Senator notes that the idea is contained in a bill she co-introduced

The shortage of affordable housing, particularly for young professionals and female heads of household, could be addressed if the government utilized the land on which closed schools are situated to promote the construction of new homes, Citizens’ Ombudsman Edwin García Feliciano suggested.
García Feliciano said housing availability for sale or rent is one of the most critical issues that Gov. Jenniffer González Colón’s administration should tackle. It is particularly significant, he said, as many young people are relocating to the United States in search of a better quality of life.
“The situation is so dire that some people who have received FEMA grants to purchase a home have found it impossible to do so,” he noted. “The prices of these homes have skyrocketed, further complicating the process.”
The ombudsman emphasized that housing construction is flourishing in other segments, including investments in renovating existing infrastructure, construction taxes for municipalities, and support for local businesses such as hardware stores, concrete mixers, and suppliers of doors and windows. Those activities create both temporary and permanent jobs, positively impacting the local economy, he said.
In that context, García Feliciano proposes that the land where closed schools are situated could be offered to developers as an incentive. In return, the value of that land
could be used to provide subsidies to first-time homebuyers.
“This could be achieved in two primary ways: either by selling the properties and allocating the proceeds for subsidies, or by establishing agreements where the equivalent value of the land is deducted from the sale price for first-time buyers,” he said.
García Feliciano pointed out that there are more than 760 closed schools across Puerto Rico, with some 500 lacking a defined use. The situation has resulted in many of those properties falling into a state of abandonment or neglect.
“There are 500 schools that nobody has proposed for any specific project or with any form of viability,” the ombudsman insisted. “Although the total number of these lots is unknown, we believe they could provide opportunities for a segment of the population longing for their first homes.”
García Feliciano expanded on the idea that if each of the school properties contained at least half a cuerda, or slightly less than a half-acre, of land, “we would be looking at a total of around 250 cuerdas [243 acres] of land that is essentially unused, despite the island’s pressing need for affordable housing.”
“We could consider constructing walk-up housing or other types of non-traditional housing that don’t require large tracts of land and may be more appealing to young couples,” he noted.
Sen. Ada Álvarez Conde issued a press release on Monday in which she pointed out that the idea of transforming abandoned schools into “affordable housing projects” “is already reflected in Senate Bill 483, which I introduced, along with Senator Jamie Barlucea of the Ponce district, who also serves as chair of the Senate Committee on Housing.”
“This only underscores the urgent need for this legislation, and we urge everyone to join us in calling for its passage,” Álvarez Conde said. “We must certainly repurpose these abandoned spaces to provide housing for our people.”
The ombudsman, meanwhile, also highlighted that the island government should allocate between $5 and $10 million for the maintenance of closed schools, which is currently not being done.
Due to the neglect of this public resource, García Feliciano remarked, it is becoming an eyesore and a nuisance for surrounding neighborhoods, diminishing property values and posing health and safety risks for local communities.
“The concept of the subsidy is not new; it was implemented during the administrations of former governors Pedro Rosselló and Sila Calderón,” he stated.
More recently, subsidies of up to $55,000 have been awarded using funds provided to Puerto Rico after Hurricane Maria.

The University of Puerto Rico (UPR)
General Student Council (CGE by its initials in Spanish) in Río Piedras on Monday criticized the proposed consolidation of campus chancellorships and again called for the resignation of UPR President Zayira Jordán Conde, citing her ineffectiveness in leading the institution.
The UPR is projected to lose some $8 million due to the elimination of federal funding for Hispanic-serving universities. In a press release, the student organization also criticized the UPR governing board for its proposal to evaluate the consolidation of chancellorships.
“The real issue at the UPR is not insolvency, but rather state abandonment. What we need is not cuts or consolidations, but instead, robust and sustained investment from the Government of Puerto Rico to ensure access, retention, and the well-being of its students,” the CGE said in a statement. “This abandonment, combined with censorship and exclusion, makes the continued presence of the current president an obstacle to the future of our university.”

Meanwhile, the UPR has failed to demonstrate compliance with several milestones established by the Financial Oversight Board and Management Board in 2023, which are necessary to access additional funds -around $172 million -- held by the Office of Management and Budget. The university has not met the revenue and expenditure targets outlined in its most recent certified Fiscal Plan.
Last Monday, Jordán Conde indicated her refusal to resign from her position, which she has held since July 1, despite initial student demands for her removal.
Student leaders from the 11 campuses that make up the National Student Confederation had scheduled a meeting with the university president for Friday, but it was canceled.

Last week, the chairman of the UPR governing board, Ricardo Dalmau Santana, presented three initiatives for evaluating governing body committees, which include consolidating chancellorships and implementing a semester-based academic calendar for all campuses.

Sen. Ada Álvarez Conde called on the administration of the University of Puerto Rico (UPR) on Monday to grant permission for Resident Commissioner Pablo José Hernández Rivera to visit the various campuses and units of the UPR as there is currently an official initiative underway to inform students about changes to the federal Pell Grant.
“It is commendable that Hernández Rivera is going directly to students at other universities to explain that both the Pell Grant and other student loan programs have undergone changes following the passage of President Donald Trump’s ‘Big Beautiful Bill,’ and for this reason, he has organized forums at academic institutions,” stated the Popular Democratic Party senator.
Last week, the resident commissioner
stated in a radio interview that “I have wanted to visit the University of Puerto Rico; I had planned to visit the University of Puerto Rico in Mayagüez and Humacao.”
“Usually, these visits are arranged based on invitations from student associations or the university administration itself,” Hernández Rivera said on 1320 AM radio. “In the case of UPR, they told us we had to request permission first from the chancellor, and then the chancellor sent us to request permission from the president. We have followed all the procedures, but we have not received a response.”
The resident commissioner’s office has sent more than one official communication, and nearly two weeks have passed since the first one was sent to the UPR president, Álvarez Conde noted. Hernández Rivera confirmed that he has received invitations from student
associations to provide the information.
Álvarez Conde emphasized that “this is an official, non-partisan initiative to inform students about the changes to federal laws regarding student loans and the Pell Grant.”
“As a former university professor, I fully understand the importance of providing information about changes to federal scholarship programs,” she said.
The resident commissioner has already visited Polytechnic University in Hato Rey and Inter-American University campuses in Fajardo and San Germán. Previously, he visited the Ponce School of Medicine and the Pontifical Catholic University of Puerto Rico.

Senate President Thomas Rivera Schatz introduced Senate Bill 746 on Monday, a proposal to amend the Puerto Rico Innovation and Technology Service (PRITS) Act in order to establish the Technology Adjudication Board, a collective body responsible for evaluating and approving government technology projects and contracts.
Rivera Schatz emphasized that the modernization of the state’s technology requires decisions based on verifiable technical criteria and transparent processes.
“The public demands that every dollar invested in technology projects be managed with rigor, transparency, and accountability,” he said. “With this measure, we decentralize the authority that has previously rested with a single individual and transfer it to a collegial body, ensuring collaborative
deliberation and processes that are subject to public scrutiny.”
The new board would be affiliated with PRITS and would
consist of three full-time members, all appointed by the governor, the president of the Senate and the speaker of the House of Representatives. Each member must possess experience in innovation, cybersecurity, data infrastructure, or related fields. Their decisions would be public and documented in written resolutions.
“This change ensures that technology contracts are evaluated based on clear criteria of security, feasibility, and utility, ultimately protecting the public interest and strengthening trust in our institutions,” Rivera Schatz added.
According to the proposal, the Technology Adjudication Board would enhance the legitimacy of its decisions by requiring written and published resolutions that explain the rationale behind each decision. Those deliberations would take into account criteria such as security, technological feasibility, utility and adaptability.

The Municipal Revenue Collections Center (CRIM by its acronym in Spanish) governing board has approved a resolution to grant tax exemptions solely for residential electrical generators and those used in senior care centers. Commercial and industrial power plants will continue to be taxed as personal property, as they are at present.
The decision comes in response to a proposal from Sen. Joanne Rodríguez Veve, that suggests amending the Municipal Code to provide exemptions for anyone who owns power generation equipment. CRIM reiterated its stance that while solar panels are currently exempt from taxes, high-capacity generators, including those for residential use, are still subject to taxation.
“Our position on this proposal is that, given the current instability of the electrical system, a full exemption should
be granted for generators used exclusively for residential purposes,” stated Jesús Colón Berlingeri, chairman of the CRIM board. “Additionally, elderly care centers should be eligible for this exemption due to the type of care they provide.”
CRIM also expressed its opposition to Bill of Lading 846 or any measures that would extend the provisions of Law 60 of 2019 (section 6060.5), which grants exemptions for newly constructed homes until 2030.
“The financial difficulties faced by municipalities do not allow for the continuation of such exemptions, particularly since the new homes that would benefit from these exemptions are high-cost properties exceeding the limit set by the Municipal Code, which allows for exemptions on homes with a tax value of up to $15,000 that serve as primary residences,” said Colón Berlingeri, who is also the mayor of Orocovis.

Mayor Eric Adams of New York City announced Sunday that he would abandon his foundering campaign for a second term, upending the race to lead the nation’s largest city just five weeks before Election Day.
In a nearly nine-minute video message that began with Frank Sinatra’s “My Way,” the mayor conceded that despite his best efforts, he could no longer see a path to reelection and would conclude his tumultuous mayoralty at year’s end.
He blamed “continued media speculation about my departure” and a decision by the city’s Campaign Finance Board to deny him public matching funds for his campaign, which has flagged amid anemic poll numbers and a cloud of scandal around City Hall.
“Despite all we’ve achieved,” he said, “I cannot continue my reelection campaign.”
The mayor did not endorse one of his rivals. But he offered voters what appeared to be a veiled warning about Assembly member Zohran Mamdani, the Democratic nominee and front-runner, and what he characterized as growing extremism in politics.
Without naming Mamdani, a democratic socialist, the politically moderate mayor warned that “insidious forces” were pushing “divisive agendas” in city politics. He claimed that “our children are being radicalized to hate our city and our country.”
“Major change is welcome and necessary,” Adams said. “But beware of those who claim the answer is to destroy the very system we built together over generations.”
In a copy of his prepared remarks shared with The New York Times shortly before the video’s release, Adams also vented about former Gov. Andrew Cuomo, another third-party candidate whom he has called “a snake and a liar.” In the prepared remarks, he said that politicians who waffled on key issues and sought to push others aside in their quest for power “cannot be trusted.”
But the comments appear to have been cut from the final video without explanation, stoking questions about whether Adams might eventually endorse Cuomo.
The extraordinary decision to quit the race ended weeks of speculation about Adams’ future. He had insisted publicly that he would see the campaign through, but behind the scenes had been exploring potential exit ramps to avoid an embarrassing finish. At one point, his advisers engaged in negotiations with President Donald Trump’s about an ambassadorship to Saudi Arabia.
Those talks fell apart, and Adams gave no indication Sunday that he had a specific job lined up after his term
expires at the end of the year.
His name will remain on November’s ballot because the deadline to change it has passed.
The decision also signaled what may be the beginning of the end of a decades-long political career that was in turns exhilarating and unlikely. It took a working-class son of Queens, who said he was beaten by police as a teenager, to the highest office in New York City government, where accusations of corruption eventually undid him.
His exit all but guarantees that Adams, the city’s second Black mayor, will make history again as the first New York City leader to serve just one term since David N. Dinkins, the city’s first Black mayor, lost his reelection bid in the 1990s.
Whether Adams’ decision will be enough to reorder the race to succeed him may take longer to come into focus.
Cuomo, like Trump, had been openly agitating for Adams to drop out to consolidate opposition to Mamdani. Now, the former governor believes he can potentially pick up votes from Black and Orthodox Jewish voters who had supported Adams, and to unlock six- and seven-figure contributions from business leaders who had been hesitant to donate while the mayor was in the race.
But with so little time left, catching Mamdani will be no easy feat. Polls have consistently put Adams’ support in the single digits, suggesting that the number of votes he will free up for other candidates will be limited.
Cuomo, who is polling second, could get closer if he and his allies can persuade Curtis Sliwa, the Republican nominee, to also drop out of the race. But unlike the may-
or, Sliwa has refused all entreaties to suspend his bid, even from Trump, the leader of his party, who publicly dismissed his candidacy as unserious.
In a video posted to social media and a string of television interviews Sunday, Mamdani projected confidence in his position in the race and sought to tie Adams to Cuomo, who resigned as governor in scandal four years ago.
“To Andrew Cuomo, you got your wish: You wanted Trump and your billionaire friends to help you clear the field,” he said. “But don’t forget, you wanted me as your opponent in the primary, too, and we beat you by 13 points. Looking forward to doing it again on November 4th.”
Cuomo, speaking Sunday after an unrelated event in Queens, praised Adams and sought to make the case that his exit “changes the entire dynamic of the race,” even with the mayor polling in the single digits.
“We are facing an existential threat in an extreme radicalism that threatens the existence of this city as we know it,” Cuomo said. “This is not an election between two people. This is an election between different philosophies.”
Adams, 65, a retired police captain who served as a state senator and Brooklyn’s borough president, stormed into City Hall four years ago with ambitious promises to rein in crime and restore the city after the COVID pandemic’s deep disruptions. And by many measures, he succeeded, presiding over both a resurgent economy and falling crime rates.
But New Yorkers, struggling with fast-rising costs, quickly tired of his bluster and of the constant drip of corruption allegations that surrounded his administration.
Frank Carone, one of the mayor’s closest advisers who was overseeing his campaign, suggested that his withdrawal “isn’t the end, but a pivot” to defeat Mamdani. Carone, who also runs a large lobbying business, said he personally planned to start working for Cuomo’s campaign or a super political action committee aligned with Cuomo’s interests.
“I had no doubt that the mayor would win and deserved another term,” he said. “However, for many reasons outside of our control, that seemed unlikely at this point.”
Adams himself tried to strike an upbeat tone in Sunday’s video. Sitting on the steps of Gracie Mansion with a large photograph of his mother, Adams ticked off accomplishments and maintained that he had been “wrongfully charged because I fought for this city.”
But he seemed to acknowledge that New Yorkers did not agree with his assessment, at least not yet.
“I hope that, over time, New Yorkers will see that this city thrived under our leadership, and that the policies we put in place should be continued and expanded,” he said. “I hope you will see that — despite the headlines and innuendo — I always put you before me.”

Investigators on Monday were digging into the life of the man who killed four people in a suburban Michigan community over the weekend, as well as the fiery remains of the church he attacked in the middle of a Sunday morning worship service.
The motive for the attack on a Church of Jesus Christ of Latter-day Saints meeting house in Grand Blanc Township remained unclear. It was being classified as an “act of targeted violence,” not terrorism, until the investigation has been completed, said Reuben Coleman, the acting special agent in charge of the FBI’s Detroit field office.
White House press secretary Karoline Leavitt, though, said the attacker appeared to harbor religious hatred. “Based on my conversations with the FBI director, all they know right now is, this was an individual who hated people of the Mormon faith,” Leavitt said in a Monday morning appearance on Fox News.
“They are trying to understand more about this, how premeditated it was, how much planning went into it, whether he left a note,” she added. The man’s family was cooperating with investigators, Leavitt said.
Authorities identified the attacker as Thomas Jacob Sanford, 40, of Burton, Michigan. He was killed in an exchange of gunfire with police, authorities said.
Sanford went to high school nearby
and served for four years in the Marine Corps, achieving the rank of sergeant, military records show. They indicate that he was a member of a vehicle recovery crew in Iraq, which may have put him in hostile territory, exposing him to enemy fire and the improvised explosive devices used often in that war.
The attack Sunday morning shattered a worship service in Grand Blanc, a town of about 8,000 people near Flint. The attacker drove a four-door pickup truck with two American flags prominently hoisted from the cab, crashing the truck into the church building and opening fire, police said. A blaze then consumed the church.
Two people died of gunshot wounds, authorities said, and the bodies of two more people were found later in the wreckage of the building.
At least eight people were injured and rushed to the emergency room. They ranged in age from 6 to 78, according to Dr. Michael Danic of Henry Ford Genesys Hospital, where they were treated. Five had gunshot wounds, and three were treated for smoke inhalation, he said.
One of the patients died at the hospital, he said, and two remained in critical condition Monday afternoon.
One of them, Ben Phelps, was shot in the abdomen, according to his mother, Beckie Swainston, who rushed to Michigan from her home in Idaho on Sunday after hearing the news. Phelps’ son, she said,

was shot in the arm and has been released from the hospital.
Phelps’ wife, Danalee, who was also at the church, is too traumatized to talk about what happened, Swainston said. “It just reduces her to tears,” she said.
Investigators continued to comb through the wreckage of the burned-out church Monday. James Deir, the special agent in charge with the Bureau of Alcohol, Tobacco, Firearms and Explosives, said the agency was examining “improvised explosive devices” that were recovered after the attack.
No more victims are expected to be found in the charred remains. Everyone who was in the church at the time of the attack has been accounted for, authorities said.
Neighbors of Sanford said they were shocked that he had been named as the attacker, describing him as a friendly person who would plow their driveways in the winter for free.
Chief William Renye of the Grand Blanc Township Police Department said Sanford had previously been arrested and charged with burglary and driving while intoxicated.
In an article from a decade ago, The Lake Orion Review, a local newspaper, reported on several medical problems facing Sanford’s son, Brantlee, who was a newborn at the time. Doctors removed a large part of the child’s pancreas.
Sanford was described as a truck driver for Coca-Cola in the article.

Two storms moving through the Atlantic Ocean are creating hazardous conditions along much of the East Coast of the United States this week. Hurricane Humberto, a powerful Category 4 storm, is near Bermuda, while Tropical Storm Imelda is strengthening near the Bahamas and could become a hurricane by Tuesday. Neither storm is expected to make landfall in the United States. But both are producing high surf, life-threatening rip currents and heavy rainfall along the East Coast.
They are also affecting nearby islands, and the National Hurricane Center said a hurricane watch could be issued for Bermuda later Monday.
Here’s what you need to know:
— Along the southeastern U.S. coast, the risk of damaging winds from Imelda is decreasing. One to 2 inches of rain could still fall in northeast Florida, coastal South Carolina and coastal North Carolina, with isolated areas receiving up to 4 inches — which could lead to localized flash and urban flooding through Tuesday.
— High surf and life-threatening rip
currents from Humberto and Imelda are already affecting the northern Caribbean, the Bahamas and Bermuda. These dangerous ocean conditions are expected to reach the east coasts of Florida and Georgia on Monday, before spreading northward along the rest of the U.S. East Coast early this week.
— Imelda is expected to continue bringing tropical storm conditions through Monday to parts of the northwestern Bahamas, where a tropical storm warning remains in effect. Four to 8 inches of rain is expected, which could cause flash flooding. Eastern Cuba could see 2-4 inches of rain, with a
risk of mudslides in higher terrain. — Humberto could bring tropical storm conditions by late Tuesday to Bermuda, where a tropical storm watch is in effect. The hurricane center said Bermuda could receive up to 2 inches of rain from Humberto through Tuesday, with an additional 2-4 inches of rainfall possible from Imelda midweek.
— Storm surge could raise water levels 1-3 feet above normal in parts of the Bahamas, which may cause minor flooding of 1-2 feet along some parts of the southeastern U.S. coast.

Last Thursday, the prime minister of Denmark, Mette Frederiksen, addressed her country in what was effectively a wartime statement, regarding the sudden appearance of mysterious drones over critical infrastructure, civilian and military.
I say “effectively” because normally a wartime statement would identify the enemy and explain the nature of the conflict, and Frederiksen’s speech was a bit weirder. It was a statement of resolve in the face of what she termed “hybrid war” that was circumspect about both the identity of the adversary and the appropriate response. It’s probably the Russians, she suggested: “We can at least state that there is primarily one country that poses a threat to Europe’s security — and that is Russia.”
But Russian culpability isn’t certain, and neither is what comes next. In place of a call to arms, there was an uncertain trumpet: “The authorities have raised the alert level. And they are preparing for various scenarios.”
Watching the speech and watching videos of the drones, I thought of the famous line from sci-fi author Arthur C. Clarke: “Any sufficiently advanced technology is indistinguishable from magic.”

But lately the Clarke quote has a different resonance. You can enter technological moments where the mystery, the eerie magical unsettlement, resides not just in how the new thing works but in what it does, where it’s coming from, and what it might be capable of doing next. I don’t fully understand how my laptop works, but I know who made it and why, and I have a pretty good sense of its capacities and limits. That’s not the case with technologies that are in the process of remaking our world. The zone of uncertainty is larger, the sense of mystification more intense.
Thus with drone technology: It’s clearly the future of warfare and surveillance and possibly terrorism as well, and you can follow the action on the front lines in Ukraine and see part of that future taking shape. But right now drones seem more inherently elusive than a tank or a fighter jet. They can show up over New Jersey as easily as over Copenhagen, they can be mistaken for more normal forms of tech and vice versa, they exude a certain menace when they aren’t doing much of anything, governments conspicuously don’t like talking about them (it took a change of administration for the White House to state that the New Jersey drones had some kind of authorization) and they feel like UFOs, even though they presumably have earthbound origins.
Meanwhile, their ultimate capacities are still taking shape. The Iranians didn’t expect what Israeli drones delivered in the brief war this year. We don’t know what Chinese drones would do in a war over Taiwan. They (hopefully) don’t know what ours could do. And one of the more plausible down-to-earth explanations of all the weird government activity around UFOs is that it’s an attempt to mask some kind of crazy drone-tech acceleration.
Then of course the same mix of uncertainty and mystery attaches to artificial intelligence (itself one of the key powers behind the drone revolution), whose impact is already sweeping — everyone’s stock market portfolio is now pegged to the wild AI bets of the big technology companies — without anyone really having clarity about what the technology is going to be capable of doing in 2027, let alone in 2035.
Since the job of the pundit is, in part, to make predictions about how the world will look the day after tomorrow, this is a source of continuing frustration on a scale I haven’t experienced before. I write about AI, I talk to experts, I try to read the strongest takes, but throughout I’m limited not just by my lack of technical expertise but also by a deeper unknowability that attaches to the project.
Imagine if you were trying to write intelligently about the socioeconomic impact of the railroad in the middle of the 19th century, and half the people investing in trains were convinced that the next step after transcontinental railways would be a railway to the moon, a skeptical minority was sure that the investors in the Union Pacific would all go bankrupt, many analysts were convinced that trains were developing their own form of consciousness, reasonable-seeming observers pegged the likelihood of a train-driven apocalypse at 20% or 30%, and peculiar cults of engine worship were developing on the fringes of the industry.
What would you reasonably say about this world? The prime minister of Denmark already gave the only possible answer: Raise your alert levels, and prepare for various scenarios.

El Departamento de Recursos Naturales y Ambientales (DRNA), ha recibido de Commonwealth Oil Refining Company, Inc. (CORCO) una solicitud para obtener un Certificado de Calidad de Agua (CCA) con estándares de calidad de agua como límites de efluente al final del tubo para las descargas de aguas usadas tratadas y aguas compuestas enteramente de agua de lluvia provenientes de CORCO, localizada en la Carretera Estatal Núm 127, Km 15.5, Barrio Tallaboa, Peñuelas, Puerto Rico (600 Carretera 127, Peñuelas, Puerto Rico 00624). Además, CORCO ha solicitado de la Agencia Federal de Protección Ambiental (Environmental Protection Agency, EPA) un permiso bajo el Sistema Nacional para la Eliminación de Descargas Contaminantes (National Pollutant Discharge Elimination System, NPDES) para la referida descarga. El peticionario, CORCO, se propone descargar 1,090.20 m3 / día (0.288 MGD) como flujo máximo diario de aguas usadas tratadas consistentes de aguas usadas almacenadas de las operaciones de extinción de incendios en los campos de petróleo de Kuwait a principios de la década de 1990; aguas de proceso del terminal y aguas de pozo, a través del punto de descarga 001 a la Bahía de Tallaboa. Además, CORCO propone descargar aguas compuestas enteramente de agua de lluvia, a través del punto de descarga 003 a la Bahía de Tallaboa.
El cuerpo de agua receptor, Bahía de Tallaboa, está clasificado como SB por el Reglamento de Estándares de Calidad de Agua de Puerto Rico (RECA), según enmendado.
Luego de realizada la evaluación correspondiente de los documentos sometidos, el DRNA tiene la intención de emitir el CCA con límites de efluente basados en calidad de agua para la instalación antes mencionada.
La Sección 401 de la Ley Federal de Agua Limpia, según enmendada (33. U.S.C. 466 et seq.) (la Ley) requiere que antes de que la EPA pueda expedir un permiso de descarga NPDES, se obtenga un CCA de la agencia estatal que tenga jurisdicción sobre el control de la contaminación de las aguas. En Puerto Rico dicha responsabilidad recae sobre el DRNA.
El CCA se expide a los efectos de asegurarse que las descargas cumplirán con las disposiciones aplicables establecidas bajo las Secciones 301,302,303,306 y 307 de la Ley. La Sección 301 se refiere a los límites de efluente para fuentes precisadas, incluyendo instalaciones de h’atamiento públicas y privadas y las fechas en que deben ser implantados, así como los estándares de calidad de agua que sean aplicables.
La Sección 302 se refiere a los límites de efluente relacionados con calidad de agua. La Sección 303 se refiere a los estándares de calidad de agua y a la implantación de planes. La Sección 306 concierne a los límites de efluente para fuentes nuevas (New Sources), según se define en esa misma sección. La Sección 307 trata sobre límites de efluente para sustancias tóxicas y los requisitos de pretratamiento para aguas usadas que descargan en sistemas de tratamiento. Copia de la solicitud de renovación del permiso NPDES, la solicitud de CCA, el borrador de CCA y otros documentos relevantes estarán a la disposición del público para ser examinados, a petición del interesado mediante el envío de un correo electrónico a la siguiente dirección: fuentesprecisadas@drna.pr.gov. tiva responsable.
Este centro, el cual se ubica en el municipio de Caguas, tiene como misión fomentar un ‘programa de adopción proporciona los servicios y el apoyo necesario a las familias dispuestas a brindar un hogar seguro a la niñez proveniente de entornos y circunstancias que comprometen su bienestar’.

Latin superstar Bad Bunny, who has won three Grammys while bringing Spanish-language music to the top of the charts, will headline the Super Bowl halftime show in February, the NFL announced Sunday.
The Super Bowl is consistently the most-watched television program of the year, with more than 130 million people viewing last season’s halftime show featuring rapper Kendrick Lamar. The next Super Bowl will take place Feb. 8 at Levi’s Stadium in Santa Clara, California, near San Francisco.
“What I’m feeling goes beyond myself,” Bad Bunny said in a statement. “It’s for those who came before me and ran countless yards so I could come in and score a touchdown… this is for my people, my culture, and our history. Ve y dile a tu abuela, que seremos el HALFTIME SHOW DEL SUPER BOWL.”

There had been weeks of rumors that pop star Taylor Swift would be the headliner. Wall Street is preparing for disruption to economic data if a looming U.S. government shutdown goes ahead, which could cause investors to rely more on alternative data or take on more defensive positions as they anticipate volatility in asset prices.
The U.S. Labor Department said on Monday that economic data releases would pause in a government shutdown, amplifying investor concerns that Friday’s monthly employment report would not be published as scheduled. Such a delay to the closely watched report could cause confusion for investors, including how to assess the Federal Reserve’s upcoming interest rate decisions.
“A shutdown is an expected event...like the slow car crash that we’re all watching happen,” said Callie Cox, chief market strategist at Ritholtz Wealth Management. “There are ways to hedge this and I’m sure affected investors are already thinking about that.”
The Fed relies on a range of data including regular government releases to make monetary policy decisions as it seeks to balance its key economic goals of price stability and maximum employment. Markets are pricing in a quarter-point rate cut by the Federal Reserve at its Oct 28-29 meeting. The central bank made such a cut earlier in September following weak employment reports.
“If a shutdown happens and it lasts any significant amount of time... you could see a cascade effect where data really just gets pushed back and pushed back,” said Gennadiy Goldberg, head of U.S. rates strategy at TD Securities. “For markets, that’s a difficult thing given just the sheer amount of data dependence that the Fed is leaning on.”
With U.S. government funding due to expire at midnight on Tuesday, Republicans and Democrats in Congress are showing no signs they will agree to a temporary spending fix that would avert a shutdown.
Andrew Brenner, head of international fixed income at NatAlliance, said a delay in the jobs report could cause traders with Treasury derivatives positions put on ahead of the labor data to close or hedge their exposure, spurring more volatility in the market.
Strategists are recommending clients prepare for both protection and opportunities as they navigate this period of uncertainty.
Phil Blancato, chief market strategist at Osaic, said clients should think about increasing their fixed income allocation, buying the belly of the U.S. Treasury yield curve, hedging portfolios to mitigate volatility, and pivoting towards companies that could benefit when the impasse is resolved.

During a 16-day shutdown in 2013, the Bureau of Labor Statistics published the report originally scheduled for Oct 3, on Oct 22, the fourth business
day after the government’s reopening, according to economists at Nomura in a note.
Once any shutdown ends, the BLS could likely publish data relatively quickly as it will likely have nearly completed the employment report by the end of September, the Nomura economists wrote last week.
Department of Labor spokesperson Courtney Parella said in a statement to Reuters that concerns about potential delays should be directed to Democrats in Congress, who she said are refusing to pass a “clean” continuing resolution to keep the government open.

As Prime Minister Benjamin Netanyahu of Israel met with President Donald Trump on Monday, new proposals for ending the war in the Gaza Strip and governing the territory afterward are circulating. One central question is whether the Palestinian Authority would play any role.
The authority administers parts of the Israeli-occupied West Bank and considers itself the rightful government of any future Palestinian state.
What is the Palestinian Authority?
The Palestinian Authority was established in 1994 as a result of the Oslo Accords, a series of agreements signed by Israel and the Palestine Liberation Organization. It was intended as a temporary administration on the way to what many hoped would be the eventual creation of an independent Palestinian state.
It administers areas of the West Bank where Palestinians live and cooperates with Israel on security. But relations with Israel have been fraught.
Mahmoud Abbas, the Palestinian Authority president, delivered a video address to the U.N. General Assembly last week in which he accused Israel of committing “war crimes” in Gaza.
He spoke by video because the Trump administration denied him and his delegation entry visas to attend the General Assembly in New York on national security grounds.
Who is Mahmoud Abbas?
Abbas, 89, has been president of the Palestinian Authority since 2005. He was first elected to a four-year term, but there have been no Palestinian national elections since 2006.
Critics say the administration under Abbas’ leadership is corrupt and authoritarian. Recent opinion polls have shown that most Palestinians want him to resign.
Israeli officials have long accused the authority of mismanagement and fomenting hostility toward Israel.
“The Palestinian Authority is corrupt to the core,” Netanyahu said in his own address to the U.N. last week.
Supporters of the Palestinian Authority say it is no more corrupt than other governments in the Arab world and that the Israeli occupation hampers its ability to succeed.

ada, recognized Palestinian statehood. They joined nearly 150 nations that have recently recognized a Palestinian state or are expected to do so soon.
The move, while mostly a symbolic act supporting Palestinian self-determination, deepened the isolation of Israel. Both Israel and its allies in Washington oppose the recognition of Palestinian statehood, describing it as a reward for Hamas, the Islamist group that has long controlled Gaza and which led the 2023 attack on Israel that set off the war in Gaza.
Hamas and the Palestinian Authority are rivals for leadership of the Palestinian people.
Israeli officials, angered by the recent international endorsements of Palestinian statehood, have suggested that Israel could annex at least part of the occupied West Bank in retaliation.
But Trump said last week that he would not allow Israel to do that.
What role could the Palestinian Authority play in a postwar Gaza?
Any effort to end the war in Gaza still faces significant obstacles. Israel and Hamas are at odds over central sticking points, and Israel escalated its military campaign in recent weeks with a ground offensive to take over Gaza City.
Abbas has called Gaza an integral part of
a future Palestinian state, and said last week that his government was willing to take responsibility for the enclave. He pledged that Hamas would have no part in governing the territory after the war ends.
Among several new proposals to end the fighting in Gaza and oversee the territory afterward, one proposes that the Palestinian Authority would have a limited role in governing.
But given the criticisms of the authority
as corrupt, this proposal calls for significant changes to the body, including its security practices.
Another proposal, known as the New York declaration, suggests that postwar Gaza could be governed by a transitional committee operating under the umbrella of the Palestinian Authority, which would hold elections within a year of a ceasefire.
Hamas said Sunday that it had not received any new proposals from mediators and that negotiations for a ceasefire in Gaza are at a standstill.
What is the Palestinian Authority’s relationship with Hamas?
A deep feud has long divided the Palestinian Authority and Hamas.
In 2006, Hamas won Palestinian legislative elections, narrowly defeating Abbas’ rival Fatah movement. The following year, Hamas violently ousted the Fatah-dominated Palestinian Authority from the Gaza Strip, seizing full control.
Various attempts at reconciliation between the factions have failed.
Abbas has condemned the 2023 Hamasled attack on Israel, and says Palestinians want a modern state and a peaceful transition of power. There is no place for an armed Hamas in that vision, he said, calling on the group to lay down its weapons.
Hamas rejected Abbas’ assertion that the group would have no role in a Gaza government after the war, calling it “an infringement on our Palestinian people’s inherent right to self-determination.”
Hamas also said it will not lay down its weapons “as long as the occupation continues.”

Just about any issue connected to Greenland has become a hot subject in Denmark as the Danes try to fend off insistence by President Donald Trump that the United States take it over.

Denmark colonized Greenland, a gigantic island high up in the Arctic Sea, more than 300 years ago. Though it is no longer a colony — the Danes have granted it a large degree of autonomy — many Greenlanders still feel resentment about the colonial past and the years of discrimination that followed.
Small protests broke out over this case, and Monday, activists celebrated the mother’s victory.
“It’s wild that it had to go this far,” said Najannguaq Hegelund, vice chair of Sila 360, an Indigenous rights group in Denmark. “We are of course happy for Ivana and her family, but there are many other cases with the same flaws.”
Bronlund had been subjected to the full parenting evaluation process, which included interviews with psychologists, meetings with social workers, standardized psychological evaluations and IQ tests that measured her ability to manipulate shapes and do math problems, which she says she was
Authorities then ruled that she was “not able to ensure her child’s well-being and development” and that she had “a great need for extensive psychiatric and social support,” which her family believed was an unfair conclusion that was based on sexual abuse that Bronlund suffered as a child.
Where authorities misstepped, according to documents and experts who analyzed her case, was applying standardized tests to her. Greenlanders living in Denmark have been complaining for years about these tests, arguing that they are biased and citing studies that show how poorly Greenlanders do on them. According to a recent study, Greenlandic children born in Denmark are five times more likely to be taken away from their parents than other children in Denmark.
In May, the Danish government put a new rule into force saying that standardized psychological tests should no longer
be used when evaluating Greenlandic parents. Authorities across Denmark use these evaluations, but they are not applied to the entire population — only to families about which there are already welfare concerns. Denmark has recently strengthened child protection laws and as a result made it easier for the state to override parents and even remove a child from their home.
Members of Denmark’s Greenlandic community estimate that there are at least 15,000 people who identify as Greenlandic living in Denmark, and from now on, any Greenlandic families involved in parenting evaluations are supposed to undergo specialized screenings that are more culturally sensitive.
In Bronlund’s case, local authorities eventually admitted that they had made an “error” in the way they handled it. The case was sent to an appeals board for a hearing earlier this month.
The hearing took place in Copenhagen, drawing a small group of demonstrators who insisted that Bronlund be reunited with her daughter, who she has named Aviaja-Luuna. The session lasted only 30 minutes.
It is not clear when the two will be reunited. The appeals board said publicly only that it had told the municipality “of what needs to be implemented.”
In recent months, in light of Trump’s enthusiasm to “get” Greenland, as he puts it, the Danish government has taken extra steps to improve relations with the island. Last week, Denmark’s prime minister traveled there to make an official apology for wrongs committed in the past, especially against Greenlandic women.

President Donald Trump likes to talk about taking on the biggest pharmaceutical companies and bringing manufacturing home. But with his long-awaited announcement late last week to impose tariffs of 100% on imported brand-name medicines, the president appeared to have given many of the richest companies a reprieve.
Giant companies that make brand-name drugs do a significant majority of that manufacturing in either the United States or Europe. Among the best known are Botox, formulated in Ireland, as well as popular weight-loss drugs, produced in Denmark, Ireland and the United States.
Trump’s 100% tariff, expected to go into effect Oct. 1, would not apply to drugs imported from the European Union. Instead, most of those brand-name products from the European Union are expected to be hit by a tariff of up to 15% secured as part of a trade deal over the summer. It was not immediately clear when that will take effect.
However, big drugmakers like Roche, Novartis and AstraZeneca do some manufacturing in their home countries of Switzerland and Britain, which are not part of the European Union. To avoid paying tariffs of 100% on those products, they would most likely need to tell the Trump administration they plan to move some of that production to a factory they are building in the United States.
The highest tariffs could also apply to some brandname manufacturing in countries like Singapore, China and India, which account for a relatively small share of the brand-name drugs Americans take.
The president announced the tariffs in a social media post Thursday night, and many of the details remained unclear. An administration official said Friday that a formal proclamation detailing the policy was likely to follow next week.
Trump’s social media post said that companies would be exempted from the tariffs if they were constructing factories in the United States. But the administration official said Friday that the manufacturing exemption would not automatically apply to all of a company’s products, only for the drugs that are being manufactured in the United States.
The administration official said companies would also be able to obtain an exemption from the tariffs for drugs while they were building new factories in the United States. For example, if a company makes its heart disease drug in Ireland but is building a factory in North Carolina to make that drug there, it can apply to the Commerce Department for an exemption from the 15% tariff
during the five years it will take to shift that production.
The result is that many industry titans may mostly avoid having to pay 100% tariffs, although they will probably soon have to pay up to 15% on at least some of their drugs imported from Europe.
The outcome mirrors other major exemptions the president has offered to wealthy and influential companies, including his decision to exempt Apple and other tech firms from certain global tariffs, at least for now.
The tariffs on European imports could result in modest price increases for some brand-name drugs, reflected in higher out-of-pocket costs for some Americans.
Generic drugs, which account for a vast majority of Americans’ prescriptions, will be exempt from the 100% tariffs and from the 15%-or-less tariffs in Europe, the administration official confirmed Friday.
While many raw ingredients used to make drugs come from China, the tariffs will apply to where steps later in the drugmaking process were performed. Factories in India and China focus on making generic drugs, though there is also a smaller amount of production of active ingredients for brand-name drugs in those countries.
In anticipation of tariffs, the largest drugmakers have begun pouring billions of dollars into constructing or expanding factories in the United States.
Big companies like Johnson & Johnson, Eli Lilly, Merck, Gilead Sciences, Roche, GSK, AstraZeneca and Novo Nordisk have recently started construction on new factories in North Carolina, Indiana, Delaware, California, Pennsylvania and Maryland.
“Overall, we think this is a win for Pharma,” analysts at Wall Street bank Jefferies wrote in a note to investors Friday. Big drugmaker stocks were generally flat or up slightly Friday.
For months, Trump’s threats of drug tariffs have fueled fears that American patients would be harmed by higher prices and shortages of vital drugs. But with the much more limited tariffs Trump announced Thursday, it is not clear how much of an effect Americans will see for many of the most well-known and bestselling medicines.
In particular, the tariffs could harshly punish a different kind of company: certain smaller manufacturers of brand-name drugs. These companies are unknown to most Americans and make drugs in countries like Canada or Mexico or in the Middle East. They can’t afford to spend billions of dollars on new factories in the United States.
In a statement, John Crowley, president of the Biotechnology Innovation Organization, a trade group that represents biotech companies and most big drugmakers, said the tariffs would hit “small and midsized”
companies.
Experts said they were concerned about the potential for disruptions and higher prices for some lesserknown products made by smaller companies that manufacture overseas and cannot afford to build new U.S. factories.
“It’s likely that the companies that will be affected are certain smaller companies that are making more niche products,” said Dr. Aaron Kesselheim, a professor of medicine at Harvard Medical School and Brigham and Women’s Hospital. “That could be problematic for those particular patients.”
For a smaller brand-name company suddenly facing a 100% tariff that cannot afford to absorb the hit, the next step is clear.
“You have to account for these tariffs and raise the price,” said John Maraganore, a former CEO of a midsize drug company, Alnylam Pharmaceuticals, and a former chair of the Biotechnology Innovation Organization. “Especially if it’s a single-product company that depends 100% on that one product, that’s what you naturally do, which of course doesn’t help the American consumer.”
Peter Kolchinsky, a biotechnology investor in Boston, said Trump’s tariffs “might leave smaller American biotech companies at a huge disadvantage to big multinationals.” He added, “Hopefully, the final language gives them time to contract to build in the U.S., or we’ll lose a lot of American jobs in innovation.”

At a press conference on Monday, the Magos de Aguas Buenas officially presented the roster with which they will compete in the 2025-2026 season of the Puerto Rican Men’s Basketball League.
The roster reflects the organization’s ongoing commitment to promoting local talent. The team will have 15 players, 13 of whom are from Aguas Buenas, and will be complemented by three high-impact reinforcements who will bring experience and competitiveness to the squad.
The season begins on Saturday, Nov. 1, and the official home opener in Aguas Buenas will be on Saturday, Nov. 8, when the Magos (Magicians) will make their debut in front of their fans at Samuel “Sammy” Rodríguez Coliseum.
In addition, the 2025-2026 season will be dedicated to community leader Noel “Noelo” Colón, in recognition of his career and contributions to sports and youth in Aguas Buenas.
A roster ‘that combines youth and experience’
The team will be led by its captain, Tomás A. Rosario, along with veterans Alexander
Fernández, John Javy Montañez, Fabián Díaz, Yamil Díaz -- who returns this season -- Kiany Díaz, and Luis “Bebote” Rodríguez.
Joining them are the young and talented college players Kevin Benítez, Jorge Fontánez and Elexis Torres, all from the University of Puerto Rico-Cayey, as well as the young players Bryan Falcón and Michael Torres, who promise to bring energy and dynamism to the team.
The reinforcements for the season will be the imposing Davian González, a 6-foot9 forward who will strengthen the defense and the play inside, and the explosive guard Ahmed Gustave, who will add speed and offensive firepower to the team.
“This team represents the heart and sporting passion of our town,” Mayor Karina Nieves Serrano said. “We are very proud to see how our young athletes are developing and becoming role models of perseverance and discipline. I invite all residents of Aguas Buenas to support the Magos and fill the coliseum on November 8 to show that basketball is a passion in Aguas Buenas.”
Magos General Manager Osvaldo Guzmán highlighted the team’s preparation and focus for the new season.
“We have assembled a strong team that combines youth and experience. Our local players come in hungry for victory, and the players we brought in will provide leadership and experience at key moments,” he said.

he Puerto Rican duo of María González and Allanis Navas claimed the gold medal on Sunday at the ninth stop of the NORCECA Beach Volleyball Continental Tour at Los Corales Beach in Punta Cana, Dominican Republic.
González and Navas defeated the U.S. pair of Geena Urango and Mariah Whalen (USA1) in a thrilling threeset final match, 2-1 (19-21, 21-17, 15-10).
With the win, the Puerto Rican athletes now hold seven medals in this year’s tour -- six gold and one bronze.
To reach the final, González and Navas overcame Costa Rica’s Marcela Araya and Eugenia Ramírez in straight sets, 2-0 (24-22, 21-10). Meanwhile, Urango and Whalen advanced after defeating the Canadian team of Alison McKay and Darby Dunn (CAN1), also 2-0 (21-15, 21-13).
