Planning can be downright perplexing

ave you ever applied for planning permission only to H find the whole thing rather perplexing and far from easy? Although over the last few years some planning laws have been relaxed, much of it remains a minefield for many

people. I asked someone the other day what they thought about the current planning process and their answer was, “It’s still a whole load of red tape!”, and I agreed with them.

So, here’s the thing - say you want to put an extension on your home, build a lovely sauna in your garden, add a conservatory, erect a couple of wind turbines, convert your garage into a living or office space, build another home at the bottom of your garden, convert a barn to live in, or build a new home out in the open countryside, then the first thing to find out is whether you’ll need planning permission.

Depending on what you want to do, especially if it’s a big project, then it’s highly likely that you will need planning permission. However, for smaller projects, like home extensions, you may not need planning permission because what you want to do is now classed as ‘permitted development’, because it’s here where planning law is now far less strict than it used to be. Of course, you’ll probably still need some architect/building plans but at least you can avoid all the red tape!

If you do need planning permission, then there are three key things that you’ll need to do: • Decide whether what you want to do will be regarded as a sustainable development as far as your local planning authority’s (LPA) Local Plan or the National Planning Policy Framework is concerned Need planning permission? (remember, the first may not exist and the second Not sure what to do? is often open to considerable interpretation!)

Eco Garden Rooms and Structures

Formed in 2015 to design and build ‘eco’ garden rooms and structures.

Each project is bespoke but based on a modular system using workshop-built insulated panels. Each cabin is first built in the workshop to minimise construction time on site. Internal and external surfaces are clad to customer requirements and a green roof protects the structure as well as providing year-round interest.

The cabins can be equipped with renewable energy systems, such as solar PV, solar thermal and woodburners, to provide a truly sustainable solution; this is because the Green Cabin Company are MCS registered, enabling customers to claim Government incentives such as the Feed-in Tariff. A completely ‘off-grid’ solar system also enables the cabins to be located almost anywhere.

Sizes can range from small ‘camping pods’ to large multi-room buildings, and can be built without planning permission as long as they stay within set limits.

The Green Cabin Company also constructs other outside structures, such as hot-tub gazebos, pergolas, and planters.

What’s going on in Southam and surrounding villages?

A welcome restoration for a listed entrance once beautiful ornamental entrance to Southam’s The churchyard in Warwick Street has become an eyesore,

and for many years it has given an impression of neglect at one of the principal routes into the town centre. The steps to the gateway have subsided, and become uneven and hazardous. They need urgent repairs to make them safe.

A small band of volunteers based in the town (Southam Civic Ideas Forum) has been battling for four years to obtain the necessary quotes, consents and approvals to have the churchyard entrance gateway repaired and reinstated.

The cost of the project will be between £35,000 and £40,000.

The work includes rebuilding the steps and installing new drains. Then what remains of the iron gates and railings will be used as templates to have the entrance feature re-cast as near as possible to the original design, and then re-installed.

SCIF Chairman, Len Gale said: “after many years of negotiation, we now have the necessary Listed Building consent and approval (Faculty) from the Coventry Diocese. We’ve also obtained planning permission for the work, and even the Archbishop of Canterbury, Justin Welby, (a former vicar of Southam) has written a letter of support. What we urgently need now is the money to complete the project”.

The project has the support of the Town Council and many leading town groups.

Whilst welcoming the project in principle, the Parish Church of St James is unable to help financially. It needs to prioritise its own fund-raising for urgent works on the Grade 1 Listed Church building itself.

Drawings and plans are in place, all necessary consents and quotes have been obtained, but as yet SCIF has been unable to persuade any of the major grant-awarding bodies to fund the project. Repairing and improving the appearance of a town feature simply does not ‘tick the right boxes’ for many funding providers.

SCIF has raised £3,500 so far. A donation from Cemex helped fund the initial costs and research, and Southam Town Council has pledged a further £2,000. A local architect, Ashley Leeman, prepared the plans for a token cost. SCIF is now seeking donations or sponsorship to complete the project.

Substantial sponsors will be given the opportunity to have their names engraved on a plaque beside the restored gateway.

Everyone who makes a donation, no matter how small, will be registered on a scroll held in perpetuity inside the church itself.
