Homebuyers Cool as Fall Market Opens

Sellers Forced to Work Harder, Moderate Price Expectations

Many New Hampshire homebuyers appear to have hit an affordability limit as real estate prices continue to soar across most of the state.

New data and anecdotes from real estate agents suggest buyers have become more cautious about what they will and won’t pay for homes, lengthening the days single-family houses and condominiums sit on the market and forcing some sellers to lower their sale price expectations a bit.

It’s not a huge shift in sentiment, real estate-watchers say, but ever-higher prices are definitely making many buyers think twice before committing to costly transactions.

“The buyers are more discerning,” said Adam Dow, owner of the Dow Group at Keller Williams Coastal, Lakes and Mountains Realty. “Pricing matters again. Location matters again. It’s getting more like a normal market.”

Put another way: The frenzy to buy homes seems to have ebbed of late.

What the Data Says

Whether the new mood lasts through the autumn market and the rest of 2025 is anyone’s guess.

Some think further Federal Reserve interest rate cuts this year, in addition to the

quarter-point rate reduction two weeks ago, could generate more aggressive buyer behavior.

Last week, Fannie Mae economists declared their belief that it would take until the end of next year for average mortgage rates to sneak below 6 percent, and that they would rise modestly between now and the end of 2025 to around 6.4 percent.

But most industry figures interviewed for this story believe that affordability will remain a growing problem as long as there’s a

severe supply-and-demand imbalance – an imbalance caused by an historically low inventory of homes for sale and lack of new home construction.

According to data from The Warren Group, publisher of the Registry Review, median prices for single-family homes rose by 4.9 percent in August, to $538,500, compared to August 2024. Condo prices rose by 4.3 percent in August, to $407,000, compared to the prior year.

How to Read The Real Estate Records

The information appearing in this newspaper is taken from deed and mortgage documents filed at each of the ten registries of deeds in the state. All property transfers with a sales price of at least $100 and all term-mortgage documents are collected. Whenever possible, we combine the separate deed and mortgage documents so that we can present one complete record of the street address, purchase price, lender and mortgage amount. When we cannot link a deed with a mortgage (and vice versa) each transaction appears individually.

Real estate records are organized alphabetically by registry, then town, then by street name.

The amount appearing on the same line as the street address is the purchase price from the deed. We print “No Amt Given” when the amount did not appear on the document we review. “No Street Given” appears in place of the street address when it was not available.

The volume, page of the deed and filing date appear for all sales.

The mortgage lender and the amount of the mortgage used to purchase the property are shown.

Any second mortgage (Mtg2) filed at the same time as the deed will also appear here.

In communities where we have a file of all properties from the assessor’s office, we provide additional property details when available.

This is done by exactly matching the address and seller name from the new sales record with the address and owner name found in the property file. No descriptive data appears whenever there is any doubt that the two records are the same property.

The “Use” is based on the code the assessor assigns to each building on a parcel. Whenever there is more than one use code or more than one building on a parcel, we flag these as “Multi-use” and “Multi-bldg” respectively.

These deeds transfer title to the lender after the mortgage is foreclosed (unless there is a higher bidder at the auction.) The amount in these transactions is usually the amount of the outstanding mortgage that was foreclosed.

• The first two buyer (B) names and seller (S) names listed on the deed are shown.

• Prior sale data appears only when the address of the new sale matches exactly with the address of the older sale in our database.

• “Use” distinguishes residential homes from land sales and commercial sales.

• For residential homes, the number of bedrooms and house style appear when available

• The lot size (Lot) is shown in square feet.

Price Cuts A-Plenty in New-Home Market

Builders Pulling Out the Stops to Move Product

To reach out-ofstate buyers, Arizona homebuilder Camelot Homes recently ran a “Fly and Buy” incentive that covered traveling expenses. In Texas, meanwhile, Highland Homes offered buyers a free generator – just in time for hurricane season.

Both of those promotions are now over, but they are prime examples of how far homebuilders are going these days to move product. Many are still offering exceptional deals, especially on homes that are move-in ready.

“While many builders ramped up promotions in the spring and summer, fall is often the best time for buyers to find deals,” according to BUILDER, a trade publication.

Ali Wolf, chief economist at Zonda, a newconstruction consultancy, said that while “there’s nothing new about incentives,” today’s discounts “are more pervasive across projects and the dollar amount as a percent of home prices continues to rise.”

Free Upgrades, Mortgage Buydowns

Even so, sales are not always living up to expectations. Wolf said that some markets are underperforming despite the giveaways.

According to the National Association

of Home Builders’ latest tally, two-thirds of builders everywhere were offering some kind of incentive in August.

For the most part, they are throwing in free upgrades, helping with closing costs, discounting prices or buying down their buyers’ mortgage rates. Some are offering to delay buyers’ mortgage payments, match any future price reductions or buy back the house at its original price.

As compiled by the trade journal, here are some of the best deals from builders across the country.

K. Hovnanian Homes is proffering generous price cuts on select “quick move-ins” in various communities. In one Florida property, the discount is almost $130,000.

LGI Homes is offering a zero-down incentive at several communities.

Taylor Morrison is offering no-interest payments for the first seven months at several markets.

M/I Homes is offering to buy down buyers’ mortgage rates, pay their closing costs and provide free design upgrades.

Responding to Shaky Economy

On a market-by-market basis, said BUILDER, companies are responding to high loan rates, high prices and a shaky economy with “a growing array of incentives to help buyers move forward.” Here are some local offers, as compiled by the magazine.

In Atlanta, Toll Brothers is discounting prices from $25,000 to $56,000 at several proj-

ects. Lennar has dropped prices from $25,000 to $100,000 at two locations. Buyers at Beazer Homes receive $50,000 to spend any way they like. And Smith Douglas Homes is offering a low-rate mortgage with no closing costs.

In Austin, Texas, for houses priced in the mid-$300,000s, Lennar has lowered prices by up to $73,000 in three locations. And for houses priced from the high $200,000s, Meritage Homes has slashed prices by as much as $75,000 on move-in ready houses. KB Home has discounted prices from $25,000 to $35,000 at several communities in the city’s higher-end market.

Toll Brothers will trim up to $112,000 off its $1 million houses at one location.

In Charlotte, North Carolina, Lennar has sheared prices by up to $55,000 in numerous communities. And in one neighborhood, David Weekley Homes is giving buyers 1 percent of the house price to use as closing costs, plus $20,000 as a discount or for closing costs.

In Dallas, Beazer will buy down mortgage rates for four years, while KB Home and Lennar are offering price cuts up to $60,000. Elsewhere in Texas: In San Antonio, PulteGroup will give quick-move-in buyers a 4.25 percent mortgage rate, as well as half off design options (up to $30,000) and 6 percent toward closing costs.

In Orlando discounts here span a wide range, the magazine reports. At one Beazer

location, for example, buyers who can close right away can combine price concessions with closing-cost offers up to $73,000.

At one grand opening in Raleigh, North Carolina, Profile Homes is giving the first 13 buyers in one community $13,000 for closing costs, plus a washer, dryer, refrigerator, window blinds, backsplash and luxury vinyl plank flooring on the first level.

In the Washington, D.C., area, Richmond American Homes has slashed prices “on a few homes” at one location by $100,000, while Lennar is slicing prices at its townhouse property in Charles County in suburban Maryland by up to $71,500.

By now, your eyes have probably glazed over. But deals like these aren’t going to last forever, especially on houses ready for immediate occupancy. Homebuilders are getting more cautious, said economist Wolf. They’ll continue to open new projects, she said, but “they’re not going to be as aggressive” about starting houses until they have a sales contract in hand. She calls it “a big lesson learned from past cycles.”

How the Fed’s Rate Cut Impacts Mortgage Rates

Hoping that mortgage rates will keep dropping following the Federal Reserve’s first rate cut since last year? Don’t bank on it.

As expected, the central bank delivered a quarter-point cut Wednesday and projected it would lower its benchmark rate twice more this year, reflecting growing concern over the U.S. job market.

Here’s a look at factors that determine mortgage rates and what the Fed’s latest move means for the housing market.

Mortgage rates have been mostly falling since late July on expectations of a Fed rate cut. The average rate on a 30-year mortgage was at 6.35 percent last week, its lowest level in nearly a year, according to mortgage buyer Freddie Mac.

A similar pullback in mortgage rates happened around this time last year in the weeks leading up to the Fed’s first rate cut in more than four years. Back then, the average rate on a 30-year mortgage got down to a 2-year low of 6.08 percent one week after the central bank cut rates.

But it hasn’t come close to that since.

Mortgage rates didn’t keep falling last year, even as the Fed cut its main rate two more times. Instead, mortgage rates rose and kept climbing until the average rate on a 30-year home loan reached just over 7 percent by midJanuary.

Like last year, the Fed’s rate cut doesn’t necessarily mean mortgage rates will keep declining, even as the central bank signals more cuts ahead.

“Rates could come down further, as the Fed has signaled the potential for two more rate cuts this year,” said Lisa Sturtevant, chief economist at Bright MLS. “However, there are still risks of a reversal in mortgage rates. Inflation heated up in August and if the September inflation report shows another bump in consumer prices, it’s possible we could see rates rise.”

How Mortgage Rates Are Set

The Fed doesn’t directly set mortgage rates. Instead, they’re influenced by several factors, from the Fed’s interest rate policy decisions to bond market investors’ expectations for the economy and inflation.

Mortgage rates generally follow the trajectory of the 10-year Treasury yield, which lenders use as a guide to pricing home loans.

That’s because mortgages are typically bundled into mortgage-backed securities that are sold to investors. To keep mortgage-backed securities attractive to investors, their yield – or annual return – is adjusted to be competitive with the yield offered by the U.S. on its 10-year government bonds. When those bond yields rise, they tend to push up mortgage rates, and vice-versa.

The 10-year Treasury yield has been mostly easing since mid-July as growing signs that the job market has been weakening fueled expectations of a Fed rate cut this month.

Until now, the Fed had kept its main interest rate on hold this year because it was more worried about inflation potentially worsening due to the Trump administration’s tariffs than about the job market.

At the same time, inflation has so far refused

to go back below the Fed’s 2 percent target.

When the Fed cuts rates that can give the job market and overall economy a boost, but it can also fuel inflation. That, in turn, could push up mortgage rates.

“It’s not just about what the Fed is doing today, it’s about what they’re expected to do in the future, and that’s determined by things like economic growth, what’s going to happen in the labor market and what do we think inflation is going to be like over the next year or so,” said Danielle Hale, chief economist at Realtor.com.

What to Expect for Mortgage Rates

“If the Fed keeps lowering rates, it doesn’t necessarily mean mortgages will go down,” said Stephen Kates, financial analyst at Bankrate. “It means that they probably could go down more, and they may trend in that direction, even if they don’t move in lockstep.”

Ahead of the Fed’s rate cut, the futures market had priced in expectations that the central bank would cut its key interest rate at upcoming policy meetings this year and into 2026. But the Fed’s latest projections show a less aggressive path of rate cuts than the market has been expecting.

“This ongoing gap between market and Fed expectations means that some risk of upward pressure on mortgage rates remains,” said Hale, adding that the decline in mortgage rates “is likely to continue at least through this week.”

Hale recently forecast that the average rate on a 30-year mortgage will be between 6.3 percent and 6.4 percent by the end of this year. That’s in line with recent projections by other economists who also don’t expect the average rate to drop below 6 percent this year.

Overall Impact on the Housing Market

The late-summer pullback in mortgage rates has been a welcome trend for the housing market, which has been in a slump since 2022, when

Affordability Challenges Tamp Down on Fall Buying

Meanwhile, closed single-family home and condo sales were down in August, by 7.3 percent and 8.7 percent, respectively, compared to August 2024.

Those numbers compare to small overall sales gains, ranging from 2.5 percent for condos to 4.5 percent for single-family homes, during the first eight months of 2025.

The August sales decline came despite an 11.1 percent increase in new home listings last month, compared to the prior year, according to data from the New Hampshire Association of Realtors.

Manchester Has ‘Hit a Peak’ New listings through the first eight months of the year were up 11.6 percent.

The bottom line: buyers aren’t exactly snapping up the new listings, helping to

lengthen the time homes sit on the market, data shows.

Sales activity was particularly off in New Hampshire’s two most populated counties, Hillsborough and Rockingham, which saw single-family home sales drop by about 11.8 percent and 15.9 percent respectively, according to The Warren Group’s data.

“Buyers are being more careful,” said Mark Lynch, a Manchester Realtor with RE/MAX Synergy. “In Manchester, I feel like we’ve hit some sort of peak. Prices are now running around $500,000 and up for single-family homes and sales are taking longer to complete.”

He’s noticed similar buyer hesitancy in neighboring Rockingham County, where he recently represented the seller of a three-bedroom home and barn on two acres in Derry, priced at more than $500,000

mortgage rates began climbing from historic lows. Sales of previously occupied U.S. homes sank last year to their lowest level in nearly 30 years and have remained sluggish so far this year. While lower rates give home shoppers more purchasing power, mortgage rates remain too high for many Americans to afford to buy a home. That’s mostly because home prices, while rising more slowly than in years past, are still up by roughly 50 percent nationally since the start of this decade.

“While lower rates will bring some buyers and sellers into the market, today’s cut will not be enough to break up the housing market logjam,” said Sturtevant. “We will need to see further drops in mortgage rates and much slower home price growth, or even home price declines, to make a dent in affordability.”

If mortgage rates continue to ease, home shoppers will benefit from more affordable financing. But lower mortgage rates could also bring in more buyers, making the market more competitive at a time when sellers across the country are having a tougher time driving a hard bargain.

The Options for Home Shoppers and Buyers

Predicting when mortgage rates will decline and by how much is daunting because so many variables can influence their trajectory from one week to the next.

Home shoppers who can afford to buy at current rates may be better off buying now if they find a property that fits their needs, rather than attempt to time the market, said Kates. Many homeowners looking to refinance have already seized on the decline in rates, sending applications for refinance loans sharply higher in recent weeks.

One rule of thumb to consider when refinancing is whether you can reduce your current rate by at least one percentage point, which helps blunt the impact of refinancing fees.

The 1860 home did need some work, but it amounted to relatively minor items, he said. Overall, the home and barn were quintessentially quaint New England.

Prices Too High for Many

“We got incredible responses on social media and the open houses were packed,” said Lynch. “But we could barely squeeze out a competitive offer. It threw me off.”

He said prices have simply gotten too high for many buyers, particularly first-time homebuyers.

Susan Cole, a broker owner of Susan Cole Realty Group in Lebanon and 2025 president of the NHAR, said affordability has become a problem throughout the state, not just in Hillsborough and Rockingham counties.

She noted that the NHAR’s affordability index – which measures whether a typical family earns enough income to qualify for a mortgage on a median-priced home – continues to worsen across the state.

They’re also increasingly insisting on home inspections before purchases – a practice some buyers would forgo during past buying-frenzy years, industry officials say.

Cole said it’s unclear how potential Fed interest rate cuts might impact market dynamics. She noted that rate reductions don’t always lead to immediate cuts in mortgage rates.

“It’s not a one-to-one ratio,” she said.

A Lull in Sunapee Area

Dave Smith, owner of Harbor Light Realty in Sunapee, said there’s been a market lull in his region for the past few months, following a relatively strong spring market.

“I think many people are just holding off,” he said of both buyers and sellers.

“Until we get more inventory in New Hampshire, affordability is going to remain a major issue,” she said.

In the Lebanon area, home prices continue to rise despite the recent bump up in new listings, she noted.

And those higher prices are softening demand.

“I’m telling sellers to do more deferred maintenance before sales,” she said. “I’m also telling sellers to be more diligent about their prices. The market has loosened up a bit. It’s more fluid.”

Not only are buyers more hesitant to pull the trigger.

In addition to increasingly higher prices in general, first-time homebuyers are now facing competition for lower-priced homes, in the $300,000 to $350,000 range, from outof-state buyers who are paying hard cash for homes in the Sunapee area, he said.

“They’re seeing it as investments,” Smith said of non-New Hampshire residents buying properties in the Sunapee area. “People think they can just rent out the homes for a while.”

Like other agents, Smith questioned whether future interest rate cuts – and thus possible mortgage rate cuts – will make much of a difference in coming months.

Lower interest rates might attract more buyers into the market, but that will only intensify competition and drive prices higher, he said.

“Everything goes up to meet demand,” he said.
