EPA allocates $28.6 million to replace lead pipes in PR

The U.S. Environmental Protection Agency (EPA) has announced $28.6 million from President Joe Biden’s Investing in America agenda to help Puerto Rico identify and replace lead service lines to prevent exposure to lead in drinking water.

Lead can cause a range of serious health impacts, including irreversible harm to brain development in children. To protect children and families, Biden has committed to replacing every lead pipe in the country. The announced initiative, funded by the Bipartisan Infrastructure Law (BIL) and available through EPA’s successful Drinking Water State Revolving Fund (DWSRF), takes another major step to advance the needed work and environmental justice, and bolsters the Biden administration’s Lead Pipe and Paint Action Plan and EPA’s Get the Lead Out initiative.

Working collaboratively, EPA and the state revolving funds are advancing the president’s Justice40 Initiative as lead exposure disproportionately affects communities of color and low-income families. The total funding announced through the program to date is expected to replace up to 1.7 million lead pipes nationwide, securing clean drinking water for countless families.

“The science is clear, there is no safe level of lead exposure, and the primary source of harmful exposure in drinking water is through lead pipes,” EPA Administrator Michael S. Regan said. “President Biden understands it is critical to identify and remove lead pipes as quickly as possible, and he has secured significant resources for states and territories to accelerate the permanent removal of dangerous lead pipes once and for all.”

“Every Puerto Rican family deserves safe drinking water when they turn on their tap and this major injection of funding will further bolster the work to achieve that goal,” EPA Regional Administrator Lisa F. García said. “For too long, the urgent need to improve our drinking water systems has far outweighed the available funding. This crucial Bipartisan Infrastructure Law funding is helping close that gap.”

The BIL invests a historic $15 billion to identify and replace lead service lines. The law mandates that 49% of funds provided through the DWSRF General Supplemental Funding and DWSRF Lead Service Line Replacement (LSLR) funding must be provided as grants and forgivable loans to disadvantaged communities, a crucial investment for communities that have long been underinvested in. The EPA projects a national total of 9 million lead service lines across the country, based on data collected from the updated 7th Drinking Water Infrastructure Needs Survey and Assessment. The funding announced this week will be provided specifically for lead service line identification and replacement and will help every state and territory fund projects to remove lead pipes and reduce exposure to lead from drinking water. The lead service line-specific formula allows states to receive financial assistance commensurate with their need as soon as possible, furthering public health protection nationwide. To ensure that funding is used for lead service line-related activities, LSLR allotments are based on need — meaning that states with more projected lead service lines receive proportionally more.

Resident Commissioner Jenniffer González Colón noted that “[t]he continued exposure to lead in drinking water is a serious health risk to individuals, especially children. I am pleased that Puerto Rico will be receiving $28.6 million in funding for lead water service line replacement under the Bipartisan Infrastructure Law. This funding through the State Revolving Fund (SRF) helps us to move forward in addressing the pressing issue of aging infrastructure and safeguarding the health of our residents.”

Bayamón mayor: Ávila Vázquez case warrants deeper investigation

Bayamón Mayor Ramón Luis Rivera Cruz said Tuesday that the case of the release of Hermes Ávila Vázquez was not only mishandled, but also merits a thorough investigation to understand, for example, if the incident stems from a public policy to reduce the prison population.

Ávila Vázquez, a convicted murderer,

was out of prison under conditional medical release and allegedly killed Ivette Joan Meléndez Vega on April 22 in Manatí.

“I think it’s a very poorly handled case, very badly handled. I don’t know if it’s because of a deficiency, I don’t know if there was someone who was behind it, I don’t know if maybe they want to reduce the socio-penal population to have … I really don’t know,” the mayor said in response to questions from

the press. “But that’s why I believe that there has to be a thorough investigation of it and not just that case, to take all the cases [of inmates being given conditional release back into] the free community and see which ones were really worth giving them the opportunity and which should not have been given the opportunity.”

“That’s why I say, there has to be serious analysis with all the patience in the world to make sure that this research has positive results in the long run,” Rivera Cruz said. “Correct what needs to be corrected, adjust what needs to be adjusted, vote for who needs to be voted for and transform the system.”

According to data from the Puerto Rico Institute of Statistics, by October 2020 there were 7,861 people confined in the island’s various penal institutions. In April of this year, according to data from the same institute, the number of inmates stood at 7,334.

The mayor said that the first thing the governor should have done, and did not do, was to temporarily remove Corrections and Rehabilitation Secretary Ana Escobar Pabón from office while the investigation was completed.

“Well, look, I think some mistakes were made,” Rivera Cruz said. “I would have removed her from the position until the investigation was completed. That then would have given him greater transparency. That didn’t

happen. I think that’s going to work against the government and the corrections [department]. I would have temporarily removed her from office while the investigation was concluded. If all was well, she would return to office. If there was something wrong, then proceed in the appropriate way.”

Rivera Cruz said what seems to have happened so far is a blame game.

“Nobody says anything. Everybody’s passing the hot potato,” he said. “Corrections passed it on to the private company, the private company passed it on to the State Insurance Fund. So now no one is to blame. What’s interesting along the way is how a person who had a very dangerous criminal record […] In other words, in the same file it allegedly says that the family did not authorize or did not accept his [Ávila Vázquez’s] return to their house. So, when I see that the same family says no, no, at home I don’t want him, it raises a flag.”

The mayor said he is also concerned about other issues at the Department of Corrections and Rehabilitation.

“I hear of a lot of fentanyl deaths, a huge influx of drugs into the various prisons. What is the condition in which the inmates are living?” he said. “Who is supervising these companies that have to make the determinations to release people on their own terms? Who is overseeing and auditing companies like this that provide medical services?”

Bayamón creates auxiliary transit system for outlying sectors

Bayamón Mayor Ramón Luis Rivera Cruz on Tuesday announced the start of the BayaRide, a pilot project that will be providing free transportation services to residents in the rural area of Bayamón.

The new service, subsidized with municipal funds, fills a transportation need, particularly for older adults, and will operate on three routes from Monday to Friday, with three departure times from rural areas: Route BR-1 (Montellano Sector in Bo. Nuevo) Route BR-2 (Santa Olaya Bakery located in the same neighborhood), and Route BR-3 (Int. PR-174 and PR 812 in Bo. Guaraguao Abajo).

The departure times are 7:30 a.m., 10 a.m. and 1 p.m., and all buses will arrive at the Multimodal Terminal in the Urban Center, from where they will leave again for the rural area.

The “BayaRide” project augments other existing transportation projects in the urban area and because it is a pilot project, “the necessary adjustments will be made according to its use and demand,” Rivera Cruz said.

Once in the urban area, citizens can run their errands or

connect with other services that take them to other points in the metropolitan area.

The mayor noted as an example that a student from Bo. Nuevo could take the BR-1 route to the Multimodal Terminal and take the Urban Train to the universities of Puerto Rico, Sagrado Corazón or Politécnica.

An older person from Guaraguao Abajo could take the BR-3 and get to the town and then to the Medical Center, he said. Each unit has capacity for 14 seated passengers, room to stand, and a place to accommodate people with wheelchairs.

According to the 2020 Census, the population of Bo. Nuevo is 2,620, while in Santa Olaya there were 5,246 people and 6,893 in Bo. Guaraguao.

Rivera Cruz said the purpose is to mainly serve the population that resides in those neighborhoods far from the urban area. The municipal government will monitor the project’s use and adjust it to the demand on each route if necessary. All routes are identified with BayaRide signs.

The mass transit project joins the BayaTrolley and ParaTránsito service, both similar services serving the urban area of Bayamón and its periphery.

Environmental emergency declared over invasive coral species

Natural and Environmental Resources (DNER) Secretary Anaís Rodríguez Vega on Tuesday declared an emergency for marine ecosystems, coral reefs and protected species due to the arrival of the octocoral species of the Xeniidae family, which could cause economic and environmental damage in Puerto Rico and constitute an environmental and ecological emergency.

“There is an urgent need to avoid and prevent continued and irreparable damage to coral reefs and associated marine life,” Rodríguez Vega said in a written statement. “Declaring an emergency and placing these octocorals on the list of invasive species allows us to implement a rapid and comprehensive response to preserve the diversity and ecological integrity of Puerto Rico’s marine ecosystems.”

Through Administrative Order No. 2024-03, signed last Friday, Rodríguez Vega also declared the species of octocorals or octocoralaria (Octocorallia), also known as alcyonaria (Alcyonaria), of the family Xeniidae, invasive. The presence of the organism was corroborated in a reef of grooves and spurs in the offshore area from Lajas to Guánica in February, at a depth of 75 feet. Subsequently, three additional patches of the organism were identified in Guayanilla, Guánica and Caja de Muertos in Ponce.

The administrative order adopts the “Emergency Response Strategy for Invasive Coral of the Xeniidae Family” as a guide

for actions to be implemented. Those actions will be conducted in collaboration with the DNER’s Protected Species and Coral Conservation & Management programs

In accordance with the strategy, the export or sale of removed organisms of the family Xeniidae (invasive pulsating coral) is prohibited. In addition, the implementation of best management practices for the discharge of ballast water from ships will be encouraged to help prevent the transmission of pathogens, invasive species and pollution.

Likewise, collaboration with entities and volunteers in the implementation of the strategies and their dissemination will be a priority, among other measures that the DNER will take, the secretary said.

In the period from 2000 to 2005, the intentional introduction of a species of octocoral from the Indo-Pacific in Venezuela by people associated with the aquarium industry was reported. That octocoral was later identified as Unomia stolonifera, of the family Xeniidae. This species, like others within this family, proliferates quickly and easily asexually, in addition to its sexual reproduction. The organisms grow on all types of marine ecosystems, at different depths, suffocating sessile marine organisms and displacing those that have motil capacity, causing a change in the affected marine ecosystems, and in turn causing a decrease in the diversity and density of species and coral cover.

However, actions to control the species in Venezuela did not begin until 2021.

It has now been determined that the invasive octocoral are spreading rapidly and uncontrollably in a new region, covering large areas, which led to an alert being issued to other countries about the possibility of the organism spreading.

$1 million in USDA grants available for communities declared disasters

U.S. Department of Agriculture (USDA) Rural Development State Director for Puerto Rico Maximiliano J. Trujillo Ortega announced Tuesday that $1 million in grants are now available to assist Puerto Rico communities impacted by presidentially declared disasters.

Trujillo Ortega made the announcement from the White House, where the Rural Partners Network (RPN) convened community leaders and representatives of organizations working on behalf of their communities to create opportunities and improve people’s quality of life. The event aimed to highlight the Biden-Harris Administration’s historic investment and impacts in rural communities throughout the United States and its territories with the legislation of the American Rescue Plan, Bipartisan Infrastructure Law, Inflation Reduction Act, and the CHIPS and Science Act, according to a statement.

During the event Trujillo Ortega said the USDA is committed to supporting rural communities, improving access to resources to create economic opportunities, and improving infrastructure and community development. The RPN Rural Cooperative Development Grant (RCDG) program aims to support rural communities within the Puerto Rico RPN in accessing federal funding to address community and economic challenges in areas where a presidential declaration of a major disaster was issued.

U.S. Agriculture Secretary Tom Vilsack authorized $1 million under the Disaster Assistance Fund to be utilized for assisting qualified intermediary organizations located in

Puerto Rico in carrying out financial and technical assistance to improve housing, community facilities, and economic development projects in the RPN’s designated areas. The RCDG requires an intermediary organization to provide financial or technical assistance to recipients, and in turn recipients provide support to their communities.

“It’s impossible to measure the devastating impact hurricanes have had on people and communities across Puerto Rico,” Vilsack said. “For as long as it takes, the Biden-Harris Administration will make every resource available so they can continue to recover and build a brighter future. By working

together and identifying flexible funding opportunities, USDA and our partners will support opportunities to help people rebuild their home, businesses, and lives, and be better prepared for the next storm. Today’s announcement is just one way USDA has been partnering with Puerto Rico’s community leaders and organizations to support the long-term recovery of impacted communities.”

Trujillo Ortega noted that “through this opportunity USDA Rural Development Puerto Rico is awarding a maximum grant of $250,000 per intermediary, with the goal of supporting the 15 municipalities that conform to the RPN footprint in Puerto Rico by providing capacity-building assistance to improve housing, community facilities, and community and economic development projects.”

The three RPN Community Networks in Puerto Rico are the Southwest Community Network, the Central Mountain Community Network, and the East Community Network. The 15 qualifying municipalities are Mayagüez, Maricao, Guánica, Utuado, Jayuya, Orocovis, Ciales, Villalba, Ponce, Adjuntas, Barranquitas, Coamo, Fajardo, Ceiba and Naguabo, along with El Yunque National Rainforest.

Community networks receive support from full-time USDA staff who live and work locally. The staff members provide technical assistance based on each community’s needs, helping them navigate federal programs, build relationships, and apply for funding. In addition to USDA staff, there are staff at 24 other federal agencies supporting RPN and making resources across the government easier to access for people in rural communities.

What would Jesus do? Tackle the housing crisis, say some congregations.

Walking past empty pews and stainedglass windows, the Rev. Victor Cyrus-Franklin, pastor of Inglewood First United Methodist Church in Inglewood, California, talked about how housing prices were threatening his flock.

Congregants were being priced out of the neighborhood, he said. Many of those who remained were too burdened by rent to give to the church.

As Cyrus-Franklin spoke, a 78-year-old man named Bill Dorsey was a few yards away in an outdoor corridor that led to the chapel, amid tarps and piles of clothes. Dorsey’s makeshift residence, which the church tolerates, is one of several homeless encampments that sit in and around Inglewood First’s property, which is in a neighborhood of modest homes and small apartment buildings near Los Angeles International Airport.

“We know their stories, and we know how hard it is to find housing,” Cyrus-Franklin said.

So the church is trying to help — by building housing.

Early next year, Inglewood First United Methodist is scheduled to begin construction on 60 studio apartments that will replace three empty buildings behind its chapel that, until a few years ago, were occupied by a school.

Half of the units will be reserved for older adults. All of them will have rents below the market rate.

Inglewood First United Methodist is one of a growing number of churches, mosques and synagogues that has started developing low-cost housing on their properties. In interviews, faith leaders said they hoped to help with the growing housing and homeless problems that were most acute in California but have spread across the country. Virtually every major religious tradition teaches the importance of helping those in need; the idea fits the mission.

But it can also be lucrative. In Los Angeles and around the country, faith organizations are often on prime urban land that sits smack in the middle of residential neighborhoods or along major corridors.

Today, with Americans of all persuasions worshipping less, these properties are frequently aging and underutilized, pocked by empty parking lots and meeting halls where nobody meets. By redeveloping their property into affordable housing, congregations hope

to create a stream of rental revenue that can replace declining income and lower membership numbers.

These initiatives are also helping to bring lower-cost housing to neighborhoods where it is close to nonexistent. Take, for instance, IKAR, a Jewish congregation in Los Angeles whose progressive politics and bohemian feel (think services with rhythmic drums) have given it a national profile and an expanding membership. Later this year, the congregation plans to break ground on a new synagogue that will include a worship space, a preschool and 60 units of affordable housing in the MidCity neighborhood, where the typical home is valued at $1.8 million.

Having affordable housing on site “gives us the opportunity to practice what we preach,” said Brooke Wirtschafter, IKAR’s director of community organizing.

In order to encourage these projects, California legislators passed SB 4 last year. The law allows nonprofit colleges and faith-based institutions to build up to 30 units per acre in major cities and urban suburbs regardless of local zoning rules and also fast-tracks their approval — so long as 100% of the units are affordable housing with below market-rate rents.

In effect, the bill rezoned a large swath of the state’s low-slung landscape by forcing cities to allow apartment development near single-family homes. To do that one parcel at a time would take “infinity,” said state Sen. Scott Wiener, a Democrat from San Francisco and the author of SB 4.

“The cities would say, ‘No, we’re not rezoning you,’” Wiener said. “For a lot of this land, it would have been impossible to build anything, let alone working-class housing.”

Bills that change zoning laws are notoriously divisive, pitting neighborhoods and environmental groups against real estate developers. But SB 4 skirted many of the usual battles by uniting faith groups with affordable housing developers (which in California are usually nonprofits), which made for an unusually powerful coalition.

California has a total of 120 legislators in its senate and assembly. Only three of them voted against SB 4. By the time the law passed and was signed by Gov. Gavin Newsom, the main opponents were city governments that argued that it removed their ability to control zoning on church parcels — a small step that they feared would be a precursor to a further loss of local control over land use.

“Our concern is: What’s next?” said Brian Saeki, the city manager of Whittier, California, in an interview.

Led by California, cities and states are increasingly turning to so-called YIGBY bills — short for “Yes in God’s Backyard” — to expand their supply of affordable housing. Over the past few years, local governments in Atlanta, San Antonio and Montgomery County, Maryland, along with the state legislature in New York, have all passed or considered new policies or legislation to make it easier for faith groups to develop their land into housing.

Inglewood First United Methodist Church was founded in 1905, back when Inglewood was mostly white. As the city desegregated in the 1960s and 1970s, the congregation became more diverse, with many Black, Latino and Pacific Islander worshippers.

The congregation has also spent much of its recent life shrinking. At its peak, the church had more than 3,000 members. Today, it has less than 100, Cyrus-Franklin said.

To support itself, the church has become what amounts to a leasing business with a ministry attached to it. Most of this revenue came from a charter school that operated in a block of classrooms adjacent to the church’s sanctuary and paid about $20,000 a month in rent. That money represented about three-quarters of the church’s

budget, so when the school left in 2019, Cyrus-Franklin said there was a very real fear that it could be fatal.

The rescue plan was housing. After the school left, the church struck a deal that would allow a developer called BMB Co. to build and operate the 60 studio apartments. Instead of selling the land, the church created a ground lease structure in which the developer could operate the housing for 65 years in exchange for a lump sum that Cyrus-Franklin refused to disclose, beyond saying that it was several million dollars.

All of a sudden, a church that has spent much of the past two decades worrying about money is now consumed with how to invest its sudden fortune. Its first big step is a new community center, to be built along with the apartments, that Cyrus-Franklin said would offer mental health services, music classes and free yoga.

“Once upon a time, the members of the congregation, they were the bankers; they ran the local clinics; they were the managers for the grocery store. The community partnerships were inherent because the leaders of those institutions were also the members of the church,” Cyrus-Franklin said. “Becoming one of the centers of community life again, but in a new way — that’s what we’re preparing for and creating.”

Cohen tells jurors of Oval Office deal to pay back the hush money

Little more than two weeks into Donald Trump’s presidency, he and his personal lawyer sat in the Oval Office and sealed a deal that prosecutors say was a crime.

“He asked me if I was OK, he asked me if I needed money,” the lawyer, Michael Cohen, recalled Tuesday from the witness stand at Trump’s criminal trial.

He soon began receiving monthly checks — most bearing Trump’s signature, and, according to Cohen, all works of fiction. Trump was reimbursing Cohen for paying off a porn actor, Stormy Daniels, but the check stubs described the payments as part of a legal “retainer” agreement.

The men did not discuss specifics at that White House meeting, but Cohen testified that the plan to fake the records had been cooked up weeks earlier in New York.

The testimony was a pivotal moment for prosecutors. They charged Trump with falsifying the checks and other records, and Cohen’s recounting of the Oval Office arrangement drove those accusations home, offering the jury its first and only personal account tying the former president to the documents at the crux of his case.

And yet, Trump’s legal team soon sought to sweep the revelation aside as he began to question Cohen and attack his credibility. Trump denies falsifying the records and maintains he never had sex with Daniels.

In the early phase of cross-examination, a defense lawyer, Todd Blanche, portrayed Cohen as out of control and bent on exacting revenge on Trump after his patron abandoned him.

Blanche emphasized Cohen’s voluminous television appearances and insult slinging on social media — all of which he did in defiance of the prosecution’s wishes and at Trump’s expense. He also noted that Cohen maintains a financial interest in attacking Trump, arguing that he cashed in on their feud with a podcast and a pair of books.

“Do you want President Trump to get convicted in this case?” Blanche asked.

“Sure,” Cohen replied smoothly, keeping his composure as the questioning gained steam.

Confronted with his past praise of his boss, Cohen shot back, “At that time, I was knee-deep into the cult of Donald Trump.”

But that near-filial relationship imploded when Cohen came under federal investigation for the hush money and other matters. Trump turned his back on Cohen, who then vowed to flip on the man he had once loyally served and proudly called “boss.”

Yet Cohen did not receive anything in return for his testimony against Trump. He has already served more than a year in federal prison, making him an unusual cooperating witness.

“I made a decision,” he said on the stand Tuesday, that “I would not lie for President Trump anymore.”

The case against Trump — the first criminal trial of an American president — stems from three hush-money deals that Cohen helped arrange before the 2016 presidential election. Two involved women shopping stories of sexual encounters with Trump, most notably Daniels.

On Monday, Cohen testified how he had paid $130,000 out of his own pocket to silence Daniels’ story on the eve of the election. Once Trump was sworn in as president, he repaid Cohen for the hush money, as well as another expenditure and an overdue bonus.

Trump, who faces probation or up to four years in prison, is charged with 34 felony counts of falsifying business records related to the payments of Cohen, one for each document involved: 11 checks, 11 invoices and 12 ledger entries.

All 34 records referred to the supposed retainer, while the invoices and ledger entries portrayed the payments to Cohen as ordinary “legal expenses.” But Cohen asserted that there was no retainer agreement, and he had not accrued any legal expenses, offering crucial testimony in the prosecution’s favor.

“In truth, was this invoice for any service you rendered in those two months pursuant to a retainer agreement?” a prosecutor, Susan Hoffinger, asked Cohen on Tuesday.

“No, ma’am,” he replied.

“Was this invoice a false record?” she continued, underscoring the point for the jury.

“Yes, ma’am,” he confirmed, and added that the check stubs were false as well.

And asked the purpose of the checks, he explained, that in part they represented “the reimbursement to me for the hush-money fee.”

His account of the records — and description of his Oval Office meeting with Trump — marked a high point for the prosecution’s case.

Before he took the stand, the jury heard that Trump wanted to cover up a series of sex scandals and was intimately involved in all matters of money. Witnesses said that Trump had an imperative political need to eliminate any trace of the hush-money deal with Daniels — but they had no direct knowledge of whether Trump falsified records to do so.

Under New York law, prosecutors need only show that Trump “aided” a crime, or “caused” his company to file false records. Armed with Cohen’s testimony, prosecutors can argue that Trump broke the law even if he merely knew about the records and did not stop the fakery.

Cohen, of course, does not make a perfect prosecution witness.

Over the decade he worked for Trump, he behaved like a bully and a harried errand boy, threatening Trump’s enemies and carrying out his every wish. Their roles were symbiotic, with Trump the mercurial boss and Cohen his ruthless enforcer.

But Trump’s lawyers argue that he caused more problems than he fixed, and that the jury cannot trust him. The have noted that Cohen is a convicted liar, though he argues he lied out of loyalty to Trump.

Under questioning from prosecutors, Cohen recounted his gradual falling out with Trump, tracing it to the spring of 2018, when federal authorities were bearing down on him.

Soon after the FBI searched Cohen’s home and office, he received a call from Trump, he recalled.

“He said to me, ‘Don’t worry. I’m the president of the United States. There’s nothing here. Everything’s going to be OK. Stay tough.’”

The call, Cohen explained, “reinforced my loyalty and my intention to stay in the fold.”

By summer 2018, he no longer was. “My family, my wife, my daughter, my son, all said to me, ‘Why are you holding on to this loyalty? What are you doing? We are supposed to be your first loyalty,’” he said.

When Cohen pleaded guilty that August to federal campaign finance violations over the hush-money deals, he pointed the finger at his former boss, saying he acted at his direction. Cohen, who also pleaded guilty to tax evasion and another personal financial crime unrelated to Trump, called it the “worst day of my life.”

He eventually served more than a year in prison, including a stint in solitary confinement.

But his testimony this week offered him a shot at public redemption, and perhaps, personal revenge.

“I regret doing things for him that I should not have, lying, bullying people in order to effectuate the goal,” Cohen said on the stand, adding that he “violated my moral compass and I suffered the penalty. That is my failure.”

New rules to overhaul electric grids could boost wind and solar power

Federal regulators earlier this week approved sweeping changes to how America’s electric grids are planned and funded, in a move that supporters hope could spur thousands of miles of new high-voltage power lines and make it easier to add more wind and solar energy.

The new rule by the Federal Energy Regulatory Commission, which oversees interstate electricity transmission, is the most significant attempt in years to upgrade and expand the country’s creaking electricity network. Experts have warned that there aren’t nearly enough high-voltage power lines being built today, putting the country at greater risk of blackouts from extreme weather while making it harder to shift to renewable sources of energy and cope with rising electricity demand.

A big reason for the slow pace of grid expansion is that operators rarely plan for the long term, the commission said.

The nation’s three main electric grids are overseen by a patchwork of utilities and regional grid operators that mainly focus on ensuring the reliability of electricity to homes and businesses. When it comes to building new transmission lines, grid operators tend to be reactive, responding after a wind-farm developer asks to connect to the existing network or once a reliability problem is spotted.

The new federal rule, which was two years in the making, requires grid operators around the country to identify needs 20 years into the future, taking into account factors like changes in the energy mix, the growing number

of states that require wind and solar power and the risks of extreme weather.

Grid planners would have to evaluate the benefits of new transmission lines, such as whether they would lower electricity costs or reduce the risk of blackouts, and develop methods for splitting the costs of those lines among customers and businesses.

“We must plan our nation’s grid for the long term,” said Willie Phillips, a Democrat who chairs the energy commission. “Our country’s aging grid is being tested in ways that we’ve never seen before. Without significant action now, we won’t be able to keep the lights on in the face of increasing demand, extreme weather, and new technologies.”

The commission approved the rule by a 2-1 vote, with the two Democratic commissioners in favor and the lone Republican, Mark Christie, opposed. Christie said the rule would allow states that want more renewable energy to unfairly pass on the costs of the necessary grid upgrades to their neighbors.

“This rule utterly fails to protect consumers,” Christie said. He said it “was intended to facilitate a massive transfer of wealth from consumers to for-profit, special interests, particularly wind and solar developers.”

It could take years for the rule to have an effect, and the commission could face legal challenges from states concerned about higher costs.

Nationwide, energy companies have proposed more than 11,000 wind, solar and battery projects, but many are in limbo because there’s not enough capacity on the grid to accommodate them. What’s more, individual developers are currently required to pay for grid upgrades to accommodate their projects in a process that is piecemeal and slow.

Some critics say that’s like asking a trucking company to pay for an additional lane on a highway that all motorists ultimately use. A better approach, they say, would be to plan ahead for broad upgrades with the costs shared by a wide set of energy providers and users.

But the question of who pays for those grid expansions has sparked furious debate.

Officials in states that are less enthusiastic about wind and solar power, such as Kentucky or West Virginia, say they could be forced to foot the bill for new multibilliondollar transmission lines meant to help states such as New Jersey or Illinois fulfill their renewable energy ambitions.

To allay those concerns, the commission laid out guidelines around how to split the costs of new transmission projects. Before any lines are planned, utilities and grid operators are supposed to work with states on a formula for allocating costs to customers based on the potential benefits from the new lines.

Christie said the final rule didn’t give states enough power to object to how the costs would be shared. But Allison Clements, the other Democrat on the commission, said that giving each state a veto was “a recipe for inaction.”

The rule would also require utilities and grid operators to consider new technologies that might cost more upfront but could make grids more efficient and deliver long-term benefits, such as advanced conductors that can carry twice as much current as traditional lines.

Environmental groups and renewable energy companies praised the new rules.

“This is a monumental day in the fight against climate change,” said Senate Majority Leader Chuck Schumer, DN.Y., who had urged the commission to pass a forceful gridplanning rule.

The new rule affects grid planning within 12 large regions around the country, but it wouldn’t require the planning of transmission to connect those different regions to each other, which some experts say is an even bigger need. The rule would also not affect the main grid in Texas, which is insulated from federal regulations because it doesn’t cross state lines.

The rule also doesn’t address the logistical and political challenges of constructing new long-distance power lines. It can take a decade or more for developers to locate a project through numerous jurisdictions, receive permits from a patchwork of different federal and state agencies and resolve lawsuits about spoiled views or damage to ecosystems.

The Biden administration recently finalized a program intended to cut the federal permitting time for certain large transmission lines in half. But speeding things up further might require action from Congress, where lawmakers have struggled to agree on new transmission policies.

Why are meme stocks rallying again?

GameStop and AMC Entertainment have again captured retail investors’ attention, reminiscent of “the meme stock frenzy” that gripped Wall Street three years ago, following social media posts from the leading figure behind that rally “Roaring Kitty”.

Here is what you need to know about the recent surge in meme stocks:

Keith Gill, popularly known among traders as “Roaring Kitty”, shared a series of cryptic posts on social media platform X on Sunday following a three-year gap. One of them included a sketch of a man leaning forward in a chair, a popular meme among gamers that indicates things are getting serious.

With colorful YouTube streams and Reddit posts, Gill made the bull case for GameStop in 2021, helping attract a flood of retail cash into the company.

In Gill’s 2021 testimony to Congress, he denied the notion that he used social media to profit by promoting GameStop to unwitting investors.

Videogame retailer GameStop has rallied more than 139% since Friday close through Tuesday afternoon, set to add more than $9 billion to its market value. Theatre chain AMC Entertainment has climbed more than 130% following the two-day rally. The highly shorted shares were set for their best 2-day gains since January 2021. Still, both remain well below the 2021 highs.

The pair was also the two most traded stocks by retail investors on Monday, as per J.P. Morgan.

It burst into the open during 2021 when the COVID-19 lockdowns boosted savings, policy stimulus put cash into people’s pockets and extremely low interest rates pushed investors to the stock market.

A proliferation of zero-fee trading apps also encouraged anyone with a smartphone to dabble in stocks.

Thousands of Reddit users on low-cost trading platforms such as Robinhood banded together to drive up the prices of “meme” stocks, squeezing hedge funds that had taken short positions, or bets against those shares.

U.S. interest rates are at multi-decade highs following the Federal Reserve’s aggressive efforts to tame inflation and the S&P 500’s gains are concentrated in the shares of a handful of megacap companies.

Many fund managers are also waiting for more commentary from “Roaring Kitty”.

Israel strikes on home and school building kill dozens as fighting rages across Gaza

Israeli airstrikes overnight killed dozens of people at a family home and a school in the central Gaza Strip, local residents and a hospital spokesperson said Tuesday, as fighting intensified across the territory, with Israeli troops and Hamas fighters battling in the south, while Israeli jets and tanks pounded the north and center.

Witnesses said an Israeli bomb destroyed the home of the Karaja family Monday night in the town of Nuseirat, where workers spent hours digging through rubble, pulling out both survivors and the dead. Khalil Degran, a spokesperson for Aqsa hospital in nearby Deir al-Balah, said in an interview that 30 people were killed at the house; a rescue worker, Hazem Abu Takyia, told the Reuters news agency that he knew of 15 deaths.

The Israeli military declined to comment on that attack but confirmed that it had struck a school building early Tuesday in Nuseirat that it said was being used to plan attacks on Israeli soldiers. Reuters and The Associated Press reported that the building, like many of Gaza’s schools, was being used as a shelter for displaced civilians.

Israel said the strike on the school killed 15 militants, including 10 Hamas fighters, some of whom it accused of participating in the Oct. 7 terrorist attack on southern Israel that ignited the war. Degran said that 12 people were killed at the school and that he did not know their backgrounds.

Juliette Touma, a spokesperson for UNRWA, the primary United Nations aid agency in Gaza, said it could not confirm Israel’s claims, adding that any “report of a violation of U.N. premises” must be investigated.

In a statement, the Israeli military said the school had been used to plan attacks on Israeli soldiers in Gaza and that some of those killed in the strike were from Hamas’ highly trained Nukhba brigade.

“The Hamas terrorist organization systematically exploits the civilian population and institutions as human shields for their terrorist activities against the state of Israel,” the army said.

In a video report Tuesday, a U.N. employee, Abu Abdullah Zuhair Abu Rahma, told Reuters that people “came to the school to be safe.”

“The school was hit without any warning,” Abu Rahma said. “It seems that there is no safe place in the Gaza Strip.”

Classes were canceled when the war broke out, and many schools became shelters for displaced residents of Gaza fleeing from the fighting. A recent study by the Education Cluster, a research group that works with the U.N., based on satellite imagery, found that well over 80% of the schools across the Gaza Strip have been destroyed or severely damaged since the war began, including all of its universities. More than 200 schools have suffered direct hits from missiles, bombs or artillery.

In November, an Israeli strike on a U.N. school sheltering displaced people killed 24.

Over the weekend, Israel said its forces would return to areas of northern Gaza where it had routed Hamas months ago, because of “intelligence information regarding attempts by Hamas to reassemble.”

The scale of the fighting Tuesday suggests how far those efforts to regroup may have gone.

In Jabalia, in northern Gaza, which Israel seized in the early months of the war, the military Tuesday said its forces had “eliminated by tank fire dozens of terrorists” over the previous day.

Israel said its soldiers in Jabalia also dismantled explosives, conducted raids and used warplanes to kill a Hamas fighter who was preparing to launch a rocket-propelled grenade at Israeli forces.

The military said it was also continuing to fight Hamas in Zeitoun, a

neighborhood of Gaza City in the north where Israel had also defeated the group in the early months of the war.

In central Gaza, Israel said its fighter jets “struck a war room of the terrorist organization” Monday, killing five Hamas fighters, and killed several more with tank fire, it said. An Israeli statement did not specify where the building was, so it was not clear if it referred to the home or the school in Nuseirat.

In a statement, Hamas said only that its fighters had been “targeting enemy soldiers and vehicles in the areas of the northern Gaza Strip.”

The Gaza Health Ministry said Tuesday that 82 people had been killed in the previous 24 hours.

Fighting also continued in Rafah, a southern city that Israeli forces entered last week, and where more than 1 million Palestinians had sought safety from months of Israeli bombardment in other parts of the enclave. The U.N. said Tues-

day that in a little over a week, about 450,000 people had fled Rafah.

Israel said its forces killed members of “several armed terrorist cells in close-quarters encounters” near the Rafah crossing with Egypt, a vital entry point for humanitarian aid, which has been closed since Israeli forces seized control of it last week. Israeli and Egyptian officials have blamed each other for the closure.

Hamas said it fired on Israeli troops stationed at the border crossing for the second day in a row. On Monday, Israel dismissed those claims as “psychological terror.”

On Tuesday, Hamas said it destroyed an Israeli troop carrier in eastern Rafah, killing and injuring several soldiers who were evacuated by helicopter. The Israeli military declined to comment.

“Hamas is a terrorist organization, and we do not respond to their claims,” it said.

How one crack in the line opened a path for the Russians

Thunderous explosions shook the ground as the Ukrainian crew prepared to maneuver its American-made Bradley Fighting Vehicle out of camouflage and, once again, into the fire.

The commander of the team, a sergeant with the call sign Lawyer, nervously scanned the sky. “If we are seen, the KABs will come,” he said, referring to the 1-ton bombs Russia has been using to target Ukraine’s most valuable armor and defenses.

What had started as a small Russian thrust into the tiny town of Ocheretyne was growing into a substantial breakthrough, threatening to unhinge the Ukrainian lines across a broad stretch of the eastern front. The crew’s mission was to help contain the breach: protect outmanned and outgunned infantry soldiers, evacuate the wounded and use the Bradley’s powerful 25 mm cannon against as many Russians as possible.

But the 28-ton vehicle was soon spotted. Mortars and rockets exploded all around, and the gunner was badly injured, said the commander, identified only by his call sign according to military protocol.

A combat assignment had turned into a mission to rescue his comrade. The gunner survived and is now recovering, Lawyer said a few days later. But the Russians gained territory and are continuing to try to press forward.

Ukraine is more vulnerable than at any time since the first harrowing

weeks of the 2022 invasion, Ukrainian soldiers and commanders from a range of brigades interviewed in recent weeks said. Russia is trying to exploit this window of opportunity, stepping up its assaults across the east and now threatening to open a new front by attacking Ukrainian positions along the northern border outside the city of Kharkiv.

Months of delays in American assistance, a spiraling number of casualties and severe shortages of ammunition have taken a deep toll, evident in the exhausted expressions and weary voices of soldiers engaged in daily combat.

“Frankly speaking, I have fears,” said Lt. Col. Oleksandr Voloshyn, 57, the veteran tank battalion commander of the 59th Motorized Brigade. “Because if I will not have shells, if I will not have men, if I will not have equipment that my men can fight with ...,” he said, trailing off. “That’s it.”

The sudden Russian advance through Ocheretyne, about 9 miles northwest of Avdiivka, in late April, illustrates how even a small crack in the line can have cascading effects, as

good defensive positions and for two months, the situation remained relatively stable.

But then something went wrong.

The Russians appeared so suddenly on the battered streets around Ivan Vivsianyk’s home in late April that, at first glance, he mistook them for Ukrainian soldiers. When they asked him for his passport, the 88-year old knew the defense of Ocheretyne had collapsed.

“I thought that our soldiers would come and knock them out,” he said in an interview after making what he called a harrowing walk across the front line to escape. “But it didn’t happen.”

Three weeks later, what started as a small Russian advance has grown into a roughly 15-square-mile bulge that is complicating the defense of the Donetsk region.

“It’s like if you have an engine knock in your car, and you keep driving it,” Lt. Oleksandr Shyrshyn, 29, the deputy battalion commander for the 47th Mechanized Brigade, said. “The car works, but at some point, it will just stop. Then you’ll end up spending even more resources to restore it.”

“Similarly here, there are mistakes that do not seem critical,” he said. “But they’ve led to the need to stabilize the situation now. And it’s uncertain where that stabilization will occur.”

“Every event you did not predict can turn your situation completely upside down,” Shyrshyn said. “And this is what happened in Ocheretyne.”

The ripple effect

After the fall of Avdiivka to Russian forces in February, the small town of Ochertyne served as a Ukrainian military strong point along a highway. Most of the 3,000 residents had fled. Abandoned high-rise apartment blocks and other urban infrastructure provided

Extending the bulge farther north could allow the Russians a chance to bypass some of the strongest Ukrainian fortifications in the east that have held for years. Russia can now also take a new line of attacked aimed at Konstiantynivka, a town that is a logistical linchpin for Ukrainian forces.

The Russians are also paying a staggering price for every step forward. Some 899 Russian soldiers per day were killed or wounded in April, Britain’s military intelligence agency reported recently.

Despite throwing so many soldiers into the fight, the Russians took an area covering only about 30 square miles in April, according to military analysts. And capturing Ukraine’s last fortress cities in the Donbas — urban centers like Kramatorsk and Pokrovsk — would almost certainly involve long and bloody battles.

Still, the Russian advances in recent weeks in the east and northeast are starting to alter the geometry of the front in dangerous ways.

Shyrshyn hoped the situation would improve with the arrival of Western weapons but until then, he said, “we will continue to die, we will continue to lose territories.”

“The question is whether it will be at a slow pace and defensible,” he said. “Or at a fast one and senseless.”

Biden’s approval is low, except compared with everyone else’s

Q. What do you call someone who speaks only one language?

A. An American.

It’s an old joke, but it still works. In fact, I’m monolingual myself, even though my academic work was largely focused on international trade and finance. In my defense, the great bulk of global economic research is published in English; and in general, Americans’ lack of language skills is less important than their insularity, their relative unfamiliarity with what happens and how things work in other nations.

Other countries, especially wealthy ones that more or less match the United States in technological development and general ability to get things done, are a sort of mirror that helps us see ourselves more clearly. Yet many Americans, even supposedly knowledgeable commentators, often seem unaware of both the ways other nations are similar to us and the ways they are different.

In particular, with the looming election on everyone’s mind, how many are aware that President Joe Biden is among the more popular — well, less unpopular — leaders in the Western world?

I’ll come back to that surprising fact, and what it tells us, in a minute. First, let’s talk about some other international comparisons that seem relevant to the current situation.

Although we hear politicians on the campaign trail trying to make hay with the old Reagan-era question — Are you better off than you were four years ago? — there’s a lot of amnesia about

what was actually happening in 2020, namely a deadly, terrifying pandemic. To some extent, I guess, people treat COVID-19 as an act of God, beyond the reach of politicians.

But that isn’t really true. No matter what we did, many people were going to die — but the death toll was affected by politics, perhaps especially by the way vaccines became a front in the culture war. And America had a really bad pandemic, even compared with its peers. U.S. life expectancy was already lagging behind comparable countries’ by 2019, but the gap widened after COVID-19 struck.

On the other hand, the U.S. economy experienced an exceptionally strong bounce back from the pandemic recession. Even after adjusting for inflation, U.S. gross domestic product per capita is up 7% since the eve of the pandemic, greatly exceeding growth in other major wealthy economies. This would seem on the face of it to say something good about Biden’s economic policies.

But public perception of our economic performance is strongly colored by rising prices. Inflation — the rate at which prices are rising — has subsided a lot, but prices haven’t and won’t come down. And there have been huge recriminations against policymakers, both the Biden administration and the Federal Reserve, either for supposedly causing the bout of inflation or at any rate failing to prevent it.

Here, however, is a case where the similarities between the wealthiest nations are more revealing than their differences. Inflation surged almost everywhere after the pandemic. And if you take care to compare “apples to Äpfel” — to use the same consumer price measures — inflation has been remarkably similar in different countries. Since the eve of the pandemic, the Harmonized Index of Consumer Prices has risen 19.6% in the United States and 19.8% in the euro area. This strongly suggests that pandemic-related disruptions, rather than national policies, were inflation’s main driver.

Still, inflation rankles voters. Even when income growth exceeds inflation, as it has in the United States, people tend to feel that they earned their higher wages only to have them snatched away by higher prices. And this is probably the most important reason that, according to tracking polls conducted by Morning Consult, every single leader of a Group of 7 nation is underwater, with more voters disapproving than approving of their leadership.

So who’s the winner of this unpopularity contest? Who has

the least bad net approval? The answer is Biden, with Giorgia Meloni of Italy a close second. The other Group of 7 leaders are even more unpopular. And this has political consequences. The U.S. election, worryingly, looks like a toss-up, but in Britain, which must hold a general election by January, current projections say that Rishi Sunak’s extremely low approval is setting the stage for the virtual collapse of the Conservative Party.

Now, you could (and I would) say that Biden should be doing better in the polls given the economic and social fundamentals: very low unemployment, fairly low inflation and violent crime on the decline. And the United States does seem to stand out for the extent to which voters insist that the economy is bad even as they say they themselves are doing well.

But every political analysis that says the fault for Biden’s low approval lies with the president and his campaign — that he’s too old (although that narrative, after suddenly peaking, mostly faded away after his State of the Union address) or is out of touch with the concerns of “real” Americans — needs to explain why he’s doing less badly than his foreign peers.

Exigen renuncia de la presidenta ejecutiva de la AAA Doriel Pagán

EL STAR STAFF SAN JUAN – El Representante del Partido Popular Democrático (PPD), Ramón Luis Cruz Burgos, exige la renuncia de la Presidenta Ejecutiva de la Autoridad de Acueductos y Alcantarillados (AAA), Doriel Pagán, quien ha ocupado su cargo de manera ilegal según lo establecido en la Ley de Acueductos y Alcantarillados de Puerto Rico.

De acuerdo con las denuncias realizadas por la Asociación de Empleados Gerenciales de la AAA y una carta enviada por la Oficina del Contralor de Puerto Rico en respuesta a estas denuncias, se ha determinado que el nombramiento de Doriel Pagán oficial ejecutiva es contrario a la ley vigente.

“Exigimos al Secretario de Justicia y al Gobernador que tomen acción y que Doriel Pagán sea separada del puesto que ha ostentando de forma ilegal por los pasados cuatro años. Es alarmante que a pesar de las evidencias presentadas, el Secretario de Justicia no ha tomado acción alguna para corregir esta situación ilegal”, manifestó el representan-

En una opinión consultiva enviada por la Oficina del Contralor de Puerto Rico el pasado 22 de marzo de 2024 expresa que, “ante la prohibición expresa en ley, no procedía el nombramiento de los empleados de la AAA como oficiales ejecutivos y que por razón de esa inhabilidad no tienen derecho a continuar ostentando el cargo.”

Doriel Pagán ha ocupado múltiples puestos dentro de la AAA desde 1998, incluyendo directora del área de Arecibo de la AAA desde 1998 al 2008; entre 2008 y 2009 como directora auxiliar de cumplimiento y control de calidad de Arecibo; entre el 2009 al 2017 como directora y subdirectora ejecutiva de la región norte; y el de vicepresidenta entre 2017 y 2020. El nombramiento de Pagán en 2020 fue presentado por la entonces Gobernadora Wanda Vázquez, sin considerar la prohibición expresa en la ley.

En la misma línea el representante del Distrito 23 José Rivera Madera, expresó que, “El Gobernador y el Secretario de Justicia tienen que tomar medidas inmediatas para proceder con la destitución de Doriel Pagán de su cargo. Asimismo, se exige que se inicien los procesos correspondientes para que Pagán devuelva cualquier remuneración recibida de manera ilegal durante su nombramiento.”

De igual forma, es preocupante como este nombramiento ilegal pone en riesgo la legitimidad de los fondos federales asociados a la AAA.

‘Baby Assassins 2’

Yuri (Joey Iwanaga) and Makoto (Tatsuomi Hamada) are silly but deadly cleanup men, who are so disregarded they’re often handed the messiest assignments: In the film’s opening scene, the two are tasked with annihilating a lone dealer. But they are not told about the goons accompanying their target. The mix-up leads to a jarring, chaotic, but rapturously executed shootout. Yuri and Makoto are tired of these dead-end gigs; they want to move up to the big time. With all the fulltime assassin roles filled, they need to create an opening by murdering two employed killers. They just happen to be Chisato (Akari Takaishi) and Mahiro (Saori Izawa), the stars of the first “Baby Assassins” film, reprising their roles.

From returning writer-director Yugo Sakamoto, “Baby Assassins 2” is an expansive, world building sequel that’s as much about the friendships shared by these teams of hired guns — especially Chisato and Mahiro’s queer-coded connection — as much as the body count they amass. ‘The Bricklayer’

Renny Harlin, the director behind “Cliffhanger” and “Die Hard 2,” is keen on lone stoic heroes. In his latest, “The Bricklayer,” Aaron Eckhart follows in the stoic hero tradition as Vail, a former CIA operative turned bricklayer recalled to service by his former boss, O’Malley (Tim Blake Nelson), to stop Radek (Clifton Collins Jr.), an informant turned rogue,

from leaking government secrets. Vail is teamed with Bannon (Nina Dobrev), an inexperienced field agent, to travel to Greece for the hit.

“The Bricklayer” is filled with throwback testosterone-fueled tropes: Vail rekindles a romance with a woman of questionable motives; he teaches Bannon the ropes; he’s an old dog whose old tricks still work. Eckhart maintains an even-keeled action persona, all while leaping from death-defying explosions, getting up from aching punches and staying true to an ethos of not leaving until the job is done. ‘Fierce Cop’

‘The Roundup: No Way Out’

Zhang Tu (Richie Jen) is a dedicated, drug busting police officer and a single father to a young son. After noticing bruises on his son’s back, Zhang ventures into a seedy nightclub to get revenge against the boy’s bullies. Zhang not only engages in an all-out brawl, where he flings beer bottles at the heads of gangsters, he also saves a prostitute, Chin Maung Su (Yao Chen), from her abusive client. That good deed, however, has larger repercussions: The client is the son of a powerful sex trafficker, who decides to take revenge by kidnapping Zhang’s child. Zhang teams up with Chin on a cross-country trip to rescue him.

Chan Tai-Lee’s film is both a social justice movie — teaching viewers about the human trafficking industry — and a pulpy action flick. Jen is a knockout desperate dad, one so driven by fatherly love, he’ll use shards of glass to fight a man armed with Karambit blades. (Stream it on Tubi.)

I love Korean action star Don Lee. A broad, towering figure, he brings a lovable tenacity to a menacing genre. Nowhere is his unique presence more felt than in the “The Roundup” franchise, where he plays hulking detective Ma Seok-do. The third installment in the series, “No Way Out,” from director Lee Sang-yong, offers more of the comic violence, crushing blows and winking one-liners audiences have come to love.

Though “No Way Out” is a tad convoluted — Ma and his fellow cops are traveling to Japan to stop the sale of a new, exotic drug sold by the Yakuza — the film is simple where it counts. Lee delivers roundhouse kicks and swinging fists that land with concussive force. Every big hit recalls an early moment in the film: Ma says his job as a cop is to “punish and serve.” As an action hero he upholds the same standards. (Rent or buy on most major platforms.)

‘Roadkill’

Intense and unexpected, “Roadkill,” writer-director Warren Fast’s strange thriller, is a grim exploitation flick propelled by a string of grisly murders. It begins when the Hitchhiker (Ryan Knudson), a wanderer with a traumatic past, bums a ride from an attractive driver (Caitlin Carmichael) in a sleek red muscle car. Traveling across a nondescript portion of the Southeastern United States, death seems to follow in their wake: A couple is discovered butchered, a gas station attendant and diner cook are snuffed out too. Local authorities think it’s the return of a highway serial killer that once haunted the area.

And yet, “Roadkill” doesn’t take the easy route by painting the mysterious hitchhiker as the villain. Instead, Fast subverts viewer expectations, ultimately unleashing swift carnage. Each slaying is a visceral challenge; the bloodiest sees the petite female driver using her handcuffs to choke a male sheriff to death; in the process, putting the audience under the heel of her boot. Did you make your connecting flight? You may have AI to thank.

Last month in Chicago, a United Airlines flight to London was ready to depart, but it was still waiting for 13 passengers connecting from Costa Rica. The airline projected they’d miss the flight by seven minutes. Under normal circumstances, they’d all be scrambling to rebook.

But thanks to a new artificial-intelligence-powered tool called ConnectionSaver, the jet was able to wait for them — their checked bags, too — and still arrive in London on time. The system also sent text messages to the late-arriving passengers and the people on the waiting jet to explain what was happening.

AI still might not be able to find space for your carry-on, but it could help put an end to the 40-gate dash — sprinting to catch your connecting flight before the door slams shut — as well as other common travel headaches.

It’s not just United. Alaska Airlines, American Airlines and others have been working to develop new AI capabilities that could make flying easier for passengers. The carriers are also using the technology to reduce costs and streamline operations, including saving fuel, said Helane Becker, an airline industry analyst for the investment bank TD Cowen. Although many of the airlines are developing their programs independently, a successful innovation by any carrier could possibly become an industry standard.

AI is poised to change almost every aspect of the customer

flying experience, from baggage tracking to personalized in-flight entertainment, said Jitender Mohan, who works with travel and hospitality clients at the technology consulting company WNS.

Saving fuel and frustration

AI has been helping Alaska Airlines dispatchers plan more efficient routes since 2021. “It’s like Google maps, but in the air,” explained Vikram Baskaran, vice president for information technology services at the carrier.

Two hours before a flight, the system reviews weather conditions, any airspace that will be closed, and all commercial and private flight plans registered with the Federal Aviation Administration, to suggest the most efficient route. The AI takes in “an amount of information no human brain could process,” said Pasha Saleh, the corporate development director and a pilot for Alaska.

In 2023, about 25% of Alaska flights used this system to shave a few minutes off flight times. Those efficiencies added up to about 41,000 minutes of flying time and half a million gallons of fuel saved, Baskaran said.

On the ground, American Airlines and others are working on an AI-powered system American calls Smart Gating — sending arriving aircraft to the nearest available gate with the shortest taxiing time, and if the scheduled arrival gate is in use, quickly determining the best alternate gate. All this could mean fewer frustrating minutes spent waiting on the tarmac.

International Airport in 2021 and now employs it at six airports, including Chicago O’Hare and Miami International. The airline estimates it saves 17 hours a day in taxi time and 1.4 million gallons of jet fuel a year.

Mohan said that using AI as a virtual parking attendant could save up to 20% of taxiing time, with the highest benefits seen at the largest airports.

and better customer service

Rapidly evolving generative AI — think ChatGPT — is helping airlines communicate with passengers better. At United, a companywide challenge last year yielded a plan to make texts sent to flyers more specific about what’s causing delays. Passengers can get frustrated when flights are delayed with no explanation, said Jason Birnbaum, United’s chief information officer.

But tracking the details required, composing an appropriate message and sending it to the right people for 5,000 flights a day would be too much for the staff to handle, Birnbaum said. Generative AI can process all that data and create messages tailored to conditions. For example, passengers booked on a January United flight from San Francisco to Tucson, Arizona, received this text message, along with a new departure time and an apology: “Your inbound aircraft is arriving late due to airport runway construction in San Francisco that limited the number of arrivals and departures for all airlines earlier.”

Having a more detailed explanation can calm travelers’ nerves. Jamie Larounis, a travel industry analyst who flies about 150,000 miles a year, recalled receiving text messages last summer explaining that a storm and a related crew-scheduling problem had delayed his flight from Chicago. “Getting a specific reason for the delay made me feel like the airline had things under control,” he said.

Generative AI is also good at summarizing text, making it a powerful tool for wading through emails. Last year, Alaska was among the carriers that began using AI to handle customer messages more efficiently. The airline’s system “reads” each email and summarizes the issues raised.

“We used to read first in first out, handling the requests as they came in,” said Baskaran, but now the system helps prioritize emails. For example, an urgent request involving an upcoming flight may take precedence over a complaint about a past one.

The system also helps a human agent decide how to respond, such as offering the customer a voucher, and it may draft an initial written response. “The person makes the decision, but it’s streamlined,” Baskaran said.

For all the benefits AI promises to airlines and passengers, the technology still has some shortcomings. For one, it doesn’t always deliver accurate information. In 2022, an Air Canada chatbot incorrectly promised a traveler that if he booked a full-fare flight to a relative’s funeral, he could receive a bereavement fare after the fact. When he filed a small-claims case, Air Canada tried to argue that the bot was its own separate entity, “responsible for its own actions,” but a tribunal found Air Canada responsible and ordered it to pay about $800 in damages and fees.

Still, as AI develops and airlines race to find more uses for it, passengers could see even more benefits. “As a customer and a business person, this is one of the biggest technology disruptions in the last five to eight years,” Mohan said.

If you have a limitless budget, there is no question that you can get into shape. You can hire top-flight trainers, buy yourself a Peloton or a Tonal smart gym, and then splurge on bikes, kayaks and windsurfing gear.

For most of us, though, shelling out thousands of dollars on fitness equipment isn’t practical, especially if you suspect it will end up in a dusty closet once your New Year’s resolution wears off. But here’s a little secret: Getting in shape doesn’t have to cost a fortune.

“I can go to the beach for free,” said Milo Bryant, a trainer based in San Diego. “I can pick up some hundred-pound rocks and carry them.” Bryant (who has also been known to push cars for a workout — he recommended mid-size sedans for beginners, only on flat surfaces) said bear crawls are another great, cheap exercise. “You do bear crawls going down steps, your upper body is dying by the end,” he said.

Bryant noted that he eventually had to start working out at night to avoid all the stares as he lugged rocks around and crawled on steps. But there are plenty of other ways to get a solid workout for less money than a trip to TGI Fridays.

Build a cheap home gym.

There is a reason every good “Rocky” movie has a jump rope scene: It’s an incredible workout. A $10 jump rope might be the single best cheap workout tool there is.

Try a Tabata-style routine, with 20 seconds on and 10 seconds off, and see if you can go for 10 or 20 minutes. For more upper body work, try weighted ropes, between a half pound and 1 pound to start.

Those who don’t feel comfortable jumping can let the rope hit the ground and then step over it, said Gwen Gates, a coach at the Logan Health Medical Fitness Center in Kalispell, Montana. “Someone who’s maybe rehabbing an injury,” she said, “it’s going to get your heart rate up, because you’re taking your knees up.”

If you want to do bench presses, dead lifts and curls but don’t have space or the budget for barbells, consider using exercise bands, like the ones physical therapists often use. A full set shouldn’t cost more than $20 and the only limit to their uses is your imagination. Bryant likes to put a set around his ankles or knees, then put his hands on the floor with another band around his wrists, and walk sideways, stretching them as he goes.

“I start everybody off with the yellows because the yellows are typically the easiest ones,” he said, adding, “You want to be able to move.”

Kettlebell workouts are popular these days, but the weights tend to be pricey. So Brad Roy, who works with Gates and is the editor of the American College of Sports Medicine’s Health & Fitness Journal, suggested medicine balls instead. They can be used in similarly dynamic moves and start around $20, though it’s important to get instruction from a trainer to avoid injury. Gates suggested picking an amount of weight that you can hold in front of you during a squat. Once you feel comfortable with that, try squatting while holding the ball above your head.

Up your walking game.

bread. Fancy rucking backpacks start at around $100, but you can achieve the same thing by just putting a few books or water bottles in whatever backpack you have.

If you happen to find some pullup bars or other exercise tools on your walk, leave the backpack on while you use them. If not, find a playground. Bryant said there are hundreds of exercises you can do on a playground, from step-ups to tricep dips. If you don’t have a playground, he said, try walking backward up a slope. This will target your quads, and small studies suggest it may improve balance, stability and overall fitness more than walking forward.

When you imagine a chiseled athlete, a birdwatcher is probably not the first thing you think of. But you might be surprised. It’s not that bird-watching is harder than normal walking (if anything, it’s slower), but that you end up walking longer when you’re looking to pick up that last warbler for your list. It’s more fun if you have a pair of binoculars, but that’s not a requirement.

Don’t like birds? Grab a Frisbee and try some disc golf. With 9,000 courses in the United States, there might be one nearby. Or consider working a shadowboxing routine into your walk.

You could also try walking with poles, Roy suggested. These start at around $25 and make great exercise for the arms and shoulders as you push down on them and propel yourself forward, he said. They’re just as useful on a sidewalk as they are on a trail. Make sure they are adjusted so that your forearms are parallel to the ground and your elbows are at 90-degree angles. For people who are considering walking with a cane, Roy often recommends trying one or two trekking poles instead, which encourage better posture than leaning over a cane.

Lastly, Roy added, if you want to pick up the pace and you have access to a tennis court, you might try pickleball, which starts at $30 for paddles and balls (though $100 gets you a better set).

Among older adults especially, pickleball builds hand-eye coordination and improves balance, to say nothing of the fitness benefits, he said. “It’s an awesome activity.”

Bird, who retired from the WNBA after the 2022 season, cannot wait to toss out her own back-in-my-day tales.

“I’ve always joked, I hope I’m that disgruntled athlete because that means all the blood, sweat and tears was for something,” she said. “It means the game has grown.”

Bird has not been out of the league even two full years, but the league she will watch this summer is already in a better place than it was when she quit playing.

Changes momentous and minute are aplenty as the 28th regular season began Tuesday. For years, as Bird and her generation of players graced the hardwood, the WNBA chipped away at areas of growth. But now the pace of the adjustments is explosive.

“To be very honest, the impact of the wave right now is more profound than I thought it was going to be,” said Lisa Brummel, an owner of the Seattle Storm, which added Bird to its ownership group this spring. “It got to be a bigger wave a lot faster than what I think we projected it to be. And wow, I’ll say it feels amazing.”

Television viewership numbers have skyrocketed across women’s basketball. April’s draft averaged a record 2.47 million viewers, a 307% increase over last year, and it was the most-viewed WNBA telecast since 2000.

at home games, the Fever will be traveling with multiple full-time security members, employed by Pacers Sports and Entertainment, on all trips, a team spokesperson said. Multiple members of their security team will also be present at ancillary team events, as they were at Indiana’s promotional photo shoot in downtown Indianapolis last week.

The travel adjustments demonstrate a commitment to improving player experiences. New facilities provide another significant lift. By season’s end, the Storm and the Phoenix Mercury will have opened new spaces. The Storm debuted their 50,000-square-foot performance center in April, equipped with state-ofthe-art strength and conditioning equipment, a health and wellness suite and an aquatics room. The Mercury’s center is expected to open by the time they host the mid-July All-Star Game. It should come as no surprise, then, that both teams added stars to their rosters: Seattle signed 2016 league MVP Nneka Ogwumike, and four-time first-team All-WNBA guard Skylar Diggins-Smith, and Phoenix bolstered its roster with the 2021 finals MVP, Kahleah Copper, and all-WNBA defensive team guard Natasha Cloud.

The first preseason exhibition for Chicago Sky rookies Angel Reese and Kamilla Cardoso was not on traditional television, but more than 500,000 viewers tuned in to a phone stream from a resourceful fan. It seems like a harbinger of what will come in the regular season.

“The growth is happening so fast,” said Cheryl Reeve, the Minnesota Lynx’s coach and president for basketball operations. “It’s so accelerated. And I’ve been saying this in our own organization, that business as usual isn’t going to work anymore.”

Early viewership returns reflect the strengthened link between the college and professional games. The win by Cardoso and the South Carolina Gamecocks against Caitlin Clark and the Iowa Hawkeyes in this year’s national championship game averaged 18.9 million viewers, making it the most watched women’s college basketball game ever. The tournament viewership was up 121% from 2023.

With a high-profile rookie class entering the league, WNBA attendance is already swelling. No team had ever sold out its season-ticket package in the offseason, but three teams (Las Vegas, Atlanta and Dallas) did this year. Three games have also been moved to bigger venues to accommodate more fans who want to see Clark play.

How players arrive at those contests will be

changing as well. WNBA Commissioner Cathy Engelbert announced last week that the league planned to add charter flights on a full-time basis this season.

Lynx guard Kayla McBride called the change “a breath of fresh air.” Minnesota forward Napheesa Collier noted that with more people watching women’s basketball, it was imperative to protect player privacy in public places.

“All these players in these spaces are becoming so popular that it really is about [safety] as much as it’s about recovery,” she said.

Even before Engelbert’s announcement, franchises around the league recognized the importance of increasing security. Every WNBA team will travel with security personnel on commercial flights for as long as they continue.

Additional security measures will be carried out in other ways as well. The Chicago Sky practice at a public facility; the Sachs Recreation Center wrote in an email to its community members, obtained by The Athletic, that beginning April 29, two police officers would be on-site during all Sky practices for the remainder of the season.

Having already become the first franchise to win consecutive titles in 21 years, the Las Vegas Aces will look to win a third straight this summer. Expect a standout season from their star, A’ja Wilson, who will be getting her own signature sneaker and clothing collection with Nike in 2025.

All told, as Engelbert prepared to give the Aces their rings Tuesday night, she said she is thrilled with the state of the WNBA. With revenue having reportedly doubled since 2019, she said the league had “huge investment” coming in through corporate and media partnerships. (The league’s existing media rights deal with ESPN ends after the 2025 season, and a new collective bargaining agreement could come into effect in 2026.) At April’s draft, which was held in front of fans for the first time in eight years, Engelbert said the WNBA was “ready for what’s next.”

Expansion into new markets is part of what is to come. A 13th franchise will begin play in the Bay Area in 2025, and a 14th team is reportedly set to debut in Toronto in 2026.

“We are witnessing a transformational moment in sports,” Engelbert said, “that we may not experience for generations.”

Bird, too, feels the added buzz. She said the sport had crossed a cultural cachet line. For that reason, it might not take Bird much more time to become a semi-crotchety pundit. She might be able to tell stories about the old days before she even knows it.
