section.

1. Production Revenue: The 15% YTD decrease in Production Revenue is due to the projected softening in production activity in January 2024 versus January 2023. Production activity in January 2023 included a few big-budget projects, like the Remy Martin Super Bowl commercial featuring Serena Williams and two other projects that totaled $2.5M in production revenues, accounting for the entire 15% drop year-overyear. Meanwhile, looking ahead into February 2024, the FTC is working on a few high-impact projects with sizable budgets. Staff anticipates production revenues to rebound in the coming months.

2. Hotel Room Nights: The 41% YTD decrease in Total Hotel Room Nights is due to two major productions that took place in 2023. A reality show produced by Sharp Entertainment utilized 108 hotel room nights, while High Noon Entertainment accounted for 335 hotel room nights

3. *Total Leads: While the number of Total Leads has remained flat year-over-year, monthly Production Activity Reports will no longerdistinguish between state-generatedleads, otherleads, and/or return clients. ThischangeisaresultofFloridanolongerhavinganofficialFilmCommissionthatproducedleadsthrough the state film office and the LA liaison Susan Simms.

4. Lead Conversions: A 186% increasein LeadConversions is attributedto heightened efforts to proactively generate viable leads in-house. The uptick in self-generated leads is driven by content produced through the FTC’s Sponsorship and Development Program for The Palm Beaches TV, and the partnership with WFLX FOX 29’s South Florida Daily show. The Leads generated by FTC staff for these projects have been well received, and subsequently converted into actual productions.

5. *Website Unique Visitors: A 50% decrease in website visitors in January 2024 versus January 2023 is largely due to an increase in traffic in 2023 from a series of Google Ads. Staff is working to proactively address this decline and has recently onboarded a new social media events developer that will also assist with general digital media efforts, which includes increasing Website Unique Visitors. Meanwhile, Staff recently gained access to website data for The Palm Beaches TV, which is being tracked and included in the monthly Production Activity Report as of January 2024. Staff is exploring new digital ad campaigns to be deployed throughout FY24. Looking at preliminary data for February 2024, website unique visitors are up 20% versus February 2023, and Staff anticipates website traffic to increase in the coming months.

February 2024 Project Status Report

Department of Environmental Resources Management

Commissioner Tour: ERM staff shared the love with Palm Beach County District 3 Commissioner Michael Barnett during a Valentine’s Day prescribed fire at Pine Glades Natural Area Commissioner Barnett toured the 209 acre burn unit, learning about the history of fire in the southeast and the important role that prescribed fire plays in our Natural Areas. Fire is a vital and natural part of many of Florida’s ecosystems, and prescribed fires reduce the risk of hazardous wildfires This burn unit had no known burn history; however, the vegetation was mechanically reduced in 2022 as part of a FEMA wildfire mitigation grant obtained by ERM Mechanical reduction in fire-suppressed areas is another way to reduce the risk of wildfires and allows for the safe re-introduction of prescribed fires

Natural Areas Festival: On February 17th , ERM hosted the Natural Areas Festival at Winding Waters Natural Area. More than 2,000 people attended the funfilled, family friendly festival, celebrating all things nature The event featured something for everyone: a fun 5K trail run, local environmental organizations with several featuring live animals, astronomers, guided hikes and paddles, native plant vendors, a prescribed fire demonstration, kid’s zone, food trucks, a sunset celebration, and more!

COMMISSIONER TOUR

Coral Outplanting Day: On January 31st , ERM scientists, along with staff from a local conservation organization, The Reef Institute (TRI), outplanted 47 juvenile stony corals that were grown at TRI’s facility. Two different species of brain corals were attached to the reef offshore of Lake Worth Beach adjacent to an existing plot of corals that had been outplanted in 2022 The juvenile corals were attached to the substrate using epoxy and were placed a half meter apart from one another to maximize their growth success. Monitoring data from February 13th showed a high success rate with minimal damage from predators, which is usually a concern for freshly outplanted corals

By increasing stony coral abundance and diversity, ERM staff aim to help restore the natural reef habitat found in Palm Beach County. All work was conducted under proper state and federal activity licenses.

The American Cornhole League (ACL) is owned by the American Cornhole Organization (ACO), which is the official governing body for the sport of cornhole. The ACL hosts over 25,000 tournaments per year and has an active player base of over 100,000

Cornhole, also known as bean bag toss, involves players taking turns throwing bags filled with corn kernels at a raised platform with a hole in it. The ACL sets official rules, standards, and regulations for competitive play, including scoring systems and equipment specifications. It also oversees the organization of professional cornhole events, including national championships, regional competitions, and league play. The two main divisions of the American Cornhole League are the Pro Division and Open Division. Pro Division tournaments are specifically reserved for ACL Pros. Open Division tournaments are open to all ACL members and to the public. Both divisions span the length of the ACL season which runs from October through August each year. With a focus on promoting the sport and providing opportunities for players of all skill levels, the American Cornhole League has played a significant role in elevating cornhole from a backyard pastime to a widely recognized and respected competitive sport in the United States.

The league debuted its first championship event in 2016, named the Championship of Bags, which aired on ESPN3. One year later, the ACL appeared on television for the first time, airing its 2017 Championships of Bags on ESPN2 on the back of its first ESPN deal. At the conclusion of the 2019 season, the ACL created a non-profit governing body for the sport in the United States called USA Cornhole, with the idea of making cornhole an Olympic Sport.

This would be the first cornhole event hosted by the Palm Beach County Sports Commission.

About First Responder Sports, Inc.:

First Responder Sports, Inc. promotes several events for professional firefighters and first responding personnel. The First Responders Games is their primary national event, which offers a multi-sport event festival for police, fire, military, federal agents, EMTs, paramedics, and others who serve and protect the United States.

First Responder Sports has taken over many of the assets of the United States Firefighter Games and Florida Police and Fire Games, which trace back more than 30 years and attracted nearly 5,000 participants. Due to this partnership and the loss of the Florida Police and Fire Games, the First Responder Games have grown significantly since their inaugural event, which took place in Tampa during the summer of 2012. Between USFFG’s history of hosting the National and Florida Firefighter Games, and the partnership with the Florida Police and Fire Games (formerly the Florida Law Games and originally the Police Olympics), the First Responder Games has continued to grow into the premier national event for our nation’s heroes.
