Gov’t to renovate 40 schools with $1.5 billion

Gov. Pedro Pierluisi Urrutia and several government officials announced on Wednesday plans to invest $1.5 billion in federal funds to renew 40 schools on the island.

Joining the governor in the announcement at Francisco Morales High School in Naranjito were Education Secretary Yanira Raíces Vega; Central Office for Recovery, Reconstruction and Resilience (COR3) Executive Director Manuel Laboy Rivera; Infrastructure Financing Authority (AFI) Executive Director Eduardo Rivera Cruz; and Naranjito Mayor Orlando Ortiz Chevres.

Starting with Francisco Morales High School in Naranjito, $1.5 billion in renovation work will take place at 40 schools under the Innova Schools program.

“The project designers have been working with regional directors, principals, faculty, cafeteria staff, maintenance and other service areas to identify the needs of each school and ensure that the proposed designs respond to the specific needs of each community,” Raíces Vega said.

She also noted that the department has organized school meetings to publicize the designs as part of a direct contact exercise that is required by the FEMA grant as part of that participatory process.

Starting with the Francisco Morales school, renovation work will be done under the Innova Schools program.

“We have developed a long-term plan for the reconstruction, remodeling or new construction of school buildings, which will be known as Innova Schools,” said the governor, who was also accompanied by representatives of the Federal Emergency Management Agency (FEMA) and the Office for the Improvement of Public Schools (OMEP). “The initial investment in this initiative is $1.5 billion, coming from FEMA funds, for 40 schools located in the seven educational regions that have been prioritized. It is important to note that most of the schools in Puerto Rico were built decades ago, which is why we had to invest in the [post-earthquake] repair of the short columns, since they do not comply with current building codes.”

The Education secretary indicated that the designs of more than a dozen of the schools in the Innova Schools program have already been evaluated and approved and that there has been participation from representatives of the school communities

The COR3 executive director pointed out meanwhile that “through the development of these reconstruction projects that have significant allocations of funds from FEMA, school infrastructure is being strengthened so that the school community has resilient places for its development.”

“The Innova Plan is the result of teamwork between the Department of Housing, FEMA and COR3,” Laboy Rivera said. “We reaffirm our commitment and will continue to support these efforts to maximize [the] use of funds until the last permanent project is completed.”

The mayor of Naranjito said he was “very happy with the remodeling work at Francisco Morales High School.”

“It is the first school to be remodeled under this initiative where the entire infrastructure will be improved, providing better facilities that will live up to the current demands in terms of the school environment,” Ortiz Chevres said. “In addition, consistent vocational courses will be added to our labor market that will undoubtedly capture the interest of the student body. Francisco Morales is known as La Vieja, but at the end of construction it will be known as La Vieja that is new.”

Congressmen, civil groups urge US Justice Dept. to repudiate ‘Insular Cases’

Congressmen and civil rights leaders on Wednesday demanded that the United States Department of Justice condemn the “Insular Cases,” a judicial decision that promoted colonial governance in U.S. territories.

“The Department of Justice has the opportunity to right a historic wrong by unequivocally rejecting the discriminatory and racist ‘Insular Cases’ doctrine,” said House Judiciary Committee member Jerrold Nadler (D-N.Y.).

A bipartisan letter was sent to the Justice Department, signed by 43 members of Congress, including Delegate Stacey Plaskett (D-V.I.) and Sen. Dick Durbin (D-Ill.), who denounced the persistence of the cases and their racist and colonial influence.

“The Department of Justice has taken steps in the right direction by criticizing ‘aspects’ of the racist ‘Insular Cases’ as ‘indefensible and repugnant,’” said ranking member Rep. Raúl Grijalva (D-Ariz.). “But it is time for the DOJ to go further and unequivocally reject these racist decisions, much as it has done with other Supreme Court opinions that were based on racist stereotypes that do not conform to the mandate of equality and respect for the law of the Constitution.”

Organizations and allies support the call, highlighting the impact of the ‘Insular’ decisions on systematic discrimination against the 3.6 million inhabitants of U.S. territories. Frankie Miranda, president and CEO of the Hispanic Federation, and leaders such as U.S. Virgin Islands Gov. Albert Bryan Jr. and Manuel Quilichini of the Puerto Rico Bar Association have also urged the Justice Department to condemn the practices.

Governor: Departure of 9 education committee members shouldn’t delay work on decentralization

Gov. Pedro Pierluisi Urrutia said Wednesday that he hopes that the departure of nine members of the committee in charge of implementing the Initiative for the Decentralization of the Education System in Puerto Rico (IDEAR) project will not delay the work.

He also said he hoped that the outgoing committee members would continue their collaboration despite their differences.

“First of all, we are not talking about a resignation as such, because these people were and hopefully will continue to collaborate with the initiative, they are collaborators,” the governor said in response to questions from the press. “The committee that was set up to implement this initiative is made up of other officials and other people. Well, the important thing here is all the work that is being done to decentralize the [Education] department.”

The outgoing members, who include Vivian Neptune Rivera, dean of the University of Puerto Rico School of Law; Enrique Colón Bacó, an educational policy consultant and lawyer; Janice Petrovich Beiso, a consultant

in philanthropy and education policy; Eileen Segarra Alméstica and Yolanda Cordero, both professors; José Caraballo-Cueto, an associate professor; Ángeles Acosta, a clinical psychologist; Enery López Navarrete of the League of Puerto Rican Cities; and Cecille Blondet of Espacios Abiertos, expressed frustration at what they describe as a process dominated by centralized decision-making and a lack of transparency and effective citizen participation. They also demanded a halt to the process and an independent review.

“Differences of opinion can always arise along the way and that may cause some people to stop collaborating,” Pierluisi said. “But the reality is that we are on the right track. The reality is that what we want is for us at the regional level to have educational entities that have access, direct access to federal funds, that have divisions of human resources, procurement, legal affairs, to meet their needs. PDP files ethics complaint against NPP lawmaker

Popular Democratic Party (PDP) Secretary General Gerardo “Toñito” Cruz Maldonado announced Wednesday the filing of an ethics complaint in the House Ethics Committee against New Progressive Party (NPP) Rep. José “Memo” González Mercado for omitting income from a business he owns in his ethics reports.

“Given [media] reports that NPP Rep.

José ‘Memo’ González has not included in his financial reports any income from a food and beverage business in Arecibo of which he is a co-owner, I have filed a complaint with the House Ethics Committee because the legislator has not been transparent in his explanations,” Cruz Maldonado said.

The lawmaker said he has not received any revenues from the business.

The legislator must make public the corporation’s expense sheets to remove all doubt as to

whether or not it is true that he has not received some type of economic benefit or enjoyed profit from the business, the PDP official said.

“Furthermore, corporations can distribute dividends at any time and González has to clarify if he has received any dividend,” Cruz Maldonado said.

González Mercado did not inform the Government Ethics Office of any disbursement of funds from the acquisition of the business.

Education Secretary Yanira Raíces Vega, meanwhile, expressed surprise at the decision without her first meeting with the officials, but anticipated that there are many people willing to fill the spaces left.

The first is that I would also like to thank all those who since yesterday and this morning have sent me text messages saying they are present, that they need more people to work on decentralization. So what that lets me know is that there are people who want to work for decentralization. On the other hand, second comment, that’s what the working groups are for, for discussion; we’re not always going to agree and that’s what we’re looking for, that’s what I want, their voices.”

Google list: San Juan ranks in top 20 searched-for tourist destinations

Google and ABC’s Good Morning America have unveiled the computer giant’s annual list of the 20 most sought-after vacation destinations by travelers internationally, with San Juan, for the first time, placing on the list of the world’s top summer getaways.

San Juan joins such renowned tourist cities as Barcelona, Paris, London, Las Vegas, Orlando, Rome and Tokyo, among others.

Mayor Miguel Romero Lugo expressed

satisfaction and motivation with the new positioning of San Juan as a favorite destination for the summer.

“We have stated this in the past and remain steadfast in our commitment to tourism,” the mayor said. “There is no doubt that the historical, cultural and gastronomic attractions we have, in addition to the tropical beach atmosphere of our capital city, make us a unique and ideal destination for all types of travelers. We already know that we can compete as equals with any destination in the world and we will continue

with our efforts to promote our Capital City to the global tourism market.”

Daphne Barbeito, director of the island capital’s Department of Economic Development and Tourism, said the recognition is the result of efforts made by the municipality to position itself as a world-class tourist destination.

“We have been promoting San Juan as a tourist destination for three years, establishing a presence at international fairs such as FITUR in Spain, partnering with the World Tourism Organization (UNWTO) of the United Nations,

announcing ourselves as an ideal destination in the media of cities such as New York and Chicago, and we are already seeing how these initiatives are beginning to bear fruit,” she said.

Google’s list compiles information from searches made between January and midMarch by users who anticipate traveling in the summer. Both Madrid and San Juan make the list for the first time. Cancún dropped from first place to sixth, and Tokyo continued to climb the rankings while Chicago and San Francisco both dropped.

The Public Integrity Division of the island Justice Department on Wednesday charged six police officers for the death of 16-year-old Javier Antonio Cordero Nevárez, who was killed during a police intervention in 2022.

Yolanda Morales Ramos, director of the Justice Department’s Public Integrity Division, confirmed the information. The accused police officers are Giovanny Santiago Avilés, Roseanne Ruiz Cisneros, Félix Ahmed de Jesús Abreu, Luis Enrique Vélez Mari, Kelvin Omar Meléndez Monsegur and Paola M. Farías Santiago.

The mother of the slain teenager said she hopes that with the filing of criminal charges, justice will be done for her son.

Cordero Nevares died from 15 gunshot wounds from seven police agents and one police sergeant after a chase on Aug. 1, 2022. The minor was unarmed.

According to information that emerged at the time, the police agents intervened with the teenager at the La Riviera Urbanization in the Puerto Nuevo sector of San Juan over a stolen vehicle.

The individual was wounded and died at the scene

between 40th SW and 15th SW streets.

In the early hours of that same day, the police allegedly conducted surveillance to recover a stolen vehicle. Around 9 p.m., officers from the Carolina Stolen Vehicles Bureau and the Puerto Nuevo Precinct began a vehicle chase to stop an alleged stolen vehicle. They followed it to the urbanization, where the officers asked for reinforcements to intervene with the young man.

It was reported that when the teenage driver found himself on a dead-end street between 15 SW and 40 SW streets, the agents blocked the exit with their vehicles and got out of them to intervene with him.

Cordero Nevárez allegedly backed up the vehicle, climbed onto the sidewalk and tried to escape, which the agents used as justification to open fire with more than 60 rounds. The youth was unarmed.

Police Commissioner Antonio López Figueroa alleged that the young man “tried to run over the Police and that’s when the shooting started.”

In reaction to the filing of charges against the police officers, Gov. Pedro Pierluisi Urrutia told the press later on Wednesday that “the police have more than a thousand members, with the vast majority of people doing their duty.”

“But when situations like that happen, that’s what we

have the Department of Justice for,” he said. “That is why we have the Public Integrity Division of the Department of Justice, the NIE [Special Investigations Bureau, by its Spanish initials], which are precisely the entities that watch over the civil rights of the population. And if they detect that there has been any kind of irregularity or failure that leads to the filing of charges against police officers, they will not hesitate to do so.”

Police officers charged in 2022 death of 16-year-old Man charged with threats, assault against female partner

Justice Secretary Domingo Emanuelli Hernández announced Wednesday that the Arecibo Prosecutor’s Office has filed 10 charges against Kaleb Villafañe Rosario, who is accused of having kidnapped, assaulted and threatened to kill his partner in Morovis on Monday. Prosecutors Loures López Lugo and Juan Ayala Rivera, of the Specialized Unit for Domestic Violence, charged Villafañe Rosario on Tuesday night with six counts of aggravated abuse and threats, under Law 54-1989. In addition, they filed one count of aggravated escalation, two counts of endangering safety by discharging a weapon in a public place, and one count of discharging or pointing a firearm.

The filing of charges of kidnapping and use of an illegal automatic weapon in a federal jurisdiction was being coordinated with federal authorities, according to reports.

According to the investigation, the suspect hit the victim in the face and various parts of her body on multiple occasions, causing bruises. In addition, he intimidated her and forced her into a vehicle, while holding a firearm which he pointed at her head, the report said. The man allegedly fired two shots into the air and threatened to kill the victim.

Subsequently, Villafañe Rosario was arrested at the victim’s residence. The man was found by police officers lying on a bed holding a firearm and an article of the woman’s clothing. The investigation was led by agent Noel Berríos Rodríguez, assigned to the Criminal Investigations Corps of Arecibo.

Judge Juan Portell Maldonado determined probable cause for arrest and imposed a bail of $500,000, which the defendant did not provide, so he was admitted to a penal institution.

Senator requests CDC cooperation to stem dengue outbreak

Sen. William Villafañe Ramos has requested in a letter to Dr. Mandy Cohen, director of the Centers for Disease Control and Prevention (CDC), that the agency urgently address the serious situation in Puerto Rico posed by an outbreak of the dengue virus.

“Recognizing that a substantial portion of positive dengue cases nationwide originate in Puerto Rico, it is imperative to establish a collaboration between CDC and

our Department of Health,” the senator said in the letter. “This collaboration should prioritize dengue education and prevention campaigns, targeting in particular the pediatric population and advocating for vaccination initiatives, given the Biden-Harris Administration’s guidelines for equitable treatment.”

The letter emphasizes that with the imminent start of the hurricane season in the coming months, there is an urgent and immediate need to mobilize available resources to prevent and shorten the growing dengue epidemic and thus

avoid a public health problem in Puerto Rico.

Villafañe Ramos, who is in the running for the New Progressive Party nomination for resident commissioner, also requested help to launch comprehensive educational and outreach programs on the dengue virus in Puerto Rico, emphasizing vaccination advocacy and dengue prevention.

He stressed that the Dengvaxia vaccine, recommended for individuals aged 9 to 16 who have previously tested positive for dengue, plays a critical role in preventing serious complications after reinfection.

Johnson needs Democrats on Ukraine, handing them power to shape aid plan

Speaker Mike Johnson’s elaborate plan for pushing aid to Ukraine through the House over his own party’s objections relies on an unusual strategy: He is counting on House Democrats and their leader, Rep. Hakeem Jeffries of New York, to provide the votes necessary to clear the way for it to come to the floor.

If Democrats were to provide those crucial votes, it would mark the second time in two years that Republican leaders have had to turn to the minority party to rescue them from their own recalcitrant right-wing colleagues in order to allow major legislation to be debated and voted on.

Given Republicans’ tiny margin of control, Johnson, R-La., will need their support on the aid itself. But before he even gets to that, he will need their votes on a procedural motion, known as a rule, to even bring the legislation to the floor — an unconventional expectation of the minority party.

That puts Democrats once again in a strange but strong position, wielding substantial influence over the measure, including which proposed changes, if any, are allowed to be voted on and how the foreign aid is structured. After all, Johnson knows that if they are unsatisfied and choose to withhold their votes, the legislation risks imploding before it even comes up.

The dynamic also increases the likelihood that Johnson will need Democrats again — to save his precarious speakership, now under threat from two members of his party, Reps. Marjorie Taylor Greene of Georgia and Thomas Massie of Kentucky. They are enraged at his strategy for sending aid to Ukraine and every day appear to be edging closer to calling a vote to oust him from his post.

“We’re steering toward everything Chuck Schumer wants,” Massie said Tuesday, referring to the Democratic Senate majority leader from

New York. (Without Democratic help, Johnson can afford to lose two Republicans, if all members are present and voting, meaning the legislation to send aid to Ukraine would be dead far before arrival.)

Republican leaders have yet to release the text of any of the four bills that together will make up the aid package for aid to Israel, Ukraine and other U.S. allies. And there are plenty of opportunities for the bipartisan coalition of support that would be needed to push it through the House to be derailed.

But Democrats have begun laying out their terms.

Jeffries told his caucus on Tuesday during a closed-door meeting that he would not be willing to support any package that included less than the $9 billion in humanitarian aid that was part of the national security bill passed by the Senate. House Republicans previously pushed

through an aid bill for Israel that omitted humanitarian aid for civilians in the Gaza Strip, and some have recently suggested that any further aid for Ukraine should be restricted to military funding. But Jeffries called preserving humanitarian aid a “red line” for Democrats, according to a person familiar with his private remarks who described them on the condition of anonymity.

“We need $9 billion in humanitarian aid,” said Rep. Rosa DeLauro, D-Conn. “That’s what is required to deal with Ukraine, Sudan, Somalia, Haiti and Gaza.”

Rep. Tom Cole, R-Okla., the new chair of the Appropriations Committee, said Tuesday he expected the humanitarian aid to be included in the bill.

For more than two decades, the “rule,” a bit of congressional arcana that few who work outside of Capitol Hill ever pay attention to, was treated as a foregone conclusion and a straight party-line vote. Even if lawmakers planned to break with the party on a bill, they would stay in line on the rule to bring it up, voting “yes” if they were in the majority and “no” for the minority.

But that quaint tradition has fallen by the wayside during this Congress, as rebellious House Republicans have routinely tanked rule votes to exert their leverage and win concessions in a slim majority where they hold outsize power.

“It’s the only tool they have in the toolbox,” said Rep. Tim Burchett, R-Tenn. “It’s legal; it’s in the rules.”

When the procedural resistance of the hard right has threatened to scuttle legislation that Democrats consider existential — a bill to defuse the threat of catastrophic debt default, for one, or one to arm a democratic ally facing an invading dictator — they, too, have shown a willingness to break with convention on the rule.

Last year, 52 Democrats voted in favor of the rule to bring up the debt ceiling bill negotiated by the speaker at the time, Kevin McCarthy, and

President Joe Biden, helping the hamstrung GOP leader push through the measure. In the end, 29 Republicans voted against the rule.

Far-right Republicans have been enraged by the results. After McCarthy struck the debt deal, Rep. Matt Gaetz, R-Fla., said, “We’re going to force him into a monogamous relationship with one or the other,” referring to his cohort of rightwing Republicans or Democrats. “What we’re not going to do is hang out with him for five months and then watch him go jump in the back seat with Hakeem Jeffries and sell the nation out.”

Ultimately, McCarthy ended up in a relationship with no one; Democrats did not vote to save him when Gaetz called a snap vote to oust him and was joined by seven Republicans in voting for him to go.

Johnson is also walking a delicate line. He has to tend to the politics of his own fractured conference without alienating the Democrats whom he will need to pass the security package — and, potentially, to save his job.

In an interview Tuesday morning with Fox News, Johnson accused Democrats of turning their backs on Israel and of “appeasing the proHamas wing of their party.”

For now, Democrats are willing to overlook such statements and appear to be leaning toward doing what they think is right: supporting Johnson’s Ukraine aid play, and the speaker himself. While they have yet to see the plan and are reserving judgment on it, many said they would like to find a way to make it work.

“I’m more optimistic than I have been before,” Rep. Hillary Scholten, D-Mich., said of the House actually moving ahead with aid to Ukraine.

Rep. Jared Moskowitz, D-Fla., said: “If what the speaker is bringing is the Senate bill chopped up — just procedurally different but policy-wise the same — I can’t see why we would get in the way of that.”

Prosecutors and defense lawyers begin to seat jurors for Trump trial

The daunting work of selecting a jury for the first criminal trial of a former American president rapidly gained momentum Tuesday as seven New Yorkers were picked to sit in judgment of Donald Trump, accelerating a crucial phase of the case that many had expected to be a slog.

The judge overseeing the case said that if jurors continued to be seated at this pace, opening arguments would most likely begin Monday.

The first seven members of the panel that will decide whether Trump falsified records to cover up a sex scandal involving an adult film actor were picked in short order after the lunch break. The lawyers quizzed them on their politics, views about the former president and ability to remain impartial in a case that could offend their

sensibilities.

And Trump’s lawyers examined their digital footprints, bringing several jurors into the courtroom one by one to ask them about past social media posts that seemed as if they could betray a negative opinion of the former president.

The wrangling underscored the importance and challenge of picking a jury in a city where the defendant is deeply unpopular — and not just any defendant, but the presumptive Republican

nominee for president. Jury selection is pivotal: The outcome of the case could depend on who ultimately serves on the panel, which will include 12 jurors and most likely six alternates.

The two sides reached agreement on four men and three women whose lives will forever be shaped by the landmark trial, and who in turn may shape American political history. They include a man originally from Ireland who will serve as foreperson, an oncology nurse, a grandfather

originally from Puerto Rico, a middle school teacher from Harlem, two lawyers and a software engineer for The Walt Disney Co.

While of different ages and ethnicities, the chosen seven had one thing in common: They vowed to give Trump a fair shake.

And although prosecutors might have the upper hand in Manhattan, one of the nation’s most Democratic counties, there were glimmers of hope for Trump. Just one stubborn juror can torpedo a case and hang a jury, an outcome that would be a victory for Trump.

The Harlem teacher, a young Black woman who hails from a family of police officers, said she appreciated Trump’s bombastic style and referred to him as “President Trump,” a title of respect and one his own lawyers use in court.

“President Trump speaks his mind, and I’d rather that than someone who’s in office who you don’t know what they’re thinking,” she said.

Other potential jurors presented red flags for the former president. Trump’s lead lawyer, Todd Blanche, quickly sought the dismissal of several for their online activity. One woman, he noted, had heralded a court decision overturning a travel ban Trump enacted as president and had at one point written “Get him out, and lock him up.” She was excused.

When another potential juror was being interviewed about her old Facebook posts, Trump began to mutter and gesture, drawing a rebuke from the judge, Juan Merchan.

“I won’t tolerate that,” the judge said, raising his voice once the potential juror had left the room. “I will not have any jurors intimidated in this courtroom.”

Leaving court, Trump criticized Merchan, saying he was “rushing the trial.” But later, he withheld judgment of the jurors themselves, remarking, “We’ll see what happens.”

Trump, who was charged by the Manhattan district attorney’s office with 34 felony counts and may take the witness stand in his own defense, has denied all wrongdoing. But during the 2016 presidential campaign, prosecutors say, Trump directed his fixer, Michael Cohen, to pay hush money to the actor, Stormy Daniels. And while serving as president, he had his company falsify records to hide his reimbursement of Cohen, according to the charges.

Prosecutors say it was a pattern for Trump: Faced with stories that could have doomed his campaign, he concealed them to influence the election. If the jury convicts him, he faces up to four years behind bars.

Tuesday’s batch of potential jurors mirrored their city of 8.4 million, the most populous in the nation: They were diverse, opinionated, hard to pigeonhole. There was an Upper East Side investment banker, a high school teacher who likes to sew, a Mexico-born man who listens to podcasts about gay issues, and a bookseller who believes “no one is above the law.”

They were there involuntarily, because jury duty is an inescapable responsibility of citizenship. It can be tedious, exhausting or even exhilarating to judge a fellow American, someone a juror has never met or thought of before a trial convenes.

But everyone knows Donald Trump, the former reality television star turned polarizing president, who is once again running for that office. And in this case, the first of Trump’s four indictments to move to trial, the possible jurors are carrying a burden of history that appeared to agonize some of them.

Some acknowledged they could not be fair. The investment banker said he was just too busy to give up the next two months of his life.

Others embraced the moment, and even sought to convince both the defense and prose cution of their bona fides.

Blanche questioned the bookseller who argued that no one is above the law, trying to elicit his views on the former president. But the bookseller rebuffed him, saying that his opinion “has absolutely no bearing on the case.” He finally acknowledged he was a Democrat — like an overwhelming majority of Manhattan residents — but did not budge further.

He was dismissed after some anti-Trump social media posts came to light.

A white-haired woman became animated when asked whether she would hold it against Trump if he did not testify.

“That’s your right. You can’t presume that makes him guilty,” she said, waving her hands for emphasis as she uttered the words every defense lawyer wants to hear. “The prosecutor’s the one that has to present those facts and prove them,” she added.

Blanche replied, “I don’t think I could have said it better myself,” though the woman later disclosed that “politically, we have big disagreements, your client and myself,” and she was excused.

Analysis-painful high rates wake-up call threatens global markets

Fear that interest rates in major economies will stay relatively high is creeping back and threatens a painful wake-up call for financial markets, big investors warn.

With traders laser-focused on expected summer rate cuts, global stocks remain near record highs and demand for debt issued by the riskiest companies is firm.

But asset managers and economists now expect only minimal monetary easing, especially from a U.S. Federal Reserve facing unexpectedly persistent inflation.

Big investors are not rushing to change long term holdings, but in a sign of things to come stock market volatility is around a six-month peak as traders debate how high the U.S. rate hurdle against which financial assets are valued will stay.

Global stocks will suffer “a valuation drag from higher for longer rates,” said Ann Katrin-Petersen, senior investment strategist at the BlackRock Investment Institute, the research arm of the world’s largest asset manager.

Amundi, Europe’s largest asset manager, said in a note on Monday that U.S. stocks will lag globally for the next decade. It expects the equity and debt of companies in developing nations such as high-growth India and mineral-rich Chile and Indonesia to outperform.

“Everyone is so focused on when rate cuts are coming,” BNY Mellon chief economist Shamik Dhar said. “The much bigger question is what is the average level we can then expect rates to cycle around.”

Traders, who since 2009 have become used to low rates flattering asset prices, are set for “an adjustment in expectations, psychology and beliefs”, Dhar added.

The International Monetary Fund said on Tuesday that the Fed funds rate could fall more slowly than markets now anticipate.

BlackRock’s Petersen forecasts U.S. rates of close to 4% for the next five years and about 2% for the euro zone. “We have entered a new macro market regime and one of the cornerstones of that regime is structurally higher rates,” she said.

World stocks are up about 4% this year, hitting record highs in March. And an index of global junk bonds issued by indebted firms is around its highest since 2021, bolstered by hopes the Fed will lower rates from a 23-year high of 5.25% to 5% - keeping global borrowing and investment conditions exuberant.

But up for reassessment is the discount rate investors plug into company valuation models, which follows longterm U.S. rate expectations. A one percentage point rise in this yardstick depresses the present value of companies’ future earnings by 10%, accountancy firm EY estimates.

Stock prices, especially U.S. ones, are too high, investors said.

Wall Street’s S&P 500 index, which influences equities worldwide, is priced 32% above fair value based on long-term rate forecasts, says Vanguard, the world’s second largest money manager.

“When you do the global return exercise, the 10-year exercise, future returns are (going to be) less than what we’ve had, mathematically,” said John O’ Toole, head of multi-asset solutions at Amundi.

Ten-year Treasury yields, at around 4.5%, already predict a higher discount rate.

With U.S. rates expected to settle around 3.5% and a wave of corporate refinancing coming in 2026, she added, “investors will be disappointed”.

Ageing populations, a shrinking workforce and Western economies re-shoring production from China are expected to keep inflation and rates elevated.

Escalating Middle East conflict has pushed oil near $90, as ongoing climate shocks threaten to keep commodity prices high.

Markets are pricing fewer than two Fed rate cuts this year. The first European Central Bank cut is priced for June, but traders have reduced bets for how far it can go.

As diplomats visit, Israel signals it will

For days, Israel’s closest Western allies have pleaded with the country’s wartime government not to risk igniting a wider war by responding too strongly to Iran’s barrage of missiles and drones last weekend. And on Wednesday, the top diplomats from Germany and Britain delivered that message in person to Prime Minister Benjamin Netanyahu of Israel in Jerusalem.

But Netanyahu emerged from those talks resolute that his country would not bow to any outside pressure when choosing its response. He declared before a Cabinet meeting that Israel would “do everything necessary to defend itself” and warned the allies that “we will make our own decisions,” according to his office.

British Foreign Secretary David Cameron acknowledged just before meeting with the prime minister that Israel was unlikely to heed pleas to turn the other cheek.

“It is clear that the Israelis are making a decision to act,” Cameron told the BBC. “We hope that they do so in a way that does as little to escalate this as possible.”

The United States, Britain and Germany have been urging Israel to avoid making moves that could increase tension with Iran, which launched around 300 missiles and drones Saturday night in what was believed

Nine people, including an airline worker, are arrested in $14.5 million gold heist

It was a brazen theft: thousands of gold bars and millions of dollars in bank notes stolen a year ago from Toronto’s international airport.

On Wednesday, Canadian authorities announced the arrest of nine people, including an Air Canada employee, in connection with the theft of more than 20 million Canadian dollars, about $14.5 million, in gold bars and CA$2.5 million, about $1.8 million, in bank notes that vanished from a warehouse at Toronto Pearson Airport in April 2023.

Arrest warrants have also been issued for three other people, including a manager at the airline.

“This story is a sensational one,” Nishan Duraiappah, chief of the Peel Regional Police, said at a news conference on Wednesday, where he stood in front of a truck he

said was used in the heist. “One we jokingly say belongs in a Netflix series.” The Peel police are responsible for law enforcement at Toronto’s airport.

The gold, Duraiappah said, was partly used to buy guns that were bound for Canada. The man who drove the truck used in the gold theft was arrested in Pennsylvania in September after a police officer stopped a rental car he was driving for a traffic violation and found 65 guns, two of which were fully automatic rifles. The man has been charged with conspiracy to illegally traffic firearms into Canada.

It is unclear if that arrest and a separate investigation by the Bureau of Alcohol, Tobacco, Firearms and Explosives in the United States into the firearms smuggling revealed the broader theft plot. Eric DeGree, a special agent for the ATF who was at the news conference, said that the agency contacted the Peel police after finding the man’s

name in a police information database.

The gold theft, which Duraiappah said was Canada’s largest, appeared to be remarkably simple. The gold and cash arrived at the Toronto airport in a special container aboard an Air Canada flight from Switzerland on April 17, 2023, and it was moved to one of the airline’s warehouses.

The container held 6,600 gold bars that were destined for a Toronto-based bank and bank notes bound for a currency exchange.

About two hours later, a truck driven by the man who was arrested in Pennsylvania pulled up at the warehouse. The man carried a waybill — a document usually issued by a carrier with details about a shipment — that gave him access to the warehouse, police said.

It was actually a duplicate of a waybill, printed on an Air Canada printer, for a shipment of seafood that had been picked up a day earlier.

The container with the gold bars and bank notes was loaded into the truck.

“They needed people inside Air Canada to facilitate this theft,” Mike Mavity, a detective sergeant with the Peel police, said at the news conference.

Video recordings showed the truck traveling down Canada’s busiest highway before eventually disappearing from sight in a rural area west of the city.

Peel police officers were called early the next morning after a Brink’s armored truck arrived with the actual waybill for the shipment of gold and bank notes.

Police said on Wednesday that they believe the gold bars, which had serial numbers, were all melted down and that they had seized smelting pots. The only gold recovered, police said, was six bracelets made out of about CA$89,000 worth of pure gold. Among the people arrested was the owner of a jewelry shop in Toronto.

Israel weighs response to Iran attack, with each choice a risk

Israeli leaders earlier this week were debating how best to respond to Iran’s unprecedented weekend airstrike, officials said, weighing a set of options calibrated to achieve different strategic outcomes: deterring a similar attack in the future, placating their American allies and avoiding all-out war.

Iran’s attack on Israel, an immense barrage that included hundreds of ballistic missiles and exploding drones, changed the unspoken rules in the archrivals’ longrunning shadow war. In that conflict, major airstrikes from one country’s territory directly against the other had been avoided.

Given that change in precedent, the calculus by which Israel decides its next move has also changed, said the Israeli officials who requested anonymity to discuss Iran.

“We cannot stand still from this kind of aggression,” Rear Adm. Daniel Hagari, the spokesperson for Israel’s military said Tuesday. Iran, he added, would not get off “scot-free with this aggression.”

As Israel’s war cabinet met to consider a military response, other countries were

applying diplomatic pressure to both Israel and Iran in the hopes of de-escalating the conflict.

Almost all of the missiles and drones fired in Iran’s attack early Sunday were intercepted by Israel and its allies, including the United States and Britain.

The attack, Iran said, was a response to an Israeli airstrike this month, in which several armed forces commanders were killed in an attack in Syria. That attack on an Iranian embassy building in Damascus was different from previous targeted assassinations of individuals in the shadow war.

That strike destroyed a building that was part of an Iranian embassy complex, the sort of facility normally considered off-limits to attack. Israeli officials said the building was diplomatic in name only, and used as an Iranian military and intelligence base, making it a legitimate target.

Iran, which signaled that it saw the attack as an Israeli break in the norms of the shadow war, felt compelled to retaliate strongly, analysts said, in order to establish deterrence and maintain credibility with its proxies and hard-line supporters. Israel does not want Iran to conclude that it can now attack Israeli territory in response to an Israeli strike on Iranian in-

terests in a third country, some of the officials said, summarizing the internal Israeli debate. But, they added, Israel also does not want and cannot afford a major conflict with Iran while still fighting a war in Gaza and skirmishing with Iranian proxies along its borders.

The members of Israel’s small but fractious war Cabinet, officials said, are considering options big enough to send a clear message to Iran that such attacks will not go unanswered, but not so big as to spark a major escalation.

The officials described the following options, and their downsides, from which the Israeli leaders are choosing a response:

— Conduct an aggressive strike on an Iranian target, such as a Revolutionary Guard base, in a country other than Iran like Syria. (The drawback is that it lacks the symmetry of responding to a direct attack on Israel with a direct attack on Iran.)

— Strike a mostly symbolic target inside Iran. (Such a move would likely require U.S. consultation and would risk angering the Americans who have advised against such a strike.)

— Conduct a cyberattack on Iran’s infrastructure. (Doing so could expose Israel’s cyber capabilities prematurely and would not be an in-kind response to a major airstrike.)

— Accelerate small attacks inside Iran, including targeted assassinations, carried out by the Mossad. (Israel does not claim responsibility for such attacks, so they fail to match the public nature of Iran’s strike.)

Other Israeli options include doing nothing — a measure aimed at leveraging the international and regional alliance that came together to help repel the Iranian attack into something more solid and permanent — or adopting a more diplomatic approach, including a boycott of Iran by the United Nations Security Council, other officials said.

At least two members of the Cabinet argued at the time of the Iranian attack that Israel should respond immediately, two Israeli officials said, arguing that a rapid response in self-defense would give such a counterstrike obvious legitimacy.

Yet after three days of meetings, the

Cabinet has yet to decide on a response. On Tuesday, the five-member Cabinet met with security officials for two hours of consultations, according to one official, and they were expected to convene again Wednesday.

U.S. officials have publicly and privately tried to persuade Israel that it does not need to retaliate for the Iranian strike. Netanyahu, they have argued, can “take the win” earned by a successful defense against the Iranian onslaught, which caused minimal damage and injured just one person, a young Bedouin girl.

But U.S. officials have also said they understand that persuading Israel not to retaliate may be impossible. American officials have said they understand Israeli officials believe they must respond to a direct strike from Iran on Israel in a way that the world can see. A covert attack by Israel against Iran, U.S. officials said, would most likely not be enough to satisfy Netanyahu’s coalition partners or the current Israeli government.

Should that counterattack prompt another round of Iranian missiles and drones, U.S. officials said, American warplanes and naval vessels would once again come to the defense of their ally against their chief adversary in the Middle East.

The U.S. is also backing diplomatic efforts to pressure and punish Iran, including by imposing tougher sanctions on the country in the coming days, Treasury Secretary Janet Yellen said at a news conference in Washington on Tuesday.

As Israel faces pressure from its allies to avert a broader conflict with Iran, several countries, including Russia, China and Japan, have also been urging Iran to avoid further escalation.

And the European Union is considering expanding economic sanctions against Iran’s weapons program to punish it for last weekend’s attack on Israel and try to prevent any escalation of violence across the Middle East, the EU’s top diplomat said Tuesday.

“I’m not trying to exaggerate when I say that, in the Middle East, we are at the edge of a very deep precipice,” Josep Borrell Fontelles, the EU foreign policy chief, said after a hastily called meeting of European diplomats to discuss the crisis.

For Israel, revenge should be a dish served cold

After several days during which Supreme Leader Ayatollah Ali Khamenei repeatedly vowed that “the evil Zionist regime” would be punished for its April 1 attack on Iran’s Embassy complex in Damascus, Syria, that killed seven Iranian military advisers, including three top commanders, the Islamic Republic struck. More than 300 drones and missiles launched from Iranian soil took aim at Israel on Saturday. Nearly all of them were intercepted, mainly by Israeli or U.S. defenses, with a report of just one Israeli casualty, a girl from a Bedouin community wounded by shrapnel.

Will that be the end of it?

It’s no secret that Israel and Iran have fought a shadow war for decades. The weekend attack is notable for two reasons: its directness and its ineffectuality. Iranian military commanders undoubtedly understood that most of their slow-moving drones, about 170 in all, would be shot down before reaching their targets. They were a diversion. Those commanders were probably more surprised that their 30 cruise missiles and 120 ballistic missiles also did negligible damage.

That should drive home a clear lesson to Iran’s leaders: They are no technological match for the Jewish state,

especially when the United States is lending a hand. If Israel decides to respond to the attack with direct strikes on Iran — perhaps against oil installations, nuclear sites or military infrastructure — it isn’t likely to miss its targets.

As I write this, Israel’s Cabinet is debating that question. As a matter of self-defense, Israel has every moral and legal right to respond in kind — and then some. It is not enough for Israel to demonstrate its capacity for defense, as it did over the weekend. It must also reestablish its capacity for deterrence. That is, it needs to show Iran’s leaders that the price for bringing their war against Israel out of the shadows will be unbearably high and is therefore not to be repeated.

But if right is one consideration, prudence is another.

Israel has an unfinished war against Hamas in the Gaza Strip, and a direct Israeli attack on Iran could trigger a second full-scale war against Hezbollah in Lebanon, if not with Iran itself. Most Israelis understand that particular war will have to be fought sooner or later — perhaps before the end of the summer — and that it will be probably much tougher on them than the war against Hamas has been so far.

But war with Hezbollah will demand two things: the full concentration of Israel’s fighting capacity and sustained support from the United States.

Iran’s attack, and the Biden administration’s laudable participation in Israel’s defense, is an opportunity for Benjamin Netanyahu to mend frayed ties in Washington and other Western capitals by showing restraint. Among other things, it can help move the House of Representatives finally to vote for the Ukraine-Israel military assistance package that the Senate approved in February. It also buys Israel time to destroy what remains of Hamas’ military forces in Gaza.

An Israeli attack now would lack an additional advantage — the element of surprise. It isn’t just Israel’s technology that is superior to Iran’s. It’s also its intelligence, the kind that has been on display with Israeli hits on Iran’s top nuclear scientist, senior commanders and the spectacular 2018 heist of its secret nuclear dossiers. The clandestine nature of the warfare has helped to keep Tehran paranoid, vulnerable and guessing. It’s the sort of place where a wise nation wants its enemy to be.

None of this is to say that Israel should simply stand down.

Israel will find opportunities to hit its enemy where it hurts, at a time of its choosing. So, of course, will Iran — but Iran would do that anyway. Israel’s diplomatic facilities have always been vulnerable

to Iranian attack, as have civilian Jewish targets. We were reminded of it again Thursday, when an Argentine court finally held Iran responsible for the 1994 attack on a Jewish cultural center in Buenos Aires, Argentina, that killed 85 people and injured hundreds.

Nor is it to say that Israel doesn’t deserve President Joe Biden’s full support if it chooses to retaliate for Saturday’s attack. Khamenei surely noted the friction between Israel and the West over Gaza when he ordered the strike; daylight between Israel and the United States is often an invitation to mischief by the common enemies of both. The president has political reasons to avoid another full-scale regional war in an election year. But the best way to avert such a war is to leave Tehran with no illusions that it could separate Israel from the United States by starting one.

The key decisions of the past half-century that have driven the Middle East to the place it is in today have a common origin: Iran’s Islamic Revolution of 1979, which brought to power a theocratic despotism intent on sowing fanaticism, brutalizing its own people, destroying Israel and causing misery across the region for the sake of its ideological aims. Saturday’s missile attack is the latest example of a long and ugly record. But as Israelis decide how to react, they would serve their interests best by recalling the useful adage that revenge is a dish best served cold.

SAN JUAN – Las escuelas Rafael Hernández (elemental), Evaristo Rivera Chevremont (intermedia) y la superior Gabriela Mistral en San Juan serían la primeras en Puerto Rico en contar con un currículum escolar sobre la teoría y práctica del deporte del ciclismo, como parte de un programa piloto.

“Para nosotros es bien importante que nuestros estudiantes cuenten con experiencias educativas variadas, como parte de ese esfuerzo vamos a implementar un currículum piloto que impacte los estudiantes a todos los niveles entorno a todo lo relacionado con el deporte del ciclismo, el cual, además de ser educativo, sirve para mejorar la salud de los jóvenes mediante el deporte y la nutrición. “El nuevo curriculum se dividirá en dos secciones, la primera de agosto a diciembre, será de la parte teórica, siempre con tiempo para actividades de práctica en espacios abiertos. Por ejemplo, en el caso de la Gabriela Mistral, justo en su parte posterior existe una pista de 333 metros, la misma cantidad que se usa en los velódromos, osea que ahí se puede practicar. Parte de este programa se enfoca en la construcción de bicicletas y cómo se pueden crear las mismas en Puerto Rico, entre otros. El segundo semestre será eventos y prácticas”, agregó el Representante, quien espera que se expanda el plan piloto antes de concluir el 2025.

En la reunión se determinó que el nuevo curso será uno integrado para los niveles elemental e intermedio, mientras que en grados superiores será electivo.

Estudio pionero de la UPR Ponce revela que los manglares reducen el ruido creado por actividades humanas

PONCE – Un nuevo estudio realizado por el Laboratorio de Ecología de Conservación de la Universidad de Puerto Rico en Ponce ha mostrado que los manglares pueden reducir efectivamente el ruido creado por actividades humanas, como la industria y

el transporte marítimo. Este importante hallazgo fue liderado por el Dr. Alejandro Ríos Franceschi y se publicará en el Caribbean Journal of Science en 2024. Los manglares, esos grupos de árboles que encontramos cerca de las costas y ríos, son capaces de bloquear sonidos bajos que normalmente afectarían a los animales marinos que dependen del silencio para vivir, reproducirse y alimentarse.

El estudio también encontró que el ruido hecho por personas interfiere con la vida de estas especies marinas, afectando su capacidad para comunicarse y orientarse. Por lo tanto, los manglares son esenciales para proteger la salud y la estabilidad de las costas.

Los resultados del estudio sugieren que cuidar y restaurar los manglares ayuda a combatir la erosión y a proteger las áreas costeras contra tormentas. También reducen la contaminación por ruido en estos ambientes naturales.

El Dr. Ríos Franceschi, quien dirigió la investigación, destacó: “Este estudio muestra lo valiosos que son los manglares para proteger nuestras costas del ruido. Además, nos ayuda a entender cómo podemos mejorar la conservación de nuestras zonas marinas y costeras al incorporar estas características en la pla-

nificación del medio ambiente.”

El Laboratorio de Ecología de Conservación se centra en el estudio y protección de la biodiversidad, con especial atención en los anfibios y reptiles. Bajo la dirección del Dr. Ríos Franceschi, el laboratorio que también desarrolla estudios de bioacústica colabora con organizaciones de todo el mundo para promover una conservación del medio ambiente basada en la ciencia.

Long dismissed, the Beatles’ ‘Let It Be’ film returns after 54 years

In 2021, director Peter Jackson’s sprawling and vibrant Beatles docuseries, “The Beatles: Get Back,” streamed on Disney+ to nearly universal acclaim. The three-part epic, which ran nearly eight hours, captured the drama and frenzy as John Lennon, Paul McCartney, George Harrison and Ringo Starr recorded, over the pressure-filled month of January 1969, what would become the last album that the Beatles released, “Let It Be.”

As fans were well aware, Jackson’s series was culled from nearly 60 hours of behind-the-scenes footage originally shot by the director Michael Lindsay-Hogg for “Let It Be,” his little-seen, though often dismissed, 1970 documentary about those recording sessions.

After its initial theatrical run, Lindsay-Hogg’s film largely disappeared for more than a half-century with the exception of low-quality VHS versions and bootlegs. Fans tend to remember it as an intriguing historical document capturing the late-stage creative flights of a seismic musical force, but also as a divorce proceeding of sorts, with stark moments of internal discord as the band hurtled toward a nasty split.

By that view, “Get Back,” with its abundant moments of jokey banter and on-set clowning, was seen by some as an overdue corrective to “Let It Be.”

Little surprise but Lindsay-Hogg, 83, has a very different view. The acclaimed director had a hand in inventing the music video, with his promotional films for the Beatles and the Rolling Stones in the mid-1960s, and went on to win plaudits for the 1980s British miniseries “Brideshead Revisited.” He has fought for a half-century for “Let It Be” to get a second look and, in his mind, a fair shake.

On May 8, he will get his wish, when “Let It Be,” meticulously restored by Jackson’s production team, begins streaming on Disney+ in collaboration with Apple Corps, the company that oversees the Beatles creative and business interests. LindsayHogg spoke to The New York Times about the culmination of a long crusade. These are edited excerpts from the conversation.

Q: You have been working for decades to revive “Let It Be.” What finally changed?

A: Peter was the catalyst. He and I met in December 2018, before he really started on “Get Back,” and he said, “Tell me the story of ‘Let It Be’ — you know, what’s happened since you made it, because I’ve seen it pretty recently and I think that movie should come out.” So a year or two went by, and he told me that he had a very good relationship with Paul and Ringo and also with Sean Lennon and Olivia Harrison, George’s widow, as well as with Jonathan Clyde, who produced “Get Back” for Apple. So he started to advocate for “Let It Be” to come out. He and Clyde got a budget for the restoration work, and slowly it moved through Apple.

Q: Is “Let It Be” just a short version of “Get Back”?

A: Peter very much didn’t want “Get Back” to look like he just pulled it from “Let It Be,” so if he wanted to show a scene that was in my film, he would show it from different angles and reconstruct it differently. There are scenes in “Let It Be” that aren’t in “Get Back.” They’re very different, although obviously they have many great similarities.

Q: A lot of people remember “Let It Be” as a bad-vibes movie, probably in part because of that famous scene in which George and Paul bicker about George’s guitar part on “Two of Us.” Was that exchange another sign of the beginning of the end?

A: No one had ever seen the Beatles have a fight, but that wasn’t really a fight. Up to that point, no one had filmed, except in bits and pieces, the Beatles rehearsing. So that was new territory. That exchange between Paul and George, they never commented on, because it was the same kind of conversation that any artistic collaborators would have. As a director in the theater and in movies, I know that kind of conversation happens five times a week.

Q: When “Get Back” came out, a lot of fans saw it as happy corrective to “Let It Be.” Is that accurate?

A: I would say most people who saw Peter’s picture as a corrective to mine haven’t seen mine, because no one was able to see it for 50 years. So unless they were children when they saw it in theaters, the only way most people would have seen it was on VHS or bootlegs, which changed the original aspect ratio and had dark and gloomy pictures and bad sound. That is part of the reason the movie was put in the closet for a long time.

Q: How much does the digital restoration change the look and sound of “Let It Be”?

A: When Peter first showed me some restored images of the film, one was of a couple of the Beatles from the back, and their hair in the original looked very clumped. Then he said, “Now let me show you what we’ve been working on.” It was the same shot, but you could see the individual strands of hair. The new version is a 21st century version of a 20th century movie.

It is certainly brighter and livelier than what ended up on videotape. It looks now like it was intended to look in 1969 or 1970, although at my request, Peter did give it a more filmic look than “Get Back,” which had a slightly more modern and digital look.

Q: The four Beatles skipped the 1970 premiere of “Let It Be.” Was that in protest?

A: As we now know, the Beatles were in the process of breaking up when the film was getting ready to go. People were feeling perhaps rancorous toward each other; they weren’t getting on. They announced their breakup in April 1970, and “Let It Be” was released in May. “Let It Be” was collateral damage. People didn’t see it for what it was, and went looking for what it wasn’t.

Q: As recently as 2021, Ringo said there was “no joy” in the film. Did the members of the band actually seem unhappy with it at the time?

A: Well, after we watched the rough cut in July, the day before Neil Armstrong landed on the moon, John and Yoko [Ono], Paul and Linda McCartney, Peter Brown from Apple and me and my girlfriend went out for dinner at Provans in London. The film, I think, was regarded very much as a promising work in progress. There was no snarky business going on. We sat and had a good time like friends do. We talked about our childhoods, had a couple of bottles of wine. When we showed them the final cut in late November, we all went out for dinner again, to a place with a discothèque. We all had a nightcap and a chat, and Paul said he thought the movie was good. Ringo was jiving out on the dance floor. He’s a good dancer.

Q: After 54 years, do you think fans will have a different perception of the film?

A: If you see it with no preconceptions, the picture works very well, and it’s clear that you’re looking at four men who have known each other since they were teenagers — well, three of them anyway — who love each other as brothers might. But they weren’t any more the Fab Four, the mop tops. A couple of them are pushing 30. They had stopped touring, which is a very big change for a rock ’n’ roll group. What you see in the movie is that the affection is eternal between the four of them. But they were living very separate lives now.

Q: During filming, did you get the sense that they were on the verge of breaking up?

A: No, not at all. We started shooting with four Beatles. We ended it with four Beatles. It was not like the San Andreas Fault. I thought they might go off and do their own thing, follow their heart and release separate albums, but then get together, because the Beatles were a very powerful artistic force, and also social force. I didn’t think the Beatles were going to break up till they broke up.

Q: Even critics of “Let It Be” would have a hard time arguing that their final live set on the roof of Apple Corps wasn’t a joyous moment.

A: How lucky can you get that the last line in the movie is from John, up on the roof. The set has been broken up by the police — which is good, because that’s as many songs as they had rehearsed anyway — then John says, “And I hope we passed the audition.” Because if anyone did pass the audition, in that entire decade, it was the Beatles.

David Egilman, doctor who took on drug companies, dies at 71

Dr. David Egilman, a physician and expert witness who, over a 35-year span, gave testimony in some 600 trials involving corporate malfeasance, resulting in billions of dollars in awards for victims and their survivors, died April 2 at his home in Foxborough, Massachusetts. He was 71.

The cause was cardiac arrest, his son Alex said.

Many medical experts make a side business in court, offering their informed opinions on the witness stand and helping to validate or undermine plaintiffs’ claims. But few make it a career-long passion in the way Egilman did. He taught at Brown University and ran a private practice but spent most of his time consulting and testifying in as many as 15 cases a year.

He did more than just opine from the stand. A dogged researcher, he dug up incriminating emails and memos showing that, in many cases, drug companies knew the risks involved with putting a new medication on the market but went ahead anyway.

He provided critical testimony in a class-action lawsuit against Johnson & Johnson, claiming that it had failed to reveal the health risks involved presented by Johnson’s baby powder and other products containing talc. “Although several settlements have been proposed in the suit, including one for $8.9 billion in 2023, the litigation is continuing.

Egilman’s work as an expert witness rubbed some people the wrong way, espe-

cially defense lawyers and pharmaceutical company executives, who argued that he was too dogmatic to provide objective analysis. But Egilman saw things differently.

“As a doctor, I can treat one cancer patient at a time,” he said during a 2018 trial. “But by being here, I have the potential to save millions.”

His work extended beyond the courtroom: He helped legal teams strategize their cases, and he coached them on how to present complicated medical data to juries.

“David was a game changer on so many levels,” said Mark Lanier, a lawyer who worked with Egilman for 25 years. “David helped me in cases where he was testifying, but also where he was simply giving advice and insight.”

He also pushed back against what he saw as pharmaceutical marketing intruding on the realm of scientific research. Writing in peer-reviewed medical journals, he showed how drug companies used tactics like ghostwriting — drawing up their own studies, then paying a doctor to add their name — and “seeding,” in which companies run their own questionable studies to build support for their drugs.

Egilman was instrumental in publicizing a declassified memo from 1950 that warned of the risks involved in government radiation tests on humans. The tests were nevertheless carried out.

a case against the company over allegations that it had pushed its antipsychotic drug Zyprexa for unapproved uses.

Eli Lilly donated the money from the settlement to charity. But the company’s victory was short-lived: In 2009, it pleaded guilty to the allegations and agreed to pay $1.4 billion — including a $515 million criminal fine, the largest ever in a health care case.

Egilman was unbowed by the ups and downs of the case.

“A physician’s oath,” he told Science magazine in 2019, “never says to keep your mouth shut.”

David Steven Egilman was born Sept. 9, 1952, in Boston. His father, Felix, was a Polish Jew who had survived the Holocaust, including a period spent in Buchenwald, because, he said, his skill as a shoemaker was prized by German officers. His wife and two children were killed in another concentration camp.

After the war, Felix Egilman immigrated to the United States, where he married Veta Albert, David’s mother, who died in a car accident when David was 10. His father withdrew emotionally in the face of the mounting trauma, leaving David largely to take care of himself.

He won a scholarship to Brown University, where he received a bachelor’s degree in molecular biology in 1974 and a medical degree in 1978. He earned a master’s degree in public health from Harvard in 1982.

The U.S. government apologized for the radiation tests in 1996.

“If this is to be done in humans, I feel that those concerned in the Atomic Energy Commission would be subject to considerable criticism, as admittedly, this would have a little of the Buchenwald touch,” Dr. Joseph G. Hamilton, a professor at the University of California at Berkeley, wrote in the memo, referring to the Buchenwald concentration camp where Nazi doctors carried out horrific medical experiments on prisoners.

At times, Egilman’s zeal got the better of him. In 2007, he agreed to pay drugmaker Eli Lilly $100,000 after leaking confidential documents to a lawyer, who then gave them to The New York Times. He was involved in

Egilman married Helene Blomquist in 1988. Along with their son Alex, she survives him, as does another son, Samson.

After medical school and training at the National Institutes of Health, he moved to Cincinnati, where he set up a clinic as part of the U.S. Public Health Service. Many of his patients were industrial and mining workers who had developed medical conditions after years of working in unsafe environments.

The experience steeled Egilman’s determination to stand up against medical injustice. He returned to Massachusetts in 1985, where he opened a private practice and began teaching at Brown.

To handle his growing list of legal clients, he set up a separate company, Never Again Consulting, a nod both to his father’s experience during the Holocaust as well as the importance of not allowing the horrors of Nazi medical experimentation to be replicated.

aquella, o sea la suma de $200,000.00; desierta también la segunda subasta de dicho inmueble, se ordena la celebración de una tercera subasta en la cual, la cantidad mínima será la mitad del precio pactado para la primera subasta, es decir la suma de $150,000.00. Whitey Herzog, Hall of Fame Cardinals manager, dies at 92

Whitey Herzog, the Hall of Fame manager who led the St. Louis Cardinals to three pennants and a World Series championship in the 1980s, died on Monday in St. Louis. He was 92 and had been the second-oldest Hall of Famer after Willie Mays.

His death was announced by the Cardinals.

“Baseball has been good to me since I quit trying to play it,” Herzog liked to say.

Signed by the New York Yankees in 1949, he never made it out of their minor league system, though he picked up a lifetime of baseball knowledge from manager Casey Stengel at spring training camps. He played the outfield for four American League teams over eight seasons with only modest success.

But Herzog found his niche as a manager with what came to be called Whiteyball, molding teams with speed, defense and pitching to take advantage of ballparks with fast artificial turf and spacious outfields, first at Royals Stadium in Kansas City and then at Busch Stadium in St. Louis.

Herzog managed the Kansas City Royals to three consecutive AL division championships in the 1970s, then took the Cardinals to the 1982 World Series title with a team he had built while general manager as well. And he managed the Cardinals to pennants in 1985 and 1987.

He was elected to the Baseball Hall of Fame by the Veterans Committee in 2009.

“The fundamental aspects of the game

were some of the things he always highlighted,” Cardinals’ Hall of Fame shortstop Ozzie Smith once said. “It simply came down to the way he prepared us to play the game.”

But for all his baseball savvy, Herzog looked beyond Whiteyball in developing a rapport with his players.

As Bruce Sutter, the Cardinal reliever and also a Hall of Famer, once told The St. Louis Post-Dispatch, “How many managers can you blow a game for and go out fishing with him the next morning?”

Dorrel Norman Elvert Herzog was born on Nov. 9, 1931, in New Athens, Illinois, about

30 miles southeast of St. Louis, to Edgar and Lietta Herzog. His father was a brewery worker. (The nickname Whitey came from his light blond hair.)

As a boy, Whitey sometimes cut school to visit Sportsman’s Park in St. Louis and watch the Yankees play the St. Louis Browns (the team later became the Baltimore Orioles).

Herzog was signed by the Yankees out of high school, but they gave up on him after a long apprenticeship in the minors and traded him to the Washington Senators in 1956. He also played for the Kansas City Athletics, the Orioles and the Detroit Tigers. He appeared in 634 major league games with a career batting average of .257.

After two seasons with the Athletics, as a scout and then a coach, Herzog joined the New York Mets as their third base coach in 1966, scouted for them in 1967, then spent five years overseeing their farm system.

Herzog was named manager of the Texas Rangers in 1973, taking over a young ballclub, but was fired in early September with the team in last place in the AL West. He became a coach for the California Angels in 1974, filling in for four games as interim manager during a managerial change.

He replaced Jack McKeon as the Royals’ manager in the middle of the 1975 season, then led them to AL West titles the following three seasons, losing to the Yankees each time

in the League Championship Series.

He regarded his 1977 team as the best he ever managed. It finished the regular season at 102-60, featuring speedy players like Fred Patek, Frank White and Amos Otis, the hitting of George Brett and the pitching of Dennis Leonard.

Herzog was fired after the Royals finished second in their division in 1979 and was named the Cardinals’ manager in June 1980. He was given the general manager’s job as well in late August, when he turned the managing over to Red Schoendienst.

He reclaimed the managing job in 1981, remaining as general manager until early in the 1982 season, when the team he had assembled in a flurry of deals went on to capture the Cardinals’ first pennant since 1968.

That ballclub, featuring Ozzie Smith at shortstop, Keith Hernandez at first base, Willie McGee, Lonnie Smith and George Hendrick in the outfield, Darrell Porter at catcher and the relief pitching of Sutter, went on to defeat the Milwaukee Brewers in a seven-game World Series.

After managing the Cardinals to two more pennants, Herzog resigned on July 6, 1990, when his team was in last place in the National League East. He worked after that as an executive with the Angels.

He is survived by his wife of 71 years, Mary Lou Herzog; their three children; Debra, David and Jim; nine grandchildren; and 10 great-grandchildren, the Cardinals said.

Herzog never forgot his baseball roots, most notably the wisdom imparted by Stengel when Herzog was a Yankee hopeful.

“Casey broke it down into the hundred little things that would make the difference,” Herzog recalled in “You’re Missin’ a Great Game,” written with Jonathan Pitts. “Once I began coaching and managing, I kept passing them along to my own players, to everybody from the youngest rookie-league bushwhackers to the George Bretts, Ozzie Smiths and Vince Colemans of the world. In Casey, I had an Einstein.”

Stengel could discourse on every facet of baseball, but Herzog recalled how one piece of advice Stengel imparted had nothing to do with strategy.

As Herzog once related it to The New York Times, “Casey told me, ‘Let ’em ask you one question and you keep talking so they won’t ask you another one.”
