DNER seeks budget increase for flood control pumps

Pérez has asked the House Treasury Committee for a $61.6 million hike in the agency’s budget for 2025 to cover the leasing of flood control pump houses and to enhance technological infrastructure.

During a budget hearing last week chaired by Rep. Eddie Charbonier Chinea, Quiles emphasized that the increase is crucial for the operation and maintenance of the 13 pump houses located across the island. He is requesting a total allocation of $176.6 million from the General Fund.

Of this total amount, some $47.9 million will be designated for cleaning and security contracts, as well as increased insurance premiums for the pump houses. However, the Office of Management and Budget (OMB) has recommended $76.3 million less than the General Fund budget proposed by the DNER.

“Every time it rains, I lose sleep,” Quiles stated in response to questions from Charbonier Chinea, whose district includes some of the most flood-prone communities in San Juan. “It is extremely important for our staff at the Department of Natural Resources that the pumps are operational and updated for the 21st century.”

Quiles confirmed that he has reached an agreement worth some $30 million with the Federal Emergency Management Agency to redesign the 13 pump houses in a state-of-

the-art project that includes a geographic information system (GIS). A GIS will allow monitoring of the pumps from a control room at DNER headquarters, providing real-time information on fuel levels and water levels during floods.

Particular attention will be given to the pump house located on Baldorioty de Castro Avenue in Santurce, which has historically faced significant issues during heavy rain events. Quiles noted that it currently employs outdated technology but will soon be transformed into one of the best flood-control structures in the nation.

Charbonier Chinea highlighted the necessity of acquiring security cameras as part of this “critical infrastructure” for flood control. He said the cameras would enable both rescuers and law enforcement officers to monitor water levels in communities and take preventive measures.

“Decisions can be made, and lives and property can be saved,” the legislator said. “With a simple security camera, which isn’t very expensive, we can monitor conditions and make informed decisions from both an administrative and a security perspective.”

In terms of technological efficiency,

Quiles reported that the DNER is implementing digital platforms to automate licensing, permits, fines, and payment processes to enhance revenue collection. Additionally, the agency is working on digitizing documents, automating complaints, and implementing electronic invoicing to reduce long-term costs. A proposed GIS platform will also include information on fines, vessel locations, patrols, permits, and other relevant data.

“This is an ambitious project, but it is absolutely necessary given the complexity of the Department,” the secretary said. “It will provide us with a significant advantage in preparation and strategic planning, especially during hurricane season or in the event of an atmospheric disturbance. While we are not first responders, we are the ones who go out onto the streets afterwards with our equipment.”

Regarding staff recruitment, Quiles said the DNER requires a payroll budget of $68.5 million, with $47.7 million coming from the General Fund. Included in the budget is the intended hiring of 55 essential employees and an optimal number of 75 rangers. Initially, they will begin with the recruitment of 45 rangers who are currently completing training programs, as many existing positions are occupied by individuals nearing retirement.

The overall budget request by the DNER for the fiscal year 2025-2026 stands at $362 million, whereas the OMB has recommended a total of $285.8 million.

Trump ends Chinese tariff loophole, raising the cost of online goods

The Trump administration late last week officially eliminated a loophole that had allowed American shoppers to buy cheap goods from China without paying tariffs. The move will help U.S. manufacturers that have struggled to compete with a wave of low-cost Chinese products, but it has already resulted in higher prices for Americans who shop online.

The loophole, called the de minimis rule, allowed products up to $800 to avoid tariffs and other red tape as long as they were shipped directly to U.S. consumers or small businesses. It resulted in a surge of individually addressed packages to the United States, many shipped by air and ordered from rapidly growing e-commerce platforms like Shein and Temu.

A growing number of companies used the loophole in recent years to get their products into the United States without facing tariffs. After President Donald Trump imposed duties on Chinese goods during his first term, companies started using the exemption to bypass those tariffs and continue to sell their products more cheaply to the United States. Use of the loophole ramped up in Trump’s second term as he hit Chinese goods with a minimum 145% tariff.

and apparel products, she said.

“This tariff loophole has granted China almost unilateral, privileged access to the U.S. market at the expense of American manufacturers and U.S. jobs,” she said.

U.S. Customs and Border Protection processed 1 billion such packages in 2023, the average value of which was $54.

In a Cabinet meeting at the White House on Wednesday, Trump referred to the loophole as “a scam.”

“It’s a big scam going on against our country, against really small businesses,” he said. “And we’ve ended, we put an end to it.”

Trump’s decision was related partly to concerns about the loophole’s use as a conduit for fentanyl into the United States.

The exemption allowed companies shipping inexpensive goods to submit less information to customs officers than other standard shipments. The administration said drug traffickers were “exploiting” the loophole by sending precursor chemicals and other materials used to manufacture fentanyl into the United States without having to provide shipping details.

Growing use of the loophole also threatened U.S. jobs in warehousing and logistics. It encouraged major American retailers to ship more products directly from China to consumers’ doorsteps, avoiding larger shipments that were subject to tariffs and then distributed through U.S. warehouses and delivery networks.

Kim Glas, the president of the National Council of Textile Organizations, which represents American textile makers and fought to eliminate the loophole, said it had “devastated the U.S. textile industry.” Glas said it had allowed unsafe and illegal products to flood the U.S. market duty-free for years. But opponents of ending the exemption complained that the move would significantly raise prices for American consumers, hurt small companies that had built their businesses around the loophole and slow the flow of trade between the countries. The change is expected to weigh on airlines and private carriers like FedEx and UPS, which have had a steady business flying small-dollar goods across the world to the United States.

The changes, which apply to shipments from mainland China and Hong Kong, went into effect at 12:01 a.m. Friday. They are likely to sow pain and confusion for consumers as well as small retailers.

Temu, which recently started listing “import charges” on its site, said Friday that it would no longer ship products from China into the United States. The company said that it “has been actively recruiting U.S. sellers to join the platform” and that “all sales in the U.S. are now handled by locally based sellers, with orders fulfilled from within the country.”

Shein’s website tells shoppers that tariffs are “included in the price you pay.”

Gabriel Wildau, a China analyst at Teneo, an advisory firm, said the change would “take a bite out of Chinese exports” and “force online retailers whose main selling point is dirt cheap prices to raise their prices dramatically.”

“It’s a price shock for price sensitive U.S. consumers who really enjoyed access to cheap goods,” he said.

The Trump administration has also promised to eliminate the loophole for shipments from other countries, but said it was waiting until the government figured out how to deal with collecting fees from such packages. U.S. customs officials are already burdened by the Trump administration’s increased enforcement of immigration rules and vast expansion of global tariffs.

One potential issue with the current rules is that they appear to create a discrepancy that allows goods moved through the Post Office to be subject to lower tariffs than goods moved using private carriers.

Goods that come into the United States from China via private carriers like DHL or FedEx will be subject to tariffs of at least 145% — for example, adding $14.50 of duties to a $10 T-shirt. But shipments that come in through the Postal Service face either a tariff of 120% of the value of the goods or a fee of $100 per package, which increases to $200 in June.

Shipments that come in through private carriers also appear to be subject to other duties, like the tariffs Trump imposed on China in his first term, and most-favored-nation duties set by the World Trade Organization. But shipments that travel through the Postal Service are not.

In addition, the Postal Service appears to face less scrutiny for collecting tariffs on goods shipped from China to other countries and then into the United States through foreign postal services.

The United States, for now, still offers the de minimis exception for countries other than China. But starting Friday, goods made in China are not supposed to qualify for de minimis, even if they are routed through another country before coming to the United States. Private carriers like UPS and FedEx are required to collect information on the origin of products, so that tariffs still must be paid for a Chinese-made good that is shipped into the United States via Canada, for example.

But the Postal Service has not been legally required to collect information on where products originate, and neither are foreign postal services. That could lead to an increase in schemes that try to bypass China tariffs by using the post office.

As Gaza siege grinds on, Gaza children go hungry and patients die

It has been more than 60 days since Israel ordered a halt to all humanitarian aid entering the Gaza Strip — no food, fuel or even medicine.

As phone calls pour in, Muneer Alboursh, director-general of Gaza’s Health Ministry, is running out of answers.

The longer Israel’s total siege of the enclave grinds on, the more doctors call to ask where they can find medicine to keep patients alive. Some patients call him themselves — people with treatable heart problems or kidney failure — to ask: If there is no medicine, what else can they try?

“There’s no advice I can give them,” he said. “In most cases, those patients die.”

Israel says it will not relent until Hamas releases the hostages it still holds after a twomonth ceasefire collapsed in March. It has argued that its blockade is lawful, and that Gaza still has enough available provisions.

But humanitarian groups and European officials accuse Israel of using aid as a “political tool” — and warn that the total blockade violates international law.

The severity of the siege means it now affects nearly every part of the lives of the roughly 2 million people trapped inside Gaza, compounding the struggles of a population that has lived for nearly two decades under the partial blockade imposed by Israel and backed by Egypt after Hamas seized control of the enclave in 2007.

As supplies of clean water, food and medicine dwindle, preventable diseases and illnesses are surging — and so is the likelihood of dying from them, doctors say.

manitarian support for Gaza residents is “on the verge of total collapse.”

“To the Israeli authorities, and those who can still reason with them, we say again: Lift this brutal blockade,” said Tom Fletcher, the U.N. humanitarian chief. “To the civilians left unprotected, no apology can suffice. But I am truly sorry that we are unable to move the international community to prevent this injustice.”

Every morning, Palestinians in Gaza brace for a daylong struggle to obtain life’s necessities.

Bakeries have been forced to close. Late last month, the U.N. agency that assists Palestinian refugees said its flour supplies had run out, and the World Food Program said it had delivered the last of its supplies to food kitchens.

The only food available to many in Gaza — particularly those among the 90% of the population that is displaced and mostly living in tents — comes from local charity kitchens,

some of which have been looted as the hunger crisis deepens.

Ahmed Mohsen, 30, a construction worker, spends about two hours a day standing in line to fill his pot. On the day he spoke to The New York Times, all he received was plain rice.

Prices of the food still available in markets cited by locals are astronomical for an impoverished population largely unable to work amid the war: Canned vegetables are now about $8, 10 times as much as before the siege; and a sack of flour that cost about $5 before is now about $300.

“Imagine you haven’t tasted meat, a boiled egg or even an apple in months,” Mohsen said.

Ahmed al-Nems, 32, a grocer displaced to Gaza City, lives on the occasional can of food and a stockpile of flour, lentils and kidney beans that his family hopes to stretch for several more weeks by eating a single meal per day. His mother cooks on a fire fed with tornup shoes because there is no fuel.

“We eat once a day, at noon, and that’s it,” he said. “I feel like I can’t breathe when I see my brothers and sisters are still hungry.”

A U.N.-backed monitoring system for malnutrition, the Integrated Food Security Phase Classification, recently began a new review to determine whether conditions in Gaza amount to famine.

Already, the United Nations said, 91% of the population analyzed — just under the roughly 2 million believed to be in Gaza — is estimated to be facing “food insecurity,” with most enduring “emergency” or “catastrophic” levels.

The Israeli authority overseeing aid access to Gaza has repeatedly argued that this U.N.backed reporting contains “factual and methodological flaws, some of them serious.”

In recent days, local journalists and Palestinian health authorities have uploaded several

videos of sickly, skeletal children.

Malnutrition has had knockdown effects on the entire medical system.

Burn victims from Israeli bombardment are unable to obtain enough food for skin grafts to heal.

At Shifa Hospital, the head of nephrology, Dr. Ghazi al-Yazji, helplessly watches patients wither.

“Dialysis patients need a balanced diet, but everyone is surviving mainly on canned foods,” he said.

Medications to treat blood pressure and diabetes are gradually decreasing, he added, while cardiac catheters are nearly depleted, and anyone needing them is likely to die.

Gaza’s Health Ministry says its warehouses are now out of 37% of “essential medicines.”

Israeli authorities say the United Nations, aid groups and private businesses brought in huge stocks of supplies during the ceasefire that should ensure that the population can still meet its needs. It accuses Hamas of hoarding supplies and depriving its own population.

But aid groups contacted by the Times insist that some supplies — particularly produce, some medicines, cooking gas and the type of fuel used by ambulances — have run out.

And while some warehouses remain stocked in Gaza, they often cannot reach them.

Since Israel’s new bombardment after the ceasefire collapsed, it has declared more and more evacuation and no-go zones, forcing some 420,000 people in Gaza to flee yet again and blocking access to about 70% of the enclave, according to U.N. estimates.

Gaining access to warehouses in these areas requires coordination with the Israeli army, which several aid workers said was a long, bureaucratic process, with permission often denied.

How John Cena became the last great crossover wrestling star

John Cena knew his time was up. For more than 20 years, Cena was a symbol of excellence and inevitability in professional wrestling. Cast as the ultimate good-guy character in World Wrestling Entertainment, he was Superman in jorts — a 16-time world champion and perhaps the last of the monocultural, crossover stars, following the likes of Hulk Hogan, “Stone Cold” Steve Austin and the Rock.

But even in the world of sports entertainment, Superman doesn’t live forever. And Cena remembered a promise he had made to the audience: When I get a step slow, I’m out.

“And I’m a step slow,” he said.

The realization kicked in a couple of years ago. Cena was down 15 pounds from his ideal in-ring weight. He couldn’t lift as much. It was time.

“It is not from lack of trying. I’m just [expletive] old,” said Cena, who turns 48 this month. “I’ve never been the best wrestler out there — I know who I am and my capabilities. So, when I can feel myself getting a little slower, it’s time to go.”

Cena says this inside a trailer on a movie set one snowy Sunday morning in early April near Cierne, a small Slovakian village near the border of Poland and the Czech Republic. He is roughly 6,000 miles away from Las Vegas, where Sunday he will face Cody Rhodes in the main event at WrestleMania, Cena’s 17th and final time participating in WWE’s flagship spectacle. A victory would make him the most decorated champion in the history of professional wrestling.

But a set like this has become Cena’s workspace as much as the squared circle over the years. He’s here filming “Matchbox,” the latest toy-brand-comes-to-life franchise with blockbuster ambitions, and Cena is the top-billed star.

Cena has become a household name in action franchises (as Vin Diesel’s brother in the “Fast and Furious” movies), sex comedies (a buff boyfriend who is awful at dirty talk in “Trainwreck”) and world-conquering blockbusters (Mermaid Ken in “Barbie”). He’s a top-selling rap artist (that’s him on the mic for his enduring entrance music) and has made memorable appearances on “Saturday Night Live.”

Almost 20 years after his first foray into acting, Cena has carved out an identity as someone with a rare gift for combining action and comedy with a bit of self-deprecation.

“His superpower is that he defies what he looks like. He defies his aesthetic,” said actor Idris Elba, who co-starred with him in “The Suicide Squad” and will reunite with him in the film “Heads of State” later this year. “He’s more than bankable. John is a star.”

Added filmmaker James Gunn: “I think the only people who are missing John’s talent as an actor are the ones who haven’t seen his work.”

Cena also possesses another quality essential to stardom: People love him. He’s a hero to children, who buy mountains of his merchandise.

Now, as Cena is set to retire from professional wrestling at the end of the year, there’s a twist in his goodbye tour: He’s the bad guy. In the weeks since his character kicked Rhodes in the groin to cement his heel turn, women have cried and TV

Cena said this inside a trailer on a movie set one snowy Sunday morning in early April near Cierne, a small Slovakian village near the border of Poland and the Czech Republic. He was roughly 6,000 miles away from Las Vegas, where on Sunday, April 20, he would face Cody Rhodes in the main event at WrestleMania 41, Cena’s 17th and final time participating in WWE’s flagship spectacle. He would win the match, making him the most decorated champion in the history of professional wrestling.

Cena’s wrestling success grew out of a series of “crazy accidents,” as he called them. His memorable 2002 TV debut happened because the WWE Hall of Famer the Undertaker got sick and someone else was needed to fill a segment. When Cena was on the verge of being released by WWE, his bosses saw him freestyle rapping on a plane and decided that should be his new gimmick. His rise to the top was underway.

Some loved his squeakyclean character. Others hated him because they felt like he was forced on them. A divide became clear: Children and women embraced him while many men and, especially, hardcore wrestling fans, rejected him.

Levesque, a 14-time

champion, saw the polarizing reaction as a good thing when they worked together in the main event of WrestleMania 22. “You’re the Yankees and the Red Sox, but on one team,” he recalled saying to him. “This crowd hates you and this crowd loves you. But the truth is it’s sold out, so who cares? There’s box office if you win or lose.”

There was plenty of box office, even though it came at the expense of many relationships. Cena divorced his first wife in 2012 after three years of marriage; his high-profile engagement to Nikki Bella, a fellow WWE star, ended a month before their planned wedding in 2018.

“Early on in my career, when I wasn’t a good husband, I wouldn’t say no to anything because I was tunnel-visioned on the plan,” he said. “I was a [bad] son. I was a bad brother. I was not a good husband. But I was a great wrestler, and I was a great employee for WWE because that was the plan.”

During downtime on set, Cena has time to reflect on his current crossroads.

“I’m really trying to appreciate everything — every second on the canvas, every moment I can hug my wife, sitting in the trailer with my heater blasting since it’s snowing in Slovakia.”

If his time is up in the ring, then his time is now in Hollywood (or so he hopes). So, with that in mind, the question was asked: Do you think people see you now? He delivered his answer in a rapid succession of statements.

“I don’t care if anyone remembers me. I don’t care if anyone sees me. I don’t care if anyone knows me.”

A brief pause.

“But I do hope there is an understanding out there that I never shortchanged anybody, through wrong decisions or right decisions. I have given all I have. If I had to do it again, I don’t know if I could squeeze another drop of effort.”

And finally:

“I don’t think I could have given any more.”

That’s usually the moment his theme song would hit and roars would erupt from the crowd. But today, it was just the barely-there sound of snow falling in the Slovakian countryside.
