L. AGENCIES QUARTERLY REPORTS 03.31.2024*

Bronstien

On the second and third pages, the statistics show Brazil is up from 72%, and Germany is way up, and I noticed Brazil is way up, as is Colombia. I am curious Why.

Segarra

We have six main international markets, Canada, UK, Brazil, Colombia, Mexico, and Germany. In the last couple of years, we have increased the amount of digital ads We are seeing a good response from Brazil, the UK and Canada.

We will continue. Brazil is a great market and is growing. We just had a destination review from some of the Brazilian key media, which is why we are seeing a spike.

Mostad

They are climbing back to kind of where they were. Some of those international destinations did not return as quickly as domestic. There is a bit of a catch-up coming off of 2021.

Segarra

Brazil disappeared from the radar in 2020-2021 We were discussing whether we should maintain the presence or not. We decided to keep our presence and we are seeing a good response from the market.

Bronstien

The next page is the opposite I was comparing April 23 to April 24; everything is way down. Social media engagement from last year is down (93%), earned media is down (55%), and paid impressions are down (16%) Those are dramatic numbers.

Segarra

We are changing our focus on the media, specifically digital media. We went to target niche markets. And we are targeting the markets that are not volume. We change all media strategies to target those markets where we get visitors. Erika will explain the summer campaign, including some of the digital efforts.

Constantine

Website visitors still being up means we were still driving those engaged people to our website to learn more and plan their trip. Website visitors still being up meant that the media was still efficient. While it might not have drawn a large volume, it was very targeted and still had people engaged with our website, planning their trip, and interested in the Palm Beaches.

Dufresne

What is the conversion rate from website visitors to room nights sold?

Constantine

It is not a one-to-one match right now, because we do not own that distribution, but we track visitation, and we felt visitation was stronger than predicted in April. We do think that when they visit, website visitors are up, it does mean that they are interested in the destination, and planning their trip, and then we try to match that.

With our new marketing technology, we will have a pipeline to get more of that hotel data.

Dufresne

We do not know what results we get There are almost 300M paid impressions, what does that convert to room nights sold??

Segarra

There is not a specific tracking number formula at this particular time that can tell you exactly that particular conversion. With the technology we are trying to implement and

some of the tools available in the marketplace, which are the tracking devices, once you activate an app, we can try to see a little bit more precisely But it is impossible to get to the level of detail you are asking for right now.

Hostettler

But at that point, you can see someone move from your website to one of the hotels. But you won't be able to tell if they booked or not, they were on the Discover website, and then they went to the Breakers?

Segarra

Right now, is the fade out of the cookie, when you act and opt to be. We are trying to make sure that we can contact that first-party visitor and follow up and have more specific information on performance and conversion.

Bronstien

What is the definition of social media engagement? We went from 6M, and last year, to 370,000.

Constantine

We are on track to hit our total engagement number this year. There are going to be fluctuations month over month, depending on what videos we had posted and what went viral, maybe compared to last year.

But overall, the macro trend on social media right now is engagement is down. It has a lot to do with privacy concerns. We post our content constantly, pumping out new videos that go viral and get massive engagement. It depends month to month on what is happening, but overall, for the year, we are on track to hit our engagement goal.

Bronstien

Is that a trend across all industries?

Constantine

Yes. Social media engagement is down just generally. Certain channels are higher than others, but the bulk of engagement has come from Facebook, traditionally. It is much more down across that platform.

Motion to receive and file Consent Items for June 2024 was made by Jim Bronstien and seconded by Jim Mostad. Motion carried 6-0 with John Fisher and Davicka Thompson absent and Seat 6 vacant.

June 4th, the Board of County Commissioners did approve the Tourism Master Plan, thanks to Mayor Sachs, who set that in motion.

I sent the email out this past Monday, fishing for engagement from our board. We want to make sure we are in front of the right stakeholders to tell our story as to who we are as a county and who we hope to become. Please share, that information so we can get that engagement from the qualified stakeholders.

Commissioner Lambert

Where are you publicizing it or sharing it so that we know? You are not sending it out proactively?

Perry

We are going to have the link on our website. I started here. But as far as stakeholder engagement and who we want to engage, it is going to be on our website following this

meeting. I am sending it out to multiple stakeholders. But I wanted to start here with this board.

Mayor Sachs

I would suggest that you send it directly to each county commissioner They will get it out in their newsletters, and you are reaching the entire county that way. Also keeps them engaged when it comes up where we need more money.

NEW BUSINESS – DISCUSSION ITEMS

A. MOTION TO APPROVE TDC MARKETING AGENCIES CONTRACT AMENDMENTS* - Emanuel Perry

Perry

I am bringing before the board for consideration a motion to approve the Tourist Development Council's marketing agency contracts. The item is 6.A. and it ranges from the agency's budget, performance measures, organizational charts, the certificate of insurance, as well as diversity reports. We did make an update to the procurement policy. We felt that the previous procurement policy was outdated. We included in your board book a refreshed procurement policy which spells out, the proper checks and balances and the proper channels in which, each agency should follow, related to their procurement policy.

Mostad Year two of the five-year agreement?

We have worked on recollecting this process. The basic amendments are made to each of the agencies' agreements to look through and make some modifications. And sounds like some progress was made this year on a key component, on the procurement part.

We are only a few years from each of the agencies having their designated representatives sign every single check that is issued to the community. That was an inefficient process. I wanted the board to emphasize that the spirit of productivity in dealing with a contract that is nearly 30 plus years old, that at some point needs to have a more comprehensive review, just from an efficiency state for the sake of the county, but also for the agency as well.

Perry

We are going to review the original five-year agreement for each agency, to make the document more readable and more efficient. And bring it back to current standards and practices.

I think in the procurement exhibit, what we collectively did was to clean it up and make it easier to follow.

Mostad

I am thankful we made some moves, and we may have tried to do that in prior years which did not get accomplished. It is not to eliminate oversight. I am not suggesting that in any fashion. It is more day-to-day efficiency and operations.

Lambert

I am pleased to hear we updated the procurement process and policy. Is each policy slightly different or are they all the same?

Perry

The only one that is slightly different is the Film & TV Commission because they have a film commissioner versus an executive director. The standard language is throughout the actual body of the procurement policies. It is pretty standard across the board.

Segarra

I want to thank Isami and Emmanuel, they are always available and listening to us and allowing us to meet our needs and listen to the specific needs and procedures that the county needs to be in place.

Motion to approve TDC Marketing Agencies Contract Amendments was made by Don Dufresne and seconded by Daniel Hostettler. Motion carried 6-0 with Joseph Fisher and Davicka Thompson absent and Seat 6 vacant.

B. CULTURAL COUNCIL

1. MOTION TO APPROVE The Category B and CII Grants- Jennifer Sullivan

Sullivan

We are requesting approval for the Category B and Category CII grants. This year is a renewal grant. We are in year two. The awards were calculated using FY24 scores and the FY25 budget. The budget remains flat for FY25. The grantees are getting the same award amount as last year. We only just got one company that cannot use their grant in year two.

They are going into some transition because they are looking for a new location and there are some staffing challenges as well. Those grant dollars will go into reserves.

Motion to approve the Category B and CII Grants was made by Jim Bronstien and seconded by Don Dufresne. Motion carried 6-0, with Joseph Fisher, and Davicka Thompson absent and Seat 6 vacant.

2. Update – Jennifer Sullivan

Sullivan

I want to extend my thanks to the Board of County Commission, the County Administrator Virginia Baker, and Isami Last week was a Special Board of County Commission Meeting. The Cultural Council has been working behind the scenes and in addition to the Tourism Master Plan, we were also able to have unanimous board approval on three other projects. $1M for planning and development of the new Palm Beach County African American Museum and Research Library on the site of the former Roosevelt High School in West Palm Beach. $1M for the planning and development of a multicultural resource center, the location is to be determined, probably somewhere in West Palm Beach, to serve as a place to congregate and exchange community resources while also providing space to celebrate diverse cultures.

This was sponsored by Commissioner Michael Barnett. And $865,000 for the Center for Arts and Innovation to be located in downtown Palm Beach. Boca Raton and the center will serve local and regional organizations in Palm Beach County. The grant will be administered by the Cultural Council, and we will fund the schematic design and development phases of the project. This was sponsored by Commissioner Marcy Woodward, it was a momentous day last week, in addition, to passing the tourism master plan unanimously.

On the state side, the budget was approved, and Governor DeSantis cut about $1B from the budget, including all of the arts funding for operating dollars.

The budget was approved at $32M of the $77M recommended. Less than 50 % of the funding, and those were general operating funds and facilities funds. So about $22 million in operating funds and $6 million in facilities. It is going to be an uphill battle, we are just kind of regrouping and figuring out what that means for our organizations in Palm Beach County.

May was a really important month for the county and obviously for the Tourist Development Councill because of Mosaic. Thank you again for all of your support.

Organizations like the Morikami Museum had 351 new visitors through the mosaic program. Arts Warehouse with almost 800 redemptions. Numbers we have not seen in seven years doing this program. 7.6M advertising impressions, hundreds of thousands of page views, and the total conversion rate grew 80% year over year. We have Atlanta and Miami, the strongest markets interested in the Mosaic campaign. Thirteen stories were generated through PR, with 4.9M impressions. Two activations, one at City Place and Okeechobee, with the Paris Ballet to promote their performance, and one at the Hilton Palm Beach.

We have our Shades of Culture at the PGA National; they were up through Mosaic. They are up until July 2nd During May, we did Palm Beach County Open Studios, which was two days of 112 artists participating in open studios around the county.

We had 112 artists this year. They reported over 4,000 visitors. We do not have all of the data. Most studios received at least 50 guests during the two days.

4.4M advertising impressions, 22,000 page views, and 55,000 views on Google Maps. We had an interactive Google map this year that led people straight to all of the studios. Our summer drive market campaigns started on June 1st . We are launching our Canada campaigns in Toronto, Ottawa, and Montreal, translated into English and French.

Those are launching on July 1st. Our co-op advertising packages are sold out this year. Nearly a hundred packages. A record for our agency and planning is underway for FY25.

Motion to approve the Category “G” Grants Agreements was made by Jim Bronstien and seconded by Commissioner Christina Lambert. Motion carried 6-0 with Joseph Fisher and Davicka Thompson and Seat 6 vacant.

Linley

The 14 grants you approved represent 16 different events. Under contract for a total of almost 62,000 room nights. Most of those events will hit in the Fall.

2. 2024 Spring Training Economic Impact Report*- George Linley

Mr. Linley reviewed and went over the 2024 Spring Training Economic Impact Presentation.

Bronstien Is Cacti a company?

Perry

Travis Scott, the influencer, wanted to be named because he is a huge Astros fan, and he took advantage of that.

Dufresne

I think where there is high value to our facilities. That is why I am always beating the drum about looking at our dollars and seeing if we can't build another facility or acquire another facility or two to help bring more events here.

Mayor Sachs

Are these the only two in the state of Florida?

Linley

It is the only two that accommodate two teams, which is why you have 15 MLB teams that conduct their spring training in the state and 12 locations. In 1998 the first two-team complex was born in the state, Roger Dean Chevrolet Stadium, and then in 2017 when,

the ballpark of the Palm Beaches was born, as the second spring training facility that accommodated two teams in Florida.

In 2011 and 2012, the Marlins had a meeting with the County reps, they talked about the fact that there were so many teams that some of our Florida's teams had moved to Arizona others had moved to the West Coast and there was going to be an issue on the east coast of Florida that means that we need to embrace St. Lucie that is impressively safe spring training on the east coast of Florida.

Commissioner Lambert

When you said that each of the two stadiums has 12 ball fields. Then you said we have 26 in total?

Linley

They each have a stadium diamond. Each MLB team has six practice fields. 12 back fields and the front and center stadium and combine them with 13 diamonds. We use all 13 at each stadium at times.

Dufresne

It is important to remember it was not all that long ago that we also hosted the Olympic qualifier.

Linley

We had the baseball America's qualifier. And United States qualified to play in, what was going to be the 2020 games, but it happened in 2021

3. Update – George Linley

Linley

This summer, there are a lot of events that we are hosting. Over June and July, we are hosting 40 different sports events, that represent probably 16 or 17 different types of sports. And we are projecting to be about 49,600 room nights.

But the summer is strong, unfortunately, the rain is disturbing it. We have a couple of events. We are hosting the First Responder Games, which is about 3,500 firefighters, police, and EMTs, 28 sports from ice hockey to softball, to basketball, to powerlifting. It is one of the 40 summer events that are driving through.

Bronstien

Is Roger Dean Stadium shut down for renovation?

Linley

They are going to renovate the field first, then the clubhouses and the locker rooms. It is not for these tournaments because they do not need to use the clubhouses and the amenities of the big leaguers.

They will lose a diamond, but they will work around it. And we will find out if they need more diamonds, but it is not like we have to relocate it back.

From a marketing perspective. We might be one of the first sports commissions to be in a video game. I think we are the only ones who are from a sport EA Sports College Football 2025. It was suspended in 2014. Now today's world of college sports is all about NIL. And this game is coming out in July.

And the Lou Groza Award that is owned by our sports commission will be in the game. It is going to be us and the Heisman Trophy. And there was an article that came out that had our award and the Heisman Trophy next to each other. When we made the announcement, our marketing team put out a press release, and then they quickly put it out on social media.

On our Twitter account, we had 820,000 views. We had about 150,000 when we announced the Groza award. We see it as a marketing tool.

The Boca Raton Bowl is also in the game, and Palm Beach County will have a presence. We decided that this was in the best interest of the county and our sports commission to be in this game.

Mayor Sachs

Are there any issues that we can get compensation for since the Boca Bowl and our name is there and when people buy it, that we can get some type of compensation for?

Dufresne

I was trying to band together, but there is a feeling they would rename the award or give some generic name and leave it the way it is. But they are selling, making millions of dollars on this and we were not getting any.

Linley

Sponsoring is mentioned more than any other award, except for the Heisman Trophy. We have been mentioning Super Bowls and National Championship games.

You are not going to get mentioned. The Heisman Trophy is going to dominate the conversation. There is only one award that is going to be mentioned and that is the Lou Groza Award. The other awards fall short of how many times were mentioned based on the criteria because the Heisman will drain out all of the other awards.

Dufresne

There are many times that we have had a nominee who is playing in the NFL. It is a game-winner. It is a pressure situation, you may have a running back who won a Heisman that may or may not be in the game, but kickers are important.

1. Update – Mike Stahl

Stahl

We had a pretty rough winter, and our beaches took a pretty hard hit, but I am happy to report that we have been seeing a lot of that natural recovery, which is a testament to these beach projects.

Those projects put sand into the system, and when we have these erosion events, we continue to see that recovery. We conducted two environmental, emergency dune restoration projects, one at Peanut Island and one at Coral Cove. Those projects are now complete. All the native plants have been installed; those new systems will help to strengthen those dunes. Overall, the beaches are in good shape going into this storm season, which forecast is to be an active season.

We are very comfortable with the condition of the beaches at this time. We also have an annual contract that is going to be at the Board of County Commissioners next month, for annual work and it facilitates any emergency response that we might need to do. We are excited to have that tool available to us again.

Looking forward to it, we have got a couple of projects scheduled for this winter. It is going to be the maintenance dredging of the South Lake Worth Inlet Sand Transfer, or Sand Trap. That material is going to be placed on the dune around the Ocean Hammock Park area. And then looking beyond that, in 2026 we have got two major nourishment projects, one in Delray, and the other at Ocean Ridge. We have started our coordination with the Corps of Engineers to get those moving.

The other updates on sea turtles, we are seeing an average year so far. And we saw about 50% compliance in our coastal lighting In our second inspection, we saw an increase to about 80% compliance.

We had our VIP turtle walk on Friday night. I know a lot of folks here were able to attend. They were very fortunate, the weather cooperated, and the turtles cooperated.

Thanks to Emanuel and the members of the Discover team that joined us last month, for a tour of our ADA-accessible features within our natural areas. We looked at accessible wildlife observations, piers, and accessible kayak launches, and then we ended up at the state's first Autism Friendly Certified Natural Area

Dufresne

Why do we not clean our beaches from seaweed like some municipalities do?

Stahl

There are a few reasons for that. One is the cost of it, it continues to come in. We can go out and rake it, and then the next tide comes in, and then we have got seaweed out there again. Then, what do you do with it? There are a couple of issues there.

From the environmental side, the seaweed itself serves as a foraging habitat for a lot of the wildlife that is out there. From an erosion perspective, it helps to knock down or

attenuate some of that wave energy. It does have some shore protection properties when it is there. There is just the regulatory side of it as well.

Dufresne

It was a stark contrast when you go to Lake Worth, and you see the county park next to the municipal beach as far as usability and attractiveness.

Mayor Sachs

I think some of the municipalities take care of that for their residents. If there is a county facility. We will take a look at it.

Stahl

We have regular meetings with Parks, and we will talk about it. If it is something that is impeding the public's ability to get down to the water parks, we should be doing pretty well about opening up a pathway there.

We are certainly sensitive to the user experience. This year it was forecast to be a very heavy year of sargassum. We have not seen that yet. It has been based on our observations, a pretty normal year, and that sargassum season runs from about early May to the end of June when you see the peak of that come ashore.

E. DISCOVER THE PALM BEACHES

1. Update – Milton Segarra

Segarra

we are a membership-based organization, and we like to celebrate our members, which we did this year. I wanted to share with you that The Ben Hotel in West Palm Beach was the partner of the year. And from the nonhotel partners, the Visit Palm Beach team was awarded. We also selected the Providencia Award winner, Mr. Rick Rose. This is selected by the community.

As you know we are in the hurricane season. Our agency is prepared from three different angles. The first one is from the Hotel Action Plan, which is to handle any emergency, pre-and post-event, and now we are going to, this is more to deal with the business interruption part of it.

Also, when we have guests or visitors here, either individuals or groups, we have a toolkit that helps them to navigate any potential emergency. They will be available on our website in case you want to take a look at them or use them. We feel comfortable if we have a situation, we have the protocols in place to properly handle any emergency.

Thank you to the county for approving the Tourism Master Plan Discover meet and create our bridge plan to make sure that when the Tourism Master Plan is in place, our agency, is in line with those potential recommendations.

Back in February, our team, and our board, invited every one of the TDC agency heads and they provided information on the specific goals of each agency for the future. We

took into consideration all that information to come up with a plan that would make sense. And we have these five pillars. The first one is revenue optimization. Was presented to us and discussed at length that even though the current competitive landscape is not ideal. We are willing to give away one or two points in occupancy. But if we can maintain the current level of revenue optimization, that will bring additional benefits to all of us in this room.

And specifically at the bottom line with the room tax collection. Any sales, marketing, or partnership initiative we put in motion will target better revenue optimization for the destination. The other component is to support all the specific initiatives that we have in place that will either develop our organization or the destination.

I would suggest that we add a grassroots effort approach which we could maybe put out a press release, maybe have some media interviews, and reach out to the community because the number one factor for a master plan to be successful is to gain resident and stakeholder engagement.

Then we have the other key development from the second headquarters hotel, the marketing technology development, which we approved at the last meeting. The events that we have in place, the Certified Tourism Ambassador Program, are how we are going to take everyone who is engaging with visitors to the next level, and how we keep developing our talent.

The future of our industry will require us to train our team and industry differently. Expectations of clients, stakeholders, and governance models like this require that we keep training our people. The other part centered on this is the collaboration between us, the community, stakeholders, and the residents.

The last one is, we need to make sure that the state, the county, and the cities are fully aware. of what we bring to the table and the benefits we provide to society and the communities. Then social inclusion, which is key, and sustainability, with efforts on diversity, inclusion, accessibility, the environment, and everything that we are doing will have an impact on the quality of life.

Gustav Weibull will take you through all the specific parameters. The good thing is the numbers that we got for the first quarter of the year was that visitation was up to 2.8M visitors, from 2.7 in the last quarter of 2023. And overall spending was up 4% to $2.26B, which is a record-breaking quarter.

Weibull

The total room nights as a result of our advertising efforts impact. In the county last year, there were 1.8M room nights tied specifically to our advertising. The point of asking about a specific website, specific digital advertising, or social media is very difficult to pinpoint.

Mr. Weibull and Erika Constantine went over the updated presentation.

Caver

I want to focus on a marketing tool that is important to the sales team. The Palm Beaches welcome everyone. It is social inclusion. I bring this up because we have had, as of recent, a couple of groups where we were recommended by the conference organizer to be the destination of choice, and the board pushed back because they did not like the political landscape and what was happening in the perception of Florida.

Utilizing tools like this allows us to go back to some of those verbal no's turned into definite maybes, that are allowing us to present in front of the board.

Thank you to the Cultural Council. We came together and presented it to the National Coalition of Black Meeting Planners. This is the spoken word of the Palm Beaches, that was created, and they have a lot of those conferences, members of the National Coalition of Black Meaning Planners are utilizing it in some of their events.

I want to highlight the national group recovery. we look at things from a national perspective, group business is not back from a national level, it is hovering around 85%. We have some short-term opportunities that we can capture that we use.

The international market is looking very good for us. We have been out there; we have been bringing customers to the destination with in-market sales and media emissions. We just got back from Canada; we are going to be in the UK.

Commissioner Lambert

Do they spend the summer visiting different locations?

Constantine I know that in the Bahamas, they have a very long relationship with Baha Mar.

This kind of stemmed from the Palm Royale excitement. They kind of got excited about the destination and wanted to come, but they said, we love the Palm Beaches.

Commissioner Lambert

I think this is amazing and I am excited that we have this in our toolbox and that it is something that we responded to the need for this, and I think it is going to be a growing item that we are going to see people requesting. I want to say thank you for the work that went into this

F. FILM & TV

1. Update – Michelle Hillery

Hillery

Our April report shows that all of our production numbers are up 10% in total production. We facilitated 25 permits in April, and 30 additional projects were shot with our assistance and service. Year to date, of the 90 leads that we brought into our office, 67 of those were converted into production, so we have about a 74% conversion rate.

You may have remembered a feature film called Christmas Overtime that was shot primarily in West Palm Beach. This particular project just premiered at the Cannes Film Festival, and they just secured distribution.

We are expecting to start seeing that film out and about. We do plan to have a screening here in Palm Beach County, around the holiday season. Great production quality and it was shot entirely here in Palm Beach County, which is wonderful.

Sharks are big in Palm Beach County. We had Discovery Shark Week and National Geographic, because sharks are a big thing in the summertime.

Coco Gauf filmed a campaign for UPS, which is called Unstoppable. Another project that is shot here is Rick Macy at the Rick Macy Tennis Center in Boca Raton.

The Palm Beach's Television is blossoming. We are nearing 100 hours of original family-friendly content that is airing on that channel.

It is incredible. We are expecting to close 30 hours of new content by the end of this fiscal year. We just received seven new episodes of The Equestrian Life and The Palm Beaches. The first episode is called Horses for Heroes. Which was filmed at the Heard Foundation Pets in Paradise just aired on the Travel Channel. A half-hour show. They plan to go national with that show.

What is Poppin, which is a show that we sponsor with Kitty London as the host, just won its first Telly Award.

And coming up next week, we will have our first sponsorship committee meeting for the new fiscal year. We have nine presentations scheduled. Totaling 21 hours of new content, of those 9, 3 new shows will be coming to us in 6 repeat seasons and will be coming to the Sponsorship and Development Committee. We are excited to grow that product. Thank you very much for your confidence in doing so. We are working very closely with the other agencies to get The Palm Beaches TV and additional hotel rooms throughout the county, which is something that we are going to focus more on in this next fiscal year.

G. CONVENTION CENTER

1. OVG Venue Management

a. Update - Dave Anderson

Anderson

We just finished community transportation, which was a conference for a thousand people, from around the country. They love our building, the hotels, and the community, they are already looking for dates, for the future.

I came in right after to say hi to the clients I've never had a client that was happy about the experience. Started yet with all of the food planning and all the staff and everybody that comes in contact with our team Discover Hotels

They hadn't even moved in yet and they just said, you know, your team was incredible. We have got some stuff going on tomorrow.

To your Brazilian comment, we have an event called Brazilian Aires tomorrow It is a financial conference, for people from Brazil and Latin America. We got a call about four weeks ago, from the Club 47 group. Ask if they can bring the Republican nominee for president to the building at the same time. Traditionally when we do events like this, It is always a single event, because we have to lock it down with Secret Service and whoever else. But, we said, as long as you do not affect the Brazilian event, which is going to be a voluntary event, you can bring it down to 5,000.

Right now, the attendance is 5,000, but in the morning, we have to get 803 magnetometers, for the Brazilian air event and get that started. They are going to be running at the same time.

I apologize upfront for the traffic, and for anything else that occurs tomorrow. And then we have to get everything torn out because we have the American Dairy Conference coming in the next morning.

In July and August, we have Tony Robbins coming back. I think the biggest challenge we have right now, other than keeping staff alive, is working with Isami and her team to try to do capital projects because we just do not have time.

2. OVG Hospitality

b. Update - Kathy Griffin

Griffin

It will be the strongest May we have had in some years. Continuing on the diversity track, we had our showcase last week, our food truck showcase.

We also had Councilman Mark Bernard come out. We have the new diversity director for OBG coming out of corporate down for it. It was very successful. We have got some new partners we are working with. Some have their businesses in Broward County, but we also have the Palm Beach County, OBEO office there, and they are walking them through a certification process, so they can get certified from each county. None of this could be possible, though, without the partnership we have with Trend PBC. Trend PBC is a nonprofit with Trinette Morris and Katrina Long Johnson, and they are a partner in the outreach of the community, we are helping to mentor these partners and lift them.

Because of what we have been able to do here locally, Corporate has taken notice of it, and they are going to build it, or we are going to build a model for our program we have here with OVG Corporate nationally. Trinette, who is also a small business owner, has a restaurant, she has a catering company and is going to start, in the short term, doing some consulting and mentorship, of our management teams and other accounts.

She’ll be up there promoting the Palm Beaches and the successes we have had with that. I am proud of that. She is growing a local small business. It has got an increase in revenue for her business. It is giving some great exposure to us and, you know, continuing something that I am proud of.

We also work with Discover Palm Beaches on a site visit. During that site visit, we specifically brought in some of our partners, our local and minority partners, for the tasting. We sent people on a site visit to their little kiddie bags with them. So that was cool.

7. BOARD COMMENTS

Mayor Sachs

We are going to be having the first-ever Mayor's Symposium. This will be the first time all 39 municipalities will come together with me at our, at our convention center. And it will hopefully be the first of a number of them. The first issue that we are going to be tackling is homelessness because as you know, the governor signed a new law that would take effect in October and also January for enforcement and that is, and that this goes along with our discussion on tourism, any individual who is sleeping in a public place for 24 hours will be transported by law enforcement to an encampment that the county will provide and will be sued.

These lawsuits can come from any attorney, any individual, in the county, as well as Ashley Moody, the Attorney General. I think this is an issue that we need to acknowledge and define and then find a solution for because, as I said before publicly, there will be no encampments in Palm Beach County.

We will not put anyone in a tent or a camp who is homeless in this county. Those on the east side do not understand the impact of the law. But, as I said to some of the mayors, if I were homeless, I would not live in the unincorporated areas of the county.

If I were homeless, I would head for the beaches. So consequently, many of our wealthier communities on the East Side are vulnerable to these lawsuits. Not only the lawsuits but also just to take care of our homeless. Last night I was on Clematis, and it was only about, it was about 6 p.m I was meeting some folks at a Starbucks. As I was walking toward my parked car, I found four homeless folks. It was raining. I felt bad for them. But then as I got into my car, somebody tried to get into the passenger side, who I did not know and was looking for something other than, you know, just a handout.

This is an issue that we all have to face, all the municipalities. So if you are close to any mayor in a municipality, remind them that this is a very important meeting, the first-ever Mayor's Symposium. It is going to be at our convention center. Kathy's going to provide us with some food and drinks, but It is open.

No staff, no media, no city managers, only the mayors around the table like this. And we are going to discuss these important issues.

Segarra

The legal actions are a result of the county not implementing the law

Mayor Sachs

No, the law goes into effect on October 1st. However, enforcement of the lawsuits is January 1st .

The law is pretty clear. If, there is someone who is sleeping in a public place, such as a sidewalk or, in a park, the jurisdiction of that park or public place, that municipality, will be sued, for having that homeless person in a public place.

The interesting part about the lawsuit is that the attorney's fees, costs, all costs, deposition costs, process servers, everything, and court costs, will be paid by the municipality for which that homeless person is found. This makes all 39 cities vulnerable to lawsuits and, what happens to the homeless person is that they must be transported by the sheriff's office to a facility paid for by Palm Beach County, which will be like a tent city, and they have to have certain facilities there and be enforced by the sheriff's office.

We want to work together to make sure that we find a home for our homeless. Any ideas, let me know. I do not want to make a big deal of it, but I am looking at many houses that are being used in California and Oregon, and our usable shipping containers that have been converted to housing. And that is especially important for Florida. We do not want mobile homes. Shipping containers, not going anywhere in a storm. And I am meeting this afternoon with some developers who are using these shipping containers. We have a port here; it is very accessible to us to convert into a pretty solid house for our homeless.

It is a project and I welcome anybody's suggestions as we go through it.

Commissioner Lambert

I walk one of our West Palm Beach City Parks every morning with my daughter, our dogs, and my husband, and see homelessness in the parks all the time. And so frequently we will talk with them and try to see, you know, what is going on.

And, Chairman Woman Sachs, you are right. People oftentimes will see regulars, but a lot of times, maybe half the time, we will see people who are new to the area, and we will ask them, you know, what happened? Why are you here? What is going on? They will either say, I did not feel safe in other parts of the county, and I've heard West Palm Beach is safe to live outside.

I know that there are resources here because I do not know if you all know this, but the city of West Palm Beach has 10 homelessness outreach individuals, um, as well as, you know, a tremendous amount of funding to either, put them on buses or flights if we can connect with their family somewhere else.

I mean we are doing tremendous amounts of work, and I would just add that if, you know, you are lobbying in Tallahassee or, you know, have connections that we need mental health, um, funding badly and, um, ever since then, program shut down a few

years ago, what was the, the Jerome Golden Center, that we saw a huge uptick in homelessness in the city.

PERFORMANCE DASHBOARD

1 The Cultural Council starts FY24 above goal on these aggregate performance measures (which were conservatively estimated mid-fiscal FY23) due to effective tactics and additional stimulus funds employed before FY23 closed.

2 New performance indicators as of 10/1/23. Previous year totals were not measured.

HIGHLIGHTS

ADVERTISING

On June 1, the Council’s cultural tourism campaign was reactivated in the drive market (Miami, Ft. Lauderdale, Ft. Myers/Naples, Orlando, Tampa, Jacksonville, Atlanta) after being on pause during the MOSAIC and Palm Beach County Open Studios campaigns in April and May. The cultural tourism campaign has been refreshed for the summer months using previously unused photographic images and video clips. Placements in June were mostly through digital channels (Google, CTV, YouTube, social media), with some OOH (Brightline, PBIA) and radio (Legends). The Council and its agency of record, Push, worked to put the finishing touches on its summertime sub-campaign targeting Canada, which will launch on July 1. The Canada campaign will be available in English and French, targeting audiences in Toronto, Ottawa, and Montreal.

The Council travelled to Orlando at the end of June to meet with the Push team in person. After reviewing FY24 campaign results to date, Push presented research from multiple sources in the tourism sector, from travel data and trends to target markets and target audiences. Push and the Council used the research to inform discussions about goals and strategies in FY25. New projects were identified and categorized into either sub-campaigns or themes to build into the Council’s existing cultural tourism campaign. The Council also set up next steps with Push to continue the development of the FY25 Marketing Plan, including the development of a media insertion plan (with co-op opportunities) based on the Council’s FY25 budget and performance measures

PARTNER COLLABORATIONS

The Council has been working with the County Administrator and the Board of County Commissioners on several projects that will have a significant impact on arts and tourism in The Palm Beaches. On June 4th, the Commission approved an additional grant through the Palm Beach County Cultural Capital Fund to the The Center for Arts & Innovation. Funding was also unanimously approved for the Palm Beach County African American Museum and Research Library and the proposed Multicultural Resource Center. The Commission also approved the contract for the Tourism Master Plan.

The Council and Discover The Palm Beaches executed on a Memorandum of Understanding in June to support the destination’s new signature wellness event called “Eudēmonia,” which is scheduled to debut at the Palm Beach County Convention Center from November 1-3, 2024. The MOU includes collaborations in the promotion of the event, activations during the event, and opportunities for the Council to involve local cultural organizations and creative professionals in the event. The MOU includes a monetary commitment by the Council for this year’s event as well as two subsequent events scheduled in the fall of 2025 and 2026. The Council has already connected the Eudēmonia team with the Norton Museum of Art and the Palm Beach Zoo to explore potential partnerships.

HIGHLIGHTS

Also in June, the Council connected the Norton Museum of Art with the Sports Commission regarding an upcoming exhibition about boxing. The Council continued to fulfill prizes for the recent contest collaboration at SunFest which promoted #LoveThePalmBeaches and MOSAIC. Brainstorming meetings with the Film Commission continued to ensure that arts and culture will be included in upcoming content for The Palm Beaches TV and South Florida Daily broadcasts. The Council has been working with a local production company to secure new footage of cultural organizations by the end of the fiscal year, which will be available for use by the TDC and the sister agencies.

Baseball's Economic Impact Extends Far Beyond Spring Training in The Palm Beaches

Palm Beach County, Fla. The Palm Beaches is a top destination for a variety of sporting events, thanks to its state-of-the-art facilities and ideal year-round climate. Baseball thrives here with two Major League Baseball (MLB) Spring Training facilities: Roger Dean Chevrolet Stadium and CACTI Park of The Palm Beaches. These premier venues attract both amateur and professional events, reinforcing The Palm Beaches' status as a hub for sports tourism.

Since 1998, The Palm Beaches has been home to Roger Dean Chevrolet Stadium in Jupiter, the first baseball complex in Florida to host two MLB teams – the Miami Marlins and St. Louis Cardinals – for Spring Training. In 2017, Palm Beach County introduced its second two-team facility with the opening of CACTI Park of The Palm Beaches, home to the Houston Astros and Washington Nationals. “The Spring Training season embodies one of the most dynamic and special experiences for baseball enthusiasts,” said George Linley, Executive Director of the Palm Beach County Sports Commission. “It offers fans the opportunity to enjoy big-league games in scenic stadiums while fostering an intimate environment that encourages interaction with players and coaches.”

MLB Spring Training provides one of the largest tourism impacts for Palm Beach County and the entire state of Florida. It's not only an incredible attraction for residents but also draws visitors from across the nation. Last year, an independent study commissioned by the Palm Beach County Sports Commission revealed that Spring Training in The Palm Beaches generated more than $79 million in economic impact. This significant contribution was fueled by over 238,000 fans, 53% of whom were nonresidents, resulting in 55,200 lodging room nights.

Beyond the impressive economic impact of MLB Spring Training, the region hosts numerous additional baseball events throughout the year. Both facilities are utilized year-round, maintaining The Palm Beaches as a premier destination for baseball. Last year alone, Roger Dean Chevrolet Stadium and CACTI Park of The Palm Beaches hosted a combined 34 regional and national baseball events, including some of the largest nationwide tournaments and showcases of amateur baseball.

The events at these two stadiums last year accounted for about 20% of all sports related room nights generated in The Palm Beaches over the last year. These amateur events averaged over 1,000 room nights per event, with the largest being the Men’s Senior Baseball League (MSBL) Fall Classic and the Perfect Game World Wood Bat (WWBA) World Championship, each producing over 9,000 room nights.

The MSBL Fall Classic is one of the largest amateur baseball tournaments for adults in the United States, uniquely featuring players aged 18 to over 60. The Palm Beach County Sports Commission has successfully bid to host the MSBL Fall Classic at CACTI Park of The Palm Beaches and Roger Dean Chevrolet Stadium for the fifth consecutive year. These venues collectively offer 26 diamonds, accommodating 125 teams with over 2,000 athletes from across the United States, Canada, Puerto Rico, Venezuela, the Dominican Republic, Colombia, and Peru.

The impact of baseball in Palm Beach County extends beyond economics. The Palm Beaches welcomes teams from multiple countries for various events. "The World Comes to The Palm Beaches" is an international baseball festival featuring more than 30 teams from over 15 countries. Participants experience The Palm Beaches through baseball, staying in county hotels and dining at local restaurants. Besides the competition, local baseball organizations host practices, clinics, and activities, bringing players to multiple fields outside of the Spring Training facilities.

A variety of amateur baseball events take place between the two parks outside the MLB Spring Training season, including multiple events from leading baseball organizations, such as Prospect Select and Perfect Game tournaments. Additionally, CACTI Park of The Palm Beaches hosted one of baseball’s new special events: The Savannah Bananas Banana Ball World Tour, one of only four Spring Training locations on the tour, attracting over 1,600 room nights from spectators.

These amateur baseball events provided tremendous economic benefits last year by attracting 1,340 teams, over 24,000 athletes, and 45,000 spectators. These premier events generated 54,504 room nights, contributing an additional $38 million to the local economy.

Part of the commercial campaign shows Gauff, the No. 2-ranked women’s player in the world, in Pompey Park, the court where she learned the sport. Be Unstoppable is UPS’s premier brand campaign that spotlights the enduring passion of entrepreneurs and small business owners. Gauff, who exemplifies this spirit, is a perfect match for the campaign. Her athletic journey is nothing short of remarkable. After receiving a wild card entry to Wimbledon in 2019 at just 15, she defeated five-time champion Venus Williams in the first round. She also reached the third round of the U.S. Open. In 2023, she won her first Grand Slam title at the U.S. Open. Gauff is undoubtedly an athlete to watch, and this summer, we’re cheering on her unstoppable spirit as she competes at the 2024 Summer Olympics in Paris, France.

AND THE AWARD GOES TO …POP STAR PRODUCTION’S WHAT’S POPPIN’ PBC?

What's Poppin’ PBC? achieved an exciting new milestone! Sponsored by the FTC’s Sponsorship & Development Program, the show has won a Bronze Telly Award for “Events & Experiences – Television” for its Season 1 content. Produced by Pop Star Productions and hosted by Executive Producer Kitty Lundan, the series has distribution on WSFL-TV Channel 39 (The CW) and The Palm Beaches TV, and features the County's diverse communities and cultural experiences. This award honors the production team’s storytelling skills, creativity, and dedication, highlighting the contributions of Director/Editor Ron Mentor and crew member Merold Saintilus

Says Lundan, “When I first saw a Telly Award in someone’s office, I said I wanted one! Honestly, when I’m out there filming and highlighting my community, awards are not on my mind. However, it’s the best feeling for peers to acknowledge your work!”

A celebratory photo shoot with the Telly statuette at the Kravis Center commemorated this achievement. Already in production for Season 3, the first two seasons of What’s Poppin’ PBC? can be viewed any time on demand 24/7 at ThePalmBeaches.TV

KIDS SUMMER FILMMAKING CAMP

Co-written by Mike Kirton and William Forsythe, the storyline revolves around members of a mercenary team that are known as The Librarians. In the movie, the elite team was hired to find a Congressman’s daughter who was abducted by Miami mobsters. Producer Mike Kirton says, “We chose Palm Beach County because of how film-friendly the area is… the FTC bent over backwards to help in so many different ways to make a lot of filming possible ” The action-packed production filmed scenes in the Intracoastal Waterway, Clematis Street, North County Airport, Pine

Jog Environmental Center and Woodlawn Cemetery. The $1.7M production was initially released internationally in 2001 and in 2003 released in the U.S. market under the title StrikeForce, which took in $6M worldwide.

SCHOOL OF THE ARTS EXPANDS

In the upcoming 2024-2025 school year, G-Star School of the Arts will be expanding its educational programs to offer classes for grades six through 12, making it available to both middle and high school students. This new expansion will give more Palm Beach County students an opportunity to learn about communications, film and television. Their film program has proved to be one of the best in the state and is represented well at the annual Palm Beaches Student Showcase of Films (SSOF). G-Star students showed off their creativity, intelligence and talents at the 29th annual SSOF, with multiple scholarships and trophies being awarded for G-Star submissions. The winner of the coveted Burt Reynolds Scholarship, Karla Caviedes, also attends G-Star.

G-Star also has their own production studio on-site called G-Star Studios (operated through Afflux Studios) which provides students with unique opportunities to gain valuable, hands-on learning experience. The studio consists of a green room, 10,000 square foot sound stage, 40-seat screening room, 2,500 square feet of production offices, conference rooms and laundry facilities. The sound stage is a copy of a Warner Brothers sound stage with advanced technological improvements. It also contains a construction shop, prop shop and picture car paint shop. The school empowers students to master the art of filmmaking over multiple years through trial and error in the studio. Find more information on the school and their studio by clicking here.

Variance Explanations

Percentage change variances of ± 10% in performance statistics are explained in this section.

1. Hotel Room Nights: The 33% YTD surge in Hotel Room Nights demonstrates continued growth in this area. This began in April of 2024, when there was a 116% month-over-month increase in Hotel Room Nights. The uptick is attributed to multiple large-scale production that took place throughout the County such as The American Cornhole League’s season kick-off competition at the Palm Beach County Convention Center, which utilized 1,855 total hotel room nights in April. Additionally, an Untitled Polo Project produced by Boardwalk Pictures utilized 450 hotel room nights. In May, the television series House Hunters produced by Pie Town Productions utilized 400 hotel room nights

2. Total Productions: The 18% YTD increase in Total Productions is due to our expanded efforts and approach on working with and obtaining data on productions filming in Palm Beach County, not requiring a permit.

3. Total Leads: A 36% increase in Total Leads is a result of continued reporting of self-generated Leads for the sponsorship and development program (The Palm Beaches TV) and WFLX’s South Florida Daily show.Aspreviouslyreported, TheFTC Staffhas beenactivelyproviding sponsoredproductions with strategic location leads and suggestions. These Leads are based on the latest marketing initiatives across all TDC agencies. These efforts continue to drive the ongoing growth in this category.

4. Lead Responses: A 36% increase in total leads goes hand in hand with the increase in total leads as described above.

5. Lead Conversions: A 208% increase in Lead Conversions is a testament to Staff’s efforts to generate viable Leads, driving business in and around Palm Beach County, creating marketing opportunities for The Palm Beaches and local businesses. In addition to strategically generating Leads, Staff is also diligently following up on each lead to confirm whether Leads converted into production-related business for the County

6. Website Unique Visitors: A 51% increase in website visitors is due to sponsored digital campaigns, driving traffic to the websites. Meanwhile, Staff continues to develop new digital campaigns aimed to increase traffic to www.pbfilm.com and www.thepalmbeaches.tv.

June 2024 Project Status Report

Department of Environmental Resources Management

Floating Structures Update: Last year, ERM partnered with the Lake Worth Lagoon Initiative to secure $90,000 in state-appropriated funding to begin removing floating structures from the waters of the Lake Worth Lagoon This month, ERM staff joined the County Sheriff’s Office and Code Enforcement Division to survey the waters around Peanut Island and provide notice to illegally moored floating structures in violation the Cindy DeFilippo Floating Structure Ordinance

Floating structures have the potential to break free or sink, resulting in potential impacts to adjacent waterfront homes and businesses, submerged resources, water quality, and navigation within the lagoon. This survey was the first step to enforce the ordinance by removing these structures and discouraging the placement of additional structures in the future

Turtle Walks: Throughout the month of June, ERM staff hosted 6 public nighttime sea turtle walks as part of the Adventure Awaits Program During these pop-up events, ERM biologists gave a short presentation about Palm Beach County's sea turtles, with the goal of inspiring both an appreciation for this unique resource and a deeper understanding of our natural beach and dune systems Participants then headed to the beach, under the direction of staff biologists, to quietly observe a nesting loggerhead sea turtle These events were authorized under a marine turtle permit by the Florida Fish and Wildlife Conservation Commission to educate over 100 visitors and guests about sea turtles and ERM’s conservation efforts.

Mooring Buoy Outreach: The Florida Coral Reef Protection Act makes it illegal to anchor on a natural reef in State waters To prevent harm to our reefs and allow the safe temporary mooring of recreational vessels, Palm Beach County manages a system of mooring buoys at four locations offshore. When using a mooring buoy, it’s essential that boaters follow the proper safety precautions to protect themselves, the environment, and snorkelers or divers in the area Boaters should never run along the shoreline at high speeds and should always approach mooring buoy areas with caution, since people may be swimming in the water. It’s crucial to maintain a distance of at least 300 feet from diver down flags and buoys in open water, especially when approaching popular dive sites The County’s mooring buoy systems were designed to support vessels 35 feet in length or less and can sustain only one vessel at a time. Boats cannot moor at the buoy overnight and boat operators should never tie the buoy directly to their boat cleats. For more information, visit pbcreefs com

Owl Release: Busch Wildlife Sanctuary recently released four rehabilitated owls into Palm Beach County Natural Areas. A barn owl was released into Hungryland Slough Natural Area, a barred owl into Cypress Creek Natural Area, and two great horned owls into North Jupiter Flatwoods Natural Area Busch Wildlife Sanctuary has been actively involved in ERM’s Adopt a Natural Area Program since 2019. In addition to releasing rehabilitated native wildlife into the Natural Areas, Busch Wildlife Sanctuary staff lead hikes, perform volunteer trash clean-ups, and help educate the public on the importance of these environmentally sensitive lands and the species that use them

Wading Bird Rookeries: Staff documented another successful breeding season at the rookeries in the Loxahatchee Slough Natural Area There were 138 nests consisting of mostly little blue herons, tri-colored herons, and snowy egrets, plus a few cattle egrets, great egrets, great blue herons, black-crowned night herons, and glossy ibises ERM’s restoration efforts have been successful in providing critical habitat for these wading bird species

Pollinator Garden: ERM staff joined the Bureau of Land Management and a group of volunteers to install a pollinator garden at the Jupiter Inlet Lighthouse Outstanding Natural Area (JILONA) With the Jupiter Lighthouse as the backdrop, the participants grabbed shovels and planted more than 250 native wildflowers, vines, shrubs, and trees. The garden will provide nectar and pollen for bees, butterflies, moths, beetles, and flies The volunteers also planted food plants for caterpillars – including corky-stem passionflower vines that are the favorite of zebra longwings A water feature in the garden attracts dragonflies and waterfowl The garden will connect into the existing trail system and educate visitors on the importance of Florida native landscaping

Event Description:

The Palm Beach County Sports Commission is partnering with Palm Beach Atlantic University (PBA) and the National Collegiate Athletic Association (NCAA) to host the 2021 NCAA Division II Men’s Golf Championship on May 17-21, 2021 at PGA National Resort & Spa’s Champion Course. Twenty (20) teams comprised of five (5) golfers each and 8 individuals not on those teams will compete at the NCAA DII Men’s Golf Championship. The national championship is projected to attract 108 total players, 132 school representatives (coaches, athletic director, trainer, sports information, etc.), 21 NCAA reps/officials, and 324 spectators. The Championship will be held Sunday through Saturday and will consist of a 54 hole competition, which will declare the individual champion, followed by a cut to the top eight (8) teams. The top eight (8) teams will be placed into a bracket and seeded based on 54-hole scores. The pairings for the quarterfinals will be Seed #1 vs. Seed #8, Seed #2 vs. Seed #7, Seed #3 vs. Seed #6 and Seed #4 vs. Seed #5 competing in medal/match play (stroke play over 18 holes and low score wins a point).

Each team match will consist of five (5) points with one (1) point being awarded for each individual match. Winning teams will advance to the semifinals and subsequently the finals. Each individual match will be played to its completion and the first team to win three points within the team match will advance, or in the case of the final match be declared the national champion.
