ith the purpose of bringing joy, closeness and spaces for healthy recreation to more families, the Municipality of Aguas Buenas earlier this week celebrated the traditional delivery of gifts on the occasion of the arrival of Three Kings Day through a series of community activities carried out in the town’s 10 neighborhoods.

During Sunday’s activities, dozens of boys and girls received gifts and enjoyed a festive atmosphere that included bouncy houses, popcorn, cotton candy, and multiple recreational activities designed for the enjoyment of the whole family.

This year, for the first time, the municipal administration decentralized the celebration, taking it directly to various neighborhoods and communities, instead of concentrating it solely in the city center. The initiative allowed for reaching more families and strengthening ties with the communities.

“For our administration, it was essential to bring this celebration directly to the neighborhoods, where the families are,” Aguas Buenas Mayor Karina Nieves Serrano said. “Three Kings Day is a date full of meaning and tradition, and we wanted to make sure that no child missed out on experiencing that joy.”

The mayor also highlighted that the initiative allowed for greater direct contact with the communities.

“Decentralizing this activity allowed us to be closer to our people, to listen to them and share in a family atmosphere,” she said. “That is the essence of public service and the vision of a close and humane municipal administration.”

The activities included the participation of Sen. Nitza Morán Trinidad and Rep. Jorge Navarro Suárez, who accompanied the families and shared time with the children during the activities.

Also present throughout the event were the Three Wise Men of Aguas Buenas.

PRFAA announces new federal funding appropriations

abriella Boffelli, executive director of the Puerto Rico Federal Affairs Administration (PRFAA), announced Monday that the U.S. House of Representatives has published the text of the Commerce, Justice, Science; Energy and Water Development; and Interior and Environment Appropriations Act of 2026. The legislative package combines three appropriations bills negotiated on a bipartisan and bicameral basis by the leadership of the House and Senate Appropriations Committees.

The measure would provide full-year funding through Sept.

30 of this year, ensuring continuity of operations and programs across multiple key federal agencies, including the departments of Commerce, Justice, Energy, and Interior; the U.S. Army Corps of Engineers (USACE); the Environmental Protection Agency; the U.S. Forest Service; and the National Science Foundation, among others.

“The release of this package confirms the progress we had anticipated publicly in recent weeks,” Boffelli said. “As I noted during the Government of Puerto Rico’s weekly press briefing, En Récord, this ‘minibus’ was actively under negotiation, and its publication reflects a bipartisan agreement focused on stability and continuity in federal operations.”

The House is expected to consider and vote on the package this Thursday. The measure would then move to the Senate for

review and a vote next week. Following approval of the minibus, six appropriations bills will remain pending and must be enacted or extended through a Continuing Resolution by Jan. 30. This follows the passage of the Agriculture and Military Construction-Veterans Affairs appropriations bills for fiscal year (FY) 2026 on Nov. 12, 2025.

The Commerce, Justice, Science Appropriations portion of the minibus, which totals $78.011 billion, includes $37.049 billion for the Department of Justice, supporting U.S. Attorneys (including Puerto Rico), the U.S. Marshals Service, anti-drug task forces such as the Caribbean Corridor Strike Force, FBI, DEA, ATF, violence prevention programs, the Office of Justice Programs, and COPS. The Energy and Water Development Appropriations portion, which totals $58.039 billion, includes $294,000 for USACE operations and maintenance in Puerto Rico, including $181,000 for inspection of completed works and $113,000 for project condition surveys.

The Interior and Environment Appropriations portion, which totals $38.6 billion, includes $3.213 million under the Land and Water Conservation Fund for land acquisition in El Yunque National Forest, and $8.61 billion for the U.S. Forest Service.

The PRFAA will continue to closely monitor the legislative process to ensure Puerto Rico’s priorities are represented throughout the FY 2026 appropriations cycle, Boffelli said.

Puerto Rico celebrates Three Kings Day today

he town of Juana Díaz is welcoming Gaspar, Melchior and Balthazar today during the 142nd Fiesta de Reyes in the Román Baldorioty de Castro public square.

The festivities follow the conclusion of the 42nd National Caravan, which toured eight municipalities to promote the cherished tradition among children and adults across Puerto Rico.

This year, the Three Kings of Juana Díaz returned to Culebra and Florida -- towns they had not visited in 30 and 28 years, respectively.

The caravan also made stops in Carolina, San Juan, Manatí, Patillas, Ponce and Juana Díaz, where the journey began on Jan. 2.

“The Fiesta de Reyes of Juana Díaz is more than a celebration; it is an act of faith, identity, and tradition that we have safeguarded for generations,” said William John Santiago Vázquez, president of the Juanadino Council for Three Kings Festivities. “Each year, we work to ensure that our people and Today’s Three Kings Day festivities follow the conclusion of the 42nd visitors experience an event deeply rooted in National Caravan, which toured eight municipalities to promote the cherished tradition. our heritage, in a safe, family-oriented, and

Today, on Three Kings Day, activities start early at the Casa Museo de los Santos Reyes. At 8 a.m., Grupo Legado Antillano will perform traditional jíbaro music, followed by the iconic Parade of Kings, Shepherds, and Townspeople at 10 a.m. The Proclamation of the Prophecies and Dialogue of the Kings and Shepherds will take place at 11:30 a.m., leading into a noon Mass celebrated by Bishop Rubén González Medina of Ponce.

After the religious ceremony, the cultural program continues with Grupo Senderos de Cultura at 2 p.m., Grupo Bomba con Trovadores, and evening performances by Grupo Casima (5 p.m.), Grupo Esencia (7 p.m.) and Tuna Romancera (9 p.m.).

The grand finale will feature Plena Libre at 10:30 p.m.

The annual event has been held since 1884. This year’s celebration will showcase more than 150 artisans. The Municipality of Juana Díaz has arranged parking areas and public transportation routes for visitors, while the Puerto Rico Police will provide extensive security throughout the event.

Monday’s festivities began in the midafternoon with activities for children, including performances by Bostel the Clown, the Muñequitos Orchestra, and Pinocho the Clown, as well as the traditional distribution of boxes of grass (for the kings’ camels). The musical program continued into Monday evening with performances by Conjunto Sazón Criollo, Herminio de Jesús and His Orchestra, Danny Rivera, and the group Plenéalo.

Government’s Three Kings Day Activities to be held in San Juan & Canóvanas

he island government’s “Three Kings with the People 2026” celebration will be held simultaneously in the municipalities of San Juan and Canóvanas today.

“We invite all families to join this celebration and share together the joy and spirit of Three Kings Day, a tradition that is an essential part of our cultural identity,” Puerto Rico Tourism Company Executive Director Willianette Robles Cancel said in

a written statement earlier this week. “Through this initiative, we reaffirm the Government of Puerto Rico’s commitment to children, to strengthening our traditions, and to creating safe and memorable spaces for families throughout the island.”

Today’s simultaneous activities will be held in the Canóvanas Public Plaza, starting at 9 a.m., and at the Coca-Cola Music Hall in the T-Mobile District in San Juan, starting at noon. Gift distribution will take place at both locations as part of the Three Kings Day celebration.

At the Coca-Cola Music Hall, the program will include a main stage with continuous entertainment hosted by Aniel Rosario and Lynette Chico, accompanied by a DJ, as well as a series of children’s and interactive shows. Those include the Shabum show, the Bluey show, the Nino and Brownie show, the Trotamundos presentation, and a special closing with a magic show by Jorge Noda.

Meanwhile, the celebration in the Canóvanas Public Plaza will feature the Amelia show and the Atención Atención show.

PR Venezuelan community reacts to Maduro & Flores’ court appearance in New York

embers of the Venezuelan diaspora expressed hope for justice following Monday’s court appearance of Nicolás Maduro and Cilia Flores before the U.S. District Court for the Southern District of New York, where they face charges including drug trafficking and weapons offenses.

“Our expectation, shared by the vast majority of Venezuelans, is that justice will be served and that they will pay with the full weight of the law -- not only for the crimes they have committed, but for the pain, suffering, death, and

family separations in Venezuela,” said Mary Carmen Díaz, vice president of Casa Venezuela.

Sonia Cosme, president of the nonprofit organization, echoed that sentiment, noting the long struggle to remove Maduro through peaceful means.

“After trying every peaceful avenue, we could not remove Nicolás Maduro,” she said. “We understand this is a process that has already begun. Venezuela will move forward because it has resources and opportunities.”

She added: “That distorted, unequal, asymmetrical Venezuela -- without freedoms, without freedom of expression, without rights -- that is not the Venezuela we want.”

The remarks were made at a Venezuelan restaurant on Juan Ponce de León Avenue shortly after Maduro and Flores pleaded not guilty to several charges.

Also present were Tomás Sorondo and Silvia Casado, spokespersons for Vente Venezuela-Puerto Rico, a political organization aligned with opposition leaders Edmundo González and María Corina Machado. They emphasized the importance of maintaining international visibility and organizing the diaspora.

“We will speak out as many times as necessary because we are convinced the process will continue and all will pay for the crimes committed,” Casado said.

UPR mourns death of Comprehensive Cancer Center director

Dr. Humberto Guiot was the executive director of the University of Puerto Rico’s Comprehensive Cancer Center.

he University of Puerto Rico’s Medical Sciences Campus (RCM-UPR) announced with deep sorrow the passing of Dr. Humberto M. Guiot, executive director of the UPR Comprehensive Cancer Center, on Monday. He was 47.

Guiot, an accomplished infectious dis-

ease specialist and esteemed faculty member of the UPR School of Medicine, also served as interim dean of the medical school. His leadership extended to the Puerto Rico Infectious Diseases Society, where he was a past president.

Guiot earned his bachelor of science degree in general sciences and medical degree from UPR before completing an internal medicine residency and infectious diseases fellowship at RCM-UPR. He was board-certified in both internal medicine and infectious diseases and held fellowships with the American College of Physicians and the Infectious Diseases Society of America.

A dedicated educator and researcher, Guiot was a professor in both the Department of Medicine and the Department of Microbiology & Medical Zoology. He played a central role in the Infectious Diseases Fellowship Program and led projects on HPV-related anal conditions, serving as founder and primary clinician at UPR’s Anal Neoplasia Clinic. Since 2011, he had participated in NIH- and NCI-funded studies, including the AIDS Malignancy Consortium and the ANCHOR trial.

In July 2024, amid his own battle with

cancer, Guiot was appointed interim executive director of the Cancer Center. Colleagues emphasized that even during the hardest days of his illness, he remained at his post, “working from his hospital bed.”

Diagnosed with pancreatic adenocarcinoma in March 2023 -- initially misidentified as kidney cancer -- Guiot underwent chemotherapy and surgery at Memorial Sloan Kettering in New York, hospitalizations, and eventually participated in a clinical trial for adagrasib. By mid‑2024, he had achieved significant tumor remission.

“Though he battled illness, he channeled his patient experience into growing the Center with greater empathy,” said Dr. William Méndez Latalladi, chairman of the Cancer

Center’s board. “His illness made him an even better physician.”

University Chancellor Myrna Quiñones Feliciano echoed the sentiment.

“We mourn the loss of a cherished friend, extraordinary professor, inspiring physician, and dedicated faculty member,” she said. “… His legacy will endure in the lives of his students, patients, and colleagues.”

Guiot’s was a legacy marked by compassion, service and humanity, the RCM-UPR statement noted.

The campus community extended its deepest condolences to Dr. Guiot’s family and loved ones, praying for peace and strength during this profound loss, the statement added.

New Fortress Energy faces crucial deadline in financial restructuring

ew Fortress Energy Inc. (NFE), the parent company of Genera PR, which operates Puerto Rico’s legacy power plants, is entering a critical period as it approaches a looming Jan. 9 deadline to secure a sweeping financial restructuring.

If the company fails to strike a deal with creditors, it risks a severe credit event that could destabilize its business as a provider of liquefied natural gas (LNG).

Investor confidence has plummeted: over the last 10 trading sessions, NFE shares have dropped roughly 14.6%, closing at just $1.11 per share.

What’s fueling the pressure? In late December, S&P Global Ratings downgraded the company to a “Selective Default” (SD) rating. This came after NFE missed a $30.6 million interest payment on its Term Loan B and conceded it couldn’t meet year-end principal obligations. S&P flagged the firm’s liquidity as “weak,” noting much of its $389 million in cash is reserved for capital projects

in Brazil -- leaving little room for maneuvering amid restructuring talks for its senior secured 2029 notes.

Adding to investor discomfort, NFE’S third-quarter fiscal 2025 results (reported Nov. 21) showed a net loss of $293.36 million. Revenue plunged 42.3% year-over-year to $327.37 million -- well below analysts’ $700+ million expectations. Losses also beat forecasts: the company posted a -$1.07 EPS versus a consensus estimate of -$0.67. Paired with the missed December payments, these results have fueled a wave of stock selling.

The company operates the LNG import terminal in San Juan Harbor and supplies much of the island’s gas-fired generation, including the combined-cycle units 5 and 6 at the San Juan power plant -- as well as emergency generators added after Hurricane Fiona.

In July 2025, the Financial Oversight and Management Board for Puerto Rico blocked a proposed $20 billion, 15-year contract between Genera PR and its LNG unit. Regulators warned this deal could lock

the island into a monopolistic arrangement, stifle competition, and threaten energy security. The island’s energy czar, Josue Colón Ortiz, defended the proposal, noting that NFE already had exclusive rights to the northern LNG import terminal -- a situation sanctioned in 2018. Negotiations ultimately collapsed

by July, with nearly $20 billion in potential LNG supply deals scrapped. Puerto Rico then paused discussions and turned to other vendors for short-term contracts. By September 2025, NFE and Puerto Rico trimmed the proposal to a $4 billion agreement.

In January 2025, the company signed a 20-year gas supply contract with the Energiza project, a combined-cycle power plant (478 megawatts) slated for 2028 near the San Juan terminal.

Trump says US is ‘in charge’ of Venezuela, while Rubio stresses coercing it

resident Donald Trump asserted again Sunday night that the United States was “in charge” of Venezuela, hours after his top diplomat had pivoted away from such earlier suggestions of direct control to say that the administration would instead coerce cooperation from the new leadership in Caracas.

“We’re dealing with the people that just got sworn in,” Trump told reporters as he flew back to Washington from Florida. “And don’t ask me who’s in charge, because I’ll give you an answer, and it’ll be very controversial.”

“What does that mean?” a reporter asked.

“It means we’re in charge,” the president said.

Trump did not provide details, but he appeared to be referring to control over the Venezuelan government, whose top officials made defiant statements after the U.S. military entered the country early Saturday and seized Nicolás Maduro, the autocratic leader.

The acting leader of Venezuela, Delcy Rodríguez, a vice president under Maduro, struck a more diplomatic tone Sunday night, saying, “Our people and our region deserve peace and dialogue, not war.”

When asked what he needed from Rodríguez, Trump said: “We need total access. We need access to the oil and to other things in their country that allow us to rebuild their country.”

Sunday morning, Secretary of State Marco Rubio appeared to recast Trump’s assertion a day earlier that the United States would “run” Venezuela, saying instead that the administration would keep a military “quarantine” in place on the country’s oil exports to exert leverage on the new leadership there.

When asked how the United States planned to govern Venezuela, Rubio did not lay out a plan for a U.S. occupation authority, like the one that the George W. Bush administration put in place in Baghdad during the Iraq War, but spoke of using leverage over a Venezuelan government run by allies of Maduro, now jailed in New York City, to force policy changes.

U.S. forces will continue to prevent oil tankers on a U.S. sanctions list from entering and leaving the country until the government opens up the state-controlled oil industry to foreign investment — presumably giving priority to American companies — and makes other changes, he said on “Face the Nation” on CBS News.

“That remains in place, and that’s a tremendous amount of leverage that will continue to be in place until we see changes, not just to further the national interest of the United States, which is No. 1, but also that lead to a better future for the people of Venezuela,” he said.

He added that “it’s not running — it’s running policy, the policy with regards to this.”

Rubio said on CBS that the U.S. naval force that Trump massed in the Caribbean Sea near Venezuela over recent months — “one of the largest naval deployments in modern history, certainly in the Western Hemisphere” — would remain in place to enforce the quasi blockade, with the aim of “paralyzing that portion of how the regime, you know, generates revenue.”

And he added that Trump could put U.S. troops on the ground in Venezuela beyond the recent operation in which Army Delta Force soldiers seized Maduro, if it served U.S. interests.

The president “does not feel like he is going to publicly rule out options that are available for the United States,” Rubio said.

A White House official said Rubio had detailed in his interviews Sunday what Trump had meant when he used the word “run,” and that there was no contradiction in their remarks. The official said top Trump aides “will continue to diplomatically engage” with the current leadership in Venezuela.

In Venezuela, the official line of the government remains fierce resistance to the United States.

Vladimir Padrino López, the defense minister, gave a speech demanding the return of Maduro and his wife, Cilia Flores, who were flown to the New York detention center Saturday. “Our sovereignty has been violated and breached,” he said, backed by uniformed soldiers.

The Venezuelan government’s count of the number of soldiers and civilians killed during the U.S. incursion rose to 80 Sunday, according to a senior Venezuelan official. Padrino López said

U.S. forces had killed a “large part” of Maduro’s security detail in the attack. No U.S. service members were killed, though several were injured by hostile fire, U.S. officials said.

Trump told The Atlantic on Sunday that if Rodríguez “doesn’t do what’s right, she is going to pay a very big price, probably bigger than Maduro.”

Rubio led an effort in the Trump administration to oust Maduro that was supported throughout the fall by Stephen Miller, the president’s homeland security adviser, and John Ratcliffe, the CIA. director, The New York Times reported in September.

As Trump did in his news conference Saturday, Rubio focused in his Sunday interviews on oil as the main prize for the United States in its operation against Maduro. Trump said earlier that “we’re going to be taking out a tremendous amount of wealth out of the ground.”

Rubio told CBS News that the oil industry in Venezuela, which is controlled by the government and under U.S. sanctions, needed to be “reinvested in.”

“It’s obvious they do not have the capability to bring up that industry again,” he said. “They need investment from private companies who are only going to invest under certain guarantees and conditions.”

Rubio’s and Trump’s remarks over the weekend suggested that the administration intended to force Rodríguez to allow American oil companies to invest and operate in the country under favorable conditions.

The statements by the two men amount to an explicit declaration of gunboat diplomacy and an embrace of the kind of 19th-century U.S. imperialist policy in the Western Hemisphere that has been widely criticized across Latin America.

Sen. Mark Warner of Virginia, the top Democrat on the Senate Intelligence Committee, said in an interview that decades-long efforts by the United States to prove it is not a colonial power in the Americas has been “all thrown out” now, and that Trump’s actions could “potentially turn the whole region against us.”

He added that the administration’s aim of dominating the Western Hemisphere — including forcibly seizing leaders in the region — could spur China and Russia to try to do the same in their perceived “spheres of influence.”

There’s “an extraordinarily high risk that adversaries around the world will use the same theory of the case to act with further impunity,” he said.

Rubio was unapologetic about the idea of hemispheric dominance, saying on NBC on Sunday: “This is the Western Hemisphere. This is where we live, and we’re not going to allow the Western Hemisphere to be a base of operation for adversaries, competitors and rivals of the United States.”

China is the biggest foreign investor in Venezuela’s oil industry, and Chinese private companies buy about 80% of the country’s oil exports. Russia also has stakes in the industry.

For years, Chevron has been the only U.S. oil company operating in Venezuela, in several joint ventures with the state-owned oil company, Petróleos de Venezuela, SA, or PDVSA. The Biden and second Trump administrations gave Chevron a license to operate there as an exception to sanctions imposed on Venezuela’s oil industry

by Trump in his first term. Other American oil companies had a large presence in Venezuela over decades, but left the country during two periods when the government exerted state control over the ventures.

The Trump administration has said all weekend that it hopes to work with Rodríguez, and Rubio deflected questions Sunday about why it was not supporting any leadership bid byVenezuela’s main opposition figures.

He was in contact throughout last year with figures in the opposition movement. And as a senator from Florida, he signed a formal letter of support for María Corina Machado, the Venezuelan opposition leader, to receive the Nobel Peace Prize. She was awarded that prize last year, which frustrated Trump, who had been openly campaigning to win it himself.

On Saturday, Trump said in his news conference that Machado lacked the “respect” within Venezuela to govern, even though international election experts say a candidate she supported, Edmundo González, beat Maduro in a 2024 election by a wide margin. The Biden administration and the second Trump administration have recognized González’s victory.

In January 2025, right after starting his new job, Rubio spoke with both Machado and González, whom he called the “rightful president,” and “reaffirmed the United States’ support for the restoration of democracy in Venezuela,” according to a State Department summary of the call.

On Saturday, Rodríguez sounded a defiant tone, denouncing the U.S. raid against Maduro and saying he was the country’s rightful president.

When asked Sunday on CBS whether the United States could work with her, Rubio said: “We’re going to make an assessment on the basis of what they do, not what they say publicly in the interim, not what we know of what they’ve done in the past in many cases, but what they do moving forward. So we’re going to find out.”

Rubio also said there were no immediate plans to send U.S. troops into Venezuela to seize other officials who have also been indicted by the U.S. Justice Department on drug trafficking charges, as Maduro was in 2020, during the first Trump administration.

Kennedy scales back the number of vaccines recommended for children

ederal health officials on Monday announced dramatic revisions to the slate of vaccines recommended for American children, reducing the number of diseases prevented by routine shots to 11 from 17.

Jim O’Neill, acting director of the Centers for Disease Control and Prevention, has updated the agency’s immunization schedule to reflect the changes, effective immediately, officials said at a news briefing.

The announcement is a seismic shift in federal vaccine policy, and perhaps the most significant change yet in public health practice

by Robert F. Kennedy Jr., the health secretary, who has long sought to reduce the number of shots American children receive.

The states, not the federal government, have the authority to mandate vaccinations.

Donald Trump’s attack on Venezuela is illegal and unwise

ver the past few months, President Donald Trump has deployed an imposing military force in the Caribbean to threaten Venezuela. Until recently, the president used that force — an aircraft carrier, at least seven other warships, scores of aircraft and 15,000 U.S. troops — for illegal attacks on small boats that he claimed were ferrying drugs.

On Saturday, Trump dramatically escalated his campaign by capturing Venezuelan President Nicolás Maduro as part of what he called ”a large scale strike” against the country.

Few people will feel any sympathy for Maduro. He is undemocratic and repressive, and has destabilized the Western Hemisphere in recent years. The United Nations recently issued a report detailing more than a decade of killings, torture, sexual violence and arbitrary detention by henchmen against his political opponents. He stole Venezuela’s presidential election in 2024. He has fueled economic and political disruption throughout the region by instigating an exodus of nearly 8 million migrants.

If there is an overriding lesson of U.S. foreign affairs in the past century, however, it is that attempting to oust even the most deplorable regime can make matters worse. The United States spent 20 years failing to create a stable government in Afghanistan and it replaced a dictatorship in Libya with a fractured state. The tragic consequences of the 2003 Iraq War continue to beset America and the Middle East. Perhaps most

relevant, the United States has sporadically destabilized Latin American countries, including Chile, Cuba, Guatemala and Nicaragua, by trying to oust a government through force.

Despite this history, Trump seemed to commit the United States to a nation-building project in Venezuela. “We are going to run the country until such time as we can do a safe, proper and judicious transition,” he said in a news conference Saturday. He offered almost no details. He has not even offered a coherent explanation for his actions in Venezuela. If Trump wants to make the case for an invasion and a takeover of another country, the Constitution spells out what he must do: Go to Congress. Without congressional approval, his actions violate U.S. law.

The nominal rationale for the administration’s military adventurism is to destroy “narco-terrorists.” Governments throughout history have labeled the leaders of rival nations as terrorists, seeking to justify military incursions as policing operations. The claim is particularly ludicrous in this case, given that Venezuela is not a meaningful producer of fentanyl or the other drugs that have dominated the recent epidemic of overdoses in the United States, and the cocaine that it does produce flows mostly to Europe. While Trump has been attacking Venezuelan boats, he also pardoned Juan Orlando Hernández, who ran a sprawling drug operation when he was president of Honduras from 2014 to 2022.

A more plausible explanation for the attacks on Venezuela may instead be found in Trump’s recently released National Security Strategy. It claimed the right to dominate Latin America: “After years of neglect, the United States will reassert and enforce the Monroe Doctrine to restore American preeminence in the Western Hemisphere.” In what the document called the “Trump Corollary,” the administration vowed to redeploy forces from around the world to the region, stop traffickers on the high seas, use lethal force against migrants and drug runners and potentially base more U.S. troops around the region.

Venezuela has apparently become the first country subject to this latter-day imperialism, and it represents a dangerous and illegal approach to America’s place in the world. By proceeding without any semblance of international legitimacy, valid legal authority or domestic endorsement, Trump risks providing justification for authoritarians in China, Russia and elsewhere who want to dominate their own neighbors. More immediately, he threatens to replicate the American hubris that led to the invasion of Iraq in 2003.

As a presidential candidate, Trump seemed to recognize the problems with military overreach. In 2016, he was the rare Republican politician to call out the folly of President George W. Bush’s Iraq War. In 2024, he said: “I’m not going to start a war. I’m going to stop wars.”

He is now abandoning this principle, and he is doing so illegally. The Constitution requires Congress to approve any act of war. Yes, presidents often push the boundaries of this law. But even Bush sought and received congressional endorsement for his Iraq invasion, and presidents since Bush

have justified their use of drone attacks against terrorist groups and their supporters with a 2001 law that authorized action after the Sept. 11 attacks. Trump has not even a fig leaf of legal authority for his attacks on Venezuela.

Congressional debates over military action play a crucial democratic role. They check military adventurism by forcing a president to justify his attack plans to the public and requiring members of Congress to tie their own credibility to those plans. For years after the vote on the Iraq War, Democrats who supported Bush, including Hillary Clinton and John Kerry, paid a political price, while those who criticized the war, like Bernie Sanders and Barack Obama, came to be seen as prophetic.

In the case of Venezuela, a congressional debate would expose the thinness of Trump’s rationale. His administration has justified his attacks on the small boats by claiming they pose an immediate threat to the United States. But a wide range of legal and military experts reject the claim, and common sense refutes it, too. An attempt to smuggle drugs into the United States — if, in fact, all the boats were doing so — is not an attempt to overthrow the government or defeat its military.

We suspect Trump has refused to seek congressional approval for his actions partly because he knows that even some Republicans in Congress are deeply skeptical of the direction in which he is leading this country. Before the recent seizure of Maduro, Sens. Rand Paul and Lisa Murkowski and Reps. Don Bacon and Thomas Massie — Republicans all — backed legislation that would limit Trump’s military actions against Venezuela.

A second argument against Trump’s attacks on Venezuela is that they violate international law. By blowing up the small boats that Trump says are smuggling drugs, he has killed people based on the mere suspicion that they have committed a crime and given them no chance to defend themselves. The Geneva Conventions of 1949 and every subsequent major human rights treaty prohibit such extrajudicial killings. So does U.S. law.

Turismo fortalece la economía con la llegada del Marella Discovery a Ponce POR EL STAR STAFF

ONCE – La Compañía de Turismo de Puerto Rico informó hoy la llegada del crucero Marella Discovery al puerto de Ponce, como parte de una serie de visitas que tendrán un impacto económico significativo para la Isla durante el presente año fiscal.

Se estima que las escalas del Marella Discovery en los puertos de Ponce y San Juan generarán un impacto económico combinado de sobre $1 millón durante este año fiscal. De ese total, las cuatro visitas programadas al puerto de Ponce entre enero y marzo de 2026 aportarán una inyección económica aproximada de $300,000 para la región de Porta Caribe, mientras que las cinco visitas al puerto de San Juan representan un impacto económico estimado de $757,445.

“Cada visita de cruceros a nuestros puertos representa una aportación directa a la economía de la Isla, impulsando la actividad comercial, el empleo y el desarrollo turístico regional. ne Battle After Another” claimed its first televised trophies Sunday night, earning the best-picture prize at the Critics Choice Awards.

Directed by Paul Thomas Anderson, the film about a burned-out revolutionary searching for his daughter won three awards total, including honors for directing and adapted screenplay.

“This is the best time I ever had making a movie, and I feel like it shows,” Anderson said.

The Critics Choice Awards, presented by a group of more than 500 broadcast critics and journalists in Santa Monica, California, usually follow the Golden Globes and often rubber-stamp the same set of winners. But after moving to an earlier date — with the Globes coming one week later this year, on Jan. 11 — pundits were curious to see which direction the Critics Choice voters would take.

In the competitive best actor category, Timothée Chalamet prevailed for his portrayal of an ambitious table-tennis player in “Marty Supreme.” After his rambunctious press tour for the film, Chalamet appeared subdued and appreciative onstage, initially stumbling over his words.

“Damn, I’m more nervous than I thought I’d be,” he admitted, closing his speech with a tribute to his girlfriend, Kylie Jenner. “Thank you for our foundation. I love you. I couldn’t do this without you.

Many expect Jessie Buckley (“Hamnet”) to sweep this season’s best actress trophies and the Critics Choice Awards kicked off what may be her winning streak. The Irish actress, who plays William Shakespeare’s wife, was overwhelmed as she took the stage.

“This is intense!” Buckley said.

Other major film prizes went to Amy Madigan, the supporting actress winner for “Weapons,” and Jacob Elordi, who won the supporting actor trophy for “Frankenstein.”

At 11:48 a.m. ET, the Dow Jones Industrial Average rose 705.41 points, or 1.46%, to 49,087.80, the S&P 500 gained 58.59 points, or 0.85%, to 6,917.30 and the Nasdaq Composite gained 234.02 points, or 1.01%, to 23,469.64.

Financials, ‌up 2.5%, was the biggest boost. Big banks such as Goldman Sachs and JPMorgan Chase rose to record highs and ​were up b‌ etween 1.9% and 3.9%.

“The mood ‍has been favoring financial ⁠stocks in recent days and as people look beyond tech, this is a sector many are choosing to look toward to,” said Steve Sosnick, chief market analyst at Interactive Brokers.

“We ended the year on a lousy note. (But) It’s normal for markets to try to start a new month or a new year on a positive tone, so we’re seeing a risk on mood,” said Sosnick.

Consumer staples and healthcare - considered traditionally defensive - lost 0.3% and 0.9%, respectively, on Monday.

Wall Street’s main indexes posted double-digit gains in 2025 for the third consecutive year, a run last seen during 2019-2021, but ​rounded off the previous week with losses as investors largely sold off tech stocks.

The sector was largely stable on Monday, up 0.4%, while among consumer discretionary names, Tesla outperformed, rising 4.2% after seven straight sessions of losses, supporting the Nasdaq.

After 2025’s last four sessions ended in the red, Monday’s rise came as a relief to investors eyeing a “Santa Claus rally” - a seasonal phenomenon in which markets tend to get a late boost over the last five trading days of December and the first two of January, according to the Stock Trader’s Almanac.

Data showed U.S. manufacturing contracted more than expected in December, extending a 10-month slump.

The spotlight will now be on the monthly nonfarm payrolls on Friday, which could influence the Federal Reserve’s monetary policy in 2026.

Markets are pricing in about 60 basis points of interest rate easing this ​year, as per data compiled by LSEG. Cryptocurrency-linked shares advanced as Bitcoin hit a more than three-week high. Strategy was up 4%, while Coinbase gained 7.2% after a report said Goldman Sachs upgraded the exchange to “buy” from “neutral”.

Maduro, yanked into the US justice system, says he was kidnapped

wo days after being ripped from a compound in Caracas, Venezuela, Nicolás Maduro, the captive president of Venezuela, appeared in a New York City courthouse and pleaded not guilty to federal charges, declaring himself a “prisoner of war.”

Maduro, who was seized by Army Delta Force commandos Saturday and transported to the United States, wore a navy shirt over orange prison garb and headphones for translation. He blinked in the bright lights of the courtroom as he was asked for his plea.

“I’m innocent. I’m not guilty. I am a decent man. I am still the president of my country,” he said in Spanish, formally entering a plea of not guilty to narco-terrorism, cocaine importation and machine gun charges.

When he tried to keep speaking, saying he had been “kidnapped,” Judge Alvin K. Hellerstein interrupted.

“I only want to know one thing,” Hellerstein said. “Are you Nicolás Maduro Moros?”

It was a collision with a new reality for the ousted Venezuelan leader, an autocrat who

was compelled to conform to the rules of the courtroom, where the judge is the highest authority. His expression remained neutral, but his hands were restless — sometimes holding rigid on his chair’s armrests, sometimes clasped prayer-like below his chin.

After his capture Saturday along with his wife, Cilia Flores, who was also indicted, Maduro was brought to the United States to face charges, leaving the future of his country in question. Secretary of State Marco Rubio has said that Maduro, who was indicted in New York five years ago before fresh charges were issued this weekend, was a fugitive from U.S. justice and said that his rendition was “largely” a law enforcement operation.

But Maduro, who took office in 2013 after the death of Hugo Chávez, is expected to challenge the legality of his arrest and the Trump administration’s refusal to recognize him as a legitimate head of state.

A lawyer for Maduro, Barry Pollack, said at the Monday hearing that he might file motions concerning Maduro’s role as the head of a sovereign government, adding that there were also “questions about the legality of his military abduction.”

Leaders of foreign countries are typically granted immunity under international law, a norm that the United States has long observed.

But Maduro has been accused by Venezuelans and many in the international community of having stolen the 2019 election that kept him in power. The United States refused to recognize him as the country’s legitimate leader after that election, or the July 2024 elections that he again purported to have won.

Maduro entered the courtroom promptly at noon, escorted by U.S. marshals, his black hair streaked with gray. He took slow, deliberate steps as he walked in, smiling slightly and surveying a sea of roughly six dozen lawyers, reporters and spectators packed into the gallery.

“Buenos dias,” he told the crowd.

He was seated two chairs away from Flores, the couple separated by one of her lawyers, Mark Donnelly. Flores, whose face was bruised and bandaged, spoke less frequently than her husband, but echoed his defiance.

“I am the first lady of the Republic of Venezuela,” she said, when asked by Hellerstein to identify herself. She also pleaded not guilty.

Trump suggests US could take action against more countries

resident Donald Trump suggested earlier this week that the United States could take action against other countries after its attack on Venezuela. He threatened Colombia and its president, described Cuba as “ready to fall” and reasserted his desire to take control of Greenland.

Trump has been facing questions about his plans for Venezuela since a U.S. raid in Caracas captured the country’s president, Nicolás Maduro, and brought him to New York City to face federal drug trafficking and weapons charges. As Trump took questions about that Sunday, he spoke of other countries in Latin America and beyond.

On Air Force One, Trump told reporters that Colombia was being “run by a sick man who likes making cocaine and selling it to the United States.”

“He’s not going to be doing it for very long,” he said of Colombia’s president, Gustavo Petro, who has frequently criticized Trump. “He has cocaine mills and cocaine factories.”

Trump and Petro have been locked in an escalating dispute over the United States’ series of boat strikes in the Caribbean and the eastern Pacific, which have ratcheted up pressure on Colombia, a nexus of the region’s drug trade.

Asked whether his administration would carry out an operation targeting Colombia, Trump replied, “It sounds good to me.”

Petro responded angrily in a post on social platform X, warning that any attempt to detain him would unleash popular fury.

Trump also suggested that the United States could take action against a number of other countries, including Mexico and Iran, over a range of issues.

He said that drugs were “pouring” through Mexico and “we’re going to have to do something,” adding that the cartels there were “very strong.”

Mexico’s president, Claudia Sheinbaum, brushed aside the remarks. “This is just President Trump’s manner of speaking,” she said at a news conference Monday.

Of Iran, which is being roiled by protests, Trump said, “If they start killing peo-

ple like they have in the past, I think they’re going to get hit very hard by the United States.”

Trump suggested that military intervention was unnecessary in Cuba, a key ally of Venezuela, because it was “ready to fall.”

“I don’t think we need any action,” Trump said. “It looks like it’s going down.”

“I don’t know if they’re going to hold out, but Cuba now has no income,” he added. “They got all their income from Venezuela, from the Venezuelan oil.”

Secretary of State Marco Rubio had suggested earlier in the day that Cuba could face U.S. military action.

On “Meet the Press” on NBC early Sunday, when asked whether Cuba was the Trump administration’s “next target,” Rubio said, “The Cuban government is a huge problem.” Pressed again, he said, “They are in a lot of trouble, yes.”

Rubio had accused the Cuban leadership of “propping up” Maduro’s Venezuelan government and sponsoring his internal security apparatus, including his personal bodyguards. Rubio, the son of Cuban im-

migrants, has said for decades that the leadership of Cuba must be removed and that toppling the Maduro government would help lead to a transformation in Cuba.

On Air Force One, Trump also reiterated his desire to take control of Greenland, the semiautonomous Danish territory in the North Atlantic that he has said the United States must acquire for security purposes.

“We need Greenland from the standpoint of national security,” he said, describing the region as “covered with Russian and Chinese ships all over the place.”

Earlier in the day, Trump had made a similar remark about Greenland in an interview with The Atlantic. That prompted Prime Minister Mette Frederiksen of Denmark, a NATO ally, to tell Trump to “stop the threats” and emphasize that the United States had “no right to annex” Greenland.

Greenland’s prime minister, Jens-Frederik Nielsen, also rejected Trump’s comments as “utterly unacceptable” and said that connecting Venezuela and Greenland was “disrespectful.”

A test for Venezuela’s new leader: Solidifying power, but pleasing Trump

A

s the death toll climbs from the U.S. military raid to capture Nicolás Maduro, Delcy Rodríguez, Venezuela’s new leader, faces an immense challenge. As she tries to solidify control over her government, she must also field the demands of President Donald Trump.

Much of Venezuela appeared to be in a state of shock Sunday following the U.S. military action. The streets of major cities were largely quiet as people tried to absorb what the United States had done and the sudden absence of Maduro, who as the country’s authoritarian leader for more than a decade had been an inescapable part of their lives.

Some people combed through the debris at the sites of U.S. airstrikes. In Caracas, the capital, families quietly gathered at the Bello Monte morgue to identify loved ones killed by the U.S. military. Some waited patiently for authorization to see the corpses. Others departed for Miraflores Palace, the office of the Venezuelan president, to collect the victims’ belongings.

Rodríguez’s top military official, Defense Minister Vladimir Padrino López, declared on state television that U.S. forces had killed a “large part” of Maduro’s security detail during the raid to seize him. Altogether, the death count is at least 80, a combination of civilians and military personnel, and could climb higher, according to a senior Venezuelan official.

Cuban state media reported that 32 Cubans, among them members of the armed forces on a mission at the request of Venezuela, were also killed in the attacks.

Padrino López rejected any notion that the United States would now run Venezuela, as Trump has claimed, reflecting the pushback that is building within Venezuela’s government to the idea that the country could turn into a U.S. client state.

Tensions in Venezuela over the capture of its head of state lay bare the struggle Rodríguez, who was Maduro’s vice president, faces. She inherits the leadership of a revolution whose mission-critical belief amounts to opposing U.S. imperialism. At the same time, U.S. warships remain in the Caribbean prepared, as the Trump administration has made clear, to coerce her into bending to Trump’s will.

Echoing the gunboat diplomacy common a century ago, Trump threatened Sunday that Rodríguez could “pay a very big price, probably bigger than” that of her captured predecessor, if she continued to refuse to cooperate,

And later in the day, asked by reporters on Air Force One who was in charge of Venezuela, he said, “Don’t ask me who’s in charge, because I’ll give you an answer, and it’ll be very controversial.”

Pressed on what that meant, he said: “We’re in charge.”

That was a sharp contrast to Trump’s remarks Saturday morning, when he said she would act as a partner in letting the United States run Venezuela. Hours after Trump said that, Rodríguez berated the United States for its intervention and called the seizure of Maduro a “barbarity.”

Rodríguez was clearly appealing to constituencies within her Bolivarian political movement, which is imbued with a deep hostility not only of the United States but also of a close American ally: Israel.

Venezuela’s tensions with Israel date back to the time of the former President Hugo Chávez, who in 2009 broke off diplomatic ties with Israel and expelled the Israeli ambassador.

On Saturday, Rodríguez described the U.S. intervention as being “without a doubt, Zionist in character,” a provocative comment likely to draw backlash.

Such positioning suggests that Rodríguez might not be the dispassionate technocrat some in the Trump administration see as willing to strike pragmatic business deals. She is now, after all, the torchbearer of a movement forged nearly 30 years by Chávez, the leader who sought to use oil revenue to fuel socialistinspired change.

“People in Washington tend to think there’s no other political motivation, no ideological motivation, or that there’s nothing left of the Chávez project,” said Phil Gunson, a senior analyst at the International Crisis Group who lives in Caracas. “I don’t think that’s true.

They still see themselves as leading a revolution. They can’t afford to be seen to be turning Venezuela into a simple satellite of the U.S.” Rodríguez is viewed as relatively competent in terms of economic management, which is largely why the Trump administration did not stand in the way of her ascending to the presidency.

But she must still find ways to appease powerful figures including Diosdado Cabello, the interior minister, and Padrino López, the defense minister, who between them control the armed forces, police, paramilitary cells and most of the intelligence services, Gunson said.

“There’s a lot of different reasons why people go on TV and say certain things in these countries, especially 15 hours or 12 hours after the person who used to be in charge of the regime is now in handcuffs and on his way to New York,” Rubio told ABC News.

But Rubio, in another television appearance on “Meet the Press,” said the United States would maintain its blockade on sanctioned oil tankers going in and out of Venezuela until Rodríguez shows progress in responding to the Trump administration’s demands. He also said the U.S. would keep striking boats suspected of carrying drugs.

Late Sunday, Rodríguez issued a statement that appeared an attempt to adopt a less antagonistic approach. “We extend an invitation to the U.S. government to work together on a

cooperation agenda, oriented toward shared development, within the framework of international law, and to strengthen lasting community coexistence,” she said.

Adding to the tumult in Venezuela, Edmundo González, an exiled former diplomat who is widely viewed as the legitimate winner of the 2024 presidential election there, released a video statement Sunday referring to himself as the president of Venezuela and commander in chief of the country’s military.

For many people in Venezuela, the abrupt changes are fueling confusion.

“No one can explain this business about Delcy becoming president or for how long, or even what the gringos are supposedly coming to do in this country,” said Efrén Rojas, 45, a bus driver in Naguanagua, a city in central Venezuela. “In my neighborhood I heard all kinds of rumors, but in the end, the truth is that nobody knows.”

Tech giants are racing to embed AI in schools around the globe

n early November, Microsoft said it would supply artificial intelligence tools and training to more than 200,000 students and educators in the United Arab Emirates.

Days later, a financial services company in Kazakhstan announced an agreement with OpenAI to provide ChatGPT Edu, a service for schools and universities, for 165,000 educators in Kazakhstan.

Last month, xAI, Elon Musk’s artificial intelligence company, announced an even bigger project with El Salvador: developing an AI tutoring system, using the company’s Grok chatbot, for more than 1 million students in thousands of schools there.

Fueled partly by American tech companies, governments around the globe are racing to deploy generative AI systems and training in schools and universities.

Some U.S. tech leaders say AI chatbots — which can generate humanlike emails, create class quizzes, analyze data and produce computer code — can be a boon for learning. The tools, they argue, can save teachers time, customize student learning and help prepare young people for an “AI-driven” economy.

But the rapid spread of the new AI products could also pose risks to young people’s development and well-being, some children’s and health groups warn.

A recent study from Microsoft and Carnegie Mellon University found that popular AI chatbots may diminish critical thinking. AI bots can produce authoritative-sounding errors and misinformation, and some teachers are grappling with widespread AI-assisted student cheating.

Silicon Valley for years has pushed tech tools like laptops and learning apps into classrooms, with promises of improving education access and revolutionizing learning.

Still, a global effort to expand school computer access — a program known as “One Laptop per Child” — did not improve students’ cognitive skills or academic outcomes, according to studies by professors and economists of hundreds of schools in Peru. Now, as some tech boosters make similar education access and fairness arguments for AI, children’s agencies like UNICEF are urging caution and calling for more guidance for schools.

(Raven Jiang/The New York Times) poor learning outcomes,” Steven Vosloo, a digital policy specialist at UNICEF, wrote in a recent post. “Unguided use of AI systems may actively de-skill students and teachers.”

Education systems across the globe are increasingly working with tech companies on AI tools and training programs.

In the United States, where states and school districts typically decide what to teach, some prominent school systems recently introduced popular chatbots for teaching and learning. In Florida alone, Miami-Dade County Public Schools, the nation’s third-largest school system, rolled out Google’s Gemini chatbot for more than 100,000 high school students. And Broward County Public Schools, the nation’s sixth-biggest school district, introduced Microsoft’s Copilot chatbot for thousands of teachers and staff members.

Outside the United States, Microsoft in June announced a partnership with the Ministry of Education in Thailand to provide free online AI skills lessons for hundreds of thousands of students. Several

months later, Microsoft said it would also provide AI training for 150,000 teachers in Thailand. OpenAI has pledged to make ChatGPT available to teachers in government schools across India.

The Baltic nation of Estonia is trying a different approach, with a broad new national AI education initiative called “AI Leap.”

The program was prompted partly by a recent poll showing that more than 90% of the nation’s high schoolers were already using popular chatbots like ChatGPT for schoolwork, leading to worries that some students were beginning to delegate school assignments to AI. Estonia then pressed U.S. tech giants to adapt their AI to local educational needs and priorities. Researchers at the University of Tartu worked with OpenAI to modify the company’s Estonian-language service for schools so it would respond to students’ queries with questions rather than produce direct answers.

Introduced this school year, the “AI Leap” program aims to teach educators and students about the uses, limits, biases and risks of AI tools. In its pilot phase, teachers in Estonia received training on OpenAI’s ChatGPT and Google’s Gemini chatbots.

“It’s critical AI literacy,” said Ivo Visak, the chief executive of the AI Leap Foundation, an Estonian nonprofit that is helping to manage the national education program. “It’s having a very clear understanding that these tools can be useful — but at the same time these tools can do a lot of harm.”

Estonia also recently held a national training day for students in some high schools. Some of those students are now using the bots for tasks like generating questions to help them prepare for school tests, Visak said.

“If these companies would put their effort not only in pushing AI products, but also doing the products together with the educational systems of the world, then some of these products could be really useful,” Visak added.

This school year, Iceland started its own national AI pilot in schools. Now several hundred teachers across the country are experimenting with Google’s Gemini chatbot or Anthropic’s Claude for tasks like lesson planning, as they aim to find helpful uses and to pinpoint drawbacks.

land will then study how educators used the chatbots.

Students won’t use the chatbots for now, partly out of concern that relying on classroom bots could diminish important elements of teaching and learning.

“If you are using less of your brain power or critical thinking — or whatever makes us more human — it is definitely not what we want,” said Thordis Sigurdardottir, the director of Iceland’s Directorate of Education and School Services.

Tinna Arnardottir and Frida Gylfadottir, two teachers participating in the pilot at a high school outside Reykjavik, say the AI tools have helped them create engaging lessons more quickly.

Arnardottir, a business and entrepreneurship teacher, recently used Claude to make a career exploration game to help her students figure out whether they were more suited to jobs in sales, marketing or management. Gylfadottir, who teaches English, said she had uploaded some vocabulary lists and then used the chatbot to help create exercises for her students.

“I have fill-in-the-blank word games, matching word games and speed challenge games,” Gylfadottir said. “So before they take the exam, I feel like they’re better prepared.”

Gylfadottir added that she was concerned about chatbots producing misinformation, so she vetted the AI-created games and lessons for accuracy before asking her students to try them. Gylfadottir and Arnardottir said they also worried that some students might already be growing dependent on — or overly trusting of — AI tools outside school.

That has made the Icelandic teachers all the more determined, they said, to help students learn to critically assess and use chatbots.

“They are trusting AI blindly,” Arnardottir said. “They are maybe losing motivation to do the hard work of learning, but we have to teach them how to learn with AI.” Teachers currently have few rigorous studies to guide generative AI use in schools. Researchers are just beginning to follow the long-term effects of AI chatbots on teenagers and schoolchildren.

“Lots of institutions are trying AI,” said Drew Bent, the education lead at Anthropic. “We’re at a point now where we need to make sure that these things are backed by outcomes and figure out what’s working and what’s not working.”

A 20-minute workout to build strength for everyday tasks

ushing and pulling are two of the movements you do most throughout the day. Though they seem simple, daily tasks like opening a door, pushing a stroller and pulling out a load of laundry all require strength, control and coordination.

Pushing motions rely on your shoulder and chest muscles and your triceps, while pulling exercises primarily use your back muscles and biceps. Practicing both motions in a single workout can help you build strength and prevent muscle imbalances.

Combining both movements also “closely mimics the way you move in everyday life, like shifting from pushing a vacuum to pulling something down from a high shelf,” said Ryan Matisko, a physical therapist in New York City.

To pair both kinds of exercises in one workout, you’ll work one set of muscles while the other is resting, said Steph Gaudreau, a personal trainer in San Diego. One way to do that is by structuring your workout into “supersets,” which means performing all repetitions of two exercises back-to-back without rest in between. Then you’ll rest before doing it all again.

After completing the prescribed number of repetitions for both exercises, rest for about 90 seconds, then do the full superset again, Gaudreau said. For the last superset, you can rest for just 60 seconds between sets.

The first few times you try this workout, begin with a light weight to get comfortable with the exercises, said Matisko. Because supersets require you to do more work in each set, you should have a firm grasp of the correct form before you add weight, he added.

Place your left hand on the bench directly under your shoulder for support. Your right leg should be straight and extended slightly away from the bench, with your foot planted flat on the floor. Begin to bend your right elbow, keeping your arm close to your side, drawing the dumbbell up to the height of your armpit. Slowly return to the straight-arm position. Complete all repetitions on your right side before switching sides.

Walk your feet back until your body is in a high plank with your back flat, your hips are in a neutral position (not dropping down or rising up) and your feet are hipwidth apart. Engage your core and bend your elbows out to the sides, slowly lowering your chest toward the bench, keeping your body in a straight line. Pause at the bottom, then press your hands into the bench to return to your starting position.

As this movement becomes easier, you can progress to a lower platform for your hands, or onto the floor.

Dumbbell pullover Targets: Upper back muscles, chest, triceps, core Repetitions: Two to three sets of 8 to 12 repetitions Rest your upper back and shoulders on a bench or box, keeping your feet flat on the floor and knees bent, with your hips in a bridge position. Hold a dumbbell overhead with both hands. Keeping your arms straight, slowly bring the dumbbell back and over your head, until your biceps are in line with your ears. Pause, then slowly bring the dumbbell back over your chest. Stay in your bridge position for all repetitions.

Once you are comfortable with this movement, try it with one arm at a time, completing all repetitions on one side before switching. Avoid twisting your torso as you press.

Seated resistance band row Targets: Upper back muscles Repetitions: Two to three sets of 8 to 12 repetitions Sit on the floor with your legs extended in front of you and one end of a resistance band looped around the arches of your feet. Hold the opposite end in your hands. Sit up tall, engage your core and slowly draw your elbows back, until your hands reach your abdomen. Pause, then slowly return to your starting position. If this feels too easy, grab the band closer to where it loops around your feet for added resistance.

Superset 4 Dumbbell bicep curl Targets: Biceps, brachialis (sits under the biceps and helps flex the elbow) Repetitions: Two to three sets of 8 to 12 repetitions Stand with your feet hip-width apart, with a dumbbell in each hand and your palms facing forward. Bend your elbows and draw the dumbbells up toward your shoulders. Pause at the top, then slowly return to starting position.

You can make this more challenging by curling just one dumbbell at a time (completing all repetitions on one side before switching).

Dumbbell tricep extension Targets: Triceps Repetitions: Two to three sets of 8 to 12 repetitions Stand with your feet hip-width apart, holding one dumbbell overhead with both hands under the top portion of the weight. Slowly bend your elbows so the weight begins to lower down behind your head. Once you reach the end of your range of motion, pause, then slowly straighten your arms back overhead.

The flavor of Quebec is sweet, savory and worth the trip

I

t is a culinary adventure that started with a bang: Some 400 million years ago, a meteor more than 2 miles wide slammed into what is now the Charlevoix region of Quebec, Canada, creating an impact crater 34 miles wide.

L’Observatoire de l’Astroblème de Charlevoix, a science center devoted to studying the meteor’s impact (an astroblème is a scar left by the impact of a meteorite or asteroid), near the town of Baie-St.-Paul, has a plaque that explains the event. The explosion caused what is known as an impact winter to fall over the Earth as the ash, dust and debris blotted out the sun and devastated natural systems.

The impact modified the surrounding landscape and, over the eons, erosion, glaciers and other forces deposited nutrient rich soil in the crater, creating a distinctive terroir and nourishing productive farms. The farms became part of Canada’s first agro-tourism program in 2004, the Route des Saveurs, or Flavor Trail, with 33 official stops. It lives up to its name.

The savory trail is built around hyperlocal food, everything from duck to foie gras to beef, and foraged sea buckthorn berries, whelks and wild mushrooms. “We use pretty much everything we can find around here,” said David Forbes, a chef at Camp Boule, a buvette, or small restaurant, atop the ski area Le Massif in Petite-Rivière-St.-François.

Charlevoix’s two largest towns are BaieSt.-Paul and La Malbaie, each with about 8,000 people. From Quebec City, my wife, Chere, and I were headed first to La Malbaie — the ‘bad bay,’ said as a curse, no doubt,

After a 90-minute drive that sliced through rolling rural countryside alongside the St. Lawrence River, we found dinner at Chez Truchon, a highly recommended restaurant in a cozy, well-kept house in the charming Pointe-au-Pic neighborhood of La Malbaie.

I had duck breast from a local farm, with a glaze of miso and maple, and a layered potato cake called a mille-feuille with a blueberry and ginger sauce.

After dinner we walked along the broad, muddy bay that earned this town its name.

from August through October, a project called Pointe-au-Pop, features a string of pop-up restaurants and shops along the wharf.

An Island for Eating In the morning we drove west to St.-Joseph-de-la-Rive to catch the free car ferry to Isle-aux-Coudres, a charming rural island in the middle of the river. (Ferries run every halfhour to the island, seven days a week.)

The road around the island is only 14 miles and bikes can be rented here for leisurely touring. We drove to a small bakery, Boulangerie Bouchard, which offers everything from brioche to croissants and pizza bread, as well as a dessert made with butter and brown sugar on pie dough called pets de soeur (or nun’s farts) and a local specialty called pâté croche, or crooked pie, a pastry crust stuffed with crumbled meat. We passed a couple of miniature stone chapels as we left, open to visitors. These simple and elegant chapels were built in the early 19th century for Catholic Corpus Christi processions, part of a move, according to the church, to bring “God down into the street.”

We drove on to Les Moulins de L’Isle-auxCoudres, a stone flour mill built in 1825 that still uses a water-powered grindstone to produce wheat, rye and buckwheat flour. “All are grown on the island,” said Jean Francois Bouchard, one of the three millers, whose clothes were covered with splotches of flour.

“We go through 8 tons of grain a year.”

As we watched, the millers opened the spill way and water gushed onto the giant wooden wheel with 88 buckets, which began to slowly spin, turning the stone grinding wheel that pulverized buckwheat and filled the air with dust.

This is one of eight small museums in the region known as économusées, dedicated to preserving traditional crafts and food production.

On the way back to the ferry we stopped at Cidrerie et Vergers Pedneault, where workers pick fruit from 6,000 apple trees and 3,000 other fruit trees to make cider and liqueurs.

We sipped several types of cider, from cherry to apple, and pear and plum aperitif ciders, in an elegant tasting room, and took several bottles with us. The cidery also makes a highly regarded mistelle, an ice cider.

We got back on the ferry and drove 10 miles or so to Baie-St.-Paul, a charming little town in the bend of the St. Lawrence that dates

Rue St. Jean Baptiste is famed for its shops and is highly walkable, featuring more than two dozen art galleries, and a variety of restaurants and boutiques — including a chocolate shop with maple and gorria pepper-flavored chocolates (gorria is a somewhat spicy French Basque pepper grown and used widely here) and boutiques selling goodies made by local producers — including birch syrup and yes, gorria jelly.

For those who prefer not to drive, the Charlevoix train makes a round trip between Quebec City and Baie-St.-Paul once per day.

We checked into our hotel, Le Germain Charlevoix Hotel and Spa, which is within walking distance of Rue St. Jean Baptiste. It is modern, with two excellent restaurants, and in keeping with the agro-tourism theme, behind the hotel is a herd of softly mooing Highlander cows in a corral, their long tawny bangs hanging over their eyes. Vegetables are grown in a large garden nearby.

That night we made our way a few miles out of town to a dinner on the Famille Migneron de Charlevoix farm, which produces cheese and also recycles whey to make gin, vodka and eau de vie.

We joined about 30 other people at Faux Bergers in one of the farm buildings for a spectacular four-hour, seven-course meal with wine pairings, made with almost entirely

local ingredients, from arctic char sashimi with a bright and tangy fermented carrot juice and koji syrup sauce, to radishes served with a whipped mix of browned butter, whelks, kimchi and radish greens. Duck served with beets roasted for 12 hours and then smoked were both earthy and savory. “We call it instinctive cuisine,” said Émile Tremblay, a co-owner and chef. “The way we roll is we look at what is available either in the fridge, the pantry or the farmer’s offers as a starting point, that dictates what the dishes will become.”

With all the eating we decided it was time to visit one of the two national parks in the area for a little exercise to work up an appetite for the next round. The Haute-Gorgesde-la-Rivière-Malbaie park was less than an hour away, so we tooled up there, stopping at Laiterie Charlevoix, a dairy farm where we glimpsed cheese being made, and picked up a brie-like, soft triple cream cheese and pate to go with a fresh baguette for a picnic. We walked a few miles in a forested canyon in the park while rain pelted us, and stopped for a soggy lunch on a platform overlooking the steep, thickly forested gorge.

The meteor-induced terroir is only part of the story here. “People here are proud of what they do and do the most with what they have,” Forbes said. “It’s the mix of the two together that make this possible.”

Por medio del presente edicto se les notifica la radicación de una Demanda de Cancelación de Pagaré Extraviado en la que se solicita la cancelación del siguiente pagare hipotecario, desconociéndose su paradero, luego de haber sido pagado en su totalidad: Hipoteca a favor del PORTADOR, o a su orden por la suma principal de $153,600.00. Santurce & Carolina stake out 2-1 leads in LBPRC semifinals

T

he Santurce Crabbers and the Carolina Giants notched wins Sunday night in the semifinal round of the Roberto Clemente Professional Baseball League (LBPRC by its initials in Spanish) postseason.

With their respective Game 3 victories, both teams took 2-1 series leads into the Three Kings Day break.

A triple by Jeremy Arocho in the eighth inning gave the Crabbers (Cangrejeros) a 6-3 victory over the Caguas Criollos in the A semifinal at Hiram Bithorn Stadium in Hato Rey. The game initially seemed like a repeat of the first encounter of the series when the Criollos attacked early and scored two runs in the first inning. After one out, the Crabbers’ starting pitcher, Ashton Goudeau, walked Nelson Velázquez. Vimael Machín singled in the next at-bat, and after Goudeau retired José Miranda with a fly ball, Anthony García drove in both baserunners with a single to right field.

Unlike in the series opener, however, the Crabbers quickly narrowed the gap in the bottom of the inning. Criollos right-hander Harrison Francis put Jeremy Arocho on base to start things off, and Edwin Arroyo drove him home with a single to center field, making the score 2-1.

Sabin Ceballos went yard with two runners on base in the eighth inning to lift the Carolina Giants to a 5-3 win over the Ponce Lions on Sunday night in Ponce.

In the fourth inning, a home run by Brian Navarreto that landed in the metal bleachers in left field tied the game at 2-2.

Caguas resorted to small ball to retake the lead, 3-2, in the seventh. First, Luis Vázquez reached first base on a ground ball that was mishandled by reliever Blane Abeyta. Gustavo Meléndez bunted Abeyta over to second base, and Vázquez scored from third when Willy Vásquez grounded out to the pitcher.

The lead was short-lived. In the bottom of the inning, the Crabbers tied the game at 3-3 on an RBI single by Yohandy Morales to center field.

With one out in the eighth, a hit by Jack López and two walks issued by right-hander Yacksel Ríos, to Navarreto and Andrew Velázquez, loaded the bases for Santurce. With the hometown fans raising the decibel level inside Bithorn, Jeremy Arocho cleared the bases with a triple to put the Crabbers in front for good, 6-3.

The win went to reliever Luis Quiñones (10), who didn’t allow any runs in the last two innings, while giving up one hit and issuing one walk. The loss went to Roel Ramírez (0-1) after allowing two runs in one and one-third innings on three hits and a walk, along with three strikeouts.

It was the second road win for the Giants in the B semifinal.

For the second consecutive game, the Lions scored their first run with a long ball. This time the solo home run came off the bat of veteran Jesmuel Valentín to deep right field.

Control problems ensued for Giants pitcher Eduardo Rivera, who walked Emmanuel Rivera and Anthony Calarco. William Simoneit reached first base on a throwing error by

third baseman Deniel Ortiz as Rivera scored Ponce’s second run of the inning.

The Lions made it 3-0 in the bottom of the third courtesy of a towering home run by Edwin Díaz to left field.

The Giants scored their first run in the fourth inning when a powerful line drive to left field by Jan Hernández drove in Isán Díaz.

The score remained 3-1 until the top of the eighth, when the Giants loaded the bases and pinch hitter Félix Stevens hit a sacrifice fly to make it 3-2. After Hernández struck out in the next at-bat, Ceballos went deep to right field to give Carolina the definitive 5-3 lead.

The win went to right-hander Ricardo Vélez (1-0) in relief. He pitched three innings, allowing only one hit and striking out five Ponce batters. Eric Torres (0-1) suffered the loss, allowing two runs -- the first runs scored against Torres all season -- in one inning pitched. The left-hander also recorded two strikeouts.

Corozal ties LVSM Semifinal B with hard-fought win over Yauco

he Men’s Superior Volleyball League (LVSM by its initials in Spanish) Semifinal B series was tied at two wins apiece on Sunday night after the Plataneros of Corozal successfully defended their home court at Carmen Z. Figueroa Arena, defeating the Cafeteros of Yauco in four sets.

The scores were: 25-20, 21-25, 28-26 and 31-29.

With the match tied at one set each, the teams were deadlocked at 20 points in the third set after an attack error by Yauco’s Brandon Rattray in zone two. From there, they remained tied until 26, when the Plataneros closed out the set with two consecutive points: a block by Guillermo Moya on Juan Felipe Castañeda and another failed attack by Rattray in zone two.

The fourth set was a “copy and paste” of the previous one.

Yauco couldn’t hold onto a 24-22 set point advantage, the result of two con-

secutive attacks by Corozal’s Michael de la Cruz through the middle.

The Plataneros came from behind and leveled the set to force extra points after de la Cruz sent his serve out of bounds and Ramón Matos capitalized on a poor pass by the Cafeteros.

The exchange continued until point 29, when Corozal took the set and the match.

After Yauco’s Diego Negrón failed to get his serve over the net, Joseph Oquendo blocked Rattray, who was attacking from zone two, on the next play to end the contest.

In the team statistics, Corozal bested Yauco 52-51 in attacks, 13-10 in blocks, and 41-37 in digs. Both teams finished with five aces, while the Cafeteros excelled in passes (52-43) and assists (29-9). The Plataneros were led on offense by Jalen Penrose with 26 points, followed by Spencer

Olivier with 18 and Oquendo with 13.

For Yauco, Rattray contributed 22 points and veteran center Jessie Colón added 14.

The series continues with Match 5 on Wednesday at Raúl “Pipote” Oliveras Coliseum in Yauco. The two-time defending champion Caribes of San Sebastián await the winner to begin the finals.
