The Puerto Rico Senate approved Senate Bill 1 on Thursday, which establishes the “Fundamental Right to Religious Freedom in Puerto Rico Act,” a measure introduced by the upper chamber president, Thomas Rivera Schatz.
“The bill recognizes the fundamental right to religious freedom of organizations and individuals so that the government does not impose a substantial burden on them due to their beliefs,” Rivera Schatz said on the Senate floor. “Furthermore, it includes reasonable accommodations for public employees and students who are not vaccinated for religious reasons.”
The measure, which received 18 votes in favor, also allows parents to refuse to vaccinate their children in the event of an epidemic for religious reasons without facing fines or jail time, and establishes that unvaccinated students may receive distance learning or appropriate accommodations, as appropriate.
The bill prohibits the government from discriminating against religious organizations in access to services, permits, or funds and establishes that, if a person prevails in a legal action for violation of this right, they may claim damages, costs, and fees, which would be covered by the state.
“This bill does not promote discrimination under the pretext of religious freedom, but rather reinforces respect for diversity and the beliefs of each individual,” Dignity Project Sen. Joanne Rodríguez Veve said. “It protects both believers and those who do not share their views.”
Sen. José Luis Dalmau Santiago of the Popular Democratic Party also voted in favor and stated that, after clarifying doubts, he
decided to support the measure in line with previous positions. “For me, the most important thing is to teach respect to those who think differently,” he said.
The bill also repeals Law 95-2024 and establishes as public policy that religious freedom must remain protected even during emergencies or pandemics. It limits the imposition of government regulations that affect this right, unless they respond to a compelling interest and there is no less burdensome means.
The Senate-approved measure was to be sent to the House of Representatives for final consideration. Gov. Jenniffer González Colón has expressed her support for the bill.

Gov. Jenniffer González Colón announced on Thursday the allocation of $36,942,735.11 in federal funds from the Federal Emergency Management Agency (FEMA) to repair roads, bridges and buildings affected by natural disasters on the island.
“We continue to secure the necessary resources to strengthen our infrastructure and guarantee the safety of our communities,” González Colón said in a written statement.
The funds, under Section 406 of the Stafford Act, will be distributed among several municipalities. Orocovis will receive $13,010,815.34 in three installments for permanent work on roads and bridges affected by Hurricane Maria.
Yauco will receive $7,168,940.26 to rebuild its emergency management office and municipal police headquarters. Lares will receive $5,450,112.75 to repair roads damaged by Hurricane Fiona. Naranjito will receive $7,750,068.28 for rural roads and its community recreation complex.
Additionally, Sabana Grande will receive $1,090,443, and Adjuntas will receive $1,293,709.86 for roadworks in areas affected by atmospheric events.
Under Section 428 of the Stafford Act, the Puerto Rico Industrial Development Company will receive $2,147,645 for reconstruction
work, divided into two allocations.
The governor added that her administration will continue to prioritize securing and implementing federal funds to improve infrastructure and strengthen preparedness for future natural disasters.

Federal authorities on Thursday arrested two brothers of New Progressive Party Rep. Jorge Navarro Suárez during a raid related to fraud involving U.S. government funds designated for COVID-19 relief.
In a radio interview, Navarro confirmed that Ricardo “Richard” and Edgardo Navarro were among those arrested.
“It’s a deep pain we feel,” the lawmaker stated during the interview. “As a family, we are sadly facing this. I know that everything will become clear in the end. They are my brothers. I treasure them both, and I will never turn my back on them.”
He noted that his brothers have been contractors for their entire lives.
“The corporation they own, prior to my becoming a legislator, has worked as a contractor in both the private sector and with the government,” Navarro added, denying any prior knowledge of the federal investigation.
Navarro added that he had been in discussions with authorities about business recovery funds for a year and that his brothers had been interviewed during that process.
Gov. Jenniffer González Colón said at a press conference later Thursday that “obviously, the federal government will have to prove guilt, the intent to defraud the federal government, and those cases will be reviewed.”
“But we, the government of Puerto Rico, must also combat fraud,” she added. “We have
fraud in different areas, in the Department of Labor, and what does that do? It takes funds away from people who truly need it. So I am deeply sorry for the people who have already been accused. They have their turn to prove their innocence, and once that process is over, we will review it.”
The governor, who said she had not yet spoken with Navarro Suárez, reiterated the importance of those who are in genuine need of monetary relief from the federal government not having that relief put at risk “because there was someone who decided to illicitly
take advantage of those benefits.”
“But here, no one, just because they have an elected official -- mayor, legislator, or agency head -- [in their family] is exempt from complying with the law,” González Colón said. “Here, everyone has to comply with the law. They put their hand in, they still have to pay.”
Earlier in the day, Limary Llovet, a spokesperson for the federal prosecutor’s office in Puerto Rico, reported that the case is being handled by the Secret Service’s Office of Investigations, the Small Business Administration Office of Inspector General, and the Internal Revenue Service’s Office of Criminal Investigation.
The case involves fraud related to funds allocated through the Coronavirus Aid, Relief, and Economic Security Act, or CARES Act, which was authorized by Congress in 2020 to provide relief during the global COVID-19 pandemic.
U.S. Attorney for the District of Puerto Rico W. Stephen Muldrow had announced Thursday morning that the indictment of two businessmen, a certified public accountant, and four Puerto Rico-based companies for a fraudulent scheme to illegally obtain federal recovery funds under the CARES Act, bribe a bank employee, and launder the fraudulent proceeds of the scheme.
Early on Thursday, the U.S. Secret Service, in coordination with the law enforcement partners of the federal prosecutor’s office,
executed a coordinated operation targeting a sophisticated financial fraud network, Muldrow noted.
According to court documents, Edgardo Navarro Suárez, Ricardo Luis Navarro Suárez, Ramón J. Valentín Montalvo, JCA Development Inc., JCA Packaging Group Inc., RVIP Group Corp., and JCA Industrial Supply Corp. knowingly devised a scheme and artifice to defraud and to obtain money and property from the U.S. Small Business Administration and Bank 1 by means of false and fraudulent pretenses, representations and promises submitted through applications for EIDL and PPP loans made available to help small businesses recover from the impact of the pandemic.
The court documents indicate that beginning no later than in or about May 2020, through at least November 2021, the defendants and their co-conspirators submitted and caused the submission of at least 26 Economic Injury Disaster Loan (EIDL) and Paycheck Protection Program (PPP) applications seeking a total of at least $2.2 million in EIDL and PPP proceeds from the United States Small Business Administration (SBA) and Bank 1, a Puerto Rico-based financial institution. The defendants and their co-conspirators also bribed a local bank employee to influence and reward the employee in connection with the submission and processing of PPP applications and the deposit and disbursement of PPP and EIDL funds into accounts at the bank.

The island Agriculture Department announced recently that the U.S. District Court has definitively resolved a case initiated over 20 years ago by milk processors against the Office of Dairy Industry Regulation (ORIL by its acronym in Spanish) over dairy prices.
The court determined that ORIL lacks jurisdiction as of Dec. 31, 2017. Without elaborating on the particulars of the decision, Agriculture Secretary Josué Rivera Castro said in a written statement that it “reaffirms the stability and legitimacy of the public policy we have defended with responsibility and transparency.”
“However, beyond this judicial determination, it is essential to call for unity among all sectors of our dairy industry,” he added.
Judge María Antongiorgi Jordán ruled that any motion filed after Dec. 31, 2017, is impermissible. She also granted the request of the Industria Lechera de Puerto Rico Inc. (Indulac) plant, owned by the Milk Producers Cooperative, to dismiss conclusions outlined in a recent report from the federal judge.
Rivera made a direct appeal to processors, ranchers and cooperatives, urging them to move past their disputes and work together for the betterment of the dairy sector, the island’s agricultural and economic development, and the sustainability of rural communities.
“Governor Jenniffer González is committed to promoting public policy that fosters a modern, resilient industry and increases agricultural production,” he said. “The doors of the Department of Agriculture are open to constructive dialogue without conditions.”
The dispute between milk processors and the ORIL revolves around the pricing and regulation of milk products. The main parties involved include dairy processors such as Indulac and the Puerto Rico Dairy Farmers Association, and ORIL, which is responsible for regulating the milk industry in Puerto Rico.
The dispute arose when Indulac challenged ORIL’s authority to set milk prices, arguing that the agency’s actions were not in compliance with procedural rules and therefore violated Puerto Rico law. ORIL’s decisions also faced criticism from other dairy processors, who claimed that the
pricing policies created unfair competition and threatened the financial viability of their businesses.

Manuel Reyes Alfonso, the executive vice president of the Food Marketing, Industry and Distribution Chamber (MIDA by its acronym in Spanish), described the global tariffs imposed by President Donald Trump on Wednesday as a “self-inflicted blow” and urged consumers to save money.
“The economy was growing and inflation was falling, so this is a self-inflicted blow that’s hard to explain and difficult to accept,” Reyes said in a radio interview. “In the case of Puerto Rico, it will have significant impacts. It’s challenging to determine the extent of the impact because businesses are now reassessing where they source their supplies and which tariffs apply to those countries. We need to see if there are exceptions for specific products, as the tariffs are general.”
Trump on Wednesday afternoon announced a sweeping tariff plan that went beyond what most analysts anticipated. The plan imposes a universal baseline tariff of 10% on all imports and higher tariffs on 60 countries with which the United States has significant trade deficits. The executive order signed by Trump specifically gives him the ability to reduce tariffs if a country negotiates or takes other steps to reduce its trade barriers.

In Puerto Rico, according to San Juan-based economic think tank Estudios Técnicos, the share of merchandise imports from foreign countries has decreased, while the share of imports from the U.S. has increased, reflecting the tariff increases imposed by the U.S. on Chinese and European products after 2018. Due to complex and highly integrated global supply chains, finished and intermediate goods imported from the U.S. already reflect the impact of the 25% tariffs previously imposed on Mexico and Canada, 20% on China, and 10% on aluminum and steel.
One positive note, albeit temporary, is that pharmaceutical products were exempt from the new tariffs, which should bring relief to the industry in Puerto Rico. However, this may be a temporary policy, as press reports have indicated that the administration is still seeking to establish tariffs targeting pharmaceutical products. The postponement is intended to give the industry time to relocate its manufacturing. This could represent an opportunity for Puerto Rico. The potential impact of the tariffs on the industry would be significant, as many U.S. companies manufacture their active ingredients primarily in Europe, which is the case in Puerto Rico.

Regarding the impact of tariffs on parts for any domestic or industrial equipment, González Colón expressed her concern about those needed for the electrical system and manufacturing.
“What does concern me are, for example, these types of products that are needed to repair a generating plant or equipment that Puerto Rico depends on for a pharmaceutical or local manufacturing industry.” the governor said. “That’s why this review must be conducted industry by industry. The Department of Economic Development is doing this with the entire pharmaceutical industry, looking at the importation of many of these products -- raw material, base equipment -- that are imported and value-added in Puerto Rico. Thank God, biopharmaceutical products, which are the largest import burden Puerto Rico faces, are exempt from these duties, from these tariffs.”
But, honestly, in order to speak responsibly, we have to see what the impact will be,” González Colón said. “Because I also know that the White House is negotiating directly with many of these countries now that the tariffs are in effect, to negotiate and exclude them. That is, ultimately, the president’s goal.”
She reiterated she will take advantage of the opportunity to seek manufacturing companies to relocate to Puerto Rico.
Markets reacted negatively, with overnight futures sharply down following three days of gains.
Reyes highlighted that the tariffs have created considerable uncertainty for entrepreneurs on the island regarding the future of their businesses.
“Right now, companies are uncertain; they don’t know what to expect,” he said. “The process of establishing a manufacturing business takes years of planning, so with so much uncertainty, moving forward will be complicated. This shift is necessary, and while there are opportunities, it remains a complex situation.”
The MIDA vice president advised consumers to save money wherever they can during this uncertain period.
“Now is the time to save. Those who can should avoid excessive or luxury spending while we figure out what the future holds,” Reyes said. “Concerning local government issues, this is a critical moment to make the decisions we’ve been procrastinating on for decades, decisions we know are necessary.”
Trump’s announcement launches an economic experiment not seen in nearly a century, one which most economists believe will spark a global trade war and result in higher prices, slower growth and rising inflation, but which the White House believes will fundamentally reshape the U.S. economy with

However, inflation is expected in food products, as 41% of agricultural products are obtained directly from foreign countries and an additional percentage passes through the U.S. A positive side effect is that the tariffs could encourage local production of agricultural products and food manufacturing.
The 25% tariff on foreign-made cars and trucks will likely increase consumer prices by several thousand dollars per vehicle, depending on the proportion of non-U.S.-made components. The tariffs could boost short-term demand for available inventories, but once prices reflect the impact of the tariffs, sales are expected to continue to decline, exceeding a previously expected 6% drop for the year.
Gov. Jenniffer González Colón pointed out on Thursday that “[t]his means that people have the option of buying American cars.”
“That’s the first answer,” she said at a press conference. “If your car is imported from a country that is subject to these more expensive tariffs, buy an American one because it’s cheaper.”

Alongside extensive reductions to the staff of the Centers for Disease Control and Prevention, the Trump administration has asked the agency to cut $2.9 billion of its spending on contracts, according to three federal officials with knowledge of the matter.
The administration’s cost-cutting program, called the Department of Government Efficiency, asked the public health agency to sever roughly 35% of its spending on contracts about
two weeks ago. The CDC was told to comply by April 18, according to the officials.
The cuts promise to further hamstring an agency already reeling from the loss of 2,400 employees, nearly one-fifth of its workforce.
On Tuesday, the administration fired CDC scientists focused on environmental health and asthma, injuries, violence prevention, lead poisoning, smoking and climate change.
Officials at the White House and the Department of Health and Human Services did not immediately respond to requests for comment.
Abruptly cutting 35% of contracts would be tough for any organization or business, said Tom Inglesby, director of the Johns Hopkins Center for Health Security at the Bloomberg School of Public Health, who advised the Biden administration during COVID.
“Sure, any manager can find small savings and improvements, but these kinds of demands are of the size and speed that break down organizations,” he said. “This is not the way to do good for the public or for the public’s health.”
The CDC’s largest contract, about $7 billion per year, goes to the Vaccines for Children Program, which purchases vaccines for parents who may not be able to afford them.
That program is mandated by law and will not be affect-
ed by the cuts, according to one senior official who spoke on condition of anonymity.
But other CDC contracts include spending on computers and other technology, security guards, cleaning services and facilities management. The agency also hires people to build and maintain data systems and for specific research projects.
Over the past several years, contracts have also supported activities related to COVID-19, one official said.
Separately, HHS last week abruptly discontinued CDC grants of about $11.4 billion to states that were using the funds to track infectious diseases and to support mental health services, addiction treatment and other urgent health issues.
At least some of the contracts the Department of Government Efficiency is now asking the agency to discontinue may no longer be implemented because the people overseeing them have been fired.
This is not the first time DOGE has asked the agency to cut funding.
It previously asked the CDC to cut grants to Columbia University and University of Pennsylvania, saying those institutions had failed to take action against antisemitism on campus.
“Funding grants and contracts are the mechanism by which we get things done,” said one CDC scientist who asked to remain anonymous because of a fear of retaliation.
“They are cutting off our arms and legs.”

The nation’s most polluting coal-burning power plant has asked President Donald Trump to exempt it from stricter limits on hazardous air pollution after the administration recently invited companies to apply for presidential pollution waivers by email.
The aging Colstrip power plant in Colstrip, Montana, emits more harmful fine particulate matter pollution, or soot, than any other power plant in the nation, Environmental Protection Agency figures show. A new rule adopted by the Biden administration in 2023 would have compelled the facility — the only coal plant in the country to lack modern pollution controls — to install new equipment.
Now, the Colstrip plant has applied for a two-year exemption to those rules, according to Montana’s congressional delegation, which backed the request.
The new pollution standard “endangers the economic viability of the plant, which if closed, would undermine the region’s electric grid,” Sen. Steve Daines and other members of the delegation wrote in a letter sent on Monday to the EPA administrator, Lee Zeldin. “Without Colstrip, consumers would bear the burden of higher energy costs and grid unreliability, and its closure would stymie economic development in the region.”
Health experts noted that the letter didn’t address the health effects of the fine pollution particles. Numerous studies have shown the particles are small enough to penetrate deep into the lungs and enter the bloodstream, where
they can travel to the heart and other organs, increasing mortality from cardiovascular and respiratory diseases.
A 2023 study showed that coal-burning power stations, in particular, emit fine particulates containing sulfur dioxide linked with higher mortality than other types of pollution.
This pollution “can be very damaging to young kids in particular, who have developing lungs,” said Robert Merchant, a pulmonologist in Billings, Montana. The delegation’s letter, he said, shows “a complete indifference to the health harms.”
The Colstrip plant’s request for an exemption from stricter pollution rules came after the EPA told companies last month that they could apply for waivers to major clean-air rules by emailing the agency. The EPA pointed to a section of the Clean Air Act that enables the president to temporarily exempt industrial facilities from new rules if the technology required to meet those rules isn’t available, and if it’s in the interest of national security.
The Trump administration has also announced its intention to roll back a slew of rules entirely, which could eventually mean that plants like the one in Colstrip would not have to meet new pollution standards at all.
The move was part of a wider effort by Zeldin to steer the agency away from its original role of environmental protection and regulation and toward making energy and cars more affordable.
NorthWestern Energy Group and Talen Energy, which operate the plant along with other minority owners, did not immediately respond to a request for comment.
Any exemption granted by the Trump administration is likely to face legal challenges from environmental groups. In drawing up the new rules, the Biden administration had identified technology already available that would allow the Colstrip facility to meet stricter standards, and that had been widely adopted by other coal plants in the country.
The Biden administration also estimated that the new pollution control technology would cost far less to install than the $500 million the Colstrip plant has said it would take.
“These technologies are available,” said Amanda Levin, director of policy analysis at the Natural Resources Defense Council, an environmental advocacy group, “but Colstrip decided not to invest when every other coal plant in the nation did.”

The global economic system that the United States has shaped and steered for more than three-quarters of a century was animated by a powerful guiding vision: that trade and finance would be based on cooperation and consent rather than coercion.
That system, for all its faults, entrenched the United States as the world’s richest nation and its sole financial superpower. The rule of law and the stability and trust that this approach generated helped make the dollar the world’s go-to currency for transactions and America a center of global investment.
By provoking a worldwide trade war, President Donald Trump risks abandoning that vision of shared interests and replacing it with one that assumes sharp economic conflicts are unavoidable.
Gone are appeals to a larger purpose, mutual agreements or shared values. In this new order, the strongest powers determine the rules and enforce them through intimidation and bare-knuckled power.
“This is a completely different vision,” said Greg Grandin, a historian at Yale University, “one in which the first principle is that nations don’t have shared interests; they have inherent conflicts of interests.”
That view is behind the president’s decision Wednesday to slap sweeping tariffs including a 10% tax on nearly every import to the United States.
Trump’s trade policies after a little over two months in office have prompted a sharp drop in the stock market and in business and consumer confidence. Wall Street analysts have been projecting higher inflation rates and slower growth in the United States and around the world.
But quarterly gains and losses are trivial, many economists and political leaders said, compared with the potential long-term damage to the unique power and privileges that the United States has built up in the postwar global order. At stake are the country’s unmatched influence over the world’s financial system, the advantages its businesses enjoy and a reputation that attracts investors and innovators.
Trump’s turn away from cooperation, said Abraham Newman, a professor at Georgetown University, “will undermine U.S. economic security in the long term.”

lar as the world’s reserve currency, the one that virtually every nation uses for everyday commerce and stows for rainy days. Because global trade and transactions are conducted in dollars, everyone needs them. That demand means the United States can pay less interest when it sells Treasury bonds, which lowers borrowing costs.
In addition, American businesses are free from many of the worries that stem from the ups-and-downs of foreign exchange markets or capital flight. When unrest and uncertainty roil the global economy, the dollar is seen as a safe haven — even when the United States is responsible for the turmoil.
Yet every time the Trump administration says it wants to push down the dollar’s value on the foreign exchange market or threatens tariffs and other consequences, trust in the dollar takes a hit, said Barry Eichengreen, the author of “Exorbitant Privilege: The Rise and Fall of the Dollar and the Future of the International Monetary System.”
A weaker dollar means foreign holders of it lose money. “In that sense,” Eichengreen said, “the full faith and credit of the U.S. government, which is trying to depreciate away its external obligations, is impaired.”
The downsides of winner takes all
The failure to account for mutual interests can undermine longer-term goals, said Joseph S. Nye Jr., a professor at Harvard University. In his eyes, the administration’s transactional attitude reflects Trump’s background as a real estate developer in New York and
New Jersey, where bullying can be common and each deal is a one-and-done.
That approach made Trump money but also resulted in his having to declare his properties bankrupt multiple times.
What it does not achieve, Nye said, are the growth, credibility and influence that accrue from being a reliable partner over years and decades.
When White House officials discussed plans to strike Houthi militants in Yemen who have been attacking ships in the Suez Canal, they complained about “European freeloading” and considered extracting some kind of payment “in return.”
But keeping the canal open was not just a favor for Europe. It discourages other countries, militias and pirates from interfering with the passage of trade. “In the long run, it is in our interests to have freedom of navigation of the seas and not have a group like the Houthis destroy it,” Nye said.
At the same time, U.S. deposits in the favor bank build up credit. The United States has been able to successfully pressure allies like the Netherlands and Japan to limit the sale of advanced semiconductor equipment — and their domestic manufacturers’ profits — to China.
Successive administrations, including Trump’s, have worried about military uses of the technology as well as the possibility that China could eventually create its own version of products it now buys from American businesses.
The reliance on coercion instead of cooperation was standard after World War I. And it eventually spurred Germany’s Nazification, Japanese imperialism and a ruinous tariff war.
That grim history prompted the United States and other nations after World War II to adopt an approach that focused on mutual interests. Seizing the lead position, Washington provided enormous economic support through the Marshall Plan because it believed a stronger Europe would be in the long-term U.S. interest.
The guiding principle was that commercial ties would bind countries together and mitigate military conflict. It was an idea that won its primary proponent at the time, the former Secretary of State Cordell Hull, a Nobel Peace Prize in 1945.
Trump, though, has turned this theory on its head. Instead of focusing on the shared interests that economic ties create, he is seeking to exploit the vulnerabilities they generate.
Indeed, Trump is the first president since the end of World War II to pursue U.S. interests by regularly violating international agreements, turning on allies and scorning tools of soft power like economic and humanitarian aid.
“What we’re seeing is so dramatic,” said Newman. Among U.S. allies, he said, a deep fear is developing that the Trump administration is looking to create a new global order narrowly focused on American self-aggrandizement.
The approach may produce immediate gains. When Colombia’s president turned away U.S. military planes carrying deportees, Trump’s threat to impose financial sanctions and 50% tariffs on all Colombian products forced a policy reversal.
But if countries believe the global order is dominated by a capricious leader, they will look for alternatives. Over time, that could downgrade the dollar’s status and reduce allies’ reliance on American weapons, technology and products. It could also strengthen China’s hand at the expense of the United States.
On Sunday, trade ministers for Japan and South Korea, economic partners in U.S. efforts to counter China, met with Chinese representatives in Seoul for the first time in five years to discuss expanding regional trade ties. Any closer commercial ties they might forge with China could significantly undermine Washington’s goal of slowing the breakout advancements in technology by China.
And that, said Newman, is “the opposite of what the U.S. would hope to achieve.”
Investors had been prepared for a shock heading in to U.S. President Donald Trump’s announcement of sweeping new tariffs on Wednesday, but many said that what played out was the worst-case-scenario for markets. Their message: Buckle up and brace yourself.
In the run-up to what Trump had billed as “Liberation Day,” investors had sought to remain optimistic that clarity about the administration’s tariff policies would help the volatile U.S. stock market stabilize.
But following Trump’s unveiling of what some said were larger-than-anticipated tariffs - and in the midst of the market selloff that followed - many of the same individuals said their main takeaway was a sense of heightened risk and plenty of unanswered questions.
“This is bigger than I expected; bigger than anyone really expected,” said Mark Spindel, chief investment officer of Potomac River Capital. “And the market is reacting accordingly.”
Global markets tumbled on Thursday, with the dollar and U.S. stocks among the hardest hit on fears that a broadening trade war would push an already fragile world economy into recession.
Reuters talked to a range of investors over the last week, before and after the announcement. Here are some of their views:
MARK MALEK, CHIEF INVESTMENT OFFICER, SIEBERT FINANCIAL:
Before the tariffs announcement: “There’s more potential downside than upside right now.”
After the tariffs announcement: “Brace yourself, because here comes the downside. This is a lot more than the market was expecting, if you look at the size of the tariffs. This is going to have a material impact on corporate earnings. I can’t imagine any company isn’t recalibrating earnings expectations for the full year.”
Before: “There is potential for more volatility on April 2 and post that deadline. I am still skeptical we will get clarity.”
After: “Clearly, markets are still unhappy with the current trade policy. And everyone is still on hold - businesses, consumers, the Fed - to see how things play out. I think anything that offers a hedge against inflation risk should do better, such as gold and hard assets.”

Israel’s leaders have articulated various goals for the expanding war in the Gaza Strip, spreading confusion over how the objectives might be achieved and on what terms the renewed campaign might end.
The primary aim is to squeeze Hamas into releasing the dozens of remaining hostages in Gaza. But other goals have emerged.
On Wednesday, Prime Minister Benjamin Netanyahu said Israel had “moved up a gear” in Gaza, capturing more territory, hitting militants and carving up the enclave. He reiterated his ultimate goals of crushing Hamas’s military capabilities and terminating its rule over Gaza, neither of which have been achieved in more than a year of war.
The defense minister, Israel Katz, said a day earlier that the military was seizing more territory to protect its forces and border towns, suggesting the possibility of a longer-term presence.
And over the weekend, Netanyahu said Israel would enable what he described as the voluntary emigration of Gaza residents, without clarifying where they would go.
If all of these different objectives have created uncertainty about what is to come, that may be intentional.
The military chief, Lt. Gen. Eyal Zamir, said on Wednesday that Israel would “preserve operational ambiguity and the element of surprise” during a field visit to Gaza. “The only thing that can halt our advance is the release of our hostages!”
Israeli forces appear to be gradually dissecting the enclave into separate districts, in part to encircle and restrict the movement of Hamas fighters who have regrouped in different areas, according to analysts.
But as the military attacks areas of Gaza that it had already conquered multiple times before, as well as some new ones, questions remain about what the forces can do this time that they couldn’t do in more than 15 months of fighting.
“The government has not yet presented a viable diplomatic framework that will translate the military achievements into realizing the war objectives over time and justify the prices paid for them,” said Assaf Orion, a retired Israeli brigadier general who is now a senior fellow at the Washington Institute for Near East Policy.

tress his grip on power by leaving open an option of fully occupying the enclave and, eventually, building new Jewish settlements there.
It is also unclear how the campaign will help the remaining hostages who were taken in the Hamas-led attack on Israel on Oct. 7, 2023, which ignited the war. Hamas is insisting on negotiations as the only way to free them, demanding a full Israeli troop withdrawal from Gaza and a permanent end to the war.
Israel has conditioned any end of the war on the disarmament of Hamas and its leaders leaving Gaza, terms the group has refused.
Former hostages have testified that their conditions in captivity only worsened as Israeli military pressure increased and that they feared being killed at any moment by their captors or Israeli bombardment.
To a large extent, Orion said of Israel’s renewed offensive, “it is a development that endangers the lives of the remaining hostages.” On Wednesday, a group representing the families of hostages said
they were “horrified” to wake up to Katz’s announcement about the expansion of military operations in Gaza.
Israel broke a two-month ceasefire with Hamas on March 18 after talks to extend the truce stalled.
In the weeks since, Israeli troops have retaken most of the Netzarim Corridor, a route dividing the northern and southern halves of Gaza. On Wednesday, Netanyahu said Israeli forces were seizing another east-west corridor in southern Gaza.
The military has recently thickened parts of a buffer zone inside Gaza’s perimeter, and it has expanded ground raids in the northern
and southern ends of the enclave along with issuing sweeping evacuation orders.
On Thursday, the military issued more evacuation warnings for residents of neighborhoods in eastern Gaza City ahead of operations there.
That has led to the displacement of more than 140,000 people in Gaza since the ceasefire broke down, according to the United Nations.
More than 1,000 people in Gaza have been killed since the ceasefire collapsed, according to the Gaza health ministry, which does not distinguish between civilians and combatants. The ministry said Thursday that the bodies of 97 people who had died had arrived at hospitals in Gaza in the previous day.
The ministry also said that the bodies of 27 people that is said had been killed in an Israeli strike on a school turned shelter in Gaza City had arrived at a hospital. The ministry does not differentiate between civilians and combatants in its casualty counts and the circumstances were not clear.
The Israeli military said it was looking into the reports and could not immediately comment. It has in the past accused Hamas of embedding itself among the civilian population.
In another tactic aimed at pressuring Hamas, Israel halted the entry of all commercial goods and humanitarian aid into Gaza a month ago, leading to price gouging by local merchants and shortages. The World Food Program, a U.N. agency, said this week it had run out of the flour and fuel needed to keep bakeries in Gaza open.
Gaza health officials say that more than 50,000 people have been killed in the enclave in the war prompted by the Hamas-led attack on Israel that killed about 1,200 people, according to Israeli officials, and in which 250 were taken to Gaza as hostages.
Israel believes up to 24 living hostages are being held in Gaza along with the remains of about 35 others.

Jim and Katharine Miller Diehl thought they had found their ticket out of the United States: a three-bedroom condo in a new development overlooking the Mediterranean coast in southern Spain. The retired couple from St. Petersburg, Florida, were banking on Spain’s popular residency-by-investment program, known as the “golden visa.”
“Living abroad has been a lifetime dream,” said Katharine Miller Diehl, 63. “We just were attracted to Spain. The cost of living is a lot less than in the States. The pace of life is slower. The food is great.”
That was three years ago. They never anticipated it would be a race against the clock. In March, with construction of their condo nearing completion, the couple hurried to Spain to formally apply for the program, which granted residency rights to foreigners who bought property worth at least 500,000 euros. But now they were staring down a fast-approaching deadline: April 3.
“It wasn’t supposed to be a time bomb,” Miller Diehl said. “I had to go dye my hair last week. I’ve grown a bunch of gray hairs.”
Last year, the Spanish government abruptly announced that it would stop issuing visas by investment, part of a new approach to combat a housing crisis that had pushed rents and home prices out of reach for many native Spaniards. For foreign homebuyers, the door to a new life was closing.
“Housing is a constitutional right, not a mere speculative business,” Prime Minister Pedro Sánchez said in a news conference last April. “That’s why we’re going to eliminate the golden visa.”
It was a 180-degree shift. A decade ago, Spain and other European countries, including Portugal and Greece, were desperate to attract investors as they climbed out of the debt crisis of 2009. They offered golden visas — allowing newcomers to work, live and
study in the country — to help fill budget deficits and revive their crumbling housing markets.
Spain’s program, which began in 2013, proved too popular. More than 15,000 visas linked to real estate investments were granted, according to the government, mainly to Americans, Brits, Chinese, Russians and Middle Easterners. From 2016 through 2023, the program generated about $10 billion in investments. The visas were valid for five years and could be renewed every five years, and they allowed recipients to use their homes as short-term rentals.
Since 2020, the number of Americans residing in Spain has grown by 32%, to nearly 70,000. “They wanted to avoid the poisonous politics,” Javier Rosado of Strand Properties Fuengirola, a coastal town near Málaga, said about his growing American clientele. Spain also offered a more affordable lifestyle, as the euro came down to near parity with the dollar. Consider mortgages: The borrowing rate averages at just above 3%, less than half the current American rate.
As the number of new golden visas spiked coming out of the pandemic, so did property values, leaving more domestic buyers frozen out of overstressed markets. Over the past year in Spain, rents and home prices have both risen by 11%. Protests against short-term rental platforms and rising housing costs have erupted in major cities, including Madrid and Barcelona. (Greece, Hungary, Cyprus and Malta still offer golden visas with a real estate component.)
In addition to the April 3 cutoff for submitting visa applications, Sánchez said he planned to double the real estate tax at the time of purchase on properties bought by non-European Union nationals — an effort, in part, to stop golden visa holders from converting their new homes into short-term rentals. In announcing the move, he said that “the West faces a decisive challenge: to not become a society divided into two classes, the rich landlords and poor tenants.”
Indeed, Spain isn’t the only European country overwhelmed by the success of residency by investment: Portugal shuttered its program in 2023, as did Ireland.
According to some Spanish real estate agents, the proposed tax will do little to resolve the country’s real issue: a severe shortage of inventory. Since 2021, Spain has built around 90,000 new homes each year, according to the Bank of Spain. But the population has grown by nearly 2 million in that time, according to the National Statistics Institute.
It’s also unclear whether the new tax will become reality. Spain’s parliament, which remains fragmented following inconclusive elections in 2023, must approve it. And by Sánchez’s admission, real estate sales to foreigners accounted for only 27,000 transactions in 2023.
“It’s a political stunt,” said William Morillas of Target Estates in Mijas Pueblo, near Málaga. “It will not do anything to help housing.”
Caught in the gears are buyers like the Diehls, who planned to live part-time in their new condo. In 2022, they signed a contract for 839,580 euros ($921,000) to buy a home at the Valley Collection development, about 15 miles outside Málaga, just as construction was getting underway. Once completed, the transaction would close, allowing the couple to proceed with their residency application. The Diehls submitted the application last month, just as the apartment was being completed. Their lawyer told them that while there has been a slowdown in the approval process lately, they should be approved since their application met all requirements. But if not, they’ll likely sell the unit and take a loss.
“You can’t imagine how stressful this has been,” Diehl said. “We’re jumping off the cliff and hoping it’s all gonna work out.”
Alvaro Hernandez and his wife, Alicia, had long toyed with the idea of moving to Spain, concerned about rising crime in their native Mexico. They thought Madrid would be ideal thanks to its sizable Mexican expatriate community. Last September, the Hernandezes toured a few places in the Spanish capital but held back on making an offer because prices were too high. When the government declared it was ending the golden visa program, the couple scrambled and bought a four-bedroom condo in Madrid’s Chamberí neighborhood for 1.8 million euros. Just before Christmas, they filed for the visa. If it is denied, they’ll sell the unit quickly and move out of the country.
“This was a lot of money. We made the purchase in a rush to get the paperwork,”

said Alvaro Hernandez, 36, who runs a company that builds software for mobile apps. “Now we are in this strange, stressful standby situation.”
Others have managed to overcome the obstacles. Michael Schatman, a native of New Jersey, chose to move to Spain after his son studied abroad in Madrid. He could continue his work as a pain management researcher remotely. “I was just so disgusted by the country and Trumpism,” said Schatman, 65. “I thought, ‘I need to get out of here.’”
He quickly made an offer last October for a house near the Mediterranean Sea in Xàbia, about 70 miles south of Valencia. The deal collapsed when the seller fell ill. A week later, he went under contract on a different home for 960,000 euros, 100,000 euros more than he’d initially budgeted.
“I was rushing through,” Schatman said. “I felt like I had to do this, if I wanted the golden visa.”
But it was worth it. Schatman received his visa about two months after his sale closed in November. These days, he works in the mornings before the United States wakes up. In the afternoons, he hikes on nearby mountains. “I love the weather. I love the ocean. I love the views,” he said. “I’m looking at the ocean right now and can see Ibiza — it’s nuts.”

For one brief shining moment, something encouraging unfolded in the Gaza Strip: Palestinians protested against Hamas.
As I traveled in Israel and the West Bank — foreign journalists are generally not allowed in Gaza — the protests seemed to capture hope of change, a deadlock breaking, some way forward. But Hamas appears to have squelched the brave protests for now, in part through torture and murder.
Despite talk of ceasefire proposals, the two sides still seem impossibly far apart on any deal to end the war for good, so I fear we must brace for more killing. Israel on Wednesday announced an expansion of its military offensive in Gaza, including plans to seize “large areas.”
The people of Gaza are caught between the irreconcilable demands of two parties, Hamas and the Israeli government, that both show a brutal indifference toward Palestinian civilians and Israeli hostages alike — in Israel’s case, with a weapons assist from the United States.
Gaza today has the highest proportion of child amputees in the world, according to the United Nations, yet Prime Minister Benjamin Netanyahu broke the initial ceasefire, defying public sentiment on the one issue that most Israelis and Palestinians seem to agree on: The war should end.
Unless there is a dramatic breakthrough — such as the removal of either Hamas or Netanyahu — the war may instead expand.
“It seems Israel is going to widen the operation,” former Prime Minister Ehud Barak told me, adding that he doubts it will achieve its supposed aim of making Hamas more flexible in negotiations — but that it will endanger hostages. Barak warned that Israel might make a “major historic mistake” by substantially reoccupying Gaza and staying there for the long term.
The United States doesn’t have influence over Hamas, but we provide the 2,000-pound bombs that Netanyahu employs to turn buildings and people into dust — and that gives us leverage to press for an end to this war. We’re not using it.
So American bombs will create more WCNSFs. That’s a common abbreviation in Gaza hospitals for “wounded child, no surviving family.”
Dr. Sam Attar, an American surgeon and professor at Northwestern University School of Medicine, has made five medical missions to Gaza since the war began. He told me about kids he treated: a teenager with burns over half his body who died because the blood bank had run out of blood; a 10-year-old girl buried in the rubble for 12 hours beside her dead parents; a 13-year-old boy with a charred face who kept asking for his dead parents and sisters.
“In every war, it’s these psychic scars of fear and rage that cost more lives and livelihoods for generations,” said Attar. “We can amputate arms and legs to save lives. How do you heal a scarred soul? How do you heal a child buried alive next to her dead parents?”
For several weeks now, Israel has blockaded Gaza again, magnifying the suffering of civilians and presumably of hostages alike.
“All entry points into Gaza are closed for cargo since early March,” said Tom Fletcher, the United Nations humanitarian chief. “At the border, food is rotting, medicine expiring and vital medical equipment stuck.”
How does America respond to this needless suffering in Gaza, which UNICEF has described as “the most dangerous place in the world to be a child”? President Donald Trump shipped another 1,800 of the 2,000-pound bombs to Israel and suggested emptying Gaza of Palestinians in what would amount to ethnic cleansing.
Israelis were understandably traumatized by the terror attack of Oct. 7, 2023, which on a per capita basis was the equivalent of 12 Sept. 11 attacks. But calculating that way, people in Gaza have endured more than 2,200 Sept. 11s.
What has all this bombing achieved? Hamas’ fighting capacity is badly degraded, and Israel has reestablished deterrence. But Israel has achieved neither of its two fundamental aims of the war: recovering all hostages and destroying Hamas. Indeed, the United States has assessed that Hamas has recruited almost as many militants as it has lost.
Yet the war has achieved one thing: It has kept Netanyahu in office. Continued war works for him, even though 69% of Israelis say they want him to do a deal to bring back all the hostages and end the war. In Gaza, Hamas likewise focuses on remaining in power rather than on the well-being of Palestinians.
Netanyahu and Hamas both seem prepared to fight to the last Palestinian and to the last Israeli hostage.
I regularly visited Gaza before the war started and saw how repressive, misogynist, homophobic and incompetent Hamas was — and how many residents were fed up with its misrule — so it has astonished me to see some on the left embrace it as a champion of Palestinians.
Conversely, Americans whose hearts bled for the 1,200 Israelis murdered in the Hamas terror attack too often seem inured to the 50,000 Palestinians killed in Gaza, according to the territory’s health ministry. Israel’s defense minister, Israel Katz, has warned that Gaza may be facing “the gates of hell,” which seems about right. He also threatened to annex parts of Gaza if Hamas did not release the hostages. Is this really a cause the United States should supply weapons for?
Some 280 U.N. workers have been killed in Gaza, along with more than 150 journalists. The United Nations reported this week that it had recovered the bodies of 15 rescue workers from ambulances, a fire truck and a U.N. vehicle. They had been killed while trying to assist the injured.
This war is the best use of American weaponry?
It is a credit to Israel that some civil society groups and leading security figures have shown great courage in condemning their country’s Gaza policy. A former defense minister, Moshe Yaalon, has repeatedly warned that Israel is committing war crimes and ethnic cleansing. Ami Ayalon,

a former director of the Shin Bet intelligence agency, has protested Israel’s Gaza policy as “immoral and unjust.”
For my part, I don’t see Hamas and Israel as moral equivalents. But I absolutely see a moral equivalence among an Israeli child, a Palestinian child and an American child. And I fear that Netanyahu, based on political calculations, will employ American munitions to claim the lives of thousands more children.
All these lives set to be lost, all these children to be maimed, for what?

Parked underneath an overpass, a hit man looks out the window, surveying a bleak American landscape. The nation is, in a word, screwed. “There’s a plague coming,” Jackie (Brad Pitt) declares early on in “Killing Them Softly.”
It’s 2008, and on radios and televisions, a young senator from Illinois is promising a new era of hope in the wake of the rubble from the financial crisis. Hasn’t disaster already struck?
More is yet to come is the 2012 movie’s unsettling premonition. Together, the five entries from this month’s column take stock of how we got here. From the early 1800s to the 2016 election season, from postwar to postrecession trauma, you will see the arc of a country that bends from opportunity to opportunism.
These movies revolve around strongmen and grifters, hit men and con men, and the idea of an American dream that belies perhaps a truer guiding tenet: screw or be screwed. Still, there’s room, if you believe in it, to strive for something else, to look out for one another, to hold people close.
‘First Cow’ (2020) Stream it on PlutoTV.
There’s a simple scene in this film, set in 19th-century Oregon Territory, in which an Englishman explains his horrifying logic around slave labor to a room, including an American ship captain, three Native Americans, a Chinese striver and an American laborer. It’s an unshowy, effortlessly potent snapshot of the American project and a microcosm of the delicate brilliance of Kelly Reichardt’s film. Few movies can tell the story of the United States and our
foundational truths — of commerce and plunder — with such quiet power; even fewer can be so shrewd while remaining so tender.
On its face, “First Cow” is about a friendship between two loners, one a chatty enterpriser named King-Lu (Orion Lee), another a meek baker named Cookie (John Magaro), who start selling fried dough out of a single pan to mudcaked settlers. But theirs is the story of uniquely American possibility and exploitation, of gritty survival and an unlikely gentleness.
“History isn’t here yet,” King-Lu announces, observing this land of abundance. Perhaps, when it arrives, “we can take it on our own terms.” It is still up to us, Reichardt seems to say, to choose what those terms are.
‘Killing Them Softly’ (2012)

Upon its release, “Killing Them Softly” might have read as a heavy-handed, cynical crime allegory. By the film’s darkly funny, sobering end, one can now see that it’s instead a matterof-fact attempt to puncture the bubble of Obama era-optimism that many were still blissfully hiding in (the film takes place amid the 2008 election, and was released weeks after former President Barack Obama’s 2012 victory).
Energized by a remarkably sturdy cast (headlined by Pitt), the film follows a robbery that ripples across a local crime economy. Soon, a hit man, directed by a sad-sack bureaucrat who works for unseen higher-ups, is brought in.
Around them is a post-recession wasteland: empty highways, derelict houses and bags of smack. Hustlers are out there for themselves, while in the background, politicians are promising change and touting American resilience. But take a bird’s-eye view of this ecosystem:

‘Red Rocket’ (2021) Stream it on Tubi.
Sean Baker’s precursor to the Oscarwinning “Anora” was this under-the-radar film about a different kind of sex worker, a washedup porn star named Mikey (Simon Rex) who has returned to his hometown in Texas.
Mikey sees everyone around him as a means to an end, but he’s a charming dirtbag whose seemingly cartoonish ineptitude often gets him a version of what he wants. He weasels his way back into his estranged wife’s life and begins grooming a 17-year-old cashier named Strawberry (Suzanna Son), seeing her as his ticket back into the industry.
Looming in the backdrop are oil refineries and billboards promising to make America great again. Allusions are made to the nearby Texas Killing Fields, where women’s bodies were discovered in the 1980s and ’90s, as well as historic sites of the slave trade — a swinging pendulum of violent exploitation. Mikey might be a small wrecking ball, but he’s of a pervasive strain of predatory narcissists, American-bred rockets who, hurtling through lives, only seem to gather speed.

As we reckon with the manosphere, you might recognize its core appeal in Paul Tho -
mas Anderson’s astonishing, hypnotizing masterwork about the push and pull of masculinity, power and control.
Coming home from World War II, Freddie (Joaquin Phoenix) is a troubled and traumatized drifter, thrashing about like a wounded animal when anyone gets too close. Then he meets Lancaster (Philip Seymour Hoffman), a magnetic leader marshaling alternative histories and remedies, but driven most of all by directing others to follow his every word.
Their connection is a twisted love story, providing a mesmerizing study in how some disaffected men — impulsive, lost, sneering at authority — are in fact those most likely to gravitate toward assertive male figureheads. Come for all of that, but stay for Anderson, Phoenix and Hoffman, giants of contemporary American cinema at their best.
‘Quo Vadis, Aida?’ (2020) Stream it on Tubi.
The raw power of this war film concerning the 1995 Srebrenica massacre in Bosnia lies not in its depiction of genocidal violence, but rather in the excruciating sense of helplessness as the innocent see the unspeakable coming.
During the war, Aida, a former schoolteacher, works as a United Nations translator who is hoping to broker safety for her family and town. Most of the film takes place inside an overcrowded U.N. military base, a massive warehouse where a lucky few, including Aida, have been able to take shelter when Serbian forces begin a violent siege.
Played with engrossing fury by Jasna Djuricic, Aida is mostly seen sprinting back and forth, desperately bargaining for her family’s safety. At the helm of this invasion is Gen. Ratko Mladic (Boris Isakovic), whose demeanor is that of a cavalier bully who saunters around, lies to his victims and directs a camera crew to capture the reality he fabricates.

I’ve always been suspicious of the “signature grape” theory, the idea that each wine area should call to mind a particular grape, as Argentina does malbec. It’s always smacked more of marketing than of common sense. While simplicity is good for selling things, it doesn’t necessarily benefit consumers or the wine.
But sometimes years of experience demonstrate that certain grapes are far and away better matches for a particular terroir than other varieties. It’s difficult to deny the evidence.
In many historical wine regions, these signature grapes have been codified under appellation rules: red Burgundy must be made of pinot noir, Chablis of chardonnay, Hermitage of syrah, Barolo of nebbiolo and so on.
A variety of Cabernet Francs. Superb, singular wines are made from the grape in both the Finger Lakes and Long Island. These regions make a lot of other great wines, too.

All this brings me to the question of New York state cabernet franc. Is it the state’s signature grape? Some people would like to think so. There’s no doubt that New York makes terrific cabernet franc wines. On a recent foray through New York shops, I found these 10 bottles, six from the Finger Lakes, four from Long Island, that I recommend enthusiastically.
But signature grape? Is it really necessary to be so declarative? The Finger Lakes makes possibly the best American rieslings. I’ve also had superb pinot noirs and chardonnays. Why not simply say, the Finger Lakes is a great place to make wine. Its potential has only begun to be explored.
And Long Island? Who knows. Shinn Estate made great merlots. Schneider Vineyards made great cabernet francs. Southold Farm & Cellar made great teroldegos, blaufränkischs and lagreins. For various unrelated reasons, none of these producers is still making wine on Long Island. But, like the Finger Lakes, Long Island is full of potential yet to be fully explored.
Whether Long Island or the Finger Lakes, you would not mistake these for California cabernet francs, or those from the Loire or Bordeaux. They are New York’s own, and just some of
the excellent wines made in the state.
These 10 bottles are all worth drinking, and they are not the only ones to seek out. Plenty of other superb cabernet francs are produced in both the Finger Lakes and Long Island, and most of these 10 producers make terrific wines other than cabernet franc. Exploring good wine shops and finding your own favorites is part of the fun.
Here are the 10 bottles, from least to most expensive.
Onabay Vineyards North Fork of Long Island Cabernet Franc Côt-Fermented 2021, 13.1%, $22
This is a classically structured cabernet franc, inspired by those from the Loire Valley and fermented with a little malbec, or côt, as it’s known in the Loire (pronounced “coe,” hence the pun, côt-fermented). It’s juicy and focused with earthy flavors of dark fruits and licorice. Speaking of wordplay, Onabay is actually on Peconic Bay, in between the forks of Long Island.
Eminence Road Farm Winery Finger Lakes Lamb’s Quarters Vineyard Cabernet Franc 2023, 11.3%, $24
Eminence Road makes small lots of wines from grapes grown in Finger Lakes vineyards. This bottle demonstrates the lively, easygoing side of cabernet franc, with light herbal aromas, lively acidity and bright flavors of red fruit. I would serve this lightly chilled.
Hermann J. Wiemer Seneca Lake Cabernet Franc 2021, 12.5%, $25
For nearly 20 years, the ownership team of Fred Merwarth and Oskar Bynke has methodically improved every aspect of farming and winemaking at Hermann J. Wiemer, transforming the venerable Finger Lakes winery into a progressive leader. This cabernet franc, made from biodynamically farmed grapes, shows the benefits of their work. It’s fragrant, complex, pure and focused, enjoyable now though it will evolve over the next decade. It’s also a superb value.
Lieb Cellars North Fork of Long Island Cabernet Franc 2021, 12.8%, $26
Lieb Cellars is one of the more undersung wineries on Long Island. I’ve always found its pinot blancs and sparkling wines to
be excellent — restrained rather than flamboyant, and simply delicious. The same is true of the cabernet franc. It’s made along classic Bordeaux lines, structured yet unobtrusively so, with understated earthy fruit flavors that come together to form a quiet whole.
Channing Daughters North Fork of Long Island Cabernet Franc 2019, 11.8%, $27
Channing Daughters is one of the quirkier Long Island wineries. It makes an enormous number of wines from a lot of different grapes, and it’s hard to keep track year to year what’s coming. But the constant surprises are part of the fun. By comparison to some of their cuvées, this 2019 cabernet franc is relatively straightforward. It’s made with a light touch, relying on acidity rather than tannins for structure. It’s energetic, floral and will go with a wide variety of dishes.
Bloomer Creek Finger Lakes White Horse Red 2020, 12.7%, $28
I’ve long been a fan of Kim and Debra Engle of Bloomer Creek, who make natural-leaning, idiosyncratic, always distinctive wines that surprise and delight. I particularly enjoy White Horse Red, their homage to Cheval Blanc, the great Bordeaux. White Horse is, like Cheval Blanc, a blend of mostly cabernet franc with some merlot. The 2020 is a bit rustic, with chewy tannins, but the floral, red fruit flavors are clear, lively and a little eccentric, Bloomer Creek-style.
Red Tail Ridge Finger Lakes Earl’s Place Cabernet Franc 2021, 12.8%, $29
Red Tail Ridge is run by a husband-and-wife team: Nancy Irelan, who handles the winemaking, and Michael Schnelle, who oversees the farming. They are exploratory, making excellent wines with grapes like blaufränkisch, teroldego and lagrein. They also make reliably delicious versions of the more conventional Finger Lakes grapes. This cabernet franc is impeccably balanced, gently tannic, with earthy flavors of red fruits.
Paumanok North Fork of Long Island Cabernet Franc 2021, 13%, $32
Paumanok was founded in 1983, which makes it a relative old-timer on Long Island. Kareem Massoud is the second-generation winemaker, having learned from his father, Charles Massoud, and he works with his brothers, Salim and Nabeel. The wines are consistently good. The dark fruit and touch of licorice are similar to the Onabay, but the Paumanok has an added bright quality that gives it a bit more complexity.
Nathan K. Finger Lakes Cabernet Franc 2021, 12%, $34
This is an exceptional cool-climate cabernet franc — well balanced and intense yet rather light-bodied and transparent, with precise, focused earthy fruit flavors and fine tannins. Nathan Kendall is a talented producer, and his wines seem to get better and better every year.
Barbichette Seneca Lake Cabernet Franc 2022, 12%, $38
This is a lovely wine of the zero-zero sort, nothing added, nothing taken away in the winemaking process. It’s light-bodied, lightly tannic and complex — floral, earthy, stony with a light bitterness that is refreshing. Barbichette is a two-person operation, César Vega and Louisiane Remy, who also own a coffee roastery in Brooklyn, Café Integral. They say they are inspired by the parallels between wine and coffee.

La subasta se llevará a cabo para satisfacer, hasta donde alcance, el importe de las cantidades adeudadas a la parte demandante conforme a la sentencia dictada a su favor, a saber: de $301,024.43 en concepto de principal con interés al 5.560% anual, los cuales continúan acumulándose, así como la cantidad líquida estipulada en los documentos del préstamo para costas, gastos y honorarios de abogado en caso de reclamación judicial y que correspondan a intereses y cargos por demora posterior a dicha fecha, y la suma de $27,750.00 equivalente al 10% de la suma principal original pactada, estipulada para costas, gastos y honorarios de abogado; más recargos acumulados hasta la fecha en que se pague la deuda; más cualquiera suma de dinero por concepto de contribuciones, primas de seguro hipotecario y riesgo, así como cualesquiera otras sumas pactadas en la escritura de hipoteca, todas cuyas sumas están líquidas y exigibles. Por la presente se notifica a los acreedores que tengan inscritos o anotados sus derechos sobre los bienes hipotecados con posterioridad a la inscripción del crédito del ejecutante o acreedores de cargos o derechos reales que los hubiesen pospuesto a la hipoteca del actor y a los dueños, poseedores, tenedores de o interesados en títulos transmisibles por endoso o al portador garantizados hipotecariamente con posterioridad al crédito del actor que se celebrarán las subastas en las fechas, horas y sitios señalados para que puedan concurrir a la subasta si les conviniere o se les invita a satisfacer antes del remate el importe del crédito, de sus intereses, otros cargos y las costas y honorarios de abogado asegurados quedando subrogados en los derechos del acreedor ejecutante. La propiedad se adjudicará al mejor postor, quien deberá satisfacer el importe de su oferta en moneda legal y corriente de los Estados Unidos de América en el momento de la adjudicación, entiéndase efectivo, giro postal o cheque certificado a nombre del Alguacil del Tribunal de Primera Instancia, y que las cargas y gravámenes preferentes, si los hubiese, al crédito del ejecutante continuarán subsistentes, entendiéndose que el rematante los acepta y queda subrogado en la responsabilidad de los mismos, sin destinarse a su extinción el precio del remate. As early as the 19th-century Gold Rush, when miners arrived on riverboats to stock up with supplies before heading into the mountains, Sacramento’s reputation has been more way station than destination.
It’s the place for a bathroom break on the way to Lake Tahoe. It’s a career stop for ambitious politicians, on the way to Washington. And for millions of Californians, it’s a civics-lesson pit stop on the way to the rest of their lives: The last time they came to Sacramento was for that fourth grade field trip to the state Capitol.
So it’s fitting that as the Sacramento area finally gets a Major League Baseball team, it’s only as a temporary home for a club that is on the way to somewhere else. When the Athletics had a messy breakup with Oakland after 57 years and set their sights on Las Vegas, the team needed a landing spot until their permanent stadium gets built on the Strip.
In stepped the Sacramento region, which eagerly agreed to host MLB for three years at its minor league stadium. The catch: The A’s refused to adopt the city’s name.
As the team plays its home opener here Monday, they’re not the Sacramento Athletics. They’re just the Athletics. And many Sacramentans, it turns out, are just fine with that.
“Always the underdog,” Rachel Birnschein, 35, said of her hometown as she ate with friends at a lively downtown plaza before a recent NBA game. “That’s the Sacramento mentality.”
Located in the expansive valley that runs through inland California, Sacramento is used to being overshadowed by Los Angeles and San Francisco. If it were in the Midwest, the Sacramento region, with about 2.5 million residents, would be considered a major hub — it actually has more residents than the metro areas of Kansas City, Missouri; Cincinnati or Milwaukee, each of which has multiple big league teams.
Sacramento was founded in 1850 at the intersection of two rivers that now supply much of the state’s water. It long called itself the “City of Trees,” an ode to its lush canopy that spares residents from the searing summer heat, until several years ago when it declared itself the “Farm-to-Fork Capital.”
One of the city’s best qualities might be considered a backhanded compliment. It is, as they say, a great place to raise a family. Soccer games in the suburbs and bike rides along the American River Parkway define good living on weekends. Napa Valley wineries and Sierra ski resorts are a day trip away. Sacramento lacks the oppressive traffic that has come to define
Southern California, though yearslong freeway projects have become a regular irritant.
In recent years, the city has invigorated its downtown. A modern basketball arena opened nearly a decade ago, and with it came a luxury condo tower, new bars and higher-end hotels. Before that, Sacramento was developing a serious culinary scene, built on that “farm-to-fork” locally grown mantra and driven by purveyors of bountiful produce at farmers markets.
The Sacramento Kings, the basketball team that has long been the lone big league franchise in town, had until recently been on its own upswing. A return to the NBA playoffs two years ago was accompanied by a purple laser beam, which remains in use, that shot from the roof of the arena whenever the team won. (One popular T-shirt around town that season: “Sacramento vs. Everybody.”)
Sacramento’s image, to the outside world, has been shaped in part by famous storytellers who left it behind. Joan Didion wrote in 1967 of arriving in New York at age 20 “in a new dress which had seemed very smart in Sacramento but seemed less smart already” as she stepped off the plane. Greta Gerwig, a filmmaker who grew up in Sacramento, portrayed her hometown as sweet but unbearably stifling in 2017’s “Lady Bird.”
“It’s soul killing,” the eponymous character says in the film. “It’s the Midwest of California.”
Hollywood will weigh in again next month when a feature film called “Sacramento” opens. The trailer depicts two guys from Los Angeles who take a road trip to, as one of the characters puts it, “a city I have no desire to be in.”
Still, those who live here appreciate Sacramento’s charms. Autumn leaves that paint bungalow-lined streets in streaks of crimson and gold. The cool Delta breeze on a hot summer night, carrying wafts of jasmine.
Sacramento has long yearned for a major league franchise. The concrete foundation of a baseball stadium has stood for decades near where the old basketball arena sat, the remnants of long-unfulfilled hopes. The MLB stadium never materialized, but a minor league park sprouted in 2000 — in West Sacramento, California, across the river from Sacramento proper.
It’s that stadium, now known as Sutter Health Park, with a capacity of about 14,000, that will host the A’s. Local fans generally seem thrilled at the idea of having the team in their backyard, just a bike ride or short drive away. For once, they don’t have to schlep two hours to an MLB game.
“Everyone is buzzing about it,” Erin Nickerman, 46, said as she sat down with her son for a scoop of Bing cherry at Gunther’s Ice Cream, a beloved local parlor, on a warm afternoon.
at the team’s owner, John Fisher. A’s fans accused Fisher, an heir to the Gap clothing fortune, of dealing with the city in bad faith over the construction of a new stadium and purposely driving down attendance to make his case for moving the team, all while flirting with Las Vegas.
Not everyone in Sacramento is happy, either. Dave Weiglein, a local radio host, said the decision not to use Sacramento in the team name amounts to a slap in the face. Weiglein takes hometown pride seriously. On air, he goes only by “Carmichael Dave,” a reference to the Sacramento suburb where he grew up.
“Instead of getting off on the right foot and welcoming the Sacramento A’s at the end of this month, it will be basically him saying to the region, ‘You’re an Airbnb for us until we can relocate to Las Vegas,’” he said of Fisher.
The team does not anticipate adopting a city name until it incorporates Las Vegas after it starts playing there, Dean said, most likely in 2028.
In the meantime, the Athletics’ green and gold logo is popping up across its temporary home. On a Little League field on a recent afternoon, Thomas Hines, 47, wore a green A’s cap as he warmed up his son TJ and the 5- and 6-year-old players on their team. Birdsong rang from trees near the bleachers as the thrum of the freeway emanated from beyond the outfield. He said Sacramento remains misunderstood.
The franchise’s official guidelines say the team should simply be called the “Athletics” or the “A’s” during the stay in Sacramento. That goes for standings and for public relations references, and the city’s name won’t be on the front of team jerseys.
“Knowing that this was an interim circumstance, we thought that the most respectful thing was to call ourselves the Athletics,” Sandy Dean, the A’s vice chair, explained.

The Athletics did make one concession to better embrace a Sacramento identity, agreeing to a sleeve patch that features a local icon, the Tower Bridge, with the word Sacramento beneath it. But then the team announced that players will also wear a Las Vegas patch that more clearly shows that city’s name — on whichever arm tends to be more visible to television cameras.
“Little-brother energy,” observed Robert Soltero, 35, a state worker who was celebrating a friend’s birthday at a riverfront beer garden near the ballpark. “But I think we’re all comfortable with it.”
