Perry

Bed Tax Collection – November 2024 collected in December was $7M compared to the same month last year at $6M, a 13% increase. Actual November was 12% above Budget and 28% above the prior year at $5.5M. Actual November was 12% higher than 2023. Revenue from non-hotels continues to support bed tax collection.

FYTD 2025 Collections, at $16.9M, were 14% higher than the last fiscal year to date, at $14.8M. FYTD collections are 13% above theApproved Budget and 7% higher than 2023 collections.

The Rooms sold for November were 424,445, 9% higher than last year. Rooms available for November at 574,350 are 1% higher than last year. Hotel RoomsActive today in the county at 19,145.

Occupancy for November 2024 was 73.9%, 12% higher than last year. Occupancy for November 2023 was 66%. November 2022 was 70.2%. The average daily rate for November was $240.03, 3% higher than last year, and 22% above 2022. The Revenue/Available Room for November 2024 was $177.31 higher than the prior November 16%.

In November, Hotel Room Net Sales FY25 year over year increased 6% at $97M compared to $92M. Non-hotel room sales FY25 year over year November increased 14% at $21M compared to $19M. Hotel room net sales FYTD 2025 increased 5% from $222M to $211M. Non-hotel Room Sales FYTD 2025 increased 15% at $50M compared to $44M. FYTD 2025 Taxable Revenues Fiscal Year over FY2024 increased 7% at $273M compared to $256. FYTD 2025 Taxable Revenues Fiscal Year over FY2023 increased 4% at $273M compared to $261M

Airport passengers for November 2024 were 723,613, 5% higher than in November 2023, and the Total Estimated Seat Capacity is 2% higher than last November 2023 with 875,456 seats. PBI Passenger 12-month rolling is a 15% increase at 10,314,928 over last year.

Leisure & Hospitality Employment for November, 95,200, increased 3% over the same month last year. Accommodation employment is 1% higher than last year at 11,300 employees. F&B was (3%) lower than last year at 59,700 employees. Arts & Entertainment employment is 20% higher than last year at 24,200 employees.

How much of November should be attributed to President Trump's visiting? Is there a way to measure that?

Perry

Based on the comments from this board in November, the TDC department has begun the process of commissioning an economic impact study. We have reached out to FAU, Palm Beach State College, and Kaiser to collaborate with their economics teams on this study.

We are currently waiting for three additional submissions to be evaluated. Once we receive those, we will be able to complete the report and present the data to the board.

We can't quantify it, but there is a "Trump factor" at play. People come to town for various meetings and events, and in all my years, I've never seen Palm Beach experience such high traffic and a lack of parking. If you need to get somewhere, I suggest allowing at least half an hour, especially given the congestion over the bridges. I believe it is a combination of factors, but without a doubt, That is part of it.

West Palm Beach has been all over international news for the past two months. I just wish we could find a way to measure that and set it aside because there will come a time when we do not have this visibility anymore.

Mostad

Traditionally, over the last 20 years during an election, there has been a lull that kept people reserved, sensitive, and holding back. Corporate America usually remained on the sidelines until the situation was resolved.

However, this year was completely different. It was the opposite of what we have seen in previous years, creating an interesting dynamic.

Segarra

Yes, I would like to add, that there isn't a specific way to measure that business. However, we have observed a couple of key points.

First, we have seen an increase in our report, particularly in Don's section, you will find details about what we have done to maximize the exposure of the destination, especially in front of the media. Additionally, during the same period, we noticed better group bookings at the destination, which were not related to the activities surrounding Trump, along with some positive trends in leisure travel. It is a combination of factors, as Jim mentioned, but the election of President Trump was indeed a contributing factor.

Mostad

Thanksgiving can also have an impact, as it creates another pattern of activity. As a result, you might notice a slight lull in December. This year, Thanksgiving was closer to Christmas than usual. While you may observe a small dip in activity during December, it is not significant. Overall, the trend remains positive.

Hopefully, our Federal Government will send some dollars down to protect him.

Trump's visits have a negative impact on flights. There will be a ground stop every time he arrives or leaves starting fifteen minutes prior to his departure and continuing until he leaves the airplane. Additionally, during his previous presidency, Lantana nearly went out of business due to being located in the no fly zone vicinity. This is an important consideration for us. While commercial airlines will be able to apply for exceptions during this process, I believe that our general aviation operations will be the most affected.

B. CSL TOURISM MASTER PLAN UPDATE - Richard Cutting-Miller, Webex Video Call

Cutting-Miller

At the start of our project, we consulted the steering committee to define success for the Tourism Master Plan, which helped us focus our resources on areas like sports tourism and strategic attraction development, emphasizing county diversity and our strengths. We initiated the steering committee workshop in July, conducted extensive research, and completed a comprehensive report now available on our website.

Stakeholder engagement was critical, with over 200 participants in a series of sessions. That report is also complete and posted. Currently, we are conducting a stakeholder survey and preparing a visitor-to-resident survey to be rolled out later this month We’ve started destination benchmarking by comparing Palm Beach County with competitive and aspirational destinations. Additionally, we’ve completed the branding and marketing assessment, which many will find intriguing due to its significant conclusions.

In December, we not only delivered the branding and marketing report but also the destination assessments for DEIA, produced by Tourism Diversity Matters, and for sustainability, by the Global Sustainable Tourism Council. These three significant documents are vital for the Tourism Master Plan, and I encourage you to review them despite their length.

In March, we plan to deliver the situational analysis, which will summarize key issues and opportunities from the research phases. This will be presented at the visioning workshops to assist in prioritization.

The toughest part of the project will be narrowing down the issues and opportunities that the tourism master plan needs to address. In the spring and summer, we will work on developing strategies to tackle these issues for the county's use.

We recently conducted a familiarization trip across the county, visiting over 80 venues. This allowed us to assess where to focus our efforts and identify venues that may need attention. We scored the venues, with green indicating good condition and yellow

suggesting they are average. While we found several strong assets, a few venues stood out as needing extra care and attention from our research team to address the issues and opportunities identified during the tour.

The second piece of research involved reviewing existing documentation. As I mentioned during my visit months ago, I didn't want to reinvent the wheel but rather utilize the information from municipalities and the county. We reviewed over a hundred documents from various local entities to identify priorities that should inform the tourism master plan.

Using advanced technology, we analyzed thousands of pages of material, leading to a summary of key issues across the 39 municipalities, such as infrastructure, traffic congestion, environmental concerns, recreational spaces, cultural tourism, sustainability, and noise resistance. The good news is that this analysis uncovered common elements to be addressed in the tourism master plan, making it one of the most comprehensive assessments of local needs.

We conducted an analysis of existing tourism research, examining surveys, trends, hotel rates, and stakeholder and resident perspectives. This effort yielded insights about affluent visitors from Miami and Orlando and the importance of educating residents about cultural and entertainment opportunities.

I encourage you to download the report on our website, which details key insights for the elements that are important to the tourism master plan. Unlike typical tourism research used for marketing, we approached this from an experience and destination perspective, providing valuable implications and conclusions.

Additionally, we engaged with over 200 attendees through one-on-one conversations and group sessions across various locations, capturing the essence of the entire county and generating insights related to community engagement and seasonal trends.

We conducted extensive conversations with over 200 stakeholders covering major topics such as infrastructure, transportation, arts and culture, environmental and ecotourism, DEIA, and sports tourism. A detailed report is available on our website for download.

In December, we also delivered a DEI destination assessment by Tourism Diversity Matters, interviewing more than 20 stakeholders in the sector and analyzing data from nearly 50 organizations across Palm Beach County. This research identifies current issues, opportunities for DEIA, and recommendations for enhancing the county as a visitor destination and improving residents' quality of life.

Key findings highlight strengths and challenges in DEIA programming and suggest strategies for developing targeted campaigns for education and professional development. The comprehensive report is about 100 pages long and offers in-depth analysis to inform our tourism master plan moving forward. Additionally, I encourage you to explore the research by the Global Sustainable Tourism Council.

Our partners in sustainability focus on several pillars for Palm Beach County: sustainable management, socio-economic sustainability, cultural sustainability, and environmental sustainability. Palm Beach County performs strongly in at least three of these categories.

The sustainable management criteria showed positive performance, although some improvement is needed in enterprise engagement and sustainability standards. Overall, the performance is good.

For socio-economic sustainability, the county scored well across the board, indicating effective efforts in this area. Cultural sustainability also received a thumbs up, with a score of 2.6 out of 3.0.

While there is good news overall, some aspects, particularly related to species exploitation, animal welfare, water stewardship, emissions, and climate change mitigation, need attention. These issues are common for tourism destinations, as noted in the GSTC report.

The connection between tourism and environmental stewardship is crucial as we move forward with the master plan. A key piece of our recent research is the destination branding, marketing, and messaging assessment delivered in December, which is over 200 pages of valuable insights.

The assessment highlights the strong quality of your branding and marketing efforts through partner agencies like TDC, while also identifying opportunities for enhancement. There are several recommendations concerning brand strategy, specific marketing channels, and budget allocations.

An interesting takeaway is that several destinations have agencies similar to TDC, which should lead to a discussion on creating a cohesive branding strategy that benefits residents and visitors alike. Moreover, we’ve identified some tactical marketing recommendations, including fixing broken website links and improving digital experiences. We will also explore the potential of uniting partner agencies under one umbrella for better collaboration. The connection between tourism and environmental stewardship is crucial as we move forward with the master plan. A key piece of our recent research is the destination branding, marketing, and messaging assessment delivered in December, which is over 200 pages of valuable insights.

We have developed 27 stakeholder surveys as part of the Tourism Master Plan, following 2,200 interviews during our stakeholder engagement. My goal is to dive deeper into sectors like golf, agritourism, and equestrian tourism to identify their needs,

opportunities, and issues. These surveys are available on the Tourism Master Plan web page

I encourage everyone to participate in the surveys, which take less than 10 minutes each. Please share them within your networks, especially among those in golf tourism, so we can gather valuable insights for enhancing our tourism strategy. Thank you.

Let's engage with the equestrian network to gather their input on the opportunities and issues that need addressing. This requires a bit more effort, but we have a survey open throughout January, and I encourage everyone to participate. You played a crucial role in guiding our industry through the challenges of COVID-19, and your efforts have resulted in record-breaking achievements. We would like to present you with a few tokens of appreciation on behalf of everyone at this table and in this room.

I want to express my sincere gratitude for this honor. It has truly been a privilege to chair this commission. I do not feel that I deserve all of this recognition; it is you all who make it possible. I simply keep things running smoothly.

This is the most enjoyable group in the county. While we approach our work seriously, we also have a lot of fun. Everyone here is dedicated to creating a vibrant and entertaining environment. We like to believe that people come to visit family members or for business, but they stay because of our beautiful beaches, entertainment options, hotels, and exceptional hospitality. It is all about the people not the trains, cars, or transportation. It is about you making our community proud to be part of Palm Beach County. It has been an honor and a privilege for me to be part of your mission, and I want to thank you very much.

C. PGA TOUR CONTRACT UPDATE*-Emanuel Perry

I wanted to update everyone on the PGA Tour negotiations. After the November Board meeting, the PGA Tour's legal team requested a few minor adjustments, which we have resolved. The only remaining item is the certificate of insurance. We plan to present the contract to the BCC on February 4th, and everyone is welcome to join.

It was a minor issue, primarily involving the attorneys. There was nothing of substance to discuss; some minor language adjustments included both the PGA Tour and the county. We managed to resolve those matters and come to an agreement.

The changes we discussed were related to the standard clauses that the county requires in contracts as a government agency. They do not pertain to our actual contributions or work

In August 2024, the total number of passengers was 574,952, reflecting an increase of 52,000, which corresponds to a percentage change of 11.4%. This figure surpasses the previous total of 673,568, resulting in a percentage increase of 10.5%. For air carrier operations in August, there was an increase of 2%. General aviation recorded 5,619 operations, indicating a decrease of (3.7%). Total operations reached 9,903, with a minimal increase of 0.2%. Overall, there was a total operation change of 2% due to the decline in general aviation for August 2024.

In September 2024, total passengers decreased to 492,650, representing a percentage increase of 10%. The seat capacity during September was 631,337, resulting in a percentage increase of 21.4%. Air carrier operations stood at 3,954, showing a percentage increase of 20.2%. General aviation had 5,832 operations, indicating a percentage decrease of (8%). Overall total operations reached 9,786, with a percentage increase of 1.6%.

In October, the total number of passengers was 584,083 representing a percentage increase of 2.3%. Air carrier operations during October were 4,372, which reflects a percentage increase of 2.1%. General aviation recorded 8,056 operations, marking a decrease of (0.6%). Total operations in October amounted to 12,428, reflecting a percentage increase of 0.3%.

Looking ahead, we have some exciting upcoming seasonal nonstop flights from PBI. Starting February 13th, Indianapolis will resume service with Allegiant, and Norfolk will begin on February 6th , with Breeze. Southwest will initiate a route to Providence in January, and in February, they will also add Buffalo. In March, there will be new services to Nashville and St. Louis, just in time for spring break and spring training. Additionally, Spirit will commence service to New York LaGuardia in February.

Current seasonal nonstop flights from PBI have already started. Air Canada has resumed its routes to Montreal and Toronto in October. Allegiant started service to Grand Rapids and Cincinnati in November, while American Airlines began its Chicago service in October and added New York LaGuardia in November. Avelo resumed service to Wilmington in November, Breeze started service to Charleston in October, and will begin service to New Haven in December. Delta resumed operations in Minneapolis in November, and Frontier brought back routes to Cincinnati, Cleveland, Chicago, and Trenton in December. JetBlue resumed services to Islip, Buffalo, and LAX beginning in October of the previous year, and Porter has launched a new service to Toronto.

Updates from PBI include American Airlines increasing its Philadelphia service to four times daily during March. JetBlue will increase its service from Isla, New York, to five times weekly in February and daily in March. Although JetBlue reduced some frequencies to Providence from February to April, most days still have twice-daily service. Delta is boosting frequencies to Atlanta in March, with select days seeing service up to twelve times daily. Frontier is adding capacity for Cleveland in March, now operating three times weekly. Philadelphia flights will run twice daily from December through April, and transit will operate daily starting in March.

Allegiant is now expected to operate flights to Asheville up to five times weekly in June. Breeze is adding summer destinations, including Charleston and Norfolk, alongside New Haven and Wilmington, both of which will continue operating twice weekly. Sun Country has adjusted some of its January and February flights, with a brief pause between January 12th and February 13th . Additionally, United has increased its flight frequency for April and May, offering ten flights daily in April and nine flights daily in May.

We are currently working with them to see if they can allow some flights. When Trump is at Mar-a-Lago, there is a temporary flight restriction in place within a five-mile radius of the property. During his stay, the flight school will not be able to operate. However, we are trying to find a solution.

Is Lantana better prepared to handle that situation this time?

Hughes No, they are not.

If we went to the Bahamas or somewhere similar, I would just fly in and out of there. It is all general aviation. I believe the distance is about five miles; Lantana is approximately four miles away. They tried to get an exception, but unfortunately, they couldn't. Many general aviation and commercial charter businesses have moved to Martin County because it is easier to clear customs and handle other matters there.

The secret service makes those decisions, and they are currently more restrictive than they were in the past. I do not believe they will make any changes, as they are operating under stricter limitations now than ever before.

Laura, the director of airports, and her team have been actively presenting agenda items to the Board of County Commissioners following the board's approval of their strategic plan for improvements. I just approved an agenda item for review on this topic. They are making significant progress with the expansion and improvements.

The county beaches have experienced some minor erosion since Hurricane Milton, and we will initiate dune construction efforts in early February along Singer Island. We are planning to move approximately 28,500 tons of sand to restore the dunes on the north and south ends of Singer Island. This work is expected to take about two to three weeks. Once completed, our contractor will proceed with a similar restoration project at Coral Cove.

Lastly, I am proud to report that ERM's Tarpon Cove Restoration Project in West Palm Beach received the 2024 Environmental Excellence Award from the Treasure Coast Chapter of the Florida Association of Environmental Professionals. Our restoration efforts typically garner significant interest in the local environmental field, and we are always pleased and proud when our projects receive recognition on a larger regional or statewide scale.

We are currently involved in a project in partnership with the Army Corps of Engineers in Lake Worth Beach, called Bonefish Cove, which focuses on island construction. This project has recently come under scrutiny due to concerns that the barges used are causing traffic delays and increasing bridge openings in Palm Beach as they travel between Peanut Island and the project site.

We are actively addressing this issue. Just yesterday, we held meetings with our mayor, Ms. Baker, Representative Frankel, and federal agencies to discuss solutions to alleviate congestion related to our project. However, it’s important to note that the project is entirely under the authority of the Army Corps of Engineers.

As a result, any project delays or additional costs that arise from changes will fall on the county, which poses a financial risk for us. Nevertheless, we do not have control over decision-making regarding the project. We are continuing to coordinate with the town of Palm Beach and the Army Corps to seek reasonable solutions.

Late yesterday, we were directed to draft a letter outlining our recommendations based on our discussions with the Corps.

I believe this update is important because we can see the traffic backups and bridge openings from our building. A key point mentioned by Deb is the misconception that the barges are the primary cause of these delays. In reality, there are other projects contributing to the situation.

One of these grants supports the Prospect Select baseball summer series, which consists of six unique baseball tournaments taking place at our spring training facilities. During June and July, this series will bring approximately 600 high school-age teams to the Palm Beaches, generating about 9,000 room nights. We have observed this trend in the data from past years' events.

In addition to the national baseball tournaments, this investment will also bring an international soccer event, three international tennis tournaments, and the world championships for wakeboarding to our area

The total room night demand included in these grant contracts is projected to be $49,396, which translates to an acquisition cost of approximately $9.83 per room night. We will know the actual figures after the events conclude. If anyone is interested, I can delve into details about specific events.

According to their operations team, Andrew George mentioned that they have already booked rooms. Part of this booking includes a setup crew that arrived months before the event started, and another crew that will be staying from January through the end of March. It doesn’t take long for expenses to add up when they are staying in hotel rooms for 90 days.

I just suggest we keep an eye on that. $125,000 is a big grant. It is the first time they've been live on TV and a few more are coming. I would like to earmark that one for keeping an eye on that one. That seems a little high.

The broadcast crew is scheduled to work 150 times a month. They have been here for the last two weeks straight, which accounts for a significant portion of that total. They will continue to come every Sunday, Monday, and likely through Tuesday or Wednesday for approximately 20 more instances. To provide some perspective, most have been here for the last two weeks. This includes around 100 Tomorrow Sports’ employees, along with permanent staff who will be present for the season.

Since we are handling game day operations, including food, beverage, and sales, we also had 25 people on-site for the past two weeks. Considering the numbers, 15,000 is substantial. They have a lot of support in their efforts for year one, so it will be interesting to see how things evolve.

Is this grant tied to performance?

Linley

The threshold for our agreement is set at 80%. If they reach this level, they will receive full funding; however, there is a sliding scale for adjustments. We have been negotiating a partnership with TGL for quite some time.

Initially, they had a maximum bid of $3M, which they stated was necessary to maintain the integrity of their sponsors. After further discussions, they agreed to reduce it to about half that amount.

We have approved a grant that fits within our budget, and we are still negotiating the final terms. While our grant will not commence immediately, it is expected to start at the end of this month or in February for the benefits, but those details still need to be finalized. I hope this provides a clearer picture of the negotiations.

Linley

It could be. To Jim's point, the level of involvement could vary; it may be fewer people if media opportunities arise or if there is marketing potential for commercials or TV spots, which could lead to increased investment. We are still working through those details.

Viewership for the first match was just under a million viewers. For context, the final day of the Century Tournament of Champions in Hawaii, which aired the day before, only attracted half a million viewers. TGL had a million viewers, while Duke vs. Pittsburgh, which aired just before TGL, had about 750,000 viewers. It is interesting to note that TGL outperformed both the final of a PGA tournament and the Duke vs. Pittsburgh basketball game. Tiger Woods is scheduled to participate this Tuesday; I expect that it will further boost viewership.

It’s crucial to scrutinize these numbers. As with all our endeavors, we must assess the magnitude of this event. It is particularly encouraging that Palm Beach County is becoming a destination for such events, especially since they don’t have many outdoor shots. We’re fortunate to have this opportunity in our county, and it’s essential that we support it.

Are concerts off the table?

PB State and Tomorrow Sports have agreed to discuss any relevant matters. We’ve already had preliminary talks with promoters and there is considerable interest. However, due to the neighborhoods on either side of the venue, there is some apprehension regarding traffic. Despite this, there is significant interest in hosting corporate and private events, which are reasonably sized and priced.

Many of the attendees come from out of state. For example, this Tuesday, LA will be playing, and they are organizing an event outside the venue in the plaza. Almost all attendees are traveling from outside Florida. The following week, Boston will host an event featuring Rory McIlroy, and I spoke with their representatives recently. They are planning an event in the courtyard for a couple of hundred attendees who will be coming from Boston just for this occasion. It seems there are strong opportunities for growth in this area.

What was the viewership of the Boca Raton Bowl? I am trying to get some benchmarks related to TGL viewership.

It was 1.2M provided from ESPN events, through the Nielsen ratings.

We need to discuss this. Right now, what has been suggested to me is that the initiative could be hospitality-based. It's important for everyone involved that this grant is approved. It would be beneficial for us to experience it firsthand, as it will provide a better understanding of the situation.

Regarding the 9 p.m. event on Tuesday that was aired on ESPN, we have been informed that there will be hospitality access, allowing us to bring partners along. However, I don’t think we will receive any TV spot, and I am unsure if there will be additional funding from other channels. I could discuss this further with Discover.

Any interior signage?

It's in our grant contract, it requires signage with the Palm Beaches, and the TDC logo.

Currently, there are two ribbon boards in the venue an upper and a lower one. At this time, the major sponsors are SoFi, Genesis, and Best Buy. However, there is potential for more opportunities since the ribbon boards can be updated more quickly. Additionally, the concourses are not yet complete, leading to numerous opportunities inside the venue. From a TV perspective, those ribbon boards were highly visible that night, especially for the Genesis and SoFi brands.

If you were to ask about any other event, such as Boca Raton Bowl or the Champions Tour event coming up in February, I could provide you with a detailed list of sponsorship benefits specific to those. One reason I can’t guarantee that we will finalize the grant agreement is due to ongoing negotiations. They have indicated that the requirements must remain at a specific level until we approach the event’s start time. I suspect that this may change as we get closer.

Initially, they anticipated having 1,500 seats with very limited access. They required us to be at a certain sponsorship level because major sponsors are willing to pay to get in. However, as we approach the event, there may be more room for negotiations.

We got a huge bump at the Boca Bowl this year because the Sports Commission logo was on the field.

They did not have a title sponsor this year, which affected the placement. They provided us with a small gift as a surprise, which turned out to be very effective, as my phone was buzzing non-stop with inquiries from partners, including USA Fencing, USA Table Tennis, and Perfect Game. It was exciting.

Just remember, TGL Golf was broadcast in 113 countries on Tuesday. In contrast, the Boca Raton Bowl is one country. Given that many international golfers will be featured soon, it's reasonable to consider how this will play out. If you rewatch the show, you'll notice there are areas with potential opportunities. For instance, there’s the player walkin where players exit their cars from the parking lot and that could be a good spot for highlights. Additionally, they film drone shots at the entrance as people arrive, which can change from night to night. Therefore, we can explore the idea of getting live features from those moments. We just need to take a closer look at it.

After Tuesday’s event, we gathered in the trailers, and it was clear that we had something significant going on. Michael Carter, the owner, encouraged everyone to share their ideas, recognizing that we all might have different thoughts. Let's appreciate what we've accomplished and move forward, as there are plenty of opportunities ahead.

Looking at my permitting schedule, we've already facilitated several productions for them to capture sites like Loxahatchee River, Battlefield Park, DuBois Park, The Square, Juno Beach, Flagler sidewalks, Peanut Island, and more. They are doing their work around town.

This is a fantastic opportunity. From Discover’s perspective, we might be able to allocate some funds to assist George, but while the signage and visibility at the stadium are great benefits, the current challenge is that in this particular time frame 11 weeks during our peak season in key markets such as Florida, Atlanta, Boston, and New York what would truly benefit our destination is extended exposure through TV or social media packages. If we can find a manageable price point, that would be ideal since their current requests are quite high and outside of our funding capabilities. Nonetheless, we should do as much as we can because this opportunity could be significant for us.

Many of the owners are from Florida, Atlanta, Boston, and New York, which is important from that perspective. For instance, Jupiter Links represents the Florida-based group, and Boston Commons represents the Boston-based group. Having these connections is crucial for their presence in these markets.

There has been a lot of positive feedback on social media; the event seems very wellreceived.

They have 15 social media staff in the trailer. The day after Wednesday they brought in 25 influencers to create videos for TGL, SoFi, and Palm Beach County. They closed the venue just for this, showcasing their media savvy.

It's crucial to discuss Palm Beach State College since TGL aims to provide exposure and access for their students.

Regarding grants and room nights, do you typically aim for room nights to account for about 10 percent of the grant?

Linley

Room nights are a benchmark for the event rights holder. If they achieve only 20 percent of the room nights, they will receive 40 percent of the grant. There's a guaranteed dollar amount for the event activation, but if a $10,000 grant tied to 10,000 room nights isn't met, they might get only $4,000. Some bid events require collaboration, using our funding for venues, but 95 percent of the time, accountability for room night demand applies.

2. MOTION TO APPROVE 2026 COLLEGE FOOTBALL PLAYOFF

NATIONAL CHAMPIONSHIP CONTRACT IN THE AMOUNT OF $225,000*– George Linley

This partnership, funded solely from the Sports Commission budget, is unique and not part of our Category G grant program. We established a special events line item to support events impacting the tri-county area, like the upcoming college football playoff national championship game in 2026, backed by the Orange Bowl.

The funding totals $225,000 from the Sports Commission budget, and this partnership has received support from our executive committee and board of directors. Miami and Fort Lauderdale are contributing significant sums to this bid event, which garners substantial media attention, ranking just behind the Super Bowl.

Benefits include extensive marketing for Palm Beach County, community events organized by our sports commission, and a kickoff luncheon planned for next summer at the convention center. Additionally, the partnership will contribute $160,000 to six local elementary schools, including opportunities for renovations and events featuring football alumni to enhance media exposure.

Is there any tie-in with James Harding?

We are currently in discussions about hosting a Groza Award event. I would like to feature the CFP Championship Trophy at the James Hardy, potentially alongside football alumni, creating more of a college football atmosphere.

This is one of the events we are considering because it aligns with a natural timeframe. We're also looking to leverage our partnership with the Lou Groza Award for this event. Furthermore, I would like to provide an overview of what the Orange Bowl has contributed to our community, particularly since they are leading the bid for this initiative.

As many of you know, the Orange Bowl has invested $1.5 million into constructing a synthetic turf field, in addition to other venue enhancements at Glades Pioneer Park, which is now known as Orange Bowl Field. They have also allocated $400,000 toward funding a community center with indoor meeting space at the same site. Over the past two decades, they have contributed over $300,000 to our sports commission to support the Lou Groza Award. Additionally, they have invested $200,000 into media centers across six elementary schools.

The Orange Bowl is a strong partner, their contributions bring direct ROI (Return on Investment) to the South Florida community as a whole

Thompson Is this partnership similar to what we do with the Super Bowl?

Linley

It's very similar, although the events are different, and the organizations have different approaches. I would unequivocally say that the Orange Bowl gives back to our community more significantly than the NFL does. It's not even comparable.

This is not just about being a good partner; it’s about our involvement in this effort. The contract includes provisions for supporting a cultural event if we choose to activate it. We have the opportunity to create a cultural experience that reflects our industry, which is already included in the contract.

How were the six elementary schools selected?

Linley

There is a foundation associated with the College Football Playoff, which has an "Extra Yard for Teachers" program. They conduct research to identify areas of great need. Together with the Orange Bowl, which operates locally across three counties, they select the schools. This isn't limited to just Palm Beach County; it also includes Broward and Miami-Dade counties. While I can't provide the exact number of schools in those areas, I do know we have six schools total.

I have the list of the selected schools and can find out more about their selection process. The College Football Foundation and the "Extra Yard for Teachers" program collaborated with the Orange Bowl to determine the schools. Those six schools are explicitly outlined in the contract as well.

The $225,000 comes from special project?

We have a special events fund that is not part of TDC special projects; it comes from the Palm Beach County Sports Commission budget. This fund has a specific line for events that don't quite fit into the grant system.

Yes, it is included in our current budget. At the moment, it's supporting the Boca Raton Bowl. We may trim it off later, but we do have a placeholder in place. This funding is for 2026. We’re just trying to get approval now because the earlier we secure it, the more we can do with it.

Yes, that additional amount will come from state dollars. We are receiving a grant from the state, and we will redirect that funding directly to activities here in Palm Beach County. Specifically, this is from the Florida Sports Foundation funds.

At Discover, we assess our achievements at the beginning and end of each year, and right now, we're enjoying remarkable success in room tax collections, occupancy, and agency performance. George has secured a record number of events, and Michelle, the convention center is also excelling. We're seeing growth in cities like West Palm Beach and Jupiter, with significant investments occurring.

Our evolution from a travel brand to a hub for travel, business, and economic development is evident. This growth starts with a visit, and our work in the visitor economy is essential to this development.

We have exciting opportunities ahead. Richard from CSL discussed our potential, and I hope the Board of County Commissioners will soon approve the expansion of the Convention Center Hotel, which would be transformative.

Discover is focused on sustainability, innovation, revenue generation, and enhancing the visitor experience. These goals have emerged from discussions with our board and internal teams, and we are ready to tackle upcoming challenges.

I also want to recognize our team's hard work in achieving recognition at the HSMA Adrian Awards. Out of over 800 entries, our 12 campaigns received awards, showcasing our commitment to excellence in promoting our destination, sustainability, and diversity, equity, inclusion, and accessibility (DEIA). There is an article in today's paper about Mary Pinnock, and I'm glad you're here, Commissioner. It's people like her that make our work possible. Our team has collaborated with Mary over the years, and today's article honoring her is very fitting congratulations to her for being a huge asset to the Film and Television Commission.

In November, we permitted 33 projects and handled another 20, totaling 53. We just completed our fiscal year and proudly met all our goals, including facilitating $246 million in spending in Palm Beach County and 17,600 room nights from 583 projects 303 permitted and 278 facilitated by our office.

We're currently conducting our year-end production survey, reaching out to over 150 local production companies to gather data about their 2024 business. This information will go to our board for approval, likely in March. We've seen two consecutive recordbreaking production years and hope to achieve a third this year.

Additionally, we had a successful December Film Commission board meeting at the beautifully renovated Tideline. But during that meeting, we were able to hand out three Davie awards. Three of our shows that are currently airing on The Palm Beach's TV channel. And the Davey Award is kind of, it's mirrored after the David and Goliath story.

It’s about big ideas from smaller companies. But it is judged by the who's who, including Condé Nast, Disney, GE, Microsoft, Push, just to name a few. So these are prestigious judges that review. The three awards that we were able to hand out on behalf of the Davies were “What's Poppin PBC”, won a silver Davie award for multiple episodes in a series in the series travel and tourism category. We distributed awards to “Day Tripping in the Palm Beaches” and Jet Setter Films, which won a Silver Award for their segment on Palm Beach International Airport and the West Palm Beach episode in the online film and video travel and tourism category. Additionally, our Palm Beach Watch Party series, now known as “Palm Beach TV Now”, received a Silver Davey Award for multiple episodes in that series in the online advertising and marketing video campaign category.

These three shows join "On the Town in the Palm Beaches," which was nominated for two Emmys, and "Dock and Dine," which made headlines in the Palm Beach Post recently after winning a regional Emmy. Meanwhile, "What's Poppin PBC" garnered a Bronze Telly Award.

To express our gratitude, we presented Emmanuel with the Telly Award to thank the TDC for its support of The Palm Beaches TV and all the production companies working in Palm Beach County.

I want to highlight our recent acquisition of no-cost usage rights for three episodes from the Breakaway Polo series, which originally aired on ESPN, thanks to Global Polo

Entertainment. We’re thrilled that these episodes are now available on the Palm Beaches TV channel.

You may be aware of the Netflix series, the five-episode series, called "Polo," was released on December 10th, and we provided permits for their filming here. It is executive produced by Prince Harry and Duchess Meghan Markle.

We've also had productions such as the Lincoln Navigator commercial featuring Serena Williams. It was a Hollywood-like set created downtown, across from the Harvey building. I asked her manager to extend our appreciation because the Williams sisters have significantly contributed to production in Palm Beach County simply by living here.

Felco Pictures, based in California, is working on a Netflix movie titled "R.I.P.," starring Ben Affleck and Matt Damon. I also wanted to mention TGL, but it has been discussed already. That’s a full production with a crew of 120 people, making it a significant event for us. I hope for the sustainable future of that show.

Lastly, we attended two recent screenings of "On the Town in the Palm Beaches" with Frank Licari, which is a PBS production.

This show is the second of four we sponsor, focusing on small businesses that lack the budget to showcase their tourism assets. Recently highlighted were the mayor of Westlake, the Boca Raton Historical Society, Girls Who Walk, and Gatorshack in Loxahatchee, among others. We also attended a screening of "Christmas Overtime," a small independent film that just secured distribution on Amazon Prime and NBC Peacock after two years. I even made a cameo in the film!

Upcoming film festivals include the Sun and Stars International Film Festival at the Kravitz Center from January 23rd to February 2nd, and L Dub and Swede Fest at the Lake Worth Playhouse from March 28th to 30th. Our education initiative, the Student Showcase of Films, recently completed its final quarterly report. Funded through the Department of Housing and Economic Development, this program retains young filmmakers in Palm Beach County with a value nearing $300,000, based on a $75,000 contract. We’ll celebrate 30 years of this initiative on April 25th, with entries due by February 5th.

E. CULTURAL COUNCIL

1. Update – Dave Lawrence

First of all, you may have seen news stories about two cultural organizations. The first is SunFest, which has decided not to hold its concert series in the first week of May while they reevaluate their plans. In the meantime, we have learned that they might be taking over the administration of the Lake Worth Street Painting Festival.

We are currently trying to understand what this transition means, as it could result in the termination of their existing contract. We are working with Emmanuel and the county on this matter, and we hope to support SunFest in their new direction, whatever that may be.

Secondly, there is an article in today’s Sun Sentinel regarding a letter sent yesterday from the Boca Raton Center for Arts and Innovation, which has canceled its contract with the City of Boca Raton for the center that was planned to be located in Meissner Park, next to the Boca Raton Museum of Art.

They are exploring two or three different scenarios for alternative sites, some of which may be outside Palm Beach County while others could be within. We are working diligently to gather more information and determine how we can provide support in this situation.

I wanted to keep you updated so that we are closely monitoring this situation. In addition, the council has been very busy in December with Art Basel. We had a very successful sub-campaign, and early reports indicate a total of 8.9 million impressions, along with more than 500 referrals to cultural organizations.

These referrals led interested individuals to our website for information about arts and cultural activities, and we direct them to our cultural partners to enhance their experiences. Great work has been done by our team in harnessing the excitement surrounding Art Basel.

Applications for Category B and C grants will be released on January 17. This is an important initiative to extend marketing for cultural tourism activities to all cultural organizations, helping to attract visitors to Palm Beach County. We are preparing for this process.

All three galleries in our building will be changing exhibits this month, with two of them showcasing "Reflections of a Century," a celebration of Boca Raton's 100-year history through art. This exhibition will open on January 31 and is part of Boca's centennial celebration, which we are looking forward to.

Lastly, the council has been collaborating with ten community partners for the past two years on the Palm Beach County Black Cultural Heritage Trail. We are on the verge of launching this project, which includes a rack card and a newly created website. The county has been divided into four districts, complete with a Google-searchable map that allows visitors to find significant historical sites and create their own tours.

F. CONVENTION CENTER

1. OVG Venue Management

We recently concluded our fiscal year, which we will report on in January and February at the convention center. Our fiscal year ended on September 30th. Notably, the year before, in 2023, was our best year ever.

The year we just completed has now surpassed that, making it the best year in our 22year history. I want to commend our staff for their outstanding work.

The new fiscal year started off a little slow on October 1st, but things picked up significantly in November with the election night event. This event turned out to be the largest attended and most profitable event in the history of our building. We capitalized on that momentum throughout December, particularly with Tony Robbins’ return, which was fantastic.

The staff enjoyed a well-deserved break over the holidays, but we have already completed our first fashion trade show, which is held four times a year. Now, we’re gearing up for the upcoming Connection Live event in January, an IT conference that, while it may have lower attendance, brings significant benefits from technology professionals. The rest of the spring looks promising, as we will be busy through June.

We also have a lot of business lined up for the summer. My hotel partners and I are currently working on renovating our bathrooms, but we don’t want to take any facilities offline since we are operating nearly year-round. This has proven to be a challenge, as our venue is sizable yet limited, and some renovations take time. However, it’s a positive problem to have given the volume of business we are booking for the summer.

Regarding the hotel project that Isami is finalizing negotiations on with Related, these investments are game changers for us. I had a friendly wager with a well-known person in Miami that we would have our convention center hotel completed before theirs. As it stands, we are set to open our second hotel on January 16th, likely finishing before they even start building their first one. They have finally secured funding but are still working to get things underway. This progress is a testament to the advancements we are making here.

Thank you for your comment. Projects at the Convention Center tend to take longer because we need to accommodate their operational needs. As a result, a project that could have been completed in a shorter timeframe gets extended to meet those needs.

Isami's team has been phenomenal. However, similar to the carpet project we completed about four years ago, which took several months instead of weeks, we often have to work around our operational schedule. We would only have one day available for them to come in, so the timeline gets stretched. Now, we are focusing on the bathrooms.

2. OVG Hospitality

I will say that November and December of this year were record-breaking for food and beverage sales. It was another fabulous year. We have a lot of upcoming events. We have three art shows coming up.

We’re already planning for January, February, and March. We’re also already diving into preparations for Eudaimonia, an event that’s 10 months away but requires year-round planning. Additionally, we have our MLK Breakfast coming up, along with several conferences, including the Chamber of Commerce State of the City Breakfast. There’s no rest for the weary here.

We’re deep into our audit, and tomorrow our leadership and sales team will participate in the Discover the Palm Beaches CTA program.

I want to make a comment regarding the California fires. Our first art show is coming up in three weeks, and it's hosted locally, as it has been for years. However, the plans are out of LA, and I just received texts saying that many have already evacuated their homes. One person lost their house and is now trying to find a hotel.

My wife also reached out to inform me that her stepsister is a lead writer for "Silo" on Apple TV, and her husband is one of the lead writers for "SpongeBob." They just moved out of their house this morning. As a result, filming for the third season of "Silo," which was set to take place in London, will be delayed because everyone is trying to escape and find new accommodation. They are heading to Palm Springs.

December 2024 Performance

For the full calendar year of 2024, hotels in The Palm Beaches ended at 68.8% occupancy (+1.6%). ADR was flat at $252. RevPAR up 1.6% to $173. Total lodging nights sold was 6.77M (+3.7%), generating $1.49 billion in revenue.

The Belgrove and Palm House opened, adding 150 and 79 respectively, a 1% increase in total hotel rooms available.

Overall lodging performance was up in terms of room night revenue to $155.2M (+16%) and room nights sold at 639k (+17%).

Bed taxes for December are expected to be around $9.3M up 8%.

The Palm Beaches ranked 5th in growth in hotel room nights sold with, the west coast markets outperforming in December, Tampa (+21%), St. Pete (+23%), and Naples (+18%) growing significantly in room nights sold as post hurricane dynamics continue to impact the market.

Key trends driving December performance include:

• Group room nights was up 63%.

• Transient room nights was up 3.7%.

• Hotels located on the beaches (+16.2%), at PBI / in Downtown WPB (+13.8%) and near the turnpike (+13.4%) all have double digit increases in room nights sold.

ADVERTISING

In January, the Council’s Fall/Winter Fly Market campaign continued to target audiences in New York, New Jersey, Chicago, Washington, D.C., Boston, Philadelphia, Los Angeles, Houston, and Austin. The second quarter of FY25 (January through March) also targets drive markets – Miami, Ft. Lauderdale, Ft. Myers, Naples, Orlando, Tampa, Jacksonville and Atlanta Cultural tourism ads were placed across digital, print, out-of-home (OOH), radio, CTV, and social media platforms, targeting potential travelers and arts lovers from the Gen Z, Millennial, Gen X, and Baby Boomer demographics, as noted in the Council’s FY25 Cultural Tourism Marketing Plan.

Print highlights included insertions in January issues of magazines AFAR (with advertorial), Fine Arts Connoisseur (co-op), the Official Florida Vacation Guide (Visit Florida, with advertorial) and a cultural tourism placement in The New York Times 52 Places to Go section on January 19. The co-op ad highlighted upcoming exhibitions at Ann Norton Sculpture Gardens.

On January 13, the Council launched a digital advertising campaign promoting the Palm Beach County Black Cultural Heritage Trail with a goal to drive awareness of the Trail and to send visitors to the Trail’s landing page, palmbeachculture.com/bcht. By the end of the month, cultural partners located on the Trail had received promotional guidelines and an online toolkit containing graphics and sign templates to help them share their inclusion on the Trail to their own audiences. A two-sided rack card with a QR code linking to the Trail website was shipped to Visitor Information Centers around the county. And the Trail’s committee (made up of community leaders) created a rack card distribution plan to target other community organizations, such as chambers of commerce, churches, community centers and businesses, with plans to complete the distribution in February. On February 1, the committee was to debut the Trail during a Black History Month Celebration and Grand Re-opening Party at Rohi’s Readery in West Palm Beach’s Historic Northwest district. The Council’s digital ad campaign (Google, Meta and Demand Gen) will run through the end of FY25.

Results came in for the Council’s “Go Beyond Basel” sub-campaign, which ended on December 15. The objectives of the campaign were to bring awareness of The Palm Beaches’ robust arts and cultural offerings to audiences visiting the Miami area for Art Basel Miami and Miami Art Week; increase website traffic; grow partner referrals from the website; and capture email addresses. The Council’s advertising agency of record, Push, reported OOH and print advertising placements had +9.7 million total estimated impressions (not including Brightline impressions, which have yet to be reported). Ad placements on social media (Meta) achieved 311,153 impressions (1.56% CTR), 213 referrals to cultural partners and 269 email signups. Digital ads using proximity targeting and retargeting strategies achieved +2.2 million impressions (.52% CTR – well above industry benchmark of .10-.15%) and 292 referrals to cultural partners.

HIGHLIGHTS

Push presented the Council with campaign concepts in January for MOSAIC (Month of Shows, Art, Ideas and Culture) and Palm Beach County Open Studios. The Council also launched its Call to Artists to participate in Open Studios, with a deadline for applications set for February 24. Two Institute for Cultural Advancement (ICA) programs, one held in January and one in February, are also providing support for both MOSAIC and Open Studios participants (see below for more details under Sector Support section).

PARTNER COLLABORATIONS

In January, the Council continued to support work on the county’s Tourism Master Plan.

On January 7, the Norton Museum and Boca Raton Museum of Art received a proclamation from Commissioner Weiss at the BCC in recognition of their partnership and the complementary exhibitions from the Hispanic Society of America. The Cultural Council assisted in garnering the recognition and attended the meeting in support.

On January 2, 16 and 30, The ArtiGras Podcast, a partnership with the Palm Beach North Chamber of Commerce and the annual ArtiGras Fine Arts Festival, debuted its ninth, tenth, and eleventh episodes. Brian Knowles, founder of Power Builders and a local educator, historian and community advocate, joined host and local artist Sarah LaPierre to discuss diverse perspectives in education and his work researching the Palm Beach County Black Cultural Heritage Trail. Jennifer O’Brien, executive director of Resource Depot, spoke about her organization’s partnership with the ArtiGras Fine Arts Festival, sustainability, upcycling in art, and her own art practice. Victoria Cardona, a musician and one of the Council’s 2024 Artist Innovation Fellows, shared stories from her music education to discovering “looping” as a one-woman band to live performances both in South Florida and abroad, all informed by her Cuban heritage. Since the launch of the video podcast, there have been approximately 1.88 million views of the first eleven episodes. The Council is in negotiations with the Chamber to renew our sponsorship of the podcast for additional seasons. The Council also hosted a workshop at our headquarters on January 18 for the Emerging Artists at the ArtiGras Festival this year.

will remain at this location through mid-February, featuring images of some of the kinetic artworks displayed inside Boynton’s nearby Arts & Cultural Center.

The Council worked with Discover The Palm Beaches (DTPB) and the Sports Commission to complete a refresh of its evergreen Arts Guide for Sports Fans, a multi-panel rack brochure that will be distributed to Visitor Information Centers and sporting venues in February to support the Ultimate Weeks of Sport (UWS) promotion. A panel within the brochure was provided by Discover to advertise the UWS.

DTPB and the Film and Television Commission (FTC) requested to work with the Council to plan cross-promotions of the Black Cultural Heritage Trail through their owned marketing channels, with most promotions set to debut in February as part of Black History Month.

National Media Outreach

As a result of the New York media event in November followed by a FAM tour in December, an article by freelancer Laurie Heifetz published in The Knockturnal in January. The article featured both the Norton and the Boca Raton art museums and their Hispanic art exhibitions, plus Mounts Botanical Garden, Flagler Museum, Schmidt Boca Raton History Museum and other cultural stops in The Palm Beaches.

The Council’s local PR contractor, Linnea Bailey, occasionally freelances as a travel writer and in January an article she wrote for FamilyVacationist.com (which included mentions of Palm Beach Zoo, Cox Science Center & Aquarium, and Mounts Botanical Garden) was nationally syndicated. USA Today (UVM: 110,904,207) ran her story on January 25, and the story also appeared on Yahoo and MSN news feeds. (The Council is not counting this article towards its monthly performance measure, as it does not fall under the scope of work in Linnea’s contract.)

The Council’s PR agency of record, Sharp, continued outreach to social media influencers in strategic markets to coordinate FAM tours as part of the Council’s cultural tourism marketing plan for FY25. As previously reported, in January, Sharp gathered results from the recent visit by New York-based influencer Melanie Sutrathada (@melaniesutra, 142K followers), who was also a guest at the Council’s New York media event. Her Instagram reel and in-feed posts in December, plus 26 additional stories, resulted in over 50,000 impressions. The Council executed on a

Scope of Work with Sharp to secure up to 4 additional influencer FAMs in March and April to specifically support the upcoming MOSAIC sub-campaign.

Sharp also worked with the Council and our cultural partners in January to draft a Spring Break-themed press release, which will be distributed nationally in early February.

Local/Regional Media Outreach

In January, the Council achieved editorial coverage of its mural, its main gallery exhibition celebrating the centennial of Boca Raton, and its arts advocacy work in local media including Florida Weekly, Boca Magazine, The Palm Beach Post, and Palm Beach Illustrated. The Council also secured editorial coverage of the Palm Beach County Black Cultural Heritage Trail in Dan’s Papers as a result of the local distribution of a press release announcing the launch of the Trail.

ADVOCACY

The Council attended the Palm Beach County Delegation meeting at Keiser University on January 8 to speak during public comment about the need to restore the critical state arts grant funding in the next budget cycle. The Council will be traveling to Tallahassee in March to advocate for the grant program, which also supports the cultural tourism economy. The Council is also working with DTPB on a musical activation during a Capitol Reception for Palm Beach County Days.

As part of our advocacy strategy, Dave Lawrence joined Milton Segarra on January 15 for the League of Women Voters luncheon to talk about the economic impact of the arts and tourism sectors in Palm Beach County.

SECTOR SUPPORT

As previously mentioned, in January, the Council hosted an ICA program for cultural organization staff titled MOSAIC 2025 Success Strategies. Led by the Council’s own marketing team, the session reviewed goals for MOSAIC with attendees and led workshops on creating (or improving) MOSAIC offers/deals, a 5star customer experience plan, offer redemption tracking systems and promotion of MOSAIC itself. Attendees were given worksheets to take back to their teams and provided instructions on how to sign up for MOSAIC. In support of Palm Beach County Open Studios, the Council’s next ICA session is titled Social Media Marketing for Artists, scheduled for February 13.

The Council’s Community Engagement department sponsored musical entertainment, sourced from our Artist Directory, for the Path to College Shine & Dine gala. Two Council board members attended the event. Supporting our community partners is integral to engaging our community stakeholders, as we continue to promote a county that welcomes all.

HIGHLIGHTS

The Council and DTPB put out a Call for Proposals for session facilitators for The Arts & Tourism Summit: Access for All. The Summit is scheduled for Tuesday, August 12, 2025, at the Palm Beach County Convention Center. The partners are seeking dynamic sessions led by experts and leaders from the arts and cultural and tourism sectors, with the central theme around celebrating that The Palm Beaches Welcomes All. The Council sees the summit as an incredible opportunity to inspire and engage with professionals in the tourism and arts and cultural sector in South Florida.

On January 8, the Council sponsored and participated in Art & Culture Day, which is part of Leadership Palm Beach County’s year-long Engage program. Lauren Perry kicked the day off by making a presentation about the cultural sector to the Engage Class of 2025 at the Kravis Center, and helped to plan the day’s agenda, which included presentations by Chamber Music Society of Palm Beach, Kravis Center, Arts Garage, Morikami Museum & Japanese Gardens, Spady Cultural Heritage Museum, Cornell Museum, Society of the Four Arts, Benzaiten Center for the Arts and a number of local educators from the public school system.

Also in support of the sector, Council staff members attended exhibitions, performances and special events at Kravis Center for the Performing Arts, Palm Beach Zoo, Spady Cultural Heritage Museum, Palm Beach Dramaworks, Respectable Street (Chamber Music Society of Palm Beach), Palm Beach County Convention Center (Art Palm Beach), Boynton Beach Arts & Cultural Center, South Florida Fair, Manatee Lagoon, Benzaiten Center for Creative Arts, and others.

Fiscal Year 25, Quarter 1, Sports Tourism Report

The Palm Beach County Sports Commission’s event portfolio for FY 25, Quarter 1 (October 1 –December 31, 2024) consists of 59 events, creating 78,164 room nights. This equates to a projection of $18,868,790 in hotel revenue ($241 average daily rate for same month in FY 24). The tourism production for Q1 is driven by a strong portfolio of regional and national events, which created an estimated $1,132,127 in bed tax revenue.

During this timeframe last year (FY 24), our Sports Commission was responsible for 94,777 room nights. The year over year decrease in room nights is due to several major bid events that did not return in FY25, in combination with Hurricane Milton’s impact on Palm Beach County that disrupted several regional and national sports events in October. Hurricane Milton caused the cancellation of a collegiate golf tournament, a high school golf tournament, and Perfect Game’s Freshman World Series, while significantly reducing participation for the Minority Baseball Prospects All-American Game, Perfect Game’s WWBA World Championship, Blue Line Hockey Discovery Showdown, and the World Pickleball Open. Hurricane Milton eliminated at least 4,500 room nights.

The Sports Commission’s 59 event in Quarter 1 of FY 25 represent 20 different types of sports. The top room night generators were amateur baseball, equestrian showjumping, racquet sports (tennis & pickleball), football, and golf.

The Palm Beach County Sports Commission’s event portfolio for the month of January includes 21 events, representing 12 different sports. Nearly half of those events are new and have been recruited to The Palm Beaches through the bid process. The collection of events in January of 2025 is projected to generate 46,333 room nights, which would be nearly a 25% increase in overnight stays compared to the room night actuals for January of 2024. The sports related room night generation in January is projected to spur $13,760,901 in lodging revenue and $825,654 in bed tax. The month of January is filled with a variety of new national events taking place in The Palm Beaches for the first time.

New events, such as the USA BMX Sunshine State Nationals & World Qualifier, in addition to the USA Shooting 2025 Shotgun Spring Selection, are catalysts in creating the largest sports tourism boom potentially ever seen in January. Additionally, our Sports Commission has been working diligently to position The Palm Beaches as a training destination for Major League Soccer (MLS) clubs. Three (3) MLS teams will be training at The North County District Park during this January, in addition to the U.S. Soccer U20 Men’s National Team Training Camp.

The year-over-year tourism growth in January is expected to be an increase of 9,000+ room nights. This growth will cover most of the night room deficit when comparing the first three months of FY 25 versus FY 24.

The Palm Beach County Sports Commission (PBCSC) is deploying an aggressive sales and sports development effort to increase the number of sports tourisms generating events taking place in The Palm Beaches. The PBCSC continues to cultivate relationships with event owners, as well as identify, solicit, secure, and retain sports events to grow room night actualization. A primary mechanism for event solicitation is through the Event Bid and Development process. TGL (Golf League created by TMRW Sports)

The Palm Beach County Sports Commission attended the inaugural TGL golf match at SoFi Center on the campus of Palm Beach State College in Palm Beach Gardens. TGL consists of six teams of four PGA TOUR players. The players have over 200 PGA TOUR wins and over 30 major championship victories. The TGL purse is estimated to be $21M with $9M going to the season’s winning team with semifinals and championship at the end of March. ESPN televises a TGL weekly on Monday nights. The Sports Commission is exploring utilization of SoFi Center outside of the TGL season, from January to March.

Site visits allow for an event owner to explore potential sports venues while experiencing Palm Beach County’s tourism assets, such as hotels, restaurants, and attractions. USA BMX Sunshine State Nationals & World Qualifier

The USA BMX Sunshine State Nationals took place January 17-19, 2025, at Okeeheelee BMX in West Palm Beach, Florida. As the second stop of the National tour, this event attracted top riders from around the world to compete on the #1 rated track in the eastern United States. The competition featured high-speed races and intense battles across various age groups and professional categories.

2025 USA Shooting Shotgun Spring Selection Match

The Palm Beach County Sports Commission partnered with USA shooting to host the 2025 USA Shooting Shotgun Spring Selection Match at the Palm Beach County Shooting Sports Complex from January 22nd –February 2, 2025. Trap events took place from January 22-26, followed by skeet events from January 29 to February 2. Elite shooters from across the nation competed for positions on Team USA at this state-ofthe-art facility.

USA Fencing Battle at the Beach

The Battle at the Beach 3 RYC/RJCC, a USA Fencing regional tournament, took place on February 1-2, 2025, at the Palm Beach County Convention Center in West Palm Beach, Florida. Organized by the Touché Tournament Management Team, the event featured a range of categories, including Youth 8 to Junior levels, across three different disciplines: foil, epee, and saber. Fencers from various clubs competed in events such as Cadet Men's Foil, Junior Women's Saber, and Youth 12 Men's Epee. The tournament provided a platform for young athletes to showcase their skills and gain regional ranking points. The Palm Beach County Convention Center served as an excellent venue, offering ample space and facilities to accommodate the multiple events held over the weekend.

The Cognizant Classic in The Palm Beaches, one of Palm Beach County’s most revered sporting events, returns Feb. 26March 2 to PGA National Resort’s The Champion golf course home of the infamous “Bear Trap.” As a premier PGA Tour event taking place in Florida’s Golf Capital that draws the world’s best golfers and hundreds of thousands of fans each year, the upcoming tournament field will vie for a $9.2M purse. With televised coverage on CBS, NBC and Golf Channel reaching over 300 million viewers globally, and available to over 25 million subscribers on PGA TOUR LIVE on ESPN+, the tournament remains a fixture in professional golf and a key driver for tourism in The Palm Beaches

George Linley, Executive Director of the Palm Beach County Sports Commission is delighted to welcome back the Cognizant Classic in The Palm Beaches, noting “This PGA Tour event brings together thousands of spectators and visitors to the iconic PGA National Resort. The Classic is a truly fan-first event that creates the perfect environment for elite golf. [It] not only brings tremendous economic impact but also great media exposure to The Palm Beaches." Annually, the event contributes more than $65M to the local economy. Beyond its sporting excellence, the Cognizant Classic greatly supports philanthropy donating over $46M to charitable causes over the last 17 years. The event elevates PBC as an international destination for televised sports production and adds to a list of seasonal events such as Major League Baseball spring training, The Golf League presented by SoFi, and the Delray Beach Open tennis tournament.

Blake Howard, a Palm Beach County local, recently stepped into the spotlight as the play-by-play announcer for WWE. Teaming with analyst Byron Saxton, Howard is the lead play-by-play for WWE Main Event and handles backstage interviews for NXT. He also hosts NXT and WWE live events. A Florida Atlantic University graduate, Howard’s journey to WWE is backed by years of experience as a commentator on the independent wrestling circuit, as well as in combat sports, football and basketball. His expertise and charisma are evident every Friday night on NXT Level Up, where his commentary adds energy and insight for wrestling fans. In February 2023, WWE revamped its commentary teams, bringing in Howard, formerly Blake Chadwick. From PBC to primetime, Howard’s journey is a testament for aspiring talent in The Palm Beaches.

The Golf League presented by SoFi, taking place at the SoFi Center in Palm Beach Gardens, debuted to a global audience in January, captivating audiences in 113 countries and territories. The primetime ESPN broadcast averaged 919,000 viewers, surpassing viewership of any LIV Golf broadcast on The CW Network in 2023 and 2024 and outperformed the PGA Tour’s season opener on Golf Channel and NBC. "The Golf League puts The Palm Beaches at the forefront of innovation in sport and brings a plethora of opportunities to [the area] from increased tourism with television and media exposure. The inaugural TGL season will help reaffirm The Palm Beaches as an unrivaled golf destination," stated Palm Beach County Sports Commission Executive Director George Linley. The Adolph & Rose Levis JCC proudly presents the 2025 Judy Levis Krug Boca Raton Jewish Film Festival from Feb. 8-22 at the Movies of Delray. Now in its ninth year, Boca Raton’s original Jewish Film Festival features more than 30 Israeli and Jewishthemed films, including feature films, shorts, documentaries and comedies from around the world. “I am so proud of our festival, which is a respected space for cultural enrichment and really excels at bringing our community together through the universal language of film,” says Evan Foster, manager of the festival. Foster continues, “We strive to spark meaningful conversations that deepen understanding and connection.” This two-week event offers attendees entertaining, inspiring, and thought-provoking stories, alongside opportunities to engage with filmmakers, producers, actors and directors during screenings and special events. The festival was featured on The Palm Beaches TV show On The Town in The Palm Beaches with Frank Licari’s “Around the World in The Palm Beaches.”

The Cultural Council for Palm Beach County will be hosting a luxurious evening of stories about theater, books and music from cultural insiders on February 24 from 5:00 to 7:00 p.m. as part of their Culture & Cocktails at The Ben series.

This event is part one of a two-part series that will feature a “Divine Dramatic Divas” panel with speakers including Maltz Jupiter Theatre’s Producing Artistic Director/Chief Executive Andrew Kato and guests Elizabeth Dimon, Angie Radosh and Karen Stephens. Kato also assists in the production of the Palm Beaches Student Showcase of Films, which will be held at the Maltz in April. The “Culture & Cocktails” series will conclude with an “Ultimate Musical Finale” event on April 14, featuring Rob Russell, Avery Sommers and other special guests.

First Lady Melania Trump is the subject of a new documentary directed by Brett Ratner and distributed by Amazon’s Prime Video. Filmed in part throughout The Palm Beaches, production utilized the area’s filmfriendly locations. With a streamlined permitting process, expert location assistance and industry support, the FTC ensures smooth productions for projects of all sizes. This project, executive produced by Argentine filmmaker Fernando Sulichin, promises an “unprecedented behind-the-scenes look” at her life and is set to deliver a “truly unique story,” according to a statement from Amazon. Filming began in December 2024, with the Amazon securing exclusive rights for streaming and theatrical release. Palm Beach County’s inclusion highlights its appeal as a production hub for high-profile projects, further solidifying its reputation in the global film industry. The Palm Beach County Film & Television Commission assists El Living LLC in securing a permit to film a commercial for Ocean Bank. Production took place at MiznerPark in BocaRaton, as Ocean Bank celebrated the announcement of their newest branch in the County’s most southern city. “Palm Beach County has been a strong market for Ocean Bank, particularly in construction and development loans,” said President, Chairman, and CEO Agostinho Alfonso Macedo. Submissions for the 30th Annual Palm Beaches Student Showcase of Films (SSOF) will officially close on Feb. 5, marking the start of the judging process! Over 50 judges have been secured, some of which include Grammy-nominated song writer Elsten Torres, executive producer of Netflix’s It’s Bruno! Molly Conners, the iconic rapper, actor, and TV Host Vanilla Ice; and the director/producer of the locally filmed romcom Christmas Overtime, Ann Fishman

In celebration of its 30th anniversary, the SSOF will award more than $30,000 in scholarships and prizes across all categories. To date, over $4.5 million has been awarded to Florida students through this unique educational outreach program, making it the most impactful student film festival in the state.

The Maltz Jupiter Theatre will host SSOF on Friday, April 25, 2025, for the live awards show, where finalists and winners will have their projects recognized. Hurricane Milton Dune Restoration: ERM will begin dune restoration projects at two locations that were significantly affected by Hurricane Milton: Singer Island and Coral Cove. Sand will be placed to rebuild the dunes and native vegetation will be planted for stabilization The Singer Island Dune Restoration project will place approximately 38,100 tons of sand The Coral Cove project will place 29,400 tons of sand These two projects will restore dune systems that play a critical role in shoreline protection and provide habitat for critically threatened and endangered species

Aerial Manatee Surveys with Broward County: ERM staff joined Broward County's Resilient Environment Department on an aerial manatee survey by way of helicopter. In accordance with Broward County’s Manatee Protection Plan, aerial surveys are conducted during manatee season to help determine the number of manatees using Broward County’s major waterways ERM staff used this opportunity to collaborate with a neighboring county and gained experience in manatee surveying techniques that could potentially be utilized by Palm Beach County in the future

Lake Worth Lagoon (LWL) Fisheries: Every year, ERM and FWC staff collaborate to conduct fisheries monitoring in the LWL In 2024, 44,970 total individuals were collected across the lagoon. Across the lagoon, the most collected species was the scaled sardine (Harengula humeralis) The most individuals collected at an ERM restoration site was at Tarpon Cove, where 2,121 bay anchovies (Anchoa mitchilli) were caught between January and March These numbers help us understand the species composition of the LWL and their response to ERM’s restoration efforts.

Burke at Work Earth Day Field Trip: In collaboration with the School District of Palm Beach County and Superintendent Mike Burke, ERM brought Palm Beach Gardens High School students and teachers to MacArthur Beach State Park Attendees explored the LWL estuary and Atlantic Ocean beach ecology through various immersive activities including wading, seining, and hiking along the maritime hammock and beach. These events are part of the District's Strategic Plan to expand opportunities for community experiences for students, exploring the interconnectivity between our PBC Schools and the natural areas around our school’s campuses

New Commissioner Tour: ERM staff hosted new District 3 County Commissioner Joel G. Flores for a tour of the Snook Islands Natural Area in Lake Worth Beach Commissioner Flores learned about the history Snook Islands project and boardwalk, which was the first county natural area along the Lake Worth Lagoon with a public use component, as well as about the history of the Lake Worth Lagoon, the ongoing habitat restoration project at Bonefish Cove and ERM’s long-term efforts on improving water quality within the lagoon’s watershed and District 3

Shorebird Nesting Habitat: ERM and Florida Fish and Wildlife Conservation Commission (FWC) staff conducted vegetation management on shorebird nesting habitat at Bryant Islands, Snook Islands, Grassy Flats, Tarpon Cove, and Resilient Island in the LWL. Without regular maintenance, nuisance vegetation grows to cover the sandy mounds. The vegetation is not suitable substrate for shorebird nesting, and it allows for predators to hide Maintaining suitable nesting habitat through vegetation management in the LWL is crucial to the recovery of state listed species including least terns, black skimmers, and American oystercatchers.

VIRTUAL FIELD TRIP: PRESCRIBED BURN AT PINE GLADES

Swallow Tail Kite Monitoring: ERM staff continues to collaborate with The Avian Research and Conservation Institute (ARCI) on a project that monitors swallow-tailed kites between Palm Beach County and South America through GPS tracking A swallow-tailed kite tagged in Palm Beach County that wintered in South America is already heading back to Florida! As of January 21, she was near Vila Cassol, Rondônia, Brazil. We should start seeing swallow-tailed kites return to our area in the next month, with more and more trickling in by early March

Virtual Field Trip: Prescribed Burn at Pine Glades

Natural Area: Students from Palm Springs Community Middle School learned about ERM’s Prescribed Burn Program on a virtual field trip to Pine Glades Natural Area The students watched the Burn Crew conduct a 20-acre burn from start to finish They learned about planning the burn, equipment used to start and stop the fire, and the different techniques used to manage the fire. Students also learned about the plants and wildlife that benefit from prescribed burns ERM made it possible for several teachers to attend the prescribed burn in person The teachers watched the burn from a swamp buggy –giving them an amazing live view of the fire action!

2024 Volunteer Accomplishments: In 2024, ERM volunteers donated 2,511 hours to help preserve the County’s valuable environment. More than 860 volunteers worked on 76 projects in County-owned natural areas and restoration projects. They removed 45,785 pounds of trash and invasive vegetation and planted 6,636 native grasses and wildflowers We can’t wait to see what our volunteers accomplish in 2025!

On behalf of The Board and Staff of SunFest, we would like to take this opportunity to say Thank You to The Cultural Council, Discover of The Palm Beaches, and The Tourist Development Council for all the support we have received for many years and especially the last few months since we have announced the pause of SunFest from our normal date in May.

In November we published a statement that we would not be holding our tradional event in May and we are looking at alternave dates, concepts, and venues, although we have a strong desire to stay along the waterfront in downtown West Palm Beach. At this me, we are sll exploring other alternaves with potenal partners to be part of SunFest and recreate the event. Our mission sll is to support the local community and live local music as we evolve to meet the future. We are striving for that event to be in the fall of 2025, but no date has been finalized at this me.

This leer will serve as official noce that we will be canceling our award request from the previously approved grant contract that requires our event as approved by the original applicaon to be completed by September 2025. We intend to explore all grant opportunies available when our new concept and dates are confirmed.

This leer will also transfer authorizaon to Daniel Goode to act in the capacity of Event Director to sign any legal or contractual documents in addion to grant applicaons on behalf of SunFest.

GRANT AGREEMENT BETWEEN PALM BEACH COUNTY AND NORTON MUSEUM OF ART, INC.

THIS FIRST AMENDMENT (AMENDMENT) is made and entered into this _________day of _________, 2025, to the Agreement dated August 1, 2024 (AGREEMENT) (R2024-1478), by and between Palm Beach County, a political subdivision of the State of Florida, by and through its Board of County Commissioners (COUNTY), and the Norton Museum of Art, Inc. (NORTON MUSEUM) (collectively, PARTIES)

WITNESSETH:

WHEREAS, the COUNTY and NORTON MUSEUM entered into the AGREEMENT provide an activity which will directly promote tourism in Palm Beach County, under special use Category "B" of Ordinance No. 95-30; and

South Florida residents and visitors will experience a rare glimpse into Spain's emotive and dynamic art. With a history rich in Spanish influence, the Boca Raton Museum of Art and Norton Museum of Art have created dynamic exhibitions and a calendar of events to celebrate four centuries of world-class art.

Members this season of either museum will enjoy the benefits of membership at both museums including free admission. Both museums will be offering a reciprocal 10% discount for onsite purchases including the museum stores.

General admission visitors will receive $5 off admission when visiting their second exhibition via visitor referral incentive cards distributed at both museums.

The event showcases the world’s fastest PWC drag racers, attracting competitors from across the USA and beyond. Known for setting world speed records in multiple classes, it includes highlights such as Jose Luis reaching 142 mph, surpassing his previous personal best of 135 mph in the Unlimited Class. Racers compete head-to -head on an impressive 600+ ft long drag strip, pushing their machines to the limit. Saturday features the Stock and Spec Classes, while Sunday spotlights the Superstock and Unlimited Classes. Attendees can enjoy on-site food, along with displays from Hydrodrag sponsors and industry vendors. The 2025 Hydrodrags promises to be the biggest yet, with double the riders and economic impact compared to last April’s event. Over the weekend, an estimated 100 racers will compete across various categories, with 3,000 spectators expected to cheer them on at this premier facility, making it the most exciting Hydrodrags event to date.

Event Description:

For nearly two weeks in May, Palm Beach County will become an assembly for our nation’s heroes and first responders. Police, firefighters, military, federal agents, and emergency medical personnel will gather to play sports and compete in the First Responder Games.

The Palm Beach County Sports Commission is hosting the First Responder Games for the fifth time in the past 10 years.

The Palm Beach County Sports Commission successfully won the back-to-back bid to host the 2025 First Responder Games after hosting it in 2024. The Palm Beach County Sports Commission will not only serve as a host, but as an organizer.

The First Responder Games, scheduled for May 11-25, 2025, is an Olympic-style competition that will take place at various sports venues located throughout Palm Beach County. This multi-sport event will attract over 3,500 first responders from across the nation competing in approximately 30 different sports, including basketball, softball, soccer, flag football, golf, ice hockey, fishing, archery, tennis, pickleball, swimming, volleyball, bowling, billiards, darts, racquetball, sporting clays, powerlifting, and cycling.

Multiple venues throughout Palm Beach County will be utilized to accommodate the variety of events. The Gardens North County District Park serves as a venue for several sports, such as soccer, flag football, tennis, and pickleball. Other venues include Okeeheelee Park, John Prince Park, PGA National Park, Palm Beach Atlantic University, Bear Lakes Country Club, Sand Hill Crane Country Club, Greenacres Bowl, Lilac Park and Palm Beach Skate Zone. The DoubleTree by Hilton Hotel and Executive Meeting Center in Palm Beach Gardens will also serve as a venue for numerous indoor sports.

The First Responder Games will create a significant tourism and economic impact for Palm Beach County. Nearly 60% of the participants will be traveling and requiring hotel rooms. Hosting this event will generate considerable visitor spending and room nights in addition to significant public relations value for providing a forum to celebrate some of our country’s heroes.

Sports Included in the First Responder Games

Marketing Plan:

To promote the First Responder Games, direct mailings and an e-marketing campaign will be targeted to many, if not all, police, and fire departments in the country. The First Responder Games, Inc., also maintains a large database of firefighters who routinely participated in the Florida Firefighter Games, as well as national organizations that have participated in the First Responder Games. The First Responder Games has also taken over the databases from the Florida Police and Fire Games, significantly increasing the direct marketing opportunities. Social media outlets will also be used to promote participation.

About First Responder Sports, Inc.:

First Responder Sports, Inc. promotes several events for professional firefighters and first responding personnel. The First Responders Games is their primary national event, which offers a multi-sport event festival for police, fire, military, federal agents, EMTs, paramedics, and others who serve and protect the United States.

First Responder Sports has taken over many of the assets of the United States Firefighter Games and Florida Police and Fire Games, which trace back more than 30 years and attracted nearly 5,000 participants. Due to this partnership and the loss of the Florida Police and Fire Games, the First Responder Games have grown significantly since their inaugural event, which took place in Tampa during the summer of 2012. Between USFFG’s history of hosting the National and Florida Firefighter Games, and the partnership with the Florida Police and Fire Games (formerly the Florida Law Games and originally the Police Olympics), the First Responder Games has continued to grow into the premier national event for our nation’s heroes.

• Palm Beach County hosted the First Responder Games for the third time in June of 2021. The event created 1,866 room nights.

In addition, the FIFA Club World Cup will take place during the summer of 2025. The 2025 FIFA Club World Cup marks a groundbreaking moment in soccer, featuring an expanded 32-team format for the first time in its history. Hosted across multiple cities in the United States, this tournament brings together the best clubs from every continent. The FIFA Club World Cup competition includes a group stage followed by knockout rounds, ensuring an electrifying journey as clubs vie for global supremacy.

Palm Beach County qualified as a Team Base Camp:

The Palm Beach County Sports Commission has been working diligently to bring a FIFA World Cup to The Palm Beaches through a bid for a Team Base Camp. The FIFA World Cup and Club World Cup Team Base Camp acts as a home away from home for participating teams, which becomes a site for teams to train and prepare for games taking place primarily during group stage matches. Team Base Camps have a minimum duration of 22 days for the World Cup and 17 days for the Club World Cup with a possible period of nearly 40 days.

FIFA recently unveiled the second edition of the Team Base Camp brochure, providing an updated list of potential training sites and for FIFA World Cup 26™ teams. FIFA revealed 26 new sites, bringing the total

to 49 potential Team Base Camps, highlighting the significant footprint of this comprehensive event. Further Team Base Camp options will be added throughout 2025, ahead of the historic 2026 FIFA World Cup in the Americas.

After the Sports Commission organized several site visits with FIFA and made numerous presentations along with the submission of a proposal, FIFA qualified The Gardens North County District Park, which is located in Palm Beach Gardens. The Gardens North County District Park encompasses 82 acres of land with 10 lighted FIFA – specified natural grass fields. This is a momentous occasion for our Sports Commission and Palm Beach County is now approved to host a Team Base Camp for the 2026 FIFA World Cup and the 2025 FIFA Club World Cup.

The updated brochure includes 26 new destinations throughout the United States. In addition to Palm Beach County, the new list of Team Base Camp site includes Orlando, Tampa, Colorado Springs, St. Louis, Houston, Kansas City, Cincinnati, San Antonio, Columbus, Greensboro, Tucson - as well as in Pachuca in Mexico.

FIFA Club World Cup Team Base Camp Description:

The Palm Beach County Sports Commission is partnering with the City of Palm Beach Gardens in providing The Gardens North County District Park as a venue for the 2025 FIFA Club World Cup Team Base Camp, scheduled from June 14-July7. The North County District Park will be transformed into a dedicated facility where national teams train and prepare during the 2025 Club World Cup. The Gardens North County District Park has already attracted some of the best teams in the nation for training, including eight different Major League Soccer (MLS) teams this winter and spring and a variety of international club teams that competed in Copa America and CONCACAF over the last two years.

To ensure a FIFA Club World Cup Team Base Camp occurs at the Gardens North County District Park, the City of Palm Beach Gardens will invest into building state-of-the-art fitness and recovery facilities and temporary structures that will serve as an onsite club house, lockers, and meeting space for players, coaches, and staff. The Gardens North County District Park also presents 10 soccer pitches, which have been recognized as some of the premier pitches in Florida.

The Palm Beach County Sports Commission and the City of Palm Beach Gardens have been notified that the bid to host a Team Base Camp for the FIFA Club World Cup will likely be accepted, if the buildout happens for The Gardens North County District Park. Team Base Camps are selected based on criteria like proximity to match venues, climate suitability, and infrastructure quality, ensuring optimal preparation and minimizing travel fatigue for players throughout the competition.

Tourism Benefits:

FIFA Club World Cup Team Base Camps generate significant economic benefits for Palm Beach County. Soccer enthusiasts from around the globe will travel to support their team (club or nation). Palm Beach County will see a surge in hotel bookings, visitor spending, transportation, and retail activity. The expanded format for the FIFA World Cup and the debut of this FIFA Club World Cup extends the tournament's duration, resulting in longer hotel stays in Palm Beach County and ultimately increasing hotel room night production and bed tax revenue for The Palm Beaches

Although the Sports Commission is not permitted to provide names for the club team that is likely to select Palm Beach County as a Team Base Camp, the opportunity to host one of the most recognizable soccer clubs on the globe is a strong possibility. This team will undoubtedly create an influx of visitation in addition to a gigantic global media buzz. The marketing value for The Palm Beaches will be unfathomable.

The Perfect Game 17U Florida World Series relocated The Palm Beaches after a 2-year stint at the Boombah Sports Complex in Sanford, FL. The Perfect Game 17U Florida World Series consists of 40 teams with a minimum of 3-games.

The event is expected to attract 24 teams that will require hotel stays, which consists of 432 athletes, 48 coaches, and 648 spectators. The Perfect Game 17U Florida World Series and its 40teams will compete in 7 pools of 4 teams. After pool play, all teams will be seeded and advanced to bracket play.

A total of 846 hotel room nights and $676,800 in economic impact are expected for The Palm Beaches’ hospitality industry.

The tournament will feature 40 teams (25 out of area teams) competing in the 13U, 14U, and 15U age groups. The teams will compete in pool play to start the tournament followed by the playoff/ bracket play. Each team is guaranteed 4 games. There will also be a skills competition held in conjunction with the baseball tournament.

Out of the 40 teams, a total of 25 are expected to require hotels. Total participation requiring hotels would equal a projected 375 athletes, 50 coaches, and 562 spectators. Perfect Game would utilize a total of 8 diamonds at The CACTI Park of the Palm Beaches A total of 738 hotel room nights and $516,600 in economic impact are expected for The Palm Beaches’ hospitality industry.

Both these events made their Palm Beach County debut in 2021 and the Palm Beach County Sports Commission is seeking to host these events for the fifth consecutive year in 2025

The Perfect Game Ultimate Baseball Championship features 40 teams, consisting of 720 athletes, competing in a variety of age groups (13U, 14U, 15U, & 17). This is an invitational only tournament. Approximately 80 coaches and 1,440 spectators will accompany the players. This is a wood bat only tournament with a pool play format Each team is guaranteed 4 games. Only one team will claim a championship

The Perfect Game 13U Wood World Bat Association (WWBA) National Championship will feature 42 teams, consisting of 756 players competing in a 13U invitational-only event. Approximately 84 coaches and 1,512 spectators will attend along with the players. This event is also a wood bat only tournament with a pool play format. Each team is guaranteed 4 games with one team standing alone as the 13U National Champion.

Out of the 82 teams, a total of 70 are expected to require hotels. Total participation requiring hotels would equal a projected 1,260 athletes, 164 coaches, and 1,890 spectators. Perfect Game would utilize all 13 diamonds at The CACTI Park of the Palm Beaches.

Both events combined generated just over 3,600 room nights in 2020.

The Palm Beach County Sports Commission relocated the Perfect Game Ultimate Baseball Championship and the Perfect Game WWBA 13U National Championship to The CACTI Park of the Palm Beaches in 2021. In 2024, the Perfect Game Ultimate Baseball Championship was responsible for 2,035 room nights and the WWBA 13U National Championship is accountable for 2,178 room nights. The total room night output for both events = 4,213.

Event Description:

The Palm Beach County Sports Commission is partnering with Perfect Game USA to bring the Perfect Game World Wood Bat Association (WWBA) Florida Invitationals to The Palm Beaches, for the fourth consecutive year. The 14U, 16U & 18U age groups are scheduled to take place at Roger Dean Chevrolet Stadium on July 18-21. The 13U, 15U & 17U age groups are slated to take place at Roger Dean Chevrolet Stadium on July 25-28. The Palm Beach County Sports Commission relocated the Perfect Game WWBA Florida Invitationals from JetBlue Park in Fort Myers, FL to The CACTI Park of the Palm Beaches and Roger Dean Chevrolet Stadium in 2022.

The Perfect Game WWBA Florida Invitationals will bring 125 total teams, which consist of 2,250 total athletes. Accompanying the athletes will be an estimated 250 coaches and 3,375 spectators. Out of the 125 teams, a total of 95 teams are expected to require hotels. Total participation requiring hotels would equal a projected 1,710 athletes, 190 coaches, and 2,565 spectators.

This is a wood bat only tournament The event is expected to generate 2,232 hotel room nights and $1,786,000 in economic impact.

The event was held at JetBlue Park in Fort Myers since its inception in 2015. The Palm Beach County Sports Commission relocated the event to The CACTI Park of the Palm Beaches during the summer of 2022. Last year, the Perfect Game WWBA Florida Invitationals generated 3,216 room nights.

Perfect Game USA has been a major partner for the Palm Beach County Sports Commission. The Perfect Game World Wood Bat Association (WWBA) World Championship, 14U World Championship, Freshman World Championship, and 15U-18U Fall Invitationals took place at Roger Dean Chevrolet Stadium and The CACTI Park of the Palm Beaches, this past fall. These events take place during a 3-week stretch in October. In 2023, the Perfect Game WWBA World Championship, 14U World Championship, Freshman World Championship, Underclassman World Championship, and 15U-18U Fall Invitationals attracted 306 traveling teams with 5,508 athletes and 1,000+ scouts. The Palm Beach County Sports Commission is partnering with Perfect Game USA in organizing one (1) showcase events, which will attract the most talented youth baseball players in the 14 age groups. The Perfect Game 14U National Showcase will take place on July 25-27, 2025 The Perfect Game 14U National Showcase relocated to The CACTI Park of the Palm Beaches in 2022, after a 4-year stint at JETBLUE Park in Fort Myers, FL. A total of 460 athletes and over 1,000 attendees with spectators, instructional coaches, and scouts, will travel to The Palm Beaches, FL.

At each showcase, Perfect Game provides workout sessions that include a 60-yard dash with catching throwing exercises, a batting practice session, and fourteen (14) full-length games. Players are filmed and ranked, which will expose them to professional scouts and college coaches.

Event Description:

The Palm Beach County Sports Commission is partnering with Prospect Select Baseball to host the Palm Beach Fall Classic and the Prospect Select Fall World Invite at CACTI Park of the Palm Beaches, Roger Dean Chevrolet Stadium, and the Santaluces Athletic Complex on September 6-16, 2024. These two events combined will feature approximately 70 teams consisting of 1,050 athletes competing in a variety of age groups (14U, 15U/16U, & 17U/18U). An estimated 45 teams and 675 athletes will be traveling from outside of the South Florida region. This is a wood composite bat tournament. Teams are guaranteed to play a minimum of four (4) games. The tournament begins with a pool play format. After the first 3 games, teams are ranked and participate in a single elimination playoff.

Prospect Select Baseball is a high caliber amateur baseball organization that owns a variety of robust baseball events taking place throughout the nation. In addition to the World Invite, Prospect Select Baseball hosts its National Showcase (Palm Beach Classic) and Palm Beach Open in Palm Beach County.

Event History:

Prospect Select Baseball created the World Invite in 2021, and was previously held in Viera, FL. The Palm Beach County Sports Commission, in partnership with the two MLB Spring Training venues and the Santalcues Athletic Complex, successfully relocated this event to The Palm Beaches now the event is renamed the Prospect Select Fall World Series Last year, the Prospect Select Fall World Series generated 900 room nights.

Marketing & Media

Prospect Select has one of the most robust social media campaigns compared to other amateur baseball organizations. Prospect Select garners 750,000 to 1,000,000 Twitter Impressions on event weekends. Prospect Select also generates peak website hits of 100,000+ per month with a low range of 8,000 to 12,000 hits per month.

About Prospect Select Baseball:

Prospect Select Baseball, Inc. is a high caliber amateur baseball organization founded in 2008. Prospect Select operates multiple Tournament and Showcase events in eight states along the eastern corridor of the United States, from New England to South Florida. Prospect Select draws over 600 teams from New England to Florida, and Colorado to Texas. Their international teams hail from Puerto Rico, Venezuela, Dominican Republic, and the Bahamas.

The mission of Prospect Select is to put high school age baseball players in the best possible position to be successful in their future collegiate and/or professional careers. This is accomplished through superior quality scheduled Showcase and Tournament events that allow players, coaches, and scouts to mutually achieve their objectives. Prospect Select Baseball provides the most technologically advanced platforms to serve as a single source point for information, videos, and rankings for recruiting purposes.

Prospect Select Baseball – Multiple events in The Palm Beaches: Currently, Prospect Select Baseball is hosting three (3) national tournaments in Palm Beach County. In addition to the World Invite in September, Prospect Select Baseball’s National Showcase, the Palm Beach Classic, takes place in June, along with the Palm Beach Open in July. Last year, these tournaments generated 6,635 room nights for Palm Beach County hotels.

AGREEMENT BETWEEN PALM BEACH COUNTY AND WEBBER MARKETING AND CONSULTING, LLC. FOR A BATTLE OF THE BANDS EVENT AT

FLORIDA ATLANTIC UNIVERSITY STADIUM

THIS AGREEMENT (AGREEMENT) is made this day of 2025, by and between Palm Beach County, a political subdivision of the State of Florida, by and through its Board of County Commissioners (COUNTY), and WEBBER MARKETING AND CONSULTING, LLC., (WEBBER) (singularly, PARTY and collectively, PARTIES), a North Carolina corporation authorized to do business in the State of Florida.

WHEREAS, WEBBER desires to produce an annual Battle of the Bands, featuring bands from Historical Black Colleges and Universities (HBCU), to be held annually on Martin Luther King Jr. Holiday weekend at Florida Atlantic University (FAU) in the City of Boca Raton, Palm Beach County, Florida (EVENT).

WHEREAS, the COUNTY and WEBBER have determined that the EVENT will provide benefits to tourists, residents, and businesses in the City and the COUNTY; and

WHEREAS, the COUNTY, through its Tourist Development Council (TDC), as well as the Palm Beach County Sports Commission (SPORTS) desire to cooperate in the implementation of the EVENT; and

WHEREAS, the COUNTY and WEBBER desire to establish the terms and conditions for the COUNTY’s participation as a presenting sponsor of the EVENT, as set forth herein.

NOW, THEREFORE, in consideration of the mutual representations, terms, and covenants hereinafter set forth, the sufficiency of which is hereby acknowledged, the PARTIES hereby agree as follows:

1. Recitals. The above recitals are true and correct and are incorporated herein.

2. Purpose. The purpose of this AGREEMENT is to establish the terms and conditions for the PARTIES tomutuallyparticipatein theEVENT,whichshall takeplaceeveryMartin Luther King Jr. Holiday weekend each year the AGREEMENT is in effect, commencing January 2026 and to agree on contributions for funding for the EVENT

3. Effective Date. This AGREEMENT shall become effective on the date executed by the COUNTY

4. Term. The Term of this AGREEMENT will commence on the Effective Date and terminate on June 30, 2030.

5. Funding. The total funding to be provided by the COUNTY under this AGREEMENT shall not exceed $6,370,963, as outlined in EXHIBIT A.

6. COUNTY Obligations. The COUNTY agrees to:

a. Provide payments to WEBBER, as outlined in EXHIBIT A.

b. Provide WEBBER with logos for the COUNTY and SPORTS for sponsorship recognition and use, as provided in EXHIBIT B

7. WEBBER Responsibilities and Deliverables.

a. WEBBER shall host one EVENT annually from 2026 through 2030, inclusive, in accordance with the responsibilities and deliverables set forth herein. Each EVENT shall occur during the Martin Luther King Jr. holiday weekend, and last at least one full day in duration

b. WEBBER shall provide all activities and services regarding the planning, organization, production, and operation of the EVENT and shall be responsible for the full cost of such activities and services .

c. WEBBER shall be responsible for securing the use of the FAU Stadium for the EVENT.

d. WEBBER shall be responsible for televising the EVENT. The EVENT shall be televised or streamed at a later date, as set forth in Exhibit B

e. The ownership of the EVENT shall remain with WEBBER

f. WEBBER shall only allow bands from HBCUs to participate in the EVENT

g. The COUNTY shall be entitled to receive thirty-five percent (35%) of all revenues derivedfromfoodandbeveragesales,ticketsales,andparkingrevenues (collectively, DESIGNATED REVENUES) associated with the EVENT. The DESIGNATED REVENUES may be used by the COUNTY, at its sole discretion, to offset future financial obligations in EXHIBIT A. WEBBER shall collect the DESIGNATED REVENUES and shall provide a detailed settlement from FAU report to the COUNTY that includes gross revenue amounts, deductions (if any), and the DESIGNATED REVENUES.

h. Provide the COUNTY with an event economic impact report sixty (90) days following the EVENT.

i. Create an HBCU Science, Technology, Engineering and Mathematics College and Career Fair as part of the EVENT fan experience in Palm Beach County.

j. WEBBER shall provide the deliverables, as set forth in Exhibit B.

k. WEBBER shall provide the COUNTY with supporting documentation with sufficiently reasonable detail showing the provision of each of the deliverables in Exhibit B. The documentation shall be itemized with sufficient detail for a prepayment audit, and shall be supported by copies of corresponding paid vendor invoices, substantiated proofs of payment and performance of the goods and services invoiced, proof of confirmed room nights, and any further documentation deemed necessary by the COUNTY

l. WEBBER shall promote the COUNTY and encourage bands, staff, artist, and performers (collectively, PARTICIPANTS) to schedule and set EVENT rehearsals and EVENT related activities at locations within Palm Beach County.

8. Non-Compete Clause. WEBBER agrees that it shall not organize, produce, sponsor, or participatein theorganizationorproductionofanyevent withintheUnitedStates foraperiod of 60 days prior and 60 days after the EVENT, without the prior written consent of the COUNTY, which event is substantially similar to or competes with the EVENT.

For the purposes of this clause, a substantially similar or competitive event is defined as an event that:

1. Targets the same audience or demographics, 2. Offers similar services, activities, or programming, and 3. Takes place in a comparable format or theme to the EVENT.

A violation of this clause may result in the immediate termination of this AGREEMENT and subject WEBBER to liability for any losses, damages, or diminished revenue suffered by the COUNTY due to such violation.

9. Event Monitoring and Evaluation. The COUNTY shall monitor and conduct an evaluation of compliance with this AGREEMENT WEBBER shall provide the COUNTY representatives which may include, but is not limited to, the County Mayor, County Commissioners, CountyAdministration, Department Staff,other Countystaff, TDC staff and board members, SPORTS staff, and board members, and guests (collectively, “COUNTY REPRESENTATIVES”) full access including but not limited to parking, meals and entertainment, without cost to the COUNTY and to any other key stakeholder events to observe, encourage, and/or monitor the EVENT program, procedures, and operations under this AGREEMENT or to discuss the EVENT with WEBBER’s personnel. Such participation shall be reasonable relative to any such event’s capacity restrictions, and overall purpose and shall be determined by COUNTY, in consultation with WEBBER. To encourage and facilitate COUNTY’s participation, as part of the consideration for this AGREEMENT, WEBBER shall provide a reasonable number of complimentary tickets to the COUNTY and to key stakeholder events as set forth in EXHIBIT B, during the term of this AGREEMENT to the COUNTY for further distribution to COUNTY REPRESENTATIVES. The COUNTY hereby authorizes WEBBER to provide such access directly to the COUNTY REPRESENTATIVES on the COUNTY’s behalf. In so doing, WEBBER shall take all reasonable efforts to communicate to the COUNTY REPRESENTATIVES that the access to the event and to any key stakeholder events is

being provided pursuant to this AGREEMENT, and that the COUNTY is the donor of said access for any state or local reporting purposes. The foregoing authorization may be revoked by COUNTY at any time for any reason upon notice to WEBBER

12. Force Majeure. In the event of a force majeure event that results in the cancellation of the EVENT, then no PARTY shall be considered in default by reason of any failure in performanceifsuchfailurearisesoutofcauses reasonablybeyondthecontrolofany PARTY and without the PARTY’S fault or negligence. Such causes include, but are not limited to:

a. Natural or public health emergencies or pandemics and epidemics, including but not limited to, those caused by bacteria or virus and related actions, regulations, or decrees by federal, state, or local government or by a sport governing body or authority;

b. Acts of God, such as severe acts of nature or weather events including floods, fires, earthquakes, hurricanes, or natural explosions.

c. War, acts of terrorism, explosions, or manmade biological attack;

d. Acts of government authorities such as exportation, condemnation, and changes in laws and regulations (such acts are not compensable under this AGREEMENT); and strikes and labor disputes;

e. COUNTY’S declaration of a state of emergency (healthcare or other).

If the EVENT for which a pre-payment was made is cancelled and does not occur due to a force majeure event, COUNTY will be reimbursed for those payments, minus verifiable documented direct expenditures WEBBER has made towards the EVENT and any non-cancellable obligations incurred by WEBBER under this AGREEMENT (after all mitigation efforts) which expenditures must be dated and occurring prior to the notification of the Force Majeure cancellation. No overhead, profit, or internal expenditures shall be included as verifiable documented expenditures. WEBBER shall provide invoices and paid receipts in order to document expenditures made to date of cancellation. Thereafter, COUNTY and WEBBER shall be relieved of all obligations under this AGREEMENT relating to such cancelled EVENT. Notwithstanding the forgoing, in the event that WEBBER postpones or delays the EVENT due to a force majeure event, then WEBBER shall have the right to elect to stage, produce and distribute the EVENT on its rescheduled date and/or time and to provide COUNTY with the applicable sponsorship and advertising benefits hereunder in accordance with all the terms hereof in connection with the rescheduled EVENT (including, without limitation, any payments described on EXHIBIT A and all benefits under EXHIBIT(s) B in which case all of the COUNTY and WEBBER’s rights herein shall survive. For clarity, the foreseeability of an event shall not be a disqualifying factor in a

determination of whether such event is considered a force majeure event hereunder.

13. Authority to Execute this Agreement. Any person executing this AGREEMENT hereby warrants and represents that he or she has received all corporate, government, association, or entity authorization necessary to enter this AGREEMENT.

15. Delegation of Duty. Nothing contained herein shall be deemed to authorize the delegation of the constitutional or statutory duties of state, county, or city officers.

16. Filing. A copy of this AGREEMENT shall be filed with the Clerk of the Circuit Court in and for Palm Beach County.

17. Indemnification.WEBBERshallprotect,defend, reimburse,indemnifyand holdCOUNTY, its agents, employees and elected officers harmless from and against all third-party claims, liability, expense, loss, cost, damages or causes of action of every kind or character, including reasonable attorney’s fees and costs, whether at trial or appellate levels or otherwise, arising during and as a result of their performance of the terms of this AGREEMENT or due to the acts or omissions of WEBBER.

18. Public Records. Notwithstanding anything contained herein, as provided under Section 119.0701, F.S., if WEBBER: (i) provides a service; and (ii) acts on behalf of the COUNTY as provided under Section 119.011(2) F.S., WEBBER shall comply with the requirements of Section 119.0701, Florida Statutes, as it may be amended from time-to-time WEBBER is specifically required to:

a. Keep and maintain public records required by the COUNTY to perform services as provided under this AGREEMENT

b. Upon request from the COUNTY’S Custodian of Public Records, provide the COUNTY with a copy of the requested records or allow the records to be inspected orcopied within a reasonable time at a cost that does not exceed the cost provided in Chapter 119 or as otherwise provided by law. WEBBER further agrees that all fees, charges and expenses shall be determined in accordance with Palm Beach County PPM CW-F-002, Fees Associated with PublicRecordsRequests,as it maybeamendedorreplaced from timeto time.

c. Ensure that public records that are exempt, or confidential and exempt from public records disclosure requirements are not disclosed except as authorized bylawfortheduration of theAGREEMENTterm and followingcompletion of the AGREEMENT, if WEBBER does not transfer the records to the public agency.

d. Upon completion of the AGREEMENT, WEBBER shall transfer, at no cost to the COUNTY, all public records in possession of the WEBBER unless notified by COUNTY’s representative/liaison, on behalf of the COUNTY’s Custodian of Public Records, to keep and maintain public records required by the COUNTY to performthe service. If WEBBER transfers all public records to the COUNTY upon completion of the AGREEMENT, WEBBER shall destroy any duplicate public records that are exempt, or confidential and exempt from public records disclosure requirements. WEBBER keeps and maintains public records upon completion of the AGREEMENT, WEBBER shall meet all applicable requirements for retaining public records. All records stored electronically by WEBBER must be provided to COUNTY, upon request of the COUNTY’s Custodian of

Public Records, in a format that is compatible with the information technology systems of COUNTY, at no cost to COUNTY

Failure of WEBBER to comply with the requirements of this article shall be a material breach of this AGREEMENT. COUNTY shall have the right to exercise any and all remedies available to it, including but not limited to, the right to terminate for cause. WEBBER acknowledges that it has familiarized itself with the requirements of Chapter 119, F.S., and other requirements of state law applicable to public records not specifically set forth herein.

19. Inspector General. Palm Beach County has established the office of the Inspector General in Palm Beach County Code, Section 2-421-2-440, as may be amended. The Inspector General’sauthorityincludesbutisnotlimitedtothepowertoreviewpast,present,andproposed COUNTY contracts, transactions, accounts, and records, to require the production of records, and to audit, investigate, monitor, and inspect the activities of WEBBER, its officers, agents, employees, and lobbyists in order to ensure compliance with contract requirements and detect corruption andfraud. WEBBER’s failuretocooperate with the InspectorGeneral orinterfering with or impeding any investigation shall be in violation of Palm Beach County Code, Section 2-421-2-440, and punished pursuant to Section 125.69, Florida Statutes, in the same manner as a second-degree misdemeanor.

20. Non-Discrimination. The COUNTY is committed to assuring equal opportunity in the award of contracts and complies with all laws prohibiting discrimination. Pursuant to Palm Beach County Resolution R2017-1770, as may be amended, the Parties warrant and represent that throughout the term of the AGREEMENT, including any renewals thereof, if applicable, all ofits employees aretreated equally duringemploymentwithout regard to race, color, religion, disability, sex, age, national origin, ancestry, marital status, familial status, sexual orientation, gender identity or expression, or genetic information. Failure to meet this requirement shall be considered default of the AGREEMENT

21. Remedies. This AGREEMENT shall be construed by and governed by the laws of the State of Florida. Any and all legal action necessary to enforce the AGREEMENT will be held in Palm Beach County, Florida. No remedy herein conferred upon any Party is intended to be exclusive of any other remedy, and each and every such remedy shall be

cumulativeandshallbeinadditiontoeveryotherremedygivenhereunderornoworhereafter existing at law or in equity or by statute or otherwise. No single or partial exercise by any Party of any right, power or remedy hereunder shall preclude any other or further exercise thereof.

No provision of this AGREEMENT is intended to, or shall be construed to, create any third-party beneficiary or to provide any rights to any person or entity not a Party to this AGREEMENT, including but not limited to, any citizen or employees of the COUNTY.

22. GoverningLaw/Venue/Waiver.ThisAGREEMENTshallbegovernedbythelaws of the State of Florida. Any and all legal action necessary to enforce the AGREEMENT will be held in Palm Beach County and the AGREEMENT will be interpreted according to the laws of Florida. BY ENTERING INTO THIS AGREEMENT, ALL PARTIES HEREBY EXPRESSLY WAIVE ANY RIGHTS THEY MAY HAVE TO A TRIAL BY JURY OF ANY CIVIL LITIGATION RELATED TO THIS AGREEMENT.

23. Insurance. WEBBER shall maintain at its sole expense, in force and effect at all times during the EVENT weekend of this AGREEMENT, insurance coverage and limits (including endorsements) as described herein. Failure to maintain at least the required insurance shall be considered default of the AGREEMENT. The requirements contained herein, as well as COUNTY’s review or acceptance of insurance maintained by WEBBER, are not intended to and shall not in any manner limit or qualify the liabilities and obligations assumed by WEBBER under the AGREEMENT. WEBBER agrees to notify the COUNTY at least ten (10) days prior to cancellation, non-renewal or material change to therequiredinsurancecoverage. Wherethepolicy allows, coverage shall apply on a primary and non-contributory basis.

a. Commercial General Liability: WEBBER shall maintain Commercial General Liability at a limit of liability not less than $1,000,000 combined single limit for bodily injury and property damage each occurrence. Coverage shall not contain any endorsement(s) excluding contractual Liability or Cross Liability.

Additional Insured Endorsement: The Commercial General Liability policy shall be endorsed to include, “Palm Beach County Board of County Commissioners, a Political Subdivision of the State of Florida, its Officers, Employees, and Agents”, “Palm Beach County Sports Commission, Inc.”, as an Additional Insured. A copy of the endorsement shall be provided to COUNTY and SPORTS upon request.

b. Workers’ Compensation Insurance & Employer’s Liability: WEBBER shall maintain Workers’ Compensation & Employer’s Liability in accordance with Chapter 440 of the Florida Statutes.

c. Professional Liability: WEBBER shall maintain Professional Liability, or equivalent Errors & Omissions Liability, at a limit of liability not less than

$1,000,000 each occurrence, and $2,000,000 per aggregate. For policies written on a “claims-made” basis, WEBBER warrants the Retroactive Date equals or precedes the effective date of this AGREEMENT In the event the policy is canceled, non-renewed, switched to an Occurrence Form, retroactive date advanced, or any other event triggering the right to purchase a Supplement Extended Reporting Period (SERP) during the term of this AGREEMENT, WEBBER shall purchase a SERP with a minimum reporting period not less than three (3) years after the expiration of the AGREEMENT term. The requirement to purchase a SERP shall not relieve the WEBBER of the obligation to provide replacement coverage. The Certificate of Insurance providing evidence of the purchase of this coverage shall clearly indicate whether coverage is provided on an “occurrence” or “claims-made” form. If coverage is provided on a “claims-made” form the Certificate of Insurance must also clearly indicate the “retroactive date” of coverage.

d. Waiver of Subrogation: Except were prohibited by law, WEBBER hereby waives any and all rights of Subrogation against the COUNTY, its officers, employees and agents for each required policy except Professional Liability. When required by the insurer or should a policy condition not permit an insured to enter into a prelossAGREEMENTtowaivesubrogation withoutanendorsement, then WEBBER shall notify the insurer and request the policy be endorsed with a Waiver of Transfer of Rightsof Recovery Against Others, or its equivalent. This Waiver of Subrogation requirement shall not apply to any policy that includes a condition to the policy specifically prohibiting such an endorsement or voids coverage should WEBBER enter into such an AGREEMENT on a pre-loss basis.

e. Certificates of Insurance: On execution of this AGREEMENT, renewal, within forty-eight (48) hours of a request by COUNTY, and upon expiration of any of the required coverage throughout the Term of this AGREEMENT, WEBBER shall deliver to the COUNTY or COUNTY’s designated representative a signed Certificate(s)ofInsuranceevidencingthatalltypesandminimumlimitsofinsurance coverage required by this AGREEMENThavebeenobtainedand are in force and effect. Certificates shall be issued to:

f. Right to Revise or Reject: COUNTY, by and through its Risk Management Department in cooperation with the contracting/monitoring department, reserves the right to review, modify, reject, or accept any required policies of insurance, including limits, coverage, or endorsements.

24. Severability. In the event that any provision of this AGREEMENT is held by a court of competent jurisdiction to be invalid or is otherwise unenforceable, then such provision shall be deemed null and void and shall be severable but shall not invalidate any other provision of this AGREEMENT.

25. Public Entity Crimes. As provided in F.S. 287.132-133, by entering into this AGREEMENT or performing any work in furtherance hereof, WEBBER certifies that it, its affiliates, subcontractors, consultants, and to its knowledge the WEBBER’s suppliers, whowillperformhereunder,havenotbeenplaced onthe convicted vendor list maintained by the State of Florida Department of Management Services within the 36 months immediately preceding the date hereof. This notice is required by F.S. 287.133(3)(a).

26. Scrutinized Companies. As provided in F.S. 287.135, by entering into this AGREEMENT or performing any work in furtherance hereof, the WEBBER certifies that it, its affiliates, subcontractors, consultants, and to its knowledge the WEBBER’s suppliers whowill perform hereunder,havenot been placed ontheScrutinized Companies thatboycott Israel List, or is engaged in a boycott of Israel, pursuant to F.S. 215.4725. Pursuant to F.S. 287.135(3)(b), if WEBBER is found to have been placed on the Scrutinized Companies that Boycott Israel List or is engaged in a boycott of Israel, this AGREEMENT may be terminated at the option of the COUNTY. When contract value is greater than $1 million: As provided in F.S. 287.135, by entering into this AGREEMENT or performing any work in furtherance hereof, the WEBBER certifies that it, its affiliates, subcontractors, consultants, and to its knowledge the WEBBER’s suppliers who will perform hereunder, have not been placed on the Scrutinized Companies With Activities in Sudan List or Scrutinized Companies With Activities in The Iran Petroleum Energy Sector List created pursuant to F.S. 215.473 or is engaged in business operations in Cuba or Syria.

If the COUNTY determines, using credible information available to the public, that a false certification has been submitted by WEBBER, this AGREEMENT may be terminated and a civil penalty equal to the greater of $2 million or twice the amount of this AGREEMENT shall be imposed, pursuant to F.S. 287.135. Said certification must also be submitted at the time of AGREEMENT renewal, if applicable.

27. Counterparts. This AGREEMENT, including the exhibits referenced herein, may be executed in one or more counterparts, all of which shall constitute collectively but one and the same AGREEMENT. The COUNTY may execute the AGREEMENT through electronic or manual means. WEBBER shall execute by manual means only, unless the COUNTY provides otherwise.

28. E-Verify-Employment Eligibility. WEBBER warrants and represents that it is in compliance with section 448.095, Florida Statutes, as may be amended, and that it: (1) is registered with the E-Verify System (E-Verify.gov), and uses the E-Verify System to electronically verify the work authorization status of all new employees; and (2) has verified

that all of WEBBER’s subcontractors performing the duties and obligations of this AGREEMENT are registered with the E-Verify System, and use the E-Verify System to electronically verify the work authorization status of all new employees.

WEBBER shall obtain from each of its subcontractors an affidavit stating that the subcontractor does not employ, contract with, or subcontract with an Unauthorized Alien, as that term is defined in section 448.095(1)(f), Florida Statutes, as may be amended. WEBBER shall maintain a copy of any such affidavit from a subcontractor for, at a minimum, the duration of the subcontract and any extension thereof. This provision shall not supersede any provision of this AGREEMENT which requires a longer retention period.

COUNTY shall terminate this AGREEMENT if it has a good faith belief that WEBBER has knowingly violated Section 448.09(1), Florida Statutes, as may be amended. If COUNTY has a good faith belief that WEBBER’s subcontractor has knowingly violated section 448.09(1), Florida Statutes, as may be amended, COUNTY shall notify WEBBER to terminate its contract with the subcontractor and WEBBER shall immediately terminate its contract with the subcontractor. If COUNTY terminates this AGREEMENT pursuant to the above, WEBBER shall be barred from being awarded a future contract by COUNTY for a period of one (1) year from the date on which this AGREEMENT was terminated. In the event of such contract termination, WEBBER shall also be liable for any additional costs incurred by COUNTY as a result of the termination.

29. License to Use Marks. A copy of the official EVENT logo (EVENT MARK) will be provided by WEBBER to the COUNTY for mutually agreed upon uses, as provided herein. COUNTY agrees that all rights, title, and interest to the EVENT MARK are vested in WEBBER. During the Term, WEBBER grants to COUNTY, TDC, and SPORTS, the non-exclusive, non-transferable, non-assignable and indivisible right and license to use the EVENT MARK in accordance with the AGREEMENT. Nothing herein shall grant COUNTY any right or license to use other names, trademarks, trade names and/or service names of WEBBER. COUNTY agrees that all uses of the EVENT MARK shall be subject to WEBBER’s prior approval in each instance, which approval shall not be unreasonably withheld, conditioned, or delayed. COUNTY grant WEBBER a non-exclusive, nontransferable, non-assignable, and indivisible and royalty-free right and license to use the COUNTY name and/or logo, as provided by COUNTY, which may be incorporated into the EVENT MARK hereunder, solely in connection with identification and promotion of COUNTY’s participation and association with the EVENT.

30. Termination. This AGREEMENT may be terminated by WEBBER upon fortyfive (45) days prior written notice to the COUNTY in the event of substantial failure by the COUNTY to preform in accordance with terms of this AGREEMENT through no fault of WEBBER.

a. This AGREEMENT may also be terminated, in whole or in part, by the COUNTY with cause upon five (5) business days written notice to WEBBER or without cause upon ten (10) business days written notice to WEBBER. Unless WEBBER is in breach of this AGREEMENT, WEBBER shall be paid for services rendered to the

COUNTY’s satisfaction through the date of termination

b. After receipt of a Termination Notice, except as otherwise directed by COUNTY in writing WEBBER shall:

1. Stop work on the date and to extent specified.

2. Terminate and settle all orders and subcontracts relating to the performance of the terminated work.

3. Transfer all work in process, completed work, and other materials related to the terminated work to the COUNTY.

4. Continue and complete all parts of the work that have not been terminated.

31. Human Trafficking Affidavit. WEBBER warrants and represents that it does not use coercion forlabororservicesasdefinedinsections787.06,FloridaStatutes. WEBBERhasexecuted Exhibit C, Nongovernmental Entity Human Trafficking Affidavit, which is attached hereto and incorporated herein by reference.

32. Entirety of Agreement. The PARTIES agree that this AGREEMENT, together with any attached exhibits, sets forth the entire agreement between the PARTIES, and that there are no promises or understandings other than those stated herein. None of the provisions, terms, and conditions in this AGREEMENT may be added to, modified, superseded, or otherwise altered, except by written instrument executed by the PARTIES hereto

33. Disclosure of Foreign Gifts and Contracts with Foreign Countries of Concern. Pursuant to F.S. 286.101, as may be amended, by entering into this AGREEMENT or performing any work in furtherance thereof, the WEBBER certifies that it has disclosed any current or prior interest of, any contract with, or any grant or gift received from a foreign country of concern where such interest, contract, or grant or gift has a value of $50,000 or more and such interest existed at any time or such contract or grant or gift was received or in force at any time during the previous five (5) years.

34. Successors and Assigns. The COUNTY and WEBBER each binds itself and its partners, successors, executors, administrators and assigns to the other party and to the successors, executors, administrators and assigns of such other party, in respect to all covenants of this AGREEMENT Except as above, neither the COUNTY nor WEBBER shall assign, sublet, convey or transfer its interest in this AGREEMENT without the prior written consent of the other.

The Palm Beach County Sports Commission and Palm Beach County Tourist Development Council are joining forces in establishing a Historically Black Colleges & Universities (HBCU) National Battle of the Bands in The Palm Beaches. The “National Battle of the Bands” will be developed as the climatic conclusion to the collegiate band season, featuring electrifying performances by the nation’s top HBCU marching bands The National Battle of the Bands in The Palm Beaches will not only captivate diverse audiences – including teens, young adults, families, college-educated professionals, executives from across the nation, blue-collar workers, active seniors, and sports enthusiasts – but also highlights the cultural significance of HBCU bands.

The Palm Beach County Sports Commission and Palm Beach County Tourist Development Council formed a relationship with Webber Marketing, based in Charlotte, which is a marketing and event activation agency that specializes in program development and is the largest marketing agency of record for HBCUs. Webber Marketing created and currently organizes the largest competitive stage for HBCU marching bands, which is the National Battle of the Bands at NRG Stadium, the home to the National Football League’s Houston Texans.

The National Battle of the Bands is a celebration of culture, music, community, and the unmatched talent within Historically Black Colleges and Universities (HBCUs). This event will be strategically launched in The Palm Beaches during MLK Weekend of 2026 as a grand finale to the marching band season. MLK weekend of 2026 will be an unforgettable time in South Florida.

History of the National Battle of the Bands:

Historically Black Colleges & Universities (HBCU) have been performing in a version of the battle of the bands for decades. However, the predominant “National Battle of the Bands”, owned and operated by Webber Marketing, have taken place for 15 years.

Webber Marketing and the Houston Sports Authority have held the National Battle of the Bands at NRG Stadium for 10 consecutive years. The event takes place in August and was established as the leading kickoff to the fall marching band season. As the largest African American event in Texas, the National Battle of the Bands provided over $200,000 in scholarships and generated a $20 million economic impact for Houston and Harris County, annually. A total of $1.7 million in scholarships have been awarded to HBCUs over the last 10 years

Prior to Houston, the National Battle of the Bands took place in Charlotte, North Carolina for 4 years and Atlanta, Georgia for 1 year. The National Battle of the Bands will enjoy its 11th year in Houston this August.

The National Battle of the Bands in The Palm Beaches will debut this January of 2026. The inaugural post-season National Battle of the Band will be unveiled at FAU Stadium in Boca Raton.

The placement of this postseason event is very strategic. Martin Luther King Jr. Day honors the life and legacy of Martin Luther King Jr., a civil rights leader and one the most inspiring individuals to live in America. Several MLK Day celebrations will be taking place in The Palm Beaches, which will provide

festivals and experiences for visitors and residents alike. Furthermore, HBCU’s National Battle of the Bands in The Palm Beaches is a natural stage to celebrate the Martin Luther King Jr holiday weekend.

Finally, the College Football Playoff (CFP) National Championship Game is taking place in South Florida, at Hard Rock Stadium in Miami, on Monday, January 19, 2026 (MLK Day). This is one of the largest sports events in the United States in terms of attendance, television audience, and economic impact. The CFP National Championship will impact the entire South Florida tri-county area. Hotels will see much compression at this time; however, hosting both events on the same holiday weekend will be a remarkable collision of collegiate athletics and competition. The tourism impacts will be beyond significant for all South Florida.

The Palm Beach County Sports Commission will work on developing cross-promotions with the College Football Playoff National Championship Game Host Committee and the Orange Bowl. Both Hard Rock Stadium and FAU Stadium should have sellout crowds during MLK Weekend of 2026.

The HBCU National Battle of the Bands in The Palm Beaches will generate enormous media attention. The following will create a giant destination marketing stage for The Palm Beaches:

• The Palm Beaches will be in the title’s name, directly connecting the destination to this event

• Webber Marketing will create a broadcast for digital platforms, which will be aired after the actual HBCU National Battle of the Bands in The Palm Beaches takes place on January 17. The broadcast will air on several channels, such as YouTube TV

• Webber Marketing has demonstrated its one of the premier marketing agencies in the United States, especially in attracting African American viewers. During June of 2024, Webber Marketing created a one-hour special on the HBCU National Battle of the Bands, which was distributed to the top 50 black markets in the United States. Webber Marketing’s production of the 1-hour special highlighting The HBCU National Battle of the Bands received 7,004,365 viewers per Neilson Market Research (the Neilson Ratings).
