Defense bill provides funding for military facilities in Puerto Rico GOOD MORNING

The leadership of the United States Congress has released the text of the National Defense Authorization Act (NDAA) for fiscal year (FY) 2026, whose provisions include funding for military installations in Puerto Rico.

The measure, expected to be voted on this week, follows a bicameral agreement between the U.S. House of Representatives and the Senate, the Puerto Rico Federal Affairs Administration (PRFAA) said.

The bill authorizes $901 billion for national defense, representing an increase of $8 billion over the previous year’s levels. The NDAA codifies 15 executive orders issued by President Donald Trump, secures U.S. borders -- including $1 billion authorized to combat drug trafficking -- and includes provisions to counter adversaries such as China, Russia, Iran and North Korea. Additionally, the measure reforms defense procurement to streamline the process, reduce bureaucracy, and refocus on its core mission: providing service members with the resources they need, when they need them. It also supports the Trump administration’s budget request for a 3.8% pay raise for all military personnel and improves housing, education, and access to care for military families.

Among the military construction projects in Puerto Rico, the authorization of $66.519 million for the replacement of the Ramey Unit School in Punta Borinquen, Aguadilla, stands out.

“As we previously announced, Congress had already allocated funds for this project through military construction appropriations measures, which were signed into law by President Trump as part of the Act that reopened the federal government,” PRFAA Executive Director Gabriella Boffelli stated. “We continue to support and build upon the efforts of Governor [Jenniffer] González Colón, who championed this military construction project throughout her time in Congress, initially securing its authorization in the Fiscal Year 2018 NDAA and an extension in the Fiscal Year 2024 NDAA.”

The measure also extends the authorization for the construction of the Engineering and Maintenance Workshops at the Camp Santiago Joint Maneuver Training Center until Oct. 1, 2026, or until the enactment of the FY 2027 NDAA, whichever comes later. The military construction project was authorized for $14.5 million in the FY 2023 NDAA and funded through the 2023 Consolidated Appropriations Act, both with the support of González Colón.

The FY 2026 NDAA includes the Coast Guard Authorization Act of 2025, which reauthorizes funding and programs for the U.S. Coast Guard and its operations for FYs 2026 and

2027. The legislation includes provisions drafted by González Colón during her tenure in Congress that will directly impact and enhance maritime border security in Puerto Rico. Key provisions include:

* Section 7119, which requires the Coast Guard Commandant to develop, in collaboration with the Secretary of State and the Secretary of Defense, an annual plan to support Coast Guard operations in the Caribbean region. This includes assessing personnel, infrastructure, administrative, logistical and technological needs. The provision aims to ensure that the Coast Guard has the necessary capabilities to conduct national security and maritime border security operations in the Caribbean.

* Section 7202 seeks to improve transparency by requiring the Coast Guard to publish the number of drug and migrant interdictions it conducts monthly. In the Don Young Coast Guard Authorization Act of 2022, Congress included a provision mandating the publication of monthly migrant interdiction statistics. This section expands that requirement to also include data on drug seizures, as well as additional information such as the number of migrants intercepted, the types and quantities of drugs seized, and the geographic locations of those interdictions.

* Section 7218 authorizes the secretary of homeland security to acquire advanced technology, such as tactical maritime surveillance systems, for use by the U.S. Coast Guard and Customs and Border Protection in the operational areas of Sector San Diego in California, Sector Key West in Florida, and Sector San Juan in Puerto Rico.

The provision was initially included in the Senate version of the Coast Guard Authorization Act of 2025, which passed in March 2025. In a statement following the bill’s passage, González Colón celebrated the inclusion of the provision, arguing that it would “enhance” maritime security efforts.

Governor’s choice to replace Rodríguez Erazo at DACO draws PDP fire

The Popular Democratic Party (PDP) minority delegation in the Senate announced Monday its opposition to Gov. Jenniffer González Colón’s nomination of Hiram Torres Montalvo as secretary of the Department of Consumer Affairs (DACO by its acronym in Spanish), citing past controversies and concerns over his performance.

Torres Montalvo, the public affairs secretary at La Fortaleza, was appointed last week to replace Valerie Rodríguez Erazo, who was dismissed amid criticism related to who will bear the cost of appliances lost during power outages and her absence from a recent suicide prevention march. Rodríguez Erazo, who did not attend the march that central government agency heads were expected to attend, later suggested on a television program that she was being attacked from within.

In response, González Colón said that if Rodríguez Erazo “doesn’t feel comfortable working as part of a team, she can leave.” The governor added that Rodríguez Erazo should stop spreading gossip. Shortly afterward, she dismissed her and appointed Torres Montalvo as her replacement.

Sen. Luis Javier Hernández Ortiz, the PDP minority leader in the upper chamber, said Torres Montalvo’s prior tenure at DACO raised red flags.

“On November 22, 2022, then-Governor Pedro Pierluisi appointed Torres Montalvo during a recess. After five months in office, the Senate issued a negative report citing complaints about his performance and positions that could harm consumers,” Hernández Ortiz said.

The PDP controlled the Senate during Pierluisi’s term as governor.

The Senate Appointments Committee previously documented concerns including alleged favoritism toward the business sector, support for a coffee price hike, and dismissive handling of early-morning sales complaints. Hernández Ortiz also noted that Torres Montalvo was fined $5,000 by the Puerto Rico Supreme Court in 2016 for filing a frivolous lawsuit challenging the appointment of Chief Justice Maite Oronoz Rodríguez. The court ruled that he used the judicial system for partisan purposes during a primary campaign.

“This nomination shows a lack of understanding of DACO’s public policy and raises questions about the governor’s so-called talent pool,” Hernández Ortiz added. “Our delegation anticipates rejecting this appointment and calls on Governor González to reflect on her first year in office, which has been marked by broken promises and arrogance toward issues affecting Puerto Ricans.”

Just days after being fired by González Colón, Rodríguez Erazo posted a video on social media thanking the people of Puerto Rico for their support and hinting that she hasn’t yet had her final say on what happened last Friday.

In the video, Rodríguez Erazo appears visibly emotional as she expresses her gratitude for “the opportunity to serve” and acknowledges the outpouring of support she has received since her departure was announced.

“I am grateful for every message I have received; it touches my heart. You will always have a public servant here,” she said, accompanying her words with a written message in which she reiterated her commitment to public service based on “transparency, commitment, and results.”

On the same day that Rodríguez Erazo was removed from her position La Fortaleza announced that attorney Torres

Torres Montalvo was previously appointed to the post, in late 2022, by then-Gov. Pedro Pierluisi Urrutia, who withdrew the appointment some six months later.

Montalvo would assume the role of the DACO secretary. Rodríguez Erazo dismissal sparked a wave of reactions. One of the strongest endorsements came from Senate President Thomas Rivera Schatz, who praised her leadership and lamented her departure, asserting that the former secretary had ensured LUMA responded to consumers in a way it had never done before. Rodríguez Erazo had recently alleged that some of the “hardest blows” she was receiving were coming from within the government itself, a comment that fueled the debate about internal pressures and disagreements over the handling of sensitive cases for the administration.

High court upholds sentence against drunk driver in fatal Moscoso Bridge crash

Justice Secretary Lourdes Gómez Torres expressed satisfaction on Monday with the decision of the Puerto Rico Supreme Court to deny the second request for reconsideration filed by Mayra Nevárez Torres, which upholds the 15-year prison sentence for the death of Justin Santos Delanda and for causing serious bodily harm to Keven Monserrate Gandía in a November 2021 drunk-driving crash on the Teodoro Moscoso Bridge in San Juan.

“As a result of this decision, Ms. Nevárez Torres must serve fifteen years in prison for causing the death of Justin Santos Delanda and for causing serious bodily harm to Keven Monserrate Gandía,” Gómez Torres said in a written statement. “This ruling reaffirms the public policy of protecting life, guaranteeing justice for victims of crime, and firmly combating drunk driving. The message is unequivocal: every action has consequences, and public safety is non-negotiable.”

According to the investigation presented at the trial, Nevárez Torres was driving a Hyundai Tucson while intoxicated, in the wrong direction and at excessive speed, hitting the CanAm vehicle in which Santos Delanda and Monserrate Gandía were traveling.

Prosecutor Valentín Córdova stressed in his final report that Nevárez Torres had 0.29 percent alcohol in her blood, almost four times the limit allowed by law.

PIP leader slams Florida congressman’s PR status vote proposal

sharply criticized U.S. Rep. Darren Soto’s (D-Fla.) plan to promote a status vote that would include the island’s current territorial arrangement as an option, calling it “a dangerous step backwards” for those committed to decolonization.

“Puerto Ricans already rejected the colonial commonwealth in 2012,” Santiago said Monday. “It is alarming that, at a time when colonial rule is reinforced by the dictatorial presence of the Financial Oversight and Management Board, military occupation, and tax privileges for foreigners, Soto’s response resembles a new version of Law 600,” referring to the 1950s statute that authorized Puerto Rico to draft its Constitution.

Soto, who represents Florida’s 9th District (eastern Orlando extending south-southeast and including Kissimmee and St. Cloud), is considering legislation similar to House Resolution (HR) 8393 from 2022 but with a key change: adding the commonwealth status as an option. Critics argue that the inclusion undermines the original intent of ending Puerto

Rico’s colonial condition.

Soto says that recognizing territorial status reflects the island’s current representation in Congress through Resident Commissioner Pablo José Hernández Rivera, president of the pro-commonwealth Popular Democratic Party and a staunch defender of the existing arrangement.

“The United States has a historical, political, and moral obligation to promote decolonization,” Santiago said. “Soto’s proposal continues to evade that responsibility.”

Independence advocates reiterated their call for a status assembly that would compel Washington to clarify the viability of genuine decolonizing alternatives for Puerto Rico. They condemned any effort to “consolidate colonialism disguised as the triply deceptive formula that is the current status of subordination to the United States: a commonwealth that is neither a state, nor grants freedom, nor constitutes an association.”

Last week Soto and Hernández Rivera introduced HR 6479, the Puerto Rico Affordable Care Act, or PRACA, a bill aimed at creating an Affordable Care Act (ACA) exchange -- commonly known as an Obamacare exchange -- in Puerto Rico. The legislation seeks to ensure the

island receives the same healthcare treatment as the 50 states and Washington, D.C.

“For far too long, Puerto Ricans have been treated as second-class citizens -- despite being part of the United States,” Soto said. “I’m proud to partner with Resident Commissioner Hernández on this initiative to allow those on the island to receive equal treatment when it comes to healthcare access. Our hope is that this bill will open the door to key reforms and lead to a system in which Puerto Ricans have access to tiered plans, tax premiums, and cost-sharing reductions.”

The resident commissioner emphasized the impact on affordability and coverage.

“Too many families in Puerto Rico navigate a system without the cost-saving tools available elsewhere,” Hernández Rivera said. “Establishing an ACA exchange gives the island the federal support to expand coverage, lower costs, and strengthen our healthcare network. This bill brings Puerto Rico into the proven framework that serves millions of Americans.”

Currently, Puerto Rico’s healthcare exchange does not meet ACA standards and lacks tiered plans such as Bronze, Silver, and Gold, as well as tax credits and cost-sharing reductions. The proposed legislation would expand access

to affordable coverage, particularly benefiting small business owners, employees, and young adults. With roughly 43% of Puerto Ricans living below the poverty line -- the highest rate in the United States -- lawmakers argue that congressional action is critical to ensure parity in healthcare access.

Ethics complaint filed against DNER official over beach barriers

Fishermen and residents of the coastal community of Las Picúas in Río Grande have filed an ethics complaint against Nelson Cruz, the assistant secretary of the Department of Natural and Environmental Resources (DNER), alleging that he ordered the placement of concrete barriers to block public access to a popular camping, fishing and recreation area.

The groups said the reason for the closing is not to protect the environment, but rather because the government wants to privatize the area.

José R. Torres Matos, president of the Ramón Piñero Fishermen’s Association and spokesperson for Campamento Erizo, Cruz installed the barriers about two weeks ago in a section traditionally used by locals for weekend camping and beach activities.

“He showed up here and placed these barriers where vehicles used to pass to reach the camping area,” Torres said. “This is a space the people of Río Grande and Puerto Rico have always used to enjoy nature.”

Cruz reportedly justified the move citing safety concerns, claiming that gunfire had been reported in the area at night. Torres strongly disputed that claim.

“That is completely false. We are here permanently and

have never heard any kind of shooting,” he said, adding that Cruz provided no evidence from the Puerto Rico Police Bureau to support his allegations.

The DNER official also argued that the site is a nesting area for sea turtles, another claim Torres rejected.

“This is not a dune area; it’s full of vegetation,” he said. “Meanwhile, construction continues along the coast. Who is

Cruz really protecting?”

The complaint, filed Monday with the Government Ethics Office, accuses Cruz, who also serves as commissioner of the DNER’s Ranger Corps, of misusing public funds by deploying personnel, heavy equipment, and concrete barriers to close the site. Torres warned that the closure disproportionately affects elderly residents and people with disabilities, potentially violating federal Americans with Disabilities Act regulations.

In addition to the barriers, DNER posted signs prohibiting motor vehicles in the area. Torres criticized the lack of community consultation before the action.

“He could have called us. They have all our information,” he said. “Instead, he came like a thief in the night, put up the barriers, and left.”

The disputed land is part of the Espíritu Santo River Nature Reserve, a protected area where construction is generally prohibited. Yet, Torres noted, numerous homes and short-term rentals have sprung up along the coast, fueling longstanding tensions over public beach access. Previous legal battles have affirmed the public’s right to access such areas.

“This is public land that people have used for generations,” Torres said. “We’ve maintained and cleaned it ourselves. Now, the official blocks access for families while private development continues unchecked.”

Immigration agents target family of deported college student

On Sunday, immigration agents appeared at the family home of a recently deported college student in Austin, Texas, according to the family and their lawyer.

The agents arrived in three unmarked vehicles, and one agent in a green vest marked ERO — Enforcement and Removal Operations — rushed toward the student’s father, Francis López, as he washed his car, López said. He ran into his backyard and closed a latched gate. The agent forced open the gate and proceeded to enter the backyard.

López entered his house and locked the back door, he said. After about two hours, the agents left, without ever trying to communicate with the family or knocking on the door.

Any Lucía López Belloza, a 19-year-old freshman at Babson College in Wellesley, Massachusetts, was traveling home to surprise her family for Thanksgiving when she was detained by immigration authorities at Logan International Airport in Boston on Nov. 20. She was deported two days later to Honduras, the Central American country from which she and her parents fled more than a decade ago.

López’s case has drawn attention to the expanding scope of the Trump administration’s crackdown on immigrants in the country illegally.

Immigration authorities cited a 2015 order of deportation in justifying the removal of López. Her lawyer, Todd Pomerleau, said he found no record of such an order and that she had been deported in violation of a court order that a federal judge signed Nov. 21 that said López could not be removed from the United States while her case was pending. It was not clear why agents from ERO, which is part

of U.S. Immigration and Customs Enforcement, appeared at López’s parents’ home Sunday, but López and her father have spoken broadly to the media about the case. Their home appeared to be the only one where the unmarked vehicles stopped, according to a lawyer for the family, Kristin Etter.

López’s parents’ legal status could have come to the attention of authorities because of media reports about her case, according to immigration groups. The López family’s petition for asylum was denied about a decade ago, but the family says that they were never notified of a deportation order.

The Department of Homeland Security, which oversees ICE, did not respond to a request for comment Sunday afternoon.

U.S. Rep. Greg Casar, a progressive Democrat who represents the López family’s district, said Sunday that the visit was meant to send a message.

“To be clear, the Trump administration is targeting a college student’s family because that college student spoke out about the unjust way that she was treated by the federal government,” Casar said.

Francis López said he was washing his car outside his home Sunday when he saw a white Ford pickup cruising the block. When his youngest daughter, a toddler, darted into the street in front of the truck, López said he ran to get her and lifted his hand, in a gesture of apology.

Within minutes, two more vehicles appeared and the agent in the green vest, who was unmasked, stepped out of one and ran after López, without saying anything.

“Everything happened quickly,” López said, adding that

the agent was armed but did not have his weapon drawn.

“We are a bit scared,” he added, “especially for our daughters.”

The López family immigrated to the United States nearly 12 years ago, fearing for the safety of Any, their firstborn daughter, as crime rose in the Honduran city of San Pedro Sula, López, 38, said in an interview.

They settled in Austin, where López said he works as a tailor and his wife cares for their two younger children, ages 5 and 2, who are both U.S. citizens.

When Any was still a child, the family sought asylum but their petition was denied by a judge, López said. He said the family did not know they had to promptly appeal the decision, and they were not notified of a deportation order for himself, his wife or Any.

Etter, the family’s lawyer, said López and his family live in a “very pretty, tranquil neighborhood in Austin.”

Referring to the immigration agent who entered the backyard, Etter said, “They did not have any papers or any warrant out — I don’t know what kind of judicial warrant they could have, because there is no criminal case.”

When Any López was detained Nov. 20, she was told that she was being removed from the country, where she lived since she was 7, because of a deportation order. (López did not qualify for Deferred Action for Childhood Arrivals, or DACA, because she arrived after the program’s cutoff date.)

Her trip home had been a gift — Francis López’s employer and his wife paid for the flight home, he said.

When Any López’s ticket did not work, she went to a help counter, where she was surrounded by immigration agents, her lawyer said.

Trump blasts lawmaker for remaining Democrat after receiving pardon

President Donald Trump earlier this week upbraided

Rep. Henry Cuellar, D-Texas, for not switching parties in his reelection bid after Trump pardoned him and his wife on bribery charges last week, saying Cuellar’s decision displayed a “lack of LOYALTY.”

Cuellar was indicted by a federal grand jury last year on charges that he and his wife had accepted roughly $600,000 in bribes from an Azerbaijani oil company and a Mexican bank in exchange for promises that he would use his position in ways that would benefit Azerbaijan and the bank.

As one of the few Democrats in Congress who openly criticized former President Joe Biden for not imposing tougher immigration policies, Cuellar received public support and a pardon from Trump, who wrote on social media this week that the former president had gone “after the Congressman, and even the Congressman’s wonderful wife, Imelda, simply for speaking the TRUTH.”

But by Sunday, Trump appeared to have soured on Cuellar for running for reelection in Texas as a Democrat.

switching parties after receiving the pardon. “Next time, no more Mr. Nice guy!” he added.

In an interview on the Fox News program “Sunday Morning Futures,” Cuellar defended himself as a “conservative Democrat” who was willing to work with the Trump administration and said he had prayed for the president and his family at church that morning.

“I prayed for the presidency because if the president succeeds, the country succeeds,” Cuellar said, adding that “as probably the most bipartisan individual, I don’t vote party. I vote for what’s right for the country.”

Cuellar also echoed Trump’s accusations about his indictment, saying that Biden’s Justice Department had tried to “entrap” him because of his views on immigration and that it had attempted a “sting operation” while investigating what the federal indictment said was a bribery scheme that ran from 2014 through 2021. Though the charges against Cuellar were filed during the Biden administration, career prosecutors under Trump’s Justice Department had decided this summer to move ahead with the bribery case despite pressure from Trump to drop the charges.

Library agency reinstates grants canceled by Trump administration

The federal agency that supports the nation’s libraries has restored thousands of grants canceled by the Trump administration, following a federal judge’s ruling that the executive order mandating the cuts was unlawful.

The executive order, issued in March, said the Institute for Museum and Library Services, along with six other small agencies, must “be reduced to the maximum extent consistent with the applicable law.” Soon after, the agency put most of its staff of 70 on administrative leave, fired its board members and began informing grant recipients that their federal funding had been eliminated.

In April, the attorneys general of 21 states filed a lawsuit arguing that the cuts, which included roughly $160 million in funding for state library agencies, violated federal law.

John J. McConnell Jr., chief judge of the U.S. District Court for the District of Rhode Island, ruled in their favor Nov. 21, calling the administration’s moves “arbitrary and capricious.” Canceling funding appropriated by Congress, he said, violated the doctrine of separation of powers.

Last week, the agency announced the restoration of “all federal grants” in a terse post on its website. The post made no reference to the court ruling.

While the library agency is less known to the public than other federal cultural agencies targeted by the Trump administration, such as the National Endowment for the Arts and the National Endowment for the Humanities, the cuts had stirred widespread concern. In a statement this week, the American Library Association hailed the restoration of grants as a victory for all Americans.

“Libraries across the country will be able to resume vital services for learning, imagination and economic opportunity,” said Sam Helmick, the group’s president.

A separate lawsuit brought by the library association and a union representing 42,000 cultural workers nationwide remains ongoing. And future funding for the agency, along with the broader federal budget, has not been set.

The Institute for Museum and Library Services was created in 1996 and reauthorized most recently in 2018 in legislation signed by President Donald Trump during his first term. Last year, it issued nearly $270 million in grants for libraries, museums and archives in every state and territory, with the bulk supporting essential but unglamorous functions like database systems and collections management.

Its largest program delivers roughly $160 million annually to state library agencies, which covers one-third to one-half of their budgets, according to the Chief Officers of State Library Agencies, an independent group representing library officials.

The library agency’s acting director is Keith E. Sonderling, the deputy secretary of labor, who replaced Cyndee Landrum, a career library professional. He was sworn in a few days after Trump’s executive order, shortly before visiting its offices with a team that included at least one employee from the Department of Government Efficiency.

After the visit, Sonderling issued a statement promising to “restore focus on patriotism, ensuring we preserve our country’s core values, promote American exceptionalism and cultivate love of country in future generations.” Since then, the agency has moved to support next year’s 250th anniversary of the Declaration of Independence, which Trump has embraced as a priority.

In September, it announced new grants to support six “Freedom Trucks” that will travel the country next year. Inspired by the “Freedom Train” created during the Bicentennial, they will be equipped with interactive civics exhibits that “aim to make our nation’s history more accessible and reinforce patriotism among Americans of all ages.”

The size of the grants, awarded to America 250, a nonprofit bipartisan group charged with overseeing the federal commemoration, was not disclosed.

The library agency and America 250, which has experienced recent turmoil in its leadership, did not respond to requests for comment.

Democrats call for releasing classified video of deadly boat attacks

Top Democrats called earlier this week for the release of classified video of the U.S. military’s first operation targeting a boat in the Caribbean in early September, an attack that has faced heavy scrutiny in part for its follow-up strike that killed two survivors.

Democrats and Republicans have offered starkly different descriptions of the video, which was seen by some members of Congress but has not been made public. Rep. Adam Smith of Washington, the top Democrat on the House Armed Services Committee, said it was “simply not accurate” that the video of the Sept. 2 strike on the boat carrying 11 individuals showed the survivors trying to flip a capsized boat, rescue its cargo and continue trafficking drugs, as Republicans in Congress have maintained.

“It seems pretty clear they don’t want to release this video because they don’t want people to see it, because it’s very, very difficult to justify,” Smith, who saw the footage last week, said in an interview with ABC’s “This Week” on Sunday.

“When you actually watch the video, you realize they don’t have a radio,” he said. “They’re barely hanging on.”

Top Democrats, including Himes, have said they are confident in U.S. intelligence indicating that the boats struck in the Caribbean and eastern Pacific were involved in drug trafficking. But Himes said Sunday that he did not believe the Trump administration knew the identity of all 11 people killed in the attack on the boat Sept. 2.

President Donald Trump said Wednesday that he would have “no problem” making the classified video public. But Defense Secretary Pete Hegseth said that he might not release the footage because he did not want to “compromise sources and methods.”

“We’re reviewing the process, and we’ll see,” Hegseth said at the Reagan National Defense Forum on Saturday.

Smith pushed back on Hegseth’s reasoning, saying the video was “no different than any of the dozen plus videos” that Hegseth and the Defense Department have posted on social media.

Cotton added, and therefore “remained valid targets.”

Cotton said he would support the release of the classified video, but gave no indication that he would press the Pentagon to do so.

“I would trust Secretary Hegseth and his team to make the decision about whether they can declassify and release the video,” he added. “But again, there’s nothing remarkable about the video, in my opinion.”

Cotton also said he did not learn in the briefing last week with Adm. Frank M. Bradley, commander of the boat strike operation in early September, and Gen. Dan Caine, the chair of the Joint Chiefs of Staff, whether the boat the Pentagon struck Sept. 2 was ferrying narcotics to the United States. “That didn’t come up in my briefing,” he told NBC.

“When we have an opportunity to strike one of these boats, or the intelligence gives us high confidence that everyone on the boat is a valid target because they are associated with these cartels, then I think we need to strike it,” he added.

Rep. Jim Himes of Connecticut, the top Democrat on the House Intelligence Committee, who, like Smith, saw the video in a closed-door briefing last week, told CBS’ “Face the Nation” on Sunday that the two survivors “were barely alive, much less engaging in hostilities,” when the follow-up strike took place.

On Sunday, Sen. Tom Cotton, R-Ark., the chair of the Senate Intelligence Committee and one of the lawmakers briefed on the video last week, told NBC’s “Meet the Press” that the footage of the attack showed two survivors “sitting or standing on top of a capsized boat” before the second strike killed them.

The Trump administration has so far carried out 22 known attacks on boats suspected of trafficking drugs. The total number of people killed reached 87 last week with a strike Thursday on a vessel in the eastern Pacific.

U.S. Southern Command said the boat was operated by a “designated terrorist organization” and carrying narcotics, but provided no evidence for the allegations.

It came a day or two late for Thanksgiving, but congressional Republicans gave democracy lovers something to be thankful for over the holiday weekend: signs of spinal fortitude.

On Friday, the Republican chair and ranking Democrat of the Senate Armed Services Committee vowed to investigate the Trump administration’s legally dubious practice of blowing up Venezuelan boats suspected of running drugs. The top members of the House Armed Services Committee soon followed suit. It seems that some Republican lawmakers are perturbed by reports that a strike Sept. 2 might have veered into the category of war crime. Of specific concern are allegations that a “kill everybody” directive from Secretary of Defense Pete Hegseth led to a follow-up strike on two survivors clinging to the flaming wreckage of a boat demolished by an initial strike.

“Obviously, if that occurred, that would be very serious, and I agree that that would be an illegal act,” Rep. Mike Turner, R-Ohio, said on “Face the Nation” Sunday. Please, Congressman, tell us more.

I realize the idea of this Congress getting serious about reining in Trump flies in the face of all we’ve seen so far. Republican lawmakers have allowed Trump to steamroll them on everything from imposing steep tariffs to clawing back funds already approved by Congress for various projects and agencies. Checks and balances is not a concept for which Trump has much use.

But this rare pushback is bigger than any one policy disagreement or operational misstep. It reflects the newly precarious situation in which the president finds himself. Through a mix of bad timing and the fallout from his own blunders, Trump is taking heat from multiple directions: He has let down some of the MAGA faithful at the same moment that his growing unpopularity and lame-duck status are opening the door for his congressional team to start inching away from him.

Let’s start with the more mundane factors sapping the president’s mojo. His No. 1 job in the eyes of those who voted for him last year, especially those outside the MAGA base, was to lower prices and shore up confidence in the economy. He has so far failed. People still feel pinched. His tariff machinations are unpopular. A recent Yahoo News/ YouGov poll found that 49% of Americans think he has done more to raise prices versus only 24% who think he has done more to lower them.

Nor are his other signature moves generating much joy. Polling shows a majority of Americans disapprove of his handling of issues including health care, immigration and Ukraine. His overall approval is at a low for this term. Even his support among Republicans, while still high, has dipped.

This brewing disenchantment broke loose in last month’s elections, which Democrats dominated. It was a big ol’ red flag for Republicans desperate to keep their slim congressional majority in next year’s midterms.

Like all second-term presidents, Trump is also at the mercy of the calendar — a lame duck getting lamer by the second. Trump has a way of driving his voters to the polls when he is on the ballot, but his days as a presidential contender are done. Even under the best of circumstances, other Republicans would be pondering their future without him. But with a leader this unpopular, the need for postTrump strategizing is all the more urgent.

Then there’s the Jeffrey Epstein debacle.

Trump’s fight to keep the Epstein files under wraps has been a giant pain for Republicans.

It was a sharp about-face from his vow to lead a crusade against above-the-law, left-wing elitists and has fueled suspicions that the president has something to hide. Within MAGA, it has caused friction and fractures, raising questions about Trump’s grip on the movement. The president wound up in a nasty public spat with Rep. Marjorie Taylor Greene, one of his fiercest defenders. For Greene, who has lately been unhappy with a variety of Trump’s moves, including the assault on health insurance coverage, this was the ultimate insult. She announced the week before Thanksgiving that

she would resign from Congress in January.

Trump dealt another blow to the MAGA troops with his chummy White House meeting with Zohran Mamdani, New York City’s mayor-elect. A self-described democratic socialist, not to mention a Muslim and a naturalized American born in Uganda, Mamdani is precisely the sort of boogeyman Trumpists love to demonize. For months, Republicans had been painting him as a wild-eyed left-wing extremist. Trump had called him a “communist lunatic” and a “Jew hater.”

But when the two men got together in November, it was like the meet-cute scene in a rom-com: all smiles and gentle teasing and flattery. “The better he does, the happier I am,” said the president of his new friend.

This stupefied some Trump allies and MAGA commentators, who could not believe their hero had made nice with the enemy. Appalled that the president called Mamdani “rational,” Laura Loomer, the right-wing Trump whisperer, groused, “What’s the purpose of people voting in 2026 if the Democrat policies are ‘rational’?”

Well, the most straightforward reason to vote is that you support your team’s policies or values — or at least disapprove of the opposition’s. But that has never been enough for much of MAGA. For them, policy and ideology take a back seat to what they see as an existential clash between good and evil. Because of this, Trump has been able to change his mind, and his party’s position, about a host of issues without losing his core supporters. Why sweat the finer points of foreign policy or civil liberties when liberal elites are plotting to destroy America!

So when Trump pals around with Mamdani, one of the most vilified members of the enemy army, the cognitive dissonance is fierce.

Trump has insisted that he is MAGA and knows better than anyone what its devotees want. But L’Affaire Epstein and the Mamdani love-in suggest he may be losing the thread. As the head of a movement rooted in grievance and pugilism, the president cannot go soft on his war against cultural elites and the radical left. When he goes off message, it threatens to destabilize a movement that allows no room for collaboration or good-faith differences.

Steve Cropper, guitarist, songwriter and a shaper of Memphis soul music

Steve Cropper, the prodigious guitarist, songwriter and producer who played a pivotal role in shaping the lean gutbucket soul music made at Memphis’ Stax Records in the 1960s and ’70s, died last Wednesday in Nashville, Tennessee. He was 84. His death, at a rehabilitation facility, was confirmed by his wife, Angel Cropper, who did not specify the cause.

As a member of Booker T. & the MG’s, the house rhythm section at Stax, Cropper played the snarling Fender Telecaster lick on “Green Onions,” the funky hit instrumental by the MG’s from 1962. He also contributed the ringing guitar figure that opened Sam & Dave’s gospel-steeped “Soul Man,” the 1966 single on which singer Sam Moore shouted, “Play it, Steve!” to cue Cropper’s stinging single-string solo on the chorus. Both records were Top 10 pop hits and reached No. 1 on the R&B chart.

Cropper had an innate feel for a groove as well as a penchant for feeling over flash — gifts evident in his bell-toned guitar work on Otis Redding’s “(Sittin’ on) The Dock of the Bay.” In 2015, he was ranked 39th on Rolling Stone’s list of the 100 greatest guitarists of all time. Britain’s Mojo magazine slotted him second, behind only Jimi Hendrix, on a similar list of guitarists published in 1996.

“I’ve always thought of myself as a rhythm player,” Cropper said in an interview with Guitar.com in 2021. “I get off on the fact that I can play something over and over and over, while other guitar players don’t want to even know about that. They won’t even play the same riff or the same lick twice.”

Cropper was also a prolific songwriter. His credits, typically as a co-writer, include the epoch-defining likes of “Dock of the Bay,” Wilson Pickett’s “In the Midnight Hour” and Eddie Floyd’s “Knock on Wood.” All three were No. 1 R&B singles. Redding’s record topped the pop chart as well, and won Grammy Awards for best R&B song and best male R&B vocal performance in 1969.

In charge of artists and repertoire at Stax during the 1960s, Cropper produced the recordings of many of the songs he had a hand in writing. His website states that he was “involved in virtually every record issued by Stax from the fall of 1961 through year end 1970.” Judging by the testimony of the Stax

co-founder Jim Stewart, it is not hard to imagine that this was the case.

“Steve was my right-hand man,” Stewart said of Cropper’s contributions to the label’s legacy in Peter Guralnick’s 1986 book, “Sweet Soul Music: Rhythm and Blues and the Southern Dream of Freedom.” “He would come to the studio and sit there and keep the doors open and take care of business; he was disciplined and responsible. Steve was the key.”

Cropper achieved further acclaim in the late 1970s for his work with the Blues Brothers, the musical side project of the “Saturday Night Live” co-stars John Belushi and Dan Aykroyd. By then, Stax had closed, having fallen into insolvency in 1975, and Cropper had begun immersing himself in freelance session and production work with artists such as Art Garfunkel and Ringo Starr.

“Briefcase Full of Blues,” the Blues Brothers’ first album, included a remake of “Soul Man,” complete with a reprise of the shout “Play it, Steve!” from Belushi on the chorus. The single reached No. 14 on the pop chart in 1979, anticipating the release of the 1980 movie “The Blues Brothers,” starring Belushi and Aykroyd and featuring Cropper as Steve “the Colonel” Cropper, who plays in a band called Murph and the Magic Tones. (Born of Cropper’s tendency to take charge of situations, the Colonel was a childhood nickname that stuck with him even after he

established himself as a musician.)

Steven Lee Cropper was born on Oct. 21, 1941, on a farm near Dora, Missouri, near the Arkansas border. He was the only child of Hollis and Grace (Atkins) Cropper. His father was a special agent for the St. LouisSan Francisco Railway, and his mother was a schoolteacher.

Steve was exposed to country music early, but was introduced to gospel and rhythm and blues only after moving to Memphis with his parents at age 9. He bought his first guitar, by mail order, at 14.

His earliest musical influences were stylistically diverse, among them country guitarist Chet Atkins, jazz guitarist Tal Farlow, bluesman Jimmy Reed, and Lowman Pauling of the influential R&B quintet the “5” Royales. (In 2011, he paid tribute to Pauling’s transfixing fretwork with “Dedicated: A Salute to the 5 Royales,” an album featuring singers like Bettye LaVette and Lucinda Williams performing versions of the group’s recordings.)

As a teenager, Cropper and several schoolmates, including the future MG’s bassist Donald “Duck” Dunn, formed a band called the Royal Spades. After changing their name to the Mar-Keys in 1961, they had a Top 10 pop hit with the slinky instrumental “Last Night.” Cropper had by that point also done session work in Memphis for Sun Records and Hi Records.

In 1962, while Cropper and the MG’s were jamming between sessions at Stax, Stewart, impressed by the riffing, organdriven blues he heard, surreptitiously captured the quartet’s playing on tape. “Green Onions” was the result.

Booker T. & the MG’s — organist Booker T. Jones served as the ensemble’s leader — served as the rhythm section at Stax for nine years. Its members also included Al Jackson Jr. on drums and Lewie Steinberg on bass. Dunn replaced Steinberg in 1965.

The original MG’s lineup, with both Black and white members (Cropper was white), helped integrate Stax at a time when the four men would not have been permitted to appear on a public bandstand together in the segregated South.

The MG’s had six Top 40 pop hits for Stax, two of which, “Hang ’Em High” and “Time Is Tight,” were featured on movie soundtracks. Many of their recordings were sampled by hip-hop artists, from Roxanne

Shante to Raekwon of the Wu-Tang Clan. According to the website WhoSampled, more than two dozen acts have interpolated into their recordings passages from the MG’s 1971 album, “Melting Pot.”

In 1970, having released two albums of his own (the second was a collaboration with guitarists Pops Staples and Albert King), Cropper left Stax in a dispute over how the label’s new co-owner, Al Bell, was managing things. (“Melting Pot” was recorded before his departure.)

After opening his own studio in Memphis, Cropper moved to Los Angeles in 1975, doing session work for John Lennon and Leon Russell before joining Levon Helm & the RCO All-Stars. From there, he and Dunn were recruited to play in the Blues Brothers, an affiliation that led to multiple tours and recordings, including appearances in a 1998 movie sequel, “Blues Brothers 2000.” Booker T. & the MG’s were inducted into the Rock & Roll Hall of Fame in 1992. “Cruisin’,” a track from their 1994 reunion album, “That’s the Way It Should Be,” won a Grammy for best pop instrumental performance.

In the 2000s, Cropper released the first of the two albums he made with former Rascals singer Felix Cavaliere and worked on records by Pixies frontman Frank Black. He was elected to the Songwriters Hall of Fame in 2005. He also appeared in “Stax: Soulsville, U.S.A.,” an acclaimed HBO docuseries in 2024.

Cropper’s first marriage, to Betty Grooms, ended in divorce. In 1988, he married Angel Hightower. In addition to his wife, he is survived by two children from his first marriage, Stephen and Ashley Cropper; and two children from his second marriage, Cameron Cropper and Andrea Cropper-Register.

Global equity funds draw inflows ahead of Fed decision

Global equity funds attracted significant inflows in the week through December 3 as expectations of a potential Federal Reserve rate cut this week boosted risk sentiment.

Investors bought global equity funds worth a net $7.93 billion during the week in a reversal from approximately $6.41 billion worth of net sales the prior week, LSEG Lipper data showed.

Investors have priced in an 89.6% chance of a 25 basis point Fed rate reduction on Wednesday, the CME Fed Watch tool shows.

European and Asian equity funds saw a net $6.62 billion and $2.69 billion worth of weekly net purchases.

U.S. equity funds, meanwhile, faced outflows for a second successive week, worth $3.52 billion.

Weekly inflows in sectoral funds at $1.41 billion were the largest in three weeks. Industrials and financials drew a notable $495 million and $336 million respectively in inflows.

Global bond funds saw an $8.61 billion weekly net purchase, a tad higher than the preceding week’s $7.38 billion net purchase.

Money market funds, meanwhile, attracted a sharp $110.4 billion, following three weeks of moderate outflows.

Gold and precious metals commodity funds drew the largest weekly net purchase in six weeks, valued at a net $1.93 billion.

In emerging markets, investors pumped $3.11 billion into equity funds for a sixth weekly net purchase. They also snapped up $682 million worth of bond funds, data for a combined 28,796 funds showed.

Wall Street’s main indexes closed lower on Monday, with most S&P 500 industry sectors in the red, while Treasury yields gained as investors waited nervously for the Federal Reserve monetary policy update due in two days.

Hopes for a December rate cut were solidified after last week’s data that showed consumer spending increased moderately toward the end of the third quarter. However, investors are still waiting for clues about future policy moves from what is expected to be the most divided Fed in years.

“It’ll be hard for the market to find a direction that it wants to follow until after the Fed meeting,” said Carol Schleif, chief market strategist at BMO Private Wealth. “We just came off a really strong earnings season and we won’t have earnings again for another four weeks. The only thing that the market really has to hang its hat on or to point to is the Fed.”

Traders are now pricing in a roughly 89% chance of a 25-ba-

sis-point rate cut on Wednesday according to the CME’s FedWatch Tool.

Meanwhile, higher yields on U.S. Treasury bonds also put some pressure on equities. The U.S. 10-year Treasury yield rose soon after a powerful earthquake struck off the coast of Japan.

Trump wants Venezuela’s leader to go. Here’s

President Donald Trump has been increasing pressure on Venezuela’s leader, Nicolás Maduro, labeling him the head of a terrorist organization, amassing warships in the Caribbean, claiming to close Venezuelan airspace and suggesting imminent strikes on the country.

The Trump administration publicly asserts that its campaign is aimed at preventing Venezuela’s government from sending drugs and criminals to the United States. Former and current officials, however, have said in private that the White House’s ultimate goal is the departure of Maduro, who has held on to power despite losing a presidential election last year.

“It’s not a pressure campaign, it’s much beyond that,” Trump told reporters Wednesday, referring to Venezuela. He added, “You can’t cheat on elections like they did, and be stupid.”

When a reporter asked him last month if Maduro’s days as president were numbered, Trump answered, “I would say yeah.”

The New York Times has reported that the Pentagon has drawn plans for potential military actions in Venezuela, including for Special Operations forces to try to kill or capture Maduro.

People close to Venezuela’s government have said the stress of resisting Trump’s pressure has tired Maduro physically and emotionally, and he has tightened personal security in response to Washington’s threats. His officials suggested to Washington this year that Maduro might consider leaving office in 2027. The Trump administration, however, has pushed for a quicker resignation.

Should Maduro end up losing power, his replacement would be largely determined by the manner of his departure. A voluntary resignation, an internal coup or an external military action would each produce a different set of contenders.

Maduro’s economic leader, Delcy Rodríguez, would be the first in line to replace Maduro if he were to step down or become incapacitated, according to the Venezuelan Constitution. As an interim president, Rodríguez would be required to hold new elections, though the timing would depend on when Maduro stepped down.

A relative moderate, Rodríguez is the ar-

chitect of a market-friendly overhaul that has stabilized the Venezuelan economy after a prolonged collapse. Her privatization of state assets and conservative fiscal policy have left Maduro better prepared to resist this round of economic pressure from Trump.

Partly educated in France, Rodríguez has cultivated ties with Venezuela’s economic elites and with foreign investors and diplomats, presenting herself as a cosmopolitan technocrat in a militaristic and male-dominated government.

Her claim to the presidency, however, would be weakened by Maduro’s election theft. The opposition argues that Maduro and all of his executive appointees are usurpers.

The hard-liner: Diosdado Cabello, interior minister Maduro’s main internal rival, Diosdado Cabello, is the face of the country’s repression apparatus, according to rights groups, as well as the voice of a hard-line faction focused on preserving the current government at any cost.

A retired lieutenant close to Maduro’s predecessor, Hugo Chávez, Cabello has so far been one of the biggest Venezuelan political winners of Trump’s pressure campaign.

The invasion threat has weakened Cabello’s more moderate internal rivals, who supported an economic and diplomatic thaw with the United States. Washington’s warmongering has also provided a useful foil for Cabello’s caustic political style. He has used his frequent public appearances and television show to bash opponents and rally the governing-party faithful against the foreign threat.

As the interior minister, Cabello tightened his grip on Venezuelan security forces over the past year, installing allies in key posts and overseeing systematic arrests of opposition sympathizers.

His harsh tactics, however, also mean that Cabello is the senior official with most to lose from a political transition. Like Maduro, he faces drug trafficking charges in the United States, and he has a $25 million bounty on his head.

A wave of repression that followed the vote forced her to go into hiding inside Venezuela. She has continued denouncing Maduro’s power grab and human rights abuses in video addresses.

Machado has long ruled out any compromise or talks with Venezuela’s government and has been an unequivocal supporter of Trump’s pressure strategy against Maduro.

Her courage and unwavering political agenda have made her the most popular politician in the country, according to polls. That same rejection of compromise, however, has made her an anathema to Venezuela’s governing elites, complicating her path to a negotiated transition.

The elected: Edmundo González, retired diplomat

Edmundo González was a little-known retired civil servant until last year, when he became the opposition’s unlikely presidential candidate. He replaced Machado, who had overwhelmingly won the primary but was barred from participating in the election by the Maduro government.

Unable to take office after the vote, he fled Venezuela for Spain, ceding the opposition spotlight to Machado. In occasional statements from exile, he has struck a more conciliatory tone than his political mentor.

“It would be against my principles and against my lifelong record to advocate any

violence, let alone a coup d’état,” he wrote in The Economist magazine last year.

González’s electoral win gives him the strongest legal claim to the presidency, experts say. His weak political connections, however, would make it difficult for him to hold on to power in the volatile period likely to follow any transition, they add.

The operator: Jorge Rodríguez, congressional speaker

Jorge Rodríguez is the older brother of Delcy Rodríguez and is Maduro’s chief political strategist. He has represented Maduro in talks with the United States for years, including in negotiations with the Trump administration this year.

His claim to power would stem from his official job as the speaker of Venezuela’s Congress. The governing party won a majority in a parliamentary vote in May after running largely unopposed.

As the head of an elected body, Jorge Rodríguez could have political legitimacy in a transition, some constitutional experts say. Others disagree, arguing that he should have no role because the parliamentary elections were neither free nor fair.

A skilled political operator, Rodríguez lacks popular support, polls show. His standing inside the government has also been weakened by his decision to go ahead with last year’s presidential election, even as the polls showed Maduro heading for a decisive loss.

The general: Vladimir Padrino López, defense minister

Venezuela’s highest-ranking officer, Gen. Vladimir Padrino López, has been entrusted by Maduro for years with preserving the loyalty of the disparate factions of the country’s armed forces.

He occasionally made pro-democracy references in previous years, and media reports implicated him in a failed coup attempt against Maduro in 2019. This has led political commentators and journalists to speculate for years about his ultimate loyalties.

In public, Padrino López has staunchly defended Maduro, and units under his command have suppressed anti-government protests over the years.

Padrino López has no formal path to the country’s top office. The vital position of the military in Venezuelan politics, however, means that he could play an important role in any transition, according to analysts and people close to the government.

United Nations cuts its 2026 emergency aid budget in half

The United Nations plans to reduce by half the amount of money it requests from donor countries in 2026 to help people affected by war and natural disasters, a consequence of the drastic cuts by the United States and European governments to their foreign aid budgets.

Tom Fletcher, the U.N. undersecretary-general for humanitarian affairs, told reporters that after “excruciating lifeand-death choices,” the priority for its 2026 fundraising appeal, which started Monday, is to raise $23 billion to deliver aid to 87 million people, about half the $47 billion that it requested in 2025.

Nominally, the U.N. and partner agencies are seeking $33 billion to reach 135 million victims of war and natural disasters in 2026 in its annual appeal to donor countries, but it has narrowed that fundraising goal after failing to meet its targets for this year, Fletcher said. The U.N. Office for the Coordination of Humanitarian Affairs, which he leads, tried to raise $47 billion for aid operations in 2025 but scaled down that appeal to $29 billion midyear. It has received only $12 billion in 2025.

Humanitarian aid provided by the United Nations is financed almost entirely by voluntary donations from member countries, and most of those donations come from the United States and Europe.

“This is a heartbreaking report to share. There is pain on every page,” Fletcher said of the appeal. “We are overstretched, underfunded and under attack.”

The Trump administration has repeatedly questioned the value of the United Nations, pulled the United States out of several U.N. agencies, clawed back $1 billion in funding and told Congress that it plans to cut another $1 billion. European countries, including Britain, the Netherlands and Sweden, have also pulled back on U.N. funding and other forms of aid, to focus on defense and other domestic priorities.

tarian aid programs: “Food budgets were slashed even as famines hit parts of Sudan and Gaza. Health systems broke apart. Thousands lost access to essential services,” he said.

More than 150 health facilities in Somalia were closed, and in Afghanistan, which is also experiencing rising malnutrition, the U.N. says it will be able to support about 1 million people through the harsh winter months this year, compared with more than 5 million in 2024.

The challenge for international aid agencies, Fletcher said, will be to mobilize enough funds to avoid further reductions to its services in 2026 and beyond.

Fletcher said he had “practical, constructive conversations” almost daily with the Trump administration about what the United Nations is doing. But he will also be trying to attract new sources of money, including donations from the private sector, to try to bridge its funding gaps.

“I would be lying if I said this moment isn’t daunting,” Fletcher said. “It feels like we’re jumping off a cliff, not knowing whether anyone will catch us.”

The U.N. and international aid agencies estimate that a quarter of a billion people are in urgent need of humanitarian aid. The use of heavy weapons in conflicts in urban areas, the appeal notes, is driving up the toll of civilian casualties and the scale of destruction. Wars in Ukraine, the Gaza Strip and Sudan have also seen devastating attacks on hospitals and on those delivering humanitarian aid. The appeal reports that 705 aid workers have been killed since the start of 2024.

The U.N. aid plan for 2026, drawn up in consultation with more than 500 partner agencies, includes funding for people affected by several major conflicts. It includes $4 billion in emergency relief for Gaza, where aid entering the territory has increased since a ceasefire deal in October but, the U.N. says, remains well below the level of need; $2 billion for the millions displaced by the war inside Sudan and another $1 billion to support refugees who have fled from that conflict; $1.4 billion to aid victims of conflict in Congo; more than $2 billion for emergency aid to Syria and nearly $3 billion for Syrian refugees.

But U.N. officials acknowledge that its financial pressures reflect donor impatience with inefficiency and duplication in the U.N.’s convoluted bureaucracy. In addition to the appeal from the humanitarian aid agency, other U.N. agencies are also reaching out to donor countries, in some cases with overlapping appeals: The U.N. refugee agency is calling for $8 billion for operations in 2026. The Food & Agriculture Organization, one of two U.N. agencies tackling food security, has recently appealed for $2 billion for 2026, and Fletcher will soon issue a separate call for support for the U.N. Central Emergency Relief Fund. The 2026 aid plans try to address these concerns, Fletcher said. The U.N. will deliver more aid through local partners and provide more cash assistance, to lower the costs of delivering aid. It will also focus only on the most acute emergencies, leaving longer-term needs to development agencies and international financial institutions.

Powell faces pressure from multiple fronts as Fed prepares to cut rates

At a congressional hearing in June, Jerome Powell touched briefly on his goals for his final year at the helm of the Federal Reserve.

“All I want to do in what’s left of my time at the Fed is to have the economy be strong, have inflation be under control and have a solid labor market,” Powell told members of the House Financial Services Committee. “I want to turn it over to my successor in that condition.”

Six months later, Powell is facing a host of economic threats, including resurgent price pressures and stalling jobs growth. That has created a rift inside the central bank about what threat to focus on, shattering the consensus that Powell had been able to cultivate around interest rate decisions through his eight years as chair.

Powell is also under attack by people outside the central bank — chiefly President Donald Trump, who has spent months browbeating him for not slashing borrowing costs. Other broadsides have come from the contenders to replace Powell when his term ends in May, a list Trump said had been whittled down to one front-runner broadly assumed to be Kevin A. Hassett, the White House’s top economic adviser.

It is against this backdrop that Powell is expected to steer the central bank toward a third consecutive interest rate reduction this week at the Fed’s final gathering of the year. What on the surface appears to be a routine decision, however, has been anything but, underscoring the acute challenge that Powell is up against in his remaining months as chair.

“You can make a perfectly good case for cutting at this point, and you could also make a reasonable case for not,” said Jon Faust, a fellow at the Center for Financial Economics at Johns Hopkins University and a former senior adviser to Powell.

Such an unusually close call suggests that the Fed could struggle to provide much more relief to borrowers if the economy holds steady, an uncomfortable spot for the politically independent central bank.

“If there aren’t sequential cuts forthcoming, the heat from the president will very quickly ratchet back up,” Faust said.

A fractured Fed Powell started to sound unnerved around the time that Trump unveiled sky-high tariffs on nearly all of the country’s trading partners in April. The Fed chair had been relatively sanguine about the economic outlook before that point, refuting worries that stagflation — a combination of higher inflation and slower growth — was at risk of taking root.

Even after the president backtracked on his initial round of tariffs, Powell started to articulate how the Fed would confront a situation in which its goals of low, stable prices and a healthy labor were in tension with one another. It would force the Fed to make “what will no doubt be a very difficult judgment” about which to make a prior-

ity, he conceded.

The economy has so far avoided outright stagflation, but the Fed appears further from its goals than at the start of the year. Inflation has edged up, and it is unclear if the full effects of Trump’s tariffs on consumer prices have materialized. Monthly jobs growth has sharply slowed and the unemployment rate has ticked up, even as consumers continue to spend.

That has prompted a fierce debate among officials about where the biggest risk lies and how to set interest rates accordingly. For those more worried about the labor market, an interest rate reduction is necessary to avoid causing undue economic pain. For those concerned about inflation, standing pat is seen as more prudent to avoid inadvertently stoking price pressures and causing inflation to remain stuck above the Fed’s 2% target.

Once-unanimous policy decisions have since been replaced by much more fractured votes that have featured dissents in opposite directions. December’s decision is expected to be no different.

The balance only tipped in favor of another quarterpoint reduction recently, after John C. Williams, president of the Federal Reserve Bank of New York and a close ally of Powell, signaled support for one. Williams, who has a permanent vote on the policy-setting committee, joined a powerful group of officials backing a cut, including mul-

tiple members of the board of governors based in Washington. Those officials vote at every meeting.

In the other camp sit many of the officials who lead the 12 regional reserve banks across the country and vote on policy decisions on a rotating basis. One of those is Jeffrey K. Schmid, the president of the Kansas City Fed, who cast an official dissent against October’s cut.

Dissents in both directions are once again likely this week. While some officials want the Fed to pause, Stephen Miran, Trump’s pick to join the Fed’s board, has said consistently that he wants larger, half-point reductions.

Opting for a quarter-point cut is likely to prevent an even bigger fight from breaking out, said Ajay Rajadhyaksha, global chair of research at Barclays, who warned that there was a risk of “even more strident dissents” without one.

Succession planning

Trump is expected to name Powell’s successor early next year. Hassett, a longtime loyalist of the president, is widely seen as his preferred pick. Since returning to the White House as director of the White House’s National Economic Council, Hassett has become a mainstay on cable TV promoting the need for substantially lower interest rates despite forecasting strong growth next year.

Hassett has also amplified his criticism of the central bank, faulting the staff and accusing officials of injecting politics into their policy decision-making. He also questioned at one point if Powell should be fired over his handling of renovations to the Fed’s Washington headquarters after the costs attracted the president’s ire.

Whoever is selected to lead the Fed will inherit many of the challenges that Powell is dealing with. For one, the next chair may struggle to deliver the interest rate cuts that Trump so desperately wants given the split among voting members.

Even Scott Bessent, the Treasury secretary who is also leading the search, acknowledged recently the limitations of the chair’s influence.

“At end of the day, he or she is one vote,” he said last week at The New York Times’ DealBook Conference. Next year, many of the regional presidents who are most vocally opposed to further interest rate cuts will also be voting members of the policy committee, suggesting that the bar for reducing borrowing costs further is likely to shift higher.

Barcelona is made of math

Every summer, scores of tourists take to the bustling streets of Barcelona, Spain, a city known for its breathtaking architecture. Nicolás Atanes Santos, a young Spanish mathematician, sees this as an opportunity to engage more people in his favorite subject.

In partnership with the regional government of Catalonia, Santos created what he calls “math trails,” self-guided walking tours for visitors to explore landmarks of different Spanish cities, one math problem at a time.

Mathematics is used in architecture for both function and design. Trigonometry helps calculate angles and heights. Symmetry creates proportion and balance. Geometry brings shape and form to life.

For Santos, math can also inspire ideas about structures that have already been built — a new way to see and appreciate the world. Inspired by this idea, The New York Times created a tour of some of the most striking architecture in Barcelona, a city where math and exploration meet.

Santos is an undergraduate student at the National University of Distance Education, and has studied mathematics in Burgos, Pamplona and Barcelona. His walking tours are a part of a personal mission to bring math to the streets, a response to the broad distaste he perceives for his field of study.

“People are often afraid of mathematics,” Santos said. “They remember nothing but the stress of learning things they couldn’t see practical applications for.”

Or they find it boring and mechanical,

he explained, consisting only of formulas to memorize.

But for Santos, mathematics means more than that. It is something to be discovered, an international language that connects people with place.

Santos has helped create math trails for tourists who stroll the streets of Barcelona, Girona, Lleida, Tarragona and Tortosa. Everywhere, he said, there are “many puzzles, many problems, that are very beautiful.”

Mathematics, it seems, is anywhere you choose to find it — in architecture, but also in music, the flow of traffic and bowling.

“It’s all around us,” Santos said. “It transcends borders, countries, cultures and even eras.”

La Sagrada Família

At the heart of the city lies perhaps the most iconic structure in Barcelona. La Sagrada Família, a Catholic church that has been under construction since 1882, is the magnum opus of Spanish architect Antoni Gaudí. Visiting the unfinished church immerses you in shapes: circles, spirals, hyperboloids. “The straight line belongs to men,” some believe Gaudí once said. “The curved line to God.”

The Passion facade is one of three fronts of the church. Its columns, 77 feet long and 48 feet apart, form an arch that can be approximated by two right triangles. Use the Pythagorean theorem, a² + b² = c², to estimate the height of the arch. Here, a = 24 feet, half the distance between the columns; c is roughly 77 feet. With the Pythagorean theorem, that makes b, the height of the arch, about 73 feet. The shape of the arch mirrors the broader design of the church: The tallest tower, still under construction, will be in the

Crowds once walked through the arches of La Plaza de Toros Monumental de Barcelona to watch matadors whip capes at angry bulls. The circular bullring, known to many as La Monumental, hosted one of the last bullfights in the region. The sport declined in popularity amid concerns about animal cruelty. La Monumental now functions as a venue for concerts, food festivals and other events. It also contains a bullfighting museum.

The bullring measures about 168 feet across. What is the length of its perimeter? To compute a circle’s perimeter, known as its circumference, multiply its diameter by pi. Torre Glòries

Torre Glòries is one of the tallest buildings in Barcelona, and provides one of the best views of the city from above. Designed by Jean Nouvel, a French architect, the building is reminiscent of a geyser shooting water into the sky. Its exterior is made of thousands of aluminum plates and glass panes, which shimmer in the sunlight. Panel votes to stop recommending hepatitis B shots at birth for most newborns

Afederal vaccine committee last Friday took a major step toward Health Secretary Robert F. Kennedy Jr.’s goal of remaking the childhood vaccine schedule, voting to end a decades-long recommendation that all newborns be immunized at birth against hepatitis B, a highly infectious virus that can cause severe liver damage.

The divisiveness and dysfunction of the committee in making the decision, however, raised questions about the reliability of the advisory process and left at least one critic “very concerned about the future” of the Centers for Disease Control and Prevention.

The panel, called the Advisory Committee on Immunization Practices, voted 8-3 that women who test negative for hepatitis B should consult with their health care provider and decide “when or if” their child will be vaccinated against the virus at birth. The committee did not change the recommendation that newborns of mothers known to be infected or whose status is unknown be immunized. The shift is not expected to affect insurance coverage of the shots.

The new recommendations will become official CDC guidance once Jim O’Neill, the agency’s acting director, accepts them.

More changes to vaccine policy are likely to follow in the coming months, as the committee goes on to review all childhood immunizations. The meeting’s presenters and at least some of the panelists are known for their anti-vaccine views and are close associates of Kennedy.

Aaron Siri, a lawyer who for years joined with Kennedy in court battles over vaccines, talked at length later in the day about the evolution of the childhood schedule. Siri has petitioned the government to stop distribution of 13 vaccines, including polio vaccines.

The meeting dealt another blow to the CDC’s standing as an authority that the nation and the world could look to for advice on issues of public health.

“Today is a defining moment for our country,” said Michael Osterholm, a public health expert at the University of Minnesota. “We can no longer trust federal health authorities when it comes to vaccines.”

President Donald Trump described the committee’s decision as “very good” in a social media post Friday evening, and said he had signed a memorandum to “fast track” an evaluation of the vaccine schedule. The memorandum called on Kennedy to compare the U.S. schedule with those of other countries that he said gave children fewer vaccinations, and potentially “align” them.

Dr. Debra Houry, who served as the CDC’s chief medical officer before resigning in protest in August, said she found it “heartbreaking to see this science-driven agency turn into an ideological machine.”

Political appointees, many of them vaccine skeptics, are now in high agency positions, she noted.

“I am very concerned about the future of CDC at this point,” Houry said.

uled for the September meeting but were deferred twice because some members said there was insufficient data to make a decision. The committee attempted the vote again Thursday but postponed it after some panelists questioned whether a change to the recommendation was warranted.

Some panelists noted that universal hepatitis B vaccination at birth had helped to nearly eliminate cases among newborns in the United States and that there was no evidence of harm from the shots at any age.

“We know it’s safe, and we know it’s very effective,” Dr. Cody Meissner, a professor of pediatrics at the Dartmouth Geisel School of Medicine, said during Friday’s meeting. He warned that if the proposal passed, “we will see more children and adolescents and adults infected with hepatitis B.”

Kennedy and his associates have argued that hepatitis B is primarily a sexually transmitted disease and that babies do not need the protection unless their mothers are infected.

But supporters of the vaccine note that the virus can be spread by people who do not know they have it, as well as by household objects like toothbrushes, razors or combs that are used by an infected person. Only about half of cases before 1991 were a result of transmission from an infected mother.

The CDC has recommended for almost 35 years that doctors administer the first dose of the hepatitis B vaccine within 12 hours of birth to infants whose mother is known to be infected, and within 24 hours for all other newborns. The first dose is given on its own, but two later doses are often administered as combination products containing vaccines for other diseases, like diphtheria, tetanus and polio.

The panelists recommended that for infants born to mothers who test negative for the virus, parents should decide whether and when to immunize their babies in consultation with their health care providers.

Parents and their providers should “consider vaccine benefits, vaccine risks, and infection risks” and administer the shot “no earlier than 2 months of age,” the committee’s new recommendation says.

The panel also voted 6-4 to recommend that parents seek out antibody tests to evaluate the effectiveness of the vac-

cine, although there was disagreement about whether such tests were meaningful in determining how much protection the shots afforded. One panelist abstained from the vote. The vaccine panel does not typically make recommendations about testing.

In a third vote, the panel agreed to include the hepatitis B vaccine in the Vaccines for Children program, which provides shots free to about half of American children. But Dr. Robert Malone, the panel’s vice chair, who ran the meeting, seemed unaware that a separate vote was required to ensure coverage of the vaccine; members had also needed to be reminded of this procedure at their June meeting.

Kennedy fired all 17 previous members of the vaccine panel in June, replacing them with people who largely share his skepticism about vaccines. Meetings of the new members, most of whom have no experience in vaccine research or clinical practice, have been marred by disorganization and intense disagreements, sometimes devolving into shouting matches.

Siri began his presentation with a long list of his conflicts of interest, which include dozens of lawsuits involving vaccines against federal agencies. Over more than 95 minutes, he said that the clinical trials that tested childhood vaccines were too small and that the study populations were not diverse enough, opinions shared by some vaccine experts.

But he also repeated his frequent and incorrect claim that “not one” of the shots administered to children had been compared against a placebo or an inert substance. He cited discredited studies as evidence of vaccine harm, and questioned studies that detailed the benefits of vaccination.

Siri’s presentation was replete with “falsehoods and misrepresentation of the data,” and he conflated informed consent with mandates, said Dr. Helen Chu, a professor of medicine at the University of Washington.

Malone said that the committee had invited Dr. Paul Offit and Dr. Peter Hotez, two prominent vaccine experts, to present at the meeting, and lamented the fact that both had declined.

Offit, a pediatrician at the University of Pennsylvania, said the panel was offering misleading information to parents.

“This is a political group, not a scientific group,” he said in a message. “I don’t want any part of that.”

Hotez, dean of the National School of Tropical Medicine at Baylor College of Medicine, echoed that sentiment. “I declined because ACIP seems to have shifted its mission away from science and evidence-based medicine,” he said in a message, referring to the vaccine committee. “I’m always happy to discuss the science of vaccines with individuals or groups who are committed to truth and genuine intellectual inquiry.”

A majority of the public may be inclined to agree. If the CDC and the American Medical Association were to offer conflicting advice, according to a survey released Monday by the Annenberg Public Policy Center of the University of Pennsylvania, more than twice as many Americans would trust the medical organization over the nation’s premier public health agency.

Crabbers, Senators, Indians & Giants earn victories in LBPRC

The Santurce Crabbers, San Juan Senators, Mayagüez Indians and Carolina Giants all secured victories on Sunday in Roberto Clemente Professional Baseball League (LBPRC by its initials in Spanish) play.

The Crabbers (Cangrejeros) swept a doubleheader against the Caguas Criollos, winning 9-3 and 3-2.

With those two victories, the Crabbers now have a 16-8 record atop the LBPRC standings. They extended their lead to 3.5 games over the Ponce Lions (Leones), who are in second place at 12-11. The Criollos, meanwhile, saw their four-game winning streak snapped and dropped back to fifth place in the standings with an 11-13 record.

In the first game, outfielder Nelson Velázquez picked up where he left off the previous night, driving in the Criollos’ first run in the first inning with a single to left field. However, it didn’t take long for Santurce to respond. In the top of the second, the Crabbers scored two runs on a double by Juan Centeno and a sacrifice fly by Rubén Castro to take a 2-1 lead.

Santurce pulled away in the third inning, scoring four runs to make it 6-1, courtesy of singles by Shed Long Jr. and Jack López, a wild pitch by Caguas reliever Brendan Cellucci, and a fielding error by shortstop Luis Vázquez. The Criollos scored once more with a single by José Miranda to make it 6-2 in the bottom of the inning.

Santurce added three more runs in the fifth inning with a single by Edwin Arroyo and a double by Spencer Packard, while Caguas scored their final run when José Miranda hit a sacrifice fly, making the score 9-3. Blake Abeyta improved his record to 5-0, earning the win after pitching one scoreless inning. Criollos right-hander Paolo Espino (0-1) took the loss after al-

lowing two of the Crabbers’ nine runs in his two innings of work, in his first game of the season.

In the second game, the Crabbers took the lead with a three-run rally -- resulting from a bases-loaded walk and a single by Roy Morales -- in the third inning. The Criollos narrowed the gap when Velázquez hit his third home run of the season to make the score 3-2.

Right-hander Case Matter (1-0) earned the win with one inning of work, while Duane Underwood Jr. (0-1) suffered the loss, allowing three runs in two and twothirds innings pitched in his return to the Criollos. Robert Gsellman recorded his fourth save.

In Hato Rey, the Senators (Senadores) and the Indians (Indios) split a doubleheader played at Hiram Bithorn Stadium. The Senators won the first game 3-1, and the Indians prevailed in the nightcap, 2-1.

The Indians now have an 11-11 record. The Senators are 8-15.

In the first game, a home run by Matthew Lugo over the left field fence at the beginning of the first inning opened the scoring for the Indians.

Later, the Senators took the lead with three runs in the fourth inning. San Juan’s first and third runs came off an RBI line drive to center field by import player Narciso Crook that tied the game at 1-1. Then, an error by Indians third baseman, Emmanuel Rivera, and a double by Alan Marrero drove in two more runs to give the Senators a 3-1 lead. Import pitcher Brady Tedesco earned his first win of the season for San Juan, allowing one run in five and one-third innings. The right-hander, who improved to 1-3, struck out four and walked three. The loss went to left-hander Héctor Hernández (0-1) after he allowed three runs, one earned, in five innings. Right-hander Minato Aoyama earned his first save.

In the second game, Crook hit a solo

home run to give San Juan a 1-0 lead in the second inning. The Indians answered in the fourth inning with a two-run double by major leaguer Martín “Machete” Maldonado.

This time the win went to reliever Derek West (1-1), who did not allow any hits or runs in one inning pitched. The loss went to Yanzel Correa (0-2) after he allowed two runs in two-thirds of an inning. Right-hander Jorge López earned his first save.

Finally, the Giants (Gigantes) extended their winning streak to four games by defeating the Ponce Lions (Leones) twice, 4-3 and 6-0, at Francisco “Paquito” Montaner Stadium in Ponce.

Despite setbacks, Ponce remained in second place in the standings with a 12-11 record. Third-place Carolina improved to 12-12.

The Lions’ first two runs came courtesy of Giants’ Japanese import starting pitcher Kazuo Ohno. The right-hander walked Edwin Díaz with the bases loaded

in the third inning and threw a wild pitch that allowed Sammy Hernández to score in the fourth.

The Giants tied the game at 2-2 in the top of the fifth on a home run by Ryuta Hirose and a single by Johnathan Rodríguez. An RBI double by veteran Jesmuel Valentín put Ponce ahead 3-2 in the sixth. In the next inning, the Giants took the lead for good when Hirose and Rodríguez scored on a sacrifice bunt and a sacrifice fly, respectively.

Right-hander Osvado Berríos (2-0) earned the win, allowing one run on three hits and striking out two in two innings. Julio Torres Jr. (1-1) took the loss, giving up two runs in one-third of an inning.

The second game was dominated by Carolina right-hander Matt Givin (1-1), who pitched all seven innings without allowing a run.

A single by Rodríguez combined with a walk to Josh Hatcher gave the Giants their first two runs in the first inning. In the seventh inning, Deniel Ortiz drove in a run with a powerful line drive to make it 3-0, and before the inning was over Carolina had added three more runs for what would be the final tally.

The loss went to veteran Freddie Cabrera, who allowed two runs in four and twothirds innings. The right-hander gave up five hits, walked two and struck out one.
