Legislature delays climate change report to December 2026

To enable a thorough, responsible and thoughtful legislative evaluation, the Joint Commission on Climate Change Mitigation, Adaptation, and Resilience will have until Dec. 31, 2026, to present its final report to the Legislative Assembly.

The report will include findings and recommendations related to Puerto Rico’s Climate Change Plan. The legislative bill was approved Monday in the regular session of the House of Representatives, with 31 votes in favor and 14 against.

Rep. Ángel Morey Noble, who chairs the House Committee on Legislative Reorganization, Efficiency, and Diligence, noted that the complexity of climate change and the volume of information involved require adequate time for in-depth analysis and public discussion.

“This is one of the most comprehensive and far-reaching public policy documents that will directly impact Puerto Rico’s sustainable development,” the legislator said. “This report cannot be reviewed lightly; it requires rigorous study, extensive

consultations, and a responsible deliberative process from the Legislative Assembly.”

mate change presents multiple challenges affecting urban planning, food security, access to drinking water, public health and critical infrastructure. He insisted therefore that a report of such significance cannot be evaluated hastily or without proper technical and legal analysis.

“The final report of this commission should not be a mere technical document; it must serve as the foundation for transformative public policy that redefines how the central government and municipalities confront the challenges of climate change,” the lawmaker said. “To accomplish this, swift action is not enough. We need accurate data, a transparent process, and a high sense of legislative responsibility. Our decisions today will shape the environmental and economic future of Puerto Rico.”

With the extension until the end of next year, the Joint Commission will have the necessary time to complete studies, refine recommendations, and submit a proposal for legislative scrutiny that aligns with Puerto Rico’s real needs based on verifiable data, Morey Noble added.

“Climate change is not a distant threat or an abstract concern; it is an urgent reality already impacting our coasts, agricultural systems, critical infrastructure, and public health,” he said. “Our response must not be improvised or symbolic. It must be based on scientific evidence, designed strategically, and focused on achieving concrete and sustainable results that protect our people and ensure Puerto Rico’s long-term resilience.”

Act No. 33-2019 established the legal framework for developing a public policy on climate change and structured the Joint Commission with legislative and technical representation to guide the policy development process. In recent months, the group has been engaged in drafting the Climate Change Plan, which includes various adaptive and mitigation measures to tackle the climate risks facing the island. The final document will integrate proposals for resilient infrastructure, natural resource conservation, renewable energy, coastal protection, environmental education, food security, public health and climate governance.

Governor, economic officials, industrial leaders discuss how to deal with tariffs

Gov. Jenniffer González Colón held a meeting Monday with representatives from various sectors of private industry and members of her economic cabinet to discuss the implications of recent changes in federal tariffs.

The meeting focused on identifying strategies to enhance local economic development in response to the changes. On April 2, a day he called “Liberation Day,” President Donald Trump announced a minimum 10% tariff on all U.S. imports, effective April 5, and higher tariffs on imports from 57 countries.

During Monday’s session, the governor underscored the need to bolster local competitiveness and support manufacturing businesses facing challenges linked to the new tariffs. The goal, she said, is to convert those obstacles into opportunities for investment and job creation.

“We met with representatives of the main industries and business associations affected by the recent changes in federal tariffs to share the strategies we are considering and receive their recommendations,” González Colón said at a press conference, Economic Development and Commerce Sebastián Negrón Reichard empha-

sized the importance of comprehending the difficulties entrepreneurs encounter due to rising costs, disruptions in supply chains, and issues related to trade competitiveness.

The meeting included industry leaders from various fields such as manufacturing, distribution, trade, construction, agriculture, tourism, banking, telecommunications, and food. Notable executives from companies such as Walmart, AbbVie, Eli Lilly, and AirMaster participated in the discussions.

Various proposals were explored to protect existing jobs and maintain economic activity, while also enhancing the competitive edge of local businesses in light of the evolving global trade landscape.

González Colón acknowledged the uncertainty created by the fluctuating tariff percentages proposed by Trump, particularly regarding their potential impact on the auto sales sector.

“Some of these tariffs have come to nothing. Others are increased, then increased again the next day, and on the third day they

are eliminated,” the governor noted. “And, although there is a moratorium on some of them, the reality is that all of this has an impact on Puerto Rico.”

A newly released study shows that the island automotive industry is expected to be one of the most affected sectors, potentially facing a negative impact of over $400 million.

“The second most impacted areas could be the agricultural industry and the electrical machinery industry,” González Colón added.

Among the various alternatives discussed, the governor said she would be reviewing regulations and administrative orders to potentially lower operating costs. She also indicated that the tariff cost for cars would be evaluated, noting that it has not been amended in more than 20 years.

As collaboration between the government and the private sector progresses, the governor said, a joint action plan will be developed to promote local economic development and explore new opportunities for growth.

Arecibo mayor says plazas await federal funding for remodeling

Arecibo Mayor Carlos “Tito” Ramírez Irizarry has made it clear that the public plaza remodeling projects in the northern coastal city are prepared for advancement and are currently awaiting federal environmental permit approval.

“Both Plaza Luis Muñoz Rivera and Plaza Buenos Aires are fully ready for remodeling,” the mayor said. “The funds are secured, but the permit process is taking longer than anticipated.”

Plaza Luis Muñoz Rivera is actively working on securing federal environmental permits, which must be finalized before proceeding to the state endorsements and permits.

“Once we obtain both federal and state permits, we will have completed 10% of the design, and the construction bid will be ready for release,” the mayor asserted.

He added that it is crucial that the ample, leafy trees enhancing the area’s aesthetics receive the preservation space they deserve. Arecibo’s municipal records confirm that the

trees were planted in 1958 and will be specially protected.

The plaza renovation project will include modern street furniture for board games such as checkers and chess, Ramírez Irizarry noted.

“We will establish a larger ornamental fountain, high-efficiency solar lighting, and specially designed paving stones to ensure visitor safety,” he said. “The marble statue of Queen Isabella II of Spain will be restored as a tribute to her regency, during which Arecibo earned the title of ‘Most Noble and Most Loyal City’ in 1850.”

Plaza Buenos Aires is in the same boat, the mayor said, waiting for approval of federal environmental permits. All local consultations have been completed, aside from the environmental protocols, he said.

“Once both processes are finalized, we will complete the remaining 5% of the design and be ready to move forward with construction bidding,” Ramírez Irizarry said. “The plaza will feature a stage for various activities, enhanced lighting, and benches that promote social interaction and foster artistic and cultural events.”

Additionally, Arecibo is committed to remodeling several streets, including Avenida José de Diego.

“We will incorporate solar lighting and adhere to the provisions of the Americans with Disabilities Act (ADA), along with improving pavement and sidewalks,” the mayor said.

Dr. Catherine Oliver Franco, the head of the Administration for Mental Health and Anti-Addiction Services (ASSMCA by its initials in Spanish), announced on Monday the launch of the “Huella Viva” (Living Footprint) program, a new and hopeful initiative attached to the PAS Line that seeks to comprehensively address the emotional needs of older adults in Puerto Rico.

“Every line of expression tells a story. And every story deserves to be heard, accompanied, and valued,” Oliver Franco said in a written statement. “‘Huella Viva’ is more than a program: it is an act of justice and deep respect for those who have given us so much.”

“Huella Viva” was born from the deep recognition that the aging process, although full of wisdom and invaluable contributions, can also be accompanied by painful silences, unexpressed emotions and emotional burdens that deserve to be addressed promptly and empathetically. The initiative seeks to be a safe, empathetic and ther-

apeutic space, where older people can reconnect with themselves and recognize that they are worthy, receive psychosocial support, and discover that even at this stage of life it is possible to heal, reconnect and smile.

The program will offer services such as orientation, relief sessions, counseling, referrals, clinical follow-up, and psychoeducational workshops that promote self-care, self-esteem, a sense of purpose, and the management of emotions, grief, anxiety, stress, and even social isolation. Art will be integrated as a tool for expression and healing, allowing participants to connect with their inner self and child in creative and restorative ways.

Interventions will be delivered individually, in groups and in families, in day centers, senior homes, and directly in communities through house-to-house visits. The program will be present in the 78 municipalities, distributed among 12 regions, and will be under the aegis of the clinical team and mental health facilitators of the PAS Line.

ASSMCA launches emotional support program for the elderly Measure

District 14 (Arecibo and Hatillo) Rep. Edgar Robles Rivera introduced legislation (House Resolution 289) on Monday that directs the House Consumer Affairs Committee to conduct a comprehensive investigation “into the growing practices of merchants and sellers who advertise goods or services without including the price of the goods.” The inquiry covers both face-to-face sales and those made through various digital platforms.

“Today thousands of people enter social networks to look for a car, a house or even food, and the price does not appear anywhere,” the lawmaker said. “They have hidden prices!”

“So, [consumers] are forced to write, call or send text messages to find out how much the merchandise they want to buy costs …” Robles Rivera said in a written statement. “The practice is seen daily in dealerships, property classifieds, restaurants, bars and in many Internet publications. That must be stopped!”

The measure seeks to address “the trend that affects, daily, thousands of consumers throughout Puerto Rico.”

“In the case of vehicle dealerships, publications have been identified in which cars are presented without indicating the price or the real conditions of sale, which could become a misleading sale,” the legislator said. “They force people to go to the … vehicle dealerships to ‘orient’ them, which often means fooling them.”

Trump says ‘I don’t know’ when asked about due process and upholding Constitution

President Donald Trump said in an interview that aired Sunday that he did not know whether every person on American soil was entitled to due process, despite constitutional guarantees, and complained that adhering to that principle would result in an unmanageable slowdown of his mass deportation program.

The revealing exchange, on NBC’s “Meet the Press,” was prompted by interviewer Kristen Welker asking Trump if he agreed with Secretary of State Marco Rubio that citizens and noncitizens in the United States were entitled to due process.

“I don’t know,” Trump replied. “I’m not, I’m not a lawyer. I don’t know.”

Welker reminded the president that the Fifth Amendment says as much.

“I don’t know,” Trump said again. “It seems — it might say that, but if you’re talking about that, then we’d have to have a million or 2 million or 3 million trials.” Left unmentioned was how anyone could be sure these people were immigrants without legal permission, let alone criminals, without hearings.

Noting that the U.S. economy shrank in the first quarter, Welker asked Trump when he would take responsibility for the economy and call it the Trump economy rather than blaming it on former President Joe Biden.

Trump’s response encapsulated his lifelong relationship with credit and blame: “I think the good parts are the Trump economy and the bad parts are the Biden economy because he’s done a terrible job.”

Asked about the war in Ukraine and his administration’s efforts to negotiate an end to it, the president said he had come close to walking away from the talks and still might do so.

Trump responded “I don’t know” one more time and referred to his “brilliant lawyers” when Welker asked whether, as president, he needed to “uphold the Constitution of the United States.”

The comments came amid the many legal challenges to the administration’s agenda, especially Trump’s aggressive deportation campaign, and as top administration officials have begun to question the president’s obligation to provide due process. Trump has attacked judges, called for their impeachment and ignored a Supreme Court ruling directing his administration to facilitate the return of a migrant, Kilmar Abrego Garcia, who was mistakenly sent to a prison for terrorists in El Salvador.

Like most conversations with Trump, the interview roamed over broad territory, covering subjects as diverse as recent economic data, his trade war with China, negotiations between Russia and Ukraine, his musings about an unconstitutional third term in office, and possible Republican successors. The interview was taped Friday.

The president, perhaps frustrated that President Xi Jinping of China has held firm under the pressure of the administration’s 145% tariffs on China, reverted to tough trade talk after weeks of signaling that he was eager for a deal.

Trump said he was not worried about a recession despite some Wall Street analysts predicting one and suggested that it was a good thing for the United States to have gone “cold turkey” on trade with China through the prohibitively high tariffs.

Then he mentioned two Republicans who might fit the bill as his successor: Rubio and Vice President JD Vance.

At least 1 dead and 15 wounded in Houston shooting

At least one person was killed and 15 others were wounded after gunfire erupted at a family barbecue in Houston early Sunday, police said.

Officers received calls about a shooting on Cherryhill Avenue, in the southeastern part of the city, just before 1 a.m., Assistant Chief Patricia Cantu of the Houston Police Department said at a news conference.

Officers arrived minutes later to find multiple victims. They were relocated to a nearby Jack in the Box restaurant

to be assessed.

Police said Sunday night that an 18-year-old man was killed and at least 15 people were wounded and taken to various hospitals. Several of those hurt were in critical condition, Cantu said.

Those injured ranged in age from 16 to 40, police said. Their identities and conditions were not immediately available.

The shooting began when an “uninvited guest” arrived at the family gathering, Cantu said.

After being asked to leave, the uninvited person, a man, went to his car “and started shooting and gunfire was

exchanged,” Jodi Silva, a police department spokesperson, said Sunday.

It was not clear if the man had the weapon on him or if he retrieved it.

It was too early in the investigation to say whether the gunman and the people attending the barbecue knew one another, Silva said, adding that a motive for the shooting remained unknown as of Sunday afternoon. Police had not yet apprehended a suspect.

“The scene ended up spreading over several blocks because of people running and fleeing,” Silva said.

S&P 500, Nasdaq slip after latest Trump tariff salvo

The S&P 500 and the Nasdaq fell modestly on Monday as investors assessed U.S. President Donald Trump’s latest tariff announcement ahead of the Federal Reserve’s monetary policy decision later this week.

On Sunday, Trump announced a 100% tariff on movies produced outside the U.S. but provided no details on how such levies would be implemented.

Stocks have been volatile since Trump announced his first round of tariffs on April 2, with the S&P 500 initially dropping nearly 15%, only to stabilize and climb for the last nine straight sessions, its longest streak since 2004.

On Monday, Treasury Secretary Scott Bessent said Trump’s tariff, tax-cut and deregulation agenda would work together to drive long-term investment to the U.S., adding markets could overcome any short-term turbulence.

“Nine up days in the S&P 500 is hard to maintain,” said Art Hogan, chief market strategist at B Riley Wealth in Boston.

“We are starting to price in that eventuality of deals being announced, but we’re running out of daylight on that because every week that goes by that we don’t start cutting deals we’re doing economic damage.”

The Dow Jones Industrial Average rose 104.18 points, or 0.25%, to 41,422.35. The S&P 500 lost 9.60 points, or 0.17%, at 5,677.07 and the Nasdaq Composite fell 39.60 points, or 0.22%, to 17,938.13.

The Dow was on track for its tenth straight winning session, which would mark its longest since a 13-session run in July 2023. Several movie and television production pared losses after falling on Trump’s announcement.

Netflix fell 1.5%, on track to snap an 11-session winning streak, while Amazon.com was down 1.5%. Paramount Global shed 1.1%.

Energy was down 1.5%, the worst performer of the 11 major S&P sectors, after OPEC+ decided to speed up its output hikes, causing concerns about more supply as demand remains uncertain.

Class B shares of Berkshire Hathaway were down 4.3% after Warren Buffett said he will step down as CEO of the conglomerate.

On the economic front, the Institute for Supply Management’s (ISM) survey showed the services sector’s growth picked up in April, while a measure of prices paid by businesses for materials and services raced to the highest level in more than two years as the tariffs trickle down to price tags.

Investors will closely eye the Fed’s policy announcement on Wednesday, in which the central bank is largely expected to keep interest rates unchanged. Commentary from Fed Chair Jerome Powell will be scrutinized for signs of when the Fed will adjust monetary policy.

Netanyahu warns of ‘intensive’ escalation in Gaza campaign

Prime Minister Benjamin Netanyahu of Israel declared Monday that his country is “on the eve of a forceful entry to Gaza” after his security Cabinet approved a new plan for tens of thousands of additional soldiers to seize and hold territory in the embattled enclave and relocate Palestinians to the south.

In video posted to social media as military reservists across Israel began receiving notices of their call-up, Netanyahu said the country’s top military officials had recommended what he called an “intensive” escalation of the 18-month war.

“It’s time to launch the concluding moves,” Netanyahu said the military officials told him, adding that the new campaign would help bring home the hostages still being held in Gaza. The prime minister said he believes “we are not done. We are before the finish line.”

The escalation followed more than two months in which Israel continued to blockade and bombard the Gaza Strip as ceasefire talks to free the remaining hostages ground to a near standstill. Israel has barred any humanitarian aid to Gaza in an effort to press Hamas to surrender, leading aid groups to denounce mounting deprivation among Palestinians there.

Netanyahu’s opponents quickly criticized the expanded military campaign, saying it would endanger the remaining hostages’ lives and would not fundamentally change the dynamic that 18 months of war has wrought. The prime minister’s critics — both inside and outside the country — have urged him to bring to an end a conflict that began when Hamas killed about 1,200 people in Israel on Oct. 7, 2023 and took some 250 hostages.

Israeli officials said the offensive would start slowly in anticipation of ceasefire negotiations that are ongoing before President Donald Trump’s trip next week to the region for meetings in several Arab capitals. But the officials said that if a deal is not reached soon, the expanded ground operation would commence in earnest.

Netanyahu vowed in the video that the decision to ramp up the fighting in Gaza does not mean Israel has abandoned hope for rescuing the remaining hostages.

“We will not give up on anyone,” he vowed.

David Mencer, a government spokesperson, described the plan as a renewed effort to increase pressure on Hamas to release the hostages and to destroy all of Hamas’ infrastructure, both above and below ground. He said the campaign calls for the “holding of territories” by Israeli soldiers for an indefinite period of time “to prevent Hamas from taking it back.”

Mencer said the intent was not a permanent occupation of Gaza, a scenario that would almost certainly spur international objections, as would the forced relocation of Palestinians from their homes in the north.

Effie Defrin, an Israeli military spokesperson, said in a televised statement that Israel’s operation will include “a wide attack, involving moving most of Gaza’s population. This is for their protection in an area clean of Hamas.”

At the White House, Brian Hughes, a spokesperson for the National Security Council, did not comment directly on the Israeli announcement, but he said Trump “remains committed to securing the immediate release of hostages and an end to Hamas rule in Gaza.” He added, “Hamas bears sole responsibility for this conflict and for the resumption of hostilities.”

But it was not clear how much of the announcement was primarily designed as a public display of action by Netanyahu after

a ceasefire collapsed in March. The Israeli call-up of soldiers is seen as a message to Netanyahu’s hard-line supporters, some of whom were dismayed that the military had not completed the task of eradicating Hamas. Promising a more intense phase of the war could be good domestic politics for him.

It is also not obvious how additional fighters would fundamentally alter a dynamic seen over 18 months of war in which hundreds of thousands of soldiers have pummeled Hamas fighters, with residents in Gaza caught in the middle, but have failed to achieve Israel’s goals of destroying the militant group or releasing all hostages.

As part of the Israeli offensive, Israel would move “the Gazan population south for its own defense,” Mencer said. The plan echoed Israel’s actions earlier in the war, when Israel ordered a mass evacuation of northern Gaza before its ground invasion in late 2023.

An Israeli official, who spoke on condition of anonymity to discuss operational planning, said the understanding was that the Israeli military would move to capture more territory beyond what it was already holding, but the official cautioned that it was not clear whether Israel had plans to occupy all of Gaza at this point.

The Cabinet also approved a new Israeli-backed mechanism for allowing the distribution of humanitarian help, he said. Israel has been criticized for its decision more than two months ago to block all humanitarian aid, including food, medicine and fuel, the effect of which has been “catastrophic,” doctors say. Israel has argued that the blockade of aid is lawful and that Gaza still has enough available provisions.

Two reservists who spoke on condition of anonymity because they were not authorized to make comments to the news media said they had received call-up orders beginning in June.

Eli Cohen, Israel’s energy minister and a member of the security Cabinet, said the reserv-

ists were called up to implement a plan that would ensure Hamas could never again launch attacks against Israel.

“The destruction of the terrorist organization Hamas is not only an Israeli interest but also an interest of the entire free world,” he said, adding that “the Cabinet unanimously decided to expand the operation in Gaza and move now toward defeating Hamas.”

The question is whether a return to that kind of fighting is a road map to the end of hostilities or merely an intensification of a deadly conflict with worsening consequences for Palestinians and the Israeli hostages still being held by Hamas.

Tamir Hayman, who served as the Israeli military’s intelligence chief for four years, said the attempts to pressure Hamas with overwhelming force had been “exhausted” after more than a year and a half of war.

“Eliminating Hamas as a terror organization by military force only is very difficult,” said Hayman, who is now executive director of the Institute for National Security Studies, a think tank in Tel Aviv, Israel. He said Israel would be better off ending the war with Hamas, which has been weakened significantly and can be kept in check after the fighting ends.

The Israeli military has not provided details about how the reservists will be deployed. But two Israeli officials, who requested anonymity to comment on military plans, say it will involve several brigades seeking so-called operational superiority in several parts of Gaza.

The Trump administration has sought a new ceasefire, but Hamas has demanded an end to the war and a withdrawal of Israeli forces from Gaza, while Israel has insisted that Hamas disarm, which the group has refused to do.

Brazilian nun who was world’s oldest person dies at 116

Sister Inah Canabarro Lucas, a soccer-loving nun from Brazil who was believed to be the oldest person in the world and whose longevity had been celebrated by Pope Francis, died last Wednesday.

She was 116 years old and would have turned 117 in a few more weeks, according to her religious congregation, the Irmãs Teresianas Brasil, which translates to “Teresian Sisters Brazil.” She had been living at a retirement home in the city of Porto Alegre in southern Brazil.

In a social media post, her congregation gave thanks for her life of service and dedication, and asked the Lord to “welcome her into his infinite love.”

While her sight and hearing diminished toward the end of her life, she avoided surgery until a cataract procedure when she was 106, Sister Rita Fernandes Barbosa, the congregation’s provincial coordinator, told the Brazilian station RBS TV earlier this year.

In January, Guinness World Records declared Canabarro Lucas the world’s oldest living person after the death of Tomiko Itooka, a Japanese woman who was born before the start of World War I and the sinking of the Titanic. She was also 116.

In the year Canabarro Lucas was born,

the Model T was introduced by Henry Ford. Insulin had not yet been discovered, and the world’s first demonstration of a television was still several years away.

Canabarro Lucas’ exact birthday has been a source of debate and confusion.

A registry had listed it as June 8, 1908, the date recognized by Guinness World Records and LongeviQuest, which keeps a database of supercentenarians, people who are 110 or older.

But her family and friends have said that Canabarro Lucas was born May 27, 1908, in São Francisco de Assis in the state of Rio Grande do Sul. They said that her parents had traveled a great distance and several days to register her birth.

As a child, she was so thin that her parents feared she would not survive, her nephew, Cleber Canabarro, who is in his 80s, told The Associated Press in January. Her great-grandfather was a well-known general who had taken up arms during the turbulent period after Brazil declared independence from Portugal in the 19th century, AP reported.

As a teenager, Canabarro Lucas followed her spiritual calling and then took her vows as a nun in Uruguay before returning to Brazil to teach Portuguese and math.

When Canabarro Lucas turned 110, she received an apostolic blessing from

Francis, who died April 21 at 88. She was believed to have been the second oldest nun after Sister André, a French nun who lived through two world wars and the 1918 influenza pandemic and survived COVID-19. She died at 118 in 2023.

Canabarro Lucas’ faith and health were not her only enduring distinctions. She was also known for her allegiance to the soccer team Sport Club Internacional in Porto Alegre, known as Inter, which was founded in 1909, the year after her birth.

For her milestone birthdays, she regularly donned team patches and scarves and was presented with jerseys. The team paid tribute to her on social media.

With Canabarro Lucas’ death, LongeviQuest recognized Ethel Caterham, a British woman from Surrey, England, as the oldest person in the world.

So how did Canabarro Lucas reach 116? Her Catholic faith, she told AP.

“I’m young, pretty and friendly,” she said, “all very good, positive qualities that you have, too.”

Trump says he asked Mexico to let US military in to fight cartels

President Donald Trump confirmed Sunday that he had pressed Mexico’s president to let U.S. troops into the country to help fight drug cartels, an idea she summarily rejected.

Trump told reporters traveling with him aboard Air Force One from Palm Beach, Florida, to Washington that it was “true” he had made the push with President Claudia Sheinbaum. The proposal, first reported by The Wall Street Journal last week, came at the end of a lengthy phone call between the two leaders on April 16, the Journal said.

Sheinbaum has also confirmed that Trump made the suggestion, and that she rejected it. Mexico and the United States can “collaborate,” she recalled telling him, but “with you in

your territory and us in ours.”

Trump said he proposed the idea because the cartels “are horrible people that have been killing people left and right and have been — they’ve made a fortune on selling drugs and destroying our people.”

He said, “If Mexico wanted help with the cartels, we would be honored to go in and do it. I told her that. I would be honored to go in and do it. The cartels are trying to destroy our country. They’re evil.”

He said, “The president of Mexico is a lovely woman, but she is so afraid of the cartels that she can’t even think straight.”

Trump has had a better working relationship with Sheinbaum than with Canada’s leaders. But the relationships with both neighboring countries have been strained over trade and immigration.

‘Sinners’ review: Ryan Coogler’s southern horror fantasia

Ryan Coogler’s “Sinners” is a big-screen exultation — a passionate, effusive praise song about life and love, including the love of movies. Set in Jim Crow Mississippi, it is a genre-defying, mind-bending fantasia overflowing with great performances, dancing vampires and a lot of ideas about love and history. Here, when a Black musician plays the blues at a juke joint, he isn’t just performing for jubilant men and women. He is also singing to the history that flows through them from generations of ancestors to others not yet born. Like Coogler, the musician is a kind of time traveler, blasting off into horizonless possibilities.

Few American filmmakers in recent memory have risen with the dizzying speed of Coogler, who a decade ago vaulted to attention with “Creed,” his franchise rethink that took the “Rocky” series off life support. With his ensuing “Black Panther” superhero movies, Coogler rose higher still, proving that he could retain both a distinct aesthetic sensibility and a sense of human proportion (and stakes) even in the Marvel movie factory. His vision of Wakanda, the otherworldly country that the Black Panther calls home, works in part because of its far-out visions and technological wonders. Yet if it’s persuasive it’s because in Coogler’s Wakanda, you are also never far from the reality that’s roiling right outside the cinematic frame.

tion, including in a masterpiece of a sequence in which men and women from across history — traditional dancers and B-boys among others — converge at the juke joint. There’s great horror in this world, in the fields haunted by slavers and in a mean little house where a Klansman’s white hood and robes sit on a bed belonging to a mean little man. Yet the joy here is louder, and it resounds in every whoop and thundering stomp.

That reality is even more vividly present in the dusty roads and bustling vibrancy of “Sinners,” which takes place in 1932 in and around Clarksdale, Mississippi, a Delta town tucked in the northwest corner of the state. There, amid endless fields of cotton, Sammie (the appealing newcomer Miles Caton), a sweetly sincere son of a preacher man, yearns to play music. He gets a break when his cousins, identical twins Smoke and Stack — both played with luminous feeling by Michael B. Jordan — transform a derelict building into a juke joint. There, Sammie all but burns the place down with his resonant voice and twangy dobro, a guitar with a provenance as devilish as that of bluesman Robert Johnson. Coogler, who also wrote the screenplay, gets his game on early in “Sinners,” which opens with a grabber of a scene and a dazed, bloodied Sammie bursting into his father’s church mid-sermon, a jaggedly broken-off guitar neck clutched in one hand. A few beats later and the story skips back to the recent past. Such temporal scrambling is overused; presumably because “Citizen Kane” continues to cast its shadow over film schools. But as intros go, this one is enough of a question mark to stir your curiosity, which only intensifies with the entrance of Smoke and Stack, syncopated dandies with high style and a heavy past, who’ve endured war, survived Al Capone’s Chicago and held fast to smoldering romances.

Smoke and Stack are two sides of the same charisma-

tic coin; it’s hard not to see the filmmaker and his star in similar terms. The first time you see the twins they’re waiting on the building’s owner. Stack has on a sharp reddish fedora and tie, a handkerchief neatly tucked in a breast pocket. There’s a hint of gold in his ready smile and more than a suggestion of malice. His brother is wearing a blue cap and soon dragging on a cigarette, tendrils of smoke wafting across his sterner, more melancholic face. The effect of these look-alikes is lightly destabilizing, and when Stack leans across to light Smoke’s cigarette, you may find yourself leaning toward the screen, mesmerized by the synchronicity of bodies and digital wizardry.

Once the twins seal the deal, the other narrative pieces begin falling in place. There are many, some of which fit together better than others. Delroy Lindo shows up as another bluesman, Delta Slim, as do Li Jun Li and Yao as the grocer wife and husband, Grace and Bo Chow. Each brother reconnects with an old lover — Smoke with Annie (Wunmi Mosaku), Stack with Mary (Hailee Steinfeld) — mirrored romances that never line up as neatly as Coogler seems to intend. Annie breaks your heart; Mary works your nerves. That would be less of a problem if Mary, a woman with a fraught identity, wasn’t burdened with so much symbolism. Mosaku, by contrast, is playing a flesh-and-blood woman, not a conceit, and her reunion with Jordan’s Smoke is so beautifully felt (and smokin’ hot) it deepens the emotional texture.

“Sinners” is the fifth feature that Coogler has directed; on occasion, it can feel like his fifth, sixth and seventh all rolled into one. There’s pleasure in much of this excess, in seeing how Coogler takes his imaginative detours and the fluidity with which he draws from past, present, myth and speculative fic-

It’s at that same shack that a devil comes calling in the form of Remmick (Jack O’Connell), a smooth-talking Irish charmer who helps take the movie in a more familiar direction, as romance gives way to escalating violence. Remmick is a seductive villain, but he and the trouble that he brings with him at times overwhelm the latter part of the movie, much of which takes place inside the juke joint, turning a space of liberation and pleasure into a veritable war zone. Coogler’s work remains effortless, with staging and shooting that are so tightly synchronized that everything else, love included, seems to melt away. You can scarcely catch your breath as demons and humans clash, as some souls are lost and others found.

Coogler is a superb action director, which is perhaps why he lavishes so much time on this battle royale, with its gunfire and sanguineous fountains. Even so, the scenes that keep replaying in my head are the quieter, subtler ones, including a sequence in which the camera tracks Grace’s daughter (Helena Hu) from one grocery store in town to another one across the street, where her movements are mirrored (twinned, you could say) by Grace, who crosses the street back to the first grocery as if closing a circle. By the end of “Sinners,” Grace and many others will have gone through hell. But I like to think that her daughter will still be there, walking in the sun as Sammie’s songs play on, becoming the soundtrack for all the generations of real fighters and survivors who are, I think, finally this movie’s great subject.

The Real ID deadline is a day away. Are you ready to fly?

For years, the U.S. government has been warning travelers that they will soon need to show a Real ID at airport security, only to keep pushing back the deadline. But on Wednesday, Real ID is set to become reality.

Starting then, a standard driver’s license or state ID will no longer pass muster at airport security checkpoints, the Department of Homeland Security says. Passengers will instead need to present a security-enhanced, star-emblazoned Real ID or another approved form of identification such as a passport.

The change, nearly 20 years in the making, is meant to enhance security by setting a more consistent standard for state-issued documentation, according to the Department of Homeland Security.

Here’s what you need to know as the Real ID deadline nears.

What is a Real ID?

A Real ID is a federally compliant state-issued driver’s license, learner’s permit or nondriver ID. Real IDs are marked with a star — generally gold or black — and vary in appearance by state or territory.

Any resident of a U.S. state or territory who wishes to use a driver’s license or nondriver ID at a TSA checkpoint must make sure that it is Real ID-compliant. Driver’s licenses that do not have the star are not Real IDs. Some noncompliant IDs will also have the words “Federal limits apply.”

The percentage of Americans who have updated their driver’s licenses to be Real ID compliant appears to vary wi-

dely by state. For example, in Pennsylvania, where there have been reports of long lines at license offices, it was little more than 26% by mid-April, the state’s Transportation Department said. In California, it was just over 55%.

Why is the government requiring Real IDs?

The hijackers responsible for the Sept. 11, 2001, attacks were carrying U.S. driver’s licenses and state IDs. In the aftermath, the government pushed to tighten national standards for state-issued documentation, and in 2005, Congress passed the Real ID Act.

The act sets minimum standards for licenses and other types of identification cards. Enforcement of the Real ID Act was initially set to begin in 2008, but it has been repeatedly delayed for numerous reasons, including the COVID-19 pandemic and opposition from states concerned about privacy.

Do Real IDs take the place of passports?

No. Regular Real IDs will get you on domestic flights, but they will not let you cross international borders, including those with Canada and Mexico. They can’t be used for international cruises, either. You will still almost always need a passport for such trips.

However, a passport will get you on a plane, whether it’s a domestic or an international flight. About 48% of Americans have passports, according to the U.S. State Department.

What’s an enhanced driver’s license?

A handful of states — Minnesota, Michigan, New York, Washington and Vermont — offer enhanced driver’s licenses. These licenses, which comply with Real ID requirements to board domestic flights, also allow travelers to cross land and sea borders to Canada, Mexico, Bermuda and the Caribbean without a passport.

Enhanced licenses display an American flag instead of a star. The flag’s location on the card varies by state.

Enhanced licenses can’t be used in lieu of a passport if you’re traveling internationally by air, and only U.S. citizens

can get them. The cost varies by state. In Minnesota, for example, it’s an additional $15; in New York, it’s $30 more.

Are there other IDs you can use at the airport?

The TSA also accepts certain other forms of identification at airport security checkpoints. These include valid passports, passport cards, permanent resident cards (also known as green cards) and cards for trusted traveler programs like Global Entry and NEXUS, which allows prescreened travelers to transit quickly across the United States-Canada border.

How do you get a Real ID?

To apply for a Real ID, you’ll generally need to provide a Social Security number or proof of ineligibility, corroborate your address through documents such as utility bills or bank statements, and verify your identity and lawful status through a handful of additional documents, including a birth certificate or a passport.

Check your state’s driver’s licensing agency website to find out how to apply and learn more about the specific documentation you’ll need.

Getting a Real ID most likely involves making an in-person appointment, which might take a while. There are reports of long lines at licensing offices across states, including Pennsylvania and Kentucky. New York is extending service hours at select offices and boosting the number of appointments to meet demand.

In many states, including South Carolina and New York, there is no additional cost to receive a Real ID if you’re already renewing your license. But some states charge extra. Pennsylvania, for example, charges a one-time $30 fee in addition to the cost of renewal, the first time you upgrade to Real ID. Do children and teenagers need Real IDs?

The TSA doesn’t require those under 18 to show identification for domestic travel. Individual airlines have their own policies about what types of ID minors are required to carry. For international travel, children of all ages are required to carry passports.

Are flyers without Real IDs really going to get turned away?

Not necessarily, but they may face holdups.

This year, the TSA published a final rule allowing a phased two-year transition to full enforcement of Real ID, citing delays in making state IDs compliant with the rules. However, a TSA spokesperson said in mid-April that the agency had decided that the phased approach was not necessary and that full enforcement would begin on May 7.

Still, the TSA continues to have general guidance on its website that passengers who don’t bring accepted forms of identification to the airport may still be allowed to fly, after an additional identity verification, which “includes collecting information such as your name and current address,” according to the TSA website.

Trump administration slashes research into LGBTQ+ health

The Trump administration has scrapped more than $800 million worth of research into the health of LGBTQ+ people, abandoning studies of cancers and viruses that tend to affect members of sexual minority groups and setting back efforts to defeat a resurgence of sexually transmitted infections, according to an analysis of federal data by The New York Times.

In keeping with its deep opposition to both diversity programs and gender-affirming care for adolescents, the administration has worked aggressively to root out research touching on equity measures and transgender health.

But its crackdown has reverberated far beyond those issues, eliminating swaths of medical research on diseases that disproportionately afflict LGBTQ+ people, a group that comprises nearly 10% of American adults.

Of the 669 grants that the National Institutes of Health had canceled in whole or in part as of early May, at least 323 — nearly half of them — related to LGBTQ+ health, according to a review by the Times of every terminated grant.

Federal officials had earmarked $806 million for the canceled projects, many of which had been expected to draw more funding in the years to come.

Scores of research institutions lost funding, a list that includes not only White House targets such as Johns Hopkins University and Columbia University, but also public universities in the South and the Midwest, including Ohio State University and the University of Alabama at Birmingham.

At Florida State University, $41 million worth of research was canceled, including a major effort to prevent HIV in adolescents and young adults, who experience one-fifth of new infections in the United States each year.

In termination letters over the past two months, the NIH justified the cuts by telling scientists that their LGBTQ+ work “no longer effectuates agency priorities.” In some cases, the agency said canceled research had been “based on gender identity,” which gave rise to “unscientific” results that ignored “biological realities.”

Other termination letters told scientists their studies erred by being “based primarily on artificial and nonscientific categories, including amorphous equity objectives.”

The cuts follow a surge in federal fund-

tions for rare cases of research misconduct or possible harm to participants. The latest cuts, far from protecting research participants, are instead putting them in harm’s way, scientists said.

They cited the jettisoning of clinical trials, which have now been left without federal funding to care for volunteer participants.

“We’re stopping things that are preventing suicide and preventing sexual violence,” said Katie Edwards, a professor at the University of Michigan, whose funding for several clinical trials involving LGBTQ+ people was canceled.

The Times sought to understand the scale of terminated funding for LGBTQ+ medical research by reviewing the titles and, in many cases, research summaries for each of the 669 grants that the Trump administration said it had canceled in whole or in part as of early May.

Beyond grants related to LGBTQ+ people and the diseases and treatments that take a disproportionate toll on them, the Times included in its count studies that were designed to recruit participants from sexual and gender minority groups.

“There’s been a train of abuses of the science to fit a preconceived conclusion,” said Roger Severino of the Heritage Foundation, the conservative think tank that helped formulate some Trump administration policies.

“And that was based on an unscientific premise that biology is effectively irrelevant, and a political project of trying to mainstream the notion that people could change their sex.”

Scientists said canceling research on such a broad range of illnesses related to sexual and gender minority groups effectively created a hierarchy of patients, some more worthy than others.

“Certain people in the United States shouldn’t be getting treated as second-class research subjects,” said Simon Rosser, a professor at the University of Minnesota whose

lab was studying cancer in LGBTQ+ people before significant funding was pulled.

“That, I think, is anyone’s definition of bigotry,” he added. “Bigotry in science.”

The White House and the Department of Health and Human Services did not respond to requests for comment.

Andrew Nixon, a spokesperson for the health department, told The Daily Signal, a conservative publication, last month that the move “away from politicized DEI and gender ideology studies” was in “accordance with the president’s executive orders.”

The NIH said in a statement: “NIH is taking action to terminate research funding that is not aligned with NIH and HHS priorities. We remain dedicated to restoring our agency to its tradition of upholding gold-standard, evidence-based science.”

The LGBTQ+ cuts ended studies on antibiotic resistance, undiagnosed autism in sexual minority groups, and certain throat and other cancers that disproportionately affect those groups. Funding losses have led to firings at some LGBTQ+-focused labs that had only recently been preparing to expand.

While the Times examined only NIH research grants, the Trump administration is also ending or considering ending LGBTQ+ programs elsewhere in the federal health system. It has proposed, for example, scrapping a specialized suicide hotline for LGBTQ+ young people.

The research cuts stand to hollow out a field that in the last decade had not only grown larger, but also come to encompass a wider range of disease threats beyond HIV.

Already, scientists said, younger researchers are losing jobs in sexual and gender minority research and scrubbing their online biographies of evidence that they ever worked in the field.

Five grants obtained by Brittany Charlton, a professor at the Harvard School of Public Health, have been canceled, including one looking at sharply elevated rates of stillbirths among LGBTQ+ women.

Ending research on disease threats to gender and sexual minority groups, she said, would inevitably rebound on the entire population. “When other people are sick around you, it does impact you, even if you may think it doesn’t,” she said.

El Reverendo Bobonis realizó la celebración del matrimonio con todas las formalidades para su validez y tuvo ante sí las pruebas de laboratorio, que le entregaron los contrayentes como parte de la Solicitud de Licencia para Contraer Matrimonio. Al momento de celebrar el matrimonio, ambos novios eran mayores de edad, solteros y con capacidad para consentir. El Reverendo escuchó los votos matrimoniales, hubo intercambio de anillos, los declaró marido y mujer y estos firmaron la licencia de matrimonio junto a los testigos y/o padrinos: el Sr. Manuel Antonio Cabret Cardona y la Sra. Doris Yolanda Rodríguez Feliciano. El Reverendo se llevó los documentos firmados para la correspondiente inscripción. No obstante, al solicitar los contrayentes copia del Certificado de Matrimonio en el Registro Demográfico, no consta en los registros dicho certificado. Por tal razón, y de conformidad con la Ley Núm. 24 de 22 de abril de 1931, 24 L.P.R.A. sec. 1041 et seq., creó el Registro Demográfico de Puerto Rico establecido en el Departamento de Salud de Puerto Rico teniendo a su cargo el registro, colección, custodia, preservación, enmiendas y certificación de récords vitales; la colección de otros informes requeridos por esta parte; actividades relacionadas a ella. La precitada Ley 24 dispone un procedimiento especial con relación a la inscripción tardía de matrimonios: (g) Ausencia de registro de matrimonio. Si en cualquier tiempo después de haberse celebrado un matrimonio se necesitare una copia certificada del récord del mismo para cualquier fin, y después de examinados los archivos por el Secretario de Salud o por sus representantes apareciere que dicho matrimonio no había sido registrado de acuerdo con las disposiciones de esta parte, la parte interesada recurrirá a la Sala del Tribunal de Primera Instancia donde se hubiere celebrado el matrimonio, en solicitud de una orden para que el encargado del Registro Demográfico proceda a inscribir el mismo. Para obtener dicha orden deberá presentar el interesado una solicitud al tribunal, exponiendo bajo juramento su pretensión,

acompañada de la prueba documental pertinente en apoyo de su solicitud. The Bucks are toast, and trading Antetokounmpo may

There is no way to sugarcoat this: The Milwaukee Bucks are done.

The only important thing to monitor now is whether they trade center Giannis Antetokounmpo, and if so, when. Damian Lillard’s Achilles tendon injury on April 27 was the final blow, the last solid piece of the Good Ship Giannis that was keeping it afloat.

Let’s start here: You will pardon Lillard if some of these plotlines seem familiar because within the tragedy of his injury lies multiple parallels.

The first is that this is how his Portland Trail Blazers team ended up rebuilding in 2015, when an Achilles tendon injury in March to Wesley Matthews torpedoed a 51-win team. The campaign ended with a first-round defeat to Memphis (as the Grizzlies’ vice president for basketball operations at the time, I enjoyed that series more than Lillard did) and with All-Star forward LaMarcus Aldridge leaving in free agency after the season. The Blazers rebuilt from the ashes of that to make the 2019 Western Conference finals.

The second parallel is that Lillard’s injury could set up the same situation in Milwaukee that led to the end of his tenure in Portland, with a wait for a trade demand dragging out the endgame of a hopeless roster.

As far as contending for anything important soon, it was already extremely difficult for the Bucks. Now, after Lillard’s injury, it is basically impossible.

They have no good young players and no draft assets, and their annual wrestling match with the collective bargaining agreement’s second-apron threshold results in more losses at the margins every year. The Bucks’ two best players after Antetokounmpo are free agents (Brook Lopez and Bobby Portis). Of the two highest-paid players under contract after Antetokounmpo, one may miss all of next season and be 36 when he returns for 2026-27 (Lillard), and the other is not any good (Kyle Kuzma).

Antetokounmpo was, at worst, the third-best player in the NBA in 2024-25, and all that got the Bucks was the fifth seed and a first-round playoff beating that was well in progress be -

fore Lillard’s injury. Milwaukee’s lineups with its two stars on the court had just a plus-4.7 net rating this season, or about what the New York Knicks, Grizzlies, Houston Rockets and Minnesota Timberwolves did across all 4,000-ish minutes of the season. Even the Bucks’ best pairings were not contenderlevel good.

Thus, all eyes turn to Antetokounmpo, much as all eyes did on Lillard as his situation in Portland grew increasingly hopeless in 2022 and 2023. Antetokounmpo is the best player this franchise will have in this century, most likely, but he is 30 and looking at spending the remainder of his prime surrounded by underwhelming rosters.

The best-case scenario for the next two seasons (when Lillard soaks up salary cap hits of $54.1 million and $58.5 million) is that Antetokounmpo’s greatness and the Eastern Conference’s sadness combine forces to let him drag Milwaukee to a sixth seed and another first-round mismatch.

After 2027, when Lillard’s deal comes off the books, the Bucks have a cleaner cap, but they still have little to no draft or development pipeline. At that point, Antetokounmpo will be 32 and a free agent, if he does not extend his deal again. Obviously, there is a short-term incentive for the Bucks to go overboard to keep Antetokounmpo optimistic about their future. To an extent, I understand it: This isn’t New York or Los Angeles. The temptation is to hang on at all costs for as long as he wants to be there.

One wild idea, for instance, would be to trade Lillard to the Phoenix Suns for Bradley Beal and at least get something from an expensive salary slot next season. Another would be putting a future first rounder in 2031 or 2032 in play — the only ones they have left to trade — to augment the roster by dumping Kuzma, turning Pat Connaughton’s $9.5 million salary into a starting-caliber player.

When it’s over, it’s over. You cannot fight it in this league. Thus, the existential question in Milwaukee is this: Regardless of whether Antetokounmpo asks for a trade, are the Bucks best served by trading him and starting over?

The answer would be yes, a no-brainer, if the Bucks still had access to their own draft picks, but they are so short on assets that it complicates things. Tanking for a high draft pick is not on the table for at least half a decade because of trades the Bucks made.

Still, such a move would give the Bucks two bites at the apple on high picks while they waited for their cap situation to clean out. But again, there is only one team they can execute this trade with, and players are not exactly pining to get to New Orleans. It would almost have to be a sidebar to a primary trade that sent Antetokounmpo someplace else; imagine a deal, for instance, where the Bucks get draft picks for Antetokounmpo and trade some of them to the Pelicans to regain access to their own picks.

The Bucks should be looking to get in the NBA lottery in June as part of any trade, kick-starting things right now.

The most obvious candidate is Houston. The Rockets can offer a mini-Antetokounmpo in Amen Thompson, salivating draft picks in the form of a 2025 lottery pick from the Suns, unprotected Phoenix firsts in 2027 and 2029 (the latter of which is the better of Phoenix’s or Dallas’) and enough salarymatching flotsam to offset Antetokounmpo’s incoming $54.6 million and get a deal to the finish line.

This was the genius of the Brooklyn Nets reacquiring their own picks in the June 2024 Mikal Bridges trade, even if the Nets had to overpay Houston to do it: It gave them free rein to embrace a full-on tank. Milwaukee could pursue a similar plan only by trading with the New Orleans Pelicans to get back their 2026 pick swap and the top-four portion of its 2027 unprotected first. Brooklyn is the other candidate, with enough cap room to swallow other Milwaukee contracts (maybe not Lillard’s, but could the Nets take Connaughton and Kuzma?). The Nets cannot put a talent like Thompson in a trade, but they have four firsts in 2025 (most likely Pick Nos. 6, 19, 26 and 27), an unprotected Suns swap in 2028, three unprotected future firsts from the Knicks and all of their own future draft picks available in a trade. The cap relief and draft capital are a pretty rare package.

No other team can match the Nets and Rockets on draft capital unless Oklahoma City decides to get in the game, and I’m skeptical the Thunder would pursue this once the price became clear.

Two other places the Bucks could look for a partner are San Antonio and Toronto. Those four teams are the favorites, but the Bucks will get calls from all 29 if they make Antetokounmpo available. Even without access to their own future picks, the Bucks are in such a bad spot that the only logical move is to bang the gavel on a bidding war and rebuild with the spoils.
