IFTEEN police officers who allegedly carried out “executions” in the case of the missing “sabungeros” have been placed under restricted duty, Justice Secretary Jesus Crispin Remulla on Friday said.
By Rio N. Araja
“There is already a restriction imposed on the 15 PNP personnel involved in the case,” he said in an interview with reporters.
T“They have to report to offices so they remain there. This is to prevent them from causing any further harm,” he added.
Asked to clarify the nature of the cops’ involvement in the case, Remulla said they were tasked to “carry out executions” of the disappeared “sabungeros.”

On Sunday, PNP Chief Police General Rommel Francisco Marbil said he ordered the reopening of the cold case after whistleblower Police Lt. Col. Santie Mendoza told the House Quad Committee that he helped carry out the killing at the behest of ex-PCSO general manager Royina Garma. Mendoza narrated before congressmen how Garma allegedly facilitated the PCSO official’s roadside assassination on July 30, 2020 by providing the necessary information about his schedule, details about his vehicle and the funding necessary to carry it out.
The whistleblower also implicated incumbent National Police Commissioner Edilberto Leonardo in the planning of the murder.
Barayuga was a retired police general and lawyer who supposedly threatened to expose corruption within the PCSO shortly before he was shot dead in Mandaluyong City.

Meanwhile, the camp of Gretchen Barretto denied “relevant knowledge” concerning the disappearance of the “sabungeros,” contrary to the claim of suspect-turned-whistleblower Julie “Dondon” Patidongan, who previously went by the alias “Totoy.”
In a statement, Barretto’s legal counsel Alma Mallonga said Patidongan’s claim stands on plain suspicion due to the actress’ connection with gaming tycoon Charlie “Atong” Ang. Mallonga said Patidongan has not witnessed anything to link the actress to the case.

The House of Representatives, which approved the Articles of Impeachment against Duterte before adjourning the 19th Congress, is now awaiting the formal organization of the 20th Congress.
Flores confirmed that one of the pending requirements is a certification that the 20th Congress intends to continue with the impeachment.
He acknowledged this procedural step, saying it is a condition set by the Senate before the trial may begin.
Flores noted that while the Senate is considered a continuing body, the House of Representatives is not. After this, the House is expected to elect its new leadership and constitute its members.

Speaking during a visit to a major fisheries hub in General Santos City, the President said the government is determined to strengthen infrastructures such as fish ports, cold storage facilities, and testing laboratories to support local fisherfolk and bolster seafood exports.
"We're here to understand the systems you're using for our fisheries," the Chief Executive told stakeholders.
"Our Agriculture Secretary, who comes from the industry, knows the immense potential of Philippine fisheries," he noted.
Marcos cited the ongoing construction of a cold storage facility in the area as a significant step forward, but emphasized the need to expand the entire cold chain system to ensure that seafood products maintain quality from the moment of catch to arrival in the market.
"We will do everything to support not just cold storage, but the entire cold chain so the quality of the catch is preserved for better sales," he said.

The lawyer said Barretto was one of about 20 investors of Ang’s Pitmasters e-sabong operations who were categorized as alpha members.
"Ms. Barretto regrets that she is being crucified without basis, and has become the subject of unsavory speculation based on rumor. Wishful thinking borne out of malicious desperation and speculation are not evidence,” she added.
Mallonga said Barretto also faced a similar extortion attempt from Patidongan.
“Ms. Barretto awaits the result of the investigation and will fully cooperate in the process. This is her priority. In the meantime, she beseeches the authorities to be fair and thorough, and for the public not to rush to judgment,” Mallonga said.
“In the end, Ms. Barretto trusts that an objective investigation will prove her lack of involvement in the case and the unfairness and falsity of the accusations against her,” she added.

Meanwhile, at the upper chamber, Senator Risa Hontiveros distanced herself from recent statements made by Senate Impeachment Court spokesperson Regie Tongol, emphasizing they do not reflect the position of the entire Senate.
"Based on his statements at a recent press conference, he represents only the position of the Presiding Officer. But he does not represent mine, as one of the Senator-Judges," she said yesterday.
"As a deliberative body, the strength of the Senate is in its collective judgement," Hontiveros added.
The senator also criticized what she described as a contradiction in the Presiding Officer’s position on the timing and authority of the Impeachment Court.
She said past claims that the Impeachment Court could not convene until the start of the 20th Congress were inconsistent with unilateral decisions now being made about its rules.
Agriculture Secretary Francisco Tiu Laurel Jr. also announced the establishment of a new laboratory in General Santos that will test for fish quality indicators such as histamine levels, as well as conduct specialized tests for shrimp products.
Marcos praised the initiative, highlighting the popularity of Philippine black tiger prawns in international markets.
"Shrimp from the Philippines, especially our black tiger prawns, are wellknown abroad," the President said.
"It’s encouraging that we are exporting products as far as the US," he added.
The President further stressed the importance of fish and seafood in the Filipino diet, noting that with over 7,000 islands, the country’s hope lies in strengthening its fisheries sector.
To reduce transport costs and maintain freshness, the President vowed to build additional fish ports, agricultural ports, and ice plants.
These facilities would particularly benefit small fish landing areas by providing access to ice for preserving catch during fishing expeditions.

The proposed law is titled “An Act enhancing the discount on the purchase of goods and services of senior citizens and persons with disabilities.”
"We are looking back to the 19th Congress where we saw how productive the 19th Congress was in issuing and passing laws,” House spokesperson lawyer Princess Abante said, adverting to the chamber’s previous performance as a precedent for swift legislative action.
“With the continued unity of its members, we will see the faster progress of bills especially for these kinds of legislations that answer the basic needs of Filipinos,” she added.
The bill is co-authored by Tingog party-list Reps. Andrew Julian Romualdez and Jude Acidre.
The proposed RICE Act, or House Bill (HB) 1, was the first bill filed at the start of the 20th Congress, reflecting its legislative priority status.
It seeks to reorganize and strengthen the National Food Authority (NFA) in order to reduce rice prices, empower Filipino farmers, and stabilize the country’s grain supply.
Under the bill, the NFA will be authorized to buy palay at competitive prices, manage buffer stocks and directly sell affordable rice to consumers during periods of price volatility.
Filed by Romualdez, the measure aligns with President Marcos’ food security agenda and complements other legislative priorities related to public health, education and regional development.
Abante emphasized that such alignment between the Executive and Legislative branches boosts the chances of swift passage.
"I don't think anyone is against having affordable rice for our people," said Abante.
She said there is broad political support for affordable food pro-

have accepted that our son is no more. We wish to see even just his bones.”
Remulla confirmed that Patidongan is now assisted by the Philippine National Police-Witness Protection Program. As this developed, Malacañang said Presidential Communications Office (PCO) Secretary Jay Ruiz had no prior knowledge that a key whistleblower in the “sabungeros” case would be present at a private birthday party he attended.
PCO Undersecretary Claire Castro issued the statement after an undated photo surfaced this week showing Ruiz and Senator Erwin Tulfo with “Alyas Brown,” a former employee of Ang who is also a key whistleblower in the case.
"According to him, it was the birthday of a social media content creator, and if he was invited, he accepted it,” Castro said in Filipino.
"But as for anyone who was there who was invited by the birthday celebrant, he is no longer in control of that," she added.
For her part, ICC assistant to counsel Kristina Conti said in Filipino that a recent survey showing that the majority favors rejoining the ICC shows that the, “People are thirsty for justice, and they believe that only an international court can deliver the justice that cannot be obtained in the Philippines.”
She was referring to OCTA’s Tugon ng Masa nationwide survey, conducted from April 20 to 24, that showed that 57% of Filipinos want the country to rejoin the ICC while 37% are opposed to the move, and 6% remain undecided.
grams, especially those that protect both ends of the supply chain – the rice farmers and the consuming public.
The bill is designed to benefit low-income households the most, amid persistent inflationary pressures on essential commodities.
Abante also stressed that the House will engage relevant government agencies in refining and strengthening the RICE bill as deliberations unfolded.
“We are looking forward to working with the rest of the members of the House of Representatives and the 20th Congress along with agencies, appropriate agencies to discuss the things that need to be discussed in order to strengthen and make this bill even better,” she noted.
She stressed that the RICE Act is among several key measures filed early by Romualdez, signaling the House’s legislative direction.
Romualdez explained that his measure on added benefits for seniors and the PWDs “aims to preserve the preferential treatment accorded to senior citizens and persons with disabilities by mandating the State to adopt an integrated approach on how to make essential programs and other social services available to them in an attainable and convenient manner.”
Romualdez is also the principal author of Republic Act (RA) 10754, or the Act Expanding the Benefits and Privileges of Persons with Disability (PWDs).
During the 16th Congress, RA 10754 was signed into law on March 23, 2016, by then-President Benigno Aquino III. It allowed millions of PWDs to be exempt from the 12-percent value-added tax (VAT) on select goods and services.
“This is in line with the State policy of promoting a just and dynamic social order that shall ensure the nation’s prosperity and free its people from poverty,” he and his co-authors, Reps. Andrew Julian K. Romualdez and Jude A. Acidre said.
speculation following the filing of two proposed bills on June 30, 2025: the Online Gambling Regulatory Bill and the Online Gambling Prohibition Bill, introduced in both the Senate and House of Representatives.
“The company notes the recent share price movement and attributes this to market speculation following the filing of the Online Gambling Regulatory bill and Online Gambling Prohibition bills filed at the Senate and House of Representatives since June 30, 2025,” the firm said in a statement.
“The bills are still in the early stages of the legislative process and have not been enacted into law,” it added.
The company, however, said it remains confident in its long-term growth potential despite the unusual stock price movement which it traced to market speculation over efforts to introduce stricter regulation, if not totally ban online gambling . Similarly, shares of Bloomberry Resorts Corp., which recently launched its own online gaming application, also saw declines.
From a recent high of P6.18 per share, Bloomberry’s shares closed at P4.70 on Thursday.
Earlier this week, the Catholic Bishops Conference of the Philippines (CBCP) expressed alarm that online gambling is being subtly legalized, making it more accessible to the public.
CBCP president Cardinal Pablo Virgilio David said with the advent of technology, individuals can now engage in gambling activities through their mobile phones, which are widely used by young people.
In his Facebook page, the Kalookan archbishop said that while Philippine Offshore Gaming Operations (POGOs) have been banned, “PIGOs” or “Philippine inland gaming operators” have taken their place.
In an interview on Friday, Bukidnon 2nd District Rep. Jonathan Keith Flores explained that the objective of the proposed Anti-Online Gambling Promotions in E-Wallets Act is not to totally ban online gambling, but simply to regulate the amount of money that can be used to take part in them.
“My primary target is the links between the e-wallets and the online games, because if you go, look at ewallets, there are buttons that will directly link you to the online games. So, it makes it easier to load and to play some more online games,” he said.
“Now, it’s not basically to ban online gaming, it’s to make it more difficult for the ordinary Filipino to participate,” Flores added.
For his part, Akbayan Rep. Chel Diokno supported efforts to legislate stricter regulation on online gambling, imposing firm age restrictions on egambling platforms and removing access to e-wallet services often used in placing online bets.
He expressed solidarity with Catholic bishops’ call to address the “gambling disorder,” which has infected the youth.
“In gambling, not chips or money, but dreams are at stake. With every cash-in on the E-gambling app, a family is destroyed and young people are robbed of their future,” Diokno said in Filipino.
“They say ‘you win some, you lose some’ — but only the big gambling corporations win from the dreams others lost,” he added.
Likewise, Akbayan Rep. Perci Cendaña also criticized the unchecked rise of E-Gambling billboards along EDSA, which normalizes gambling in public spaces.
“Is gambling now a basic necessity? The giant billboards along EDSA no longer advertise food or clothes, but E-gambling. So, it is not surprising that instead of buying essential goods, the salary goes to gambling,” he lamented.
At the upper chamber, Senator Juan Miguel “Migz” Zubiri has filed a more draconian bill, seeking an outright ban on online gambling in the Philippines, calling it a “silent epidemic” that is quietly harming Filipinos, especially minors and the most vulnerable.
In the bill aptly called the “AntiOnline Gambling Act of 2025" that Zubiri intends to file, he drew a parallel between the threat once posed by Philippine Offshore Gaming Operators (POGOs) and the growing danger of local online gambling platforms.
“We already shut the doors on POGOs for the damage they caused. But an even more dangerous problem has crept into our homes: online gambling that targets our own people,” he said. The proposed measure prohibits all forms of online gambling in the country, not just simple regulation.
Senator Win Gatchalian, however, proposes strict regulation instead of an outright ban, pushing for rehabilitation programs and higher cash-in requirements to discourage impulsive betting. Meanwhile, Senators Pia and Alan Peter Cayetano also support a nationwide ban, warning of links between online gambling and crimes like fraud, cybercrime, and human trafficking. With Rex Espiritu

UNITED States Ambassador to the Philippines MaryKay Carlson has expressed confidence that a bilateral trade agreement between her country and the Philippines is within reach.
Meanwhile, President Marcos said he had a “very good conversation” with Canadian Prime Minister Mark Carney on strengthening bilateral cooperation on trade, defense, and regional peace.
“If you don’t have trade disputes and negotiations, you don’t have trade. So in that sense, I know trade is an ever evolving issue and we will continue to work together as friends, partners, and allies, particularly in prosperity,” she said during an interview at the U.S. Embassy’s Fourth of July celebration
Her comments came days before the imminent expiration of a 90-day pause on new U.S. tariff rates, originally imposed under the administration of President Donald Trump.
The temporary relief, which covered many U.S. trading partners, is scheduled to end on July 9.
Trump recently confirmed that he has no plans to extend the pause, saying affected governments will be formally notified.
President Marcos’ phone call took place early Thursday evening, lasting about 20 minutes, according to the Presidential Communications Office.
In a social media post on Friday, the President said he and Carney explored ways to deepen bilateral relations and reaffirmed their commitment to mutual goals in the IndoPacific region.

BORACAY Is.—Members of the Ati tribal community here have urged the government through the National Commission on Indigenous Peoples (NCIP) to resolve the 2013 killing of 26-year-old Ati spokesman Dexter Condez.
Richelda Sinag, an Ati representative in the Malay Sanguniangbayan said the unsolved murder was discussed during the visit of NCIP Commissioner Alex Centena to the Boracay Ati community here last June 30.
“We want the government to reopen the case and investigate,” Sinag said.
Condez, who stood as the voice of the Ati tribes’ claims to a 2.1 hectare land here, was gunned down on February 22, 2013. A security guard who allegedly pulled the trigger was arrested on March 13, 2013 in Barangay Sta. Cruz, Laguna. However, the mastermind and motive of the killing were yet to be established. The ownership issue of land over the Ati land has also been unresolved since the 1980’s. The Atis claimed they were the original inhabitants of this resort island.
“We asked Commissioner Centena to revive the case,” Sinag said.
Last July 2, armed three security guards of the Winace Security Agency entered the Ati community at the Sitio Bantud, Barangay Manocmanoc, Boracay.

THE Department of Energy (DOE) on Friday confirmed a potential oil price rollback of more than P1 per liter next week, attributing it to a softening of world oil prices.
Rino Abad, director of the DOE’s Oil Industry Management Bureau, said that based on the first four trading days of the week, gasoline prices could see a reduction of over P1 per liter.
Diesel prices may drop by around P0.50 per liter, and kerosene by around P0.80 per liter.
Abad noted that this forecast is subject to adjustment after Friday’s trading results.
He cited several reasons for the decline in the world oil prices such as the sustained ceasefire
between Israel and Iran, which eased tensions on supply of oil from the Persian gulf.
He said the high expectation that the Organization of the Petroleum Exporting Countries will push through the release of 411,000 barrels of oil per day for July thus increasing supply on the market; pushed prices downwards.
Another factor is the possible reimposition of global tariff by the United States by July 10, he said.
The 90-day suspension made by US will expire on July 9.
Jetti Petroleum has also predicted a rollback, estimating diesel prices to go down by P0.20 to P0.40 per liter and gasoline by P0.80 to P1 per liter.

Rather than dwell on accountability at this stage, Salonga said the priority is resolving the ongoing water supply issues affecting numerous areas being served by Primewater.

“What matters is how we get water to the people. The rest can follow,” he stressed.
Salonga also said all possible solutions were discussed, and the agency expects to begin implementing remedial measures shortly to meet its mandate.
DUMAGUETE City — The Silliman University Faculty Association (SUFA), a legitimate labor organization recognized as the sole bargaining representative of the school’s academic personnel, on Thursday filed a notice of strike for alleged unfair labor practice.

The meeting required the presence and cooperation of both parties for early settlement of the preventive mediation case that SUFA filed on June 24.

AS PART of its initiative to combat the proliferation of fake persons with disabilities (PWDs) identification cards, the Department of Social Welfare and Development and its attached agency, the National Council on Disability Affairs, will start the roll out of the unified ID system in pilot local government units in October.
Assistant Secretary for Information and Communications Technology Johannes Paulus Acuña said the unified ID system for PWDs is now in the internal pilot testing stage.
“We are already doing some internal
technical pilots and then we are showing it to our partners at NCDA. We are doing internal testing development this July, August and September, so that we can prepare the actual roll out in the [pilot] LGUs starting October of this year,”
Acuña said.
The unified ID system for PWDs is an initiative of DSWD Secretary Rex Gatchalian that aligns with President Ferdinand Marcos Jr.’s agenda to promote more inclusive programs and policies for vulnerable sectors.
Some 200,000 persons with disabilities—which is roughly 10 percent of the estimated more than 2 million persons with disabilities nationwide—from 35 participating LGUs are expected to join in the pilot roll out.
The pilot areas include Parang, Maguindanao from the Bangsamoro Autonomous Region of Muslim Mindanao (BARMM); the cities of Dagu-
pan, San Carlos, Urdaneta, and Alaminos in Pangasinan; Solano, Nueva Vizcaya; almost all municipalities in Bulacan province; Cainta, San Mateo, Santa Rosa, Teresa, and Antipolo City in Rizal province; Carmona, Cavite; Pila, Laguna, Daet, Camarines Norte; Kalibo, Aklan; Candijay, Bohol; Malaybalay, Bukidnon; Koronadal City and Surallah in South Cotabato; and the cities of Pasay and Muntinlupa in the National Capital Region.
For the roll out, Acuña said the LGUs will be responsible for the application, verification, and approval of the unified PWDs card, while the centralized printing of the IDs will be handled by the NCDA.

NINE Chinese nationals were arrested for human trafficking and illegal operations of Philippine Offshore Gaming Operators (POGOs) and Internet Gaming Licensees (IGLs) in Cebu.
The Criminal Investigation and Detection Group identified the suspects only by their first names – Cai, Lei, Wei, Tawei, Shiao, Ye, Ying, Lu, Yin. They were arrested during a raid of an alleged POGO and scam hub at Silver Sea Subdivision in Alang-alang, Mandaue City on Wednesday.
All arrested Chinese nationals failed to present passports and valid documents supporting their stay or work in the country.
CIDG acting chief Brig. Gen. Romeo Macapaz said the operation stemmed from a distress call for assistance from a Filipina who was allegedly a trafficking victim. She was later rescued along with her Filipino co-workers.

THE Department of Health on Friday issued a warning against a serious and potentially fatal lung disease known as “Popcorn Lung,” which it said can be caused by chemicals found in some vape products.
Medically known as bronchiolitis obliterans, Popcorn Lung damages the small airways in the lungs, leading to inflammation, scarring, and permanent breathing difficulties.
The DOH said diacetyl, a harmful chemical used to flavor certain vape juices, has been identified as a leading cause of the illness.
“Don’t ever start using vapes. Don’t smoke. Don’t vape,” it said in a statement.
The agency emphasized that no form of vaping is safe, especially for young people who are increasingly drawn to flavored e-cigarettes marketed as less harmful alternatives.
To combat the growing use of vapes and tobacco products among minors, the DOH recently launched a health literacy campaign at Eusebio High School in Pasig City.
As part of the initiative, the department established the country’s first student-led anti-vape and antitobacco council, aiming to empower youth to spread awareness about the dangers of nicotine addiction.
The campaign seeks to debunk myths surrounding vape use and promote healthier, smoke-free environments in schools.
The DOH urged students to think twice before spending money on vape pods, encouraging them instead to save for more valuable investments such as gadgets or educational tools.

The cooperation will focus on public education and the promotion of sustainable transport options.
The agreement encompasses collaborative projects such as “Dalaw Turo” and Pasig River Educational Tours.
These initiatives aim to enhance communication, education, and public awareness about the Pasig River Ferry Service (PRFS) as a viable transportation option.
They also seek to raise awareness about the Pasig River Rehabilitation Program and
engage various stakeholders in support of its objectives.
MMDA chairman Don Artes, in a message conveyed by deputy chairman Undersecretary Frisco San Juan Jr., emphasized that the partnership with DENR-National Capital Region is timely and relevant.
“We appreciate the DENR-NCR’s involvement in this initiative, which strengthens our collective efforts to care for, beautify, and revive the river—an important symbol of our nation’s vibrant history,” said Artes.

IN A closed environment with people having diverse political beliefs, social mindsets, individual quirks, and manners of expressing their views, how does one protect one’s sanity and keep the peace while still remaining uncompromising about one’s position?
“Closed environment” could be defined several ways in this hyper-connected world. It could mean people living together, as in family members or relatives. Roommates or dormmates, ala Big Brother House. It could also be people working together as in a conventional workplace setting. It could be members of a social circle. Or those who for some reason or another have to be in constant communication with each other, wherever in the country or world they are located. The easy answer is to keep an open mind. Engage. Educate oneself and step out of one’s comfort zone. And always, always treat others with respect.
But this is not realistic, which makes the option of just shutting up and walking away seem attractive, even necessary. For this resolution to be successful, the other party (or other parties) holding another view must also resolve to keep an open mind, engage, educate oneself, step out of one’s comfort zone. Respect is the most important requirement.
Committing to keep an open mind, and even agreeing to disagree, takes a certain humility – an acknowledgment that nobody has the monopoly of good sense, and that we can all learn from others. That one could be wrong, and that one could still improve.
If this basic requirement is not present – for example, we begin on the premise that we are correct, that others are stupid, and that it is our mission to “enlighten” others or change their minds, then the engagement would be doomed from the beginning. Any interaction would be superficial instead of substantive.
Any attempts at genuine conversation would fail if one party immediately resorts to mansplaining, arrogance, binary oversimplification or generalization, ad hominem attacks, or ridicule. Hashtag venomous words punctuated by a resounding “hahahaha.” One could almost hear the mocking tone even in chat boxes or social media posts.
And when you call them out or assert your own views, you are immediately dismissed as sensitive, “too woke,” or simply not used to the way the world works. ***
I bring these up in anticipation of the looming divisive political exercise (also
spectacle) known as the impeachment trial of the Vice President, coinciding with the pendency of their petition for the interim release of her father, the former President, now in detention in The Hague and charged with committing crimes against humanity.
I struggle to understand the objection -- would not a trial be good for all parties, because if the impeached official is truly guilty, the evidence would show the paper trail and other testimonies, bared to the public regardless of the ultimate vote count which is an expectedly political exercise?
These days, walking away becomes an attractive — and realistic — resort
And if the accused is indeed just being politically persecuted, would not a trial also give her the opportunity to present incontrovertible proof of her innocence?
Would this also not be good for all?
Alas, the battle is turning out to be trial versus no trial, instead of guilty versus innocent which should be the real dilemma.
This is my take and I am sure many others have a different view. I do not intend to change their minds because I am quite sure their minds are made up – complete with a rabid, dripping-withvenom script that personally attacks those who do not agree with them.
Then again, beyond impeachment and beyond this set of political protagonists and antagonists (depending on who is talking), I also wonder: is the quality of our discourse truly stuck on this level, where the only resort to toxic conversation is shutting up and walking away?
And then I realize that the problem goes way deeper than these politically feuding families. Improving critical thinking skills is a long-term aspiration. The rewards are priceless, however: nobody can run circles around an informed and critical citizenry.
We must work toward that, even if we have to start it in our own small spheres. Only when many of us become truly able to engage others can we ponder a healthy, productive way to exchange ideas instead of talking down to each other, smug with our own superiority. adellechua@gmail.com
“BUYERS in good faith buy a property with the belief that the person from whom they receive the thing is the owner who can convey title to the property.
“Such buyers do not close their eyes to facts that should put a reasonable person on guard and still claim that they are acting in good faith.” (Spouses Manalese v. The Estate of the Late Spouses Narciso, et al., G.R. 254046, Nov. 25, 2024 citing Spouses Peralta v. Heirs of Bernardina Abalon)
“[A] buyer for value in good faith is one who buys [the] property of another, without notice that some other person has a right to, or interest in, such property and pays full and fair price for the same, at the time of such purchase, or before he has notice of the claim or interest of some other persons in the property.” (Op cit. citing Spouses Bautista v. Simply, “[h]e buys the property with the well-founded belief that the person from whom he receives the thing had title to the property and capacity to convey it.”
“To prove good faith, a buyer of registered and titled land need only [to] show that he relied on the face of the title... [and] need not prove that he made further inquiry [since] he is not obliged to explore beyond the four corners of the title.” (Op cit.)
However, “[s]uch degree of proof of good faith… is sufficient only when the following conditions concur: first, the seller is the registered owner of the

“The presence of anything which excites or arouses suspicion should then prompt the vendee to look beyond the certificate and investigate the title of the vendor appearing on the face of said certificate.

LANGUAGE specialists, educators, and philologists are among those vigilantly watching how the Supreme Court will rule on a petition for certiorari filed this week challenging the Constitutionality of Republic Act 12027.
Known as the Act of Discontinuing the Use of the Mother Tongue as Medium of Instruction from Kindergarten to Grade 3, RA 12027 amends the Enhanced Basic Education Act of 2013, which became effective on Oct. 12, 2024, without President Ferdinand Marcos Jr.’s signature after it lapsed into law a day earlier.
The Enhanced Basic Education Act of 2013 mandates that teaching assessment for Kindergarten up to Grade 3 students shall be taught in regional or native language and the curriculum must conform to the Mother TongueBased Multilingual Education.
Under RA 12027, “[t]he medium of instruction shall revert to Filipino and until otherwise provided by law, English,” while the regional languages will serve as a supplementary media of instruction for the students.
It provides optional execution in monolingual classes, or a group of learners who speak the same mother tongue and are enrolled in the same grade level of a school year.

Some scholars have argued the mother tongue plays a requisite role in shaping identity, facilitating communication, supporting education, and preserving cultural patrimony, making it indispensable for individual and collective security.
Using the learners’ mother tongue provides a strong foundation by developing cognitive skills and comprehension of the academic content from day one, they have noted.

GILIMANUK, Indonesia – Hundreds of Indonesian rescuers widened their search for dozens of missing people Friday after a ferry sank in rough seas on the way to the resort island of Bali, with six bodies recovered.
The ferry carrying at least 65 people, including passengers and crew, was making a five-kilometer crossing from eastern Java island to Bali when it tilted and sank in bad weather late Wednesday, witnesses and officials said.
As of Friday morning, 30 people were still missing after 29 were plucked from the water to safety.
Rescuers said one of the six found
dead was a three-year-old boy.
In 2018, more than 150 people drowned when a ferry sank in one of the world’s deepest lakes on Sumatra island.
Tearful survivors described their horror when the ship went down, including one man who lost his wife.
“I was joking around with my wife. And then... the ferry tilted. The accident was very fast,” Febriani, who like many
Indonesians has one name, told AFP late Thursday.
“I resigned my fate... and asked God to save my wife. It turned out... my wife died but I survived,” said the 27-year-old, welling up with tears.
“I jumped with my wife. I managed to get back up but my wife slipped away.”
Rescuers carried out searches by sea and air on Friday, expanding their efforts along the coastlines of eastern Java and Bali, national search and rescue agency operations official Ribut Eko Suyatno told reporters.
“The land search rescue unit... we ask to comb through the Ketapang beach from north to south. Also likewise for Gilimanuk,” he said.
But as of Friday afternoon, no further
victims had been found.
“From the communication that we received, it’s still zero (victims found) from the search,” Yudi, a captain of one of the deployed rescue vessels, told broadcaster Metro TV.
The ferry passage from Java’s Ketapang port to Gilimanuk port on Bali -one of the busiest crossings in the country -- takes around one hour and is often used by people traveling between the islands with a car.
Local rescue officials said the KMP Tunu Pratama Jaya vessel sank 25 minutes into its journey. At least 306 rescuers were deployed Friday for the search effort, the Javabased Surabaya search and rescue agency said. AFP
GAZA CITY – Israeli premier Benjamin
Netanyahu has vowed to bring home all the hostages still held by militants in warstricken Gaza, where the civil defense agency said 73 people were killed Thursday in his country’s ongoing offensive.
Netanyahu has come under strong pressure to get the hostages back after US President Donald Trump said Israel had agreed to a 60-day ceasefire with Palestinian militant group Hamas that could lead to their release.
“I feel a deep commitment, first and foremost, to ensure the return of all our abductees, all of them,” Netanyahu told inhabitants of the Nir Oz kibbutz, the community that saw the most hostages seized in the 2023 Hamas attacks that sparked the war.
“We will bring them all back,” he added, in filmed comments released by his office.
Hamas’s Oct. 7, 2023 attack that prompted the Israeli offensive resulted in the deaths of 1,219 people, mostly civilians, according to an AFP tally based on Israeli official figures.
Israel’s retaliatory military campaign has killed at least 57,130 people in Gaza, also mostly civilians, according to the Hamas-run territory’s health ministry. The United Nations considers its figures reliable.
Netanyahu is due to meet Trump in Washington DC next week, with the US president expected to push for a ceasefire.
“I want the people of Gaza to be safe more importantly,” Trump told reporters Thursday when asked if he still wanted the US to take over the Palestinian territory, as he announced in February. “They’ve gone through hell.” AFP
BELGRADE, Serbia – The European Union has strongly condemned “acts of hatred and violence” in Serbia and called for calm days after a massive protest ended in clashes between police and demonstrators.
Thousands of protesters have blocked roads in Belgrade and other Serbian cities nightly, decrying alleged police brutality and mass arrests following Saturday’s anti-government rally that drew 140,000 people.
After the demonstration, riot police used tear gas and batons to disperse crowds that hurled bottles and flares, with President Aleksandar Vucic prom-
ising to arrest demonstrators involved in the violence.
Late Wednesday, riot police forcibly cleared street blockades in several cities, detaining nearly 80 people in the capital.
“We strongly condemn all acts of hate and violence. The rights of peaceful demonstration, freedom of assembly and freedom of expression are to be upheld,” the EU delegation in Serbia posted on X.
The statement said, “police action must be proportionate and respect fundamental rights.”
Serbian police have denied allegations of excessive use of force as videos on social
media show clashes between police and students in front of university buildings. The EU called for “swift, transparent and credible” investigation of brutality allegations and a guarantee of “due process” for arrested protesters. But Serbia’s European Integration Minister Nemanja Starovic insisted that his country has “exemplified a gold standard in upholding political freedoms... by not only refraining from preventing illegal and unregistered traffic blockades but also having the police secure the participants of these unauthorised gatherings”. the north, east, west and south of the country, have been reopened and are ready to operate flights,” the official IRNA news agency reported. Domestic and international flights from all airports across the country -- except those in Isfahan and Tabriz -- will operate between 5:00 am and 6:00 pm, authorities said.
Flights from those cities will resume as soon as the necessary infrastructure is in place, according to IRNA. Iran closed its skies entirely last month after Israel launched a wave of air strikes, prompting Iranian retaliatory missile fire.
A ceasefire between the two foes came into effect on June 24.
The country had already reopened airspace in eastern Iran and expanded access for international overflights following the truce.
Meanwhile, a senior Iranian diplomat said Thursday his country remains open to diplomacy provided the United States offers guarantees it will not resort to military action against the Islamic republic. The remarks came as US news website Axios, citing two unidentified sources, reported that White House Middle East envoy Steve Witkoff was planning to meet Iran’s foreign minister and chief negotiator, Abbas Araghchi, in Oslo next week.
Neither Tehran nor Washington confirmed the Axios report which said a final date for the talks has yet to be set. AFP
US deploys 200 Marines to Florida
WASHINGTON, DC – Around 200 Marines were deployed to Florida on Thursday (Manila time) to provide administrative and logistical support for immigration enforcement raids happening in the southeastern state.
The deployment is the first round of several requested by the US Department of Homeland Security to help its Immigration and Customs Enforcement agency facilitate President Donald Trump’s migrant crackdown, a top priority of his second term. Defense Secretary Pete Hegseth approved the mobilization of up to 700 troops, with additional deployments planned for the southern US states of Louisiana and Texas, officials said.

Record cold grips Chile, Argentina, and Uruguay
SANTIAGO, Chile – A polar air mass has brought record low temperatures to Argentina, Chile and Uruguay, causing at least 15 deaths and forcing governments to restrict gas supplies and activate emergency shelters. The three South American countries have all recorded sharply below-zero temperatures as the polar air originated from Antarctica and swept across the region. In Argentina, at least nine homeless people have died from the cold this winter, according to NGO Proyecto 7.
The capital Buenos Aires recorded its lowest temperature since 1991 at -1.9 degrees Celcius on Wednesday, while the coastal city of Miramar saw snow for the first time in 34 years. Further south, the town of Maquinchao recorded -18C on Tuesday.
Electricity demand caused cuts across Buenos Aires, leaving thousands without power for over 24 hours in some areas. AFP

Julio Cesar Chavez
Jr. has been arrested by US immigration officers and faces deportation from the United States, the Department of Homeland Security said Thursday.
Chavez, a former world champion and the son of legendary Mexican fighter Julio Cesar Chavez, was detained by Immigration and Customs Enforcement (ICE) officers in Los Angeles on Wednesday after authorities determined that he was in the country illegally, Homeland Security said in a statement.
Homeland Security, which oversees ICE, said the 39-year-old fighter has “an active arrest warrant in Mexico for his involvement in organized crime and trafficking firearms, ammunition and explosives.”
The Mexican public prosecutor’s office said in a statement later Thursday that Mexico had issued an arrest warrant for Chavez in 2023 “for organized crime and arms trafficking.” US authorities informed Mexico that they have begun the procedure to send him home, it added.
Homeland Security said Chavez is believed to have ties to the Sinaloa cartel, one of six Mexican drug trafficking groups designated as terrorist organizations by the United States.
‘Outrageous’ Chavez’s arrest comes days after his lopsided loss to YouTuber-turned-

a
sell-out crowd at the Honda Center in Anaheim, California.
Michael A. Goldstein, a lawyer for Chavez, told the Los Angeles Times that Chavez “was detained outside of his residence by 25 or more ICE and other law enforcement agents.”
“They blocked off his street and took him into custody, leaving his family without any knowledge of his whereabouts,” Goldstein said.
“The current allegations are outrageous and appear to be designed as a
headline to terrorize the community.”
Homeland Security said Chavez had entered the United States legally in 2023 on a tourist visa that was valid until February 2024.
In April last year, he applied for permanent residency based on his marriage to a US citizen “who is connected to the Sinaloa cartel through a prior relationship with the nowdeceased son of the infamous cartel leader Joaquin ‘El Chapo’ Guzman.”
Homeland Security said that in addition to the active warrant in Mexico,

“This camp is my way of giving back to the community that shaped me. I wanted to create an event where young girls can learn the game, build their confidence, and experience the same joy I felt when I was starting out,” she said.
Among the campers was 12-year-old Regina from La Salle Antipolo, who said the camp is a motivating experience that pushed her to dream bigger. She said: “Coach Ella is an inspiration to me. Because of this camp, I am inspired to become better and to reach my dreams of becoming a national athlete for the Gilas team.”
Another participant named Clara shared that she learned a lot from Fajardo’s personal journey and that encouraged her to keep working hard. “I was moved by her story, and the lesson I learned from her is to never give up and keep pushing yourself to be better.”
Fajardo, who currently plays for the NCAA Division I team Iona Gaels in the U.S., is representing the Philippines at the 44th Jones Cup Women’s Tournament in Taipei this week. She’ll continue her campaign with the national team at the FIBA Women’s Asia Cup, kicking off on July 13 in China.
MILO, a staunch supporter of women in sports, reaffirmed its commitment to making sports programs more inclusive and impactful for female athletes.
“Ella embodies what MILO stands for. As someone who started her journey through the MILO grassroots program, she is a living testament to the impact of sports,” said Carlo Sampan, MILO Head of Sports. “We are happy to support Ella’s first-ever invitational camp and we hope to create more spaces where young girls feel empowered and seen. This is part of our long-standing commitment to making sports more inclusive and accessible, especially for female athletes who aspire to become champions not just in their sport, but in life.”
LOS ANGELES—Former NBA player Ben McLemore was found guilty of rape and sexual assault of a woman in 2021 while he was with the Portland Trail Blazers, authoriies said on Thursday. A Clackamas County Circuit Court jury convicted McLemore on Thursday of first-degree rape and first-degree unlawful sexual penetration and second-degree sexual abuse. Sentencing was scheduled for Wednesday, July 9.
“We recognize there are those who fear individuals with celebrity status or a position of prominence can avoid prosecution. Not in Clackamas County,” county district attorney John Wentworth said in a statement.
“This case demonstrates my office prosecutes criminal acts regardless of the offender’s community status.” According to a release from the suburban Portland county, the sexual assault by McLemore, 32, upon a woman who was 21 at the time took place on October 3, 2021, after a party at the home of Robert Covington, also a former Trail Blazer player.
The victim had been drinking heavily and was “hammered unconscious drunk,” prosecutor Scott Healy told jurors, adding it was the most alcohol the woman had ever had to drink and the most intoxicated she had been in her life.
Healy said the victim had vomited that evening and was seen having difficulty walking with slurred speech and struggles to lift her head before passing out on a living room couch early in the morning.
The victim regained partial consciousness when McLemore sexually penetrated her with his fingers before he began having sexual intercourse with her as she faded in and out of consciousness, Healy said. Later that day, the victim sought a special medical exam for sexual assault victims. AFP

LONDON—Jack Draper admitted he needs to overhaul his grass-court game after the British fourth seed suffered a shock Wimbledon exit as former finalist Marin Cilic rolled back the years to reach the third round.
Cilic, the Croatian world number 83, blasted 53 winners in a 6-4, 6-3, 1-6, 6-4 victory that stunned the partisan British fans on Court One on Thursday. Draper is the new figurehead of British tennis after taking on a role filled for a ge neration by the nowretired former Wimbledon winner Andy Murray.
But the 23-year-old has a poor record at his home Grand Slam. He is yet to make it past the second round in four appearances at the grasscourt tournament.
“It’s probably one of my toughest losses. Pretty frustrated and upset. It hurts badly,” Draper said.
“I’ve been disappointed with my game on grass this year. I felt great on clay and hard courts but as soon as I came on grass I felt a big difference.
“It highlighted a lot of weaknesses in my game, especially against a player as good as him on grass. I can take a lot of lessons from it.” Draper is the latest highly-ranked star to endure a surprise exit from Wimbledon this year, with German men’s third seed Alexander Zverev and four of the top five women’s seeds all eliminated.
Draper made his breakthrough last season with a run to the US Open semi-finals, yet he has failed to make the last eight at any of this year’s three Grand Slams.
“It makes me think that Andy Murray’s achievement of winning here twice is just unbelievable,” Draper said.
“Obviously you guys mention the pressure all the time but the main reason is I wasn’t good enough today.
“Even though I’ve had an amazing progression in the last 12 months, this shows the work I need to do. I thought I was further ahead than I am.” AFP

SACRAMENTO, CA—Filipino basketball sensation Kevin “KQ” Quiambao officially began pursuit of his NBA dream, arriving in Sacramento, California, on Thursday, July 3 (Manila time).
The 24-year-old forward, a former star for the La Salle Green Archers in the University Athletic Association of the Philippines, is set to participate in training camps with the aim of impressing scouts and securing a spot in the upcoming NBA Summer League,
and hopefully make it to the league.
Quiambao, a prominent player for the Goyang Sono Skygunners in the Korean Basketball League, confirmed his arrival via a social media post, sharing a photo with the caption, “Sactown babyyyy.”
His presence in Sacramento is particularly noteworthy as he is expected to connect with PBA legend and former Gilas Pilipinas star Jimmy Alapag, who currently serves as an assistant coach for the Sacramento Kings.
This connection could provide Quiambao with valuable mentorship as he navigates the highly competitive environment.
The NBA Summer League is scheduled to run from July 10 to 20.
In his inaugural KBL season, the two-time UAAP Most Valuable Player demonstrated his all-around capabilities, averaging 16.9 points, 6.3 rebounds, 3.9 assists, and 1.3 steals
across 23 contests for the Goyang Sono Skygunners, who finished eighth in the league with a 19-35 record.
Once done with the Summer League, the 6’7” Quiambao will be back to Goyang, where he has a three-year contract. He recently signed a fresh three-year extension with Goyang.
But Quiambao had limited time with Goyang due to a right ankle injury.
Quiambao is officially eligible to be signed by any NBA team right now.
According to NBA rules, international players aged 22 or above automatically qualify for the draft as unrestricted free agents.
No full-blooded Filipino has ever made it to the NBA.
Gilas Pilipinas’ 7’3” standout Kai Sotto, who entered the 2022 NBA Draft, was never selected. He made it to the NBA Summer League team of the Orlando Magic, but barely played.

“TRY to play basketball any chance you get—even when it’s raining.”
This is one of the things that former NBA player and three-time PBA Best Import Rondae Hollis-Jefferson (RHJ)
shared with children and teen basketball players who participated in the RHJ on Tour, a free basketball clinic organized by TNT Tropang 5G to train and inspire young athletes from different
communities in the Philippines.
RHJ on Tour is a weekend training series held in various locations nationwide, featuring RHJ alongside TNT Tropang 5G coaches and PBA legends Jayson Castro, Ranidel de Ocampo, Bong Ravena, and team manager Jojo Lastimosa. They are also joined by Coach Austin Huettl, Ralph Penuela, and member of Puerto Rico National Team Claudia Ledesma. And even while playing in the semi-finals of the PBA Philippine Cup, TNT’s “Tropang Bisdak” — RR Pogoy, Calvin Oftana, Glenn Khobuntin, Kevin Barkley Eboña, Brian Heruela, Poy Erram, and Rey Nambatac have also extended their appreciation and support by sending a video message to inspire athletes and fans in the Visayas to support the event. The program offers hands-on coaching, mentorship, and life lessons for aspiring players. At the heart of RHJ on Tour is Hollis-Jefferson’s belief that basketball is more than just a sport—it’s a tool for
growth. “Don’t be too hard on yourself,” he told participants. “It’s good to work hard, but don’t get discouraged. We’ve all been blessed by God to have this opportunity to be here. So don’t take it for granted. Seize every day, enjoy every day.”
RHJ also emphasized the importance of education and family, urging kids to stay curious and listen to those guiding them. “You’ve taken a lot of knowledge and understand that everyone around you is trying to help you. They want better for you. They want you to do better than them,” he said. “Respect, listen, love—that’s what we need to do for our parents.” Andre, a young baller from Manila, shared how proud he was to be part of this basketball clinic. “Nagiging confident po

June inflation rose to 1.4% on non-food costs

THE Philippines’ inflation rate
picked up to 1.4 percent in June 2025 from 1.3 percent in May on higher costs of electricity and education, the Philippine Statistics Authority (PSA) said Friday.
The June inflation brought the average inflation in the first half to manageable 1.8 percent, or within the government’s target range of 2 percent to 4 percent for the year. It also fell within the Bangko Sentral ng Pilipinas (BSP) forecast range of 1.1 percent to 1.9 percent for June.
The BSP said inflation is projected to remain below the lower end of the target in 2025, primarily due to the continued easing of rice prices.
Secretary Frederick Go, the Special Assistant to the President for Investment and Economic Affairs, said the development reflects the government’s continued efforts to keep costs stable, especially for the most vulnerable sectors.
“In fact, this June, we recorded a drop of 0.4 percent in prices for the bottom 30 percent of households,” said Go.
“Hence, we are prioritizing measures to sustain this low inflation environment. We have tools at our disposal to manage risks and cushion against external shocks,” said Go.
The PSA attributed the slight uptick in headline inflation was primarily driven by higher nonfood inflation (1.9 percent from 1.5 percent), with faster price increases observed in electricity (7.4 percent from 2.8 percent) and education (5.4 percent from 4.2 percent)
Supply constraints led to higher inflation for meat (9.1 percent from 7.9 percent) and fish (6.2 percent from 5.7 percent). Meanwhile, the operation of personal transport (-6.9 percent from -10.1 percent) registered slower deflation.
Rice recorded a steeper deflation of -14.3 percent in June 2025, even lower than the -12.8 percent deflation recorded in May 2025. Furthermore, inflation for the bottom 30 percent or among poorer households stood at -0.4 percent.

ABOITIZ-LED Thunder Consortium emerged as the higher bidder for the 796.64-megawatt Caliraya-Botocan-Kalayaan (CBK) hydroelectric power plants with an offer of P36.266 billion.
Power Sector Assets and Liabilities Management Corp. (PSALM) president Dennis de la Serna said the offer from the Aboitiz consortium, comprising Aboitiz Renewables Inc., Sumitomo Corp. and Electric Power Development Co. (J Power), met the government’s minimum reserve price.
The Aboitiz Group’s bid surpassed the P19.616 billion offered by the Lopezled First Gen Prime Energy Corp. and Korea Water Resources Corp. (FGKW Consortium) during the opening of
financial proposals on Friday.
“We hope to issue the official notice of award in mid-July,” de la Serna said.
PSALM said the Thunder Consortium will undergo a rigorous post-qualification process to verify the accuracy and authenticity of the eligibility documents submitted
He said the proceeds from the sale of the CBK plants would be used in accordance with the law and in coordination with the Department of
Finance and the Bureau of Treasury.
The privatization of the CBK power plants, considered one of the country’s remaining significant power assets, previously attracted interest from nine companies, but only two submitted offers.
The plants, located in the municipalities of Lumban, Majayjay and Kalayaan in Laguna province, are being privatized on an “as is, where is” basis.
The CBK hydro power plants are vital to the Luzon power system. They are contracted to CBK Power Company Ltd. under a 25-year build-rehabilitateoperate-transfer agreement that began in February 2001 and is set to expire in February 2026.
PSALM enlisted the Asian Development Bank as its transaction adviser for the monetization of the CBK hydro power plants.

(DOTr) has rolled out dedicated lanes at al MRT-3 and LRT-2 stations to ensure smoother travel for students.
The initiative aims to facilitate the seamless movement of students who are eligible for a 50-percent fare discount.
DOTr Secretary Vince Dizon said the government should ensure efficient movement of passengers at transport hubs by establishing effective platform management, especially for students who want to
avail fare discounts.
He said President Ferdinand Marcos Jr. instructed the agency to make the lives of commuters easier.
“We should also make it easier to verify student discounts so that there are no queues and the flow of student passengers is fast so that they are not late for their schools,” Dizon said.

Sun Life PH sets Guinness record for solar lamps
SUN Life Philippines secured the Guiness World Records title for the largest display of solar-powered lamps, after teaming up with Liter of Light and the National Museum of the Philippines.
The record-breaking installation, showcased at the National Museum of the Philippines, is part of Circle of Light, Sun Life’s flagship program marking its 130th anniversary in the Philippines. The display features nearly 3,000 handbuilt solar lamps arranged to symbolize unity, hope and community solidarity.
“This achievement is a shining example of what we can accomplish when purpose-driven organizations and passionate individuals come together,” said Benedict Sison, chief executive and country head of Sun Life Philippines.
“As we celebrate our 130th anniversary, we are proud to mark this milestone not just with a record, but with a message that light, in all its forms, has the power to transform lives,” he said.
Sun Life employees, advisors, volunteers and community members assembled the solar lamps during workshops led by Liter of Light, a non-profit organization focused on solar lighting solutions. The initiative also collaborated with Odangputik Art Space, a community of potters who hand-shaped each lamp.
The National Museum of the Philippines is hosting the display, which will remain open to the public from July 2 to July 9, 2025. 1.4% 1.3% 1.8%

TThe ban, imposed May 19, 2025, followed an outbreak of avian influenza in the South American nation.
DA Secretary Francisco Tiu Laurel announced the lifting of the ban in Memorandum Order No. 35. The order covers poultry meat, day-old chicks, eggs and semen.
Brazilian veterinary authorities confirmed to the World Organization for Animal Health (WOAH) that the outbreak has been resolved, with no new cases recorded since June 18, 2025.
The order takes effect immediately and will remain in force until further notice. Brazil, one of the world’s top poultry exporters, accounts for roughly one-third of global chicken trade.
Citing WOAH guidelines, Tiu Laurel said Brazil is now officially free of avian influenza. A risk assessment by the DA’s Bureau of Animal Industry (BAI) found the likelihood of contamination from Brazilian poultry products to be “negligible.”

THE World Bank cited the need to enhance internet connectivity in the Philippines, a key pillar of its Country Partnership Framework for 2026–31.
The initiative aims to boost private sector job growth by increasing access to digitally-enabled services, thereby improving productivity in businesses and farms, promoting financial inclusion, strengthening health systems, advancing education, and building resilient communities, it said.
Supported by the World Bank, the government is exploring further reforms and investments to accelerate internet expansion in rural areas and drive digital transformation across vital sectors. This includes integrating digital IDs into services, expanding digital payments, developing
interoperable data systems, and providing digital skills training.
The World Bank said it is actively backing the country’s digital transformation efforts, focusing on connectivity and establishing a national digital identity system. The Philippines Digital Infrastructure Project, approved in October 2024, will fund the national fiber optic backbone and connect rural schools and health facilities.
The Second Digital Transformation Development Policy Loan, approved in November 2024, seeks to lower market entry barriers and foster competition in the broadband sector. These measures are anticipated to narrow the digital divide by reducing internet costs and extending digital services and opportunities to more than 20 million Filipinos.

ALTERNERGY Tanay Wind Corp.
(ATWC) announced Friday the arrival of the first shipment of wind turbine generators (WTGs) for its 128-megawatt (MW) Tanay Wind Power Project in Rizal province.
The shipment, which includes 12 90-meter wind blades and other components, arrived via ocean barge at ATWC’s newly constructed jetty at Dinahican Port in Infanta, Quezon.
The turbines, supplied by Envision Energy, are described as the largest to be deployed in the Philippines, each with a capacity of 8 MW. Each turbine has a rotor diameter of 182 meters, roughly the length of a football field. Once installed, the towers will reach a height of nearly 200 meters, comparable to 60-story build-
ings like RCBC Plaza or Ayala Triangle Gardens North in Makati City.
“This achievement underscores our commitment to promoting a cleaner, greener future for the Philippines,” said Knud Hedeager, president of Alternergy Wind Holdings Corp.
“We are proud to contribute to the country’s energy transition and help secure long-term energy independence for the Philippines through renewables. We are excited to see this project take shape and make a real, lasting impact on the country’s energy landscape,” said Hedeager.
The initial shipment marks the beginning of a new chapter in the Philippines’ pursuit of sustainable energy. Another six to seven shipments are expected in the coming months to complete the project’s full capacity.
pleted on the Samal side and in the marine section. Work on the Davao side is nearing completion.
“Construction will continue in accordance with existing laws and regulations, unless enjoined by a Temporary Restraining Order (TRO), Temporary Environmental Protection Order (TEPO), or any similar directive issued by a court of competent jurisdiction,” the DPWH said.
“We emphasize that, prior to the commencement of construction, the SIDC Project secured all required government permits, including an environmental compliance certificate. The DPWH continues to comply with
the conditions set forth therein,” it said.
The agency said the current bridge alignment resulted from a 16-month feasibility study conducted by internationally-recognized consultants and extensive stakeholder consultations.
The DPWH reiterated its commitment to upholding environmental and legal standards while advancing inclusive and sustainable development, saying it remains “guided by our mandate to implement infrastructure projects that promote national progress while protecting the environment and the well-being of affected communities.”
THE Department of Energy (DOE)
said Friday a draft department circular (DC) on the integration of nuclear energy will not impose any mandatory contracting by distribution utilities.
The DOE said in a statement the ultimate decision to procure or contract a nuclear power project lies with distribution utilities, which would remain guided by existing government procurement rules and energy planning issuances.
“The draft DC simply lays the en-
abling framework for nuclear to be part of the long-term solution mix should a utility deem it technically and economically viable. The DOE welcomes the public discourse and encourages all stakeholders to participate in the ongoing consultations,” the statement said.
The DOE issued the statement after certain sectors expressed concern about the proposed exemption of the first nuclear power plant (NPP) from the competitive selec-
tion process, or bidding.
“Thus, DUs are mandated to ensure a ready market for available capacities from the first commercially developed NPP, which shall be exempt from the conduct of competitive selection process: provided, that DUs are compliant with the provisions of the EPIRA and this circular. Further, DUs that meet either or all of these qualifications can apply for prioritization,” the draft circular said.
The agency also allayed concerns that nuclear energy might displace renewable energy (RE). It said nuclear power is designed to complement and not compete with variable RE sources.
The DOE said that nuclear energy, as a clean, low-carbon baseload power option, provides the needed grid stability and support for the largescale integration of solar, wind, and other variable RE technologies.

Former Monetary Board member joins board of Rural Bank of Sta. Rosa
SALMON, a financial technology group, announced on Friday the appointment of Juan De Zuñiga Jr., a former Monetary Board Member of the Bangko Sentral ng Pilipinas (BSP), as an independent director on the board of the Rural Bank of Sta. Rosa (Laguna) Inc., a Salmon subsidiary.
De Zuñiga brings over four decades of legal, regulatory and governance experience in Philippine banking. As a former deputy governor and general counsel of the BSP, he played a pivotal role in shaping banking regulations, enforcing financial laws and promoting good governance.
Most recently, he served as the director representing the private sector of the Philippine Deposit Insurance Corp. (PDIC). His appointment is undergoing standard BSP confirmation.
Salmon said the appointment reflects its commitment to building governance and regulatory alignment as the company builds a financial platform in the Philippines and beyond, with support from the International Finance Corp. (World Bank Group) and ADQ/Lunate, the Abu Dhabi sovereign wealth fund.
“His deep understanding of the Philippine financial system and lifelong dedication to regulatory integrity are invaluable to us,” said Raffy Montemayor, co-founder of Salmon and chairman of the bank, in a statement.
The bank’s board of independent directors also includes retired Supreme Court Justice Andres Reyes Jr., Romulo Senior Partner Perry Pe and veteran banker Wilfredo Perry Morales.
Tonik appoints Singh as president of Tendo TONIK Financial, the Philippines’ first digital-only bank licensed by the Bangko Sentral ng Pilipinas (BSP), on Friday announced the appointment of fintech veteran Mike Singh as president of Templetech Inc. (Tendo), its SEC-licensed consumer lending subsidiary. Tendo provides salary-deducted credit to employees of leading employers in the Philippines. Singh succeeds founder Kacper Marcinkowski, who built Tendo into a breakout player in payroll lending and is stepping down to launch his next venture. Under Marcinkowski’s leadership, Tendo onboarded over 300 employers, including Concentrix, the Philippines’ largest private employer and extended instant, affordable credit access to over 150,000 employees. Tendo’s loan portfolio has been surging up to 200 percent year-on-year since 2022 “Tendo’s B2B2C payroll model is redefining mass -market credit in the Philippines. It’s a rare platform with deep employer integration and bankgraderails. I’m excited to build on Kacper’s strong foundation and take this to national scale,” said Singh.
Globe strengthens network in Sarangani GLOBE said it reinforced its network presence in Sarangani with more than 40 cell sites now serving the province—enhancing connectivity in key agricultural, coastal and upland areas. It said the broader network coverage supports the digital needs of residents, farmers, students and entrepreneurs across one of Mindanao’s most economically dynamic provinces. Sarangani is a vital contributor to Mindanao’s agri-aqua economy as it delivered 160,000 metric tons of corn in 2024, maintaining output despite less land—thanks to an 11.8-percent yield gain. Coupled with thriving aquaculture in Glan, this makes the province a dual-engine powerhouse in Mindanao’s agri-aqua economy.
“There’s real momentum in Sarangani, and we want to make sure our network keeps pace with the community,” said Al Siao, network technical lead at Globe.
“From remote barangays to tourist hotspots, we’re building a network that can support every facet of life in the province,” he said.
BSP employs AI for better insights THE Bangko Sentral ng Pilipinas (BSP) confirmed that it is using generative artificial intelligence (AI) to analyze complex and changing data. This will help them gain better insights for making monetary policy decisions, said Governor Eli Remolona Jr. Speaking at the BSP’s 32nd anniversary, Remolona cited how new technologies are crucial for fostering sustainable and inclusive growth. He said the BSP is using digitalization in various areas, showcasing its widespread use in finance.
Remolona said AI is a powerful tool, and discussions now revolve around how to use it effectively to promote progress without replacing
NEW YORK— Mark Zuckerberg and Metæa are spending billions to recruit top artificial intelligence talent, triggering debates about whether the aggressive hiring spree will pay off in the competitive generative AI race.
OpenAI CEO Sam Altman recently complained that Meta has offered $100 million bonuses to lure engineers away from his company, where they would join teams already earning substantial salaries.
Several OpenAI employees have accepted Meta’s offers, prompting executives at the ChatGPT maker to scramble to retain their best talent.
“I feel a visceral feeling right now, as if someone has broken into our home and stolen something,” Chief Research Officer Mark Chen wrote in a Saturday Slack memo obtained by Wired magazine.
Chen said the company was working “around the clock to talk to those with offers” and find ways to keep them at OpenAI.
Meta’s recruitment drive has also landed Scale AI founder and former CEO Alexandr Wang, a Silicon Valley rising star, who will lead a new group called Meta Superintelligence Labs, according to an internal memo, whose content was confirmed by the company.
Meta paid more than $14 billion for a 49 percent stake in Scale AI in mid-June, bringing Wang aboard as part of the acquisition. Scale AI specializes in labeling data to train AI models for businesses, governments, and research labs.
“As the pace of AI progress accelerates, developing superintelligence is coming into sight,” Zuckerberg wrote in the memo, which was first reported by Bloomberg.
“I believe this will be the beginning of a new era for humanity, and I am fully committed to doing what it takes for Meta to lead the way,” he added.
US media outlets report that Meta’s recruitment campaign has also targeted OpenAI co-founder Ilya Sutskever, Google rival Perplexity AI, and the buzzy AI video startup Runway. Seeking ways to expand his busi-
ness empire beyond Facebook and Instagram, Zuckerberg is personally leading the charge, driven by concerns that Meta is falling behind competitors in generative AI.
The latest version of Meta’s AI model, Llama, ranked below heavyweight rivals in code-writing performance on the LM Arena platform, where users evaluate AI technologies. Meta is integrating new recruits into a dedicated team focused on developing “superintelligence” -- AI that surpasses human cognitive abilities.
‘Mercenary’ approach Tech blogger Zvi Moshowitz
believes Zuckerberg had little choice but to act aggressively, though he expects mixed results from the talent grab.
“There are some extreme downsides to going pure mercenary... and being a company with products no one wants to work on,” Moshowitz told AFP.
“I don’t expect it to work, but I suppose Llama will suck less.”
While Meta’s stock price approaches record highs and the company’s valuation nears $2 trillion, some investors are growing concerned. AFP

AS someone who’s always appreciated the value Xiaomi brings to the wearable market, I was genuinely excited to get my hands on the new Smart Band 10. Having followed the series for a while, the incremental improvements are usually what make each generation compelling, and the Band 10 seems to deliver on that front, especially when it comes to aesthetics and a few key feature bumps.
Design & Display
The 1.72-inch AMOLED display of the Band 10 is noticeably larger than previous models, and the symmetrical ultra-thin bezels really give it a more premium, edgeto-edge feel. While the size is a plus, the 1500 nits peak brightness is a game-changer for outdoor visibility. I’ve often struggled with glare on smart bands under bright sunlight, but the Band 10 handles it with ease. The 60Hz refresh rate
also makes interactions feel incredibly smooth and fluid.
Xiaomi has also put a significant emphasis on style and personalization this time around. Plus, the array of colorful multi-material frames and accessory options, including a chic pearl-chain pendant, means you can truly match it to your outfit or mood (our unit is the Mystic Rose). This versatility is a huge win for fashion-conscious users.
Fitness & Health Tracking
For the fitness enthusiast in me, the 150+ sports modes are impressive, and the advanced swimming mode is a welcome addition. What really caught my eye, however, are the new metrics like VO2 max, training load, and recovery time. These are features typically found on more expensive sports watches, so having them on a Smart Band is fantastic for anyone looking to dive deeper into their performance data. The enhanced sleep management with personalized guidance also sounds
promising for improving overall wellbeing.
Battery Xiaomi bands have always been champions of battery life, and the Smart Band 10 continues this tradition with an advertised up to 21-day battery endurance. This is crucial for me, as I dislike constantly charging my devices. A full charge in about an hour is also very convenient.
Beyond fitness, the everyday smart features are solid. Enhanced tactile feedback for notifications is a small but impactful improvement, making alerts more noticeable. Compatibility with the Mi Fitness app, Bluetooth 5.4, and seamless integration with both Android and iOS devices mean it’s a smooth experience for most users.

my wrist adds a layer of convenience to my day. Verdict
While I haven’t had extensive long-term testing, my initial impressions of the Xiaomi Smart Band 10 are overwhelmingly positive. It takes the winning formula of its predecessors – affordability, robust fitness tracking, and long battery life – and significantly ups the ante in terms of design, display quality, and advanced health insights.

FOR 19-year-old Ahmad “Mad” Ramos the first-ever Ultimate Campus Cutie title was both a personal triumph and a moment of representation.
The University of Santo Tomas student and varsity volleyball player topped 19 other finalists in a nationwide search organized by Sparkle GMA Artist Center, with the grand finale held June 21 at Studio 6, GMA Annex.
Fighting back tears during his acceptance speech, Ramos thanked his family, mentors, and GMA executives for helping make his childhood dream come true. He also spoke candidly about what the win meant for his identity.
“I want to represent the Muslim community,” Ramos said onstage. “We can definitely keep up in this industry. Not many of us try to enter this space, so I stepped up to represent us. I hope I make you all proud.”
Throughout the month-long competition, the finalists underwent intensive workshops in acting, singing, and dancing under the mentorship of industry veterans.
While Ramos admitted he started out shy and hesitant to participate, he said he eventually realized the opportunity was too important to pass up.
“At first, I didn’t volunteer in the workshops,” he said. “But in the end, I realized this might be my chance. I had to step up and show my talent.”
Ramos will receive an exclusive management contract with Sparkle and will be developed as one of the network’s next leading men. He was described by judges and mentors as a “triple threat” for his strong presence, performance skills, and natural charm. He also expressed deep gratitude to his manager and family, including his grandmother, who attended the event in person.
“To all my colleagues—I wouldn’t have won without you. This win is also because of you,” he said. “I’m going to be loyal to the people who believed in me. I can’t wait to work, perform, and improve.”
Sparkle first vice president Joy Marcelo, who served on the judging panel, acknowledged how difficult the final decision was.
“It was really hard,” she said. “But I want to tell everyone—especially those who didn’t make it to the Top 10—you’re still part of the Sparkle family.”
GMA senior vice president Annette Gozon-Valdes also praised the group.
“Everyone who made it to this stage is already a winner,” she said. “My hope is that they continue to be role models—not only to their classmates and schoolmates, but to the youth in general.”
The finale featured performances from the Top 20 contenders, celebrity guests, and the awarding of special prizes.

Meet Lance Pimentel, an entrepreneur and stunt choreographer

ASCENDRA International’s leadership team opened up about their mission to professionalize and modernize the multi-level marketing (MLM) industry.
During its launch on June 30, Ascendra CEO Engr. Jurgen Daniel Gonzales and Chief Strategy Officer Joseph Lim discussed Ascendra’s approach to empowering “committed dreamers” through structured learning, real-world tools, and ethical business practices.
“People think you have to struggle to succeed in multi-level marketing (MLM). At Ascendra, we’re simplifying that path. We want people to grow with a partner, not feel like they’re climbing alone,” said Lim.
Asked about the significance behind the company’s name and branding, the founders explained that “Ascendra” stems from the phrase “ascend
Their family’s business ventures also include the distribution of Singapore’s Udders Ice Cream and popular local franchises like Wangfu, Kyukyu Ramen, and Rice in a Box. In the family business, Lance handles technology operations, overseeing systems integration and digital marketing efforts. A graduate of
Business Technology Management from Canada’s University of British Columbia, Lance acknowledges that his academic background doesn’t directly align with his work as a stunt choreographer. However, he finds that the structured thinking from his business education enhances both his entrepreneurial and creative pursuits.
His entry into stunts began early. Lance, the son of seasoned action director Lester Pimentel Ong, was already training in wushu at a young age and eventually joined the Philippine National Junior Wushu Team. He later trained in MMA, boxing, and Muay Thai, and began teaching wushu before moving into full-time stunt work.
Lance now designs action sequences under tight deadlines, often planning fight choreography overnight for next-day shoots. He described the fast-paced environment as both a creative challenge and a logistical constraint, especially compared to productions abroad.
“I appreciate when people recognize when we’re doing something different, and I know there’s something more that we could do. Right now we’re competing with teams that have a month to rehearse and a week to shoot,” he said. “Here, our three-hour shoot includes the rehearsal. There’s so much more we could do with just one more day.”
He singled out Incognito cast members Daniel Padilla, Anthony Jennings, Maris Racal, and Kaila Estrada for their commitment to training, particularly since some had no martial arts background. While he adapted his coaching to suit different actors—focusing on technique and grace for female leads—Lance also gained acting insights from colleagues such as Ian Veneracion and Malou de Guzman, who helped him prepare for his own scenes as Kenji Lee.
His work continues in the upcoming Netflix film The Delivery Rider, where he served as both action director and stunt choreographer and appears in a key fight scene. The film stars Baron Geisler and was produced by Studio 360.
Though Lance’s early roles were small—on ABS-CBN series like La Luna Sangre and Bagani—he sees action storytelling as his longterm path. His dream: to lead or direct a film that meets Hollywood standards, drawing inspiration from action stars like Donnie Yen and Jackie Chan Quietly ambitious, he continues to work toward a future that merges both sides of his career: choreography that tells stories and ventures that expand beyond the screen.
“I see myself doing this for a long time. As an artist, it gives me ultimate satisfaction. Action scenes and fight choreography—that’s my art, my creative expression. When the actors execute them well, and we move to editing, add the musical scoring… it’s like completing a painting, a finished artwork,” he concludes.
to a new era.” The orange-themed identity, they said, represents joy, warmth, and renewed hope in the business.
from students to seasoned professionals—can join.
“We don’t look at educational background. What matters is the willingness to grow,” Gonzales said, adding that trainings and orientation sessions are already being held nationwide.
When asked about Ascendra’s long-term goals, Lim shared that their five-year plan includes forming an ecosystem where distributors can evolve into business owners.
“They can register their teams as formal entities, become suppliers, or launch side ventures like travel services or fintech solutions. We want them to build lasting value,” Lim shared.
Gonzales acknowledged skepticism around MLM and said public education is key to breaking stigma.
“We’re not chasing people anymore. We’re building something solid enough that people will want to join on their own,” Gonzales continued.
At present, Ascendra reports having 3,000 pre-enrolled members during its soft launch. Its official grand launch is set for January 2026.
“It’s not just about selling. We’re giving them tools to sustain their business and life,” Lim explained. The leadership also stressed inclusivity, noting that anyone—
“Our goal is to shift the conversation. We’re not about hype. We’re about mastery, vitality, and protection—our MVP framework that covers education, health, and financial security,” Gonzales added. Through the MVP model, members gain access to learning programs, wellness products, and insurance benefits.
Throughout the session, the team emphasized that their model is tech-ready, with plans to use AI-driven analytics and digital tools to help members monitor and grow their businesses.
“We’re here to rise together. That’s what Ascendra stands for,” Lim stated.
