A T2/Bus Lane for Pakuranga Highway

ith construction of the AMETI Eastern Busway looming, Auckland Transport (AT) plan to introduce a T2/Bus Lane during peak hour on Pakuranga Road.

The temporary westbound T2/ Bus Lane is expected to be in place between Highland Park and Ti Rakau through the construction period of two years.

It is part of a wider traffic management plan for the construction period which includes a ‘Park and

Ride’ service from Lloyd Elsmore Leisure Centre and express bus services to Panmure Station.

However Pakuranga MP Simeon Brown, Howick Councillors Paul Young and Sharon Stewart and Local Board chairperson David Collings have expressed concerns that reducing the number of lanes along Pakuranga Road would not solve the problem of traffic congestion. Brown says turning a westbound lane on Pakuranga Road into an “interim” T2/Bus lane for the duration of construction should go through a public

consultation process.

“While a T2/Bus lane will encourage more usage of public transport and ride sharing, which will reduce the number of cars during construction of the AMETI Eastern Busway, Pakuranga Road is one of the busiest roads in the country carrying approximately 50,000 vehicles per day. More thought is required prior to making such a dramatic change to this road,” Brown says.

He says transit lanes should ideally be built in addition to existing infrastructure rather than taking lanes away from motorists.

“Traffic turning off Pakuranga Road and onto major arterial routes such as Gossamer Drive, Cascades Road, and Ti Rakau Drive will have to compete with traffic driving along Pakuranga Road on the T2/ Bus Lane, potentially causing major inconvenience due to competing traffic flows.

“With AMETI expected to take upwards of seven years to complete, we know that these changes will be anything but “interim”. AT should abandon this top-down approach and consult with the communities affected by these proposals.”

AT spokesperson Matt Poland says AT has undertaken extensive analysis of various options and onsite traffic monitoring over the last 12 months.

“The outcome of this analysis and expert opinion and adoption of international best practice shows that a T2 lane, park and ride and express bus services will offer users of this service and general traffic that does not use the service with better journey times through the construction zone than they would if we didn’t make any changes. ➤ Turn to Page 5

Infringement fines for illegal dumping have soared in Auckland, doubling from 90 to 186 in the past 12 months, thanks to the $200,000 crackdown announced by Mayor Phil Goff last year.

The additional funding established a reporting hotline 0800 NO DUMP, increased enforcement staff and doubled the number of surveillance cameras in hotspot areas.

The Mayor welcomed the increase in fines, saying that it sent a strong message to illegal dumpers.

“Auckland is blessed with a beautiful environment that should be cherished, not trashed by a small minority of people too lazy or irresponsible to dispose of their rubbish properly,” he said.

With the new 0800 NO DUMP number, more Aucklanders are reporting illegal dumping, and some have been able to provide evidence to Council officers to identify offenders.

“It’s great to see Aucklanders taking a proactive interest in reporting illegal dumping.

Their vigilance, combined with additional resources to detect

and identify dumpers, means we can hold offenders to account,” said Goff.

“Alongside the increase in fines, Council is prosecuting the worst offenders, especially commercial operators caught dumping refuse into the environment.”

In November a recidivist commercial dumper was identified in south Auckland.

The offender was fined $3500 plus costs for dumping concrete and soil on three separate occasions in Mangere.

“Council is cracking down because like most Aucklanders we’re sick and tired of a few irresponsible individuals blighting our landscape and harming our ecosystems,” said Goff.

“Not only does it damage the environment, it burdens ratepayers with the costs of clean-up. Litter and illegal dumping cost ratepayers more than $1 million in removal costs alone last year.

“With more prosecutions in progress, we’ll be continuing to make sure those who dump illegally are held to account.’

us, train and ferry fares are to rise from February 10. By law, Auckland Transport (AT) reviews fares each year to ensure they keep pace with operating costs and so that the correct portion of costs is recovered from passenger fares.

As part of the work on the annual fare review for 2019, AT has also been looking at how it can support the shift from travel in cars to travel on public transport and active modes.

AT chief executive Shane Ellison says, “We would like to have been in position to not increase fares in 2019.

Over the past three months we have been exploring means of funding any cost gap that could be created by not increasing fares.

“Public transport is paid for through passenger fares and subsidies from Auckland Council and NZ Transport Agency.

“Unfortunately, a small fare

increase is needed as any additional revenue generated by new growth resulting from holding fares at current levels is insufficient to meet the costs of providing public transport services without further funding being available.

“We see fares as an important ingredient to getting more people out of cars and into public transport and so we will continue to look at ways we can further reduce the real cost of public transport for our customers in the coming years.”

Last year new bus networks have been rolled out in the central suburbs and the North Shore, more than 500,000 Aucklanders now live within 500 metres of a frequent service, which runs at least every 15 minutes, all day, every day.

In addition, AT introduced more rail services on weekends, and it also put on more capacity on some ferry services to destinations such as Hobsonville.

“Operating a public transport system in a growing city like Auckland means that the costs do increase as we put on more services,” says Ellison.

“It’s a balance for AT to provide an extensive public transport system that has enough capacity for a growing city, but we also know that cost is a major factor in how people travel, so we’ve found efficiencies in order to keep the fare increase at an average of 1.9 per cent.

“This is well below the inflationary pressures associated with providing public transport.”

In the year to the end of November, 95.6 million trips were taken on public transport in Auckland, an increase of 5.2 per cent on the year before.

Village retailers have won the fight to get more CCTV cameras in Howick Village.

Howick Local Board has recently granted the Howick Village Business Association (HVBA) funding for the upgrade and installation of new CCTV cameras in Howick Village HVBA had made previous funding requests in 2016 and 2017 but were unsuccessful.

There have been several criminal incidents in the village which prompted the funding requests including an incident last January where an employee at the Apothecary was grabbed by a man armed with a sharp object.

HVBA, local businesses and NZ Police all recognised the urgent need for increased and technologically upgraded CCTV surveillance in the village.

HBVA manager Jane Newbury says the community can feel confident that they are providing a safe and more secure environment to work and visit.

“The new equipment provides additional footpath, road and automated number plate recognition cameras to cover all’ hot spots’ in the village,” she says.

Ross to return to politics R

enegade Botany MP Jami-Lee Ross will return to politics next month.

Ross has opened up about his state of mind which saw him sectioned into a mental health facility, triggered, he said, by a text message from a female MP with whom he’d had an affair saying he deserved to die. It was only the thought of his children which pulled him through, he said.

Police are investigating that text, deemed unlawful under NZ law.

He has promised that on his return to Parliament he will behave. “People can expect I’m not going to be there to throw bombs, I’m not going to be there to conduct any vendetta.”He will return as an independent MP after expulsion from the National Party with whom he had a cataclysmic fallout.

Ross yesterday released a lengthy and very frank treatise on the last couple of months of political and personal turmoil which have dominated his life and the media.

He says formal public consultation has not been undertaken because these are “temporary, essential traffic management measures” to minimise congestion during a construction period as opposed to “permanent changes to the road layout”.

“We will be delivering local and regional communications activity to advise those who live, work and travel through the area about the temporary changes,” he says.

He says traffic management around major construction projects is an ongoing process and AT will be actively monitoring traffic flows and behaviour throughout the construction period and make changes where necessary.

■ Construction of the next stage is planned to commence in April and AT are aiming to launch the new park and ride / express service option a few weeks prior to work commencing.

“Who would have thought ... a Scottish pipes and drums band making it onto the pop-charts?” he said.

Trig disappears – and we know why site known as “Howick” (A5Y6) on Stockade Hill in August 2018.

“This beacon was removed for two reasons, the first being for health and safety as the metal structure was rusting and would require extensive and costly repairs, the second reason was to cooperate with the Auckland City Council and Tupua Maunga in their plans to remove such beacons where possible to restore the volcanic sites.

“The memorial obelisk has been fixed in position to allow surveyors to make observations for orientation as a replacement for the trig beacon.”

“Like One Tree Hill, Stockade Hill is now naked and we’d like this historical relic back.

The authorities have been notified and we’re eagerly waiting details.

On Sunday they posited: “Why would it be removed? Is it just being restored or replaced maybe? Or is there something else happening?” But the mystery has been solved.

owickians have been in a flap over the disappearance of the trig station from Stockade Hill.

There has been much speculation, frustration and angst shared on social media in the last few days over the ‘sudden’ removal of the iconic trig – a fixed surveying station – from the hill.

The very vocal Save Stockade Hill Views group said on Monday: “Stockade Hill was invaded in the last 72 hours and the trig station has vanished.

“We’re unaware of the perpetrators and we’re seeking last known sightings.

Highland Park havoc

The ongoing destruction of the Highland Park Shopping Centre, and its eventual replacement by new businesses, is a public relations and community disaster.

Up until recently we have had a complete Community resource where the public could meet all their needs in one place.

However, we now have empty lots and the prospect of having to travel to several different points for shopping and socialising.

The people most affected by this will be the members of the nearby retirement villages who currently walk to the shopping centre.

Most stores have been forced to close and move elsewhere to the dismay of the local population. A case in point is that of the Unichem Pharmacy which closed on January 12 and reopens in nearby new

premises in August 2019.

During that seven month gap customers databases are being sent to the Life Pharmacy in Pakuranga – a 10 kilometre trip for local residents.

Meanwhile the Unichem employees have to look for temporary work while waiting for new premises. Another awkward situation is that of the Paper Plus stationery store which also contains Lotto, a Post Office and Kiwibank.

I understand it is moving to near

the Pakuranga WINZ offices (minus Kiwibank) – more multiple commuting for local residents. Similar disruption has been experienced by other small retailers.

The elements of this saga that have most astonished me have been the lack of information from the incoming new owners, the lack of investigative local media coverage, and the seeming apathy of the local population. Shades of George Orwell’s 1984.

In June the Times ran a front page piece, ‘Tenants sour over Highland Park plans’. The story began thusly and went on to quote the retailers.

“At least two retailers at High-

land Park Shopping Centre are seeking legal advice over redevelopment plans which will likely see them surrender their leases and leave the site.

And one retailer is “a little bit sour” after investing $500,000 in his store in a major refit around Christmas 2016.

Tenants were advised in February that the shopping centre was purchased by Foodstuffs North Island which intends to “completely redevelop that part of the centre comprising the specialty retail shops”.

“It intends to carry out a “comprehensive redevelopment in the short term which will, in time, lead to the development of Pak’n’Save”.

“Foodstuffs North Island has announced the purchase of the wellestablished Highland Park Shopping Centre, with a view to eventually bringing a new shopping option to the high growth east Auckland area.

“The current owner Highland Centre Limited has owned the Highland Park Shopping Centre for 20 years.

The Times has also ran several letters from residents and their feelings about the state of affairs.

It is a fait accompli and a commercial move which will, in two months’ time, end Highland Park as we know it. Like it or not, retailers and shoppers have to face the change.

Fahrenheit to Celcius

There has been recent concern published in our area of Auckland regarding conversion of temperatures from Fahrenheit to Celcius.

The suggested method, being to deduct 30 degrees from the Fahrenheit temperature and halve the result is simple enough and it even has a partner. That is to halve the Fahrenheit number and deduct 15 degrees.

Both of these methods were recommended when NZ swapped to Celcius, 40 or 50 years ago.

Obviously this popular wisdom has been lost among the younger generation. Our favourite at that time gives a bit of a benchmark, where 61 degrees converts to 16. Since this was often the temperature where we lived in Wellington, it was well remembered.

Having said all that, I can’t remember when I last saw a temperature recorded in or reported in Fahrenheit. Maybe the problem is with equipment from the USA.

Written by celebrated writer and poet Apirana Taylor, Ka Tito Au: Kupe’s Heroic Journey celebrates the long-ago exploits of Kupe played by Tola Newbery who has been on the big screen in The Pa Boys.

Wheke-a-Muturangi, this thrilling odyssey, conceived as an epic poem by Taylor, spans myriad narratives and myths ripe for rediscovery. Dressed in contemporary clothes with just a few props, the charismatic orator and actor Tola Newbery gives a sterling performance in this extraordinary homeric tale.

Newbery’s theatrical credits include previous Auckland Arts Festival shows Hui and Poropiti, both of which earned him critical-acclaim for his nuanced and hugely physical performances.

We’re paying more for transport again

Aucklanders have been paying extra for fuel to help boost investment in transport which we desperately need.

It’s been difficult for many but we’ve adapted because we were promised better transport for Auckland. But for Auckland Transport to then increase fares due to the same fuel tax is farcical. When this tax was introduced, Auckland Transport should have calculated this into their future costs, like every other Aucklander had to.

They received $8 billion in extra operational funding, which was meant to be used to increase services and decrease fares.

In Ka Tito Au: Kupe’s Heroic Journey, he infuses creative modern flourishes and stirring waiata tawhito (traditional Maori songs).

Mixing history, mythology and symbolism, Ka Tito Au is Kupe’s legend performed in a brilliant, pared back performance and will be performed at suburban venues around Auckland.

There are 6000 elderly people who want to come to New Zealand on the family reunification programme. The family members who want to bring them here are, in most cases, not NZ citizens. So why is the Government contemplating letting them come here?

When they get here, if they can’t get a job, they can get the emergency benefit (at the NZ taxpayers’ expense) for two years and then go on the benefit (also at taxpayers expense) until they are 65 when they can get the universal superannuation after 10 years. Kiwis will have spent 50 years working and paying taxes before they get superannuation so where is the justice in that? In between times, they can access our health system and other benefits. When they are 65 they can then get the gold card as well as superannuation having contributed nothing.

Lowest number of properties sold for the month of December T

he 2018 year ended with a fizz rather than a bang, with the lowest number of residential properties sold for the month of December for seven years, according to the latest data from the Real Estate Institute of New Zealand (REINZ. In December 2018, the number of houses sold across New Zealand decreased by -12.9 per cent year-on-year to 5330, down from 6117 – 787 fewer houses.

For New Zealand excluding Auckland, the number of properties sold decreased by -8.2 per cent when compared to December 2017, from 4352 down to 3994 – 358 fewer houses and the lowest for the month of December in 5 years.

In Auckland, the number of properties sold decreased by -24.3 per cent year-onyear and was the lowest for the month of December in 10 years.

Bindi Norwell, chief executive at REINZ says: “While December is usually a quiet month as people focus on Christmas holidays, December 2018 was extremely quiet with the lowest number of properties sold for the month of December for seven years. Additionally, 12 out of 16 regions saw an annual

Auctions were used in 11 per cent of all sales across the country in December, with 584 properties selling under the hammer – this is down from the same time last year, when 13.7 per cent of properties (836) were sold via auction. This is the lowest percentage of auctions for 11 months.

For the 11th month in a row, Gisborne had the highest percentage of auctions across the country with 35.8 per cent (or 19 properties) in the region sold under the hammer – up from 32.6 per cent (15 properties) in December 2017.

Auckland saw the second largest percentage of auctions on 19.5 per cent (260 properties) down from 26.2 per cent in December 2017 (462 properties). The Bay of Plenty maintained its spot of having the third highest level of auctions in the country with 15.1 per cent (61 properties) sold under the hammer, down from 18.4 per cent (80 properties) for the same period last year.

With the great summer weather, the number of boaties heading out on the water skyrockets – and Coastguard volunteers get busier, helping out those who run into trouble.

Don’t put yourself at risk by letting your enthusiasm for getting on the water override your experience and knowledge.

Recently, a vessel in the Firth of Thames issued a distress call, with the skipper saying they were running short of fuel and were struggling in the conditions. Coastguard volunteers aboard Maraetai Rescue 1 responded and escorted the vessel and crew to safety – but while the conditions were marginal, the skipper’s lack of basic boating knowledge and not checking the conditions put him and those on board at risk.

Make sure you’re checking the weather forecasts and Nowcasting (via VHF channels or on the Coastguard app), and consider a Coastguard course if you’re a bit rusty or new to boating.

While 68% of the 297 incidents Coastguard

volunteers attended over December were mechanical, electrical or fuel-related in nature, the dramatic did still happen.

Ensuring you’re safe by wearing lifejackets and having two forms of waterproof communications helped four boaties when their vessel capsized near The Noises, Hauraki Gulf. Nearby boaties responded to the calls for assistance broadcast over the VHF, pulling the 4 from the water just as two Coastguard vessels arrived. All four aboard were wearing lifejackets and had all the right equipment on board, meaning they could summon help quickly and stay afloat while waiting for help.

HPCC Premier men heading for one day semi-finals

comfortable win over Grafton has put the Marie Raos Ray White HPCC Premier Men in line to qualify for top spot in the semi-finals.

Currently leading the table by three points, a win in the last round over a very strong University side will see the team hosting a home semi-final.

On Saturday Grafton won the toss and batted on a perfect Lloyd Elsmore wicket and very quickly piled the runs on at the rate of six an over in the face of an all-Aces opening attack of Jamie Brown, Danru Ferns and Matt McEwan.

The first wicket fell at 58 followed by another at 94 but by this stage the Howick bowlers had settled down and, backed up by some superb fielding, put pressure on the Grafton batsmen. Apart from a defiant 56-run stand between Snedden and Ruffell, wickets fell regularly.

Adam Jones bowled unchanged in his 10-over spell taking 4/32 and Danru Ferns came back at the death to claim 3/52.

After its 50 overs, Grafton had been dismissed for 207 which was

never going to be defendable on the Lloyd Elsmore wicket which had dried out nicely during the day.

Howick Pakuranga did lose both its openers with the total at 6 and 40.

But with Andrew Morrison scoring 86 off 84 balls and Brian Barnard 88* off 70 balls including his usual quota of sixes (4), the match was taken away from Grafton very quickly. Howick Pakuranga scored the winning runs in 31 overs finishing on 208/3, winners by seven wickets.

The Marie Raos Howick Ray White Pakuranga Premier Reserve Men had a convincing win over Eden Roskill dismissing their opponents for 74 in 21 overs and running up 78/2 in 10 overs to win the match by 8 wickets.

Taine Jolley returned the club’s best figures of the day with 6/14, which illustrates the depth of the Club’s bowling stocks. None of the batsmen really had a chance to settle into an innings – with such a small total to chase – but Brandon Laurenzi still managed time to score 31.

Currently the Reserves lead both the Two Day and One Day competitions and are in with a real chance of promotion.
