Floats were occasionally propelled from within by concealed oarsmen, but the practice was abandoned because of the high incidence of drowning when the lightweight and unstable frames capsized.

Strikingly, among the first uses of grounded floats towed by horses was a ceremony in memory of recently drowned parade oarsmen. Today, parade floats are traditionally pulled by motor vehicles or powered themselves.

by Freddy Groves Getting Quicker Appointments Since the appointment scheduling/ delayed care debacle hit the news, “steps” are being taken to fix the problems. If you need care, there are a few options.

Accelerating Care Initiative -Clinics will expand to include night and weekend hours, with providers getting overtime. If you’re a new patient waiting on an appointment that’s more than 30 days out (and if they can fit you in), the Department of Veterans Affairs will make three attempts to contact you to see if you want to go in earlier.

If yes, the process will start to get you into not-VA medical care. Facilities will take a look at canceled appointments on a daily basis and not let them sit unused (it’s astonishing that they have to be told) and make calls to find veterans to take the appointments. If you call the VA for an appointment, get the name of the person you talk to, and make a note of the date and time.

Non-VA Care -- This program was designed to get you treatment when there’s a lack of a needed specialist in your local VA hospital, the travel distance is great or there are “long wait times.” That’s a quote from the VA site, and that little phrase is key. If you’re given an appointment that’s not soon enough, ask for a referral to civilian medical care.

Access Received Closer to Home -- Also called ARCH, this pilot program matches eligible rural veterans with health care in their area. BOOKS -Recommended Reading “Tom Horn in Life and Legend”

by Larry D. Ball (University of Oklahoma Press, $29.95) Reviewed by Larry Cox Tom Horn was born in rural Missouri in 1860, but it was in the American Southwest where he made his mark. Leaving home when he was 16, he worked as a lawman, soldier, hired gunman, detective, outlaw and assassin.

Documenting this complex man’s life has been difficult for historians, since so much misinformation appears in public records, including Horn’s autobiography, published in 1904. Although extremely popular, “Life of Tom Horn, Government Scout and Interpreter” is factually unreliable and triggered much of the legend surrounding him.

Larry D. Ball first became aware of Horn and the controversial nature of his colorful life as a young boy reading books and magazines about the Wild West. Later, while doing research about U.S. marshals and county sheriffs in the Arizona and New Mexico territories, he uncovered new source materials that revealed additional facts about Horn’s life. The problem Ball faced was separating fact from fiction.

The former history professor spent several years meticulously researching Horn at the National Archives in Washington, D.C., and at numerous libraries and archives throughout the West.

The result is a new biography that is as close to the truth as we’re likely to get.

While still in his 20s, Horn fought in the last major battle with the Apaches on U.S. soil and chased the Indians into Mexico with Gen. George Crook. He had a brief and controversial career as a Pinkerton detective, was a hired gun and often bragged about the murders he had committed.

While working in Iron Mountain, Wyoming, Horn was charged with the murder of a 14-year-old sheepherding rancher. Horn confessed to the crime, but later claimed he did so while intoxicated.

A Wyoming jury found him guilty, and in 1903 he was hanged on the day before his 43rd birthday. His guilt is still debated today, more than a century later. (c) 2014 King Features Synd., Inc.

He’s also planning a prequel, set 35 years before “Avatar.” He’ll shoot these films at a higher frame rate than the standard 24 frames per second to add a heightened sense of reality. Considering that “Avatar” is the top-grossing film of all time, having earned $2.8 billion, followed by Cameron’s “Titanic,” at $2.2 billion, there’s confidence that he can do it again.

The next eight top moneymakers are: “The Avengers” ($1.8 billion), “Harry Potter and The Deadly Hallows Part 2” ($1.3 billion), “Frozen” ($1.2 billion), “Iron Man 3” ($1.2 billion), “Transformers: Dark of the Moon” ($1.1 billion), “The Lord of the Rings: Return of the King” ($1.1 billion), “Skyfall” ($1.1 billion) and “The Dark Knight Rises” ($1 billion). 1. Preheat the oven to 400 F and place Strawberry rack in middle position. Grease or line a Shortcake for Independence Day baking sheet with parchment paper.

Sweet, fragrant local strawberries are plentiful right now, just in time for making strawberry shortcake, a classic summer treat that can star on your Fourth of July dessert table. There’s really nothing quite like the taste of homemade shortcake, and in this recipe the hint of orange zest makes it extra bright. Get your preteens and teens involved in the fun preparation -- while one child works with the dough, another can prepare the strawberries.

2. Whisk together flour, 3 tablespoons sugar and salt in a large bowl. Add cold butter pieces and orange zest; mix with
