Senate evaluates appointments for secretaries of state, justice & labor

The Puerto Rico Senate’s Innovation, Reform, and Appointments Committee, chaired by Senate President Thomas Rivera Schatz, reviewed on Monday the appointments of Rosachely Rivera Santana as secretary of state, Lourdes Gómez Torres for justice secretary and María del Pilar Vélez Casanova for secretary of labor and human resources.

During the hearings, Rivera Santana emphasized her commitment to the digital modernization of the agency and to strengthening the role of the State Department as an economic and social liaison.

“I intend to develop and innovate this agency and honor Puerto Rico,” she stated, adding that she will “promote efficiency, transparency, and citizen access.”

Gómez Torres, an attorney, said she will lead the Justice Department with integrity and respect for the law.

“I assume this position with a focus always oriented toward strengthening justice,” she said, while also pledging to review procedures and promote the use of technological tools.

Vélez Casanova said her priority will be to protect workers’ rights and foster dialogue between sectors.

“We will promote communication and respect among all sectors of the labor ecosystem,” she said.

The three nominees reaffirmed their commitment to implementing the public policies established by law. The Senate will continue its evaluation to confirm their appointments.

Education Dept. formalizes commission for gifted student interns

Education Secretary Eliezer Ramos Parés announced on Monday the official creation of the Commission for the Gifted Interns Program, in compliance with Law 217-2018.

The agreement establishing the commission was signed in the office of Senate President Thomas Rivera Schatz, in the presence of the Senate leader, House Speaker Carlos “Johnny” Méndez Núñez and Associate Secretary for Academic and Program Affairs Dr. Beverly Morro.

with executive agencies.

As a first step, the Education Department launched the program “Summer 2025: Internship Experiences with Academic and Occupational Exploration for PRDE Students on the Campuses of the University of Puerto Rico,” aimed at gifted and talented students in the public system.

Ramos Parés said he will soon convene the commission’s first meeting to outline the program’s initial steps.

“Today we celebrate a momentous step forward for gifted students in our public schools,” Ramos Parés said in a written statement. “I am grateful for the strong support of both legislative [leaders], whose leadership has made this commission a reality.”

The commission is composed of the Senate president, the House speaker, the education secretary, the labor and human resources secretary, and a representative of the parents of gifted elementary school students, who is appointed by the governor with the advice and consent of the Senate. Its task

Puerto Rico experiences first positive migration rate in years

Puerto Rico has experienced its first positive net migration rate in years, signaling a shift in the island’s population dynamics, according to the Economic Report to the Governor and the Legislative Assembly (IEG by its initials in Spanish) released by the Puerto Rico Planning Board on Monday.

Planning Board President Héctor Morales Martínez announced a positive migration rate of 4.7 per 1,000,000 inhabitants, reflecting a welcomed change in Puerto Rico’s population trends.

While all municipalities lost population between 2010 and 2020, some 43 municipalities gained population between 2023 and 2024, with Guaynabo, Bayamón and Arecibo leading the way.

Projections suggest that the population could fall below 2.8 million by 2030, characterized by a growing number of older adults and a declining number of young people, as highlighted by Miriam García Velázquez, director of the Social Analysis, Models, and Projections subprogram at the Planning Board.

The IEG also includes analyses of the global economy, the United States economy, and Puerto Rico’s economy. It

emphasizes that modern technologies, technical training and agribusiness are essential pillars for transforming agriculture on the island.

Alejandro Díaz Marrero, director of the Planning Board’s Economic and Social Planning Program, noted that the latest IEG outlines the agricultural outlook and available opportunities.

“Although agriculture contributes less than 1% of the GDP, it remains vital for food security,” he stated.

In 2023, gross agricultural income exceeded $940 million, with crop production now leading over animal products. Díaz Marrero noted that there are opportunities for growth in the sector, particularly with the government’s renewed focus on education, infrastructure and soil protection.

The U.S. territory’s economy, as measured by gross domestic product (GDP) at constant prices, grew by 2.1% in fiscal year (FY) 2024 compared to FY 2023. This growth is mainly attributed to increases in exports of goods and services (5.6%), personal consumption expenditures (2.4%), total domestic fixed capital investment (6.8%), and government consumption expenditures (3.0%).

In April, the Planning Board presented its economic projections for 2025 and 2026, showing moderate economic growth of 1.1% and 0.5%, respectively.

Governor rejects energy rate increase, announces new temporary generation

“I reiterate my opposition to the hourly bill increase,” Gov. Jenniffer González Colón said. “It is not necessary, and the [Energy] Bureau has also determined this.”

Direct

Gov. Jenniffer González Colón said Monday that an energy rate increase, as requested by LUMA Energy, is unjustified and reaffirmed her rejection of the request, which the Puerto Rico Energy Bureau had previously denied because it was not considered an emergency.

“I reiterate my opposition to the hourly bill increase. It is not necessary, and the Bureau has also determined this,” González Colón said during a press conference in Canóvanas. “We are always reviewing requests for increases here, and this cannot continue.”

The governor also said a selected temporary gener-

ation company will supply 800 megawatts of energy at a cost of less than 25 cents per kilowatt-hour. The arrangement was achieved after an independent evaluation and at no additional cost to the government, she said.

“A company was selected to supply 600 megawatts in Aguirre and 200 in Costa Sur, with prices below 25 cents per kilowatt-hour,” González Colón. “This will help provide the reserves for system repairs and the completion of the remaining projects in July.”

The governor’s remarks came during a press conference at which a new sports complex was inaugurated, in addition to the announcement of several projects for the northeastern municipality of Canóvanas.

services resume at permanent registration boards and electronic voter registry

State Elections Commission (SEC) Chairman Jorge Rivera Rueda announced Monday that, after completing the voter registry review process following the November general elections, the permanent registration boards will resume direct services to the public starting today.

“Having completed the voter registry update process, all Boards will resume offering regular services such as registration, reactivation, and changes to the voter registry,” Rivera Rueda said in a written statement.

The official noted that the services will be available at the permanent registration boards in 17 municipalities, from 8 a.m. to 4:30 p.m., in addition to access to the electronic voter registry at www.ceepur.org.

The permanent registration boards are located in San Juan, Bayamón, Arecibo, Aguadilla, Utuado, Mayagüez, Aibonito, Guayama, Caguas, Humacao, Ceiba, Ponce, Guánica, Yauco, Guayanilla, Villalba and Santa Isabel.

The resumption of regular operations at the boards comes after the SEC chairman visited each location to meet with the staff and assess the condition of the facilities.

Gov. Jenniffer González Colón has submitted for the Senate’s consideration the nominations of Col.

Carlos José Rivera Román as the adjutant general of the Puerto Rico National Guard, and Anthony Yrimia Herrera, an engineer by profession, as commissioner of

the island Telecommunications Bureau.

Rivera Román currently serves in the Army as the property and fiscal affairs noncommissioned officer, where he manages all federal resources -- including funds, equipment, supplies and services -- provided to the National Guard. He oversees federal reimbursement processes and has led the reimbursement effort at both state and federal levels for various emergencies, including multiple tropical storms, earthquakes and COVID-19 response operations in 2020.

Additionally, he served as the deputy chief of staff for operations, where he developed, drafted and published the National Guard’s initial COVID-19 response operational plan as well as all earthquake response operations in 2020. He also held the position of chief of staff for operations, overseeing the training, readiness and mobilization activities of all National Guard units.

Rivera Román has also been the brigade commander of the 191st Regional Support Group, the deputy director of information management, and the director of military support, where he coordinated, supervised and provided guidance for domestic operations. He served as the commander of the 22nd Weapons of Mass Destruction Civil Support Team and has been deployed for various missions, including Operation Enduring Freedom.

The nominee possesses a Level 3 Defense Finance

Manager certification and has completed the Defense Finance Manager Certification program, including continuing education requirements, through the U.S. Department of Defense, among other certifications and military education. He holds a master’s degree in administration from Central Michigan University and a master’s degree in strategic studies from the U.S. Army War College, as well as a bachelor’s degree in accounting from the University of Puerto Rico.

Yrimia Herrera, meanwhile, currently serves as infrastructure manager for the Telecommunications Bureau (PRTB), where he has reviewed telecommunications infrastructure designs to ensure compliance with PRTB regulations for final approval. He has also served as permitting officer for the PRTB since 2011.

The nominee served as a representative of the Puerto Rico Construction Board on the committee for the revision of the Puerto Rico Construction Codes in 2021 and 2018, and as a representative of the same board in the joint study between the PRTB and the Energy Bureau to determine, implement and guarantee the safe load that poles can support for the distribution of telecommunications and electrical infrastructure.

Yrimia Herrera holds a bachelor of science degree with a concentration in electrical energy from Polytechnic University of Puerto Rico.

Communities in mountain region to have battery access

The Montaña Hydroelectric Cooperative (MHC) has received official authorization from the U.S. Department of Energy to implement the Community Energy Resilience Hub project, which ensures poor communities access to power in outages.

The initiative is backed by a $3.5 million federal allocation through the Grid Resilience State and Tribal Formula Grants program. The project will be coordinated in Puerto Rico by the Central Office for Recovery, Reconstruction, and Resilience and aims to benefit remote communities in Adjuntas, Jayuya, Lares, Maricao and Utuado.

As part of the effort, backup batteries will be installed at 10 strategic locations to ensure continuous access to electricity during power outages. This will enhance the communities’ ability to respond to climate emergencies and power grid failures. The community energy resilience hubs will provide power during outages to essential businesses such as clinics, pharmacies, grocery stores and bakeries, which are critical to daily life. The backup batteries will allow those essential services to continue operating even when power is interrupted.

Additionally, the hubs will serve as support points

where residents can refrigerate medications, charge medical equipment, and charge mobile devices to stay informed and connected. Each center will provide a safe and reliable place to maintain essential services during emergencies.

The project is part of ReEnFoCo, a major initiative of the MHC focused on strengthening the resilience of rural communities by installing microgrids that keep essential services operational during power outages. Through ReEnFoCo, the MHC promotes the creation of community microgrids that provide backup power to essential businesses, ensuring continuous access to necessary services. Essential businesses not only sustain daily life in the communities

but also become vital support points during emergencies, sharing their energy with nearby residents and helping maintain collective well-being in difficult times.

“The Community Energy Resilience Hub project responds to the urgent demand from rural communities for reliable access to electricity during emergencies,” said Shirley Montalvo, solar ambassador and community coordinator for the MHC. “We hope these hubs will bring relief, stability, and hope to our communities when they need it most.”

The first phase of the project is expected to be completed in the fourth quarter of this year, with the goal of providing energy backup to communities before the next hurricane season starts.

“The Mountain Hydroelectric Cooperative is the only organization in Puerto Rico positioned to develop and install 10 community microgrids in hard-to-reach rural areas,” MHC Treasurer Ineabelle Medina said. “This project sets a precedent for how mountain communities can access continuous power during emergencies. It is not just a technical solution but a profound transformation led by the communities themselves. There is no other program in the country with this reach, community focus, and direct impact on historically underserved populations.”

A Florida weatherman’s hurricane plea went viral. Here’s why.

Ameteorologist who has spent his career warning South Florida about hurricanes had a new warning for viewers last week: He’s not sure he can do it this year.

John Morales of WTVJ in Miami said the Trump administration’s recent cuts to the National Weather Service could leave television forecasters like him “flying blind” this hurricane season. “We may not exactly know how strong a hurricane is before it reaches the coastline,” he warned.

Clips of Morales’ comments have spread widely: one posted on MSNBC’s TikTok account has nearly 4,500 comments, and news outlets around the world have written articles about what he said. (This isn’t the first time Morales has been the subject of viral attention: In the fall, his emotional reaction to Hurricane Milton’s rapid intensification also hit a nerve.)

Here’s what Morales had to say and more about what is going on with the weather service. He warned of less accurate forecasts.

Morales’ presentation Monday began with a clip of himself following the Category 5 Hurricane Dorian in 2019 as it moved over the Bahamas. He reassured his Florida viewers that the powerful storm would turn north before it reached their coastline. And it did, exactly when Morales assured anxious viewers it would.

The clip cuts to him in present day, slightly older and now wearing glasses. He recalled the confidence he used to have in delivering an accurate forecast to his viewers.

Grimly, he added: “And I am here to tell you that I am not sure I can do that this year, because of the cuts, the gutting, the sledgehammer attack on science in general.”

He told of staffing shortages at the weather service’s Florida offices; “From Tampa to Key West, including the Miami office, 20 to 40% understaffed,” he said.

“The quality of the forecast is being degraded” because of those cuts, he said.

“Am I worried? You bet I am!” he added in a follow-up essay posted on the station’s website.

The weather service has indeed faced deep cuts.

Before this year, many offices were already understaffed. And since the sweeping cuts, part of the Trump administration’s effort to slash the size of the government’s workforce, nearly 600 people have left the agency through a combination of layoffs and retirements.

The weather service has been scrambling

Sand from the beach carried by surge from Hurricane Helene remains on roads as Hurricane Milton barrels toward the area in Bradenton Beach, Fla., on Tuesday, Oct. 8, 2024. John Morales, one of South Florida’s longest-running meteorologists, said last week that the Trump administration’s recent cuts to the National Weather Service could leave television forecasters like him “flying blind” this hurricane season. (Zack Wittman/The New York Times)

to move people to its most affected offices, some of which have curtailed their weather balloon launches or are struggling to stay open at night. Last month, five of the agency’s former directors said that the cuts might lead to “needless loss of life.”

Like Morales, former weather service meteorologists and other experts have worried about fatigue. Brian LaMarre, who spent nearly two decades as the meteorologist in charge of the service’s Tampa Bay office, said he didn’t think people understood that many forecasters slept in the office during hurricanes while their families were staying at home or evacuating. LaMarre, like hundreds of others, retired this spring.

Some of the critics appear to have been heard: Last week, the weather service said that it had been granted an exemption to a governmentwide hiring freeze and that it would bring on more than 120 new employees to “stabilize” operations.

And Friday, a bill was introduced in the House of Representatives that would classify weather service forecasters and other staff members as critical public safety workers, making it difficult to fire them in the future.

We don’t know yet if forecast models

have been affected.

Morales and other local TV meteorologists create forecasts by looking at computer forecast models. They also use forecasts that are pulled together by specialists at the National Hurricane Center, and other important warnings from weather service offices around the country.

Some of those forecasts rely on data gathered

by weather balloons to help determine the direction a hurricane will take.

James Franklin, who retired from the Hurricane Center in 2017, agreed with Morales’ warning: “You certainly could have as early as this summer a busted forecast and inadequate warnings because of the lack of data,” Franklin said.

But Andy Hazelton, a hurricane-modeling expert who was let go from the National Oceanic and Atmospheric Administration this year as part of the cuts, and other experts said it could be months before anyone knew with certainty if the forecast models have been affected.

He said NOAA’s model had a handful of “skill problems” in recent weeks, or a slightly degraded performance, but said it was difficult this early to pinpoint the cause. But, Hazelton said, “it’s not a great feeling to go into a hurricane season with this unknown.”

Vijay Tallapragada, who works on modeling for NOAA, said it wasn’t unusual for the models to have hiccups during spring, a transition season.

The models “always struggle with something or another,” he said, adding that it was “very hard to tell” if they were struggling because a particular piece of data was missing.

Bruce Ingleby, a senior scientist with the European Center for Medium-Range Weather Forecasts, home to one of the most accurate global weather models in the world, has said he doesn’t think fewer balloon launches will change much.

Could fewer launches change the forecast model during the hurricane seasons? “A little bit,” he said.

US Reps. Velázquez, Espaillat of New York are denied access to ICE facility

Federal officials Sunday prevented two members of Congress from entering an immigration detention facility in Manhattan where the representatives were seeking to investigate reports of overcrowding, stifling heat and migrants sleeping on bathroom floors.

The representatives, Adriano Espaillat and Nydia Velázquez, both Democrats from New York, said officials at the Jacob K. Javits Federal Building had denied them access to the 10th-floor detention area because it was a “sensitive facility.”

The building, at 26 Federal Plaza, a few blocks from City Hall, has been the site of recent protests against the transport of migrants there by Immigration and Customs Enforcement agents. It also houses immigration courts where ICE has been making arrests in recent weeks.

Members of Congress are allowed special access to any Department of Homeland Security facility, including those operated by ICE, as long as they give at least 24 hours’ advance notice, according to visitation guidelines.

“Today, ICE violated all of our rights,” Espaillat said at a news conference Sunday after being turned away. “We deserve to know what’s going on on the 10th floor.”

He added: “If there’s nothing wrong, there’s no reason we shouldn’t be able to go in to see it.”

Velázquez said she was outraged about being turned

away. “Our duty is to supervise any federal building,” she said.

“This is not Russia; this is the United States of America,” she added. “The president of the United States is not a king.”

A spokesperson for the Department of Homeland Security, Tricia McLaughlin, said Sunday evening that the

U.S. Rep. Nydia Velázquez (D-N.Y.) and then-New York City Mayor Bill de Blasio speak to reporters in New York, Dec. 18, 2018. Velázquez said Sunday that officials at the Jacob K. Javits Federal Building in Manhattan had denied her and Rep. Adriano Espaillat (D-N.Y.) access to the 10thfloor immigration detention area because it was a “sensitive facility.” (Hilary Swift/The New York Times)

lawmakers had shown up unannounced. ICE officials had told them, she said, that they “would be happy to give them a tour with a little more notice, when it would not disrupt ongoing law enforcement activities and sensitive law enforcement items could be put away.”

The representatives arrived a day after dozens of protesters at the complex tried to block ICE vehicles carrying migrants. Many held up signs, including some that said “Stop Deportations!” and “To Get Our Neighbors You Have To Get Through Us!”

That demonstration erupted in a clash with police officers, some of whom blasted protesters with pepper spray. Police said 22 people were taken into custody. Most were issued summonses or asked to return to court at a later date, according to a spokesperson for the Manhattan district attorney.

“This is the nightmare scenario we’ve been taught to fear since childhood,” said John Mark Rozendaal, 64, of Manhattan, who has protested at the building over the past three weeks.

People need to “stand up to the repression that’s coming into our nation,” he added.

Santiago Castro, 28, a student from Colombia, said he had come to the demonstration for a personal reason: ICE agents arrested his father in Manhattan last Tuesday. Castro said he was demonstrating “for my family.”

California leaders reject need for National Guard, saying Trump overstepped

The Trump administration redoubled its rhetoric Monday on the decision to deploy National Guard soldiers on the streets of Los Angeles to quell immigration protests. City and state officials insisted that calm prevailed across most of the nation’s second-largest city, even after several days of demonstrations, and said that calling in the troops had needlessly escalated tensions.

California officials intend to sue President Donald Trump for bypassing Gov. Gavin Newsom and taking control of the state’s National Guard, sending 2,000 soldiers into the city Sunday. The legal challenge was expected to be filed as protests were held in more cities over federal immigration enforcement and the arrest of a union leader, who will appear in court Monday afternoon.

About 150 people have been arrested in Los Angeles since Friday, when intense protests followed an immigration enforcement raid. About 60 other demonstrators were arrested Sunday in San Francisco, where a solidarity protest turned violent. The mayor of Los Angeles, Karen Bass, told CNN on Monday morning that while she condemned the violence, it had been limited. “This is not citywide civil unrest taking place in Los Angeles,” she said.

Trump told reporters at the White House on Monday

that the protesters in Los Angeles were “insurrectionists,” adopting a rationale that could allow him to invoke the 1807 Insurrection Act and use the active-duty U.S. military to deal with violent protests. But so far, the vast majority of protests have remained peaceful, and videos taken Sunday show that National Guard troops largely avoided clashing with demonstrators.

Here’s what else to know:

— Nationwide demonstrations: Protests were planned in more than a dozen cities nationwide, including Sacramento, where the Service Employees International Union of California will demonstrate outside the state Capitol, its leaders said. A prominent labor official was arrested in demonstrations Friday. Through early afternoon, union-led protests in New York, Chicago and elsewhere had been small and peaceful.

— Marching in solidarity: Some of the people demonstrating in downtown Los Angeles on Sunday said they were first- or second-generation immigrants showing solidarity with their neighbors or family members. During a news conference Monday morning, several family members of the detained held photos of their loved ones and said that they have not been able to communicate with them.

— Mexican flags: Latin American flags emerged as emblems in the weekend protests. Trump officials have cast flag wavers as insurrectionists and seemed to assume they are

not U.S. citizens. But for many protesters who are American citizens, the flag signifies pride in their roots.

— Journalists injured: Several journalists have been injured while covering the protests in Los Angeles, including a television reporter who was struck when a law enforcement officer fired a nonlethal projectile while she was on the air.

Video showed the moment that the reporter, Lauren Tomasi of 9News Australia, was hit.

Your Costco membership card? No, it is not a replacement for Real ID.

The membership card that gets you a $1.50 hot dog combo meal will not, in fact, get you past Transportation Security Administration agents.

That’s what airport security officials are reminding travelers as some forget the details for Real ID, which require passengers navigating through airport security checkpoints to present a federally compliant, security-enhanced, star- or flag-emblazoned form of identification.

And that big gold star on Costco cards does not count.

“Can’t fly on hot dogs and hope,” the TSA posted across its social media accounts Wednesday. “Your Costco Gold Star Membership card might score you a 48-pack of TP, magical rotisserie chicken and a hot dog and soda that defies inflation, but it won’t get you through a TSA checkpoint.”

While the TSA is known to have a sense of humor online (the agency’s Instagram handle is @tsa, but the name is Travel Tips & Dad Joke Hits ), the post was meant as a genuine reminder to those who think the membership card could be a true replacement for a governmentissued identification.

Every few months, a Reddit thread points travelers to this tip: If you end up at the airport without a proper ID, try your Costco card instead.

“That’s the realest ID,” someone commented. “It’s got the gold star they want to see,” another said.

Some posts make it sound easy: Get through security with the same card that gets you bulk-size deals.

On May 25, the food site Chowhound picked up a thread that ran that advice under the promising headline “How Your Costco Card

Can Save You at the Airport.”

On June 3, the article was updated to include a disclosure: The TSA does not explicitly state that a Costco card can be used as a form of identification. With new Real ID requirements, using your membership card on its own is not going to get you through security.

There is no Kirkland special at the airport. However, because a Costco membership card includes your photo and name, it may help TSA agents confirm your identity if you have no other form of identification. Still, it is not a replacement for a government-issued form of identification.

TSA agents would most likely have to take additional measures to confirm your identity, and you could be pulled aside for additional screening.

If you are about to travel and you don’t have a Real ID, you can get through airport security with a state-issued enhanced driver’s license, a permanent resident card (also known as a green card), a valid passport, a passport card or identification for trusted traveler programs like Global Entry and NEXUS.

But don’t leave your Costco card at home. The big-box store has hundreds of locations around the world, and they all take the same membership card.

Spain orders Airbnb to take down 66,000 rental listings

The Spanish government has ordered Airbnb to remove nearly 66,000 listings from its platform, widening a crackdown on tourist rentals as it seeks to alleviate a housing crisis that has become among the worst in Europe.

The government said in May that the listings were in violation of rules because they either lacked licenses, had fake license numbers or failed to reveal whether the property was run by a corporation or an individual.

Airbnb said in a statement that it would continue to appeal all decisions linked to the case. A spokesperson said the company would keep the listings up until the appeal made its way through the courts.

Housing affordability has become a critical social and political issue in Spain, where mass demonstrations have been held across the country by people who say the prolifera-

tion of real estate investors and the conversion of lodging into tourist accommodations have pushed families from their homes. The scarcity has helped drive up prices much faster than wages, putting affordable housing out of reach for many.

Spain’s consumer affairs minister, Pablo Bustinduy, said the action was part of a broader push by national, regional and local authorities “to ensure that no economic interest takes precedence over the right to housing.”

His agency had previously investigated Airbnb and notified the company several months ago that 65,935 listings did not meet legal requirements and would need to be taken down, but the company appealed in court. On Monday, Madrid’s high court backed the order. The government will require Airbnb to remove a first batch of 5,800 ads on the site, and additional orders will be issued until all the illegal listings are removed, Bustinduy said.

The company said that the root cause of

the affordable housing crisis in Spain was a lack of housing supply and that stricter restrictions in cities including Barcelona, Spain; Edinburgh, Scotland; Amsterdam and New York “failed to ease local housing challenges while hurting local families who rely on hosting and driving up the price of accommodations for everyday travelers.”

“The solution is to build more homes — anything else is a distraction,” the company said in the statement.

Airbnb’s listings in Madrid and Catalonia, whose capital is Barcelona, are among those affected by the ruling.

Barcelona had announced that it would become the first European city to end licenses for vacation rentals, requiring owners to offer them as long-term lodging at capped rents by 2028 or put them up for sale. Mayor Jaume Collboni told The New York Times recently that tackling rising inequality that stemmed from the lack of affordable housing was the top priority.

Spain’s woes mirror the pain lashing other European cities: Residential real estate has increasingly been turned into financial assets by investors. A surge in global tourism and workers crossing borders has prompted landlords to favor short-term rentals over protected long-term tenants. Cities need more homes, but high costs and complex regulations have stifled construction. A once-vaunted stock of social housing across Europe to shelter struggling families has shrunk after governments sold units to raise cash. In Spain, the government has sought to reverse the problem with an ambitious program to build more affordable lodging and social housing. Prime Minister Pedro Sanchez has sought to curb foreign buyers, including by proposing a 100% tax aimed at foreign real estate investors.

And in December, Spain’s Supreme Court ruled that homeowners’ associations could prohibit tourist rentals in their buildings if they got a three-fifths majority to agree.

US inflation expectations ease in May, New York Fed survey shows

Americans’ anxiety about the future path of inflation eased in May, as they also grew more upbeat about the state of their personal finances, according to a report released on Monday by the New York Federal Reserve.

The regional Fed bank reported in its Survey of Consumer Expectations that the outlook for inflation across all the horizons it measures retreated last month. A year from now, survey respondents see inflation at 3.2% versus 3.6% in April, while three years from now it’s expected to be 3% versus 3.2%. Five years from now, inflation is projected to be 2.6%, compared to expectation of 2.7% in the survey for April.

The report found that respondents are expecting moderating price gains for gas, rent, medical care and college, while food costs a year from now are seen rising at a 5.5% rate, which would be the highest level since October 2023. Meanwhile, in May the yearahead expected rise in house prices stood at 3%, down from 3.3% in April.

Of course, these broad sweeps mask some notable price moves in certain assets, such as Tesla’s 14% share price crash on Thursday, Treasury yields spiking up to 15 basis points on Friday after the latest nonfarm payrolls data, or the dollar sliding to within touching distance of a new three-year low on Thursday.

Investors appear to be in a forgiving mood, willing to trust that policymakers will dial down global trade tensions, slow the U.S. fiscal train as it approaches the cliff edge, and steer the world economy through these choppy waters with minimum damage.

Investors faced several key monetary policy crosswinds this week. The Bank of Canada stood pat and the European Central Bank cut rates by a quarter of a percentage point, but their guidance was seen as relatively hawkish. The Canadian dollar and euro both strengthened.

On the other hand, Switzerland’s slide into deflation ups the ante on the Swiss National Bank and traders are betting on a return to negative interest rates by the end of the year. Meanwhile, the Reserve Bank of India on Friday cut rates by more than expected.

Fed officials mostly continue to hold the line that uncertainty around tariffs and their impact on growth and

inflation is so high that the central bank is firmly in the ‘wait and see’ camp. If the Fed is to resume its easing cycle, it won’t be until October, according to rates futures market pricing.

With global central banks perhaps entering a summer pause, focus will intensify on the Trump administration’s trade deal negotiations with major trading partners like China and Europe ahead of July 9, when Washington’s pause on reciprocal tariffs expires.

on Thursday was friendly, and there were lots of smiles in his meeting later that day in the Oval Office with German Chancellor Friedrich Merz.

But ultimately, the call with Xi yielded nothing concrete, although U.S.-China talks will take place in London next week. And it is through the 27-nation European Union that any deal with Germany will be reached, not bilaterally.

There are so many moving parts on Washington’s tariff board, including but not restricted to: sector tariffs, reciprocal tariffs, bilateral negotiations with dozens of countries, and court rulings and counter rulings.

Marine heat waves are spreading around the world

Unusual heat waves have occurred in all of the major ocean basins around the planet in recent years. And some of these events have become so intense that scientists have coined a new term: super marine heat waves.

“The marine ecosystems where the super marine heat waves occur have never experienced such a high sea surface temperature in the past,” Boyin Huang, an oceanographer at the National Oceanic and Atmospheric Administration, said in an email.

The seas off the coasts of the United Kingdom and Ireland experienced an unusually intense marine heat wave, one of the longest on record, starting in April, and the temperature rise happened much earlier in the year than usual. Australia and its iconic coral reefs were recently struck by heat waves on two coasts.

Scientists define marine heat waves in different ways. But it’s clear that as the planet’s climate changes, the oceans are being fundamentally altered as they absorb excess heat trapped in the atmosphere from greenhouse gases, which are emitted when fossil fuels are burned.

Hotter oceans are causing drastic changes to marine life, sea levels and weather patterns.

Some of the most visible casualties of ocean warming have been coral reefs. When ocean temperatures rise too much, corals can bleach and die. About 84% of reefs worldwide experienced bleachinglevel heat stress at some point between January 2023 and March 2025, according to a recent report.

Last year, the warmest on record, sea levels rose faster than scientists expected. Research showed that most of that rise in sea levels came from ocean water expanding as it warms, which is known as thermal expansion, not from melting glaciers and ice sheets, which in past years were the biggest contributors to rising seas.

Excess heat in the oceans can also affect weather patterns, making hurricanes more likely to rapidly intensify and become more destructive. In the southwest Pacific, last year’s ocean heat contributed to a record-breaking streak of tropical cyclones hitting the Philippines.

what’s happening,” said Dan Smale, a community ecologist at the United Kingdom’s Marine Biological Association.

Looking ahead

Eventually, parts of the ocean might enter a constant state of marine heat wave, at least by today’s common definition. Some scientists see today’s shorter-term spikes as practice for this future.

Alistair Hobday, a biological oceanographer at Australia’s Commonwealth Scientific and Industrial Research Organisation, has been conducting public briefings with marine heat wave forecasts months ahead of time.

People are tuning in — and responding. The critically endangered red handfish lives off the coast of Tasmania, crawling along the seafloor on fins shaped like hands. These unusual fish have only been found within two small patches of rocky reef and sea grass meadow.

“If we understand how global warming is affecting extreme events, that is essential information to try to anticipate what’s going on, what’s next,” said Marta Marcos, a physicist at the University of the Balearic Islands in Spain.

Marcos was the lead author of a recent study published in Proceedings of the National Academy of Sciences that found that climate change has been responsible for the overwhelming majority of marine heat waves in recent decades.

The losses

Some of the earliest research on mass die-offs associated with marine heat waves, before there was a name for them, came from the Mediterranean, which has been warming three to five times faster than the ocean at large. Joaquim Garrabou, a marine conservation ecologist at the Institut de Ciencies del Mar in Barcelona, Spain, started studying these events after witnessing a die-off of sponges and coral in 1999.

He and other scientists believed that with climate change, these die-offs would reoccur. “The reality is moving even faster than what we thought,” he said. “Having these mass mortality events is the new normal, instead of something infrequent, which it should be.”

In 2012, a marine heat wave in the Gulf

of Maine highlighted the risk these events pose to fisheries. The Northern shrimp population went from an estimated 27.25 billion in 2010 to 2.8 billion two years later, according to modeling by the Atlantic States Marine Fisheries Commission.

“This disappearance of the shrimp was just shocking,” said Anne Richards, a retired research fisheries biologist who worked at NOAA’s Northeast Fisheries Science Center at the time.

Her research pointed to a significant culprit: Longfin squid drawn north by warmer water were eating the shrimp.

The fishery has not yet reopened. By 2023, the Northern shrimp population was estimated to have dropped to around 200 million.

Commercial fishing has always been difficult, but now, “climate change is taking that to another level,” said Kathy Mills, a senior scientist at the Gulf of Maine Research Institute.

Complicating matters is the fact that much of the research on marine heat waves comes from just a few countries, including Australia, the United States, China, Canada, Spain and the United Kingdom.

“There are lots of regions around the world where monitoring isn’t as good as other places, and so we don’t really know

In late 2023, Hobday’s forecast predicted potentially deadly marine heat waves. Researchers from the University of Tasmania’s Institute for Marine and Antarctic Studies, with support from the Australian Department of Climate Change, took a drastic step. They transferred 25 red handfish to an aquarium until the temperatures fell.

Jemina Stuart-Smith, an ecologist at the University of Tasmania, described those weeks as the most stressful time of her life. “If it all went wrong,” she said, “you’re talking about the potential extinction of an entire species.”

After three months, 18 fish were returned to the ocean. Three had died, and four were enrolled in a captive breeding program.

Scientists recognize that temporary fixes can only do so much in the face of long-term warming.

“It’s kind of putting a Band-Aid on a broken leg,” said Kathryn Smith, a marine ecologist and postdoctoral researcher at the Marine Biological Association.

But those studying today’s extreme events still hope their work gives people some visibility into the future of the world’s oceans, Hobday said. “Clever people, if you tell them about the future,” he said, “can think of all kinds of things to do differently.”

Videos of assassination attempt in Colombia stoke national tension

It was all captured on video.

An assassination attempt against a Colombian senator and presidential hopeful Saturday has horrified much of the nation, and not just because it represents the highest-profile political violence in the country in years.

The attempt against Miguel Uribe Turbay, 39, a conservative politician and the grandson of a former president, took place at a campaign event in the capital, Bogotá, while a small army of cellphone cameras rolled. Videos that spread rapidly online and were verified by The New York Times show the suspect listening to Uribe deliver a campaign speech, then shooting him from behind, running away, and finally being pinned to the ground as Uribe bleeds profusely nearby, held up by his crying colleagues.

A white car smeared with his blood, pictured in numerous videos and photos, has quickly become a symbol of the attack. And the videos, taken together, have come to reflect some Colombians’ fears that the nation is headed back to the violence that shaped it from the 1980s to the early 2000s, when attacks linked to drug traffickers and left-wing guerrillas were regular occurrences in major cities.

“We lived through a terrifying time,”

said Sonia Ballen, 61, who on Sunday marched many blocks with other supporters of Uribe to the hospital where he was being treated. “And here we are starting to see it again.”

Sunday morning, the medical director at the hospital, the Santa Fe Foundation in Bogotá, said Uribe’s condition was “extremely serious.” The director, Dr. Adolfo Llinás Volpe, said the hospital would not release information about the senator’s prognosis.

While authorities have announced the capture of one suspect, a minor, they have offered no motive, fueling speculation about what led to the attack. Uribe has argued for a hard-line approach to the country’s armed groups, in contrast to Colombia’s president, Gustavo Petro, a leftist who has promised to strike peace deals with them.

Petro’s failure to do that, and a rise in kidnappings, displacement and violence, mostly in the countryside and smaller cities, has led to criticism from both the right and left.

The country’s largest remaining leftist guerrilla group, the National Liberation Army — once thought to be open to a deal with the president — has since become openly hostile to him.

Uribe has been a vocal critic of the National Liberation Army, known by its Spanish initials as the ELN, and of Petro’s approach to the group. The two politicians have frequently sparred online over security and other issues.

But Uribe has not been any more outspoken or critical on those topics than other conservatives in Colombia, and he was not considered a leading presidential candidate.

Instead, the senator was viewed as a symbol of the country’s past — and now, the fear that it could be repeated. His mother, a journalist named Diana Turbay, was killed in 1991 after being kidnapped by Pablo Escobar’s Medellín cartel, a highly publicized case. Uribe was just 4 at the time.

egist, said that whoever was behind the shooting Saturday likely wanted to send a message to the country.

“If you are going to attack a candidate in a political rally where there are 500 cellphones, that is the guarantee that the horror is going to spread quickly and that people are going to be gripped by fear,” he said.

Uribe comes from a prominent, wealthy political family in a nation where tensions over inequality and class divides have fueled decades of deadly struggles.

His grandfather, Julio César Turbay, was president from 1978 to 1982 during a period of intense guerrilla violence. During that time, he relaxed constitutional standards to allow for wiretapping, warrantless home searches, arbitrary arrests and other measures that critics said unfairly targeted prominent intellectuals, according to Federico Gómez Lara, the director of the Colombian political magazine Cambio.

Uribe’s mother — daughter of the president — was one of the country’s bestknown journalists in the 1980s. She was kidnapped at a time when Escobar was targeting people “from the so-called high society,” said Gómez, to protest the extradition of Colombians to the United States.

Uribe started young in politics. At 25 he was elected to the Bogotá City Council. At 29, the mayor of Bogotá appointed him secretary of government, a prominent position. He later launched a failed bid for mayor of the capital, and in 2022 joined

the Senate.

The next presidential election is not for a year, with a first round slated for May 31. Gutiérrez, who is advising an independent presidential candidate in the race, said that in the wake of the attack the campaigns had been communicating with one another.

All of them “are collapsed with fear,” he said. They are particularly concerned about traveling to areas beyond Bogotá, where armed groups have a stronger presence.

The country was already deeply divided before the shooting over how to tackle conflict in the countryside, insecurity in the cities and issues like inequality, health care and labor regulation. A day after the attack, dueling events in the capital highlighted that polarization.

In the morning, supporters of Uribe marched through a wealthier part of the capital, wearing white and yelling: “Miguel is alive! But where is the motive?!”

Outside the hospital, they chanted loudly, at times criticizing the president. “Petro get out!” they said.

Among those at the march supporting Uribe was Ingrid Betancourt, a former presidential candidate who was kidnapped on the campaign trail in 2002 by left-wing guerrillas and spent six years in captivity.

Surrounded by bodyguards, she called for national unity.

“I couldn’t sleep thinking about what I had seen,” she said of the shooting videos. “They can’t keep dividing us between left and right.”

In the afternoon, in the city’s central plaza, backers of Petro gathered for a previously scheduled concert meant to rally support for the president’s political initiatives. The headliner, Al2, dedicated his performance to two young Colombians who had died in street protests against a previous right-wing government.

Some Colombians criticized Petro’s decision to let the concert go ahead less than a day after the attack on Uribe. But several concertgoers defended it.

Luis Ramírez, 38, said that people were injured or killed every day in Colombia — but that no one cancels a concert for them.

“It’s regrettable that an important rightwing politician” was attacked, he said, then added: “But he shouldn’t be the only important one. Everyone in Colombia has equal worth, regardless of their social status.”

Trump calling troops into Los Angeles is the real emergency NEW YORK TIMES EDITORIAL

The National Guard is typically brought into American cities during emergencies such as natural disasters and civil disturbances or to provide support during public health crises when local authorities require additional resources or manpower. There was no indication that was needed or wanted in Los Angeles this past weekend, where local law enforcement had kept protests over federal immigration raids, for the most part, under control.

Guard members also almost always arrive at the request of state leaders, but in California, Gov. Gavin Newsom called the deployment of troops “purposefully inflammatory” and likely to escalate tensions. It had been more than 60 years since a president sent in the National Guard on his own volition.

Which made President Donald Trump’s order Saturday to do so both ahistoric and based on false pretenses and is already creating the very chaos it was purportedly designed to prevent.

Trump invoked a rarely used provision of the U.S. Code on Armed Services that allows for the federal deployment of the National Guard if “there is a rebellion or danger of a rebellion against the authority of the government of the United States.” No such rebellion is underway. As the

governor’s spokesperson and others have noted, Americans in cities routinely cause more property damage after their sports teams win or lose.

The last time this presidential authority was used over a governor’s objections was when John F. Kennedy overruled the governor of Alabama and sent troops to desegregate the University of Alabama in 1963. Supporters of states’ rights and segregation howled at the time and, in the usual corners, are still howling about it.

“To the extent that protests or acts of violence directly inhibit the execution of the laws, they constitute a form of rebellion against the authority of the government of the United States,” Trump wrote in an executive order, which is not a law but rather a memo to the executive branch. Yet the closest this nation has come to such a definition of rebellion was when Trump’s own supporters (whom he incited, then mostly pardoned) sacked the U.S. Capitol in 2021.

Past presidents, from both parties, have rarely deployed troops inside the United States because they worried about using the military domestically and because the legal foundations for doing so are unclear. Congress should turn its attention to such deliberations promptly. If presidents hesitate before using the military to assist in recovery after natural disasters but feel free to send in soldiers after a few cars are set on fire, the law is alarmingly vague.

Some legal experts note that Trump’s order goes even further. He “has also authorized deployment of troops anywhere in the country where protests against Immigration and Customs Enforcement are occurring or are likely to occur, even if they are entirely peaceful,” Liza Goitein, the senior director at the liberty and national security program at the Brennan Center for Justice, said in a social post. “That is unprecedented and a clear abuse of the law.”

There is, however, a long tradition of political protest making America stronger. And protesters will do nothing to further their cause if they resort to violence. But Trump’s order establishes neither law nor order. Rather it sends the message that the administration is interested in only overreaction and overreach. The scenes of tear gas in Los Angeles streets Sunday underscored that point: that Trump’s idea of law and order is strong-handed, disproportionate intervention that adds chaos, anxiety and risk to already tense situations.

In 2020 it was Gen. Mark Milley, Defense Secretary Mark Esper and Attorney General William Barr who stepped in and overruled Trump in his pursuit of using active-duty troops to bring a violent end to demonstrations in Lafayette Square, much to the president’s frustration.

His current attorney general, Pam Bondi, and secretary of defense, Pete Hegseth, have shown little reservation about potentially putting troops in a position where they might have to decide whether to follow an illegal or immoral order or unnecessarily endanger civilians. These are men and women who have sworn an oath to something more powerful than the current commander in chief: the Constitution. With little leadership, it appears they themselves will have to become students of the law and ethics that should guide their conduct. One can only hope they choose the right path.

The biggest challenge posed by Trump federalizing the National Guard is this: What’s the limiting principle? Could any president order federalized combat troops to enforce his or her whims? And ultimately, who and what is the U.S. military in service to — the American public or the president’s political agenda?

With this Trump White House, there’s a strong guarantee that the answer will not be sought in the rule of law, long-standing values or established norms. Instead, it will come down to — as it always does with this administration — whatever most serves the president’s interests and impulses.

Trump budget eliminates funding for crucial global vaccination programs

The Trump administration’s proposed budget for the coming fiscal year eliminates funding for programs that provide lifesaving vaccines around the world, including immunizations for polio.

The budget proposal, which cleared the House of Representatives last week, proposes to eliminate the Centers for Disease Control and Prevention’s global health unit, effectively shutting down its $230 million immunization program: $180 million for polio eradication and the rest for measles and other vaccine-preventable diseases. The budget plan also withdraws financial support for Gavi, the international vaccine alliance that purchases vaccines for children in developing countries.

Overall, the budget request explicitly follows President Donald Trump’s “America First” policy, slashing funds for global health programs that fight HIV and malaria, and cutting support altogether to fight diseases that affect only poorer countries.

“The request eliminates funding for programs that do not make Americans safer, such as family planning and reproductive health, neglected tropical diseases, and nonemergency nutrition,” the proposal said.

Many public health experts said that such thinking is flawed because infectious diseases routinely breach borders. The United States is battling multiple measles outbreaks, prompting the CDC last week to warn travelers about the risks of contracting measles. Each of those outbreaks began with a case of measles contracted by an international traveler.

Ultimately, it is up to Congress to determine the budget, and, as in previous years, many of the president’s proposals could be changed or discarded. Lawmakers are only starting to embark on the annual process. The current fiscal year expires at the end of September.

Gavi is in talks with administration officials and members of Congress to try to restore the organization’s funding, according to a spokesperson for the organization.

“I think the world has forgotten those days when graveyards used to be full of graves of children that died of measles, that died of diphtheria, that died of simple infectious diseases,” Dr. Sania Nishtar, Gavi’s CEO, said in an interview. “There is so much at stake.”

(Allison Robbert/The New York Times)

Measles, polio and other diseases have resurged around the world, in part because of disruptions to immunization campaigns during the COVID-19 pandemic, as well as misinformation that percolated during the pandemic.

Polio seemed tantalizingly close to eradication a couple of years ago, but new cases have sprung up in dozens of countries this year, including in Papua New Guinea, which was declared polio-free 25 years ago.

An estimated 3.2 million children in the World Health Organization’s Western Pacific Region, which includes Papua New Guinea, did not receive a single dose of vaccine between 2020 and 2023. This year, several countries in the region, including Cambodia, the Philippines and Vietnam, are reporting the highest number of measles cases since 2020, according to the WHO.

The Global Measles and Rubella Laboratory Network, which comprises more than 700 labs in more than 150 countries, is at risk of imminent closure, precipitated by the Trump administration’s decision to stop funding it. So is the WHO’s National Public Health Support Network, which monitors immunization for polio, measles and other diseases in India.

“The U.S. has been extremely generous

over many years, and is of course within its rights to decide what it supports, and to what extent,” said Christian Lindmeier, a spokesperson for the WHO.

“But the scale, scope and abrupt nature of the U.S. cuts will lead to more disease and death, and countries have not been able to plan a sufficient transition,” he said. “We hope the U.S. will reconsider and continue their legacy of leadership in global health.”

The polio eradication effort faces a 40% budget deficit in 2026, Dr. Hanan Balkhy, a senior WHO official, told the World Health Assembly in Geneva last month.

“We are at a tipping point,” she said. “Either we invest now to finish the job or risk a global resurgence.”

The Trump administration has also canceled contracts that support local health systems and disease surveillance for malaria, said Martin Edlund, CEO of the advocacy group Malaria No More.

The budget proposes to cut funding for the U.S. President’s Malaria Initiative, a program to fight the disease around the world, by 47%. The proposal leaves flexibility for the State Department to support the Global Fund, which finances the majority of the campaigns worldwide against HIV, malaria and tuberculosis, but says the U.S. should

contribute $1 for every $4 from other donors instead of the current $1 for every $2.

Edlund said the change “will undoubtedly have a chilling effect on other donors.”

The U.S. President’s Emergency Plan for AIDS Relief (PEPFAR), which supplies HIV treatments in developing countries, fared somewhat better than expected.

In January, the Trump administration halted disbursement of funds from the program. The State Department later issued waivers to allow treatments to resume but did not restore funding for HIV prevention.

The 2026 budget proposes just under $3 billion for the program, less than half its previous funding. On Tuesday, the Trump administration also asked Congress to approve clawbacks of $9.4 billion from programs, including PEPFAR, that were already authorized for 2025.

PEPFAR is credited with having saved more than 20 million lives since its inception in 2003, and is widely regarded as the most successful global health campaign in history.

A spokesperson for the federal Office of Management and Budget said the president’s proposed budget “prioritizes lifesaving global health activities, including PEPFAR treatment for those on lifesaving medications and global health security to prevent infectious diseases from reaching our homeland, while eliminating programs that do not serve Americans and where other countries and donors should be contributing their fair share.”

She added that the budget eliminates programs that focus on transgender and LGBTQ+ people as well as “programs that have supported abortions.” She did not address questions about immunization programs.

The budget references a “responsible off-ramp” for PEPFAR, aiming to transfer control of HIV programs to recipient countries.

“In effect, the administration is signaling an intent to wind down the most successful U.S. global HIV initiative in history,” said Jirair Ratevosian, who served as chief of staff for PEPFAR during the Biden administration.

He praised the proposal’s embrace of artificial intelligence and long-acting HIV prevention technologies, as well as the explicit call for handoff to countries.

“But these transitions cannot succeed atop weakened or dismantled infrastructure,” he said. Coupled with the deep cuts proposed, “this approach risks hollowing out the very systems needed for a successful handover.”

Río Grande to resume iconic La Cima del Yunque Marathon

As a prelude to the events commemorating the 185th anniversary of the founding of the municipality of Río Grande, La Cima del Yunque Marathon will return on Sunday, July 13, Río Grande Mayor Ángel “Bori” González Damudt said in an announcement made earlier this week.

González Damudt encouraged “long-distance runners, runners, and hiking enthusiasts to enjoy this unique experience in one of the most beautiful places in our homeland: the El Yunque National Forest.”

“With this effort, we are reviving a tradition of our people that dates back to the 1980s, right in the context of the celebration of the 185th anniversary of our town’s founding,” the mayor added. “We commemorate this feat with a sporting event that contributes to physical fitness, health, and fellowship in our national heritage.”

The eight-kilometer (4.97 miles) race will have cash prizes totaling $8,510. The race will start at 6:30 a.m. in Palmer and will run along highway PR-191 to the finish line at La Coca Waterfall in El Yunque. The event is open to general participants

The event will be dedicated to long-distance runners Orlando Ceballos and Ángel “Pipa” Vizcarrondo (left photo), and sprinter Eloy Benítez (right photo).

from 16 to 80 years old, as well as wheelchair racers.

“Among all the prize categories, we will have a special award for the top three winners in the male and female categories who are residents of Río Grande,” González Damudt said. “This is an incentive for local participants, although we expect
