Salinas doubles down on manatee protection education campaign

Salinas Mayor Karilyn Bonilla Colón announced Monday that the municipal initiative to educate about the importance of protecting manatees has continued since its launch two years ago, with the southern coastal region having a high prevalence of the marine mammal species.
The campaign, titled “Sail with Caution, Let’s Protect the Manatee,” was developed in conjunction with the Caribbean Manatee Conservation Center, a non-profit institution directed by Dr. Antonio Mignucci, a renowned professional and scientific figure. It consists of informational posters strategically placed along coastal areas, as well as informational materials distributed in restaurants, stores, hotels, schools and government service offices. Graphic versions are also being distributed on the municipality’s social media channels and through collaborating individuals and institutions.
“Our team of young university students, who work part-time as tour guides, are now fully trained to properly guide visitors, particularly those operating boats and jet skis,” the mayor said. The educational pieces focus on the fact that protecting manatees is everyone’s responsibility, with information divided into six sections.
The first is directed at jet ski operators, urging them to be careful in coastal areas and manatee habitats. The use of polarized sunglasses is recommended to distinguish individuals in shallow waters.

manatee. Although photographs are allowed, avoid getting too close, and never touch or block its path. Nor should any liquid food be offered. The third point is directed at fishermen, both professional and casual, to never leave hooks or nylon lines in the water as they could harm the mammals.
The fourth point, although obvious, still deserves to be mentioned: avoid leaving trash in the water, as any plastic or other materials can be mistaken for food. Manatees are herbivores, and their field of vision is limited. The fifth issue relates to disseminating accurate information, both in communities and schools, to raise awareness. Particularly important is the date of Sept. 7, when Manatee Conservation Day in Puerto Rico and the Caribbean is commemorated each year.
CRIM supports creation of fund for towns

Municipal Revenue Collections Center (CRIM by its acronym in Spanish) Executive Director Reinaldo Paniagua Látimer appeared before the Municipal Affairs Committee on Monday to discuss Senate Bill 566, which aims to establish an Essential Services and Fiscal Responsibility Fund.
In his presentation, the CRIM chief provided several recommendations to enhance the effectiveness of the proposed bill, whose goal is to identify tools and resources for municipalities to help them continue delivering essential services amid the economic challenges they are currently facing.

chamber, Paniagua Látimer noted that the CRIM agrees “on the necessity of allocating funds to compensate for the financial difficulties municipalities have experienced due to declines in fiscal transfers over the past few years, including the loss of the equalization fund and the exemption fund.”
“It is crucial to ensure that municipalities can operate effectively and provide services to their citizens, as they are the first line of service before the state government,” he said. “We must guarantee they can continue this vital role.”
The CRIM director added that he and other officials at the entity have analyzed the bill and made several supportive comments on its content, clarifying some technical details. Next week, they plan to provide further details requested by the Information Committee to enhance their recommendations. Paniagua Látimer anticipates that the bill will soon be brought to a vote and is optimistic about its approval in both the Senate and the House of Representatives.
Three towns added to state of emergency

Gov. Jenniffer González Colón has accepted the recommendation of Public Safety (DSP by its initials in Spanish) Secretary Gen. Arturo Garffer to include the municipalities of Cabo Rojo, Las Piedras and Vega Baja in the current state of emergency necessitated by weeks of heavy rain.
On Sunday, La Fortaleza said most of the aid to the municipalities under the declaration will be paid for with state funds. Officials did not have a total amount in damages.
The decision to add three more towns is part of the island government’s ongoing response to the torrential rains that have affected numerous regions since April 19. The recommendation was made after the aforementioned three municipalities submitted the necessary documentation and the DSP completed its assessment of the damages in their areas.
“We are continuing to work swiftly and with commitment alongside the mayors to ensure that each affected community receives the necessary support,” González Colón said. “I thank Secretary Garffer for the coordinated efforts that have enabled
an effective and timely response to this emergency.”
With the action, the total number of municipalities officially declared under a state of emergency has risen to 13: Aguas Buenas, Corozal, Naranjito, Orocovis, Ciales, Cidra, Utuado, Caguas, Lares, Vega Alta, Cabo Rojo, Las Piedras and Vega Baja.
Over the weekend, Garffer toured the affected areas in Vega Alta and Vega Baja with the respective mayors, María Vega and Marcos Cruz. They were also joined by Sen. Gabriel González of the Arecibo District and Rep. Elinette González Aguayo. The tour was part of a collaborative effort between the central government, municipal authorities, and the legislative assembly to address the needs of the impacted communities directly.
Garffer said the municipalities will be considered for a $100,000 advance for mitigation and immediate response efforts.
“Our priority is to ensure that funds urgently reach those areas most in need,” he said. “This effort continues.”

Rivera Schatz: Garffer won’t be confirmed if he does not comply with the Constitution

Senate President Thomas Rivera Schatz issued a warning Monday to secretary of state nominee Arthur Garffer, stating that although he recognizes his professional career and qualifications, if he does not meet constitutional requirements he will not be confirmed.
“If it turns out that he meets the requirements, I will be the first to vote in favor,” Rivera Schatz said. “But if he does not meet the requirements, even if I wanted to, I cannot confirm him. It’s that simple.”
The Senate leader emphasized that rigor in evaluating appointments is not negotiable, regardless of the personal or political relationship with the nominee.
“This isn’t about capriciously rejecting any appointment, nor antagonizing anyone, much less the governor,” he stressed.
“But if she doesn’t comply, she doesn’t comply.”
Rivera Schatz noted that the Senate has approved 94% of the appointments presented by Gov. Jenniffer González Colón, but reiterated that “[t]his appointment and any other will be evaluated responsibly.”
“Friendship, empathy, or personal respect are no substitute
for compliance with the law,” he emphasized.
The Senate president said the necessary documentation will be requested from the relevant authorities to validate whether Garffer meets the residency requirements established by the island Constitution. Once the official information is available, he said, it will be shared with all senators to make an informed decision.
Meanwhile, the Popular Democratic Party (PDP) minority leaders in the island House and Senate, Héctor Ferrer Santiago and Luis Javier Hernández Ortiz, respectively, insisted that the appointment of Garffer as secretary of state confirms the collapse of the appointment process in the González Colón administration.
In a written statement, Ferrer accused the governor of having “the intention to impose people without verifying whether they met the constitutional requirements.”
Hernández Ortiz emphasized that the governor herself announced that all her nominees would undergo a background check process.
“Garffer is proof that the so-called government of background checks is another lie,” he said. “This official does not meet the constitutional residency requirement, yet his appointment was still insisted upon.”
The PDP leaders presented documents showing that Garffer maintained his electoral registration in Florida, made political donations from that jurisdiction, and has no properties registered in his name in Puerto Rico. They said the data demonstrates that he does not meet the residency requirement to hold the position of secretary of state.
Dorado mayor will continue in official duties while being treated for cancer

Dorado Mayor Carlos López Rivera announced on Monday that he was diagnosed with cancer and that he will begin his medical treatment immediately, while continuing to perform his official duties.
“I feel good, with courage, hope and determination, as always,” the mayor said in a written statement. “This is one more battle that I take on with faith in God, with the support
of my people and with the conviction that Dorado will remain firm, will advance with strength and unity,”
López Rivera, with 38 years at the head of the municipal government, gave assurances that he will continue to command his responsibilities, confident in the capacity and commitment of his work team. He affirmed that projects under development will not be affected and that municipal management will maintain the same rhythm and vision that has distinguished Dorado.
“I know the challenges, but also the strength of faith and love for a people,” the mayor said.
López Rivera thanked the citizens and his co-workers for their support and solidarity, reiterating his commitment to the development and well-being of Dorado.
“I won’t stop going forward,” he said. “This news does not change my commitment to Dorado. It drives me to continue with more determination, more heart and a renewed purpose.”

PRFAA insists Puerto Rico will not suffer cuts in Medicaid

utive Director Gabriella Boffelli said Monday the U.S. territory will not suffer cuts in its Medicaid program, which benefits half of the island’s population of 3 million.
House Republicans released legislative text Sunday evening of a key portion of their party-line agenda bill that includes cuts and other changes to Medicaid, a contentious issue in trying to advance President Donald Trump’s agenda that will negatively impact millions of beneficiaries.
“The House Energy and Commerce Committee published the legislative text on the issues under its jurisdiction to be included in the reconciliation bill,” Boffelli said. “As we indicated, it does not include cuts to the Medicaid program for Puerto Rico. The committee is expected to evaluate and vote on the measure tomorrow, Tuesday.”
Since budget conversations began, Boffelli said, Gov. Jenniffer González Colón and her team in Washington, D.C. have maintained direct communications with members of Congress and with the House and Senate committees regarding funding for the Medicaid program for Puerto Rico.
“We are committed to protecting these funds secured by the governor during her tenure as resident commissioner,” she said.
The congressional committees, she said, “clearly understand the funding challenges facing Puerto Rico and are aware that more than half of our population depends on this program.”
“The legislative process continues to evolve, and PRFAA remains vigilant in following these discussions,” Boffelli said.
The office of Resident Commissioner Pablo José Hernández Rivera said it will be issuing its own statement.
The legislation released by the Energy and Commerce Committee heads to a markup Tuesday afternoon, and includes a 160-page section covering health care and Medicaid.
The bill would make a slew of Medicaid spending reductions through policies such as stricter eligibility verification, citizenship checks, tougher screenings on providers who get
reimbursements and federal Medicaid funding cuts to states that offer coverage to residents living in the U.S. illegally.
The bill also seeks to impose work requirements to receive Medicaid for able-bodied adults from ages 19 to 64 without dependents, demanding they work at least 80 hours -- or perform 80 hours of community service or other programs -- per month. It includes exceptions for pregnant women and short-term hardship waivers in limited cases.
It does not include some of the most aggressive provisions that had caused intraparty tension, such as per capita limits on Medicaid spending and increasing the state burden for covering the Medicaid population.
“When so many Americans who are truly in need rely on Medicaid for life-saving services, Washington can’t afford to undermine the program further by subsidizing capable adults who choose not to work,” Rep. Brett Guthrie (R-Ky.), the committee chairman, wrote in the Wall Street Journal, making his case for the bill.. That’s why our bill would implement sensible work requirements.”
Guthrie said he expects “fear-mongering” attacks on the legislation, but maintained that it “preserves and strengthens Medicaid for children, mothers, people with disabilities and the elderly, for whom the program was designed.”
Democrats circulated a letter from the nonpartisan Congressional Budget Office with a preliminary analysis finding that the health care portion of the bill would cut spending by $715 billion and would “reduce the number of people with health insurance by at least 8.6 million in 2034.”
PR Chamber of Commerce begins missions to Washington

The Puerto Rico Chamber of Commerce (PRCC) has convened an urgent mission to Washington, D.C. as part of its Federal Affairs Chamber Educational Series, or FACES, to advocate for Puerto Rico issues.
The initiative aims to advocate for Puerto Rico’s priority issues, including economic and tariff reforms, the defense of essential federal funds, and the revitalization of the pharmaceutical industry, which represents nearly 40% of the island’s gross domestic product.
“This mission reaffirms the PRCC’s commitment to acting swiftly and decisively to protect and develop Puerto Rico’s economic interests,” PRCC President Luis Pizarro Otero said.
“We have held meetings with key members of Congress to ensure that federal funds allocated to essential services on our island, such as energy, healthcare, and recovery, are not affected. Likewise, the mission aims to highlight reshoring efforts, where Puerto Rico is uniquely positioned to serve as a national asset in the effort to bring critical industries back to U.S. shores. As an American jurisdiction, the island offers the regulatory stability, legal protections, strong rule of law, and infrastructure of the mainland, along with global market
access from a strategically located Caribbean hub.”
Simultaneously, the PRCC is participating in the SelectUSA Investment Summit 2025, the most important event for promoting foreign investment in the United States, being held through today in Maryland. The PRCC has arranged meetings with companies, investors and economic development entities to highlight Puerto Rico’s strengths as an ideal manufacturing destination. Those strengths include its established track record as a hub for global manufacturing operations, a specialized and highly skilled workforce, and prestigious higher education institutions such as the University of Puerto Rico at Mayagüez.
As part of the mission’s official program, the PRCC will host the “Puerto Rico Open for Business” reception this Wednesday. The event will bring together influential members of the U.S. Congress and its committees on Puerto Rico affairs, as well as business leaders and public officials from the island. Its goal is to broaden dialogue and strengthen ties between Puerto Rico and Washington, emphasize the priority of rebuilding Puerto Rico’s electrical system, and advocate for the continuity of federal reconstruction funds designated for priority infrastructure, housing and energy projects, among others.

‘Viva Papa Leo!’ At US Masses, dawn of homegrown pope brings an air of electricity.

The Rev. Gosbert Rwezahura opened Mass on Sunday morning by saying what everyone in the pews was thinking. “Habemus papam!” he exclaimed at Christ Our Savior Parish in South Holland, Illinois. Beaming, he added, “He is one of our own!”
It was the first Sunday in American history with an American pope seated on the throne of St. Peter in Rome. At parishes across the country, Catholics filed into the pews with a sense of wonder, hope and pride over Pope Leo XIV.
At Christ Our Savior, the pride was personal: Today’s parish was formed from others in the area around the South Side of Chicago, including a now-closed church the pope attended as a child.
Rwezahura put it simply: “We are the home parish of the pope!”
“I’m so full and so proud, I don’t know what to do,” said Janice Sims, 75. “I’m definitely blessed because I lived long enough to see it happen.”
Others there traded anecdotes about brushes with the future pope, back when he was known as Robert Prevost: the music director who played at a wedding he officiated, the deacon who went to high school where his mother was the school librarian.
At the standing-room-only 10:30 a.m. Mass at Holy Name Cathedral in Chicago, the Rev. Ton Nguyen began his homily by exclaiming “Viva Papa Leo the 14th!” The congregation applauded. Outside the church, yellow and white bunting hung in celebration.
“My heart is overwhelmed with joy that we have an American Pope, and he is from Chicago,” Nguyen said.
Catholics at other services around the country were no less ebullient and were starting to think ahead to their hopes

for the new papacy. Perhaps Leo could attract more young people to church, inspire more men to become priests or help unify an often fractious Catholic population in his home country. At 69, he could lead the church for decades.
“He already won over the hearts of the whole world,” said Amelia Coto, 70, who was attending a Spanish-language Mass at Gesù Catholic Church in downtown Miami. “We were without a father, but now God gave us this father we desired so much.”
Coto is from Honduras, and she teared up when talking about Leo. Like others at Spanish-language Masses in Miami on Sunday, she expressed optimism that a Spanish-speaking pope who lived for decades in South America might be able to sway American immigration policy.
“I hope his arrival will help this new president change, stop all those deportations that Trump is doing to Latinos,” she said.
In New Orleans, the pope’s mother’s family had roots in the Black Creole community, where African, Caribbean and French influences blend. In the city this week, social
media feeds were overloaded with images of the pope’s face superimposed in everyday New Orleans scenes. Eating a bowl of gumbo. Showing off his footwork in a second-line parade. Popping his head out of a front door to ask, “How’s your mama and dem?”
Angela Rattler, 69, was attending Mass on Sunday at Corpus Christi-Epiphany Catholic Church in the 7th Ward. When she first heard the pope speak, tears flowed down her face, she said. “He appears to be such a humble man.”
It was Mother’s Day, which is not a Christian holiday but one where church attendance is usually high anyway. Still, the pews seemed especially full at some parishes.
At St. Ann Parish in Coppell, Texas, all 1,300 seats inside were filled, along with a few hundred people seated in a courtyard at Sunday’s 10 a.m. Mass. The Rev. Edwin Leonard planned a homily that emphasized the vocation of motherhood. But then “the Holy Spirit did a beautiful thing,” he told his congregation, and another topic felt more fitting.
“So it is on Mother’s Day that I’m going to speak about the Holy Father,” Leonard said.
Among traditionalists, who had a rocky relationship with the open and informal Pope Francis, some wondered whether Pope Leo might reopen broader access to the traditional Latin Mass. Pope Francis cracked down on the traditional Mass, celebrated by Catholics around the world until the reforms of the Second Vatican Council in the 1960s.
At a Latin Mass at St. Damien Catholic Church in Edmond, Oklahoma, worshippers expressed cautious optimism about the prospect. “There is no way to be sure what he’ll do,” the Rev. Joseph Portzer said in his homily. “But we do see that some of the first words that he said were to talk about unity in the church.”
Portzer was among those who found the pope’s American identity intriguing. “We will have an unusual experience being governed by someone who thinks like an American, a Midwestern American,” he said. “It’s going to mean a lot to us to have an American mindset governing the church.”
For him, that meant a practicality in governing and the possibility that “we will be able, as well, to understand the way he thinks.”
When Leonard in Texas heard the new pope’s name Thursday, the first thing he did was to look up whether he had political or ideological leanings, he told his congregation.
“Mea culpa,” he said in the only Latin words heard during the Mass. “We should not try to fit our pope into our American liberal or conservative camps. If you did that, shame on us.”
Back at Christ Our Savior in the south suburbs of Chicago, a large population of immigrants from Nigeria worshipped along with white and Black families who have lived on the South Side for decades. The pope’s home parish is now a place that in many ways reflects the global church that its favorite son is now charged with leading. Rwezahura is from Tanzania, and the deacon serving with him Sunday on the altar, Mel Stasinski, has lived in Chicago his whole life.
United by a faith shared by 1.4 billion Catholics around the world, they were also connected by their sheer joy Sunday. As Diane Sheeran, 70, described how she felt when she got the news about Leo: “I had a grin for two days.”
US and China agree to temporarily slash tariffs in bid to defuse trade war

The United States and China said Monday they reached an agreement to temporarily reduce the punishing tariffs they have imposed on each other while they try to defuse the trade war threatening the world’s two largest economies.
In a joint statement, the countries said they would suspend their respective tariffs for 90 days and continue negotiations they started this past weekend. Under the agreement, the United States would reduce the tariff on Chinese imports to 30% from its current 145%, while China would lower its import duty on American goods to 10% from 125%.
“We concluded that we have a shared interest,” said Treasury Secretary Scott Bessent at a news conference in Geneva where U.S. and Chinese officials met over the weekend. “The consensus from both delegations is that neither side wanted a decoupling,” he said.
China said it will suspend or revoke countermeasures adopted in retaliation for escalating tariffs. In early April, the Chinese government had ordered restrictions on the export of rare earth metals and magnets, critical components used by many industries, including automakers, aerospace manufacturers and semiconductor firms.
Bessent said the two countries may discuss purchase agreements of American goods by the Chinese government. Such a deal could help narrow the American trade deficit with China.
The agreement, for now, breaks an impasse that had brought much trade between China and the United States to a halt. Many American businesses had suspended orders, holding out hope that the two countries could strike a deal to lower the tariff rates. Economists have warned that the trade dispute will slow global growth, fuel inflation and create product shortages, potentially tipping the United States into a recession.
Chinese factories also experienced a sharp decline in ex-
port orders to the United States, heaping additional pressure on a sluggish economy. Chinese producers looked to expand trade to Southeast Asia and other regions to circumvent the U.S. tariffs.
Bessent said the tariffs had effectively created an embargo, something neither side wanted. The two countries said that ongoing negotiations will involve Bessent; Jamieson Greer, the U.S. trade representative; and He Lifeng, China’s vice premier for economic policy, who led the weekend talks for the Chinese.
In a research note, Mark Williams, chief Asia economist for Capital Economics, said the agreement was “another substantial retreat from the Trump administration’s aggressive stance,” because it does not include any commitments by China on its currency or trade imbalances. He also noted that there is no guarantee that a 90-day truce will give way to a lasting agreement, especially if the United States continues trying to rally other countries to limit trade with China.
While a temporary reprieve from the shockingly high tariffs is cause for celebration for businesses in both countries, the repercussions will linger. Businesses will likely encounter a flood of pent-up demand, leading to soaring transport prices, as companies race to schedule shipments during the 90-day negotiating window to take advantage of the lower tariff rates. Global markets jumped on the announcement. The benchmark index in Hong Kong surged 3%, about the same amount as S&P 500 stock futures.
Zhiwei Zhang, the president and chief economist of Pinpoint Asset Management, an investment firm in Hong Kong, called the agreement a “good starting point” for both countries.
“From China’s perspective, the outcome of this meeting is a success, as China took a tough stance on the U.S. threat of high tariffs and eventually managed to get the tariffs down significantly without making concessions,” he said.
Bessent and Greer said the two countries had substantive discussions on U.S. demands that Beijing crack down on the trafficking of the chemical ingredients used to make fentanyl. Bessent said the Chinese “understood the magnitude” of the fentanyl crisis in the United States and that there is a “positive path forward.”

President Donald Trump initially added a 20% tariff to Chinese exports, accusing the country of not doing enough to stop the flow of fentanyl to the United States. That punitive tariff remains in place. The 10% “baseline” tariff on nearly every U.S. trading partner, including China, also remains in place.
Greer said the negotiations were underscored by “mutual understanding and mutual respect,” but noted that China was the only country to retaliate against the United States after Trump imposed so-called reciprocal tariffs on dozens of countries last month.

Investors cheer US-China tariff truce, but cautious over a final deal
Abreakthrough in U.S.-China trade talks set off a relief rally in stocks on Monday and propelled the dollar higher, but investors fear further negotiations could prove a long slog, as risks of a global economic slowdown persist.
After two days of talks with Chinese officials in Geneva, U.S. Treasury Secretary Scott Bessent said the two sides agreed to a 90-day pause on measures, and tariffs would fall by over 100 percentage points.
That leaves U.S. tariffs on Chinese goods at 30% from May 14 to August 12 and Chinese duties on U.S. imports at 10%. The outcome exceeded the hopes of many investors ahead of the talks.
The dollar jumped over 1% against a basket of major currencies, as the yen and Swiss franc fell along with other safehaven assets like gold and government bonds.
U.S. stocks soared, with the benchmark S&P 500 index rising 3% in afternoon trading, while the tech-heavy Nasdaq Composite jumped 4%.
U.S. Treasury prices sagged, sending the benchmark 10year Treasury yield to 4.45%, its highest in about a month, as investors shed safe havens and scooped up risk assets. MSCI’s index of global shares rose 1.9%.
The Cboe Volatility index, an options-based measure of investor anxiety, fell below 20 for the first time since the end of March.
“This is a relief rally that the worst case scenario in tariffs, being tariffs over 100%, is not likely to materialize,” said John Praveen, managing director at Paleo Leon in Princeton, New Jersey. “We may not get zero tariffs but the worst case is unlikely. We’ve pulled back from the brink.”
The cheer was tempered by caution, given a more permanent trade deal needs to be struck, while higher tariffs overall could still weigh on the global economy.
“It’s long-term positive plus 90 days of uncertainty,” said Charles Wang, chairman of Shenzhen Dragon Pacific Capital Management Co.
Michael Metcalfe, head of macro strategy at State Street Global Markets in London, estimated that Monday’s U.S.-China deal implied an average effective tariff rate of around 15%.
“Given where expectations were, it’s a net positive,” he said. “You basically reverse the reciprocal tariff announcement, and if you reverse the reciprocal tariff announcement you are back to square one.”
U.S. President Donald Trump had imposed tariffs of 145% on imports of Chinese goods. China in turn raised tariffs on U.S. goods to 125% and limited exports on some vital rare earth minerals. Those measures had brought nearly $600 billion
in two-way trade to a standstill, disrupting supply chains and sparking fears the global economy could crater.
Trump’s April 2 “Liberation Day” announcement of sweeping tariffs sparked a sharp exit from U.S. assets, including the dollar and Treasuries, mainstays of the global financial system. Heightened uncertainty over U.S. trade policy hurt business and consumer confidence.
“It’s still hard for companies to make decisions on spending,” said Patrick Kaser, portfolio manager at Brandywine Global in Philadelphia. “The market is acting like the risk has gone away, but I don’t think that’s how a lot of businesses and companies are going to view the situation.”
Investors saw signs Trump may be rethinking his trade strategy, as economic indicators have weakened and central bankers have warned of risks of slowing growth and rising inflation.
A deal last week with Britain, plus positive noises from Japan, Vietnam and South Korea, helped restore some confidence, as have cooling geopolitical tensions.
“This is only a three-month temporary reduction of tariffs. So this is the beginning of a long process,” Zhiwei Zhang, chief economist at Pinpoint Asset Management in Hong Kong, said.
“The two sides will spend months probably, to come up with a resolution, or reach a final trade deal, but this is a very good starting point.”

Hamas frees American held in Gaza in deal that largely circumvents Israel

Hamas released Edan Alexander, the last living American hostage it held in the Gaza Strip, on Monday evening after mediators brokered a deal between the group and the United States that largely circumvented the Israeli government.
Alexander’s release came on the eve of a visit by President Donald Trump to the Middle East, and was portrayed by Hamas officials as an attempt to secure U.S. support for a wider deal to end the war.
Alexander, 21, was among roughly 250 people seized and taken to Gaza during the Hamas-led attack on Israel on Oct. 7, 2023, that ignited the war in Gaza. A dual Israeli American national serving in the Israeli army, he was captured from a military post that morning. He grew up in New Jersey and moved to Israel after high school to join the military.
In images and video that the Israeli authorities shared Monday following his release, Alexander, looking pale but smiling, enthusiastically greeted his family with hugs and exclamations of joy. According to reports in Israeli news media, the released captive said that he had been held in a cage in a Hamas underground tunnel with his hands and feet bound and ate little.
Unlike most other hostages, Alexander was released without a formally announced ceasefire between Israel and Hamas, highlighting the failure of efforts to secure a broader truce between the two sides. Hamas still holds at least 20 living hostages — along with about 40 dead bodies, including those of several Americans — but it is reluctant to release more of them unless Israel agrees to hold negotiations to end the war. Israel wants the right to continue the war after any future truce, leading to an impasse in the talks.
Israeli Prime Minister Benjamin Netanyahu said in a statement Monday that Alexander’s release showed the benefits of placing Hamas under greater military pressure.

In March, Netanyahu ordered the Israeli military to break an earlier ceasefire, saying it would force the group to release more hostages and lead to its total military defeat.
But critics of Netanyahu’s strategy have said Alexander’s release instead highlighted the failure of such an approach, since he was being released mainly because of U.S. pressure rather than Israeli action. Growing numbers of Israelis support securing a deal to free all hostages, even if such a truce would require Netanyahu to compromise, end the war, and allow Hamas to survive. Netanyahu announced Monday that he would send a delegation to join negotiations for a temporary ceasefire, disappointing those who want him to agree to a permanent truce in order to free all the hostages.
As a result, the relatives of hostages still in Gaza said they had mixed feelings about Alexander’s release. Many gathered in Tel Aviv, Israel, on Monday to call for a broader deal.
Yehuda Cohen, whose son Nimrod is still held in Gaza, said he was happy for Alexander but frustrated that he was being released “only because he’s an American citizen.”
Still, Cohen saw hope in how Trump was willing to work around Netanyahu. “He’s losing patience,” Cohen said of Trump. “We hope that it’s a new start of a new hostage deal, forcing Netanyahu to end the war, get all the hostages.”
Trump helped to fuel such hopes by announcing on social media Sunday that Alexander’s release could be “the first of those final steps necessary to end this brutal conflict.”
U.S. officials met in person with Hamas leaders this year, before breaking off contact following complaints from Israel. It is unclear if direct contact was resumed to broker Alexander’s release.

With no end to the war in sight, aid agencies have warned of a growing risk of starvation in Gaza. A United Nations-backed initiative that monitors malnutrition, the Integrated Food Security Phase Classification, said Monday that Israel risked causing a famine if it proceeded in the coming weeks with a planned military advance. In such a situation, the initiative said in a new report, “The vast majority of people in the Gaza Strip would not have access to food, water, shelter, and medicine.”
Since March, Israel has blocked all food and fuel supplies to the territory, much of which is occupied by Israeli troops, saying that it wanted to stop any supplies and profits from reaching Hamas.
Civilians have borne the brunt of Israel’s restrictions. The fuel embargo has made it almost impossible to distribute food to certain parts of Gaza, and the lack of new food deliveries has caused existing stocks to dwindle. In late April, the World Food Program announced that its food supplies in the territory had run out, while the U.N. agency that aids Palestinian refugees, UNRWA, said it had no more stocks of flour.
Pope Leo calls for news media to shun divisive language

Pope Leo XIV used his first audience with news outlets Monday to appeal to journalists to help cool the heated language of today’s media landscape.
The comments once again echoed some of the themes highlighted by his predecessor, Pope Francis, as Leo backed a free press to enable informed decisions and renewed his calls for a more peaceful world. “Let us disarm communication of all prejudice and
resentment, fanaticism and even hatred; let us free it from aggression,” Leo told more than 1,000 journalists, including the Vatican press corps, who were gathered in an auditorium. “We do not need loud, forceful communication but rather communication that is capable of listening,” he added, delivering his address in Italian.
In comments that were likely to win him points with his audience, Leo spoke of the need for people to be informed in order to make sound decisions and of “the precious gift of free speech and of the press.”
Leo took the stage to a rapturous ovation from members of the news media, some of whom will report on his papacy and others who were in Rome to cover the death and funeral of Francis as well as the conclave that elected the new pope.
World Catholics see the first American pope as hardly American

The surprising election of the first American pope felt fraught and disorienting to Roman Catholics around the world, who had considered such an outcome unlikely and perhaps unwelcome — until Pope Leo XIV stepped onto the balcony of St. Peter’s Basilica and chose to speak a few sentences in Spanish.
In an instant, the new pope, formerly Cardinal Robert Francis Prevost, signaled that his identity would defy easy categorization. He chose in that pivotal moment Thursday evening not to say anything in English or mention the United States. He seemed intent on conveying the message that he was not a typical American.
It worked. Leo, who was born in suburban Chicago, has Creole heritage, lived in Peru for decades and speaks at least three languages, established himself as a citizen of the world. Catholics around the globe raced to claim pieces of his multicultural and multilingual background as their own.
“He considers himself American, but he also considers himself Peruvian,” said Julia Caillet, a 33-year-old osteopath, who was in line outside Notre Dame Cathedral in Paris on Friday for a special service for young Catholics celebrating the new pope. “He is a priest of the world.”
At a time when President Donald Trump has isolated the United States from its diplomatic allies and trade partners and upended much of the world order, some Catholics worried that an American pontiff might somehow bring the Catholic Church closer to the tumultuous U.S. government.
Instead, Leo appears to have reassured
them, at least for now, that he would preserve the church as a global moral voice calling for peace and justice, especially for migrants, the poor and victims of war, in the mold of Pope Francis.
Leo is described as more reserved and diplomatic than Francis. Yet his warm words for Peru, where he holds dual citizenship after having lived and worked there for more than 20 years, reminded Catholics of Francis, who was from Argentina.
The Vatican News called Leo, 69, not the first pope from the United States, but the second pope “from the Americas.” And South Americans were quick to declare him theirs.
“He is more Peruvian than American,” Cardinal Odilo Scherer of Brazil said in a news conference Friday.
He and several other Brazilian cardinals batted away question after question about the new pope’s nationality; one Brazilian reporter said an American pope had seemed taboo, because of the power of the United States.
It came as a relief to Araceli Torres Hallal, 64, a Catholic entrepreneur in Mexico City, to learn in the last few days that the new pope is not “purely American.”
“We feel threatened by them,” she said of the United States. “So it would’ve been a total disaster and a cold slap in the face if the pope had been full-on American.”
Torres saw Leo’s experience as a bishop and a missionary in Peru for the Order of St. Augustine, and his 12 years leading the order worldwide, as crucial in shaping him as a pastor in touch with the needs of poor and vulnerable people. She said she expects him to serve as a counterweight to some of Trump’s anti-migrant policies.

can” should apply to anyone from the entire continent — that is, from North, Central or South America.
The 133 cardinals who elected Leo in a two-day conclave were surely aware of the possible criticism they could face for choosing a pope from a superpower where about 80% of the people are not even Catholic — especially to succeed Francis, who focused on what he called the church’s “peripheries,” far from Rome, and mostly in the global south.
Many of the cardinals in the conclave were named by Francis. They came from more countries than ever before and shared his views, and yet elected an American anyway, in what they described as a deeply spiritual and fulfilling process.

A longevity expert’s 5 tips for aging well

About two decades ago, a California research team observed a striking phenomenon: While a majority of older adults have at least two chronic diseases, some people reach their 80s without major illness.
The researchers suspected the key to healthier aging was genetic. But after sequencing the genomes of 1,400 of these aging outliers — a cohort they called the “Wellderly” — they found almost no difference between their biological makeup and that of their peers. They were, however, more physically active, more social and typically better educated than the general public.
That genes don’t necessarily determine healthy aging is “liberating,” and suggests that “we can pretty much all do better” to delay disease, said Dr. Eric Topol, a cardiologist and the founder of the Scripps Research Translational Institute, which ran the Wellderly study.
Topol is a prominent molecular scientist who has published 1,300 research articles, has written multiple books and has several hundred thousand followers across social media and his newsletter. His newest book, “Super Agers: An Evidence-Based Approach to Longevity,” out on Tuesday, delves into the rapidly evolving science of aging.
In the book, Topol writes that tools like biological age tests and increasingly sophisticated health risk prediction could eventually paint a clearer picture of how we’re aging.
With these tools and new scientific insight into how lifestyle drives the biological breakdown that comes with age, he writes, we can now do more than ever to delay that process. While we’re all more likely to get diseases like Alzheimer’s, cancer and diabetes as we get older, these illnesses can develop over the course of decades — which gives us a “long runway” to try to counter them, Topol said.
Here are five strategies he recommends for aging healthier.
Take up strength training.
People who exercise regularly live longer than those
who don’t: Studies reliably show that physical activity reduces your risk of cancer, depression, diabetes and mortality overall.
But even Topol was surprised to learn that strength training in particular can significantly lower your risks: One meta-analysis mentioned in the book found that an hour of resistance training a week lowered subjects’ mortality risk by 25%.
Strength training has also been linked to better sleep, higher bone density and improved mental health, compared with no exercise. While there’s no magic threshold for how strong you should be to delay decline, the stronger you are, the better, Topol said.
Schedule your sleep.
Studies show that adequate sleep can reduce your risk of cancer, stroke and many other illnesses.
Committing to a consistent sleep schedule is also important. One analysis found that irregular sleep schedules increased subjects’ all-cause mortality risk.
Deep sleep is especially critical for better aging, Topol said. Research suggests that people who get fewer hours of deep sleep a night are at higher risk for dementia, for instance.
While drafting “Super Agers,” Topol said, he increased his deep sleep from 15 minutes to almost an hour per night over the course of a year by going to sleep at the same time each night, among other lifestyle changes. (He used a wearable sleep tracker and a smartphone app to monitor his sleep patterns.)
Most sleep aids, though, don’t get you deep, restorative sleep, Topol warned. Lifestyle changes — rather than drugs or supplements — are far more likely to increase your sleep duration and quality, he said.
Bolster your mental health.
Managing stress, and improving your mental health more broadly, are critical for lowering your risk of chronic disease and mortality.
There are simple steps you can take to improve your mental health and delay disease, Topol said, such as spending time outdoors. One study found that subjects who spent at least 30 minutes a week in outdoor green spaces experienced lower rates of depression and high blood pressure.
Studies show people with active social lives typically have a lower risk of mortality and disease. The Wellderly adults in the Scripps study also tended to have rich social lives, Topol wrote in “Super Agers.”
Use tests and trackers sparingly.
Many longevity influencers promote blood and saliva tests that claim to measure your biological age and can cost $100 or more. New protein analyses, not yet on the market, are intended to estimate how quickly certain organs are breaking down. Scientists are also exploring biomarker tests to predict conditions like Alzheimer’s.
Topol doesn’t recommend the aging tests on the market today because they’re expensive and it’s unclear how accurate they are. But as these tests get cheaper and more sophisticated, they could help you understand your individual risks, he said.
And while he’s optimistic that some wearable devices like sleep trackers or glucose monitors can help you estimate your sleep patterns or blood sugar, there’s no data suggesting that using trackers without making real lifestyle changes can meaningfully improve your health, he said.
Be wary of influencers.
Longevity enthusiasts may find themselves doing their own research, especially if their doctors aren’t up to date on the latest technological advances. But popular influencers are often biased, Topol warned.
There’s no reason to experiment with drugs, therapies or supplements that haven’t undergone clinical trials, he said, especially when exercise, sleep, improved mental health and diet are all much more likely to extend your life and health span, he said.
“If they’re hawking a supplement,” he said, “I would kick them off the list of being credible.”

You talk to your pets. They help your pets answer.

Siena Filippi really wanted to know what her cat was saying. Filippi, a 26-year-old content creator and vintage store owner, had recently come across a slew of videos on TikTok showing pet owners talking to animal communicators. The thousands of videos — which usually consist of owners showing their reactions to the readings — had started appearing consistently on her For You Page. She wondered, Why not get a reading for her childhood cat?
“I have dabbled in an Etsy psychic, so I’ve had experience that way,” Filippi, who lives in the New York City borough of Brooklyn, said in a recent phone interview. “And I was like, ‘Oh, I didn’t know they could even do it for animals.’ So then I went and I found one myself.”
A friend of hers recommended Daniela Amato, a New Jersey-based “animal intuitive” with her own robust social media presence. As part of her business, Heart Communications, Amato speaks to animals, dead and living, and performs reiki on pets. She’s not a psychic, per se, as her messages aren’t predictive; instead, according to her Instagram, “My goal is simply to relay messages and be the con-
duit for you and your animal companion.”
Before their phone reading, Filippi sent Amato a photo of her cat and said he was named Bitty. What Amato told her surprised her. “The first message that came through is that she wanted me to know from my cat that he knows that he’s so handsome,” Filippi said.
In a video of the phone call that Filippi posted on TikTok — which has been viewed more than 450,000 times — Amato confirms she has a pressing message from Bitty. “So he thinks he’s very handsome,” she said. “Beautiful, actually, and he says he is a gentleman as well.” She also mentions his “sweet breath” — a side effect of medication he takes, Filippi said — and says he prefers spending time at Filippi’s family beach house. And though his name is Bitty, he actually calls himself Leo.
“I really felt like the phrases she was saying and the information she was giving me reflected, kind of, the personality of my cat,” Filippi said.
Amato takes her communication with animals very seriously.
“I always heard animals as a child, but it was dismissed as being imaginative or creative,” Amato said in a phone interview. “As I got older, I had moments where I felt I was understood by the animals. When I had my dog, Little Bear, I felt he trained me to hear him as well as be heard by him.”
Since Filippi’s video was posted to TikTok, Amato has seen a sharp increase in interest in her own social media accounts, which she called “great tools” for finding clients, with her services now booked several months out.
“It felt heartwarming to know that I impacted her business positively,” Filippi said.
Amato is one of a host of animal communicators on TikTok who have seen their businesses boom since creators be-
gan posting videos of their conversations. Shirley Hyatt, a longtime animal communicator living in Southern California, has amassed more than 220,000 followers on TikTok since her daughter Holly started the account for her.
“My daughter was sick one time and she decided she was going to make me a TikTok page,” Hyatt said. “The only thing I ever heard about TikTok was it was something kids got on. I knew nothing. And I’m not a computer person. But the very next day, my website went down, and I had three or four hundred emails about it.”
Now, Hyatt said, the majority of her new business comes from TikTok, where she frequently posts videos of live readings. She’s gotten so popular that she has impersonators.
Though animal communication has its skeptics, believing in the work is almost irrelevant to the trend. Some people hire professional communicators in an attempt to get real answers out of animals — especially those who have died — but many of the creators on TikTok are doing it for the sheer entertainment value. Either way, it’s been an unexpected hit online.
“I don’t think someone can believe it unless they experience it themselves,” Filippi said.
For her part, she’s already planning to get another reading from Amato for her other cat, Pierre, whom she shares with an ex. Perhaps he has insights on the breakup? “That would be funny, even his perception of it all,” she said. “I might have to do that.”
