HIGHLIGHTS ADVOCACY With COVID-19 safety in mind and new restrictions at the Capitol, the Cultural Council will not travel to Tallahassee during the legislative session that starts March 2, 2021. However, advocacy remains at the core of the Council’s mission, and the 2021/2022 Department of Cultural Affairs (DCA) grants will provide critical funding when arts organizations need it most. Advocating for full funding will be of the upmost importance this year. The Council mailed approximately 25 special care packages to the PBC Delegation and the chairs/co-chairs of the House and Senate appropriation committees filled with Palm Beach culture swag and impact materials that arrived in Tallahassee offices in mid-February. The Council is also participating in virtual Palm Beach County Days (Mar. 2-5) and Art & Culture Week (Mar. 8-12).

EQUITY SUMMIT The Cultural Council has partnered with Discover The Palm Beaches to present The Arts & Tourism Equity Summit that will address issues of inclusion, diversity, equity and access for cultural organizations, creative professionals, tourism leaders and those working in the hospitality sector. Held at the Palm Beach County Convention Center in August 2021 (tentative: Aug. 11-12), the two-day event will feature nationally recognized speakers and break-out sessions providing targeted workshops and facilitated dialog. collegiate baseball spring training event that takes place annually at the Santaluces Athletic Complex in Lantana. The event attracts NCAA Division II & III teams from across the nation. The teams travel during their spring break week to train and compete in officially sanctioned NCAA and NJCAA games. The month-long event takes place from March 3 – April 17, 2021. At the beginning of each week, a new set of teams travel to Palm Beach County while other teams depart. Each team will play between 5 and 10 games during their stay. Prior to the Covid-19 pandemic, this event attracted over 40 teams and generated more than 3,500 hotel room nights. In 2021, the event will be limited to 20 teams and room night totals will reach approximately 1,800. Tim Rand Invitational, March 5-7 The Palm Beach County Sports Commission is partnering with USA Competitions, to host the 2021 Tim Rand Invitational, which is a USA Gymnastics sanctioned meet and is scheduled to take place on March 5-7, 2021 at the Palm Beach County Convention Center. The Tim Rand Invitational has taken place at the Palm Beach County Convention Center in 2018 and 2020, attracting over 1,600 gymnasts. Due to Covid-19, the participation in 2021 will decrease to 850+ gymnasts. This invitational will feature gymnasts from the ages of 4 to 18 competing in skill levels 1 to 10, as well as Xcel and Elite. The event is awarded an “Elite Qualifier” sanctioning which is a highly coveted distinction. The gymnasts will compete in floor, beam, bars and vault. In 2020, this event generated nearly 3,000 room nights. Over 1,500 room nights are expected in 2021. Strict safety protocols were implemented for a post Covid-19 environment. Initially, one exhibit hall was reserved (50,000 square ft.). The layout has changed, and both exhibit halls at the Convention Center are being utilized (100,000 square ft.). This allows for much greater distancing. Attendees will enter one way and exist one way (1 ingress and 1 egress). Attendance will be limited to 120 athletes and 480 spectators at any one time in the exhibit space. The Honda Classic, March 15-21 The Honda Classic and PGA Tour will return to The Palm Beaches on March 15-21, 2021. With the primary focus on the health and well-being for all involved with the tournament and the local community, daily attendance will be confined to 10,000 per day and 50,000 in total. The Honda Classic’s attendance reached 206,834 spectators for the duration of the 2020 tournament.

The Honda Classic, which is one of Palm Beach County’s marquee sports events, will take place, at PGA National Resort & Spa and its renowned Champion Course in Palm Beach Gardens for the 15th straight year. The Honda Classic consists of 144 pro golfers competing over 72 holes. Golfers are vying for a total purse of more than $6.8 million. The Honda Classic has become known throughout the golf world as an event with one of the premier fan experiences in sports, being named the Most FanFirst event of 2019 by the PGA TOUR. The Bear Trap, which usually winds around the 16th green and 17th hole tee box area, is being reimagined into three sections with limited seating in socially distanced blocks of two and four seats. The 18th hole footprint will be different too, but there will be fans waiting there on Sunday when the new Honda champion is crowned. Previously, The Honda Classic included a build out of exhibit space, hospitality settings, and seating that equaled 350,000 square feet. This setup has been reduced to 125,000 square feet in 2021, due to Covid-19 protocols. The Honda Classic provides an invaluable impact to Palm Beach County. The event is televised nationally on the Golf Channel and NBC. Over 21 million total viewers watched the televised broadcast of The Honda Classic in 2020. Over 10,000 hotel room nights were tracked in 2020. The hotel impact will be lower in 2021 due to Covid-19; however, the television audience could be significantly greater. The charitable contribution created for Palm Beach County is enormous. The Honda Classic awarded a recordshattering $5.35 million to 103 South Florida philanthropic organizations in 2020.

United States Basketball Association (USAB) Wellington March Madness, March 6-7 The Palm Beach County Sports Commission is partnering with the Wellington Travel Basketball Association, Inc. to host United States Basketball Association (USBA) March Madness on March 6-7, 2021. The event will feature over 60 teams from across Florida, which has been restricted compared to the 110 teams that participated in 2020. School, Palm Beach Central High School, Emerald Cove Middle School, Boys & Girls Club of Wellington, and Atlantic Christian The multiple gyms will minimize the number of players and spectators congregating at one venue, allowing for social distancing to occur. This event features boys’ teams from grades 3 through 11. The event featured pool-play, leading to a bracket, with teams guaranteed four games. Delray Beach Pickleball Open, March 18-21 The Palm Beach County Sports Commission will host the APP (Association of Pickleball Professionals) through the Delray Beach Pickleball Open, which will take place on March 18-21 at the Delray Beach Tennis Center. Board of Directors

From: Scott Glinski

Subject: Next Level Greats Brings Stars of Tomorrow to Palm Beach County Over Super Bowl Weekend

Over Super Bowl weekend Palm Beach County hosted some of the nation’s finest up-and-coming football talent with the inaugural Next Level Greats South Florida 7-on-7 football tournament. The Palm Beach County Sports Commission partnered with Palm Beach County Parks and Recreation to host this event in The Palm Beaches. The event took place at three venues in The Palm Beaches: West Palm Beach’s Lake Lytal Park, Belle Glade’s Orange Bowl Field at Glades Pioneer Park, and Loxahatchee’s County Pines Recreational Complex at Samuel Friedland Park. Next Level Greats was the first major travel football event held in Palm Beach County this year and the first ever national football event held at Orange Bowl Field at Glades Pioneer Park. The event took place from Saturday, February 6-7, 2021 and featured nearly 40 top amateur travel teams in the 12u, 13U, 15u, and 18u divisions from Florida, South Carolina, Georgia, and New Jersey. Each team played four seeding games before a playoff to crown division champions. The event also served as a qualifier to the National 7v7 Football Association (NFA) National Championship. The majority of the first day of games was held at Lake Lytal Park before inclement weather forced a change of venue. The Palm Beach County Sports Commission and Palm Beach County Parks and Recreation helped Next Level Greats pivot the event to Orange Bowl Field at Pioneer Park to finish the day’s remaining games. The final day of competition was also moved and was held at Samuel Friedland Park as teams battled for their respective titles. Next Level Greats, a New Jersey-based 501(c)(3) charitable organization, is a premier training program designed specifically for the development of quarterbacks, receivers, and defensive backs. The organization is focused on a holistic approach to developing athletes that include programs for healthy 1

eating, concussion awareness, strength training, and other health issues. Next Level greats hosts a variety of tournaments in 10 states annually. Event organizers implemented a comprehensive Covid-19 safety plan for all participants and spectators. The plan included an emphasis on social distancing, mask-wearing when not presently competing, and reducing contact with other competitors by prohibited post-game handshakes. The number of games per team per day was also limited to decrease the number of people on-site at any given time. The utilization of three (3) venues also restricted the number of participants competing at one venue, which allowed for enhanced distancing and a safe environment. Next Level Greats will look to make Palm Beach County a permanent stop on their annual schedule. This organization has already committed to pursuing dates for 2022 in Palm Beach County.

Sports-Development Sports Development Executive Summary In FY 21, the Palm Beach County Sports Commission (PBCSC) is deploying an aggressive sales and sports development effort to grow the number of sports tourisms generating events taking place in The Palm Beaches. The PBCSC continues to cultivate relationships with event owners, as well as identify, solicit, secure and retain sports events to grow room night actualization. Below is a recap of sports development efforts that have taken place during the month of Febraury in FY 21.

Event Bids & Development A primary mechanism for event solicitation is through the Event Bid and Development process. To recognize potential bid opportunities, the PBCSC will be at the forefront of the industry and engage with event owners. Bid submission is a highly effective tool to recruit sporting events. Site visits allow for an event owner to explore potential sports venues while experiencing Palm Beach County’s tourism assets, such as hotels, restaurants, and attractions. Attached is a comprehensive list of the site visits that have been conducted in FY 21, and below is a breakdown of site visits conducted over the past month:    

Next Level Greats 7v7 South Florida The Palm Beach County Sports Commission partnered with Next Level Greats (NLG) to produce the NLG 7v7 South Florida football tournament February 6-7, 2021 which was scheduled to take place at Lake Lytal Park in West Palm Beach, FL. Games began at 8AM on Saturday, February 7, but due to inclement weather conditions the event promoter was forced to delay game play. The Palm Beach County Sports Commission was able to work with Palm Beach County Parks and Recreation in relocating the rest of the games on Saturday to Orange Bowl Field at Pioneer Park in Belle Glade, FL. The games that took place Sunday, February 8 th were relocated to County Pines Recreational Complex at Samuel Friedland Park in Loxahatchee where NLG was

able to use three multipurpose fields to set up 6 total 7v7 fields in order to complete the rest of the scheduled games for the tournament. This tournament was slated to have approximately 40 teams in its first year here in the Palm Beaches, however due to covid-19 and the event falling on the same weekend as the Super Bowl team participation was down slightly. The event tracked 161 room nights over its duration and will be held to the scale below for available funding. The event promoter was extremely happy with the level of customer service received and desire to complete the event. Next Level Greats will look to make this a permanent stop on their annual schedule and has already committed to pursuing dates for 2022 in Palm Beach County.

FILM FLORIDA PODCAST - MARCH Thom Gossom, Jr. Jose Daniel Freixas

BACK IN ACTION WITH THE HONDA CLASSIC The Honda Classic returns to PGA National Resort & Spa this month, bringing the world’s best golfers to The Palm Beaches March 15-21. This year’s PGA Tour event, played in Palm Beach Gardens, will feature homegrown stars Brooks Koepka and Daniel Berger. Koepka, who was the No. 1 player in the world for eight months leading into last year’s Honda Classic, grew up in Brooks Koepka & Daniel Berger Lake Worth and attended Cardinal Newman High School before attending Florida State University (FSU). Berger is another Palm Beach County standout who attended Palm Beach Gardens Dwyer High School before also playing at FSU. This year’s Honda Classic offers a limited allotment of tickets for public sale as it continues its plan to welcome a reduced number of fans to this year’s tournament. However, fans will be able to experience the action from the comfort and safety of their homes with live televised coverage of the event on NBC’s Golf Channel. Honda Classic Executive Director Kenneth R. Kennerly wants to “do everything possible to make sure that [the event] will be a great experience,” noting that organizers are “being conservative in our planning as we continue to navigate the pandemic.” For example, The Bear Trap which usually winds around the 16th green and 17th hole tee box area - is being reimagined into three sections with limited seating in socially-distanced blocks of two and four seats. To learn more about this year’s ticket options, competitors and tournament The Bear Trap updates, visit thehondaclassic.com.

POLO POPS OFF ON TV The United States Polo Association (USPA) and International Polo Club Palm Beach (IPC) in partnership with the Palm Beach County Sports Commission will bring the GAUNTLET OF POLO®, the world’s most prestigious series of polo tournaments, back to Wellington for the third consecutive year. There is limited seating and tailgating opportunities at the stadium due to the pandemic. However, all three GAUNTLET OF POLO® tournaments will be livestreamed on Global Polo TV (GPTV), polo's premier destination for live and on-demand polo content in the world. GPTV is accessible at globalpolo.com and on major apps including iOS, Android, Roku and Amazon Fire. To date, more than 130 official USPA events have aired live, while 500 on-demand videos and 5,000 hours of content are available on the platform. See more at uspoloassnglobal.com.

FOCUS ON FILM HAUTE HEROES ARE CATCHING FIRE The Palm Beach Gardens Fire Rescue Department has been in the national spotlight in news, print and television since an all-female crew of firefighters worked a shift together for the first time in the department’s 57-year history in 2020. Nicknamed the “Haute Heroes” for the Palm Beach Illustrated March 2021 cover story, the group of five PB Illustrated Shoot role models were also featured on an episode of A&E’s popular reality series Live Rescue. They have coined the hashtag #sheshift for the historic all-female crew, and the newfound fame and attention has brought about opportunities to mentor and guide the next generation of women firefighters. See more about their story at palmbeachillustrated.com.

CRUISIN’ WITH DARLING Passport Magazine out of New York City recently filmed a branded video with Lexus titled Fiercely Authentic, with a narrative profile of NASCAR driver Evan Darling shown driving around various iconic backdrops in West Palm Beach and Palm Beach. As the first openly gay professional race car driver in the nation, Darling is an advocate for LGBTQ rights, stating on his E. Darling Enterprises site that he aims “to open doors and eyes to the fact who you love should not determine who you can and can not be!” Darling and crew, led by award-winning director Freddy Rodriguez, stayed at the Eau Palm Beach then captured picturesque footage cruising along Ocean Boulevard, Worth Avenue, Royal Palm Way and Flagler Drive. They also spent a day at the Palm Beach International Raceway, where Darling put the pedal to the metal. See more at passportmagazine.com.

SPOTLIGHT ON RISING STAR Palm Beach-based filmmaker Breion Moses was recognized by Legacy Magazine as one of South Florida’s Most Influential and Prominent Black Women in Business and Industry for 2020. Breion was also featured on Nova Southeastern University’s website, where she earned an MPA in 2016, as a distinguished alumnus. As CEO and Founder of Seven Hillz Productions and the Seven Hillz Production Foundation, her mission as a leader and entrepreneur is to inspire aspiring filmmakers and partner with minority groups in the community. “Our world is multicultural and multiracial and therefore, we should acknowledge the importance of diversity,” she shared. Moses is busy working on the 2nd Annual Reelback Film Summit, which will take place virtually this year due to COVID-19, but will travel to Historically Black College Universities across the country once it is safe to gather. See more at sevenhillz.com.

IMAGINE THAT! Boca Raton-based award-winning writer and filmmaker Tina Czarnota took a unique approach to her spec script for Imagine That! by creating a movie poster to accompany her narrative. The effort has paid off with accolades, as the poster has now won awards as Czarnota continues the film development process. The poster was an Official Selection for the Imagine Rain Independent Film Awards, then went on to garner the Grand Jury Prize win! Czarnota enjoys working with local cast and crew on her projects, savoring the relationships built on sets. “A gig is a gig! For example, you may be an actor, writer or such but don't discount filling a craft service, gofer need or more. This keeps you in the loop, fresh and you never know who you'll connect with,” she shared. See more about Tina’s previous projects at imdb.com/name/nm6310140.

LOCAL FAMILY SNAGS SHARK TANK WIN Viewers of the hit ABC series Shark Tank know that getting a shark (celebrity investor) to “bite” is not so easy. But one local family knows the sweet taste of Shark Tank success! West Palm Beach-based brother and sister duo, Michael and Shirah Benarde presented their product, NightCap and secured a sweet deal with Lori Greiner. NightCap is a drink-spiking defense device created by (then-high school student) Shirah Benarde upon learning how prevalent drink spiking is in bars and on college campuses nationwide. Her brother Michael helped bring his sister’s prototype from concept to reality. Shirah stated, “Having Lori as a third partner is very motivating and pushes me to become a Michael & Shirah Benarde successful entrepreneur just like her.” See more about the product at NightCapIt.com, and more about the popular reality series at abc.com/shows/shark-tank.

FOCUS ON FILM FLASHBACK FEATURE: SMOKEY AND THE BANDIT II Smokey and the Bandit II, the 1980 action comedy film directed by Hal Needham, featured a star-studded cast including Jackie Gleason, Sally Field, Dom DeLuise, and local legend Burt Reynolds. The film is a sequel to the 1977 film and was predominately shot throughout northern Palm Beach County, especially the Burt Reynolds Ranch in Jupiter where sets were erected including the facade for The Gator Motel. Meanwhile, the contentiously comedic gas station scene was shot along US1 just north of Donald Ross Road in Juno Beach. There’s also the iconic bridge-jumping scene which was filmed on a bridge on Indiantown Road in Jupiter. See more at wikipedia.org/wiki/Smokey_and_the_Bandit_II.

LOCATION SPOTLIGHT GOLF LOCATIONS IN PBC Golf in The Palm Beaches goes beyond the sport when you consider the beauty of the setting and the foliage that attracts wildlife and wading birds. It’s also a regularly requested backdrop for commercials and photoshoots.

EDUCATION CORNER HERE COME THE JUDGES!

Nike Golf Commercial

Most of the year the PGA Resort & Spa is available for productions that want the prestige of the iconic property that offers 5 courses with amazing angles in every direction. During PGA Golf Course March and April, it’s all about The Honda Classic and there is no end to their list of credits when it comes to hosting productions.

The Palm Beaches Student Showcase of Films (SSOF) is gearing up to announce finalists for 2021! On January 31, submissions were given to more than 50 international industry professionals serving as judges. The panel includes Fabio Arber, a Cuban-American film and television producer; Cedric Dawson, of Dawson Digital Art School; Ralfonso, a Swiss designer; Alicia Haywood, an award-winning producer; Mike Kennedy, star of Discovery Channel's Airplane Repo; Adam Howard, supervisor and creator of high end visual effects and animation; Suzanne Niedland, an award-winning filmmaker and Broadway producer; Michael Orland, pianist, vocal coach and associate musical director on American Idol; M. Denise Simmons, an award-winning, Haitian-American filmmaker; and Ryan Shore, an Emmy Award and Grammy Award nominated composer, songwriter and musical director.

Another popular course is the Red Reef Park Golf Course located in Boca Raton. Boasting waterfront views, the course crosses A1A and offers golf along the Intracoastal Production at Red Reef Golf Waterway and the Atlantic Ocean. Their practice green is popular with productions that can avoid interrupting play on the course itself. The North Palm Beach Country Club has spectacular views of their Jack Nicklaus Signature golf course from the new two-story clubhouse. The rolling fairways and bunkered NPB Country Club greens make a spectacular backdrop for a variety of productions. For more, visit pbfilm.com.

Finalists will be announced in March with winners celebrated during the all new SSOF Award Show broadcast later this spring, hosted by Frank Licari. And, in a continuing tribute to Burt Reynolds, the SSOF will present to a high school senior, The Burt Reynolds Scholarship with a $5,000 cash prize. For more information about the competition, visit pbfilm.com/ssof.

Production Activity Report For January 2021 Variance Explanations Percentage change variances of ± 10% in performance statistics are explained in this section. Historical Context (COVID-19): Please refer to the March - December 2020 Production Activity Reports for a full timeline of the pandemic’s impact on Palm Beach County’s production industry. 1. Total Productions: An 11% decrease in Total Productions is due to the ongoing impacts of the COVID19 pandemic. While production business has steadily increased in Palm Beach County since October 2020 and Florida in general has been a consistent draw for productions coming from states with ongoing shutdowns, the tourism industry has continued to struggle with hotel room night bookings, which has led to a decrease in the budget for the Tourism Branded Content Sponsorship Program. In January 2020, there were five television series filming under the Sponsorship Program, with no series filming in January 2021. However, previously filmed programs are reaching new viewers each week on social media through the Facebook Watch Party series, which repurposes footage to highlight various attractions in The Palm Beaches to a statewide audience. Additionally, new Sponsorship content is expected to film in the coming months. 2. Total Leads: A 14% increase in Total Leads is due to the FTC staff actively generating and pursuing leads for new business, as well as cultivating relationships with returning clients. The FTC works closely with each potential client to find the perfect variety of locations to fit their needs, with leads from visiting productions this month varying from high-end fashion photoshoots to family-friendly product commercials. While major production epicenters like California and New York are in the midst of continuous shutdowns to slow the spread of COVID-19, Florida has remained open for business. Additionally, unpredictable (and at frequently harrowing) weather patterns across the country have made Florida’s year-round warm climate an appealing and secure option for production in the winter months. 3. Website Unique Visitors: A 12% increase in Website Unique Visitors is due to several factors including The Palm Beaches Student Showcase of Films extended submission deadline through January 31st, The Palm Beaches TV Facebook Watch Party series directing traffic back to the website, and an increase in leads for visiting productions driving traffic to the Locations Database and Permit Application form.

February 2021 Project Status Report Department of Environmental Resources Management North County Comprehensive Shore Protection Project – Segment 3: Sand placement is complete. Approximately 1.2 million cubic yards of material was pumped ashore. Demobilization of construction equipment is ongoing. The completion of this project ensures future storm protection, essential nesting habitat for sea turtles and shorebirds, and recreational opportunities for both residents and tourists.

DREDGED SAND PLACEMENT AT JUNO BEACH

Natural Areas Week: In lieu of the annual Natural Areas Festival, ERM will be hosting Natural Areas Week. Staff will host 20 smaller events at various natural areas from March 17th to March 24th. To see a list of events or to register, please visit pbcerm.eventbrite.com. Hidden Wild: A new documentary from Palm Beach County ERM and Discover the Palm Beaches, shot and produced by Day’s Edge Productions, has been released and will be utilized as new required curriculum in all 7th and 10th grade science classes in the School District of Palm Beach County…but this sure doesn’t look like any educational film you’ve seen! It has already been recognized as an official selection in the DC Environmental Film Festival, the International Wildlife Film Festival, and the Wasatch Mountain Film Festival. Behind the homes and freeways of suburban Palm Beach County, an incredible network of swamps, scrub, and waterways lies waiting to be discovered. Hidden Wild follows science educator Alex Freeze as she leads three South Florida students on an expedition through the wilderness hidden in their own backyards. Join Noah, Kiana, and Kourtez as they paddle down the Wild & Scenic Loxahatchee River, wade through ancient cypress swamps, and witness the life-giving power of fire in Florida scrub. It’s a tough journey, filled with mosquito bites and sore feet, but along the way these students will discover a passion for Florida’s wildlands. Find out more, watch the film and share it with your friends by visiting www.hiddenwildfilm.com.

NESTING LEATHERBACK SEA TURTLE (PHOTO CREDIT FWC)

Insecticide Resistance: ERM staff is continuing mosquito sampling within the county to identify pesticide resistant populations of mosquitoes. Results from sampling help ensure effective mosquito control within the county. Staff place oviposition buckets in a location overnight. Egg rafts are collected, and shipped for testing. Sixteen locations have been sampled within the county to date. The photo shows staff checking for egg rafts.

Sea Turtle Nesting Season: March 1st marks the start of sea turtle nesting season in Palm Beach County, although a leatherback sea turtle got a head start by laying the first nest of the season on February 27th! You can help these protected marine reptiles by keeping our beaches free of potential obstacles and keeping lights off the beach from March 1st to October 31st. If you are interested in learning more about lighting regulations in Palm Beach County, ERM and FWC are hosting a Virtual Sea Turtle Lighting Workshop for County code enforcement officials, building professionals, oceanfront property managers, and beachfront residents on Thursday, March 11th at 10 AM. If you would like to register or learn more about the workshop, please contact Caroline Tapley at CTapley@pbcgov.org.

Visitor Use: Visitor use at Palm Beach County’s Natural Areas has increased over 30% from 2019 to 2020. The estimated total number of visitors in 2019 was 336,853. This number increased to 448,877 visitors in 2020. We currently only have data for January and part of February, but the projected 2021 total of 552,281 visitors continues this increasing trend.

MOSQUITO INSPECTION

PRESCRIBED BURN

Prescribed Fire: Over the past two weeks, ERM staff conducted 2 days of burning at Royal Palm Beach Pines and 1 day at Pine Glades Natural Areas. The 148 acre Royal Palm Beach Pines burn created a good black fire break to utilize for additional burns as water levels continue to decrease. The 127 acre Pine Glades burn was critical to creating a good black firebreak in preparation for the upcoming 1,500 acre aerial ignition burn. These firebreaks create a “pre-burned” area that helps to control the spread of subsequent burns.
