CHECKPOINT #13 MARCH 2021 COLLECTED IN APRIL 2021*

Mostad Stated that the Breakers is seeing significant increases in bookings for April, May, and June. It appears that people are ready to travel again once they feel it is safe. With an increase in bookings and more money flowing might we be able to shore up agency reserves? Mayers Agreed and stated PGA National is also seeing this increase in demand. Jergensen Reported, there is still stimulus money to be rolled out to agencies and that maybe we could hold some of this for reserves. Glenn will put together a couple of plans for the next meeting to review. Mayers Expressed concerns about staffing levels in the industry and wondering if there may be a way to use some marketing money to promote jobs which need filling so that when people return the staff are in place to make the experience a good one. Jergensen Agreed to work with Career Source and ask them to report at our next meeting. G.

Item 4B - Page 1

HIGHLIGHTS ADVERTISING

Promotion of the Cultural Council’s annual MOSAIC (Month of Shows, Art, Ideas & Culture) wrapped up on May 31 and a final report with metrics will be provided with the July report.

The Council’s advertising efforts resumed to cultural destination brand creative (Shades of Culture) in June with audience targets in major drive markets. The media plan is focused on digital media with some VISIT FLORIDA co-op. The large “Shades of Culture” sunglasses were moved from Sanborn Square on June 8. The promotion generated 28 social posts totaling 7,180 engagements while in Boca Raton. The piece will go into storage for repairs over the summer during hurricane season. The smaller pair of shades remain at the Hilton Garden Inn at the Palm Beach Outlets along with copies of the cultural destination guides and other tourism materials through August. The Council is currently underway with RFP2021-0401 for Creative & Media AOR. The Selection Committee met in June to review proposals and score presentations by the top two submitters. A new contract for FY22 will be part of the July TDC meeting agenda.

PR

The Council worked with its PR agency to gather information from cultural organizations on summer educational programming for both adults and kids for a press release and pitch effort highlighting continued education and camps throughout the summer months. The press release also featured the Council’s annual Cultural Camp Guide. The agency conducted national outreach to parenting, lifestyle, travel and art publications, with plans to continue highlighting these programs throughout the summer within additional pitch efforts.

PALM BEACH COUNTY SPORTS COMMISSON, Event Report, October 1 – June 30, 2021 The Palm Beach County Sports Commission’s journey through the first three (3) quarters of FY 21 encompassed the Covid-19 pandemics’ trials and demonstrated the successful implementation of sports tourism recovery plans. During the first 3 quarters of FY 21 (October 1 – June 30), the Palm Beach County Sports Commission hosted 136 events, generating 202,603 room nights. This production level would exceed the Sports Commission’s revised performance measures for FY 21, which includes 120 events and 193,500 room nights. The total estimated economic impact created from the Sports Commission’s event portfolio during this 9-month stretch in FY 21 equals $186,392,500. The month of June represents the revival of sports tourism in The Palm Beaches. During June, our Sports Commission hosted 24 events, including the Baseball Americas Qualifier for the XXXII Olympiad, the First Responder Games, Prospect Select Baseball (283-team national baseball event), and Balling at the Beach (200-team basketball tournament). Unfortunately, 46 booked events have canceled or relocated to another destination during FY 21, due to the COVID-19 pandemic. The loss of these 46 events eliminated 50,394 booked room nights. Most of the FY 21 canceled or relocated events (74%) took place during the first quarter (October – December).

Sports Commission Events, FY 21, thru end of Quarter 3: • 136 events • 202,603 projected room nights Sports Commission Lost Business, FY 21, thru end of Quarter 3 (Due to Covid-19): • 46 events canceled or relocated. • 50,394 room nights eliminated.

Orange Bowl Youth Football Clinic Orange Bowl Field at Glades Pioneer Park, Belle Glade

The Palm Beach County Sports Commission (PBCSC) teamed up with the Orange Bowl to host a Youth Football Clinic on Orange Bowl Field at Glades Pioneer Park. The Orange Bowl Youth Football Clinic took place on June 22nd from 9am – 11am. The Miami Hurricanes, led by head football coach Manny Diaz, rolled into Palm Beach County to organize the football camp, which was free and open to the public. Over 120 youth from Belle Glade attended the Orange Bowl Youth Football Clinic. Participants ages ranged from 3 to 14. Coach Manny Diaz was accompanied by his assistant coaches to provide football instructions, conditioning workouts, and oversee football drills. The University of Miami also brought members of its football team to teach the participating youth, such as Palm Beach County native Amari Carter, freshman quarterback Tyler Van Dyke, and nationally renowned wide-receiver, Mark Pope. Miami Hurricane football alumni, such as Travis Benjamin and Super Bowl Champion Damien Berry, also taught the participating youth lessons on football and life. All participants received a free shirt and a picture with Obie the Orange. The Palm Beach County Sports Commission has delivered two marquee youth football clinics to Belle Glade over the last 2 years. In addition to the Orange Bowl Youth Football Clinic, the Sports Commission also hosted the Super Bowl LIV Football Camp during January of 2019. Belle Glade enjoys a rich legacy of football, which makes it a prominent destination for football related camps and clinics.

Sports-Development Sports Development Executive Summary In FY 21, the Palm Beach County Sports Commission (PBCSC) is deploying an aggressive sales and sports development effort to grow the number of sports tourisms generating events taking place in The Palm Beaches. The PBCSC continues to cultivate relationships with event owners, as well as identify, solicit, secure and retain sports events to grow room night actualization. Below is a recap of sports development efforts that have taken place during the month of June in FY 21.

Event Bids & Development A primary mechanism for event solicitation is through the Event Bid and Development process. To recognize potential bid opportunities, the PBCSC will be at the forefront of the industry and engage with event owners. Bid submission is a highly effective tool to recruit sporting events. Attached is a comprehensive list of the bids that have been submitted in FY 21, and below is a breakdown of the development efforts over the past month: •

Event Site Visits When trying to bring events to Palm Beach County, engaging event rights holders to conduct a site visit or familiarization tour is one of the most beneficial event development strategies. Site visits allow for an event owner to explore potential sports venues while experiencing Palm Beach County’s tourism assets, such as hotels, restaurants, and attractions. Attached is a comprehensive list of the site visits that have been conducted in FY 21, and below is a breakdown of site visits conducted over the past month: • •

Florida Sports Foundation – FSF Sports Summit – Marriott Singer Island Perfect Game – PG Coaches Convention – PGA National Park & Gardens Park

Balling on the beach Balling on the Beach, a premier youth basketball tournament, brought over 200 middle school teams to the Palm Beach County Convention Center on June 18-20, 2021. This was the first multi-court basketball tournament held inside the convention center. The Palm Beach County Sports Commission partnered with the event organizer, Iconic Creative Agency, to host this elite amateur showcase. Since its inception in 2018, Balling on the Beach has developed into one of the nation's most prestigious amateur basketball tournaments. The competition took place at four South Florida venues with the entirety of the middle school division playing in the Palm Beach County Convention Center. The participating teams brought over 2,000 athletes to Palm Beach County. The Palm Beach County Convention Center transformed its 100,000-square-foot exhibition hall into the perfect space for basketball. 12 sport courts were constructed in the hall to provide ample space for the tournament, and with the labor shortage, our sports commission sent staff members to the convention center to assist the event owner and the venue with building setup.

The United States Earns Olympic Berth After Baseball Americas Qualifier in The Palm Beaches WEST PALM BEACH, Fla. -- The Palm Beach County Sports Commission hosted the WBSC Baseball Americas Qualifier for the XXXII Olympiad Tokyo 2020 from May 31-June 5 at the Ballpark of the Palm Beaches. The United States advanced to the Olympics after an undefeated five-game campaign. Eight nations competed over 16 games for the second-to-last spot in the six-team tournament. The U.S., Dominican Republic, Puerto Rico, Nicaragua, Cuba, Venezuela, Canada, and Colombia participated in the event which took place at two venues – the Ballpark of the Palm Beaches in West Palm Beach and Clover Park in Port Saint Lucie. Throughout the competition, fans were treated to elite-level baseball featuring a mix of up-and-coming players and veteran major leaguers. Familiar names like Jose Bautista, Todd Frazier, Melky Cabrera, and Anibal Sanchez played alongside rising prospects in the minor leagues like Matthew Liberatore and Julio Rodriguez, the no. 30 and no. 5 prospects in baseball respectively, per MLB.com.

Household names were aplenty at the Ballpark of the Palm Beaches with the Palm Beach County Sports Commission honoring multiple MLB greats and hall of famers with ceremonial first pitches. Legends like Ivan ‘Pudge’ Rodriguez, David ‘Big Papi’ Ortiz, Andre Dawson, Larry Walker, Jeff Conine, Johnny Bench, Tony Armas, Liván Hernández, Dennis Martínez, and Bucky Dent made appearances throughout the week. Despite Covid-19 safety restrictions to limit capacity, the two venues generated impressive attendance figures with over 25,000 fans attending at least one game throughout the week. For those not in attendance, the game was broadcast in over 70 countries and territories while over 2,000,000 fans engaged with the tournament through social media. The local and international media provided plenty of coverage, especially across North, South, and Central America with close to 200 accredited media members for the tournament - attending personally or virtually - taking advantage of the post-game press conferences which were provided in both English and Spanish.

The tournament also made a different kind of impact with on-site coronavirus vaccinations available each day. Thanks to the Health Care District of Palm Beach County, vaccines were available for free to all attendees. The Health Care District also vaccinated the players and staff of each team in need prior to the tournament beginning. The Palm Beach County Sports Commission expected the tournament to make a strong economic impact in Palm Beach County. With eight teams, personnel, and fans, the event brought an added boost to already surging tourism trends.

“The United States will play in this summer’s Olympics, and it all started right here in The Palm Beaches,” said George Linley, Executive Director of the Palm Beach County Sports Commission. “The Palm Beach County Sports Commission could not have been more honored to host the WBSC Baseball Americas Qualifier for the XXXII Olympiad Tokyo 2020.”

The Ballpark of the Palm Beaches might be Palm Beach County’s newest professional baseball facility, but it is no stranger to hosting world-class baseball. Two recent World Series champions, the Houston Astros (2017) and Washington Nationals (2019) call the ballpark home each year for their Major League Baseball Spring Training games. Many elite baseball events have also played at the park including the Prospect Select Wave Invitational, Baseball Canada Junior Nationals, Palm Beach Classic, and Perfect Game USA 14U Florida Showcase. The ballpark contains a total of 13 MLB fields and five multipurpose athletic fields which are covered in beautiful Bermuda grass and cater to soccer, lacrosse, football, rugby, and more. Among the eclectic events that the venue has hosted are Battlepark Mixed Martial Arts, SoFlo Turkey Shootout in lacrosse, The Palm Beach Cup in soccer, and Sunshine Games Ultimate Frisbee.

First Responder Games to Celebrate Heroes, Generate Revenue in Palm Beach County WEST PALM BEACH, Fla. -- For nearly two weeks this June, Palm Beach County will become the competition hub for our nation's heroes. Police, firefighters, military, first responders, federal agents, and emergency medical personnel will gather to compete in various sports in the First Responder Games. This year marks the third time in seven years that the Palm Beach County Sports Commission is hosting the event. The First Responder Games, scheduled for June 8-20, 2021, is an Olympic-style competition that will take place across several venues throughout Palm Beach County. This multi-sport event will attract over 2,500 first responders from across the United States competing in 30 different sports, including basketball, softball, soccer, flag football, golf, ice hockey, fishing, archery, tennis, pickleball, swimming, volleyball, bowling, billiards, darts, racquetball, sporting clays, powerlifting, and cycling.

Multiple venues throughout Palm Beach County will be utilized to accommodate the variety of events. The Gardens North County District Park will host several sports, including soccer, flag football, tennis, and pickleball. Other venues include Okeeheelee Park, John Prince Park, PGA National Park, Palm Beach Atlantic University, Wellington National Golf Club, Madison Green Country Club, Greenacres Bowl, and Palm Beach Ice Works. The DoubleTree by Hilton Hotel and Executive Meeting Center in Palm Beach Gardens will serve as a venue for many of the event's indoor sports. The First Responder Games will create significant tourism and economic impact for Palm Beach County. This year's event is expected to provide a boost to Palm Beach County's hospitality industry with a projection of over 2,000 hotel room nights and $1.4 million in total economic impact.

“The First Responder Games represents a defining moment for our sports commission as we are recovering from a pandemic that severely compromised the sports industry in Palm Beach County and across the nation," said George Linley, executive director of the Palm Beach County Sports Commission. “This event will bring players for 30 different sports while creating a tourism impact across The Palm Beaches. Moreover, in hosting the First Responder Games, our sports commission can celebrate heroes that dedicate their lives to public service and endured a year that brought so many challenges to first responders."

Palm Beach County is Home to Dressage Olympic Games Observation Event WELLINGTON, Fla. -- The U.S. Dressage Olympic Games Observation Event – the final stage before the Games of the XXXII Olympiad – takes place this week at the Palm Beach International Equestrian Center in Wellington. The competition runs from June 8-11 and will feature a shortlist of 14 pairs of riders and horses; Wellington residents Susan Dutta, Jessica Howington, and Adrienne Lyle are slated to participate. The riders are competing for three team spots and one traveling reserve role in this summer’s Olympics. This event is not a selection trial where top finishes determine a team. Selectors instead will look at each pair’s scores from 2020 and 2021 and how those scores are trending, as well as considering the prior international experience and which horses are likely to fare best with the long journey to and expected heat and humidity at the Tokyo Olympic Games. The final team selection will be announced by June 21. The dressage portion of the Tokyo Olympic Games will take place from July 23-30 and will feature both team and individual competitions. The schedule for the Dressage portion of the Tokyo Olympic Games is as follows: July 23 – Horse Inspection July 24-25 – FEI Grand Prix Test (Qualifier for the Team and Individual Finals) July 27 – FEI Grand Prix Special (Team Final) July 28 – Second Horse Inspection & FEI Grand Prix Freestyle (Individual Final) The U.S. Olympic Dressage Team has enjoyed recent success at the Olympics with a bronze medal finish at the 2016 Olympics in Rio de Janeiro, Brazil. Palm Beach County was well-represented in Brazil by Loxahatchee-based riders Allison Brock and Shelly Francis making the final roster.

The host venue for this Olympic qualifier will be Palm Beach International Equestrian Center (PBIEC). The center is considered by many to be the most recognizable equestrian sporting venue in the U.S. It encompasses a total of 500 acres, and the competition arenas alone cover 80 acres. All 18 arenas feature state-of-the-art sand footing, and the main International Arena is surrounded by stadium and box seating as well as hospitality pavilions that are available for private events. The main grounds house more than 250 permanent equine stalls, horse trails, pedestrian paths, golf cart tracks, and dedicated shopping areas. PBIEC is open year-round for equestrian competition and is home to the internationally renowned Winter Equestrian Festival from January through March.

The U.S. Dressage Olympic Games Observation Event marks the second Olympic event to take place in The Palm Beaches in June. Earlier this month, the WBSC Baseball Americas Qualifier took place at the Ballpark of the Palm Beaches in West Palm Beach. The six-day tournament featured eight nations battling for the second-to-last spot in the Olympic baseball tournament. The U.S. clinched a trip to Tokyo by storming through the competition with an undefeated 5-0 record.

Prospect Select Baseball is a Home Run for The Palm Beaches WEST PALM BEACH, Fla. -- Just days after Palm Beach County was home to the Baseball Americas Qualifier for the XXXII Olympiad, it will be home to one of the nation's largest high school age baseball tournaments. The Palm Beach County Sports Commission is partnering with The Ballpark of the Palm Beaches, Roger Dean Chevrolet Stadium, and Palm Beach County Parks and Recreation to host Prospect Select Baseball’s national showcase event, the Palm Beach Classic. This summer, this flagship event of Prospect Select Baseball will take place in The Palm Beaches for the fourth time in the past five years. The Palm Beach Classic will attract elite travel teams from across the United States, Canada, Puerto Rico, Venezuela, Dominican Republic, and the Bahamas. These teams will compete in a wood bat-only format, featuring three age groups (14U, 16U, and 18U). The Palm Beach Classic, scheduled for June 8-13, will feature approximately 250 teams, consisting of more than 4,500 athletes. Palm Beach County’s premier baseball venues, The Ballpark of the Palm Beaches in West Palm Beach, Roger Dean Chevrolet Stadium in Jupiter, and the Santaluces Athletic Complex in Lantana, will come together to offer the nearly 30 diamonds required to host these players and games.

Prospect Select Baseball will also bring its prestigious TOPPS Showcase to the Ballpark of the Palm Beaches. The TOPPS Showcase will take place in conjunction with the Palm Beach Classic and features 80 of the country's most talented high school baseball players. These players will compete in a variety of skills competitions before playing in the TOPPS Showcase game. Prospect Select Baseball will launch its inaugural Palm Beach Classic Futures at the Ballpark of the Palm Beaches, from June 11-14. This event will include the 13U and 14U age divisions. Approximately 50 teams, consisting of 900 athletes will compete. This event will take place simultaneously with the flagship Palm Beach Classic. In addition to home runs and great catches, this event will bring tremendous economic benefits. The influx of visitors will create an estimated $4 million in visitor spending while generating an enormous boost to hotel occupancy levels. Prospect Select Baseball’s Palm Beach Classic represents the largest sports event, from a team participation perspective, taking place in Palm Beach County, since the pandemic’s onset. The event undoubtedly symbolizes the successful recovery of sports tourism in The Palm Beaches.

ON THE TOWN CELEBRATES BLACK & HISPANIC PRIDE Production is underway on two unique episodes of The Palm Beaches TV’s signature lifestyle series, On the Town in The Palm Beaches. Two new episodes will focus on African American and Hispanic cultures and communities in Palm Beach County. From Black-owned businesses to arts organizations, actor/director and series host Frank Licari will explore them. Similarly, he will delve into the county’s diverse Hispanic community. “While we have done occasional segments in the past on the cultural history of Palm Beach County, I’m looking forward to really delving in and telling several stories,” says Licari. “There are so many stories of families and their love, hard work and dedication in building these businesses of color. Now is the time to celebrate their accomplishments. We look forward to introducing viewers to some of the little-known faces and places that are part of our cultural fabric in Palm Beach County,” says Joyce Belloise, Vice President of Content and Community Partnerships for South Florida PBS. These shows mark a departure from the usual, city-focused themes. In previous seasons, the Emmy-nominated show featured towns like Jupiter, Wellington, Delray Beach, The Glades and others. But in this new twist, the people are the focus, rather than the towns. Episodes will air on South Florida PBS stations WXEL and WPBT during August and September and again in the corresponding months of national recognition – February which is Black history month and September/October, during which Hispanic Heritage is observed. Learn more about the series online at southfloridapbs.org/on-the-town.

Journey hosts the series Passport to The Palm Beaches on The Palm Beaches TV and spoke to students in the TV/Film and Journey at PBGHS Radio Production magnet program about job preparedness and professionalism. She also shared tips from her book, The Diva’s in the Details. One lucky student got an autographed copy of the book! “I truly enjoyed speaking to these amazing students. It was a pleasure meeting and spending time with future writers, directors, producers, and other industry technicians being developed right here in Palm Beach County. I look forward to seeing some of these talented young people on sets in the future,” Journey said. She also made a donation of several pieces of technical equipment for the school’s studio. To see Jaqueline Journey in action, watch Passport to The Palm Beaches on Destination America and online at ThePalmBeaches.TV.

FOCUS ON FILM FLASHBACK FEATURE: BAYWATCH Baywatch, a 2017 feature film based on the popular 1990’s TV series about a group of lifeguards who patrol a crowded recreational beach, selected Boca Raton as an ideal location for the film’s picturesque coastline, sunny skies, and swaying palm trees. Mega-stars Dwayne “The Rock” Johnson and Zac Efron filmed scenes at South Inlet Park and the Boca Raton Resort & Club for scenes varying from a rescued kite surfer to a character diving from the jetty. All aspects of the filming activity involved the assistance of Palm Beach County Parks & Recreation, the Palm Beach Sheriff’s Office, the U.S. Coast Guard, and the City of Boca Raton among other key PBC municipal players. LOCATION SPOTLIGHT FOOTBRIDGES

EDUCATION CORNER SSOF WINNERS SCORE DISTRIBUTION

Footbridges are designed for pedestrians, cyclists and even for wildlife, providing safe crossing over water, roads, and other obstacles and makes a great backdrop for filming. Pondhawk Natural Area is a pristine park in Boca Raton, popular with runners and nature enthusiasts. The footbridge goes over Blue Lake. Best parking access is on the far west side of the Spanish River Library parking lot.

Commons Park

Pondhawk Natural Area

Commons Park in Royal Palm Beach is a great spot to capture sunsets. The Boardwalk Bridge with wood and metal materials create strong lines against the horizon, adding depth to the landscape.

Probably the most well known footbridge is at DuBois Park in Jupiter. The wood structure goes over the waterway that feeds the lagoon and has fantastic views in either direction. Another picturesque footbridge in Jupiter is found at Indian Creek Park. The bridge spans a water catchment lake and leads to a small island. The bridge has zig zag supports and stands out against the soft lines of nature. For more information, visit pbfilm.com.

Not only has their hard work paid off with multiple recognitions at SSOF, but their efforts have netted distribution with the DUST Channel. From feature films to short films, DUST presents both established and emerging voices with over 400 cutting-edge stories. “After a year in the festival circuit, we are very happy to share Speak Only Good of the Dead with a broader audience,” said Romero. “It has been a great ride full of very talented and special people!” The film premiered on DUST June 29. Production Activity Report For May 2021 Variance Explanations Percentage change variances of ± 10% in performance statistics are typically explained in this section. However, due to the Coronavirus’ impact on Palm Beach County’s production industry beginning in March 2020, year-over-year percentage changes in each category show major increases due primarily to the stability the industry has reached in recovering business lost amidst global lockdowns during the pandemic. For a more detailed historical context of COVID-19’s impact timeline for Palm Beach County and the state of Florida as compared to the U.S. at large, please refer to the March – December 2020 Production Activity Reports. Percentage change variances of ± 10% are as follows for the May 2021 year-to-date production statistics: 1. 2. 3. 4. 5. 6. 7.

Production Revenue: 26% increase Hotel Room Nights: 33% increase Production Days: 41% increase Total Productions: 71% increase Total Leads: 42% increase Lead Responses: 42% increase Lead Conversions: 79% increase

In comparison to pre-pandemic numbers from 2019, cumulative totals for Production Days, Permits, NonPermitted Productions, Leads and Lead Conversions for January–May 2021 have surpassed that of January– May 2019, showing that the Palm Beach County production industry is adjusting and recovering from the hardships and obstacles presented by the pandemic in 2020. Notable productions that have contributed to the economic recovery evidenced in the data collected for May 2021 include television series like VH1’s Love & Hip Hop Miami, Amazon’s the Natti Natasha Miami Project, Nat Geo’s Shark School 2 and Discovery Channel’s Shark Week, commercials for Rocket Mortgage and Polar Bear Coolers, and web content for T-Mobile/MLB. Additionally, the Tourism Branded Content Sponsorship Program has continued on-location production and post-production on several series including Birding Adventures of The Palm Beaches. In the midst of the recovery process, the FTC staff actively generates and pursues leads for new business. While major production epicenters like California and New York were undergoing continuous shutdowns to slow the spread of COVID-19 in January and February 2021, Florida remained open for business. The FTC cultivates those relationships with returning clients to keep Palm Beach County top of mind.

June 2021 Project Status Report Department of Environmental Resources Management Coral Reef Economic Impact Analyses: The National Oceanic and Atmospheric Administration (NOAA) Coral Reef Conservation Program recently released two studies highlighting the importance of our coral reefs to Southeast Florida’s economy. The results of one study show that reef-related diving and snorkeling in Palm Beach County generates about $202 million in economic output and supports 2,015 jobs per year. This is the highest for the Southeast Florida region, which as a whole supports 8,668 jobs and generates about $902 million in total economic output per year. The second study focused on the economic impacts of reef-related recreational fishing trips in Palm Beach County, which generate about $80 million in output and 803 jobs, second only to Monroe County. When looking at the region as a whole, reef-related recreational fishing in Southeast Florida supports approximately 3,787 jobs and generates an economic output of $384 million. These studies provide important information that local communities can use to assist in decision-making and public education. The full reports can be found on the NOAA Coral Reef Information System website, https://www.coris.noaa.gov/activities/florida_economics /welcome.html.

CONCRETE CULVERT DEPLOYMENT

Reef Deployments: The Andrew “Red” Harris Foundation (ARHF) is donating 2,500 tons of concrete culverts to be added to the pre-existing Andrew Harris Reef Trail 1 mile northeast of the Jupiter Inlet. In a series of 5 barge loads, the 8 ft. long culverts are being placed between boulder piles that were deployed last summer in 60 ft. of water. The added material will not only create new reef habitat (sea turtles, jacks, and grouper have already moved in) but will also provide “breadcrumbs” for divers to follow along the seafloor from one boulder pile to the next. Ultimately, this project will result in a uniquely continuous mile-long trail of artificial reef material.

Lake Worth Lagoon Management Plan: The 2021 Lake Worth Lagoon Management Plan has been finalized and is scheduled to be adopted by the Board of County Commissioners on July 13th. The 2021 Plan can be found at https://discover.pbcgov.org/erm/Publications/LWLMangementPlanRevised2021.pdf. As part of the rollout, ERM staff are available to provide presentations to interested parties highlighting the different elements in the 2021 Plan. To request a presentation and additional information or to ask how to support the Plan via resolution, please email your request to ERM-LWLI@pbcgov.org.

Sea Turtles: ERM hosted 4 public turtle walks in June at the Jupiter Civic Center in Carlin Park. These events were authorized by the Florida Fish and Wildlife Conservation Commission to educate nearly 100 guests about sea turtles and ERM’s sea turtle conservation efforts while providing the unique opportunity to witness a nesting female loggerhead sea turtle. A key component was to remind guests to be mindful during this time of year by keeping our beaches dark. This can be accomplished by simply turning off any unnecessary lights, closing blinds on beachfront properties and refraining from walking on the beach at night with lights so as not to deter nesting females from laying their eggs or to disorient the hatchlings making their important journey to the water.

HATCHLINGS – PHOTO CREDIT FWC

Seagrass Study: ERM staff, in partnership with the Florida Fish and Wildlife Conservation Commission (FWC), deployed 6 data loggers within the Lake Worth Lagoon to measure and record light intensity and temperature at 3 historical seagrass monitoring stations. Light availability is one of the most important environmental parameters influencing the distribution and abundance of seagrasses. County monitoring events have shown declines in seagrass coverage within the Lagoon since 2013.

STORYWALK – PHOTO CREDIT BOCA RATON PUBLIC LIBRARY

Award for StoryWalk: The City of Boca Raton Public Library was selected by the Florida League of Cities’ Florida Municipal Achievement Awards program as the winner of the City Spirit Award for the StoryWalk program. The StoryWalk initiative addressed a local need by providing an innovative way for children and adults to enjoy reading and the outdoors during the COVID-19 pandemic. StoryWalk was made possible through a partnership with The Friends of the Boca Raton Public Library, Inc. and ERM. VA Fishing Event: ERM staff once again had the privilege to take a group of veterans from the West Palm Beach Veteran’s Affairs Medical Center on a fishing excursion. This time, the group tested the waters at Cypress Creek South Natural Area. Two fish were reeled in and a good time was had by all.

Hoteliers Struggle With Ongoing Labor Shortages Dynamic Staffing, Smaller Teams Provide Some Relief

U.S. hoteliers have struggled to rehire employees and bring on new talent as travel demand has grown in recent months. Pictured above is a job fair held by boutique hotel and restaurant company Zislis Group. (Getty Images) By Bryan Wroten Hotel News Now Jun 29, 2021 | 12:22 P.M. Hoteliers across the U.S. are welcoming the increasing demand this year, but dampening that optimism is the ongoing labor shortage in the industry. Starting 2020 with a shortage of 900,000 workers, employers in the hotel industry then had to lay off and furlough employees after the start of the COVID-19 pandemic due to travel restrictions and the overall loss of travel demand. The U.S. Bureau of Labor Statistics estimates the leisure and hospitality segment lost 3.1 million jobs during the pandemic.

Item 5.C

Here’s a roundup of some of Hotel News Now’s recent coverage on how the industry is handling the labor shortage.

The American Hotel & Lodging Association has come together with labor union Unite Here as well as a U.S. senator and representative to propose legislation to Congress that would help the hotel industry recover jobs lost during the pandemic. (Bloomberg/Getty Images)

The American Hotel & Lodging Association is working with hospitality labor union Unite Here and two members of Congress to push for the Save Hotel Jobs Act to provide aid directly to hotel companies to help them bring back workers. The U.S. hotel industry has seen performance steadily improve along with vaccination rates and the return of warmer weather. While hoteliers hope to take advantage of this pent-up demand for travel, they continue to face a shortage of employees at all levels of operations. With the expected rise of leisure travel during the summer, some U.S. hoteliers are redefining on-property roles. The Kimpton Sawyer Hotel is making positions more dynamic to fill voids, such as asking an associate to work in one department on weekends and in another department during the week.

Item 5.C

Phil Baxter, founder of family-owned and run Baxter Hospitality said his company hired additional managers, creating a management-heavy staff, knowing they will need to fill multiple roles. When looking to rehire laid off staff, some management companies are being careful about not rushing to hire everyone all at once by taking into account the needs for short-term and long-term demand. “We wanted to be extremely thoughtful in making sure we were hiring the right number of people in the right number of positions for the long term,” said Dawna Comeaux, executive vice president and chief operating officer at Spire Hospitality. “We didn’t want to hire people just for the season and then just kind of whiplash lay them off again.”

Job loss in the hotel industry due to the pandemic disproportionately affected women. An employee working at the Ven at Embassy Row in Washington, D.C., is shown here. (The Washington Post/Getty Images)

Some hotel companies are shifting their hiring practices and staffing models to attract and retain talent. Private investment firm Everwood Hospitality Partners is hiring people from outside of the hotel industry, such as from hospitals and retail, and creating work schedules to provide more flexibility to employees with families.

Item 5.C

"One of our hotels has three times as many people on payroll than they need, not all working simultaneously, but as a roster to pull from for just this reason. We may have a senior worker who only wants one or two days a month, or a stay-at-home parent that does not want to be tied to a shift but wants flexibility," said Tracy Kundey, managing director of hospitality at Everwood. "We kid with the general manager about it because she has enough available talent to staff three hotels. It works very well." Everwood is also offering employees $20 an hour in markets where the hourly rage typically ranges between $11 and $15 in order to stand out among other companies looking to hire. Another approach to changing up staffing models is Aimbridge Hospitality’s testing of gig pay. During the Hunter Hotel Investment Conference, Aimbridge President and CEO Mike Deitemeyer said they are trying gig pay in several markets, paying employees at the end of their shift each day. “That is something that we think will have an appeal to a certain demographic,” he said. Bode is TMC Hospitality's boutique brand that caters to social group travel and sits above the company's Drift brand. The company has been using smaller staff models and trying to empower employees more. Shown here is Bode Nashville. (TMC Hospitality)

TMC Hospitality, which operates two boutique hotels for its parent company, TMC Group, has found success in empowering its hotels' smaller teams. At the company’s Bode Nashville hotel bar, the person hired had bartending experience and was a manager in a previous job. "She's a little young, but she's got something about herself that we want to invest in," TMC Hospitality CEO and founder Philip Bates said. "We made her the head of that bar and told her, 'You need to run this bar as if it's your bar. You run the social; you hire who you want to hire; you do all of these things.'" Diversity and representation in hiring remain ongoing challenges and goals for the industry. The Castell Project’s Black Representation in Hospitality Leadership 2021 Report found Black employees lost share of employment in the hospitality industry in 2020 and Black executives continue to be underrepresented among company leadership roles. Thomas Penny, president of Donohoe Hospitality Services, said there “needs to be a greater level of intentionality" in attracting Black employees to senior leadership positions. Some Black mid-level managers who are considering leaving the industry might stay if they see "someone who looks like them in a position of senior leadership, and it may give them the confidence that if they stay in the business, things will come their way,” he said.

Black Hotel Leaders Say Industry Has Opportunity To Rebuild With Diverse Workforce Black Investors Underrepresented in Hotel Industry

Thomas Penny, Tracy Prigmore, Evens Charles By Danielle Hess Hotel News Now Jun 23, 2021 | 1:26 P.M. As the hotel industry recovers from the COVID-19 pandemic and rebuilds its workforce, leaders are stressing the importance of diversity in hiring and prioritizing the advancement of Black employees. According to a news release highlighting data from The Castell Project's Black Representation in Hospitality Leadership 2021 report, Black employees lost share of employment in the hospitality industry in 2020 and continue to be underrepresented "in spite of industry statements of support."

ITEM 6.B

Websites of 801 companies were reviewed, and the study found that only 11% of the 7,243 people listed in jobs at the director level through CEO were Black compared to 16% in 2019, when 630 companies were examined. "This indicates that advancement is not equitable for Black employees in the hospitality industry," the release states.

Providing Opportunities for Black Employees After a year of disruption caused by the pandemic and amid a labor crisis, the hospitality industry has an opportunity to build back with a diverse workforce, Peggy Berg, Castell Project chairwoman, said in the release. “This is a time of remarkable opportunity, as virtually every company in the hospitality industry restructures at once. As McKinsey & Company reports, ‘diverse companies outperform industry peers over time, and the penalties are getting steeper for those lacking diversity.’ This is the hospitality industry’s rare chance to open opportunity to diverse employees and to rebuild equitably," she said. To diversify the workforce, industry leaders will "need to be more accountable and choose to be accountable," said Tracy Prigmore, founder of TLT Solutions and She Has a Deal, which is an organization that helps women become hotel owners through education, networking and mentorship. Providing more research and statistics on diversity similar to the Castell Project's report could help incentivize employers to hire more diverse candidates, she said. "Innovation flows when you have diversity sitting at the table providing insights and making decisions that really do have an impact on your customers," she said. "When we show that there’s better performance results with the diversity of thought and experiences sitting at those leadership tables, then [companies] will be able to see it as value." Thomas Penny, president of Donohoe Hospitality Services, agreed that there "needs to be a greater level of intentionality" in attracting Black employees to senior leadership positions. He added that some Black mid-level managers who are considering leaving the industry might stay if they see "someone who looks like them in a position of senior leadership, and it may give them the confidence that if they stay in the business, things will come their way."

Learning From Other Industries ITEM 6.B

The hotel industry could also look to other industries for examples of proven success with hiring more diverse candidates, said Evens Charles, founder and managing principal of Frontier Development and Hospitality Group LLC. For example, in 2003 the NFL adopted the Rooney Rule, which required teams with an open head coach position to interview at least one diverse candidate, he said. "I can point to two of them that have won Super Bowls in the last 10 years or so," he said. Programs within the industry have been created to promote people of diverse backgrounds, Penny said. He said one initiative he's excited about is the Marriott Foundation's commitment of $20 million to start the Marriott-Sorenson Center for Hospitality Leadership at Howard University's School of Business. "This initiative is bringing together some of our industry's brightest minds coupled with a rich history and legacy of our university to address an opportunity to provide a quality education to African Americans and others of diverse backgrounds," he said. The program will bring "the network and the exposure and everything that's required to ensure that they have a pathway into senior leadership positions and they have the mentors and support along the way to help them advance into the C-suite as well as the ownership side of the business," he added.

Creating an Equal Playing Field Charles added that change starts with providing Black candidates opportunities to interview at higher positions and overcoming biases. "A lot of times we find ourselves having to work harder because of the biases that have plagued our country historically," he said. "Speaking as an African American, we just feel like you have to open the forum in order to get looked at on an equal playing field with someone who is a nonminority." Charles said as an employer he's not going to prejudge someone based on their ethnic background, but he realizes a person of color probably had to go through more to get to where they are. He added that he gets excited at opportunities to "work with or promote or to hire other African Americans." "I am trying to equalize something that has been disproportionately disadvantaged toward a certain group, but outside of that, I wholeheartedly believe there's a significant amount of talent in the African American community," he said. "When I see it, I am probably way more open to providing an opportunity where other groups may walk in with some preconceived notion and it may be harder to get past a person's frame of mind to get certain opportunities."

ITEM 6.B

Hiring More Black Talent As Investment Managers Charles said opportunities for Blacks are especially lacking in his business on the investment manager side. He said Washington, D.C., for example has a lot of blue-collar workers who are people of color contributing billions of dollars to pension funds, but "if you look at how many people of color are managing those investments, it's a fraction of a percentage." "There are plenty of talented investment managers that could be granted opportunities to manage the trillions of trillions of dollars of pension funds and things of that nature that are available to investment managers that are primarily contributed by people of color," he said.

More Black Owners, More Diverse Workforce Prigmore said there's also a lack of Black owners in the industry, and once there are more Black people owning and developing hotels, "we'll see a change," she said. "Blacks tend to understand and see the value of diversity, and therefore, if they are owning the companies who own hotels, then we’ll see greater diversity at the senior level," she said. She cited RLJ Lodging Trust as an example of this. RLJ was founded by Robert Johnson, "and if you look at his team, Leslie Hale is now CEO and the company is diverse across the spectrum, which is intentional," she said. "You get people like Bob Johnson, like myself, we’re very conscious," she said. "I can’t compare myself to Bob Johnson … but the point is we know there are lots of Blacks who are talented and capable of getting the job done. By being a person of color, being a Black woman, I know the value of that talent."
