Energy Czar Josué Colón Ortiz insisted on Sunday that the island government owes no money to private energy system operators LUMA Energy and Genera in response to claims by Genera that it is owed over $230 million in fuel fees.
“The government of Puerto Rico does not owe any amount of money to either private operator LUMA or to private operator Genera,” Colón Ortiz said at a news conference in La Fortaleza. “All payment of fees established in the contracts have been made faithfully. The letter made public is related to the contractual process of replenishing the service accounts, but the reality is that the Puerto Rico Electric Power Authority service accounts are filled with the proceeds from the work of the two operators because the truth is that PREPA is no longer in charge of producing, transmitting or distributing energy and billing clients.”
Genera PR warned PREPA in a letter that it has incurred a contractual “breach event” by delaying the transfer of funds to the fuel purchase account in April without, supposedly, taking actions to solve the deficiency in the stipulated time.
Although Thursday’s letter – which was published in another media outlet – does not indicate whether Genera PR would activate contractual remedies in situations of noncompliance – which can escalate to cancellation with just cause – the company stressed that it “expressly reserves all its rights, claims and remedies under the OMA [operation and maintenance agreement] under applicable law and principles of equity. Nothing in this letter should be construed as a waiver of those rights and remedies.”
Colón Ortiz said the way the contract is established is that PREPA delegated to the private operators the work it used to do. PREPA’s income comes from the sale of energy and the
utility has no other income. Genera PR and LUMA Energy are supposed to charge the public for the energy provided.
“Our office wants all operations to continue so service is not interrupted. The two operators must fulfill their obligations and if that happens then the service accounts will be replenished,” the energy czar said. “That is a contractual process and it is not true that the government owes them money as part of the fees.”
He said PREPA and the private operators are continually engaged in a conciliation of the energy produced and paid to ensure the income from the sale is deposited in the PREPA accounts, which are the accounts used to pay the private operators.
Asked why the accounts did not have the money, Colón Ortiz said “the way I see it is that service must be continuous. So, it is important for us to have the capacity for demand.”
On Sunday, there was sufficient energy demand as PREPA had 1,300 megawatts in reserve.
municipal legislators active in ’structural refoundation’

Aguada Mayor Christian Cortés Feliciano, appointed by Popular Democratic Party (PDP) President Pablo José Hernández Rivera as the party’s “structural refoundation engineer,” held a meeting over the weekend with majority and minority municipal legislators at party headquarters in Puerta de Tierra.
“As part of the refoundation work, we have met with different sectors of the party,” Cortés Feliciano noted on Saturday. “We began with young people in Caguas, with public servants in Ponce, with women in Barceloneta, and today we are doing the same with municipal legislators. We discussed the important work they do in their municipalities and their suggestions for further transformation of the party. The mission is to consolidate the PDP as the largest electoral force in the country, capable of winning elections and go-
verning responsibly.”
Hernández Rivera said “Christian Cortés is an exemplary public servant, with the ideal combination of experience in municipal administration and knowledge in law and engineering.”
“His leadership will be key to re-establishing the PDP’s structure and ensuring that the party is aligned with the needs of the people and the challenges of the future,” the party president added.
One of the participants, Niavelys Castro, stated that “we in the PDP are enjoying how productive this process of reflection and transformation is, and the municipal legislators are collaborating in a serious process to strengthen municipal administrations.”
As part of his assignment, Cortés is responsible for presenting a draft of new regulations reflecting the structural refoundation of the PDP by Sept. 30 of this year.

On Sunday, San Germán Mayor Virgilio Olivera Olivera gave Mother’s Day thanks, “from the bottom of my heart, to my beloved mother, Mrs. Margarita Olivera, as well as my beloved father, Virgilio Olivera, for having rescued me from the clutches of death.”
Sitting reflectively next to his parents, the mayor used the occasion to open his heart and share part of his life story.
“This day is extremely emotional and is full of moments that reach the center of the heart, where the most intimate emotions meet,” he said. “God made possible what for science turned out to be very difficult or impossible. God had a purpose for me. … We celebrate life and the miracle of existing.”
“We remember that sad moment when the doctors gave Virgilio ‘only 24 hours to live’ at the Mayagüez Medical Center,” the mayor’s mother recalled. “Those were extremely difficult days, filled with suffering, in which we felt our hearts ripped apart with our first hope.
“Even though he was so young, I still can’t get over all that pain,” she added. “His birth was extremely complicated, so difficult. … I was in labor for 24 hours, and because of that, the complications began.”
A tearful Don Virgilio remembered, meanwhile, that “Virgilio was born with perforated lungs and swallowed some of the amniotic fluid.”
“They told us: ‘If he survives 24 hours, your son is a true miracle of life,’” he said. “He was in an incubator, full of wires and impressive machines.”
After enduring that crisis and endless weekly follow-up appointments, Doña Margarita spent a year dressed in her habit, keeping Our Lady of the Miraculous Virgin very present. Young Virgilio grew strong and was the first of the couple’s three children, with Jesús and Adrián to follow.

The Department of Consumer Affairs will oversee the sale of cannabidiol (CBD) products and medical cannabis-related items in businesses that are not licensed as dispensaries under Act 42-2017, pending the enactment of relevant legislation.
The House Health Committee is currently evaluating House Bill 223, authored by Rep. Gabriel Rodríguez Aguiló. The measure seeks to address concerns regarding the unrestricted sale of CBD products in gas stations, grocery stores and smoke shops, many of which lack quality controls and do not provide clear consumer warnings about their composition.
“We are allowing the free sale of substances that contain additives which alter their natural state,” Health Committee Chairman Gabriel Rodríguez Aguiló stated at a hearing last week. “These products often end up in the hands of minors, posing a real risk to public health. We cannot permit their sale without any regulation.”
Reps. Adriana Gutiérrez Colón of the Puerto Rican Independence Party, Héctor Ferrer Santiago of the Popular Democratic Party, and Wanda del Valle Correa of the New
Progressive Party attended the hearing and emphasized the need to review the current legal framework. They highlighted the importance of establishing clear responsibilities among agencies to ensure consumer safety.
During the hearing, the Agriculture Department provided a detailed technical analysis, warning of potential conflicts with federal laws and the possibility of overlapping functions between agencies. However, they supported the measure with suggested amendments.
“From our institutional agenda, we support any initiative that promotes food safety and the responsible regulation of products that may affect consumer health,” Agriculture
Secretary Josué E. Rivera Castro said.
Additionally, representatives from the Office of Hemp Licensing and Inspection said they have tested a variety of products on the market, and found that 677 of them met established standards.
In response to questions from Rodríguez Aguiló, a spokesperson for the Puerto Rico Police acknowledged the urgency of addressing the issue through an interagency approach.
“These products are often consumed by minors or young people who are unaware of their chemical compounds and side effects,” he said. “We must intervene before the problem escalates.”
Attorney José Antonio Maes Aponte, managing member of Van Den Berg Law & Consulting, supported the bill’s approval and warned about the proliferation of products containing highly intoxicating synthetic cannabinoids such as Delta 8 and THCA, which are currently sold without controls, without laboratory testing, and in clear violation of the Controlled Substances Act.
The House Health Committee will continue to analyze the measure in conjunction with relevant agencies to develop a comprehensive and protective legal framework.

SSoto introduced Senate Resolution 173 last week, which mandates the Committee on Education, Arts, and Culture to conduct a comprehensive investigation into the methods, approaches, and resources used to teach reading in grades one through three in Puerto Rico’s public schools. The resolution comes in response to growing concerns about the reading skills gap among primary school students, exacerbated by educational disruptions during the COVID-19 pandemic. In addition to academic difficulties, the legislation addresses the socio-emotional impact on children’s readiness to learn.
“Mastering reading from an early age is key to academic
success in all subjects,” Pérez Soto said. “This resolution seeks to identify what we’re doing well, where we’re failing, and how we can improve.”
The research under the resolution will evaluate curricula, methodologies, teaching materials, teacher training, and performance levels, as well as consider the inclusion of special education students and the integration of complementary subjects.
The aforementioned committee will have the power to subpoena Department of Education officials, specialists, teachers, parents and other relevant stakeholders. It must submit a report with its findings and recommendations to the Senate within 180 days of the measure’s approval.
With the resolution, the Senate reaffirms its commitment to
strengthening education from the ground up and providing all students with the tools necessary to reach their full potential.

St. Louis has been battered by two tornadoes in the past two months. A fire shut down a new nursing home last month in Enterprise, Alabama, forcing residents to evacuate. Cleveland grappled with a power outage while inundated with visitors for the NCAA women’s basketball Final Four.
In each case, local health officials played a key role in containing the fallout, assisting hospitals, finding new homes for displaced residents, and coordinating efforts with fire, police and other city departments.
The funding for this work, about $735 million in total, comes from the Centers for Disease Control and Prevention. In President Donald Trump’s proposed budget, the money has been zeroed out.
The proposed cut has left health officials
increasingly alarmed, particularly since it followed $12 billion in cuts to state and local health departments in March. Nineteen states and the District of Columbia have sued to prevent the reductions.
“Man-made and natural disasters don’t depend on federal funding, but a response to save lives does,” said Dr. Matifadza Hlatshwayo Davis, health director for St. Louis. (Davis has resigned but is staying on until the city finds a replacement.)
The city is coping with huge sinkholes, routinely faces floods, and sits on a fault line that puts it at risk of earthquakes. “We really rely heavily on this funding,” Davis said. Without it, “the entire population of St. Louis and its visitors would be left vulnerable.”
The Department of Health and Human Services directed queries about the proposed budget to the Office of Management
and Budget, which did not respond to a request for comment.
The funds are funneled to local health departments through the Public Health Emergency Preparedness cooperative agreement. The program was created after the 9/11 attacks to help the nation prepare for biological threats and other emergencies.
The money helps officials manage the public health impacts of natural and manmade disasters and contain outbreaks of infectious diseases. It also pays the salaries of experienced officials who help prepare for, and mitigate, damage to public health.
The amounts vary by jurisdiction. St. Louis and Cleveland each receive about $250,000, which covers the salaries of three staff members. Dallas, in contrast, receives nearly $2 million, paying the salaries of 17 employees.
“Especially at the local level, you don’t have a lot of buffers with these funds,” said Dr. Philip Huang, director of Dallas County Health and Human Services in Texas.
If the funds disappear, even big cities like Dallas will be hobbled during emergencies. “The smaller the health department, the bigger the impact is likely to be,” he said.
Davis said her department receives less than 1% of the St. Louis city budget. If public health emergency funds from the CDC were to be cut, as the budget now proposes, neither Missouri nor the city is likely to make up the shortfall, she said.
“Those people would lose their jobs immediately,” Davis said of the employees funded by the grant.
In Alabama, emergency preparedness programs are funded entirely through federal grants. Tornadoes, hurricanes and ice in the wintertime can all wreak havoc, necessitating the intervention of health officials.
“We unfortunately get quite a bit of practice with those activities because they’re not all that uncommon,” said Dr. Scott Harris, state health officer at the Alabama Department of Public Health.
In many jurisdictions, officials relied on hundreds of volunteers to help with vaccinations against COVID and mpox. But they still needed paid staff to coordinate those activities and train the volunteers, Dr. Huang said.
“You can’t just have everyone show up and say, ‘Yeah, I’m a doctor,’” he said. City
officials check volunteer’s credentials, train them and mobilize them for emergencies as needed.
In Cleveland, health officials charged with preparedness have on many occasions received calls in the middle of night from hospitals with possible cases of anthrax or some other infectious threat.
“This is an invisible workforce because they’re preparing for the worst case scenarios — which often don’t happen, thank goodness,” said Dr. David Margolius, director of public health for Cleveland. “But it’s better to be prepared than be caught flat-footed.”
Some officials have worried since the election that the Trump administration might not renew the programs when they ended. But they said they were unprepared for the money to be abruptly cut off, as other CDC funding streams have been.
If Congress enacts the cuts, “we would have to scramble to figure out a situation for them,” he said, referring to the employees funded by the program. “It’s just completely unfair to these teams and to residents in Cleveland who count on these services.”

Rumeysa Ozturk returned to Massachusetts on Saturday evening, eyes welling with joy and gratitude at the end of her six-week odyssey in federal custody, a case that stirred outrage over President Donald Trump’s immigration crackdown.
A flight carrying Ozturk, a Turkish citizen studying at Tufts University on a student visa, touched down at Boston Logan International Airport one day after a federal judge in Vermont ordered that she be immediately released from a detention facility in Louisiana.
Speaking in a room at the airport, she flashed smiles and looked happy and relaxed, but also became visibly emotional at times. Ozturk thanked supporters for their kindness and expressed love for the country that imprisoned her and is still trying to deport her.
“America is the greatest democracy in the world,” she said, adding, “I have faith in the American system of justice.”
Ozturk, a fifth-year doctoral student, was among more than 1,000 international students whose visas were canceled by the federal government and who have faced deportation. The moves came as the Trump administration escalated its attack on higher education, saying its goal was to root out antisemitism.
Ozturk had written an opinion piece in the student newspaper criticizing the university’s response to pro-Palestinian demands. Her supporters denied that she was antisemitic, and said that she was detained in retaliation for her speech in violation of the First Amendment.
On Saturday, her friends and former professors bounced between elation at her release and pain that Ozturk, a Fulbright scholar who specializes in children’s media and who is known as a studious rule follower, was detained in the first place.
Gulay Kaplan, who has known Ozturk for a decade, drove 11 hours to see her at the airport, and was excited and emotional. When she finally saw her, she said all she
drew condemnation from students, college leaders and immigration advocates nationwide. She was walking down a sidewalk in Somerville, Massachusetts, when she was surrounded by armed immigration agents and whisked into a van. She was driven to New Hampshire, and then to Vermont, and then flown to a federal detention facility in Louisiana.
While being detained, Ozturk testified that she experienced increasingly severe asthma attacks, the first being on the plane to Louisiana. When she sought treatment, she said, the detention center’s medical staff responded condescendingly. She said she had been confined with 23 other women in a space meant for 14 people.
On Saturday, Ozturk thanked friends who helped her through the experience. Some read books to her over the phone and sent many letters of support. She said an adviser sent Ozturk’s dissertation proposal to the detention facility.
“So much love,” Ozturk said. She also expressed concern for those immigrants who are still held at the facility. “Please don’t forget about all the wonderful women” there, she said.
could do was cry.
Kaplan said she was shocked at what Ozturk had to endure, describing her friend as kind and softhearted, adding, “She doesn’t have the bone to hate anyone.” Kaplan said it had left her and her other friends scared. If this could happen to Ozturk, she said, “this could happen to any one of us for saying anything.”
On Friday, Judge William Sessions of the U.S. District Court for the District of Vermont said Ozturk’s detention would potentially chill “the speech of the millions and millions of individuals in this country who are not citizens.”
Sessions, an appointee of former President Bill Clinton, also said the government, which has accused Ozturk of engaging “in activities in support of Hamas,” had not introduced any evidence other than the pro-Palestinian opinion essay that Ozturk co-authored.
A message left for the Department of Homeland Security was not immediately returned. In response to an earlier development in Ozturk’s case this past week, a spokesperson said that “a visa is a privilege, not a right” and that the department would “continue to fight for the arrest, detention and removal of aliens who have no right to be in this country.”
In late April, the Trump administration abruptly restored the ability of thousands of international students to study in the country legally, though it maintained that their legal status could still be terminated in the future. Despite that decision, Ozturk had remained in custody until Friday.
“Rumeysa, my sister — our sister — we welcome you home with open arms,” said Rep. Ayanna Pressley at the airport. She was joined by Sen. Edward Markey in greeting Ozturk. “We never forgot about you. You are loved, you are seen, and we will not rest until you are fully exonerated, your visa is restored and you are free to continue your studies and your service to our community.”
The arrest of Ozturk in March was captured on surveillance footage and
Reyyan Bilge, a psychology professor at Northeastern, knew Ozturk when she was an undergraduate in Turkey, and described an emotional roller-coaster over the past six weeks, starting with her disbelief that her former student had been arrested. She said Ozturk was “one of the best students I’ve ever had.” Bilge followed every development in the case, logging into each court hearing, and received another shock, this time joyful, at Friday’s hearing.
“You hear the words that you’ve been waiting to hear for a really long time,” she said in a phone interview. “But at the same time, you really want to pinch yourself. Is it real? Are they going to allow her to leave?”
Ozturk’s release was delayed when the government sought to make her wear an ankle monitor, prompting Sessions to issue a second order Friday for her to be released without it.
Even though Ozturk was freed, a government lawyer on Friday said a deportation proceeding against her would continue in immigration court. But her long-term outlook is believed to be more favorable for her now than it was before the federal court released her, experts said.
Whatever comes next, and despite the experience of the past six weeks, Ozturk appeared hopeful Saturday.
“I still believe in the values we share,” she said.

Hendrik Dierendonck, a second-generation butcher who has become, as he describes it, “world famous in Belgium” for his curated local beef, thinks Europe’s way of raising cattle results in varied and delicious cuts that European consumers prize.
“They want hormone-free, grass-fed,” Dierendonck explained recently as he cut steaks at a bloody chopping block in his Michelin-starred restaurant, which backs onto the butchery his father started in the 1970s. “They want to know where it came from.”
Strict European Union food regulations, including a ban on hormones, govern Dierendonck’s work. And those rules could turn into a trade war sticking point. The Trump administration argues that American meat, produced without similar regulations, is better — and wants Europe to buy more of it, and other American farm products.
“They hate our beef because our beef is beautiful,” Howard Lutnick, the commerce secretary, said in a televised interview last month. “And theirs is weak.”
Questions of beauty and strength aside, the administration is right about one thing: European policymakers are not keen on allowing more hormone-raised American steaks and burgers into the EU.
Further opening the European market to American farmers is just one ask on a laundry list of requests from the Trump team. U.S. negotiators also want Europe to buy more American gas and trucks, to change their consumption taxes and to weaken their digital regulations.
Trade officials within the EU are willing to make many concessions to avert a painful and protracted trade war and to avert higher tariffs. They have offered to drop car tariffs to zero, to buy more gas and to increase military purchases. Negotiators have even suggested that they could buy more of certain agricultural products, like soy beans.
But Europeans have their limits, and those include America’s treated T-bones and acid-washed chicken breasts.
“EU standards, particularly as they relate to food, health and safety, are sacrosanct — that’s not part of the negotiation, and never will be,” Olof Gill, a spokesperson for the European Commission, the EU administrative arm, said at a recent news conference. “That’s a red line.”
where cattle are often raised on large feedlots with the use of hormones. European safety officials have concluded that they cannot rule out health risks for humans from hormone-raised beef.
To Dierendonck, the rules also fit European preferences. The lack of hormones results in a less homogenous product. “Every terroir has its taste,” he explains, describing the unique “mouth feel” of the West Flemish Red cow he raises on his farm on the Belgian coast.
But farming beef without hormones is more expensive. And American exporters have to adhere to hormone limitations when they send steaks, hamburgers or dairy products to EU countries, which European farmers argue is only fair. Otherwise, imports produced using cheaper methods could put European farmers out of business.
It is not clear how serious the Americans are about pushing for farm products like beef and chicken. But the topic has surfaced repeatedly. When U.S. officials unveiled a trade deal with Britain on Thursday, for instance, beef was part of the agreement.
But according to Britain, the deal would simply make it cheaper for Americans to export more hormone-free beef to the country and would not weaken British health and safety rules, which are similar to those in the EU.
When it comes to the EU, the United States can already export a large amount of hormone-free beef without facing tariffs, so an equivalent deal would do little to help American farmers.
But diplomats and European officials have repeatedly insisted that there is no wiggle room to lower those health and safety standards. And when it comes to meat-related trade restrictions more broadly, there is very little. Chicken, for instance, faces relatively high tariffs, and there is limited appetite to lower those rates.
That’s because Europe is protective of both its food culture and its farms.
Where America tends to have massive agricultural businesses, Europeans have maintained a more robust network of
smaller family operations. The 27-nation bloc has about 9 million farms, compared with about 2 million in the United States.
Subsidies and trade restrictions help to keep Europe’s agricultural system intact.
The EU allocates a big chunk of its budget to supporting farmers, and a mix of tariffs and quotas limit competition in sensitive areas. EU tariffs on agricultural products are around 11% overall, based on World Trade Organization estimates, though they vary hugely by product.
And the bloc could place higher tariffs on U.S. farm goods if trade negotiations fall through. Its list of products that could face retaliatory levies, published Thursday, includes beef and pork, along with many soy products and bourbon.
But it’s not just tariffs limiting European imports of American food. Strict health and safety standards also keep many foreign products off European grocery shelves.
Take beef. Dierendonck and other European farmers are banned from using growth stimulants, unlike in the United States,
“We cannot accept import products that do not meet our production standards,” said Dominique Chargé, a cattle farmer from the west of France who is also president of La Coopération Agricole, a national federation representing French agricultural cooperatives.
The result is that the United States does not sell much beef to Europe. It makes more economic sense for U.S. farmers to sell into markets that allow hormone-raised cattle.
In Europe, including at Dierendonck’s butchery and farm, there’s a value placed on the old-fashioned, small-scale way of doing things, policymakers and farmers agreed. Dierendonck does buy some American beef for customers who ask for it — it’s easy to cook, he said — but it’s a small part of the business.
“I like American beef very much, but I don’t like it too much,” said Dierendonck, explaining that to him, the beef his European suppliers provide is varied, like a fine wine. “For me, it’s about keeping traditions alive.”
U.S. President Donald Trump said on Friday that 80% tariffs on Chinese goods “seems right,” making his first suggestion of a specific alternative to the 145% levies he has imposed on China ahead of weekend talks to contain a trade war between the world’s two biggest economies.
U.S. Treasury Secretary Scott Bessent and chief trade negotiator Jamieson Greer will meet Chinese economic tsar He Lifeng in Switzerland for talks that could be the first step toward resolving their trade disputes.
“China should open up its market to USA — would be so good for them!!! Closed markets don’t work anymore!!!” Trump said in a Truth Social post.
“80% tariff on China seems right. Up to Scott B,” Trump said.
While Trump has on several recent occasions indicated that he expects the punitive tariff rates he has imposed on China to come down, he had not until now floated a potential figure for where they may fall to.
Following the post, U.S. stock futures dipped slightly before rising somewhat, while in Europe the U.S. dollar and European stocks also briefly weakened.
Since taking office in January, Trump has hiked levies on imports from China to 145%, in addition to those he imposed on many Chinese goods during his first term and the duties levied on Beijing by the Biden administration.
China hit back by imposing export curbs on some rare earth elements and raising tariffs on U.S. goods to 125%, in addition to extra levies on select products including soybeans and liquefied natural gas.
The weekend talks in Geneva have been described by Trump administration officials as a step towards de-escalating tensions with China.
Virtual chronic care provider Omada Health has filed to go public in the United States, the latest in a string of healthcare listings expected this year.
While U.S. President Donald Trump’s tariff whiplash has roiled markets and cast a shadow on new listings, companies in sectors perceived as less sensitive to economic headwinds are pushing ahead with their initial public offerings.
Omada did not disclose the details as to how much it plans to raise from its IPO.

Pope Leo XIV returned to the balcony where he was presented to the world as the new leader of the Roman Catholic church just days ago, using his first Sunday address to the faithful to call for peace.
“Never again war,” he said to a roar from the tens of thousands who had gathered in St. Peter’s Square at noon. Leo’s appeal was addressed to the world’s most powerful leaders, and he noted that it had been almost 80 years to the day since the “immense tragedy” of World War II had ended. He quoted Pope Francis, his predecessor, who often referred to the current global wave of violence as “a third world war in pieces.”
Leo was elected pope Thursday, becoming the first American pontiff on the second day of the conclave. Since then, he has had a busy calendar, with Vatican observers watching closely for clues on how he plans to lead.
On Friday, with the cardinals who had elected him the previous day, he celebrated his first Mass in the Sistine Chapel as pope. In his homily, he pledged to align himself with “ordinary people.”
The pope met with the cardinals again Saturday, saying he would continue the work of Francis in steering the church toward greater collegiality and a focus on caring for marginalized people.
On Sunday, he continued to echo themes that Francis spoke about regularly in his Sunday addresses, including the wars in Ukraine and the Gaza Strip.
The pope called for an “authentic, just and lasting peace” in Ukraine and the freeing of all prisoners in that war. He added that children should be returned to their families. Although he did not specify which children, many Ukrainian children have been taken to Russia during the war against the wishes of their families.
Leo also made a plea for an immediate ceasefire in Gaza and for humanitarian aid to be allowed to be distributed “to the exhausted civilian population” in the territory, as well as the return of the hostages taken in the Hamas assault on Israel on Oct. 7, 2023.

Sunday also marked the World Day of Prayer for Vocations, he noted. Leo said he was praying, along with the faithful, that more Catholics would take up callings to the priesthood and religious orders. “The church has such a great need for them!” he said, at a time when the number of people joining the priesthood and religious orders has been declining.
“And to young people, I say: Do not be afraid,” accept the call of the church, he said, citing the words that Pope John Paul II said at his official inaugural Mass as pontiff in 1978. Leo’s words were drowned out by cheers.
Before speaking to those gathered in St. Peter’s Square, Leo celebrated Mass with other clerics, near the tomb of St. Peter, which is under the Renaissance basilica.

Leo delivered his homily half in English and half in Italian. In one passage, he urged clerics to listen. “Listen to the word of God, then listen to others, know how to build bridges, know how to listen in order not to judge, not to close doors thinking that we have all the truth and no one can tell us anything.”
About 100,000 people filled the square and the av-
enue leading to it, according to the Vatican. Next Sunday, St. Peter’s is expected to fill with the faithful once again for his official inaugural Mass.
Leo takes over the church at an especially busy time, as 2025 is a Jubilee Year, when Catholics seek penance and forgiveness of sins. Jubilee Years occur every quarter-century, and millions of visitors are likely to visit Rome for dozens of events.
Marching bands crisscrossed the square Sunday, as this weekend was the Jubilee of Bands. Leo greeted “these pilgrims with affection,” thanking them for enlivening the morning with their music and performances.
“Viva il Papa” (“Long live the pope”) people cheered when he finished his address.
The Vatican said Leo and several Vatican officials then went to the Apostolic Palace, where officials had sealed Francis’ apartment when he died. On Sunday, the seals were removed.
Leo has not said where he will live, but Francis broke with a long-standing tradition and resided in a Vatican guesthouse rather than in the palace.
Candice Dias, from California, was in the square Sunday to hear Leo’s blessing. “He seems to be very down to earth,” she said before he spoke.
Tim Salaba, 62, a retired engineer from Lonsdale, Minnesota, who was also there, said he had been surprised by the cardinals’ choice. “Like most people, we thought the odds of an American pope were very low,” he said. “I hope, in time, he will be referred to less as the American pope and just as the pope.”

By the time Smokey Robinson performed “Cruisin’” near the end of his concert at the Beau Rivage Theater in Biloxi, Mississippi, on Friday night, the mutual admiration was on full display between the Motown icon and a revering audience of nearly 1,600 people, with no mention made of the sexual assault allegations levied against him last past week.
Robinson had long discarded the jacket from the sparkling green suit and the tie he had begun the night with.
“Do you know what you volunteered for?” he asked one woman he invited onstage.
“We’ll be right back,” Robinson said when she answered that she had freely agreed to join him in front of the audience, and he took a few steps pretending to accompany her backstage. He then implored her to get the audience to sing “Cruisin’” lyrics with them.
Robinson, 85, smiled widely throughout a festive set, dancing suggestively while performing many of his landmark songs as part of a tour celebrating the 50th anniversary of his album “A Quiet Storm” and the release of a new album, “What the World Needs Now.”
He proceeded with the concert just days after four women who worked as housekeepers for Robinson claimed in a lawsuit that he had repeatedly sexually abused them for years at his homes in California and Nevada. Three of the women did not report the allegations sooner over fear of their immigration status, the lawsuit states.
The suit argues that Robinson created a hostile work environment and demanded they work long hours without receiving minimum wage. It also claims that Robinson’s wife, Frances, knew of the assaults.
A lawyer for Robinson, Christopher Frost, said he would argue for the lawsuit’s dismissal, calling it “an ugly method of trying to extract money from an 85-year-old American icon” in a statement to The New York Times.
The women are only identified as Jane Does 1 through 4 in the lawsuit filed in Superior Court in Los Angeles on Tuesday.
“We stand behind our four clients’ truthful claims, which are neither false nor vile but clearly describe Mr. Robinson’s despicable criminal acts,” their lawyer, John Harris, said in a statement Tuesday.
No mention of the lawsuit was made during Friday’s show. Robinson received a rose from a spectator during the set. He paused to take a selfie with another audience member, doubling back when she said that she did not capture the photo the first time, and received an extended ovation at the end of the performance.
Robinson starred in the Motown group the Miracles and performed many of the songs — “The Tears of a Clown,” “I Second That Emotion,” “My Girl” and “You’ve Really Got a Hold on Me” — he helped create that are threaded with some of the most endearing soul music ever created.
Friday’s performance included songs from “Gasms,” his 2023 album of love songs. He interspersed the show with personal recollections of working in Motown and joked that Stevie Wonder had once been so motivated to collaborate that the blind musical pioneer had offered to drive him to the studio.
Clara Mecum said she had come to hear Robinson’s songs and that the lawsuit did not affect her enjoyment.
“I paid over $100 to see him,” she said. “I didn’t care. I really love him.”
Sandra Thames attended the performance with her son, David Rucker, after the pair drove three hours on a rainy afternoon. They relished the performance and the enthusiasm that Robinson brought to the stage.
“That has no bearing on the show,” Thames said of the lawsuit. “Whatever happened, if it happened, it’ll come to the light, I believe.”
Liz Moran, who had brought her mom to the
show as a Mother’s Day present, said she was unaware of the allegations, so they had no effect on her appreciation of the show. “I liked all the oldies,” she said. “I enjoyed it.”
Robinson was enshrined as a solo artist in the Rock & Roll Hall of Fame in 1987 and has been honored by the Recording Academy and the Kennedy Center.
His next performance is scheduled for May 31 at the Capitol Theater in Port Chester, New York.

It was summer in the city that proudly calls itself the “end of the world,” and the tourists were flocking like the penguins they had traveled thousands of miles to see.
On a late-January afternoon, five hulking cruise ships crowded the docks in Ushuaia, Argentina, waiting to take deep-pocketed passengers who had paid $15,000 to $18,000 each, on average, for once-in-a-lifetime 10-day trips to Antarctica.
A decade ago, about 35,500 Antarctic passengers set out from Ushuaia. Last year, about 111,500 did. This year, as the season draws to an end, the local port authority estimates that the number will be 10% higher. Many tourists will spend a night or two in town before or after their cruise, some choosing an Airbnb over a room at one of the city’s mostly humble hotels.
The explosion in tourism is bringing prosperity for the 83,000 residents of Ushuaia, which is squeezed between the Andes and the Beagle Channel. But it’s also taxing resources, raising the cost of living and contributing to a housing shortage for workers. The remoteness, Ushuaia’s biggest selling point, only makes the strain worse.
“We sell an aura,” said Julio Lovece, president of the Ushuaia Foundation XXI, which advocates tourism development that benefits the local community. “Unlike other places that maybe sell waterfalls, or whales, or glaciers, we sell the end of the world.”
Cruising to ‘another planet’ Ushuaia, the southernmost city on earth, serves as the main gateway to the Antarctic. Although cruises also leave from Chile, Australia and New Zealand, Ushuaia’s location, only about 600 miles from the tip of Antarctic Peninsula on the island of Tierra del Fuego, explains why it accounts for 90% of departures.
The desire to see unspoiled landscapes, unusual animals and vast amounts of ice in an age of global warming draws tourists to the cruises. Gabriel Chocron, a co-founder of the local agency Freestyle Adventure Travel, described visiting Antarctica as “the closest you can get to visiting another planet.”
Ushuaia has roughly 6,200 beds for tourists on any given night, according to the Tierra del Fuego tourism board, about 40% in hotels and at least 30% in temporary rentals — most likely an undercount because not all rentals are re -

gistered with the tourism authorities. Many of the downtown hotels come with views of the Beagle Channel, but accommodations tend to be rustic and unassuming. Budget lodgings abound, including a new Japanese-style capsule hotel. But tourists hoping for upscale accommodations won’t find much in town: The three five-star options are nature resorts far from the city center.
Aiming to capture a piece of that high-end market, Meliá Hotels announced in late December that it would build a $50 million luxury resort in Ushuaia, featuring a spa, indoor and outdoor pools, and an 800-seat auditorium.
The current lack of high-end options, local tourism officials say, hampers their efforts to persuade cruise passengers to stick around and explore the region.
Clearing forest to build homes
Passengers paying as much as $18,000 for an average Antarctic cruise might be surprised to see how some local workers live. Nolly Ramos León, a 34-year-old single mother of four, has spent years residing on a mountainside where people have cleared the forest to build shacks. The neighborhood offers striking views of the harbor and the luxury cruise ships.
Her first home there was a flimsy structure made of nylon and wood. The family’s new home has better insulation to protect against temperatures that routinely plunge below freezing, but it is still not connected to the power grid or to water and sanitation services. Ramos León gets some of the family’s water from a nearby stream. She walks down stairs and dirt paths that become treacherous in winter to reach her job as a housekeeper at a hotel, where she earns roughly $500 a month, plus more for overtime.
According to Ramos León, the Ushuaia residents who built on the mountain slope did so “to try to live with dignity.” At least 10% of Ushuaians live in these types of informal settlements, with scant access to public services. “It took us a long time to get this house built,” Ramos León said. “Sometimes we didn’t even have money to eat, because I was putting it toward this house.”
Ushuaia’s population has ballooned by 45% since 2010, as workers have moved there seeking economic opportunity. But absorbing the newcomers has been difficult. Ringed by mountains, a national park and the water, Ushuaia has had little room to develop housing and infrastructure — and building anything in such remote terrain comes with a hefty price tag.
Most renters in Ushuaia spend roughly 80% of their income on housing. A two-bedroom apartment averages 900,000 pesos a month (about $1,000), according to the local housing advocacy group Que Nos Escuchen. In 2023, rents in Ushuaia outpaced even those of Palermo, one of the trendiest neighborhoods in Buenos Aires, Argentina.
As with other resort towns limited by geography and struggling to balance housing and tourism, Ushuaia has few options that are palatable to everyone. Proposals to expand the city limits have bubbled up, but many worry they could do more harm than good. Some within the tourism sector say pumping the brakes on both the city’s and their industry’s growth could be essential to preserving the region’s appeal as a remote, natural wonderland.
In a statement, the International Association of Antarctica Tour Operators, which represents the private-sector Antarctic tourism industry, said most cruisers stay in hotels, not private rentals, during their time in Ushuaia, and cited a “commitment to fostering a sustainable balance between tourism and community well-being in Ushuaia.”
Antarctic vacations also have an big impact on the environment: Each traveler accounts for about 5 tons of carbon dioxide emissions per trip — roughly equivalent to the amount of carbon pollution the average person produces in an entire year; for the average American, it’s closer to 16 tons. Antarctica is warming at a faster pace than the rest of the world, and rising temperatures are already reshaping the landscape around Ushuaia. During a hotter-than-normal summer, a popular ice and rock formation inside Tierra del Fuego National Park collapsed into a slushy heap this year.
According to the IAATO, cruises help raise awareness and turn paying customers into ambassadors for the protection of Antarctica. But environmental activists say the time has come to consider hard caps on the number of cruisers, or making at least parts of the continent off-limits to tourism.
Housing activists in Ushuaia also worry about the future as homes become harder to afford. “There’s going to come a moment where it’s going to be all tourists in Ushuaia,” said Maria Elena Caire, president of the Que Nos Escuchen housing group. “And who is going to serve them? Because residents can’t find a place to live.”

Team Caribe defeated Team Atlántico 9-2 in the 2025 season Double A Superior Baseball League All-Star Game held Saturday at Juan José “Tití” Beníquez Stadium in San Sebastián.
It was the fourth year in a row that the team, composed of the East, Southeast, Central, and South sections, has won the main event of the Puerto Rico Baseball Federation (FBPR) season, which was hosted by San Sebastián for the first time. This year, the event included the fifth edition of the Leyendas de Nuestro Béisbol Game, which brings together outstanding former Double A players, and a clinic on the urban sport Béisbol5.
Team Caribe took the lead in the top of the fourth inning with a five-run rally, highlighted by a single by Eric Hernández that broke a
one-run tie and brought in the go-ahead run.
Yadiel Rivera, of the Pescadores del Plata of Comerío, was the game’s outstanding offensive player with two hits and three RBIs, earning Most Valuable Player honors. He also won the home run competition, beating Jorge “Búho” Ortiz of the Fundadores of Añasco in the final round.
Raúl Rivera, of the Cocoteros of Loíza, earned the win in relief. Jean Félix Ortega, of the Cariduros of Fajardo, was named the most outstanding pitcher, pitching two innings with just one hit allowed, no runs and one strikeout.
The FBPR dedicated the All-Star Game to José “Caco” Vázquez of the Cidra Braves, who this year reached the historic mark of 600 hits. In his message, the veteran announced that this will be his last year as an active Double-A player.
Also recognized was speedy rookie Antonio Brown of the Ponce Cubs, who set a new record with 23 stolen bases in a 20-game regular season.
Both players were honored with commemorative posters presented by FBPR President Dr. José Daniel Quiles and Executive Director Efraín Williams.
Team Caribe, composed of the East, Southeast, Central, and South sections, won the Double A Superior Baseball League All-Star Game for the fourth year in a row on Saturday.
