– The state House passed a comprehensive bill Wednesday, May 28, to address the state’s housing shortage.
The legislation, which now heads to the Senate, passed in the House by a 84-67 vote. The passage of the bill was touted as a major win for the Regional Plan Association and DesegregateCT for one particular section that calls for more housing near transportation hubs.
“Work Live Ride is one step closer to helping towns and cities build more homes and create more jobs near our bus and rail stations,” said Pete Harrison, Connecticut Director at Regional Plan Association. “Passing again in the House is a testament to the patient leadership of Rep. Kavros DeGraw and Majority Leader (Jason) Rojas, but it’s also, frankly, an indictment of the pace of progress on the housing shortage in Connecticut that it is so hard to take meaningful steps like Work Live Ride, parking reform, and other important reforms in the bill.”
Work Live Ride is called one of the most ambitious parking reforms. It allows for a fair share allotment, conversion of commercial properties as of right, tweaks to public housing authorities, and blocks anti-homeless hostile architecture..
“Now we turn to Majority Leader (Bob) Duff (of Norwalk) to call HB 5002 in the Senate as soon as possible,” said Nick Kantor, program director of DesegregateCT. “This bill will help countless communities we have met with that buy into a pro-homes future and will amplify the work underway with the Connecticut Municipal Development Authority to bring more state capacity to local leaders. The current and future residents of CT need this law on the books.”
Work Live Ride passed the Connecticut House during the 2024 session with 90 votes, but was not taken up in the session.

Connecticut is home to one of the most constrained housing markets in the nation with families across communities finding it harder than ever to secure homes. Rents are rising, available housing is scarce, and outdated policies are standing in the way of new construction.
Provisions in this measure provide funding to support towns in proactively planning for affordable housing, according to Rojas. This is coupled with a robust $50 million annual grant program to assist public housing authorities in directly increasing housing supply for our lowest-income residents.
House Republicans in a press conference last week called the bill a “Trojan horse” for failed progressive zoning experiments that would erode local control while doing little to address Connecticut’s actual affordability crisis.
Candelora (R-North Branford) said Democrats have spent years driving out high-paying jobs with bad policy and are now trying to paper over the damage with housing mandates.
“We certainly do have an affordability issue,” said House Minority Leader Vincent Candelora (R-North Branford). “But I think we’ve got to look more broadly at what are the policies that they are passing that is only causing us to have economic loss in the state of Connecticut.”
Rep. Tony Scott (R-Monroe) warned that the bill quietly revives the controversial “fair share” housing model, which assigns every municipality a quota of affordable units based on income — not on land availability, infrastructure, or growth capacity.

It seems like only yesterday – actually 2016 – when the USTA Billie Jean King National Tennis Center in Flushing Meadows Corona Park, Queens, was undergoing $650 million worth of capital improvements.
Now the White Plains-based United States Tennis Association has unveiled plans for its largest infrastructure project at the site to date, an $800 million investment that will reimagine and update Arthur Ashe Stadium, its primary venue, and create a new, state-of-the-art Player Performance Center.

completion set for the 2027 US Open. The 2025 and ’26 tournaments will continue unimpeded.
Combined with the US Open’s 2016-18 transformation project, the USTA will have invested nearly $2 billion in the US Open and its home facility, without using any public, taxpayer or government funding.
The three-week tournament -- which begins with qualifying play during the free Fan Week (Aug. 18 through 23), with the ticketed main draw taking place Aug. 24 through Sept. 7 -- contributes more than $1.2 billion to New York City’s economy.
“The US Open is the pinnacle of sports and entertainment, with the greatest athletes and fans in all of sport, and this reimagination of Arthur Ashe Stadium and construction of a state-of-the-art Player Performance Center will enhance the experience for everyone that comes on-site to the USTA Billie Jean King National Tennis Center,” said Lew Sherr, the USTA’s CEO and executive director. “This project enables us to maintain the greatest stage in tennis – Arthur Ashe Stadium, which was constructed more than 25 years ago -- and modernize it in a way that will set it up for the next 25 years.
“It also provides us the opportunity to give the players that compete in that stadium an unparalleled space that will enable them to perform at their best and enjoy a higher level of
luxury and comfort while they are off the court. The US Open helps us to deliver on our mission – growing tennis to build healthier people and communities everywhere -- by showcasing our sport on the global stage, and this reimagination will bring this presentation to an entirely new level."
Detroit-based lead architectural firm Rossetti – which did the original Arthur Ashe and the 2016-18 renovation and expansion – is working on the new project with two Manhattan-based architects -- Daniel Libeskind, master planner of the reconstructed World Trade Center; and Garrett Singer, known for his restaurant and club designs. Libeskind will do Arthur Ashe’s Grand Entrance, while Singer will be responsible for the stadium’s new club and restaurant spaces.
In the renovation and expansion, Arthur Ashe Stadium's courtside seating will increase from 3,000 to 5,000. Arthur Ashe will include:
• An upward extension of the courtside-level bowl with 2,000 new seats, expanding the courtside experience from 3,000 to 5,000 seats.
• Two new dedicated luxury suite levels.
• A 40% increase to the promenade-level concourse, adding more open space for fans on the
• Completely modernized concourses, with newly designed retail experiences and food and beverage spaces.
• Significantly increased access to restrooms on all concourses and more escalators and elevators to all levels.
The spectator-facing elements of the Arthur Ashe Stadium makeover will take place in advance of the 2026 and 2027 US Opens.
The Player Performance Center features new and expanded indoor and outdoor fitness and warm-up areas, with turf, track and US Open court surfaces for training.
Meanwhile, $250 million of the project has been earmarked for the Player Performance Center, offering some 2,800 players and their team members enhanced facilities and amenities. They include:
• New, expanded indoor and outdoor fitness and warm-up areas, featuring turf, track and US Open court surfaces for training.
• Redesigned, expanded locker rooms and lounges, providing players with a spa-like experience.
• Upgraded indoor player dining
and a new outdoor player courtyard, as well as a new dedicated café accessible only to players.
• A dedicated player entrance. The Player Performance Center will be fully completed and accessible for players and their teams by the 2027 US Open.
The detailed timeline of construction is as follows:
• Structural work reinforcing the column load for Arthur Ashe Stadium, enabling the in-stadium construction and overhaul to take place in future phases.
• The first two stories of the four-story building that will be the Player Performance Center in what is now Parking Lot A. The first two stories of the structure will contain parking.
• Mostly behind-the-scenes work, with no major changes noticeable to those attending the 2025 US Open.
• The existing courtside and suite levels in Arthur Ashe Stadium will be removed and replaced
with the new, expanded courtside bowl and the two new, dedicated luxury suite levels.
• The Player Performance Center will be completed. However, it will not accessible to players as the interior will not be finished until Phase 3.
The new loge and promenade levels feature a promenade concourse with an oversized, publicly accessible premium bar and views of the Fountain Plaza and Unisphere; The final projects in Arthur Ashe Stadium will be completed during this phase, including:
• The Grand Entrance;

• Full enhancements to all concourses, such as the retail and food and beverage spaces, as well as restrooms and other amenities;

• The series of Garrett Singer-designed premium hospitality lounges in-stadium, enabling premium ticket holders to access for the first time hospitality without having to leave Arthur Ashe Stadium.
• The interior of the Player Performance Center.
The USTA, the national governing body for the sport of tennis in the U.S., is a nonprofit that invests 100% of its proceeds in growing the game, from local communities to professional participation. It owns and operates not only the US Open -- one of the world's most popular annual sporting events, with 2024's 1,048,669 spectators representing an 8% increase over 2023 attendance -- but also approximately 100 Pro Circuit events throughout the U.S. The USTA also selects the American teams for the Davis Cup, the Billie Jean King Cup and the Olympic and Paralympic Games. Its philanthropic entity, the USTA Foundation, offers grants and scholarships besides supporting tennis and education programs nationwide to benefit under-resourced youth through the National Junior Tennis & Learning (NJTL) network.

The review of site plans for construction of a senior housing project in the Village of Airmont in Rockland County has taken another step forward with the preparation of a Final Environmental Impact Statement by the developer.
Blue Rill Estates LLC, which has an address in Airmont, is proposing to construct the senior housing project on three parcels of land with a total area of approximately 17.99 acres. There would be 105 residential units in the development. The site is located on the west side of Saddle River Road, south of Long Meadow Drive within the Village of Airmont.
The land had been used for the Blue Rill Day Camp, with 18 buildings, six Quonset huts, four swimming pools, three tennis courts, five basketball courts, four baseball fields, three playgrounds, one outdoor theater, and one pavilion.
The developer purchased the property in 2021 for a reported $8 million.
The housing units would be built as multi-family, two-story homes. The residences would be served by two
entrances on Saddle River Road. The development also would include two community centers as well as active and passive recreation areas to be used by the residents. Off-street parking, sidewalks, landscaping, and appropriate lighting would be included in the development. .
The project sponsor initially applied to the Village of Airmont Planning Board for site development approval in February of last year.
The developer says that the project will help meet the village’s need for new senior housing. Each unit in the proposed development would have a footprint of approximately 1,292 square feet and a total floor area of approximately 2,000 square feet. The development is targeted to serve people age 55 and older.
Airmont's Comprehensive Plan notes that the senior citizen population of the village has been rapidly growing since 2010. The Comprehensive Plan suggests that the growing senior population requires specific planning consideration, with an emphasis on affordable housing.
The developer says that the project would increase the diversity of housing options available in Rockland County, and that a lack of housing diversity has driven up housing costs.
It was estimated that the project could produce annual combined real estate property tax receipts for the town, village, county, and school district upon full build-out of $1,477,545. Of that, the local school district could receive $743,085 and it was expected that no additional children would be added to the school population by the project.

A Putnam County securities broker has been sanctioned for failing to disclose commissions to investors and for receiving pandemic unemployment funds while still working.
The Financial Industry Regulatory Authority, a private organization that regulates brokers, suspended Martin A. Barth, of Garrison, from associating with anyone in the securities business for 16 months.
Barth's failure to disclose compensation from a real estate fund he recommended to investors obscured a "potential conflict of interest," FINRA stated, that could have influenced his recommendations.
Barth consented to the sanctions on March 10, neither admitting nor denying the findings. FINRA published the disciplinary action in its May monthly report.
Barth has worked as a registered broker for 27 years, for firms in New York City, Long Island, the lower Hudson Valley, and California.
From 2018 to 2019, while employed by SW Financial LLC in Melville, Barth recommended investments in a real estate fund that was offered as a private placement, rather than as a sale on a public market. And he encouraged other members of the firm to recommend the fund.
He disclosed that he and the firm would receive a 5% sales commission, and SW Financial would get a 3% dealer-manager fee. But he did not reveal that he was entitled to additional compensation from an affiliate of the real estate fund.
He also did not disclose that the fund's management company had been unable for years to list the stock on a public securities exchange and that the company was struggling financially. Twenty-one investors bought shares from SW Financial for $1.6 million, according to FINRA. Barth received more than $30,000, of which more than $23,000 was undisclosed compensation.

The population of the Village of Airmont as of the 2020 Census was 10,166. The project at full capacity would be anticipated to have a permanent population of approximately 210 residents, which is an increase of less than 1% in the village’s population.
But Barth was entitled to compensation from Lodging Fund REIT III Inc., of Fargo, North Dakota. according to a U.S. Securities and Exchange Commission filing in March 2023. On the same day, according to FINRA, Barth voluntarily resigned from SW Financial. Two months later, FINRA expelled SW Financial from the securities industry for mispresenting private placement offerings, churning customer accounts, and failure to supervise its representatives.
Barth also received $37,000 in Pandemic Unemployment Assistance funds from 2020 to 2021 by telling the New York Department of Labor that he was not working or making more than $504 a week, FINRA says. In fact, he was working for SW Financial and making about $50,000.
FINRA did not impose a monetary penalty, based on a financial condition statement Barth submitted that demonstrated his inability to pay a fine.
According to a FINRA record, Barth works at an Amazon warehouse in Rock Tavern, Orange County.
Connecticut State Community College (CT State) announced the launch of a new practical nursing certi cate program, the rst and only public program of its kind in the state, during National Nurses Week, observed May 6–12. The program aims to address the critical shortage of nurses in Connecticut and expand access to careers in health care.
O ered at CT State Quinebaug Valley’s Willimantic location, this four-semester certi cate program combines classroombased instruction in foundational nursing concepts with hands-on clinical training at local health care facilities, supervised by licensed nurse faculty. Graduates are eligible to take the licensure exam to become licensed practical nurses (LPNs) and may apply credits from the certi cate toward an associate degree in registered nursing, reducing their time to completion by up to one year.
“As the most a ordable practical nursing program in Connecticut, we are committed to increasing access to health care training for those with a passion for helping others,” said CT State President O. John Maduko, M.D. “Expanding our nursing capacity is essential to meeting the high demand for skilled nurses in our workforce and the health care needs of our communities.”
Approximately 89 percent of CT State students receive nancial aid, and in the 2024-2025 academic year, close to 20,000 students received free tuition through the Mary Ann Handley Award.

NORWALK – CT Sports Physical Therapy & Wellness recently expanded its space and extended its lease on their 2,340 sq.-ft. treatment facility at 20 Glover Ave., according to real estate broker Choyce Peterson.
Following its merger with sports medicine company Evolution Physical Therapy and Fitness, CT Sports will offer injury prevention, performance, wellness and recovery services with one-on-one personal training and group sessions.

Leveraging a personal connection with Hannigan, CT Sports President Michael Sebastian arranged a meeting to provide a clear description of the requirements for the CT Sports/Evolution Physical Therapy and Fitness business, as their current lease was approaching expiration. Sebastian explained that he wanted to
stay in the Norwalk area for his existing client base but needed a larger, easily accessible location with dedicated parking.
The team toured the Norwalk market and reviewed information about available buildings. Ultimately, Sebastian made the decision to expand as well as extend his lease at 20 Glover Ave. Hannigan and Riffice then negotiated new lease terms for CT Sports with an attractive rental rate and free rent.
“Collaborating with John (Hannigan) and his team was a valuable experience,” Sebastian said. “They provided expert guidance on all key decisions, helping us successfully finalize a complex lease transaction.

Raj Tewani believes food is the most powerful tool we have to take care of our health.
Along with his wife, Jyoti, the couple are co-founders of Root2Rise https://www.root2riseny.com, a fouryear-old full-service café, bakery and cold-pressed juice bar in Pleasantville, open morning to night for breakfast lunch, and dinner. The Tewanis are fully invested in Pleasantville: They have lived there since 1989, raising their kids in the community.
In October 2024, the two opened a second café, in Larchmont, where the menu is based on global comfort foods. While Indian-inspired, the menu has dishes to suit every palate, they said. And with the addition of a full bar, diners can enjoy hand-crafted cocktails, organic wines and clean spirits that pair particularly well with the dishes. Root2Rise also does takeout and catering orders.
The inspiration for the name comes from one of the first foundations of yoga – to connect deeply with the earth through one’s body - so it’s no surprise to learn that Jyoti Tewani is a dedicated yogi. She told the Westfair Business Journal that she and her husband had opened the Larchmont location, because within a year of launching the Pleasantville site they were getting “relentless” requests to open in other towns.
She herself graduated with a degree in math and physics from Kanpur University in India and continued her education at Manhattan’s Institute for Integrative Nutrition before going on to the borough’s Natural Gourmet Institute, where she focused on food and its direct connection to health.

Jyoti said she has always loved cooking and feeding her family and had even taken cooking classes in summer vacations during her school days. Her husband supported that passion, she added: “Raj helped my dream come true when we built our first Root2Rise location in Pleasantville.”
Everything in both stores is vegan, gluten-free, organic, 100% plantbased and locally sourced. The Root2Rise menu contains no processed ingredients, no preservatives, no refined sugars and no cheap oils, and its baked goods, juices and smoothies are made fresh daily in-house.
But commenting on the challenges of opening the new location, Jyoti said, “It’s never easy for small
businesses, especially in Westchester, as the county has so many regulations and permits with the health department and town.”
Quizzed about the American diet and why it is generally still so poor, despite the fixation with “healthy” eating, Jyoti was quick to express her view:
“Food is medicine. Food is information to our cells. For such a wealthy nation, we could eat better. We need to teach our families and children to eat and cook for nourishment and healing. Food needs to be a priority.”
With the rise in food allergies, she said, “At Root2Rise, we are very open and transparent about the ingredients that we use, and our staff is trained to not take anything lightly, because some allergens can be life threatening.”
Food illnesses that tend to run in families -- like Celiac disease, an immune reaction to gluten -- also need to be addressed, she added.
Asked if, given her own background, she saw her role as in any way educational, Jyoti said that she was grateful to have the opportunity to make a difference in bringing awareness to people about what it means to eat healthy.”
Root2Rise holds cooking classes throughout the year that address chronic inflammation and how to prevent disease through our food choices. Jyoti said customers love to hang around after these classes and share their experiences with food issues and health.
And when, finally, we put it to her that she was in a competitive field as a purveyor and promoter of healthy eating, and asked her how she stood out to “rise” above the competition, she replied that her only competitor was herself.
“Every day I want to do better than the day before. There’s no such thing as getting complacent in this food business. I’m 58 years old and I cannot rest until I have this mission spread everywhere there is fast food.”
And she went on: “If fast food restaurants can be everywhere, why can’t Root2Rise?”

With a long career in marketing at the Solomon R. Guggenheim Museum (now the Guggenheim New York) and the Cooper Hewitt, Smithsonian Design Museum, both in Manhattan; as well as The Aldrich Contemporary Art Museum in Ridgefield, Ashley Prymas knew that museum visitors were interested in owning art themselves but didn’t know where to begin.
“People frequently asked me for help in looking for art, because they were often intimidated visiting galleries,” she said.
Recognizing there was an opportunity to bring accessible art and décor right into people’s homes, she brought the concept to life in 2019 under the name Plucky Art, as in “spirited, brave, courageous, bold and fearless.” But it wasn’t until she teamed with neighbor, friend and client Janet Little – a former teacher by way of her native Kansas (bachelor’s and master’s degrees in education from the University of Kansas), California and Switzerland and a student of ceramics at the Silvermine Arts Center in New Canaan – that Plucky Art became The Little Plucky.
The business is a 50/50 LLC partnership, operating mostly on a consignment model with some wholesaling, with the pair representing around 30 women artists. (When Little moved to Connecticut in 2014 and began studying at Silvermine, she said she was “blown away” by the talented women who surrounded her, many of whom were professional artists.)
Still, the two said they have chosen to focus on women artists, because they are often underrepresented and undervalued:
“As a women-owned business, we want to support women and invest in their careers.”
Artists and their art are carefully curated. The pair visit art shows and fairs and, conversely, artists increasingly reach out to them.
As well as selling art and ceramics, Prymas and Little offer complimentary in-home art consultations to their clients. After an initial visit to the store to get an idea of the type of art that resonates, the pair visit the clients’ home and take photographs of their spaces, measuring their walls and sometimes bringing pieces that they have seen and liked in the shop “to try it out.”
The two also source other paintings for size, color, style and even content to suit the clients’ tastes.
Once they have found the right pieces, they install the art and allow the clients to live with it for a period of time. And if they love it, all well and good. “They are simply invoiced for the purchase.”
The pair added that often people come to them with a preconceived notion about what they want on their walls but after consultation might choose something they had never previously considered.
Little said the duo’s mission was not only to support women artists, but to bring “original, one-of-a-kind art into the spaces where people live and work and at an accessible price point.
“We want art, above all, to be accessible, fun and personal but not intimidating.”

A joint economic study produced by the Westchester County Association (WCA) and the Regional Plan Association (RPA) says that if Westchester fails to address its growing shortfall in housing it could lose from 8,400 to 12,000 jobs annually, lose from $333 million to $742 million in annual earnings and lose from $32 billion to $57 billion in Gross Domestic Product by 2040.
The study was unveiled at the WCA's Annual Real Estate Summit held at the Westchester Country Club in Rye.
“This report confirms what we’ve been sounding the alarm about: housing isn’t just a social issue — it’s an economic one,” said Michael N. Romita, president and CEO of the WCA. “With support from our county government over the past few years, Westchester has made great progress on housing. If we want Westchester to remain competitive, if we want to support our workforce and fuel the incredible momentum we’re seeing in sectors like health care, we must prioritize smart,
sustainable housing development."
One of the speakers at the event was Westchester County Executive Ken Jenkins. He said that the report clearly demonstrates that more conversations are needed on housing to keep Westchester moving forward.
“Westchester County understands that there is a real, critical need for more housing opportunities if we want to move in tandem with the development that has been occurring across the economic sector," Jenkins said. "Our recent investments in housing align with our long-term strategy to address housing needs, and provide stability for families who are looking to build their futures here.”
Kate Slevin, executive vice president of the RPA, said, “Our research shows that progress has been made to create more homes in walkable, transit oriented neighborhoods, but more must be done to address the county’s historically low vacancy rate.” She said that RPA was proud to work with WCA on the report.

The report revealed that Westchester currently is short more than 21,000 housing units, with vacancy rates at a historic low of 1.9% and average rents up 46% over the last decade. Without policy changes and local action, the report said, that deficit could grow to as many as 77,000 units by 2040. The report highlights the long-term costs of just maintaining the status quo while covering the significant upside of investing in new housing. Pro-housing policies, the study notes, would generate tens of thousands of jobs, expand the tax base, and support vibrant, inclusive communities.

The report noted that Westchester County's real Gross Domestic Product (GDP) in 2023 was approximately $90.2 billion. For the years 2024 through 2040, it is projected to add up to about $1.68 trillion, assuming a nominal 2% annual growth rate, with the real estate and construction sector contributing an estimated $166.6 billion. In a scenario where there is high growth of housing that adds 112,712 units, the sector’s cumulative contribution could rise to about $223.4 billion or 13.3% of county GDP.
The research was authored by RPA’s Director of Land Use Marcel Negret, Vice President of Housing and Neighborhood Planning Moses Gates and Research Intern Husen Kharodawala.
WCA has long advocated for
increasing the housing stock and has a Real Estate Task Force, which brings together developers, planners, business leaders, attorneys, public officials, higher education institutions and nonprofits.
William Cuddy, who is executive vice president of the real estate services firm CBRE and also serves as chair of the WCA Real Estate Task Force, said, “WCA’s partnership with the RPA reinforces our commitment to data-driven solutions. The analysis compellingly establishes that the delivery of housing in Westchester County is needed and accretive. We’re excited to publish and share our findings today with the civic-minded decision-makers who will move the needle.”
The program featured a panel of industry leaders who discussed the impact of the growth in health care services on real estate in Westchester. EAST HARTFORD – Machinists ratified a four-year collective bargaining agreement with engine-maker Pratt & Whitney Tuesday morning thus ending a three-week strike.
Approximately 3,000 members of the International Association of Machinists and Aerospace Worker (IAM) Union Local 1746 and Local 700 (District 26) voted by 74% to ratify the agreement with the engine maker. Members are expected back to work Thursday, according to the company.
“Our committee worked tirelessly to ensure our members’ priorities were heard, and this agreement is a direct result of that determination,” said IAM Union District 26 Directing Business Representative Jeff Santini. “We are proud of what was achieved at the table and even prouder of the solidarity shown by our membership throughout this process.”
IAM leadership credited the strength and unity of the membership in securing an improved offer from the company.
“Pratt & Whitney is a leader in the aerospace industry because of the dedication and skill of our members,” said IAM Union Eastern Territory General Vice President David
Sullivan. “The voice of the membership was heard loud and clear — and this new agreement reflects the value they bring to Pratt & Whitney. I commend this committee for reflecting the will of the membership.”

Some highlights of the agreement ratified by IAM Union Local 1746
and Local 700 (District 26) members include:
Job Security: Continued operations in East Hartford and Middletown facilities through 2029. No involuntary layoffs if parts are subcontracted for more than 90 days without a return date. New agreement regarding job protections for turbine airfoil production and a voluntary separation program.
Contract Term: New four-year contract from May 28, 2025 to May 4, 2029.
Wages: Six percent increase in the first year (includes $0.57 cost-of-living adjustment added to base pay, 2% special adjustment, and 4% general wage increase).
Future general wage increases: 3.5% (2026), 3% (2027), and 3% (2028).
Promotions: Pay increase of $1 or up to the maximum pay for the new job level, whichever is less.
Pension Plan: Pension payment amount increases from $94 to $113 (effective June 1, 2025). Pension plan contributions end December 31, 2028, and a savings plan will begin January 1, 2029. New options for retirees to receive their pension as a lump sum or while still employed.
Savings Plan: The maximum weekly matched contribution rises to $115 by 2028, matched 100%. Com-
pany automatic contributions increase each year with the GWIs, starting at $118 in 2025.
Work Schedules: More flexible workweek options for employees.

BRIDGEPORT – Bridgeport Mayor Joe Ganim has told the developer of the former Bridgeport PSEG Station at 1 Atlantic St. that the demolition of the iconic candy stripe smokestack will have to be rescheduled.
The reason for rescheduling the implosion of the smokestack is that it is now scheduled for the same weekend as the annual Soundside Music Festival at Seaside Park on Sept. 27-28.
"Out of abundance of caution, the scheduling of the implosion at the former power plant on the Bridgeport waterfront will be rescheduled to ensure that there is no conflict with the Soundside Music Festival at Seaside Park,” Ganim said in a statement early Friday to the Fairfield County Business Journal.
“A new date will be announced upon confirmation with developer."
Chad Parks, a principal of the developer Bridgeport Station Development LLC, told the Connecticut Post Friday that the new date is Monday, Sept. 29 after he met with the mayor.
Howard Saffan, organizer of the music festival as well as president of nearby Hartford HealthCare Ampitheater, voiced his concern to the mayor about the original timing of the implosion. He was worried that a Sept. 28 demolition would
have meant dust from the 4 a.m. implosion only eight hours before the festival would be problematic.
Bridgeport Station Development, which was chosen as developer of the former PSEG power plant site in November 2024, has plans to create a residential/ commercial mixed-use development after the property was transferred to the Baldwinsville, New York,-based developer.
Some of the teardown of the site has begun, including exterior demolition noticeable.
“We at Bridgeport Station Development (are ready) to abate, demolish and redevelop this property,” Parks said at a press conference at the power plant in November. He promised work would begin that week and that “you will start to see a skyline change in the coming months with ongoing demolition.”
Residents lament loss of landmark
Talk of the demolition, which had already been announced last year, brought an outcry from many residents and workers in Bridgeport on the City of Bridgeport’s Facebook page this week.

However, Doug Davidoff of Davidoff Public Relations says to let it go.
“Demolishing the smokestack will create a whole new image of Bridgeport for the 21st Century,” he wrote. “It will allow the city to redefine itself. It will actually attract new interest from people coming into the city and new investment in the city.
The smokestack is a turn off. Redevelopment after the smokestack has been demolished is a turn on.”

AmTrust Realty, which owns 303 South Broadway in Tarrytown is asking the Village of Tarrytown for a zoning change that would allow it to convert the office property into residential. A previous request for a zoning change made about three years ago did not move forward.
The office property is named Hudson Point and AmTrust describes it as a five-story Class A office building that was constructed in 1980 and underwent renovations in 1987 and 2020. The project sponsor is identified as 303 South Broadway Building Company LLC., which is at the same address in Manhattan as AmTrust.
While the developer has not submitted site plans to Tarrytown for review, it has submitted a zoning amendment petition. It would like to see Tarrytown's Board of Trustees consider establishing an overlay zone that would apply only to certain properties in the Office Building District that have frontage on Route 9 (Broadway) or Route 119 (White Plains Road). The overlay zone would allow office properties to be redeveloped into residential uses. The Board of Trustees referred the zoning petition to the village's Planning Board and also consented to the Planning Board acting as lead agency for an environmental review of the matter.
Attorney Brad K. Schwartz of the White Plains-based law firm Zarin & Steinmetz told the Board of Trustees that the architectural firm Perkins Eastman, JMC Site Development Consultants, and Nexus Creative Design are working on the concept for residential development. He described the 7.4-acre site as being located "prominently at the gateway to the village and at the foot of the Mario Cuomo Bridge. It is long-due to being reimagined to meet current market demand and the community’s needs." Schwartz expressed the opinion that there is an opportunity to do something truly special at the site.
"Prior to this submission, petitioner worked with its public engagement consultant (Nexus)to conduct three public outreach sessions to hear directly from the closest residents about their thoughts for the potential reuse of the property. These sessions were well attended."

Schwartz described the intent of the project as being to convert an underperforming and outdated office building to a new, modern, multifamily residential housing with approximately 300 to 320 units. There would be a single-level parking deck on the north side of the building. The developer would provide 10% of the units as affordable housing as required by Tarrytown. They would be priced to be affordable to people earning 60% of the Area Median Income (AMI). In addition, the developer would provide another 5% of the units priced as moderate income workforce housing within reach of people earning 80% to 100% of the AMI.
Schwartz identified features of the plan being developed as including: a mix of unit types to accommodate different housing needs and income levels; a half-acre public park along Route 9 with seating and walking paths; connection to the RiverWalk created by Scenic Hudson; a reduction of impervious surfaces at the site through elimination of current parking lots; having a shuttle to and from the Metro-North train station; having more green and open spaces; having on-site recreation for new residents; increased landscape plantings and screening; and new tax revenues.
"All these and other project improvements are intended to enhance the public pedestrian experience along this stretch of Route 9, provide a range of new housing opportunities to help address the housing shortage, and make the property much more attractive and environmentally friendly," Schwartz said. "Petitioner is also committed to working together with other agencies to help achieve their goals for increased mobility and connectivity in the area. These overarching design principles for the project capture all the community feedback received to date, and petitioner looks forward to continuing the open and transparent dialogue with the village and its residents."

We've approached it much differently including community outreach. We want to do something special for us, the village, our neighbors, integrating into the community, collaborating with the stakeholders, and it's very important to us. We also need to do what's best for the building. It's underperforming. In today's climate everybody knows what's hap -
pening with office buildings. It needs a fresh design and repurposing in an environmentally friendly way."
Bennett said that AmTrust has owned the property at 303 South Broadway since 1997. He said the organization owns 12 million square feet of property across the U.S. "We're not just an owner landlord; we also develop," Bennett said. "We truly look forward to working together, collaboratively with everyone to building something that everybody will be proud of."
