HAINAN, China—The southernmost provinces of Hainan and Guangdong have expressed their intention to establish strong relations with the Philippines to spur growth of their respective economies under China’s Silk Road Economic Belt and the 21st Century Maritime Silk Road. Dai Zhen, deputy director-general of the Foreign and Overseas Chinese Affairs of Hainan province, said the provincial government was keen on stimulating growth and development with the Philippines, particularly in the area of trade and commerce, finance, agriculture, tourism and maritime transportation. The island province of Hainan and Guangdong are China’s two southernmost provinces and face the West Philippine Sea and the disputed islands of the South China Sea. Dai told a delegation of Filipino journalists invited by the Chinese Embassy in Manila to a six-day trip to Guangdong and Hinana that the provincial government also wanted to promote cultural and educational exchanges to foster people-to-people relations between the two countries. Naval Forces Eastern Mindanao public affairs office chief Lt. Jetmark Marcos said the three ships are from the China People’s Liberation Army Navy Task Group 150. The vessels are the Chang Chun (DDG150), a guided missile destroyer; the Jin Zhou (FF-G532), a guided missile frigate; and the Chao Hu (890), a replenishment ship. The flotilla will be headed by Rear Adm. Shen Hao, deputy commander of the East Sea Fleet of the PLA Navy and concurrent Commander-in-Chief of the PLA Navy Task Group 150. Marcos made his statement even as Senator Panfilo Lacson on Friday urged President Rodrigo Duterte to raise the arbitral ruling on the South China Sea favoring the Philippines during the Association of Southeast Asian Nations summit here. He said studies showed that arbitrary rulings were normally defied if not ignored by the losing claimants of contested territories. SOUTHEAST Asian countries will express “grave concern” over North Korea’s nuclear weapons tests and ballistic missile launches, despite Pyongyang’s appeal for support, according to a draft statement due to be released Friday. In a rare move, North Korean Foreign Minister Ri Yong-Ho wrote to the Asean regional bloc’s secretary general appealing for backing in its row with the United States to prevent what it warned could be a “nuclear holocaust.” But Association of Southeast Asian Nations foreign ministers meeting in Manila on Friday were expected to criticize North Korea for its two atomic weapons tests last year and subsequent launch of ballistic missiles, according to a draft of their statement released by the Department of Foreign Affairs in Manila. “Asean expresses its grave concern over the escalation of tension in the Korean Peninsula,” said the draft statement, which is due to be released after the ministers end their meeting on Friday. “Asean is mindful that instability in the Korean Peninsula will have serious impact to the region and beyond.” The ministers will “strongly” urge North Korea “to fully comply” with UN Security Council resolutions and international laws, according to the draft. However, Asean will also urge “all parties concerned” to “cease all provocative actions and exercise self-restraint to de-escalate the tension and refrain from actions that may aggravate the situation.” Diplomats in Manila said the other parties apparently refer to the United States and regional powers China, Japan and South Korea—all key strategic players in the region. A DOZEN men and women were found stuffed inside a secret closetsized cell hidden behind a book shelf in a Tondo police station, triggering further alarm about abuse under President Rodrigo Duterte’s deadly war on drugs. Members of the Commission on Human Rights, accompanied by journalists, found the detainees in a surprise visit to the Raxabago station in the heart of Manila’s slum area on Thursday evening. Cries of “here we are, here we are” were heard from behind a wall, according to the rights workers and
journalists. The rights workers then found a hidden door behind a bookshelf, leading to the cell. Stunned detainees came stumbling out of the room, some begging for water while others, in tears, pleaded with the rights workers not to abandon them.
