GLOBAL PARTNERSHIPS
GLOBAL MULTIPLICATION
Class at European Bible Training Center in Germany and the things which you have heard from me in the presence of many witnesses, entrust these to faithful men who will be able to teach others also.
2 TIMOTHY 2:2
Welcome to Impact 2024! We are so thankful that you could join us today as we celebrate testimonies of what God is doing around the world.
We have called this event Impact for a reason. When one pastor is trained, there is impact in multiple directions. That pastor is first impacted in his own life as he conforms to the biblical qualifications for spiritual leaders. God’s word acts in his life bringing about changes in his relationships, starting with his marriage and family.
That godly pastor then impacts the church. As he powerfully preaches the word of God and shepherds the flock toward Christlikeness, they grow in their worship of and obedience to the Lord Jesus.
The strong and mature church impacts non-believers in the community by preaching the gospel and making disciples, lovingly calling them to repentance and faith in Christ. Strong indigenous churches even send out their own leaders as missionaries to other lands.
Literally, the impact of one trained pastor has ripple effects that are felt in whole communities and even other countries. Multiply this by hundreds—even thousands—of churches and you begin to see the sheer magnitude of what the Lord can accomplish. It’s as our beloved pastor John has always said: if we take care of the depth of our ministry, God will take care of the breadth. As we look around the globe, we see Him opening a breadth of opportunities that none of us could have ever imagined.
And what is most exciting to me is that so many of these opportunities are being met in partnership with the MacArthur family of ministries—The Master’s University and Seminary, Grace To You, and Grace Church. Our global ministry is being strengthened and we are seeing impact that is even greater because of these partnerships.
These are the testimonies that I am thrilled to share with you today. I’m grateful you’ve joined us and I trust you will be encouraged to see how the Lord is using your partnership to make an eternal impact on the global Church, bringing glory to the God and father of our Lord Jesus Christ.
Until they all hear,

TMAI is committed to fulfilling the Great Commission by training indigenous church leaders to be approved pastor-teachers, able to equip their churches to make biblically sound disciples.
authority of scripture
The inerrant and sufficient word of God is our ultimate authority in all areas of life and ministry ( 2 tim 3:16 ).
centrality of the local church
The goal of training is to strengthen His Church, the pillar and support of the truth ( 1 tim 3:15 ).
priority of the gospel
We train men to accurately proclaim the true gospel, which is the power of God unto salvation to all who believe ( rom 1:16) .
value of respect
We train with the goal of entrusting the training ministries into the capable hands of our co-laborers in other countries ( 2 tim 2:2 ).
importance of integrity
We uphold God’s high standard of holiness and integrity for spiritual leaders ( 1 tim 3 ) through doctrinal, financial, and academic accountability.
Expository preaching conference hosted by The Expositor’s Academy in the Philippines
TMAI’s commitment to indigenous leadership positions us for long-term ministry without the interruptions that plague foreign missionaries (like visa issues and diplomatic volatility).
Following the model of 2 Timothy 2:2, gospel witnesses are being multiplied exponentially. The training of one man touches countless lives as he shepherds his own congregation or even sends more men to be trained like he was.
Since TMAI graduates already know the local language, customs, culture, and people to whom they’ll be ministering, they’re often more effective at planting and pastoring churches than foreign missionaries.
With the same amount of money it would take to send one man to the United States to be trained, TMAI is able to provide high quality education to dozens of students, right in their home countries.
Faculty members live in the area where they minister, making it possible to disciple and invest in their students, both in the classroom and in the context of their local church ministries. Full-time presence means full-time discipleship.
TMAI is committed to equipping pastor-teachers to accurately handle the word of truth according to the biblical requirements for pastors ( 2 tim 2:15 ).
Q& a with P hil J ohnson from
Grace to You (GTY) is the number one way the global Church is exposed to the preaching ministry of John MacArthur. Can you reflect on how you’ve seen God use GTY to open doors for ministry around the world?
phil johnson My first real awareness of the global importance of Grace to You came very early, in 1984. GTY was publishing the original study guides, and some of the color printing was being done in Singapore. GTY sent me there to negotiate terms with the company that was doing color separations, and while there, I stayed with Paul Chang, of Christian Nationals Evangelism Commission (CNEC).
Paul had just returned from Burma (now Myanmar), and he described for me how Baptist pastors in Burma had little or no access to study tools, but GTY’s recorded sermons were finding their way around from pastor to pastor. CNEC had a large library of GTY cassette tapes, and Paul Chang would carry a load of recorded sermons into Burma every time he went. The pastors he worked with would listen to John MacArthur’s sermon on a passage of Scripture,
and then preach on that passage in their own language. GTY was a lifeline for them.
Similar stories could be repeated from India, the Philippines, and several undeveloped African countries. The radio broadcasts and recorded sermons have found their way into (literally) every English-speaking part of the world, and every year at the Shepherds Conference I meet pastors from overseas whose introduction to John MacArthur was through GTY. The ease of distributing recorded material through the Internet has of course magnified the influence of GTY and John’s teaching, and now that we are developing audio tools in major languages, we are seeing a similar impact in non-English parts of the world.
Just to cite one example of that: A group in Finland translated and prepared a Finnish translation of The MacArthur Study Bible, which is at the printers now. They undertook the project without any encouragement or financial support from us—though when we learned of the project, we insisted on helping them with the printing costs.
Those are just a few ways the influence of our ministry often reaches into places without any campaign or strategy on our part. It fulfills the axiom John MacArthur has often stated: If we take care of the depth of our ministry, God will see to the breadth of it.
In addition to GTY which airs in English, and Gracia a Vosotros which airs in Spanish, Grace Reaches Out (GRO) was launched in order to see Pastor John’s sermons translated into major global languages. Can you tell us the vision behind this initiative?
pj The Spanish ministry was a natural, because Grace Church has such a large community of Spanish speakers. It was relatively easy to find people to translate, record, and work in our Spanish division—which to this day is the only one of our international ministries that works out of the home office. Their reach on radio rivals that of our English broadcasts.
Gracia a Vosotros is a good working model for what we are doing in several other key languages via our GRO initiative. We selected nearly six hundred of John’s best and most beloved sermons, and
through strategic partnerships, have translated and voiced them into Arabic, French, Mandarin, and Portuguese. With the first four languages completed, we are now in production in Farsi, German, Italian, Korean, Romanian, and Russian. As we complete the production process, the next phase involves finding the best avenues for distribution in each language context. In many cases, books by John MacArthur as well as The MacArthur Study Bible have already been published in the languages we have targeted for the GRO initiative.
It was your encouragement to Mark Tatlock that TMAI should proceed in developing its Global Publishing office. Can you comment on why you felt this was necessary or strategic?
pj The publishing of John’s printed resources in other languages is of course strategic for TMAI. And TMAI’s plans for what and when to publish have often been a step or two ahead of us, so it was natural to make the most of our partnership with TMAI by letting them steer most of our foreign-language publishing projects. It takes a burden off our staff. TMAI has the skills and knowledge
to drive the program, and we have the resources to fund these projects. It was a natural move to work closely with TMAI in deciding what, where, and when we should develop foreign-language printed tools.
You’ve traveled extensively internationally; can you share one story of where radio and publishing have had a significant spiritual impact upon the church?
pj The impact of GTY and John MacArthur is huge and can be felt both domestically and internationally. I became a Christian in 1971 in Tulsa, Oklahoma. At the time, there was not a single church within driving distance
of Tulsa where you could hear a preacher doing serious biblical exposition. Tulsa was full of charismatic churches and moderate Southern Baptist churches. Fifty years later, I know of five churches in the Tulsa area, most of them pastored by TMS grads, where the preaching and doctrine are as sound as Grace Church. It’s significant, I think, that Tulsa was one of three cities where GTY has been consistently aired since the premier broadcast in 1978.
I see the same phenomenon overseas—but especially in areas where TMAI has been able to train men in depth. India would probably be the most notable example. I remember a time in the 1980s when I was speaking at a pastors’
conference in Hyderabad, and the worship leader invited attendees to suggest a hymn they wanted the group to sing. The guy who most enthusiastically raised his hand was called on, and his request was for this group of pastors to sing a ditty called “Every Little Cell in My Body Is Happy.” The song leader and virtually all the pastors in attendance were thrilled with that choice. For me it seemed a sad gauge of the spiritual depth of those pastors.
My most recent pastors’ conference in India was around 2012, I think, and the difference was remarkable. It was a group of men who were serious about biblical exegesis, the authority and sufficiency of Scripture, and sound doctrine. In my judgment, TMAI deserves the most credit for that, but I’m glad GTY was able to open the door.
Where do you see the leading edges of impact for GTY in partnership with TMAI? Why is partnering with TMAI at this time in the history of the ministry mutually beneficial?
pj The two ministries are distinct and each has its own stated purpose, but they dovetail together
Training started by a TMAI graduate for Tamil pastors in India
beautifully. As noted in my answer to the previous question, TMAI is able to provide the kind of handson, in-depth training that makes it possible to multiply qualified men and transmit our shared commitment to biblical authority across generations.
GTY’s plan is to continue broadcasting John MacArthur and making his sermons available even after John is in heaven. Meanwhile,
for as long as TMAI shares our values and affirms what we teach, we want to continue to be a support and encouragement.
When you hear of the worldwide impact of John’s preaching, what most encourages you and the staff of GTY?
pj I think it’s the things the Lord orchestrates and accomplishes before we even know what’s happening. The prime example of this is the Vietnamese ministry, which was started se -
ride into a remote part of the Mekong Delta, half a mile down a dirt path, then a canoe ride to a place literally in the wilderness, where an elderly woman lived with her granddaughter in a tin shack made of discarded metal. That woman and her granddaughter had no radio or television—no electricity or running water. But every evening, they would listen to sermons of John MacArthur’s, translated into Vietnamese, on this battery-powered device her church had supplied for her.
We have God’s own promise that His Word never returns void. It always accomplishes what He intends. cretly by a Vietnamese individual who worked for a well-established Christian broadcast organization. He had translated and voiced hundreds of John MacArthur’s sermons in Vietnamese, and he developed a technology for distributing those sermons on a Walkman-like device, all over Vietnam.
We affirmed and encouraged the program when we learned of it, and I eventually traveled to Vietnam to see the work for myself. I took a five-mile motorbike
I think often of that woman and her granddaughter, who is now an adult, and I pray that those sermons set her life in a direction that honors Christ. It makes me supremely happy to know the preaching of God’s Word finds its way into places where I would normally never travel. Better yet, we have God’s own promise that His Word never returns void. It always accomplishes what He intends (isa 55:10–11).
“ with one mind striving side by side for the faith of the gospel ”
PHILIPPIANS 1:27
The Spanish ministry at GCC recently translated the Forerunners of the Faith curriculum into Spanish. The translated resource was published through TMAI, printed through the TMAI developing school in Colombia, and will be available for purchase online.
TMAI would not exist without the faithfulness of other likeminded ministries who have been striving side by side with us for the faith of the gospel ( phil 1:27 ). These examples are just a few of many ways TMAI is partnering strategically with the MacArthur family of ministries. Together with TMAI, Grace Community Church (GCC), Grace to You (GTY), and The Master’s University and Seminary (TMUS) play an integral role in strengthening the Church worldwide. translation work with grace reaches out translating forerunners of the faith GTY is working with TMAI to align Grace Reaches Out (GRO) language translations with new or developing TMAI training fields. An example of this is in Indonesia, where the airing of Pastor John’s sermons on TV and radio will strengthen TMAI’s new training efforts and accompany the translation of The MacArthur Study Bible.

an excerpt from the “ unreached podcast ” with dustin elliott and mark tatlock
dustin elliott When I think about how many locations and different people you’ve met and trained and you think about the branches off the vine and how far those go, one of the things you said was how you’re excited about the depth of how those branches have grown and where they’re going next [...]
How do you explain to [our audience] the fruit that you’ve seen of getting local leaders trained and taught how to preach and how to lead, and how does that branch out from the local source versus all coming from the West?
mark tatlock I want to begin first by just referencing John MacArthur and his influence in our ministries. He said from the very outset: I’m grateful for these institutions, but there’s one institution that God ordained and that’s the
church. It is the one eternal institution. So any of what we would term “parachurch ministries”— universities, seminaries, missions agencies—wherever they might be, they have to always keep clear that their responsibility is to serve the local church. Many can give lip service to that, but today, the reality is most parachurch ministries and sadly, many missions agencies have lost their footing as far as the priority of the local church [...]
So the one thing that defines our convictions is: Be faithful to the authority of God’s word and the building of His church. I’ve been teaching missions for about 35 years, so I’ve watched the trends, and I would say that missionaries have become a lot more reliant on pragmatic strategies and methodologies. Missiology has borrowed a lot from the field of
secular sociology and cultural studies and sadly, in many cases, it’s trickled into the thinking of missions organizations and missionaries themselves. Pragmatic strategies and methodologies that, if you’re honest, elevate culture and cultural studies as the authority over God’s word.
We need to return to the priorities we see in the New Testament and trust that God’s word is not just authoritative, it is sufficient.
I believe the New Testament is very clear—it’s the proclamation of the truth coupled with the demonstration of God’s love. When Christians both preach the truth and live the truth, there’s an integrity to the Gospel message. This is what Christ conveyed in Matthew 6:13. When we both preach Christ and live Christ, we shine as bright lights in the darkness. Paul restates this in Philippians 2: “in the midst of a crooked and perverse generation.” Peter says it again in 1 Peter 2: We both proclaim the excellencies of God and then we demonstrate the excellencies of Him in putting His
character and behavior on display [...]
This requires that pastors and church leaders are well trained to teach the Scriptures to their people, beginning with accurate doctrine. Then in turn they are discipled to obey and practice the truth in their own lives. When this occurs, the church has a vital witness in its community and nation. We need to return to the priorities we see in the New Testament and trust that God’s word is not just authoritative, it is sufficient. It is the means by which we can faithfully fulfill the Great Commission.
de I love that you’re just reminding our listeners and your own people that will hear this—got to stay true to the word. We’ve got to be in the word. We’ve got to know the word. And I think about Ephesians 6 a lot. And just if I don’t, I may have my helmet and I may have my armor, and I may have my shoes, and I may have my belt, but I may not have a sword if I don’t know the word and I’m not in the word and I’m not faithful to it.

For 20 years, TMAI has sought to strengthen the global church through the training of indigenous church leaders.
Today, we see that many of the churches with TMAI students and graduates are now preparing to send out missionaries of their own to reach the unreached in their countries. Yet with so much of evangelical literature dominated by secular ideologies, few comprehensive resources are available to prepare these eager evangelists for faithful gospel ministry to the nations.
The Biblical Missions volumes will be used by TMAI training centers and other institutions, local churches, and missions organizations around the world to equip men and women to be faithful witnesses to the gospel. We pray these volumes would prepare believers worldwide to take the gospel to the nations with a firm foundation in the word of God.
In addition to the textbook and workbook, TMAI is creating an online resource center to further equip the global church for Great Commission work. This website will be launched in Summer 2025.
Therefore, to equip believers for missions, not just in the American church but internationally, TMAI is publishing the Biblical Missions textbook and workbook through Thomas Nelson.

foundation blocks
The Foundation Blocks of TMAI are ministry efforts which have proven to help establish formal Training Centers in various countries. These Foundation Blocks ( depicted in the top row of the graphic below) are essential components of establishing a training ministry that endures.
The Foundation Blocks must have solid ground on which to stand if they are to uphold an entire Training Center. This solid ground includes the invitation of nationals, the existence of model churches, the presence of a multi-church network, and a training center team (depicted in the bottom row of the graphic below). These components work hand in hand to develop a strong foundation for budding training ministries that desire to see the word of God proclaimed among the nations.
pathway to membership
TMAI supports developing schools as they build out the Foundation Blocks necessary for establishing formal training ministries. Through this partnership, TMAI offers both counsel and financial assistance to support the growth of these schools. The membership pathway of TMAI provides a clear, structured process, guiding these schools toward launching a Training Center in their communities and assisting them from the outset.
Developing schools interested in pursuing TMAI membership are assessed based on their progress in building these foundational elements. This allows TMAI to deliver more focused and tailored support to each group of training ministries. Membership at TMAI is open to theological training ministries that are committed to the authority of God’s word, the advancement of the gospel, and the fulfillment of the Great Commission, provided they meet the established standards and criteria for membership.
Candidates have successfully implemented the Foundation Blocks in country and are working to develop and expand these elements. After the final elements have been solidified and the Expository Preaching Program has been established, candidates are eligible to become formal members of TMAI. Colombia, England, and Romania are our three candidate schools.
pre-candidates candidates
Pre-candidates have formally committed to pursuing TMAI membership and are making efforts to establish the Foundation Blocks. There are 8 pre-candidate schools right now: Chile, Ecuador, French-Canada, Indonesia, Madagascar, New Zealand, Poland, and Uganda.
Affiliates are training ministries who want to partner informally with TMAI for mutual encouragement, academic collaboration, or eventual pursuit of TMAI membership. TMAI is working with over 45 affiliate ministries around the globe. affiliates
a testimony from the middle east
Around the world, souls are starting to seek the truth.
The lies of the enemy have catapulted our world into a dark and disastrous agenda—all to lead us away from what is beautiful and true. Confusion is the weapon of choice, leading people to worthless, perishing lies. The only antidote is that which is precious and imperishable.
God has placed in the hearts of His people a hunger and appetite for the truth. Not leaving His own to be deceived (matt 16:18), He uses His Church to preserve and illuminate the truth to a dark world ( matt 5:13-16). And as the world falls deeper into confusion and deception, more men are being raised who are seeking to feed people the truth they are hungering for.
The command of the apostle Paul still rings out as essential as it was the day the Spirit inspired it: “The things which you have heard from me in the presence of many witnesses, entrust these to faithful men
who will be able to teach others also” (2 tim 2:2).
We see this truth lived out through ML, a teacher at our Training Center in the Middle East.
ML was born and raised in a region where Christians are scarce—and true churches, scarcer.
Finding a church that provided true, solid, biblical teaching was an incredible challenge for his family. ML’s Christian family was the epicenter of truth in his life, exposing him to the gospel from an early age. Though he knew the truth, his sinful nature controlled his heart, attitude, desires, and rebellious spirit. The church they did attend, while free from heresy, lacked in-depth expository teaching.
However, no spirit is too obstinate for the Holy Spirit.
During his college years, the Lord called ML to Himself. God worked in a marvelous and gentle way, gradually opening ML’s eyes to his sin.
Since being regenerated by the Holy Spirit, ML’s heart, attitude, desires, and spirit have transformed: “My singular goal has been to honor and glorify Him in every aspect of my life. Each day, I rely on the Holy Spirit’s guidance…My commitment to obedience and sanctification stems from my desire to stand pure and sanctified in His presence.”
This transformation and commitment to living out the truth that changed him eventually brought ML to TMAI Middle East.
There, ML realized how little he knew.
It was a humbling experience. God exposed ML’s ignorance, particularly in the realm of studying God’s word. He was struck with the fact that he did not know what expository preaching was—he had never been shown how to truly study and interpret God’s word. And as a result, ML began to change.
From the very first day at TMAI, ML felt this change. Growing
up, he thought he had a strong grasp of the truth, but his experience at TMAI caused a shift in his understanding and in his walk with the Lord.
As ML was taught to study, interpret, and live out Scripture, the transformation was dramatic.
“My commitment to obedience and sanctification stems from my desire to stand pure and sanctified in His presence.”
The knowledge he gained had a profound impact on his life. It wasn’t just information or head knowledge—it became a responsibility and a source of eagerness to delve deeper and share this newfound truth with his family and his fellow church members.
The transforming work of the word of God allowed all this precious knowledge to permeate his heart, transforming his life.
ML studied with the goal of shepherding a people in great need.
He held a great love and sorrow for his countrymen in the Middle East-North Africa (MENA) region where he studied. In an area where less than 5% of the population are evangelical Christians, the priceless truth of the gospel must be shared. And ML was emboldened and equipped to share it.
Yet, after graduating from TMAI, he recognized that something else was needed to achieve his goal. To continue to share
this valuable truth with those in the MENA region, ML knew he needed a deeper study.
For this, he needed to study at The Master’s Seminary (TMS). The leadership of TMAI Middle East affirmed ML’s desire to study more and were convinced that he could play a significant role in the future leadership of the training ministry. With the help of the TMAI-TMS Partnership Scholarship, ML and his family soon made the journey from one desert in the Middle East to another on the American West Coast.
To travel was not easy, but it was necessary.
Possible alternatives wouldn’t have been feasible for ML. Online classes would have presented many challenges. Unreliable internet connection, frequent power outages, and being bound to his 7-to-7 job would severely limit his ability to learn effectively. Moreover, the value of face-to-face interactions with teachers and fellow students is one that cannot be overstated.
The fellowship between believers is a vital component
of learning and maturing ( 1 cor 11:1 ). These interactions have been instrumental in ML’s growth, both academically and spiritually. Being on campus and part of GCC has provided his family a unique environment for growth—a priceless example and application of his seminary knowledge.
ML is expected to graduate from TMS in the Spring of 2025. He then plans to move back to the Middle East to serve as an instructor with TMAI Middle East.
ML’s presence is desperate -
ly needed as students from around that region are pleading for pastoral training.
He shares,
“The essence of our mission lies in introducing and imparting the invaluable knowledge of expository preaching to laymen and church leaders in the region. This form of teaching has been absent there, and we are committed to filling that void [...]
We hope to be in the service of God and His people by having a positive impact on the local churches and families by fostering meaningful relationships, nurturing spiritual growth, and exemplifying the love of Christ.”
The significance of ML’s conviction cannot be overstated, as all missions work begins with the preacher.
All evangelism, church planting, meaningful relationships,
and imparting of knowledge cannot happen without first training men to rightly study and exposit the word of God. And this is born out of the sacrifice and conviction of these individual men, many of whom are risking their lives to preach the truth of the gospel.
The imperishable value of Christ is worth any sacrifice that is made for the sake of proclaiming His Name.
“Nothing more can be worth investing in than this precious gold.”
To them, there is no risk not worth taking for the sake of ministering the truth to a dark and dying world. And as ML states, “Nothing more can be worth investing in than this precious gold.”
