Filipino boat fired upon by Chinese, probers told A GROUP of Filipino fishermen have accused China’s coast guard of shooting at their vessel in disputed South China Sea waters, Philippine authorities said Friday. Officials said they were investigating the reported attack on the Princess Johann boat, which the crew said occurred near a Chinese-occupied section of the Spratly archipelago on March 27. There were no casualties during

the incident, the authorities added. “[Princess Johann] was reportedly fired upon seven times by a Chinese speedboat with seven Chinese coast guards on board,” a Philippine Coast Guard statement said. The armed speedboat approached the Filipino vessel after it dropped anchor about 3.7 kilometers (two nautical miles) off the Chinese side of the Union Banks atoll, it said. Next page

AGASA ISLAND—Members of the Chinese coast guard challenged the military transport planes carrying Defense Secretary Delfin Lorenzana and Armed Forces of the Philippines chief-of-staff Gen. Eduardo Año to Pagasa Island Friday morning.

Pilots of the Airbus Military C-295 and Lockheed C-130 Hercules cargo aircraft received the challenge from Subi Reef, a Chinese-controlled atoll some 30 to 40 nautical miles away from Pagasa Island. “We replied that we are flying over Philippine territory,” Lorenzana said when asked for details regarding the Chinese challenge. The Defense chief added that the challenge is automatic and part of the protocol of any country claiming jurisdiction over a particular area, especially when ships and aircraft pass through it. Aside from the challenge, nothing untoward happened, Lorenzana said. Other ranking officials aboard the two military aircraft were Army commander Lt. Gen. Apr. 28 Asean holiday in MM; lockdown set THE Palace on Friday suspended all work in government and private offices in Metro Manila on April 28 when the Philippines hosts the 30th Association of Southeast Asian Nations Summit and Related Meetings. The summit will be held at the Philippine International Convention Center and the related meetings elsewhere. Memorandum Circular 18, signed by Executive Secretary Salvador Medialdea, also ordered the suspension of classes in private and public schools in Metro Manila. The Supreme Court suspended

work in several courts in Metro Manila because of the meetings. The Metro Manila Development Authority said it will implement a “Stop-and-Go” traffic plan in connection with the meetings. US to Rody: Stick to drug-war vows By John Paolo Bencito MALACAÑANG on Friday called on the United States not to jump to conclusions after the US State Department urged Manila to stick to its commitment to investigate the growing number of extrajudicial killings in the government’s war on drugs, the first such call since US President Donald Trump took office. “We share the concern of US Assistant Secretary of State for Southeast Asia Patrick Murphy, who has been quoted in the media saying that there are elements of the drug war that are operating outside the rule of law,” Presidential Spokesman Ernesto Abella said in a statement. “We expect fairness and not a rush to judgment. Right now the people appreciate the changes and the way these are carried out. We ask to be understood not just from a single perspective, but from the point of view of Filipinos who desire change,

stability and fairness,” he added. On Thursday, Patrick Murphy, the US deputy assistant secretary of state for Southeast Asia, said that the United States is alarmed by the growing number of extrajudicial killings committed under the drug war, adding that Washington shares Manila’s objective of eliminating the scourge of illicit drugs and wanted to help. “We, however, do have a very sustained and deep concern when elements of the drug war are operating outside the rule of law,” Murphy told reporters. “The growing number of extrajudicial killings is troubling.” In January, Rights advocates said they were concerned when US Secretary of State Rex Tillerson sidestepped questions about extrajudicial killings in the Philippines during his January confirmation hearing, raising the possibility that Trump might take a softer Next page

Top-rate actor accused of P38-m tax evasion By Rey E. Requejo THE Bureau of Internal Revenue on Friday asked the Justice Department to prosecute actor Richard Gutierrez and his movie production company for alleged tax evasion and for failing to pay P38.57 million in taxes. The BIR accuses Gutierrez and his company R Gutz Production Corp. of two counts of attempting to evade paying income tax and valueadded tax for the year 2012 and for failing to file IT Return and 2nd, 3rd and 4th Quarter VAT returns for the same taxable year.

“As a consequence of their acts and omissions, R Gutz and its president, Richard Gutierrez, were assessed an estimated aggregate deficiency tax liability for taxable year 2012 in the total amount of P38.57 million,” the BIR said. Gutierrez and his company declared P311,111 in sales in 2012, but their clients said they bought P39.9 million from the entertainment firm during the same period. The R Gutz is a domestic corporation registered with the Securities and Exchange Commission with its business address on Anapolis Street in San Juan City.
