Governor announces $25 million for creation, retention of jobs

Gov. Pedro Pierluisi Urrutia, along with Labor and Human Resources (DTRH) Secretary Gabriel Maldonado González, announced on Tuesday the allocation of over $25 million to promote the creation and retention of jobs in the public, private and municipal sectors under the Job Opportunities Promotion Fund for fiscal year 2024-2025.

In addition, the new phase of the Employment and Recruitment Portal to Facilitate Labor Integration (PERFIL) was presented, which will allow employers to register on the platform, publish their job vacancies on the page and recruit the most qualified personnel for their company.

“The combined effect of the talent of our workforce, government investment in our infrastructure, and support for the private sector has fostered a renewed interest from local and foreign companies to expand and invest in Puerto Rico,” the governor said in a written statement. “Likewise, the increase in the minimum wage twice, our training programs for our human capital and the multimillion-dollar investment we have made to provide the Work Tax Credit, which has impacted more than 700,000 of our workers, have been key pieces to increase our labor participation and to encourage our people to be part of our workforce.”

“Today we announce that, for this next fiscal year, we have allocated over $25 million in funds aimed at continuing to support the creation and retention of jobs throughout Puerto Rico, for the benefit of our working people,” Pieriuisi continued. “From fiscal year 2021 to the present, the Department of Labor and Human Resources has allocated over $68 million from the Fund to private employers, including nonprofits, municipalities, and agencies, to incentivize the creation and retention of more than 3,500 jobs.”

In the private sector, more than $23 million has already

been allocated to support the creation and retention of 1,600 jobs distributed among hundreds of employers, including small and midsize enterprises, and nonprofit organizations that provide essential services to citizens. In addition, through the allocation of more than $45 million, more than 2,200 jobs have been created and retained in the municipalities, many of which are first responders, such as caregivers, housekeepers and government agencies.

The Job Opportunities Promotion Fund, created by Act No. 52-1991, is funded by a special contribution paid by employers covered by the Employment Security Act, equivalent to 1% of the taxable wages paid by the employer.

“The primary purpose of this Law is to efficiently channel funds to help reduce unemployment, so the Fund is primarily aimed at Unemployment Insurance beneficiaries and applicants registered with the DTRH Employment Service,” Maldonado González noted. “Meanwhile, it serves to support private and public employers in their efforts to recruit and retain talent while promoting employment opportunities for young people, the elderly, people with criminal records, the population with functional diversity and other groups and activities established by law.”

Law 52 provides that the funds must be used to promote job opportunities in occupations with a future and to promote employment with demand in the current market. In addition, it promotes the creation of high-productivity job opportunities, maintaining existing jobs in special cases and modifying compensation as a temporary remedial measure in situations that may lead to the possible loss of jobs, among other provisions.

The island has been experiencing economic growth and it is estimated that it will continue to do so for the next 10 years. Some 129,000 additional jobs have been created in the past few years, and currently the unemployment rate is the lowest in history at 5.7 percent.

Also during the event it was reported that the second phase of the PERFIL is now available. With the support of artificial intelligence, employers will find recommendations of applicants who meet the skills and experience they are looking for, while also allowing them to contact the applicants directly to begin the evaluation of the potential candidate, regardless of whether they have not applied for the particular position.

“In addition to providing funds for job creation and retention, at DTRH we continue to develop different tools that help companies in the recruitment process, while simplifying and increasing opportunities for people who are looking for a job” the labor chief said. “PERFIL is a free platform [accessed through the DTRH homepage, trabajo.pr.gov] through which we seek to transform how our agency supports the recruitment and placement of employees in the private sector, while supporting diversity, equity and inclusion in the world of work.”

Groups demand management plan for Cueva del Indio reserve

Islote de Arecibo residents and environmental groups have gone to court to force the Department of Natural and Environmental Resources (DNER) and other agencies to comply with laws requiring a management plan for the Cueva del Indio Natural, Marine and Archaeological Reserve.

The groups filed in court a request for a mandamus, a legal tool designed to force officials and agencies to comply with a law. They want the government to comply with laws allowing public access to and the protection of the reserve.

“Today, on the 32nd anniversary of the designation of the Cueva del Indio Natural Reserve, and after two years of inaction in the face of community complaints, we collectively announce these requests in the Arecibo Court so that the relevant agencies comply with their ministerial duty,” said Lauce Colón Pérez, a community organizer with Defendiendo la Cueva del Indio-681 (DCI-681) and spokesperson for the plaintiff groups.

The plaintiff groups are DCI-681, Citizens in Defense of the Environment (CEDDA), and the VEREDAS Group (Neighbors to the Rescue of Accesses and Trails). In turn, the defendant agencies are the DNER, the Municipality of Arecibo, the Institute of Puerto Rican Culture (ICP), and the departments of Justice, Transportation & Public Works, and Economic Development & Commerce.

The Cueva del Indio is considered a national treasure recognized as a natural and cultural heritage site due to its historical, environmental, and archaeological value that, by law, has to be protected. The area is protected as a “triple reserve” through laws and official documents. It was designated an archaeological

site in 1988, a natural reserve in 1992 and a marine reserve in 2015.

“However, the only two public and direct entrances and the public domain assets of the Cueva del Indio have been usurped and vandalized, covered with garbage, debris, and fences by the González Freyre National Properties corporation,” Colón Pérez said. “This forces visitors to pass through the privatized lands, with Caracoles Bar & Grill, the leasing corporation, illegally charging them up to $35 per person.”

“The protection of the Cueva del Indio is needed against acts of vandalism, littering, illegal construction and other actions that continue to cause damage and harm the natural, archaeological, historical and cultural resources in the Cueva del Indio Natural Reserve,” says the suit signed by Omar Saadé Yordán, a lawyer for CEDDA, VEREDAS, and other plaintiffs through Legal Services of Puerto Rico.

On Nov. 29, 2023, the plaintiffs met the requirement of the “Prior Request,” a prior legal attempt to request compliance with the law, by sending a letter to the relevant agencies requesting a meeting to formalize concrete actions for the Cueva del Indio.

“No response has been received to this letter, which emphasizes the ministerial duties regarding the management and access to the Cueva del Indio,” said Michelle Alvarado Lebrón, the legal representative for DCI-681 and executive director of the Resiliency Law Center at the University of Puerto Rico School of Law.

Over the past year and a half, plaintiffs have undertaken administrative actions, demonstrations, and community efforts to address egregious violations of the law for the protection of Cueva del Indio. However, none of the initiatives have resulted in appropriate action, as none of the defendants have demonstrated a

willingness to address the plaintiffs’ concerns.

“Therefore, it is imperative that the Court intervene and order all respondent agencies to comply with their legal obligations,” Alvarado Lebrón said. “This must begin with the opening of direct public access to Cueva del Indio, as well as the development and implementation of an interagency management plan that guarantees both free public enjoyment and adequate conservation of this natural, marine and archaeological reserve.”

Likewise, she said, the Municipality of Arecibo has failed to comply with administrative actions since the municipal council approved an ordinance in 1980 to acquire the land where the Cueva del Indio is located for $125,000. The purchase was never finalized. Twelve years later, in 1992, the Puerto Rico Legislature gave the municipality $200,000 to purchase the

lands, but the municipality did not complete the expropriation process either.

“The Cueva del Indio Natural, Marine and Archaeological Reserve is public, it is located in the Maritime-Terrestrial Zone and the people of Puerto Rico have the full right to its use and enjoyment,” Colón Pérez said.

To make visible and raise awareness about the legal action, the defendant groups are calling for a community march through the Cueva del Indio this Sunday, April 14, at 1 p.m. at the usurped marine reserve entrance at kilometer 7.5 of highway PR-681. “After more than three decades of non-compliance, we now demand a demarcation, expropriation of the land, the installation of Guard Barracks, and the beginning of a community management plan for the Cueva del Indio Natural, Marine and Archaeological Reserve,” Colón Pérez said.

Governor signs executive order for credit recovery, other fiscal responsibility measures

Gov. Pedro Pierluisi Urrutia announced on Tuesday the signing of Executive Order (EO) 2024-004, a measure that creates the Working Committee for the Recovery of the Credit Rating of the Government of Puerto Rico and Its Public Corporations, as well as the Governor’s Economic Council, both initiatives aimed at promoting the fiscal and financial stability of Puerto Rico.

“Puerto Rico’s fiscal situation has improved substantially in the last three years,

with balanced budgets, historic [revenue] collections and government efficiency measures that have generated positive results,” the governor said in a written statement.

“In addition, five audited financial statements have been issued since 2021, which represents significant progress in terms of tax transparency. However, we must continue working to ensure that this progress is maintained and that Puerto Rico fully regains access to the capital markets under reasonable terms.”

The “Working Committee” will

function as an advisory body to evaluate the factors considered by the credit rating agencies, with the objective of guaranteeing Puerto Rico’s access to the capital markets under favorable conditions. The committee will make recommendations to the Fiscal Agency and Financial Advisory Authority to incorporate the parameters considered by the rating agencies in public policy, and will coordinate its efforts with the Financial Oversight and Management Board established by the Puerto Rico Oversight, Management and Economic Stability Act,

commonly known as PROMESA. Meanwhile, the Governor’s Economic Council will function as an advisory body attached to the Office of the Governor, providing advice and recommendations to the chief executive on the sustainable economic development of Puerto Rico. It will be made up of five professionals with recognized experience in the fields of economics, planning, finance and public policy.

Tuesday’s executive order also continues other fiscal responsibility measures previously included in another EO.

Bill would bar individuals convicted of sexual assault, child pornography from early release

District 19 (Mayagüez and San Germán) Rep. Jocelyne Rodríguez Negrón introduced legislation Tuesday to exclude individuals convicted of sexual assault and child pornography from early release by the Parole Board and Article 308 of the Penal Code.

“After the alarming increase in cases of sexual assault and child pornography on the island, we have to take forceful action against these aggressors who, with their violence, scar the lives of their victims, leaving permanent consequences,” Rodríguez Negrón said. “They must be excluded from the consideration of the Parole Board.”

Rodríguez Negrón, who chairs the House Women’s Committee, insisted they have done a “high level of work,” focusing on priority issues for women, including the high number of sexual assaults and acts of child pornography.

“It is imperative to temper the law to the times we live in, where cases of this nature are becoming more noticeable and, at the same time, more atrocious,” the legislator said. “The victims live their entire lives in fear and anguish of reliving the situation that, in one way or another, changed their lives forever. Furthermore, these people face the reality of the gaps in the laws and ambiguity in certain cases, such as the one presented here. The rights of the victims must be safeguarded and the mental health and peace that were taken away from victims should not be further harmed.”

“We understand the right to rehabilitation. However, the safety of the victims must prevail,” Rodríguez Negrón said. “We must be emphatic and join efforts to prevent other women from being victims of these people who, on many occasions, commit the same acts again.”

Citizens urged to steer clear of rivers, northern beaches this week

Bureau for Emergency Management and Disaster Administration Commissioner Nino Correa Filomeno said Tuesday that the island is experiencing a cold front that causes excessive rain in the afternoons, causing surging water in the rivers, with authorities responding to the drowning of a young man and several cases of people being swept away. In addition, conditions at sea, specifically on the north coast, would deteriorate starting Tuesday afternoon, the official said.

“The call is to not go to the beaches and not visit the rivers on these rainy days,” Correa Filomeno said in a written statement. “Even if it is not raining where you are, downpours may be falling where the river begins and this causes sudden bursts of water to come down without warning. We already had a fatality on Sunday in Naguabo, another case of a person trapped in a “four track,” and yesterday, three tourists were swept away by the river in Naguabo. We do not want to have more fatalities or bad times due to situations in our rivers.”

On Sunday, a 21-year-old man drowned in the El Hippie River in the Florida neighborhood of Naguabo. That same day,

a 43-year-old man who was riding an all-terrain vehicle was rescued after he was swept away by a rush of water in the Río Grande in Morovis and became trapped. On Monday, three young tourists were swept away by a burst of water, also in the El Hippie River in Naguabo. They were rescued and transported to the hospital after suffering bumps and bruises.

Meteorologist Ernesto Morales of the National Weather Service reported that the humidity will persist due to a cold front that will promote rainy conditions, at least until midweek. At the end of the week, chances of rain will increase again. He also stressed that the risk of rip currents will increase from moderate to high on the northern coast of Puerto Rico, including Vieques and Culebra. A warning for small boats was issued Tuesday.

“Safety on rivers and beaches implies more than individual responsibility: it is a joint commitment to prevention and mutual care,” Morales said. “Therefore, if you observe someone putting their life at risk, guiding them [back to safety] is essential. We don’t want any more loss of life on our beaches and rivers.”

Fiscal board warns salary hikes for trust employees may violate PROMESA

The Financial Oversight and Management Board gave Office of Management and Budget Director Juan Blanco Urrutia until Friday to submit all personnel transactions for trust employees for the past 180 days after warning that recent salary hikes for government trust employees may be illegal. “Any salary increases for trust employees implemented outside of the budget process and without prior approval of the Oversight Board would be contrary to the Oversight Board’s fiscal and budgetary authority as established under PROMESA,” said a letter written by the oversight board’s executive director, Robert Mujica.

The oversight board noted that it became aware through public sources that salary increases were recently approved for an undisclosed number of central government trust employees. The action occurred even though the Human Resources Administration and Transformation Office is currently evaluating certain remuneration plans for central government trust positions in collaboration with the oversight board, Mujica said.

Former New Progressive Party Sen. Carlos Díaz Sánchez, who is now running for senator under the Popular Democratic Party, accused Gov. Pedro Pierluisi Urrutia last month of using government agencies to pay his campaign workers juicy salaries by putting them in positions of trust.

First, Díaz Sánchez identified and referred to federal au-

thorities a list of aspiring politicians, former politicians, and Pierluisi campaign collaborators who occupy positions of trust in the Department of Education and are pulling down juicy salaries.

He said the government was spending $700,000 a month, benefiting 93 people, of which 90 are directly working in the governor’s campaign as trust staff under Secretary of Education Yanira Raíces Vega.

The Senate candidate denounced a similar scheme in the Puerto Rico Firefighters Bureau. He said that during April and May 2023, 42 promotions were granted, and all who benefited from those promotions worked in Pierluisi’s campaign as outpost and field operations staff.

On abortion, Trump chose politics over principles. Will it matter?

When Donald Trump ran for president in 2016, the leaders of the anti-abortion movement extracted a series of promises from him in exchange for backing his nomination.

They demanded Supreme Court justices who would overturn Roe v. Wade. They insisted that he defund Planned Parenthood. They pushed for a vice president who was a champion of their cause. And each time, he said yes.

But that was then.

With Roe v. Wade left on the “ash heap of history,” as anti-abortion leaders are fond of saying, they find themselves no longer calling the shots. Their movement remains mighty in Republican-controlled statehouses and with conservative courts, but it is weaker nationally than it has been in years. Many Republican strategists and candidates see their cause, even the decades-old term “pro-life,” as politically toxic. And on Monday, their biggest champion, the man whom they call the “most pro-life president in history,” chose politics over their principles — and launched a series of vitriolic attacks on some of their top leaders.

With his clearest statement yet on the future of abortion rights since the fall of Roe in 2022, Trump laid bare how faulty a messenger he had always been for the anti-abortion cause. When he first flirted with a presidential run in 1999, Trump was clear about his position on abortion: “I’m very pro-choice,” he said. He reversed that stance a dozen years later: “Just very briefly, I’m pro-life,” he told attendees at the Conservative Political Action Conference in 2011.

His support shifted again after the Supreme Court’s decision. While he bragged about appointing three of the justices who overturned Roe, he blamed the movement for Republican losses in the midterm elections. He mused aloud about the idea of a federal ban, but refused to give it the kind of ringing endorsement anti-abortion leaders wanted.

In his four-minute video statement Monday, Trump said that states and their voters should decide abortion policies for themselves, in language that sounded like a free-for-all to the staunchest opponents of abortion. He backed access to fertility treatments such as IVF, and supported exceptions to abortion bans in cases of rape, incest and the life of the mother.

His remarks were low on specifics. Trump skirted the question of whether he would back a federal abortion ban if legislation came to him as president. He did not say whether he

supported state bans that did not provide those exceptions, or whether he would vote for a measure enshrining abortion rights in his home state of Florida. And he did not address the experiences of women who have faced impossible choices and medical crises in states where the procedure is now banned.

“You must follow your heart, or in many cases, your religion or your faith,” he said. “Do what’s right for your family and do what’s right for yourself.”

Trump said later he believed his statement defanged what he saw as a toxic issue for his party by liberating Republicans to run on more politically favorable issues, including what he described on social media as “the Horrible Border, Inflation, Bad Economy, and the Death & Destruction of our Country!”

Some of the most stalwart anti-abortion champions said that as much as Trump wanted to neutralize the politics of the issue, he could not outrun what his presidency had unleashed. States across the country are enmeshed in battles over the details of their restrictions on the procedure, as Democrats push ballot measures across the country to enshrine abortion rights in state constitutions. Stories about women being denied the procedure continue to dominate the news. And the Supreme Court is expected to rule in June on curtailing access to a prominent medication used in abortion procedures.

Even as Trump’s views on whether he would sign a national abortion ban remain opaque, his allies and supporters are moving ahead with plans to restrict abortion rights with proposals and executive actions that could go beyond a national ban in a potential second Trump administration.

“Saying the abortion issue belongs in the states will not make it disappear from national elections,” Leonard A. Leo, a longtime leader of the Federalist Society who played an influential role in Trump’s selections for the Supreme Court, said in an interview.

Yet Trump’s comments underscored how the anti-abortion movement has struggled to find its footing in the post-Roe era. For decades, opponents of abortion had one central goal of overturning Roe. Now, they face a political landscape radically reshaped by that decision, and a presumptive Republican presidential nominee who no longer sees them as an undeniable asset but as a potential political liability.

Over the weekend, leaders of anti-abortion groups started to get word that a statement from Trump was coming. They called around to try to learn what it would say.

Marjorie Dannenfelser, the president of Susan B. Anthony Pro-Life America, the leading anti-abortion group, said she spoke with Trump on Monday morning. Her group had extracted many promises from Trump in 2016 and frequently visited the White House. But it had failed in its push for Trump to endorse a federal 15-week ban.

“His concern is political only,” Dannenfelser said in an interview. “It is a huge disappointment. It is a total eclipse of reason, and that only happens in abortion politics for Republicans.”

Trump’s vice president, Mike Pence, called the announcement from his former boss a “slap in the face” to the anti-abortion voters who supported Trump in two previous elections. “Too many Republican politicians are all too ready to wash their hands of the battle for life,” he wrote on social media.

None of the critics said they planned on withholding their support for Trump in November, an indication that the former president may not pay a very high price for failing to adopt a more aggressive federal position.

“He hit all the right notes in this statement actually,” said Nicole McCleskey, a Republican pollster who has conducted focus groups about abortion. “He landed where the majority of most Americans are.”

Democrats disagree. They point to polling that shows most Americans support some form of abortion rights, and want to see those rights restored into federal law. From the White House to candidates in down-ballot races, Democrats were ready to pounce with a flurry of attacks that blamed the former president for what some called the “cruelty and the chaos” caused by abortion restrictions.

“Donald Trump made it clear once again today that he is — more than anyone in America — the person responsible for ending Roe v. Wade,” President Joe Biden said in a statement. “Having created the chaos of overturning Roe, he’s trying to say, ‘Oh, never mind. Don’t punish me for that. I just want to win.’”

Democrats argued that Trump’s silence on the issue was effectively an endorsement of total bans in states such as Texas, where abortion is banned in nearly all circumstances. Their effort underscores the difficulty Trump may face as he tries to distance himself from an issue that will most likely remain in the headlines through Election Day and beyond.

“He understands acutely how unpopular his party’s position is on this and how unpopular his actions were,” said Mini Timmaraju, the president of Reproductive Freedom for All, an abortion rights group formerly known as NARAL Pro-Choice America. “He’s trying really hard to have it both ways, and we can’t let him get away with it.”

Within hours of Trump’s statement, Biden’s campaign released a digital ad spotlighting the story of a Texas woman who was denied an abortion, developed sepsis and may be unable to ever have another child.

In the ad, text flashes onto the screen. “Trump did this,” it reads, over the sounds of her sobs.

Total solar eclipse races along dark path through North America

The full force of the moon’s shadow crossed the United States on Monday, as the first total solar eclipse in seven years plunged the day into darkness and reminded all in its path of our planet’s place in the cosmos.

Totality reached North America at 2:07 p.m., when the silhouette of the moon ate into the yellow orb of the sun. As the silvery glow of the corona materialized, the temperature dropped and DJs stopped blaring music. A sense of hushed calm ensued as people captured the event with their phones.

Behind eclipse glasses or other safe means of viewing the phenomenon, they watched the moon’s shadow grow until the light was extinguished. In some places, it was dim for as long as 4 1/2 minutes.

The eclipse continued across pockets of eastern Canada, from the steeples and spires of Montreal to the rugged coastline of Newfoundland. There in the city of Gander, gaps in the thick clouds revealed moments of the eclipse’s effects on the horizon.

— The total eclipse carved a southwestto-northeast path, swept through San Antonio at 2:33 p.m.; Dallas at 2:40 p.m.; Little Rock, Arkansas, at 2:51 p.m.; Indianapolis at 3:05 p.m.; Cleveland at 3:13 p.m.; and Buffalo, New York, at 3:18 p.m. Canada caught its first glimpse of the partial eclipse at 3:12 p.m. Around 3:45 p.m., the Canadian province of Newfoundland was the last major piece of land to see the total eclipse.

Plan to stash pollution beneath the sea could save money and jobs

Renowned for ancient churches and the tomb of Dante, the 14th-century poet, the city of Ravenna and its environs along Italy’s Adriatic coast are also home to old-line industries like steel and fertilizer. The manufacturing plants are of little interest to the many tourists who help sustain the area’s economy, but these sites employ tens of thousands of people.

The question is: For how long? The factories, like others in Europe, face increasing pressure from regulators to reduce the climate-altering gases that their operations produce. The worry is that rising costs from regulation will force them to close.

“We are very scared about the future of our industries,” said Michele De Pascale, the mayor of Ravenna. “We have to reach this goal to reduce CO2 emissions, but we want to do it without destroying our industries,” he said.

Italy’s energy giant, Eni, which has a large presence in Ravenna, is pushing a plan that the mayor says could help preserve the region’s heavy industries: create an industrial pollution collector.

The company is proposing to construct a network of pipelines to sweep up the carbon dioxide from the sites and store it away in old natural gas reservoirs. It sees this process, known as carbon capture and storage, as a promising new business line that would aid its shift to cleaner activities.

Eni is working on similar plans elsewhere in Europe, notably in Britain, where many mature oil and gas fields offer large volumes of storage potential. There are other carbon capture projects around the world, including in the United States, often aimed at reducing emissions from oil and natural gas production.

The company wants to diversify away from the oil and gas sales that have long been its mainstay, but it faces an uncertain future because of climate change concerns. Eni executives calculate they will have an edge because they can make use of the company’s existing infrastructure like wells and pipelines and redeploy employees.

“It is very easy to reskill or shift people,” said Claudio Descalzi, Eni’s CEO.

Descalzi plans to turn carbon capture into a “satellite” company that could attract other investors seeking profits that he forecasts could be about 10% a year.

The transition to cleaner energy will succeed only if it spawns sustainable businesses, Descalzi said. “Otherwise, it will fail,” he added. “Because resources are limited and you can’t burn money.”

Eni has about 50 operating petroleum platforms in the Adriatic Sea off Ravenna, beyond lagoons dotted with flamingos. With production falling, Eni plans to pump carbon dioxide into the depleted gas reservoirs, which will act as giant sponges for the waste gas.

The company is spending about 100 million euros (about $109 million) on modifications designed to remove about half the carbon dioxide emanating from a gas processing plant in nearby Casalborsetti. Work is largely complete, and Eni plans to begin sending the carbon dioxide through a new well into a gas field about 12 miles offshore and 10,000 feet below the seabed soon.

If this first phase goes smoothly, Eni will move to a much

larger plan, initially costing as much as 1.5 billion euros, that will hook up factories and other large polluters in Italy and perhaps even France, to eventually draw as much as 16 million tons of carbon dioxide a year for burial.

Just as oil experts use powerful computers to crunch data into 3D images to figure out how to efficiently extract gas from the ground, they are now using similar techniques to model how to safely inject carbon dioxide into porous rock.

Launching carbon capture projects, though, is proving a grind — an indication of how challenging the energy transition may be as countries shift from some of the easier areas to clean up, like electric power, to more difficult sectors such as cement and steel.

Carbon capture needs to account for 8% of cumulative emissions reductions if the world is to achieve net zero by 2050, according to the International Energy Agency, an intergovernmental organization. Yet to be on track, the volume of stored carbon dioxide needs to jump twentyfold by 2030, to 1 billion tons a year — “a very ambitious undertaking” said Carl Greenfield, an analyst at the agency.

Polluters are struggling to evaluate whether it is worthwhile spending tens or even hundreds of millions to retrofit their plants. “They don’t have even the expertise to understand which is the best technology,” said Guido Brusco, Eni’s chief operating officer of natural resources.

The British government has for years backed work by Eni, including a plan to clean up emissions around Liverpool and Manchester in northwest England. As part of the project, known as HyNet North West, Eni would build and manage a 40-mile pipeline for collecting carbon dioxide from factories and other polluters in the area and pump the gas into wells beneath Liverpool Bay. Eni says it has reached a preliminary agreement with the British government to receive a guaranteed profit.

Even some environmental groups are inclined to give carbon capture at least a lukewarm pass as long as it is not a means of prolonging the use of fossil fuels.

“If CO2 release to the atmosphere is otherwise inevitable from an industrial installation, then it is better to capture it,” said Doug Parr, chief scientist of Greenpeace UK.

Commodity prices irk inflation view

Alook at the day ahead in U.S. and global markets from Mike Dolan

As Wall Street nervously awaits the March consumer price inflation report, the commodity complex - buoyed by an improving global growth outlook - adds another complication to the interest rate picture.

Markets are already anxious their long-favored month for the start of the U.S. rate cut cycle may turn up a blank and rate futures now see June as a coin toss for the Federal Reserve following another impressive jobs report last week.

Even though the European Central Bank, Bank of England and Bank of Canada are all still favoured to cut that month, implied probabilities of a move in all three have also wobbled a bit this week.

And as China’s factories show signs of a significant rebound alongside a still-brisk U.S. expansion, rising energy and metals prices may add another reason for central banks to remain cautious about easing credit too early.

Shanghai copper prices traded at record highs on Tuesday on optimism around positive manufacturing signals from the major economies, with global copper futures now up about 10% for the year to date. Record high gold prices are up about 12% in 2024 and the CRB core commodity index is up 15%.

Even though U.S. crude oil prices have backed off a little from last week’s 2024 high, they are still up more than 20% since the start of the year.

The positive twist for commodity stocks in the resource based sector is offset by the additional headache this gives central bankers already wary about inflation stuck stubbornly above 2% targets.

Minneapolis Fed President Neel Kashkari, who last week said there may be no rate cuts this year if inflation continues to move sideways, reiterated his stance overnight and said the Fed cannot stop short on its inflation fight.

JPMorgan boss Jamie Dimon struck a similar note in his annual letter to shareholders this week, saying the resilient economy, high public spending and disruptive geopolitics “may lead to stickier inflation and higher rates than markets expect”.

There was little clarity from the latest New York Fed survey on Monday. The poll showed the public sees inflation a year from now at 3%, unchanged from the prior month, but they raised their three-year view to 2.9% while cutting the five year outlook to as low as 2.6%.

And this was something dovish Chicago Fed chief Austan Goolsbee chimed with on Monday too, saying the U.S. central bank must weigh how much longer it can maintain its current interest rate stance without it damaging the economy.

“You’ve got to pay attention to how long do you want to be that restrictive,” Goolsbee said. “If you’re there too long, the unemployment rate is going to start going up.”

The upshot for stocks was a flat Monday and futures have shifted little overnight.

U.S. Treasury yields got some respite ahead of a series

of big auctions this week, starting with $58 billion of 3-year notes later on Tuesday. U.S. 10-year yields slipped back from 2024 highs, ebbing below 4.40%, and the dollar came off the boil too.

Despite worries about U.S. public debt load, Morningstar DBRS confirmed its AAA credit rating of the U.S. Treasury on Monday.

The other focus of the week is the start of the corporate earnings season on Friday.

Annual S&P500 profit growth through the first quarter is penciled in at 5%, with revenue growth of some 3% - cooler than 7% and 4% forecasts respectively seen at the start of the year.

Iran smuggles arms to West Bank, officials say, to foment unrest with Israel

Iran is operating a clandestine smuggling route across the Middle East, employing intelligence operatives, militants and criminal gangs, to deliver weapons to Palestinians in the Israeli-occupied West Bank, according to officials from the United States, Israel and Iran.

The goal, as described by three Iranian officials, is to foment unrest against Israel by flooding the enclave with as many weapons as it can.

The covert operation is now heightening concerns that Iran is seeking to turn the West Bank into the next flashpoint in the long-simmering shadow war between Israel and Iran. That conflict has taken on new urgency this month, risking a broader conflict in the Middle East, as Iran vowed to retaliate for an Israeli strike on an embassy compound that killed seven Iranian armed forces commanders.

Many weapons smuggled to the West Bank largely travel along two paths from Iran through Iraq, Syria, Lebanon, Jordan and Israel, the officials said. As the arms cross borders, the officials added, they change hands among a multinational cast that can include members of organized criminal gangs, extre-

mist militants, soldiers and intelligence operatives. A key group in the operation, the Iranian officials and analysts said, are Bedouin smugglers who carry the weapons across the border from Jordan into Israel.

The New York Times interviewed senior security and government officials with knowledge of Iran’s effort to smuggle weapons to the West Bank, including three from Israel, three from Iran and three from the United States. The officials from all three countries requested anonymity to discuss covert operations for which they were not authorized to speak publicly.

“The Iranians wanted to flood the West Bank with weapons, and they were using criminal networks in Jordan, in the West Bank and in Israel, primarily Bedouin, to move and sell the products,” said Matthew Levitt, director of the counterterrorism program at the Washington Institute for Near East Policy, a research organization, and the author of a study on the smuggling route.

The smuggling to the West Bank, analysts said, began about two years ago when Iran started using routes previously established to smuggle other contraband. It is unclear exactly how many weapons have made it to the territory in that time, though analysts say the majority are small arms.

In the months since the Hamas-led Oct. 7 attack against Israel from the Gaza Strip, Israeli security forces have conducted a large-scale crackdown across the West Bank.

The Israeli military describes the raids as part of its counterterrorism effort against Hamas and other armed factions to root out weapons and militants. Hundreds of Palestinians have been killed by Israeli forces, including those accused of attacking Israelis, according to the United Nations, in one of the deadliest periods in decades.

Human rights groups say many Palestinians are being unfairly detained, particularly those held in Israeli prisons without a formal trial. They say that it is unclear how many of the detainees possess genuine militant links.

“These arrests include many who are being swept up for reasons that are not clear,” said Omar Shakir, the Israel and Palestine director at Human Rights Watch. “The Israeli government has a long track record of abusive detention, arbitrary arrests and detaining people for exercising their basic rights.”

For years, Iran’s leaders have declared the

necessity of arming Palestinian fighters in the occupied West Bank. Iran has long supplied weapons for attacking Israel to militants elsewhere in the region, members of its socalled Axis of Resistance, including its two primary Palestinian allies in Gaza, Hamas and Palestinian Islamic Jihad.

Both of those groups, which also operate in the West Bank, are designated terrorist organizations by the United States, the European Union, Israel and other countries.

The Iranian officials said Iran had not singled out a particular group for its largesse, choosing instead to broadly inundate the territory with guns and ammunition.

Fatah, the Palestinian faction that controls the Palestinian Authority and with it much of the West Bank, accused Iran last week of trying to “exploit” Palestinians for its own means by spreading chaos in the territory. In a statement, Fatah said it would not allow “our sacred cause and the blood of our people to be exploited” by Iran.

In a statement, Iran’s U.N. Mission did not comment on the smuggling operation, but emphasized what it said was the importance of Palestinians taking up arms against Israel.

“Iran’s assessment posits that the sole effective avenue for resisting the occupation by the Zionist regime is through armed resistance,” said Amir Saeid Iravani, the country’s U.N. ambassador. “Palestinian resistance forces possess the capability to manufacture and procure the necessary armaments for their cause.”

Even after Oct. 7, as Iran’s proxies have increasingly launched salvos from Lebanon and Yemen, Iran and Israel preferred to restrict

much of their conflict to the shadows. But that covert war exploded into public view last week with the airstrike against an Iranian Embassy building in Syria.

Israeli warplanes on April 1 attacked a meeting of leaders from Iran’s armed forces and members of Palestinian Islamic Jihad in Damascus, the Iranian officials said. Among those killed was Gen. Mohammad Reza Zahedi, 65, the Revolutionary Guard general in charge of Iran’s covert operations in Syria and Lebanon through which parts of the weapons smuggling trail wends, the Israeli, Iranian and American officials said.

That attack came on the heels of another Israeli airstrike. On March 26, Israeli forces struck a key node of the smuggling route in eastern Syria, according to the American and Iranian officials, and two of the Israeli officials.

The majority of the smuggled weapons, analysts said, are small arms such as handguns and assault rifles. Iran is also smuggling advanced weapons, according to the American and Israeli officials. Those weapons, the Israeli officials said, include anti-tank missiles and rocket-propelled grenades, which fly fast and low to the ground, creating a challenge for Israel when defending civilian and military targets from close-range fire.

Israel’s domestic security agency, Shin Bet, said in a statement that it had recently seized advanced military equipment smuggled into the West Bank. The statement added that Shin Bet “takes very seriously involvement in activities directed by Iran and its affiliates and will continue to carry out active measures at all times to monitor and thwart any activity that endangers the security of the state of Israel.”

A drone strike in Odesa shatters a family’s life

In the photograph, Anna Haidarzhy and her 4-month-old son, Tymofii, are barely visible under the bloodstained blanket. They lie in the rubble, at the feet of rescue workers in black and fluorescent uniforms. Just two arms, one from the mother, 31, one from her son, can be seen sticking out of the blanket.

“It looked like they were saying goodbye,” one of the rescuers, Serhii Mudrenko, said of the image.

Their bodies were found in the smoking ruins of an apartment block hit in a Russian drone attack in March in the southern Ukrainian city of Odesa that killed 12 people. The photograph, taken by Ukraine’s state emergency services, has circulated widely in Ukraine — and has been held up as a tragic symbol of the terrible toll exacted on civilians by Russia’s war.

Throughout the search, Serhii Haidarzhy, 32, Anna’s husband and Tymofii’s father, had stayed with the rescuers as they combed the debris. He had survived the strike with the couple’s 2-year-old daughter, Lizi, and was holding out for a miracle.

“I was hoping that Anichka would survive under the rubble,” Serhii Haidarzhy said, using her nickname.

The Haidarzhys had been married for more than three years. Friends and family said they were inseparable and acted like young lovers. He often brought his wife flowers, they said. He listed her number as “My love” on his cellphone. And when they could, the couple went on dates to enjoy sunsets along a nearby estuary.

“We savored every moment,” he said. “We were living life to the fullest.”

But now, standing near the destroyed building after hours of searching following the attack on March 2, he was realizing that this part of his life was over. Then a friend, who was also a rescuer, looked up at him from the rubble and took off his helmet. “I knew immediately,” Haidarzhy said.

His story is just one of the tragedies many Ukrainians have experienced since Russia’s full-scale invasion began in February 2022.

Russian attacks have killed thousands of civilians, according to the United Nations — shattering dreams, devastating families, ending love stories.

An amateur photographer, he had extensively documented his family life on Instagram. The images now stand for what is lost: trips across Ukraine with his wife, family picnics on the Black Sea, watching Tymofii grow up.

He said he now had “to endure this loss, this grief” that countless other Ukrainians have grappled with, and the often unbearable questions that come with it: Why did the strike kill his wife and not him? How can he make Lizi understand that she will never see her mother and brother again?

“It’s very hard,” he said in an interview at his wife’s family home in the port city of Odesa, his eyes brimming with tears. “I still need some time to come to my senses.”

Haidarzhy met Anna at a Baptist summer camp in 2020 outside Odesa. She, the seventh child of a pastor with nine children, had a “zest for life” and a dazzling smile, he recalled.

“It’s love at first sight. You catch a glimpse of her, and you just know she’s the one,” he said. As the camp drew to a close, he sat down with her by a campfire and told her he liked her. “Next thing you know, we’re holding hands, just like that.”

Two weeks later, he proposed. Anna, a florist and decorator, designed the wedding ceremony, which took place in her father’s church in October 2020. They said “I do” under an arch of dried flowers, red roses and reeds she had picked herself. She had made her own dress.

“She could make something beautiful out of nothing,” said Nadiia Sidak, one of her sisters, and one of many in Odesa who described her as warm, generous and creative. Lizi, a cheerful girl with curly blond hair, was born a year after the couple married. She has long struggled to fall asleep, her father said, and often asks him to stay by her side while she dozes off. Tymofii was born in October 2023.

By then, Russia’s war was well underway and Odesa, relatively unscathed at the start of the fighting, was under near-daily attack. Moscow was targeting the city’s port in an attempt to cut off sea exports, a lifeline for the Ukrainian economy.

come familiar to most Odesa residents.

On March 2, at around 1 a.m., a drone flew over the estuary, entered their neighborhood and crashed into their building, according to Lt. Col. Serhii Sudets, a member of the air defense units protecting Odesa.

That night, Lizi and her father had fallen asleep in her bedroom. Her mother was sleeping in the couple’s bedroom next door, holding Tymofii. That bedroom collapsed after the strike. But not Lizi’s.

“Out of nowhere, I hear this huge explosion,” Serhii Haidarzhy recalled. He woke up and rushed to the other bedroom. “I started shouting: ‘My love!’ But all I found was the door. Our bedroom was gone.”

Residents who survived the attack said they remembered seeing Haidarzhy pacing near the rubble and calling his wife’s phone, hoping for a miracle. Hours passed, but there was no sign of her.

Then, at 5:56 p.m., he received a notification from his cellphone company about the number he had been desperately trying to reach: “My love,” it read, “is back online.”

The rescuers had just uncovered her phone next to her body and Tymofii’s.

All of Haidarzhy’s attention is now focused on Lizi.

“Sometimes she asks where her mom and Tymosha are, and we tell her that they’re in heaven with Jesus,” he said, using a nickname for Tymofii. “Thank God she doesn’t understand, because it would be traumatic for the child.”

The deaths have stirred painful memo -

ries for Anna’s family. In 1968, during the Soviet Union’s repressive rule against religious groups, her grandfather, a Baptist pastor, was jailed for five years and then sent into exile in eastern Siberia. Her mother spent part of her childhood there.

Sitting around a table strewn with pastries and sandwiches on a recent afternoon, the family reflected on three generations oppressed or killed by Moscow. Mykola Sidak, Anna’s father, said the Kremlin was now trying to reassert its rule over Ukraine, “so that Russia can have everything from the USSR again.”

The family’s story and grief have resonated widely in Ukraine. On March 6, more than 700 people attended the funeral, which took place in the same church where the couple got married. President Volodymyr Zelenskyy of Ukraine was also expected to attend, the family said, but had to cancel after a Russian missile landed a few hundreds meters from him during a visit to Odesa that day, killing five people.

The sound of the missile explosion echoed through the funeral, startling the mourners.

Reflecting on his life during a separate memorial, Haidarzhy said, “Everything happened quickly for us.”

“I couldn’t believe I got married, had such a wonderful wife. Everybody asked me, ‘Can you believe it?’ I said ‘No.’ Then I couldn’t believe we had a child,” he said, referring to Tymofii. “And now, I can’t believe they’re no longer with us.”

A moment of unity, on Earth as in space

Maybe it takes an extraterrestrial event to bring this shredded country together. For a phenomenon that traversed the country from the contentious southern border to the far reaches of New England, Monday’s eclipse attracted remarkably few conspiracy theories or accusations. From where I stood, in Buffalo, New York, the major threat to the moment was a forecast of heavy clouds.

Bring on the ominous metaphors: We don’t have the foggiest idea where we’re going.

This year, the eclipse passes America by. Here comes the rain again.

Perhaps I was too primed to seek meaning, having found unexpected significance in the last major eclipse to cross the country, back on Aug. 21, 2017. I needed it.

Wearied by the chaotic churn of Donald Trump’s presidency and desperate for a vacation, I told my family I wanted to see something in this country Trump couldn’t bash, alter, destroy or tarnish. I wanted mountains, rock structures, landscapes and vistas that would give me that sense of This Too Shall Pass, and the planet will still be around. We decided to spend 10 days in South Dakota, starting at Mount Rushmore and ending in the Badlands.

I didn’t realize that amid all that permanence, the most

fleeting vision would be the most profound. This wasn’t in South Dakota at all; it was a half-day’s drive away in Wyoming.

We set out in the early morning on what became clear was a pilgrimage route to the zone of totality. Highways that had been as empty as the prairie during the preceding days were teeming with cars; gas stations had turned into community pit stops selling all manner of eclipse-branded gear and keepsakes. Eclipse Beef Jerky in Lights Out Original flavor, anyone? People had parked at random intervals along the highway, tailgating at a galactic game.

I racked my brain to figure out why our destination, Casper, Wyoming, was so familiar — which author’s birthplace, what landmark? — before realizing we were headed to the deepred hometown of former Vice President Dick Cheney.

But the main street of Casper felt more like a global village. More than 1 million visitors had crowded into the state, a good number of whom descended on a town with a population of roughly 58,000. The main drag had been cleared of cars for the Wyoming Eclipse Festival. A giant map was posted across a stretch of wall with pins available for visitors to signal their place of origin. The U.S. was dotted with pins like a holly in full bloom. No space left to mark anywhere close to New York. But the map of Europe was similarly crowded; people had also traveled from Japan and Patagonia and South Africa.

As the moon moved across the sun, a strange bananayellow cast fell over everything, unlike any natural light I’d ever seen — closer to sepia than twilight. My three kids, then between the ages of 8 and 12, gaped at the way the light struck their hands and morphed the color of their shirts.

“It’s a once-in-a-lifetime experience,” my youngest mused aloud, wandering solo into a field in the park where we’d camped out, a short walk from downtown. My older kids seemed almost spooked, waving their arms in the sun’s peculiar glow.

Everyone went silent as the sun disappeared. The temperature noticeably dipped. Birds seemed to go quiet. At 11:42, the moment of totality, and with the sun at one with the moon, a palpable unity in the hush down here on Earth. Then there was an audible burst of exaltation.

Some people say an eclipse brings on a sense of insignificance and solitude in the grand scheme of the universe. I had a slightly different reaction, more of a communal alignment with nature. For this atheist, it was the closest thing to a religious experience, a kind of monolith moment. Here we were, just a bunch of primates, seemingly so advanced in intelligence and power, yet awed in the face of the profound.

In search of that same rare feeling, I set out this year for Buffalo. Like many an umbraphile, I booked train tickets the day they went on sale. The rest of my family dropped out when the forecast went grim, but for me, the slightest chance of experiencing totality was worth the risk.

By 2:02, a few spots of blue dappled the overcast sky. Two minutes into the partial eclipse, the sun broke through, and cheers burst out across the park, as if, against poor odds, we were all urging on the same team.

By 2:55, the clouds darkened, and the mood was somber. But each time the sun peeped through, there was another wave of cheers and claps, and boos when the clouds won out.

At 3:18, the eclipse reached totality under cloud cover. The park went dark as night. You couldn’t see the sun, but you could feel the eclipse. What looked like a sunset burst along the horizon and the entire park screamed with joy. Sometimes, just sometimes, we all want the same thing.

SAN JUAN – El presidente cameral, Rafael Hernández Montañez describió al payaso “Remi” como un referente del positivismo boricua, quien a través de los años ha marcado a muchos puertorriqueños por medio de la educación y la sana diversión.

“Es un honor reconocer a un referente del positivismo boricua. Reconocemos la trayectoria profesional de un gran ser humano, un hombre de familia, de fe, un maestro, educador, pero sobre todo una persona talentosa que ha comunicado su positivismo a la gente más joven”, sostuvo Hernández Montañez.

Remi ha sido el alma de la alegría infantil en la isla durante más de tres décadas. Asimismo, ha sido uno de los personajes infantiles más destacados y respetados que ha surgido en Puerto Rico.

En sus inicios profesionales, José fue maestro de arte. Desde entonces creó un personaje, pues se pintaba para interpretar a un explorador musical llamado “DoRe-Mi”. De ahí nace su icónico sombrero de explorador que le ha distinguido durante toda su trayectoria. Además, se desarrolló como locutor y programador musical de radio.

La representante y presidenta de la Comisión de Educación de Arte y Cultura, Deborah Soto Arroyo abundó sobre la trascendencia humana y televisiva de Remi, expresando su agradecimiento por ser una figura clave en la educación de las niñas y niños puertorriqueños. “Hoy resulta más que merecido este reconocimiento, pues se trata de una figura clave en la educación de nuestros niños, tanto en la isla como en el extranjero. La historia de los personajes infantiles de Puerto Rico no puede escribirse sin su nombre: un artista completo,

MAYAGÜEZ – La Policía informó el martes, que la agente Ana Ruiz Torres, en unión al sargento Luis Santana, de la división de Delitos Sexuales de Mayagüez, adscritos al Negociado de la Policía, consultaron un caso de actos lascivos y maltrato a amenores con los fiscales Grace Vélez y Esteban Miranda de la Fiscalía de Mayagüez que culminó con la radicación de cargos criminales contra Moisés Ayala Morales, de 63 años, residente en Maricao y excapitán de la Policía de Puerto Rico.

Según la Uniformada, se investigó una querella de actos lascivos y maltrato a menores contra Ayala Morales en el pueblo de Sabana Grande hechos ocurridos desde el año 2016 hasta el 2021, donde supuestamente cometió los delitos mencionados contra su hijastra.

El caso fue llevado ante la presencia de la juez Margarita Gaudier quien luego de examinar la prueba, encontró causa en regla 6, imponiéndole una fianza global de 7,500 dólares la cual fue prestada mediante fiador privado y quedó en libertad bajo supervisión electrónica.

La vista preliminar fue pautada para el 23 de abril de 2024.

John Barth, a novelist who found possibility in a ‘used-up’ form

Nobody likes the comic who explains his own material, but writer John Barth, who died Tuesday, had a way of making explanations — of gags, of stories, of the whole creative enterprise — sing louder and funnier and truer than punchlines. The maxim “Show, don’t tell” had little purchase with him. In novels, short stories and essays, through an astoundingly prolific sixdecade career, he ran riot over literary rules and conventions, even as he displayed, with meticulous discipline, mastery of and respect for them.

He was styled a postmodernist, an awkwardly fitting title that only just managed to cover his essential attributes, like a swimsuit left too long in the dryer. But it meant that much of what Barth was doing — cheekily recycling dusty forms, shining klieg lights on the artificiality of art, turning the tyranny of plot against itself — had a name, a movement.

For many years, starting in the 1960s, he was at the vanguard of this movement, alongside writers like Thomas Pynchon and William Gaddis. He declared that all paths for the novel had already been taken, and then blazed new ones for generations of awe-struck followers. He showed us how writing works by letting us peer into its machinery, and reminded us that our experience of the world will always be dictated by the instruments we have to observe and record it. While never abandoning narrative, he found endless joy in picking apart its elements, and in the process helped define a postwar American style.

The constructive disruption, the literary public service announcement: It became something of a signature for Barth, and it’s best expressed in his story collection “Lost in the Funhouse” (1968). The title piece, a masterwork of metafiction, follows a teenage boy lurching about the revolving discs and mirrored walls of an amusement-park fun house, where he realizes, dolefully, that he is better suited to construct such contrivances than experience them.

Throughout, a comically pedantic narrator critiques the very tale he’s telling by identifying the flashy tricks of the “funhouse” that is fiction: symbolism, theme, sensory detail, resolution. The story is simultaneously a rigorous analysis, vivid example and ruthless dismantling of how literature operates.

“Is anything more tiresome, in fiction, than the problems of sensitive adolescents?” the narrator asks, in his fiction about a sensitive adolescent. “And it’s all too long and rambling.”

David Foster Wallace called the collection a “sacred text,” even drafting one of his stories in the margins of his copy. Although he later, in an act of literary parricide, denounced his hero as a stagnant has-been, Barth’s influence is unmistakable in Wallace’s work, as it is in

that of so many others, including Zadie Smith, Jonathan Lethem, Jennifer Egan, George Saunders and David Mitchell — writers who hauled postmodernism off its ivory tower, who integrated Barth’s fourth-wall breaches, parodic masquerades or typographical pyrotechnics into more accessible, more sincere and, fine, more marketable narratives.

Much of Barth’s raw material actually came from writers of classic texts, not the modern and postmodern navigation stars he steered by. He was Dante reworking the “Aeneid” into “The Divine Comedy” — if Dante were a shiny-pated, bespectacled Marylander with a police-detective mustache. “The Sot-Weed Factor” (1960) is an epic imitation of the 18th-century bildungsroman, something AI bots might aspire to if the prompt were, say, “‘Tom Jones’ plus ‘Tristram Shandy,’ but hornier.” (It’s great.) His 2004 story collection, “The Book of Ten Nights and a Night,” is a “Decameron” set in the days after the Sept. 11 terrorist attacks. Scheherazade, whom Barth called his “literary patron saint,” is a regular presence in his work.

And, of course, there’s Barth’s opus “Giles GoatBoy” (1966), a bonkers Cold War allegory that draws from the Bible, “Oedipus Rex,” “Don Quixote” and “Ulysses,” among other works. I tried to summarize its many forking paths for a curious bartender once and started to feel dizzy midway through. A bitterly divided college campus is overrun by a tyrannical computer system called WESCAC, and the only one who can save humanity is a

boy named George Giles, who was raised as a goat and somehow turns out to be the offspring of WESCAC and a virgin named Lady Creamhair. (It’s great.)

Giles tries his best to live up to the mythic hero archetype, but soon learns, over and over, that simply being human is complicated enough. For all of Barth’s outrageous experiments, he always seemed to find his way back to the basic moral question that every great fiction writer has tried to wrangle: How should one be?

His second novel, “The End of the Road” (1958), is a profound deliberation on the dominant Western philosophy of its time, existentialism, which Barth, in a Camus-like story of a marital affair, first seems to value and then exposes as obscenely inadequate. Anchoring even his most arcane metafictions are recognizable characters who try to commit to a principle or an identity — and often fail spectacularly.

In this way, Barth was closer to the comforts of traditional fiction than he was given credit for. A true postmodernist, he wrote in 1980, keeps “one foot in fantasy, one in objective reality.”

But Barth’s most memorable writing remains the stuff that works on both levels: the gently rising and falling slopes of narrative and the zany mirror maze of selfreflexivity. You get the sense that he found the latter a wearying realm to read in, let alone write in, but couldn’t help veering into it, that the phoniness of the whole endeavor, including his own persona as the artist, had to be accounted for. “It’s particularly disquieting to suspect not only that one is a fictional character,” he wrote, “but that the fiction one’s in — the fiction one is — is quite the sort one least prefers.”

Reading Barth is like taking a cross-country flight while sitting in the cockpit with the pilot, a journey made more thrilling by our observation of the mechanisms that make it possible: We can stare in awe at the instrument panels, or just look out the window. But, through it all, his impossible desire to be his own reader, a naive experiencer of his own narrative, never waned. One imagines the maestro himself snapping his fingers impatiently at the text. “Enough with the diversions,” he might say. “On with the story!”

Standby cruising: A new option for bargain seekers

Standby cruisers don’t learn of their acceptance or denial until a week to two days before departure, complicating transportation arrangements.

“Last-minute airfare could offset the savings on a cruise,” Crystal Seaton, owner of Road to Relaxation Travel, a travel agency based in Raleigh, North Carolina, wrote in an email. Although she has not booked a client on a standby sailing yet, she surmised that it is intended for travelers who can drive to a port.

In February, Barb McGowan took a sevenday cruise on Holland America Line, visiting the Bahamas, Turks and Caicos, and the Dominican Republic for just $343, or $49 a day, excluding taxes, port fees and extras. By comparison, Holland America currently lists a seven-day Caribbean itinerary in October from about $700.

The catch: She had just 48 hours’ notice.

McGown, a 64-year-old from Naples, Florida, who runs a restaurant franchise, took one of the line’s new standby cruises, which are aimed at travelers who live near departure ports and intended to fill ship vacancies.

“I look for deals, and this was an especially good experience,” McGowan said, praising the food and entertainment. “I was impressed enough to put down a deposit on a future cruise.”

A way to keep ships full

Holland America introduced its standby program in August to maximize ship occupancy, knowing that cancellations are inevitable. So far, the rest of the cruise industry has not followed its lead.

“If cancellations are within a week or two of sailing, it’s difficult to resell that space in the open market,” said Dan Rough, vice president of revenue management at Holland America.

In the same way that airlines oversell seats, cruise lines may compensate for cancellations by overselling staterooms. Filling in with standbys, however, reduces Holland America’s reliance on overselling, which runs the risk of bumping passengers to distant departures or potentially offering generous cash incentives to coax volunteers to cancel.

Although the company does not hea-

vily promote the new practice, it has attracted a following among the thrifty by dangling a bargain rate — $49 a person, whether sharing a cabin or traveling solo, before taxes and fees — on a webpage that lists available departure dates to attract flexible travelers. Standbys should expect an inside cabin, according to the company, although ocean-view and veranda cabins have been assigned. (The company declined to say how many standby cabins it has offered.)

“Forty-nine dollars per person, per day is pretty exceptional,” said Colleen McDaniel, editor of CruiseCritic.com, a website that reviews cruises, noting that the price covers all meals and entertainment. “You can’t find a cheaper rate at a land resort for what’s included.” (In 2023, the average nightly rate for a hotel room in the United States was nearly $156, according to STR, a data analytics firm that monitors the hospitality industry.)

To participate, travelers choose an itinerary from the standby list on the website — current embarkation ports include Boston; Fort Lauderdale, Florida; Montreal; Quebec City; San Diego; Seattle; Vancouver, British Columbia; and Whittier, Alaska — and pay for the trip in advance by calling Holland America or booking through a travel adviser.

There are no refunds for standby cruisers who want to back out. However, if the gamble fails to pay off, and the cruise line cannot offer a cabin to someone on the standby list, it issues a refund.

The company says standby offerings are added on a rolling basis and usually lists itineraries within two to three months of departure. Current offerings include seven-day sailings in Alaska’s Inside Passage from April through September and seven-to-11-day trips cruising the coast of New England and Canada’s Maritime Provinces between May

“We were lucky; we found out Tuesday we were going on a Friday 3 p.m. sailing,” said Sheila Valloney, 66, of Clermont, Florida, who with her husband spent nine days aboard a Holland America ship in the southern Caribbean in February by going standby.

Before being cleared, she reserved a parking spot near the ship dock in Fort Lauderdale, which would have set her back about $6 if she canceled. She also kept their vacation clothes ready to go at the last minute for the 3 1/2-hour drive to port.

Booking a refundable airline ticket — or at least one that guarantees a credit in loyalty points or cash in the event of cancellation — is one way travelers who must fly can take advantage of the deal.

For her standby sailing, McGowan drove 90 minutes from her home to the ship in Fort Lauderdale. But her travel companion was coming from Indiana, so when she joined the standby list a few months before the departure date, she booked her friend a Southwest Airlines flight using frequent flyer points that would be refunded if the last-minute cruise didn’t come through.

Avoiding extra charges

Once on board, charges for extras such as cabin upgrades, Wi-Fi, alcohol and shore excursions can inflate the bill, although the thriftiest travelers try to avoid them.

McGowan sprang for the $17.50-a-day charge for an upgraded drink package (basic nonalcoholic drinks are included in the cruise) and took one shore excursion, focused on coffee growing, which she deemed a good value at $89.

On their Caribbean cruise, the Valloneys asked around for recommendations for good beaches, where they went to relax on port days, and waited until they were on land to check emails, in order to avoid paying for Wi-Fi on the ship.

“We didn’t miss it at all,” Valloney said. “For beverages, we would wait until happy hour, when it was buy one, get one free.”

Will other companies follow suit?

To date, no other cruise lines have adopted standby programs.

Princess Cruises said it did not plan to offer cabins on a standby basis, but noted that it already offers last-minute deals, which tend to run about $50 to $60 per passenger per day. For example, a seven-day Alaska sailing from Vancouver to Anchorage departing May 8 is listed at $399 a person in a doubleoccupancy cabin.

Several other major cruise lines did not respond to inquiries about potentially adopting standby programs, although operators such as Royal Caribbean and Norwegian Cruise Line also offer last-minute deals on their websites.

“We would be surprised to see many mainstream cruise lines begin to adopt a similar model” to the standby system, Kimberly Coyne, head of sales and content strategy for Cruiseline.com, a cruise review site, wrote in an email. She said the standby fares might be financially unsustainable for cruise lines and cited the potential that travelers might become too accustomed to late-booking deals.

More ways to save

With the recent surge in cruise bookings, companies are discounting less, said McDaniel.

She identified more reliable ways to get a deal compared with going standby, such as booking during “wave season,” a sales period that generally runs January through March, or taking a repositioning cruise, in which a ship relocates from one region to another seasonally. A repositioning itinerary might sail in the fall from Alaska to the Caribbean via the Panama Canal.

“It’s not unusual to see a repositioning cruise at less than $75 per night,” McDaniel said, noting that other expenses such as an airline itinerary into one city and returning from another may cost more than a standard round-trip ticket.

Repositioning cruises tend to stop at fewer ports and add more shipboard enrichment programs, such as lectures and activities such as cake decorating classes and craft spirits tastings.

“For a lot of people, the ship is the destination and this is the perfect activity for people who like to be on the ship,” she said.

Jerry Grote, star Mets catcher on 1969 championship team, dies at 81

Jerry Grote, who was among the National League’s leading catchers of his time and guided the pitching staff that propelled the New York Mets to their astonishing 1969 World Series championship, died Sunday in Austin, Texas. He was 81.

Jay Horwitz, the Mets’ vice president of media relations, said early Monday that Grote had died of respiratory failure Sunday afternoon after a heart procedure at the Texas Cardiac Arrhythmia Institute.

Grote, who played for the Mets for more than a decade, was known for targeting would-be base stealers with his powerful arm, and for his savvy in calling pitches.

In 1969, he caught future Hall of Famer Tom Seaver and outstanding lefthander Jerry Koosman when the Mets staged a late-season drive and defeated the Baltimore Orioles in a five-game World Series. That championship was a remarkable turnaround for a team that had finished at or near the bottom of the National League for years after its founding in 1962.

An enduring image of the Mets’ triumphal moment shows Koosman leaping into Grote’s arms on the Shea Stadium mound seconds after left fielder Cleon Jones caught a fly ball for the Series’ final out.

Lou Brock, who stole hundreds of bases in his career, conceded that Grote often got the better of him. “Grote’s quick out the box, has a powerful arm and always seemed to have a sixth sense about me stealing,” Brock told Sports Illustrated in 1974. “He would have the ball waiting for me at second base long before I got there.”

Grote was an All-Star in 1968 and 1974, and finished among the National League’s top five catchers in fielding percentage seven times, including a No. 1 ranking in 1975.

He was also remembered for a competitive drive that spawned a gruff demeanor.

Injuries took a toll on Grote afterward under manager Yogi Berra. He shared the catching with Duffy Dyer in 1972, having been hampered by bone chips, and missed two months of the 1973 season when he was hit by a pitch that broke a bone in his right arm.

But the Mets won another pennant that season and faced the Oakland A’s in the World Series. Grote batted a decentenough .267, but his passed ball in the 11th inning of Game 3 led to an A’s victory. Oakland went on to win the Series in seven games.

Grote posted a career high .295 batting average in 1975. The Mets traded him to the Los Angeles Dodgers in August 1977. He was a backup to Steve Yeager, retired after the 1978 season, then came back to catch briefly for the Kansas City Royals and the Dodgers in 1981.

Grote was “a hard-bitten catcher who would goad his teammates to pitch harder, who could snap at reporters and official scorers,” The New York Times sports columnist George Vecsey wrote in 1981. He quoted Grote as saying “I had the red neck. I was red all over.”

Gerald Wayne Grote was born Oct. 6, 1942, in San Antonio, Texas. He was the oldest of three children of Clarence and Leila Rittmann Grote.

He pitched, caught and played third base in high school then enrolled at nearby Trinity University. Del Baker, a former major league catcher, manager and coach, who was an adviser to the Trinity baseball team, tutored him in catching skills.

The Houston Colt .45s (the future Astros), a team that entered the National League along with the Mets, signed Grote in their first season. He shuttled between

Houston and the minors until he was traded to the Mets in 1965 for pitcher Tom Parsons.

When he was batting over .300 at midseason in 1968, he became only the second Mets player, after second baseman Ron Hunt, to make an All-Star Game starting lineup and ended the season with a .282 batting average.

Then came the Mets’ storied 1969 season, in which they overtook the Chicago Cubs to win the National League East title and swept the Atlanta Braves in three games to capture the NL pennant. The Mets were defeated by the Orioles in Game 1 of the World Series but swept the next four games. Grote’s single in the ninth inning of Game 2 was followed by Al Weis’ tiebreaking hit. He doubled in the bottom of the 10th inning in Game 4, won by the Mets when pinch-runner Rod Gaspar scored on a throwing error.

Playing in the major leagues for 16 seasons, Grote had a .252 career batting average with 1,092 hits, 39 home runs and 404 runs batted in.

After he left the majors, he managed in the minor leagues and raised steers on his Texas ranch.

He is survived by his third wife, Cheryl Grote, and her three children, Laurel, Joseph and Jacob Luedecke; three children from his first marriage, Sandy Deloney, Jeff Grote and Jennifer Jackson; and six grandchildren and three step-grandchildren, according to Horwitz, the Mets spokesperson.

Grote thrived on the enthusiasm of Mets fans and, in his contentious way, contrasted their support with his putdown of the fans in Houston.

“One of the advantages of playing for New York is that the big crowds at Shea Stadium help you tremendously,” he said in a 1971 interview with Sports Illustrated. “They make you want to give 115 percent all the time. In Houston, nobody seems to applaud unless the hands on the scoreboard start to clap. Once those hands stop, so do all the others. Real enthusiasm.”
