Auditor Monthly Reports for April 2025 – County Auditor. Revenue for General Fund, year-to-date, is $14,694,454.04; expenses are $8,873,589.89, DISCUSSION ONLY: 10. Discussion and possible action regarding County Service Proclamation –County Judge. Fannin County Assistant Auditor Sherry Zindars entered the courtroom to a standing ovation. She started her 40 year career in the Auditor’s Office under County Auditor Linda Anderson on June 3, 1985. Assistant Auditors embody principles of ethics, loyalty, and trustworthiness. Ms. Zindars has devoted herself to serving the County with unwavering commitment. She has worked tirelessly to promote the advancement of all offices and their personnel and is often considered the unsung hero of Fannin County. 11. Discussion and

possible action regarding cancellation of June 3, 2025 Commissioners Court –County Judge. Approved

Approved 18. Discussion and possible action to hire litigation attorney(s) to attempt to recoup cost of repairs and damages for taxpayers related to the Fannin County Courthouse – County Judge. This same agenda item was voted on previously in Commissioners Court, resulting in a tie vote, 2-2. Pct. 4 Commissioner Doug Kopf and Judge Cunningham voted in favor of hiring litigation attorneys;

and there is restitution due to the victim or alleged victim in the case, that can be a condition of any sort of punishment that the defendant receives.”

Judge Cunningham began discussion on this agenda item“Well, gentlemen, I believe in transparency, and I believe that transparency starts with having open discussion in court. Walking quorums and having meetings, off to the side isn’t the way county government is supposed to be conducted. And when it comes to talking about courthouse repairs, we are coming up on Statute of Limitations. There has been delay in this process. In my opinion, it’s been intentional, and the delay is creating an opportunity for people who may be liable under contract or under some sort of tort theory to escape liability to the county, to the taxpayers, and the end result, I think, is going to cost the taxpayers hundreds of thousands of dollars, if not millions of dollars. Why we’re not moving forward with this to me is inexplicable and the reasons that may be that we’re not moving forward sickens my heart.” “And I want you all to ask yourself that question. Why? Okay, that’s all I’ve got to say on agenda item number 18, unless we’ve got a motion to go ahead and vote on the agenda.”

Judge Cunningham responded “That’s where it’s proven beyond a reasonable doubt, which is entirely different from the civil standard, correct? Kyle Shaw responded “I didn’t say it was an open and shut case, sir,” Cunningham answered. “I said the civil case to me is open and shut. There’s contractual liability and that liability runs to some people who aren’t necessarily criminally liable.”

Richard Glaser, retired Fannin County District Attorney said, “This is an opportunity for somebody that will do it, at a contingent fee, which means if they don’t recover anything, we don’t pay them anything. Well, gentlemen, this is a way to get some money and I fail to see why you would pass up this opportunity.”

22. Subdivision Committee and Subdivision Policy – County Judge. The committee’s monthly meeting this week has been cancelled.

23. Courthouse repairs and litigation – County Judge. The two major concerns are the roof and the area in the back of the building regarding drainage issues.

25. County budget and revenue sources – County Judge. Judge Cunningham sent a letter to the vendor that charged the county $25,000 to set up the county wide Hotel Occupancy Tax that promised results of a six-figure annual revenue that never materialized.

Judge. Judge Cunningham reported “We had an opportunity to go out there and do a look see, and we put together a punch list and we are trying to focus on things that need to be corrected. I think one of the things we’re trying to figure out is out how dangerous these things really are, and we’re still dealing with new technology and because we’re dealing with new technology, there is a lot of ignorance, we’ve got a lot to learn and in a short time to make sure we don’t have a problem with this installation.”

Commissioner Fogelberg responded “I believe the federal government and state should proceed with the lawsuit. If found guilty, they’re going to get restitution from these people if they’re found guilty. It’s not the Commissioners Court’s decision to send someone to trial for that in my mind. We are not going to prosecute litigation in this matter.” “All the bills and actions have been approved through the Commissioners Court. I mean, it’s been the Commissioners Court through the years that it was done.” Fannin County resident Mike Nejtek addressed the court“Well, I was going to ask pretty much what you did, Judge, that hopefully this would be voted on today and any ‘no’ votes, that commissioner would explain why they are voting against it. It’s my understanding this isn’t going to cost the county any money. It’s a contingency situation where if the lawyers win the case, get money, then they would get a percentage of that, is that correct?” Cunningham said the county has a highly rated attorney willing to take this case on a contingency basis. Commissioner Waggoner commented “You need to prove someone guilty in a court of law in a criminal case before I feel it’s justified to bring a civil case and that has not been done yet and I’m still voting nay on it. When all this building was going on, in this project, you got the Historical Commission involved. That escalated the price tremendously. Then you had COVID hit, and prices escalated from that. So that’s a lot of your problem.” Judge Cunningham stated “Now, the fact that we don’t want a civil jury to take a look at this makes me think I’m sitting up here on top of the cat box and we’re covering up stuff.” Commissioner Kopf replied “So I’d like to say something, Judge. Yes, sir. I would still vote yes in court today. However, I don’t like.. I don’t like some of the comments you’re making putting us in a certain position, like we’re covering something up. I feel like I’m treated like a criminal when I’ve done nothing wrong.”

Kyle Shaw, an attorney representing A.J. Self, spoke up to say, “Mr. Fogelberg is, in fact, correct. The criminal justice system is set up so that if someone is convicted

Paul says in God’s word, that our struggles are not against flesh and blood, but against the principalities and the spirits of this world. But there’s this thing going on that I’ve come to realize in Fannin County that is to the detriment of Fannin County. It’s called the Masonic Lodge, and I’m certain most everybody in this room is very familiar with it. I’m also certain that they realize that there are oaths and binding agreements that go against God’s law, that go against the people’s needs. If you are a part of this Masonic Lodge, I in the name of Jesus Christ call you out, I think you should be ashamed of yourself. I think you should step down, and if you want out, I know some tools that can help you spiritually get out from under the bondage which is exactly what it is that Satan has over you. So, that is the elephant in the room. Whether you are part of it as this group as commissioners or judge, I don’t know. I don’t have those facts, but I can assure you that it is obvious that the decisions are being made with some of this behind it.

Commissioner Waggoner responded “I can assure you that I have no part of any of that.”

This agenda item was passed with no action, no motion, no second.

26. Water issues affecting Fannin County – County Judge. Commissioner Kopf reported that a very productive, informative meeting was held.. Judge Cunningham reported that the state has greatly underestimated the future water needs of our County which is quickly growing.

27. Fannin County road issues – County Judge. Fannin County resident Sarah Richardson expressed appreciation to county crews and her neighbors for helping clear County Road 2295 and County Road 2285.

Week of May 21, 2025

Bois d’Arc SLOW. water stained; 67 degrees; 0.52 above pool. Morning bass bite has been slow but should pick up soon. Points and flats are fair with moving baits and topwaters like buzz baits and spook type baits. Flukes and Yum dingers are always good around bushes in 2-4 feet. Texas rigs are good out to 6 feet of water in the same bushes. Creature baits rule on this lake. Lake should start to get clear up soon. Report by Marc Mitchell, Lake Fork Guide Service. Crappie are excellent despite the rise in water the clarity is still good. Fish are starting to congregate in 9-25 feet of water along bank lines, brush and timber for a summer pattern. Minnows are best, but some can be caught in jigs. Texoma FAIR. Water stained; 65 degrees; 13.24 feet above pool. Channel and blue catfishing has fired off in the murky flooded waters of Lake Texoma. Flooded willows and rocks in 5-15 feet of water with prepared baits or shad for numbers and good size fish. The striper fishing is inconsistent, dependent on chasing the clear water and each other until things settle. The fish will also move up shallow and in to the trees if we continue to stay at these levels with warmer water temps. Clear water is key and we don’t have any of that right now.. The water clarity is super muddy with lots of floating debris. Check ramp status before heading out. Striped bass are hit-or-miss depending on the wind and the ability to find clean water. Target clear water with slabs and swimbaits. Shad are still spawning along the banks. Report by John Blasingame, Adventure Texoma Outdoors.

talk with him. Neither of them had a fishing license and both were issued citations. No Sale A game warden was contacted about an Operation Game Thief incident in progress regarding an individual in Killeen selling crappie and catfish on a social media website. The warden located the post and found the seller’s address. After arriving at the seller’s location, the individuals admitted to the warden that they had been trying to sell the crappie and catfish they caught at Stillhouse Hollow Lake on social media for the last two days, but no one purchased them. The warden issued a citation for the sale of protected game fish and seized seven blue catfish, one yellow catfish and a bag of crappie meat. Case pending.

Fishing for Trouble A Williamson County game warden was contacted by a retired law enforcement officer who was fishing the Dickerson River Bottom of the San Gabriel River in Circleville when he saw a man using a cast net and catching white bass. The retired officer said there was a group of six men, and one was using the cast net. When the warden arrived on scene, he saw the man catching white bass with a cast net, then give it to another fisherman to manually hook the fish in the mouth onto a stringer. The warden contacted the men and found that none of them had a fishing license. The man using the cast net caught 20 of the 25 fish on the stringer, two being undersized. Citations and civil restitution were filed, and the fish were donated to a needy family.

“His Word Will Not Return Void”

Do you have a favorite childhood Vacation Bible School memory? My mind immediately goes back to an occasion when my mother had come out to play with us behind our house on the Sunday afternoon before the big VBS Family Night that night. Unbeknownst to her, one of my cousins had “souped up” our mini bike. She thought she would take it for a spin. The result was a disaster. It got out from under her and she fell. While there no major injuries, she did wind up with two black eyes and some other bruises.

As VBS Director, my mom went ahead and showed up to VBS Family Night, dark sunglasses and all! I think of her often standing up there before a sanctuary full of people telling everyone about all the children had learned and experienced about Jesus and His love. Why did I tell you that story? To show you how determined and committed my mom was to VBS, children, and Jesus. I am blessed to consider that there are so many volunteers in our church that will show up every night for our VBS because you have a similar determination and commitment. If history repeats, we will have about as

many adult volunteers as VBS participants! I thank God for every one of you. Each of you are so important to the success of our VBS. How will we determine its success? By numbers? Nope. It will be determined by how faithful we are to show the love of Jesus and help them learn more of God’s Word. Isaiah 55:11 says, “His Word will not return void.” Galatians 6:9 promises that whatever we sow we reap. May many children be impacted for eternity this very week.

Pride Is A Dangerous Thing

Hello everyone!

This week’s devotion comes from Proverbs 16:18, which tells us, “Pride goeth before destruction, and an haughty spirit before a fall.” We all have heard and quoted this verse frequently, but how much thought do we really give the message that is given here? If you recall, it was pride that first brought sin into this world. Not only that, pride is also the driving force behind every selfish decision that we make when we try to control our circumstances rather than turn them over to the Lord. If we, as believers, forget to rely on God’s power and try to rely on our own strength, then the Lord will quickly humble us,

and remind us of our limits, and of our need to depend on Him. Even more dangerous than earthly pride is spiritual pride, which is an arrogant attitude that assumes that we don’t need God’s mercy and forgiveness. Without His mercy and grace, we would be in a far worse situation than we are right now. We must remember that He is always with us, and will never leave us, nor forsake us. We must trust in Him, and His power, because His mercy and grace is very much needed in our lives. In 1887, John H. Sammis wrote this classic hymn that comes from the message in Proverbs 16.

“When we walk with the Lord in the light of his word, what a glory he sheds on our way! While we do his good will, he abides with us still, and with all who will trust and obey. Trust and obey, for there’s no other way to be happy in Jesus, but to trust and obey.” If you are in search of a good home church, we are invite you to come visit us, and be a part of our church family and worship at Central Baptist Church. Critical Thinking and the Bible PART II

We must hold to facts not preference!

“Preference” can blind the brilliant to the obvious. Personal preference is perfectly acceptable in many areas of life but we cannot allow it to prevent us from a fair consideration of facts. Using a benign example, I DON’T LIKE cucumbers. It’s not a Cats and Cucumbers thing (Google it.), it is just that cucumbers taste weird to me. If I were to say that “Cucumbers don’t exist because I don’t like them!”, or, “You’re stupid if you eat them!”, you would think me arbitrary and childish at best, and you would be right. Of course, the point is that preference does not prove factuality, and yet people allow pre-

dilection to lead them to deny the truth or accept as truth that which isn’t. That Jesus of Nazareth is the Christ has been established by His fulfillment of the prophecies concerning the Messiah and the miracles that He and His followers performed. You would think the Jewish religious rulers would have rejoiced in these facts but such was not the case. Despite miracles, fulfilled prophecies, and the fact that they believed He was the Christ, they refused to admit it! Why? “Nevertheless, even among the rulers many believed in Him, but because of the Pharisees they did not confess Him, lest they should be put out of the synagogue; for they loved the praise of men more than the praise of God.” John 12:42-43 They preferred the “praise of men more than

the praise of God”! We could exchange “the praise of men” for money, fame, etc. for anything that we value more than God separates us from God. We must realize that it is impossible to please God without being a critical thinker for the faith that pleases God (Hebrews 11:6) is the result of an objective consideration of His word (Romans 10:17). Neither God nor the thinking believer will ever be content with blind adherence to tradition or the superstitions of man. The word of God is an expression of His will and information He deemed important enough to preserve for us. He is looking for those who will objectively seek His truth, meditate on it, and submit to it. He’s looking for Critical Thinkers!

Saved By Amazing Grace

The word “GRACE” in the New Testament is simply defined as “unmerited favor.” Grace is important and essential. Man cannot save himself by himself, he cannot know enough, do enough, live enough to merit salvation. Paul reminded Christians, “For by grace are ye saved through faith; and that not of yourselves: it is the gift of God: Not of works, lest any man should boast” (Ephesians 2:8-9). When it comes to grace, we find ourselves in the hands of a loving God, who should “be thanked, that ye were the servants of sin, but ye have obeyed from the heart that form of doctrine which was delivered you” (Romans 6:17). Christians were not to obey man or man’s teaching, but the doctrine of God. It is “the grace of God that bringeth salvation hath appeared to all men, teaching

us that, denying ungodliness and worldly lusts, we should live soberly, righteously, and godly, in this present world” (Titus 2:11-12). Sin is the miss the mark, to fall short of God’s standard. We find “that all have sinned” (Romans 5:12). We can receive three things. We can receive Justice, that is, what we deserve. Remember that “the wages of sin is death” (Romans 6:23). “The soul that sinneth, it shall die” (Ezekiel 18:20). Isaiah reported that “iniquities have separated between you and your God, and your sins have hid his face from you, that he will not hear” (Isaiah 59:12). Jesus will “say also unto them on the left hand, depart from me, ye cursed, into everlasting fire, prepared for the devil and his angels” (Matthew 25:41). We can receive Mercy, that is, not getting what we deserve. The Lord is a God of mercy. Paul wrote to Christians about God, who is rich in mercy, for his great love

wherewith he loved us, even when we were dead in sins, hath quickened us together with Christ” (Ephesians 2:45). Jeremiah stated that, “It is of the LORD'S mercies that we are not consumed, because his compassions fail not” (Lamentations 3:22). We can receive Grace, that is, getting what we do not deserve. The truth is that “the wages of sin is death; but the gift of God is eternal life through Jesus Christ our Lord” (Romans 6:23). John wrote to Christians, “Christ… loved us, and washed us from our sins in his own blood” (Revelation 1:5). Paul was told to “be baptized, and wash away thy sins, calling on the name of the Lord” (Acts 22:16). Jesus promised “In my Father's house are many mansions: if it were not so, I would have told you. I go to prepare a place for you. And if I go and prepare a place for you, I will come again and, receive you unto myself; that where I am, there ye may be also” (John 14:2-3).

Art Camp at the Creative Arts Center

Bonham, Texas – Time and space are running out for Art Camp at the Creative Arts Center in Bonham.

Art Camp is for kids ages 4-10. The week-long art camp will be June 16-20, from 9:00 am to 3:00 pm each day. Each day will be filled with arts, crafts, games, music and more. Cost is $200 for members and $250 for non-members. Scholarships are available, thanks to generous donors. The center will also be hosting a fun dinner party called Margaritas & Music on Friday, June 13 from 6-8 pm. Guests will enjoy a delicious dinner with drinks and desserts, then listen to some beautiful music by the wildly talented Casandra Hashert inside the Main Gallery at the art center. Tickets are $40 per person. Spots are limited. Get tickets before noon on June 11 or before they sell out. Tickets are available on the center’s website or at the office. No tickets at the door. Kidz Krew will be hosting open auditions for their next production on June 9 and 10. Alice in Wonderland: Rise of the Cards was written by Lisa Avila and will be directed by Kelly Baxter and Caleb Crocker. Kids ages 8 and up are invited to participate. time. A wide variety of art classes for all ages are also scheduled for the coming weeks.

Beginning on May 19th, FM 274 will be closed to thru traffic at the Sandy Creek Bridge in order for the contractor to replace the bridge and approaches. During the closure, traffic is asked to use SH 78 and FM 1753 to detour around the closure.

SH 121 overpass at US 69. The SH 121 overpass at US 69 is closed to thru traffic while crews perform bridge repairs. All traffic will be required to take the exit for US 69 and then will be able to take the next entrance ramp back onto SH 121. A temporary signal is in place to control traffic on SH 121 and US 69 during this closure. Motorists should expect delays as signals control traffic through the construction zone.

CR 1202 at Tributary of Brushy Creek. CR 1202 at Tributary of Brushy Creek has an onsite detour in place to allow for replacement of the bridge. Traffic is asked to approach the detour shift slowly and drive an appropriate speed through the work zone while crews replace the bridge structure.

CR 2865 at Sanders Creek Tributary. CR 2865 at Sanders Creek Tributary will be closed to traffic on Monday, April 21 to allow for replacement of the bridge. Traffic will be required to detour onto CR 2815, CR 2840 and CR 2825 while the bridge structure is being replaced.

FM 68, from SH 78 to FM 271. Watch for daytime lane closures as crews work to rehabilitate and widen the roadway to an overall width of 28 feet. Motorists should expect delays as signals and pilot cars direct traffic through the work zone.

SH 78, from US 82 to the Oklahoma State line. Watch for daytime shoulder closures and occasional daytime lane closures as workers install sloped-end treatments on drainage structures and replace bridge rail and guardrail.

FM 64, from SH 34 to the Delta County Line. Watch for daytime lane closures as maintenance crews perform a level up on the roadway. Motorists should expect delays as flaggers and pilot cars direct traffic through the work zone.

FM 273, from FM 1396 to FM 2554. Watch for daytime lane closures as maintenance crews perform a level up on the roadway. Motorists should expect delays as flaggers and pilot cars direct traffic through the work zone.

SH 121, from SH 56 to SH 11. Watch for mobile lane closures as maintenance crews perform a sweeping operation to remove loose material from the roadway. Motorists should expect delays from the mobile operation in the work zone.

Garden Charm workshops are an opportunity for participants to learn how to turn their old jewelry and trinkets into garden art. The next class is June 7 from 11:30 am to 2:30 pm, led by Michelle Haynes with Estella SheShop. Brenda Magness will teach a class on making your own doorhanger on June 7 from 1-4 pm. John Willson is leading a basic drawing class on Thursday afternoons in June, from 1-3 pm. Mixed Media and Music is a free class for adults that will be held on June 10 from 1-3 pm and June 12 from 6-8 pm. Tatiana Murray will be teaching an Oil Pastel class on June 13 from 11 am to 1:30 pm. Sandy Barber will teach Groovy Jeans class on June

14 from 11 am to 3 pm and embroidery basics on June 26 from 6-8 pm. Barber will also teach a class in Canva basics on June 24. The center will be hosting a Tie Dye Party on June 18 for all ages. The cost is $5 per shirt for members and $8 per shirt for non-members. Participants will bring their own shirt and the center will provide the rest. Sip & Stitch is a free time for fiber artists to bring their current project and enjoy fellowship with others who like to crochet, knit, embroider and create other fiber arts. The next Sip & Stitch is set for June 19 from 6-8 pm. Likewise, Artist Get Togethers are free opportunity for artists of any medium to get together with other creative types and work on their

current project. The next one is set for June 27 from 1-3 pm. Junk Journal Club meets monthly and will meet again on June 25 from 2-4 pm. This class is free for members and $5 for non-members. The center offers weekly yoga classes. Kristi Dunbar teaches yoga on Tuesdays at 6 pm. Domanique Allen teaches chair yoga on Wednesdays at 1 pm. Beginners are welcome. Classes cost $10 for members and $15 for non-members. The Creative Arts Center is located at 200 W 5th in Bonham. nin County ARC met for their regular meeting on May 17, 2025, at 0900 at the Bois d’Arc Creek Cowboy Church. In addition to the regular business of the club, and the emergency communications for the spring storm season discussions, further upcoming activities the club can be involved in to promote the hobby of amateur

Activities that the club is going to be participating in include the Bonham State Park event June 7, 2025, between 1000 and 1400 (10 a.m. until 2 p.m.) with demonstrations of making radio contacts and a “Parks On The Air” (POTA) activation. The annual Amateur Radio Relay League (ARRL) Field Day will be June 28 – 29, 2025 this year. The club will be at the Bois d’Arc Creek Cowboy Church for this 24hour event with the goal of making as many contacts as possible. Rules for this event can be found at the ARRL website. Members have a lot of fun working the airwaves, and non-members can expe-

rience the excitement with the “Get On The Air” with the club. As you can tell, the objective of getting “on the air” happens a lot with amateur radio operators, which is why we’re called “hams.” The members will also support our neighboring Red River Valley ARC of Lamar County with the Tour de Paris Bike Rally in July. Bonham-ex Yarborough posts .304 BA to start college career

Former Bonham standout Darian Yarborough finished his first collegiate baseball season on May 3 with a .304 batting average. The 2024 Bonham graduate completed his freshman campaign 34-for-112 at the plate for Arkansas State University Mid-South.

Yarborough, a 6-1 185 infielder and right-handed pitcher, also scored 24 runs, drove in 16, swiped 10 bases, doubled eight times and had a home run (April 26) during his 41 games played. During his four varsity seasons at Bonham, Yarborough in 2021 earned District 11-

Chuck Hilger

Chuck Hilger, known affectionately by all as Grandpa, passed away peacefully on May 26, 2025, at Texoma Medical Center. Born on September 1, 1939, in Denton, Texas, to the late James and Aline Hilger, Chuck lived a full and generous life, leaving behind a legacy of love and craftsmanship. Arrangements are under the direction of Wise Funeral Home in Bonham, TX.

Before his passing, Chuck was lovingly preceded by his parents, his sisters Marlene Hilger and Puggie Nichol, his brother Kenny Hilger, and daughter Jacque Clegg. His memory will be cherished and kept alive by his devoted wife of 63 years, Janet Hilger; his daughter Cheryl Jordan and her husband Ron; his son Shane Hilger, and his wife Shonna; his daughter Dawn Hubbard and her husband Todd; 11 grandchildren; and 28 great-grandchildren, all of whom brought him immeasurable joy and pride.

Chuck was a man of many talents and interests. He owned a muffler shop where his workmanship and integrity were well respected. Alongside his beloved wife, Jan, he crafted beautiful cedar furniture, a testament to his skillful hands and creative spirit. His warm and friendly nature meant that he was known to everyone simply as Grandpa, a title he wore with honor. His playful inquiry, “Does your mama know where you’re at?” was a familiar and endearing phrase that reflected his sense of humor and caring trait.

Grandpa’s passions were as rich as his personality. He took immense pleasure in watching his grandchildren play sports, and he was always ready to throw the football around with them. His love for restoring antique cars was more than just a hobby; it was a form of expression and a way for him to connect with the past and bring joy to those who shared his appreciation for classic beauty.

Described as loving, handy, and generous, Chuck was a man whose actions spoke louder than words. His generosity knew no bounds, and his hands were rarely still, always working on a project or lending a helping hand to those in need. His love for his family was the cornerstone of his existence, and he instilled in them the values of hard work, commitment, and the importance of family.

Chuck’s presence was a source of stability and love for his family. His ability to fix anything that was broken extended not only to objects but also to the hearts of those he loved. He approached life with a sense of humor and a gentle smile, leaving a lasting impression on everyone he met. His legacy will continue to live on through the lives of his family and the many people he touched. Grandpa’s memory will be held in the hearts of his friends and loved ones, where his spirit will forever resonate with the echoes of his kindness and his life’s work. While we mourn the loss of such a remarkable man, we also take comfort in knowing that he lived his life to the fullest, surrounded by those he loved and who loved him in return. Chuck’s story is one of joy, dedication, and an unwavering commitment to family—a story that will be told for generations to come.

APPLICATION AND PRELIMINARY DECISION. Resolve Aggregates, LLC, P.O. Box 185219, Fort Worth, Texas 76181-0219, has applied to the Texas Commission on Environmental Quality (TCEQ) for issuance of Proposed Air Quality Permit Number 178260, which would authorize construction of a Wet Sand and Gravel Plant located at 4400 Farm-to-Market Road 274, Ravenna, Fannin County, Texas 75476. NOTICE IS HEREBY GIVEN that the City Council of the City of Leonard, Texas, at its meeting to commence at 6:30 P.M. on July 15, 2025, at the City Hall, 111 W. Collins, Leonard, Texas, tentatively proposes to adopt an ordinance authorizing the issuance of interest bearing certificates of obligation, in one or more series, in an amount not to exceed $1,200,000 for paying all or a portion of the City’s contractual obligations incurred in connection with (i) acquiring, constructing, and installing additions, improvements, extensions, and equipment for the City’s waterworks and sewer system, including treatment facilities, water and sewer lines, storage facilities, lift stations, pumps, valves, meters and related infrastructure improvements; and (ii) legal, fiscal and engineering fees in connection with such projects. The maximum interest rate for the certificates may not exceed the maximum legal interest rate. The maximum maturity date for the certificates shall not exceed the maximum maturity permitted by law. The estimated combined principal and interest required to pay the certificates to be authorized on time and in full is $1,728,305. The current principal of all outstanding debt obligations of the City is $8,570,000.00. The current combined principal and interest required to pay all outstanding debt obligations of the City on time and in full is $11,012,797.40. The City proposes to provide for the payment of such certificates of obligation from the levy and collection of ad valorem taxes in the City as provided by law and from a pledge of surplus revenues of the City’s waterworks and sewer system, remaining after payment of all operation and maintenance expenses thereof, and all debt service, reserve, and other requirements in connection with all of the City’s revenue bonds or other obligations (now or hereafter outstanding), which are payable from all or any part of the net revenues of the City’s waterworks and sewer system. The certificates of obligation are to be issued, and this notice is given, under and pursuant to the provisions of V.T.C.A., Local Government Code, Subchapter C of Chapter 271.

Texas Tech Graduate of Leonard Dr. Lyric Garner

Press Release - Dr. Lyric Garner, daughter of Michael and Jenny Garner of Leonard, TX, was awarded her Doctorate of Veterinary Medicine from Texas Tech School of Veterinary Medicine. Lyric was a member of the inaugural class of RaiderVets. This historic first graduating class was awarded a total of 61 degrees. This Veterinary School of Medicine is the second veterinary school in Texas, with the first one celebrating its inaugural class 105 years ago.

Nationwide there are currently 35 veterinary programs. The Texas Tech School of Veterinary Medicine targets a shortage of veterinarians in rural communities and focuses much of its curriculum on large animal care. Lyric's focus has been on cattle, reproductive physiology, and breeding. She plans to begin her career in Shattuck, OK at a clinic that specializes in reproductive services and hopes to open a practice in Fannin County in the future. The vision for this school began over a decade ago and was a collaboration between Texas Tech University, numerous legislative officials, the City of Amarillo, and numerous veterinarians in Texas, Oklahoma, and New Mexico. In addition to speeches from the President of Texas Tech, Lawrence Schovanec, Texas Tech University System Chancellor, Tedd L. Mitchell, and Texas Tech University System Chancellor Emeritus, Robert

Duncan, Governor Greg Abbott recognized the school and the students' accomplishments. (Governor Abbott also noted that this graduation was the most cowboy hats he had ever seen at one function.)

The inaugural class began its journey in 2021 and helped build and refine the curriculum, began organizations, established tradition, and welcomed incoming underclassmen. The majority of the graduates have accepted jobs in rural communities in Texas, New Mexico, and Oklahoma, fulfilling the original mission of this Texas Tech program.

The Class of 2025 left behind a statue of a well-worn saddle and a plaque with a list of the graduates as a "Thank You" for the opportunities and education they received from Texas Tech. Lyric also represents Texas A&M University in Commerce, earning her Bachelor's of Science in Animal Science before attending Texas Tech.
