The Popular Democratic Party (PDP) Senate delegation publicly released official data Tuesday concerning the renegotiation of the Genera contract by the administration of Gov. Jenniffer González Colón.
A petition made by the delegation and addressed to Josué Colón Ortiz, the executive director of the Public-Private Partnerships Authority, sought the state’s contract with Genera, as well as any amended agreements. Additionally, the PDP requested documents related to the renegotiation process, communications exchanged between the commonwealth government and the Puerto Rico Energy Bureau (PREB), and any letters or evidence indicating that the government had informed LUMA Energy about breaches of contractual clauses.
“The administration of Jenniffer González publicly claims that the renegotiation of this contract was initiated by her administration. That is false and demonstrates the governor’s duplicity,” the PDP senators said. “According to a confidential report prepared by FTI Consulting, it appears that Genera itself initiated the renegotiation because the original contract was not cost-effective for them. They found it more beneficial to have a fixed payment of $110 million, and the State Government acquiesced.”
In addition to the complaint, the PDP delegation called on González Colón administration to publicly release the FTI report, which was paid for with public funds. An ongoing motion filed by the Institute of Competitiveness and Economic Sustainability demands that the PREB order the publication of the report, but no decision has been made thus far.
Furthermore, the minority legislators noted, with the renegotiation of Genera’s contract, potential incentive payments
that the company could have received were eliminated in exchange for a fixed payment of $110 million for the duration of the contract. Alternate minority leader Marially González Huertas, a senator from the district of Ponce, noted, “This amendment removed the ‘Decommissioning Incentive,’ which would have compelled Genera to modernize the country’s energy system.”
“The government of Jenniffer González opted to grant $110 million to Genera instead of investing in the modernization of our generation infrastructure,” she said.
Sen. Josian Santiago Rivera highlighted another concern regarding the renegotiation of the Genera contract. By eliminating the incentive payments or bonuses, he said, the requirement for Genera to achieve fuel savings was also removed.
“What does this mean?” Santiago asked. “Under the original contract, if Genera achieved fuel savings, they would present a ‘Fuel Optimization Plan’ that could lead to compensation for those savings, directly benefiting consumers. Now, with the fixed payment of $110 million, Genera profits regardless of whether they save fuel.”
Sen. Ada Álvarez Conde raised a fourth point, questioning the source of funds for the fixed payment of $110 million.
“The governor has not publicly disclosed where this money will come from,” she said. “On March 27, she claimed it would not come from a rate increase. However, just six days earlier, on March 21, the State Government informed the Energy Bureau that $70 million (63.64%) of the $110 million for Genera’s fixed payment would come from future reconciliations of the ‘Fuel Charge Adjustment (FCA).’ This effectively means an adjustment to consumer bills that will begin to impact them as early as July of this year.”
The “FCA Clause” adjusts the fuel charge for consumers.
Former Senate President José Luis Dalmau Santiago noted that: “Fifth, the State Government has sent multiple letters to LUMA Energy regarding various issues, including non-compliance with federal contracting regulations, a lack of cooperation with audits, and obstruction of the Office of the Comptroller during their audits.”
“However, no formal accusations have been made against the company, despite the fact that on February 18, 2025, the Senate sent a letter to Josué Colón mentioning that the company had claimed to clear 16,000 miles of power lines but had only managed to clear 72 miles at a total cost of $12.”

Senate President Thomas Rivera Schatz called on members of the U.S. Senate and House of Representatives on Tuesday to urgently support the acceleration of critical vegetation management projects that are essential for the stability of Puerto Rico’s electrical grid.
The request was outlined in a letter sent to congressional offices, prompted by a widespread blackout last week that extended to every corner of the island. In the letter, Rivera Schatz highlighted preliminary information suggesting that contact between vegetation and high-voltage transmission lines was a major factor in the outage, revealing ongoing vulnerabilities. He stressed that frequent power outages have serious implications for public safety, the economy and citizen trust, and directly threaten national security interests. The letter specifically requests Congress’ assistance in facilitating greater coordination among key federal agencies -- including the Federal Emergency Management Agency (FEMA), the Department of Energy (DOE), and the Environmental Protection Agency (EPA) -- to eliminate bureaucratic delays and expedite
the implementation of the vital Vegetation Management Plan developed by LUMA Energy, FEMA and Puerto Rico’s Central Office for Recovery, Reconstruction, and Resilience.
“The stability of our energy infrastructure is critical not only
for the well-being of American citizens in Puerto Rico but also for national security in a key region under the ‘America First’ policy,” Rivera Schatz wrote. “We appreciate the attention provided by the federal government, including recent statements of support from the DOE Secretary and the EPA Administrator regarding Puerto Rico’s energy future. We now urge Congress to turn that commitment into concrete action by ensuring effective federal coordination to execute the approved plan before the next hurricane season.”
The urgent request from the Senate president aligns with efforts led by Gov. Jenniffer González Colón to stabilize and modernize the island’s energy system. It also seeks to build on recent comments and commitments from senior DOE and EPA officials regarding the energy challenges in Puerto Rico. Rivera Schatz emphasized the need for collaborative federal action.
“Addressing excessive vegetation growth, exacerbated by Hurricanes Irma and Maria, is a critical and actionable step,” he said. “We already have a plan developed with our federal partners; we need a concerted effort facilitated by Congress to overcome delays and protect our citizens.”

Veteran lawmaker José Aponte Hernández on Tuesday rejected the proposal by Resident Commissioner Pablo José Hernández Rivera to ask Congress to reinstate former Section 936 of the federal Internal Revenue Code, which provided tax incentives to U.S. subsidiaries in Puerto Rico.
Aponte asserted that when it was in effect, Section 936 generated wealth for only a few entrepreneurs and investors, and did not create a significant number of jobs. Supporters of the proposal, however, dispute the lawmaker’s remarks because, they say, the Section 936 repeal resulted in the shutdown of numerous pharmaceutical companies, dwindling government revenues and job losses.
“The resident commissioner, in his eagerness to take Puerto
Rico back to the 1960s and 1970s, is now seeking to have Congress amend the federal Internal Revenue Code to reimplement Section 936. This is a terrible idea with no future,” said Aponte, a former speaker of the island House of Representatives. “The reality is that the companies that benefited from the tax credit provisions under Section 936 did not create the necessary number of jobs to support proper economic development in Puerto Rico. Moreover, they did not provide equitable pay to their workers compared to those in the states; compensation was significantly lower compared to the profits generated through the tax incentives.”
“If we examine the available data, including official information from the General Accounting Office (GAO), we see that the companies taking advantage of Section 936 did not create jobs, did not improve wages, and did not promote
sustained economic development,” the New Progressive Party lawmaker stressed. “We do not need to revert to outdated models to shape our economic future, especially one that has already proven to be ineffective.”

The CESCO Digital application, if House Bill (HB) 536 is approved, could soon be used to file complaints about traffic accidents from anywhere in Puerto Rico, the bill’s author says.
The digital modality, the use of which the bill proposes, would be innovative as it would save time for people who are involved in road collisions.
The CESCO Digital tool has already proven to be effective in the modernization of other transit-related services in Puerto Rico.
“Services such as the renewal of licenses, payment of fines and request for duplicates, among others, are already
available through the platform,” said District 13 (Manatí, Florida, Barceloneta and Arecibo) Rep. Jerry Nieves Rosario, who authored HB 536. “In addition, the use of the digital tool can contribute to extensively freeing up the operational burden of law enforcement agents, who currently have to attend to hundreds of complaints, throughout Puerto Rico, and reduce the waiting time of citizens who are involved in a traffic accident.”
“The procedure for filing complaints, related to traffic accidents, still requires face-to-face procedures and, in many circumstances, can represent an additional burden for citizens who face difficult situations and require an agile response from the state,” emphasized the chairman of the Northern Region Committee in the island House of Repre-
sentatives, adding that is a matter of urgency “to expand the use of CESCO Digital to allow the digital filing of complaints, traffic accidents, always protecting due legal procedures and personal information.”

The Puerto Rico Solar and Storage Association on Tuesday called for the protection of $1 billion from the federal Department of Energy to install solar battery systems in low-income homes, health clinics, and multi-family housing, said Javier Rúa Jovet, the association’s director of public policy.
“The deadline set by the Department of Energy to finalize these grants is April 29, and there is no indication that it will be met,” Rúa Jovet said in a written statement. “The need is urgent.”
The United States Congress allocated the funds to the Department of Energy to benefit more than 30,000 vulnerable homes, 250 clinics, and 100 multi-family housing projects across the island.
Starting Jan. 1, new solar systems in Puerto Rico must include smart inverters, according to an Energy Bureau directive. The devices, in addition to preventing blackouts, regulate the voltage in the electrical grid, Rúa Jovet noted.
The Association warned that if the grant is not finalized before the start of hurricane season on June 1, Puerto Rico could lose critical funds, especially for rural areas and historically vulnerable regions such as the central mountains, the south, and the west.

Gov. Jenniffer González Colón extended the period of mourning declared for the death of Pope Francis until the day of his burial, in accordance with the proclamation issued by President Donald Trump, which stipulates that, as a sign of mourning, the flag of the United States will fly at half-mast until that day.
“As a mark of respect for the memory of His Holiness Pope Francis, by the authority vested in me by the Constitution and the laws of the United States of America as President of the United States, I order that the flag of the United States be flown at half-staff in the White House and on all public buildings and grounds, at all military posts and naval stations, and on all warships of the Federal Government in the District of Columbia and throughout the United States, its territories and possessions, until sunset on the day of burial,” read the proclamation issued by the president. “I also order that the flag be flown at half-staff during the same period at all U.S. embassies, legations, consular offices, and other facilities abroad, including all military installations, ships, and naval stations.”
For this reason, González Colón ordered flags to be placed at half-mast in all government offices during the days of mourning that began Monday and culminate this Saturday, April 26, the date that the Vatican announced as the day of the pontiff’s burial.

The American Civil Liberties Union of Puerto Rico (ACLU-PR) issued a statement Tuesday strongly condemning House Bill (HB) 139, introduced by Reps. Ángel Morey Noble and Swanny Vargas Laureano, which seeks to empower municipal police forces on the island to execute orders from the Department of Homeland Security (DHS) and Immigration and Customs Enforcement (ICE).
During public hearings held on March 5, the island House of Representatives apparently only notified and invited police forces and mayors, excluding the migrant community, human rights defenders and experts, and civil society itself, the ACLU-PR noted in the statement.
“[HB] 139 mocks the commitments of mayors, legislators and the executive branch to protect our migrant population,”
ACLU-PR Executive Director Annette Martínez Orabona said.
“Authorizing police -- particularly municipal police -- to sign agreements with federal law enforcement agencies to assume tasks delegated to them is, in reality, a direct step toward turning local forces into instruments of immigration enforcement.”

American Catholics mourned the loss of Pope Francis on Monday, with many remembering a pontiff who they said had made the Roman Catholic Church more welcoming and compassionate by his words and his demeanor, though some wished he had done even more to change the institution.
On the day after Easter, many made their way to early services to grieve the loss of a spiritual leader whose health they had closely followed, praying for his recovery during and after a lengthy hospitalization. They had rejoiced in seeing him on television greeting the faithful at St. Peter’s Square on Easter Sunday, only to wake up and find that he was gone.
Losing him Monday was heartbreaking, said Chris Nealon, who stopped to pray at St. Patrick’s Cathedral in New York at the end of his shift on a security job. “We are all made in God’s image, and he reinforced that,” said Nealon, a Navy veteran and a former police officer.
He praised Francis’ calls to end anti-gay sentiments and his push to promote world peace.
John Martinez wept as he sat in solace in one of the wooden pews at St. Patrick’s. He does not agree with all of the church’s teachings, he said, but Francis was “one for the people.”
The timing, for Martinez and many other Catholics, felt jarring. “We’re all so happy to rejoice in the rising of the Lord, and then for this to happen the very next day is just so alarming,” he said.
Isabella Colon, 25, stopped at Holy Name Cathedral in Chicago on her way to work Monday morning. “He did a lot for people around the world,” she said, mentioning his advocacy for children in the Gaza Strip, “and a lot of people look up to him.”
Francis promoted interfaith relations, and his popularity in the United States extended beyond Catholics, to people including liberal Protestants who saw him as a moral guide.
“I like the man very much,” Olga Helmprecht said as she walked slowly out of St. Patrick’s, sniffling and wiping her eyes and nose with a tissue. Helmprecht, a practicing Protestant, said she had taken two buses and a train from Long Island so that she could pay her respects to the pontiff.

Sarah Barber, an entertainer in Oceanside, California, was raised Catholic but decided not to be confirmed as a teenager because she disagreed with some of the church’s teachings. Now 44, Barber is married to a woman, and she said that love and compassion were at the center of her belief system.
Although she stopped identifying as a Catholic, she had a soft spot for Francis.
“When Pope Francis said things about embracing the LGBT community, and allowing them to be parents, and allowing them to have sacred unions — those kinds of things are huge,” she said. “That influences over a billion people.”
Several Catholic Americans said they hoped the next pontiff would follow Francis’ lead.
“He was so honest, and not so old-fashioned,” she said. “He tried to understand.”
Damon Silvers, 60, from Baltimore, said outside St. Patrick’s that he had met Francis twice — once in 2016 and again in 2024. Though he is not Catholic himself, Silver, a trade union member, admired the pope’s support for working people.
“The man exuded warmth, love, grace and mercy,” he said. “To be in his presence was a profound blessing.”
The end of Francis’ life and papacy also resonated deeply with immigrants who were grateful for his defense of them, including statements in his final address. In written remarks read Sunday by a Vatican aide, the pope urged Catholics to “revive our trust in others, including those who are different than ourselves, or who come from distant lands.”
Ana Padilla, who emigrated to the United States from Peru more than 30 years ago, stopped in front of a statue of Mary holding Jesus at St. Patrick’s on Monday morning. She shut her eyes to pray.
The mere fact that Francis, an Argentine who was the first Latin American pope, spoke Spanish meant a lot to her, she said. But what she most appreciated were his messages about putting family first and his advocacy for kindness to migrants.
“Everything he did was different,” she said, noting that Francis had preferred to reside in a Vatican guesthouse. “He didn’t stay in the same house all of the other popes lived in. He wanted to live in humility.”

Defense Secretary Pete Hegseth arrived at the Pentagon in January with almost no government experience and huge ambitions to remake the way the military was being run.
In just three months in office, Hegseth, a former Fox News host, has instead produced a run of chaos that is unmatched in the recent history of the Defense Department.
Hegseth’s inner circle of close advisers — military veterans who, like him, had little experience running large, complex organizations — is in a shambles. Three members of the team he brought with him into the Pentagon were accused last week of leaking unauthorized information and escorted from the building.
A fourth recently departed member of Hegseth’s team, John Ullyot, who had been his top spokesperson, accused Hegseth of disloyalty and incompetence in an opinion essay in Politico on Sunday. “The building is in disarray under Hegseth’s leadership,” Ullyot wrote.
The discord, according to current and former defense officials, includes: screaming matches in his inner office among aides; a growing distrust of the thousands of military and civilian personnel who staff the building; and bureaucratic logjams that have slowed down progress on some of President Donald Trump’s key priorities, such as an “Iron Dome for America” missile-defense shield. The officials spoke on the condition of anonymity to discuss internal business.
Adding to the dysfunction, Elon Musk’s Department of Government Efficiency has set a loose target of slashing as many as 200,000 jobs from the Pentagon’s civilian workforce of 750,000, a level of cuts Hegseth has warned would cripple some critical functions within the department, three current and former defense officials said.

Meanwhile, recent media reports that Hegseth disclosed sensitive military information about upcoming strikes in Yemen in two private Signal group chats have led some in Congress to call for him to resign.
Sean Parnell, the Pentagon’s chief spokesperson, blamed reports of dysfunction in Hegseth’s office on “disgruntled former DoD employees with an axe to grind.”
The missteps so far haven’t seemed to shake Trump’s support for Hegseth, whom the Senate narrowly confirmed amid concerns about his lack of experience and his drinking.
“This is what happens when the entire Pentagon is working against you and working against the monumental change you are trying to implement,” Karoline Leavitt, the White House press secretary, told Fox News.
Trump on Monday praised Hegseth’s work. “He’s doing a great job — ask the Houthis how he’s doing,” the president said, referring to the rebel group in Yemen that the United States has been targeting in military strikes.
Hegseth similarly defended his brief tenure. Speaking to reporters at the White House Easter Egg Roll on Monday, he accused the news media of using “disgruntled former employees” to smear him and vowed to keep working to put the Pentagon “back into the hands of war fighters.”
The battles that have roiled Hegseth’s inner office, though, have focused more on often petty bureaucratic disputes than policy issues, said current and former defense officials. Staff members have complained that meetings overseen by Hegseth’s hand-picked chief of staff, Joe Kasper, meander or take pointlessly bawdy turns.
One meeting Kasper led this month, with a group that works with veterans that was offering its services to the Pentagon, devolved into a recounting of an evening Kasper and a representative of the group spent at a Washington strip club, said a person who took part in the session.
Other officials said that Hegseth and Kasper had been unable to establish a process to ensure that basic, but essential, matters move swiftly through Hegseth’s office. In late January, Trump issued an executive order calling for the fielding and deployment of a missile shield to protect the United States from attacks by adversaries such as North Korea and Iran. At the White House’s urging, Pentagon officials scrambled over the course of a few days to put together a “package” directing the Pentagon’s vast bureaucracy to begin moving forward on the complex project.
The document sat unsigned in the defense secretary’s office for nearly three weeks while White House officials called almost daily to check on its status, current and former defense officials said.
Another big challenge for Hegseth will be learning how to run the Defense Department, the federal government’s largest bureaucracy, while also defending its civilian workforce from potentially paralyzing cuts.
Trump has vowed to ramp military spending up to $1 trillion, a significant rise from the current $850 billion budget. Despite the promised increase in spending from the president, Musk has not relented from his vow to find tens of billions of dollars in savings in the Defense Department.
Publicly, Hegseth has welcomed Musk and his team to the Pentagon and even promoted some of the savings that they have said they have found.
In private, he and Musk’s team have sparred over cuts to civilians who work in military hospitals, shipyards, munitions factories and schools. A senior official representing Musk’s effort in the Pentagon was recently replaced because Musk believed he wasn’t willing to make deep enough cuts, defense officials said. This month, Musk and Hegseth met at the White House to try to hash out their differences, according to current and former defense officials.
It wasn’t clear whether the two had come to an agreement.
On Capitol Hill, cracks in GOP support for Hegseth are appearing.
The defense secretary is under an inspector general review over the disclosure by The Atlantic of a Signal chat in which Hegseth revealed the flight sequencing for the Yemen strikes.
Roger Wicker, R-Miss., who chairs the Senate Armed Services Committee, and the committee’s senior Democrat, Jack Reed of Rhode Island, requested the review.
Hegseth has focused much of his energy on restoring a “warrior ethos” to the department, which he said had been taken over by “woke,” diversity-obsessed ideologues. He has dispatched thousands of troops as part of an effort to stem the flow of migrants at the southern border and vowed to better equip the U.S. military to counter a rising China.
News of the second Signal chat, in which Hegseth shared the same information about the Yemen strikes with his wife and Pentagon officials, prompted Rep. Don Bacon of Nebraska to become the first Republican lawmaker to openly suggest that Hegseth should be fired.
In an interview with Politico on Monday, Bacon, a former Air Force general, said of Hegseth’s Signal disclosures: “I find it unacceptable, and I wouldn’t tolerate it if I was in charge.”

Persuading people to spend money in a time of unpredictable tariffs is proving to be a complicated calculation for the $380 billion American advertising industry.
Should a retailer commit to holiday television commercials for toys manufactured by newly vulnerable trading partners? How do social media companies account for the potential disappearance of Chinese companies that have spent billions of dollars promoting their wares? How does an automaker pitch vehicles that may cost consumers thousands of dollars more than they did a year ago?
“You’re going to introduce uncertainty about how they make stuff, let alone what’s going to happen to consumers in terms of their propensity to buy?” said Brian Wieser, a veteran industry executive who runs Madison and Wall, a consulting firm. “That’s going to cause advertisers to really curtail their ad spending.”
Major companies were left in the lurch this month as the administration declared new tariffs, soon imposed them, reversed course a few days later and then doubled down on targeting China. Now, those advertisers feel “paralyzed,” said Jay Pattisall, a principal analyst at Forrester, a research firm. Several companies declined to elaborate on their marketing strategies for the coming months or said they were in “wait and see” mode.
“We are as in the dark about this as I think everybody else is,” Pattisall said. “It is such a volatile situation because the decision-making is quite volatile.”
Companies’ willingness to invest in marketing and promotion is often viewed as a proxy for the health of the global economy, a sort of indicator of whether gross domestic product might grow or contract. The tariffs could potentially trigger an economic domino effect, causing consumers to close their wallets, corporations to streamline their spending and marketing to take a back seat, several advertising experts said.
“In a world where a recession hits the U.S., advertising will be hit harder — even in a relatively mild and quick recession scenario,” analysts for MoffettNathanson, a research firm, wrote in an investor note.
Some companies are circulating ads urging consumers to buy before the tariffs start pushing up prices. On Facebook, auto dealerships in California, Michigan, Utah and elsewhere told shoppers to “lock in pretariff pricing before rates go up” and “check out our tariff-free pricing.” A lingerie brand linked to Dita Von Teese, a burlesque dancer, put out ads saying: “Tariffs are coming. Lace up for less while you still can.” A home goods merchant in Minneapolis offered discounts on vintage Chinese items “in *celebration* of the tariff tirade.”
Executives at Omnicom Group, one of the largest advertising agency groups in the world, said during the company’s first-quarter earnings call on Tuesday that it was waiting for some of its larger clients to signal how
they planned to proceed with marketing spending when they announced their own earnings over the next few weeks. Omnicom also lowered part of its revenue forecast for the year.
“We were planning for a glass that could be half empty,” said John Wren, the CEO. “But we’re personally striving for what we really believe and have believed for a long time, that we’re optimistic and that it will wind up half full.”
President Donald Trump’s unorthodox trade tactics have clouded the future for an industry that still leans heavily on planning. In a few weeks, industry executives will converge in New York City for the annual upfront presentations, where media giants like Disney, NBC Universal and Netflix show off their new TV and streaming offerings in hopes of locking in monthslong advertising contracts. Comic-Con International, a major event for pop culture marketing, is scheduled for July in San Diego.
Sixty percent of American advertising executives anticipate that tariff pressures will result in decreases of 6% to 10% in ad budgets this year, according to a survey conducted in February by the Interactive Advertising Bureau, a trade group. Retailers and e-commerce merchants are
most likely to slash ad spending, followed by consumer electronics companies, media and entertainment providers, and automakers, with the bulk of the reductions expected to happen in the middle of the year.
WARC, a research firm, downgraded its expectations for ad spending growth over the next two years by $19.8 billion, explaining that “the risk of prolonged stagflation — and outright recession — has grown in key economies, exacerbated by new trade tariffs.”
Caution will reign for now, said Martin Sorrell, the founder of S4 Capital and a former head of WPP, one of the world’s largest ad companies.
“Generally, the mood is going to be quite somber,” he said.
Trade volatility will force companies to seek out flexibility in advertising deals, allowing them to reallocate their budgets or pause ad campaigns partway through, several analysts said. Digital advertising, where messages can be quickly tweaked and results are easier to measure, will also help keep costs in line, they said.
Publicis, a large French advertising agency group, acknowledged on Tuesday that clients “facing a very challenging situation” around tariffs and inflation could cut their marketing budgets.
But after COVID-19 and a war in Ukraine, the firm and its clients are used to unpredictability, said Arthur Sadoun, the CEO, during a call with analysts about firstquarter earnings.
“Our clients are definitely cautious, but they are also very competitive, and they are looking for opportunities to grow despite the uncertainty,” he said.

Acoalition of U.S. auto industry groups urged President Donald Trump not to impose 25% tariffs on imported auto parts warning they would cut vehicle sales and raise prices.
Trump said earlier he plans to impose tariffs of 25% on auto parts no later than May 3.
“Tariffs on auto parts will scramble the global automotive supply chain and set off a domino effect that will lead to higher auto prices for consumers, lower sales at dealerships and will make servicing and repairing vehicles both more expensive and less predictable,” said the letter signed by the Alliance for Automotive Innovation, the trade group representing nearly all major automakers, as well as the American Automotive Policy Council, representing the Detroit Three automakers, and other auto groups.
JP Morgan See Gold Prices Crossing $4,000/oz by Q2 2026
JP Morgan sees gold prices crossing the $4,000 per ounce milestone next year, following increased recession probabilities amid boosted U.S. tariffs and an ongoing U.S.China trade war, the bank said in a note on Tuesday.
The bank now expects gold prices to reach an average of $3,675/oz by 4Q25, on the way towards above $4,000/oz by 2Q26, with risks skewed towards an earlier overshoot of these forecasts if demand surpasses its expectations.
Spot gold, which has gained 29% and hit 28 record highs this year, touched the $3,500 per ounce milestone for the first time on Tuesday. Earlier this month, Goldman Sachs raised its end-2025 gold price forecast to $3,700/oz from $3,300, noting that in “extreme tail scenarios,” gold could plausibly trade near $4,500/oz by end-2025.
In terms of a potential bearish case for gold, an unexpected drop off in central bank demand remains the biggest fundamental risk, the bank said.
“More materially bearish would be a scenario where U.S. economic growth remains extremely resilient to tariffs allowing the Fed to turn much more proactive in fighting inflation risks, prompting markets to price in hikes even before worrying inflation actually arrives,” analysts noted.
JP Morgan also predicts greater headwinds for silver in the near-term given industrial demand uncertainty, while a “catch-up window” will open over the second half of 2025 with prices set to rise towards $39/oz by 2025-end.

Little by little, the church pews of Argentina filled up on Monday.
Catholics woke up after a weekend filled with Easter celebrations to the news that Pope Francis, the first Latin American pontiff and a native son, had died. It was an emotional shock to a country still defined by its strong Roman Catholic tradition, and which had kept a close watch as the pope’s health deteriorated this year, and then appeared to improve.
Instead, grief-stricken Argentines noted what many considered a deeply personal loss before altars, with flowers, handscrawled messages and eclectic tokens of affection.
“I remember he was a good person, very humble. He always thought of the poor, always,” said Susana Perez, 67, at the Basílica de San José de Flores, a church just blocks away from Francis’ childhood home in Buenos Aires, the capital.
Condolences poured in from all political and religious corners, and reflections dominated local radio stations and television. Even as they paid tribute, some Argentines said they had hoped Francis would have returned to Argentina after he was elected pope.
Still, President Javier Milei declared seven
days of mourning and midafternoon Masses of remembrance were quickly scheduled.
At the Buenos Aires Metropolitan Cathedral, schoolchildren talked about the pope’s death during a tour.
Before becoming pope, Francis’ pastoral work in Buenos Aires was defined by his commitment and involvement with the city’s poorer neighborhoods. As a result, many felt a personal connection to Francis and shared stories of their encounters with him.
Perez said she knew the pope before he became pontiff because he offered Mass on the street near her Buenos Aires home once a month. “He helped a lot in the soup kitchens, often donating money from his own pocket,” she said.
Francis also left a mark on Matilde Dolores’ life. “I knew him. He gave me my Confirmation,” said Dolores, 82, and a retired nurse. She was at the Basilica de San Jose de Flores wearing dark sunglasses, on a mission to pray for him.
“He was such a kind priest,” she said as she broke down in tears. “When he led the Mass, he always spoke up for the needy.”
At the cathedral mourners lined up to take photos of a framed photograph of the pope before a gilded altar. It was flanked by a papal tiara and a giant staff, meant to symbolize his pastoral work. In a notebook, they scrawled messages of condolences.

lais, 56, a Nicaraguan who works for a software company, and was visiting Buenos Aires this week. “He believed we needed to understand each other and build bridges with gay people, with poor people, with immigrants. People who are being attacked by world leaders today.”
Norberto Rodríguez, 59, gripped a photo of Pope Francis that he had found on Facebook, printed and brought to the cathedral. He walked along the pews, extending the framed photograph so others could kiss it.
Rodríguez said he met the pope many years ago, before he became pontiff, after he delivered an outdoor Mass in a gritty part
of Buenos Aires. He was living on the street at the time, lost and seeking direction.
“I gave him my hand,” he said. “He told me to follow God. That there may be bad times, but that you’re never alone.”
Camila de la Cruz, a 26-year-old studying to become a kindergarten teacher, brought two offerings for Francis to the cathedral: a rosary and stamps from San Lorenzo soccer club.
“He was a fan of San Lorenzo — the club was his home,” she said.
Even after becoming pope, de la Cruz said, he remained humble — always caring for the less privileged and preaching empathy. “He kept all of us in mind,” she said. “He never forgot Argentina. He never stopped praying for his country and his beloved San Lorenzo.”
Among Argentines, there were also those who criticized the pope for expressing views about Argentine society, including a rise in poverty, that many regarded as showing sympathy for left-leaning administrations.
“I think that because of his position he should have been more neutral,” said German Zabala, 42, an Uber driver. Still, “it’s a great loss,” he said, lamenting, like many other Argentines, that the pope never made it back to his native soil.
“It would have been a revolution for us,” Zabala said, “because we were waiting for him.”

Pope Francis’ funeral will take place Saturday in front of St. Peter’s Basilica in Rome, the Vatican announced Tuesday, and will feature simpler rituals in keeping with the more down-to-earth, informal style that became a trademark of Francis’ papacy.
Cardinal Giovanni Battista Re, dean of the College of Cardinals, will preside over the ceremony, and the rites will follow rules issued by the Vatican last year, under Francis’ direction.
On Tuesday, the pope’s body lay in rest at his residency, Casa Santa Marta, a guesthouse in Vatican City. Images released by the Vatican showed Francis in an open coffin, dressed in red and white vestments and
holding a rosary. On Wednesday, the coffin will be taken in a procession to St. Peter’s Basilica to lie in state for about three days, with mourners allowed to visit and pay tribute.
Memorial Masses for Francis were being offered across the world Tuesday, including at St. Mary’s Cathedral in Sydney and Manila Cathedral in the Philippines. Flags flew at half-staff at government buildings, and days of official mourning began in a number of countries, including Italy, Brazil, Lebanon, India and Argentina, the pontiff’s homeland. Political and religious leaders from around the globe are expected to attend the pope’s funeral service. Francis had confronted some over their treatment of dispossessed groups, especially migrants. President Donald Trump, who was one of them, said he
planned to attend, adding another wrinkle for Vatican planners, given the size of his entourage. It is likely to be Trump’s first overseas trip this term.
Here’s what else to know:
— Choosing a new pope: Within hours of the announcement of Francis’ death, cardinals from around the world began heading to the Vatican to bury the leader of the Roman Catholic Church and to prepare to choose his successor, a process that takes place behind closed doors. Cardinals younger than 80 have a vote, meaning that 135 men will soon begin making a decision that will shape the future of a church with 1.3 billion adherents around the world. The conclave, as it is called, begins sometime after the funeral rites. A date has not been announced yet.
— Francis’ health: The Vatican said
Francis died of a cerebral stroke that brought on a coma and the collapse of his cardiovascular system.
— His will: The Vatican released the pope’s will, in which he said he wanted to be laid to rest at the Papal Basilica of St. Mary Major in Rome, where six other popes are buried. He requested an undecorated tomb with only the inscription “Franciscus” and specified that “the tomb must be in the earth; simple, without particular decoration.”
— Papal legacy: Francis’ admirers remembered him for his openness to members of the LGBTQ+ community. He also created thousands of bishops and appointed more than half of the College of Cardinals, at times transforming the inner workings of the church, and spotlighted issues like climate change and the plight of migrants worldwide.

Four House Democrats traveled to El Salvador earlier this week to press for the release of a Maryland resident who was mistakenly deported there last month, and to demand updates on him and other migrants who are imprisoned there.
The visit was the latest bid by Democrats in Congress to amplify the case of Kilmar Abrego Garcia, a Salvadoran man whom Trump administration officials have admitted to erroneously sending back to his home country, and the hundreds of other immigrants the administration has hastily deported in violation of federal judges’ orders to allow them a chance to challenge their treatment.
Reps. Robert Garcia of California, Maxwell Alejandro Frost of Florida, Yassamin Ansari of Arizona and Maxine E. Dexter of Oregon met with William H. Duncan, the U.S. ambassador to El Salvador, at the embassy in San Salvador on Monday morning. They urged the ambassador to raise the issue with Salvadoran officials and to press for transparency about Abrego Garcia’s detention, which they argued contravened both judicial orders by American judges and international norms.
The lawmakers said they had not been permitted by Salvadoran officials to meet with Abrego Garcia.
After their meeting, a U.S. Embassy official, who was not authorized to comment and spoke on condition of anonymity, said the lawmakers’ concerns had been relayed to the Salvadoran government. The members of Congress also raised the case of Andry Jose Hernandez Romero, a Venezuelan makeup artist who was detained for months in California and was among those deported from the United States last month.
The official said it was the first time the embassy had raised questions to President Nayib Bukele’s administration about the treatment of more than 250 Venezuelan migrants now being held in Salvadoran custody.
At a news conference after the meeting, the Democrats denounced the Trump administration’s failure to comply with court orders, including a Supreme Court decision instructing the administration to take steps to facilitate Abrego Garcia’s return to the United States.
“We left that meeting with absolutely zero indication that this administration is going to facilitate, or wants to facilitate, the return of Abrego Garcia back to the United States so he can go through due process,” Frost told reporters.
Members of the group also said they were there to ascertain whether Abrego Garcia was in good health and actually
March 15, a federal judge in Maryland ordered his return to the United States, and the Supreme Court unanimously said April 10 that the Trump administration should facilitate his return.
While the Trump administration initially said that Abrego Garcia was sent to El Salvador by mistake, it has since insisted his deportation was lawful and appropriate. Officials have also said that he is no longer in American custody and that it is up to Bukele to return him.
Last week, Van Hollen said that Abrego Garcia had recently been transferred out of a prison known as the Terrorism Confinement Center. On Sunday, the Justice Department filed an update in federal court saying that Abrego Garcia had been moved to a detention facility called Centro Industrial in Santa Ana, El Salvador.
The visiting members of Congress had hoped for their own meeting with Abrego Garcia but said they had been denied access on the grounds that they had not come as part of an official visit. They complained of a lack of cooperation and information from both American and Salvadoran officials and called on officials to produce the incarceration contract between the Trump administration and El Salvador under which the country is holding U.S. deportees in its prison system.

Abrego Garcia, who was born in El Salvador and entered the United States illegally in 2012, had been living in Maryland with his wife and their three children when he was detained last month and deported. He was sent to El Salvador along with more than 200 other detainees the U.S. government accused of having ties to the MS-13 and Tren de Aragua gangs.

As Republicans seek to paint Democrats as unreasonably sympathetic to the cause of immigrants deported and jailed in Central America, the lawmakers sought to shift the focus to the administration’s efforts to circumvent the law and court rulings in its deportation efforts.
“We got to be clear: This isn’t just about him,” Frost said, referring to Abrego Garcia. “This is also about every single person in the United States. The Constitution applies to all people in our country. Due process applies to all people in our country.”
The Democrats also said they will hold meetings with human rights groups as they also request status updates on other deportees.
In an interview, Dexter, who said the administration was paying Bukele to hold the men under “the guise” that they were criminals, asked: “Where are they? Are they healthy?”
A New York Times investigation found that a majority of the 238 Venezuelan men flown to El Salvador last month as part of the same operation that swept up Abrego Garcia did not have criminal records. Many had been detained on evidence such as tattoos or clothing that authorities said symbolized gang membership.
Among the Venezuelans was Hernandez, the makeup artist, whose family said he identifies as gay, and who appears to have been held at the border on the basis of his tattoos.
“This is our plea to the embassy here to confirm that he is alive,” Garcia said, adding that the lawmakers had asked that they or his lawyers see him.
Ansari said deportations such as Abrego Garcia’s were relevant to many immigrants in her state, including Afghan refugees who might face deportation orders.
“We need Kilmar to come home,” she told reporters at the news conference, “but we are also concerned that if this is allowed to fly, that the Trump administration will be emboldened to continue.”

Pope Francis, who passed to his reward on the morning after Easter at age 88, was a version of the liberal pope that many Catholics had earnestly desired all through the long reign of John Paul II and the shorter one of Benedict XVI — a man whose worldview was shaped and defined by the Second Vatican Council and whose pontificate sought a renewal of its revolution, a further great modernization of the Catholic Church.
In one way, at least, he succeeded. For generations, modernizers lamented the outsize power of the papacy, the anachronism of a monarchical authority in a democratic age, the way the concept of papal infallibility froze Catholic debates even as the world rushed forward. In theory Francis shared those concerns, promising a more collegial and horizontally oriented church, more synodal, in the jargon of the Catholic bureaucracy. In practice he often used his power in the same way as his predecessors, to police and suppress deviations from his authority — except that this time the targets were dissenting conservatives and traditionalists instead of progressives and modernizers.
But just by creating that novel form of conflict, in which Catholics who had been accustomed to being on the same side as the Vatican found themselves suddenly crosswise from papal authority, Francis helped to demystify his office’s authority and undermine its most imposing claims.
That’s because the conservatives whose convictions he unsettled were the last believers in the imperial papacy, the

custodians of infallibility’s mystique. And by stirring more of them to doubt and disobedience, he kicked away the last major prop supporting a strong papacy and left the office of St. Peter in the same position as most other 21st-century institutions: graced with power but lacking credibility, floated on charisma without underlying legitimacy, with its actions understood in terms of rewards for friends and punishments for enemies.
Two rebellions, in particular, illustrate this shift. The first is the continuing resistance to the pope’s attempt to suppress, in the name of Catholic unity and the spirit of the Second Vatican Council, the faith’s traditional Latin Mass. After Vatican II in the late 1960s, when Pope Paul VI remade the church’s liturgy, he commanded enough deference that he was able to swiftly consign the Mass that every Catholic in the world had grown up with to the modern equivalent of catacombs — to church basements, hotel rooms and schismatic chapels.
Whereas when Francis attempted a similar suppression, reversing the permissions granted by Benedict, only his most loyal bishops really went along, and the main effect was to stir resistance and complaint, garner new media attention for the old Latin Mass and increase traditionalism’s cachet among younger Catholics.
The second notable rebellion was among the bishops, after the Vatican’s tentative move toward allowing some kind of blessing for same-sex couples. That was the last of Francis’ explicit liberal moves, his attempts to use traditional authority in the service of progressive goals. And it became a case study in the limits of papal power — because it provoked a notable refusal from the African bishops, the conservative church of the developing world rejecting the progressivism of the developed world, which forced Rome to retreat into defensive ambiguity.
Since I was so often critical of Francis’ governance, allow me to read these shifts in providentialist terms. The strong papacy was created by two great 19th-century forces: the technologies of rapid travel and communication that made it easier to centralize decision-making in Rome and the loss of Catholicism’s political power, which made secular governments lose interest in exerting their influence over internal church governance. It has been unmade gradually by a different set of modern changes, from the invention of the birth control pill to the rise of the internet — with the aftermath of Vatican II and the agony of the sex-abuse crisis as particular accelerants.
What Francis did, by unraveling the attempted doctrinal settlements of previous popes and unsettling conservatives like me, was add another accelerant to the process, bringing us more quickly into a landscape of institutional weakness, even impotence, that we probably would have reached eventually even under more conservative popes.
That weakness is bad for the governance of Catholicism, for the ability of bishops to offer moral guidance and hold secular leaders to account, for the sense of doctrinal unity that is supposed to define the Roman church.
But it has also opened up other possibilities for Christian and Catholic witness. When I look around at the recent stirrings of religious interest in the Western world, the conversions and

potential conversions, what’s notable is how the great culturewar debates of the past 50 years seem to have receded and how little the long-standing patterns of liberal revolution and conservative resistance seem to matter for the current moment.
In the Catholic case, people aren’t suddenly becoming Catholic because of things the pope has done or said, but they also aren’t rejecting Catholicism because they reject papal edicts or desire doctrinal change. Instead the manifest weakness of Catholicism as an institution, the breakdown of the lines of authority and deference, has seemingly made it easier for some people to consider Catholicism as a religion, a way of life, and to find their small doorway in.
So maybe the kind of deconstruction that happened under Francis, though not exactly in the way that many liberals hoped, was providentially necessary to make this landscape possible — a landscape in which authority will eventually need to be rebuilt but, for now, one in which certain impediments to the Christian message seem to have been removed.
Francis’ election was made possible by the resignation of Benedict, itself a modernizing gesture by an otherwise conservative pope, suggesting in its own way a demystified papal office, more corporate than paternal.
As an admirer of Benedict and a critic of Francis, I bitterly regretted that decision; as an observer of the larger pattern of recent history, I wondered if in setting down his burden prematurely, Benedict had set some strange new age in motion.
But whatever the truth of that intimation, it is very important that Francis did not resign, that he let himself die in the office, very much in public, making his weakness manifest, even to the very last. Whatever his choices meant for the institutional role of the papacy, he played the paternal role of Peter to the end. May God bless him for that, and may Francis rest in peace.
Policía solicita ayuda para identificar conductor que huyó tras accidente fatal en Ponce

PONCE– La Policía solicitó el martes la cooperación ciudadana para dar con el paradero del conductor de una Toyota Tacoma color verde olivo, que supuestamente provocó un accidente de motora fatal ocurrido la noche del lunes en la avenida Tito Castro (PR-14), kilómetro 5.5, en Ponce. Según informaron las autoridades, el conductor de la motora marca Joung Fu fue impactado por la parte frontal de la camioneta Tacoma y, tras el impacto, su motora chocó con una Ford Transit que se encontraba detenida en la vía. El motociclista cayó al pavimento y, al intentar retroceder, el conductor de la Tacoma pasó sobre su cuerpo y luego abandonó la escena.
La víctima fue identificada como Geraldo Albizu Santiago, de 30 años y residente de Ponce, quien falleció en el lugar a causa de las heridas. No poseía licencia de conducir.
El agente Jorge Rivera Santiago, de Patrullas de Carreteras, realizó la investigación inicial, y el caso fue consultado con la fiscal Sharlene Rosa De Jesús. El agente Luis Casiano Alvarado, de la División de Homicidios del Cuerpo de Investigaciones Criminales (CIC) de Ponce, quedó a cargo de la pesquisa.

Gobernadora crea subcomités para fiscalizar a LUMA y buscar nuevo operador del sistema eléctrico

SAN JUAN – La gobernadora Jenniffer Aidyn González Colón, anunció a principios de esta semana la creación de dos subcomités dentro del Comité para la Transformación Energética, con el objetivo de reforzar la fiscalización al contrato de LUMA Energy y adelantar el proceso de evaluación para posibles nuevos operadores del sistema de transmisión y distribución eléctrica.
“Hoy se crearon dos subcomités de trabajo en este comité de energía.
Uno para ayudar en la fiscalización del contrato existente de LUMA, y otro para empezar a evaluar candidatos a posibles operadores privados. Esto no sustituye el trabajo formal de la Oficina de Alianzas Público-
Privadas, pero adelanta el análisis y la disponibilidad de alternativas”, dijo la gobernadora el lunes en conferencia de prensa.
González Colón explicó que la medida responde a la fragilidad del sistema eléctrico, resaltada tras el apagón general del Miércoles Santo, y que aún se mantienen unidades generatrices en reparación, como la unidad AES 1. “Estamos corriendo bien finitos de generación, sin redundancia. Por eso esperamos que las temperaturas se mantengan bajas para controlar el consumo”, añadió.
Por su parte, el zar de energía, Josué Colón Ortiz, informó que se discutió el informe preliminar sobre el apagón y que se han emitido recomendaciones sobre próximos pasos. “También se discutió el estatus del proceso del RFP de generación que busca añadir nueva capacidad, para así atender las reparaciones necesarias en las unidades sin comprometer el servicio”, señaló.
La gobernadora también resaltó que el mantenimiento adecuado del sistema, tanto de equipos como del desganche de vegetación, es una de las causas que se evalúan como posibles detonantes del apagón. “Queremos evaluar la data concreta de los equipos que falla-
ron. Si hubiera habido mantenimiento, quizás no hubiera habido un apagón de esta magnitud. El sistema no se autoprotegió, y eso no puede volver a pasar”, subrayó González Colón.
Además, anunció una reunión el martes con la Junta Fiscal, LUMA, el zar de energía y ella misma, para revisar proyectos de mejoras en transmisión y distribución, incluyendo el uso de fondos federales. En esa reunión, se discutirá una carta enviada por LUMA en la que solicitan aumento de fondos, particularmente para desganche, sobre lo cual la gobernadora expresó reservas.

Watching Edward Berger’s hit Vatican thriller “Conclave” last year, I found it hard not to think of Pope Francis. The film is fictional, based on Robert Harris’ 2016 novel, published three years into Francis’ papacy. But one key character in the film is a Mexican archbishop working in Kabul, Afghanistan, a reformer calling on the church to focus on those marginalized and historically excluded by the institution.
Plenty separated the “Conclave” character from the sitting pope, who died Monday, the day after Easter. But such a simple yet eloquent on-screen activist could recall only Francis, the first Latin American cleric to assume the papacy. He drew both admiration and controversy, based largely on his concern for the poor, immigrants and refugees; his calls for environmental stewardship; and his efforts on behalf of gay and lesbian Catholics. That work inflamed more conservative wings of the church while endearing him to many, Catholic or not, who saw a new way forward in his life and teachings.

‘The Two Popes’ (2019)
Directed by Fernando Meirelles, “The Two Popes” received Oscar nominations for Anthony McCarten’s screenplay (based on his own play); supporting actor Anthony Hopkins, who plays Pope Benedict XVI; and Jonathan Pryce, who stars as Francis. The film is an imagined encounter between Benedict, who is experiencing a crisis of faith while also considering stepping down from the papacy, and Francis, then still Jorge Mario Bergoglio, who spends a day conversing with Benedict about matters of faith, doctrine and history. The film is often funny and wonderfully humanizing, with a section that explores Bergoglio’s own misgivings about an episode in his past. But the greatest strength of “The Two Popes” lies in how it sheds light, through fiction, on divisions in the Roman Catholic Church between a traditionalist wing and a more progressive one. It’s like watching two eras collide, then pray for each other. (And then watch soccer.) (Stream it on Netflix.)

In his 2015 encyclical titled “Laudato Si” (“Praise Be to You”), the pope called the world to action, criticizing those who put profits over people and noting that climate change has a broad range of “grave implications: environmental, social, economic, political and for the distribution of goods.” For “The Letter,” director Nicolas Brown worked with activists from regions not often included in the environmental conversation — the Amazon, India, Senegal and Hawaii — as they prepare to meet with the pope. It’s another look at a religious leader who saw his faith as extending far beyond the boundaries of tradition, and challenged others to do so as well. And that also made the pope an unlikely movie star. Francis may have been the most cinematic pope, with fictional and documentary representations of him proliferating during his 12-year papacy. Some of those films were made by and for Catholics, including the 2013 documentary “Francis: The Pope From the New World,” produced by the Knights of Columbus; Beda Docampo Feijóo’s 2015 “Francis: Pray for Me,” a biographical drama about his prepapal days; and Daniele Luchetti’s 2015 “Chiamatemi Francesco” (“Call Me Francis”) which concentrated on his work as “the People’s Pope.”
But many of these movies weren’t really aimed at an audience of the devout. Instead, they show the source of Francis’ wider appeal. His attention to issues of social and cultural import gave filmmakers a way to approach him as a screen character, not just a religious leader. Here are six such films, which help frame Francis’ legacy and illuminate why he made such an appealing subject.
‘Pope Francis: A Man of His Word’ (2018)
The documentary “Pope Francis: A Man of His Word,” which premiered at the Cannes Film Festival in 2018, is a remarkably intimate glimpse into the pope’s thinking, straight from his own lips. Director Wim Wenders spends little time filling in biographical details. Instead, Francis speaks at length — both directly and winsomely — about the matters that concern him and why. He talks about his travels, the way he approaches world leaders and the philosophical and theological underpinnings of his work. It has become cliched to say that a documentary is a “portrait” of its subject, but Wenders’ film really is: Francis is often seen in a medium shot, alone in the frame, talking frankly to the audience. The aim, it’s clear, is to give a sense of the pope
‘Francesco’ (2021)
“Francesco” was directed by documentarian Evgeny Afineevsky, whose work often explores the effects of conflicts on people in countries such as Syria and Ukraine. For “Francesco,” Afineevsky looked at Francis’ responses to contemporary social issues, especially his concern for and visits with displaced and persecuted people. In the film, Francis meets with Rohingya Muslims displaced from Myanmar. He visits a refugee camp on the Greek island of Lesbos and brings Muslim refugees to Italy. In 2018, Francis had infuriated clergy-abuse victims by downplaying their concerns; in the film, he meets with a few survivors and asks for forgiveness. The pope’s demonstrated engagement with global injustices, the film suggests, challenges the broader church to consider its role in the world as well. ‘The Letter: A Message for Our Earth’ (2022)

‘In Viaggio: The Travels of Pope Francis’ (2023) Francis traveled a lot in his time as pope, often using deliberately simple methods of transportation so that he could be closer to the people. “In Viaggio: The Travels of Pope Francis” follows his extensive trips during the first nine years of his pontificate — 37 visits to 53 countries. Some footage from director Gianfranco Rosi’s documentaries about displaced people — “Fire at Sea” and “Notturno” — is incorporated into the film alongside Francis’ speeches, which often include exhortations to care for migrants as well as the poor and disenfranchised. Rosi doesn’t shy away from some of the controversies that Francis created, instead crafting a portrait of a man on the move, traversing the world as a minister of his faith. ‘Conclave’ (2024)
Equal parts pulpy and thoughtful, “Conclave” was a favorite with audiences and awards voters. As Francis’ successor is chosen in the coming months, it’s likely to be popular once again: a suspenseful drama starring Ralph Fiennes as a cardinal trying to do what’s right in the midst of a power struggle for the papacy. Eventually, one cardinal seemingly modeled at least in part on Francis, Benitez (Carlos Diehz), becomes a key player. Although this film, like “The Two Popes,” points to divisions in the church’s leadership over gender and sexuality, power dynamics and the meaning of faith, it’s also just a straight-up thriller with a startling conclusion. It’s a little silly, sure. But it’s also stirring and a reminder of what is at stake for the church going forward. (Rent it on digital platforms.)

On January 18, 2022, the United States District Court for the District of Puerto Rico entered an order [Docket Entry No. 17639] (the “Confirmation Order”) confirming the Modified Eighth Amended Title III Joint Plan of Adjustment of the Commonwealth of Puerto Rico, et. al., dated January 14, 2022 [Docket Entry No. 19784] (as may be amended or modified, the “Plan”).1 The “Effective Date” of the Plan occurred on March 15, 2022.
Pursuant to the Order Granting Motion of the Commonwealth of Puerto Rico for an Order, Pursuant to Bankruptcy Code Section 105 and Federal Rule of Bankruptcy Procedure Rule 2002, Regarding Notice Procedures in Connection with Proposed Special Education Settlement [Docket Entry No. 28846, the “Order”], dated February 10, 2025, the Court established certain procedures (collectively, the “Special Education Claim Procedures”), for the purpose of disseminating a proposed settlement offer (the “Settlement Offer”) to each Family who timely and appropriately filed a proof of claim in connection with the Special Education Litigation and soliciting responses in furtherance of the Commonwealth claims reconciliation process, as described in further detail below.

The group of claimants entitled to the Settlement Offer does not include the additional proofs of claim filed in the Commonwealth’s Title III Case asserting liabilities relating to special education services, filed apart from the Special Education litigation and Consolidated Special Education litigations. If your claim(s) was/were filed asserting liabilities associated with the special education services, but you were not a party to the Special Education litigation or the Consolidated Special Education litigations, your claim will not be affected by this notice, and your claim will be reconciled in accordance with the established procedures for the Commonwealth Title III claims reconciliation process.
A Settlement Offer is included below. Pursuant to the Special Education Claim Procedures, if your counsel filed a proof of claim on your behalf or otherwise appeared on your behalf in the Commonwealth’s Title III Case, the Settlement Offer was distributed to your counsel. To the extent you are represented by counsel, you should review the Settlement Offer with your counsel. Each member of each Family associated with the Special Education Claim must respond to the Settlement Offer by either accepting or rejecting the Settlement Offer. If you do not agree to the option selected by the other members of your Family, you will be deemed to have rejected the Settlement Offer and you will not be entitled to share in any of the recovery from the Settlement Offer for your Family. For the avoidance of doubt, unanimous acceptance of the Settlement Offer by all Claimants in a Family is not required. Each Claimant in a Family who chooses to accept the Settlement Offer will receive their pro rata share of the distribution in connection with the Settlement Offer. Eligible Parties. Each Family will be granted an allowed claim in the amount of $25,000.00 collectively, with such amount to be distributed pro rata amongst the members of the Family associated with the relevant Special Education Claim and who accept the Settlement Offer. The Settlement Offer amount is not proposed on an individual basis to
each member in the Family associated with the relevant Special Education Claim. Please note that the amount your Family will actually receive may NOT equal $25,000.00, because pursuant to the Plan, each Family will be treated as a holder of an allowed general unsecured claim, held against the Commonwealth, in Class 58 (CW General Unsecured Claims) and be entitled to recover its pro rata share of the CW GUC Recovery up to the GUC Recovery Cap. See Plan §§ 1.181, 1.261, 1.285, 62.1.
Based upon the projected allowed amount of general unsecured claims, the Commonwealth estimates you will receive approximately 20.4% of your allowed general unsecured claim. See Disclosure Statement for the Seventh Amended Title III Joint Plan of Adjustment of the Commonwealth of Puerto Rico, et al. at 474-475 [ECF No. 17628] (the “Commonwealth Disclosure Statement”). The approximate 20.4% estimated recovery of your allowed general unsecured claim is the Commonwealth’s reasonable best estimate of the percentage return that will be paid to you if you accept the Settlement Offer. The amount you will actually receive could vary from the Commonwealth’s 20.4% estimated recovery, either in a higher or lower amount. Over 119,364 claims, representing approximately $33.37 trillion in asserted claim amounts have been filed against the Commonwealth in the Commonwealth’s Title III Case. While the Commonwealth has been working diligently to reconcile such claims as expeditiously as possible, thousands of general unsecured claims remain to be reconciled. The final percentage recovery each general unsecured creditor will receive will not be known until substantially all general unsecured claims have been reconciled. Given this, the reserve necessary to account for certain still-pending claims is very significant and the Commonwealth will be unable to determine the amount you as a creditor will actually recover until the claims reconciliation process has concluded. Thus, the Commonwealth’s reasonable best estimate of approximate recovery of your allowed general unsecured claim is approximately 20.4% of the $25,000.00 offered.
To the extent Claimants may have outstanding monetary obligations with their respective counsel, the Settlement Offer may be subject to reduction by any amounts Claimants may owe to their respective counsel. It is the sole responsibility of the Claimants and their respective counsel to determine the distribution and any amount of attorneys’ fees that may be owed. The Commonwealth distributed the Settlement Offer, but the Commonwealth expresses no opinion on the requirement or accuracy of any amounts required to be paid to Claimant’s counsel. Distributions made in connection with the Settlement Offer will be made in accordance with the Plan and the file stamped Proof of Claim forms that were submitted by the claimants or on behalf of such claimants.
Please note that the Court has approved the distribution of this Notice, but expresses no opinion as to the contents of the Settlement Offer or the accuracy of the Commonwealth’s representation of the approximate estimated recovery you will receive in respect of your allowed general unsecured claim, in the event you choose to accept the Settlement Offer.

By agreeing to accept the $25,000.00 allowed claim, you agree to release the Commonwealth, including its agencies, related entities constituting the central government, as listed at ECF No. 2828, and its covered territorial instrumentalities, approved by the Oversight Board at its September 30, 2016 meeting (ECF No. 1299-15 in Case No. 17-3567), together with their respective current or former board members, directors, principals, agents, officers, employees, advisors and professionals, from any claim or cause of action, whether known, unknown, asserted or assertable directly or derivatively, fixed, contingent, matured, unmatured, disputed, undisputed, in law, equity or otherwise, and whether asserted or unasserted, that arose, in whole or in part, prior to the Plan Effective Date, including, without limitation, claims arising from or relating to the Special Education Litigation.
If you choose to reject the $25,000.00 allowed claim, you forego the right to share pro rata in the recovery for your Family’s allowed general unsecured claim of $25,000.00 against the Commonwealth, and instead, will retain your right to pursue your claim in connection with the Commonwealth’s claims reconciliation process.
The only permitted responses (“Permitted Responses”) to the Settlement Offer are: (a) acceptance of the Settlement Offer, or (b) rejection of the Settlement Offer.

Si se declare desierta la tercera subasta se adjudicará la finca a favor del acreedor por la totalidad de la cantidad adeudada si ésta es igual o menor que el monto del tipo mínimo de la tercera subasta, si el tribunal lo estima conveniente. Se abonará dicho monto a la cantidad adeudada si ésta es mayor. El Honorable Tribunal dictó Sentencia In Rem, declarando Con Lugar la demanda al incumplir la parte demandada con los términos del contrato hipotecario y ordenando la venta en pública subasta del inmueble antes descrito. quier suma antes indicada como sobregiro en la cuenta de reserva y en sexto término hasta la suma de $134,221.58, para cubrir el principal pendiente de pago más los intereses acumulados hasta el día de la Venta Judicial, disponiéndose que si quedare algún remanente luego de pagarse las sumas antes mencionadas el mismo deberá ser depositado en la Secretaría del Tribunal para ser entregado a los demandados previa solicitud y orden del Tribunal. Se dispone que una vez celebrada la subasta y vendido el inmueble relacionado, el alguacil pondrá en posesión judicial a los nuevos dueños dentro del término de veinte (20) días a partir de la celebración de la Subasta. The green of a soccer field is not a precise shade. It is too vivid to be olive, too dark to be mint, too full to be emerald, too verdant to be sea. Nor is it constant. It sparkles in sunlight, glistens in rain, grows somber under clouds. At night, illuminated by the megawatt glare of floodlights, the color is so rich that it almost glows.
Its effect, though, never changes, never wanes. I thought this not long ago when I found myself walking, chin buried against the wind, to St. James’ Park.
That walk is one of English soccer’s great pilgrimages. Unlike most stadiums, St. James’ is neither hidden away on some bleak retail park on the fringes of a town nor tucked into a neighborhood, fenced in by neat rows of red brick terraced houses. Instead, it sits right in the heart of Newcastle, nestled in England’s northeast corner. The stadium is elevated just a little over the city center, enough to dominate the skyline, to serve as both a symbol and a sentinel. On game day, as thousands of fans, all clad in Newcastle’s black-and-white jerseys, stream in its general direction, it feels as if it occupies the space where, ordinarily, a cathedral might be.
It can be easy to overlook its majesty. I had spent the day on another assignment, in the wild Northumbrian countryside, trying to piece together the mystery of who might murder a tree. The traffic had been terrible. I was late. It was cold, and raining, because it is always raining. Besides, St. James’ Park has long been familiar. It is a place, through work, that I have been dozens of times.
But once I battled my way through a thicket of fans and rushed inside, I saw the green of the field, lush and pristine, brilliant
in the halogen light. That green is too elusive to have a name. But the feeling it produces is constant. For millions around the world, it is something approaching sacred. No matter where the field is, no matter whom it belongs to, it is anticipation and thrill and hope, but it is also familiarity, and comfort, and belonging.
That soccer has always presented itself as akin to religion is obvious from the language of the sport. Faith is the metaphor of first resort: The game’s great stadiums are cathedrals, breakout stars are revelations and established ones are icons.
Its chants, no matter how profane, are songs of praise, hymns sung by a choir of worshippers. A number of widespread fan chants — “When the Saints Go Marching In,” for example — are borrowed from Christian tradition.
It has its relics — major trophies, famously, are supposed to be touched only by those who have won them — its martyrs, its saints and its sacred spaces. Generally, only players and essential staff members are allowed in dressing rooms. Visionary English manager Vic Buckingham once told one of his players not to walk on the field except on game day: The turf, he said, was “inviolate.” (As the story goes, his response, sincerely: “No, it’s not, it’s in green.”)
Players, managers, executives and, in particular, fans spend a considerable amount of time fretting over the state of the game’s soul, threatened as it is by rampant commercialization and its long-standing litany of sins: diving, playacting, spitting.
Sometimes, the subtlety of allegory is abandoned and that parallel is made more explicit. A banner at Old Trafford, the home of Manchester United Football Club, reads “MUFC The Religion.” There is a statue outside the stadium of stars George Best, Denis Law and Bobby Charlton, inscribed
with the words “The United Trinity.”
The temptation, of course, is to dismiss this as mere pomposity, a gauge of soccer’s colossal self-regard. But the parallel is rooted in something concrete. Like faith, soccer requires devotion: the devotion to follow a team around a country, around a continent; the devotion to wake early, thousands of miles away, to see it play; the devotion to believe that this year, everything will be different, everything will be fine.
Like religion, soccer asks that its adherents learn their scriptures, the myths and the legends that are passed down from one generation to the next; it offers a holistic worldview, in which all events are parsed through a specific lens of belief.
Like the religiously zealous, people subsume themselves in their fandom. Social media is awash with accounts where the bio has the name of only a team or, increasingly, an individual player. Asked to distill the essence of their lives into a staccato sentence, a surprising proportion of the human population will come up with something like: “Husband, father, Arsenal, not necessarily in that order.”
Fans submit, but soccer provides. Teams give their adherents, no matter where they are in the world, a sense of identity and community. Something bigger than themselves. Something that can transcend obsolescence.
For decades, the BBC has broadcast the results of Saturday’s games, not just in the Premier League but down to the sixth tier of English soccer, as well as fixtures in Scotland, Wales and Northern Ireland.
For many of the hundreds of places that warrant mention, no matter how briefly — Halifax and Yeovil and Arbroath and Haverfordwest — it will be the only time their names are spoken aloud by the national media that week, the only time the

rest of the country considers their existence. This matters. As society has grown both more fluid and more atomized, most of the building blocks of participatory civic life have crumbled.
Unions are struggling. Politics has become nationalized, and more polarized. Community spaces — libraries, leisure centers, working men’s clubs — have diminished. The industries around which so many towns were built have decayed, and with them the sense of pride of place and unified purpose that factories brought. Even television, music and film have fractured, shattered into a million pieces by the rise of on-demand content and streaming. Soccer, and almost soccer alone, has proved not only resistant but ideally suited to thrive in this hostile environment. It is, now, a sort of cultural Esperanto, a pastime and passion to be shared not just with friends but strangers in Nigeria and Malaysia and Japan. It’s a shared language, one that can be immediately understood, instantly shared, anywhere in the world.
That’s why people seek it out. They travel around the world to chase that feeling — of belief and belonging. It has become, for millions, the principal source of identity, a claim to membership of a community. They brave the rain and show up, searching for the enduring wonder and comfort that come from that imprecise, ineffable shade of green.
