Marcos heads to Washington for tri-summit

As the nation marked the Day of Valor, President Marcos on Tuesday said the Philippines "must not back down from challenges that seek to threaten its peace, honor, and very existence."

Marcos made the statement during the 82nd Commemoration of the Araw ng Kagitingan at the Mt. Samat Shrine in Pilar, Bataan, where he called on Filipinos to stand against oppression amid current challenges that threaten the country within its territory.

The Day of Valor commemorates the heroism and sacrifice of Filipinos who fought in the Battle of Bataan during World War II. Meanwhile, the President is set to fly to Washington today (Wednesday) to participate in the historic trilateral leaders' summit between the Philippines, Japan, and the United States.

A CONGRESSMAN from Manila is urging local governments to issue guidelines to address extreme heat in their areas, adding a warning system similar to that used for typhoons could help define specific steps they can take depending on the temperature. Muslims mark Eid’l Fitr with moon sighting

COTABATO CITY—The crescent moon was seen Tuesday evening, paving the way for the Eid'l Fitr holiday for Muslims, marking the end of the month-long Ramadan fasting.

Officials and residents watched as the Bangsamoro Darul Ifta commissioned yesterday evening its “Moon Sighting Activity for Eid'l Fitr 2024."

Mufti Shiekh Abdulrauf Guialani made the announcement at around 8 p.m. yesterday.

It can be recalled that the Bangsamoro Office of Dharul Ifta had its own moon sighting activity last month for the start of Ramadan. Following the activity launched from different strategic points in mainland Mindanao and the Sulu Archipelago, the mufti declared that the moon was not visible on March 10, and that March 12 was the official start of Ramadan here.

Solon cites OCTA poll giving PBBM 31% approval

A RANKING congressman has lauded a recent OCTA Research survey showing that 31 percent of the people support the administration of President Ferdinand Marcos Jr. while only four percent back the opposition.

Senior Deputy Speaker and Pampanga Rep. Aurelio Gonzales said the gains of the Marcos administration in prioritizing the welfare of Filipinos could be discerned in the support indicated in the OCTA Research survey, which also showed only 20 percent of Filipinos support the Duterte family and their allies.

DOH says response to rise in pertussis incidence underway

THE Department of Health (DOH) on Tuesday gave assurance that response to the pertussis outbreak in the country is underway.

At the same time, the DOH confirmed that all 54 recorded deaths from pertussis in the Philippines between January and March were children less than five years old.

The World Health Organization (WHO) Regional Office in the Western Pacific confirmed last April 5 that measles and pertussis are concerns of many countries, because the COVID-19 pandemic lockdowns hampered routine vaccination.

For its part, the Quezon City government procured some P13 million worth of vaccines and antibiotics for the treatment of pertussis, Mayor Joy Belmonte announced on Tuesday. She said the city government purchased more than 3,500 vials of 6-in-1 vaccine, 1,012 bottles of Azithromycin, and 1,000 bottles of Clarithromycin.

CLOAs for Ati members have no legal basis

THE Department of Agrarian Reform (DAR) has maintained its tough stance to cancel the certificates of land ownership award (CLOAs) of Ati members in a 1,282-square meter property in Boracay Island, Antique.

“We must uphold the law relative to the issue of Ati in Boracay,” DAR Secretary Conrado Estrella III said, adding the issuance of CLOAs to the 44 members of the Boracay Ati Tribal Association has no legal basis since the land they continue to occupy is not farmland.

“First, the Bureau of Soils and Water Management under the Department of Agriculture declared the landholding not suitable for agriculture which should be exempted from DAR coverage under Republic Act 6657, or the Comprehensive Agrarian Reform Program,” he emphasized. The second reason is that the period of issuing the notice of coverage of private lands had already expired last June 30, 2014, when DAR issued the CLOAs to the Ati in 2018.

“Third, they cannot invoke Executive Order 75 here because it is not even a government-owned land since there is a legitimate claimant. EO 75 is a Malacanang order directing all government agencies to identify government land that could be distributed to qualified beneficiaries,” the DAR chief noted.

SC sets up regional court manager office to implement reforms

THE Supreme Court (SC) will implement judicial reforms by creating the Office of the Regional Court Manager (ORCM) in every judicial region intended to unburden trial court judges of their administrative duties so they can devote more time to deciding cases filed before their courts.

Chief Justice Alexader Gesmundo has led the information drive on the creation of the ORCM during a caravan held in the City of San Fernando in La Union on April 5.

The SC explained that the ORCM will decentralize and improve the delivery of administrative services to about 2,720 first and second-level courts – from municipal to regional trial courts.

At present, the SC exercises administrative supervision over all lower courts through the Office of the Court Administrator (OCA) headed by Court Administrator Raul B. Villanueva. Under the current setup, the SC said “all court branches are reliant on their executive judges, and ultimately on the central office of the OCA for official action.” According to the tribunal, the modernization of OCA is under the five-year Strategic Plan for Judicial Innovations (SPJI) to improve the delivery of administrative services to trial courts.

THE Cultural Center of the Philippines scored big in the literary and arts scene with its Kanto Kultura: Baraptasan 2024 last April 6, featuring rap artists from across the country.

Winning the grand prize of P300,000 was the group ‘Bagong Koronadal Advocates’ comprising Jon Van Esmael T. Lapu, Angel Faith P. Leal, and Philip Jay P. Leaño of Koronadal City, South Cotabato. The trio performed an innovative blend of rap, beatboxing, dance, song, verse, and debate to explore the pros and cons of social media, one of the contest’s three topics. The third prize of P100,000 was awarded to two groups: ‘DMD’ with John Dave P. Rosimo, Marielle Lou C. Bernardo, and Reynaldo S. Bernardo of Makati City, and ‘Harayasista Group’ with John Earnest M. Evidor, Anynel L. Garino, and James Son E. De la Cruz of Labo, Camarines Norte. Each of the 10 competing groups had three members: one ‘lakandiwa’ or moderator, and two debaters or ‘mambabaraptas’ who each take either the pro or the con side. This format follows the traditional balagtasan (verbal joust) form.

CCP conceived the Baraptasan contest

as part of its Kanto Kultura initiative. This program seeks to interest young people in traditional art forms by combining them with fresh and trendy takes, said CCP Board of Trustees chairman Dr Jaime C. Laya in his opening remarks at the event at the Rizal Park Open-Air auditorium. The Baraptasan, he added, commemorates the 100th anniversary of the staging of the first balagtasan tilt in honor of 19th-century poet and litterateur Francisco Balagtas (also known as Baltazar).

As I explained in a previous column, the balagtasan “is a form of debate conducted in extemporaneous rhymed verse and thus presents reasoning and argumentation through speech.”

In his speech at the event, Almario traced the history of the first balagtasan across various sources.

He said it came about after a group of poets planned a different way of celebrating the ‘Araw ni Balagtas’ which was usually marked by poetry readings in Bulacan or Bataan, depending on the availability of funds.

They held it at the Instituto de Mujeres, a school in Tondo, Manila, on April 6, 1924. Why not on April 2, Balagtas’ birthday? The simple reason for this decision, Almario said, was because April 2 was a workday and the 6th was not, just as it was this year. He also recounted who the contestants were, the judges, and other information that brought to life the events of the first balagtasan.

Other performances at the Baraptasan were displays of regional forms of debatein-verse, including the ‘crissotan’ from Pampanga, balagtasan from Camarines Norte, and ‘bukanegan’ from Ilocos; dance performances from the Nocturnal Dance Company; and rap battle demos. The term ‘crissotan’ comes from the name Crisostomo Sotto, acknowledged the Father of Kapampangan literature.

The performance by the group Akkap, Inc. (Akademyang Kapampangan) with Romeo Rodriguez as lakandiwa, Francisco Guinto as ‘sukat ng negatibo,’ and Sergio Calayag as ‘sukat ng positibo’ showed the audience how to conduct the traditional balagtasan form.

We hope this historic Baraptasan is the first in a regular, perhaps annual, tournament showcasing the talents of young adults from all around the country not only in the arts but also in debate. Congratulations to the CCP and everyone involved on their successful staging of this event.

PNVF hosts World Beach Pro Tour Futures starting Thursday

WORLD-CLASS action returns at the world-class Nuvali Sand Courts with the staging of the sixth leg of the 2024 FIVB Volleyball World Beach Pro Tour Futures starting tomorrow (Thursday, April 11).

It was only last Sunday when the Philippine National Volleyball Federation (PNVF) capped a four-day Asian Volleyball Confederation Beach Tour Nuvali Open at the Nuvali courts by Ayala Land with Iran and Australia emerging as men’s and women’s champions, respectively.

On Thursday, the elite in beach volleyball would again converge in the City of Santa Rosa for the sixth of the 36 legs calendared by the FIVB and Volleyball World for the Futures event.

“We expect dozens of teams anew from all over the world to showcase the future global stars of beach volleyball,” said PNVF president Ramon “Tats” Suzara. “The Philippines and Nuvali are now a world beach volleyball destination, marking the country’s significant presence in the sport.”

Teams were expected to arrive starting Tuesday and until Wednesday in time for the preliminary inquiry for the event backed by Smart Communications, Santa Rosa City Mayor Arlene Arcillas, Philippine Sports Commission, Philippine Olympic Committee, Asics, Senoh, Mikasa, Foton Motor Philippines Inc. and Seda Nuvali.

The PNVF has lined up six major international tournaments this year— highlighted by the Volleyball Nations League Men’s Week 3 at the Mall of Asia Arena from June 18 to 23—ahead of the country’s solo hosting of the FIVB Volleyball Men’s World Championship 2024.

A JAPANESE bank expects the Bangko Sentral ng Pilipinas (BSP) to postpone its interest rate cuts later this year to support the value of the peso.

Ryota Abe, economist of global markets and treasury department at Asia Pacific Division of Sumitomo Mitsui Banking Corp. (SMBC) said while the BSP decided to maintain its policy rate at 6.50 percent Monday, the peso-dollar exchange rate continued to hover at 56.45 after the announcement.

“Looking forward, concerns for inflation have increased regarding BSP’s rate cuts,” Abe said.

“We had expected the Fed to cut its rate twice in 2024, but we have changed the view after the US jobs data released on April 5, which was stronger than expected. We now expect the Fed to reduce its rate only one time, and twice in 2025,” he said.

Abe said changes in the Fed’s rate cut forecast would have adverse impacts on the currency market. “Given the current changes, my view now is that BSP may postpone its timing to cut rates to the August meeting or in the later meetings. In this case, rates will be reduced by 75 to 50 basis points in total,” he said.

Cindy McCain called for strengthened partnerships in Asia and the Pacific to increase climate resilience and financing for smallholder communities vulnerable to food insecurity.

McCain spoke at the Asian Development Bank’s (ADB) Asia and the Pacific Food Security Forum in the Philippines.

Half of the world’s climate-related emergencies were recorded in Asia and the Pacific, where 72 million people are food-insecure. Climate crises in the region are fueling hunger, displacement and even conflict.

“We must increase efforts to empower farmers and rural communities across the Asia-Pacific region to

protect their food security and nutrition against the growing threat from climate change. In a region rich in ideas and resources, innovation and partnerships are essential to support climate-smart agriculture and sustainable livelihoods,” said McCain. “WFP is fully committed to working with the Asian Development Bank, national governments and local communities to invest in long-term solutions to hunger,” McCain said. WFP and ADB expanded their partnership since 2020, working together from Afghanistan to Lao and the Philippines—supporting communities to build climate resilience and improve nutrition. This collaboration will soon reach Bangladesh, Pakistan and Sri Lanka.

BMI sees gov’t budget deficit shrinking to 5.5% of GDP in 2024

BMI, a Fitch Solutions company, said the Philippines’ budget deficit would likely shrink to 5.5 percent of the gross domestic product (GDP) in 2024 from 6.2 percent in 2023.

“We forecast the Philippine budget deficit to narrow from 6.2 percent of GDP in 2023 to 5.5 percent in 2024. This narrowing would mark the third consecutive year the budget shortfall shrinks, a reflection of the current ad-

ministration’s push for fiscal consolidation,” BMI said. “Our 2024 forecast is higher than official projections of 5.1 percent due to a disparity in growth assumptions,” it said.

BMI predicted that the economy would expand by 6.2 percent in 2024, within the government’s target range of 6 percent to 7 percent.

The Fitch unit said revenue collection would likely overshoot target in 2024 as efforts to broaden the tax base gain traction.

Revenue collection reached P3.82 trillion in 2023, 5.2 percent above the original target set by officials and 6.5 percent higher than the 2022 figure.

“We think that this trend will continue over the coming years as policies targeted to broaden the tax base feed

through,” BMI said, adding that newly-appointed Finance Secretary Ralph Recto pledged to sustain these efforts.

“We think revenue collection will amount to around 16.3 percent of GDP by the end of 2028,” it said.

BMI also expects the government’s expenditure as a percentage of GDP to average 20.2 percent until the end of President Marcos’ term in 2028.

“The current administration has committed to keeping infrastructure spending between 5 percent to 6 percent of GDP to support a growth rate of 6.5-8 percent,” it said.

FIRST Gen Corp. of the Lopez Group said it is continuing with the development works of the 1,200-megawatt Santa Maria natural gas project in Batangas province to meet the growth in demand.

NGCP wants more power plants built to boost supply

National Grid Corp. of the Philippines (NGCP) proposed the construction of more power generation plants to optimize energy development in the country.

The NGCP issued the proposal following the completion of the P67.98-billion Cebu-Negros-Panay (CNP) 230-kiloVolt (kV) backbone transmission lines.

The NGCP held a simultaneous ceremonial energization and inauguration of the CNP in the provinces of Iloilo, Negros Occidental and Cebu on Monday. President Ferdinand Marcos Jr. led the event at NGCP’s Bacolod Substation in Negros Occidental, launching NGCP’s Barotac Viejo Substation in Iloilo and Magdugo Substation in Cebu, with key national and local government officials also in attendance.

THE Department of Agriculture (DA) identified a new set of young Filipino scholars as it continues to push upskilling programs to entice the youth to go into agriculture.

Agriculture Secretary Francisco Tiu Laurel Jr. said at the send-off ceremony for 23 scholars bound for the “Young Filipino Farm Leaders Training “ in Japan that the agency aims to introduce Filipino youth to new technologies and practices that they can bring home to help modernize Philippine agriculture.

“The Agricultural Training Institute’s Young Filipino Farm Leaders Training Program in Japan underscores the department’s continuing commitment to advance the skills of our young farmers and showcase their abilities, values and competencies in the international arena,” said Tiu Laurel.

A lingering concern on the future of Philippine agriculture is the advanced age of farmers who are 50 years and above, and the seeming reluctance of younger Filipinos to plant crops or go into fishing. Tiu Laurel reiterated President Ferdinand Marcos Jr.’s directive to modernize agriculture and encourage young Filipinos to engage in the sector, noting that agriculture provides about four in 10 jobs in the country and contributes less than one-fifth of the gross domestic product. Manila launches filmfest, adds short films to movie roster

THE Manila city government recently inaugurated the Manila Film Festival, embracing the theme “Manila in Me” as a celebration of local talent and creativity.

Manila Mayor Honey Lacuna said the festival’s role in showcasing the diverse talents of young filmmakers, highlighting Manila as a vibrant hub for nurturing artistic skills.

The festival, traditionally featuring full-length movies, has now shifted focus to include short films, aimed at refining the craft of emerging filmmakers by encouraging concise storytelling within a limited time frame.

2k families get new 4PH homes via low-cost housing in Calamba

2,000 families stand to benefit from a low-cost housing project in Barangay Real here as part of the Marcos administration’s Pambansang Pabahay Para sa Pilipino Program (4PH) program.

The four 12-story buildings will contain a total of 1,904 individual units, each costing between PHP1.5 and PHP1.8 million, Department of Human Settlements and Urban Development (DHSUD) Assistant Secretary Rosve Henson told reporters during the groundbreaking of Recidenza Rizal on Monday.

“This is a project that will answer the basic need for housing without having to put up equity as compared to other housing projects with an average cost of PHP4 million and above,” Henson said. He explained that Home Develop-

ment Mutual Fund (Pag-IBIG Fund) members can amortize the cost of their units over a period of 30 years, but even non-members can avail of a unit if they pay the equivalent of 24 months contribution to the government shelter agency.

Henson said the government can even shoulder part of the interest that will be incurred as part of amortization. According to Henson, the government will not spend any capital investment because the developer, RH Digos Designworks and Construction, will put up the necessary funds for the construction while the city government will assist in legal requirements and the processing of the housing beneficiaries.

“This is a new concept of city dwelling living in high-rise buildings,” he added.

He congratulated the beneficiaries on the beginning of a new chapter in their lives, emphasizing the importance of preserving and maintaining their new homes as the foundation of their aspirations and future.

“I would like to congratulate our beneficiaries in advance on the start of a new chapter in your life,” President Marcos added.

iSCENE 2024 set in Cauayan City with greater focus on smart cities

ILOILO CITY – The month-long campaign of various units under the Police Regional Office 6 confiscated around 6,709 grams of shabu and 42 grams of marijuana with a total estimated price of P45.62 million in March this year. PRO6 data showed for the whole month, the 194 police-initiated operations also apprehended 242 illegal drug personalities.

Lt. Col. Arnel M. Solis, officer-incharge of the Regional Public Information Office, said in a text message on Tuesday that the successful campaign was the result of the directive of PRO6 director Brig. Gen. Jack Wanky for all drug enforcement units in the region to sustain their efforts down to the local police stations.

The Regional Police Drug Enforcement Unit got the biggest drug haul of about 3,374 grams of shabu, followed by the Iloilo City Police Office with 1,369 grams, and the Iloilo Police Provincial Office with 651 grams. The rest of the illegal substances came from operations in Negros Occidental, Capiz, and Aklan.

The confiscated volume of drugs is slightly lower compared with February when operating units launched 198 operations and seized over P45.78 million worth of drugs comprising 6,732 grams of shabu and 28 grams of marijuana. A total of 282 drug suspects were arrested.

‘YOLO’ punches its way to Philippine cinemas

DON’T we all want to win, at least once?

This is the central question in the film YOLO, written and directed by Jia Ling, who became the highest-grossing female director in China in 2021 with her directorial debut Hi, Mom, which, like her latest project, she also wrote and starred in.

On Monday night, I saw the film at SM Aura’s Director’s Club as part of the sneak previews that happened on April 8 and 9. The regular cinema run starts on April 17.

A common conversation point among viewers is the scene where Jia Ling walks out of the locker room, looking determined, and sees her reflection in the mirror (her former self). The scene is both dramatic and powerful.

A comedic adaptation of the 2014 Japanese film 100 Yen Love, YOLO tells the story of Du Leying (Jia Ling), who has been staying at home unfulfilled for many years. After graduating from college and working for a while, Leying chooses to withdraw from society, isolating herself from social circles. She believes this is the best way to “reconcile” with herself.

Life, however, throws her curveballs. After finally deciding to work, Leying experiences heartbreak from boxing coach Hao Kun (played by Lei Jia Yin harassment at work, and is humiliated on a TV show for job seekers. These challenges ignite a fire within Leying. She channels her frustration into boxing, dedicating herself to intense training.

Super Radyo DZBB 594 registered a total audience share of 45 percent in March, marking a significant increase from its February performance of 30.7 percent. DZBB’s lead over closest competitors DWWW 774 and DZRH Nationwide 666 remains undisputed. For February and March, DWWW 774 had a total audience share of 14.4 and 21.8 percent, respectively. DZRH had 20 percent and 9.8 percent for the same period. ‘Cowboy Carter’ debuts at no. 1, first black female album to top country chart

BEYONCE’S blockbuster country album Cowboy Carter atop the Billboard 200 chart – the eighth number one album of her storied career. She also became the first Black woman to top Billboard’s Top Country Albums chart with the 27-track second act in her Renaissance Cowboy Carter, which dropped on March 29, debuted with 407,000 equivalent album units earned in the United States in the week ending April 4, according to Billboard and music industry data provider Luminate.

Cowboy Carter is a rowdy, wide-ranging homage to Beyonce’s southern heritage and features a constellation of music stars, from country legends Dolly Parton and Willie Nelson hitmakers Miley Cyrus and Post Malone Parton introduces the album’s take on “Jolene,” drawing parallels between her own original tale of a lover fearing betrayal with Beyonce’s personalized version, and appears with Nelson as radio hosts of a fictional broadcast.

The album, which has been lauded by critics, was already the “most-streamed album in a single day in 2024 so far” on Spotify. Nashville’s gatekeepers have long tried to promote a rigid view of country music that is overwhelmingly white and male.

But Beyonce shatters that notion, taking listeners through the country’s evolution from African American spirituals and fiddle tunes.

She dropped the album’s first two singles, “Texas Hold ‘Em” and “16 Carriages” during the Super Bowl in February and announced the full album’s release date.

Beyonce previously topped the Billboard charts with Dangerously in Love (2003), B’Day (2006), I Am... Sasha Fierce (2008), 4 (2011), Beyonce (2013), Lemonade (2016) and Renaissance (2022).

EVEN the most talented artists can experience stagnation. They reach a career plateau, having achieved a certain level of skill, and their work ceases to progress.

The key, then, isn’t just about talent or skill. It’s about the ability to continually learn and relearn.

Most people tend to be comfortable with where they are. That’s not necessarily a bad thing. But sometimes we need to break out of our comfort zone to polish our creative gems, and if we want to grow. As they say, growth can be uncomfortable. But you’ve got to do what you have to do to improve.

Then, there’s also complacency. When you finally find your rhythm, you just want to create, rather than learn. As the years pass by, and when you start climbing higher and higher in the career ladder, it gets harder and harder to grow.

Consistency can be a double-edged sword. On one hand, consistency can bring dependable results. But on the other hand, it might produce mediocrity and not be able to expand one’s horizons.

Introspection once in a while can get a person out of that plateau. Looking back at the work you’ve done so far and seeing them objectively. What could you have done better? I’m not saying to be vicious to yourself or overthink things. One needs a healthy dose of introspection every now and then.

Kristine Lim’s ‘Bridging Horizons’ continues to champion cultural exchange through art

IN OCTOBER of last year, Kristine Lim, a visionary artist, started an ambitious project called Bridging Horizons: Naval Culture Through Arts.

Nickie Wang where artwork was presented for the project. Kristine led the event as the Philippine Navy’s Goodwill Ambassador for Culture and Arts, and she was accompanied by Uno G. Lim PN (Res). During the ceremony, Kristine reiterated that their mission is multifaceted. Bridging Horizons is not driven by a single goal but rather a constellation of ambitions.

“The project is transcending the boundaries of traditional art. It aims to strengthen the nation’s civil defense and make a significant impact on the international stage,” emphasized Kristine, highlighting that Bridging Horizons is not merely an exhibition but a dynamic voyage fostering

international connections. Kristine and the Philippine Navy have been visiting government institutions, agencies, naval bases, and historical sites worldwide, presenting artworks created by Kristine as tokens of friendship to solidify relationships with other nations. Additionally, they visit embassies, paying courtesy calls to ambassadors and dignitaries. THE Bacolod City government has launched a film festival that will serve as a platform to showcase the creativity of filmmakers residing in the city, develop film appreciation, and further promote the local film industry.

Ang Committee Chairperson on History, Culture, and Arts of the Bacolod City Council, co-authored the ordinance with fellow Councilors Cindy T. Rojas and Celia Matea Flor The ordinance, which provides for the creation of the Bacolod Film

Festival Council (BFFC), outlines its functions and responsibilities, the role of the Festival Director, the festival theme, the selection process, the awards night, and source of funds.

The BFFC will select filmmakers who will receive subsidies to shoot short films to be shown during the film festival in September. An awards night will also be held as a culminating event.

Ang revealed that the city government will provide production grants worth P300,000 each to ten legal residents of Bacolod City who are filmmakers (producers, directors, or writers). She clarified that selected filmmakers do not need to shoot scenes entirely in the city.

“Bacolod is the very first one to avail of that by way of our film festival,” Ang shared.

The BFFC will be chaired by the city mayor, with the SP Committee on History, Culture and Arts chair as vice chairperson. Members include the chair of the SP Committee on Tourism, City Tourism Officer, City Legal Officer, City Budget Officer, Local Economic Development and Investment Promotion Officer, DepEd Superintendent, and representatives from SM Malls Cinema, and three from the local film industry.

The project aims to be a cultural showcase, training the spotlight on the beauty and significance of Philippine heritage on the world stage. It aspires to foster diplomacy through art, nurturing artistic and cultural interactions to strengthen diplomatic ties. Additionally, it supports military arts and civil-military operations, contributing to a well-rounded and effective Philippine Navy.

Furthermore, Bridging Horizons

envisions itself as a cultural exchange hub, establishing platforms where people from diverse backgrounds can connect through art, music, and shared ideas. Ultimately, the project seeks to

contribute to the modernization of the Philippine Navy, supporting its goal of becoming a leading-edge force by 2028.

The initiative’s potential to bolster international relations was emphasized by Vice Admiral Toribio D. Adaci, Jr., Flag Officer in Command of the Philippine Navy. He highlighted the longstanding relationship between the Philippines and Russia, expressing optimism that the project would further solidify these bonds.

Meanwhile, the journey of Bridging Horizons continues to garner support. On March 15, Lt. Gen. Charlton Sean Gaerlan, Deputy Chief of Staff of the Armed Forces of the Philippines, received celebrity reservist Major Jose Sixto “Dingdong” Dantes and Kristine (who is a Navy reservist) at the AFP General Headquarters.

The Philippine Navy and Kristine presented two artworks from Bridging Horizons, emphasizing the project’s role in promoting diplomacy and civil-military operations through cultural exchange, particularly by engaging the reserve force.

Lt. Gen. Gaerlan expressed his appreciation for the reservists’ dedication to empowering others and contributing to the AFP’s mission. He stressed the importance of unity for enduring peace and the unwavering support of the AFP for Bridging Horizons
