Introduction The Ministry of Higher Education in the kingdom of Saudi Arabia is presently working on a major qualitative shift. Launched The Ministry’s program seeks to keep pace with the developments in the area of higher education at the global level. Objectives include meeting the growth requirements with respect to population and development witnessed by the country in various areas. In order to achieve this target, the Ministry launched an expansion program to establish more universities and colleges in all regions and provinces of the kingdom. The number of government universities jumped from eight to more than twenty universities and hundreds of colleges all over the regions of the kingdom. This quantitative expansion has been accompanied with quality enhancement by launching pioneering projects for upgrading higher education. Examples include developing of evaluation and quality standards, introducing a scheme for developing of innovation and excellence at the level of faculty staff in Saudi universities, establishing more research and excellence centers and encouraging universities to establish important partnerships with wellestablished international universities that contribute to transfer of knowledge and stimulate spirit of competition with international institutions. Endeavors to probe and utilize international experience have not been limited to international cooperation programs between our local universities and their counterparts abroad. A further step has been taken by launching out-of-thecountry scholarship program under auspices of The Custodian of The Two Holy Mosques. The program is designed to effectively develop, educate, train and qualify thousands of Saudi human resources so that they can compete globally in the labor market, research and provide an essential pool to support Saudi universities, government and non-government universities with highly qualified resources. As a result of this qualitative shift witnessed by higher education combined with an interest to achieve integrated knowledge awareness of higher education issues and institutions among staff and students in the kingdom of Saudi Arabia, the Ministry of Higher Education considers establishing an international exhibition for higher education to host various international higher education institutions. The exhibition is intended as a positive communication channel between educational institutions in the kingdom and higher education institutions all over the world. It will contribute to awareness of all categories of the community in general and particularly individuals seeking scholarship programs and educational courses offered by those institutions.
