NEW BUSINESS – DISCUSSION ITEMS

A. RECOMMENDATION FOR APPROVAL PGA TOUR CONTRACT FOR ONE YEAR IN THE AMOUNT OF $1.3M* - Isami Ayala Collazo

Ayala Collazo

Presented the agreement stating that negotiations took place over several months and requesting a recommendation to take the $1.3 M agreement to the BCC.

Bronstien

Questioned the need to spend $1.3M when it is obvious where the tournament is taking place. What are we getting for this amount of money?

Fleming

Explained that PGA is redesigning the tournament experience and adding more VIP options. The Bear Trap and the 18th hole will no longer be two-story structures, but at

ground level, providing better viewing for those with suites. The Bear Trap will also have VIP suites added to it.

Linley

Explained how these suites are used by the Sports Commission to bring potential event owners to the County. We entertain them and can impress upon them the level of service they will receive if they bring their event to Palm Beach County.

Hostettler

What is the benefit report for the incremental amount?

Dufresne

He expressed appreciation for the event but suggested that the funding amount should be reduced. He explained that if the board approves the contract as it currently stands, it will send the wrong message to other events, encouraging them to request similar amounts. The county is going through the Tourism Master Plan, and we need to consider our future needs for building new facilities, as this money may not be available for those purposes.

Nothing is stopping PGA or broadcasters from using “in the Palm Beaches” or referring to where the tournament is located. They do this anyway.

He expressed concern that this wasn’t brought to the board sooner and that last year when the agreement was passed everyone expressed the desire to have more time and options, feeling then that the dollar amount was not worth the ROI.

Requested the PGA Tour Executive Director to provide various package options with different amounts.

Bronstein

Agreed and questioned what additional benefits we were receiving for the additional $100,000 over last year’s contribution of $1.2M.

Mostad

Also, propose a recommendation for a 6-month review of contracts. Agreed with what was being said and added that we want to support this event and recognize its value to the County but also would like to see a presentation next year that includes tiered options that will provide something other than all or none.

Motion for a recommendation for approval of PGA Tour Contract for One-Year in the Amount of $1.3M was made by Jim Bronstien and seconded by Joseph Fisher. Motion carried 6-1-0 with Don Dufresne opposed and Commissioner Christina Lamber and Deputy Vice Mayor Rob Long absent.

B. DISCOVER THE PALM BEACHES

1. MOTION TO APPROVE REMAINING 2-Year $1M EUDEMONIA CONTRACT* – Milton Segarra

Kelly Cavers and Erika Constantine went to the Eudemonia presentation.

Thompson

I attended this event for a couple of days to this event and it was an amazing experience.

Hostetler

Asked for confirmation that, though the event is required by contract to grow over the next two years, our commitment of $500,000 per year does not increase.

Segarra That is correct.

Thompson

Pointed out that according to the contract, the company cannot take the event or a similar event to either Broward or Miami. This means we have that market for this event.

Motion to approve Remaining 2-Year $1M Eudemonia Contract was approved by Don Dufresne and seconded by Jim Mostad. Motion carried 7-0 with Commissioner Christina Lambert and Deputy Vice Mayor Rob Long absent.

2. Update – Milton Segarra

1. Update – George Linley

Linley

The Sports Commission hosted 213 events in FY2024, representing more than 44 different types of events. In 2019, we held approximately 179 events, which decreased to 112 during the COVID era. Now, in 2024, we have reached 213 events across a variety of sports. These events attracted 1,415,982 sports-related attendees, making up 71% of total visitors. This resulted in 338,317 room nights, meaning that one out of every four room

nights related to sports in 2024 was generated by a new event hosted by our Sports Commission. The data shows 256,369 room nights in 2019 and 222,363 room nights in 2020. With a 32% growth rate between 2019 through 2024.

Two of our main sports events, the Winter Equestrian Festival and MLB Spring Training, generated a significant number of room nights. Specifically, the Winter Equestrian Festival alone accounted for 75,733 room nights, while MLB Spring Training contributed an additional 38,311 room nights, although this figure is not included in the overall data. In total, the number of room nights for FY2024 reached 452,361.

Additionally, 20 sports events were nationally televised, there were 54 site visits to local facilities, and 113 bids were submitted in the pursuit of securing regional, national, and international sports events.

The Sports Tourism Impacts data indicates $83,124,486 in hotel revenue and $4,987,469 in Bed Tax. The Sports Commission’s event portfolio generated a $329,762,300 economic impact for The Palm Beaches.

The Sports Events & Tourism Association (ETA) State of the Industry report identified the top ten states in terms of economic impact generated by sports tourism, with Florida ranking first. Palm Beach County significantly contributed to Florida’s top ranking in sports tourism. Additionally, the Sports Business Journal recognized The Palm Beaches as a Top 5 sports destination. Sports ETA selected us as a finalist for “Sports Commission of the Year.” Furthermore, we experienced a record-setting year for sports tourism in 2024.

Cultural tourism ads were placed across digital, print, out-ofhome (OOH), radio, CTV, and social media platforms, targeting potential travelers and arts lovers from the Gen Z, Millennial, Gen X, and Baby Boomer demographics, as noted in the Council’s FY25 Cultural Tourism Marketing Plan.

OOH placement highlights in December included a multi-panel digital billboard on the Brill Building located at Broadway and 49th Street in New York City, and 10 simultaneous digital displays in the security checkpoint area of Terminal A at Newark Liberty International Airport (EWR). Both placements ran for four weeks (December 2-29, 2024) for less than $50,000 total and featured modified versions of our awardwinning tourism video. Print highlights included insertions (with advertorials) in the December issues of magazines Conde Nast Traveler and Garden & Gun, and a co-op ad in The New York Times on December 15. The co-op ad featured exhibitions at The Society of the Four Arts and the Henry Morrison Flagler Museum and appeared in the broadsheet’s Arts & Leisure section as part of a “Best of Culture” series.

After launching in mid-November, the Council’s “Go Beyond Basel” sub-campaign ended on December 15. The Council’s advertising agency of record, Push, will be reporting on the entire campaign’s results in January.

Work continued in December towards the launch of the Palm Beach County Black Cultural Heritage Trail. The website (palmbeachculture.com/bcht) had a soft launch in late December and a feature article written by researcher and educator, Brian Knowles, debuted the Trail to readers of the Council’s art&culture Winter issue. Cultural partners located on the Trail will receive guidelines to promote the Trail and a printed rack card will be distributed to community partners and Visitors

Push was tasked with obtaining information on potential insertions, based on target market and airline suggestions from PBIA. Conversations with the Sports Commission and DTPB to bring back the Ultimate Weeks of Sport in February prompted the Council to proceed with an update and reprint of its Arts Guide for Sports Fans brochure in early 2025. The Council also spoke with DTPB’s PR team about participating in upcoming media FAM tours being hosted in The Palm Beaches this spring.

The Council continued to be an active partner in the NeuroArts Collaborative, alongside Palm Health Foundation, FAU Stiles-Nicholson Brain Institute, the Max Plank Florida Institute for Neuroscience, and DTPB, engaging in activities and meetings with the most recent having taken place at the Norton Museum of Art on December 11. The collaborative is embarking on an effort to integrate science and the arts to help people reach their full health potential in South Florida, becoming the “Brain Coast” of the state. January Activity Report 2025

Sports Tourism Event Report & Forecast

January 1-31, 2025

The Palm Beach County Sports Commission’s event portfolio for the month of January will create a dynamic tourism impact to kick off 2025. The month of January is filled with a variety of new national events taking place in The Palm Beaches for the first time. January’s room night generation for Palm Beach County’s hotel and lodging sector is expected to greatly outpace room nights created during this month in 2024.

The Palm Beach County Sports Commission will host 21 different sports event properties during January, representing 12 different sports (BMX, Cheerleading, Croquet, Equestrian Showjumping, Golf, Gymnastics, Ice Hockey, Lacrosse, Pickleball, Soccer, Tennis, and Trap & Skeet) Nearly half of those events are new events that have been recruited to The Palm Beaches through the bid process.

The collection of events in January is projected to generate 46,333 room nights, which would be nearly a 25% increase in room night compared to the room night actuals for January of 2024. The sports related room night generation would result in a projected $13,760,901 in hotel and lodging revenue and $825,654 in bed tax revenue.

The Winter Equestrian, which is home to the most prestigious series of showjumping events taking place in the United States, will create the most overnight stays for sports events during the month of January. However, new events such as the USA BMX Sunshine State Nationals & World Qualifier in addition to the USA Shooting 2025 Shotgun Spring Selection are catalysts in creating the largest sports tourism boom potentially ever seen in January. Ice Hockey is also moving the needle in January with four (4) events expected to create over 6,000 room nights. Additionally, our Sports Commission has been working diligently to position The Palm Beaches as a training destination for Major League Soccer (MLS) clubs. Three (3) MLS teams will be training at The North County District Park in addition to the U.S. Soccer U20 Men’s National Team Training Camp.

Federation Internationale de Football Association (FIFA) –World Cup - Team Base Camp

The Palm Beach County Sports Commission has been working diligently to bring the Federation Internationale de Football Association (FIFA) World Cup to The Palm Beaches through being selected as an official Team Base Camp. A Team Base Camp acts as a home away from home for teams participating in the World Cup, working as a main place for teams to train and prepare for games primarily during the group stage matches. Team Base Camps have a minimum duration of 22 days with a possible period of more than 40 days.

FIFA recently unveiled the second edition of the Team Base Camp brochure, providing an updated list of potential training sites and for FIFA World Cup 26™ teams. FIFA revealed 26 new sites, bringing the total to 49 potential Team Base Camps, highlighting the significant footprint of this comprehensive event. Further Team Base Camp options will be added throughout 2025, ahead of the historic 2026 FIFA World Cup in the Americas.

After the Sports Commission organized several site visits with FIFA and made numerous presentations along with the submission of a proposal, FIFA qualified The Gardens North County District Park, which is located in Palm Beach Gardens. The Gardens North County District Park encompasses 82 acres of land with 10 lighted FIFA – specified natural grass fields. This is a momentous occasion for our Sports Commission and Palm Beach County is now approved to host a Team Base Camp for the 2026 FIFA World Cup and the 2025 FIFA Club World Cup.

The updated brochure includes 26 new destinations throughout the United States. In addition to Palm Beach County, the new list of Team Base Camp site includes Orlando, Tampa, Colorado Springs, St. Louis, Houston, Kansas City, Cincinnati, San Antonio, Columbus, Greensboro, Tucson - as well as in Pachuca in Mexico.

The 48 participating teams will submit final selections following the Final Draw for the FIFA World Cup 26. The draw, anticipated to be staged in December 2025, will reveal the geographic zones in which teams will play their group matches, further guiding their decisions regarding their respective Team Base Camp locations.

Below is a recap of sports development efforts that have taken place during FY25.

Attached is a comprehensive list of the site visits that have been conducted in FY 25, and below is a breakdown of site visits conducted over the past month:

This was the second Hydrodrags event to take place in Palm Beach County with nearly double the number of riders and spectators from its previously hosted event. Riders were paired together and launched off a floating dock racing each other down a drag course of 600ft to the finish line. Over 80% of participants, families and supporters are expected to have traveled into Palm Beach County from outside the local area.

Spartan Palm Beach Sprint Weekend:

The Palm Beach County Sports Commission is partnering with Spartan Race, Inc. to host the Palm Beaches Spartan Sprint Weekend, on March 29 - 30, 2025, at Burt Aaronson South County Regional Park in Boca Raton. The Palm Beach County Sports Commission submitted a successful bid to relocate this Spartan Sprint Race to The Palm Beaches in 2019 and beyond. The event title was rebranded for The Palm Beaches The South Florida Spartan Sprint had previously been held in Miami since 2017.

This event will feature Spartan’s signature “Sprint” style race, which encompasses a distance of 3+ miles and approximately 25 obstacles. Obstacles will include fire jumps, tall walls, monkey bars, rope climbs, and more. Due to the flat nature of the course, there will be many back-to-back obstacles to account for the lack of elevation changes for the racers.

Racers have the option to enter one of three different divisions. For the most competitive racers, there is the Elite division, which is held first thing in the morning. Racers can also compete by age group (1417, 18-24, 25-29, 30-39, 40-49, or 50+), or they can simply enter the open division for more recreational/novice racers.

As with all Spartan events around the world, the Spartan Palm Beach Sprint Weekend will feature a youth race, for those ages 4-13 years old, where they are put to the test against age-appropriate obstacles and race distances. While some parents will compete while their kids are racing, many attend as spectators and cheer on the youth.

About Spartan Race:

Spartan Race, founded in 2010 and headquartered in Massachusetts, is the world’s largest obstacle race and endurance brand. The Spartan lifestyle encompasses race events, training and nutrition programs, and a global community of millions that band together to overcome obstacles on and off the course. More than 5 million people have crossed the finish line together at Spartan races across the globe. Spartan events focus on sport and athleticism, pushing the bodies and minds of competitors to the limit

across miles of unforgiving terrain while they conquer signature obstacles such as the Spear Throw, Bucket Brigade, and Barbed Wire Crawl.

In addition to the “Sprint” race, Spartan offers two additional types of races. The “Super” race features 8+ miles and 25+ obstacles, while the “Beast” features 12+ miles and 30+ obstacles. While the “Super” and the “Beast” attract a higher caliber and more competitive athlete, there is significantly less tourism impact, due to the limited number of novice/recreational racers. However, with the Spartan “Trifecta” (special award to those racers completing all three races in one season), the “Sprint” race still attracts a large number of high caliber and very competitive racers.
