Indonesia Offers IDR 191 Trillion Infrastructure Projects to China The Investment Coordinating Board (BKPM) offers infrastructure projects with a government and business partnership scheme (PPP) in Market Sounding activities for 90 Chinese investors. Deputy for Investment Planning, Tamba P. Hutapea, explained that this step was an activity carried out by BKPM while visiting China. “The total investment value of the infrastructure projects offered reached US $ 13.2 billion,” Tamba said in a BKPM written statement in Jakarta, Monday (8/27). If converted to rupiah, the value of the project offered to China is around Rp 191 trillion (exchange rate of US $ 1 = Rp. 14,500) BKPM’s visit to Guangzhou is the third market sounding activity in China after previously was held in Shanghai and Beijing. He explained, his teamwork is working with the Consulate General of the Republic of Indonesia Guangzhou and is supported by China Export & Credit Insurance Corporation (Sinosure) during Market Sounding. As one of the biggest cities, Guangzhou was chosen because it has excellence as one of China’s logistics nodes that has many global companies in the field of infrastructure. “The Market Sounding activity in Guangzhou, China is carried out to offer IPP scheme power generation projects and toll road projects in several regions. In addition, PT. Penjaminan Infrastruktur Indonesia (PT PII) also complements the facility information for infrastructures projects KPBU scheme by presenting the guarantee that will be given by the government. Indonesia - America Arranges Road Map of Trade Worth US$50 Billion The Government of Indonesia and the United States (US) have agreed to increase the trade value of the two countries to reach US$50 billion. Currently the trade value of the two countries is only around US$28 billion. Minister of Trade Enggartiasto Lukita said, to achieve the target, Indonesia and the US would prepare a road map in the trade sector. “We will immediately arrange a road map. We will arrange it again. As soon as possible. (To increase trade value) from US$28 billion to US$50 billion,” he said at the Presidential Palace Complex, Jakarta, on Sunday (8/5). According to him, many products will be included in the trade cooperation between Indonesia and the US. Therefore, a road map is needed to maximize the trade of these products. “(The products?) Presidential Regulation 56 of 2018 Stipulates 227 National Strategic Projects President Joko Widodo (Jokowi) on July 20, 2018, signed Presidential Regulation Number 56 Year 2018, the second amendment to the Presidential Regulation Number 3 Year 2016 concerning the Acceleration of Implementation of National Strategic Projects. The amendment was made considering the results of the study of the Committee for the Acceleration of Infrastructure Provision with the aim of maximizing the acceleration being carried out. In the attachment to this Presidential Regulation, there are 227 projects listed in the National Strategic Projects, fewer than the National Strategic Projects stipulated in the Presidential Regulation Number 58 Year 2017 which reached 248 projects. Some projects were removed from the list of National Strategic Projects,

because they have already been completed or have yet to start the construction such as: Soreang - Pasir Koja Toll Road (Bandung); Raden Inten II Airport (Lampung), Kertapati - Simpang - Tanjung Api-Api Railway; Muara Enim - Baai Island Railway; Jambi - Pekanbaru Railway; Jambi Palembang Railway, MRT Jakarta East West Corridor; Sebatik Airport, and Mojokerto - Surabaya Toll Road. The new projects in the new list of National Strategic Projects include the 115 kilometer Ciaw i- Su k abum i- Ci ra nja ng toll road (previously separated into the 54 kilometers CiawiSukabumi toll road and the 61 kilometers Sukabumi-Ciranjang-Padalarang), Kediri Airport (East Java), and the Elevated Loop Line in Jakarta. This Presidential Regulation comes into force since promulgated by the Minister of Law and Human Rights Yasonna H. Laloy on July 20, 2018. (TPP)

President Jokowi Orders to Strengthen Forex Reserves Strengthening foreign exchange reserves is very important to strengthen economic resilience amidst global economic uncertainty, including the recent development in Turkey’s economy, according to President Joko “Jokowi” Widodo. The President made the statement during a Limited Cabinet Meeting on Continuing Policy Strategy to Strengthen Foreign Exchange Reserves at Presidential Office, Tuesday (8/14). “We must maintain the stability of Rupiah exchange rate at a fair value, maintain low inflation, and manage current account deficit,” the President said, adding that Minister of Finance has carefully managed State Budget deficit at 2.12% this year and the deficit is expected to drop next year. President Jokowi went on to say that the Government continues to expand capital expenditure in the State Budget and central bank Bank Indonesia is very prudent in managing monetary policy. In the meantime, capital adequacy ratio in Indonesian Banks is very strong at 22%

and the Financial Service Authority (OJK) has been instructed to maintain the ratio, he added. During the meeting, the President also asked for an explanation regarding the progress of the implementation of various programs, including the acceleration of the mandatory implementation of B20 biodiesel and increasing use of local material -especially for large SOEs that previously used many imported components. The President also urged Ministry of Trade and the Customs and Excise to manage import control as well as to thoroughly and quickly examine the imported goods and distinguish between much needed goods and useless goods. President Jokowi also stressed the importance of breakthrough to improve export competitiveness and investment. “We have launched the Online Single Submission (OSS) system and will continue to review the impact,” President Jokowi said. The President further said that accelerating tourism infrastructure is needed, particularly in major tourism spots. that a lot of researchers say that car sales in the US has reached its peak and it is predicted that the next few years, the number will decrease. “So, we must be ready to deal with this condition when global automotive industry slows down in the upcoming years. However, we must be also optimistic that our market is big,” the President said. On various occasions, the President always encourages automotive industry to penetrate export markets, given the

fact that this industry plays a great role in economy. “It is the second biggest sector in processing industry and among top five of investment sources in industrial sector,” the President further said. Therefore, President asserted that the Government will fully help and support automotive industry. The Government is currently preparing a number of incentives for this industry, such as tax holiday, tax allowance, and super deduction. Regarding super deduction,

the President explained that companies’ expenses for activities like vocational training can be deducted up to 200 percent from taxable income (PKP). “The number will be big, but the Ministry of Finance is still studying it. Automotive industry must also have courage to get out of its comfort zone. JK pointed out, the construction of irrigation, village roads and district roads are very important. However, for the private sector, investment in rural road development has no business value. Meanwhile, building toll roads, ports and electricity has longterm economic value. “Not all infrastructures are viable businesses, irrigation is certainly economic viable but not business viable, village roads, district roads are very important, but business is certainly difficult to calculate, but toll roads, making ports, airports, electricity can all be calculated so of course the private sector can participate, “JK said. The government continues to spur the productivity and competitiveness of the domestic automotive industry. One particular vehicle being ramped up is the Rural Multipurpose Mechanical Equipment (AMMDes). “Currently we are ready to produce 3,000 units of AMMDes, and we will increase it to 9,000-15,000 units per year. The mass production will begin in January 2019,” Industry Minister Airlangga Hartarto said at the opening of 2018 Gaikindo Indonesia International Auto Show (GIIAS) at ICE BSD City, Tangerang, Banten, on Thursday (8/2). According to him, a series of trials have been carried out in the development of AMMDes, including the licensing under the Ministry of Transportation. “Now the licensing is being processed, hopefully in November it will be completed,” he added. Regarding the spare parts, Air-

Its pavilion displays seven vehicles with various accessories, such as rice bleacher, grain breaker, pump and generator. These accessories are to enhance the productivity of agriculture and plantations in the rural areas. In 2017 the production was 1.47 million tons, up 1.7% from 2016. “There are already 5 agricultural commodities including red onion that we have managed to export, and have been done in a short period of time,” the minister said. According to Bambang, about 90 percent of Russian investments in Indonesia are in hotels, restaurants, trade, etc., and most of the investments are made in Bali and Nusa Tenggara. “Through this cooperation, Indonesia and Russia are expected to increase the amount of exports and imports between the two countries, to face the challenges of the world economy at this time after the Fed increased the interest rate,” Bambang said in Jakarta, on Monday (8/6).

The Investment Coordinating Board (BKPM) has announced that the realization of investment in the second quarter (April-June) of 2018 reached Rp176.3 trillion. The investment realization increased by 3.1% compared to the same period in 2017 which amounted to Rp170.9 trillion. Cumulatively, the realization of investment in the first half of 2018 reached Rp361.6 trillion. That figure grew 7.4% compared to the realization in the first half of 2017 at Rp336.7 trillion. Telkom’s Red and White Satellite Finally Into Orbit The Red and White Satellite belonging to Telkom Indonesia has successfully been launched with a Falcon 9 rocket from SpaceX, Cape Canaveral, Air Force Station, Florida, United States. This means that the ‘critical’ times on the launch of a rocket have been passed. cost, the satellite launch project only costs US$165 million, equivalent to Rp2.38 trillion (Rp14,475/US$), including the insurance premium of US$10 million. The satellite, which is intended to replace the Telkom 1, carries 60 active transponders consisting of 24 C-Band transponders and 12 C-Band extended transponders that will serve the Southeast Asia region, including Indonesia, as well as 24 C-Band transponders that will cover the South Asia. This satellite relies on the SSL 1300

platform with a design for a lifespan of 16 years. The construction of the Merah Putih Satellite involves two US companies, SSL as the manufacturer of the satellite and SpaceX as the provider of satellite launching services. SSL is a well-known satellite manufacturer and has successfully completed the construction of the Red White Satellite faster than scheduled. dawu Toll Road consists of six sections, the section I is Cileunyi-Rancakalong, section II is Rancakalong-Sumedang, section III is Sumedang-Cimalaka, section IV is Cimalaka-Legok, section V is Legok-Ujungjaya, and section VI is UjungjayaDawuan. The Cisumdawu Toll Road is being constructed under the collaboration scheme between the government and the Toll Road Business Entity (BUJT). The construction of the toll road is targeted to be completed in 2020. At present, in addition to the construction of infrastructure, the acquisition of some plots of land is still under process. For example in the section 1 phase III (Cileungi-Rancakalong) with a length of 11.45 km, the land acquisition has only reached 37.43 percent. While in the section 2 phase II (Ciherang-Sumedang) with a length of 10.70 kilometers, the land acquisition has reached 88.47 percent. Rector of University of Jenderal Sudirman (Unsoed) Purwokerto, Professor Suwarto, has said that the infrastructure development implemented by the government in various regions will create new economic centers. “I can see that in terms of equitable development, it is quite good because in some regions outside Java, the development has been improving rapidly and I think the infrastructures of road and others will grow the economy in these regions,” he said in Purwokerto, Banyumas Regency, Central Java, on Thursday (8/16). JICA Loans Rp1.2 T for Building Access Road to Patimban Port The construction of access road to Patimban Port is ready to begin after JICA disbursing the loan. The construction of the phase I of access road to Patimban Port in West Java was marked by the signing of the project package with the contractor and consultant. The package is the construction of a 8.2 kilometers access road with an investment value of Rp1.12 trillion. The construction will be carried out by the joint venture of Shimizu-PT PP-Bangun Cipta Konstruksi for 18 months. The access road will be built with floating construction consisting of 5.9 kilometers slab pile and 1.6 kilometers flyover. “The access road to Patimban will be connected to the national road network of

Pantura and in the long run it will be connected to the Cipali toll road,” said Director General of Highways of the Ministry of Public Works, Sugiyartanto, in Jakarta, on Tuesday (8/14). The construction of access road to Patimban Port is funded by JICA loan amounting to ¥11.535 billion (the construction is ¥10.736 billion and the supervision is ¥799 million). The access road to Patimban is part of the Patimban Port development program. The Patimban Port is designed to become the second largest container port in Indonesia after Tanjung Priok. Completed, Garuda Wisnu Kencana Ready to Welcome Travelers to Bali The construction of the giant Garuda Wisnu Kencana statue in the area of GWK Cultural Park, Ungasan, Jimbaran Bali, has finally been completed. It takes a very long time to complete, up to 28 years, from the time of planning and design which started in the era of President Soeharto and finished in the era of President Joko Widodo. To celebrate the completion, art performances were staged at the GWK Cultural Park, including some gigs of a number of artists. According to Tourism Ministry’s Deputy for Marketing Development I, I Gde Pitana, GWK will become a new symbol of tourism as well as the pride of the Balinese people. “Finally, after waiting long enough, the giant statue of

Garuda Wisnu Kencana is completed. GWK will be one of the attractions of tourism in an effort to meet the target of 20 million foreign tourist arrivals in 2019,” Pitana said on Monday (30/7). “Garuda Wisnu Kencana will be among the tallest statues in the world. Obviously the impact will be very positive in bringing in more foreign tourist to Indonesia,” he added. The height of GWK statue is 121 meters, making it equal to the giant statues in the world like the Spring Temple Buddha in China, Laykyun Sekkya Buddha in Myanmar, Statue of Liberty of in the United States, Ushiku Daibutsu in Japan, The Motherland Calls in Russia, and Christ the Redeemer in Brazil.

“We believe the GWK statue will raise the Indonesia’s image as a quality tourism destination,” Pitana said. The idea to construct the Garuda Wisnu Kencana came from Nyoman Nuarta with then Tourism Minister Joop Ave and Bali Governor Ida Bagus Oka in 1989. In 1990 the idea was presented before President Soeharto and approved. The groundbreaking was done in 1997 and the construction of the statue involved 120 artists. Germany Eyes Indonesian Graduates of Vocational Schools German companies are interested to hire Indonesian graduates of vocational schools with qualified skills, according to former Indonesian Education and Culture Attaché for Germany, Professor Agus Rubiyanto after delivering a public lecture at the Shipping Science Polytechnic (Polimarin), Semarang, on Tuesday (8/14). “The demand for nautical workforce is high. German companies are looking for alumni here. They need 40 people, but we can only provide 5,” Agus said. As a maritime country, Indonesia must focus on creating more nautical workforce. This is in line with President Joko Widodo’s policy on marine development. “Indonesia’s future is at sea, starting from logistics, transportation. When talking about the sea highway, we need a driver, now the driver should be efficient, we need vocational graduates,” he said. Agus said the German government is enthusiastically to establish cooperation with Indonesia in various fields, including the vocational education. Such a collaboration has been realized since 2012. “When we educate our children, we want to make them skillful after graduation. If

not, they won’t be competitive and have no chance to get a job. It is important for them to be proud of being educated in Indonesia,” he added. Germany has been used as a reference because the vocational education in the country is the oldest in the world, above Austria and Switzerland. “The vocational education emphasizes skills, not memorization and not ingrained. Cikarang Dry Port Toll Gate Officially Open Government through Ministerial Decree of Public Works and Public Housing (PUPR), starting at 00.00 Western Indonesia Time, August 28, 2018, the toll road tariff access to Dry Port in Cikarang is officially enforced. With Number 561 / KPTS / M / 2018 concerning the Establishment of Motorized Vehicle Type Groups and Toll Rates on the Dry Port Access Road as part of the Jakarta-Cikampek Toll Road. This decree was determined by Minister of PUPR Basuki Hadimuljono in Jakarta, Monday (8/20). In accordance with Decree No. 561 / KPTS / M / 2018 class type of motorized vehicles access to Cikarang Dry Port Access on the Jakarta-Cikampek Toll Road as follows: Vehicle Type Group 1. I Sedan, Jeep, Pick Up / Small Truck, and Bus 2. II Truck with 2 (two) axles 3. III Truck with 3 (three) axles 4. IV Truck with 4 (four) axles 5. In its release, AVP Corporate Communication Dwimawan Heru, said that one of the dictums in the Decree stated that, PT Jasa Marga (Persero) Tbk., as the management of the Jakarta-Cikampek Toll Road, they have the right to refuse in putting in or out toll road users who did not meet the cargo limit requirements for the heaviest axis at the Toll Gate (GT) nearest the toll road. “The implementation of the regulations and control of supervision of the heaviest axle load limits is carried out in collaboration with the Ministry of Transportation in accordance with the provisions of the legislation,” he said. The Dry Port Access Road with a length of 3.06 km is an extension of the gate of the Tanjung Priok International Port. To Cool the Property Market, ABRD is Set Higher and Tighter Loan Limits Singapore Government announced that they are raising Additional Buyer’s Stamp Duty (ABSD) rates and tightening loan-to-value (LTV) limits on residential property purchases, in an effort to “cool the property market and keep price increases in line with economic fundamentals” on Thursday (8/5). The move comes several days after official data showed that private home prices had risen to its highest point in four years in the April to June quarter, with analysts predicting that prices could soon recover to 2013 peak levels. “The government has been monitoring the property market closely. We are very concerned that prices are running ahead of economic fundamentals,” said Mr. Lawrence Wong, Minister for National Development on that day. “There is a large supply of units coming on stream and interest rates are going up. We want to avoid a severe correction later, which can have more destabilizing consequences. Hence we are acting now to maintain a stable and sustainable property market,” he added. The ABSD will be raised by 5 percentage points for citizens and permanent residents (PRs) buying second and subsequent homes, and by 10 percentage points for entities, said the finance and national development ministries, as well as the Monetary Authority of Singapore (MAS) in a joint release. There will be no change in the rates for citizens and PRs purchasing their first residential property.

An additional ABSD of 5 per cent, which is non-remittable under the Remission Rules, will also be introduced for developers purchasing residential properties for housing development. Authorities said that for purchases jointly made by two or more parties of different profiles, the highest applicable ABSD rate will apply. However, full ABSD remission will continue to be provided for joint purchases of the first residential property by married couples with at least one spouse who is a Singapore citizen, they added. Married couples with at least

one Singapore citizen spouse who jointly purchase a second home together can continue to apply for an ABSD refund, as long as they sell their first home within six months after the date of purchase of the second property, or by the issue date of the Temporary Occupation Permit or Certificate of Statutory Completion of the second property - whichever is earlier. The new rates are effective Jul 6, but there will be a transitional provision for cases where an Option to Purchase (OTP) has been granted by sellers to potential buyers on or before Jul 5.

Meanwhile, LTV limits will be tightened by 5 percentage points for all housing loans granted by financial institutions, the release stated. The revised limits will not apply to loans granted by the Housing & Development Board. Before the change, individual borrowers were able to borrow up to 80 per cent or 60 per cent if the loan tenure is more than 30 years or extends past age 65. With the adjustment, borrowers will now only be able to borrow 75 per cent or 55 per cent if the loan tenure is more than 30 years or extends past age 65. The new limits will apply to loans for properties where the Option to Purchase is granted on or after Jul 6. Authorities said that in line with this, LTV limits for mortgage equity withdrawal loans will also be tightened - 75 per cent for a borrower with no outstanding housing loan for the purchase of another residential property and 45 per cent for a borrower with an outstanding housing loan for the purchase of another residential property. Following the implementation of ABSD, foreigners are making a comeback in Singapore’s residential property market after pulling back from it in 2012. Based on the number of caveats lodged, statistics by the Urban Redevelopment Authority (URA) show that purchases by foreigners increased by 48% to 794 units in 1H2017 compared to 535 units

in 1H2016, while those by permanent residents (PRs) rose by 32% to 1,876 units in 1H2017 from 1,416 units in 1H2016. To provide a comparison, private property purchases made by Singaporeans rose by 69% to 8,950 units in 1H2017 from 5,297 units in 1H2016. In this article, we will look at the top foreign nationalities who have been snapping up private residential properties in Singapore, as well as where they are buying in 2017, based on URA statistics. Properties within the core central region have always been favoured by Indonesian investors, the third largest group of foreign property investors in Singapore. This is consistent with their buying patterns in 2017. Properties in districts 9 (Orchard, Cairnhill River Valley), 10 (Ardmore, Bukit Timah, Holland Road) and 19 (Serangoon Garden, Hougang, Punggol) were most sought-after by Indonesian investors this year. There is notable demand for high-end properties among Indonesian buyers, with 11% buying properties between $3 million and $5 million, and with 10% buying properties above $5 million. Collectively, the majority of Indonesian buyers invested most in properties between $500,000 and $1 million in 2017. Denmark helps Indonesia build infrastructure for renewable energy. The move was carried out under the cooperation scheme of Environmental Support Program Phase 3 (ESP3) between the Directorate General of Renewable Energy and Energy Conservation (DJ-EBTKE) of the Ministry of Energy and Mineral Resources and the Danish Energy Agency (DEA). waste into energy in Klaten. “There is a Solar Power Plant (PLTS) in Karimunjawa. Previously it used diesel fuel. A landfill in Semarang is producing methane gas. In Klaten, we process the waste from extracting palm starch to produce energy gas and in Cilacap we make a landfill to press the waste into briquettes,” he said at his office, Semarang, Central Java, on Monday (8/6). Jarwanto also said he hopes the projects would help the government and the community in developing an independent electricity system. “The four projects are very inspiring to not cause problems to the environment, only benefits instead. We are so proud of this collaboration,” he added. Based on the ESP3 data, the projects are valued at Rp189 billion. The project in Semarang

has an investment value of Rp71 billion, in Karimunjawa is valued at Rp16 billion, in Cilacap at Rp86 billion, and in Klaten at Rp16 billion. However, the fund would not entirely come from Denmark through the Danish Embassy. Some will come from both the central and regional governments. Senior Program Officer of Danish Embassy in Indonesia Emil Salim said Denmark will be funding different sectors for each project. For example, for the project in Cilacap it will finance the machinery and solar panels for Karimunjawa project. “In Klaten the Danish fund is for the installation waste processing facility to produce gas. Members of the Human Resources Directors Indonesia (HRDI) appeared in fashionable batik outfits which could inspire people in promoting the Indonesia’s pride of product as batik has been recognized worldwide. Human resources directors usually wear the professional suits during their working hours. But not this time. They paraded 32 collections of batik created by national designer Novita Yunus in a fashion show and they showcased the batik like professional models. Founder of HRDI Reza Widyaprastha told the presidentpost.id that the fashion show was held in order to foster the love for Indonesian products, including batik. “We present these batik collections as a form of welcoming the commemoration of Indonesian independence,” said Reza during the event in Jakarta on Thursday (8/2). According to him, HRDI regularly holds a forum to discuss and share experiences related to the human resources development for the HR directors from various companies. This time the forum was organized differently, out of the habit. “During this time, we always have a meeting in every 2 - 3 months and it usually is filled with presentations, sharing and so on. SPORTS South Korean National Team Supporters Dominated by Expatriates from Cikarang

The majority of South Korean U-23 soccer team supporters at the XVIII / 2018 Asian Games are expatriates who work in Jakarta and Bekasi. South Korea’s Liaison Officer (LO) U-23 national team, Gabrielle Sarasvati, confirmed that while on duty at the Bekasi City’s Chandrabaga Stadium Patriot during football quarter-final match of the 2018 Asian Games between South Korea against Uzbekistan Monday afternoon (8/27). “Most of today’s match supporters are South Korean who works in Jakarta and the Cikarang industrial area, Bekasi Regency,” she said. According to her, the expatriates are South Korean citizens who live in Indonesia because of a state or professional duty. All the supporters always come to every South Korean match, including during the preliminary round of Group E against Bahrain, Malaysia, Kyrgyzstan at Si Jalak Harupat Stadium in Bandung, West Java since 10-20 August 2018. In addition, they were also present to provide support to Ui ji Hwang and teammates

while appearing in the last 16 against Iran at Wibawa Mukti Stadium, Cikarang, Bekasi Regency, West Java. When the South Korean againts Iran game on August 23, South Korea supporters dominate the audience stands which were then occupied by around 2,700 spectators. Although the number of South Korean supporters in their match agints Uzbekistan was not as much as in Cikarang, but their numbers still dominate the opponent’s supporters. One of the South Korean supporter, Mrs. Joo Hyun (48), admitted that she did not want to miss the performance of her national team during the Asian Games this time. “Coincidentally, my son also joined the South Korean junior national team. My son came to Jakarta with the Asian Games national team, so this is the right time for me to meet him and watch our favorite national team,” he said. The Seoul City resident also claimed that he had lived in the Cikarang area for the past year, Bekasi Regency occupied his official residence. “I work in one of the famous convection companies in

Even the woman nicknamed the Indonesian ‘Spiderwomen’ won a gold medal in the Rock Climbing World Cup series in Chongqing, China. Aries said the strength of the Indonesian team was on par with teams from other countries in the Rock Climbing World Cup series in Russia and China. “For competition in the Asian Games, we got tough

competition from China, Iran and Kazakhstan. But for the world championship, there are Russian, French and other teams, “said Aries. The Indonesian rock climbing team won a total of 1 gold medal, 3 silver medals, and 3 bronze medals in three 2018 Rock Climbing World series in Russia and China. Minister of Youth and Sports himself feels happy and proud of the Olympic sport which competed at this year’s Asian Games to achieve success. “Some Olympic sports competed at this Asian Games show promising achievements for the Tokyo 2020 Olympic capital later. “Like Karate, Rock Climbing and others can be a mainstay for us to face the Olympics later,” said minister.
