In the name of Allah, the gracious and most merciful. It is He who guides us and He alone grants us success. We are pleased to launch the 4th edition of Maldives Halal Travel Magazine at Sarajevo Halal Expo. Bosnia is a potential source market for Maldives that is yet to be explored.
Over the years, with the rise of Muslim travel market, resorts have pivoted towards the halal travel market, and it is worth $256 billion in 2024. Whether it be solo travel, family travel or honeymoon, resorts have customized offerings tailored to the special needs of the Muslim traveler.
This issue starts with the significance of Maldives and Halal Travel. Then provides a glimpse of Maldives tourism and the revolution of luxury tourism over the 50 years. We have added a unique story of how Maldives converted to Islam in the year 1153 CE. We further added information pertinent to Muslim travelers while visiting Maldives, especially in the month of Ramadan. Shelina Permalloo, a remarkable chef, visited Maldives and gave us an amazing interview.
We have Heritance Aarah as the main story: one of the unique resorts in Raa Atoll and in the entire Maldives. Global traveler is a bit new to the budget travel side of Maldive: the local island tourism. Muslim population has reached unprecedented records, marking over 2 billion Muslims representing 25% of the global population. There are 57 Muslim majority nations, representing the Organisation of Islamic Cooperation (OIC) - second largest intergovernmental organisation after the United Nations. Indonesia records the highest number of Muslims (243 million Muslims) in a country while India records the most number of Muslims (over 200 million Muslims) in a non-Muslim nation. According to recent studies, Muslim travel market represents $256 billion recording over 164 million international Muslim arrivals. Muslim travel market is further expected to reach $410 by 2032.
Industry experts believe several factors are associated with the growth of Halal travel market. Increased awareness of Muslim travel needs, such as Halalfriendly services, prayer facilities, and Halal food options, has led the travel industry to cater more to this demographic. Economic growth in Muslim-majority countries has created a larger middle class with more disposable income for travel. Additionally, the rise of Halal tourism and Islamic finance has made travel more accessible and affordable. The growing global Muslim population and easier access to international destinations, along with targeted marketing campaigns, have
further boosted the market. These shifts, along with a postpandemic surge in travel, have contributed to the ongoing expansion of the Muslim travel sector.
Tailoring activities, training staff in cultural sensitivity, and promoting destinations with strong Muslim-friendly infrastructures can attract more Muslim travelers. Additionally, providing Sharia-compliant financial products and family-oriented packages will further cater to this market. Targeted marketing through Halal tourism certifications and collaborations with Muslim travel agencies can help businesses reach the right audience. With the Muslim travel market growing rapidly, it represents a valuable and long-term opportunity for the tourism industry to tap into a diverse, economically powerful demographic.
The Maldives, a 100% Muslim country, has traditionally catered to conventional tourism but has a growing opportunity to tap into the rapidly expanding Muslim travel market. With the growing demand for Muslim-friendly travel experiences, there is a strong opportunity to expand into this market. In 2024, the country welcomed a record 2 million tourist arrivals, an 8.6% increase from the previous year, with tourism contributing nearly 30% to the national GDP.
Although many resorts already provide Halal food, prayer spaces, and Muslimfriendly services, targeted marketing efforts can help position the Maldives as a premium Halal-friendly destination. By emphasizing its Islamic heritage and offering services tailored to Muslim travelers, the Maldives can attract a new wave of visitors, increase foreign investment, create jobs, and enhance infrastructure.
This strategic focus would diversify the tourism market, reducing reliance on conventional tourism and ensuring longterm sustainable growth, thus benefiting both the economy and the standard of living for local communities.
The fear that integrating Halal travel into the Maldives’ tourism system could disrupt its existing market is unfounded. Instead of replacing traditional tourism, Halal travel can complement and expand it, attracting a new wave of Muslim tourists while still catering to non-Muslim visitors.
Countries like Malaysia, Indonesia, and Turkey, which are Muslim-majority destinations, have successfully incorporated Halal offerings without negatively impacting their tourism industry. Similarly, non-Muslim countries such as Singapore, Thailand, and Japan have also attracted Muslim travelers by offering Halal food and prayer spaces, proving that Halal services can appeal to an additional market without excluding others.
In the Maldives, resorts already offer some Halal services, and these can be expanded and marketed more effectively. Instead of creating a divide, Halal tourism can make the Maldives more inclusive, broadening its appeal without altering the core luxury and privacy it is known for. By embracing Halal travel, the Maldives can diversify its tourism sector, ensuring long-term growth and resilience without sacrificing its existing appeal.

To travel between the islands, there are three modes of transport. The first one involves ferries, a slow but efficient form of transportation providing a tranquil journey. As ferries operate on a fixed schedule, it is the most economical way to travel between the islands. And although it may be a slower journey, it provides a more scenic route across the turquoise waters for both locals and tourists to enjoy.
Speedboats are a faster, and sometimes more convenient way to travel between the islands. Speedboats can be more private as well, for individuals who prefer this, as resorts usually have their own speedboat service to take you to your destination as quickly as possible.
And for travel that cannot be done through ferries and speedboats due to the distance, seaplanes are required. This is the most luxurious and thrilling option, as it offers a scenic aerial view of the archipelago whilst also being the fastest form of transportation and therefore getting you to your destination quicker. However, this comes with a higher price tag than both ferries and speedboats.
From the calm, relaxing ferry ride, to the thrilling speedboat ride and finally the incredible and breathtaking view from a seaplane, each of them offer a unique experience. Therefore, it is definitely advisable to try all three modes of transportation
The Maldives is well-connected by air, with the major international airport residing in Malé, the capital, Velana International Airport (MLE) being the main international gateway. There are several other smaller domestic airports across different atolls that facilitate travel to and from the various islands in the Maldives such as, Gan International Airport (GAN), Fuvahmulah Airport (FVM), Maamigili Airport (VAM), Dharavandhoo Airport (DRV), Kadhdhoo Airport (KDO), Thimarafushi Airport (TMF), Ifuru Airport (IFU)
Not all flights to the Maldives necessarily provide halal food, but most airlines flying to the Maldives do offer halal food options. It’s always advisable to check with the airline prior to booking.
While the Maldives is a Muslim-majority country, they cater to a diverse range of international tourists, therefore, not all hotels and resorts are explicitly Muslim-friendly. Many of the luxury resorts, especially those on private islands, are designed to appeal to a broad range of travelers, including those from non-Muslim countries.
As of recent data, Maldives boast over 178 resorts catering to various customer preferences and budgets. Minority resorts in the Maldives are designed with Muslim guests in mind, offering halal food and prayer facilities upon request.
Many of the luxurious resorts, particularly those on private islands, do serve alcohol in their bars, restaurants, and private villas.
On local islands, you can find more budget-friendly accommodations that offer only halal food. In line with the country’s Islamic law, local islands do not serve alcohol and offer visitors an authentic Maldivian experience.
Upon customers request, high-end resorts provide prayer mats and qibla direction signs in rooms. It’s also common to have a mosque or a designated prayer room around the resort.
Many international resort chains provide a wide range of global cuisines, including halal options, but it’s always wise to double-check ahead of time.

It’s essential for the traveler to be well-prepared in order to make most of what the island truly offers. From what to pack to city tour, snacks and SIM cards, here’s everything a Muslim traveler needs to keep in mind, culturally, practically and spiritually.
You will first be arriving at Velana International Airport which is surprisingly small, making the arrival process quick and comfortable. After disembarking directly onto the tarmac, you will arrive at the immigration in a matter of minutes. For most visitors, entry is simple and visa-free; all you need is a 30-dayvalid passport, proof of accommodation and a return ticket.
Uniformed hotel representatives with clear signage will be waiting to guide you outside to your next destination, be it a domestic terminal, speedboat or seaplane. No hagglers, no chaos, just warm greetings and seamless transfers
Depending on the distance of your destination, your hotel will arrange the mode of transportation. If its nearby the airport, it will likely be a speedboat transfer- quick, scenic and often exhilarating. For remote atolls and resorts, you will get to witness the Maldives’ signature aerial beauty by a seaplane ride. Domestic flights or ferries are a safe and cost-effective way to travel between local islands

Light, breathable fabrics are essential when visiting the Maldives as it is warm, humid and sun-drenched year-around. Cotton scarves, linen abayas, modest swimwear, widebrimmed hats and long-sleeved tunics all work well here. Light pants and cotton shirts are perfect for men. For prayer, bring a travel prayer mat or any Islamic apps you rely on. A popular local app used in the Maldives is called Namaadhu (Meaning prayer in local language)

Avoid overpacking as most resorts and guesthouses offer laundry services and most of the time will be spent barefoot or in flipflops
The Maldives is a family-friendly destination. However, if you’re traveling with children, it’s important to choose hotels and guesthouses with family-sized rooms and shaded beach areas. Using sunscreen, sun hats and rash guards is essential to protect little ones from sunburn.
During transfers, it is wise to give motion-sickness tablets in advance if they’re prone to seasickness. Snacks and toys are a good distraction as transfers can sometimes take a while and these can help keep the children occupied.
Explore the capital, Male’, before traveling to your island. While small, it offers visitors a rich taste of real Maldivian life. Visit the Friday Mosque, the local fish market, or the Islamic center. A stroll through its narrow streets reveals how tradition, faith and the ocean meet.
Hulhumale’, nearby, offers a more serene and suburban atmosphere. It’s safe, clean and perfect for a coffee stop or a sunset walk on the beach, especially if you have time to kill before your transfer.
Resorts usually offer halal food, and many even provide separate prayer spaces for Muslim visitors. However, the best place to experience authentic Maldivian cuisine is on the nearby islands. Try Bajiya (Savory pastries), Fihunu Mas (Grilled fish with chilly during lunch or dinner), Masroshi (Tuna stuffed flatbread). Look for Bondibaiy, a fragrant coconut rice pudding for a sweet treat.
During Ramadan, local islands slow down. Daytime food service may pause, but resorts continue operating normally. It is a sign of great hospitality to be invited to iftar; accept it with gratitude
Although US dollars are widely accepted, especially at resorts and tourist shops, the Maldivian Rufiyaa (MVR) is the official currency of Maldives. Nearly all places accept credit cards but if you’re heading to local islands, carry Maldivian cash and small USD notes for tips, local cafés and ferries
ATMs are available in Male’ and Hulhumale’ but there are islands with no ATMs. Therefore, it is important to plan accordingly.
Most hotels offer free Wi-Fi though signal strength may vary. Purchase a local SIM card at the airport for consistent connectivity. Between Dhiraagu and Ooredoo, Dhiraagu provides a broader coverage especially on remote islands and at sea.
Purchase a tourist data pack and you’re set for on-the-go navigation, booking, and Quran recitations.
Although English is widely spoken in the country, especially in hospitality, Dhivehi is the national language. Locals in the Maldives have one of highest literacy rates in South Asia at 98.8% to be precise. They are deeply respectful, friendly and reserved, especially of Muslim Travelers. Particularly on local islands, modesty is appreciated.

Scattered across the shimmering Indian Ocean, the Maldivian Isles are a dream destination for travellers across the world. One among the few countries across the globe that is one hundred percent Muslim, the Maldives has long been a favourite for travellers seeking a halal escape.
Although Islam spans the thousand lush islands today, the Maldivian people did not always practice Islam. According to ancient texts and archaeological evidence, the Maldives was a Buddhist kingdom for centuries. It is believed that the Maldives embraced Islam in the year 1153 CE, during the reign of the second Maldivian king, Dhovemi Kalaminja Sri Thirubavana-aadhiththa Maha Radun. King Dhovemi ruled for 35 years — the first 12 years as a Buddhist king and the remaining 23 after his conversion to Islam.
There are two main narratives explaining how the Maldives embraced Islam, leading to some debate about the origins of the story. However, the story of Rannamaari, a popular Maldivian folklore,
remains the most widely known and passed down through generations among the local people.
According to the age-old tale, Rannamaari — a monster — came from the sea every fortnight, seeking a virgin girl to devour. The sea monster, Rannamaari, is said to be as tall as the palms standing tall with the island’s horizon, with long arms as dark as the night sky, reaching all the way to its toes. It was believed that this monster would attack the village, killing its inhabitants, if a virgin girl was not sacrificed. Soon the custom among the natives became that every fortnight, a virgin girl was chosen by the king or his advisers, dressed up, and taken to a temple set by the shore, where she would then be left there for the Rannamaari. And at dawn, the people of the island would find the young girl dishonoured and dead.
The island people were helpless and terrified as the fortnight neared every month. As the story goes, during these terrifying days, a Muslim traveller called Abu al-Barakat Yusuf al-Barbari had visited the Maldives and was staying at the home of an old woman. One day, Al-Barbari finds that several relatives of
the hostess had gathered in the house and were weeping as if somebody had died. When inquired, Al-Barbari found that the only daughter of the house was chosen by the king’s people as the next sacrifice for Rannamaari.
Upon hearing this, Al-Barbari claimed that he would go to the temple in place of the young girl, willing to sacrifice himself instead. It is believed that AlBarbari spent the night reciting verses from the Quran. At the crack of dawn, the islanders found Al-Barbari alive and still reciting the Quran. It is said that the Rannamaari disappeared after hearing the verses of the Quran from Al-Barbari that night.
The news of Rannamaari’s defeat spread across the island and reached King Dhovemi. Al-Barbari was brought to the king’s palace and asked about how he defeated the monster. “Through the holy verses of the Quran,” Al-Barbari explained, proposing the king embrace Islam. King Dhovemi was astonished, as no one before had the courage or knowledge to defeat the Rannamaari. Thus, the king converted to Islam along with his wives, children, and court. Messengers were soon sent to sail across the Maldives, inviting islanders to embrace the holy religion of Islam.

Suhoor
Upon request, both suhoor and iftar services can be available to guests at both hotels and resorts. As non-fasting guests may also be at these resorts and hotels, food will also be available during all mealtimes throughout the day, if you are travelling with small children who are too young to fast or other tourists who may be unable to fast at that time.
All resorts and hotels will offer halal food options at all mealtimes, with the inclusion of both international and traditional Maldivian dishes. As some resorts may offer non-halal food for other guests, be sure to check the dietary information available.
Prayer facilities such as a small mosque or prayer rooms are accessible to guests at a majority of resorts and hotels. Prayer kits can also be available at some destinations upon request.

Eid is the holiday that marks the end of Ramadan, and is celebrated by Muslims worldwide and there is no difference in the Maldives! It is a holiday for getting together with family and enjoying a big feast together, along with other cultural festivities that take place during this time.
Eid prayers take place in the morning, usually around 07:00 am - 07:30 am. The congregation for Eid prayers take place at all local mosques, as well as larger outdoor spaces for some bigger islands.
Traditionally, a big breakfast takes place after Eid prayers are finished, and is a time to be spent with friends and family. Different cultural dishes are made in order to celebrate the holiday, and the feast continues for the rest of the day. Some local restaurants may be closed, and others may offer Eid buffet services, depending on the local area.
Maldivian Eid festivities include visiting family members throughout the day, exchanging Eid gifts with one another, and a traditional parade known as the ‘Maali parade’ which takes place in the evening. Maldivian music and other performances will also take place in the evening and continue on into the night.
Although most shops and services may be closed the majority of the day during Eid, do not fear as shops selling necessities will be open. For those who enjoy souvenir shopping, it may have to be done either before or after the day of Eid, as shops are usually closed on the day.

Tell us a bit about yourself.
Hi, I’m Shelina Permalloo. I’m a UK TV chef and author. I was born in the UK to Mauritian parents. I am so fond of everything and anything Indian Ocean.
How did you come to choose the Maldives as your travel destination?
The reason why I wanted to travel to the Maldives is because of the Indian Ocean. I know Mauritius is home for me and I wanted to explore all the other islands that are surrounded by Mauritius. I’ve never travelled to the Maldives before. I’ve seen the glorious pictures and I’m just so interested in learning more about Maldivian culture but most importantly Maldivian flavours.
What are some important factors you looked for when choosing your stay?
Some of the most important things that I need to look for when looking for a travel destination are somewhere safe, somewhere beautiful, somewhere that has incredible flavour and most importantly a place where I can see culture and experience it.
As a professional chef, can you tell us a food item you have enjoyed so far in the Maldives?
The Maldives makes me so excited as a professional chef. The flavours I love are the chilli, the tuna and the coconut. Those three items are so quintessential to the island. What I love the most is how unique and interesting the ways of cooking tuna are: dried, smoked, cured, you cook them in curries, you make them into sweets and it’s a real preservation of this incredible fish from the sea. It’s really revered and I love to see that.

I think if you are looking to travel to the Maldives look for a location that is sustainable, something that is locally owned, and most importantly somewhere you can enjoy all the food.
