Tax Increment Financing (TIF) Implemented in Leon Tax Increment Financing (TIF) has been a joint discussion between the City of Leon and the Leon Chamber of Commerce / Leon Community Development Corporation over the past couple of years and through these collaborative efforts, TIF has come to fruition. In the November City Council meeting, the Leon Council voted unanimously to declare the City of Leon as an Urban Renewal Area, and to implement its first Tax Increment Financing (TIF) district. TIF is a powerful, but complicated, tool to spur economic development in cities, counties, and rural areas. The State of Iowa code allows government entities to implement TIF in their communities, and to determine how the tool will be used. When a city implements a TIF district, they freeze the existing tax base of the properties within that district. The property taxes levied on those properties continue to be dispersed to all taxing authorities (county, city, school, hospital, etc.). Any additional property taxes gained in the designated area due to increased property value will be set aside and designated to be used for certain projects as deemed appropriate by the City Council. The TIF district is in place for a defined period of time, and after that period of time, ALL property taxes received from the properties in the TIF district are then disbursed to all taxing entities. As an example, the City Council could identify a block in town that is ripe for redevelopment. The Council would place that block into a TIF district. If the current assessed value of that district is $500,000, the property taxes gathered on that assessed value would continue to be disbursed to the county, city, school, hospital, and other taxing entities. But, as redevelopment takes place, a new house is built on the block. If the new house is assessed at $200,000, the property taxes paid on that additional assessed value will be dispersed to the City to be used for other redevelopment projects. Once the block has been redeveloped, the TIF district can be released, and the property taxes on the new total
assessed value would revert to being distributed to all taxing authorities. The first TIF district implemented in the City of Leon includes the new Dollar General building, the community center, and Main Street Brick House. Because the Dollar General building was constructed on a property that previously had a low assessed value, there is a large increase in the new assessed value of the TIF district. The property taxes collected on this new tax value will be held at the City, and is planned to fund enhancements to the community center. This funding mechanism will allow the City to take advantage of an economic development benefit, and fund projects that could not be funded by existing City finances. In addition to projects like this example, TIF can be used for other economic development projects in the future. For example, if a housing developer would like to build housing units in Leon, they might take advantage of TIF. The developer might have a development cost that they are not able to pay up front, such as the cost of getting water and sewer services to the new development. In this case, the developer would work with the City to implement a TIF district on the property which currently has low value. As the value increases, the developer could be refunded their property taxes to help pay off the debt incurred to build out the infrastructure. In this example, the developer benefits by getting their property taxes rebated for a direct cost. And the City benefits because it gets new construction that might not otherwise be possible due to the cost of building out infrastructure. In the long run, TIF has the power to spur development throughout the City of Leon, and encourage new construction, upgrades to existing construction, and an overall increase in the property tax base. The Leon Chamber of Commerce / Leon Community Development Corporation fully supports this decision by the City Council, and looks forward to continuing efforts to help those that wish to develop in Leon.
