COVID19 - LIFE IN STRADBROKE PROJECT

The Stradbroke Archive and Record Association (SARA) has set up a new online archive to capture what life is like in lockdown for the residents of Stradbroke. It is hoped that by collecting our social history of this global event in real time, that generations to come will have a real window into our village experience in 2020. This new archive is slightly different to the other two online archives, it is designed to allow really easy upload by villagers of their contributions - anyone can add photographs, short videos, memories (as text) and audio recordings from computers, tablets and mobile phones! SARA want to capture the every day types of experiences as well as the special events such as VE Day. So that walk in the fields, the food deliveries, learning to video conference and facetime, working from home, or not working from home! SARA want to know are you managing with social distancing? What have you learnt to cook? Share your recipes! Who has been helping and who is being helped? How are you keeping in touch with friends and family? Are your school aged children adapting to online learning? Lets see the work they are proud of! And of course... please upload your rainbows! Waveney Food Bank

Our foodbank is a project founded by local churches and community groups, working together towards stopping hunger in our local area. We cover the areas in and around… Harleston, Diss, Eye, Botesdale, Banham, The Buckenhams, Long Stratton, Newton Flotman, Poringland, Brooke, Halesworth,Metfield, Beccles, Bungay, Laxfield, Stradbroke, Hoxne, Debenham, Framlingham and Wickham Market. How does a foodbank work? We know that crisis can strike anyone and we also understand how difficult it can be to think about walking through a foodbank door. That’s why our foodbank volunteers aim to welcome everyone who comes to the foodbank with compassion, kindness and a listening ear. MEETING YOUR NEEDS Your foodbank voucher will be exchanged for three days of emergency food. We want to make sure that we give you the right food to meet your needs, so please do let our volunteers know if you have any special dietary requirements or allergies, for example, gluten free, halal or vegetarian. PREPARING YOUR FOOD Whilst your food parcel is being prepared, a volunteer will offer you a warm drink and a biscuit. They will also be available if you would like to have a chat. Your food parcel will be packed into supermarket carrier bags. If you prefer to bring your own bags those can be used instead. PRACTICAL GUIDANCE AND SUPPORT Foodbank volunteers take the time to listen and support you. They are specially trained to know about local services and offer practical guidance so that you have access to the right support, helping you to break out of crisis. There continues to be no services in church for the time being but we hope soon to be able to open the church for personal prayer. There needs to be several aspects checked and new safe practises arranged but later in July all could be in place. Meanwhile we continue to keep in contact and worship in other ways. We are just waiting on a 2nd quote to be able to make that start now that engineers and other professionals can advise and plan the stages with us. Waveney Food Bank: Thank you for all the extra donations for Food Bank parcels. These have been greatly appreciated by all who continue to struggle financially, especially during the Covid-19 crisis. If you can spare any tinned or packet foods or toiletries, please drop items in to The Rectory, over the green fence, and we will ensure they are taken to the centre each week. Thank you.

From the Rectory…

As I write this letter I am feeling rather confused: the guidelines we are being given don’t quite make sense to me and it feels like a minefield, with the possibility of getting it wrong at every step. Don’t get me wrong, I am quite happy at times to bend or break a rule but with people’s lives at stake, none of us wants to get it wrong. The government decided early on that churches, like many shops, were not essential. I take issue with that because for many people, and more in times of crisis, a church is very important. All Saints church has been standing for hundreds of years, people have prayed and worshipped there which makes them places of peace, and in times of uncertainty that is what many need. I wanted the church to remain open all the while, but we now have many hoops to get through to do so. The building is precious, but God can be found anywhere: all we need to do is turn our heart towards him, and he is there. I may be confused by many things but one thing I am certain of, is that God loves each one of us with an eternal, unconditional, often undeserved love and that is priceless. God Bless, Susan

MEETING OF STRADBROKE PARISH COUNCIL – 8th June 2020 Councillors noted the resignation of Gillian Rennie-Dunkerley. No election has been called therefore the Parish Council must now fill the vacancy by co-option. A notice of how to apply to be considered for co-option is on the PC website and is published later in this edition. Planning: Councillors supported the following applications DC/20/01954 – Erection of rear lean-to and flat extension roofs (following removal of existing) & DC/20/01956 – Listed Building consent both applications for 2 Town House, Church Street, IP21 5HS Parish Council Updates: • Councillors voted to ban dogs from the whole of the Westhall grassed area. • 7 updated HR related policies were approved and can be viewed on the website. • Plans to extend the Stradbroke Sports and Community Centre were reviewed and questions submitted as requested by the Community Centre committee. • Issues with obstructions on the footpaths have been reported to Suffolk County Council. • Details of 2 new permissive paths were shared with Councillors. Dennis Merritt reported that the paths will help to create a circular walk in Stradbroke avoiding walking along New Street and Queens Street. As these paths are privately owned the Parish Council will not be responsible for them. • Toni Wisbey was thanked for writing a comprehensive letter of support for a bid by Suffolk County Council for Rural Mobility Funding. • Kamal Ivory was co-opted onto the Parish Plan Working Party. • A report on the Health Centre funding was reviewed. (see page 7) • Broadband: a sub-group of the Parish Plan Working Party will look into the difficulties experienced with internet access in Stradbroke. • A post lockdown thanksgiving event will be discussed by Councillors, the Community Centre and any other interested parties. • A User Policy and Agreement were approved for the Community Shed. The SAS advised they were transferring their assets and would no longer be a user of the Shed. • A member of the public raised a question about Cllr interests and how these relate to their spouse/partner and the Clerk gave advice on how the Councillors could declare their interests in future. A. Rent · The rent paid out by the Medical Practice is reimbursed to them by NHS England. The NHS consults with the District Valuer to ensure that the rent the Medical Practice pays is either the current market rent value of the premises, or the actual lease rent, whichever is lower. · Note: The Parish Council has access to limited information between 1996 and 2014. November 1996 · 12 year lease between the Medical Practice and the Stradbroke Health Trust (now known as the Stradbroke Trust) indicates that the rent paid by the Medical Practice to the Stradbroke Trust was £785 per annum. · The lease also indicates a rent review is to take place every 3 years. (The full terms of the rent review are included as a schedule to the Head Lease between the Stradbroke Trust and the Parish Council.) July 2007 · A supplemental 12 year lease was signed between the Stradbroke Trust and the Medical Practice. · The new lease came into force in November 2008. · This lease indicates that the annual rent payable to the Stradbroke Trust in 2007 was £9,700. (no further information is available until 2014). November 2014 · As per correspondence from the Stradbroke Trust to the Medical Practice dated 5th November 2018, the rent payable to the Trust was £13,632 per year. November 2018 · 5th November 2018: The Stradbroke Trust proposed an increase of £732 a year in rent to the Medical Practice. · The increase was based on a 3-year average inflation rate of 2.7% (which the Stradbroke Trust calculated by using the Bank of England inflation calculator). · Before approving the rent increase, the District Valuer determined whether the rent proposed was equal to or lower than the “current market rent”. To do this a CMR1 form was reviewed. This form, submitted in 2018, indicates that the Trust was responsible for the internal and external maintenance and repair of the surgery. · After the review by the District Auditor, the Medical Practice accepted the new rental figure of £14,364 per year and this was backdated to November 2017 (the date the review was due). April 2019 · The Stradbroke Trust surrendered the Head Lease with the Parish Council on 1st April 2019. · Parish Council became the Landlord of the Medical Practice and receives the rent of £1197 per month. November 2020 -New Lease The current lease expires in November 2020. The Medical Practice has requested that the terms of the new lease reflect the current way of working, whilst keeping the contractual terms broadly the same: length, break clauses, rent review (mechanism and timing), Landlord/Tenant responsibilities. The Parish Council has instructed a solicitor to draw up a new lease. The solicitor has recommended that an up to date rental figure is included in the new lease.

The Chair writes..

It is great to see things getting more back to normal after a difficult few months. The Stradbroke Monthly is once again being delivered through doors, Trevor is sweeping the pavements again and even the fish and chip van is back weekly in the village. I’m pleased to say that following revised Government advice from Saturday 4th July the two playgrounds at the Community Centre and Westhall will be re-opened. Not everything is quite back to normal however and the Council is continuing to meet online. It was great to see that this meant a large number of you were able to watch the meetings on our Facebook page at https://www.facebook.com/StradbrokePC At our last meeting we received the resignation of Gillian Rennie-Dunkerley as a parish councillor and I’d like to thank her for the work she did on the Council. This means we have a vacancy and I would like to encourage anyone interested in joining the council to contact Odile our Clerk for more information. Stradbroke Archive - Health and Safety in years gone by!

The Ipswich Journal 1750 reports on an accident in which three Stradbroke men had died in a well. The first went down and did not return, so the second went down to see if there was a problem and didn’t return and the third followed and didn’t return. Poses the question on how anyone knew the sequence of events! Maybe there was a fourth who sensibly chose not to follow but go for help! Nearly all the other 18th century newspaper references to Stradbroke relate to public houses. The Queens Head Inn was by far the busiest at that time for meetings and for visiting traders, auctioneers, property sellers and the clergy. District judges lodged and held Petty Sessions there. This maybe the origin of the phrase ’holding court’. So, in a way this was the village community hub, alongside the church. One of the auctions was for The Lyon public house, the owner being recently deceased. This was probably the pub which became the White Lion by 1776 and then later was known as the Golden Lyon, being the building next to the Courthouse and now a private home. In fact, when we look at the census returns from 1841 onwards and take a walk in the footsteps of the enumerators, we find many houses were making their own beer – and selling it. Ale was said to be safer to drink than water which at that time would have been collected from a well. On the 4th July 1818, a document was signed between John Farrow, Charles Thurston, and others in trust for the inhabitants of Stradbroke enabling a water supply to the Village Pump. This was a legal agreement in which promises were made and signed to, for the supply of water to the village pump from Catchpoles pond for a period of 500 years. The pump is still there and can be seen behind the library although no longer used. Maybe the rent of 16shillings (80p)per annum payable on Easter Monday has lapsed!! Radio Stradbroke

After three months of daily broadcasts, it would be easy for Radio Stradbroke's appetite to wane, with little sign of the end of lockdown in sight, but they have in fact expanded, linking with 'Harleston Breakfast', preceding the 'Home Service' at 7am weekdays, presented by long-time ally David Hoffman, designed to bring new audiences to both shows. One disappointment, not unexpected, was the decision to cancel 'Stradbroke Music Day'. There were just too many boxes left unticked. The silver lining is that plans are already in place to hold the event on Saturday 3rd July 2021. Headliners 'Planet Abba' have agreed to play next year, as have 'Walkway', 'Little Red Kings', & Breeze Redwine, who were all on this year's bill. Put the date in your diary now. Poems to the Editor

Home Is Where The Heart Is When I was a girl at Shelton Hill, I played in the road and the garden, ‘til The dusk came down and mother’s voice Was heard in the distance calling me in, From the Pre-fabs, ditches, or places I’d bin. Life was great and always fun, Time was plenty when we were young. Mother baked rusks, date cakes and sponge, And clothes were washed in Fairies soap sud, And rinsed together in a Recketts blue tub. The water came from the tank in the yard, Or out of the Stand Pipe, water hard. Buckets filled the steaming copper— And Friday night the long tin bath was filled Ready for the family. It soon got chilled. No central heating in those days The open fire sent out its rays The hearth rug snuggled near the kerb. The hessian back on the lino floor The draft nipped past through the closed back door. No tiled bathrooms with porcelain loo No indoor comforts. Just a shack with a view. And a strange pungent odour. Izal paper hung, near the wooden seat. Winter and night time- No favourite retreat. My mum did her shopping at Hitchcock and Ellis. Groceries, fruits, meat, and fresh green lettuce. French’s bread and Porkies sausages, Eddy Coppin’s oil, and Cullen’s remedies neat. All in the basket, mostly ready to eat. Rationing was still going strong at that time Dried milk, preserved eggs with some home-made wine. But oh what a joy to suck lemons and pear drops, From quarter pound triangular, white paper bags. And don’t forget untipped Woodbines for the dads. When I was eight we moved to Westhall Near Haddingham’s, Grandad an all. I’d ride my bike to Queen Street to my dad Who worked on the car, van, lorry, and bike, With consummate skill, he diagnosed their plight.

My schools were Stradbroke, Wilby and Eye. Mable Baldry had taught me, that it was good to try. She gave all of her pupils her bold inspiration. Thanks to her I stood on the rungs of life’s ladder And helped by others climbed in a reasonable manner. Stradbroke Church, with Rectors, Shaw, Scott and Florence Gave me a good start in culture and tolerance. The White Hart, amongst others, a taste for Suffolk’s brew. The Stradbroke Players, a comedy timing and stage. Whilst tennis, hockey, football and running were all on my page. Thanks go to parents, grandfather and Stradbroke friends all, Who influenced me greatly when I was small. I went, and I flew—and I landed back here. In the place of my birth, where I grew Now a stranger to many, but known by a few . Home is where the heart is.

Permissive Footpaths

Rattlerow Farms wanted to do our bit during these unpresented times. After discussions with the Stradbroke Trust, we are pleased to announce the opening of two new Permissive Paths; Tyrala Way and Merritt Way on the 1st July 2020. Tyrala Way - This will link up the allotments and the cemetery with Grove End, creating a pleasant circular footpath. In the autumn we are planning on drilling a wild flower margin, which we hope you will enjoy. Half of the land north of Grove End will be drilled with a mix designed to provide feed for farmland birds over the winter. This should help improve nature and wildlife. It is named in memory of Patricia Lawson. Merritt Way - This will go from Stradbroke Farm Barns north and link up with the public footpath. We understand that some people have used this path but crossed the railway sleeper and followed the headland around to meet up with the public footpath. This proposed route is on the other side of the ditch therefore there is no need to cross the ditch using the railway sleeper and you just need to follow the headland around to where is joins the public footpath. It is named after the footpath warden Dennis Merritt.

Stradbroke Cricket Club

As the sun set on the 1930 season, distinguished writer Neville Cardus reflected that, 'There can be no Summer in this land without cricket'. His 90 year old prophecy comes ever closer to ending as hopes of playing any cricket this year continue to recede. The Two Counties League have formulated an optimistic, but fanciful half season fixture list, starting early in July, but they rely on the Suffolk Cricket Board guidance, who rely on the ECB, who are led by Government advice. It is not a relay team I would be investing heavily in at the Olympics! Rest assured, if we are given the go ahead, Stradbroke CC will take to the field in some guise, if it be a friendly, or some kind of Charity match. The emergency funding has eased the pressure off the field, meaning that a blank season should not be terminal for the Club, but as someone who has spent much of lockdown researching the history of the Club, it is littered with blank seasons & re-formations. Despite only two players killed in action in WW1, the ravages of war saw no Cricket Club until into the twenties, while the response after WW2 was immediate & fruitful. The difference with now is that there was cricket played throughout both conflicts. How Stradbroke would fare from a standing start, remains to be seen. Michael Hugman

Hello everyone, as indicated in last month’s issue there has been very limited play on the community green following of course the government’s advice on social distancing. Play is restricted to only two members playing per rink on the green. However while we cannot open the green fully if you have an interest in trying out a few trial ends please give us a call and we will be able to explain the situation to enable you to participate. Lily Lofts - a Tribute It is with sadness that we learnt of the passing of Lily earlier this month and whose funeral will take place at Woodlands in Norwich on the 27th June. Lily had been a member of this club since 1995 and was my predecessor as correspondent to this magazine. It was Lily who managed from the start the Wednesday and Saturday afternoon friendly roll ups sessions on the Community Green. From these roll ups potential players were introduced to the game and therefore was instrumental in maintaining clubs survival through difficult times. The members and committee of our club send her family our sincere condolences at this sad time. Roy Lee

Tennis Club

Following easement of some of the restrictions Tennis Club Members are now able to play singles and doubles with Members from different households. Members are required to clean equipment after use, maintain social distancing (2 metre rule) and follow public health guidelines for hygiene. Since the tennis courts re-opened the Club has welcomed five new members and along with current members they have been able to enjoy the facilities. The Committee is keen to encourage new members and is currently able to offer the opportunity to anyone that wants to play and benefit from some exercise especially in these difficult times. The annual subscriptions have not been increased this year and remain excellent value for all year round play. Adult membership is £50.00, Couples £90.00, Family £100.00, Student £20.00 and Junior £10.00. All standards are welcome so why not come and join us. Stradbroke Community Land Trust News

Who are you? Trustees: Chris Edwards, Jeremy Fox, Kamal Ivory, Toni Wisbey, Claire Hargrave, Andy Webb We will also have members as the Trust grows. Anyone in Stradbroke can be a member. Well, what do you do then? We are residents of the Stradbroke community who have set up a Community Land Trust (CLT) to work with anyone who is looking to build and develop land in Stradbroke in order to ensure a number of homes planned for through the Neighbourhood Plan, will remain in the hands of the Stradbroke Community in perpetuity. This is called Community Led Housing. That sounds interesting. What is Community Led Housing? Community land trusts are one form of community led housing. Projects that are genuinely community-led all share common principles: 1. The community is integrally involved throughout the process in key decisions like what is provided, where, and for who. 2. There is a presumption that the community group will take a long-term formal role in the ownership, stewardship or management of the homes. 3. The benefits of the scheme to the local area and community group are clearly defined and legally protected in perpetuity. That sounds like a great idea. What are you doing at the moment? We have been very busy! We have spent some time setting up the formal structures of the Community Land Trust (CLT) and have been talking to a lot of local organisations and interested groups to further understand the needs of everyone involved in the process of building sustainable and affordable homes for our community. Everyone? You haven’t talked to me! Ah. Good point! Well once we have understood the way the land lies (so to speak!) we next need to move onto what the Stradbroke Community needs both now and in the future. We are very fortunate that the latest Housing Needs Survey was done in 2014 as part of the Neighbourhood Plan (NP). It’s been really helpful to the CLT in understanding the housing needs in Stradbroke and was very integral to forming the NP. In taking that NP forward, we are eager to have a very up to date and more detailed understanding of housing need, both now and in the next 20 years. The last survey was six years ago (seems like yesterday!) and now following the recent economic shock and new ways of living/working given to us by Covid-19, it is very, very possible that housing needs have evolved and changed. Good point. So what do you want me to do?? It’s important for us to know and understand what current Stradbroke’s housing needs look like both now and in the near future and so we are planning, within a few months, to share a housing needs questionnaire to every household in the village. Your participation will be very much appreciated by us, but more importantly it is your opportunity to make sure the village has truly community led housing that is affordable and stays available to Stradbroke residents and their families in perpetuity. This is a new way of meeting Stradbroke’s housing needs. You sound excited! We are and we hope you will be too! Stay tuned and do join us – we would love to hear from you! Parking enforcement

Parking enforcement in Suffolk is now carried out by Local Authorities. Civil Enforcement Officers are employed by East Suffolk, Ipswich Borough and West Suffolk councils to patrol streets where parking regulations apply, as well as the public off-street car parks. They check whether cars are parked appropriately and issue penalty charge notices (PCNs) to vehicles parked illegally. However, CEOs do not just issue PCNs, they are also customer focused and can give directions and advice on where to park. Suffolk County Council have a page on their website explaining civil parking enforcement, including a map showing which District Councils are responsible for enforcement in various parts of the County. East Suffolk, Ipswich Borough and West Suffolk Councils are responsible for enforcement in their own areas. Enforcement in Babergh and Mid Suffolk are managed by Ipswich Borough and West Suffolk Council. The COVID-19 pandemic has changed all of our lives. Britain has been forced to implement restrictions and new rules that our country has not experienced since the Second World War. Many people are still working from home and we remain unable to freely see people that we love and care about. But these ongoing measures are necessary to halt the spread of the virus and to protect lives. Our Prime Minister, Boris Johnson, has recently announced the Government’s intention to take the first careful steps in modifying some of the restrictions facing our daily lives and these remain under constant review. However, it remains vitally important that we all continue to respect and follow Government advice so that we don’t risk a second wave of infection. A second wave would have devastating consequences for our NHS and for our economy. In my view, it is essential that we continue to be led by the scientific evidence, which dictates which restrictions can start to be lifted and when. We must all continue to play our part in helping prevent the spread of the COVID-19 virus by: • Maintaining social distancing - keeping at least 2 metres apart from people who are not from your own household helps to protect each other and reduces the spread of the virus; • Ensuring good hand hygiene - thoroughly washing your hands and wrists before eating and when returning home after leaving the house is particularly important to protect yourself from catching the virus; • And to protect others, it is important NOT to leave home if you or anyone in your household has Coronavirus symptoms Since the start of the COVID-19 pandemic, my office and I have continued to work hard on behalf of everyone in Central Suffolk and North Ipswich, helping people to access personal and business financial support, and also helping a great many people who were stranded overseas as a result of the COVID-19 pandemic to return home. I continue to ask probing Parliamentary questions of our Government about its response to the pandemic and continue to raise issues that matter to us here in Suffolk in Parliament and directly with Government ministers.
