ov. Jenniffer González Colón said during the certification of 132 new Puerto Rico Police officers on Monday that the island is ending 2025 with a historic reduction in violent crimes, femicides and suicides.

“Today is a very satisfying day,” the governor said in a written statement. “Today we have new officers who have taken an important step for Puerto Rico, joining the thousands of men and women who honor us with their service in our Police force, and we are also closing the year with a historic reduction in crime in practically all categories of violent crime.”

González Colón noted that the new officers will begin their duties immediately in the areas of greatest need on the island and that they join the 229 police officers certified in September, after completing 1,102 hours of training and the required associate’s degree.

atural and Environmental Resources (DNER) Secretary Waldemar Quiles Pérez announced Monday an increase in preventive surveillance in several forests, as well as maritime areas in view of the expected increase in visitors as part of New Year’s weekend activities.

In a written statement, Quiles said “the ‘Farewell 2025’ Work Plan has begun today (Dec. 29) with an increase in preventive patrols in the areas […] that we expect to be more active. …”

“That includes our 11 maritime units and two main forests,” he said.

Quiles said members of the Ranger Corps will reinforce prevention in the maritime areas of Aguadilla, Arecibo, Bo-

querón (Cabo Rojo), Ceiba, Culebra, Guánica, La Parguera (Lajas), Ponce, Salinas, San Juan and Vieques.

“We recognize that many citizens prefer to visit forest areas during these holidays, for this reason we have redoubled surveillance efforts in the Toro Negro State Forest [in Orocovis], which has over 11 miles of trails and areas of interest,” the official added. “We have also done so with the Guilarte State Forest in Adjuntas. …”

In total, the DNER manages some 21 forests around the island. “We also ask that visitors correctly handle their solid waste, depositing it in the containers properly marked for that purpose,” Quiles said. “Also, take into account the low temperatures that are being recorded these days in the DNER forests and make your preparations according to this reality.”

Witness in Aibonito teen murder case is found safe after being reported missing

key witness in the murder case of Gabriela Nicole Pratts Rosario in Aibonito, who had gone missing, was found in good health Monday.

Miriathny Dialyan Avilés Rodríguez’s mother had reported her missing, prompting police to activate a Pink Alert and request the public’s help.

Avilés Rodríguez, 18, is the half-sister of one of the accused, Antonieska Avilés Cabrera, also 18, and is a leading witness against Avilés Cabrera’s mother, Elvia Cabrera Rivera.

According to a press release from the Puerto Rico Police Bureau, the Criminal Investigations Corps in Aibonito launched an investigation on Sunday

after Avilés Rodríguez was reported missing. She had last been seen in the Algarrobo neighborhood along Highway 717 in Aibonito. She left her home on a motorcycle and had not come back.

Police Superintendent Joseph González urged citizens to assist in locating Avilés Rodríguez, stating that the Pink Alert was activated to mobilize public cooperation in the search for a woman who may be missing or abducted.

Avilés Rodríguez allegedly had a relationship with another girl and the relationship was not approved of by relatives, which was allegedly the cause of the riot in the early hours of Aug. 11 that ended with the death of Pratts Rosario.

Public service movement launched in memory of journalist Alex Delgado

T The public service movement “Mom and Dad, I LOVE YOU WITH ALL MY LIFE” stems from a message that became a public plea from journalist Alex Delgado’s children, Julián and Isabella, before his passing, and seeks to remind people that love should not be postponed or left until the end. The initiative especially calls upon young people, but also includes other generations.

he family of journalist Alex Delgado announced Monday the launch of the public service movement “Mom and Dad, I LOVE YOU WITH ALL MY LIFE,” an initiative that invites the people of Puerto Rico to express their love for their parents or caregivers while they are still alive.

“For a long time, during my youth, due to ignorance, pride, and immaturity, I didn’t have the courage to look my dad in the eyes and tell him ‘I love you,’” Julián Delgado de la Cruz said in a written statement. “I felt it, but I didn’t say it the way I should have.”

The movement stems from a message that became a public plea from Delgado’s children, Julián and Isabella, before his passing, and seeks to remind people that love should not be postponed or left until the end. The initia-

tive especially calls upon young people, but also includes other generations.

“In his last nine months, after he was diagnosed with cancer, a time began that changed our lives,” Delgado de la Cruz added. “Those nine months gave me the opportunity to do what I couldn’t do in my youth: tell him ‘I love you’ consistently.”

The family said the movement aims to promote a simple and urgent act: looking parents or caregivers in the eyes and expressing love directly, as an exercise in collective emotional awareness during the Christmas season and heading into the new year.

“Today I understand something that I want the youth of Puerto Rico to remember: you shouldn’t wait until death to tell your mom and dad ‘I love you with all my life,’” Delgado de la Cruz added.

Avenue in Capitol District to be closed for Three Kings Day celebration

he Capitol District announced earlier this week that it will temporarily close an avenue on Sunday, Jan. 4, for the celebration of the traditional Three Kings Day visit from Juana Díaz, to guarantee the safety and smooth running of the family event.

Capitol District Superintendent Jazmín Orengo Pacheco said the closure will begin at 5 a.m., and the roadway is expected to reopen around 5 p.m., once the event concludes.

The thoroughfare that will remain closed is Muñoz Rivera

Avenue, specifically at the intersection with Reverend Gerardo Dávila Street, while traffic will be diverted onto the latter street for the duration of the event.

To manage traffic flow and ensure the safety of attendees, the Capitol District will have the support of the San Juan Municipal Police, the Puerto Rico Police assigned to the Capitol, and traffic personnel stationed in the area.

Authorities urged drivers to plan alternate routes and asked the public to cooperate with the security measures established during the Three Kings Day celebration, which brings together hundreds of families on the Capitol grounds.

Muñoz Rivera Avenue, specifically at the intersection with Reverend Gerardo Dávila Street, will remain closed on Jan. 4 while traffic will be diverted onto the latter street for the duration of the traditional visit of the Three Kings of Juana Díaz on the Capitol grounds.

At sentencing, convicted drunk driver asks for forgiveness from victims’ families Judge who sentenced Mayra Nevárez to house arrest slams punitive amendments

ayra Enid Nevárez Torres apologized on Monday to the family of Justin Santos Delanda and to Keven Monserrate Gandía prior to her sentencing to 15 years in prison for causing the death of Austin Agustín “Arcángel” Santos Delanda’s brother and seriously injuring his passenger while driving under the influence of alcohol on Nov. 21, 2021, on the Teodoro Moscoso Bridge.

“On November 21, 2021, an accident occurred in which young Justin Santos Delanda died and Keven Monserrate Gandía suffered serious physical harm. I still don’t remember what happened that day, but I am aware that I caused that unfortunate accident and I am responsible for what happened that day. I didn’t go out with the intention of harming anyone; that was never in my mind or in my heart, but there are no excuses for what I did,” Nevárez Torres said in her statement. “I acknowledge the seriousness of my actions, and I deeply regret the suffering I have caused due to the loss of a life and the physical and emotional harm I have inflicted during this process.”

“I am here to most sincerely ask Ms. Carmen Santos, Kevin, Ms. Iris, and their families for forgiveness and to express my deepest remorse for what happened,” she added. “Since that fatal day, I have carried and will carry an eternal burden on my conscience and in my heart, because it pains me to see the anguish and suffering I have caused both families, and therefore I will live with regret for the rest of my life. I made a commitment to change, to be a different person. I sought professional, psychological, psychiatric, and spiritual help.

Since that day, I have not drunk alcohol again and I have complied with the conduct expected of me. I am committed to my process of change, my rehabilitation, to reforming myself, and to never repeating this terrible situation again.”

Prior to the sentencing, Judge Wanda Cruz Ayala, who announced her upcoming retirement from the judiciary, emphasized the “therapeutic justice” approach as a source of rehabilitation for a convicted person. The judge made it clear that she disagrees with the island Court of Appeals’ reversal of her sentence of house arrest and, in passing, criticized the amendments to the law that mandate incarceration.

She offered “a very brief explanation of why judicial systems around the world are adopting more humane, more compassionate approaches to the application of the law.”

“These considerations were the ones we used to issue the sentence that was later overturned by the Court of Appeals, which we accept with the utmost respect, but do not agree with because we understand that it resulted in the substitution of the discretion of the sentencing court of first instance,” Cruz Ayala added.

“Unfortunately, the social and state response to drug and alcohol use and abuse has not been treated as a health problem, with the emphasis placed on punitive actions instead of preventive and therapeutic ones,” the judge continued. “In fact, a law was recently approved that aims to establish mandatory imprisonment in these cases. The

“In short, laws should be guided by empathy, love, forgiveness, compassion, and mercy,” Cruz Ayala said, before going on to note “the high social and economic cost of incarceration in Puerto Rico.”

The judge then addressed Nevárez Torres.

“Although it has been ordered that the sentence be served in a penal institution and not in the community, remember that human life retains its value, meaning, and purpose,” Cruz Ayala said. “Always protect your integrity. [...] I urge you to face this process as an opportunity for reconstruction and personal growth.”

“And finally, I sincerely hope that Mr. Justin Santos Delanda rests in peace and that his family and friends find comfort, serenity, and strength even in the midst of their grief,” Cruz Ayala said.

The judge credited Nevárez Torres with the 11 months and 29 days she had already served prior to sentencing.

According to the authorities’ investigation, Santos Delanda, 20, was driving a Can-Am with Monserrate Gandía on the Moscoso Bridge. Nevárez Torres was driving under the influence of alcohol and against traffic. As a result, she collided with the Can-Am. Santos Delanda died and Monserrate Gandía was seriously injured.

Nevárez Torres’ blood alcohol content was .29%. During the judicial process, her defense counsel challenged the proceedings.

In September 2024, Nevárez Torres was found guilty of causing the death of Justin Santos Delanda and inflicting

serious bodily harm on Monserrate Gandía by driving against traffic and under the influence of alcohol.

The sentencing hearing was postponed on more than one occasion. In January of this year, Cruz Ayala sentenced Nevárez Torres to 15 years of house arrest with electronic monitoring. The sentence also included 200 hours of community service, fines, $10,000 in restitution to Monserrate Gandía, a five-year suspension of her driver’s license, and random drug testing.

The sentence drew criticism from Santos Delanda’s family, especially his brother “Arcángel,” who called the Puerto Rican justice system “garbage.”

The Department of Justice appealed the trial court judge’s decision, and in April, the Court of Appeals overturned the house arrest sentence and ordered Nevárez Torres to serve the 15-year prison sentence in a correctional institution.

The case reached the Supreme Court, which upheld the Court of Appeals’ decision.

Justice Secretary Lourdes Gómez Torres stated that “[w]ith this resentencing of fifteen years in prison against Ms. Mayra Nevárez Torres, justice is served for Justin Santos Delanda, his mother, his siblings, family, and friends, as well as for Keven Monserrate Gandía, who was seriously injured in this tragic traffic accident.”

“This judicial determination [...] sends an unequivocal message to all those irresponsible drivers who insist on driving under the influence of alcohol: this criminal behavior will not be tolerated,” Gómez Torres said. “This administration’s public policy is clear: those who break the law will go to jail.

The life of a human being and the irreversible pain of a family and a community cannot and should not be the impetus for changing behavior; responsibility must exist before getting behind the wheel, not after destroying a life.”

How oil, drugs and immigration fueled Trump’s Venezuela campaign

O

n a spring night in the Oval Office, President Donald Trump asked Secretary of State Marco Rubio how to get tougher on Venezuela.

It was just before Memorial Day, and anti-leftist Cuban American lawmakers whose votes Trump needed for his signature domestic policy bill were urging him to tighten a vise on Venezuela by stopping Chevron’s oil operations there. But Trump did not want to lose the only U.S. foothold in Venezuela’s oil industry, where China is the biggest foreign player.

The president was considering allowing Chevron to continue. But he told Rubio, a longtime hawk on Venezuela and Cuba, that they had to show the lawmakers and other doubters they could bring the hammer down on Nicolás Maduro, the leftist autocratic leader of Venezuela, whom Trump had tried to oust in his first term.

Another aide in the room, Stephen Miller, said he had ideas. As Trump’s homeland security adviser, he had been talking with other officials about Trump’s campaign vow to bomb fentanyl labs. For various reasons, that notion had faded, and in recent weeks Miller had turned to exploring attacks on boats suspected of carrying drugs off the shores of Central America.

Miller’s deliberations had not focused on Venezuela, which does not produce fentanyl. But three separate policy goals began merging that night — crippling Maduro, using military force against drug cartels and securing access to Venezuela’s vast oil reserves for U.S. companies.

Two months later, Trump signed a secret directive ordering the Pentagon to carry out military operations against Latin American drug cartels and specifically calling for maritime strikes. Though the justification was drugs in general, the operation would concentrate enormous naval firepower off the coast of Venezuela.

The result has been an increasingly militarized pressure campaign intended to remove Maduro from power.

It has been marked by U.S. strikes that have killed at least 105 people on boats in the Caribbean and the eastern Pacific, a quasi-blockade of oil tankers entering and leaving Venezuelan ports and threats by Trump to carry out land strikes in Venezuela.

It reflects overlapping drives by Rubio and Miller, who have worked in tandem on policies against Maduro. Each has come to it with a focus on long-held goals: for Rubio, the son of Cuban immigrants who also serves as Trump’s national security adviser, a chance to topple or cripple the governments of Venezuela and its ally, Cuba; and for Miller, an architect of Trump’s anti-immigration policies, the opportunity to further his goal of mass deportations and to hit criminal groups in Latin America.

This account of how Venezuela moved to the center of the administration’s foreign policy agenda this year — to the point of a possible war — is based on interviews with current and former U.S. officials, almost all of whom agreed to speak only on the condition of anonymity because of sensitivities

(Fred Ramos/The New York Times) about national security. Among the findings: — Miller told White House officials in the spring to explore ways to attack drug cartels around their home countries in Latin America. Miller wanted attacks that could draw widespread attention to create a deterrent.

— The focus on Venezuela intensified after late May, when Trump was upset about tough negotiations involving Chevron. Venezuela’s oil has been more central to Trump’s deliberations than previously reported.

— In meetings in the early summer, Rubio and Miller talked with Trump about striking Venezuela. The president appeared swayed by Rubio’s argument that Maduro should be seen as a drug kingpin.

— Miller told officials that if the United States and Venezuela were at war, the administration could again invoke the Alien Enemies Act, an 18th-century law, to expedite deportations of hundreds of thousands of Venezuelans the administration stripped of temporary protected status. He and Rubio had used it earlier in the year to summarily deport hundreds of Venezuelans to a notorious prison in El Salvador, only to be stopped by court rulings.

— The secret order for military action against the cartels that Trump signed on July 25, calling for maritime strikes, is the first known written directive from the president on such strikes. Administration officials referred to the boat attacks as “Phase One,” with SEAL Team Six taking the lead. They have discussed a vague “Phase Two,” with Army Delta Force units possibly carrying out land operations.

— Defense Secretary Pete Hegseth kept many career uniformed military officials and lawyers from the drafting of the “execute order” that guides the boat strikes. As a result, the order had problematic holes in it, including a lack of language on how to deal with survivors.

Rubio, Miller and other principals oversaw an often haphazard process shrouded in secrecy. Their ability to con-

tain planning to a closed circle has been aided by the gutting throughout the year of portions of the federal bureaucracy, including the National Security Council, which coordinates interagency discussions.

In September, the administration pushed into what is so far the bloodiest stage of its anti-Maduro campaign. That now amounts to 29 lethal boat attacks over the past four months, operations that many legal experts say are murders or war crimes. The administration says it has intelligence linking the boats to drug trafficking but has not publicly presented evidence for that assertion.

Anna Kelly, a White House spokesperson, said in a statement that the administration was working “to deliver on the president’s agenda to keep this poison out of our communities.”

Rubio told reporters on Dec. 19 that the goal of the boat strikes was to ensure that “no one wants to get on drug boats anymore” by pounding into them a “fear of the reaper.”

And he reiterated that the Justice Department had obtained a grand jury indictment against Maduro in 2020 on charges of working with Colombian cocaine producers, who sometimes send their product through Venezuela. Maduro’s government, he said, is “an illegitimate regime that openly cooperates with terrorist elements.”

‘Invasion’ in springtime The seeds of militarizing the approach to Maduro and Venezuelans were planted in February, when Rubio struck a deal with Nayib Bukele, the authoritarian leader of El Salvador, at his lakeside villa: The United States would pay nearly $5 million to send about 300 Venezuelans accused of being gang members to El Salvador’s Terrorism Confinement Center, or CECOT. Soon after his visit with Bukele, Rubio designated eight Latin American criminal groups as foreign terrorist organizations. Tren de Aragua, a Venezuelan gang, topped the list.

Miller had already landed on a legal tool to bypass due process: the Alien Enemies Act, an 18th-century law that permits immediate detention and deportations of citizens of a country that has invaded the United States or is at war with it.

Trump signed an executive order in March invoking the act, with a title warning of “the invasion of the United States

by Tren de Aragua.” In retrospect, the order was an important opening salvo against Maduro: It was the administration’s first formal framing of Maduro and the United States as being in a type of war. Contrary to a secret U.S. intelligence assessment, it said Tren de Aragua was an instrument of Maduro.

Many of the more than 250 Venezuelan men sent to El Salvador had no ties to Tren de Aragua or notable criminal records, and some have described widespread torture and abuse at the CECOT prison.

Courts soon ruled that illegal immigration does not count as the kind of invasion that justifies using the wartime deportation law. But Miller later talked about reviving the use of the Alien Enemies Act if the United States were in an actual war with Venezuela, a former U.S. official said.

He ordered the Treasury Department to issue one with revised terms. That happened around the time Maduro freed 10 American prisoners in exchange for the more than 250 Venezuelans that the Trump administration had sent to CECOT, the Salvadoran prison. And Trump had been swayed by Wirth’s argument that Chevron was a bulwark against China.

But behind the scenes, Trump set a course for confrontation. On July 25, he signed a secret order telling the Pentagon to take action against drug-trafficking groups, putting in motion the targeting of Venezuelans.

Summer of secrecy That secret directive from Trump was closely held before The New York Times reported on its existence in early August.

The two-page order contained a previously unreported written proposal for boat strikes. It directed Hegseth to target vessels in international waters carrying drugs for any of 24 Latin American “narcoterrorist” groups. The attached list included ones from Venezuela.

In past administrations, many uniformed lawyers and operational experts in the Pentagon would have been invited to meetings to discuss the directive. The National Security Council would have convened discussions among agencies.

None of that happened.

While the military order initially remained secret, the administration’s public actions pointed to Maduro being the ultimate target of the campaign.

On July 27, Rubio declared that Maduro had stolen an election a year earlier and was the head of a cartel rather than a legitimate president. Slightly over a week later, he and Attorney General Pam Bondi announced the doubling of a reward for information leading to Maduro’s arrest or conviction, to $50 million.

This is what the murder of a whole city looks like

T

his is the time of year when many of us hail “peace on earth” and earnestly repeat lines about “goodwill to all.” So maybe it’s also a moment to hold ourselves accountable for our collective failures — and, even more important, to try to do better.

It’s not just that ill will and war prevail in so many places, from the Gaza Strip to America’s own immigration detention centers. It’s also that our leaders repeat religious platitudes — or talk about winning a Nobel Peace Prize — even as they seem indifferent to grotesque atrocities.

Again, there are many examples. But the one unfolding right now in Sudan, already the world’s worst humanitarian crisis, is especially sickening. A militia long accused of genocide has seized the major city of El Fasher and is thought to have slaughtered tens of thousands of people there in recent weeks.

The atrocities were widely predicted and are the culmination of years of unremitting savagery. They were enabled by an American partner, the United Arab Emirates.

Yet under both Joe Biden and Donald Trump, the United States (along with other nations) has refused to take serious steps to stop the mass killing and mass rape.

that it would. Satellite imagery shows mass graves and burn piles indicating systematic slaughter, according to the Yale Humanitarian Research Lab, which analyzed the satellite photos.

Nathaniel Raymond, a public health scholar and the executive director of the lab, estimates that between 30,000 and 100,000 people may have been killed in six weeks, with 60,000 as a plausible midpoint. That pace of killing would be unrivaled since the Rwanda genocide of 1994, he told me, adding that the death toll in El Fasher in less than two months may be comparable to that in Gaza over two years.

El Fasher, which had around a quarter-million inhabitants shortly before it was overrun by the militia, remains sealed off, so it is impossible to confirm the scale of killings. But it is widely recognized that something terrible has unfolded there in recent weeks.

The attackers posted videos of themselves executing people, and the governor of the Darfur region surrounding El Fasher, Minni Minnawi, who opposes the Rapid Support Forces, estimated that 27,000 people were killed in just the first few days. The United Nations humanitarian chief, Tom Fletcher, has described El Fasher as “basically a crime scene.”

A senior U.N. official warned that the “mass killing,” “sexual violence on a massive scale,” “torture” and other abuses in the region indicate possible genocide. The International Rescue Committee cited estimates of 60,000 killed in El Fasher and noted that there are risks that the massacres will be repeated in another region of Sudan, Kordofan.

All this has attracted little attention and no serious response.

Some people have managed to flee El Fasher, and they describe killings and other atrocities. The Norwegian Refugee Council reported that some 400 children without parents arrived exhausted in the nearby town of Tawila, in many cases after days of walking across the desert.

“Many witnessed extreme violence before escaping and are showing signs of acute trauma,” said Nidaa, a teacher affiliated with the Norwegian Refugee Council. “Some of the children could not speak at all when they arrived.”

The new satellite imagery shows 150 clusters of human remains in El Fasher, along with five burn pits used to incinerate bodies, Raymond said. Even from space, blood stains are visible on the ground.

Something just as ominous emerges in the satellite photos: an absence of people. Markets are empty and overgrown, donkey carts have mostly vanished and gathering points where people normally collect water are now deserted. A major city appears from space to be a ghost town.

“If you were going to see the murder of a city, this is what it looks like,” Raymond said.

The killings in El Fasher took place in the context of a civil war in Sudan that may have taken 400,000 lives since the Sudanese Armed Forces and the Rapid Support Forces began fighting each other in 2023. But three elements stand

out to me as particularly horrific about El Fasher.

First, the United States grew even closer to the UAE as it armed and equipped the Rapid Support Forces. (The UAE denies backing the militia, but virtually no one takes that seriously.)

Second, the militia has directed its mass murder and mass rape at members of several Black African tribes. “We don’t want to see any Black people,” a militia leader said as he rounded up all males over the age of 10 in one village and executed them, a female survivor told me last year. The Biden and Trump administrations both described what has happened in Sudan as genocide, but neither was willing to publicly call out the UAE and apply pressure.

Trump has recently expressed interest — with the encouragement of Saudi Arabia — in trying to bring peace to Sudan. That’s welcome. But his family has started immense new business ventures with the UAE, and I fear that these may have bought his complicity. Bravo at least to members of Congress like Sen. Chris Van Hollen who are pushing to halt arms transfers to the UAE as long as it enables atrocities.

Third, in a broader sense, the killings in El Fasher represent a collapse of the entire international system created to respond to genocide and mass atrocities. For several decades, officials have somberly said “never again” and have created principles about the “responsibility to protect” and mechanisms like “atrocity prevention boards” — yet these look to me like window dressing.

The massacres in El Fasher are among the most predicted slaughters in the history of atrocities. Yet no one, from world leaders to U.N. Secretary-General António Guterres, has made it a sufficient focus.

We may never know the exact death toll in El Fasher, but we should recognize it as a collective failure of civilization.

AN JUAN – En la recta final de 2025, el Hospital Auxilio Mutuo (HAM) alcanzó el trasplante de hígado número 500, una cifra que refuerza la capacidad de Puerto Rico para sostener servicios de alta complejidad y, de cara al 2026, plantea el compromiso de la continuación y ampliación del programa.

El doctor Pedro Hernández Rivera, director quirúrgico del Centro de Trasplante del Hospital Auxilio Mutuo, destacó que la sobrevivencia anual de los pacientes trasplantados excede el 94.8% lo que significa un 2% por encima del estimado en Estados Unidos, que es de un 92%.

Estas cifras representa experiencia acumulada, capacitación continua del personal y la posibilidad real de que los pacientes reciban el tratamiento que necesitan en Puerto Rico, cerca de su familia y su red de apoyo.

El trasplante número 500 correspondió a José A. Colón, de 58 años, diagnosticado en 2022 con cirrosis. Más adelante, su cuadro se complicó con la detección de un cáncer. “Cuando te dicen que hay una oportunidad, te cambia la vida. Para nosotros, poder recibir este trasplante aquí, cerca de mi familia y mi esposa, me dio esperanza y tranquilidad en un momento bien difícil”, expresó Colón.

El doctor Hernández Rivera resaltó que este procedimiento coloca en primer plano el tema de la donación. “Nada de esto es posible sin donantes de organos. Su decisión es una oportunidad de vida para otras personas”, indicó.

US stocks slip as tech loses steam in final week of 2025

all Street’s main indexes ‌kicked ​off the final week of the year on ‌a softer note on Monday, as heavyweight technology stocks retreated from last week’s gains that had pushed ​the S&P 500 to record highs.

The information technology sector weighed on the S&P 500, as most tech and AI-linked stocks declined, with Nvidia down 1.5% and Palantir ‍Technologies shedding 1.6%.

“This is (not) the beginning of the ​end of the tech dominance, it’ll turn out to be a buying opportunity,” said Hank Smith, director and head of investment strategy at Haverford Trust.

Conversely, energy stocks ‍gained the most, up 0.9%, ⁠tracking a 2% rise in oil prices.

Stocks pulled back after the S&P 500 was in the 1% range of the 7,000-point mark, and the blue-chip Dow hit a record closing high last week.

Some investors were eyeing a “Santa Claus rally”, a seasonal phenomenon where the S&P 500 typically posts gains in the last five trading days of the year and the first two in January, according to Stock Trader’s Almanac.

All three indexes are headed for firm monthly gains, with the Dow and S&P 500 on pace for their eighth consecutive month in the green.

The bull market, which began in October 2022, stayed intact despite concerns over high valuations of ​technology companies and market volatility, on the back of continued optimism around AI, interest-rate cuts and a resilient economy. All three main indexes are set for their third consecutive yearly gain.

With expectations for continued global economic expansion and further easing by the Federal Reserve, it would be unusual to see a significant equity setback or bear market without a recession, said Peter Oppenheimer, chief global equities strategist at Goldman Sachs, in a recent note.

Russia threatens to toughen its stance on ending the war in Ukraine

W

ith talks on ending the Ukraine war making little progress on the toughest issues, Russia issued a dramatic threat Monday to harden its stance, linking the potential change to what the Kremlin called a failed Ukrainian drone attack overnight targeting a rural residence of President Vladimir Putin.

Ukraine immediately denied any such attack, accusing the Kremlin of inventing a pretext to undermine the peace talks being orchestrated by the Trump administration.

President Volodymyr Zelenskyy of Ukraine, who met with President Donald Trump at Mar-a-Lago in Florida on Sunday to discuss a possible deal, called the Russian allegation a “complete fabrication.”

Although both Trump and Zelenskyy gave an upbeat assessment of their talks, no concrete progress was reported on the two thorniest issues — Russia’s demands that Ukraine cede significant territory in the country’s southeast, and security guarantees that would protect Ukraine against future Russian aggression.

Trump said that he heard about the alleged attack from Putin during a previously scheduled phone call early Monday to discuss the peace talks. “I was very angry about it,” he told reporters at Mar-a-Lago, though he conceded that he had no independent confirmation that it had occurred.

“It’s a delicate period of time,” Trump said, noting that although both sides were on the offensive, “It’s another thing to attack his house.” He suggested that he had blocked the sale of Tomahawk cruise missiles to Ukraine to prevent just this kind of attack.

In a statement from the Kremlin summarizing the call, Yuri Ushakov, Putin’s foreign policy adviser, said that “Russia’s position regarding a number of previously reached agreements and emerging solutions will be revised” in light of the attack. He added, “The Americans must treat this with understanding.”

Russia did not present any clear-cut evidence of the claimed attack, which it said was aimed at a residence of Putin’s in the Novgorod region. The accusation was first made by Sergey Lavrov, Russia’s foreign minister, in a statement from the ministry.

The fact that both Lavrov — generally outspoken in presenting hard-line positions that might annoy the White House — and the Kremlin made similar statements suggested that Russia was both eager to paint Ukraine as the obstacle to peace, and primed to swing back to the maximalist position espoused by Putin in terms of demands on Ukraine.

Georgi Bovt, an analyst of Russian politics, said in a post on Telegram that the Kremlin might expand its territorial claims to “the entirety of the Zaporizhzhia and Kherson regions,” referring to two Ukrainian regions under partial occupation by Russian troops.

Meeting with senior commanders in the Kremlin on Monday, Putin said Russian troops were only about 9 miles from the city of Zaporizhzhia, the provincial capital and a major industrial center. He ordered the offensive to continue to capture the city “in the near future.”

Zelenskyy, in his post on the social platform X, said that Russia was trying “to justify additional attacks against Ukraine, including Kyiv, as well as Russia’s own refusal to take necessary steps to end the war.”

Over the past weeks, Russia has been vocal in its demands for Ukraine to withdraw completely from the Donbas, threatening to toughen its stance should Ukraine remain intransigent.

Lavrov claimed that 91 drones attempted to attack Putin’s residence in the Novgorod region, northwest of Moscow, overnight Monday, but that all of them were shot down by air defense systems. The Russian military has designated targets for “retaliatory strikes,” he said.

The provincial governor, Alexander Dronov, said in a series of statements Monday morning that 41 drones had been shot down over the region but did not specify their target.

The Russian statements did not name the residence, but the Novgorod region is the site of one of Putin’s most secretive hideouts. Located deep in a forest on the shore of a lake, the residence — commonly known as the Val-

dai, after a nearby town — is a private retreat where Putin never hosts public events.

In 2021, a team of Russian investigators led

by Alexei Navalny, Putin’s main political opponent until his death in a Russian prison in February 2024, published a report about the residence. It depicted a lavish, highly private estate consisting of multiple buildings, including a Chinese-themed pavilion, a private church and a giant spa.

Another investigative report claimed that the site included a special station for an armored train used by the Russian leader.

In May 2023, two drones exploded over Putin’s main official residence in the Kremlin in what Russia called an unsuccessful “attempt on the life of the president” by Ukraine. At the time, Ukraine denied any involvement in the incident, but U.S. officials said it was likely orchestrated by one of Ukraine’s special military or intelligence units.

Train derailment kills 13 in Mexico

passenger train derailed in the Mexican state of Oaxaca on Sunday, killing at least 13 people, according to Mexican authorities.

Nearly 250 passengers and crew members were on board when the front engine derailed near the village of Nizanda, causing the train to partially plummet down an embankment, ac-

cording to local media reports.

As of Sunday evening, officials had not determined a cause.

Authorities, including the federal prosecutor’s office, said an investigation had been opened.

Rescue teams worked to reach passengers, some of whom were trapped or fell down the slope. On Sunday evening, the secretariat of the navy said that 98 people had been injured, with 36 hospitalized.

President Claudia Sheinbaum wrote on the social platform X that five of the injured were in critical condition. She said officials had been sent to the scene to support the families of those who had died.

The derailment occurred on the Z Line of the Interoceanic Railway of the Isthmus of Tehuantepec, which runs about 180 miles from Salina Cruz on the Pacific to Coatzacoalcos on the Gulf of Mexico.

“Well intended, well phrased publicly — extremely poorly implemented,” said Diego García-Devis, who manages the drug policy program at the Open Society Foundations, a liberal grant-making organization.

How has Trump influenced Petro’s policy?

While Petro has publicly criticized a toughon-drugs strategy, he has never abandoned traditional enforcement and has maintained law-enforcement cooperation with the United States — unlike some other leftist governments in the region.

But under pressure from Washington and domestic critics, Colombian officials have signaled a return to traditional metrics: forced eradication, military operations and cocaine seizures. Colombia has announced plans to spray herbicide on coca crops using drones, a modified return to a practice restricted by court rulings over health and environmental concerns.

Petro’s message has, at times, been contradictory, said Alejandro Gaviria, Petro’s former education minister who resigned in early 2023 after objecting to a proposed government health measure.

“He says the war on drugs must change,” Gaviria said. “But then he says, ‘I’m the one

who has seized the most cocaine’. So he also plays the spokesman for the war on drugs.”

How has Petro’s ‘total peace’ strategy affected the drug trade?

Petro campaigned on a plan to negotiate peace deals with armed groups, but has struggled to follow through. During the early phase of his “total peace” plan, when many military operations were paused, armed groups expanded coca cultivation, consolidated trafficking routes and boosted production.

Sergio Guzmán, a Colombian political analyst, said Petro bore some responsibility for stressing rhetoric over building political coalitions to carry out his peacemaking agenda, but, at the same time, cannot do much about global drug demand.

“Colombia’s in an impossible position where we have to keep on fighting a war that is not ours to begin with,” Guzmán said. “A war which we will never win because the economics are simply not there.”

What’s the cocaine paradox?

Cocaine seizures in Colombia have hit record highs, yet so has cocaine production.

Supporters of Petro note that the cultivation of coca, the crop that is the base ingredient of cocaine, has been rising for years under Colombian governments of all political leanings.

Analysts say the two trends underscore a central paradox of the drug war: As long as global demand persists, enforcement alone will do little to dent the trade significantly.

“This is not a political problem; this is an economic problem,” said Geoff Ramsey, who studies Venezuela at the Atlantic Council, a Washington research institute. “We can blow up as many drug boats in the Caribbean as we want, but it’s never going to address the root causes.”

Why is Colombia pushing to rethink global drug policy?

Even as domestic changes stall, Colombia has moved to shift the international debate. At the United Nations’ top drug-policy forum in March, Colombia won support for an independent review of how the coca leaf is classified under global drug treaties.

Petro entered office arguing — correctly, analysts say — that targeting small-scale farmers is futile because they simply replant.

“He’s at least started asking questions,” said Elizabeth Dickinson, an analyst at the International Crisis Group, which monitors and tries to prevent armed conflicts. “We’ve been doing this for, like, half a century. It hasn’t worked.”

Eradication and seizures amount to “treading water,” she added. “It’s not doing anything to eliminate the problem.”

From AI to chips, big tech is getting what it wants from Trump

B

efore President Donald Trump returned to the White House in January, the titans of the tech industry went all out to win him over with inauguration donations and pilgrimages to Mar-a-Lago in Palm Beach, Florida.

Yet upon taking office, Trump vowed to continue a fight to break up Meta, imposed tariffs that would raise the costs of Apple’s supply chains and restricted the exports of artificial intelligence chips from Nvidia and other chipmakers. It seemed that the tech industry’s efforts to woo the president would not pay off.

Now, however, the biggest tech companies have gotten almost everything they wanted from Trump.

Since the summer, he has eliminated many limits on AI chip exports, fast-tracked the building of data centers that power AI development and pushed legislation that gave government approval to a type of cryptocurrency. This month, Trump signed an executive order to kill AI restrictions set by states and green-lighted sales of a more powerful Nvidia chip to America’s top rival, China.

“The conservative party stands for the free market and not picking winners and losers,” said Isabel Sunderland, who works on technology policy at Issue One, a nonpartisan political advocacy group, “yet what we’ve seen so far in the Trump administration is an administration that has picked the tech industry to win in ways that is contrary to his own base.”

Assiduously courted by tech companies and their leaders, Trump has effectively cemented his relationship with the wealthiest and most powerful U.S. industry into a mutually beneficial alliance. How long this entente might last is unclear, as Trump can be unpredictable. Yet the evolution could have implications for fast-growing technologies like AI and has already raised new issues that are likely to play into next year’s midterm elections.

Trump has used support from the tech companies to bolster his goal of U.S. leadership in AI and crypto, while securing victories for his “America First” economic agenda. This year, Amazon, Apple, Google, Meta, Nvidia, OpenAI and Oracle announced a combined $1.4 trillion in spending on domestic data centers and manufac-

For Silicon Valley, the alliance with Trump has meant a bonanza. Freed from potential regulation and aided by industryfriendly policies, Alphabet, Amazon, Apple, Meta, Microsoft, Nvidia and Tesla have seen their shares soar. Bitcoin, the most popular cryptocurrency, hit record highs. And tech companies can continue developing AI largely unfettered.

But the relationship has also driven a wedge through the right, dividing Republican lawmakers and drawing criticism from conservative think tanks and populist figures like Steve Bannon, a former Trump adviser. Trump has let tech billionaires run rampant through his administration, they said, enabling policies that further enrich the industry while leaving other Americans behind with no tech safeguards.

“Big Tech is not a natural ally to our coalition,” said Wes Hodges, the head of tech policy at the right-leaning Heritage Foundation. “Our work is to keep the memory of Big Tech and their unique concentration of power that is a threat against conservatives.”

Liz Huston, a White House spokesperson, said Trump’s relationship with the tech industry would help America prosper.

“President Trump is leveraging his close relationships with private-sector titans to ce-

ment American technological dominance for the rest of the 21st century,” she said.

The tech industry’s spoils this year have followed a dogged lobbying campaign by the companies. When Elon Musk, the head of Tesla and SpaceX, left his advisory position in the Trump administration in May, other tech companies saw an opening.

David Sacks, a venture capitalist who is the White House’s AI and crypto czar, and other Silicon Valley insiders helped open the door for executives like Nvidia’s Jensen Huang to directly lobby the president.

Other tech companies unabashedly threw themselves behind Trump’s projects, with Amazon, Meta, Google, Palantir and Coinbase donating to the effort to replace the White House’s East Wing with a ballroom.

“We’re seeing an industry that knows how to work the president,” said Jessica González, a co-CEO of Free Press, a consumer and media advocacy group.

The flourishing relationship was evident in September at a White House dinner for tech leaders. Seated with Meta’s Mark Zuckerberg and Microsoft co-founder Bill Gates, Trump declared that the executives were “leading a revolution in business” and called them “the most brilliant people.”

In response, Sam Altman, OpenAI’s CEO, praised Trump for being a “pro-business” president. Sundar Pichai, Google’s

CEO, commended Trump for his “leadership” on AI, and Tim Cook, Apple’s CEO, thanked the president for “setting the tone” for domestic manufacturing.

(The New York Times has sued OpenAI and Microsoft, claiming copyright infringement of news content related to AI systems.

The companies have denied those claims.)

As Trump grew closer with the tech industry, some Republicans became concerned about what the relationship would mean for issues such as AI safety for children, AI’s effect on jobs and the proliferation of energy-gobbling data centers powering AI. In July, Republicans overwhelmingly voted against a provision in a congressional spending package that would have blocked states from imposing regulations on AI. The provision had been proposed by Sen. Ted Cruz, R-Texas, and backed by Sacks, who helped revive the idea through the executive order that Trump signed this month.

In a November poll of American voters by the Institute for Family Studies, a right-leaning think tank, 57% — including 43% of those who identified as Trump voters — said they opposed federal efforts to block state laws on AI. In many places around the country, Trump’s policies encouraging construction of data centers have also become contentious. Meta, Amazon, Microsoft and others have been on a building spree of the large computing facilities, which consume energy and water and have been blamed for driving up people’s utility bills.

Two Democrats won seats last month on the Georgia Public Service Commission, which regulates the state’s electric utility, with a message of affordability amid the boom in data centers.

Others are concerned that Trump’s alliance with the tech industry could overshadow concerns about AI’s effects on child safety and speech. OpenAI and other AI companies have been sued by parents whose children died by suicide after, they said, forming unhealthy relationships with AI chatbots.

“It should not be at odds to say we are pro-American AI and also need to protect kids,” said Evan Swarztrauber, a senior fellow at the Foundation for American Innovation, a think tank, and a former adviser to Brendan Carr, the chair of the Federal Communications Commission.

Some Travel editors were intrigued enough to design their own personal vacations around the list: Amy Virshup described staying in the inns atop Italy’s Dolomite Mountains known as rifugios as “otherworldly,” while Stephen Hiltner fondly recalls “ducking into a crowded izakaya during a torrential rain” in Osaka, Japan.

In 2025, a number of our writers and photographers also headed to destinations on this year’s list to dig even deeper into what makes them worth visiting.

Aix-en-Provence, France The southern French city made our list because it designated 2025 the year to celebrate all things Paul Cézanne, the artist who called Aix-en-Provence home and painted many of his masterpieces there. Alexis Steinman visited to get a taste of the medieval city.

Perhaps a whole year is necessary to fully appreciate the postimpressionist painter who was derided in his time for his bold colors and geometric forms. As Bruno Ely, director of the Musée Granet, which presented the largest collection of the artists work to date as part of Cézanne 2025, said: “It takes time to like Cézanne because he is more complex than you realize.”

Lofoten Islands, Norway A peak in the sun’s 11-year activity cycle meant that 2025 was prime time to see the northern lights in places like Lofoten, an archipelago of five main islands off Norway’s west coast. As our writer Caroline Van Hemert

put it: “It isn’t on the way to anything, except a high-latitude version of paradise.” She, like the Vikings, arrived by boat and even sampled their ancient cuisine: cod, air-dried outdoors for months, until it is hard enough to be broken with a hammer before eating.

East London “There is no better time to visit East London than in the summer,” writes Desiree Ibekwe, who was born and raised in the area and has witnessed its “cultural makeover” over the last decade or so. Some of these most recent changes secured East London’s spot on our 52 Places list for 2025: The V&A East Storehouse debuted, and set to follow are the V&A East Museum and BBC Music Studios. In June, Ibekwe wrote a guide to exploring the neighborhoods that make up the eastern borough of Hackney, including Dalston, Shoreditch and Hoxton, full of excellent local tips.

Greenland Greenland was thrust into the spotlight in 2025 — and not for reasons it would have hoped for. The island made this year’s list for two main reasons: Nuuk, the capital, was opening a new international airport, and United Airlines started offering seasonal nonstop flights there from New Jersey’s Newark Liberty Airport. Lisa Abend visited in April to take the temperature of the capital’s residents, who eyed the impending tourist influx with both excitement and worry.

Detroit The renaissance of Detroit, a city long associated with urban decline, is undeniable. At the center is the reopening of the 1913 beauxarts Michigan Central train station as a tech startup hub, thanks to a $950 million restoration project by Ford Motor Co. — fitting for Detroit’s comeback tale. Amy S. Eckert, a Detroit native, this year wrote a guide to spending 36 Hours in that city, with some of her key picks including the Detroit Institute of Arts; Belle Isle, with nearly 1,000 acres of green space; and the Guardian Building, an art deco gem.

Thailand If you couldn’t see the word “Thailand” this year without hearing the trilling theme song of HBO’s “The White Lotus” in your head, you weren’t the only one. Of course, there’s so much more to Thailand than the confines of the resort that most of the show’s guests barely left. Finn-Olaf Jones shone a spotlight on the island of Koh Lan, an authentic and affordable alternative to the five-star resorts and thongthronged beaches of Koh Samui, where the TV show was filmed. And Patrick Scott put together a 36 Hours guide for the northern Thai city of Chiang Mai, which offers fiery, fresh cuisine; an Old City rich with ancient temples; and, perhaps surprisingly, a prolific jazz scene.

Banchero and Magic remain optimistic. Staying healthy is crucial.

T

his was supposed to be the season when star forward Paolo Banchero and the Orlando Magic improved hand in hand.

That has not happened. At least not yet.

One-third of the way through their season, despite injuries to key players and one of the league’s most difficult schedules, the Magic remain solidly in the hunt to host a first-round playoff series. That’s the good news.

The bad news is that the team is 17-13, one victory behind its win total through 30 games last season, and Banchero has not yet made the sustained jump that he had wanted.

Outside the organization, the biggest question about the Magic’s short- and longterm viability on the court revolves around the pairing of Banchero and Franz Wagner.

Banchero has heard the chatter that the Magic play more smoothly and more effectively when he and Wagner are on the court separately instead of together. When The Athletic asked him during the team’s justcompleted four-game road trip about that perception, Banchero disputed it.

“People are going to say whatever they want to say about me, Franz and whoever,” he said. “But we know that we’re at our strongest when both of us are out there on the floor.”

The offensive games of the two stars are similar — perhaps too similar. Banchero and Wagner are at their best with the basketball in their hands, attacking the basket on mismatches or drawing so much defensive attention that they spray the ball out to the perimeter. Banchero and Wagner also have the same key weakness: their shooting. Banchero is a career 31.4% 3-point shooter, and Wagner, despite an uptick this season, is a career 32.5% 3-point shooter.

Banchero and Wagner have played a total of 286 minutes together this season, and when the Magic deploy that two-man lineup, they have outscored opponents by 4.0 points per 100 possessions. That’s good, but it’s not the overwhelming impact typically expected from two players locked in on maximumsalary deals. Banchero’s five-year, $241 million contract extension will begin with the 2026-27 season and would balloon to approximately $287 million over five years if he makes an AllNBA team this season. Wagner is in the first year of a five-year, $224 million contract.

The counterargument is that Banchero and Wagner are young, still-developing players who have not yet hit their primes. Banchero turned 23 in November, while Wagner turned 24 in August. With more experience and, crucially, better outside shooting that could come in time, Banchero and Wagner should have the opportunity to silence their doubters in a way similar to how the Boston Celtics’ Jayson Tatum and Jaylen Brown eventually overcame the doubts about their pairing together.

At this exact moment, though, the Banchero-Wagner pairing is not an immediate concern. Wagner sustained a highankle sprain Dec. 7, and his return is not imminent.

In a vacuum, Banchero’s overall numbers appear strong, with averages of 20.5 points, 8.5 rebounds and 4.5 assists per game. Measured against his three prior seasons, however, he has taken steps backward; his scoring average is the secondlowest of his career, and his 3-point shooting percentage has dipped to a career-low 23.7%.

The most obvious explanation for Banchero’s shooting downturn is a familiar one: an injury. Last season, injuries forced him to miss 36 games, with the most significant injury, a torn oblique muscle, sapping his conditioning and limiting his explosiveness for an extended stretch after he returned. This season, a groin strain kept him out for 10 games, and although he returned Dec. 5, he is still working back into a rhythm.

“It was definitely a setback,” Banchero said. “Nothing major, but definitely a minor setback. Just frustrating. But I was able to just focus on the rehab process and then get back on the court quick as possible. I knew coming back that, with it being a groin injury, it would take some time. But I’ve been feeling better, and I’m looking forward to just kind of taking off and really finding my feet and starting to play some really good basketball.”

Orlando has compiled a mediocre 10-10 record in the games Banchero has played but an impressive 7-3 record in the games he missed. Some valid reasons might explain the discrepancy, but on the surface, the team’s stronger performances without him contradict the notion that Banchero is the franchise’s most indispensable player.

Banchero, perhaps, is Orlando’s most talented offensive player. Wagner, meanwhile, is the team’s best two-way player.

Newcomer Desmond Bane is the Magic’s most reliable shooter

and a key late-game scorer. And guard Jalen Suggs is the team’s X-factor, someone who is so crucial with his energy and his point-of-attack defense that he makes everyone around him better.

The Magic’s preferred starting lineup of Suggs, Bane, Wagner, Banchero and center Wendell Carter Jr. has outscored opponents by 18.0 points per 100 possessions, making it one of the better quintets in the NBA. For comparison’s sake, consider that the Oklahoma City Thunder’s most commonly used lineup this season — the grouping of Shai Gilgeous-Alexander, Luguentz Dort, Cason Wallace, Chet Holmgren and Isaiah Hartenstein — has outscored opponents by 18.3 points per 100 possessions. For Orlando, that’s good company to keep.

The success of the Magic’s primary lineup indicates that they have a legitimate chance at least to reach the second round in the East if they remain healthy. The problem is that the quintet has played only 117 minutes together because of the injuries to Banchero and Wagner and early-season caution with Suggs’ minutes after his knee-cartilage surgery in March.

The Magic struggled during their first five games of the season, when Banchero and Wagner both played heavy minutes but the team still went 1-4. Those issues primarily stemmed from the entire team adjusting to coaches’ heightened emphasis on pushing the pace and learning how to integrate Bane into the offense after his offseason trade.

Just when the team started to find its footing, Banchero injured his groin.

Wagner played like an All-Star during Banchero’s absence, Bane began to feel more comfortable with his role and his new teammates, and Suggs started to resemble his old self.

In the game that Banchero returned, the Magic improved to 14-9, and the team looked like it could catapult itself up the East standings.

But Wagner sprained his ankle during Banchero’s second game back. Suggs injured his hip six days later, during Orlando’s NBA Cup semifinal loss to the New York Knicks.

Banchero has remained strong attacking the rim and has been one of the sport’s most elite players at drawing shooting fouls. But he struggled with his 3-point shooting before his groin injury, shooting 25.0%, and he has struggled since his return as well, shooting 21.9% from 3.

Many of his midrange and long-range shots over the past three weeks have been short, a sign that he is still regaining the strength in his legs.

He expects an upturn.

He has reason for optimism. Last season, his oblique tear prevented him from jogging and running, and it took him weeks to regain that conditioning. But once he did, he played some of the best basketball of his professional career over his final 20 games of the regular season, averaging 29.7 points on 49.2% shooting from the field and 35.2% shooting from 3-point range.

During the Magic’s first-round playoff series against the Boston Celtics, he averaged 29.4 points per game, shooting 43.5% from the field and 44.4% from 3.

He remains the focus of opposing defenses now, and when Wagner and Suggs return from their injuries, Tristan da Silva comes back from a shoulder contusion and Moe Wagner comes back from a year away because of an anterior cruciate ligament tear, Banchero could encounter less attention from opposing defenses.
