As a powerful statement of respect, gratitude and remembrance, Veterans’ Advocate Agustín Montañez Allman is calling upon all citizens to honor, on Memorial Day, the ultimate sacrifice made by those who answered the call of duty to defend freedoms around the globe.
Today, the Bayamón National Cemetery will host its traditional ceremony at 9 a.m. In the afternoon, the official government event will take place in Aguadilla at 2 p.m., with Gov. Jenniffer González Colón attending. The Atlantic Garden Veterans Cemetery, associated with the Veterans’ Advocate’s Office, will serve as the site for the tribute.
Meanwhile, numerous municipalities will conduct tribute events to honor fallen military personnel in a demonstration of the deep gratitude held by island communities for those who took the oath to serve, regardless of the risks.

“Puerto Rican combatants have consistently proven their commitment to their oath of service with unparalleled honor and dignity,” said Montañez Allman, who is a decorated veteran for his role in the liberation of Kuwait. “They embody discipline and heroism, and above all, exhibit humility and the strength needed to confront the challenges of combat.”
In addition, Montañez Allman posthumously recognized Puerto Rican soldiers awarded the Congressional Medal of Honor by the U.S. president. The honorees include Fernando L. García, Juan E. Negrón, Demensio Rivera, Miguel A. Vera, Carlos James Lozada, Humbert Roque Versace Ríos, Félix M. Conde-Falcón, Eurípides Rubio and Héctor Santiago-Colón, each of whom made the supreme sacrifice on the battlefield to save their fellow soldiers.
The veterans’ advocate also emphasized the courage
Initially intended to honor Union soldiers who died in the Civil War, Memorial Day has evolved to recognize the sacrifices of soldiers from all wars and military actions. Originally called “Decoration Day,” it was first commemorated at Arlington National Cemetery in May 1868, just three years after the Civil War concluded.
Some 230,000 Puerto Ricans have served in armed conflicts as members of the United States Army during events such as World War I and II, the Korean War, the Vietnam War, and conflicts in Libya, Lebanon, Panama, the Persian Gulf, Somalia and Afghanistan. Over a thousand of those brave individuals were killed in action, 5,170 were wounded, and some 8,500 are disabled. Among the 10,000 Puerto Ricans who participated in the Gulf War, nearly a thousand were women, showcasing the significant contributions of all members of the community.

District 13 (Manatí, Florida, Barceloneta and Arecibo)
Rep. Jerry Nieves Rosario, who chairs the Northern Region Committee in the House, filed House Bill 649 over the weekend, which seeks to amend the “Military Code of Puerto Rico” in order to establish the “State Medical Guard,” which would be attached to the Puerto Rico National Guard.
“This will be the military force organized to attend and respond to any emergency: natural disasters, epidemics or other situations related to public health issues [under the jurisdiction of] the Government of Puerto Rico,” the lawmaker said.
“After the great scourge of hurricanes Irma and Maria in 2017, a large part of our population lacked drinking water
and hygiene, dangerously increasing the probability of the spread of various diseases, which could well have triggered outbreaks or epidemics,” Nieves Rosario said.
The news media in Puerto Rico reported cases of scabies, conjunctivitis and gastroenteritis, among many others, which further complicated the outlook in some of the shelters that were operating after Hurricane Maria, he noted.
By the end of October 2017, at least 76 suspected or confirmed cases of leptospirosis (named for a bacteria found in the urine of rodents and other animals) had already been reported. Two deaths involved leptospirosis and were confirmed through laboratory tests.
“It tends to spread after floods, through drinking water or open wound infections, according to the World Health Organization,” the legislator said.

At a recent economic symposium organized by the Financial Oversight and Management Board, Gustavo Rojas Matute, assistant director at Moody’s Analytics, provided a cautious outlook for Puerto Rico’s economy.
While the current economic state remains stable, a significant slowdown is anticipated in the near future. In his presentation, Rojas projected that real gross domestic product growth for fiscal year (FY) 2025 would decline sharply, dropping from 2.1% in FY 2024 to just 0.4% year-over-year. The slowdown is expected to persist, with growth forecasts ranging between 0.1% and 0.5% through FY 2030.
Rojas attributed the slowdown to the diminishing momentum from the initial fiscal injection of federal spending. As the effects of this stimulus wear off, economic growth is likely to stagnate. Puerto Rico’s economy is mainly driven by the construction, transportation, and leisure sectors, with tourism playing a significant role within the leisure sector. Despite the challenges, the unemployment rate is expected to remain relatively stable, averaging around 6% through FY 2030 -- a notable improvement from the 8-9% average seen in the previous decade.
Moody’s Analytics projects that federal funding for disaster relief, COVID-19 aid, and the Bipartisan Infrastructure Law in Puerto Rico will total $8.7 billion in FY 2026, with a cumulative disbursement of $44.3 billion over the FY 2026-FY 2035 period. However, Rojas cautioned that those projections depend on continued federal support; if this assistance decreases, Moody’s may need to revise its forecasts downward.
Joelle Scally, an economic policy adviser at the Federal Reserve Bank of New York, expressed optimism about Puerto Rico’s economic growth and population stabilization.
Scally highlighted several indicators of economic recovery, including the private sector reaching historically high
levels, a decrease in foreclosures, an increase in residential property values, and a stabilization in population numbers attributed to strong economic conditions.
Data presented by Scally revealed that Puerto Rico’s economy has experienced gradual decline since 2005, experiencing further challenges following Hurricane Maria, the 2020 earthquakes, and the COVID-19 pandemic. However, recent years have shown signs of stabilization, as indicated by the island’s population figures, which have remained around 3.1 million after a post-2017 dip.
While acknowledging the potential impact of the positive economic indicators, Scally also emphasized the importance of continued growth and support to ensure long-term stability for Puerto Rico’s economy and population.
Sergio M. Marxuach of the Center for a New Economy expressed concerns regarding Puerto Rico’s fiscal stability as the island faces deep cuts in federal funding. With a proposed budget of $32.6 billion for fiscal year 2026, the island may see significant funding losses due to President Donald Trump’s executive orders and Department of Government Efficiency actions.
Marxuach noted that Puerto Rico has already lost some $800 million in federal funding, with $512 million of that amount specifically allocated for energy resilience projects. Potential future cuts may further impact essential programs such as climate initiatives, green energy projects, and unspent COVID-19 funds. Additional consequences could include public employee dismissals, contract cancellations, and grant terminations for non-governmental organizations and academic institutions.
Another potential concern lies in the U.S. government’s reconciliation bills process, which could lead to cuts in Medicaid and nutritional assistance program funding. Although this threat is not imminent for Puerto Rico, Marxuach warned that it could be applied to the commonwealth in the future.
The uncertainty surrounding Puerto Rico’s federal fund-
ing underscores the precarious nature of the island’s fiscal situation and highlights the need for sustainable solutions that prioritize long-term economic stability and growth, the experts said.
Economist José Joaquín Villamil focused on high housing costs and the island’s fragile financial status. With 46% of the government’s budget stemming from federal funding, Villamil emphasized the potential ramifications of anticipated federal cuts and the island’s reliance on the United States for 60% of its imports.
The impact of tariffs on major importers, such as Mexico and Canada, is expected to exacerbate inflation concerns for Puerto Rico. Villamil also questioned the effectiveness of Law 60’s incentive program, which has primarily benefited individuals who have created a maximum of five jobs, falling short of the intended economic boost.
Villamil predicted slow economic growth, with persistent migration challenges and housing inaccessibility issues continuing to hinder progress. While opportunities exist, the island’s financial weaknesses must be addressed, along with improving its physical and social infrastructure, he said.

In the ongoing legal battle surrounding the Puerto Rico Electric Power Authority’s (PREPA) bankruptcy case, bondholders have encountered resistance in their pursuit of a $3.7 billion administrative expense claim.
The claim arises from PREPA’s alleged failure to pay bondholders net revenues since the bankruptcy proceedings began in 2017. The Financial Oversight and Management argued that the money was spent maintaining PREPA’s electrical system, and therefore wasn’t net revenue.
U.S. District Judge Laura Taylor Swain, who is overseeing the Title III bankruptcy case, recently ruled that the oversight board may submit additional briefing regarding the bondholders’ claim. This decision comes despite the oversight board’s previous indication that it would request extra briefing ahead of the bondholders’ final reply. Judge Swain argued that a surreply from the bondholders would assist the court in its decision-making process.
“The bondholders’ specific qualms with respect to the manner in which the Oversight Board pursued additional briefing are well taken,” Swain wrote in her order. “However, given that the bondholders are asserting a substantial administrative expense claim that, if allowed, may meaningfully affect the debtor’s ability to propose a confirmable plan of adjustment, and that supplemental briefing may assist the court, the court will permit modest supplemental briefing including an opportunity for the Bondholders to respond.”
The oversight board maintains that new arguments have emerged during the proceedings, necessitating a response. They include bondholders’ assertions that their claim does not impact PREPA’s assets, that uninsured disaster repair costs should have been funded by PREPA’s self-insurance fund, and that PREPA’s post-petition collateral use equates to the extension of post-petition credit.
The oversight board has until this Friday to file its surreply and bondholders have until June 6 to respond to it.

Gov. Jenniffer González Colón gave assurances over the weekend that she will nominate the secretaries of Justice, State, and Labor before the end of the current Legislative Session.
Her remarks were made after Senate President Thomas Rivera Schatz expressed concern that those agencies currently have interim heads and warned that if formal nominations are not submitted by June 30, when the legislative session concludes, the upper chamber may take action.
Besides saying she will nominate the aforementioned three secretaries before the end of the session, the governor also stated that it was incorrect to claim that the interim secretaries are unconstitutionally occupying their positions.
Rivera Schatz noted that, although the current occupants -- Narel Waleska Colón Torres at the Department of State, María del Pilar Vélez Casanova at the Department of Labor, and Héctor L. Siaca Flores at the Department of Justice -- have not been officially appointed by the governor, the Senate “took note” of their roles and reserves the right to act on their appointments before June 30.
“The Puerto Rico Senate has officially recognized that there are three individuals holding these positions and reserves the right to act on those appointments by June 30,” Rivera Schatz stated late last week. “Everyone has been warned and cautioned.”
He cited Section 47.3 of the Senate Rules to support his stance and emphasized that nominees must meet the established requirements to be considered.

The Puerto Rico Energy Bureau (PREB), the island’s energy regulator, has denied a request from Genera PR, the operator of the energy utility’s power plants, for a $32.48 million incentive payment related to work completed by New Fortress Energy.
According to the PREB, Genera is seeking the payment by claiming that “an affiliate made an investment in LNG [liquefied natural gas] regasification infrastructure at the Palo Seco and San Juan facilities.” Genera argues that following the conclusion of temporary emergency missions by the Federal Emergency Management Agency and the U.S. Army Corps of Engineers, its affiliate has not received rental payments for the continued use of the regasification infrastructure.
“Furthermore, Genera appears to imply that if the requested payment is not approved, its affiliate may remove the regasification equipment -- an action that could potentially disrupt fuel supply operations and compromise system reliability,” the PREB wrote, adding that the Genera statement can be in-
terpreted as an implicit threat. “Specifically, Genera contends that if the affiliate-owned infrastructure is withdrawn due to a lack of acknowledgment or approval for the requested incentive, it could take up to a year to design, procure, and install replacement regasification infrastructure. This would require significant capital investment from the Puerto Rico Electric Power Authority (PREPA) and lead to increased fuel costs due to continued reliance on ultra-low-sulfur diesel (ULSD) in the interim.”
The PREB noted that in its Jan. 23 motion, Genera failed to clearly identify which affiliate allegedly incurred the referenced costs, nor did it specify the conditions under which those costs were incurred or the authority that justifies such activities. “Moreover, Genera did not specify who authorized the alleged investment, when such authorization was granted, when the investment and related works were executed, and under whose supervision these activities were carried out,” the PREB stated. “Given that Genera is requesting a payment of approximately $32.48 million to be funded by PREPA’s ratepayers, they deserve a comprehensive and well-substantiated

justification for such a significant expenditure.”
Due to Genera’s inability to clearly explain the fundamental basis of its claim, the PREB concluded that the request is unfounded and, once again, is considered an improper tactic to support a claim for an incentive payment.
In its petition to the PREB, Genera alleged that the use of regasification infrastructure to convert LNG into electricity led to fuel cost savings of $64.97 million for PREPA, without requiring any capital investment from the public corporation. In its claim for the $32.48 million incentive payment, the private operator argued that it invested over $29 million in regasification systems and $3.5 million in backup fuel equipment.
However, the PREB determined that the described activity did not align with Initiative 8 of its Fuel Optimization Plan, which pertains to the acquisition or leasing of more efficient supplemental generating equipment or equipment using alternative fuels.
Additionally, the PREB clarified that the process is not adjudicative, but informed Genera that it has the option to seek judicial review within 30 days.

The Puerto Rico Ports Authority Executive Director Norberto Negrón Díaz announced on Sunday the creation of the “Security Unit for Monitoring the Use of Unmanned Aerial Vehicles in the Vicinity of Airport Facilities in Puerto Rico.”
“The use of Unmanned Aerial Vehicles (UAVs), commonly known as drones, has grown significantly in Puerto Rico in recent years,” Negrón said in a written statement. “The operation of these systems is regulated by Part 107 (The Small Unmanned Aerial Vehicle Rule) of the 14th Code of Federal Regulations, which clearly establishes that drones cannot be flown in areas near airports, docks, military bases, and national parks. The Unit we are creating will have primary responsibility for ensuring that none of these devices are flown in restricted areas.”
Negrón added that new federal regulations for drone operations will go into effect on July 1, including the mandatory use of the Remote ID system on all such autonomous platforms.
The objectives of the unit, in addition, are the implementation of an action plan for monitoring incidents related to the use of UVAs in perimeters close to docks and/or airports, coordination with concessionaires to implement a monitoring program for incidents related to the use of drones, development of guidance programs for users related to state and federal regulations, and the establishment of direct and continuous communication with the Small UVAs division of the Federal Aviation Administration (FAA).
“Among the parameters currently in effect for the use of drones in Puerto Rico are registration with the FAA through the FAA Drone Zone application, which requires that no system
weigh more than 55 pounds, that its operation must not exceed 400 feet in height, and that its use be limited to areas designated as Class G (uncontrolled airspace),” the official added.

affordable energy,” Lee Zeldin, the EPA administrator, said in a statement.
Zeldin’s spokesperson, Molly Vaseliou, declined to offer more information about the plan, other than to say “the proposal will be published once it has completed interagency review and been signed by the administrator.”
The Trump administration is methodically uprooting policies aimed at curbing climate change, and the EPA is at the epicenter of that effort. In recent weeks, Zeldin has shuttered offices responsible for regulating climate and air pollution and has launched the repeal of more than two dozen regulations and policies.
The agency is feeling pressure from the White House to finalize its deregulations by December, according to two people briefed on internal discussions who spoke on the condition of anonymity in order to describe them. That would be an extraordinarily fast pace. Rewriting regulations can typically take more than a year.
of the global climate problem. “The argument is a solid argument,” said Jeffrey Holmstead, who served in the EPA during both Bush administrations and now represents utility companies as a lawyer for the firm Bracewell.
But he wondered if it would hold up under a legal challenge. “I just don’t know, if you’re contributing 3% of greenhouse gas emissions, the court will say, ‘That’s not significant,’ when there’s hardly anybody that contributes more than that.”
Only China releases more pollution from its power plants than the United States.
The EPA plan is likely to face lawsuits once it is finalized. If it survives, it could block future administrations from regulating carbon dioxide emissions from power plants, eliminating a tool that Democratic administrations have relied on to tackle climate change. It also could make it easier to unravel other climate regulations, some experts said.

The Environmental Protection Agency has drafted a plan to eliminate all limits on greenhouse gases from coal and gas-fired power plants in the United States, according to internal agency documents reviewed by The New York Times.
In its proposed regulation, the agency argued that carbon dioxide and other greenhouse gases from power plants that burn fossil fuels “do not contribute significantly to dangerous pollution” or to climate change because they are a small and declining share of global emissions. Eliminating those emissions would have no meaningful effect on public health and welfare, the agency said.
But in the United States, the power sector was the second biggest source of greenhouse gases, behind transportation, according to the most recent data available on the EPA website. And globally, power plants account for about 30% of the pollution that is driving climate change.
The EPA sent the draft to the White House for review on May 2. It could undergo changes before it is formally released and the public is given the opportunity to offer comments, likely in June.
The proposed regulation is part of a broader attack by the Trump administration on the established science that greenhouse
gases threaten human health and the environment. Scientists have overwhelmingly concluded that carbon dioxide, methane and other greenhouse gases from the burning of oil, gas and coal are dangerously heating the planet.
“Fossil fuel power plants are the single largest industrial source of climate-destabilizing carbon dioxide in the United States, and emit pollution levels that exceed the vast majority of countries in the world,” said Vickie Patton, general counsel for the Environmental Defense Fund, an environmental group.
She called the proposed regulation “an abuse of the EPA’s responsibility under the law” and added, “It flies in the face of common sense and puts millions of people in harm’s way to say the single largest industrial source of carbon dioxide in the United States is not significant.”
The draft reviewed by the Times said the agency “is proposing to repeal all greenhouse gas emissions standards for fossil fuel-fired power plants.” That would include Biden-era requirements that existing coal-fired units capture carbon pollution before it leaves the smokestack and store it, and that require some new gas plants use technologies that pollute less.
“We are seeking to ensure that the agency follows the rule of law while providing all Americans with access to reliable and
One target is a 2009 EPA finding that greenhouse gases endanger public health. That determination underpins most federal climate regulations, and repealing it would erase the agency’s legal authority to regulate carbon pollution from power plants, vehicles, oil and gas infrastructure and other sources.
Zeldin said deregulation would drive “a dagger straight into the heart of the climate change religion.”
In proposing to lift regulations on power plants, the EPA points to the fact that the U.S. share of global power sector emissions represented about 3% of worldwide greenhouse gases in 2022, down from 5.5% in 2005. So, it argued, even if U.S. power plants erased all their greenhouse gases from the power sector, the risk to public health would not be “meaningfully” improved.
But in the U.S., power plants were responsible for about 25% of greenhouse gas emissions in 2022. They emitted about 1.5 billion metric tons of emissions in 2023, which is more than the total greenhouse gas emissions produced by most countries.
Just a year ago, when the Biden administration announced tough new limits on pollution from existing coal-fired power plants as well as some new gas-burning plants, the EPA said the restrictions would mean that by 2035, the nation would annually avoid up to 1,200 premature deaths, 870 hospital visits, 1,900 cases of asthma, 48,000 school absences and 57,000 lost work days.
Attorneys who represent utility companies said they agree that the sector is a small part
“If the administration is going to do this, it is the strategically smartest way,” said Jonathan Adler, a conservative law professor at Case Western University. “If they’re successful with regard to power plants, they’re pretty much going to be successful with everything else,” he said.

President Donald Trump told cadets in a commencement address at the U.S. Military Academy at West Point on Saturday that they were the first graduates to serve in a “golden age” of the nation that was a result of his efforts to rebuild the military and reshape American society.
Gone were the “nation-building crusades” in countries that “wanted nothing to do with us” and leadership that subjected service members to “absurd ideological experiments here and at home,” Trump told the group of about 1,000 cadets.
Wearing his red “Make America Great Again” hat, Trump leaned into his aggressive agenda to purge diversity, equity and inclusion programs from the government, military and virtually every facet of American life in making his pitch that the nation was worth fighting for again.
He took credit for building the military “better than ever before,” saying it had bolstered its recruitment numbers, morale and commitment to protecting America first. He drew applause from guests at times, such as when he discussed the issue of transgender athletes playing in female sports and hiring on merit over diversity.
At the outset of his second term, he issued a spate of executive orders targeting programs and policies that aimed to help address systemic racism, which he deemed divisive and unpatriotic.
He claimed that his predecessors had “subjected the armed forces to all manner of social projects and political causes, while leaving our borders undefended and depleting our arsenals to fight other countries’ wars.”
“All of that’s ended. It’s ended strongly,” he said. “They’re not even allowed to think about it anymore.”
Trump’s crusade against diversity has
the country was in the midst of a reckoning over its racist history following the killing of George Floyd, a Black man whom the world watched cry for his mother as he lay dying under a white police officer’s knee.
In that 2020 speech, Trump urged West Point’s graduating class to “never forget” the legacy of soldiers before them, including those who had fought a bloody war to “extinguish the evil of slavery.”
“What has historically made America unique is the durability of its institutions against the passions and prejudices of the moment,” Trump said then. “When times are turbulent, when the road is rough, what matters most is that which is permanent, timeless, enduring and eternal.”
This year, Trump extolled the starkly different cultural reckoning he was leading.
“We’re getting rid of the distractions,” Trump said, “and we’re focusing our military on its core mission: crushing America’s adversaries, killing America’s enemies and defending our great American flag like it has never been defended before.”
been particularly pronounced in the military, where there has been an aggressive erasure of the valor of Black people, women and other groups, down to eliminating and obscuring content honoring those buried at Arlington National Cemetery.
Trump has also sought to overhaul the military by making its ranks less diverse. He removed a Black four-star general as chair of the Joint Chiefs of Staff and dismissed highranking women. He also banned transgender people from serving in the military.
His defense secretary, Pete Hegseth, a former Fox News host who served in the Army National Guard, has been among the most aggressive champions of Trump’s campaign. At his first staff meeting, he proclaimed: “I think the single dumbest
phrase in military history is ‘our diversity is our strength.’”
Academics at West Point, a historically apolitical military academy that is run by the Department of Defense, were recently caught in the crossfire of Trump’s culture war.
To comply with Trump’s and Hegseth’s orders, the institution targeted books about race and gender for removal, disbanded a dozen affinity groups, scrubbed curricula and dropped classes. Faculty members have publicly criticized what they see as a dangerous infringement on the school’s academic freedom, and one even quit.
In his commencement address, Trump did not address the turmoil on campus directly but boasted about how he had “liberated our troops from divisive and demeaning political trainings.” He also trumpeted how, in his administration, appointments and promotions are not based on politics or identity.
“We’re a merit-based country again,” he said.
Trump’s remarks drew a stark contrast with the speech he gave when he spoke on the campus during his first term, as
“The job of the U.S. armed forces is not to host drag shows, to transform foreign cultures,” he continued, before seeming to misspeak by adding, “but to spread democracy to everybody around the world, at the point of a gun.”
Trump also rambled at times as he took shots at his opponents and told stories about his famous golf buddy Gary Player and how real estate developer William Levitt came to have a “trophy wife.”
He also spent considerable time praising the achievements of the graduates — he brought several of them onstage — and told them that they were graduating at a “defining moment” in the Army’s history, and were “respected more than any army anywhere in the world.”
Trump, who never served in the military and avoided the Vietnam War by citing bone spurs in his foot, touted projects that he hoped the new officers would be excited about, including “brand-new, beautiful planes,” and the Golden Dome missile defense shield initiative that he unveiled this past week.
“In a few moments, you’ll become graduates of the most elite and storied military academy in human history,” Trump said. “And you will become officers in the greatest and most powerful army the world has ever known. And I know, because I rebuilt that army, and I rebuilt the military.”

The day after House Republicans approved an expensive package of tax cuts that rattled financial markets, President Donald Trump pivoted back to his other signature policy priority, unveiling a battery of tariff threats that further spooked investors and raised the prospects of higher prices on American consumers.
For a president who has fashioned himself as a shrewd steward of the economy, the decision to escalate his global trade war Friday appeared curious and costly. It capped off a week that saw Trump ignore repeated warnings that his agenda could worsen the nation’s debt, harm many of his own voters, hurt the finances of low-income families and contribute far less in growth than the White House contends.
The tepid market response to the president’s economic policy approach did little to sway Trump, who Friday chose to revive the uncertainty that has kept businesses and consumers on edge. The president threatened 50% tariffs on the European Union, and a 25% tariff on Apple. Other tech companies, he said, could face the same rate.
Since taking office, Trump has raced to enact his economic vision, aiming to pair generous tax cuts with sweeping deregulation that he says will expand America’s economy. He has fashioned his steep, worldwide tariffs as a political cudgel that will raise money, encourage more domestic manufacturing and improve U.S. trade relationships.
But for many of his signature policies to succeed, Trump will have to prove investors wrong, particularly those who lend money to the government by buying its debt.
So far, bond markets are not buying his approach. Where Trump sees a “golden age” of growth, investors see an agenda that comes with more debt, higher borrowing costs, inflation and an economic slowdown. Investors who once viewed government debt as a relatively risk-free investment are now demanding that the United States pay much more to those who lend America money.
That is on top of businesses, including Walmart, that say they may have to raise prices as a result of the president’s global trade war. The onslaught of policy changes has also left the Federal Reserve frozen in place, unsure as to when the economy will call for lower interest rates in the face of persistent uncertainty. As a result, borrowing costs for mortgages, car loans and credit cards remain onerous for Americans.
Still, Trump continues to proclaim that his policies will bring prosperity. This past week, the White House released data showing that its tax cuts could increase U.S. output as much as 5.2% in the short term, compared with the gains it would have achieved if the bill is not adopted. The administration has stood largely alone in offering such rosy predictions about the effects of Trump’s policies on businesses, average workers and the nation’s fiscal future.
In report after report, economists this past week predicted that Trump’s signature tax package could add well over $3 trillion to the national debt. Some found that the measure is unlikely to deliver substantial economic growth, and could enrich the wealthiest Americans while harming the poorest, millions of whom could soon lose access to federal aid for food and health insurance.
The tax cuts are largely an extension of ones that Congress passed in 2017, meaning that few taxpayers will see an increase to their after-tax income. In fact, some might see their financial situation deteriorate: Many of the lowest earners may even see about $1,300 less on average under the Republican bill in 2030, according to the nonpartisan Penn Wharton Budget Model, which factored in the proposed cuts to federal safety-net programs.
Facing an onslaught of red flags and dour reports, the White House has remained
bullish.
“I think folks have cried wolf a lot,” Stephen Miran, chair of the president’s Council of Economic Advisers, said in an interview, stressing that Trump’s agenda would “grow the economy.”
In the past, investors and businesses might have rejoiced over Trump’s grand proclamations about lowering taxes, reducing regulations and opening access to foreign markets. But the most common reaction this past week was concern over Trump’s sclerotic approach, which has renewed fears that the economy could enter a prolonged period of pain.
“It’s possible that you’re going to get a big benefit to growth, but the costs are so obvious and so clear that I think it’s hard to put a lot of faith in that at the moment,” said Eric Winograd, an economist at the investment firm AllianceBernstein.
By most metrics, Trump inherited a solid economy. Layoffs were low when he took office and have stayed that way, helping to keep the unemployment rate stable. And consumers, even amid elevated prices, continued to spend apace.
Four months into his second term, however, there are signs that the economy
is beginning to come under greater strain, in what experts worry is a prelude to a more substantive slowdown. Although economists do not expect the economy to tip fully into a recession, they say Trump’s tariffs in particular have raised the odds of a downturn, as both businesses and consumers begin to cut back.
Many of the president’s allies maintain that Trump is doing exactly as he promised during the 2024 presidential campaign, acting out of a belief that his vision can spur robust economic growth. In doing so, that can help to create jobs, raise wages and generate the sort of activity that can lessen the nation’s fiscal imbalance, said Stephen Moore, a conservative economist who served as one of Trump’s advisers during his first term.
Some businesses have forecast price increases as a result of Trump’s tariff threats. A report this past week from Allianz found that many businesses are trying to push the added tariff costs onto suppliers or consumers, with roughly half of its survey respondents saying they may increase prices.
The potential for rising prices while growth is slowing poses a unique challenge for the Fed and its voting members, forcing them to reconcile with conflicting missions — a goal to pursue low, stable inflation, and a desire to sustain a healthy labor market.
“The bar for me is a little higher for action in any direction while we’re waiting to get some clarity,” Austan Goolsbee, president of the Chicago Fed and a voting member on this year’s rate-setting committee, told CNBC on Friday.
Goolsbee recalled a recent exchange with the CEO of a construction business, who said: “We’re now in a put-your-pencilsdown moment.” Businesses, Goolsbee said, now “have to wait if every week or every month or every day there’s going to be a new major announcement.”
“They just can’t take action until some of those things are resolved,” he added.
U.S. stocks fell on Friday, notching a weekly loss, after President Donald Trump recommended 50% tariffs on European goods, reopening a new front in global trade tensions and unleashing a fresh wave of market uncertainty.
All three main Wall Street indexes pared early losses but each still ended lower and shed more than 2% for the week. Technology, communication services and consumer discretionary stocks were the biggest losers of the S&P 500’s 11 subsectors. Utilities, consumer staples and energy stocks gained.
Apple touched a two-week low and finished down 3% after Trump warned the iPhone-maker it could face potential 25% tariffs on phones sold to U.S. customers but not manufactured in the country.
Treasury yields eased from multi-month highs, falling 4.4 basis points to 4.509% for the benchmark U.S. 10-year note.
“If I were to put a headline on today’s story, it would be ‘Here We Go Again!’” said James St. Aubin, chief investment officer at Ocean Park Asset Management in Santa Monica, California.
“This is Trump turning on the temperature on the tariff conversation with the EU and Apple. The markets were hoping that the worst was behind us when it comes to the tariff rhetoric. But in reality, there’s still some smoldering embers when it comes to the tariff talk,” St. Aubin added.
The Dow Jones Industrial Average fell 256.02 points, or 0.61%, to 41,603.07, the S&P 500 lost 39.19 points, or 0.67%, to 5,802.82 and the Nasdaq Composite lost 188.53 points, or 1.00%, to 18,737.21.
For the week, the Dow lost 2.47%, the S&P 500 fell 2.61%, and the Nasdaq shed 2.48%.
U.S. Treasury Secretary Scott Bessent said Trump did not believe the EU’s trade offers were of sufficient quality. He also said he hoped the threat of fresh tariffs would “light a fire under the EU” in negotiations.
Most megacap and growth stocks fell, including Amazon, Nvidia and Meta Platforms - which all lost more than 1%. Tesla ended down 0.5%.
The CBOE Volatility Index, Wall Street’s “fear gauge,” hit a more than two-week high and finished up 10%. Semiconductor stocks dropped 1.5%.
Deckers Outdoor slumped nearly 20% after the maker of UGG boots forecast first-quarter net sales below estimates and said it would not provide annual targets due to tariff-led macroeconomic uncertainty. Sportswear maker
Nike dropped 2.1%.
Volume on U.S. exchanges was 17.67 billion shares, compared with the 17.73 billion average for the full session over the last 20 trading days.
Global equity funds have seen weekly outflows for the first time in six weeks, pressured by rising U.S. Treasury yields and mounting concerns over the U.S. debt burden and taxcut legislation, following Moody’s downgrade of the U.S. sovereign credit rating.

It began Friday afternoon with an immense boom that residents say reverberated throughout the southern Gaza Strip city of Khan Younis.
Alaa al-Najjar, a pediatric physician, was at work at the city’s Nasser Hospital when she heard her neighborhood south of the city had been hit in an Israeli airstrike. By the time she arrived, emergency workers were pulling out the bodies of her children, said Ali al-Najjar, her brother-in-law, who had also rushed to the scene.
“We had pulled out three charred bodies and were pulling out the fourth,” Ali al-Najjar said. “She recognized them immediately.”
At least seven of the Najjar family’s 10 children were killed, according to Gaza health officials and the family. Two remain missing, presumed dead under the rubble of their home, according to Ali al-Najjar and Mohammad al-Najjar, the nephew of Alaa Najjar’s husband.
The building next door had been storing car tires, said Ali al-Najjar, and they went up in flames in the blast. The fire quickly spread to the Najjars’ home, he said.
They were the latest casualties in a renewed round of fighting between Israel and Hamas after more than a year and a half of full-blown war. The Israeli military has escalated its airstrikes across the enclave in recent weeks and threatened a major ground assault.
The New York Times provided the approximate time and coordinates of the strike to the Israeli military. In response, the military said it had “struck a number of suspects” in a structure near Israeli forces in Khan Younis but was still checking if “uninvolved civilians were harmed.”
There were believed to be only two survivors, Gaza officials said. Hamdi al-Najjar, the doctor’s husband, remains in critical condition with severe brain injuries, while one of their children, Adam, was in moderate condition, said Ahmed al-Farra, the head of the pediatric care ward at Nasser Hospital. Al-Farra backed the family’s ac-
count of the deaths of the children in the strike.
The deadliest war in the history of the Israeli-Palestinian conflict, Israel’s battle against Hamas has killed more than 50,000 people in Gaza, according to the Gaza Health Ministry. The ministry does not distinguish between civilians and combatants, but its published casualty lists include thousands of children.
Hamas began the war on Oct. 7, 2023, with a surprise attack on southern Israel that killed about 1,200 people and saw roughly 250 others taken back to Gaza as hostages. Israeli Prime Minister Benjamin Netanyahu has vowed that the latest offensive will finally lead to the defeat of Hamas, the militant group that has long run Gaza.
But critics — including many in Israel — say the war appears set to drag on with no clear end in sight. In the meantime, the already immense civilian toll in Gaza is rising.
An investigation by the Times published last year found that Israel changed its rules of engagement at the start of the war, raising the number of civilians it deemed permissible to endanger in strikes on military targets.
The Israeli military has ordered many Palestinians living near Khan Younis to flee their homes or face potentially deadly Israeli attacks. Israeli officials say the measures show how committed they are to protecting Gaza’s civilians in a complex war.
The evacuation orders included the neighborhood of Qizan al-Najjar — a
southern suburb of Khan Younis — where the Najjar family lived.
“The Khan Younis area is a dangerous war zone. Before beginning operations there, the IDF evacuated civilians from this area for their own safety,” the Israeli military said in a written response to a request by the Times for confirmation of the strike Friday, referring to the Israel Defense Forces.
But the Najjars had stayed in their home nonetheless, feeling that they could not move their 10 children — including a baby — into a crowded tent camp without any services, Ali al-Najjar said.
Nor were they convinced that anywhere else in Khan Younis would be safer, he added. The Israeli military has occasionally struck areas designated as humanitarian zones, arguing that Palestinian militants were operating from within. Hamas fighters have also hidden under residential neighborhoods in Gaza, storing their weapons in tunnels, houses, mosques and other places.
“At home, they had water, they had solar panels with electricity,” al-Najjar said.
Alaa al-Najjar has worked at Nasser Hospital for about a decade as a pediatrician, said al-Farra, who oversaw her work in the ward. He described her as a “kind person” who “treated the children with a blend of maternal care and professional expertise.”
Her husband is also a doctor. He occasionally wrote social media posts in which he appeared to praise Hamas and the Oct. 7 attacks. His family denied that he had any formal connection to the armed group.

Iran and the United States made modest progress during talks in Rome over the future of Iran’s nuclear program, an intermediary said Friday after the fifth round of discussions.
The two sides met for a little less than three hours and had “some but not conclusive progress,” Omani Foreign Minister Badr al-Busaidi said in a cautiously optimistic message on social media. His country has mediated the talks.
“We hope to clarify the remaining issues in the coming days,” he added.
The main issue in the latest round of talks was Washington’s demand that Iran halt all uranium enrichment and dismantle all of its centrifuges. Iran has insisted it will not give up the right to enrich uranium at lower levels, as guaranteed by the Nuclear Nonproliferation Treaty.
President Donald Trump’s Middle East envoy, Steve Witkoff, is trying to find a formula that works, and the fact that the talks did not break up in acrimony was viewed as positive. It also suggests that Abbas Araghchi, Iran’s foreign minister and Witkoff’s counterpart in the discussions, will need to consult with his country’s leadership, including Supreme Leader Ayatollah Ali Khamenei, over how to proceed.
Still, it was clear that the core disagreement over enrichment had not been resolved. The negotiators are trying to break this deadlock so they can draw up the outlines of an agreement that technical teams can then fill out with details.
If a deal can be struck on the principles, a full agreement will have to cover complicated issues like the phasing of sanctions relief in return for specific steps by Iran to dilute or export its highly enriched uranium, or even to dismantle its extensive enrichment infrastructure.
That would take time, so there is also talk of a possible interim arrangement. If the principles can be agreed on, and while the details are negotiated, Iran might stop enriching uranium in return for some immediate sanctions relief.
A statement by a senior U.S. official said, “We made further progress, but there is still work to be done.”

What happened in previous talks?
Trump aims to prevent Iran from ever obtaining nuclear weapons. Iran insists that its nuclear program is for peaceful purposes only.
Both Iran and the United States have said they want to resolve the decades-old dispute, with Tehran limiting its nuclear program in exchange for the lifting of U.S. and international economic sanctions.
In Oman on May 11, Iran proposed the creation of a joint nuclear-enrichment venture involving Arab countries and American investment as an alternative to Washington’s demand that it dismantle its nuclear program, according to four Iranian officials familiar with the plan.
Araghchi proposed the idea, originally floated in 2007, to Witkoff, according to the Iranian officials. They asked not to be named because they were discussing sensitive issues.
A spokesperson for Witkoff denied that the proposal had come up. But since then, Witkoff has outlined a harder administration position.
“An enrichment program can never exist in the state of Iran ever again, that’s our red line,” Witkoff said in an interview this month with Breitbart News. “No enrichment. That means dismantlement, it means no weaponization, and it means that Natanz, Fordow, and Isfahan — those are their three enrichment facilities — have to be dismantled.”
What’s at stake?
The talks have the potential to reshape regional and global security by reducing the chance of a U.S.-backed Israeli attack on Iranian nuclear facilities and preventing Iran from producing a nuclear weapon.
A deal could also transform Iran’s economic and political landscape by easing U.S. sanctions and opening the country to foreign investors.
Iran has been enriching uranium to around 60% purity, just short of the level needed to produce a weapon. It has amassed enough to build up to seven bombs if it chooses to weaponize, according to the U.N.’s nuclear watchdog, the International Atomic Energy Agency.
The IAEA says it has not found signs of weaponization.
If its nuclear facilities were attacked, Iran has said it would retaliate and consider leaving the U.N. Treaty on the Non-Proliferation of Nuclear Weapons.
Steve Witkoff, the U.S. special envoy to the Middle East, left, and Michael Waltz, the national security adviser, speak to reporters outside the White House in Washington, Feb. 4, 2025. Officials said Iran and the U.S. made progress during the latest round of negotiations, but a core disagreement over uranium enrichment was not resolved. (Eric Lee/ The New York Times)
A big one is the question of whether to allow Iran to continue enriching uranium.
Witkoff had earlier described a possible agreement that would allow Iran to enrich uranium at the low levels needed to produce fuel for energy, along with monitoring. But he now says that total dismantlement of the enrichment program is the American bottom line.
That would appear to negate Iran’s proposal of the threecountry nuclear consortium, in which Iran would enrich uranium to a low grade, beneath that needed for nuclear weapons, and then ship it to certain Arab countries for civilian use, according to Iranian officials and news reports.
Iranian officials have said they are willing to reduce enrichment levels to those specified in the 2015 nuclear agreement with the Obama administration — 3.67% purity — around the level needed to produce fuel for nuclear power plants.
Secretary of State Marco Rubio has suggested that Iran could have a civilian nuclear program without enriching uranium domestically by importing it, as other countries do.

Iran’s economy and the future of its 90 million people are also on the line.
Years of sanctions have led to chronic inflation, exacerbated by economic mismanagement and corruption. Many Iranians say they feel trapped in a downward spiral and hope a nuclear deal would help.
What are the sticking points?
The previous deal between Iran, the United States and other world powers, signed during the Obama administration, put measures in place to prevent Iran from weaponizing its nuclear program by capping enrichment of uranium, transferring stockpiles of enriched uranium to Russia and allowing monitoring cameras and inspections by the IAEA.
Trump unilaterally exited the deal in 2018. European companies then pulled out of Iran, and banks stopped working with Iran, fearing U.S. sanctions. About a year after Trump left the agreement, Iran, not seeing any financial benefits, moved away from its obligations and increased its levels of uranium enrichment, gradually reaching 60%.
What comes next?
Both sides have agreed to meet again in the near future. But a deal is not necessarily around the corner. The sides have to break the impasse over enrichment. And talks could still break down at the technical level, which was the most challenging part of previous negotiations.

President Barack Obama’s signature achievement, the 2010 expansion of health insurance known as Obamacare, has proved successful and popular. More than 45 million Americans have health insurance today as a direct result of the legislation. And most Republican politicians have stopped openly campaigning to kill the program.
But make no mistake: The big domestic policy bill that Republicans are trying to push through Congress is an effort to reverse the progress of the past 15 years. Despite their claims of having become a working-class party, Republicans are seeking to take away health insurance from millions of Americans, and they are doing it to give billions of dollars in tax cuts to the wealthy.
The most important attempt to undermine Obamacare is also the most cleverly disguised. To restrict access to Medicaid — the federal program that Obamacare expanded and that covers medical costs for lower-income people, including children, the elderly and people with disabilities — House Republicans are proposing to add a work requirement to the program. The proposal would strip Medicaid benefits from working-age adults who do not have children unless they can prove they are working at least 80 hours a month. That would result in 7.7 million Americans losing health insurance by 2034, according to the Congressional Budget Office.
Proponents describe it as a common-sense measure to encourage work and prevent mooching off the government. They
insist it is substantively different from cutting Medicaid funding. Sen. Josh Hawley of Missouri, for example, has described outright cuts as “morally wrong and politically suicidal,” but he says he is in favor of work requirements.
We are sympathetic to the idea that some government benefits should be tied to employment. People benefit from working, and society benefits when more people are working. But health care is the wrong target. All Americans deserve access to affordable health care. Every other developed nation already ensures universal access, and the expansion of Medicaid under Obamacare, while flawed and inefficient, has brought the United States closer to that goal. Republicans are not proposing to fix the flaws. They are not proposing to deliver better health care at a lower cost. The bill would save money by depriving Americans of health insurance.
Furthermore, the evidence suggests that work requirements don’t work. Federal law already allows states to impose Medicaid work requirements in some situations, and Arkansas briefly did during the first Trump administration. Subsequent studies found no resulting increase in workforce participation. Most of those subject to the work requirements already were working, and the termination of benefits did not address the reasons the remainder were not.
The primary effect of the Arkansas program was to strip Medicaid from people who were eligible. The work requirement was mostly a paperwork requirement. It punished people for failing to fill out forms. Two-thirds of those who lost coverage in Arkansas were victims of red tape, according to the Center on Budget and Policy Priorities, a progressive think tank.
Luke Seaborn is a case study. He is a 54-year-old auto mechanic in Georgia, another state that introduced a Medicaid work requirement, and he initially obtained insurance through the program. Over the past year, he has worked steadily but lost his insurance twice because of paperwork problems, according to ProPublica. “I did what I was supposed to, but that wasn’t good enough,” he said.
The problems extend beyond paperwork. A work requirement can deprive people of health insurance if they lose work through no fault of their own or if they are unable to obtain enough work. The loss of health care can then make it harder for them to find a new job. Insurance helps to keep workers healthy. Studies show that people with health insurance work more and are significantly more productive.
Republicans are right to say that America should increase labor force participation. If they want to help make that happen, they should push legislation to make health insurance cheaper and more widely available.
The expansion of Medicaid has been one of two main ways that Obamacare has helped Americans get health insurance. The other has been the creation of marketplaces selling subsidized private insurance for people who are not covered through their jobs. In 2021, Congress built on Obamacare’s framework by increasing the insurance subsidies, bringing coverage within reach of millions of additional American families.
The Republican tax bill would take health insurance from millions of lower-income Americans and give the savings to the wealthiest Americans, writes The New York Times Editorial Board.
The Republican plan would reverse that progress, too. It would not extend the subsidies, which are scheduled to expire in the fall. The money would be used for tax cuts.
Republicans are also proposing to impose other limits on the exchanges, such as by reducing the annual enrollment period by one month. The stated purpose is to reduce fraud. The effect would be to reduce access to health care. The changes to the exchanges would probably deprive an additional 6 million people of health insurance.
All told, the number of Americans living without health insurance would increase by at least 13.7 million, or more than 50%, by 2034, according to the Congressional Budget Office.
It is easy to get lost in the complexities of America’s health care system, but understanding the current debate doesn’t require any mastery of the details. The legislation that Republicans are pushing through Congress does not include any substantive proposals to improve the current system. The question on the table is whether the government should take health insurance from millions of lower-income Americans and give the savings to the wealthiest Americans.

The sun was still shining when the 78th Cannes Film Festival came to an emotional, exhilarating close with the Palme d’Or going to “Un Simple Accident,” from Iranian writer-director Jafar Panahi.
The announcement was met with cheers and a standing ovation in the Grand Lumière Theater. Accompanied by his actors, some who began weeping, an equally moved Panahi kept on his sunglasses as he accepted his award.
A longtime festival favorite, Panahi had until recently been barred from making movies in Iran or traveling outside the country. Although the restriction has been lifted, he shot “Un Simple Accident” clandestinely.
The movie tracks a group of men and women who join together after one of them kidnaps a man they believe tortured them in prison. Panahi, who has been imprisoned several times, drew his inspiration from stories he heard from other inmates while he was at Evin Prison in Tehran, Iran.
The Palme for Panahi capped what was widely seen as one of the strongest festivals in years. For some, the selections offered reassuring evidence that the art would continue to endure — and thrive — despite the problems facing the industry. Certainly, President Donald Trump’s recent threat to institute a 100% tariff on movies made in “foreign lands” had cast a shadow over the opening ceremony. By the close of the festival, however, the bounty of good and great work had palpably buoyed spirits.
The Palme d’Or was decided upon by a nine-person jury led by French actress Juliette Binoche. “My friends, this is the end — it was such a show,” she said, turning to her fellow jurists, who included American actor Jeremy Strong and Indian filmmaker Payal Kapadia. Given Binoche’s auteur-rich resume, it is perhaps unsurprising that this jury gave a special award to Chinese filmmaker Bi Gan for “Resurrection,” a delirious, elegiac journey through cinema history.
Director Coralie Fargeat (“The Substance”) presented the Grand Prix, effectively the runner-up award, to “Sentimental Value,” a wistful, visually playful family drama from Norwegian director Joachim Trier, who is best known for “The Worst Person in the World.”
“I’m very moved,” a very composed Trier said. Gesturing to the audience, he said that he shared the prize with his actors, including Stellan Skarsgard and Renate Reinsve, who play father and daughter in a story about art, family and the ghosts that haunt each. Like other winners, Trier praised Cannes for its commitment to the big screen.
The Jury Prize, presented by American actress Da’Vine Joy Randolph, was split between two very different movies: “Sirât” and “Sound of Falling.” Sirât, from French Spanish director Oliver Laxe, turns on a father who’s searching for his missing daughter in Morocco and ends up stranded in a desert with some ravers. “Sound of Falling,” from German filmmaker Mascha Schilinski, is a visually exquisite ghost story that takes place over a century on the same sprawling farm.
The best actor award, presented by Spanish actress Rossy de Palma, was given to Wagner Moura, the star of Brazilian drama “The Secret Agent,” about a man on the run during the

country’s military dictatorship. Its director, Kleber Mendonça Filho, accepted on behalf of the star, saying “I love him very much.” Mendonça Filho returned to the stage soon after to accept the prize for best director. It was presented by French director Claude Lelouch, whose “A Man and a Woman” was featured on the festival poster.
“I was having Champagne,” Mendonça Filho said. After he praised Cannes, he gave a lusty shoutout to the theatrical experience: “I believe that cinemas build the character of a film.”
French actor Daniel Auteuil presented the best actress prize to newcomer Nadia Melliti, star of Hafsia Herzi’s touching drama “The Little Sister.” Melliti’s open, naturalistic performance — her first movie role — as a young lesbian struggling to reconcile her sexuality with her Muslim faith, had been widely and justly celebrated.
American actor John C. Reilly, after referring to a power outage that affected Cannes and the surrounding Alpes-Maritimes region earlier in the day, announced that it was his birthday. A guitarist then strolled onstage, and Reilly began singing
“La Vie en Rose,” providing some levity in the briskly paced ceremony that was over in one hour. When Reilly finished, he presented the best screenplay to Belgian filmmaking brothers Jean-Pierre and Luc Dardenne for their ensemble drama “Young Mothers.” Also longtime festival favorites, they have won the Palme twice.
The Camera d’Or for best first film went to “The President’s Cake.” Accepting the award, its director, Hasan Hadi, said it was the first Iraqi movie to be honored at Cannes. The touching Nigerian drama “My Father’s Shadow,” from Akinola Davies Jr., received a special mention.

By JEFFREY GETTLEMAN
“Follow me,” Nando said. “I know where it lives.”
It was late morning, hot, humid and quiet. Shafts of sunlight cut through the jungle as we followed a path through the latticed shade. A few hundred yards away, gigantic cargo ships stacked with containers chugged along the Panama Canal. But that was another world.
Where we were walking was a strip of loamy-smelling rainforest that lines the canal banks and serves as home to hundreds of species of birds. We were looking for a specific one.
At an overgrown spot in the forest that to me looked like any other, Nando, our guide, stopped.
“Whoit, whoit, whoit,” he gently whistled. Then he listened.
“You can’t just use your eyes,” he whispered. “You have to use your ears.”
The third time he called, I heard, faintly calling back, “Whoit, whoit, whoit.”
It was remarkable. Nando was speaking bird.
A plump little streak-chested antpitta fluttered down onto a stick, a few feet away. I stood, awestruck, as man and bird softly called back and forth.
“This is the same bird I’ve been calling for years,” Nando said, happiness lacing his voice.
“You mean the same species of bird?” I asked.
“No, no,” he smiled. “The same individual. That bird has become quite special to me.”
It was a moment of connection between a person and a tiny animal, lasting only a few minutes. But memorable trips are made of moments like these, and our recent trip to Panama was full of them.
The other Panama
This past December, my family and I went
bird-watching in Panama. It’s a country rapidly building up its ecotourism industry. It lies in the same time zone as Chicago, thus no jet lag for most Americans, and boasts a rich, cosmopolitan history because of the canal. And Panama is home to 1,000 species of birds, both migrant and native, from the magnificent frigate bird that soars on air currents for thousands of miles, to a dizzying variety of small, charismatic forest birds like the streak-chested antpitta that Nando so delicately summoned.
The same reason that the Panama Canal was created in the early 20th century, revolutionizing world trade, explains why so many birds can be spotted here. This is a land between — between two continents, North and South America; between the world’s biggest oceans, the Pacific and the Atlantic; and between dramatically different elevations and climates, from flat sunny beaches to cool, rainforest-covered mountains rising more than 10,000 feet.
We planned our one-week trip months before President Donald Trump came into office and began thundering about the United States taking back the canal. The topic didn’t come up much at the three bird-watching sites we visited. Fellow guests were too obsessed with their bird lists, and the Panamanians we met tended to dismiss the threats as bombastic and didn’t seem too worried.
And, as Nando said, “Everyone knows the country for one thing, but actually there is so much more.”
I second that.
We started in Panama City, which was founded more than 500 years ago and became one of the most vibrant trading hubs in the Americas. The old town is undergoing a renaissance, and tucked down its red brick streets are some spectacularly renovated hotels like La Compañia, which used to be a convent, and drinking holes that ooze a sweaty, romantic, old-fashioned tropical vibe where people sit at long bars under slowly swirling ceiling fans and down cocktails gleaming with condensation. We took in some excellent jazz at a speakeasy, Villa Ana, that reminded me of a classy old house in Savannah, Georgia.
Wildlife next to cargo ships
Our first morning we hooked up with Nando, whose full name is Ismael Hernando Quiroz Miranda. He started his own bird-watching operation a few years ago and was recommended by someone I know in the hotel business. As we made the hour-or-so drive from town to the Canal Zone, he shared a little of his life story.
“I was part of the people who had no chance,” he said.
He explained how he grew up in a village picking crops and sawing wood after someone swindled his father out of the family farm. The outdoor world was his milieu and over the
years, as he worked a string of hard jobs, he taught himself about birds, trees, habitats, climate change and Panama’s fecund ecosystem.
Within minutes of arriving in the Canal Zone, he and his son Ismael who works with him, helped us spot red-lored parrots swooping across the sky; a keel-billed toucan that croaked like a frog; a whooping motmot with a long iridescent tail; and a social flycatcher, a pipsqueak of a bird with a puffed-out chest and bright yellow feathers. Nando walked with his head slightly cocked to listen — he was always listening. When he found a bird, he used a laser pointer to guide our eyes up the tree trunks. We started around 6 a.m., as a muddy sunrise spread over the canal. By 9, we had spotted more than 55 kinds of birds.
But it wasn’t just birds. My family are bird nerds, and I’ve learned to appreciate that birding is a gateway to seeing a whole bunch of other things. While we scurried behind Nando, we saw spectacular blue morpho butterflies, lumpy rodents called agouti and leaf-cutter ants that moved across the jungle floor by the thousands, a writhing red carpet. In the distance, we heard howler monkeys, well, howling. They were incredibly loud and eerie, but we couldn’t ever see them, just a wall of trees: cedar trees, ficus trees, giant figs and towering stalks of bamboo.
The magic valley
After our fruitful day with Nando, we drove two hours from the Canal Zone to a town called El Valle de Antón. As we reached the outskirts, I noticed the houses getting bigger and the gardens becoming more gorgeous. I spotted travelers with nice backpacks strolling down the main road; a few rode bikes.
El Valle looks like something out of a fairy tale — a perfect little town of red-roofed haciendas enclosed by deep green mountains. At 2,000 feet higher than Panama City, it is substantially cooler and less humid, making it a magnet for travelers and wealthy Panamanians. New cafes with brightly painted tables line the sidewalks; we sampled empanadas at several, and just thinking about those perfect crusts and gooey insides is making me hungry. El Valle had the feeling of Ubud, Bali, 25 years ago: on the verge of going big time.
We spent two days at the Canopy Lodge, a cozy retreat created by a bird-watcher for birdwatchers. The first morning I woke up early, grabbed my laptop and crept to the dining room.
“Hey!” a tall guy said to me, popping out of nowhere. “Did you see the rufous motmot?”
It was 6:30 a.m. and I was just trying to check my email.
“It’s a gorgeous bird,” he said.
He had a 3-foot-long camera outfit with a camouflage hood and a lens as big as a howitzer.
Email, upon reflection, seemed stupid. So I followed his directions to a bush behind the kitchen where the rufous motmot sat in all of its splendor: marvelous deep colors — green, yellow and blue feathers — and a long delicate racket tail swinging like a metronome.
Canopy Lodge is part of a network of nature lodges founded by Raúl Arias de Para, an economist from one of Panama’s betterknown families. “Panama,” he told me, “is a beautiful country, very different from the unfortunate image that has been created of a tax haven, money laundering and corrupt banana republic.”
Coconut ice cream, caimans and owls
Our last stop was Isla Palenque, a luxury resort in western Panama, on the Pacific. For this, we drove back to Panama City and took a short flight to a town called David. We came here with my extended family, and there was a lot of chilling by the pool, throwing the football on the beach and pigging out at dinner (beef tenderloin soaked in delicious coffee sauce, pasta loaded with fresh seafood, lemon tarts, coconut ice cream, to give you an idea.)
Beyond our villa, wildlife lurked in the forest, and several members of the resort’s staff were, like Nando, natural naturalists. So we continued to explore.
One evening, a young man named Francis took us on a walk and found rainbow beetles, scorpions, a possum and a 3-foot-long caiman. At dawn, he brought us to a palm grove where a flock of crested oropendolas floated through the air carrying long vines in their beaks, building their nests. The nests hung from the trees like socks. I spent 15 happy minutes watching them.
Francis made the mistake of telling my 15-year-old son, Apollo, our family’s top birder (he’s the one who got us into this), about an elusive spectacled owl that lives in the jungle. Apollo was constantly asking the resort staff if and where they had seen it. On our final day, with just a few hours to go, we made a last stab of finding it.
A few minutes’ walk from our villa it felt as if we had entered a remote jungle. We could hear birds but not see them. We were covered in bugs and dripping with sweat.
As we plodded down a path, Francis held up a tight fist. I had seen U.S. Marines do this on the battlefield. It means stop, immediately.
We stopped, immediately. He motioned. I listened.
On a branch in a patch of sunlight, the owl landed and stared at us with big, bright, curious yellow eyes.
We had come face to face with one of the most magnificent creatures in the forest and it was the listening that had guided us, just like Nando had taught us that first day.

By PATRICK MOONEY / THE ATHLETIC
As Chicago Cubs officials contemplated the idea of star power — how to acquire it, develop it and maximize it — they also held out hope for an internal solution. In breaking up the 2016 World Series team, someone had to fill the void at Wrigley Field, capture the imagination of fans and produce monster seven WAR seasons. Though far from a guaranteed outcome, one hypothetical centered on: What if everything clicked for Pete Crow-Armstrong?
You are looking at it right now. The Cubs in first place in the National League Central. Crow-Armstrong making leaping catches at the ivy and hitting home runs into the bleachers. Fans chanting, “P-C-A,” and roaring when he drives the ball into the right-field corner, knowing that is an easy triple with his speed. The All-Star Game buzz and MVP chatter are already picking up.
“That’s irrelevant to what I do on a daily basis,” CrowArmstrong said. “Simple as that.”
This timeline would have sounded aggressive, if not unrealistic, during the early stages of this rebuild. Just last month, Crow-Armstrong was stuck on zero home runs through 73 plate appearances, with a batting average below .200. Negotiations around a long-term contract extension had fizzled.
Though Crow-Armstrong’s floor appeared secure as a Gold Glove-caliber center fielder, his career ceiling was undefined. He looked overmatched as a September call-up in 2023, and even a good second half to his rookie season left him as a below-average major league hitter. Perhaps this would be a year with some more growing pains, which would be fine if Kyle Tucker carried the Cubs back into the playoffs.
But then Crow-Armstrong blasted two home runs April 13 at Dodger Stadium. He even blew a kiss to his parents behind home plate, which became a signature moment of ESPN’s “Sunday Night Baseball” broadcast and the start of his unreal hot streak.
“Every time he comes up to the plate,” Cubs catcher Carson Kelly said, “you know something awesome might happen.”
It happened again during Saturday afternoon’s 7-3 win over the Chicago White Sox at the Friendly Confines, where a crowd of 40,134 watched Crow-Armstrong line a two-run single into center field, steal his 14th base and hustle for a triple. Through Saturday he had played in all of the club’s 52 games, producing 14 homers, 46 RBIs, 40 runs scored and an .893 on-base plus slugging percentage, all while lighting up the defensive metrics.
This is why Cubs’ president of baseball operations, Jed Hoyer, likes to call it a young man’s game. Entering last Thursday, the players who had generated the highest Wins Above Replacement this season, according to FanGraphs, were Aaron Judge (4.3) and Crow-Armstrong (2.9), followed

by five players at 2.8: Corbin Carroll, Cal Raleigh, Geraldo Perdomo, Bobby Witt Jr. and Shohei Ohtani.
“Pete’s young,” manager Craig Counsell said. “When you have players that are this young, they come to the big leagues, and you think, ‘This is what they are.’ And he’s 23. Most guys haven’t made their debut yet. So that’s the beauty of getting to the big leagues at that age.
“It means you’ve succeeded against older players and in player development in the minor leagues. But it also means you’re just new to this. He’s a talented kid. He was a firstround pick for a reason. It’s fun watching what’s possible with players like this.”
Growing up in Southern California, Crow-Armstrong was well known in baseball circles at an early age. He played for USA Baseball at multiple levels of international competition, beginning with the 12-and-under national team. He graduated from Harvard-Westlake School, which had produced first-round picks Max Fried, Lucas Giolito and Jack Flaherty.
The Cubs passed on Crow-Armstrong in the 2020 MLB draft, but they got a second chance to acquire him in the Javier Báez deal with the New York Mets at the 2021 trade deadline, a franchise-altering day in so many ways.
“I always knew he was going to be a star,” said pitcher Cade Horton, the No. 7 pick in the 2022 draft, who remembered watching Crow-Armstrong play in high school. “But this year, he’s really found a groove, and it’s awesome to watch. I love playing with guys like that, guys that just want to win and will do anything to help their team.
“He works hard. He knows what he’s good at. He’s going to cause chaos on the bases. He’s going to hit home runs. He’s going to make plays in center. He’s got all the tools.”
The Cubs have needed Crow-Armstrong’s MVP-level
stretch while some key players were out. Their leadoff man, Ian Happ, returned last Tuesday, but All-Star pitcher Shota Imanaga is not expected back until June, and Justin Steele, a 2023 All-Star, is out for the season. After a great start, Tucker had cooled off a bit, but was 6 for 8 with two home runs in wins against the Miami Marlins last Tuesday and Wednesday. Ryan Pressly lost his job as the closer. Amid those issues, the record is 30-20, and the hardest part of the schedule was front-loaded.
As flashy as Crow-Armstrong’s play can be between the lines, his demeanor off the field is mild-mannered and introspective. “This feeling’s fleeting,” he said. “It doesn’t always stay.”
Crow-Armstrong credited hitting coaches Dustin Kelly and John Mallee for helping him find a consistent stance that accentuates his athleticism. He acknowledged it is easier to hit with runners on base, in a deep lineup anchored by Tucker and Seiya Suzuki. He appreciated how teammates such as Dansby Swanson and Nico Hoerner encouraged him while he was struggling.
In terms of approach, Crow-Armstrong also gave a shoutout to Justin Turner, the team’s 40-year-old hitting guru. Whether you are feeling good or bad, Crow-Armstrong said, the main focus is “being able to go up there like it’s 0 for 0 every time.”
