Gov. Jenniffer González Colón has signed into law four Senate bills, enacting measures that strengthen navigation safety laws, clarify forensic investigation procedures, protect religious activities, and recognize human trafficking victims.
The new laws, all sponsored by Senate President Thomas Rivera Schatz and co-authored by various legislators, amend existing statutes to close legal gaps and align Puerto Rico’s legal framework with contemporary standards.
Senate Bill 37, now Law 140-2025, updates the “Navigation and Water Safety Law of Puerto Rico” (Law 430-2000) to reflect the fixed sentencing system established by the 2012 Penal Code.
The amendments impose a three-year prison term for causing bodily injury while operating a vessel and clarify that deaths resulting from such incidents will be prosecuted under the Penal Code. Legislators said the changes eliminate inconsistencies that hinder rehabilitation and reintegration goals.
Senate Bill 45, enacted as Law 141-2025, ensures that individuals exploited through human trafficking are treated as victims rather than criminals. The law excludes criminal liability for offenses committed as a direct consequence of victimization, aiming to reduce fear of prosecution and encourage victims to seek protection and justice.
“This measure reflects Puerto Rico’s commitment to combating modern slavery,” the bill’s authors stated.
Senate Bill 48, now Act 142-2025, amends the law that created the Puerto Rico Institute of Forensic Sciences. It removes investigative powers previously granted to judges, reaffirming that prosecutors hold sole authority to direct investigations and authorize the removal of corpses. The change seeks to eliminate confusion and streamline forensic procedures.
Senate Bill 503, signed as Law 143-2025, adds Article 179(A) to the Penal Code, making it a misdemeanor to obstruct or interrupt religious activities through force, intimidation, or violence. Repeat offenders will face imprisonment. Lawmakers emphasized that the measure safeguards constitutional rights to worship without interference.
The four laws reflect a broad legislative effort to enhance public safety, uphold victims’ rights, and ensure clarity in Puerto Rico’s legal system, legislators said.

Arecibo District Sen. Héctor “Gaby” González López announced on Sunday that a Health and Services Fair will be held this Thursday in Arecibo.
The event, organized in coordination with the Arecibo Municipal Administration, aims to bring government services and direct assistance closer to the residents of the district.
The fair will be held on María de Hostos Street (in front of the Arecibo Cathedral), from 9 a.m. to 1 p.m.
González emphasized the importance of the event.
“This is a great opportunity for people who have any pending paperwork with a government agency, as we will be centralizing services,” he said. “We urge everyone in our district to take advantage of this great opportunity and concentration of resources.”
In addition to receiving services from multiple agencies,
attendees will enjoy several benefits. Hot meals will be offered to the first 200 people who arrive at the event, and food boxes will also be distributed to the first 300 people. To liven up the day, which marks the beginning of the Christmas season, the event will feature live music and the participation of local artisans.
The fair will feature the presence of more than 20 island government agencies, in addition to that of the municipal administration.
Confirmed agencies include the Department of Labor and Human Resources, the Community Socio-Economic Institute, Conexión Laboral Norte Central, the Office of the Ombudsman for the Elderly, and the State Insurance Fund Corp. Also participating will be Legal Services of Puerto Rico, the departments of Economic Development and Commerce, Agriculture, and Health, and the Puerto Rico Police, among numerous other agencies and public corporations, including LUMA Energy, the Aqueduct and Sewer Authority and the Citizen’s Ombudsman’s Office.

An omnibus hearing scheduled for this Wednesday is expected to spotlight growing friction between Puerto Rico Electric Power Authority (PREPA) bondholders and the island’s Financial Oversight and Management Board over the handling of discovery tied to a $3.7 billion administrative expense claim.
The dispute came to a head in a joint status report filed on Nov. 24, when the bondholders accused the oversight board of using the report to “approximate a motion for a protective order” rather than comply with court instructions. U.S. District Judge Laura Taylor Swain, who oversees Puerto Rico’s Title III bankruptcy proceedings, had directed both sides to propose a timeline for limited and targeted discovery into the bondholders’ claim.
Bondholders argue they are entitled to an administrative expense claim on net revenues PREPA spent during its years-long
bankruptcy, a position that could significantly impact creditor recoveries. In their filing, they criticized the oversight board for failing to provide “the specific information actual-

U.S. District Court Judge Laura Taylor Swain
ly requested by this court,” noting that the oversight board did not outline a discovery schedule and instead asserted that document production was largely complete.
The oversight board countered that it had already been responsive to document requests and said there was little left to produce. It also argued that it could not “discuss or assist” with discovery until after its rate review proceeding before the Puerto Rico Energy Bureau, a process that could influence PREPA’s future revenue structure, concludes on Dec. 19.
Complicating matters is the current state of the oversight board itself. The case remains stayed while the board undergoes reconstitution following President Donald Trump’s decision in August to remove most of its members. Although some members were reinstated by court order, the board still lacks a five-member quorum, leaving key decisions in limbo.
Swain has emphasized that any discovery process should be “limited and targeted,”
but the lack of consensus between the parties -- and the oversight board’s internal uncertainty -- has slowed progress. Bondholders maintain that the oversight board’s approach effectively seeks to shield it from further obligations, while the board insists it has already fulfilled its responsibilities.
The administrative expense claim represents one of the most contentious issues in PREPA’s restructuring. If granted, it could give bondholders priority over other creditors, reshaping the financial landscape of the utility’s bankruptcy. PREPA, which has been under Title III protection since 2017, is the largest public power utility in the U.S. and a critical component of Puerto Rico’s economic recovery.
Wednesday’s omnibus hearing is expected to address the procedural disputes and set the tone for how discovery -- and potentially the broader claim -- will move forward once the oversight board regains full functionality.

Some 600 public school seniors received guidance on the offerings of universities and other educational institutions in Puerto Rico during a new fair focused on opportunities for young people after graduating from high school.
The initiative came from the Speaker of the Puerto Rico House of Representatives, Carlos “Johnny” Méndez Nuñez, and involved the participation of some 25 post-secondary educational institutions.
“During the past few years we have observed a renewed interest among our young people in entering institutions that provide university education, and we must support this with concrete actions,” the House speaker said. “That is why we developed this concept of ‘Uniferia,’ focused on providing these fourth-year students, months away from graduating, with all the guidance they need to make one of the most important decisions in their lives.”
The event, held last week at the Maestro Tomás Dones Hernández Coliseum in Fajardo, attracted students from several municipalities in the northeast region of the island.
“With this initiative, we aim to broaden
the range of postgraduate options,” added Méndez Nuñez, who is also the representative for House District 36 (Río Grande, Luquillo, Fajardo, Ceiba, Vieques, and Culebra). “We want students to have accurate and clear information about what each university or institution offers and how these programs can help them reach their full academic and professional potential.”
Among the exhibitors were the University of Puerto Rico (UPR), Río Piedras and Humacao campuses; Inter-American University; Universidad del Sagrado Corazón (Sacred Heart University); Central University of the Caribbean; ICPR Junior College; San Juan Hotel School; Columbia University; EDP University; Mech Tech; AutoMeca; Art and Technology High School; Humacao University; Professional Institute; Modern HairStyling Institute; ADTEC College; Dewey University; and the Puerto Rico Conservatory of Music, as well as the U.S. Coast Guard, Army and Marine Corps, among others.
The fair was supported by the island Department of Health, Traffic Safety Commission, Department of Economic Development and Commerce, Department of Labor and Human Resources, Puerto Rico Tourism Company, Department of Recreation and
Sports, Puerto Rico Police Bureau and Driver Service Centers (CESCO), among other central government agencies, as well as the Municipality of Fajardo.
Also present at the event were private sector entities such as Econo Supermarkets, as

Aseven-year natural gas supply contract with New Fortress Energy (NFE) that the island government signed last week is expected to significantly increase electricity bills, leading to estimated consumer overpayments of between $1.2 billion and $2 billion, according to unnamed sources.
As previously reported by the STAR, the government claims that the approved contract will yield savings of over $54 million annually, amounting to more than $375 million over the contract’s lifespan, which should directly influence generation costs. The new agreement includes a base term of seven years with an option to extend for three additional years, in contrast to the previously proposed 15-year term. The estimated cost of the contract is $4 billion, which represents a reduction of some $16 billion compared to the initial proposal. The agreement also features decreases in
supply charges, including a 22% reduction for temporary units (from $10.29 to $7.95) and a fixed price of $6.50 for the San Juan 5 and 6 units.
However, a closer examination of the signed terms reveals rigid purchase volumes, inflated prices, and rates tied to the Henry Hub index with substantial premiums. Under the new contract, Puerto Rico is obligated to purchase 40 to 50 TBtu of gas annually, regardless of actual demand. Prices are set at $3 to $4.50 per MMBtu higher than what similar U.S. utilities pay.
That premium -- approximately $3.90 per MMBtu -- translates to an extra cost of about 1.3 cents per kilowatt-hour (kWh). For a household consuming 500 kWh per month, this results in an additional $6.50 on their bill; for those using 1,000 kWh, the increase is about $13. This calculation only accounts for the structural fuel overcharge and does not include conversion costs, future fees, or the risk of paying for unused gas, as analyzed by the STAR.

A closer examination of the signed terms of a new liquefied natural gas supply agreement between the Puerto Rico government and New Fortress Energy reveals rigid purchase volumes, inflated prices, and rates tied to the Henry Hub index with substantial premiums, critics of the deal say. (newfortressenergy.com)
Overall, Puerto Rico will incur an additional cost of 1.5 to 2 cents per kWh for seven years, effectively creating an energy tax without a vote or public discussion, the sources said. Annual overcharges are projected to range between $155 million and $195 million, totaling between $1.1 billion and $1.4 billion over the duration of the contract.

Gregorio Igartúa, a longtime pro-statehood activist and attorney, is calling out the Organization of American States (OAS) for what he describes as an “unjustifiable and discriminatory” delay in resolving a petition he filed nearly two decades ago seeking equal voting rights for Puerto Rico’s residents.
The case, Igartua et al. v. United States (#13.154-Pet. 776-06), was first submitted to the Inter-American Commission on Human Rights (IACHR) in 2006. It challenges the denial of the right to vote in U.S. presidential elections and the lack of congressional representation for Puerto Rico’s 3.4 million U.S. citizens — a situation Igartúa argues has persisted since the island became a U.S. territory in 1898.
Despite a hearing held on Oct. 6, 2018, in Boulder, Colorado, the petition remains unresolved. In a letter addressed to OAS Secretary General Luis Almagro, Igartúa expressed frustration over what he calls a “20-year overdue” decision.
“After 17 years of filing, the OAS has not decided the complaint,” Igartúa wrote in a letter dated Dec. 5. “Ap-
parently, there is a lack of knowledge of what due process of the law is, or someone is deliberately withholding its disposition.”
Igartúa contends that the OAS’s inaction effectively contributes to the denial of democratic rights for Puerto Ricans, who cannot vote for the U.S. president and lack voting representation in Congress. The petition seeks to secure equality in federal elections for island residents, whom Igartúa describes as “4th, 5th, and 6th generation American citizens by birth.”
The activist also criticized the OAS for failing to comply with its own charter and complaint regulations, noting that the delay has been denounced before the United Nations. He urged the secretary general to “take affirmative action and order final disposition.”
Puerto Rico’s political status -- and its residents’ limited voting rights -- has long been a contentious issue in U.S. and international forums. While several plebiscites have shown majority support for statehood in recent years, Congress has yet to act on the matter.
As of now, the OAS has not publicly commented on Igartúa’s latest demand for resolution.

As Congress parses the details of a follow-on strike that killed initial survivors of President Donald Trump’s first boat attack on Sept. 2, a much larger issue risks getting lost: whether Trump and Defense Secretary Pete Hegseth have caused the military to commit crimes in a score of attacks.
Adm. Frank M. Bradley, who commanded the Sept. 2 operation, on Thursday showed lawmakers a video of the attack. The briefing was part of a congressional effort to understand his decision to order a second strike and determine whether the survivors of the first one remained “in the fight” or were technically shipwrecked, making it a war crime to kill them.
There have been shifting narratives emerging from the Pentagon, and the video showing the minutes before the second strike has been interpreted several ways. But each interpretation entails analogizing the actions of suspected drug runners to actual combat activities. The comparisons are strained at best, legal experts say, because the laws of war were not written for and do not fit a drug smuggling situation.

U.S. Navy Admiral Frank “Mitch” Bradley, left, and U.S. Air Force Gen. Dan Caine, the chairman of the Joint Chiefs of Staff, arrive for a closed door classified meeting with lawmakers on Capitol Hill in Washington on Thursday, Dec. 4, 2025. Democratic and Republican lawmakers on Thursday came away with starkly different conclusions after top military officers showed them video of an attack on a boat suspected of carrying drugs, including a follow-up strike that killed two survivors of the first missile. (Tierney L. Cross/ The New York Times)
“Debate over when a shipwrecked crew member loses protection from attack misses the point,” said Geoffrey S. Corn, who was formerly the Army’s senior adviser for law-of-war issues. “The real problem here is the dubious and legally overbroad assertion that the United States is justified in using wartime authority against a criminal problem.”
As a matter of plain reality, an unarmed speedboat, even if it is carrying cocaine, is not a warship. And none of the 11 people aboard — not merely the two initial survivors, but also the nine people the U.S. military killed in its first strike — were fighting anyone.
The Sept. 2 boat attack was the first in Trump’s policy of directing the military to summarily kill people who are suspected of smuggling drugs at sea as if they are enemy soldiers on a battlefield. The military has gone on to attack 21 more such boats, killing 87 people in all, according to the administration.
The conversation about whether that campaign amounts to murder has largely taken place among experts in laws governing the use of armed force.
The United States has long handled the problem of maritime drug smuggling by using the Coast Guard to intercept boats and to arrest people. That echoes how it works on land: Police officers who believe people are dealing drugs arrest them, and if they are convicted, they serve time in prison. They are not executed.
It would be a crime if officers instead simply gunned down suspected drug dealers in the street. Similarly, a military force is not allowed to target civilians, and being a suspected criminal does not make someone lose civilian status. In peacetime, targeting a civilian is murder. In an armed conflict, targeting a civilian is a war crime.
To justify the killings, Trump has declared that the United States is in a formal armed conflict against drug cartels, and that smuggling boat crews are “combatants” — all because he has “determined” so.
While Congress has not authorized an armed conflict, a memo by the president’s appointees at the Justice Department’s Office of Legal Counsel accepts his claim that there is one. Based on that premise, it says the drugs suspected of being aboard the boats are lawful military targets because cartels could use the profits to finance their purported war efforts, according to people who have seen the memo.
It is difficult to find people knowledgeable about the relevant body of law and not working for Trump who think the United States is really in an armed conflict. The essential problem is that trafficking illegal drugs, while a serious crime, is different from an armed attack.
And to the extent the administration has tried to offer substantive justifications for Trump’s purported determination, they appear to collapse under scrutiny.
The White House has highlighted the deaths of tens of thousands of American drug users a year from overdoses. But even if those deaths somehow amounted to an armed attack, the surge in overdoses over the past decade was mostly caused by fentanyl that comes from labs in Mexico, which use Chinese chemicals. The dramatic increase has not been fueled by cocaine that comes on boats from South America.
The Trump administration has also suggested that it can use armed force against suspected drug runners as a matter of the collective self-defense of other countries whose
security forces sometimes clash with well-armed cartel goons, such as Colombia and Mexico. But the presidents of both those countries have condemned the boat attacks.
Against that backdrop, a broad range of experts in the laws governing the use of lethal force have called the administration’s armed conflict theory nonsensical. Trump and Hegseth, they argue, have been giving illegal orders to the troops under their command to commit crimes.
With the notable exception of Sen. Rand Paul, R-Ky., most lawmakers who have been arguing that the boat attacks are murders have been Democrats, who do not control Congress.
Until recently, however, most of Trump’s fellow Republicans have shied away from exercising oversight. A Nov. 28 Washington Post article that renewed attention to the Sept. 2 attack — focused on the follow-up strike — has made some Republicans in Congress willing to ask harder questions.
The video, described by people who saw it, shows a strike destroy the boat and kill nine people. When the smoke cleared, two survivors clung to the overturned hull. They tried to flip it, climbed on and waved — possibly at a military aircraft. A follow-up strike left only water.
People debating whether the second strike was a war crime have strained to fit such details into armed-conflict concepts.
To be protected as “shipwrecked,” naval combatants can’t take hostile actions. Could the attempt to flip the hull be interpreted as combat activity, on the theory they might have been trying to reach cocaine, which the administration has portrayed as a weapon? Soldiers on a battlefield can’t be killed if they “surrender.” Could their wave be seen as an offer to do so?
Such parsing of the details of the second strike could end up being a favor to the Trump administration. The idea that something was bad about that particular strike implicitly suggests the first one on that boat — and all the other attacks on other boats — was fine. And the exercise reinforces the premise that the situation should be thought about through the lens of an armed conflict.
The larger question now is whether the belated bipartisan interest in that particular strike will generate momentum for a broader look at the entire killing spree that Trump and Hegseth have led the U.S. military to perform, said Rebecca Ingber, a professor at the Cardozo School of Law and a former State Department expert in the law of war.
“There is a risk that the focus on the second strike and specifically the talk of ‘war crimes’ feeds into the administration’s false wartime framing and veils the fact that the entire boat-strikes campaign is murder, full stop,” she said.
She added: “The administration’s evolving justification for the second strike only lays bare the absurdity of their legal claims for the campaign as a whole — that transporting drugs is somehow the equivalent of wartime hostilities.”

Afederal judge on Saturday night threw up a roadblock to the Justice Department’s plans to seek another indictment against former FBI Director

James Comey as early as this upcoming week.
The decision by Judge Colleen Kollar-Kotelly of U.S. District Court in Washington temporarily blocked the department from using a crucial trove of evidence in its efforts to bring new charges against Comey. But it was unclear whether the ruling would permanently stop prosecutors from trying to reindict him.

Kollar-Kotelly’s four-page decision barred the government until at least next Friday from having access to much of the evidence it employed to secure its original indictment against Comey in late September. The move effectively prevents the Trump administration from using the same proof to seek new charges in the coming days.

The initial indictment of Comey charged him with lying to and obstructing Congress about testimony he gave five years ago denying that he had leaked information to the media concerning sensitive investigations that were conducted when he ran the FBI.
The bulk of the evidence came from communications between Comey and one of his close confidants, Daniel C. Richman, a former federal prosecutor who now teaches at Columbia University’s law school.
The Justice Department has claimed that Richman’s emails and text messages show that Comey lied about using him as a conduit to convey information to reporters about the sensitive investigations. But in an emergency filing to Kollar-Kotelly on Friday night, Richman argued that the Justice Department had obtained his files in violation of his constitutional rights, and that it should not be permitted to use them in any new attempt to reindict Comey.
Another judge who has worked on Comey’s case echoed Kollar-Kotelly’s findings last month, ruling that the way the government gained access to Richman’s messages likely violated the Constitution.
Kollar-Kotelly’s decision granting Richman’s request was only the latest setback in the prosecution of Comey, a longtime political foe of President Donald Trump’s. The prosecution has been plagued by a litany of problems almost from the moment that the U.S. attorney’s office in the Eastern District of Virginia first secured an indictment against the former FBI chief in late September.
The case is now technically dead after a separate judicial ruling determined that Trump’s handpicked choice to run the office, Lindsey Halligan, had been put into her job illegally. The same ruling invalidated a second case Halligan had filed against another one of Trump’s political opponents, Letitia James, New York’s attorney general.
A Virginia federal grand jury failed Thursday to return a new indictment against James, in yet another blow to Trump’s attempts to seek retribution against his perceived

lated his Fourth Amendment rights against unreasonable searches when prosecutors used his communications with Comey to bring the initial indictment.
The emails and texts messages that prosecutors used to secure that indictment were originally obtained in 2019 and 2020, when investigators in Washington were conducting a different inquiry into whether Comey had leaked information to the media through Richman about Hillary Clinton’s use of a private email server.
In his emergency request to Kollar-Kotelly, Richman claimed that the prosecutors in the first investigation had scrutinized more of his messages than the original search warrants permitted, then failed to destroy the evidence after the inquiry ended without charges.
More important, Richman claimed that when prosecutors in Virginia renewed the investigation into Comey just two months ago, they failed to obtain search warrants to look at the messages again — a move that KollarKotelly suggested was in violation of basic constitutional protections.

Despite its mounting losses, the Justice Department has signaled that it is still considering returning to a grand jury in the Eastern District of Virginia as early as this upcoming week to seek a new indictment of Comey.

In her order, the judge told the Justice Department that it was not allowed to view Richman’s messages or disclose them in any way without first seeking her permission. That proscription would almost certainly bar prosecutors from using the information to make a new presentation to a grand jury in an effort to seek a second indictment of Comey.
Kollar-Kotelly instructed the Justice Department to certify that it would follow her order by Monday at noon. She also told the government to file its opposition to Richman’s request by Tuesday morning.

In early November, a conservative Supreme Court justice showed a clear-eyed understanding of the threat that President Donald Trump poses to the constitutional order. During an oral argument in a case involving tariffs that Trump unilaterally imposed by claiming emergency powers, Justice Neil Gorsuch suggested that the move could weaken Congress in an enduring way. “What president’s ever going to give that power back?” he asked.
Gorsuch’s realism in a case involving a signature policy of Trump’s second term raises the so-far-elusive prospect that the court may constrain his worst abuses of power. But it’s not clear whether a majority of justices share Gorsuch’s view, since the court has yet to rule in the case. And the comment was noteworthy because it was a rare sign of independence from the conservative wing of the court, highlighting how little the majority has done to rein in a president who has challenged the nation’s laws, norms and balance of powers.
A key test will come Monday when the court hears a challenge to Trump’s power to fire a member of the Federal Trade Commission — an action that flew in the face of a 90-year-old Supreme Court precedent. The court announced Friday that it would also hear a challenge, likely in the next few months, to Trump’s attempt to revoke birthright citizenship, which the 14th Amendment explicitly protects.
Many lower courts have responded heroically to Trump’s

ill-founded efforts to centralize power and weaken democracy. Judges on the district courts and courts of appeal have blocked his policies hundreds of times since he retook office in January. The judges stepped in to prevent the president from cutting off spending that Congress appropriated, dismantling departments it created, firing the heads of federal agencies and deporting people without due process.
In many of those instances, however, the Supreme Court later overruled the lower courts, allowing Trump’s power grabs. It did so almost entirely on its emergency docket, issuing rulings that are preliminary but often last for at least a year or two, with little or no explanation. The justices have wholly denied only one of Trump’s 32 emergency petitions in his second term (and even then, they effectively reversed themselves later).
Still, we continue to hope that the Supreme Court will yet restrain Trump’s unlawful actions. In addition to Gorsuch, Chief Justice John Roberts and Justice Amy Coney Barrett conveyed some skepticism of Trump’s power to impose sweeping tariffs during oral argument. And during his first term, the Supreme Court regularly ruled against him. During his second term, however, the six Republican-appointed justices have smoothed the path for Trump’s dangerous campaign to undermine the Constitution and our system of government.
One explanation is that these justices believe that American presidents in general, and not just Trump, should be more powerful than they historically have been. Several of the justices, including Samuel Alito and Brett Kavanaugh, have previously promoted an idea known as the unitary executive theory. Taken to its limit, it holds that Congress is powerless to impose any conditions on how the president controls executive branch agencies.
There are reasonable arguments about whether the federal government — which often is not effective enough, frustrating liberal as well as conservative goals — would improve if agency heads were more accountable to the president who is in office. But the Supreme Court is flirting with a maximalist version of executive power that facilitates an unaccountable White House — one that, for instance, blows up boats without due process. The court’s approach downplays the primary role that the founders assigned to Congress, making it the subject of Article 1 of the Constitution.
The justices also seem friendlier to claims of executive power under Trump than they were under President Joe Biden. They blocked Biden’s efforts to use his authority to forgive student loans and manage the COVID-19 pandemic. Today, they are enabling a Republican president as he goes much further while relying on weaker rationales.
Just as important, the justices are ignoring the evidence that Trump is not acting in good faith. In the past, the government has enjoyed what legal scholars call the “presumption of regularity.” Judges assume they can rely on government officials to present facts accurately and give true reasons for their actions — and can defer to those officials at times as a result. The Trump administration does not deserve this presumption. As lower court judges appointed by presidents of both parties have noted, the administration’s actions have been “egregious,” “capricious,”

“nonsensical,” “unconscionable,” “baseless,” “cringeworthy,” “Kafkaesque,” “blatantly unconstitutional” and “a sham.” Judge Karin Immergut, whom Trump appointed to the U.S. District Court for the District of Oregon, wrote that his professed reasons for deploying the National Guard in Portland were “untethered to the facts.”
The court’s overarching mistake has been to allow Trump to grab power in dubious ways. Take the court’s decision in September letting the president withhold $4 billion of foreign aid that Congress had directed to be spent by the end of that month. In a single paragraph of explanation, the majority let the policy stand, citing a president’s authority to conduct foreign policy. That is a far-reaching claim at odds with the country’s long history of respecting Congress’ power of the purse. Trump’s impoundment of appropriated funds is unconstitutional, full stop.
Other rulings have shown a similar dynamic. The conservative majority has let the president begin to dismantle the Department of Education, even though only Congress has the power to abolish an administrative agency. The court gave Trump a green light to fire members of the National Labor Relations Board and other agencies without cause, contravening the vision of independence Congress had when it created those agencies.
What should the Supreme Court do differently? There are still plenty of chances for it to stand up for the American system of checks and balances.
First, the court should show that facts matter. Judges on lower courts, including some appointed by Trump, have upbraided the Trump administration for its falsehoods and bad faith and begun to treat its arguments with the basic skepticism they have earned. The justices should do the same. They will have an opportunity in several upcoming cases, including on immigration roundups and the Federal Reserve Board.
Second, the court should recognize that Trump is taking power that Congress will be hard pressed to take back. At least Gorsuch and the three liberal justices looked ready to do this in the tariffs case. They need a fifth vote. A sixth or seventh would send the president an even stronger signal. It is a shame that neither Alito nor Justice Clarence Thomas seems willing to restrain Trump in any case of significance.

Gov. Jenniffer González Colón announced Sunday that as soon as details of the wake for maestro Rafael Ithier Natal, who died Saturday night at the age of 99, are available, a day of mourning will be declared for his passing.
“Latin music is in mourning for the passing of maestro Rafael Ithier, founder of El Gran Combo de Puerto Rico,” the governor said in a written statement. “With a career that began at age 15 and lasted more than 80 years, Don Rafael left an immense legacy. He was part of several groups, including Cortijo y Su Combo, before creating El Gran Combo.”
“His music, discipline, and vision, at the helm of ‘Los Mulatos del Sabor’ (or “The University of Salsa”), brought the flavor of Puerto Rico to the world,” González Colón recalled. “I still remember the energy with which we celebrated El Gran Combo’s 50th anniversary in the House of Representatives, an occasion when the chamber vibrated with their live music.
“His legacy transcends borders and lives on in several generations. Thank you for everything, maestro. Your rhythm will endure in the hearts of our people and wherever salsa music is played.”
Once the family determines the date of the wake, the island government will officially announce the day of mourning, the governor said.
“In this moment of profound grief for his wife, children, grandchildren, and the extended family of El Gran Combo de PR, we ask for privacy to process this loss, and we will share details of the funeral services soon, which will be held according to Maestro Ithier’s wishes,” a spokesperson for the family said in a written statement.
Ithier Natal was born on Aug. 29, 1926, in the Puerta de

Tierra area of San Juan. He was the son of Nicolás “Macaco” Ithier and Mérida Natal, both from Mayagüez. He grew up in the Monacillos neighborhood of Río Piedras, in a home with limited resources, and lost his father in childhood. His mother, a seamstress, supported the family while he pursued music: first the guitar from the age of 10, then the tres, the double bass, and finally the piano, the instrument that defined him for the rest of his career.
He joined Fermín Machuca’s Conjunto Hawaiano in 1941 and later was part of Conjunto Taoné and Conjunto del Pueblo. In the 1950s, he served in the United States Army during the Korean War, a period that shaped his personal discipline. After his military service, he worked in New York with the group Borinqueneers Mambo Boys and, upon his return to Puerto Rico, joined Cortijo y su Combo, where he
remained until 1962. After the breakup of that group, Ithier brought together several of those musicians and created what is now known as El Gran Combo de Puerto Rico, which debuted in May 1962 and released its first album, “Menéame los mangos,” that same year.
Ithier Natal led El Gran Combo for more than six decades as pianist, arranger, composer, and leader, with more than 70 record productions and performances on five continents, making the orchestra an essential reference point for Puerto Rican salsa. In March 2024, the University of Puerto Rico, Río Piedras Campus, awarded him an honorary doctorate in general studies in recognition of his career.
Puerto Rican Independence Party (PIP) Rep. Nelie Lebrón Robles expressed condolences on behalf of the party in a written statement Sunday.
“Our homeland will be eternally grateful for the legacy of Don Rafael, who dedicated his life to upholding the highest values of our musical identity, and brought the best of our music to every corner of the world, earning for his group the well-deserved name of The University of Salsa,” Lebrón Robles said.
“Puerto Rico will be eternally grateful for the legacy left by Don Rafael, not only for being an excellent musician, but also for being an exceptional leader, who developed a system of protection for his musicians, ensuring that they had all the benefits that any worker has in any other work environment,” the PIP lawmaker noted. “Thank you for enriching the lives of so many generations of music lovers here and around the world.
“On behalf of the Puerto Rican Independence Party delegation in the House and Senate, we extend our heartfelt condolences to the family and loved ones of Mr. Rafael Ithier, founder and director of El Gran Combo de Puerto Rico.
“May Mr. Rafael Ithier rest in peace.”
Additional performance of musical ‘Jesus, Better Than Everything’ set for Thursday

By THE STAR STAFF
The Luz Escénica Ministry has announced a second performance of the Christian musical “Jesus, Better Than Anything,” this Thursday at 7 p.m. at the Church of the Nazarene in Dominguito, Arecibo.
The ministry has received numerous calls from people wanting to see the musical, which speaks directly about the meaning of Jesus’ birth and the plan of salvation God promised from the creation of the world.
The first performance, scheduled for this Friday, Dec. 12, is fully booked. On Nov. 30, at the Church of the Nazarene in Dominguito, Arecibo -- the venue for the musical -- the actors were introduced and some of the songs from the show were performed live.
“We are very happy and, of course, we thank God
because in this first opportunity to perform this artistic piece, we already have a fully booked first performance. But we’re aiming for more; people keep calling, because we don’t want anyone to miss out on the blessing of ‘Jesus, Better Than Anything,’” director Marena González Ortiz said. “In this musical, they will laugh, cry, sing, but above all, it will teach them the meaning of the Creator’s birth and allow them to see Christmas from a different perspective than what people are traditionally used to.” The piece stars Kelianis Molina (Angie) and Oniel Chaparro (Gaby), who portray two angels embarking on a journey through different biblical eras to discover who the promised savior will be. Along their journey, they encounter iconic figures from the Bible, making the work a family-friendly, inspiring and deeply reflective musical experience for the whole family.
U.S. stocks closed out the trading week with slight gains on Friday as the latest flurry of economic data kept elevated expectations for a Federal Reserve interest rate cut next week intact.
In the wake of the 43-day government shutdown, market participants have been digesting delayed economic data as the backlog slowly dwindles, while also looking to secondary indicators to gauge the health of the economy.
Delayed data from the Commerce Department showed consumer spending, which accounts for more than twothirds of economic activity, rose 0.3% in September to match the estimate of economists polled by Reuters, after a downwardly revised 0.5% gain in August.
In addition, the Personal Consumption Expenditures Price Index increased 0.3% after gaining 0.3% in August, the Bureau of Economic Analysis said. In the 12 months through September, the PCE Price Index advanced 2.8% after rising 2.7% in August. Both were in line with forecasts.
A separate report from the University of Michigan’s Surveys of Consumers showed consumer sentiment improved in early December to 53.3, topping the 52 forecast.
Markets were pricing in an 87.2% chance of a 25-basis-point rate cut at this month’s Fed meeting, according to CME’s FedWatch Tool, although the meeting is expected to have a large number of dissenting voters over concerns about persistent inflation. Expectations for a cut were below 30% two weeks ago until several Fed officials voiced support for a rate reduction.
“Investors are looking ahead to next week. We get a little bit more in the way of economic data ... but all eyes will be on the Fed meeting on Wednesday, and right now there’s a very high likelihood the Fed will cut rates by another quarter point,” said Michael Sheldon, vice president and senior portfolio manager at Washington Trust Wealth Management, in New Haven, Connecticut.
“Then, the question is what they say following the meeting and whether they give any hints about future policy.”
The Dow Jones Industrial Average rose 104.05 points, or 0.22%, to 47,954.99, the S&P 500 gained 13.28 points, or 0.19%, to 6,870.40 and the Nasdaq Composite gained 72.99 points, or 0.31%, to 23,578.13.
For the week, the S&P 500 gained 0.31%, the Nasdaq

rose 0.91%, and the Dow climbed 0.5%. All three indexes recorded a second straight weekly advance.
Shares of Warner Bros Discovery climbed 6.3% after Netflix agreed to buy its TV, film studios, and streaming division for $72 billion, ending a weeks-long bidding war.
Netflix shares closed 2.9% lower, while Paramount Skydance , one of the other bidders for Warner Bros, tumbled 9.8%.
Communication services was the best-performing of the 11 S&P 500 sectors with a gain of nearly 1% as it set a record closing high.

of vaccine advisers scrapped a longstanding recommendation that all U.S. children receive the hepatitis B shot at birth.
The benchmark S&P 500 is about 1% shy of a record high, but small-cap stocks have rallied strongly over the past two weeks with the Russell 2000 up 0.8% this week after a 5.5% jump last week as they are seen as likely to benefit strongly from rate cuts.
“All the low-quality, unprofitable, highly levered businesses have been high beta, high volatility, that’s been the best performing stocks,” said Jed Ellerbroek, portfolio manager at Argent Capital Management in St. Louis.

Darcey Pritchard, 15, deleted Snapchat off her phone about a year ago when she felt sucked in by its algorithm.
Her friend Luca Hagop, also 15, recently spent more than 34 hours on Instagram in one week, sharing pet videos and other reels “so random, they’re funny because they’re so unfunny.”
Amelie Tomlinson, 14, keeps up with her friends on Snapchat, and until recently, had almost no one’s phone number.
Her friend Jasmine Bentley, 15, is not allowed on any social media but dreams of being a content creator.
The two sets of friends, living in the eastern suburbs of Melbourne, Australia, offer a small window into the wildly different relationships today’s teens have with social media. But they are united on one front: They do not think a new Australian law that bars children under 16 from having social media accounts, which takes effect Wednesday, will change their lives much.
Australia passed the law a year ago, setting itself up to be a test case for what many parents say feels like this generation’s Sisyphean task — shielding children from the risks associated with social media until they are capable of navigating it responsibly.
But these teenagers, born around the same time that Instagram and Snapchat were first released, are digital natives. Most know how to use VPNs, which may help them evade the ban. Many fudged their ages when they first signed up, to get around the minimum age of 13 for many social media services. Others have used their parents’ information to get accounts, or have older siblings whose identities they can co-opt.
More than anything, social media is just too deeply embedded into their lives.
“It’s how we communicate,” Amelie said. Darcey said some of her friends had been talking about migrating to new apps. “You’re not going to stop these people,” she said. Rewire impulses?
In recent years, parents around the world have grappled with increasing alarm about social media’s detriments to mental health, potential to enable online bullying and effects on developing brains.
Australia was one of the first countries to pass a nationwide law to address those

concerns. Last December, it set 16 as the minimum age for social media accounts, meaning hundreds of thousands of younger children would lose theirs. Other nations, like Malaysia, have followed suit with similar plans.
Australia is putting the onus is on the social media companies to keep younger children off their platforms and will not penalize parents or children who violate the law.
Officials, including Prime Minister Anthony Albanese, have tried to tamp down expectations that the law will be an overnight fix.
They say they are supporting parents who feel powerless against the lure of social media and peer pressure among teens. Anika Wells, the minister for communications, described an almost idyllic new reality with children awash in time for sports, baking or learning a new language.
But it will be far from that simple. The lives and friendships of many 13- to 15-yearolds are enmeshed with social media — even if the children are not on it themselves.
For instance, when Darcey and her friends were playing an online guessing
game, many of the clues were memes everyone else had seen on Instagram. When Amelie and a friend got to school 15 minutes before the first bell, they made four TikTok videos. When Jasmine puts on makeup, she will record herself, even though she is not on social media. And when Luca’s mother died a few years ago, he found it helpful to type out his feelings on an anonymous server on Discord.
Can a law rewire those impulses?
Currently, 10 social media services are covered by the ban: Facebook, Instagram, Kick, Reddit, Snapchat, Threads, TikTok, Twitch, X and YouTube. The companies have said that they do not believe a blanket ban is the best way to keep children safe, but that they will nevertheless deactivate accounts of children under 16.
“They’re ripping away something that has grown on us and become more part of our lives every day,” Jasmine said.
Two popular apps in Australia in the weeks leading up to the law were “Yope,” a photo sharing app targeting Generation Z, and “lemon8,” a TikTok alternative owned
by the same parent company, ByteDance, portending a potential game of Whac-aMole with regulators.
‘The horse has already bolted’
When Amelie was trying to persuade her parents to allow her on TikTok, she pleaded her case in a five-page, single-spaced letter about not wanting to feel left out.
Her mother, Catherine Best, said she felt that parents had lost control years ago. When Amelie had just started primary school, Best deleted YouTube off her daughter’s schoolrequired iPad because she was watching toy unboxing videos nonstop. The school insisted on reinstalling it because teachers used educational videos on YouTube in class.
“That was really the gateway,” said Best, who said the law was too little, too late. “I feel like the horse has already bolted.”
Amelie said that, like many of her friends, she had two TikTok accounts, both set to private: one for just close friends and the other for a wider group. The account with her friends has her age set to 19, so she was not worried about losing access.
But she was exchanging phone numbers with friends for the first time in anticipation of losing her Snapchat account. This month, the app prompted her to verify her age — set to 16 — with a selfie, and it approved her as being old enough to continue using her account, she said.
Amelie said she recognized how much she reached for her phone. Her screen time “goes nuts” on school holidays.
“It’s just an instinct to pick up my phone,” she said, “which I don’t like.”

Before Honduras’ presidential election Nov. 30, José Ignacio Cerrato López, a retiree, had mostly made up his mind.
Although Cerrato López, 62, normally backed the right-wing National Party, he said he had planned to vote for another rightwing candidate, Salvador Nasralla, who was leading by a small margin in some polls, in hopes of kicking the governing left-wing party out of office.
But when President Donald Trump threw his support behind the National Party’s candidate, Nasry Asfura, just days before the vote, and suggested he wouldn’t work with the other top two candidates, Cerrato López said he was surprised but pleased. He said he switched his vote to Asfura.
Trump “said he was going to make things worse,” said Cerrato López, citing fears that the immigration and economic relationships between the countries could deteriorate if the U.S. president’s preferred candidate did not win.
And when Trump announced that he would pardon a notorious former president of Honduras, Juan Orlando Hernández, a member of Asfura’s party who was convicted last year of working with cartels to flood the United States with cocaine, Cerrato López said he was more confident in his decision because he believed Hernández had helped the military when in office.
Honduras, a small Central American country that is among the poorest in the Western Hemisphere, has weathered a political storm over the past week and a half.
Trump’s intervention in the country’s elections — backing one candidate, denouncing others as “communists,” pardoning a convicted former president and claiming election fraud without evidence — has sparked fears that he has tipped the scales in favor of his preferred candidate. And the contest itself remains unresolved.
Problems with the tabulation of results have fueled doubts about the integrity of the election and brought back memories of the 2017 election that had widespread allegations of fraud and led to unrest. And the top two candidates shunned by Trump have claimed fraud and unjust interference.
As of Saturday afternoon, the Honduran election authority said that Asfura led Nasralla by 0.7 percentage points, or roughly 20,000 votes, with nearly 75% of tally sheets counted.
“We will not allow them to alter the popular will,” Nasralla said Saturday, suggesting, without presenting evidence, that Asfura’s party was messing with the results and calling for election authorities to release more of them.
(This is Nasralla’s fourth time running for president, and he has claimed fraud in other instances.)
On Saturday, the Organization of American States, which observed the elections and noted concerns about the election system, called for the remaining stages of the process to be “carried out with total clarity, maximum efficiency and without any type of delay.”
Over 2,400 tally sheets have been flagged for inconsistencies by the electoral

body — which represents enough votes to sway the election to either of the leading two candidates. An adviser for Nasralla, Arísitides Mejía, said that the campaign would contest many more for what it said were irregularities.
Mejía said that independent voters and “many” supporters of Asfura’s party had intended to vote for Nasralla because they saw him as having the best chance to end the tenure of the governing party, which includes candidate Rixi Moncada.
“But when they heard that about Trump, they went back to their party, and some independents started to have doubts,” he said.
Ricardo Romero Gonzales, who runs an independent polling company in Honduras, said that based on his daily polling, Nasralla had a 9-point lead before Trump’s endorsement of Asfura. After Trump weighed in, he said, the candidates were in a virtual tie.
Romero Gonzales said that roughly a third of Hondurans have a family member in the United States and that people thought about them when voting. He added, “People believe the country will be worse off if we are enemies of Trump.”
Not everyone was pleased about Trump’s involvement in their country’s election.
A few dozen people from Indigenous,
environmental and farmworker organizations marched Thursday to the U.S. Embassy in the capital, Tegucigalpa, to protest the U.S. president’s interference and his pardon of Hernández. Other Hondurans interviewed, though they hadn’t taken to the streets, said they were upset with Trump.
One of the protesters, Arnold Sanchez, 24, a carpenter and an activist with an Indigenous organization, said the Trump administration was “imposing what it wants and not letting us choose what we want.” He said Trump had “instilled fear” in Honduras.
Hondurans who voted for Asfura said they did so in part because they yearned for a better relationship with the United States. They said they worried that a different candidate winning could hurt Honduras, a country that relies heavily on money transfers from many migrants living in the United States illegally.
Alexi Salustriano Vargas, 65, a shoe shiner in Tegucigalpa, said he hoped that Asfura could perhaps stem the tide on Trump’s deportations of Hondurans lacking permanent legal status, or perhaps even have a migrant protection program restored. (Trump has not promised either if Asfura wins.)
“If you don’t have communication with someone, nothing can be done,” he said.

In October, when Warner Bros. Discovery hung a “For Sale” sign on itself, Hollywood was sad. Megaproducer Larry Gordon likened the feeling to a death in the family. In group WhatsApp chats, screenwriters used words like “heartbreaking” and “tragic.”
Now that a sale has been announced, with Netflix striking an $83 billion deal for the Warner Bros. studio and its sibling streaming service, HBO Max, a different emotion is washing through the entertainment capital: Hollywood is mad.
Jane Fonda raged against a deal in a letter to an entertainment trade news publication, calling the end of a stand-alone Warner Bros. “an alarming escalation in a consolidation crisis that threatens the entire entertainment industry, the public it serves and — potentially — the First Amendment itself.”
Michael O’Leary, CEO of Cinema United, a trade organization that represents 30,000 movie screens in the United States, called the Netflix acquisition “an unprecedented threat” and vowed to fight it. “Theaters will close, communities will suffer, jobs will be lost,” O’Leary said, noting Netflix’s policy of giving movies only “token” releases in theaters. (Shares in publicly traded theater chains, including AMC Entertainment, IMAX and Cinemark, fell as much as 8% Friday.)
“This merger must be blocked,” the Writers Guild of America, which represents more than 12,000 screenwriters, said in a statement. “The world’s largest streaming company swallowing one of its biggest competitors is what antitrust laws were designed to prevent.” The Teamsters’ motion picture division also demanded that “all levels” of government “reject this deal.”
Netflix insisted Friday that it would honor the Warner Bros. business model — that it would continue to release movies in theaters for exclusive runs. “It’s not like we have this opposition to movies into theaters,” Ted Sarandos, Netflix’s co-CEO, said on a conference call with investors.
“Right now, you should count on everything that is planned on going to the theater through Warner Bros.” to “continue to go to theaters,” Sarandos added.
But many people in Hollywood viewed his comments with extreme skepti-

cism. (“Key words: ‘right now,’” one agent said.) As recently as April, in response to a question at the Time100 Summit about declines at the overall box office, Sarandos said: “What is the consumer trying to tell us?
That they’d like to watch movies at home.” He also called theaters “an outmoded idea” for most people.
Entertainment workers in Los Angeles — camera operators, producers, hairstylists, writers, actors, set designers, editors — have already been struggling with a contracting job market. As a result of the coronavirus pandemic, two union strikes, an exodus of production to cheaper locales and the rise of artificial intelligence tools, tens of thousands of workers have been laid off by Hollywood companies since 2020.
So on Friday, there was a keen understanding that “consolidation” was just another word for “job loss.” It happened in 2019 when Disney bought 21st Century Fox assets from Rupert Murdoch for $71.3 billion. And it happened this year when Skydance Media, led by David Ellison, took over Paramount as part of an $8 billion merger. In October, Paramount began laying off more than 2,000
workers across its movie and television businesses to cut $3 billion in costs.
“Repeated consolidation in this industry has already cost so many film and television jobs, and any merger should be evaluated on its impacts on competition and employment,” Rep. Laura Friedman, a Democrat whose Burbank congressional district includes many of Southern California’s major film institutions, said of the Netflix agreement. “I’ll be watching this deal closely to make sure it supports workers in LA.”
In Los Angeles, where the local political establishment is overwhelmingly Democratic and pro-labor, leaders were cautious.
“Los Angeles’ range of production studios contribute to its status as the shining creative capital of the world,” Mayor Karen Bass said in a statement. “As Los Angeles continues fostering an environment that drives our signature industry, we will continue to boost local production and create more jobs and small-business opportunities right here at home.”
Katy Yaroslavsky, a Los Angeles City Council member whose district includes the offices of the Writers Guild, the Screen
Actors Guild-American Federation of Television and Radio Artists and several production studios, said she was focused “on what this deal means for production in Los Angeles.”
“Netflix has been a strong partner to our city, and the entertainment industry supports tens of thousands of good jobs here,” she said in a statement. But, she added, “LA’s entertainment sector is in crisis, and the question is whether this deal strengthens production here or sends more work elsewhere.”
Austin Beutner, a longtime business and civic leader who is challenging Bass for reelection, was even firmer. “I’m concerned about the impact further consolidation will have on jobs in our community,” he said. Privately, City Hall denizens were less guarded.
On one hand, there was some relief in the liberal city that Ellison and his father, Larry, a well-known supporter of President Donald Trump, would not acquire yet another landmark Southern California studio. The Ellisons had been bidding against Netflix for Warner Bros. and HBO Max. (The Ellisons also wanted to buy CNN from Warner Bros. Discovery, but the cable news channel, at least for now, will remain part of a separate corporate entity.)
On the other hand, they noted, the deal is subject to federal regulatory approval and the Trump administration is likely to play a role in any consideration.
Netflix has a lot of jobs here, said a high-level aide to one City Council member, speaking on the condition of anonymity because he did not have the authority to comment publicly on the merger. But, he said, the Federal Communications Commission would have to approve the deal, and the worry would become what Netflix needs to do to appease Trump.

Logistics tend to bump up the price of visiting the Caribbean. But the dual-nation island of Dutch St. Maarten and French St. Martin offers an advantage: It’s a transportation hub for the Leeward Islands, served by most major American carriers and some European ones.
Airline competition usually means flight deals, but can you stay there on a budget? Yes, if you keep it simple by choosing basic lodgings, slow exploring and meals at outdoor spots favored by locals.
Distinctive accommodations and attractions will save you money, but they won’t diminish your experience. (Note that the Dutch side commonly uses U.S. dollars and the French side uses euros.) The following are five budget-travel hacks for enjoying this multicultural island.
Stay near the airport
In many places, staying near an airport is a drab proposition. But on the Dutch St. Maarten side, the main runways at Princess Juliana International Airport lie beside Simpson Bay Beach, one of the longest beaches on the island.
There are several modestly priced hotels on this beach, including Mary’s Boon Hotel, which has a rooftop deck that’s handy for plane-spotting and sunset-watching.
The hotel’s landscaped compound offers a variety of rooms, many with efficiency kitchens. Several small grocers are within walking distance, and Market Garden supermarket is a 25-minute walk away. Rooms start around $135 a night.
Nearby, the Azure Hotel & Art Studio, painted a standout shade of blue, also offers rooms with kitchenettes, including one solofriendly studio and more spacious suites. Rooms start from $115. For those looking for a longer stay, a one-bedroom Airbnb offers beach access outside the door.
But what about noise? Takeoffs by large planes grabbed my attention over six spring nights at the beach, but they were infrequent and mostly during the daytime.
Take a hike
Perhaps because it’s a sweaty endeavor, hiking isn’t the first activity promoted in many Caribbean destinations. But volcanic islands like St. Martin/St. Maarten offer many hilly routes with panoramic views that are free.
Some of the best provide a payoff in a cooling swim. That’s one attraction of Back Bay trail, a 1.3-mile round trip over coastal scrub with desert cactuses, grazing goats and rock outcroppings covered in sunning iguanas, along a frothy shoreline.
About a half-hour walk from the trailhead, brightly painted signs point to a “natural pool” down the slope. This is where larger
rocks create a wall separating the crashing surf from the calm shallows that invite swimmers to jump in (avoid the sea urchins in the rocky crevices).
The start of the path in the Guana Bay residential area is hard to find; look for a basketball court and scour the hillside beside it to find the unmarked trailhead.
More ambitious hikers can go to the summit of Pic Paradis, at 1,391 feet the highest peak on the island, for views well out to sea. A steep trek on the French side, it’s roughly a 2.5-mile round trip on a paved road that leads to a forested track. Start from the activities hub Loterie Farm (entry, 10 euros, about $11.50), which provides maps and access to bathrooms.

As the French tell it, lolos, or small outdoor restaurants commonly centered on barbecues, originated in the villages of enslaved people in the 17th century. The restaurants remain bargain sources of grilled fish and ribs, crab and chicken curry.
In the town of Grand Case on the French side, lolos often feature oil drum grills and aromatic smoke. Fish and meat pile the grates at Cynthia’s Talk of the Town, where an order of grilled snapper and ribs with sides of rice and beans, coleslaw and johnnycakes (savory fritters) feeds two for about $30.
Lolos are often locally owned and operated. “Eighty percent of my business is local,” said Brian Breedy, the chef and owner of Breedy’s Pit Stop Seafood Shack at Kim Sha Beach on the Dutch side, where the menu, written on a blackboard, changes daily.
The strip of lolos where Breedy operates was largely established after Hurricane Irma in 2017 when many restaurants were damaged.
“This is what most of the people come to the island for, beach and barbecue,” he said.
Still, the umbrella term “lolo” covers a wide variety of restaurants and includes vegan stalls like Irie Gardens in the Dutch capital of Philipsburg.
Tour Philipsburg’s murals
Grab a strawberry smoothie from Irie Gardens and explore the city through its Phil-

ipsburg Art Walk, a beautification project featuring 22 murals by local artists.
After Hurricane Irma dumped sand and water in stores and hotels across the island, including in Philipsburg, local business owners spent several years cleaning up, only to have the pandemic squash tourism again in 2020.
“A lot of buildings were still closed when tourism reopened” after the pandemic, said Marla Chemont, a spokesperson for the St. Maarten tourism board.
Nonprofit Be the Change Foundation devised the dual-purpose project to renew devastated buildings and sustain local artists. Most of the artworks lie within a block or two of Great Bay beach in the center of town. Plaques contain artists’ statements and QR codes that link to a map of the mural locations.
The open-air art exhibition celebrates the island in bright colors and inventive patterns, often painted in alleyways and across
a variety of surfaces from corrugated metal doors to utility boxes. Subjects include psychedelic jellyfish, a ubiquitous bird known as the bananaquit, an underwater landscape and, from tattoo artist Christford Shillingford, an endemic lizard known as a bearded anole with tribal tattoos.
Other works focus on the culture of the island, including a playful mural by artist Nascha Kagie featuring thought bubbles in the local dialect, such as “Where you be?” and “Watating!” (Are you serious?).
Between murals, the route takes in Philipsburg landmarks: an 18th-century courthouse, school and salt warehouse. Comb the coast
For an island you can drive around within an hour — it covers about 35 square miles — St. Martin/St. Maarten is rich in coastal intrigue, with 37 beaches and other natural attractions.
While taxis are available, it’s cheaper to go beachcombing by car. Walking distance

from Simpson Bay Beach hotels, Sixt Rent the Car is where I rented an economy car for a day that, with fees, totaled about $75.
Perhaps the island’s best-known beach, Maho Beach, lies just beyond the airport’s main runway, where photographers camp out

to try to get shots of swimmers and sunbathers with an Airbus A350 or a Boeing 787 just overhead.
As the larger half of the island, the French St. Martin claims most of its beaches, including the quiet Happy Bay (between the capital, Marigot, and Grand Case), which requires just a short hike to lose the crowds. West of Marigot, Baie Rouge, or Red Bay, offers snorkeling around a rocky point.
Near Baie Rouge, explore David’s Hole, a collapsed sea cave with natural arches. Swimmable in fair conditions, David’s Hole churns dangerously when the ocean is choppy, though the tide pools nearby tend to be calm.
On the opposite side of the island, time your visit to Rotary Lookout Point at low tide to walk out to a deserted islet. (Wear water shoes to protect your feet from sharp stones on the ocean floor.) It is close to the St. Martin Nature Reserve, which protects most of the north coast of the island, including mangroves and salt ponds that are ideal for birdwatching.
Not far from Maho, end the day in Cupecoy at Dany’s Cupecoy Beach Bar, a rustic shack with $3 beers and priceless sunset views.

The Caguas Criollos, Carolina Giants and Ponce Lions all earned victories in Roberto Clemente Professional Baseball League (LBPRC by its initials in Spanish) games on Saturday night.
Outfielder Nelson Velázquez drove in four runs to lead the Criollos to a 4-1 victory over the San Juan Senators (Senadores).
It was the fourth consecutive win for the Criollos, who now have a .500 record at 1111. Meanwhile, the Senators remain in last place in the LBPRC with a 7-14 record.
The Criollos set the pace for the game in the first inning, scoring two runs in their first four at-bats, keyed by Velázquez’s double to left field. Then in the third inning, it was the Caguas cleanup hitter’s two-run home run that extended the lead to 4-0.
The Senators didn’t get on the board until the eighth inning, when Calvin Estrada scored on a ground-rule double by Jadiel Sánchez.
Luke Taggart (4-0) picked up the win after pitching two scoreless innings in relief. The right-hander allowed one hit and struck out three. José Espada earned the save by pitching a scoreless ninth. The loss went to Rubén Ramírez (1-1), who gave up all four of the Criollos’ runs in five innings.
Elsewhere, the Giants (Gigantes) secured a 6-5 victory over the Mayagüez Indians (Indios) at Isidoro “Cholo” García Stadium in Mayagüez.
Carolina extended its winning streak to three games and improved to 10-12. Mayagüez (10-10) dropped to fourth place in the standings.
The Giants attacked the Indians’ pitching early when, in the second inning, Steven Ondina singled to center field, driving in Ryuta Hirose and Miguel Pabón to put Carolina up 2-0. Mayagüez answered quickly in the bottom of the inning. After loading the bases, Martín “Machete” Maldonado hit an RBI single and Robbie Merced hit a ground ball for an RBI force out to tie the game at 2-2.
In the fifth inning, Carolina’s bats spoke again against reliever Lucas Vega as the Giants scored four runs courtesy of a double by Johnathan Rodríguez, a single by Ezequiel Pagán, a bases-loaded walk, and a sacrifice fly by Miguel Pagán, making the score 6-2.
The Indians narrowed the deficit to 6-5 in the top of the eighth with RBI singles from Emmanuel Rivera, Anthony García and Isan Díaz.
The win went to left-hander R.J. Martínez (2-2), who allowed two runs on four hits in his five-inning start, in which he struck out seven. Right-hander Ren Mukunoki earned his second save. The loss went to Vega (2-1), who gave up the four runs in one-third of an inning.
Finally, catcher Sammy Hernández had

Ta hit in each of his at-bats, and left-hander Kazuto Taguchi looked solid on the mound as the Lions (Leones) defeated the Santurce Crabbers (Cangrejeros) 4-2 at Hiram Bithorn Stadium in Hato Rey.
Even with the loss, Santurce remains at the top of the winter league standings with a 14-8 record, followed by Ponce in second place at 12-9. Hernández went 4-for-4 with a run scored and three RBIs. Meanwhile, Taguchi (3-2) allowed two hits, struck out two, and walked two in his six-inning outing.
The Lions scored all four of their runs on doubles. The first of the three two-baggers came off Hernández’s bat in the second inning to give Ponce a 2-0 lead. In the fourth inning, Hernández and Matt Bottcher each hit RBI doubles to extend the lead over the Crabbers to 4-0.
Santurce scored its two runs in the seventh inning on a single by Jeremy Arocho and a sacrifice fly by Spencer Packard.
Taguchi picked up the win for Ponce, while right-hander Andrew Marrero earned his sixth save of the season. The loss went to right-hander Collins Wiles (0-1), who allowed all four of the Lions’ runs in four innings.
he Bucaneros of Arroyo defeated the Azucareros of Yabucoa 12-1 on Friday at José “Cheo” Cruz Stadium in Arroyo and will play the Guapos of Dorado for the COLICEBA championship.
Right-hander Yadier Rolón was dominant on the mound, pitching five scoreless innings to earn the victory for Arroyo. Julio

Morales, Brian Ortiz, Edwin Sánchez and Ian Martínez pitched in relief.
The Bucaneros set the tone in the first inning when a double by Tony Brian Méndez cleared the bases for a 3-0 lead.
Méndez capped off a standout night at the plate with five RBIs, four hits and three runs scored for Arroyo. Francisco Ati Cruz went a perfect 3-for-3 with one RBI, while Elerie Rivera contributed three hits and two runs scored. Yabucoa’s only run came on a solo home run by Johnuelle Ponce in the eighth inning.

The Bucaneros of Arroyo will play the Guapos of Dorado in the COLICEBA finals. (Aldwin Santiago)
The Guapos were 5-3 winners over the Marlins of Ceiba in the other semifinal series on Saturday night at Moisés García Stadium in Guaynabo.
Dorado scored all the runs it would need in the third inning as Pedro Crespo,
Ian Laureano, Edgar Corsino and Eliel Figueroa drove in runs and the Guapos went on to eliminate Ceiba.
Dorado will be making its first appearance in the COLICEBA finals.
