Jergensen Bed Tax Collection – For the month of October 2020 collected in November 2020 was at $2M compared to the same month in 2019 at $3.3M with a (40%) decrease. Budget FY21 at $2M, was equal to Actuals when were 1% higher than prior month. October Tax Exempt rental receipts of $1.5M, were down (27%) from prior October.

FYTD’21 Collections were at $4M, lower than last fiscal year’s $5.5M by (28%) reflecting the FYQ1 slow recovery from COVID-19. Fiscal Year To Date collections at $4M are pacing $1.1M ahead of the $2.9M Budget or 38% ahead of Budget.

The Rooms sold for October were 242,218 or (30%) lower than the previous year.

Rooms available for October at 553,009, 3.3% higher than last year. Hotel Rooms Active in the County 17,839 exceeded our March 2020 peak of 17,602.

Occupancy for October 2020 was 43.8%, down (32%) over Prior Year. Occupancy for October 2019 was 64.6%. Occupancy October CYTD was 45.8%, down (36%) over prior year. Average daily rate for October was at $132.63, 5.7% lower than previous year, CYTD up 1.9%. The Revenue/Available Room for October was at $58.04 lower by (36%), CYTD decrease (35%).

Hotel Room Net sales FY21 Year over Year-October decreased (34%) at $30.7M. Nonhotel room sales FY21 Year over Year October decreased (7%) at $6.8M. Hotel Room Net Sales FY21 decreased by (29%) at $56.4M. Non-Hotel Room Sales FY21 increased by 16% at $12.4M. FYTD 2021 Taxable Revenues Fiscal Year decreased (24%) at $68.8M. Romelus Asked about Airbnb collections.

Baker Suggested we invite Ann Gannon to an upcoming meeting for a report on this.

Jergensen Airport activities for the month of October 2020, 190,762 passengers (59%) lower than the same October 2019 and total estimated seat capacity was down (47%) lower than last year with 315,536 seats. PBI Passengers from 12 month rolling average went down (42%) to 3,920,290 over last year.

Leisure & Hospitality Employment for October of 70,300 decreased (19%) over the same month in 2019. Accommodations Employment down (53%) at 5,200 employees. F&B was down (18%) at 46,400 employees. Arts & Entertainment employment down (4%) at

18,700 employees. Total Palm Beach County Private Employment (excl Government & Hospitality) was 462,900 down (4.4%) year over year.

B.

PBI UPDATE – LAURA BEEBE

Beebe Passenger demand has stayed stagnant with airport travel down 59%. We do expect an increase in travel over the holiday season. We have issued and RFP to secure a thirdparty vendor to begin providing COVID-19 testing services as a convenience for passengers, there will be a fee for this service.

The lounge on Concourse B has reopened and several airlines are testing new routes in upcoming weeks.

We are deploying air purifiers to the TSA checkpoints in order to improve airport safety.

C.

CHECKPOINT #8 OCTOBER COLLECTED NOVEMBER*

Jergensen Collections for October were $1,996,505 which puts us on target to an increase of 2% over what was projected for the year. Hotel occupancy remains month over month at about 45% below normal occupancy rates pre-coved.

Mostad Could list the 2019 revenues along side the 2021 revenues to compare the difference more easily?

Jergensen Yes, I will do that in the next report.

Mostad We are working on attracting group business by creating plans which include social distancing, mask requirements, sanitation stands, etc.

Mayers We are looking at the bigger picture of Q4 believing it will take that long before people will begin to plan for long range travel.

Mostad We are currently seeing very little from the drive market. Our visitors are mostly from New York and the Northeast. Many of them are looking for extended stays from January – March.

Jergensen We noticed this change and stopped our messaging in Atlanta and Jacksonville and began spreading our message in New England and New York. We are emphasizing the health and safety of our destination.

Mostad We are seeing an uptick in bookings for 2022 – 2024.

Anderson The convention center is seeing the same thing, with bookings for 2022 – 2024.

Baker Our messaging includes the notice that masks are mandatory, so people coming here know they will be required to wear them.

Romelus With the continuation of the virus can we allow for three (3) meetings to held remotely?

Coffman Unfortunately, no, quorum must be held in person per State statute. Only the Governor can waive this requirement. You could hold informational meetings remotely, but we would need in person quorum meetings for any voting requirements.

Jergensen I will try to rethink how and when we conduct meetings to try to allow for fewer in person meetings.

TDC Finance Committee Appointment of Jeff Mayers- Motion to Approve

GBAC Status – Total County*

Cavers Gave a presentation on the GBAC and stated that we were the first in the Country to receive accreditation for an airport, convention center, and hotels.

D.

ERM 1. Two Minute Update- Deb Drum

Drum Work on the 2.4-mile Juno Beach renourishment project has begun this project should take about two months to complete. We have sunk 55 new artificial reefs and we worked with Palm Beach State College to sink a student created statue to be sunk, we would like to work with local artists to create new and interesting sculptures to enhance our reefs.

The West Palm Beach Fishing Club has donated 40 deep water reef darts.

The Acreage Pines Community Park is reopening with new facilities including an observation tower.

Romelus I think that we have the third largest reef in the world next to Australia and Key West.

Julie Bishop confirmed this.

Linley Sports recovery is beginning. We lost 32 events over the last eight months. In December we will be hosting the Boca Raton Bowl, a Florida state cycling time trial, and a U.S. kids golf tournament.

Anderson Last week we were host to a video production of a Master Class. Turning Point will be with us next week. Later in the year we will host two art shows, a basketball tournament, and I am in conversation with a Vangogh immersive video experience.

We are investing in ways to make meetings hybrid events, with some attendees streaming meetings from remote locations.

We have booked a large Duty-Free show for a three-year run beginning in 2021.

Lawrence Mosaic concludes this month and will relaunch in May. Typically, this time of year we travel to New York to meet with travel writers, this year we are conducting meetings virtually.

Elderd Palm Beach TV is now in every room of the Breakers Hotel.

Our Facebook watch parties continue and have a reach of 353,000.

Student Showcase of Films has kicked off.

This report demonstrates trends relative to owned visitor digital footprint, advertising impressions, social media engagement, and booked room nights for the Month of December. We continue to be negatively affected by the COVID-19 crisis, particularly, with the recent increase in cases.

November Hotel Performance 









Total room inventory is 3.6% higher than last year, at 17,871. The White Elephant opened adding 32 rooms. The Palm Beaches ranks 3rd in room inventory growth in Florida. However, the Boca Resort and PGA National both have rooms temporarily offline due to renovation. Removing these rooms shrunk room inventory by 1.9% to 16,934 rooms. Two calculations for occupancy have been provided for context.

The number of room nights sold in was 237,000, selling 5,000 more than October due to 1 day less in the month.  The Palm Beaches has 4.1% share of room nights sold in Florida, higher than 4.0% in 2019 and 3.9% from last month Occupancy ended the month at 44.2% and 46.6 adjusted for offline rooms.  The Palm Beaches ranks 9th or 7th if adjusted for offline rooms The average daily rate (ADR) was $144 decreasing 14% from 2019.  Luxury commands less of a premium while other sectors are discounting more since reopening. Luxury properties increased rate by 29% while rates at upscale properties were down 24%.

RevPAR was $64 down, ranking 3rd, down 49%

HIGHLIGHTS ADVERTISING In December, the Council wrapped up the MOSAIC campaign and prepared for the resumption of general cultural tourism efforts in January – with updated copy, imagery, and targeting considerations in mind.

FLAGLER AWARDS The Cultural Council recently received a 2020 bronze Flagler Award for its 2019 MOSAIC campaign. This annual statewide competition, hosted by VISIT FLORIDA, recognizes outstanding Florida tourism marketing.

Virtual Deskside Meetings & Mailer The Council worked with its PR firm to secure virtual desksides with national travel & arts media in December, replacing its annual event in New York due to the pandemic. Aligning with its “Restart with the Arts” movement and growth/recovery for the sector, the Council’s president & CEO and communications manager used the Zoom meetings to highlight the destination, COVID-19’s impact on the sector, and major upcoming cultural events. Our Sports Commission worked diligently to bring sports events back to life during this fall/winter. Safety protocols were developed for each of the 29 events that took place in Q1.

Blueline Hockey hosted ice hockey events in October & November at Palm Beach Skate Zone & Palm Beach Ice Works.

These events attracted 120 teams and over 3,000 participants while creating over 1,700 total room nights.

The PGA TOUR Champions returned with its TimberTech Championship, which took place in October on the Old Course at Broken Sound Club in Boca Raton.

The event was played without spectators and was televised live on the Golf Channel for all 54 holes over 3 days.

The Men’s Senior Baseball League (MSBL) Fall Classic represents the first national tournament to take place in Palm Beach County, since the onset of Covid-19.

The MSBL Fall Classic took place at FITTEAM Ballpark of the Palm Beaches & Roger Dean Chevrolet Stadium over a 2-week span (November 7 -21).

Over 60 teams consisting of 800 athletes traveled from 9 states and created over 3,200 hotel room nights.

PALM BEACH COUNTY SPORTS COMMISSON Fiscal Year 21, Quarter 1, Event Report The Palm Beach County Sports Commission’s event portfolio for FY 21, Quarter 1 (October 1, 2020 – December 31, 2020) consists of 29 active events, creating a projected 27,494 room nights. Unfortunately, 33 booked events have canceled or relocated to another destination, due to the COVID-19 pandemic. The loss of these 33 events eliminated 42,912 booked room nights.

The Sports Commission continues to work its event organizers in developing safety protocols and procedures, which will allow sports events to be hosted in a responsible manner. This effort is allowing for the careful recovery of sports events and tourism products.

2020 REFLECTIONS TO CELEBRATE THE NEW YEAR While 2020 may be synonymous with the pandemic that shook the world to its core, the entertainment production industry led the charge and set an example for safety, health and accountability measures while getting back to business. In the midst of new protocols and constant adjustments, some things never changed, including the Palm Beach County production community’s dedication to world-class service and the attention to detail that comes along with a skillset in production planning.

COVID Safety on Set

Production trends in 2020 shone an even brighter light on The Palm Beaches’ eco-tourism assets than ever before. From the Everglades to the Atlantic Ocean, wide open natural areas created a safe space for commercials and photoshoots, while marine life superstars like sea turtles, sharks and goliath groupers drew television and documentary Sea Turtle in Boca Raton work in abundance from networks like BBC, National Geographic and Discovery Channel. Local filmmakers used the April – May lockdown as an opportunity to get their ideas on paper, writing independent features and short films and with nearly a dozen in production by the Fall. TONY ROBBINS WRAPS AT G-STAR Iconic American author, motivational speaker, and philanthropist Tony Robbins met the obstacles of the 2020 pandemic with his unshakeable attitude, finding a way to reach his fans from the safety of their homes through a series Tony Robbins in 360 of virtual Unleash The Power Within events. With record-breaking attendance of over 22,500 guests from 143 countries, the 360-degree virtual set up was hosted at G-Star Studios in Palm Springs. The 20,000 square foot state-ofthe-art complex is home to the largest motion picture soundstage in Florida. “It was an honor to host such a positive figure in the industry, along with the groundbreaking immersive technology accommodated by our studio space,” said Greg Hauptner, Founder and CEO. GOLDEN ANNIVERSARY FOR PBS Public Broadcasting Service (PBS) went on air 50 years ago and was born out of a groundbreaking idea that Americans deserve a noncommercial television service whose sole mission is to educate and inspire. In the five decades since, it has bridged social and cultural gaps with its innovative programming. The network is comprised of 330 member stations, reaching more than 120 million viewers on TV screens and 26 million online. In 2015, two Florida stations WPBT and WXEL merged to form South Florida PBS, serving the entire south Florida area from Key West to the Sebastian Inlet. South Florida PBS is firmly planted in the community with an audience of more than 6 million viewers and more than 226 hours of locally produced programming, including On the Town in the Palm Beaches, Travels and Traditions with Burt Wolf and Art Adventures of The Palm Beaches.

FOCUS ON FILM HIDDEN WILD IN PBC Palm Beach County Environmental Resources Management (ERM) in partnership with Discover The Palm Beaches, teamed up with Day’s Edge Productions to create Hidden Wild, a 30 -minute film to following a 7-day, 70-mile eco-expedition undertaken by local teens and led by conservation photographer Alex Freeze through the more than 160,000 acres of connected wilderness in the Palm Beaches. “This film is an asset to help market The Palm Beaches as Florida’s premier tourism destination utilizing our natural areas and other wild spaces as the backdrop. It will also connect residents and local youth with the amazing nature in their own backyard. 31ST ANNUAL JEWISH FILM FEST The 31st edition of the Donald M. Ephraim Palm Beach Jewish Film Festival, hosted by the Mandel JCC of The Palm Beaches, kicks off with a private dinner reception on Saturday, January 23 before opening to the public Sunday, January 24 through Thursday, April 1. Event organizers say moviegoers can expect an extended festival line-up with more Q&A discussions and member benefits. Up to 30 movies, ranging from the comedic to the dramatic, will be featured over the course of 10 weeks. These films from all around the world touch on the Jewish experience, educating viewers on the religion’s culture, history, and tradition. All films must have been produced in 2018 or later and cannot have screened in Palm Beach County beforehand. Tickets go on sale January 6. In the meantime, the Mandel JCC continues to host a monthly film speaker series featuring industry leaders in Jewish cinema.

EMMY WIN FOR DOCK & DINE Dock & Dine, the fun-filled show that highlights the best restaurants accessible by boat, was a winner at the 2020 Suncoast Regional Emmy® Awards.

Dock & Dine is produced locally by West Palm Beach-based Ko-Mar Productions and hosted by celebrity chef Jason Pereira. “It’s a thrill to be recognized with an Emmy for this very unique show. FAITH-BASED FEATURE WRAPS IN PBC American Prom, a faithbased feature recently filmed in southern Palm Beach County, brings spirituality into the center of a modern day coming-of-age story. Cast and crew entered a “production bubble” in order to keep the set safe during filming. Made by veteran local filmmakers Dominic Giannetti and Emmanuel Mondesir of family-friendly studio Positive Motion Pictures, American Prom is the studio’s second feature film in 2020, along with two television series. The studio has been focusing on projects for kids and teens, all filmed in Palm Beach County. “The story deals with faith, race and relationships, and is a very powerful message that needs to be told,” said Giannetti. CLUB CAPTURES DART DEPLOYMENT The West Palm Beach Fishing Club, in partnership with Palm Beach County Environmental Resources Management Team, has been protecting South Florida's waterways one artificial reef at a time. The Reef Dart program is a reef building effort using repurposed concrete utility poles and culverts that might otherwise end up in area landfills. For four years the club has been installing artificial reefs in hopes of restoring the eco-system. The most recent deployment was captured in a short video, as produced by local company AA Video, highlighting the deployment of 40 Reef Darts in 500’ of water offshore Palm Beach Inlet. This also created the deepest intentionally placed artificial reef in Florida. The program is filling the need to develop a costeffective program that repurposes readily available material into valuable fish habitat thereby reducing pressure on natural reefs.

2021: THE YEAR OF GIVING Award-winning independent filmmakers Rick and Maggie Pamplin began production on their next feature film 2021: The Year of Giving (Or How We Tried to Save the World for $10,000) - on January 1. The documentary explores their efforts for one year as they give away $25 a day in donations and micro-loans to make a better world.

“A few years ago, we began giving micro-loans to artists and small businesses throughout the world, helping people in desperate situations survive, become self-supporting and successful,” said producer Maggie Pamplin. “We then started developing a movie about how a single $25 investment could literally change the world,” said writer-director Rick Pamplin. “In one year, we want to do as much good as possible, document it on film and inspire others to step forward and do the same.” Partnering with Pamplin Film Company is 10-time Telly Award-winning Think Visual Group. FOCUS ON FILM FLASHBACK FEATURE: EMPIRE OF THE ANTS Released in 1977, Empire of the Ants is a science-fiction horror film starring Robert Lansing and Joan Collins in her first role. The story follows land developers attempting to sell beachfront paradise on undeveloped swamp land, which quickly becomes nightmarish when a toxic spill turns harmless ants into gigantic monsters. Filmed in PBC’s natural areas, in Juno Beach, and in the western community sugar fields, the film has garnered cult classic status over the decades since its release. LOCATION SPOTLIGHT PBC CONVENTION CENTER Since 2004, the Palm Beach County Convention Center has been welcoming people from all over the world to experience the modern 350,000 square foot facility, including Entrance from garage productions of all shapes and sizes.

The largest student film competition and awards show in Florida will present over $20,000 in cash and prizes to student filmmakers, writers, graphic design and digital media artists. Production Activity Report For November 2020 Variance Explanations Percentage change variances of ± 10% in performance statistics are typically explained in this section.

However, due to the widespread impact of the COVID-19 pandemic on the entertainment production industry, this page will serve as an overall update on data collection and reporting measures across multiple categories.

During the month of November 2020, the number of daily COVID-19 cases in Florida continued to increase after a marked decline in September. Cases had reached between 4,000-5,000 per day by the end of October, then doubled to 8,000-10,000 by the end of November. However, other states in the country experienced more notable increases than Florida, so national media coverage surrounding the increase did not focus on our state as much as previous months. Production activity experienced a steady increase in both October and November 2020. Specific to November, Total Permits Issued surpassed last year (34 for November 2020 vs 29 for November 2019), as well as Leads (24 vs. 19).

Notable productions in November included a high-impact commercial for TaylorMade golf products, as well as television series like ABC’s American Idol, Nat Geo Wild’s When Sharks Attack and Shark Gangs, and Investigation Discovery’s Body Cam. Several independent features also began production, including Payton’s Caper, Starry Nights, and The Conservatory.

Background Context (March –September 2020): Following a rapid increase in confirmed COVID-19 cases and public awareness in the United States in mid-March, a massive social distancing effort effectively shut down production sets across the country. Many of the locations that fall under the FTC’s One-Stop Permitting process closed to public access amidst Governor DeSantis’ Stay At Home order, which went into effect March 26, 2020. As businesses were urged to begin working remotely from home whenever possible, studio projects and on-location productions alike were either postponed or cancelled in the interest of prioritizing public health. The Stay At Home order was not lifted in Palm Beach County until May 11, at which point Phase One of Governor DeSantis’ reopening plan was enacted. While the FTC’s services have continued uninterrupted and permit requests have been accepted and reviewed on a case-by-case basis, State of Florida Executive Orders made on-location production all but impossible during half of March, the entire month of April, and half of May 2020.

During the months of June and July 2020, the number of COVID-19 cases in Florida increased over eight-fold, from 56,830 on June 1 to 470,386 on July 31. While the production industry set an example for safety, health and accountability measures while getting back to business with guidelines from DGA, SAG-AFTRA, IATSE, Teamsters, Film Florida and many others, the surge in Florida cases was widely covered on national media outlets, making it difficult to attract out-of-state production and slowing the intake of new leads. During the months of August and September 2020, COVID-19 cases in Florida decreased significantly, from 15,300 in one day on the record peak on July 12 to 738 on September 28. The public perception and national media coverage surrounding Florida visitation

improved, giving filmmakers and producers considering Palm Beach County for on-location work more confidence for the safety of their casts and crews.

Prior to the outbreak, production in Palm Beach County was experiencing an increase year-over-year.

The total number of permits issued from January 1-March 15, 2020 (just before the shutdown) was 85, compared to 71 for January 1-March 15, 2019, a 19% increase.

The year-to-date production data through November 2020 correlates with nationwide trends in production business impacts, as well as the experiences reported amongst Film Commissions throughout the State of Florida who have cited a slight increase in production in the months of AugustNovember, following the postponements and cancellations that plagued June and July (due to the surge in Florida COVID cases)1. FilmLA released a report on the 2nd quarter of the year (April 2020-June 2020) which indicated they had received 34% of the usual permit applications (a decrease of 66%)2. A study released by The Brookings Institution, a nonprofit public policy organization, measured the impacts of COVID-19 on the creative economy and estimated a 30% loss in creative industry occupations nationwide3.

In order to report data as accurately as possible and reflect the full-scale effect on our Palm Beach County production community, the FTC continues to make contact with each entity included in the monthly Production Companies & Support Services section (via an industry-wide survey) for estimated percentage adjustments to their average monthly production days, employees, freelancers, hotel room nights and production revenue. As a result of these data collection efforts, percentage change variances of ± 10% are as follows: • • • • • •

Production Revenue: 33% decrease Hotel Room Nights: 40% decrease Production Days*: 19% decrease Total Productions: 19% decrease Lead Conversions: 16% decrease Website Unique Visitors: 22% decrease

*Production Days includes reports of pre-production and post-production work that take place remotely within our local production community.

The FTC continues production community outreach to provide support and collect information regarding the long-term effects of the COVID-19 pandemic on the industry as a whole. The FTC will continue to monitor reports coming from other film commissions across the state and country to compare business impacts and trends in data accrual.

December 2020 Project Status Report Department of Environmental Resources Management Loxahatchee Slough Commissioner Tour: ERM staff had the pleasure of exploring Loxahatchee Slough Natural Area with Commissioner Maria G. Marino. Staff were able to share with the Commissioner both the joys and challenges of managing public lands like Loxahatchee Slough, which is Palm Beach County’s largest natural area at almost 13,000 acres. Palm Beach County’s Natural Area program is a testament to how well restoration can protect historic native habitats and biological diversity while encouraging passive activities, such as hiking, catch-and-release fishing, wildlife viewing, and photography.

DREDGED SAND PLACEMENT AT JUNO BEACH

Southern Blvd. Bridge Reef Deployment: In early December, 740 tons of reused concrete material from the demolition of the Southern Blvd. Bridge was placed just south of the bridge to create an artificial reef. This deployment adds to the 5,000 tons of clean concrete placed in the same area in 2018 when the main span of the bridge was demolished. This material would have otherwise been taken to a landfill. The 2.5 acre placement site is an old dredge hole where sand was taken to create upland housing lots. As a result, the area was 20 to 30 ft. deep and devoid of resources and marine life. The project was made possible through an agreement with the Florida Department of Transportation (FDOT) and Palm Beach County that allows for all demolition material generated from bridge replacements in the County to be donated as artificial reef material.

COMMISSIONER TOUR

North County Comprehensive Shore Protection Project – Segment 3: Active dredging commenced on December 23rd and continues 24/7. Approximately 75,000 cubic yards of sand have been placed within the nourishment template, which extends 1 mile north to 1.4 miles south of the Juno Beach Pier. The total fill volume estimate is approximately 1 million cubic yards.

Tarpon Cove Construction Status: In partnership with the Town of Palm Beach, contractors are placing sand in the location of the proposed mangrove island near Granada and Valencia roads. Ongoing activity includes daily placement and stockpiling of sand. Work occurs only during daytime hours, and this placement is scheduled to continue through summer 2021.

Tarpon Cove Award Recognition: Tarpon Cove Restoration won the 2020 Project Excellence Award in the Small Project Category from the Coasts, Oceans, Ports, and Rivers Institute (COPRI) of the American Society of Civil Engineers (ASCE), the country's oldest national engineering society. The project, a partnership between Florida Inland Navigation District, Taylor Engineering, and Palm Beach County, was recognized for demonstrating both design and construction excellence by maximizing re-use of dredged material for environmentally beneficial habitat creation. Oyster Monitoring at Tarpon Cove: FWC oyster researchers have begun including Tarpon Cove in their monitoring of the Lake Worth Lagoon. They observed a mean live oyster density of over 2,147 oysters per square meter. These oysters are hypothesized to be the pioneers at the site, making it natural to see larger recruitment numbers initially. Monitoring of oysters at Tarpon Cove will continue and ERM looks forward to gaining a better understanding of their recruitment and use of newly restored habitats.

Manatee Stranding: On December 16th, ERM was contacted by the Florida Fish and Wildlife Conservation Commission (FWC) for assistance in a live manatee stranding just south of Manatee Lagoon in Riviera Beach. The manatee was found floating on one side with potential internal injuries. The injured manatee was safely captured and placed on an FWC rescue boat by a team of ten responders, which included members from Palm Beach Sheriff’s Office, Riviera Beach Police Department, West Palm Beach Police Department, and ERM. The manatee, estimated to weigh about 1200 pounds was then taken to the rehabilitation unit of the Miami Seaquarium to receive proper care and prepare for a successful release back into the wild.
