Now that Spring has finally sprung, for many it will be time to dust off their mobility scooters and get out and enjoy some fresh air and sunshine. This issue has plenty of top recommendations for retailers looking to stock up on their supplies in the Retailers’ Choice (p12) and Buyers’ Guide (p42) articles.

Many retailers will want to make sure their customers are safe to hit the pavements and roads, so don’t forget to sign up to the free Powered Wheelchair and Mobility Scooter (PWMS) Retailer Training Scheme if you haven’t already done so (details at www.drivingmobility. org.uk). Supported by the Department for Transport the certified scheme ensures retailers are advising their customers about the right product for their needs. The department happened to recently update its guidance on PWMS use with a new ‘non-class’ category – read more about this on page 40.

This issue, you can read about 1st Choice Stairlifts, a Wiltshire-based retailer which this year celebrates 20 successful years in business (p18). And in keeping with the theme of anniversaries, THIIS catches up with staff at Easibathe (p26), which is celebrating 25 years of supplying bespoke bathing solutions, as well as access products. The key to success in both cases seems to be a very loyal and committed workforce.

British Red Cross plans changes to mobility aid service

The British Red Cross has announced plans to provide its wheelchairs from a single warehouse which would result in the closure of its mobility aid service centres across the UK.

The worldwide humanitarian aid charity has confirmed that it has been consulting with staff and volunteers over plans, with wheelchairs delivered directly to customers homes the next day. The British Red Cross states that this would allow it to continue to provide wheelchairs across the country to people who need them, whilst also reducing running costs.

A proposed location for the single warehouse is Sheffield but no decision will be made until the outcome of consultation this month. The news has been met with some disappointment from service centre volunteers who argue that their shops are lifelines in offering essential items at affordable prices face-to-face to elderly and disabled customers.

BHTA opens industry award nominations

The British Healthcare Trades Association has announced the return of its awards dinner for 2024, which celebrates excellence within the healthcare and assistive technology sector.

The awards ceremony takes place on 29 November 2024 at The Grand Hotel in Birmingham. The awards presentation is expected to shine a spotlight on the best of the best to celebrate those achievements that have empowered individuals and transformed lives. Eden Mobility growth supported with fresh investment

Regional private equity and infrastructure investment firm Foresight Group has announced its investment into Eden Mobility, a leading UK retailer of mobility equipment.

With former members of Holland & Barrett and Mamas and Papas retail leadership teams appointed to support the present team, the investment is expected to create jobs across the UK as Eden grows its existing national high street presence.

Eden was formed in 1998 by longterm business partners of over 25 years David Hughes and Karl Howe. It is headquartered in Scunthorpe and has 32 stores nationally employing over 100 people. Investment from Foresight’s North West and Yorkshire & North East focused funds is expected to enable Eden to further expand its footprint across the UK.

Marek Laskowski has been appointed as CEO, bringing with him vital experience from Ann Summers and Mamas and Papas. Andy Torrance, who formerly served as Chief Operating Officer at Dunelm and Holland & Barrett, joins as Chair. A finance director is also set to be appointed.

New appointments

NEW INTERIM CEO AT MILLBROOK HEALTHCARE AMID COMPANY RESTRUCTURING

Andrew Crawshaw has been appointed as the interim CEO of the Millbrook Healthcare Group. Andrew, previously Chief Financial Officer of Millbrook Healthcare, brings with him many years of experience in public sector outsourcing – most recently two years at Millbrook Healthcare.

Caleb Atkins joined Millbrook Healthcare as CEO in 2022 with specific objectives to reshape the business. In early March Caleb decided to step away for personal reasons while the organisation focuses on the next stage of its development.

A spokesperson for Millbrook Heathcare also confirmed that

following a recent review of the business some roles in the firm’s central support services are at risk of redundancy. They said that the business is in “good financial shape” and there are currently “no plans” to divest parts of the business.

WHEELFREEDOM EXPANDS CLINICAL ASSESSMENT TEAM

Surrey-based mobility and seating specialist Wheelfreedom, has strengthened its prescriptive team with the appointment of Marcin Paszenda, who joins as a Clinical Assessor.

With over 20 years’ experience in physiotherapy, Marcin’s career path has taken in roles at BUPA and Guy’s and St Thomas’ NHS Foundation Trust. Marcin will be working closely with occupational therapists, health

Currys improves in-store accessibility

Currys has become the first tech retailer to partner with WelcoMe, an online platform that aims to improve the shopping experience for customers with disabilities.

The platform works by allowing shoppers with a disability to register an in-person store visit online, giving stores the opportunity to prepare for, and accommodate, any specific requirements.

The tool also gives retail partners access to useful pointers and best practice techniques.

The trial is currently being piloted across 20 Currys stores around the Birmingham region.

Colin Major and Coral Affleck-Major are joint managing directors and owners of 1st Choice Stairlifts in Wiltshire, which this year celebrates its 20th anniversary...

1st Choice Stairlifts was set up by husband and wife team Colin Major and Coral Affleck Major 20 years ago. Both happened to fall into the mobility sector because of the stairlift manufacturers in their home areas.

In 1996 Coral began working for her local stairlift manufacturer, Bison Bede. For six years she worked in sales and marketing for stairlifts and wheelchair lifts and supervised the office sales team. She then went to work for ThyssenKrupp Accessibility for two years in marketing for stairlifts.

Colin, who was living in Andover, started working for stairlift supplier Stannah in 1987, where he remained for 15 years and was involved with engineering, technical support,

exhibition management and sales, before leaving to join an independent stairlift dealer for another two years.

When Coral and Colin decided to set up their own independent lift business they set out to provide quality products and a localised expert service that promised to look after their customers.

To begin with it was just the two of them working from home, but after quickly growing out of that they ended up renting three small units on a local industrial estate. In 2010, just after the recession, they bought their premises and consolidated all of their operations into one building.

Rolling forward to 2024 and the couple have clocked up almost 65 years in lifts between them.

Says Coral: “We have stayed in

the industry we’ve loved for so long because we enjoy the job satisfaction it gives us in helping to make a difference to people’s lives and independence.

“One thing that is timeless is how you treat customers, if you do an honest high quality job, and give a great service, customers are bound to sing your praises which is why the majority of our work comes from personal recommendation.”

There are now 17 members of staff working at 1st Choice Mobility; these include seven engineers, two surveyors, six office staff, and of course Colin and Coral. All of them came together in February to enjoy a celebratory staff lunch, with Coral and Colin planning another fun celebration in the summer.

STAYING AHEAD OF THE GAME

Coral explains that the secret to the business’s longevity is the way they have constantly evolved to be at the forefront of new ideas and innovation.

She says: “20 years ago, just after we set up, Facebook was invented, Yellow Pages was the place to advertise and we just about needed a website. How things have changed!”

The business has evolved in the way it manages data. Coral explains: “We had “filing rooms” dedicated to customer files and although we were using a book-keeping package as our software and multiple spreadsheets, it just wasn’t great – it was timeconsuming and needed improvement.”

Eight years ago, Coral and Colin invested in their own bespoke CRM system to run their entire operations for sales enquiries, orders, workshop and stock, aftercare and service scheduling, and management reporting. This means that they manage to be virtually paperless, and the business has been able to run like clockwork through the system.

Says Coral: “It has freed our staff up to be more proactive rather than reactive. Whenever we have a customer call us we have all their information at our fingertips in an instant so we can help them straight away rather than wade through filing cabinets!

“Workflows operate much easier and there’s visibility of every part of our business, we just have to log in and see it. We are constantly innovating on the system but it’s made the biggest difference to how we run our business for sure.”

SHOWROOM SPACE

Over the years the 1st Choice Stairlifts showroom has just got bigger and gained more equipment. States Coral: “Customers can now try a range of seven straight and curved staircases including a show-stopping spiral staircase to demonstrate lifts on, a steplift, a through-the-floor lift, and a homelift.”

Coral and Colin wanted to create a “fantastic resource” for customers to use. Explains Coral: “With our products, it can be hard for customers to try and visualise how it’s going to work for them. Customers are often spending

thousands of pounds on equipment, so having a test drive before they buy one can be beneficial if they can leave the house and travel to us.”

Having a proper assessment by a ‘trusted product advisor’ in the showroom also helps customers to feel more confident that a stairlift is going to work in their home and they can operate it.

Recently, Colin and Coral updated most of the stairlift products in the showroom with EN81-40:2020 models, which are based on the latest European standard stairlift safety requirements, as updated last year.

The standard led to multiple product improvements and safety changes. Coral adds: “We went through a process of having to update all our showroom models, retraining our staff and engineers, updating all our literature, and revamping most of our website, so it was a very big job!”

They have also had to educate their customers and local authorities on the new changes as well.

The aim was also to create a visually pleasing showroom, so that it looked less like a showroom and more like a home. Says Coral: “That’s why you won’t see lots of brochures, banners or flyers all over our showroom walls. It’s more of a relaxed environment that looks like a home, with my favourite accessory – I had to have a bling chandelier!”

Space is utilised and while it doesn’t have space for every product that they do, 1st Choice Stairlifts does like to showcase the most popular products it sells to give the customer an idea of choice so they can see which product will best suit their needs.

KEY MEMBERS OF STAFF

One of the elements of a successful business is having the right staff in place to deliver it. Ultimately Coral and Colin wanted to create a business that worked efficiently, even without them there.

Coral says: “We have a fantastic team of people working for us, all chosen carefully to align themselves with our values and deliver an exceptional service to customers.”

Lindsey is Coral and Colin’s “righthand lady” who joined the business 18 years ago as the most long-serving member of staff. Explains Coral: “We’ve spent a lot of time together throughout the years and both in and out of work, we are so in sync with each other. Lindsey thinks and works like me so it’s easy to leave her in charge when we are not there to run the place.”

Another key member of staff is Peter, the engineer supervisor, who has worked for the business for 13 years. He has been working in stairlifts for over 30 years, working both for the manufacturers and independent dealers, and mainly supports the engineering team and assists with training and technical support.

Coral enthuses: “We couldn’t do it without the rest of the team of course supporting customers with the office and engineering side of the business.

“We like to make sure the employees are happy and motivated at work, which helps with employee retention. In fact of the 15 employees we have, nine have over five years service, with four employees over 10 years service which is good going!”

THE RIGHT PRODUCT

While the business stocks a range of stairlift and homelift products, stairlifts are the most popular. Whether the client’s staircase is straight, narrow, curved or spiral, 1st Choice Stairlifts can provide a solution to fit the customer’s requirements.

Newer homes, Coral notes, are made with mostly curved staircases these days, so she can see more curved stairlift products being in demand in the future.

customers. Says Coral: “Customers much prefer the sleek design of the single rails, fitting closer to the stairs, and a comfortable chair that is well designed as opposed to the twin tube rail systems. The aesthetic of the product in people’s homes is important in the private market, which is where most of our customers are.”

Homelifts are more niche, explains Coral, and mainly for people who are, or are likely, to become wheelchair users. There are others though who just prefer the look of a homelift rather than a stairlift.

Coral says that they have recently installed a Stiltz demonstration homelift in the showroom, and she feels sure that it will prove popular due to quick lead times and its pleasing aesthetics. She comments: “Whilst we do deal with local authority customers over 75 per cent of our business is with private customers. The Stiltz lift looks good and to private clients, I’m sure it would do well, I’d certainly have one in my house!”

Coral says that they get on well with all the manufacturers that they use, often dealing with people who they have known for many years.

Dealers, she says, just want a product that works, is designed well to fit the customer’s home and needs, is delivered on time and installs correctly. Technical training is available from all the manufacturers they use, which they put their engineers on, and technical assistance is available too.

CUSTOMERS WITH DEMENTIA

A key consideration for the business is recommending the right products for customers with dementia.

1st Choice Stairlifts is a member of the British Healthcare Trades Association (BHTA) and this is a question that Coral opened up for discussion at a recent meeting, she says. “We all agreed that it would depend on the client’s individual circumstances to see if a product was suitable for the client, their needs, and their environment.”

The 1st Choice Stairlifts team have had training sessions where they learned about dementia and the ways in which it affects people in different ways but they are confident they sell appropriately when this issue arises.

Says Coral: “If a client had a carer with them all the time who could help them operate the lift safely and the user could transfer on and off the lift safely, then we would be happy to recommend a product that makes the life of the carer and the user easier.”

When someone is living alone, it does become more difficult. “If we were unsure we would consult an occupational therapist and would never put a client at risk if a lift wasn’t suitable for them.”

RECONDITIONED, RENTALS & NEW

Reconditioned stairlifts are popular as are rentals, but Coral says that they

sell as many new lifts too, with it often depending on a customer’s budget. Some people, she says, just don’t like the idea of a second-hand model and prefer to buy new, while others prefer to buy a reconditioned or rent a lift and pay an ongoing monthly fee, so that it is taken away when it is no longer needed.

Coral continues: “Rentals are good because it’s reoccurring income every month, but the billing side can be difficult to manage. This is one of the reasons why when we designed our CRM system managing the rentals through this automatically made the process a whole lot easier to manage.”

All reconditioned models that they install, says Coral, are removed from the client’s home, cleaned, checked over, and tested and then reinstalled. “We’ll replace any spare parts necessary and if we know there are common faults (let’s say for example a wiring loom) then we will replace it anyway to prevent a potential problem.”

With customer satisfaction paramount they will only resell lifts that are listed on their system under five years old. “The lift history stays with the lift so if it’s problematic, we will scrap it and only reuse the best lifts.”

NAVIGATING CHALLENGES

Before Brexit Coral and Colin thought the supply of products would be an issue so they bought containers of straight stairlift products. Since then,

Coral says, they have always stocked straight stairlifts to mitigate any supply delays on straight products, normally having a stock of around 50-70 units at a time. “This means there are no delays for customers and we can install a lift very quickly for the client.”

Since then, there has been Covid, the war in Ukraine, and now many other economic factors all affecting the supply and cost of products. Says Coral: “It certainly is a challenging time and it has affected suppliers along the way at times, through no fault of their own.

“We have all worked hard and tirelessly particularly through the last few years to navigate changes and issues.”

Through all this Coral says that they have stayed loyal to their suppliers and and have stuck with them through the ups and downs. Explains Coral: “Communication, trust, and honesty from any manufacturer are key to being able to work with them and to understand what is happening and how it can impact us as a retailer and how we serve our customers.“

Another challenge, as with other sectors, is the rising cost of products as well as the cost of wages and running a business. Says Coral: “Ultimately the customer will have to pay more money for a quality product and a good service.”

She continues: “28 years ago when I started in the stairlift industry a manufacturer was selling a straight stairlift for more money then than we are now! Local authority funding is tight but I hope that there might be some realisation that companies can’t afford to do products “on the cheap” anymore and they have to pay more realistic prices for high-quality products and service.

“There are always lots of challenges in the industry but with that also comes a lot of opportunities and ways that business can evolve. Being evolutionary excites me so I don’t mind it one bit.”

ACHIEVING ITS AIMS

Coral says that they named the company 1st Choice Stairlifts because they wanted it to do what it said on the tin – to be the customer’s number one choice in stairlifts.

manufacturers and ourselves as an independent retailer, I’d like to think that we give our customers a mixture of what you’d expect when buying a lift from a bigger company like the manufacturer – professionalism, and good products but with a more personalised friendly local service.

“Creating and crafting an excellent customer experience is where we are strongest. We’re friendly, we treat everyone as an individual, and think of our customers as an extension of our work family, caring for customers and helping them to become independent in their own homes.

As for the future, Coral says that they have always been the people who want to strive and constantly achieve more. “We are working on lots of plans for the future and expansion is on the cards in more ways than one – you’ll have to watch this space!”

As their customer base has continued to grow they plan to recruit for an additional engineer soon. They will also be investing further in their CRM system. Coral enthuses: “It’s an amazing system that works well, but there’s always space to make new additions and build in extra features that make life easier and help us run our business better – always striving to be the best with continuous improvement.”

The website was given a revamp recently and it now has an AI (artificial intelligence) adviser on the chat. The results from that so far have been good, but it doesn’t mean they will be resting on their laurels either, says Coral.

“Of course AI is ok, but real people are better and it’s thanks to our team and customers, and I’d hope good leadership from ourselves, we are still here 20 years later, still doing what we love most and helping to improve peoples lives with the help of a lift!”

As it celebrates 25 years in business, the success of Easibathe and its Easiaccess division is down to a strong and committed workforce…

Independence is a right, not a privilege. That appears to be the philosophy of the team at Easibathe, the north-east-based manufacturer, which recently reached an impressive milestone of 25 years in business, providing affordable bespoke bathing and access solutions to its customers.

HOW IT ALL BEGAN

After many years of experience in the bathroom industry, Easibathe’s

founder, Martin Cook, encountered various levels of success amidst intense competition, before noticing an opportunity in the market for specialised bathroom adaptations and related equipment during the mid-90s.

This realisation led him to shift his focus to this niche market within the industry, marking the beginning of a significant journey that would shape his career over the next two decades.

Martin recalls: “Soon after venturing into bathroom adaptations, I successfully secured a contract with

a local authority to supply shower cubicles and level access shower areas. This pivotal moment served as the foundation for the establishment of Easibathe, as it stands today.”

Years after the inception of Easibathe, Martin identified a significant challenge faced by tenants and homeowners despite the excellent accessible bathroom solutions now provided by the company.

It became evident that many customers encountered difficulties navigating in and out of their homes.

This realisation spurred the creation of Easiaccess, a venture aimed at addressing this crucial aspect of accessibility. Recognising the need for a solution, Easiaccess developed its own modular ramp system, designed to facilitate easy access in and out of houses. Martin adds: “It was this innovative approach which marked a new chapter in the company’s commitment to enhancing accessibility and improving the opportunity for people to live more independently.”

FUNDAMENTAL SUCCESS

For Martin and his co-owner director wife, Denise, the reason for their business being so successful has been down to the workforce they have around them.

While Martin and Denise are not as operational within the business as they once were, they aimed to instil in those now responsible for recruitment to follow the same value system by which they lived and worked. In a significant move for Martin and Denise, and to facilitate their move away from the daily running of the business, they appointed Tracey Barker and Paul Pattinson as Co-Managing Directors in January 2024.

Both Tracey and Paul have a joint service of nearly 40 years at Easibathe and Easiaccess. Paul first started working at the company in 2003, overseeing health and safety before moving onto aspects such as product

development, while Tracey has worked in most departments, including sales, marketing and operations, for 20 years.

Martin and Denise say that they simply want to provide a place of work that employees want to be, a healthy culture and work environment for those dedicated to the ongoing success of the business. With “the right people in the right places”, they believe that the business can go from strength to strength embracing the emerging and different challenges that todays’ economic landscape provides.

Martin comments: “We acknowledge that the business environment in which they operate is very different to that of the nineties, but remain absolute

that the business is fully equipped, supported and managed by a team of capable and loyal people.”

Having been very much part of the firm’s growth over the past 20 years, Tracey and Paul are well placed in understanding what has been a contributing success factor to the business, say Martin and Denise.

Both understand the weight of responsibility on their shoulders and respect and relish the opportunity in equal measure. With a distinct difference in skillset Tracey and Paul believe that their combined efforts can support the ongoing success of the business for many years to come.

Martin and Denise recall feeling the responsibility of having 50-plus mortgages on their shoulders, knowing that the businesses’ success in turn supported over 50 families.

GROWING PARTNER NETWORK

Every successful business goes through changes over the years, and that was also the case for Easibathe. Such change has helped it to broaden its offering, with new products in development, an ever-growing UK partner network and an online portfolio that continues to evolve through enhanced social media presence and improved websites.

Its online store www.ramps.co.uk, launched last year, offers a range of access solutions such as ramps, steps and handrails, which are easy to use and quick to install. The online store aims to provide customers with all the information they need to ensure they choose the right solution for their needs, while being affordable without comprising on quality.

Retail shops are amongst the customers making purchases, helping to make their stores accessible for wheelchair users with the selection of portable ramps available.

The Easiaccess partnership network is a fundamental element of the business and something Easiaccess is looking to expand on, its directors state. Easiaccess works with partners across many parts of the UK including in London, the Midlands, and the south-

By becoming a trusted partner, Easiaccess trains and assists companies to install its access products, provides after sales support and technical queries, supports meetings with partner’s prospective clients and provides a vast suite of marketing and digital material. Encouraging feedback from its partners on how to improve its product offering also helps the firm to make ongoing improvements.

Easiaccess helps to assist its partners by offering CPD training sessions for occupational therapists or technical officers about the regulations for access ramping to assist them within their chosen area of operation and helps them to gather and maintain work with local authorities and contractors.

Partner events, such as the one they are holding this month, enable partners to meet the wider Easiaccess team, tour its facility and hear updates, such as about current installation projects and product development. The last time such an event was held was before the Covid pandemic hit.

Covid and the aftermath was a challenge for many businesses, and it would be wrong to say that it didn’t

take a significant toll on Easibathe. For Easibathe it helped that it was supplying products which were not about luxury or choice.

Tracey Barker, Co-Managing Director, comments: “The need for our products and services is born out of necessity and we fully appreciate that many businesses did not emerge out of the other side of Covid.

“The delays and issues faced through problems in the global shipping lines are still felt to some degree today. Having a dynamic and supportive supply chain saved Easibathe both in terms of their reaction to the problem and the support of those companies within the supply chain.

“Every challenge a business faces produces new solutions and new strategies evolve, and this is what happened to Easibathe. We reacted to the problems, learned valuable lessons along the way and turned a very challenging experience into a hard lesson learned.”

Medical device flammability testing

For patient and carer safety, it is important that medical devices will not catch fire, or if they do they self-extinguish quickly. For years, pressure care cushions and mattresses had been required to be tested to furnishing flammability standards, in the absence of appropriate medical device flammability standards. For cushions, specific medical device testing has been progressing well over the last decade or so, with new flammability standards explicitly centred around wheelchair accessories, and this testing is now called up specifically in different parts of the world. Can mattress testing follow suit?

In the absence of medical device flammability standards, procurement departments have been calling up furnishing standards in their stead for beds, cushions, and mattresses. However, furnishing flammability standards vary around the world, and many of them have only subtle differences between them: there are International standards (such as ISO 8191-11 and -2 2), European standards (such as BS EN 1021-13 and -24), and National standards (such as BS 71775 in the UK).

Most of these have two parts, one being a cigarette test and the other a flame test, and they tend to concentrate on two aspects – one being the tendency for the test item to catch light, and the other being how quickly they self-extinguish once alight. The subtle difference between standards can be just the times that either of these elements take to occur. There was an

original version of ISO 7176-166, for testing the flammability of ‘upholstered’ items on a wheelchair, which was also just one of these iterations. (In the UK, on top of these, we also have more ‘aggressive’ heat sources, such as Crib 5 which used to be the norm for hospital mattresses, and Crib 7 for prison mattresses).

One downside of the furnishing standards is that they stipulate that the heat source be placed at the junction of the seat and the back – a junction that does not occur with a single cushion or mattress on it own.

A STANDARD CIGARETTE

For a standard to be a good standard the test conditions need to be consistent and reproducible. A cigarette fails to meet these criteria. When the flammability standards were first conceived, the smokers’ norm was for untipped cigarettes, whereas these days most cigarettes are filter-tipped.

The laws around cigarettes have changed over the years: in most countries they are now expected to have ingredients to inhibit their burning when left unattended. These are therefore different heat sources from those used in the original standards.

The Crib heat sources are made from wood constructs, and they also are not necessarily reproducible heat sources.

So, what is a standard cigarette? In the early days of the development of the current cushion standards, it was found that there was considerable difference in heat output between each of the cigarettes from one packet, let alone between packets. In the USA there was an attempt to produce a ‘standard’ tobacco-based cigarette with a guaranteed consistent heat output, but this was not taken up, partly against a background of health risks around burning tobacco, and was not available internationally.

To address these challenges, a lab in Germany created a virtual standard cigarette. This was a cylinder in the shape of a cigarette which could be heated up to the temperatures measured in an ‘average’ cigarette of that time (Figures 1 and 2). This became the heat source employed in the first edition of a new flammability standard (ISO 16840-10:20147 ). This standard became the standard for use for just ‘non-integrated’ seat cushions and back supports. The use of a low heat source alone was selected for

these items since the risk of injury to a wheelchair occupant from fire was very limited, whereas there was much more risk of tissue injury from inappropriate pressure care materials: it was felt therefore appropriate that restrictions on pressure care materials selection should not be prejudiced by fire retardancy properties being in the ascendancy. ISO 7176-16 continued8 as a butane flame test for testing the fire resistance of other wheelchair seating components – with the thinking being that these items might be more exposed to sources of fire than the items being protected by people sitting on them, and therefore being at greater risk of catching light.

THE WORLD MOVES ON

Statistical analysis of flammability events affecting wheelchair users showed that most fires occurred as a result of electrical faults: protection in this area is covered by the requirements encompassed in ISO 7176-149.

Further analysis showed that, otherwise, the risk of injury from fire was so low that the more aggressive flammability testing from the use of a flame test was an unneeded cost. In addition, with adaptation, ISO 16840-10 testing could be used to cover all postural support devices on a wheelchair, from cushions to positioning pads to arm supports, and this was covered in the revised 2021 edition10. At that time ISO 7176-16 was withdrawn.

A new simplified, and less expensive, test method had been trialled and verified in different parts of the world, and full instructions for this have just become available as an updated set of Annexes as an amendment to ISO 16840-1011. This method involves a NiCr coil shaped to mimic the burn area of a cigarette (Figure 3).

From a regulatory perspective, the use of flame retardants has come under scrutiny. In California, for example, the use of organohalogen flame retardants typically used to meet their TB 133 “present significant health risks to consumers, as established by overwhelming scientific research” and have now been banned. In the USA the FDA now specifies ISO 16840-10 for wheelchair cushion testing. In Europe, the two wheelchair standards EN 1218312 and EN 1218413 now call up ISO 16840-1010

MATTRESS CHALLENGES

There is an ISO standards committee that is now looking into drafting a flammability standard to cover medical mattresses that can be applied worldwide. In the UK, the fire regulations specifically exclude medical mattresses from their requirements, recognising the fact that mattresses with medical claims have important elements that may be more important for the health of the patient than its resistance to fire.

The challenges around testing bedding materials are more widespread than for wheelchair cushions and other seating-related devices. A wheelchair cushion will be used predominantly in a wheelchair, whereas a medical mattress may be used in a variety of environments, ranging from domestic, to care home, to hospital, to prison. The risks of fire in each of those different arenas vary significantly.

In hospitals there is more constant vigilance at hand, and less risk from smoking materials, but there are other adverse agents such as oxygen or alcohol-based materials at hand. In some countries there is more dependence on sprinkler systems to ensure any fire is extinguished, rather than relying on the medical mattress to prevent the spread of fire. What the flammability tests do not provide for is the potential release of toxic materials as a result of burning, nor the relative inability of an ill person being able to move away from a burning environment.

One of the benefits of the new NiCr test method is that the current through the coil can be varied to match different heat outputs, and could be used to simulate the flame and the Crib tests, and be easily applied to the different

surfaces of a mattress that might be at risk.

We are on the road to being able to offer an internationally acceptable medical device mattress flammability standard that matches the seating standard, and the opportunity to move away from furnishing standards for the bedding world. All thoughts and ideas at this stage would be most welcome.

The UK Government has updated its guidance with a new category for “non-class” mobility scooters and powered wheelchairs…

The UK Government last month updated its guidance over what constitutes a ‘non-class’ mobility scooter/powered wheelchair and has provided greater clarity over where these vehicles should be used and what requirements are needed to operate them.

The Driver and Vehicle Licensing Agency (DVLA) had been receiving applications to register vehicles as mobility scooters/powered wheelchairs that were faster, wider or heavier than

Class 1, 2 or 3. As such, the Department for Transport (DfT) confirmed that it had consulted with the International Vehicles Standards and Licensing team to draft new wording for its guidelines.

A spokesperson for the DfT exclusively commented to THIIS: “There has been no change to the law. We have updated the guidelines on mobility scooters and powered wheelchairs to provide greater clarity to manufacturers on vehicles that are not covered in existing classifications.”

The spokesperson continued: “We continue to consult with industry to ensure the best guidance and regulations are in place for both manufacturers and users.”

CLASS RULES

There are different rules for using a mobility scooter or powered wheelchair, depending on what ‘class’ it is. According to government guidelines, a mobility scooter or powered wheelchair

is usually in Class 2 if it has a maximum speed of 4mph or less or Class 3 if it has a maximum speed of 8mph.

Class 2 and 3 mobility scooters and powered wheelchairs can be used on pavements (and other pedestrian areas) and on cycle tracks, which are separated from the road by barriers or distance. They cannot however be used on cycle lanes, which are painted on the road and run alongside where usual road traffic (like cars) go.

Class 3 mobility scooters and powered wheelchairs can also be used on the road, but the user needs to register their vehicle with the DVLA.

According to the updated guidelines mobility scooters and powered wheelchairs are ‘not in a class’ if they go more than 8mph, are wider than 0.85 metres and weigh more than 150kg (or 200kg if the user needs any

equipment attached to it).

A mobility scooter or powered wheelchair that is ‘not in class’ cannot be used on a pavement (or any other pedestrian areas). They cannot be used on cycle tracks or cycle lanes, and the user must have a valid driving licence to drive one, with their vehicle registered with the DVLA.

The criteria regarding mobility scooters and powered wheelchairs that are ‘not in class’ also affects eyesight requirements, which are stricter than for users of a Class 2 or 3 vehicle.

A user of a ‘not in class’ mobility scooter and powered wheelchair must be able to read a car’s registration number from a distance of 20 metres. For Classes 2 and 3, as before, a user of a mobility scooter and powered wheelchair must be able to read a car’s registration number from a distance of 12.3 metres.

The weight limit of “not in class” products could apply to many heavy products, including mobility scooters with canopies and some heavy powerchairs, with retailers needing to be extra vigilant that they are selling the right mobility scooter or powered wheelchair to a user.

Carol Elliot, Managing Director of City Mobility in Inverness, commented to THIIS: “As conscientious retailers we check that people that buy products from us are getting the right product for their needs and have the competency and capacity to use them as far as possible through demonstrations and test drives.

that have bought products via the internet then come to us for servicing and repairs and regretted their decision. Some products have turned out to even be illegal in the UK. The new classification from the Department for Transport is helpful in providing greater clarity for users of mobility products.

“That, coupled with the new accredited Powered Wheelchair and Mobility Scooter training for retailers, approved by the Department for Transport and provided by Driving Mobility, helps improve safety for product users and for the general public”.

Driving Mobility, which provides a free training scheme for powered wheelchair and mobility scooter (PWMS) retailers and hirers with the aim of improving road safety for all, has confirmed that it is communicating with the DfT regarding the release of its updated classifications for mobility vehicles.

Edward Trewhella, CEO, Driving Mobility, commented: “As a charity that provides clinical assessments for appropriate product provision, we are committed to ensuring these regulations are interpreted correctly and hence adapting our PWMS Retailer Training accordingly.”

A spokesperson for Motability Operations, which operates Motability Scheme, an initiative offering an affordable way for disabled people to lease a new car, wheelchair-accessible vehicle, scooter or powered wheelchair, has confirmed to THIIS that its products all fit into the existing Class 1, 2 and 3 categories, so this will not impact how it markets or categorises its products.
