3
Stated that he will invite Ann Gannon to the February meeting to discuss bed tax collections, non-hotel collections, and upcoming projections. He stated that non-hotel collections are up 18% from historic numbers. Shoaf Asked how the equestrian business is doing this season. Dufresne Reported that most of the bed taxes that come from the equestrian industry are from competitors and not spectators. The competitors have not backed out of the season and in fact because the Olympics were postponed there are more competitors here this season trying to qualify for the Olympics. It will be a strong year for equestrian. Polo is also running a full schedule. Asked for assistance with easing venue restrictions in place due to the COVID virus. Sachs Commented that sports and outdoor activities are very important right now and that Palm Beach County is uniquely positioned to attract people and events to engage in safe outdoor fun. She is very supportive of these activities and will be happy to assist where possible with permitting issues. Romelus Asked that municipalities be included in these permitting discussions so that efforts can be coordinated. B.
PBI UPDATE – LAURA BEEBE
Beebe Airport traffic is down 65% compared to 2019. December numbers are similar to November. Recovery will be slow, but airport staff are working on plans for the future. Sachs Asked about incentives for JetBlue to provide non-stop service to Los Angeles. Beebe Explained that JetBlue is testing this service. It is difficult since overall travel is down and originally JetBlue was going to try daily service but pulled back to twice weekly due to the overall lack of travelers. 4
Southwest is also testing non-stop service to L.A. Helix Urgent Care has been chosen to provide testing services at the airport. C.
CHECKPOINT #9 DECEMBER COLLECTED DECEMBER 2020*
Jergensen The month of November was down 43.5% over 2019 and 44.1% from 2020. At this point we thought a recovery would begin; this is not happening yet. We are going to have to recalculate the budget and tighten our belts some more moving forward. D.
MOTION TO APPROVE PROPOSED 2021 RE-BUDGET & 2022 REVENUES
Jergensen The next few months will be down more than previously projected. The virus is still here, and season is being heavily impacted. We had budgeted a collection of $45,394,120 but it is believed that only $37,065,630 will actually be collected in 2021 or 18% below the projected number. Mostad Agrees and expressed the need to recalculate now, explaining that both the Boca Raton Resort and PGA National have taken a combined 1,000 rooms plus off the market for renovations. Group business has been cancelled across the board and the small amount of leisure travel we are receiving will not be enough to sustain season. Sachs Asked about grant money available. Jergensen Explained that there was CARES ACT money which we received for tourism marketing. Both the Cultural Council and Discover were able to tap into this. The Sports Commission was awarded PPE money and the new rules on future PPE funding will be open to Discover for application. Thompson Commented that the next step is to work with the agencies to find savings and asked that personnel be a last resort.
5
Jergensen Stated that we always try to save people and that the agencies have done a good job of not filling vacant positions. Also, the lack of travel across the board has brought about some savings in marketing. We have also saved in stimulus marketing funds since it does not make sense to market overseas right now. December through April will be tough, we planned for occupancy to be around 70% when actually, it will be in the high 50s – low 60s. When looking at 2022, we will plan for 20% recovery. We will work with Administration and the Budget office to try and hold back our projections as long as possible so that we can have a better understanding on what collections will actually be for 2021. We will also have to take a hard look at the 1st and 4th pennies. We will hold back on R & R and any expansions and construction are off the table for the foreseeable future. Motion to approve The Proposed 2021 Re-Budget & 2022 Revenues is made by Commissioner Kelly Shoaf and seconded by Jim Bronstien. Motion carries 7-0 with seat 5 vacant and Jeffrey Mayers absent. 6.
NEW BUSINESS – DISCUSSION ITEMS A.
ERM 1. Two Minute Update- Deb Drum
Drum Juno Beach project is underway just north of the Juno Beach Pier, you can see photos on the ERM website and Deb Drum is happy to give anyone a tour of the site if they are interested. ERM will be hosting a pop-up paddle event on January 26, a run and walk event in April, the Sandspur Ultra took place at Jupiter Ridge, and manatee season is underway. Dufrense Asked if room nights are tracked for these events. Drum Will work with George Linley on how best to do this. B.
SPORTS COMMISSION 1. Two Minute Update- George Linley
Linley

October 1 – December 31, the Sports Commission hosted 29 events which amounted to approximately 28,000 room nights. Last year during the same timeframe Sports hosted 50 events which generated over 60,000 room nights. But, events are coming back and more are made for TV events which have far reaching audiences. Several amateur events are coming up along with PGA events. The Boca Bowl was very successful and the Winter Equestrian Festival is underway. In January eleven events are scheduled. The Lou Groza award went virtual and we worked with a media partner to air this event. C.
CONVENTION CENTER 1. Spectra Venue Management a. Two Minute Update- Dave Anderson
Anderson The convention center just wrapped up the PCMA conference. Which was a hybrid event taking place in several locations around the globe and live streamed virtually. Twentytwo events have been hosted since August and several more are upcoming, including Florida Fashion Focus, the Home Show, and the Jewelry and Antique Show. Sachs Asked how we compare to other convention center sites. Anderson Explained that we are fortunate and doing much better than most convention centers where business has completely dried up. Romelus Asked about Tech events. Anderson Explained that they haven’t had any tech events yet, but that the convention center is upgrading safety and broadband with the plan to begin booking tech events. Sachs Tech industries are leaving California and we are trying to attract that business. 2.
Spectra Hospitality a. Two Minute Update- Vincent McPhail
McPhail
7
The loss of staff has made in-house preparation and provision of food & beverage to events difficult, but early on we began, with the help of Kelly Shoaf, to work with small and minority vendors to provide these services. The result is that we can now provide unique dining experiences to our event providers by bringing a taste of Palm Beach County into our center. D.
DISCOVER 1. Two Minute Update- Jorge Pesquera
Kelly Cavers gave a presentation on the PCMA event which is the largest events business organization in the world. This event was a huge success and watched from around the world. Nick Parks gave a presentation on recent CARES ACT spending. Discover received $1.8 million dollars in November to be spent in December to push marketing out to targeted areas. Promotions were targeted primarily in New York and New Jersey, but also took place in Boston, Washington DC/Baltimore, and Philadelphia markets. This funding allows Discover to save on stimulus funding which can be used later in the year. E.
CULTURAL COUNCIL 1. Two Minute Update- Dave Lawrence
Lawrence Cultural organizations in Palm Beach County have experienced a loss of $48 million dollars between March and August due to the pandemic. Cultural organizations and events pre-pandemic provided $633 million in economic impact to Palm Beach County. Organizations are beginning to open; the Cultural Council gallery has reopened and is featuring Karibu a celebration of black artists in Palm Beach County. The Palm Beach Opera will be performing outside at the South Florida Fair Grounds beginning in February. Dave Lawrence recognized Judith Mitchell for her many years of service as Executive Director of the Kravis Center. Ms. Mitchell recently retired this post. Sachs Suggested recognizing Ms. Mitchell at an upcoming commission meeting. F.
FILM & TV 1. Two Minute Update- Chuck Elderd
8
The Palm Beaches TV supports all partner agencies by promoting our venues, arts, culture, and sports in hotel rooms and online. Recently, we have hosted Facebook watch parties which have a reach of 18,000 and are produced in-house. Film permitting is picking up again and Palm Beach County is host to a variety of film shoots including music videos, television production and industry filming. 7.
BOARD COMMENTS Commissioner Shoaf Spoke with Mayor James and he is interested in discussing the potential of pedestrian bridge over Okeechobee Blvd. which would link the convention center to Rosemary Square.
8.
PUBLIC COMMENTS Kisner When promoting Palm Beach County, a focus should be made to include minority travelers. African American travelers spent over $60 million dollars in 2019.

HIGHLIGHTS CULTURAL CONCIERGE PROGRAM •
For PCMA Convening Leaders 2021, the Cultural Concierge program provided support before, during and after the event: The Council engaged artist Gregory Dirr to create a custom live art installation during the PCMACL in the pre-event space. Using only upcycled materials, he produced a sculpture called Repurposed Biosphere. The mixed-media work reflected Palm Beach County’s commitment to reducing waste at meetings, while showcasing destination’s lush tropical foliage and bringing the availability of local cultural talent to planners’ attention. ▪ Tradeshow Sunglasses welcomed arriving guests to the Convention Center and Guides to Cultural Event Venues and Cultural Destination Guides were shared. ▪ A newly completed digital map of cultural sites and public art in downtown West Palm Beach was debuted as a poster during PCMACL 21. The map is available digitally to interested tourism stakeholders. On behalf of DTPB, the Concierge program solicited a proposal from Old School Square to showcase event facilities, host a luncheon, and provide an outdoor arts experience to future guests. Served on the education committee of FRLA, helping to populate a website and reviewing the online auction for its virtual event, Eat In for Education, January 20 and 21, 2021. Sports Event Recovery Moments January 2021 The Palm Beach County Sports Commission (PBCSC) is actively working with event rights holders to carefully bring their sports properties back to life in a post COVID-19 era. The month of January entailed several major victories for the recovery of sports events and tourism. Our Sports Commission is working closely with event owners in developing safety protocols and procedures that allow for a safe return to play. The below spotlights a few of the “wins” for sports tourism that took place in January.
Delray Beach Open, January 4-13, 2021 The Palm Beach County Sports Commission once again partnered with Match Point Inc. to support the Delray Beach Open by VITACOST.com, which occurred at the Delray Beach Tennis Center on January 4-13, 2021. The Delray Beach Open joins the Miami Open as the only ATP Tour events that take place in Florida. Due to the COVID-19 pandemic impacts on global travel with the ATP Tour, the Delray Beach Open changed its original date of February 12 – 21 to January 4 – 13. This dramatic schedule shift created challenges, but ultimately guaranteed that Palm Beach County’s professional tennis event would take place. In the midst of the COVID-19 pandemic, Match Point Inc. made significant changes to ensure that the Delray Beach Open would happen safely and responsibly. Most notably, attendance was restricted to 1,640, which represents 20% of stadium capacity (8,200 seats) at the Delray Beach Tennis Center. The main draw for this ATP Tour event featured 28 players in singles competition and 16 teams in doubles competition. The ATP Champions Tour, which features legends of the game, took place during the first three (3) days of the Delray Beach Open. Each year, the Delray Beach Open not only brings a strong economic impact through visiting spectators, but also puts The Palm Beaches in front of a world-wide television audience. The event was televised live to viewers across the globe with the Tennis Channel's broadcast being shown in over 150 nations. The Delray Beach Open was broadcasted live for 41 hours with a viewership of 1.4 million households nationwide.
Winter Equestrian Festival, January 6 – April 4, 2021 The Palm Beach County Sports Commission is partnering with Equestrian Sport Productions (ESP) to support the Winter Equestrian Festival, which is not only the largest annual sporting event in Palm Beach County, but it is also the longest-running equestrian event in the world, attracting both national and international athletes. The Winter Equestrian Festival is taking place at the Palm Beach International Equestrian Center in Wellington from January 6 – April 4. In 2020, the 12-week Winter Equestrian Festival was cut short by two weeks due to the COVID-19 pandemic; however, the 2021 show will feature an additional week of competition. Each year, the Winter Equestrian Festival brings a gigantic economic impact to The Palm Beaches by generating over $150 million in economic impact and nearly 100,000 room nights. Equestrian sports have led the way in terms of sports event recovery in The Palm Beaches. Social distancing naturally occurs within equestrian competitions, allowing for showjumping events to return efficiently and safely. Equestrian Sports Productions has worked with the United States Equestrian Federation, the national governing body of equestrian sport, to develop safety protocols to combat the spread of COVID-19. This effort has not only allowed one of Palm Beach County’s largest sports tourism events to return, but has been adopted by the entire equestrian sports industry. The Winter Equestrian Festival is not permitting spectators in 2021; however, participation has increased by 15%. The event hosts 6,800+ horses and 5,000 riders from all 50 U.S states and over 30 nations. Participants will compete in Hunters, Jumpers and Dressage classifications with prize money exceeding $9 million. Each week is considered an individual horse show, with more than 10,000 visitors (exhibitors, horse owners, trainers, riders, & support personnel) in attendance within 18 competition rings throughout the state-of-the-art equestrian show complex. Participation has increased due to the enhanced safety protocols implemented by Equestrian Sports Productions. Florida presents a more favorable environment compared to northeast destinations that are operating showjumping events at the same time. The Winter Equestrian Festival is offering more than 55 unique divisions of competition and is holding Olympic Qualifying events during its 3-months of competition. Wellington is currently a place where many of the world’s top equestrian teams and athletes are vying for a spot in the Tokyo Olympic Games.
Junior Honda Classic, January 2-3, 2021 The Palm Beach County Sports Commission (PBCSC) supported the Junior Honda Classic, which took place at PGA National Resort & Spa from January 2-3, 2021. The Junior Honda Classic represents a triumph for sports event recovery in The Palm Beaches. The Junior Honda Classic is an amateur golf tournament that featured both a boys and girls division, competing in a variety of age groups, that ranged from 8u to 18u. Even with the COVID-19 pandemic of 2021, the event fielded 287 golfers and generated over 300 room nights. The Junior Honda Classic presented a 36-hole competition on the Champion Course at PGA National Resort & Spa for the high school age groups. The younger age groups competed in both a 36-hole and 18hole event on the Palmer & Fazio Courses at PGA National Resort & Spa. The Junior Honda Classic belongs to the IMG Junior Golf Tour, which hosts over 20 tournaments annually. The event demonstrated best practices in mask wearing and social distancing. Golf is one of the sports leading the way for sports event recovery in a post COVID-19 world. Game Day USA Junior All-American Games, January 15-17, 2021 The Palm Beach County Sports Commission worked aggressively to ensure that one of its event clients, Game Day USA, would be able to host its event in The Palm Beaches on January 15-17. Game Day USA had awarded Palm Beach County its All-American Games. The event was initially scheduled for Ballpark of the Palm Beaches and was expected to attract over 400 youth baseball players from across the nation. The event typically generates over 1,000 room nights, pre COVID-19. This invite-only baseball property features a skill competition and games. Due to COVID-19, the event was cancelled at Ballpark of the Palm Beaches and left without a home. The Palm Beach County Sports Commission worked with Game Day USA on significant modifications and restrictions, in an effort to host the event in Palm Beach County. After the event was modified, our Sports Commission worked diligently to find and eventually secure baseball diamonds at Roger Dean Chevrolet Stadium and Jupiter Community Park. The event was capped at 200 players, but it did not lose continuity. Hosting the event saved Game Day USA’s presence in Palm Beach County and the event owner pledged to return in 2022. Game Day USA represents a huge victory for the Palm Beach County Sports Commission!
Eye of the Hurricane The Palm Beach County Sports Commission won the bid to host the inaugural “Eye of the Hurricane”, which is a US Lacrosse sanctioned event for boys’ lacrosse teams (ages 10-13). The event was expected to field 80 teams from across the nation and was set to take place at The Gardens North County District Park in Palm Beach Gardens. Unfortunately, the event had to be relocated, due to COVID-19. Upon learning that the event could not occur in The Palm Beaches because of the pandemic, our Sports Commission immediately began reaching out to partner destinations across Florida. Through the work of our Sports Commission, the event was ultimately relocated to Halpatiokee Regional Park in Stuart. Although this venue is located in Martin County, our team provided great operational support. The Sports Commission owns 80 lacrosse goals, which were delivered and set-up at Halpatiokee Regional Park by the Sports Commission’s staff. The Sports Commission also provided logistical support and procured in-kind partnerships on behalf of the event owner. This effort reinforced our commitment to the event rights holder and ensured the “Eye of the Hurricane” will take place in Palm Beach County during January of 2022. Furthermore, Palm Beach County hotels received 352 hotel room nights from this event, even though it was relocated to Martin County.
Impact of Televised Sports Events in The Palm Beaches
The Palm Beach County Sports Commission supported three events that delivered nationally televised broadcasts, creating extensive media impressions for The Palm Beaches .
The TimberTech Championship (PGA TOUR Champions) took place in Boca Raton from October 26 - November 1 and received 17.5 hours of live television coverage on the Golf Channel.
The TimberTech Championship’s viewership on the Golf Channel exceeded 3.3 million households.
The 7th edition of the Boca Raton Bowl took place at FAU Stadium in Boca Raton on December 22. The game was televised live on ESPN during primetime coverage at 7pm.
The Boca Raton Bowl’s viewership on ESPN surpassed 1.5 million households.

The Delray Beach Open’s viewership on the Tennis Channel reached 1.4 million households.
National Television Viewership for the three events (golf, football, & tennis) = 6.2 million households.
18 “Destination Commercials” aired on the Golf Channel, ESPN, & Tennis Channel during these events

Subject: Lou Groza Virtual Celebration _____________________________________________________________________________________ Below is a summary of marketing and earned media success surrounding the Lou Groza Collegiate PlaceKicker Award, which is the national college football award established by our Sports Commission. Since the marketing and media efforts for the award began in July with the release of the preseason watchlist and culminated with a live presentation of the award on ESPN last week, the Lou Groza Award has received extensive media coverage for our destination. Sports-Development Sports Development Executive Summary In FY 21, the Palm Beach County Sports Commission (PBCSC) is deploying an aggressive sales and sports development effort to grow the number of sports tourisms generating events taking place in The Palm Beaches. The PBCSC continues to cultivate relationships with event owners, as well as identify, solicit, secure and retain sports events to grow room night actualization. Below is a recap of sports development efforts that have taken place during the month of January in FY 21.
Event Bids & Development A primary mechanism for event solicitation is through the Event Bid and Development process. To recognize potential bid opportunities, the PBCSC will be at the forefront of the industry and engage with event owners. Bid submission is a highly effective tool to recruit sporting events. Attached is a comprehensive list of the bids that have been submitted in FY 21, and below is a breakdown of the development efforts over the past month:

Event Site Visits When trying to bring events to Palm Beach County, engaging event rights holders to conduct a site visit or familiarization tour is one of the most beneficial event development strategies. Site visits allow for an event owner to explore potential sports venues while experiencing Palm Beach County’s tourism assets, such as hotels, restaurants, and attractions. Attached is a comprehensive list of the site visits that have been conducted in FY 21, and below is a breakdown of site visits conducted over the past month:
MGO Events & ISHA – WBSC Baseball of Americas Qualification – FITTEAM Ballpark of the Palm Beaches International Slow Pitch Softball – ISPS Florida Championship – Burt Aaronson South County Regional Park, Ballpark of the Palm Beaches, Okeeheelee Park & Seminole Palms Park Washington Spirit (NWSL Team) – Washington Spirit Preseason Training – Palm Beach Atlantic University’s Rinker Athletic Complex, The Gardens North County District Park & PGA National Resort & Spa
Major Bid & Development Projects Baseball Americas Qualifier for the XXXII Olympiad The Palm Beach County Sports Commission is working on a bid to bring Florida its first Olympic Qualifying event for the sport of baseball by hosting the Baseball Americas Qualifier for the Games of the XXXII Olympiad. The Palm Beach County Sports Commission and the Treasure Coast Sports Commission would join forces to host the Baseball Americas Qualifier for the Games of the XXXII Olympiad at Ballpark of the Palm Beaches in West Palm Beach and Clover Park in Port St. Lucie. This Olympic Qualifier would feature 8 national teams competing in 16 games over a 6-day span, from June 5-10, 2021. The Baseball Americas Qualifier for the XXXII Olympiad would be the only Olympic Qualifier for the sport of baseball taking place in the United States. The participating national teams include: United States, Cuba, Dominican Republic, Venezuela, Puerto Rico, Canada, Nicaragua, and Colombia. The qualifier’s conquering nation will gain a berth into the 2021 Olympic Games in Tokyo, Japan. The runner-up and third place National Teams will compete in the Final Olympic Qualifier taking place in Taiwan. Washington Spirit Preaseaon Training The Palm Beach County Sports Commission and the Palm Beach Film Comission are working on a development effort to bring the Washington Spirit, a professional Women’s Soccer team from Washington D.C. that competes in the National Women’s Soccer League (NWSL), to Palm Beach County for preseason training at Palm Beach Atlantic University’s Rinker Athletic Complex. The Washington Spirit will bring approximately 40 players, coaches, trainers, and technical staff to Palm Beach County from March 1st to 21st, 2021 to train as well as take part in scrimmages with colleges and other professional women’s teams. The Sports Commission and Washington Spirit are striving for this to be a longterm relationship where the Spirit return annually. Elite Tournaments Major Soccer Event The Palm Beach County Sports Commission is working with Elite Tournaments, a major multi-sport event company based in Baltimore, MD, to hopefully bring a large soccer tournament for June of 2022. The event would feature over 500 boys and girls youth soccer teams from across the nation, and would utlize over 30 soccer pitches over the three (3) day event. With the size of the event, we are working with the Interantional Polo Club to provide all 30+ fields in one location. This event would bring in over 10,000 participants.

HORSES JUMPING ACROSS SCREENS EVERYWHERE The season of ponies with pomp and circumstance has descended upon Wellington, located in the heart of The Palm Beaches. The Winter Equestrian Festival (WEF) has once again returned to the Palm Beach International Equestrian Center (PBIEC). The 2021 edition brings an expanded schedule of equestrian events through Sunday, April 4. Not only is WEF the largest annual sporting event in Palm Beach County, but it is also the longest-running equestrian event in the world, attracting both national and international athletes. Because of the pandemic, many events in Europe were cancelled. With the rescheduling of the 2020 Tokyo Olympics, many international countries will use WEF as their Olympic selection trials. Equestrian Sport Productions (ESP) is offering fully produced live streams for Saturday Night Lights, grand prix classes, and other major events free of charge for people watching from home. ESP President Michael Stone shared, “We are going to work with Olympic and World Equestrian Games announcer Steven Wilde to make it a full presentation with interviews and more to make the live stream fun and interesting to watch.” Wellington Equestrian Partners and the Village of Wellington will also co-sponsor equestrian events to broadcast on Channel 18 on Comcast and Channel 99 on AT&T. Due to health and safety concerns surrounding the pandemic, spectators and general public are not allowed at PBIEC, but ESP looks forward to welcoming the community and equestrian fans back in 2022. For more, visit pbiec.coth.com.
SHARKS AND RAYS ON DISPLAY
TAYLORMADE FOR PERFECTION
South Florida PBS’ Changing Seas goes beneath the surface with ocean explorers as they uncover new information that could lead to scientific breakthroughs, shedding light on how human activities are threatening ocean resources. An upcoming episode that recently wrapped filming in The Palm Beaches follows local scientists working with anglers to tag coastal sharks and manta rays. These scientists have discovered that the coast of Palm Beach County is a potential nursery for manta rays, and over ¼ of the rays are affected by fishing lines. Working together with anglers to design a conversation campaign, signs have recently been put up at Juno Beach Pier and Lake Worth Beach Pier advising what to do when a manta ray is caught by fishing lines. The series is a great example of how entertainment can make a difference. See more at changingseas.tv. Juno Beach Pier
Seeking an “anywhere USA” idyllic suburban backdrop, TaylorMade golf products found the perfect setting in the picturesque Abacoa neighborhood in Jupiter for their latest ad campaign. Showcasing their highly anticipated SIM2 driver, the commercial features golf legends like Tiger Woods and Rory McIlroy along with hobbyists practicing their sport at dawn, in the rain and in the heat with the #BeyondDriven slogan. Abacoa’s colorful sunrises and white picket fences get a cameo in the national commercial airing as the 2021 PGA Tour kicks off. While the company is based out of California, TaylorMade finds itself on Florida’s shores for commercial productions when seeking golf’s top talent (many of which are PBC residents), ideal weather conditions, and some of the best courses in the world in Florida's Golf Capital®. FOCUS ON FILM PLASTI-POCALYPSE
NEW YEAR, NEW PETS
Coming off a recent win at the 44th Annual Suncoast Regional Emmy Awards for WLRN’s Troubled Waters: A Turtle’s Tale, documentary filmmaker Rory Fielding is in production on a new project titled Plasti-Pocalypse. In collaboration with the Gumbo Limbo Nature Center (GLNC) in Boca Raton, the documentary focuses on plastic pollution and its effects on our oceans, animals and humans. “It wasn’t easy filming endangered sea turtles for Troubled Waters, now I’m crazy enough to try it again! These projects wouldn’t be possible without the help of local experts like those at the GLNC, and it’s an honor to showcase the important work that they do,” said Rory. Plasti-Pocalypse is set for distribution on South Florida PBS. See more at roryfieldingfilms.com.
As the clock struck midnight on New Year’s Eve, Stephanie Redding of Royal Palm Beach signed adoption papers at Loxahatchee’s Big Dog Ranch Rescue, becoming the first person in Palm Beach County to adopt a pet in the new year. The adoption event got a big boost when local resident and reporter Randi Kaye broadcast live from the shelter three times during CNN’s New Year’s Eve Live event, which was hosted by anchor Anderson Cooper and Bravo network host/producer Andy Cohen. The fun-filled furry event was part of a collaboration between CNN and Big Dog Ranch Rescue, the largest no-kill shelter in the country. Globally, CNN International is the most widely distributed news channel, reaching over 402 million Randi Kaye with pup Gatsby households. See more at bdrr.org.
ANTICIPATING THE HONDA CLASSIC The Honda Classic is coming back to The Palm Beaches for a re-imagined event that’ll once again welcome spectators to the PGA National Resort & Spa in Palm Beach Gardens from March 15-21, But first, NBC’s Golf Channel relived the excitement from last year when Sungjae Im won in thrilling fashion during a recent repeat broadcast. Millions of golf enthusiasts tuned in for 2020’s live televised coverage and more than 200,000 fans were in attendance, breaking the attendance barrier for the fifth consecutive year, just before the pandemic hit. This year’s attendance will be limited, which means TV ratings are expected to be much higher than previous years. Kenneth Kennerly, Executive Director of the Honda Classic, assured fans that they are doing “everything possible to make sure The Honda Classic will be a great experience.” See more PGA National Resort & Spa at thehondaclassic.com.
INFLUENCER TURNED ADVENTURER A kayak tour along the Wild and Scenic Loxahatchee River led by Jupiter Outdoor Center (JOC) guides was recently captured by Colombian travel influencer Juanes Velez. With about 315,000 followers Kayaking the Loxahatchee on Instagram, Velez blogs regularly from destinations around the world. Velez’s adventure in Riverbend Park in Jupiter included a bicycle trip to Cowpen Lake and his first attempt at stand-up paddle boarding. “Juanes caught on right away. He was amazed at the beauty. He took lots of photos and video,” said JOC’s Candace Buddeimeier. The tour was set up through Brianna Barnebee, senior public relations account executive for VISIT FLORIDA. Juanes also visited other outdoor and wildlife-focused spots in Palm Beach County. “He has a large following and is an up-and-coming travel influencer with audiences in both Mexico and Colombia,” said Brianna. See more about local experiences offered by the JOC at jupiteroutdoorcenter.com.

RIFF RAFF IN RIVERBEND AWARDING FOOTBALL EXCELLENCE The 2020 Lou Groza Award show was held virtually last month and was broadcast nationally by ESPN. More than 11 million college football fans tuned in for the show, generating more than a half-million dollars in national TV publicity and $35M in online and print media value. The annual event, which has become one of the most prestigious college football awards, was established in 1992 by the Palm Beach County Sports Commission and is presented to the nation’s top collegiate place-kicker. The event also celebrates local highschool football programs in Palm Beach County through three distinct awards: the Sam Budnyk Coach of the Year Award; the Palm Beach County PlaceKicker of the Year Award; and the Palm Beach County Player of the Year Award. Hip-hop artist RiFF RAFF got the VIP treatment while filming a music video for his latest hit, Million Dollar Mullet, at Riverbend Park. A South Florida resident, RiFF RAFF was looking On Location in Riverbend Park for the perfect location close to home and found the lush green backdrops of Riverbend fit the bill. The production team was able to permit an isolated section of the expansive park where they could film scenes with dirt bikes, ATVs and even a flame bar, safely distant from parkgoers with PBC Fire Rescue onsite. The Palm Beach County Parks & Recreation Department made it all possible after an initial location request followed by a technical scout, making RiFF RAFF’s million-dollar vision a reality. Speaking of millions, the video currently has over 1.2 million views on YouTube. Watch the full video at youtube.com/watch? v=53Rn1c4dCKg.
SELLING SNACKS TO SHARKS A Boynton Beach couple pitched their business idea for a special snack to ABC’s panel of TV sharks. Jennifer and Michael Gallagher are the co-founders of His and Her Bar, a unique product billed as “the world’s first aphrodisiac bar.” The snack-bar-with-a-twist, made with chocolate, dates, and a variety of nuts, contains maca root. The Gallaghers explained that maca is a “Peruvian natural Viagra,” and introduced their tasty invention on Shark Tank. The episode aired last month, reaching millions of viewers during prime-time television. The couple admits their snack does not provide “instant gratification,” but believes it’s a “healthy lifestyle product that boosts libido naturally.” Prior to becoming entrepreneurs, Michael served as a Palm Beach County firefighter and Jennifer worked as an advertising sales and marketing professional. FOCUS ON FILM FLASHBACK FEATURE: CADDYSHACK Caddyshack, released in July 1980, was filmed throughout South Florida, including Palm Beach County. Starring iconic comedians Chevy Chase, Bill Murray, Rodney Dangerfield and Ted Knight, the film follows an ambitious caddie (Michael O'Keefe) who seeks to gain the favor of a stodgy judge (Knight) in charge of the caddie scholarship program at the fictitious Bushwood Country Club. With a budget of $6 million, first-time director Harold Ramis along with the talented cast and crew set up shop in South Florida over the course of 11 weeks in the fall of 1979 to hit the links. The Fourth of July dinner party scene took place at the Boca Raton Resort & Club. See more about the cult classic at en.wikipedia.org/wiki/Caddyshack.
LOCATION SPOTLIGHT IMPROVEMENTS IN WEST PALM BEACH The downtown district of West Palm Beach offers exciting new angles now that several improvement projects have been completed. Historic Clematis Street is a very popular Curb-less Clematis Street destination with a mix of international restaurants and retail, and has been transformed to create a more enjoyable walking and biking experience with wider sidewalks and more shade trees. Even the alleys on both sides of the street have been improved with water, sewage and drainage projects that cleaned up the appearance at every turn. The tri-color brick paver roadway that cuts through Rosemary Square feels very French and gives the space a European look, which is a bonus for productions that want the look without Cheats as European the hassle of international travel. Modern updates to the lighting and a reimagined fountain create striking backdrops for fashion photography and scene work that calls for an exciting backdrop. The Kravis Center for Performing Arts has completed improvements in and around the property with a new parking garage, a larger lobby that opens onto the pedestrian-friendly Kravis Center Plaza plaza with a striking red sculpture that is unique and functions as curved outdoor seating. The water fountain was reimagined and offers the sound of flowing water as well as a curved wall. For more information about filming in The Palm Beaches, please visit pbfilm.com.

December 2020 & Year-End Production Activity Report At the end of each calendar year, the film commission staff conducts a comprehensive wrap-up survey which entails extensive outreach. This year’s survey included contacting 146 local production-related companies via email and/or phone. At this point, 108 companies (74%) have responded to the survey. This information is vital in demonstrating the positive impact the entertainment production business has on the local economy, as well as reflecting how Palm Beach County’s production community was affected by the COVID-19 pandemic. Percentage change variances of ± 10% in performance statistics are typically explained in this section. However, due to the widespread impact of the Coronavirus, this page will serve as an overall summary of data collection and trends throughout various stages of the pandemic in 2020.
(October-December 2020) During the month of December 2020, the number of daily COVID-19 cases in Florida continued to increase, following a rising trend beginning in October after a marked decline in September. Cases had reached between 4,000-5,000 per day by the end of October, then doubled to 8,000-10,000 by the end of November, then nearly doubled again to 15,000-17,000 by the end of December. However, due to a general surge in cases throughout the country as a whole, national media coverage did not focus on Florida as much as it had earlier in the pandemic. Production activity experienced a steady increase from October through December 2020. Specific to December, Total Permits Issued surpassed last year (31 for December 2020 vs 20 for December 2019), as well as NonPermitted Productions (22 vs. 18), Leads (23 vs. 19), and Lead Conversions (13 vs. 10). Notable productions in December included a MasterClass with Wayne Gretsky at the PBC Convention Center, a commercial for AmTrust/Troy’s BBQ, South Florida PBS’ TV docuseries Changing Seas, a music video for Nat King Cole Generation Hope, and the web series Planet Bio featuring Joe Namath. Background Context (March –September 2020): Following a rapid increase in confirmed COVID-19 cases and public awareness in the United States in mid-March, a massive social distancing effort effectively shut down production sets across the country. Many of the locations that fall under the FTC’s One-Stop Permitting process closed to public access amidst Governor DeSantis’ Stay At Home order, which went into effect March 26, 2020. As businesses were urged to begin working remotely from home whenever possible, studio projects and on-location productions alike were either postponed or cancelled in the interest of prioritizing public health. The Stay At Home order was not lifted in Palm Beach County until May 11, at which point Phase One of Governor DeSantis’ reopening plan was enacted. While the FTC’s services have continued uninterrupted and permit requests have been accepted and reviewed on a case-by-case basis, State of Florida Executive Orders made on-location production all but impossible during half of March, the entire month of April, and half of May 2020. During the months of June and July 2020, the number of COVID-19 cases in Florida increased by a factor of 15, from a maximum of 1,204 per day in May to 15,300 in July. While the production industry set an example for safety, health and accountability measures while getting back to business with guidelines from DGA, SAG-AFTRA, IATSE, Teamsters, Film Florida and many others, the surge in Florida cases was widely covered on national media outlets, making it difficult to attract out-of-state
4.E.
production and slowing the intake of new leads. During the months of August and September 2020, COVID-19 cases in Florida decreased significantly, from the 15,300 record peak to 738 on September 28. The public perception and national media coverage surrounding Florida visitation improved, giving filmmakers and producers considering Palm Beach County for on-location work more confidence for the safety of their casts and crews. Prior to the outbreak, production in Palm Beach County was experiencing an increase year-over-year. The total number of permits issued from January 1-March 15, 2020 (just before the shutdown) was 85, compared to 71 for January 1-March 15, 2019, a 19% increase. Annual production data through December 2020 correlates with nationwide trends in production business impacts, as well as the experiences reported amongst Film Commissions throughout the State of Florida who have cited an increase in production in the months of August-December, following the postponements and cancellations that plagued June and July (due to the surge in Florida COVID cases)1. A study released by The Brookings Institution, a nonprofit public policy organization, measured the impacts of COVID-19 on the creative economy and estimated a 30% loss in creative industry occupations nationwide2. While this correlates with Palm Beach County’s industry data (with an estimated decrease of 28% in revenue for the year), production in Florida does seem to be recovering more readily than in other states plagued by continued shutdowns. FilmLA (Los Angeles) released their 3rd quarter report for July 2020-September 2020 which indicated production had declined by 54.5% year-over-year3. As a result of the data collected through Permitted Productions, Non-Permitted Productions, and the FTC’s comprehensive year-end wrap up survey to the local production community, percentage change variances of ± 10% are as follows:
Production Revenue: 28% decrease Hotel Room Nights: 49% decrease Production Days*: 22% decrease Total Productions: 15% decrease Lead Conversions: 12% decrease Website Unique Visitors**: 21% decrease
*Production Days includes reports of pre-production and post-production work that take place remotely within our local production community. **While website traffic has experienced a decrease year-over-year due to a reduction in lead and permit inquiries during the lockdown period, traffic via social media has experienced a notable increase of 59%. This increase is attributed to The Palm Beaches TV Facebook Watch Party, targeted marketing upon the state reopening, and engagement with local production stories.
The FTC continues production community outreach to provide support and collect information regarding the long-term effects of the COVID-19 pandemic on the industry as a whole moving into 2021.

January 2021 Project Status Report Department of Environmental Resources Management Commissioner Tour: ERM staff accompanied Commissioner Maria G. Marino to inspect the ongoing restoration work in Juno Beach. The Commissioner and her staff were able to get a first-hand look at the amount of work that goes into keeping Palm Beach County Beaches wide and healthy. These multipurpose projects provide storm protection, recreational space, and coastal habitat.
COMMISSIONER TOUR
DREDGED SAND PLACEMENT AT JUNO BEACH
North County Comprehensive Shore Protection Project – Segment 3: Work continues on the Segment 3 nourishment. To date approximately 750,000 cubic yards of material has been placed within the project area. Fill activities north of the Juno pier have been completed. For project updates, visit https://discover.pbcgov.org/erm/CoastalReports/JunoBeach.aspx.
SHAPING THE BEACH
Delray Beach Artificial Reef Deployment: This month, new concrete reef balls were deployed in 65 ft. of water approximately 0.5 miles offshore near Delray Beach. This deployment was a collaboration between ERM, Kenny Chesney’s No Shoes Reef Foundation, Coastal Conservation Association Florida, Sandoway Discovery Center, Reef Ball Foundation, and Global SubDive who all helped to donate and pay for the deployment. The material was placed in one of Palm Beach County’s permitted artificial reef sites and is the first deployment at this location.

Manatee Season: January marks the halfway point for manatee season in Palm Beach County. Law enforcement agencies who partner with ERM as part of our manatee protection plan have completed almost 600 on-water hours enforcing local manatee protection speed zones, monitoring regulatory signs, and educating boaters about manatee and boater safety issues. Officers have thus far provided almost 700 educational contacts, which are an essential component of manatee conservation in Palm Beach County. Prescribed Fire: Over the past few weeks, ERM staff members completed burns at Winding Waters, Loxahatchee Slough, and Cypress Creek Natural Areas to showcase the benefits of prescribed fire. Staff also conducted and recorded a prescribed burn at Pine Glades Natural Area as a virtual field trip for the Palm Beach County School District middle school program. As we enter into the “dry season”, ERM is focusing prescribed fire efforts on areas with natural fire breaks, such as wetlands.
Million Orchid Project: Pine Jog Environmental Education Center has placed hundreds of orchids on Palm Beach County Natural Areas as part of the Fairchild Million Orchid Project. The project aims to reintroduce 1 million native orchids to South Florida by conducting transplanting projects in natural and urban areas and selling labgrown native orchids to the public to plant in their own backyards.
SPIRANTHES LONGILABRIS
WIREGRASS MEADOW
In addition, ERM is now partnering with Pine Jog in a new way. Staff from Pine Jog will collect long-lipped ladies’tresses (Spiranthes longilabris) seedpods from Pine Glades Natural Area this winter and attempt to cultivate the plants in the laboratory. Orchid seeds are miniscule and a single seedpod may contain anywhere from 1,500 to several million seeds, so only a few seed pods need to be collected.

Spartan Palm Beach Sprint Weekend: The Palm Beach County Sports Commission is partnering with Spartan Race, Inc. to host the Palm Beaches Spartan Sprint Weekend, on April 24-25, 2021, at Burt Aaronson South County Regional Park in Boca Raton. The Palm Beach County Sports Commission submitted a successful bid to relocate this Spartan Sprint Race to The Palm Beaches in 2019 and beyond. The event title was rebranded for The Palm Beaches. The South Florida Spartan Sprint had previously been held in Miami since 2017. This event will feature Spartan’s signature “Sprint” style race, which encompasses a distance of 3+ miles and approximately 25 obstacles. Obstacles will include fire jumps, tall walls, monkey bars, rope climbs, and more. Due to the flat nature of the course, there will be many back-to-back obstacles to account for the lack of elevation changes for the racers. Racers have the option to enter one of three different divisions. For the most competitive racers, there is the Elite division, which is held first thing in the morning. Racers can also compete by age group (1417, 18-24, 25-29, 30-39, 40-49, or 50+), or they can simply enter the open division for more recreational/novice racers. As with all Spartan events around the world, the Spartan Palm Beach Sprint Weekend will feature a youth race, for those ages 4-13 years old, where they are put to the test against age-appropriate obstacles and race distances. While some parents will compete while their kids are racing, many attend as spectators and cheer on the youth. Projected Event Schedule: Saturday, April 24: 7:30am – Elite Men 7:45am – Elite Women 8:00am – 8:30am – Age Group Start Times 8:45am – 12:00pm – Morning Start Times 9:00am – Spartan Kids Race Last Heat – TBD Sunday, April 25 7:30am – Elite Men 7:45am – Elite Women 8:00am – 8:30am – Age Group Start Times 8:45am – 12:00pm – Morning Start Times 9:00am – Spartan Kids Race Last Heat – TBD Waves of 50-150 racers will be released every 15 minutes; reduced from 250 due to Covid Safety Protocols About Spartan Race: Spartan Race, founded in 2010 and headquartered in Massachusetts, is the world’s largest obstacle race and endurance brand. The Spartan lifestyle encompasses race events, training and nutrition programs, and a global community of millions that band together to overcome obstacles on and off the course. More than 5 million people have crossed the finish line together at Spartan races across the globe. Spartan events focus on sport and athleticism, pushing the bodies and minds of competitors to the limit

across miles of unforgiving terrain while they conquer signature obstacles such as the Spear Throw, Bucket Brigade, and Barbed Wire Crawl. In addition to the “Sprint” race, Spartan offers two additional types of races. The “Super” race features 8+ miles and 25+ obstacles, while the “Beast” features 12+ miles and 30+ obstacles. While the “Super” and the “Beast” attract a higher caliber and more competitive athlete, there is significantly less tourism impact, due to the limited number of novice/recreational racers. However, with the Spartan “Trifecta” (special award to those racers completing all three races in one season), the “Sprint” race still attracts a large number of high caliber and very competitive racers. PBCSC Responsibilities: • Assist with venue selection and coordination • Assist with housing solutions • Assist with operational and logistical needs, permitting, volunteers, etc. • Assist with marketing & public relation efforts • Provide a grant/event servicing to offset facility rental and operational expense
