Bed Tax Collection – For the month of December 2020 collected in January 2021 was at $3.8M compared to the same month last year at $6.1M with a (38%) decrease. Forecast FY21 at $3.8M, was equal to, and actuals were 55% higher than prior month. December Tax Exempt rental receipts of $2.5M, were down (38%) from prior December. FYTD’21 Collections were at $10.2M, lower than last fiscal year’s $16M by (36%) reflecting the FYQ1 slower recovery from COVID-19. Fiscal Year To Date collections at $10.2M are pacing at the revised forecast. The Rooms sold for December were 281,177 or (31%) lower than the previous year. Rooms available for December at 553,590, 2.9% higher than last year. Hotel Rooms Active in the County 17,890 exceeded our March 2020 peak of 17,602. Occupancy for December 2020 was 50.7%, down (33%) over Prior Year. Occupancy for December 2019 was 76.1%. Occupancy December CYTD was 46.1%, down (36%) over prior year. Average daily rate for December was at $184.00, (14%) lower than previous year, CYTD up (0.9%). The Revenue/Available Room for December was at $93.34 lower by (43%), CYTD decrease (37%). Hotel Room Net sales FY21 Year over Year-December decreased (41%) at $49.3M. Non-hotel room sales FY21 Year over Year December increased 4% at $17.2M. Hotel Room Net Sales FY21 decreased by (39%) at $138.3M. Non-Hotel Room Sales FY21 increased by 8% at $40.1M. FYTD 2021 Taxable Revenues Fiscal Year decreased (32%) at $178.4M. Airport activities for the month of December 2020, 270,867 passengers (63%) lower than the same December 2019 and Total Estimated Seat Capacity was down (41%) lower than last year with 528,801 seats. PBI Passengers from 12 month rolling average went down (55%) to 3,085,200 over last year. Leisure & Hospitality Employment for December at 76,600 decreased (18%) over the same month in 2019. Accommodations Employment down (53%) at 5,400 employees. F&B was down (17%) at 49,900 employees. Arts & Entertainment employment down (3%) at 21,300 employees. Total Palm Beach County Private Employment (excluding Government & Hospitality) was 405,500 down (3.5%) year over year. B.
PBI UPDATE – LAURA BEEBE (By Phone)
Beebe General aviation is up with an increase of private flights. We expect March traffic to be up over February. The BCC approved airport testing services for airline personnel and ticketed passengers. C.

Jergensen Forecast for 2021 is $37M with December at $3.8M. Non-Hotel revenue was up in December by 4.1% at $1M. It is expected that non-hotel revenue for the year will be at $6.3M. Anne Gannon has agreed to attend our May meeting to give an update on collections. Dufresne The Equestrian season is expected to be robust this year and people are expected to stay through April. Mostad The SunSentinel reported that President Biden is considering travel restrictions including to Florida. This media alone will affect demand negatively. The demand for future travel is currently up, with bookings coming in for Q4 and beyond. Sachs Once we know more detail about the restrictions and we deem it to be appropriate we can draft a letter to our legislators and Visit Florida to express our concerns. Baker Our lobbyists will be working on this. D.
FY2021 FORECAST/2022 BUDGET PLANNING UPDATE*
Jergensen Presented a forecast plan. The early plan for 2022 is that we will see 20% growth over 2021. Mayers Asked if we have protocols in place to allow for the return of sporting events. Jergensen Reported that the ballparks are working on getting GBAC certified. And that $80,000 was spent to have hotels, cultural organizations, and related businesses certified. Linley

Added that the events which have returned do have safety protocols in place, capping the number of attendees, requiring masks, adding wash stations, and reminding attendees to social distance. We are looking to have a couple of big events return in 2022. Motion to approve direction as presented was made by Don Dufresne and seconded by Jim Mostad. EQUITY AND INCLUSION UPDATES FROM AGENCIES
Pesquera/Discover Discover has added a yearly performance goal of Championing Equity and Diversity. Lomrantz Discover has added training programs in equity, diversity, and inclusion (EDI). This sixsession training is being conducted through Destinations International. We have also hired a consultant to assess our policies and media content. We have added a landing page to our website and created a blog on accessibility. A task force has been created to continually assess content and recruitment. Thompson Asked if there are metrics to measure progress. Pesquera Reported that Destinations International has some and he will look into incorporating them into the Discover plan. Lawrence/Cultural Council The Cultural Council has created an equity statement to guide us in all aspects of our work. We have formed a committee to set strategies and goals to expand equity throughout the cultural sector. This spring we will be hosting a Cultural Summit focusing on equity and accessibility. Currently, the gallery show is “Karibu” which features local African American artists. We are working to make our committees and grant panels more diverse. Linley/Sports The Sports Commission is focusing on training, education, marketing, and promotions. We are looking to attract more diverse events as well as increasing diversity on our boards and staff. Barry University has been contracted to conduct two training classes and a consultant has been secured to look at policies and to coach employees. 5
Elderd/Film Film has an equity committee chaired by Mami Kisner. The Student Showcase will have a broader release and a message to reach a more diverse audience and PBTV will highlight new stories emphasizing diversity. Dave Anderson/Convention Center The Spectra Management company has created a diversity council and hired a Chief Diversity Officer to guide the company and our venues toward a more inclusive environment. They have also launched Spectra Women’s Network and Spectra Pride Newsletter. These forums allow employees to speak openly and discuss issues as well as resolutions to issues. Here in Palm Beach County in cooperation with Tanya Johnson, we are hosting Matchmakers, an event which pairs small and minority owned businesses with larger businesses to help them access more opportunities for work. We are also working with FAU on educating young people of color about the hospitality industry and opportunities for hospitality careers. 6.

Two Minute Update- George Linley Linley June 8 – 20, we will be hosting the First Responder Games, this is a nice event in that all first responders participating will have been vaccinated. We are looking toward some event recovery in February and March, with a soccer training camp, Tim Rand Gymnastics, the Honda Classic and Spring Training. We are hoping to entice an Olympic Baseball Qualifier which will take place this spring. Equestrian Sports are going strong and WEF is hosting Equine Olympic Qualifiers. Mayers Asked about measurements looking at the pace of recovery. Pesquera Discover is working on a measurement tool and will report more on that at a later date. Baker Informed the council that sports grants are re quired to include safety plans when applying so that we can be proactive about setting standards. C.

Pesquera Leads are up 15% over January. We are seeing group business booking 12 – 18 months out. As we do promotions, we are advertising safety protocols and mask mandates. 7

The following is a summary of TDC Performance measures for the month of February 2021. This report demonstrates trends relative to owned visitor digital footprint, advertising impressions, social media engagement, and booked room nights for the Month of March. February Hotel Performance
Total room inventory is 1.6% higher than last year, at 18,003. The Palm Beaches ranks 5th in room inventory growth in Florida. The number of room nights sold in was 316,000, selling 22,000 more than January. The Palm Beaches has 4.2% share of room nights sold in Florida, down from 4.3% in January Occupancy ended the month at 62.8% up from 52.7% in January th th The Palm Beaches ranks 8 down from 7 last month. The average daily rate (ADR) was $225 up from $190 in January, down 19% from a year ago. Luxury commands a premium (+24%) while other chain scales are discounting (-33%), year-over-year. RevPAR was $141 up $41 from January, -42% year-over-year Room night revenue was down 41%, generating $71.1 million (+$15.2 million from January).
February Shared Lodging Performance
Total listings on the shared lodging platforms was down 18% to 2,553 from 2020 Booked listings was down 27% to 2,046 Occupancy remained at 75%, due to reduced inventory Total room nights sold (listings nights multiplied by rooms per listing) was 65,000 down 37% ADR was up 5.8% to $283 (per listing) and $135 (per room equivalent) Overall revenue was down 34%, generating $8.7 million.

HIGHLIGHTS ADVERTISING The Council’s Spring Training campaign wrapped up in March, with the focus shifting toward preparation for MOSAIC into April. The annual shoulder-season “culture month” campaign returns in May, highlighting deals, offers, events, and activities at cultural destinations throughout the county. Offers are currently being collected, and work has begun for marketing efforts that will ramp up mid-April, including digital and print advertising, sweepstakes, influencer programs, FAM trips, and other media outreach.
PR & SOCIAL MEDIA Spring Training Influencer Program: The Council worked with its PR agency to contract local social media influencer Alyson Seligman (@themodernsavvy; 20.3k followers) to capture content to post throughout February and early March, highlighting family-friendly cultural experiences to enjoy during Spring Training. Alyson visited the Jupiter Inlet Lighthouse & Museum, Loggerhead Marinelife Center, the Norton Museum of Art, and the South Florida Science Center & Aquarium, and posts targeted audiences in Houston, St. Louis, Washington, D.C., and Palm Beach County. Results from the campaign include 231,009 impressions and 500-600 views per Instagram Story. Departures Instagram Takeover: The Council secured a social media opportunity with Miami art consultant/influencer Ellie Hayworth, who partnered with Departures magazine on an Instagram takeover highlighting must-see galleries in The Palm Beaches. The Council shared information about the destination’s arts & culture scene and arranged for Ellie to visit the Council's headquarters in Lake Worth Beach. ADVOCACY The Council participated in virtual Palm Beach County Days (Mar. 2-5) and Art & Culture week (Mar. 8-12). As part of this effort, the Council organized the Palm Beach County Chalk Walk, raising awareness for critical arts funding during the Florida Legislative Session. The initiative occurred on Tuesday, March 9, encouraging cultural organizations, artists, and the community to create chalk drawings and tag the Council and the Florida Cultural Alliance on social media. During Arts Week, the Council also shared arts advocacy messages on social media -- calling attention to Palm Beach County's cultural sector and its economic impact, the importance of arts education, and more. Additionally, the Council encouraged cultural leaders and board members to reach out to the PBC Delegation to advocate against the expansion of Tourist Development Taxes (TDT) usage. Item 4B - Page 2
HIGHLIGHTS AGENCY COLLABORATION Film & Television Commission (FTC): The Cultural Council assisted in production (with FTC and Megastar Publishing) on episode 4 of Art Adventures of The Palm Beaches. Segments were filmed in March at county cultural organizations including Mounts Botanical Garden, Ann Norton Sculpture Gardens, and the Morikami Museum and Japanese Gardens. Post-production on the episode will commence in April.

PALM BEACH COUNTY SPORTS COMMISSON Fiscal Year 21, Quarter 2, Event Report The Palm Beach County Sports Commission’s event portfolio for FY 21, Quarter 2 (October 1, 2020 – March 30, 2021) consists of 78 active events, creating a projected room night output 100,430. Unfortunately, 42 events were canceled or relocated to another destination, due to the COVID-19 pandemic, during the first two quarters of FY 21. The loss of these 42 events eliminated 49,623 booked room nights. Out of the 78 active events that took place through the first two quarters of FY 21, a total of 23 events were impacted by significant constrains imposed by Covid-19 protocols, resulting in an estimated reduction of 42,991 room nights. The Sports Commission continues to work with event organizers in developing safety protocols and procedures, which will allow sports events to be hosted in a responsible manner. This effort is allowing for the careful recovery of sports events and tourism products as we progress through the remainder of this fiscal year. Extreme Kayak Fishing Tournament, April 10-11 The Extreme Kayak Fishing Tournament will make its Palm Beach County debut on April 10-11, 2021. The Palm Beach County Sports Commission won a bid to host the Extreme Kayak Fishing Tournament, which is a competitive offshore fishing competition for peacock bass. The event was originally for September of 2020; however, the event was canceled due to Covid-19 and rescheduled for April. This kayak fishing tournament will take place at Lake Ida Park in Delray Beach. Over 200 anglers, from the southeast region, will compete for prize money and a tournament championship.
USA Powerlifting Florida Championships, April 10-11 The Palm Beach County Sports Commission will host the 39th Annual USA Powerlifting Florida State Open Championships on April 10-11, 2021. This competition will take place at the Hilton Palm Beach Airport in West Palm Beach. a variety of weight classes and age groups. Lifters will compete in four (4) different powerlifting events: bench press / deadlift / push-pull / overall powerlifting. USA Powerlifting is the leading national governing body for its sport. USA Powerlifting is a member of the International Powerlifting Federation (IPF), the governing body of powerlifting internationally. The IPF is comprised of member federations of 100+ countries on six continents.
USSSA Fastpitch Softball - Angels for Autism, April 10-11 The United States Specialty Sports Association (USSSA) is hosting its Annual Angels 4 Autism series of girls fastpitch tournaments in 20+ states. The Palm Beach County Sports Commission is partnering with USSSA Florida -Girls Fastpitch Softball to host the Angels 4 Autism Series in The Palm Beaches on April 10-11. This girls fastpitch softball tournament will be limited due to the Covid-19 pandemic, attracting 60 teams and approximately 900 athletes from across Florida and the southeast region. The event sites include Lake Lytal Park, Okeeheelee Park, John Prince Park, Lake Charleston Park, and Seminole Palms Park, utilizing more than 20 softball diamonds. Angels 4 Autism consists of five (5) age divisions, ranging from 8U up to 18U. Teams are guaranteed a minimum of 4 games. The event will provide a positive impact to Palm Beach County’s hospitality industry.
ESP Spring Series, CS13 Premier "AA" & Jumper, April 14-18 & April 21-25 The Palm Beach County Sports Commission is supporting Equestrian Sports Productions (ESP) in expanding the equestrian sports season through the entire month of April. The Winter Equestrian Festival, which is the longest running equestrian event in the world, took place at the Palm Beach International Equestrian Center from January 6 – April 4, 2021. Participants competed in Hunters, Jumpers and Dressage classifications with prize money exceeding $9 million. Equestrian Sports Productions will host ten (10) days of showjumping events after the conclusion of the Winter Equestrian Festival (WEF), which will extend the stay of WEF participants for three weeks. The ESP Spring Series, CS13 Premier "AA" & Jumper, which will be sanctioned by FEI (Federation Equestre Internationale), is being created and will take place on April 14-18 & April 21-25. FEI is the international governing body for equestrian sports and this event is expected to attract over 2,000 riders and 5,000 total participants (exhibitors, horse owners, trainers, riders, & support personnel). The equestrian participants will stay in hotels and seasonal rentals for the additional three weeks, creating between 4,500 and 7,000 room nights.
Delray Beach International Tennis Federation (ITF) Open, April 22-30 The Delray Beach International Tennis Federation (ITF) Open is a Level 4 ITF event for boys and girls in the 18 and under divisions. This event will be held from April 22-30, 2021 at the Delray Beach Tennis Center and the Delray Swim & Tennis Club. The main singles draw consists of 64 boys and 64 girls, while a separate qualifying draw hosts another 64 boys and 64 girls. These 256 players will also compete in a double draw of 64 teams per gender. This event is expected to generate over 600 room nights for Palm Beach County hotels. The event is being organized by Players Management Inc., which is a Delray Beach based sports production company. Players Management Inc. hosted the first sports competition to take place in The Palm Beaches during the Covid-19 pandemic. Tennis lends itself to distancing and the safety protocols adopted by the United States Tennis Association (USTA) and the International Tennis Federation (ITF) have proven to be highly successful in safeguarding against the spread of Covid-19.
Palm Beaches Spartan Sprint Weekend, April 24-25 The Palm Beach County Sports Commission and Palm Beach County Parks and Recreation are partnering with Spartan Race, Inc. to host The Palm Beaches Spartan Sprint Weekend, on April 24-25, 2021, at Burt Aaronson South County Regional Park. This year represents the second rendition of The Palm Beaches Spartan Sprint Weekend. Palm Beach County’s inaugural Spartan Race took place in April of 2019 and the 2020 event was cancelled due to Covid-19.

The inaugural Palm Beaches Spartan Sprint Weekend attracted over 9,000 participants from across the United States while creating over 3,300 hotel room nights. This year’s event will be restricted due to the Covid-19 pandemic. The event will be limited to 1,000 participants per day, which will total 2,000 participants for the entire event. These constraints will decrease the room night and economic impact output; however, hosting this Spartan Race will represent a great leap forward for sports event recovery in The Palm Beaches. The race weekend will feature two days of Spartan’s signature “Sprint” style race. The Sprint is the shortest distance race Spartan offers, but it is a favorite amongst both new and returning racers, as it’s the perfect distance for those looking to start their Spartan journey. The Sprint also allows returning racers a manageable distance to see how far they can push themselves. This Spartan Race consists of 25 obstacles over 3 miles. Obstacles will include – fire jump, tall walls, monkey bars, rope climb and much more throughout Burt Aaronson South County Regional, which has almost 900 acres of recreation space and is in northwest Boca Raton. Racers have the option to enter one of three different divisions. For the most competitive racers, there is the Elite division, which is held first thing in the morning. Racers can also compete by age group (14-17, 18-24, 25-29, 30-39, 40-49, or 50+), or they can simply enter the open division for more recreational/novice racers. Spartan events even offer races for children ages 4 to 13 years old, where they are put to the test against age-appropriate obstacles and race distances.

Sports-Development Sports Development Executive Summary In FY 21, the Palm Beach County Sports Commission (PBCSC) is deploying an aggressive sales and sports development effort to grow the number of sports tourisms generating events taking place in The Palm Beaches. The PBCSC continues to cultivate relationships with event owners, as well as identify, solicit, secure and retain sports events to grow room night actualization. Roger Dean Chevrolet Stadium One of the region’s preeminent baseball stadiums for more than 20 years, Roger Dean Chevrolet stadium is the Spring Training home of the Miami Marlins and St. Louis Cardinals. The stadium seats 7,000, including box suites, and a press box and professional scoreboard and JumboTron are available with rental packages. In addition to the

Santaluces Athletic Complex As the former Spring Training site of the Montreal Expos, Santaluces Sports Complex is ideally suited for baseball at all levels. The complex, owned and operated by Palm Beach County Parks and Recreation, contains four lighted, professionally manicured fields. It also offers two professional batting cage tunnels, a covered seating area and a convenient concession area. Prominent events and tourneys such as USA Baseball, the Perfect Game WWBA Championship and the Palm Beach Challenge College Baseball Spring Training event have all called Santaluces their reliable home. Tim Rand Invite Brought Gymnastics Back to West Palm Beach WEST PALM BEACH, FLA. – High-flying gymnasts from Florida and beyond once again converged in West Palm Beach for the 2021 Tim Rand Invite. USA Competitions, a full-time events production company, partnered with the Palm Beach County Sports Commission to host this prestigious meet. The two-day event took place Saturday, March 6, and Sunday, March 7 at the Palm Beach County Convention Center.
The participants in the Invite represented several states as far west as Colorado but much of the field hailed from Florida. Athletes ages five to 18 contended in 10 different divisions based on experience level; novice competitors comprised level one while advanced entrants made up level 10. The event was divided into both team and individual competitions with participants performing in floor, beam, bars, and vault. “Fortunately, we are able to bring [the Invite] back. Palm Beach County especially has been extremely adaptable and willing to kind of do whatever it takes to make our group and our event successful,” said USAC Director of Business Development Shane Cummings ahead of the event.
Named after the late USA Gymnastics Region 8 Hall of Fame coach, the Tim Rand Invite was formed not only as a place for high-level competition but also as a benefit event for the Tim Rand Legacy Fund. The fund benefits coaches and athlete education in the southeast region of the United States. The Invite was the fourth event of USAC’s season and two more meets are planned for the coming months. USAC implemented a comprehensive Covid-19 protocol for the health and safety of all attendees. Mask wearing was required for all at the event unless presently competing, and social distancing was strongly encouraged. Gymnasts were also asked to bring their own chalk instead of sharing it with fellow competitors.
“USA Competitions has consistently done an incredible job bringing the Palm Beach County Convention Center to life with the world-class Tim Rand Invite and this year was no different,” said Palm Beach County Sports Commission Executive Director George Linley. The Invite’s host venue, the Palm Beach County Convention Center, is one of the most versatile spaces in The Palm Beaches. The 350,000-square-foot venue features a 100,000-square-foot exhibit hall, a 22,000-square-foot ballroom, and 21,000 square feet of flexible breakout space divisible into 19 rooms. The adaptable space has been used for sporting events of all kinds including badminton, basketball, bodybuilding, boxing, martial arts, powerlifting, table tennis, volleyball, weightlifting, wrestling, and more. The Hilton West Palm Beach, connected to the facility via a covered walkway, makes event lodging a hassle-free experience, as does the convenient on-site parking garage.

Palm Beach County Becomes Stop on Association of Pickleball Professionals (APP) Tour WEST PALM BEACH, Fla. -- The Association of Pickleball Professionals (APP) Tour is set to make its debut in The Palm Beaches. The Delray Beach Pickleball Open will take place at the Delray Beach Tennis Center on March 18-21. This marquee pickleball event will feature both professional and amateur competitors from across the nation. The Delray Beach Pickleball Open represents one of 16 tournaments on the APP Tour taking place throughout the United States and Europe. Foster Events Group, in partnership with the Palm Beach County Sports Commission, will bring the second stop of the APP Tour to Palm Beach County, which concludes with the Miami Masters International Championship on January 19-23, 2022. The APP Tour is the first professional tour sanctioned by USA Pickleball.
The Delray Beach Tennis Center is one of the premier venues for racquet sports in Florida. The Delray Beach Tennis Center consists of 14 clay courts, six hard courts, and an 8,200-seat stadium located in the heart of Delray Beach, just to the west of the world-famous downtown area on Atlantic Avenue. This venue will be transformed into a dynamic setting with a layout that presents 27 pickleball courts. The stadium court will feature matches televised on CBS Sports Network and distributed to over 40 countries through various digital networks. Pickleball, an emerging sport that combines elements of tennis, badminton, and table tennis, has grown significantly in Palm Beach County. Popular events like the Delray Beach Pickleball Classic have turned The Palm Beaches into a top destination for the sport. The APP Tour’s Delray Beach Pickleball Open will significantly add to that history. During the event, avid fans will get a chance to see elite competitors with popular professional players slated to attend like Anna Leigh Waters, Steve Kennedy, and Leigh Waters. The Delray Beach Pickleball Open will act as a benefit for Thank You First Responder (TYFRO), a South Florida-based nonprofit organization. On Friday, March 19, local police officers, firefighters, military veterans, and front-line workers will play in a pickleball exhibition alongside professional players. “We’re delighted to support the TYFRO nonprofit as our recognized charity for the 2021 Delray Open Pickleball Open,” said co-tournament chairman Carl Foster. “We have seen America’s fastest-growing sport include our first responders staying fit on the courts. This is our way for pickleball with a purpose to give back to our police, fire rescue, medical and military veterans that are all our true heroes.”

TELEVISED SPORTS SCORE BIG FOR PBC The 2021 Honda Classic put the spotlight back on The Palm Beaches once again. The tournament, played last month at PGA National Resort & Spa in Palm Beach Gardens, was broadcast all across the globe. In addition to the nationally televised coverage on NBC’s Golf Channel, the event was shown throughout 220 countries with a potential reach of one billion households. Meanwhile, televised sports in The Palm Beaches reached more than six million additional households recently with three internationally televised events: the PGA Tour Champions’ TimberTech Championship; college football’s Boca Raton Bowl; and the ATP Tour’s Delray Beach Open. These events provided more than 60 hours of TV coverage.
The TimberTech Championship teed off first from October 26 to November 1, 2020, with the Golf Channel providing 17.5 hours of live coverage that reached 3.3 million households. Next up was the seventh annual RoofClaim.com Boca Raton Bowl, played at Florida Atlantic University. That Bowl game had a primetime slot on ESPN and reached more than 1.5 million homes. And lastly, the Tennis Channel produced 41 hours of live event coverage for the Boca Raton Bowl Delray Beach Open, which was shown in over 1.4 million households. FAMOUS FINS LURE GLOBAL CREWS Four international production crews visited The Palm Beaches last month seeking a glimpse of sharp-toothed scene stealers beneath the surface of PBC’s expansive coastline, covering the annual black tip shark migration for nature documentaries. “One of the Black Tip Shark Migration advantages of filming here is the accessibility,” FAU shark researcher Stephen Kajiura told the Palm Beach Post. “You are not in the Amazon rainforest living in a tent, you’re staying in a hotel on Palm Beach.” Among the projects being filmed were BBC’s OceanXplorers and Nat Geo’s Sky Sharks, both of which will showcase how PBC’s unique position along the gulfstream brings a myriad of natural marine life events like the black tip shark migration to our coastline. FOCUS ON FILM A FLOCK OF NEW BIRDING EPISODES Birding The Palm Beaches, an engaging series on The Palm Beaches TV, will debut new episodes this Spring. Internationally acclaimed wildlife expert James Currie returns with information and breathtaking images that will surely delight any birdwatcher. WILD & SCENIC ON THE BIG SCREEN The Town of Jupiter presents the 7th Annual Wild & Scenic Film Festival on Thursday, April 10 at 7pm. The festival is one of the nation’s premier environmental and adventure film events. This year’s theme is “Resilient by Nature” and serves as a reminder that humans make the world better by their inherent resiliency. Among the 11 short films to be screened include: Disappearing Penguins, about how the penguin population is faring on a remote island off the Antarctic peninsula, and Resilience Is In Our Nature, a snapshot of the Portland, OR community during the COVID-19 pandemic and the Black Lives Matter uprising. A GOAL FOR THE PALM BEACHES The Washington Spirit, a professional women’s soccer team out of DC, recently completed their spring training in The Palm Beaches. The teams practiced most of their season at Palm Beach Atlantic University. As for the Spirit's connection to the area, owner Michele Kang is a Palm Beach resident. “Our players will benefit greatly from a world class outdoor facility in perfect weather for training as many other sports teams have enjoyed for years,” Kang said in a recent news release. Jupiterbased Jetty Productions was on site to produce a high-quality and entertaining short video to celebrate and welcome the Washington DC Spirit soccer team to The Palm Beaches. The video will highlight the team’s experience on the field with oncamera interviews of players, coaches and management. SNAKEHEAD HITS THE CIRCUIT Snakehead has begun its journey on the 2021 film festival circuit, starting with the Santa Barbara Film Festival. The feature film began production in 2017 and filmed key action scenes aboard the Monarch Countess vessel docked at the Port of Palm Beach. Directed by Evan Leong (Linsanity, I am more: Obj) and Produced by Brian Yang (Actor/Producer, The Man With The Iron Fists, Hawaii-Five O, Linsanity) Snakehead centers around the story of a Chinese immigrant attempting to make a better life for her family. The Palm Beaches TV Facebook Watch Party series has surpassed a reach of a half of million people. With 41 episodes completed and broadcast on Facebook, the campaign has reached over 500,000 people, directly targeting those who are within driving distance to The Palm Beaches. Targeting the drive market throughout the pandemic has been a strategic goal of the campaign which has allowed The Palm Beaches brand and identity to remain top of mind for travelers to consider when they are ready. The series kicked off over a year ago and has broadcast a new episode every Tuesday at noon. The episodes are created by repurposing content from the 40 hours of original programming airing on The Palm Beaches TV. To continue the success, tourism stakeholders are encouraged to share, like and repost the episode to expand the reach of the audience in a coordinated effort to help boost recovery efforts for tourism. FOCUS ON FILM LOCAL TEEN IN THE SPOTLIGHT Palm Beach County high school student Sam Friedman has been making quite a bit of news lately for his community service. He is the founder and president of South Florida Tech for Seniors (SFTFS), a non-profit organization of high school students who volunteer their time to help senior citizens navigate the tech world. From tablets, smartphones, to computers and other devices, this group of ten fresh-faced youngsters help grandparents thrive. The team has recently added Covid vaccination information and appointment assistance to their list of services. In addition to several local media outlets, Sam was featured as a “Rad Human” on the nationally syndicated daytime talk show, the Kelly Clarkson Show on NBC and Bravo. PBC LEGEND TELLS THE TRUTH To Tell the Truth is an iconic TV show that’s been around since 1956. The most recent iteration on ABC is hosted by Anthony Anderson, star of the hit sitcom, Blackish. On To Tell the Truth, celebrity panelists are presented with three contestants and must identify who is telling the truth about their unusual occupation or experience read aloud by the host. Last month, in a segment called “My BFF is a Wild Animal,” the truth teller was PBC’s own shark expert and worldfamous photographer, Jim Abernethy! For nearly four decades, Jim has specialized in large predatory shark diving out of Jim Abernethy’s Scuba Adventures in Lake Park. WATERFRONT FASHION SHOW PREVIEW The Palm Beach International Boat Show decks the West Palm Beach waterfront out with over $1.2 billion worth of yachts and accessories, including hundreds of boats ranging from 8-foot inflatables to super yachts nearly 200 feet in length. This showcase of luxury makes for a captivating fashion backdrop, and as a preview for the 2022 Palm Beach Fashion Week, Pucci Models & Violinist designer Emilio Pucci exhibited their Spring Summer 2021 Beachwear Collection during an invitationonly cocktail party hosted by Princess Yachts of America. HOMERUN FOR BASEBALL COVERAGE Spring training baseball is back in The Palm Beaches and knocking it out of the park for TV coverage. Major League Baseball is set to have a full 162-game schedule after last year's shortened season. And while many spring training games in Jupiter at the Roger Dean Chevrolet Stadium (home of the Miami Marlins & St. Louis Cardinals) are sold out and those that are not have very limited tickets available, fans can tune in to watch from several networks including Fox Sports North, AT&T Sportnet, NBC Sports, Spectrum Sportsnet LA, Fox Sports Ohio, NESN, Fox Sports Midwest, Fox Sports Detroit and many more stations, with over 150 airings on various networks. SERENA WILLIAMS RETURNS TO G-STAR STUDIOS Tennis legend Serena Williams returned to G-Star Studios in Palm Springs to film a commercial for Away, an American luggage and travel accessories company. Three custom sets were built on Sound Stage One which is owned by G-Star High School of the Arts. “Serena is such an inspiration to our students for her many accomplishments,” said GStar Founder, Greg Hauptner. “It was especially rewarding to have her represent Away since it’s a $150 million designer, manufacturer and retailer that was started by two young entrepreneurs, Jennifer Rubio and Stephanie Korey...” Hauptner added, “This production is particularly exciting for our female students to see the accomplishments of successful young women like Serena, Jennifer and Stephanie and be inspired by them.” Serena teamed up with Away again this year to launch the second collection she co-designed. FOCUS ON FILM FLASHBACK FEATURE: THE SPY WHO LOVED ME Roger Moore, the James Bond actor honored at the 1997 Palm Beach International Film Festival, has another little-known connection to PBC. Moore played the title role of MI6 agent 007 in seven Bond films, including The Spy Who Loved Me (1977). In that film, Bond is called to investigate the disappearance of a British and a Soviet submarine equipped with missiles. In a last ditch effort to escape danger, Bond launches his car, a Lotus Esprit, from a dock and into the water. The car converts into a submarine and Bond makes his escape. EDUCATION CORNER SSOF THEME BRINGS THE OOH LA LA! The judges’ scores are in and the 26th Annual Palm Beaches Student Showcase of Films (SSOF), the largest student film competition and award show in Florida, will officially announce the finalists and winners on the brand-new SSOF Award Show broadcast that will air in mid-May! The theme for this year’s show and celebration is all about “making the ordinary, extraordinary!” While everyone may be stuck at home and unable to walk the red carpet, that won’t stop SSOF from bringing the red carpet to all those talented Florida students, their family, instructors, and friends. SSOF knows we’re all Zoomed out, so its planning to bring the “oh la la” and not the “blah, blah, blah” to students eagerly awaiting the results in all categories and wanting to know who gets a piece of more than $20,000 in cash and prizes! Starring actor, musician and comedian Frank Licari, of PBS’ On the Town in The Palm Beaches and Hulu’s The Hardy Boys, the SSOF Award Show will be a pre-produced program chocked full of surprise guest appearances, songs, comedy, acceptance speeches, student films and so much more! Production Activity Report For February 2021 Variance Explanations Percentage change variances of ± 10% in performance statistics are explained in this section. Historical Context (COVID-19): Please refer to the March - December 2020 Production Activity Reports for a full timeline of the pandemic’s impact on Palm Beach County’s production industry. 1. Production Revenue: A 32% decrease in Production Revenue is due to ongoing impacts of the COVID19 pandemic, which in comparison to 2020, did not begin to affect the production industry until the following month (mid-March 2020). Additionally, the Honda Classic moved from February dates in 2020 to March dates in 2021. The data from this major nationally televised event will be reflected in the March 2021 Production Activity Report. While there was an overall decrease in production revenue for the month compared to last year, there were multiple high-impact six-figure projects in February 2021, including commercials for Dupixent, Ublrevy and Under Armour, a photoshoot for Sports Illustrated, and TV/docuseries like Divers, Drive-Ins and Dives, OceanXplorers and A Year on Planet Earth. 2. Hotel Room Nights: A 40% decrease in Hotel Room Nights is due to the ongoing impacts of the COVID19 pandemic, which has forced the production industry to travel crew as little as possible and hire/collaborate with local hires. Additionally, the move of the Honda Classic from February to March will have associated production hotel room bookings reflected in next month’s data. 3. Total Leads: A 13% increase in Total Leads is due to the FTC staff actively generating and pursuing leads for new business, as well as cultivating relationships with returning clients. While major production epicenters like California and New York were undergoing continuous shutdowns to slow the spread of COVID-19 in February, Florida has remained open for business. Additionally, unpredictable (and at frequently harrowing) weather patterns across the country have made Florida’s year-round warm climate an appealing and secure option for production in the winter months. 4. Lead Responses: A 13% increase in Lead Responses goes hand-in-hand with the increase in Total Leads (as described above). Leads are handled carefully, providing specific resource information tailored to each project to include a customized Locations Package, if applicable.

March 2021 Project Status Report Department of Environmental Resources Management Sea Turtle Lighting: As part of the County’s sea turtle protection efforts, ERM is responsible for the compliance and enforcement of coastal lighting regulations. These efforts include the monitoring of more than 300 properties along 11 miles of shoreline to ensure that artificial lighting that is disruptive to nesting sea turtles and hatchlings is not visible from the beach. ERM staff completed the first full round of surveys in March and have been successfully coordinating with larger resorts and condominiums to reduce ambient lighting associated with pools and common areas. As an example, in coordination with the multiple Marriott Resorts on Singer Island, red light sources have been added to the resort pools in an effort to eliminate bright white light sources that reflect off of the buildings themselves. Sea turtles’ eyes are less sensitive to red light, which means that when red lights are used, both adult and hatchling turtles are less likely to become disoriented when returning to the ocean. Fixes like these are often easy and cost-effective, and can provide significant improvements for coastal properties.

LWL Fishing Challenge: ERM hosted a Lake Worth Lagoon (LWL) 2021 Winter Fishing Challenge in February, and the results are in! During the two-week tournament, 46 anglers logged 737 approved catches. The fish caught represent 65 species, which is a new high for the LWL Fishing Challenge series. Of those catches, 110 were in the sportfish category, including snook, bonefish, and permit.

ERM staff are thankful for all the participants who submitted their fisheries data. This information helps the Department continue to preserve and protect Palm Beach County's largest estuary. Also special thanks to the generous donors that made this tournament happen: West Palm Beach Fishing Club, Angler Action Foundation, MANG, Florida Fish and Wildlife Conservation Commission, Engel Coolers, and Coastal Angler Magazine Palm Beach County.

Prescribed Fire: On March 5th, ERM staff took advantage of weather and vegetative fuel conditions to complete a highly technical 26 acre urban scrub habitat burn at Juno Dunes Natural Area that had been planned for over 5 years. Additionally on March 12th, ERM staff completed the Department’s second ever aerial ignition prescribed burn at Pine Glades Natural Area. Staff utilized a contracted helicopter with a specialized device from the South Florida Water Management District that drops plastic incendiary spheres over 1,500 acres. Utilizing the helicopter allows for a larger, safer and more efficient burn. To date for fiscal year 2021, ERM has conducted 12 burns on 2,374 acres.

Natural Areas Week: In lieu of the annual Natural Areas Festival, ERM hosted Natural Areas Week. Staff hosted 23 small events at various natural areas from March 17th to March 24th. Adventures such as kayaking, trail running, swamp tromps, bike rides, hikes, fire walks, star gazing, and bird watching were a few of the free events offered.

by Mat Forrest Destinations Florida Government Affairs Legislative Session Week 5 April 2, 2021 Today is day 32 of the 60-day Session so we are officially past the mid-way point of the 2021 Session. This week TDT expansion legislation continued to move in the House but stalled in the Senate. Trade secret protections began moving again, and both Chambers are on track to pass their proposed budgets. Please review the update below and talk to your Delegation members. Your continued engagement with the members that represent you over the next 4 weeks will be especially important to our success. Important upcoming dates: • Sine Die, the end of Session: Friday, April 30.
Legislation TDT Expansion As expected, this week legislation that would significantly impact TDT and CDT’s continued to move in the House. Most notably though the Senate companion bill was temporarily postponed (TP’d) by the Senate Community Affairs Committee and it is unclear at this time if the Senate will consider the bill this Session. In summary, the House bill was amended a couple weeks ago to significantly scale back the impact on the industry. HB 1429 and SB 2008 - Tourist And Convention Development Taxes by Rep. Avila (R, Hialeah) and Sen. Diaz (R, Hialeah Gardens) would expand the allowed uses of TDTs authorized in 125.0104 F.S. and the Convention Development Taxes authorized in 212.0305 F.S. to allow counites to “Finance flood mitigation projects or improvements” with the funds. As filed, the bills also require a referendum to renew both taxes every 5 years however the House sponsor amended his bill to remove that requirement. As amended the House bill would still expand the uses to allow flood mitigation projects. Now it also removes a counties ability to levy additional statutorily approved tourist taxes by a resolution of the board thus leaving only a referendum as an option. Specifically, the bill says: 125.0104, Florida Statutes, are amended to read:

(3) TAXABLE PRIVILEGES; EXEMPTIONS; LEVY; RATE.— d) In addition to any 1-percent or 2-percent tax imposed under paragraph (c) the governing board of the county may levy, impose, and set an additional 1 percent of each dollar above the tax rate set under paragraph (c) by the extraordinary vote of the governing board for the purposes set forth in subsection (5) or by ordinance subject to referendum approval by the registered electors within the county or subcounty special district, in accordance with subsection (6). No county shall levy, impose, and set the tax authorized under this paragraph unless the county has imposed the 1-percent or 2-percent tax authorized under paragraph (c) for a minimum of 3 years prior to the effective date of the levy and imposition of the tax authorized by this paragraph. Revenues raised by the additional tax authorized under this paragraph may shall not be used for debt service on or refinancing of existing facilities as specified in subparagraph (5)(a)1. unless approved in a referendum election by a majority of the electors voting in such election in the county or the subcounty special taxing district by a resolution adopted by an extraordinary majority of the total membership of the governing board of the county. If the 1-percent or 2-percent tax authorized in paragraph (c) is levied within a subcounty special taxing district, the additional tax authorized in this paragraph shall only be levied therein. The provisions of paragraphs (4)(a)-(d) shall not apply to the adoption of the additional tax authorized in this paragraph. The effective date of the levy and imposition of the tax authorized under this paragraph shall be the first day of the second month following approval of the ordinance by referendum, as set forth in subsection (6), or the first day of any subsequent month as may be specified in the ordinance the governing board or the first day of any subsequent month as may be specified in the ordinance. A certified copy of such ordinance shall be furnished by the county to the Department of Revenue within 10 days after approval of such ordinance. The bill makes similar changes to the CDT in 212.0305. The issue of expanding the use for flood mitigation projects has been universally lauded by both committees that have heard the bill and it has passed unanimously. The House bill has passed all its committees and is now waiting to be heard on the Floor. As I mentioned at the start, the Senate bill was on the Community Affairs Committee agenda for March 30 but Chair Bradley announced at the start of the meeting that the bill would not be heard. The Community Affairs Committee is not expected to meet again this Session, but this does not mean that the bill is dead. There are several procedural steps that the Leadership could use to move the bill, or eventually the House bill, so it is still important that you continue to talk with ALL of your Delegation members. Please contact them and let them know your position on this important issue and thank them for their continued support.
Public Records Exemptions This important legislation started moving again this week. SB 7020 - OGSR/County Tourism Promotion/Florida Tourism Industry Marketing Corporation is a committee bill, sponsored by the Commerce and Tourism committee which is chaired by

Sen. Hooper (R, Clearwater). It is a simple bill that deletes the existing statutory sunset date of the exemption. A trade secret, as defined in s. 812.081, held by a county tourism promotion agency is exempt from s. 119.07(1) and s. 24(a), Art. I of the State Constitution. This subparagraph is subject to the Open Government Sunset Review Act in accordance with s. 119.15 and shall stand repealed on October 2, 2021, unless reviewed and saved from repeal through reenactment by the Legislature. As discussed before, passage of this bill is critical to simply maintain the existing important trade secret exemption in statute. The Senate bill is now moving along with at least 23 other Open Government Sunset Review (OGSR) bills into their final committee of reference, the Rules Committee. We have also met with the appropriate staff and legislators in the House and expect to see this issue filed in the House soon. VISIT FLORIDA The Legislation that will repeal VISIT FLORIDA’s sunset date didn’t move this week. SB 778 relating to Florida Tourism Marketing by Sen. Hooper (R, Palm Harbor) In 2020, the statutory date that required VISIT FLORIDA to “sunset” was extended from October 1, 2020 to October 1, 2023. This year’s legislation would remove the Sunset date completely. It also adds an important budget policy change to the agency. It states VISIT FLORIDA “May carry forward any unexpended state appropriations into succeeding fiscal years.” There is identical legislation in the House, HB 675 relating to Tourism Marketing Entities by Rep. Plasencia (R, Titusville) but it has not been heard yet. The Senate bill has passed 2 of 3 committees. The House bill has not been heard yet. Vacation Rentals The vacation rental legislation didn’t move again this week and if it does get heard again this Session it is not clear which version will be moved. The Senate bill was amended in its second committee and language was removed that covered most of the local government preemption. With that change a lot of the opposition from cities and counites dropped. The House bill is waiting to be heard in it’s second committee but still contains the preemption.

As filed, SB522 and HB0219 - relating to Vacation Rentals by Sen. Diaz (R, Hialeah Gardens) and Rep. Fischer (R, Jacksonville) preempted to the State the ability to regulate short term rentals but after the amendments to the Senate bill, it now only preempts the local regulation of platforms. The bill still establishes new criteria under the Division of Hotels and Restaurants within the Department of Business and Professional Regulation to issue licenses, but another amendment adopted in the Senate would include funds to hire three staff at DBPR and two at FDLE to assist with the new regulations. It still requires the license numbers to be clearly displayed to the public inside the establishment and when they advertise. The legislation still maintains the current “Grandfather” clause that is in Statute; whereby the proposed prohibitions would not apply to local ordinances in place on or before June 1, 2011. With the changes to the Senate bill, local governments would maintain all the options that they currently have such as the ability to require inspections. The bill redefines “advertising platform” as an entity, rather than pertaining solely to individuals. A notable change to the bill this year is that it now requires the platforms to collect and remit all taxes including the TDT. In the past, the issue of who collected and remitted the taxes, the platform or property owner, was very controversial. The House bill now states: (2) (b) If a guest uses a payment system on or through an advertising platform, as defined in s. 509.013, to pay for the rental of a vacation rental located in this state, the advertising platform must collect and remit all taxes imposed under s. 205.044 and chapters 125 and 212 on the total rental amount charged by the owner or operator for the use of the vacation rental under ss. 125.0104 and 205.044 and this section. In order to facilitate the remittance of such taxes, the department and jurisdictions that require such taxes to be remitted must allow advertising platforms to register, collect, and remit such taxes. Also of note to the tourism industry, there are provisions in both bills that require various licensing numbers to be displayed in advertisements and what information shall be provided to the State for property compliance: Section 5. Effective January 1, 2022, section 509.243, Florida Statutes, is created to read: 509.243 Advertising platforms.— (1)(a) An advertising platform must require that a person who places an advertisement for the rental of a vacation rental:

(1) (a) 1. Include in the advertisement the vacation rental license number and the applicable Florida sales tax registration and tourist development tax account numbers under which such taxes must be paid before the advertisement may be listed; and (1) (a) 2. Attest to the best of their knowledge that the license number for the vacation rental property and the applicable tax numbers are current, valid, and accurately stated in the advertisement (1)(b) An advertising platform must display the vacation rental license number and applicable Florida sales tax registration and tourist development tax numbers. The advertising platform must verify that the vacation rental license number provided by the owner or operator is valid and applies to the subject vacation rental before publishing the advertisement on its platform and again at the end of each calendar quarter that the advertisement remains on its platform. (1)(c) The division shall maintain vacation rental license information in a readily accessible electronic format that is sufficient to facilitate prompt compliance with the requirements of this subsection by an advertising platform or a person placing an advertisement on an advertising platform for transient rental of a vacation rental. (2) An advertising platform must provide to the division on a quarterly basis, by file transfer protocol or electronic data exchange file, a list of all vacation rentals located in this state that are advertised on its platform, along with the following information for each vacation rental: (a) The uniform resource locator for the Internet address of the vacation rental advertisement. (b) Unless otherwise stated in the vacation rental advertisement at the Internet address provided pursuant to paragraph (a), the physical address of the vacation rental, including any unit designation, the vacation rental license number provided by the owner or operator, and the applicable Florida sales tax registration and tourist development tax account numbers under which taxes will be remitted for the rentals commenced through the advertisement. (3) An advertising platform must remove from public view an advertisement or listing from its online application, software, website, or system within 15 business days after being notified by the division in writing that the subject advertisement or listing for the rental of a vacation rental located in this state fails to display a valid license number issued by the division. (4) If the division has probable cause to believe that a person not licensed by the

division has violated this chapter or any rule adopted pursuant to this chapter, the division may issue and deliver to such person a notice to cease and desist from the violation. The issuance of a notice to cease and desist does not constitute agency action for which a hearing under ss. 120.569 and 120.57 may be sought. For the purpose of enforcing a cease and desist notice, the division may file a proceeding in the name of the state seeking the issuance of an injunction or a writ of mandamus against any person who violates any provision of the notice. If the department is required to seek enforcement of the notice for a penalty pursuant to s. 120.569, it is entitled to collect its attorney fees and costs, together with any cost of collection. These are the most notable provisions for the tourism industry, but I highly recommend you have your legal team review the entire legislation. To be clear, the local government changes have only been made to the Senate bill. The Senate bill has one remaining committee before the Floor. The House bill has two remaining committee stops.
Budget This week the House and Senate appropriations committees passed their proposed budgets. Both are planning to hear amendments and pass their budgets next week, week 6, which sets up the Budget Conference process to start in week 7, 8, or 9. The House and Senate have both included $50 million for VISIT FLORIDA in their initial drafts, which is the same funding level as the current fiscal year, but they get there in different ways. To review, here are roughly the next steps in the Budget process. •
Week 1 to 4… The House prepares & passes their version of the budget while at the same time the Senate prepares & passes their version of the budget. o Week 4… sub chairs release spreadsheets

Week 5 and/or 6… full appropriations committees release full budget drafts. Each chamber hears amendments, debates, and passes their final draft. Week 7 or 8… The House and Senate appoint Joint conference committees, made up of both Representatives and Senators, which meet and negotiate the differences between the House version and the Senate version. Week 9… The House and Senate each vote and pass the agreed-on budget. This usually takes place the last week of the Session. That would be the last week of April 2021.

Lastly, on an unspecified date between April 30 and June 30 (basically after the Session ends and before the next Fiscal year starts on July 1) the Legislature will send the budget to the Governor for his review and line-item vetoes. Big Tech Boycott There was no change again this week, and its possible there will not be any change to these bills all Session. In response to the social media platforms that banned President Trump and related accounts, two bills have been filed that, if passed, would significantly impact advertising and marketing options. SB 810 and HB 439 Prohibited Governmental Transactions Involving Certain Companies and Products by Sen. Gruters (R, Sarasota) and Rep. Fine (R, Palm Bay) are short bills with broad impact. In summary state: 2) An agency or local governmental entity may not purchase, or enter into or renew a contract for the purchase or provision of, any good or service made, sold, or provided by Facebook, Inc.; Twitter, Inc.; Amazon.com, Inc.; Apple, Inc.; or Alphabet, Inc. Obviously, if passed and signed by the Governor, this would have a dramatic impact on DMO’s as well as many other aspects of State and Local government. The Senate bill was referenced to 5 committees, leaving it essentially a marathon to reach the Governor’s desk before the end of the Session unless some stops are removed. I’ve met with the Senate sponsor and shared our concerns and potential impact to the tourism industry. He understood and would keep that in mind if the bill is heard.

South Florida Collegiate Baseball League The South Florida Collegiate Baseball League provides amateur players an opportunity to showcase themselves in hopes of reaching the professional ranks. The South Florida Collegiate League is a sports entity consisting of (10) teams that play a 44game regular season schedule. This event is a wood bat summer collegiate baseball league that will span over 2 months in 2021. Opening day will be June 3rd and the regular season will conclude on Friday, July 16, 2021. The South Florida Collegiate Baseball League features an All-Star Game, which is scheduled for July 14th. The League’s playoffs and championships series are scheduled for July 19-26. The South Florida Collegiate Baseball League invites collegiate baseball players from across the nation competing in the National Collegiate Athletic Association (NCAA), the National Association of Intercollegiate Athletics (NAIA), and the National Junior College Athletic Association (NJCAA). These players will be drafted by one of the ten (10) teams that makeup the South Florida Collegiate Baseball League. A total of seven (7) teams in the league are based in Palm Beach County. Many of the athletes competing on these Palm Beach County based teams are traveling from college programs across the United States, which requires them to stay in hotels. A variety of baseball diamonds across Palm Beach County will be utilized to accommodate the South Florida Collegiate Baseball League. Miller Park in Delray Beach, Spanish River High School in Boca Raton, Palm Beach Gardens H.S. in Palm Beach Gardens, Dick Brown Park in Lake Worth, Burt Aaronson Park in Boca Raton, West Boynton Park in Lake Worth, and the Santaluces Athletic Complex in Lantana are sourced to host the teams representing Palm Beach County

ClubCorp has hosted the ClubCorp Champions Classic Golf Tournament for 33 years. Each club within the ClubCorp family of Private Clubs has the opportunity to send 1 or 2 teams to compete for the bragging rights of winning the tournament. Event Description: The Olympic stage could be coming to Palm Beach County! The Palm Beach County Sports Commission is working on a bid to bring Florida its first Olympic Qualifying event for the sport of baseball by hosting the Baseball Americas Qualifier for the Games of the XXXII Olympiad. The Palm Beach County Sports Commission and the Treasure Coast Sports Commission would join forces to host the Baseball Americas Qualifier for the Games of the XXXII Olympiad at Ballpark of the Palm Beaches in West Palm Beach and Clover Park in Port St. Lucie. This Olympic Qualifier would feature 8 national teams competing in 16 games over a 5-day span, from June 1-5, 2021. The Baseball Americas Qualifier for the XXXII Olympiad would be the only Olympic Qualifier for the sport of baseball taking place in the United States. The participating national teams include: United States, Cuba, Dominican Republic, Venezuela, Puerto Rico, Canada, Nicaragua, and Colombia. The qualifier’s conquering nation will gain a berth into the 2021 Olympic Games in Tokyo, Japan. The runnerup and third place National Teams will compete in the Final Olympic Qualifier taking place in Taiwan.

The World Baseball Softball Confederation (WBSC), which is the international governing body for baseball, oversees the structure and rules of Qualifiers for the Olympic Games. International Sports & Health Associates (ISHA), based in Miami & MGO Events, based in Mexico City, are the event organizers and owns the rights to produce the Baseball Americas Qualifier for the Games of the XXXII Olympiad. The Olympic Games in Tokyo, Japan was originally scheduled to take place during the summer of 2020. The International Olympic Committee (IOC) postponed these Olympic Games to the summer of 2021 due to the Covid-19 pandemic. The Baseball Americas Olympic Qualifier was scheduled to take place in Arizona in 2020. In 2021, the bid has reopened, and a Florida destination is being considered.
Tournament Structure: Four baseball teams have already qualified for the upcoming Olympics in Tokyo: Japan, Israel, Korea, and Mexico. This event, Baseball Americas Qualifier, is tentatively scheduled for the beginning of June and will qualify an additional team to the Olympics in Tokyo. The top National Team in the tournament final standings will gain a berth for the Tokyo 2020 Olympic Games. The runner-up and third place National Teams will qualify for the Final Qualifier. The Baseball Americas Olympic Qualifier will be an eight-team tournament. The eight teams have been split into two groups. Group A will feature the World Ranked #2 USA, #10 Dominican Republic, #11 Puerto Rico, and #15 Nicaragua. Group B will feature the World Ranked #8 Cuba, #9 Venezuela, #12 Canada, and #14 Colombia. Venue Description: Ballpark of the Palm Beaches, located in West Palm Beach, is home to the Houston Astros and Washington Nationals during the Major League Baseball (MLB) Spring Training Season. Clover Park is the MLB Spring Training home for the New York Mets and is in St. Lucie County. Both facilities would be positioned as host venues. Games would be nearly spilt between venues. Ballpark of the Palm Beaches and Clover Park will provide both stadiums for the Olympic Qualifier games. The facilities must have a full operation, similar to spring training games, with enhanced security. The press box, suites, video board operations, ticket office, and clubhouse must all be in operation. Both facilities need to provide two (2) additional diamonds as a practice fields and batting cages. Path to the Olympic Games: The Baseball Americas Qualifier for the XXXII Olympiad is the only Olympic Qualifier for the sport of baseball taking place in the United States. The World Baseball Softball Confederation (WBSC) and the International Olympic Committee (IOC) will present only four (4) Olympic Qualifiers for national baseball teams seeking a spot in the Olympic Games, which takes place July 23-August 8, in Tokyo, Japan. The opening Olympic Baseball Qualifier took place at the Tokyo Dome in Japan during November of 2020. The second Olympic Baseball Qualifier took place in Mexico during late November. The two remaining qualification events include the Intercontinental Qualifier, and the Americas Qualifier.

Marketing & Media Benefits: NBC is the official broadcaster for the 2021 Tokyo Olympics. ESPN will have the rights to televise the games of The Baseball Americas Olympic Qualifier. The United States National Team games will be televised on ESPN along with selected other games within this qualifier. Games that are not shown on ESPN will be televised on ESPN Deportes. All games will be televised on ESPN+, which represents the largest digital platform for sports related content. The event will also be distributed to nearly 20 different international channels based in 22 nations. The media surrounding this Olympic Baseball Qualifier will be immense. Baseball will be featured at the 2021 Summer Olympic Games for the first time since 2008. The return of America’s National Pastime will generate significant attention for the sport’s this Olympic Qualifier. Furthermore, the United States is still vying for a qualification into the Olympic Games, which creates significant interest for this event. Cuba has one of the most talented national teams and has not yet qualified for the Olympic Games. The storylines connected to this Olympic Baseball Qualifier are dramatic and will create a buzz across the United States and beyond. Television viewership and global media impressions will be extremely large.
Vision of Partnership: MGO Events, based in Mexico City and International Sports & Health Associates (ISHA), based in Miami, are the event organizers. The Palm Beach County Sports Commission & Treasure Coast Sports Commission are working together on developing a proposal and incentive package. The Palm Beach County Sports Commission plan includes: • •
A maximum grant of $100,000 to cover venue and operational expenses – the actual reimbursement is expected to be less. $25,000 from event servicing to cover transportation costs.
Event Schedule: This Olympic Qualifier would feature 8 national teams competing in 16 games over a 6-day span. The Palm Beach County Sports Commission and Treasure Coast Sports Commission would have control over scheduling games. Therefore, both Palm Beach County and St. Lucie County would be assured of equity in terms of quality and demand for games. Both destinations would be assured an equal showing of opening round games and final round games. Every national team will have an opportunity to compete in both Palm Beach County and St. Lucie County. COVID-19 PREVENTION MEASURES GENERAL GUIDELINES FOR TEAMS
The following are some of the key guidelines for teams that will be implemented in the Health & Safety Plan that shall include Medical and Competition Management measures to prevent the spread of Covid-19 at WBSC events. The plan shall be developed, implemented, and monitored in coordination with the appropriate health local authorities. 1. TEAM PRE-ARRIVAL: § National Federation (NF) must identify the list of delegation members that will be traveling 30 days prior to departure. The total number of delegation members shall be kept strictly to the essentials; § NF shall assign one of the delegation members as Covid-19 Liaison; § Individuals testing positive during the training camp period should be given proper medical attention and be quarantined from the group for at least 14 days. At least two negative tests on consecutive days shall be needed before the individual can re-join the group; § A negative PCR test certificate issued 48 hours prior to departure for each delegation member shall be mandatory to board the plane and enter the host country. Additionally, it is strongly recommended to take an antigen test prior to boarding; § During travel, delegation members must wear masks at all times, use sanitising gel regularly, keep physical distance when possible and refrain from interacting with third parties. Specific group check-in and luggage handling procedures shall be devised to minimize contact with third parties; § Eating and shopping at the airport shall be avoided. Group meals shall be programmed following strict prevention protocols; and § All participants shall be required to sign a compliance with COVID-19 testing / COVID prevention measures agreement before arrival to the host country. Any behaviour by an individual that constitute a breach in the agreement may result in the removal of the participant accreditation, sanctions to the individual and the participating Member Federation and the cancellation of the participation in the WBSC Event. 2. UPON TEAM ARRIVAL: § Delegation members shall show their pre-departure negative test to the port authorities if so required; § Only transport services organized by the LOC shall be used to transfer to the hotel. There shall be no other interactions with third parties at the arrival airport;

§ Upon arrival at the hotel, in coordination with the local authorities, each delegation member shall take a Covid-19 test. If the result is negative, the individual may check into the assigned room and remain quarantined for a number of hours to be co-determined with the local authorities; § Individuals testing positive upon arrival will not be allowed to enter the delegation spaces and need to be separated. In coordination with the local authorities, they shall be given proper medical attention and be quarantined from the group for the number of days to be co-determined with the local authorities; § For false positive tests, at least two negative tests on consecutive days will be needed before the individual can re-join the group; § Delegation members will not be allowed to interact with third parties outside of the organizational structures; § The use of face mask will be mandatory for all delegation members and organizational personnel involved in the tournament. Field of Play and personal hotel rooms shall be the only spaces where wearing a face mask is not mandatory; § Tournament participants must stay within the approved organizational areas such the hotel and competition/practice venues at all time, unless for emergencies. Non-compliance may result in the participants withdrawal from the tournament; § Delegation members may only travel from hotel to tournament venues with official transport services set up by the organization, which will follow strict prevention protocols; and § Group meals shall be programmed following strict prevention protocols in restricted spaces set up by the organization. 3. ACCOMMODATION § Only hotels which have established and approved appropriate cleaning and sanitation protocols for COVID-19 shall be used; § The accommodation shall be managed avoiding as far as possible that the participants interact with people outside the event. Teams shall not leave the hotel and may not congregate in public areas, unless previously approved by WBSC. § In order to avoid unnecessary participant´s contact with hotel personnel, the LOC Accommodation Manager will be in charge of pre-registering the rooms and will deliver the keys to the Delegation Leader. Teams shall previously have the rooms distribution, which shall be provided by the Delegation Leader of each Team. § In order to get the room keys, each participant shall go to a room designated as "Health Room", where they will undergo an antigen test; depending on the result, red or green bracelets will be placed:

Red: Mandatory quarantine inside your room

Green: The person can be in the public areas inside the hotel.
§ Participants may not exit the hotel premised under any circumstances other than to attend official scheduled practices and games and/or for emergencies; § Special request: In case a participant needs something from outside the hotel, there will be staff available to assist with supplying such needs under prior request; and § The participating teams shall be asked to share certain personal information of all participants, such as information on general medical history, flight information and local transportation, this with the aim that in the event of any participant with COVID-19 symptoms, the medical managers can act accordingly. 4. MEALS § The set-up of the room shall reduce interaction and maintain proper social distance for all participants; § A physical distance shall always be observed (e.g., lines, dining tables, etc.); and § Avoid having meals facing other individuals; § Exclusive dining area (room) for each team; § Accreditation must be presented to be admitted in the dining room/area; § All accredited participants shall wear a mask at all times, except while eating; and § LOC and WBSC to establish a meal schedule, with time slots for each team.
