August 3, 2021 Dear Students and Parents: Welcome to a safe, exciting, academically challenging, fun-filled school year at Twiggs County Middle High School. Unfortunately, due to the unpredictable Covid-19 crisis, things are remotely different and has caused us educators to identify ways to educate students in the most safe and effective manner. The 2021-2022 school year is full of promise and excitement, and we will continue to move forward always keeping the student’s safety and best interest at heart.

Students, as you embark upon your middle school years, you will begin to discover who you are, and you probably will be trying to figure out who you are all the way through middle school and possibly on into your high school years. Even though the adjustment may be somewhat challenging, the key to success is taking an active role in YOUR educational experience.

At Twiggs County Middle High School, we the faculty and staff pledge to ensure that “every child is afforded every opportunity, every time.” Our hopes are that our students are successful academically, as well as socially and emotionally. In order to obtain this, it is imperative that the faculty of TCMHS, students, and parents work together. We wholeheartedly believe that a strong home and school partnership, which includes constant communication, will help ensure that our students reach their maximum potential. As your leader, I also encourage students to participate in clubs, sports and/or extracurricular activities outside of the normal school day. These interests along with adequate knowledge develop well-rounded students who will go on to become well rounded citizens. However, at this time, keeping safety at the forefront, all extra activities have been canceled and/or limited Parents, please be involved in your child’s educational journey and stay abreast of pertinent information pertaining to your child. As a resource, utilize the parent portal in Infinite Campus to monitor your child’s academic progress as well as attendance. Any student, parent or other person who believes he or she or any student has been discriminated against or harassed should make a complaint to the Superintendent or designee in accordance with Board Policy JAA. The 2020–2021 Parent/Student Handbook contains information for students and parents/ guardians of Twiggs County Public Schools. We urge parents/guardians to read and discuss this handbook with their child(ren). Since it is not possible for this handbook to address all issues that might arise during the school year, parents/guardians and students should understand that local school administrators will use their professional judgment to make decisions in specific situations not covered in this manual.

The Twiggs County Board of Education seeks to improve the student-learning environment by improving student behavior and discipline. Twiggs County Middle/High School has high expectations that students will behave in a way that facilitates learning for themselves and others. Students are required to respect school employees and each other, obey policies adopted by the Board, and follow school rules.

PHILOSOPHY OF TWIGGS COUNTY PUBLIC SCHOOLS Academic gains can only be made in a school environment where a proactive systematic approach to behavior management has been developed. Therefore, administrators, teachers, staff, students, and parents must work together to create a positive school environment. Discipline should be established by incorporating clearly stated expectations, consequences and pro-socialskills training. Behavioral expectations must be defined, taught and modeled by everyone and rewarded when attained. When students violate behavioral expectations, clear procedures and consequences based on a progressive discipline model are in place to shape and change behavior.

Parents are instrumental in encouraging positive behavior in their children. Proactive parent meetings with the teacher and appropriate school staff should be conducted to address issues concerning a student. Parents must take an active positive role in their child’s education, express high expectations to their children, and set goals for positive behavioral change. These goals must reflect a positive relationship between school staff, parents, and students.

COMMUNICATE EFFECTIVELY

ACADEMIC INTEGRITY Students are expected to submit work for evaluation that has been completed solely by that student, unless group assignments have been so designated. Academic integrity is expected at all times. If a student is found cheating on a graded assignment, the student will not receive credit for that assignment and will face possible disciplinary action. The following actions are considered to be violations of academic integrity: • Using unauthorized materials in a test situation • • •

Receiving unauthorized information on a test Knowingly giving information from a test situation to another student Passing definite answers to questions to someone who has not taken the test

ACADEMIC “EDUCATIONAL” RECORDS A cumulative academic/attendance/behavior record is kept for each student enrolled in Twiggs County Public Schools. A parent/guardian is permitted to obtain a copy of the education records of his/her child upon reasonable notice. Personally, identifiable information from an educational record (not specified as directory information) will not be released by the school system without prior written consent of the parent/guardian or eligible student except under the following circumstances: • Disclosures will be made to school administrators, teachers, or other professionals in performing his/her official tasks.

• Records will be sent to a school where the student has enrolled or is seeking to enroll upon request of that school.

• Disclosures will be made to federal or state officials in connection with the audit of education programs.

• Disclosures will be made in connection with financial aid applications of the student to determine the eligibility for and amount of aid, as well as enforcement of the terms and conditions of financial aid.

• Disclosures will be made to comply with state law, Internal Revenue Service laws and regulations, judicial orders or lawfully issued subpoenas. A reasonable effort will be made to notify parents/guardians or eligible students in advance of such disclosures.

• Disclosures will be made to organizations conducting studies on behalf of or by educational institutions • Disclosures may be made to accrediting institutions to carry out their accrediting function.

• Disclosures will be made in connection with a health or safety emergency.

ACADEMICS

Academic Rigor Requirements information for the HOPE Scholarship 1. Beginning with the High School Graduating Class of 2015, a student meeting the requirements to be a HOPE Scholar at the time of high school graduation must earn a minimum of two full credits from the academic rigor course categories listed below prior to graduating from high school.

2. For the High School Graduating Class of 2016, a student meeting the requirements to be a HOPE Scholar at the time of high school graduation must earn a minimum of three full credits from the academic rigor course categories listed below prior to graduating from high school.

3. For the High School Graduating Class of 2017 and beyond, a student meeting the requirements to be a HOPE Scholar at the time of high school graduation must earn a minimum of four full credits from the academic rigor course categories listed below prior to graduating from high school.

Credits received for academic rigor courses must be selected from the categories below: Advanced math, such as advanced algebra and trigonometry, math III, taken at the high school, or an equivalent or higher course taken for degree level credit at an Eligible Postsecondary Institution; 1. Advanced science, such as chemistry, physics, biology II, taken at the high school, or an equivalent or higher course taken for degree level credit at an Eligible Postsecondary Institution; 2. Foreign language courses taken at the high school, or taken for degree level credit at an Eligible Postsecondary Institution; or 3. Advanced Placement, International Baccalaureate or Dual Credit Enrollment courses in Core subjects contends is inaccurate. ● Request a hearing, should the school deny the challenge. (For information about how to challenge the records or request a hearing, contact Student Services.)

Any parent/guardian or eligible student who wishes to exercise inspection rights under this Act must make a request in writing to the principal. The inspection will be granted within a 45-day period.

Special Education records are retained until the student reaches the age of 22 years. The Division of Exceptional Students posts an announcement of intent to destroy special education records at the end of each school year in the local paper with instructions as to how to obtain copies prior to destruction.

Under provisions of Family Education Rights and Privacy Act (FERPA) (10 U.S.C. 1232g), parents/guardians have a right to: • Inspect and review the records of a student who is their child. The right to view the student records of a student who is eighteen (18) years or older is retained solely by the student. The right to view his/her student records transfers from parents/guardians to the student when he/she reaches the age of majority (age 18).

READMISSION REFUSAL State law authorizes each local board of education the right to refuse to readmit or enroll students suspended or expelled for having been convicted of or adjudicated to have committed, been indicted for, or had information filed for the commission of any felony or any delinquent act which would be a felony if committed by an adult. The student or his or her parent or legal guardian may request a hearing pursuant to the Public School Disciplinary Tribunal Act. At this hearing, officials may decide to place such students in an alternative school setting.

ASSESSMENT REQUIREMENTS Students at Twiggs County High School fall under the guidelines established by the State Board of Education according to the year in which they enrolled into the ninth grade. Students who enroll from another state must meet the graduation requirements and the state assessment requirements for the graduating class they enter. Students who withdraw for more than one year must meet the graduation and state assessment requirements for the graduating class in which they re-enroll.

EARNING CREDIT Students of Twiggs County Public Schools may earn Carnegie units of credit through course credit and credit for planned off-campus experience.

GRADING SCALE All grades are reported using the following numerical system, which represents the corresponding letter grade: A=90-100 B=80-89 C=70-79 F=69 and below ACADEMIC AWARDS & HONORS A Honor Roll. A student will be listed on the Twiggs County High School A-Honor Roll if he/ she has an overall GPA of 90 and above in all subjects.

HONOR GRADUATES A student with a cumulative average of 90.000 or above will be classified as an honor graduate.

Each cumulative average is carried out three decimal places and is not rounded off to the next highest number. The graduating senior with the highest cumulative average enrolled at Twiggs County High School will be named Valedictorian, and the student with the second highest cumulative average will be named Salutatorian. In order to be included in the ranking for valedictorian or salutatorian, a student must have been enrolled in TWIGGS COUNTY HIGH SCHOOL after his or her sophomore year. The Valedictorian, Salutatorian and Honor graduates will be named by the 3rd 9 weeks grading period.

All requests for copies of student records for students who have withdrawn from the system should be addressed to the school the student last attended until five years past graduation.

After that period, transcripts of graduates may be requested from the Board of Education Office of Twiggs County Public Schools located at 952 Main Street, Jeffersonville, GA 31044.

TWIGGS COUNTY MIDDLE SCHOOL A & A/B-Honor Roll Students will be listed on the Twiggs County Middle High School A Honor Roll if he/she has an “A” in all subjects for that grading period. Students will be listed on the A/B Honor if he or she has an A or B in each of their individual classes. The Honor Roll may be published at the end of each grading period.

FINAL EXAM SCHEDULE Final exams are required for courses not requiring Post Tests, End of Pathway Assessment (EOPA), or the Georgia Milestones Assessment and are usually scheduled during the last week of each semester of the school year. Students and parents are asked not to schedule out-of-town trips on exam days. Requests for a student to take final exams early or late must be received in writing by the principal or his/her designee. Permission will be granted only in emergency situations.

EXAM EXEMPTIONS Twiggs County Middle High School does not allow for any student to exempt a class that has a state mandated assessment.

EXAM EXEMPTIONS FOR TWIGGS COUNTY HIGH SCHOOL For all other classes at Twiggs County High School, exemptions will be allowed based on the following criteria: 1.The student has a 90-94 average with no absences.

2.The student has a 95 or above average with no more than two absences.

EXAM EXEMPTIONS FOR TWIGGS COUNTY MIDDLE SCHOOL For all other classes at Twiggs County Middle School, exemptions will be allowed based on the following criteria: 1.The student has a 90-94 average.

2.The student has a 95 or above average.

A student who meets the criteria for exemption but chooses to take the final examination is worthy of notable commendation. If that student’s examination grade increases his/her final grade, the examination shall be counted. If, however, that student’s examination grade lowers the final average, the examination grade shall not be counted.

HIGH SCHOOL PROGRESSION High school students will take seven courses, with each course equaling 1 unit; therefore, students can earn a total of seven units at the end of the school year. It is imperative that students pass each course the first time the course is taken. When courses are failed, graduating in four years may be delayed and GPAs are lowered. Should you have any questions, please speak with the high school counselor or graduation coach. High school students (grades 9-12) must earn the following units in order to be promoted to the next level:

GIFTED EDUCATION It is the belief of Twiggs County Public School System that some students show potential for performing at exceptionally high levels compared to others of their age, experience or environment. Such gifted students exist within all ethnic, geographic, and socio-economic groups and need differentiated instruction to achieve at levels commensurate with their abilities. The school system is committed to meeting the special needs of these students by providing an array of service options and educational opportunities. Students who score in the 90th percentile on the Total Reading and Total Math sections of a standardized achievement test are considered for gifted education services. In addition, teachers, counselors, administrators, parents and guardians, peers, self or other individuals with knowledge of a student’s abilities may refer students. To be eligible for gifted education, students must meet criteria established by the Georgia Department of Education in the areas of mental ability (intelligence), academic achievement, creativity, and motivation. For additional information regarding gifted education services, contact your child’s classroom teacher or school counselor.

GRADEBOOK PROGRAM Parents may view their child’s grades online by using the Infinite Campus Gradebook Program.

This Gradebook Program may be accessed through the school system webpage by selecting the Infinite Campus Parent Portal on the homepage. Parents must obtain their private password from their child’s school in order to view their child’s grades.

GRADE REPORTS Progress reports are issued every four and ½ weeks; report cards are issued at the end of each semester. We encourage parents/guardians to schedule a conference whenever these reports contain information indicating academic deficiencies and areas of needed growth. Parents/ guardians should contact their child’s teacher if there are any questions concerning grades recorded or information contained on the child’s progress report or report card.

ENGLISH LANGUAGE LEARNERS (ELLs) Twiggs County Public Schools has become increasingly diverse and multicultural during the past decade. Many students who enter the school system from other countries or speak another language at home may need additional language assistance to succeed in school. The English LANGUAGE LEARNERS (ELLs) program is designed to meet the needs of English language learners at the elementary, middle and high school levels. Students enrolled in the program must meet eligibility criteria set by the Georgia Department of Education and the U.S. Department of Education. English language learners receive language assistance from ELL teachers in various instructional settings. These teachers are qualified to work with this culturally and linguistically diverse student population.

Students must complete graduation requirements as specified at the beginning of their high school program of Study (9th grade). Our teachers, counselors, and administrators make every effort to guide students in proper course selection for their chosen program of studies, but the ultimate responsibility rests with each student and his/her parents/guardians. It is the student’s responsibility to check with the Counselor or Graduation Coach to make sure that all the necessary graduation requirements have been met. Participation in the graduation ceremony is a privilege, not a right. No student will be allowed to participate in the graduation exercise if he/she has not met all academic and other related requirements including appropriate behavior and attendance during their senior year. The participation in any senior prank that causes damage or harm to any Twiggs County Public School property will automatically exclude a student from participation in senior activities and the graduation ceremony. Suspensions (caused by a major infraction) will exclude a student from participation in senior activities and the graduation ceremony. To graduate, all financial obligations to Twiggs County High School must be cleared.

PARTICIPATION IN GRADUATION Graduation is an important step in the life of the students and an important event for the families as well. Student conduct may jeopardize the students’ ability to participate in the graduation ceremony. It is the policy of the Twiggs County Board of Education that if a student commits a major infraction in the last nine weeks of school, that student may not participate in the graduation ceremony. Major infractions include but are not limited to senior pranks, fighting, or any other infraction in that category.

BACCALAUREATE SERVICE Prior to high school graduation, a baccalaureate ceremony is hosted by the high school. This ceremony is a time for faculty, students, parents and community to celebrate senior accomplishments and look forward to the future. It is the expectation of Twiggs County Public Schools and its administration that all seniors participate in this ceremony.

MIDDLE SCHOOL PROMOTION/RETENTION PROCEDURES

All students in grades 6-8 must pass four of the five required subjects on his/her final report card to be promoted. The five required subjects are the following: English Language Arts, Math, Social Studies, Science, and Connections

ATTENDANCE COMPULSORY SCHOOL ATTENDANCE State law OCGA 20-2-690.1 (a) provides that every child who has celebrated his/her sixth birthday, but not yet celebrated his /her 16th birthday, must be enrolled in school. According to O.C.G.A. 20 -2-150 (c), all children enrolled for 20 days or more prior to their seventh birthday are subject to Code Sections 20-2-690 through 20-2- 702, and the rules and regulations of the State Board of Education relating to compulsory school attendance. A parent/guardian or other person residing in the State of Georgia who has control or charge of a student who is enrolled in public school is responsible for ensuring that the student attends school, in accordance with OCGA 20-2-690.1 (b). Any parent, guardian, or other person residing in this state who has

TWIGGS COUNTY ATTENDANCE PROTOCOL The Twiggs County Public School System’s Attendance Protocol establishes penalties and procedures for enforcing excessive tardiness, early releases, and absences. Violations with the court sanctioned attendance protocol may result in referrals to the Department of Family and Children Services, Department of Juvenile Justice, and/or the Superior Court. A complete copy of the protocol is available from the Family Engagement Coordinator.

ABSENCES FROM SCHOOL Absences will be coded in accordance with GA Department of Education guidelines. The Georgia State Board of Education delineates excused absences for the following reasons: ● Personal illness if attendance in school endangers a student’s health or the health of others ● A serious illness or death in student’s immediate family necessitating absence from school ● A court order or an order by a governmental agency including pre-induction physical examination for service in the armed forces, mandating absence from school. ● Observing religious holidays, necessitating absence from school ● Local boards of education may allow a period not to exceed one day for registering to vote or voting in a public election ● Conditions rendering attendance impossible or hazardous to student health or safety ● Up to five school days when a parent is called to duty or on leave from combat zone or combat support posting. ● Students are counted present when serving as pages in the General Assembly ● Students in foster care are counted present when attending court proceedings relating to their foster care.

Students are not allowed to leave school early without parental permission, regardless of age.

ABSENCES AND PARTICIPATION IN AFTER-SCHOOL ACTIVITIES As a general rule, students who are absent from school will not be allowed to participate in after-school activities, such as athletic contests and club meetings. On rare occasions, there may be extenuating circumstances in which a teacher or parent/guardian may appeal to the principal to make an exception to the rule. The final decision will be left to the discretion of the principal in each individual case.

control or charge of a child or children and who shall violate this Code section shall be guilty of a misdemeanor and, upon conviction thereof, shall be subject to a fine not less than $25.00 and not greater than $100.00, imprisonment not to exceed 30 days, community service, or any combination of such penalties, at the discretion of the court having jurisdiction. Each day’s absence from school in violation after the child’s school notifies the parent/guardian of five unexcused absences for the child shall constitute a separate offense. OCGA 20 2-690.1 (b) also states that it is the responsibility of the student or parent/guardian to see that the student maintains regular attendance for each day of the school calendar in accordance with the law.

Any student absent for more than 10 days in a semester will be in danger of not receiving credit.

EARLY RELEASE AND LATE ARRIVAL Please try to schedule all appointments after school hours or on days school is not in attendance.

To avoid interruption of the academic setting, please schedule appointments as early as possible in the day. No students will be allowed early release after 2:45 p.m.

ATTENDANCE RESPONSIBILITIES Absenteeism is an obstacle to student success. The Twiggs County Public School District recognizes that significant improvement in attendance can only occur when parents, students, and school personnel work collaboratively to promote student achievement.

Parents’ Responsibilities ● Support the school and your children by discussing with them the importance of daily and on-time attendance and the effect it has on the educational process. ● Communicate with the school regularly to monitor the progress of your child. ● Provide current and accurate phone numbers to prevent delay/lack of communication between you and your child’s school. ● Inform your child of the time the school day begins and ends. ● Be aware of state law (Georgia Codes) for attendance and understand the penalties/consequences for absences and tardiness. ● Understand and adhere to TCPS attendance and procedures. ● Call the school to inform them that your child is absent. Make arrangements for make-up work and/or missed tests/quizzes at the time of the call. ● Provide notes/doctor’s excuses with date and reason for absence within three days of your child’s return to school.

Students’ Responsibilities ● Be aware of state law (Georgia Codes) for attendance and understand the penalties/consequences for absences and tardiness. ● Understand and adhere to TCPS attendance procedures ● Bring the note/doctor’s excuses provided by your parent to the designated person at the school within three days of your return to school ● Be aware of the time school begins and ends ● Attend all classes ● Be on time for all classes ● Complete all make-up work, homework and missed tests ● Request assistance when there are questions concerning make-up work, homework and missed tests.

ABSENCE NOTIFICATION Parents/guardians should notify the school by phone when their child is absent. Parents are required to send with their child, within three school days of the student’s return to school, a written excuse explaining the reason for the absence. To be excuse the absence must be in compliance with the reasons listed under the ABSENCES section. The note must be signed and dated by a parent/guardian. A doctor’s note will be required if there are excessive absences.

STUDENT CONDUCT Parents are encouraged to become familiar with the Code of Conduct and to be supportive of it in their daily communication with their children and others in the community.

The General Assembly of Georgia requires that the code of conduct include language encouraging parents and guardians to inform their children on the consequences, including potential criminal penalties, of underage sexual conduct and crimes for which a minor can be tried as an adult. Major offenses including, but not limited to, drug and weapon offenses can lead to schools being named as an Unsafe School according to the provisions of State Board Rule 160-4-8-.16, Unsafe School Choice Option.

ALL TWIGGS COUNTY PUBLIC SCHOOLS USE THE FOLLOWING PRACTICES AND PROCEDURES:

Positive Behavioral Interventions and Supports

TCMHS behavior management system is based on Positive Behavioral Interventions and Supports (PBIS). PBIS is a major advance in school-wide discipline because it includes proactive strategies for defining, teaching, and supporting appropriate student behaviors to create a positive school environment. It uses systematic and individualized strategies for achieving important social and learning outcomes while proactively working to prevent problem behaviors.

Specifically, PBIS: • Defines behavioral expectations.

• Teach students from the start of the year about PBIS and continue that instruction throughout the year.

• Provides instruction in self-control and social skill strategies for all students.

• Designs a reward system that uses creative and individualized rewards.

• Gives immediate feedback on inappropriate behavior and creates limits that make challenging behavior unproductive for students. PBIS does not do away with consequences; it just emphasizes them less than positive behavior.

• Recognizes that about 5% of students have chronic challenging behaviors. These students, when identified, will have a positive behavioral support plan devised for them that includes a functional behavioral assessment and continuous monitoring for effectiveness.

• Identifies problems by using the data from the School Wide Information System (SWIS) database and restructures problem setting and procedures based on this data.

• Involves ALL staff.

• Research shows that a school-wide approach using PBIS stimulates appropriate behaviors by all students; however, it is essential to acknowledge that success does not happen overnight. Research estimates that it takes 3-4 years for significant improvement in some of the most challenging students. To accomplish this improvement, PBIS is a systems approach that relies on all staff promoting the use of PBIS. If students are given the appropriate amount of time to make durable

changes, the time will be well worth the wait. PBIS can ensure both a free appropriate-public education in the least restrictive environment that is safe and conducive to learning for all students. TCMHS is committed to providing equal access to high quality education for all students and PBIS is a means to achieving this. TCMHS is in its third year of implementation of PBIS and has made great strides toward proficiency. The students, teachers and the administration have made a commitment to continue the work ahead. We have included the PBIS Matrix below, which clearly lays out the specific expectations of what students should do in all areas of the school.

● Respect constituted authority, including administrators, teachers, bus drivers, and other school employees. This shall include compliance with school rules and regulations and applicable provisions of law as well as directives given to the student. ● Attend school daily, except when excused, and be on time to all classes and other school day functions. ● Pursue and attempt to complete the course of study prescribed by the state and the school district. ● Protect and take care of the school’s property and the property of others. ● Dress and groom to meet fair standards of safety, health, and common standards of decency. ● Avoid the use of indecent or obscene language, both written and oral. ● Express ideas in a manner that will not demean nor slander others.

STUDENT MISCONDUCT Misconduct is conduct which interferes with the maintenance of good order and discipline in the schools and negatively affects the morale and good conduct of students. Acts of misconduct include but are not limited to: ● Violation of the Student Code of Conduct. ● Bringing a weapon to school. ● Violation of the criminal laws of this state regarding drugs and alcohol or coming to school or a school- sponsored or school-related activity under the influence of drugs or alcohol. ● Verbal and physical misconduct, including but not limited to, causing bodily harm, threatening bodily harm, extortion, insubordination, coercion, fighting, sexual harassment or abuse, obscene language or gestures either oral or written, theft, deceit, disrespect for the rights and property of others, vandalism, and acts which are punishable as a felony under the laws of Georgia or the United States if committed by an adult.

FIGHTING Fighting will be defined as a major altercation in which students intend to cause major bodily harm to one another by using hands and feet to punch and or kick one another. Pushing may not be considered a fight. Horse playing will be determined by the context of the incident. If students are clearly playing and there is a physical component of that play, it may not be considered a fight.

CRIMINAL PROSECUTIONS In addition to the normal school discipline procedures to be followed under the Student Code of Conduct, misconduct that qualifies as a crime under the laws of Georgia or the United States may be reported by the principal to the local law enforcement for prosecution to the fullest extent of the law.

STUDENTS SHALL CONDUCT THEMSELVES IN THE FOLLOWING MANNER:

Due Process rights for students who commit crimes.

Georgia law, § 20-2-768, gives school systems a precise method for dealing with students that have been charged with off campus felonies. (It is not necessary to “prove” the felony charges, ONLY that the student has been charged with a felony. Testimony of an SRO should be sufficient. ) The following is the suggested procedure for dealing with such cases: 1. Students that have been charged with a felony under 20-2-768, should be informed by the system superintendent that they will be placed in alternative school until they are adjudicated. If the student/parents object, then a hearing is held.

2. Students that have been adjudicated and found guilty of a felony may be expelled or placed in alternative school at the school system’s recommendation following a due process hearing.

3. If permanent expulsion is the desire of the local school system, it is recommended that the principal of the school to which the student would return should testify that the return of the student to the school would threaten the safety and security of the school.

DEFINITIONS & SPECIFIC PROHIBITIONS ALCOHOL & DRUGS It is the policy of the school district to take positive action through educational counseling, parental involvement, medical referral and legal referral in the handling of incidents in the schools involving the possession, sale and/or use of behavior altering substances. The use of illicit drugs and the unlawful possession and use of alcohol is forbidden on any property of Twiggs County Public School System. A student shall not possess, sell, use, transmit, or be under the influence of any narcotic drug, hallucinogenic drug, amphetamine, barbiturate, cocaine, marijuana, controlled substance, counterfeit drug, alcoholic beverage, anabolic steroid, or intoxicant of any kind. This policy includes “look alike” drugs.

In addition to criminal prosecution for drug and alcohol offenses and referrals to social services, disciplinary action shall be specific. A student in possession of or under the influence of such substances shall be recommended for long-term suspension or possible expulsion. A student who is in possession of such substances with intent to distribute or is distributing such substances at school shall be recommended for expulsion.

The school will cooperate with law enforcement agencies by making every effort to identify and report the source of supply.

The school will make reasonable efforts to help students who have a drug problem. Parents may request information about various agencies that provide counseling and drug education assistance.

CRIMINAL LAW VIOLATION/OFF CAMPUS MISCONDUCT All students shall conduct themselves in alignment with the rules and regulations governing student behavior as outlined by Board Policies and the Student Code of Conduct. Students may receive disciplinary consequences at school for off-campus unlawful acts. A student whose conduct off campus could result in the student being criminally charged with a crime and which makes the student’s continued presence at school a potential danger to persons or property at the school or which disrupts the educational process may be subject to disciplinary action, including in-school suspension, short-term suspension or referral to a disciplinary tribunal.

Alternative Program: A program established by the Twiggs County Public School District to provide a continuous educational opportunity for students whose behavior has temporarily caused them to be suspended from the regular school program.

Book Bags: During the last week of school book bags are not allowed. Book bags are subject to searches throughout the school year. All book bags should be clear or see through mesh. No other book bags will be allowed into the building. Bags will be searched upon entering the school.

BULLYING/CYBER BULLYING/SHAMING It is defined as an act that is: ● Any willful attempt or threat to inflict injury on another person, when accompanied by an apparent present ability to do so; ● Any intentional display of force such as would give the victim reason to fear or expect immediate bodily harm; or ● Any intentional written, verbal, or physical act, which a reasonable person would perceive as being intended to threaten, harass, or intimidate, that: o Causes another person substantial physical harm within the meaning of Code Section 16-5-23.1 or visible bodily harm as such term is defined in Code Section 16-5-23.1; o Has the effect of substantially interfering with a student's education; o Is so severe, persistent, or pervasive that it creates an intimidating or threatening educational environment; or o Has the effect of substantially disrupting the orderly operation of the school.

The term applies to acts which occur on school property, on school vehicles, at designated school bus stops, or at school related functions or activities or by use of data or software that is accessed through a computer, computer system, computer network, or other electronic technology of a local school system. The term also applies to acts of cyberbullying which occur through the use of electronic communication, whether or not electronic act originated on school property or with school equipment, if the electronic communication (1) is directed specifically at students or school personnel, (2) is maliciously intended for the purpose of threatening the safety of those specified or substantially disrupting the orderly operation of the school, and (3) creates a reasonable fear of harm to the students' or school personnel's person or property or has a high likelihood of succeeding in that purpose. Electronic communication includes, but is not limited to, any transfer of signs, signals, writings, images, sounds, data or intelligence of any nature transmitted in whole or in part by a wire, radio, electromagnetic, photo electronic or photo optical system.

Georgia law mandates that upon a finding that a student in grades 6-12 has committed the offense of bullying for the third time in a school year the student shall be assigned to an alternative school.

MEDICAL MARIJUANA Georgia law, 16-12-191, provides that persons may be in possession of medical marijuana under limited circumstances defined in the law. Because of federal law, parents should make other arrangements for administering medical marijuana at school and students should not possess the medical marijuana at school. Federal law has NOT changed and possession of any form of marijuana is illegal.

Terroristic Threats OCGA 20-2-690.1 clearly gives the school system the authority to expel a student, particularly when there is a threat to the safety and security of the school. Such expulsion should be made only after a due process hearing.

CAMPUS POLICE OFFICER/SRO A full time sworn/commissioned law enforcement officer primarily assigned within the schools.

They are armed with the state mandated standardized equipment: (pepper spray, handcuffs, asp baton and firearm). The officers work in conjunction with the administrators in non-criminal code of conduct violations and maintaining a safe climate.

CHRONIC DISCIPLINARY PROBLEM STUDENT A student who exhibits a pattern of behavioral characteristics which interfere with his/her own learning process or that of other students and which is likely to recur may be considered a chronic disciplinary problem student.

HARASSMENT OR INTIMIDATION Any behavior based on a student’s race, national origin, sex, or disability that is unwelcome, unwanted, and/or uninvited by the recipient is prohibited, including verbal or non-verbal taunting, physical contact, unwelcome sexual advances, requests for sexual favors, and other verbal or physical contact of a sexual nature, up to and including sexual harassment as used in connection with Title IX of the Education Amendments of 1972.

HAZING: Causing a student to participate, even if willing, in an activity, which endangers or is likely to endanger the physical health or safety of the student, when this participation is a condition or precondition of gaining acceptance, membership or other status in a school organization. This type of conduct is subject to referral to law enforcement.

INDIVIDUALIZED EDUCATION PLAN (IEP) A written educational plan for a child with a disability that is developed, reviewed, and revised in a meeting in accordance with federal laws governing individuals with disabilities. All guidelines set forth by the students IEP will be followed during students IN-SCHOOL SUSPENSION (ISS) Short-term suspension from regular school participation by assignment to the in-schoolsuspension teacher located on the school campus. Regular school class work will be required to be completed.

LONG-TERM SUSPENSION Suspension from school for more than ten (10) days, but not beyond the current school quarter or semester.

What to Do. If you feel that you or someone else is being bullied, immediately report it to a teacher, a school administrator, a guidance counselor, or the school resource officer. No one has to endure bullying; you cannot get help if you don’t report it.

The school’s primary goal is to educate, not to punish. When the student’s behavior falls short of expectations, corrective actions must be taken to maintain optimal educational benefits for the student and the school. These may include suspension or expulsion from school.

The Student Code of Conduct is applicable during times when students are: • At school or on school property • Off school grounds at any school activity • Traveling to and from such activities and events • On school buses or vehicles provided for transportation by the school district and at school bus stops.

PROGRESSIVE DISCIPLINE [OCGA 20-2-735(d) When it is necessary to impose discipline, school administrators and teachers will follow a progressive and age-appropriate discipline process. The degree of discipline imposed by each school official will be in proportion to the severity of the behavior of a particular student and will take into account the student’s discipline history, the age of the student and other relevant factors. The Student Code of Conduct provides a systematic process of behavioral correction in which inappropriate behaviors are followed by consequences. Disciplinary actions are designed to teach students selfdiscipline and to help them demonstrate appropriate behaviors consistent with good character.

Except as may otherwise be provided in state or federal law, the range of disciplinary actions which may be imposed for violations of The Student Code of Conduct includes, but is not limited to, the following: • Warning and/or conference with a school administrator, counselor or social worker • Loss of privileges • Time Out • Temporary Removal from Class or Activity • Notification to Parents • Detention • Parent Conference • In-school suspension • Short term out-of-school suspension • Placement in an alternative education program • Referral to a Tribunal for long-term suspension or expulsion • Referral to Alternative School • Referral to Law Enforcement: Georgia Law requires that certain acts of misconduct be reported to law enforcement officials.

STUDENT CODE OF CONDUCT It is the purpose of Twiggs County Public Schools to operate each school in a manner that will provide for the welfare and safety of all students who attend the schools within the district. In accordance with that purpose, Twiggs County Board of Education requires each school to implement district disciplinary procedures that require each student to conduct themselves in an appropriate manner in order to facilitate a positive learning environment for themselves and other students, faculty and staff. These standards for behavior, as outlined in the Student Code of Conduct, require students to respect each other and school district employees, to obey student behavior policies adopted by the Board and to obey the student behavior rules established at each school within the district.

AUTHORITY OF THE TEACHER Teachers are expected to maintain order and discipline in the classroom and to deal with minor infractions. When offenses are repeated or are of a serious nature, the violator should be referred to the principal’s office. Teachers have the authority to remove students from classrooms in accordance with Georgia law [O.C.G.A. 20- 2-738] and district procedures.

PARENTAL INVOLVEMENT The Student Code of Conduct is based on the expectation that parents, guardians, teachers and school administrators will work together to improve and enhance student behavior and academic performance. School administrators recognize that communication through personal contacts is extremely valuable; therefore, they provide information to parents as well as on-going opportunities for school personnel to hear parents’ concerns and comments. Parents and students should contact the school principal if specific questions arise related to the Student Code of Conduct.

STUDENTS WITH DISABILITIES (Discipline) Students with disabilities are disciplined according to state and federal guidelines. The Individual Educational Plan (IEP) Team will be involved in the process of addressing behavioral concerns of students with disabilities from a prevention and intervention perspective. For more information, contact the Superintendent or the Special Education Director.

DISCIPLINARY TRIBUNALS An administrator who has determined that any TCPS student has committed the acts listed below will refer the student to a Disciplinary Tribunal as authorized by law: • An alleged assault or battery by a student upon any teacher, other school official, or employee.

• An alleged assault or battery by a student upon another student, if, in the discretion of the school principal, the alleged assault or battery could justify the expulsion or longterm suspension of the student; • An act of physical violence against school bus drivers or other employees.

• A third bullying offense in grades 6-12 during the school year.

• The following offenses, if a student is found guilty, require expulsion from Twiggs County Public Schools: • Illegal/Controlled Drugs and Alcohol sales or attempts to sell, on school property or while attending a school function.

• Possession of a handgun, rifle etc., as defined by federal law [20 USC 701, Section 1032], requires expulsion from TCPS for a minimum of one year. The term weapon is defined in Code Section 16-11-127.1. The following items may be defined as hazardous objects: any pistol, revolver, or any weapon designed or intended to propel a missile of any kind, or any dart, any bat, club, or other bludgeon-type weapon, any stun gun or laser, bowie knife, switchblade knife, ballistic knife, any other knife, straight-edge razor or razor blade, spring stick, metal knucks, chains, blackjack, or any flailing instrument consisting of two or more rigid parts connected in such a way as to allow them to swing freely, which may be known as a nunchaku, or fighting chain, throwing star or oriental dart, or any weapon of like kind.

AUTHORITY OF THE PRINCIPAL The principal is the designated leader of the school and, in concert with the staff, is responsible for the orderly operation of the school. In cases of disruptive, disorderly or dangerous conduct not covered in this Code, the principal may undertake corrective measures which he or she believes to be in the best interest of the students and the school provided any such action does not violate school board policy of procedures.

Students that are sent to RYDC or incarceration do not forfeit their right to due process hearing. The hearing must be held within 10 days of the notification specified in 20-2-754. If the notification is provided before/while the student is incarcerated, the hearing must proceed within the 10 days even if the student is not present. If the student is not suspended pending a hearing before incarceration, the student may be suspended pending a hearing upon his return from incarceration.

INFORMAL CONFERENCE A teacher or staff member directly involved with the incident will talk with the student regarding how the student should behave. Other actions may be deemed necessary by the principal or designee.

CONFERENCE A formal conference will be held with the student and guidance counselor or graduation coach.

During this conference, the student must agree to change his/her behavior.

PARENT NOTIFICATION A teacher or staff member directly involved with the incident will talk with the guardian about his or her child’s behavior and work ethic in class.

TEACHER DETENTION Teachers may assign students after school or break detention for minor classroom infractions or for class tardiness. When students are assigned to after school detention, the student will be given a written detention notice that gives the student and parent/guardian a minimum of 24 hours advance notice of the detention. Students failing to serve teacher detention will have the detention time doubled for the next scheduled day and possibly be referred to an administrator for further discipline.

PARENTAL CONFERENCE A legal guardian is notified by telephone, personal contact, or letter that a conference may be held with the student, his/her legal guardian, administrator, teacher, counselor, school social worker, graduation coach, and/or other individuals involved.

SOFT REFERRALS Soft referrals will be generated by the teachers for all discipline issues that occur. When there is a soft referral generated, the teacher should contact the parent as well. From the soft referrals entered by the teacher, office referrals will be generated by the administrator and parents will be notified.

SUSPENSION Students who are suspended from school may not come on campus at any time or attend a school sponsored function or activity. These activities include field trips (any fees paid for field trips will not be reimbursed as a result of suspension).

LAW ENFORCEMENT WILL BE NOTIFIED FOR ALL CLASS IV VIOLATIONS. STUDENT WILL BE SUSPENDED FROM SCHOOL PENDING AN EXPULSION HEARING. Any student expelled from TCPS must meet the following criteria to be considered for readmission: 1. The student must be eligible to apply for readmission.

2. The student must petition the Superintendent and Board of Education for a hearing.

Return to school shall necessitate a recommendation for readmission from the Superintendent to the Board for approval.

3. If approved by the Board, the student will be admitted to the Alternative School, where he/she must successfully complete one year before returning to the regular school.

Where applicable, a person may not be readmitted to TCPS until criminal charges or offenses arising from the conduct, if any, have been disposed of by the authorities, and all other requirements imposed by the board as a condition for readmission have been met.

Class IV: Serious Major Offenses – Grades 6-12

ASBESTOS NOTIFICATION The Federal Asbestos Hazard Emergency Response Act (AHERA) allows an exclusion from the required inspection for asbestos-containing building material (ACBM) for new school buildings built after October 12, 1988, where: an architect or project engineer responsible for the construction of the new school building, or an accredited AHERA inspector signs a statement that no ACBM was specified as a building material in any construction document for the building, or to the best of his or her knowledge no ACBM was used as a building material in the building. The LEA shall submit a copy of the signed statement to the state and shall include the statement in the management plan for that school.

This statement notifies you that the required information has been submitted to the state and a copy is on file in the school’s management plan, which is located in the school’s administrative office and is available for public inspection upon reasonable notice.

INTERNET USAGE Twiggs County Public Schools has a computer network, including Internet access, accessible by students, teachers and staff. All students will sign a user contract and parents will sign a parental consent form before students are given access to the Internet. The Internet is an educational tool to be used only for educational objectives. All users are fully responsible for their own actions: legal, financial, or otherwise. Any student seeking access to inappropriate materials on the Internet should immediately notify the classroom teacher or media specialist, who will report the location of the information to the system administrator. Any student violating the Internet User Contract will automatically be assigned 3 days ISS and run the risk of losing all computer privileges. Because of the extensive use of technology at Twiggs County Middle/High School, we must follow the Internet contract closely. Students involved in Internet bullying may lose all technology privileges at Twiggs County Middle/High School depending on the severity of the event and if the event occurs more than once.

SOCIAL SECURITY NUMBERS Students are to provide a Social Security number OR sign a waiver declining to give the number, which will be placed in the student’s permanent record folder.

DRIVER’S LICENSE REQUIREMENTS (Teen/Adult Drivers Responsibility ActTAADRA) All 15, 16 and 17-year-old students who intend to apply for a Georgia Learner’s Permit or Driver’s License must present to the Department of Driver Services a signed and notarized certificate of attendance from their school. The student will need two certificates of attendance during their school career: one for the Georgia Learner’s Permit and another for the driver’s license. These may be obtained from the school guidance counselor. The certificates are notarized, dated and valid for one month.

The Georgia Department of Driver Services may deny an application for, in compliance with OCGA 40-5-22, an instruction permit or driver’s license of any driver if a student is not enrolled or is under expulsion. Twiggs County Middle School students are not allowed to drive onto campus, regardless of age and/or licensure.

GENERAL INFORMATION

TELEPHONES AND MESSAGES School telephones are for business only. Unless an emergency arises, students are asked to refrain from using the telephone. Emergency messages, as determined by school staff, will be given to the student.

LOCKERS · Lockers are made available to students for storing their books, personal items, school materials and supplies. The lockers, however, remain the property of Twiggs County Middle High School and are subject to inspection. If the search reveals that the student is concealing materials that are prohibited by federal, state, or local law, local law enforcement authorities will be notified and appropriate action will be taken. · Lockers are furnished for student’s convenience. Each student is responsible for the locker he/she has been assigned. Each student is expected to respect the rights and property of other students. · Students may use only the locker assigned to them. Students must clean out their locker at the end of the year. Students are responsible for all items left in lockers.

HALL PASSES Before/After school: If a teacher needs to see a student before or after school, a pass will be issued to the student.

During School: Students are only allowed out of their assigned area in case of an emergency. No students are allowed out of class, the cafeteria, or the media center without a hall pass. The pass must be signed by the teacher, have the date, the time the student left the area, and destination of the student. Students out of their assigned area without a hall pass will be subject to disciplinary action.

IN-SCHOOL PARTIES and SPECIAL OCCASION CELEBRATIONS • Flowers and Balloons: Students will NOT be allowed to receive floral or gift deliveries on their birthday and Valentine’s Day. Students will not be allowed to take the deliveries on the bus.

• Students will not be called out of class to receive delivered goods and TCMS/TCHS is not responsible for items left at school for delivery to students.

• Birthday parties for students are not allowed at school.

• End of the year celebrations may be held at the discretion of the building administrators.

• Reward Celebrations: Reward celebrations for school related accomplishments may be conducted throughout the year at specified times at the discretion of the principal.

• No cookout/picnics/celebrations/or class parties may be conducted at school without the permission of the building principal.

MORNING ANNOUNCEMENTS Announcements are made in the morning and in the afternoon. It is very important that everyone gives their complete attention and listens to the announcements, as information pertaining to classes and extracurricular activities may be shared. Also, recognition of students and faculty is usually done during morning announcements. Only teachers/sponsors will be allowed to submit announcements.

PEP RALLIES/ASSEMBLIES Assemblies and pep rallies are designed for student enrichment and enjoyment. Assemblies are excellent avenues for recognizing the school’s tradition and sharing with the entire student body.

Certain behaviors are necessary when a large group of students assemble. All students are to be respectful of others and to abide by the student code of conduct during all pep rallies and assemblies. Students should not be on their cell phone during assembly programs. Cell phones and earbuds should not be visible at any time.

SCHOOL CLOSINGS The primary consideration regarding whether to have school on bad weather days will be the safety of our children. Heavy rain and on some occasions snow and ice, causes some of our primary and secondary roads to become unsafe. If a threat to health and safety exists, school will be dismissed. Once the decision has been made, it will be communicated to the public via local television and radio stations. All official announcements will be made via these outlets as well as the school district’s webpage.

VISITORS ● Visitors must register with the school’s main office and obtain a name badge using the Ident-A-Kid System. A state issued ID may be needed in order to check in or out. ● In order to visit any part of the school. *The principal or designee may grant permission to visit at his or her discretion. ● A student or employee may not have an unauthorized visitor. ● Parents/guardians desiring to have a conference with a teacher are encouraged to schedule their visits before or after instructional hours or during a period when the teacher is not responsible for teaching or supervising students.

VISITS TO THE CLASSROOMS/OBSERVATIONS In order to ensure the safety and confidentiality of students, Twiggs County Public Schools limits classroom visitors to parents/legal guardians of current students and those persons invited by the district or the school for official business. All visitors must register with the office and gain permission from the principal/designee before entering any classrooms or any other part of the school. Classroom visitations must receive prior approval from the principal. Classroom visitations may not exceed 45 (forty-five) minutes. It is the principal's or designee’s responsibility to determine if the reason for the visit is consistent with the school's visitor policy.

To minimize disruption to the instructional program, visits to classrooms, class/group programs, or requests to meet with specific personnel require at least 24 hours advance notice (or such additional notice as the principal or designee determines based on the circumstances).

The principal may designate school/district personnel to accompany visitors to classrooms, programs or meetings. School personnel shall warn unauthorized individuals that loitering on school premises during school hours constitutes trespassing and may subject violators to criminal prosecution under Georgia law (OCGA 20-2-1180).

PAYMENTS/RECEIPTS Acceptable forms of payment include cash or money orders. Checks will NOT be accepted as payment for monetary obligations. Every student should obtain a receipt for any money collected by the school. The student should keep the receipt in case a question arises.

In order to maximize instructional time and maintain an orderly school environment and safe dismissal, no student may be checked out of the office between 2:45 p.m. and 3:15 p.m. unless it is an emergency.

END OF THE DAY RELEASE OF STUDENTS At the end of the school day, students are released at a specified time and place. Parents must notify the school office regarding any change in the student’s normal transportation. Car riders should be picked up immediately in the school’s designated area. Bus riders must get on the assigned bus immediately. Students who park on campus are not allowed to remain in the parking lot after dismissal and are expected to go directly home.

EMERGENCY PREPAREDNESS PLAN To ensure the safety of students and school personnel, all Twiggs County Public Schools are required to have an Emergency Preparedness Plan which addresses practices and procedures for the school’s management of crisis situations.

FIRE DRILLS AND SEVERE WEATHER WARNINGS All rooms will be evacuated when there is an announcement and/or a continuous intermittent ringing of the fire alarm. A predetermined route is posted in each classroom, and students should move directly, orderly and quickly to designated areas. Each group shall be assembled so the teacher can check roll. Any student in a restroom or any place other than his or her assigned room should follow the protocol for the emergency situation and report immediately to his or her group for accountability as soon as possible. A bell will sound for students to return to the classrooms.

FOOD AND BEVERAGES Students are not allowed to consume food or drinks in the classrooms or hallways. Squeeze bottles and containers are not permitted. Students may bring lunches prepared at home to eat in the cafeteria. No commercially prepared food may be brought or delivered to the school.

Students with certain medical conditions addressed by physicians are allowed to have water bottles in the classroom.

EARLY RELEASE OF STUDENTS During school hours, students will only be released to the following: ● Parent/guardian of the student ● An adult with verified parental permission ● A law enforcement officer ● An authorized worker from the Department of Children and Family Services

The Georgia High School Association “No pass/No participate” policy requires students to pass at least five classes the previous semester and to be academically on track in order to participate in interscholastic competitive events or activities. Students participating in interscholastic competitive events or extracurricular activities must have earned the appropriate units and remain academically on track. Students entering the ninth grade are required to accumulate units in “core’’ subjects as follows: one unit after the first semester, four units entering the second year, eight units entering the third year, and 12 units entering the fourth year.

For eligibility purposes, all make-up work must be completed within 15 days pass after the start of the next semester.

Questions concerning “No participate” should be directed to administrators. To participate in extracurricular activities, students must be counted present for the school day. If school is in session, suspended students assigned to ISS or OSS will not be allowed to participate in any activities or function during the school day until they return to their regular classes in good standing. Students that are placed in alternative school will not be eligible to play for the duration of the assignment to alternative school without question.

PARKING ON CAMPUS/MOTOR VEHICLE REGISTRATION FEES The operation and parking of a vehicle on the high school campus is a privilege granted by the school. All students are expected to observe all traffic and parking regulations. The school reserves the right to suspend and/or revoke the campus parking privileges of any student who violates parking rules and regulations or who has an outstanding debt obligation with the school.

Parking privileges may be suspended for students who abuse parking privileges by arriving late or leaving campus without permission or who operate vehicles unsafely.

Leaving school to get lunch is not allowed and can result in the loss of parking/driving privileges.

Students who drive to school must park in the designated areas.

Students are not allowed to park in the spaces provided for faculty or the bus loading area.

Students are not permitted to remain seated in their cars during the day without written permission from an administrator.

Students are required to sign a release form that authorizes search of the car.

As soon as a student checks out of school or school is dismissed, he/she is required to leave campus immediately. Loitering in the parking area will not be permitted.

The parking lot should be cleared within 10 minutes following the dismissal bell. All students must leave campus immediately unless they are involved in a school-sponsored activity.

School administrators and school resource officers reserve the right to search any students’ vehicle parked in the parking lot for any reasonable cause.

EXTRACURRICULAR ACTIVITIES FOR STUDENTS Opportunities for exploring, developing and widening students’ range of interest and for helping students develop leadership and poise are offered through extracurricular activities. Participation in these activities enables students to learn how to plan and work with others. Students are encouraged to participate in at least one extracurricular activity. Many of the clubs and athletic groups representing the school have a minimum grade point average standard for joining and maintaining membership.

No Parking Permit $25.00 fine plus permit fee, if applicable Students must arrange to handle fines and vehicle suspensions with the Resource Officer. Failure to do so may result in the loss of driving privileges and/or other disciplinary action. Students who acquire four tickets in a school year will lose their driving privileges for the remainder of the present school year and the first semester of the next school year. Parking is a privilege; consequently, any unsafe operation or violations may result in revocation of parking privileges. All vehicles parked on school property are subject to be searched. The school will not be held liable for damages to vehicles while parked on school property. Unauthorized vehicles will be towed at the owner’s expense. Twiggs County Middle School students are not allowed to drive onto campus, regardless of age and/or licensure.

SELECTIVE SERVICE REGISTRATION Federal law requires that each male register for the Selective Service within 30 days of his 18th birthday. Registration forms and additional information regarding the Selective Service Registration may be obtained at any U.S. Post Office. AFJROTC will assist with online registration for Selective Service during the school year.

WORK PERMIT Effective July 1, 2015, employment certificates (work permits) are no longer required for minors ages 16 & 17 years. This applies to minors hired and beginning work on or after July 1, 2015 only. Employers should maintain records of employment certificates for all minors under the age of 18 hired prior to July 1, 2015.

FUNDRAISERS The Board of Education must approve all school fundraising projects. Students are not allowed to sell items on campus for any organization not directly affiliated with their school. No items will be sold at school unless they are part of a school-sponsored project. Door-to-door selling by students is discouraged. As a volunteer participant, the student as well as his/her parents/guardians agree to be financially responsible for merchandise checked out to the student or parent.

Motor vehicle registration fees support the cost of security and maintenance of the parking lots and driveway. For the security and well being of our students and staff, vehicles driven to school must be registered and display the appropriate permit. Students with class CP license will not be allowed to drive on campus or issued parking permits. Only students enrolled in high school can drive. No middle school or alternative school students are allowed to drive to school. There is a $10 parking fee to receive a parking permit and $5 for each additional parking permit.

The Twiggs County Board of Education prohibits discrimination based on gender in its school athletic programs. Likewise, all reasonable efforts are taken to provide equal athletic opportunities for members of both genders.

GYM FLOOR Black-sole shoes are not to be worn on the gym floor during instructional time. Food or beverages are not allowed in the gym during instructional time. Unsupervised students are not allowed in the gymnasium at any time.

PRIVATE SCHOOL CHOICE OPTION If you are interested in transferring your child to a private school in Georgia, you may be able to take advantage of a Georgia Special Needs Scholarship. These scholarships provide funding that can be used to offset tuition costs at participating private schools in the state of Georgia.

GUIDANCE AND COUNSELING: Guidance and Counseling is the process of helping students by assisting them in making decisions and changing behavior. The purpose of guidance and counseling is to impart specific skills and learning opportunities in a productive and preventive manner which ensures that all students can achieve school success through academic, career and personal/social development.

Guidance is defined as the assistance all students receive from parents, teachers, counselors and others to assist them in making appropriate educational and career choices. Counseling is defined as the assistance some students receive from credentialed professionals to help them overcome personal and social problems that may interfere with learning.

Elementary school years set the tone for developing the knowledge, attitudes and skill necessary for children to become healthy, competent and confident learners. Middle school students are characterized by rapid physical growth, curiosity about their world and an emerging selfidentity. High school years are full of growth, promise, excitement, frustration, disappointment and hope. It is the time when students begin to discover what the future holds for them. Through a comprehensive developmental delivery model, counselors work in conjunction with other support services staff, school staff, parents and the community to create a caring climate and atmosphere. By providing education, prevention, early identification and intervention, school counselors can help all children achieve academic success. School counseling programs are essential for students to achieve optimal personal growth, acquire positive social skills and values, set appropriate career goals and realize full academic potential to become productive, contributing members of the world community.

GENDER AND EQUITY IN SPORTS

The McKinney/Vento Homeless Assistance Act ensures the educational rights and protections for children and youth experiencing homelessness. It provides legal protections for children and youth in homeless situations to enroll, attend and succeed in school and preschool programs. In accordance with this law, Twiggs County Public Schools affords homeless children equal access to the same free, appropriate public education, including a public preschool education, as provided to other students. Homeless students will have access to education and other services needed to meet the academic standards to which all students are held. HOSPITAL-HOMEBOUND SERVICES If a student should need to be absent from school for more than 10 consecutive school days because of serious illness or an accident, arrangements may be made to provide instruction at home. Students with absences due to psychiatric/emotional disorders, as defined in the latest edition of the Diagnostic and Statistical Manual (DSM), may be eligible for hospital-homebound instruction. It is the responsibility of the parent to request homebound instruction as soon as possible. An application for services supported by a doctor's recommendation will be required. This standard Twiggs County Public Schools’ application is coordinated through the Guidance Office.

Parents may obtain copies from the school counselor or download copies of the hospitalhomebound application at this web address: www.twiggs.k12.ga.us PSYCHOLOGICAL SERVICES Twiggs County Public Schools’ Department of Psychological Services is composed of a school psychologist who collaborates with educators, parents and other mental health professionals to ensure that every child learns in a safe, healthy and supportive environment.

The Psychological Services Department offers consultation, evaluation, intervention and training services to all Twiggs County Public School District’s students, school based-personnel and parents. The school psychologist in Twiggs County conducts comprehensive psychological evaluations that are informative and offer practical, appropriate interventions relevant to the needs of the student. The school psychologist also provides the following services: ● Assist Student Support Teams and Section 504 individual accommodation plans. ● Assist with implementing the Georgia Student Achievement Pyramid of Interventions and the response to intervention initiatives. ● Coordinate and assist with crisis intervention and assist with conducting risk assessments. ● Conduct training and assist with curriculum-based measurement as a progress monitoring tool for all students. ● Provide services on requested and mandated topics related to SST and 504. ● Conduct diagnostic assessment training for Reading First personnel. ● Train special education teachers in the latest assessment tools to measure student progress.

HOMELESS EDUCATION SERVICES

● The Department of Psychological Services supports all programs and initiatives sponsored by Student Services.

RESPONSE TO INTERVENTION (RTI) Response to Intervention (RTI) is the practice of providing high-quality instruction and intervention matched to a student’s need, monitoring progress frequently to make decisions about change in instruction and goals, and applying the child’s response data to important educational decisions. RtI is a preventive measure that addresses the needs of all students, with interventions that work while examining and improving instruction.

RTI MODEL The model for RTI is multi-tiered. It involves a problem-solving approach, examines effective instruction and intervention and includes increasing levels of intensity, progress monitoring and data-based decisions. The RTI model that the state of Georgia has adopted is the Georgia Student Achievement Pyramid of Interventions, which currently has four tiers.

The problem-solving approach occurs at each level of the pyramid. Effective implementation of instruction at each tier ensures success for the student. Diagnostic/progress monitoring guides the development of future instructional plans and outcomes for students. The success for all students requires integration of services from the instructional and student support services arena as well as parent support.

SCHOOL SOCIAL WORK SERVICES School Social Work Services are available for students and parents/guardians. The school’s social worker focuses on identifying and removing the barriers to students’ school success. The school’s social worker provides assistance when a student is experiencing difficulty attending school, obeying school rules and/or earning passing grades. The School Social Work Department works in conjunction with other student support staff, school staff and community-based organizations to identify needed resources that support academic success for students.

A parent/guardian, school personnel, community agency or others familiar with the student may refer students. A request for services can be made by calling the school guidance counselor at (478) 945-3112.

SECTION 504 The Student Support Team (SST) is the mechanism in Twiggs County Public Schools for identifying disabled students who are eligible for an individual plan under Section 504. A teacher, educator, or parent/guardian may refer a student to the Student Support Team to consider the appropriateness and eligibility of a student for a 504 individual accommodation plan.

● School psychologists also have knowledge of instructional methods to address diversity in the classroom and to promote critical thinking and problem-solving in all students.

SPECIAL EDUCATION SERVICES Initial evaluation for special education services are administered only with parental permission.

After the evaluation is completed, a staff meeting including parents/guardians, teachers, counselor, administrator and the school psychologist will determine the student’s eligibility, and if appropriate, placement in the system. STUDENT SUPPORT TEAM (SST) The purpose of the Student Support Team (SST) is to identify and plan alternative instructional strategies for students who are experiencing academic, social or behavioral problems. The Student Support Team is a committee consisting of the referring teacher and at least two other educators. The parents/guardians of the student are invited to attend SST meetings on their child.

The SST process provides problem-solving strategies and instructional support for teachers to support student achievement at Tier 3 of Georgia’s Pyramid of Interventions. Questions concerning the referral process should be directed to the principal or his/her designee.

TRANSPORTATION INFORMATION MEETING THE BUS It is the parent’s/guardian’s responsibility to ensure that their child is at the designated pick-up area before the bus arrives. If there are questions or concerns, those questions or concerns should be directed to the Transportation Department at (478) 945-6161. Parents are encouraged to take precautions in ensuring that their children arrive and depart safely to and from bus stops. ● Be at the assigned bus stop at least ten minutes before the regular pick-up time and remain at the stop until the bus arrives. ● Board the bus at the assigned stop. ● Stand on the side of the road (shoulder) rather than the traveled part of the roadway while waiting for the bus. ● Do not engage in play or other activities that will endanger students or others while waiting beside the road.

Notice of Section 504 Procedural Safeguards and Parent/Student Rights Any student or parent or guardian (“grievant”) may request an impartial hearing due to the school system’s actions or inactions regarding your child's identification, evaluation, or educational placement under Section 504. Requests for an impartial hearing must be in writing to the school system’s Section 504 Coordinator; however, a grievant’s failure to request a hearing in writing does not alleviate the school system’s obligation to provide an impartial hearing if the grievant orally requests an impartial hearing through the school system’s Section 504 Coordinator. The school system’s Section 504 Coordinator will assist the grievant in completing the written Request for Hearing. The Section 504 Coordinator may be contacted through the school system’s central office. Copies of the 504 Procedural Safeguards and Notice of Rights of Students and Parents under Section 504 may be found at the system website or may be picked up at the central office or at any of the school offices.

Twiggs County Public Schools BUS BEHAVIOR CONTRACT All students enrolled in the Twiggs County Public School system MUST sign a Bus Behavior Contract.

As a student of Twiggs County Public School, I understand that the primary purpose of the following rules and regulations is to create a safe and wholesome atmosphere for all students who ride a bus. I also understand that the bus driver is in complete control of the bus at all times and that the school bus and the bus stop are the same as a classroom in regards to conduct. I agree to follow the established procedures and understand that failure to comply with said procedures could result in my suspension from the bus and/or school.

Obey the bus driver and be respectful at all times.

Sit in your assigned seat and remain seated at all times while the bus is in motion.

No eating, drinking is permitted.

No tobacco, drugs (real or fake), or vaping products are allowed on the bus at any time.

No loud noise, profanity or “rough-housing” at any time.

Use of electronic devices such as cell phones, MP3 players and/or computers are discouraged on the bus. The bus driver is the only person that may allow students to listen to an electronic device.

7. Keep all body parts inside the bus.

8. Ride only assigned bus. Permission must be obtained from the school administration before a student can ride a different bus.

9. Do not throw any objects on the bus or from the bus.

10. Do not litter. Remove all trash and personal belongings when you exit the bus.

11. No writing, marking or defacing any part of the bus nor any willful destruction or damage to any part of the bus is permitted. Student will be responsible for any such damage.

12. Possession of knives, firearms or other weapons is prohibited.

13. Any other behavior or action that causes harm or jeopardizes the safety of the student or any other person who is riding the bus. .

Violation of any of these rules and/or procedures will result in some form of discipline which is progressive.

● Stay in place rather than walking alongside the bus as its traveling. ● Wait to cross a street to board the bus until the bus has stopped and other vehicles approaching or following the bus have stopped. Wait for a signal from the driver indicating it is safe to cross; cross only in the front of the bus. ● Use the handrail when going up and down the steps. ● Exit the bus at the assigned stop in an orderly manner. ● Cross a highway at a distance of approximately 10 feet from the front of the bus after the driver signals it is safe to do so. ● Report any illness or injury sustained on or around the bus immediately to the driver.

The following are more examples of inappropriate bus behavior that were not included above: ● Emergency Doors – Do not tamper or exit the emergency doors unless authorized.

Unauthorized use is a violation of Twiggs County Ordinance 97-120, Section 62-45. ● ● ● ●

Forbidden Items – Include but are not limited to the following: matches or lighters, cigarettes, balloons, pagers, audible radios, mirrors, lasers.

Flash cameras, or any other lights or reflective devices; guns, knives, pyrotechnics, and other weapons or anything that might spill, break, or cause physical injury; Insects, birds, reptiles, animals (dead or alive); glass bottles, or glass containers of any kind; cans; and toys are not permitted on the bus.

Large band instruments; book bags or luggage with wheels, unless allowed by specific school rule, will not be allowed on the bus.

BEHAVIOR CONTRACT/REQUIRED PARENTAL CONFERENCE ● If a student is found to have engaged in bullying or in physical assault or battery of another person on a school bus, a conference between the appropriate school official and the student’s parent/guardian shall be held to develop an age appropriate contract.

Progressive and age appropriate discipline procedures as outlined in the Twiggs County Public Schools Student Code of Conduct will be implemented to address any misconduct during school hours and school related activities.

BUS PROCEDURES FOR STUDENTS – Due to the Covid Crisis, face coverings must be worn at all times.

The bus is an extension of the school and is considered a privilege. Students who wish to enjoy this privilege must follow certain rules and regulations in order to help ensure safe and orderly bus transportation. Administrators and the superintendent are the only staff who can suspend students from the bus. The goal is to help students demonstrate proper bus behavior. The Transportation Department transports students from their designated bus stop to school and back to their assigned bus stop; therefore the following procedures should be followed: ● Parents are not allowed to transport student to the shuttle location ● Students are not to be released to parents/guardians at the shuttle point ● Students can only be released from their assigned school before boarding the bus These procedures are to ensure student safety and security. Failure to follow these guidelines could result in your child losing eligibility to participate in the shuttle program.

In accordance with Georgia law, a student found guilty by a tribunal to have intentionally committed an act of physical contact which causes physical harm to a TCPS employee shall, on order of the Twiggs County Board of Education, be expelled for the remainder of the student’s eligibility to attend public school. Punishment for intentional physical contact of an insulting or provoking nature may include out-of-school suspension or expulsion (OCGA 20-2-751.6) (Note: Physical harm to a TCPS employee will result in referral to the appropriate court as mandated by state law.)

SECURITY INTERVENTION Twiggs County Ordinance No. 97-120, Section 62-45, makes it a violation of this Code to impede or obstruct the movement of a school bus or the boarding or discharge of students from the bus; to personally board the bus; or to engage in any conduct on or around the bus that would likely be immediately detrimental to the peace, good order or safety of the students and the school bus driver.

A video camera is used on all buses to monitor student behavior. School administrators and police officials are the only staff authorized to view these tapes. The Family Educational Rights and Privacy Act (FERPA) is a federal law that generally prohibits school officials from releasing educational records. If a tape records inappropriate conduct such that it could be used to discipline a student, it becomes a “record” under FERPA and subject to the nondisclosure rules. As such, records must be subpoenaed for viewing except as indicated above.

PERSONAL PROPERTY ON CAMPUS It is advisable for students to use a permanent marker to label items such as jackets, tennis shoes, book bags and other personal belongings such as cell phones, beats, purses, etc. At no point should students leave their personal items unattended. The school is not responsible or liable for missing, stolen or lost personal items. Students are advised not to bring valuables and expensive personal belongings to school. All students will be assigned a school locker at no cost. If students are to bring personal valuable items to school, they are encouraged to lock them up in their lockers. Students are not to share their locker combinations with other students. The school is NOT RESPONSIBLE for any valuables that are lost or stolen.

SCHOOL PROPERTY SEARCHES School lockers, desks, and other school property in Twiggs County Schools shall be subject to inspection by dog sniffing and/or school authorities at all times. The principal(s) of Twiggs County Middle School and Twiggs County High School or his/her designee shall take reasonable steps to ensure that students are advised (by the student handbook or by some other means) each year of this policy.

School officials may search a student if there is reasonable suspicion the student is in possession of an item that is illegal or against school rules. Students vehicles brought on campus, student book bags, school lockers, desks and other school property are subject to inspection and search by school authorities at any time without further notice to students or parents. Cell phones/ multimedia/electronic devices taken from students due to possession and/or use in violation of school rules are subject to having their contents searched. Students are required to cooperate if asked to open book bags, lockers or any vehicle brought on campus. Metal detectors and drug or weapon sniffing dogs may be utilized at school or at any school function, including activities that occur outside normal school hours or off the school campus at the discretion of administrators.

PHYSICAL VIOLENCE TO A SCHOOL EMPLOYEE

CLASSROOM MANAGEMENT: Teachers are expected to maintain order and discipline in the classroom and to deal with minor infractions. The teacher will make reasonable attempts to communicate (via phone calls, text, notes, e-mails, conferences, etc.) with parents/guardians of students regarding behavioral concerns within the classroom. The goal is to resolve any behavioral concern early and at the lowest possible level of intervention. When offenses are repetitious or of a serious nature, the violator will be referred for disciplinary actions.

TEACHER IMMUNITY: Educators will be immune from any criminal liability for any act relating to or resulting from the discipline of any student, provided the educator acted in good faith. Additionally, the state bill provides that no educator shall be liable for any civil damages arising out of any act relating to or resulting from the discipline of any student or the reporting of any student for misconduct, except for acts or omissions of willful or wanton misconduct.

NOTICE TO PARENTS/GUARDIANS AND ELIGIBLE STUDENTS OF RIGHTS UNDER FAMILY EDUCATIONAL RIGHTS AND PRIVACY ACT (FERPA) AND PROTECTION OF PUPIL RIGHTS AMENDMENT (PPRA) FERPA affords parents and students over 18 years of age (“eligible students”) certain rights with respect to the student’s education records. These rights are: (1) The right to inspect and review, within 45 days of a request, the education records of a student who is your child, or in the case of a student who is eighteen (18) or older, your own education records. Parents or eligible students should submit to the Superintendent a written request identifying the record(s) they wish to inspect. The Superintendent will make arrangements for access and provide notice of such arrangements.

2) The right to request the amendment of the student's education records to ensure that they are not inaccurate, misleading, or otherwise in violation of the student's privacy or other rights.

To request the school district to amend a record, parents or eligible students should write to the school principal, specify the part of the record they want changed, and specify why it is inaccurate, misleading, or otherwise in violation of the student’s privacy or other rights. If the district decides not to amend the record, it will notify the parents or eligible students of the decision and inform them of their right to a hearing. Additional information regarding the hearing procedure will be provided with the notification of the right to a hearing.

TEACHER QUALIFICATIONS Parents may request the following information regarding teacher qualifications: Whether the student’s teacher -a. Has met State qualification and licensing criteria for the grade levels and subject areas in which the teacher provides instruction; b. Is teaching under emergency or other provisional status through which State qualification or licensing criteria have been waived; and c. Is teaching in the field of discipline of the certification of the teacher. d. Whether the child is provided services by paraprofessionals and, if so, their qualifications.

4.) FERPA requires the School District, with certain exceptions, to obtain written consent prior to the disclosure of personally identifiable information from the student’s education records.

However, the District may disclose appropriately designated “directory information” without written consent, unless the parent or eligible student has advised the District to the contrary in accordance with District procedures.

The primary purpose of directory information is to allow the school to include this type of information from the student’s education records in certain school publications, such as the annual yearbook, graduation or sports activity programs, and honor roll or other recognition lists. The School District has designated the following information as directory information: A. Student’s name, address and telephone number; B. Student’s date and place of birth; C. Student’s participation in official school activities and sports; D. Weight and height of members of an athletic team; E. Dates of attendance at schools within the district; F. Honors and awards received during the time enrolled in district schools; G. Photograph and H. Grade level Unless you, as a parent/guardian or eligible student, request otherwise, this information may be disclosed to the public upon request. In addition, two federal laws require school systems receiving federal financial assistance to provide military recruiters, upon request, students’ names, addresses, and telephone numbers, unless parents have advised the school system that they do not want their child’s information disclosed without their prior written consent. If you wish to exercise your right to not allow your child’s information to not be released, you must notify the principal of the school at which the student is enrolled in writing within 5 days after officially enrolling in school or within 10 days of the date of the release of the notice concerning disclosure of Directory Information.

3) The right to consent to disclosures of personally identifiable information contained in the student's education records, except to the extent that FERPA and its implementing regulations authorize disclosure without consent. One exception that permits disclosure without consent is to school officials with legitimate educational interest. A school official is a person employed by the district as an administrator, supervisor, instructor, or support staff member (including school nurses and school resource officers); a member of the school board; a person or company with whom the district has contracted to perform a specific task (such as attorney, auditor, medical consultant, therapist, or online educational services provider); a contractor, consultant, volunteer or other party to whom the school district has outsourced services, such as electronic data storage; or a parent or student serving on an official committee (such as a disciplinary or grievance committee) or assisting another school official in performing his/her tasks. A school official has a legitimate educational interest if the official needs to review an educational record in order to fulfill his/her professional responsibility. Upon request, the school district forwards educational records without prior consent to another school in which the student seeks or intends to enroll.

6) You have the right to file with the United States Department of Education a complaint concerning alleged failures by the School District to comply with the requirements of FERPA or the regulations promulgated thereunder. The name and address of the Office that administers FERPA is: Family Policy Compliance Office, U.S. Department of Education, 400 Maryland Avenue, SW, Washington, D.C. 20202-8520.

PROTECTION OF PUPIL RIGHTS AMENDMENT (PPRA) The Protection of Pupil Rights Amendment (PPRA) (20 U.S.C. § 1232h; 34 CFR Part 98) applies to programs that receive funding from the U.S. Department of Education (ED). PPRA is intended to protect the rights of parents and students in two ways: ● It seeks to ensure that schools and contractors make instructional materials available for inspection by parents if those materials will be used in connection with an ED-funded survey, analysis, or evaluation in which their children participate; and ● It seeks to ensure that schools and contractors obtain written parental consent before minor students are required to participate in any ED-funded survey, analysis, or evaluation that reveals information concerning: 1. Political affiliations; 2. Mental and psychological problems potentially embarrassing to the student and his/her family; 3. Sex behavior and attitudes; 4. Illegal, anti-social, self-incriminating and demeaning behavior; 5. Critical appraisals of other individuals with whom respondents have close family relationships; 6. Legally recognized privileged or analogous relationships, such as those of lawyers, physicians, and ministers; or 7. Income (other than that required by law to determine eligibility for participation in a program or for receiving financial assistance under such program).

8. Religious practices, affiliations, or beliefs of the student or parent.

Parents or students who believe their rights under PPRA may have been violated may file a complaint with ED by writing the Family Policy Compliance Office. Complaints must contain specific allegations of fact giving reasonable cause to believe that a violation of PPRA occurred.

5) You are also notified that from time to time students may be photographed, videotaped, or interviewed by the news media at school or at a school activity or event. You, as a parent/ guardian may object in writing to the principal of the school where your student is enrolled to your student being photographed, videotaped or interviewed. You must notify the principal of your objection within five days of enrolling in the school system. The principal will take reasonable steps to control the media’s access to students. However, your submission of a written objection does not constitute a guarantee that your student will not be interviewed in circumstances which are not within the knowledge or control of the principal.

(a)

Any student (or parent or friend of a student) who has been the victim of an act of sexual abuse or sexual misconduct by a teacher, administrator or other school system employee is urged to make an oral report of the act to any teacher, counselor or administrator at his/ her school.

(b)

Any teacher, counselor or administrator receiving a report of sexual abuse or sexual misconduct of a student by a teacher, administrator or other employee shall make an oral report of the incident immediately by telephone or otherwise to the school principal or principal’s designee, and shall submit a written report of the incident to the school principal or principal’s designee within 24 hours. If the principal is the person accused of the sexual abuse or sexual misconduct, the oral and written reports should be made to the superintendent or the superintendent’s designee.

(c)

Any school principal or principal’s designee receiving a report of sexual abuse as defined in OCGA19-7- 5 shall make an oral report immediately, but in no case later than 24 hours from the time there is reasonable cause to believe a child has been abused. The report should be made by telephone and followed by a written report in writing, if requested, to a child welfare agency providing protective services, as designated by the Department of Human Resources, or in the absence of such agency, to an appropriate police authority or district attorney.

Reports of acts of sexual misconduct against a student by a school system employee not covered by O.C.G.A. 19-7-5 or 20-2-1184 shall be investigated immediately by school or system personnel. If the investigation of the allegation of sexual misconduct indicates a reasonable cause to believe that the report of sexual misconduct is valid, the school principal or principal’s designee shall make an immediate written report to the superintendent. The superintendent shall make an immediate written report to the Professional Standards Commission Ethics Division.

TWIGGS COUNTY PUBLIC SCHOOLS ADMISSIONS POLICY ENROLLMENT REQUIREMENTS 1. Two proofs of residence. Acceptable documents may include: a current utility bill, receipt to have the utility activated, sales contract or lease contract for house or apartment. Also an Affidavit of Residence may be required.

2. Verification of grade placement. This documentation may include a withdrawal form from the previous school, an official transcript or final report card.

3. Proof of guardianship. This documentation may include divorce papers and/or any court documentation of guardianship.

4. Georgia Immunization (Form 3231) 5. Students in grade six and above shall have proof of additional immunizations as required by Georgia Law. 6. Georgia Eye, Ear, and Dental Certification (Form 3300)

REPORTING OF SEXUAL MISCONDUCT TOWARD A STUDENT BY A SCHOOL EMPLOYEE

TRANSFER OF STUDENTS INTO TWIGGS COUNTY PUBLIC SCHOOLS •

Students who transfer from other states or other Georgia schools will be required to meet the criteria for promotion, participation and graduation as outlined in this guide.

These students are required to present documentation, as required by the Twiggs County Public Schools Board of Education Policy, regarding immunization, health screening and discipline.

TRANSFER OF STUDENTS WITH A DISCIPLINARY ORDER INTO TWIGGS COUNTY PUBLIC SCHOOLS Any student who seeks entrance into any Twiggs County Public School with a disciplinary order from outside the county, inside the state or outside the state may be subject to the same disciplinary action in Twiggs County Public Schools. A Disciplinary Order is any order of another public or private school system which imposes short-term suspension, long-term suspension, or expulsion upon a student in that system. Twiggs County Public Schools may request the disciplinary order of any other school system and is authorized by OCGA 20-2-751.2 to refuse enrollment or subject a student to the same short term or long-term suspension or expulsion for the remaining time as indicated on the discipline order from another school system.

WITHDRAWALS ● All withdrawals of students under the age of 18 to attend another public school, a private school, or a homeschool program must go through the Counselor’s office after the parent/guardian has completed the necessary withdrawal forms. All debt obligations must be cleared and all textbooks returned before any records will be released to the parent. ● All withdrawals of students 18 or over to attend another public school, a private school, or a homeschool program must go through the Counselor’s Office. It is the responsibility of the student with the guidance of the counselor to process the withdrawal form with the necessary signatures. It is the responsibility of the student to clear all obligations to the school. ● Students between ages 16 and 17 (who are not emancipated) must have a parent’s permission to withdraw from school prior to earning a diploma. The Principal must convene a conference with the parent and student within two days of notice to withdraw to inform them of the consequences of their action. The Principal or designee shall make reasonable attempts to share information with student and parent/guardian.

7. Proof of Birth. A certified copy of the student's birth certificate or legal document such as a passport is required.

8. Official Copy of the student’s Social Security Number or a signed waiver.

9. Discipline records from previous school for grades 7 and up (OCGA 20-2-670) 10. Completion of Twiggs County Public School System enrollment forms and Emergency Contact Information.

PARENTAL INVOLVEMENT POLICY The Elementary and Secondary Education Act (ESEA) provides for the rights of parents to be actively involved in the education of their children. The Twiggs County Board of Education affirms and assures the rights of parents and teachers of children being served in activities funded by Title 1 of ESEA opportunities to participate in the design and implementation of the activities. Twiggs County Public School students are served by three School wide Title1 programs. Parents will be invited to an Annual Title 1 Informational meeting held at the beginning of the school year. The annual public meeting will provide an opportunity for parents to obtain information about Title 1 programs and ask questions as related to Title 1 and other federal programs. The Twiggs County Title 1 Parental Involvement Policy is updated and revised annually with the input of parents. ● The district will support parental involvement in numerous ways throughout the school year and will ● Notify each child’s parent of the results of the annual state school review for parental input opportunities on the school improvement plan ● Notify parents that a school has been identified for school improvement, corrective action or restructuring. The notification must include the following elements: ○ An explanation of what identification means and how the school compares to other schools in the state; ○ The reason for the identification; The process the school is utilizing to address the problem of the low achievement; ○ The processes the Twiggs County Board of Education and Georgia Department of Education are utilizing to assist the school with addressing the problems; and ○ The parents’ options regarding their right to seek a transfer of their children (Note that TCPS has only one school at each level which precludes transfers within the district) Report the child’s progress to the parents.

Provide information concerning the Title 1 Program.

Conduct Parent- Teacher conferences, PTC meetings, and open house events at schools.

Use parent surveys to provide input in development of future programs.

Disseminate evaluation results and school report cards to parents.

A school-parent compact.

Provide opportunities for parent education and awareness through a series of training workshops.

Provide suggestions for home activities to reinforce learning.

Provide notice of the professional qualification of teachers at the beginning of each school year, and provide timely notice to parents if their child is taught for four or more consecutive weeks by a teacher who is not highly qualified.

The Twiggs County Board of Education and all schools shall: • Provide assistance to parents in understanding such topics as the state’s academic content and achievement standards, the assessments being used, the requirements of Title1 Part A, and how to monitor their children’s progress and work with educators to improve student achievement.

• Provide materials and training, such as how to use technology, to help parents work with their children to improve achievement.

• Educate teachers, student service personnel, principals and other staff, with the assistance of parents, in the value and necessity of contributions of parents, and in how to reach out to, communicate with, and work with parents as equal partners, implement and coordinate parent programs and build ties between parents and the school.

• Title 1 will coordinate and integrate parental involvement programs with other programs and resources such as Early Intervention Program (EIP), counselors, PTC groups, Georgia Lottery Pre-K Program, Homeless, Adult Education, and Head Start, that encourage and support parents in more fully participating in the education of their children.

• Ensure that information related to school and parent programs, meetings and other activities is sent to the parents of participating children in a format, and to the extent practicable, in language the parent can understand.

• Provide such other reasonable support for parental involvement activities as parents may request.

The Twiggs County Board of Education and all schools may: • Arrange school meetings at a variety of times, or conduct phone conferences between parents who are unable to attend the school meetings and the teachers and other educators who work with their children.

• Involve parents in the development of training for teachers, principals, and other educator • Provide necessary literacy training for parents with Part A funds if the local Education Agency (LEA) has exhausted all other reasonably available sources of funding.

• Train parents to enhance the involvement of other parents.

• Utilize the Parent Information Resources Center (PIRC) to access all available resources for parent support and education.

• Establish a district-wide parent advisory council to provide advice on all matters related to parental involvement in funded programs.

• Develop appropriate roles for community-based organizations and businesses in parental involvement activities.

PARENTAL INVOLVEMENT PLAN DETAILS ● Parents will be involved in the development and carrying out of the Title 1 Program.

The system shall provide assistance to participating parents in such areas as understanding the: • National Education Goals • State’s content standards and students performance standards • Components of a school wide program, if applicable • State and local assessments • Requirements of Title 1 Parent Involvement • Ways parents can monitor their children’s progress • Ways to work with educators to improve the performance of their children • Ways parents can participate in decisions relating to the education of their children.

SCHOOL NUTRITION BREAKFAST AND LUNCH PROGRAM The Twiggs County School System operates a breakfast and lunch program at each school. All students are provided a free breakfast and lunch in the school cafeteria.

CAFETERIA AND NUTRITIONAL RULES •

Students should go to the cafeteria in an orderly manner and proceed through the serving line in a straight line.

Good manners and cleanliness are expected in the cafeteria.

Students are expected to eat their lunches in the cafeteria whether brought from home or received at school.

Food and drinks may not be consumed in the classrooms.

Soft drinks brought as part of a sack lunch should be placed in a thermos or a plastic container. Students are encouraged to bring appropriate beverages or to purchase approved beverages from the school vending machine Soft drinks and commercially prepared foods may not be taken to the cafeteria nor should persons outside of the school deliver them to a student on campus for consumption in the cafeteria.

Students are not to take food or drinks out of the cafeteria.

Students should not share their PIN number with other students. Use of another student’s assigned number will be considered theft.

Ice cream sold during lunch may be consumed only in the cafeteria.

During lunch, students are not allowed to leave the cafeteria without a signed pass from a teacher or administrator

SPECIAL DIETARY NEEDS Students with special dietary restrictions or special dietary needs must have on file with the school a physician’s statement identifying specific nutritional requirements. This includes all dairy, peanut, and other food allergies. Menus at the elementary, middle, and high school levels are designed to accommodate non-pork and vegetarian customers.

SCHOOL HEALTH SERVICES NURSE The school nurse is available daily to assist students with any medical issues. Students should get permission from a teacher or staff before attempting to see the nurse.

FIRST AID OR MEDICAL ATTENTION Students requiring first aid or medical attention should

report to an administrator. Should medical attention be needed, the school nurse will be contacted, or if an emergency, (911) may be contacted.

HEALTH AND SAFETY EMERGENCY/ILLNESS In order to provide a healthy and safe environment for students, parents/guardians are asked to follow the guidelines below: • Students should not be sent to school when running a fever of 101 degrees or greater. The student should be fever free for 24 hours before returning to school.

• Parents should respond to an emergency notification concerning their child in a timely manner.

Otherwise, the school will contact the appropriate authority, which may include EMS, DFCS, law enforcement, etc.

• School officials, such as the teacher, school nurse or counselor, should be notified if a student has a chronic medical condition or disability that may require special care or emergency treatment. Parents are required to complete the medical information card.

• • Parents/guardians may be required to provide additional documentation from a medical doctor to verify the chronic medical condition and to provide special care instructions.

HEALTH AND SAFETY/ AUTOMATED EXTERNAL DEFIBRILLATORS (AED) According to Georgia Law [OCGA 20-2-775, effective July 1, 2008], each public school with an interscholastic athletics program is required to have at least one functional external defibrillator on site.

MEDICAL CONDITIONS REQUIRING TEMPORARY EXCLUSION: In accordance with the recommendations of the Twiggs County Board of Health, there are some communicable/contagious diseases that require confirmation of and clearance documentation from a private physician or local health department for a student to return to school. In addition, school attendance recommendation guidelines are advised for the following: • Conjunctivitis (Pink Eye) – Students should be excluded during the active or acute stage. Students may return to school 24 hours after medications begin. Treatment must be verified by either a doctor’s note or the sending of the medication to school.

• Tinea Capitis (Ringworm) – Oral medication is necessary for treatment. Students may attend school while undergoing treatment with lesion covered. Treatment must be verified by either a doctor’s note or the sending of the medication to school.

• Pediculosis (Head Lice) – Students should be excluded from school until after treatment.

In order for the student to be readmitted to the school, proof of treatment is necessary.

The parent must present a medicated lice shampoo box top or the empty bottle, and clearance from the public health nurse before a student can be admitted back to school.

Chronic cases may be referred to the area Health Department or DFCS. • Scabies – The student should be excluded until medication is completed.

• Scarlet Fever – The student is usually rendered noninfectious 24 hours after starting treatment. The student may return to school 24 hours after starting treatment. Treatment must be verified by either a doctor’s note or sending the medication to school.

SCHOOL DRESS CODE The Twiggs County School Board is committed to providing a safe and friendly learning environment for its students. Attire is not only a reflection of the individual student but also of the general learning environment; therefore, students have a responsibility to wear clothing that projects a positive attitude of pride in self, school and community. Students are required to wear appropriate, comfortable and safe clothing that is neat, clean and in good taste. No article of clothing shall be worn that distracts from the educational process. Twiggs County Public School System views the dress code as a serious issue and expects parents to promote the observance of this policy.

MEDICATIONS If a student has medicine to take at school, it must be brought to the office with written permission from the parent or legal guardian. Medicine and drugs, when prescribed by a physician, must be in the original containers on which are listed the name of the patient, prescribing physician, and the dosage and must be left with the school nurse. All other drugs are prohibited on school campus. No medication of any kind will be given to students unless a Medication Authorization Letter is completed by the student and signed by the parent/guardian.

• Students who bring medication (prescription and non-prescription) to school on the bus must give it to the bus driver for safekeeping until arrival at the school.

• The school nurse, designated school personnel or student will only be allowed to dispense medications with a medical doctor’s authorization AND parental consent.

• Students with asthma, allergies, or diabetes will be allowed to carry inhalers, epipens, or diabetes medication and supplies in school and under the supervision of school personnel provided the student is authorized for self-administration of such medication.

COVID CRISIS REQUIREMENTS Face coverings (i.e. masks, face shields, gaiters, etc. that cover the nose and mouth must be worn on campus. Face coverings may be removed temporarily at the discretion of the building principal or designee for specific instructional purposes or when social distancing is maintained.

SHIRTS AND BLOUSES All Students Grades K-12: Shirts and blouses must be appropriately sized. Shirts and blouses may be worn outside of the pants. The shirt/blouse cannot extend past the top of the back pockets. Any shirts/blouses extending past the back pockets must be tucked in. Shirts and blouses must be in good repair with no holes or openings that expose skin of the midsection, bare shoulders (shoulders must be completely covered), bare back, or other part of the torso during normal activities of the school day. The neckline of all shirts and blouses must be high enough as to not expose any cleavage.

PANTS/SHORTS/SKIRTS/BELTS Pants and shorts cannot expose the skin, whether by design or wear. No items will be allowed to hang out of the pockets (i.e. do-rags, hats, bandanas, scarves or gang affiliated material).Pants, shorts or skirts, will be worn at the natural waistline, and be appropriately sized. Sagging of the pants and shorts are prohibited. Undergarments must not be visible.

Shorts are to be at least knee length. Jeggings can be worn with a shirt/sweater top that meets mid-thigh. Spandex and tights are not allowed. If pants have holes in them, they should be covered to knee length. Gym shorts may be worn only in the gym, during a physical education class or a scheduled athletic practice session.

SWEATERS/SWEATSHIRTS Appropriately sized sweaters, cardigans, vests and school spirit sweatshirts do not have to be tucked in.

SKIRTS AND DRESSES All dresses and skirt length must be at least to the longest fingertip when standing upright with the hands and arms extended by the sides, with no skin showing through holes, fringe or fraying anywhere. The neckline of all dresses must be high enough as to not expose any cleavage. Spandex dresses and skirts are not allowed.

JACKET/COATS For safety reasons, long coats are not permitted. Jackets/coats/sweaters may not be worn to cover inappropriate clothing.

SHOES Tennis shoes or dress shoes that fit may be worn. All shoes must be laced, tied, or fastened appropriately. Open-heel/open-toe shoes may be worn if they are fastened. Shoe heels are to be no higher than four inches. Shoes with rollers or house slippers are not permitted. Crocs may be worn only if they are correctly fastened to the foot with a strap.

Students who are not properly attired will be subject to progressive disciplinary actions.

Building administrators have the final decision as to the appropriateness of all clothing and related issues. The following are guidelines for compliance:

HAIR/HYGIENE Combs and picks in the hair are not allowed. Each student must maintain desirable personal hygiene so as not to be offensive to others.

HEAD COVERINGS

Students may not wear hats, bandanas, scarves, sweatbands, stockings, hoods, do-rags, skullcaps, etc. Combs, picks, curlers, and rollers in the hair are not allowed.

Clothing Clothing and accessories that display the names or advertisements of drugs, alcohol or tobacco products, profanity, vulgarity, violence, illegalities, immoralities, hate messages, or sexual innuendos are prohibited. Students who have a question about the appropriateness of their clothing should consult a teacher or building administrator.

Clothing that resembles sleepwear is not permissible.

Students attending school-related events or field trips must adhere to the dress code or club organization requirements.

• No clothing with writing, numbers, designs, emblems, symbols or insignias of any kind except for one brand name logo which is smaller than 1½” in diameter.

• Grilles (grillz) are prohibited at school • No pajama pants (except on special days designated by the administration, i.e., Spirit Day) • No object or clothing that displays or implies profane, vulgar, obscene language/gestures or illegal activities.

• No object or clothing that promotes “hate” groups, violence, racism or illegal activity • No hats or head covering • No sunglasses • No trench coats • No high heels or wedged heels • No bedroom shoes, flip flops or bare feet • No Heelys (sneakers with wheels), or skates • No sweatpants • No biker shorts, no Spandex or lycra garments as the only article of clothing.

SCHOOL SPONSORED CLUBS AND ACTIVITIES School sponsored clubs (excluding competitive interscholastic activities or events) are those under the sponsorship, direction and control of the school that organize and meet for common goals, objectives, and purposes. State law requires that parents have the right to withhold permission for their students to participate in any school sponsored club or organization designated by them. The following school sponsored clubs will be in operation during this school year.

ATHLETIC & EXTRACURRICULARS The school Athletic Program is designed for the benefit of the students. All staff members will make every effort to accommodate students who want to participate in the program.

• All the participants must meet the athletic guidelines and bylaws of the GHSA handbook.

• Athletes are students and must adhere to all regulations of the school going to, coming from, and participating in athletic events. They are representatives of the school and should conduct themselves in a manner worthy of their positions.

• All athletes must ride the transportation provided by the school to all events. They may not ride with a parent or guardian or friend to or from an event.

• Cheerleaders and their coaches are hereby considered to be an integral part of the athletic program and are required to meet the same requirements as all other athletes and coaches.

• Any student athlete absent from class due to a planned athletic activity is to be marked absent from class. The athlete is responsible for missed class work. The absence is not counted against the student when determining class credit.

• It is GHSA policy that each student successfully complete 3 units the previous semester to be eligible for athletic participation during the school year. Each student must be on track according to GHSA rules.

• Must be passing 3 of the classes after 2nd 9 weeks grading period and must comply with the following: • 10th grade 5 units • 11th grade 11 units • 12th grade 17 units • Athletes are required to attend classes on the day of participation.

• It is required that the athlete be appropriately dressed and well-groomed at all times.

• Unsportsmanlike conduct will not be tolerated. Coaches will advise athletes about standards and behavior prior to each season.

• Any athlete involved in and/or breaking a civil law, other than a misdemeanor, will be denied the privileges of participating in all sports for a year.

• Any athlete guilty of abusing, destroying or stealing school property will be denied the privileges of participating in all sports for a year.

• Any athlete caught using, possessing, distributing, or under the influence of alcohol or drugs will be suspended from participating in all sports for the rest of the school year and will forfeit all awards for the season in that sport.

• All general school policies will be adhered to and the school office will deal with all violations. Anyone on disciplinary or academic probation will not be allowed to represent the school in any athletic activity the day following the final day served.

Any athlete assigned to ISS or OSS cannot participate in any after school event. The behavior of all athletes is subject to discipline by any member of the coaching staff.

All high school student-athletes wishing to compete in college must register with the Eligibility Center. The NCAA national office does not handle initial-eligibility certifications. Please do not contact the NCAA national office with inquiries regarding an individual's initial-eligibility status, including whether transcripts, student release forms, etc., were received. The NCAA Eligibility Center maintains and processes all of the initial-eligibility certifications. The website is www.ncaaeligibilitycenter.org.

Core Courses: NCAA Division I requires 16 core courses as of August 1, 2008. This rule applies to any student first entering any Division I college or university on or after August 1, 2008. See the chart below for the breakdown of this 16 core-course requirement. NCAA Division II requires 14 core courses. See the breakdown of core-course requirements below. Please note, Division II will require 16 core courses beginning August 1.

Test Scores: Division I has a sliding scale for test score and grade point average. The sliding scale for those requirements can be found on the Eligibility Center Website. Division II has a minimum SAT score requirement of 820 or an ACT sum score of 68. The SAT score used for NCAA purposes includes only the critical reading and math sections. The writing section of the SAT is not used. The ACT score used for NCAA purposes is a sum of the four sections on the ACT: English, mathematics, reading and science.

All SAT and ACT scores must be reported directly to the NCAA Eligibility Center by the testing agency. Test scores that appear on transcripts will not be used. When registering for the SAT or ACT, use the Eligibility Center code of 9999 to make sure the score is reported to the Eligibility Center.

Grade-Point Average: Only core courses are used in the calculation of the grade-point average.

Be sure to look at your high school’s list of NCAA-approved core courses on the Eligibility Center's Website to make certain that courses being taken have been approved as core courses.

What is Special Education and who is eligible for services?

Special Education is instruction designed to meet the unique learning strengths and needs of individual students with disabilities from birth through age 21. A child must be evaluated and identified as having a disability to be eligible for Special Education and/or related services.

What about after they are identified?

Once identified as eligible for special education services, a student will have an Individual Education Plan (IEP) put into place. The IEP is a legal written document written for students determined to need special education services. This document addresses the unique needs and how the student will access the general education curriculum. This includes the special education and related services needed to participate in the educational environment. The IEP is developed by the IEP team. The IEP team is a group of individuals that is responsible for developing, reviewing, or revising an IEP for a child with a disability. The IEP team includes the following participants: the parents or guardian of the child, the LEA, not less than one regular education teacher and related services providers when appropriate.

English Language Learners The English Language Learners (ELL) program provides a curriculum and instructional assistance to students not proficient in English because their native language is other than English. The program provides skill instruction in listening, speaking, reading, writing, and American cultural concepts which students need to participate in regular classroom instruction.

Teachers who hold an ESOL endorsement teach explicit instruction in academic vocabulary.

Students are given a home language survey at the time of enrollment and if any language other than English is identified on the Home Language Survey, then the student is tested using the WIDA-ACCESS Placement Test (W-APT). Certain criteria must be met for placement in the program. Some parents of students identified as ELLs may choose to waive language assistance services for their child; however, our district is still held responsible for providing language support under the Office for Civil Rights law.

The district must find alternate means of providing the student with support for language development and proficiency outside of structured ELL classes. Parents who waive services must do so in writing on an annual basis and the district must maintain evidence of the written documentation. Although the parents may have chosen to waive a formal language assistance

Each spring, ACCESS for ELLs is administered annually to all English learners in Georgia. It is a standards based, criterion referenced English language proficiency test designed to measure English language learners’ social and academic proficiency and progress in English. It assesses social and instructional English as well as the language associated with language arts, mathematics, science, and social studies within the school context and across the four language domains of speaking, listening, reading, and writing. Students may exit the ESOL program based on their scores on the ACCESS and meetings will be held each spring.

The school system does contract with an interpreter to translate at parent/teacher meetings, school night events and as needed by the parents. Should you need the use of the interpreter or have specific questions about the ESOL program you can ask for the ESOL teacher at your child’s school or you can contact the Director of Student Support Services at the Twiggs County Board of Education Office.

STUDENT SERVICES / SECTION 504 - NOTICE OF RIGHTS OF STUDENTS AND PARENTS Section 504 of the Rehabilitation Act of 1973, commonly referred to as "Section 504," is a nondiscrimination statute enacted by the United States Congress. The purpose of Section 504 is to prohibit discrimination and to assure that disabled students have educational opportunities and benefits equal to those provided to non-disabled students.

program, the student has been identified and coded as an ELL and will continue to be coded as such until the student reaches an English proficiency level that meets the state requirements for existing language assistance services. ELLs whose parents have waived services are still eligible for accommodations on standardized tests and their English language proficiency skills must be assessed on an annual basis until they meet eligibility criteria.

Section 504 Procedural Safeguards 1. Overview: Any student or parent or guardian (“grievant”) may request an impartial hearing due to the school system’s actions or inactions regarding your child's identification, evaluation, or educational placement under Section 504. Requests for an impartial hearing must be in writing to the school system’s Section 504 Coordinator; however, a grievant’s failure to request a hearing in writing does not alleviate the school system’s obligation to provide an impartial hearing if the grievant orally requests an impartial hearing through the school system’s Section 504 Coordinator. The school system’s Section 504 Coordinator will assist the grievant in completing the written Request for Hearing.

2. Hearing Request: The Request for the Hearing must include the following: a. The name of the student. b. The address of the residence of the student. c. The name of the school the student is attending. d. The decision that is the subject of the hearing.

4. Your child has a right to facilities, services, and activities that are comparable to those provided for nondisabled students. 34 CFR 104.34.

5. Your child has a right to an evaluation prior to a Section 504 determination of eligibility. 34 CFR 104.35.

6. You have the right to not consent to the school system’s request to evaluate your child. 34 CFR 104.35.

7. You have the right to ensure that evaluation procedures, which may include testing, conform to the requirements of 34 CFR 104.35.

8. You have the right to ensure that the school system will consider information from a variety of sources as appropriate, which may include aptitude and achievement tests, grades, teacher recommendations and observations, physical conditions, social or cultural background, medical records, and parental recommendations. 34 CFR 104.35.

9. You have the right to ensure that placement decisions are made by a group of persons, including persons knowledgeable about your child, the meaning of the evaluation data, the placement options, and the legal requirements for least restrictive environment and comparable facilities. 34 CFR 104.35.

10. If your child is eligible under Section 504, your child has a right to periodic reevaluations, including prior to any subsequent significant change of placement. 34 CFR 104.35.

11. You have the right to notice prior to any actions by the school system regarding the identification, evaluation, or placement of your child. 34 CFR 104.36 12. You have the right to examine your child’s educational records. 34 CFR 104.36.

13. You have the right to an impartial hearing with respect to the school system’s actions regarding your child's identification, evaluation, or educational placement, with opportunity for parental participation in the hearing and representation by an attorney. 34 CFR 104.36.

14. You have the right to receive a copy of this notice and a copy of the school system’s impartial hearing procedure upon request. 34 CFR 104.36.

15. If you disagree with the decision of the impartial hearing officer (school board members and other district employees are not considered impartial hearing officers), you have a right to a review of that decision according to the school system’s impartial hearing procedure. 34 CFR 104.36.

16. You have the right to, at any time, file a complaint with the United States Department of Education’s Office for Civil Rights.

Within 10 business days from receiving the grievant’s Request for Hearing, the Section 504 Coordinator will acknowledge the Request for Hearing in writing and schedule a time and place for a hearing. If the written Request for Hearing does not contain the necessary information noted above, the Section 504 Coordinator will inform the grievant of the specific information needed to complete the request. All timelines and processes will be stayed until the Request for Hearing contains the necessary information noted above.

Mediation: The school system may offer mediation to resolve the issues detailed by the grievant in his or her Request for Hearing. Mediation is voluntary and both the grievant and school system must agree to participate. The grievant may terminate the mediation at any time. If the mediation is terminated without an agreement, the school system will follow the procedures for conducting an impartial hearing without an additional Request for Hearing.

4. Hearing Procedures: a. The Section 504 Coordinator will obtain an impartial review official who will conduct a hearing within 45 calendar days from the receipt of the grievant’s Request for Hearing unless agreed to otherwise by the grievant or a continuance is granted by the impartial review official. b. Upon a showing of good cause by the grievant or school system, the impartial review official, at his or her discretion, may grant a continuance and set a new hearing date. The request for a continuance must be in writing and copied to the other party. c. The grievant will have an opportunity to examine the child’s educational records prior to the hearing. d. The grievant will have the opportunity to be represented by legal counsel at his or her own expense at the hearing and participate, speak, examine witnesses, and present information at the hearing. If the grievant is to be represented by legal counsel at the hearing, he or she must inform the Section 504 Coordinator of that fact in writing at least 10 calendar days prior to the hearing. Failure to notify the Section 504 Coordinator in writing of representation by legal counsel shall constitute good cause for continuance of the hearing. e. The grievant will have the burden of proving any claims he or she may assert. When warranted by circumstances or law, the impartial hearing officer may require the recipient to defend its position/decision regarding the claims (i.e. A recipient shall place a disabled student in the regular educational environment operated by the recipient unless it is demonstrated by the recipient that the education of the person in the regular environment with the use of supplementary aids and services cannot be achieved satisfactorily. 34 C.F.R. §104.34). One or more representatives of the school system, who may be an attorney, will attend the hearing to present the evidence and witnesses, respond to the grievant testimony and answer questions posed by the review official. f. The impartial review official shall not have the power to subpoena witnesses, and the strict rules of evidence shall not apply to hearings. The impartial review official shall have the authority to issue pre-hearing instructions, which may include requiring the parties to exchange documents and names of witnesses to be present. g. The impartial review official shall determine the weight to be given any evidence based on its reliability and probative value.

e. The requested reasons for review. f. The proposed remedy sought by the grievant. g. The name and contact information of the grievant.

SECTION 504 PARENT/STUDENT GRIEVANCE PROCEDURE Although the below steps are recommended for the most efficient resolution at the lowest level, the parent/student has the right to by-pass these steps at any time and request an impartial due process hearing related to decisions or actions regarding your child’s identification, evaluation, educational program, or placement. You and the student may take part in the hearing and have an attorney represent you at your own expense. The impartial Hearing Officer will be selected by the district.

Hearing requests must be made to the System 504 Coordinator identified in Step II below.

Step I-The complaint shall be presented orally or in writing to the school principal within ten (10) calendar days after the most recent incident upon which the complaint is based. Any witness or other evidence should be provided at this time. The administrator will conduct an investigation and render a written decision within ten (10) calendar days of the filing of the complaint.

Step II -A complainant dissatisfied with the decision of the school principal may appeal to the System Section 504 Coordinator by submitting a written statement of complaint to the System Section 504 Coordinator. This statement must be filed within ten (10) calendar days after the complainant receives the decision from the school principal. h. The hearing shall be closed to the public. i. The issues of the hearing will be limited to those raised in the written or oral request for the hearing. j. Witnesses will be questioned directly by the party who calls them. Cross-examination of witnesses will be allowed. The impartial review official, at his or her discretion, may allow further examination of witnesses or ask questions of the witnesses. k. Testimony shall be recorded by court reporting or audio recording at the expense of the recipient. All documentation related to the hearing shall be retained by the recipient. l. Unless otherwise required by law, the impartial review official shall uphold the action of the school system unless the grievant can prove that a preponderance of the evidence supports his or her claim. m. Failure of the grievant to appear at a scheduled hearing unless prior notification of absence was provided and approved by the impartial review official or just cause is shown shall constitute a waiver of the right to a personal appearance before the impartial review official. 5. Decision: The impartial review official shall issue a written determination within 20 calendar days of the date the hearing concluded. The determination of the impartial review official shall not include any monetary damages or the award of any attorney’s fees.

6. Review: If not satisfied with the decision of the impartial review official, any party may pursue any right of review, appeal, cause of action or claim available to them under the law or existing state or federal rules or regulations.

Step III- A complainant dissatisfied with the decision of the System Section 504 Coordinator may appeal to the Twiggs County Board of Education by filing a written request to the Office of the Superintendent. The complaint should be mailed to: Dr. Mack Bullard Office of the Superintendent Twiggs County Board of Education 945 Main Street Jeffersonville, GA 31047 (478) 945-3127 The appeal must be filed within ten (10) calendar days after the complainant receives the decision from the System Section 504 Coordinator. The Board of Education will act on the complaint at the next regularly scheduled BOE meeting, not less than seven (7) days thereafter.

Discipline of Students with Disabilities Administrators are tasked with enforcing the District’s policies concerning student conduct. When necessary to do so, administrators must follow certain guidelines as they pertain to disciplining students with disabilities. Students with disabilities are those who have been formally identified and are served either by an Individualized Educational Program (IEP) or through Section 504. Students with disabilities may be suspended out of school for less than 10 days in any school year, and no services are required to be provided. However, when a child is suspended or expelled out of school for more than 10 days, the school district must continue to provide the student with educational services (what is commonly referred to as a free appropriate public education or FAPE). The location or place where the services are provided can be different from the student’s assigned school, but the services themselves may not be changed.

Students with disabilities are afforded certain protections under the Individuals with Disabilities Act (IDEA) and the provision of Section 504. It is the responsibility of school administration and the Student Support Services Department to ensure the student’s needs are identified, supported and met in an effort to reduce disciplinary occurrences.

Following are the procedures to be used to assure that discipline practices for students with disabilities are consistent with the legal mandates: A. SUSPENSION TEN DAYS OR LESS: Generally, students with disabilities may be suspended from school for ten days or less during an academic year without review of the student’s IEP. However, once a student has been suspended from school for six or more cumulative school days during any academic year, either before or not later than ten (10) days after imposing any further suspension, an IEP committee must convene to review and modify the student’s behavioral intervention plan or to conduct a functional behavioral assessment and develop a behavioral intervention plan to address the behavior.

Upon receipt of the written statement, the Section 504 Coordinator will schedule a meeting to attempt resolution of the concerns. The System Section 504 Coordinator will render a written decision within ten (10) calendar days after the meeting.

1. For students with disabilities under IDEA, an IEP committee must meet to review the most recent misconduct and determine whether the misconduct is a manifestation of the student’s disability. Composition of the IEP Committee is: The parents.

• At least one regular education teacher of the student (if the student is participating in regular education).

• At least one special education teacher.

• A representative of the system who is qualified to provide, or supervise the provision of specially designed instruction should be knowledgeable about the general curriculum and the availability of system resources.

• An individual who can interpret the instructional implications of evaluation results.

• At the discretion of the parent or school personnel, other individuals who have knowledge or special expertise regarding the child, including related services personnel.

• When appropriate, the student.

2. If the misconduct is determined by the committee to be a manifestation of the student’s disability, the student may not be suspended or expelled. The school shall make modifications in the student’s IEP to deal more appropriately with or reduce/eliminate the inappropriate behavior. Such modifications may include but not be limited to: a. b. c. d. e. f. g. h. i. j. k.

Developing or revising a behavioral intervention plan; Curricular emphasis on social/behavior change; Guidance services; School detention (administrative or teacher); Increased time in special education; Additional related services; Alternative classroom instruction; Program change; After-school instruction; Alternative placement; Additional evaluations.

3. If the misconduct is determined to not be a manifestation of the student’s disability, then the student may be subjected to the same discipline actions as non-disabled students. Services outlined in the IEP must continue to be provided. The IEP Committee’s recommendations shall be communicated to the principal or designee by the chairperson. A copy of the revised IEP shall be sent to the office of the Director of Student Support Services.

C. The school personnel may unilaterally (without the input of an IEP committee) remove a student with disabilities to an appropriate interim alternative educational setting for a period not to exceed 45 days if:

SUSPENSION MORE THAN TEN DAYS: The principal or designee in the school shall review the student’s disciplinary record to determine, (a) whether the offense in question may warrant more than ten (10) days suspension (long-term suspension), (b) whether the student’s cumulative suspension days plus those days which might result from the current offense exceed ten (10) days.

D. Either before, but not later than ten (10) days after the movement to an alternative setting, an IEP committee must conduct a functional behavioral assessment and implement a behavior intervention plan. If the student already has a behavioral intervention plan, the IEP committee shall review the plan and modify it, as necessary, to address the behavior. The interim alternative setting shall enable the student to participate in the general curriculum and receive services as described in the IEP. E. If the student was identified as disabled under Section 504 of the Rehabilitation Act of 1973 prior to the misconduct, a committee will meet to review the most recent misconduct and determine whether the misconduct is a manifestation of the disability. The review panel may be composed of the following: school psychologist, SST, regular education teachers, the student’s parents/guardians, and a school administrator.

1. A student carries a weapon to school or a school function. A weapon is defined as any device, instrument or substance that can cause death or serious bodily injury, but does no include a pocket knife with a blade of less than two and one-half inches; 2. Uses, possesses, or sells illegal drugs or solicits the sale of illegal drugs while at school or school function.

Information regarding all clubs and extracurricular activities at your child’s local school site are made available to parents. Such information includes the name of the club or organization, mission or purpose of the club or organization, faculty advisor, and a description of activities.
