Villafañe proposes to open new resident commissioner offices to enhance access to services

Sen. William Villafañe, a primary candidate for resident commissioner, said Monday he will establish four district offices in various strategic points of the island, in addition to creating a mobile office, a virtual office and kiosks with service terminals to improve access to federal government services.

Villafañe said his proposal arises due to the “challenges in public transportation that make it difficult for the citizens of Puerto Rico to travel efficiently, particularly when they come from rural areas or municipalities distant from the metropolitan area.”

“This situation hinders citizens’ access to services and resources in the San Juan area,” he said.

The New Progressive Party senator added that “in emergency situations, such as the natural disasters we have experienced in the past, in which roads, streets and highways have been impacted by landslides and structural damage, leaving towns and communities inaccessible, these obstacles put the life and safety of our citizens and their property at risk, as they limit access to the services and aid that both the federal and state governments make available to them.”

Faced with these challenges, Villafañe proposes establishing district offices in the four cardinal points of the island, one for each congressional district that Puerto Rico would have under statehood, to provide easier and more convenient access to government services and resources. With those spaces, the Office of the Resident Commissioner would seek to bring the citizens closer, regardless of the municipality in which they reside, to assist them and achieve greater access to the services and resources of the state and federal government.

“The budget of the Resident Commissioner’s office in Washington, D.C. is limited, so to achieve this, we propose to collaborate with state government agencies and municipalities to share office spaces; in this way, we will be able to maximize the reach and effectiveness,” Villafañe said. “This collaboration will also allow us greater cooperation in providing services to citizens.”

Villafañe’s proposal includes a virtual office, which would be a platform for the resident commissioner and his team to hold meetings with constituents. This initiative, facilitated by technology, ensures the inclusion of citizens with physical limitations who cannot travel to an office. It allows them to access necessary services and resources from the comfort of their home, emphasizing the campaign’s commitment to inclusivity and accessibility.

Recognizing that there are communities that by their nature are distant from government centers, to serve citizens of more remote and difficult-to-reach communities, a mobile office will be established that the candidate said will be equipped with the necessary resources to provide a wide range of services, including assistance with federal and state government paperwork, information about federal programs and services, and the opportunity to meet with staff from the Office of the Resident Commissioner to address specific citizen concerns and needs.

Likewise, management kiosks will be installed during strategic dates to provide attention and services to places frequented by citizens, such as plazas, supermarkets and shopping centers, Villafañe said.

“With our veterans and active military members in mind and recognizing that access to services, we also propose to offer services directly at the United States Department of Veterans Affairs and the Veterans Hospital to provide personalized assistance to these citizens who have served and done so much to defend our freedom and our rights,” the candidate said.

Health Dept. reports first death attributed to dengue

Dr. Melissa Marzán Rodríguez, the island’s chief epidemiology officer, announced on Monday the first death attributed to the dengue virus in Puerto Rico this year.

“The most recent published surveillance bulletin has added 69 cases, for a cumulative total since the beginning of the year of 1,033 cases. And also in this bulletin, we have published the first death associated with dengue for 2024, which would be an 85-year-old person from the San Juan region,” Marzán said at a press conference.

Marzán noted that most of the cases are concentrated in the metropolitan area of San Juan.

“In terms of severity, we continue to see a similar rate to previous years, with 5.7 percent or 6 percent of cases being severe,” she added.

Marzán called on citizens to cooperate in preventing the spread of dengue.

“We want to ask the community, the population, [to remember] that dengue is a situation that requires continuous and coordinated work,” she stressed. “This is not the time to let your guard down. We need everyone to be taking active measures against the mosquito.”

Regarding the most affected age groups,

“Since the beginning of the year, 24 percent of the cases have belonged to the municipality of San Juan. So that concentration of cases between San Juan, Bayamón and Carolina continues to lead, with almost 60 percent of the cases observed under surveillance,” she said. “We also observed a second important concentration in the western region, especially in the municipality of Rincón.”

Marzán noted that the pediatric group from 0 to 19 years old represents the majority of cases, especially the group from 10 to 19 years old, which constitutes a little more than 30 percent of the cases.

Veteran Friendly Island initiative launches

With the goal of attracting veterans from other jurisdictions to settle in Puerto Rico, Sen. Keren Riquelme Cabrera, along with a group of veterans, has created the “Puerto Rico Veterans Friendly Island” campaign to promote the island as a destination for veterans in the States to reside in. Also promoted was the creation of the Veterans Council, which will be in charge of developing economic and social proposals that will make the island an attractive destination

for stateside veterans.

“Veterans are a very important sector of our society and have a lot to contribute to the socioeconomic development of Puerto Rico,” the senator said. “One of the proposals we are working on is to turn Puerto Rico into a destination for veterans from other jurisdictions in our nation to relocate to and contribute to the economy and society. To create the foundation that makes this proposal viable, we are creating a Veterans Council, which will aim to present proposals to encourage veterans residing in the states to come to the island.”

Riquelme’s remarks came after concluding a meeting with several veterans service organizations, along with Veterans Advocate Agustín Montañés, where the “Puerto Rico Veterans Friendly Island” proposal was adopted.

“This initiative seeks to identify opportunities for public policy creation and educational initiatives to make Puerto Rico a jurisdiction where veterans receive the best services and decide to stay on the island when they retire,” Riquelme said.

Some 110,000 veterans live in Puerto Rico.

To prevent the spread of dengue during the rainy season, it is essential to eliminate mosquito breeding sites. Containers that accumulate water, such as buckets, flower pots and tires, should be emptied and cleaned. In addition, it is necessary to cover water tanks and use repellents and mosquito nets. The community must collaborate in cleaning and keeping its surroundings free of stagnant water to reduce the reproduction of the Aedes aegypti mosquito, which transmits the virus.

Moderate to heavy rains expected starting Wednesday

The National Weather Service in San Juan reported Monday that unstable and wet conditions are expected in Puerto Rico and the Virgin Islands starting Wednesday, due to the proximity of a trough in the middle and upper levels, along with low pressure developing at the surface. Those conditions will result in an in-

creased risk of flooding later in the week.

The rain is expected to arrive in pulses, with the first episode reaching the region on Wednesday. The downpours will move from the Caribbean Sea toward the Virgin Islands and across the southern and eastern half of Puerto Rico.

A second pulse is expected on Thursday, with residual effects through Friday. The moisture field associated with the trough is

forecast to persist through at least Saturday night.

Prolonged periods of moderate to locally heavy rainfall will increase the risk of flooding, rising rivers and landslides. It is also possible that some rivers will overflow and flash floods will develop.

The public, especially those who live or travel in flood-prone areas, is advised to keep an eye out for weather updates.

LGBTTQIA health clinic opens in San Juan

The TransSalud clinic, a new health center dedicated to offering comprehensive medical care and support to the LGBTTQIA community in Puerto Rico, opened this past Saturday in San Juan.

“We created this space so that our community feels safe and supported at all times,” said Gerald L. Vega, CEO and co-founder of the clinic. “It is critical for every LGBTTQIA person to know that they have a place to receive quality care without fear of prejudice. We want to be a beacon of hope and confidence for all those who have felt the weight of discrimination in the medical field.”

The center, located at Carr 21 U3-2 in Las Lomas, seeks to address the specific needs of the community, promoting equity and well-being through inclusive and respectful services. TransSalud offers a wide range of services, including primary care, hormone care, psychological counseling and social support services. The clinic is the result of a collaborative effort between medical professionals, LGBTTQIA rights advocates, and community members.

The lack of LGBTTQIA-sensitive services has had a significant

impact on the physical and mental health of many people. Dr. Barbara Blasini, clinical director and co-founder of TransSalud, said it is crucial to have a place where patients feel understood and respected.

“We are committed to providing that safety and ensuring that all patients receive the care they deserve,” she said. “We know that discrimination can be a huge barrier, and we want to break down that barrier with every service we offer.”

Statistics show that 15% of LGBTQ Americans, including 28% of transgender people, have postponed or avoided health care because of discrimination. Dr. Suzzette Alio, medical director and co-founder, called on everyone to seek help without fear.

“They are not alone,” she said. “They can count on sensitive equipment and a safe space for their health needs. It is vital to break this cycle and provide the support that each individual deserves.”

The TransSalud clinic is open Monday through Friday, 9 a.m. to 6 p.m. For more information, those interested can call 787-2000685, visit the https://www.clinicatranssalud.org/ website or email servicio@transsaludpr.org.

Tax-free sale days for hurricane season prep Friday-Sunday

The sales and use tax (IVU by its Spanish acronym)-free sale of items and equipment for hurricane season preparedness is this weekend starting on Friday, May 24 and continuing through Sunday.

“My exhortation to the public is to take advantage of these IVU-exempt sales of equipment and items to face the hurricane season,” Rep. Ángel Matos García said Monday in a written statement announcing this year’s sale days. “While this sale has been a success for the past two years, we want

this year to be no exception. So we remind citizens that from Friday to Sunday, they should take the opportunity to prepare for a hurricane season, which according to experts will be a very active one.”

Law 20 of 2022 authorizes the exemption from the IVU on some 35 items for hurricane season preparation. Among the items are the following:

Containers, tanks and cisterns for fuels and water; hardware, anchors and screws; select lumber items for wind and rain protection, including untreated panels; ropes and tie-downs; zinc building panels; nonperishable food items,

including emergency meal kits; water; cleaning and sanitizing supplies; and parts and products for repair and maintenance of generators and emergency solar equipment.

Also IVU-exempt will be equipment such as portable generators whose price does not exceed $3,000; individual batteries or packs; battery-operated or alternative-energy lamps; emergency solar equipment; tools such as drills, circular saws and hammers, among others; gas stoves and burners (not including barbecue grills); gas in cylinders and tanks; emergency or rescue ladders; hurricane shutters; and axes and machetes.

State Dept. to hold meeting on new business regulations

The Puerto Rico Department of State, the Financial Crimes Enforcement Network (FinCEN) and the U.S. Treasury Department will hold a presentation on new regulatory requirements on Wednesday for individuals who ultimately own or control companies.

Secretary of State Omar J. Marrero Díaz made the announcement Monday.

“In 2021, the United States Congress passed the Corporate Transparency Act to safeguard the financial system from illicit use,” Marrero said. “This law requires companies operating in the United States to report information about the beneficial owners and any other person who exercises substantial control over the affairs and decisions of the entity.”

“It is extremely important that every corporation or

limited liability company, or LLC, submit their initial report directly to FinCEN,” the secretary of state said. “An important aspect of this law is that the principal officers of the entity in question would also be responsible for non-compliance under the law. That is why we reiterate our call for any entity that qualifies to send the form as soon as possible and to attend this presentation to clarify any doubts.”

The presentation, which will take place at the State Department Theater in Old San Juan, will feature Jimmy Kirby, deputy director of FinCEN, who will explain details about the Corporate Transparency Act (CTA), as well as the reports required by the law.

With the objective of combating money laundering, terrorist financing, corruption, tax fraud and other illicit activities, the CTA created a rule to submit information about the beneficial owner (Beneficial Ownership Information,

or BOI), where reporting companies must disclose certain information about the entity as well as personally identifiable information about its beneficial owners, Kirby noted. The rule, Marrero added, establishes that reporting companies must submit a BOI Initial Report whose expiration date depends on the company’s date of creation or registration.

“Reporting companies created or registered to do business before January 1, 2024, will have until January 1, 2025 to submit their Initial BOI Report,” Marrero stressed. Meanwhile, those companies created or registered during 2024 will have up to 90 calendar days to submit their BOI report, counting from the date of the company’s creation. Those companies created or registered to do business on or after Jan. 1, 2025, will have up to 30 calendar days to submit their report.

‘We can’t sleep’: Houstonians still without power struggle to stay cool

Three days after a devastating thunderstorm tore through Houston, the nation’s fourth-most-populous city began lurching back onto its feet Sunday.

Power returned to hundreds of thousands of homes but still remained out across hard-hit areas not far from downtown. Traffic crawled through blackened intersections or down neighborhood streets now lined with limbs and leaves piled up like green-brown snow banks.

Clear skies helped dry out the sopping city over the weekend but also presented a new danger as temperatures climbed to around 90 degrees and were expected to stay. More than 350,000 electrical customers across huge swathes of Houston and its northwest suburbs started the day without service, cutting off the air conditioning that helps make the Gulf Coast heat bearable.

“We can’t sleep,” said Dolores Valladares, 61, with sweat on her brow as she sat outside her home in the city’s East End, watching her grandchildren.

Inside was even more stifling. Her food had spoiled, and she has struggled to get a reimbursement for her food stamps. Instead, she has been relying on nearby fast food chains that have power for cheap food and cool air.

“The darn heat,” said Mayor John Whitmire during a news conference Sunday evening. “It’s getting hotter as we talk.” He said the city had opened cooling centers and was providing free rides for residents to get to them.

The local electric company, CenterPoint Energy, has been racing to repair lines that had fallen from the force of the wind or under the weight of trees, saying it had done so for more than a half-million customers within 48 hours of the storm Thursday evening. A quarter of a million were fixed from Saturday into Sunday.

The outages were so widespread that even the company’s own online outage tracker — frequently used by Houstonians to check their service — was overwhelmed and stopped working reliably.

A company spokesperson said CenterPoint had around 7,000 workers out performing repairs, including thousands of additional power line workers and “vegetation management personnel” who were

(Annie

brought in from surrounding areas.

The company expected to restore service to 80% of its affected customers by Sunday evening. But that would most likely still leave around 200,000 without service into the start of the week. Some would not have power until the end of the day Wednesday, the company said.

Elsewhere in the city, Sunday routines carried on unbroken in neighborhoods that never lost power or quickly regained it. Church bells rang. Golfers and joggers sweated it out in Houston’s central Hermann Park, confident that air conditioning awaited them at home. Travel sports teams gathered for games.

Parents waited anxiously for updates on their children’s schools in the city and surrounding suburbs. Most of the 274 schools in the Houston Independent School District, which closed Friday, had power and were set to reopen Monday. But dozens were still without electricity.

Schools would remain closed Monday for more than 150,000 students in two other local public school districts, Cypress-Fairbanks and Spring Branch, officials said.

Along Interstate 10, utility trucks could be seen massed in box store parking lots before deploying. In hard-hit neighborhoods, chain saws hummed, joining the rumbling of diesel generators powering the homes of

those lucky enough to have them.

“There’s a lot of neighborhoods, maybe within a 2-mile radius, who’s had their power restored as of yesterday,” said Dewayne Williams, 43, who lives with his family in Cypress, Texas, northwest of Houston. “But we’re still without.”

With the sun beating down, Williams said the temperature inside his home felt like 90 degrees or more. He had a generator to keep the refrigerator working and to occasionally run a fan.

The National Weather Service said that a tornado briefly touched down near the Cypress area Thursday as the thunderstorm barreled across the metropolitan area.

Thursday’s thunderstorm, which officials said killed seven people, struck with such sudden ferocity that it left people across the Houston area with little time to prepare. The heat posed a more predicable threat, though Sunday there had been only 18 heat-related emergency calls, Samuel Peña, the city’s fire chief, said.

In addition to opening city and county cooling centers, officials said Houston schools were planning to offer food distribution starting Monday.

A century-old tree toppled in Maria Saldana’s yard in the Spring Branch area, ripped out at the roots. No one got hurt. But as of Sunday, no one nearby had power either, and neighbors feared — based on a map put out by the electric company — that they would not get power back for a few more days.

Saldana, 64, was exasperated at the sustained outage, the fourth such stretch she has had to endure, after Hurricane Ike in 2008, Hurricane Harvey in 2017 and the winter freeze in 2021.

“I’ve lived in this house for 38 years,” she said. “I am old. I don’t want to do it anymore.”

She said she thought about moving but was not sure where she would go. For now, she said she was taking cold showers and driving her car around the block with the cold air blasting.

Thank God, she said, “I have water.”

Critics fault ‘aggressive’ NYPD response to pro-Palestinian rally

Violent confrontations at a pro-Palestinian rally in Bay Ridge, Brooklyn, on Saturday reflected what some local officials and protest organizers called an unexpectedly aggressive Police Department response, with officers flooding the neighborhood and using force against protesters.

At the rally, which drew hundreds of demonstrators, at least two officers wearing the white shirts of commanders were filmed punching three protesters who were prone in the middle of a crosswalk. One officer had pinned a man to the ground and repeatedly punched him in the ribs, a 50-second video clip shows. Another officer punched the left side of a man’s face as he held his head to the asphalt.

Police arrested around 40 people who were “unlawfully blocking roadways,” Kaz Daughtry, the department’s deputy commissioner of operations, said on social media Sunday.

Daughtry shared drone footage of one person who climbed on a city bus, “putting himself and others in danger.” The Police Department, he wrote, “proudly protects everyone’s right to protest, but lawlessness will never be tolerated.”

Neither Daughtry nor police commented on the use of force by officers. A spokesperson for Mayor Eric Adams did not immediately respond to a request for comment about the police response. The Police Department’s patrol guide states that officers must use “only the reasonable force necessary to gain control or custody of a subject.”

Bay Ridge has a significant Arab American population and hosts demonstrations in mid-May every year to commemorate what Palestinians call the Nakba, or “catastrophe” — when hundreds of thousands of Palestinians fled or were forced from their homes during the war that led to Israel’s founding in 1948.

Andrew Gounardes, a state senator and a Democrat who represents the area, said local politicians had been in touch with the commanding officer of the 68th police precinct before the preplanned protest and said there had been no indication that there would be such a heavy police response. He called

the videos he saw of the events “deeply concerning.”

“It certainly seems like the police came ready for a much more aggressive and a much more confrontational demonstration than perhaps they had gotten,” he added.

Justin Brannan, a Democrat who is the city council member for the area, said the protest was smaller than last year’s but that officers had come from all over the city to police it. He said their approach appeared to be directed by 1 Police Plaza, the department headquarters in Manhattan.

“These were not our local cops. Clearly, there was a zero-tolerance edict sent down from 1PP, which escalated everything and made it worse,” Brannan said.

“I’m still waiting on information and details about the arrests that were made,” he added, “but from my vantage point, the response appeared preemptive, retaliatory and cumulatively aggressive.”

The Republican state Assembly member whose district includes parts of Bay Ridge, Alec Brook-Krasny, had a different perspective. He said an investigation would determine whether the officers’ actions were warranted, but he said some protesters were “breaking the law” by refusing to clear the street.

“I think that those bad apples are really hurting the ability of the other people to express their opinions,” Brook-Krasny said.

PORTONES ELÉCTRICOS

Especialistas:

Some local residents supported police and said they were tired of the protests’ disruptive impact. “Enough is enough,” said Peter Cheris, 52, a 40-year resident of Bay Ridge, who said he had viewed the videos of the protest. “If you’re going to break the law, you deserve it,” he said.

Donna Lieberman, executive director of the New York Civil Liberties Union, singled out the presence of the Police Department’s Strategic Response Group, a unit that is sometimes deployed

to protests and has been the subject of several lawsuits brought by the civil liberties union and other groups.

The police unit’s handling of the demonstration “was a violation of New Yorkers’ right to speak out and risks chilling political expression,” Lieberman said in a statement. “NYCLU protest monitors witnessed violent arrests, protester injuries and even arrests of credentialed members of the press.”

She added: “The continual pattern of NYPD aggression against pro-Palestine demonstrators raises important questions about the city’s disparate treatment of speakers based on their message.”

Abdullah Akl, an organizer with Within Our Lifetime, the pro-Palestinian group that organized the protests, said the response took organizers aback, particularly for a demonstration that occurs every year in Bay Ridge and is known to be frequented by families with children.

“It was really an unusual and unprecedented response,” Akl said.

He said he witnessed two men being pushed to the ground. One of them can be seen in a video with blood streaming down the side of his face. Nerdeen Kiswani, chair of Within Our Lifetime, said three protesters — including the two who can be seen being punched — were treated for their injuries at hospitals.

The Police Department has arrested hundreds of demonstrators since street protests began shortly after the Hamas attack on Israel on Oct. 7 and Israel’s subsequent invasion of the Gaza Strip. The protests have been largely peaceful, with few injuries or violent clashes.

In a turning point, on April 30 officers cleared Hamilton Hall at Columbia University, which had been occupied by protesters for 17 hours. Many officers showed restraint during the arrests, though a handful were filmed pushing and dragging students as they removed them from the building.

On Sunday, Lieberman said police response to the protests in Bay Ridge underscored the importance of implementing the terms of a $512,000 settlement the civil liberties union and the Legal Aid Society reached with the city this month. The settlement set new terms for how the Police Department manages protests, creating a tiered system that dictates how many officers can be sent to demonstrations and limits the use of the Strategic Response Group. It will take years to put into practice.

The settlement is one of several that stemmed from the George Floyd racial justice protests in 2020. Last year, the city agreed to pay $13.7 million to settle a class action lawsuit that claimed unlawful police tactics had violated the rights of demonstrators in Manhattan and Brooklyn. In March, the city agreed to pay $21,500 to each of roughly 300 people who attended another Black Lives Matter protest in 2020 in the Bronx. Those people were penned in by police, then charged at or beaten with batons, according to a legal settlement.

Nasdaq hits record, S&P ticks higher with Nvidia results eyed

The Nasdaq closed at a record on Monday while the S&P 500 gained slightly as technology stocks advanced ahead of Nvidia’s highly anticipated earnings and investors gauged the timing of an interest rate cut by the Federal Reserve.

The S&P 500 technology index led gains among the 11 major S&P sectors, rising more than 1% helped by chipmakers such as Nvidia, which advanced ahead of its quarterly results on Wednesday.

Investors will look for evidence in Nvidia’s earnings that the AI chip leader can maintain its explosive growth and stay ahead of rivals.

At least three brokerages lifted their Nvidia price targets, while peer Micron Technology climbed after Morgan Stanley upgraded the memory chipmaker to “equal-weight” from “underweight.” The PHLX semiconductor index rose.

“If they surprise to the upside Nvidia could spark a mini fury, although everything’s kind of expensive, so it’s hard to see a big move up about it,” said Stephen Massocca, senior vice president at Wedbush Securities in San Francisco.

“If the Fed starts to lower rates, that would really spark a rally but it doesn’t seem like the data supports that yet.”

According to preliminary data, the S&P 500 gained 5.45 points, or 0.10%, to end at 5,308.72 points, while the Nasdaq Composite gained 112.25 points, or 0.67%, to 16,798.21. The Dow Jones Industrial Average fell 187.23 points, or 0.47%, to 39,816.36.

The Dow was weighed down by a drop in JPMorgan shares after CEO Jamie Dimon said he was “cautiously pessimistic” and said the company was not going to buy back its stock at current prices.

A solid earnings season and signs inflation may be starting to cool again have reignited hopes for Fed rate cuts this year, pushing major averages to record levels. The blue-chip Dow closed above 40,000 points for the first time last week.

Comments from Fed officials on Monday did little to alter expectations for rate cuts by the central bank.

Atlanta Fed President Raphael Bostic said it will take a while to be confident of inflation falling back to the central bank’s 2% goal. Vice Chair For Supervision Michael Barr called this year’s inflation data “disappointing.” Vice-Chairman Phillip Jefferson was “cautiously optimistic” the Fed can continue its efforts to lower inflation without wounding the broader economy.

Minutes of the Fed’s latest monetary policy meeting are scheduled to be released on Wednesday. Markets are pricing in a 63.3% chance for a cut of at least 25 basis points (bps) at the September meeting, the CME’s FedWatch Tool showed.

The recent rally has started to raise concerns about stock valuations, with the S&P 500 trading at a forward price-toearning ratio of 20.8, well above its historic average of 15.9,

What we know about the helicopter crash that killed Iran’s president

The deaths of Iran’s president, Ebrahim Raisi, and foreign minister, Hossein Amirabdollahian, in a helicopter crash have left one of the Middle East’s most powerful and disruptive nations at a critical moment.

Here’s a look at what we know about the crash and its potential implications.

What happened?

Raisi, 63, and Amirabdollahian were traveling back from Iran’s border with Azerbaijan after inaugurating a joint dam project when their helicopter went down in a remote and mountainous area around 1 p.m. Sunday, according to state media.

Search-and-rescue teams battled rain and heavy fog to scour the mountains and dense forest for more than 10 hours, looking for the crash site. Authorities called off the aerial search at one point because of the weather, dispatching elite commandos of Iran’s Revolutionary Guard and others on foot.

State television urged the public to pray for the safety of Raisi and his delegation as the rescue effort — which involved about 2,000 people — stretched through the night.

Search teams found the helicopter Monday morning as daylight broke, and broadcasts on state television showed images of burning debris. There were no survivors.

The helicopter crashed because of a “technical failure,” the IRNA state news agency said in an article paying tribute to Raisi. It appeared to be the first time a cause of the crash was indicated. Some Iran observers suggested that decades of international sanctions, which have caused the

country’s aviation fleet to atrophy, might have played a role.

Who are the victims?

Raisi, a hard-line cleric who came of age during the country’s Islamic Revolution, was the second-most-powerful person in Iran’s political structure after Supreme Leader Ayatollah Ali Khamenei.

After his ascent to the presidency in 2021, Raisi consolidated power and marginalized reformists. He expanded Iran’s regional influence, backing proxies across the Middle East, and oversaw a deadly crackdown on domestic protesters.

Amirabdollahian was a career diplomat and, like Raisi, a hard-liner. He was seen as closely aligned with Iran’s Revolutionary Guard and was also believed to have had a close relationship with Maj. Gen. Qassem Soleimani, the powerful leader of the Revolutionary Guard’s Quds Force, whom the United States killed in a drone strike in 2020.

The IRNA reported that in addition to Raisi and Amirabdollahian, those killed included Malek Rahmati, governor of East Azerbaijan province, and Mehdi Mousavi, head of Raisi’s security team. The agency said Mohammad Ali Al-e-Hashem, the local representative of the supreme leader, was also with them but did not name the crew of the aircraft.

What happens now?

Iranian authorities have appeared eager to project a sense of order and control.

Ali Khamenei — who had said there would be “no disruption” to the government’s work — issued a statement offering his condolences and announcing five days of public mourning.

He said that Iran’s first vice president, Mohammad Mokhber, will take over managing the government and will work with the heads of the legislature and judiciary to hold elections for a new president within 50 days. A conservative political operative, Mokhber has been involved in business conglomerates closely tied to the supreme leader.

To fill the hole left by the death of Amirabdollahian, Iran’s Cabinet appointed one of his deputies, Ali Bagheri Kani, as the foreign ministry’s “caretaker,” the IRNA reported. Bagheri Kani has served as Iran’s chief nuclear negotiator and was involved in the deal last year that freed imprisoned Americans in exchange for several jailed Iranians and eventual access to about $6 billion in Iranian funds.

A public funeral procession for Iran’s president and foreign minister will be held in the northwestern city of Tabriz on Tuesday morning, according to the country’s interior minister, Ahmad Vahidi. He said the bodies would then be taken to Tehran, the capital, for an official funeral.

Are there broader implications?

The death of Raisi, a conservative who violently crushed dissent, comes during a particularly tumultuous period for Iran.

Its long shadow war with Israel burst into the open after Hamas attacked Israel on Oct. 7, setting off a war in the Gaza Strip and a cascade of strikes and counterstrikes across the region. The hostilities became even more pronounced after Israel killed a number of senior Iranian commanders in a strike on an Iranian Embassy compound in Syria last month. Iran retaliated with its first direct attack on Israel after decades of enmity.

The future of Iran’s nuclear program is another crucial issue. Iran has produced nuclear fuel enriched to a level just short of what would be needed to produce several bombs. Just last week, Amirabdollahian met with the head of the International Atomic Energy Agency, Rafael Grossi, who was demanding better access to Iran’s sprawling nuclear facilities.

Domestically, Iran is also facing widespread discontent, with many residents calling for an end to clerical rule. Corruption and sanctions have gutted the economy, stoking frustrations. In the past two years, the country has witnessed a domestic uprising, the Iranian currency plunging to a record low, water shortages intensified by climate change and the deadliest terrorist attack since the 1979 founding of the Islamic Republic.

Will Raisi’s death have a big impact?

Some analysts said they did not expect Raisi’s death to herald a major change in Iran’s international agenda, since the nation’s supreme leader is responsible for setting the country’s policies and the president’s power comes from enacting those decisions.

“At one level, the outcome does not portend a sea change in how Iran formulates and acts upon its interests abroad,” said Ali Vaez, the Iran director at the International Crisis Group.

However, Raisi’s unexpected death could change the political calculus within Iran, analysts said.

“The trouble for the regime is that a crash will unsettle the political environment,” said Afshon Ostovar, an associate professor of national security affairs at the Naval Postgraduate School in California. “That could spark political infighting inside the regime, especially behind the scenes.”

Dominican president poised to win reelection as voters eye crisis in Haiti

President Luis Abinader of the Dominican Republic was heading to a win in his reelection bid Sunday as voters embraced his crackdown on migrants from neighboring Haiti, an anti-corruption drive and his stewardship of one of Latin America’s best-performing economies.

Abinader, a former executive in the tourism industry, took 59% of the vote against 27% for his closest rival, Leonel Fernández, a three-time former president, and 11% for Abel Martínez, a provincial mayor, with 21.5% of votes counted, according to the Dominican Republic’s national electoral authority.

Both Fernández and Martínez called Abinader on Sunday evening to concede and congratulate him, despite the lack of full official results, which were expected to be available in coming days. In a victory speech, Abinader thanked his rivals and those who voted for him.

“I accept the trust placed in me,” Abinader said. “I will not let you down.”

The election showcased how a political leader could turn migration fears to his advantage.

The Dominican Republic is deporting tens of thousands of Haitians this year, despite pleas from the United Nations to stop as they flee gang-fueled lawlessness. Abinader is going even further, building a border wall between the two countries that share the Caribbean island of Hispaniola.

“He has shown who wears the pants on this issue,” said Robert Luna, a voter in Santo Domingo who works in marketing, about Abinader’s hard-line migration policies. “He’s fighting for what the fathers of the nation wanted.”

Abinader’s likely first-round victory also showed how the Dominican Republic, with one of Latin America’s fastest-growing economies, stands apart from other countries in the region, where many leaders who rose to power in the same period as Abinader are dogged by dismal approval ratings.

“This is definitely not a ‘change’ election as many others have recently been in Latin America,” said Michael Shifter, a senior fellow at the Inter-American Dialogue, a Washington-based research organization.

Much of Abinader’s support also stems from his anti-graft initiatives. He won his first term in 2020 by vowing to clean up the corruption that has long been embedded in the political culture of the Dominican Republic, a country of 11.2 million people.

He appointed Miriam Germán, a former

Supreme Court judge, as attorney general.

She has overseen investigations that ensnared high-ranking officials in the previous administration, including a former attorney general and a former finance minister.

The investigations have largely focused on people opposed to Abinader, prompting criticism that his own government has been spared. But other moves, like the passage in 2022 of an asset forfeiture law, offer hope of lasting change. The forfeiture law is viewed as an important and pioneering tool for disrupting and dismantling criminal enterprises, depriving them of property acquired illegally.

Rosario Espinal, a Dominican political analyst, said Abinader could have won reelection simply by focusing on the battle against corruption, as he did in 2020, “but not with the margins that he wants.”

Instead, Espinal said, Abinader embraced the nativist immigration policies traditionally pushed by the Dominican far right. “He needed to find a new topic that would resonate,” she said. “He found that in migration.”

As Haiti descended into chaos following the assassination in 2021 of the Haitian president, Jovenel Moïse, Abinader built on the anti-immigrant measures already enshrined in Dominican law.

He suspended visas for Haitians in 2023, and then closed the border with Haiti for near-

er clearly benefited from such concerns, with nearly 90% of voters expressing support for his construction of a border wall.

Many in the large Dominican diaspora were also allowed to cast ballots in the election, with more than 600,000 eligible voters residing in the United States and more than 100,000 in Spain.

Abinader has defended his immigration policies, saying they are no different from what countries like Jamaica, Bahamas, the United States and Canada have done to limit the arrival of Haitians fleeing the crisis.

“I have to do whatever is necessary to secure our people,” Abinader told the BBC in a recent interview. “We are just applying our law.”

Abinader’s office did not immediately respond to a request for comment.

Still, some voters were not sold on the incumbent. Tirso Lorenzo Piña, a door attendant and an evangelical Christian in Santo Domingo, said he was unhappy with Abinader’s support in the United Nations for admitting Palestine as a member.

“Everyone has their own ideology, concepts, ways of thinking,” Piña said. “But I don’t like him.”

ly a month, in a dispute over the construction of a canal in Haiti using water from a river shared between the two countries.

“He has to take a tough stance,” said Sandra Ventura, 55, a businessperson from Tamayo in the country’s south, about Abinader’s migration policies.

Dominican immigration officials have gone considerably further, with some accused of looting the homes of Haitians and embarking on a campaign to detain and deport Haitian women who were pregnant or who had just given birth.

Pablo Mella, academic director of the Pedro Francisco Bonó Institute, a Dominican university, called Abinader’s policies toward Haiti a “public and international disgrace,” particularly the treatment of pregnant Haitian women.

“What happens is that’s what gets votes,” Mella added. “Candidates are vying to see who’s the most anti-Haitian of all.”

Before the election, a large majority of Dominican voters said that the upheaval in Haiti was influencing how they would vote. And Abinad-

Still, Abinader is benefited from a divided opposition and broad consensus in the Dominican Republic in favor of investor-friendly policies that have spurred economic growth. His handling of the pandemic also helped, with the relatively quick distribution of vaccines allowing the Dominican tourism industry to bounce back while some other countries were requiring visitors to go into quarantine.

Tourism is a pillar of the economy, accounting for about 16% of gross domestic product. The World Bank expects the Dominican Republic’s economy to grow by 5.1% this year.

Invading Rafah doesn’t help Israel

Now that President Joe Biden is pressuring Israel to back away from an all-out invasion of the southern Gaza Strip city of Rafah, some supporters of Israel feel betrayed.

They ask: How can Israel protect itself and ensure its security if it can’t eliminate Hamas leaders hiding in tunnels under Rafah? Why sacrifice thousands of lives, Palestinian and Israeli alike, but stop short of a definitive end to the war that would lay the groundwork for rebuilding Gaza?

They raise legitimate questions, but I think they misunderstand Biden’s motivations as purely humanitarian and intended simply to avert a bloodbath in Rafah. Saving lives is an important factor — and for my part, I wish Biden would apply more pressure on Prime Minister Benjamin Netanyahu to protect Palestinian civilians — but even if you put aside humanitarian concerns, many observers also believe that Israel itself would be better off if it showed restraint.

It may be in Netanyahu’s interest to flatten Rafah, because anything that prolongs the war keeps him in office, but it’s not in Israel’s interest.

For starters, the premise of those favoring a Rafah invasion is that the assault might be bloody but would enable the complete destruction of Hamas. But I’ve been arguing since the beginning of this war that Israel is unlikely to eradicate Hamas, any more than the United States eradicated the Taliban in Afghanistan, the Viet Cong in Vietnam or violent militias in Iraq.

Gadi Eisenkot, a former chief of staff of the Israeli military and a member of the current Israeli war Cabinet, also warned earlier this year that talk of the “absolute defeat” of Hamas is a “tall tale.” Likewise, Secretary of State Antony Blinken argued that invading Rafah will not eliminate Hamas fighters or end the insurgency — so it looks as if the demolition of Rafah would mostly just kill more Palestinians, risk the lives of Israeli hostages, further inflame Palestinians to seek vengeance and advance the growing isolation of Israel in ways that undermine its long-term security.

Note that Israeli intelligence on Gaza has been dismal from the start. Israel didn’t anticipate the Oct. 7 attack, and then it seemed to expect Hamas leaders to be under Gaza City and so destroyed it. Then it apparently thought they were under Khan Younis and destroyed it. Now Netanyahu thinks that they’re under Rafah. Maybe they are, or maybe he’ll just kill thousands more civilians while looking for them. The United States reportedly believes that the top Hamas leader in Gaza, Yehia Sinwar, is not even in Rafah but in Khan Younis. Israel has always gotten Hamas wrong. In the 1980s, the Israeli government nurtured the rise of Hamas in Gaza because it thought religious figures would spend their time praying in mosques rather than firing rockets. And in the run-up to Oct. 7, Netanyahu helped prop up Hamas financially because he thought that it would split Palestinians and reduce pressure for a Palestinian state.

Acting against one’s own security interests is not peculiar to Israel. The United States believed it needed to protect itself by fighting in Vietnam and Iraq. Russia insisted on fighting in Afghanistan. Israel invaded Lebanon in 1982 and in the process

midwifed Hezbollah, now one of its great enemies.

I opposed the U.S. war in Iraq not because I was antiAmerican but because I believed it would cost many lives while undermining U.S. security. In the same way, opposing Israel’s invasion of Rafah does not make me (or Biden or anyone else) anti-Israel. Indeed, Biden may be the most pro-Israel president in American history.

One reason to be skeptical of the Israeli plan to deal with Rafah is that there isn’t one. The Israeli military previously waged war in northern Gaza and appeared to defeat Hamas there, but without a strategy to hold the territory. So Hamas rose there once more, and Israel’s lack of any coherent plan for Gaza suggests that this could go on indefinitely.

An important reason I doubt that invading Rafah is in Israel’s security interest is a lesson the U.S. forces learned in Iraq: Pay attention not only to the number of fighters you kill but also to the number you create. “It is likely that the Gaza conflict will have a generational impact on terrorism,” Avril Haines, the director of national intelligence, warned in March.

That seems right to me, partly because of reporting that I’ve done over the years in Gaza before Oct. 7. Palestinians, like all people, have diverse views. After the 2014 Gaza war, I interviewed people in Gaza, and some — women in particular — reacted as Israel might hope, wanting to end armed resistance so that they would never again face such bombing and destruction.

Other Palestinians reacted by wanting more than ever to hit back at Israel. I talked to Ahmed Jundiya, then a 14-year-old boy, who told me that he aspired to massacre Israelis.

“War made us feel we will die anyway, so why not die with dignity?” Ahmed said. He added, “Maybe we can kill all of them, and then it will get better.”

In satellite images provided by Planet Labs, an image from April 21 shows tent encampments occupying land that had been empty in mid-January in a beachside area known as Al-Mawasi in the Gaza Strip. (Planet Labs via The New York Times)

I have no idea what became of Ahmed, but I wonder if angry kids like him grew up to be those who brutalized Israeli civilians on Oct. 7. I likewise fear that children who are bombed and starved by Israel today may be among those who attack Israel a decade from now.

Republicans accuse Biden of betraying America’s friendship with Israel by pausing the transfer of 2,000-pound bombs and taking other steps to discourage a full invasion of Rafah. I’d say it’s the opposite, a measure of Biden’s concern for Israel’s own interests. On balance, it seems to me that Biden is more clearly on Israel’s side than Netanyahu is.

rocognitive disorder had made Brian Wilson “unable to properly provide for his own personal needs for physical health.”

The judge said in the filing that there was “clear and convincing evidence” that the conservatorship was necessary and appropriate because Wilson was “unable to care for” himself and he lacked the capacity to make decisions about his own health and medications.

He also said that evidence showed that Wilson had consented to the arrangement.

In a statement in February, Wilson’s family confirmed that LeeAnn Hard, his business manager, and Jean Sievers, his publicist and manager, would serve as co-conservators, in line with “family processes” that had been put in place by Wilson and his wife, who died at their home in Beverly Hills, California.

“This decision was made to ensure that there will be no extreme changes to the household, and Brian and the children living at home will be taken care of and remain in the home where they are cared for,” by a team that had been in place at the house for years, the family statement said.

nie Wilson and Wendy Wilson of the singing group Wilson Phillips, for all of the children to be consulted on health care decisions and to be added, if they chose, to group texts on updates from nurses.

In an email to The New York Times in February, Sievers said that Brian Wilson had been diagnosed with dementia and that as a co-conservator, she would “ensure that all of Brian’s daily living needs are satisfied and he continues to lead an active life.” She said Friday that she had no further comment.

Wilson has struggled for years with mental health challenges, including depression and a schizoaffective disorder diagnosis, which manifested itself in auditory hallucinations, even while working on tour and in the studio as the creative force behind the Beach Boys.

His wife, whom he met in 1986, had served as his health care agent at the end of her life, according to court filings. They married in 1995 and adopted five children. Wilson credited her with helping to stabilize his life and career.

Ajudge in California has ruled that Brian Wilson, the 81-year-old chief musical visionary of the Beach Boys, will be placed under a conservatorship following the death of his wife, who had cared for him as he

struggled with a neurocognitive disorder.

On May 9, Judge Gus T. May of the Superior Court of California, County of Los Angeles, approved a petition filed in February by lawyers for the potential conservators after the death of Wilson’s wife of 28 years, Melinda Wilson, on Jan. 30. The petition said a neu-

“Brian will be able to enjoy all of his family and friends and continue to work on current projects as well as participate in any activities he chooses,” it said.

The judge, in addition to affirming the representatives as conservators, granted a request by two of Wilson’s seven children, Car-

“Melinda was more than my wife,” Wilson wrote on Instagram in January when he confirmed her death. “She was my savior. She gave me the emotional security I needed to have a career. She encouraged me to make the music that was closest to my heart. She was my anchor.”

In ‘Power,’ policing and politics are inextricable

“Strong Island,” the 2017 Oscar-nominated documentary directed by Yance Ford, was a deep investigation into the death of Ford’s brother and a jury’s subsequent refusal to indict the man who shot him. There’s a flavor of the same grief and fury that drove that film in Ford’s newest work, “Power” (now in theaters), which methodically builds a case against modern American policing. Ford’s documentary is not the first on the subject, nor will it be the last. The intersection of policing and the justice system has been a compelling topic for documentarians for a long while now, spun up alongside investigative reporting that unpacks assumptions about law enforcement. The results have been kaleidoscopic in nature. Just to name a few:

— Stephen Maing’s “Crime + Punishment” (2018, on Hulu) followed the whistleblower police officers known as the “NYPD 12.”

— Peter Nicks’ “The Force” (2017, on Hulu) captured

a seemingly unending chain of crises within the Oakland Police Department.

— Ava DuVernay’s “13TH” (2016, on Netflix) explored the roots of the prison-industrial complex.

— Theo Anthony’s “All Light, Everywhere” (2021, on Hulu) probed the pervasive role of surveillance, like police body cameras, in keeping order.

— And Sierra Pettengill’s “Riotsville, U.S.A.” (2022, on Hulu) took footage from fake towns built to train police to respond to civil unrest in the 1960s and turned it into a startling history of the militarization of law enforcement.

“Power” is most like “13TH” in its structure and approach, relying largely on historical context, archival footage of network news and political speeches, and a bevy of scholars and experts to explain an array of issues. How did policing and politics get intertwined? Why did American police become more like the military? What does the term “law and order” mean on the ground? How and why are armed officers involved with everything from patrols to

strikebreaking?

But where “13TH” often took a poetic approach, “Power” mixes polemics and the personal. The aim, as the title suggests, is to underline how much of our contemporary conversations about policing are really about power: who is in a position of power, when can that power be used, and when is it given to others. Ford operates as narrator, his voice guiding us through the maze.

This is heady stuff, even if it’s not particularly new information. As with many documentaries that aim to construct a political and social argument, it’s a little like drinking with a fire hose, even if you’re familiar with the history and questions. The point isn’t the data, but the spider-web nature of the argument; seemingly disparate things (labor strikes, slave patrols, the removal of Indigenous Americans from their land) are drawn together in “Power,” which becomes an act of pattern recognition. It is not easy viewing, but it’s a strong introduction to a topic that seems freshly relevant every day.

Caitlin Clark is here. Can the business of the WNBA flourish?

The business of women’s basketball is booming. And the start of the 2024 WNBA season has many wondering if the sport is entering a new economic era.

The arrival of stars including Caitlin Clark, the former University of Iowa phenom who is now a rookie with the Indiana Fever, has boosted interest and ticket sales. All the league’s teams will fly charter for the first time this season, team sponsorships are growing, and marquee players are racking up endorsement deals. A new TV deal could fill its coffers and further elevate the league’s profile.

But there are still obstacles the league needs to overcome before attaining the kind of stature that other professional sports leagues have. The average WNBA salary is around $120,000, much lower than the NBA’s, and the relatively low pay has traditionally prompted even the highest-earning players to play overseas during the league’s offseason to make extra money. The league has long had stars, but it has struggled to market their skills and personalities to a mass audience.

How the WNBA capitalizes on the current moment — and approaches its more prominent place in the media landscape — could have a significant effect on the league’s future. A chance to capitalize

More than 18 million people, a record, watched the University of South Carolina beat Clark and Iowa in the women’s NCAA Tournament final this year, up from the roughly 10 million who watched the title game in 2023, which was also a record. This year, for the first time, more people watched the women’s final than the men’s.

Clark has had a unique effect. In her four years at Iowa, she broke the Division I scoring record for men and women and led the Hawkeyes to consecutive national title games. She also helped sell out arenas and boost TV ratings, and has become one of the most visible stars in all of college sports. According to a March poll conducted by Seton Hall University’s School of Business, Clark was the most well-known college basketball player in the country, with 44% of Americans saying they had heard of her.

Supporters of the WNBA are hoping that growth in the college game translates to the pros. Last year’s finals averaged 728,000 viewers per game, the highest in 20 years.

Players say they can sense a difference. Sue Bird, the former Seattle Storm and University of Connecticut star, said in an interview that compared with 2002, when she entered the league, the WNBA is taken more seriously by

Full stands to see Caitlin Clark and the Iowa Hawkeyes host Wisconsin, in Iowa City on Jan. 16, 2024. The business of women’s basketball is booming. fans. The common sentiment back then, Bird said, was that “you were taking a step down” coming from playing college basketball.

“They were accustomed to a certain standard in college, and they’re now seeing it in the WNBA,” Bird said.

And so far, the interest in Clark seems to have carried over to the league. A record 2.5 million people watched the WNBA draft April 15, when Clark was selected No. 1 overall. Three of the Fever’s first four games are being nationally televised, on ESPN, ESPN2 and ABC, and the other was on Amazon Prime. As a testament to the league’s growing popularity, the Bay Area will get a WNBA team in 2025, and another team is reportedly planned in Toronto.

WNBA players — even stars — don’t make a lot.

When the Indiana Fever picked Clark in the draft, many — including President Joe Biden — were shocked to learn her starting salary: $76,535.

Clark’s college endorsements — valued at more than $3 million, according to On3, a site that tracks name, image and likeness, or NIL, deals for college athletes — and ones she has signed with since getting to Indiana make her base salary a small portion of her overall compensation.

Base salaries in the WNBA range from about $64,000 for rookies drafted in the third round to about $240,000 for veterans. Out of roughly 144 players in the league, 22 make more than $200,000 annually, and 78 make less than $100,000, according to Spotrac, a site that tracks players’ contracts.

Players can earn more, with bonuses for those who win individual awards and whose teams are successful. The league pays a small, rotating cohort of players a total of $1 million each season to participate in leaguewide marketing partnerships.

Today, about half of WNBA teams share ownership with an NBA team, and in some cases facilities and front offices. That includes the Fever, who share ownership and facilities with the Indiana Pacers. Ownership of the WNBA itself is still split between the collective 30 NBA teams and 12 WNBA teams. In 2022, the WNBA announced $75 million of new investments from more than two dozen investors, including NBA and WNBA team owners. New deals could change things.

The leagues remain worlds apart when it comes to revenue. But proponents of higher pay for WNBA players point out that they make a lower share of league revenue than NBA players do, 10% compared with about 50%.

Negotiations for media rights, a key driver

of the revenues of sports leagues, are underway for the NBA and WNBA. The two leagues have generally negotiated rights deals together.

The current deal expires at the end of the 2024-25 NBA season. At that point, the WNBA could choose, for the first time, to separate its agreement from the NBA.

The league must prioritize continuing to expand its fan base and market its stars, as the NBA did with Larry Bird and Magic Johnson in the 1980s, said Len Elmore, a former NBA player and a senior lecturer at Columbia University’s Sports Management Program.

“Television rights are what’s catapulted NBA salaries,” Elmore said. “It comes down to having those players, and it comes down to TV.”

The current collective bargaining agreement between the WNBA and the union that represents the players governs players’ compensation. Chiney Ogwumike, a forward for the Los Angeles Sparks, said the recent growth of the WNBA was buttressing the players’ case that they should receive a greater share of league revenue.

“The numbers are supporting players finally being rewarded as drivers of revenue,” she said in an interview.

Endorsements are a wild card.

As the profile of the college game has risen, stars have earned millions through endorsements. For instance, Angel Reese, now in her rookie season with the Chicago Sky, had NIL deals worth a reported $1.8 million while at Louisiana State University.

But more endorsement deals are happening with WNBA players. Clark is reportedly signing a $20 million deal with Nike. The company is also making a signature shoe with A’ja Wilson, the Las Vegas Aces star.

Sue Bird said she was optimistic that the current crop of rookies, combined with the league’s existing stars, would draw more attention — and sponsorships — to the WNBA.

The current stars, Bird said, “have a certain value both in their play and their marketability, and that will just grow the pot and the pie for everybody else.”
